[Town Hall Meeting on April 29, 2021.]

[00:00:09]

UNKNOWN: SO AT THIS POINT, I WANT TO ENCOURAGE THE PUBLIC TO COME FORWARD AND SHARE THEIR COMMENTS. DOES ANYONE HAVE ANY COMMENTS THUS FAR? QUESTIONS? OR QUESTIONS. OR QUESTIONS. THERE'LL BE A QUESTION AND ANSWER PERIOD AFTERWARDS. BUT YOU'RE WELCOME TO COME AND SPEAK. YOU CAN STILL SHARE, MA'MN, COME ON UP. OKAY.

I'M JUDY CRANDALL AND I LIVE ON PEBBLE BEACH AVENUE. AND I HAVE TWO THINGS. I WAS WONDERING IF YOU COULD HELP ME UNDERSTAND SINCE THE STATE HAS APPROVED FIREWORKS ON TWO OR THREE DAYS DURING THE YEAR, AND PEOPLE ARE NOT FOLLOWING THOSE RULES. AND THERE IS AN ORDER ORDINANCE WITH THE CITY AGAINST FIREWORKS WITHOUT A PERMIT. SO IT'S A CONFLICTING ITEM, THAT PEOPLE SAY, OH, THE STATE, YOU CAN DO IT. AND THE CITY STILL HAS THEIR ORDINANCE THAT YOU CANNOT. I HAVE A NEIGHBOR FIVE HOUSES DOWN THAT LITERALLY, THEIR FIREWORKS ARE COMMERCIAL GRADE, THEY GO HIGH UP IN THE AIR, THEY'RE BIG BOOMS. THE ASHES FLOW OVER THE HOMES AROUND THERE. IT SCARES THE NEIGHBORS, IT SCARES THE PETS. SO IS THERE A CLARIFIED ORDINANCE THAT ALSO RESTRICTS THE FIREWORKS OR DOES PALM BAY GO ALONG WITH THE STATE? THAT'S MY NUMBER ONE QUESTION. MY SECOND ONE. I WAS TOLD IN 2019, THAT UNIT ONE WOULD BE PAVED. AND IT'S NOW 2021. AND WE'RE STILL NOT PAVED. THEY DID PORT MALABAR BOULEVARD FROM BABCOCK WEST, BUT THE ROADS ON MEADOWBROOK AND PEBBLE BEACH IN THAT AREA ARE HORRENDOUS. AND I WAS WONDERING IF THERE IS A TIMELINE FOR UNIT ONE. AND PORT MALABAR BOULEVARD AREA? THOSE ARE MY TWO QUESTIONS. OKAY.

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

CAN YOU JUST CONFIRM THAT TO ME? I WAS JUST TRYING RIGHT NOW. I COULDN'T FIND IT. YOU SAID IT WAS WHICH STREET? UNIT ONE PEBBLE BEACH AVENUE AND MEADOW BROOK AREA. RIGHT BEHIND THE WINN DIXIE AT BEHIND THE WINN DIXIE WHERE THE OLD GOLF COURSE WAS.

OH, ACTUALLY, THAT'S BACK HERE OVER HERE. YEAH, YEAH, THAT'S ACTUALLY IN THE COUNTRY CLUB UNITS. I APOLOGIZE. THE COUNTRY CLUB UNITS WERE HELD BACK, WE HAVE SOME UTILITY CONFLICTS.

WE'RE WORKING OFF OF THE PIPES. AND BECAUSE OF THAT, IT'S BEEN PUSHED BACK RIGHT NOW. SO IT'S GOING TO BE BEYOND THIS PERIOD, BECAUSE WE HAVE TO DO THE PIPES FIRST. AND THAT HAS NOT BEEN ADVERTISED OUT YET. SO IT'LL PROBABLY BE I BELIEVE, MORE TOURS LIKE JUNE AND JULY, BECAUSE WE NEED TO GET THE PIPE IN FIRST, DESIGN PLANS ALL BEEN DONE. SO IT'LL BE IT'S READY TO GO. WE JUST GOTTA GET THE PIPES DONE FIRST, AND THEN THE PAVING.

SO THOSE AREAS ARE SET TO GO AND DESIGN. THEY'RE ALL DONE. WE JUST GOT TO GET THE PIPES IN FIRST. ALL RIGHT.

CHIEF MOYA, PLEASE STEP UP.

[00:05:09]

CHIEF NELSON MOYA: GOOD EVENING. YES, NELSON MOYA, POLICE CHIEF.

SO THE ISSUE OF FIREWORKS IS AN ISSUE THAT WE STILL DEAL WITH, DESPITE THE EXCEPTIONS THAT WAS RECENTLY DONE BY THE LAW. OKAY.

IN YOUR CASE, WHAT I RECOMMEND YOU DO IS CALL US BECAUSE WE DO HAVE A PROTOCOL, DESPITE WHATEVER ORDINANCE WE MAY HAVE IN THE BOOKS, WE DEFERRED TO THE BREACH OF PEACE STATUTE, WHICH IS A LOT EASIER FOR US TO TO DEAL WITH. BECAUSE, YOU KNOW, IT ALSO GIVES US AN OPPORTUNITY TO PRESENT THAT CASE BEFORE THE STATE ATTORNEY'S OFFICE MUCH EASIER. THEY'RE MORE COMFORTABLE IN, IN PURSUING STATE STATUTES. THAT'S JUST THE REALITY OF IT HERE LOCALLY. SO WE HAVE A PROCESS OR WHAT I WOULD ENCOURAGE YOUR YOUR NEIGHBORS TO DO IS CALL US, IT DOES REQUIRE THAT WE HAVE A PARTICIPATING VICTIM. SO IT REQUIRES THAT SOMEONE STEPS FORWARD AND FILLS OUT AN AFFIDAVIT THAT IF A DAVID GIVES US THE LEVERAGE TO MOVE FORWARD WITH ULTIMATELY PURSUING CHARGES, HOWEVER, WE ALWAYS LIKE TO GET COMPLIANCE BEFORE WE GO IN THAT DIRECTION. SO IT MAY REQUIRE A MULTIPLE RESPONSE. BUT NO MORE THAN USUALLY TWO TO THREE. BEFORE WE GO TOWARDS THAT NEXT STEP. I'D HAVE TO CHECK TO SEE IF YOU GUYS HAVE DONE THAT.

HAVE YOU GUYS CALLED? UNKNOWN: ACTUALLY THE LAST TIME THAT THEY WERE LIGHTING OFF THE FIREWORKS, I DID CALL THE NON EMERGENCY LINE. THEY SAID, YEAH, WE KNOW WE'VE GOT SOMEONE OVER THERE. SO THERE WAS SEVERAL NEIGHBORS. I MEAN, IT IT REALLY IS COMMERCIAL GRADE FIREWORKS.

CHIEF NELSON MOYA: YEAH, THAT'S TYPICALLY TREATED AS A NUISANCE NOISE ISSUE. HOWEVER, IF IT BECOMES INORDINATE, RIGHT, WHERE WE NEED TO TAKE IT TO THAT NEXT LEVEL, WE WILL WE JUST NEED THE NEIGHBORHOOD TO BE TYPICALLY IN AGREEMENT WITH THAT BEFORE WE GO THERE. COMPLY, BECAUSE UNKNOWN: OF MY NEIGHBOR SAID, OH, MY GOD, OH MY GOD. YEAH.

RIGHT. WHAT'S THAT? WHAT'S THAT IS FIREWORKS AND THEN OF COURSE, NEXT DOOR OF THE WHOLE THING LIT UP WITH? OH, YEAH.

CHIEF NELSON MOYA: AND THEN OUR EXPERIENCE, ONCE WE GO THERE WITH THE OFFENDER, AND WE GO, LOOK, YOUR NEIGHBORS ARE NOT ONLY SICK AND TIRED OF IT, THEY'RE GOING TO WRITE PAPER ON YOU. TYPICALLY, WE GET COMPLIANCE, WE'VE YET TO HAVE ONE EVEN IN OUR MOST ACUTE OF CASES WHERE WE HAVE NOT GETTING COMPLIANCE. SO WE'LL GET TOGETHER AFTER THIS. AND WE'LL COMPARE SOME NOTES AND GO FROM THERE. OKAY, THANK YOU. YOU'RE WELCOME. THANK YOU.

UNKNOWN: THANK YOU.

ANYONE ELSE THAT WISHES TO SPEAK STEP UP TO THE PODIUM. OH, EVENING, EVERYONE.

FIRST TIME VISITING A RESIDENT OF PALM BAY, I'M HAPPY TO SEE THE POLICE CHIEF OF QUESTION, I GUESS OUR WORRY. I'M RETIRED LAW ENFORCEMENT MYSELF IN MIND, SIR. OKAY. MY NAME IS PETER SIMPSON, I'M RETIRED LAW ENFORCEMENT. AND SOMETIMES I SEE THE POLICE RESPONDING TO JOBS. AND I DON'T KNOW IF YOU HAVE A CHORD ON THE DECIBELS OF THEIR SIRENS. BECAUSE I'M REALLY SCARED FOR THEM. THEY KNOW EVERY RESPOND TO JOBS, PEOPLE AREN'T PAYING ATTENTION, AND THE DECIBELS FOR THE POLICE CARS ARE VERY LOW.

AND I WORRY ABOUT THAT SOMETIMES WHEN THEY HAVE TO STOP SOMETIMES FOR A COMPLETE CHANGE OF A LIGHT, BECAUSE PEOPLE DON'T HEAR THEM. SO I DON'T KNOW IF THAT'S SOMETHING THAT YOU MIGHT WANT TO LOOK INTO. BECAUSE I MEAN, LIKE I SAID, THE FEAR IS FOR YOU GUYS RESPONDING TO JOBS. YOU KNOW, I'D RATHER KNOW FROM A QUARTER MILE THAT YOU'RE COMING, YOU KNOW.

THAT'S A GREAT POINT. THANK YOU FOR A LOT OF POLICE ACCIDENTS, AND IT'S NOT EASY.

CHIEF NELSON MOYA: SO I APPRECIATE THAT. TYPICALLY, YOU YOU HEAR THE OTHER SIDE, RIGHT, THAT COPS ARE DRIVING TOO FAST.

SO I, I'M KIND OF I'M KIND OF TAKEN ABACK BY THAT. SO THANK YOU. SO TO ANSWER THAT, WE LOOK AT IT FROM A KIND OF A DIFFERENT PERSPECTIVE, I'VE NEVER LOOKED AT IT FROM THE SIREN LEVEL, RIGHT. BUT WHAT WE DO ADVOCATE IS FOR OUR FOLKS TO REALLY USE DO CAUTION BECAUSE, YOU KNOW, DRIVING HAS, HAS BECOME A LITTLE ERRATIC AND AND THERE'S SOME AGGRESSIVE DRIVING OUT THERE.

AND WE'VE SEEN ACCIDENTS, AS YOU KNOW, INVOLVING FIRST RESPONDERS GOING TO CALL SO OUR OUR, OUR PHILOSOPHY IS, YEAH, IF IT'S AN EMERGENCY, CALL US YOUR LIGHTS AND SIRENS. BUT YOU'RE NOT GOING TO HELP ANYBODY IF YOU DON'T MAKE IT TO THAT CALL. SO WE WANT YOU TO GO TO THOSE LIGHTS, EVEN IF THEY'RE GREEN, WE WANT YOU TO STOP BECAUSE PEOPLE OFTENTIMES DON'T KNOW HOW TO REACT WHEN THEY SEE A POLICE OFFICER BEHIND THEM LIGHTS, YOU THINK IT'S IT'S OBVIOUS, BUT OFTENTIMES IT ISN'T. SO DESPITE THAT, WE STILL WANT OUR FOLKS TO GO AS FAST AS TRAFFIC WILL ALLOW THEM TO GO WHILE USING THEIR LICENSE SIRENS AND ULTIMATELY GET INTO THE CALL SAFE. I MEAN, IT'S ALL ABOUT, YOU KNOW, WE GAUGE THE RESPONSE TIMES BECAUSE IT'S IMPORTANT, BUT WHAT'S ALSO EQUALLY AS IMPORTANT IS THAT THEY'RE MAKING THEY'RE SAFE. SO I APPRECIATE IT. I CAN ASK OUR FOLKS WHAT THAT WHAT THAT AUDIBLE LEVEL IS AND KIND OF GO FROM THERE. BUT I APPRECIATE THE FEEDBACK.

[00:10:04]

(INAUDIABLE) BECAUSE THEY GET ALL THE MONEY. I'M JOKING, I'M JOKING, YES, THAT THOSE FIRE TRUCKS ARE THEY'RE OBVIOUSLY A LOT BIGGER. OUR CARS ARE KIND OF LIMITED IN TERMS OF SPACE. SO, BUT BUT I APPRECIATE IT AGAIN. THANK YOU. ANYTHING ELSE? UNKNOWN: YOU SAY JUST UP I AGREE, I THINK WHENEVER I MOVED DOWN HERE ABOUT 10 YEARS AGO, WE'RE IN THE MID ATLANTIC AREA, I WAS USED TO HEARING MORE OF OUR SIRENS, EVEN WITH THE FIRE TRUCKS. AND SO I CAN TELL YOU THAT AT LEAST FROM MY ASPECT, YOU'D HAVE MY SUPPORT. AND I KNOW YOUR YOU LOOKED AT IT, AND YOU FOUND THAT THEY NEED TO BE TURNED UP SOME I KNOW YOU'D HAVE MY SUPPORT, BECAUSE I'VE ALWAYS THOUGHT THAT WAS ODD, TOO. BUT, YOU KNOW, OF COURSE, I DEFER TO I'M NOT A LAW ENFORCEMENT OFFICER, BUT HEARING SOMEBODY ELSE TALK ABOUT IT.

CHIEF NELSON MOYA: YEAH. AND THERE'S ANOTHER ELEMENT THAT MAY AT TIMES PLAY INTO IT. AND I'LL TELL YOU, SIR, YOU MAY BE ABLE TO RELATE TO THIS IS SOMETIMES WHEN WE ARE GOING TO A CALL OVER REPORTED CRIME, RIGHT? BEFORE WE GET TO A SCENE, WE SHOT OUR SIRENS OFF, AS YOU KNOW, BECAUSE WE MAY WANT TO CATCH SOMEBODY AND TO ACT, WE MAY, WE MAY NOT WANT TO FORCE THE HAND OF SOMEBODY WHO NOW KNOWS THAT POLICE ARE COMMON AND MAKE A SITUATION WORSE. SO ALL THOSE FACTORS PLAN WHEN THOSE SIRENS GET SHUT OFF. SO THAT'S WHY YOU SOMETIMES SEE POLICE CARS GOING DOWN ROAD WITH LIGHTS ON WITH NO SIRENS. SO IT ALL PLAYS INTO IT.

BUT WE'LL TAKE A LOOK AT THE EQUIPMENT AND ASSESS FROM THERE.

THANK YOU.

UNKNOWN: YEAH, YOU KNOW, WHILE WE'RE WHILE WE'RE OPEN TO THIS DISCUSSION, YOU KNOW, THE DIFFERENT SIRENS, SOME OF THEM WITH THE NOISE LEVEL, IT SENDS OUT SOME FORM OF VIBRATION. SO IF WE'RE LOOKING AT AT THE DECIBELS AND SIRENS MIGHT AS WELL LOOK AT THAT AS WELL.

CHIEF NELSON MOYA: YEAH, WE'LL TAKE A LOOK. THANK YOU.

UNKNOWN: HI, MY NAME IS JOSEPH. I'M A REAL ESTATE BROKER. AND WE'RE IN PALM BAY FOR LAST 15 YEARS. I DON'T KNOW IF THINK DEFINITELY HAVE, OBVIOUSLY, WE HAVE A DIFFERENT BOARD. WHENEVER I GO TO A MEETING IN MELBOURNE, I HAVE, YOU KNOW, BOUGHT A WAY OF DOING SOME MEETING. AND I ASKED A QUESTION ABOUT PALM BAY OR PERMIT. EVERYBODY SHUT ME DOWN. AND I JUST WANTED TO KNOW IF THERE'S ANYTHING THAT YOU GUYS DO DIFFERENTLY NOW, BECAUSE IT'S BEEN A WHILE SINCE I HAVEN'T BEEN AROUND, YOU KNOW, SINCE THE EPIDEMIC STARTED. BUT IN THE LAST FEW YEARS WHENEVER I GO TO PALM BAY, I MEAN, I GO TO A MEETING IN MELBOURNE WHERE MAJORITY OF PEOPLE FROM MERRITT ISLAND, MELBOURNE, COCOA, THOSE AREA, AND WHEN I WAS MYSELF ABOUT PERMIT, THEY TOLD ME, I TOLD HIM, THAT'S WHAT SERIOUS A PERMIT. SO I JUST WANT TO KNOW IF THERE'S ANYTHING YOU GUYS ARE DEFINITELY BECAUSE SOMEHOW IT LOOKED LIKE WE DIDN'T HAVE A PROBLEM TO GET PERMIT FOR SOMETHING TO BE DONE, ESPECIALLY WHEN IT COMES TO BUSINESSES OR SOMETHING.

WELL, THE FIRST THING I'D LIKE TO SAY IS I REALLY APPRECIATE YOU STEPPING UP AND ASKING THAT QUESTION. AND AND THERE'S CERTAINLY SOME THINGS THAT WE HAVE BEEN WORKING ON BECAUSE WE ARE BUSINESS FRIENDLY. MADAM SHERMAN, YOU WANT TO...

YEAH, THANK YOU, MAYOR. I'M ACTUALLY GOING TO HAVE VALENTINO PEREZ, OUR BUILDING OFFICIAL COME UP. AND WHILE HE COMES UP, I TELL YOU, WE WERE VERY MUCH AWARE OF THAT PERCEPTION. AND REALLY, IT'S IT HAS BEEN HISTORICALLY MORE THAN A PERCEPTION. IT'S BEEN A REALITY FOR A LOT OF IT HAS BEEN DIFFICULT TO DO BUSINESS IN THE CITY, AND DIFFICULT TO WORK THROUGH EVEN PERM BASIC PERMITTING PROCESSES. SO WE'VE MADE A LOT OF CHANGES IN STAFF, AND A LOT OF PROCESS CHANGES, VALENTINO CAN SHARE A LITTLE BIT ABOUT WHAT WE'VE BEEN DOING A LOT OF DIFFERENT THINGS FOR THE PAST YEAR OR SO JUST REALLY TO GET US INTO A BETTER PLACE SO THAT WE DON'T HEAR THAT ANYMORE.

THE SAME WAY. WE'RE TRYING TO GET RID OF THE WHOLE PLAN, OR CONCEPTION THAT PALM BAY IS ALWAYS KNOWN FOR POTHOLES. AS WE DO OUR ROAD PAVING PROGRAM. IT'S THE SAME KINDS OF THINGS. WE'RE WORKING TO CHANGE HOW PEOPLE VIEW US SO THAT WE CAN HAVE HAVE EVERYONE BE PROUD OF THE THINGS THAT WE PROVIDE FOR OUR RESIDENTS AND HOW WE PROVIDE. VALENTINO YOU WANT TO COVER? I WAS PRAYING THAT THERE WOULDN'T BE A QUESTIONS REGARDING PERMITS. BUT NOW THAT I'M HERE, I WILL SAY THAT, THAT HAS BEEN THE NARRATIVE. WE'RE NOT GOING TO SUGARCOAT IT. BUT WE'RE WORKING HARD TO CHANGE THAT PERCEPTION. I'M HANDING OUT MY BUSINESS CARDS PERSONALLY. SO IF SOMEBODY HAS AN ISSUE LIKE THAT, I INVITE HIM TO COME EVEN TO OUR BUILDING DEPARTMENT, WE MOVE TO THE WINN DIXIE PLAZA. SO WE'RE, WE'RE STAFFING GET SUPPORT FROM THE MANAGEMENT TEAM. WE HAVE MORE PERSONNEL, EVEN SUBCONTRACTORS TO HELP WITH THE LOAD OF WORK. AND LIKE SUZANNE SAID, JUST CHANGING THAT PERCEPTION. IT'S NOT GOING TO BE DONE OVERNIGHT. IT'S GONNA TAKE TIME, BUT I THINK WE'RE ON THE RIGHT TRACK.

AND WOULD YOU WANT TO SHARE A LITTLE BIT ABOUT THE ELECTRONIC FILING NOW WHAT YOU'VE CHANGED AND THE SOFTWARE THAT YOU'RE LOOKING FOR? YEP. LIKE THE MAYOR SAID, RIGHT NOW, I'M ABOUT A YEAR ON THE JOB. SO WE WE IMPLEMENTED AN

[00:15:05]

ELECTRONIC PROCEDURE FOR SUBMITTALS. FOR PERMITS THAT YOU CAN SUBMIT VIA EMAIL NOW, ELECTRONIC FILES, AND THAT'S HOW WE REVIEW IT. SO WE'VE ALMOST GONE PAPERLESS, ALMOST, I WANT TO SAY 95%. SO THAT HELPS. AND IN THE MEANTIME, WE'RE LOOKING AT DIFFERENT SOFTWARE COMPANIES TO PROVIDE EVEN MORE EXPEDITED SERVICE TO CONTRACTORS AND HOMEOWNERS. AND WE'RE NOT FAR AWAY FROM THAT. WANT TO SAY WITHIN THE NEXT THREE, FOUR MONTHS, WE CROSS MY FINGERS, WE SHOULD BE READY WITH THAT IMPLEMENTATION.

WELL, IT'S MORE THAN CROSSING OUR FINGERS. WE'RE WORKING TOWARDS THAT END, RIGHT, VALENTINO? YEP. OH, MY GOD BLESS YOU. THANK YOU. THANK YOU, MADAM MADAM.

THE OTHER THING I WILL ADD TO JUST, WE'VE DONE A COUPLE OF THINGS, ONE OF WHICH IS WE'VE BEEN HOLDING STAKEHOLDER MEETINGS. AND WHAT THAT MEANS IS VALENTINO HAS BEEN CONTACTING FOLKS WHO WORK IN VARIOUS INDUSTRIES IN THE CITY, WHETHER YOU'RE AN AIR CONDITIONING COMPANY, OR A ROOFING COMPANY, SOMEONE'S BUILDING IN A CERTAIN WAY. AND WE'VE HAD TEAM MEETINGS WITH THEM TO TALK THROUGH WHAT WORKS AND WHAT DOESN'T WORK IN OUR PROCESS. AND WE'RE GOING TO CONTINUE TO DO THAT. SO WE GET FEEDBACK. WE ALSO HAVE ALL THE STAFF AND BUILDING THEY HAVE AT THE END OF THEIR LIKE EMAIL CORRESPONDENCE AND OPTION TO CLICK ON A SURVEY AND PROVIDE YOUR YOUR THOUGHTS ON HOW WE DID. AND I SHARE WITH THOSE TWO EXAMPLES WITH YOU JUST TO SAY IF YOU HEAR THAT FROM ANYONE, OR IF YOU YOURSELF EXPERIENCED AN ISSUE WE WOULD REALLY LIKE TO KNOW. AND AT THE END OF THE POWERPOINT SLIDE, WHICH IS NOT VERY LONG, AND YOU'LL SEE MY EMAIL ADDRESS IF IF YOU DON'T GET ONE OF VALENTINO'S CARDS BEFORE WE LEAVE TONIGHT, YOU CAN EMAIL CITY MANAGER AT PALMBAYFLORIDA.ORG ANY TIME AND WE REALLY WANT YOUR FEEDBACK SO WE CAN SHARE THAT WITH THE TEAM AND KEEP IMPROVING. SO I APPRECIATE THE QUESTION.

ANY OTHER PUBLIC COMMENTS BEFORE WE GET INTO OUR PRESENTATIONS? MAYOR? CARRY ON? YES. THIS OH, OKAY. I'M SORRY, I CAN'T HEAR MYSELF. I JUST WANT TO SAY, YOU KNOW, I'VE BEEN UP HERE SIX YEARS. SO I MEAN, THE LONGEST RIGHT NOW OF THE CURRENT TENURED COUNCIL. AND THAT HAS BEEN A FRUSTRATING POINT. BUT I ONE THING I WANTED TO HIGHLIGHT IS THE FACT THAT WE HAVE MR. VALENTINO AS A PERMANENT BUILDING OFFICIAL. WE'VE HAD RETIREES WHO ARE ONE FOOT OUT THE DOOR FOR A PERIOD OF TIME, WE'VE HAD A RENT-A, ESSENTIALLY LIKE A RENT A COP, WE HAD A RENT A BUILDING OFFICIAL, WHEREAS A CONTRACTOR, WE HAVE TAKEN THEM FROM JUST BEING AT THE VISION TO BE IN THEIR OWN DEPARTMENT UNDERNEATH A PERMANENT... I'M SORRY, I'M SORRY. CAN YOU GIVE US WITH ONE OF OUR OTHER FOLKS, BUT MR. VALENTINO'S? UNDER HIS DIRECTION. AND SO ANYHOW, WE ARE, WE ARE DEFINITELY MOVING FORWARD, I THINK IN THE RIGHT DIRECTION. AND HAVING THAT PERMANENT CONSISTENCY IS WHAT'S GOING TO HELP US. BUT WHAT ELSE IS GOING TO HELP US IS THAT FOLKS LIKE YOURSELF, AND THOSE PEOPLE IN THIS ROOM, MAKE SURE YOU REACH OUT TO PEOPLE SAY THAT'S NOT THE WAY IT IS, AND PALM BAY COME DOWN AND HAVE YOU AND IF YOU HAVE A QUESTION, LIKE THEY SAID, LET THEM KNOW. BUT I THINK IF PEOPLE START DOING BUSINESS NOW IN PALM BAY, THEY'RE GONNA SEE IT A LOT DIFFERENTLY THAN WHAT THEY WOULD HAVE SAW, I'D SAY, THREE, FOUR OR FIVE YEARS AGO.

THANK YOU FOR YOUR COMMENTS. THEY ARE COUNCILMAN BAILEY, AND I HAVE TO TAKE THIS OPPORTUNITY TO COMMEND YOU ON YOUR HAIR CUT, YOU WOULD ACTUALLY PASS MARINE CORPS INSPECTION WITHOUT THE BEARD, OF COURSE. ANY OTHER COMMENTS? STEP RIGHT FORWARD.

THIS IS AN INFORMAL SETTING. THIS IS A TOWN HALL MEETING. SO PLEASE FEEL FREE TO RAISE YOUR HAND AND STEP UP TO THE MIC.

MY NAME IS SUSAN CONNELLY, AND I REALLY APPRECIATE THE TOWN HALL MEETINGS AS A CHANCE TO INTERACT WITH OUR COUNCIL MEMBERS. I WANTED TO SAY SOMETHING THAT IS SIMILAR BASED ON THE PERMITTING AND, AND THE GROWTH OF PALM BAY. YOU KNOW, THE MOTTO IS WE'RE OPEN FOR BUSINESS. AND WE ARE IN A VERY UNIQUE POSITION THAT SEPARATES US FROM OTHER CITIES AND THAT WE ACTUALLY HAVE LAND THAT CAN BE DEVELOPED. WE'RE AT THE VERY BEGINNING IN MANY WAYS OF NEW DEVELOPMENT. AND MANY OF THE OTHER CITIES AROUND US HAVE TO DO THINGS BACKWARDS, SO TO SPEAK, THEY HAVE TO REDO. SO I WANTED TO PRESENT TO THE COUNCIL THAT WE ARE, THE CITY IS AND STARTING TO BUILD THEIR OWN BUILDING, BUILDING E, ON THE CITY HALL CAMPUS, WHICH IS GOING TO HOLD THAT AS MR. PEREZ SAYS AS PART OF THE DEPARTMENTS ARE SEPARATED FROM THE CITY HALL.

AND I THINK THIS BUILDING HE CAN BE WHAT WE WANT IN TERMS OF OUR CITY. IN TERMS OF BUSINESS COMING IN, IN TERMS OF HERE WE ARE DOING OURSELVES WHAT WE'RE ASKING OTHER PEOPLE TO COME INTO PALM BAY THAT THIS BUILDING PRESENTS AN OPPORTUNITY FOR US

[00:20:02]

TO GO THROUGH THE PROCESS THAT BUSINESSES GO THROUGH, ABOUT PERMITTING, ABOUT HIRING A CONTRACTOR, ABOUT LOOKING AT DESIGNS TRYING TO BE INNOVATIVE AND FUTURE ORIENTED. AND THE QUESTION OF BUDGETS, WE ALL HAVE TO DEAL WITH IT. SO NOW THE CITY GETS TO BE IN THE VERY SAME SPOT, AS YOU'RE ASKING OTHERS TO COME IN AND JOIN US. I THINK WHAT I WOULD LIKE TO SEE FOR BUILDING HE IS A STATEMENT OF HOW WE DO BUSINESS, HOW WE WANT OTHER BUSINESSES TO BE AND TO LOOK, I WOULD LIKE TO SEE THIS BUILDING BE A SUSTAINABLE DESIGN THAT INCORPORATES TECHNOLOGY FOR ENERGY EFFICIENCY, AND, AND BLENDS WITH OUR ENVIRONMENT.

THERE IS A, I WOULD LIKE IT TO BE A STATEMENT, A LIVING LEARNING LABORATORY, SO TO SPEAK. AND THERE ARE BUILDINGS CURRENTLY, THAT HAVE COOLING SYSTEMS THAT AREN'T THE TRADITIONAL AIR CONDITIONERS, THERE'S THIS BUILDING IS IN ATLANTA, GEORGIA, WHICH IS VERY HOT AND HUMID, JUST LIKE US, WHERE THE COOLING SYSTEM IS ACTUALLY COMES UP THROUGH THE FLOOR. AND IT USES CEILING FANS TO CONTROL THE TEMPERATURE AVAILABLE BUILDING WITH SOLAR PANELS THAT NOT ONLY PROVIDES ELECTRICITY, BUT COLLECTS WATER, IT USES THEIR WHOLE TOILET SYSTEM IS COMPLETELY CONTAINED. THERE ARE NO SEWERS. AND THERE ARE BUILDINGS SUCH AS THIS IS NOT FUTURISTIC. THIS IS NOW THIS IS THE FUTURE NOW ALREADY IN PROCESS. SO I WOULD LIKE TO ENCOURAGE THE CITY TO LOOK AT THIS OPPORTUNITY TO REALLY DO IT RIGHT TO END THAT WAS ONE OF THE THINGS THAT CAME UP IN THE COMPREHENSIVE PLAN I ATTENDED FOR THE BUSINESSES IS THAT THE PEOPLE THERE WERE SAYING ANOTHER UNIQUE FEATURE OF PALM BAY IS WE HAVE THE OPPORTUNITY. WE HAVE THE PEOPLE IN PLACE, A CITY COUNCIL NEWLY MANY OF THEM EXCEPT FOR MR. BAILEY, THEY'RE COMING WITH NEW IDEAS. AND AND ALSO MR. JOHNSON TO BUT AND CITY STAFF. I'VE WORKED WITH CITY STAFF, I THINK PEOPLE CAN TELL YOU, THEY KNOW SUZANNE SHERMAN BY FIRST NAME. AND THERE ARE SO MANY WONDERFUL DEPARTMENT HEADS HERE. SO I WOULD JUST LIKE TO SAY, I THINK THIS IS A REAL OPPORTUNITY THAT WE CAN, CAN THAT WE CAN THROUGH OUR THROUGH THIS BUILDING. WE CAN BE A ROLE MODEL. THANK YOU.

THANK YOU. I TAKE IT YOU WANT TO YEAH, YEAH, SIR YEAH. REAL QUICK. MAYOR, I WAS JUST THINKING MORE ABOUT THE QUESTION IS ACTUALLY FOR THE LAST THE LAST GENTLEMAN AND WHEN HE ASKED, WHAT HAS BEEN DONE, ONE OF THE OTHER THINGS THAT HAS BEEN DONE IS THAT WE CHANGED SOME OF OUR FEES AND SOME OF OUR PERMITTING PERMITTING PROCESS FOR SIMPLE THINGS LIKE FENCES, AND FOR SHEDS. THOSE WERE LARGELY A COMPLAINT FOR SOME FOLKS OR ESPECIALLY RESIDENTS WHO ARE TRYING TO DO THOSE SIMPLE PROJECTS. AND I JUST HEARD JUST A FEEDBACK. AND IF AGAIN, FORGIVE ME FOR FOR MESSING UP THERE, MAN GO THERE ABOUT BUT MR. PEREZ? NO, I HAD FEEDBACK FROM A RESIDENT JUST YESTERDAY, THEY SAID THAT THEIR FRIEND WENT IN TO DO THE DEFENSE PART. AND ACTUALLY, THIS ACTUALLY HAS TO BE FOR LARRY, BECAUSE IT'S OVER IN HIS DEPARTMENT, I APOLOGIZE. BECAUSE IT'S NOT EVEN A PERMIT NO MORE. IT'S JUST A ZONING REVIEW. AND THEY ACTUALLY HELP THEM MAKE SURE THEY HAD THIS SCALE DRAWING DONE. SO I THE FACT THAT WE'RE BEING CUSTOMER SERVICE FRIENDLY, AND WE'RE TRYING TO REDUCE THE PAPERWORK, REDUCE THE REQUIREMENTS VERSUS HAVING LIKE A, LIKE A, THE SURVEY. SO SOME PEOPLE MIGHT NOT HAVE THEIR SURVEY EASILY, READILY AVAILABLE, SO THAT YOU DON'T HAVE TO PAY FOR ALL THAT WE'VE TRIED TO MAKE IT AS SIMPLE AS POSSIBLE. SAME THING FOR SHEDS, I THINK WE ENDED UP AT 120 FEET. I WAS TRYING TO GET A BIT MORE THAN THAT. BUT COUNCIL HELP WE DID. IF IT'S 120 OR LESS THAN YOU DON'T DIDN'T NEED A PERMIT FOR THAT ANYMORE. AND AN IMPORTANT ONE TO ME WAS WE HAD THINGS THAT HAD PERMIT COST. AND THEN THEY WOULD GET FELL ON SOMETHING SIMPLE AS A BOLT. SO ONE SMALL ITEM, AND THE REINSPECTION FEE COST MORE THAN THE ORIGINAL PERMIT. THAT'S NO LONGER THE CASE. WE NOW HAVE NO YOU CAN GET IF SOMETHING SIMPLE LIKE THAT'S DONE. AND YOU NEED TO GET A REINSPECTION YOU GET DONE FOR FREE THE FIRST TIME.

AND SO NOW OUR SCALE IS MORE IN LINE ACTUALLY OUR SCALE IS MORE IS BELOW WHAT MOST ALL THE OTHER CITIES AROUND US ARE SO THERE'S A LOT LITTLE THINGS THAT WE'VE DONE TO TRY TO MAKE THINGS

[00:25:01]

EASIER. AND SO I THINK THAT'S IMPORTANT FOR PEOPLE TO REALIZE THAT KNOW THAT WE ARE BEING VERY PROACTIVE AND MOVING THINGS FORWARD.

THANK YOU, COUNCILMAN BAILEY. CAN YOU MADAM SHERMAN, CAN YOU ADDRESS SOME OF MADAM COLLEAGUES? CONCERNS AND WHAT SHE'S BOUGHT FORWARD? YEAH, ABSOLUTELY. WE'VE WE'VE ACTUALLY TALKED ABOUT THIS BEFORE A BIT. AND IT IS STAFFS INTENTION AS WE'RE LOOKING AT THE DESIGNS RIGHT NOW. WE'RE ACTUALLY PICKING THE FIRM THAT WILL DESIGN THE BUILDING OUT IT IS THE MEETING. YEAH. OKAY. SO YOU'RE PLUGGED IN? THAT'S RIGHT. YOU TOLD ME THAT. SO UM, YEAH, IT IS OUR INTENTION TO AS MUCH AS IS POSSIBLE TO LOOK AT SOME SUSTAINABLE, SUSTAINABLE DEVELOPMENT FOR THE BUILDING, TOO. AND SO YOUR POINT HAS BEEN NOTED. AND IT'S SOMETHING WE'VE BEEN TALKING ABOUT AND THINKING ABOUT ANYWAY. SO ONCE WE GET THE FIRM SELECTED, AS YOU KNOW, THE NEXT STEP IS THAT GOES TO COUNCIL FOR AWARD. ONCE THEY GIVE US THE GO AHEAD TO WORK WITH WHOEVER THE FIRM IS, THEN WE WILL BE WORKING ON THINGS LIKE THAT. SO EVERYTHING YOU'VE LISTED ARE THINGS THAT WE'VE TALKED ABOUT, IN SOME FASHION. SO YEAH, AND THEN WE'LL FUND THE BUILDING AND GET IT DONE. BUT BUT THAT WILL BE A PUBLIC PROCESS, TOO, BECAUSE COUNSEL WILL SEE MORE OF THAT. SO I APPRECIATE THE COMMENT. WELL, I THINK THAT REINFORCES WHAT I SAID THAT PALM BAY HAS A TREMENDOUS STAFF. AND YES, EVERY TIME I HAVE INTERACTED WITH THE STAFF, IT HAS BEEN SO, SO RESPONSIVE. AND I I I'M VERY MUCH APPRECIATIVE TO AND I'VE INTERACTED WITH MANY OF THEM, INCLUDING COMING TO CITY COUNCIL MEETINGS, WHERE THOSE VERY THINGS ABOUT THE FEES AND, AND ZONING ISSUES AND EVERYTHING COME UP. AND I THINK TOO, THAT THIS BUILDING, AND THE SELECTION OF THE CONTRACTOR FOR BUILDING, HE TURNS OUT, IT WILL BE A PERSON WHO HAS LINKAGES TO PALM BAY, I THINK THIS IS ANOTHER THING THAT WE NEED TO SHOW IS THAT WE ARE LOOKING FOR PEOPLE WHO WILL BE LOCAL, TO USE LOCAL LABOR TO USE LOCAL MATERIALS.

AND THE OTHER SIDE OF THAT IS THE PR HEARING, COUNCILMAN BAILEY, I THINK PART OF IT IS WE JUST DON'T BRAG ON OURSELVES ENOUGH. I MEAN, THERE ARE SOME TREMENDOUS THINGS HAPPENING. AND SOMEHOW, IT DOESN'T GET OUT TO THE PEOPLE LIKE ME, I MEAN, WHEN I COME TO CITY COUNCIL, I HEAR IT. BUT WHICH THIS IS ALL THESE SMALL, INCREMENTAL STEPS, MAKE, REALLY MAKE THE WHOLE. AND SO I HOPE, COUPLED WITH WHAT WE ARE DOING THAT THE PR DEPARTMENT TOO CAN CONTINUE TO FIGURE WAYS TO KEEP REACHING OUT AND KEEP CONNECTING AND KEEP TELLING THE STORY OF PALM BAY. SO THANK YOU ALL.

CHIEF NELSON MOYA: THANK YOU.

UNKNOWN: SO JUST TO TOUCH A LITTLE BIT ON OUR PR, I'M REALLY PROUD OF THE PR TEAM. I'LL TAKE THIS OPPORTUNITY TO HAND OUT KUDOS WE'RE CONSTANTLY SENDING OUT THE MESSAGE EVERY MONTH, WE WE'VE SET OUT OUR MESSAGE OF WHAT'S HAPPENING. I'M PROUD THAT I HAVE THE LIBERTY AND THE THE APPROVAL TO GO AHEAD AND SEND OUT A MAYOR'S MESSAGE AND AND COUNCIL MADE THAT CLEAR EARLY ON. SO WE ARE COMMUNICATING THROUGHOUT SOCIAL MEDIA AND AND OTHER OTHER FACETS, MISS CONNELLY? BUT CAN WE DO A BETTER JOB? ABSOLUTELY, WE CAN ALWAYS DO A BETTER JOB. BUT WE HAVE TAKEN THIS ON AND WE'VE MADE A VAST IMPROVEMENT. OVER THE JUST A FEW SHORT MONTHS, WE'RE GETTING THE MESSAGE OUT. I AM IN AGREEMENT WITH YOU THAT WE DO NEED TO DO A GOOD JOB OF SPREADING THE GOOD NEWS THAT'S HAPPENING IN PALM BAY BECAUSE LISTEN, I JUST HAPPENED TO BE THE MAYOR OF THE GREATEST CITY OF THE EARTH. AND I PROUDLY PROCLAIM THAT YOU WHERE I GO, WHETHER IT'S THE TOURIST DEVELOPMENT COUNCIL, WHEREVER IT IS GOING, I'M SENDING THAT POSITIVE MESSAGE BECAUSE WE ARE BLESSED THAT WE HAVE AN OPPORTUNITY TO ACTUALLY GROW THIS CITY, INCREASE OUR COMMERCIAL BASE. AND YOU KNOW, I'M GETTING A LITTLE BIT OF SIDE FOR MYSELF. I'M GETTING AHEAD OF MYSELF. SO IS ANYONE ELSE THAT WISHES TO SPEAK COME ON, STEP FORWARD, MA'AM. WHERE OR I POINTED TO HER FIRST. SO LADIES FIRST LADIES FIRST. LADIES FIRST PLEASE.

WHAT MISS IS COMING UP. I DON'T KNOW IF YOU'VE HAD THE CHANCE TO MARE BUT I HEARD HIM MENTION SPACE COAST REALTORS. I THINK IT'LL SET A GOOD TONE IF YOU WERE TO MEET WITH ALL OF THEM AND DECLARE WHAT YOU JUST SAID LETTING THEM KNOW. AND THEN MAYBE EXPANDING UPON WHAT WE'RE DOING WITH THE BUILDING DEPARTMENT AND OTHER DEPARTMENTS LIKE GENTLEMEN, COUNCILMAN BAILEY. SORRY, COUNCILMAN BAILEY MENTIONED BECAUSE THEY'RE THEY'RE STILL THINKING THAT SO I THINK YOU AS THE MAYOR COMING

[00:30:03]

FORTH AND SPEAKING TO THE WHOLE SPACE GOES REALTORS KNOW, BUT OH MAN, THEY SERIOUS? WELL, I APPRECIATE THAT COUNCILMAN OR DEPUTY MAYOR JOHNSON, WE ARE ABOUT TO LAUNCH OUR STATE OF THE CITY ADDRESS.

AND I THINK THAT'S GOING TO BE A GREAT OPPORTUNE TIME FOR ME TO ADDRESS NOT ONLY SPACE COAST AREA REALTORS, BUT JUST ABOUT THE PALM BAY, CHAMBER OF COMMERCE, EVERYONE. BUT IT TO PALM BAY IS OPEN FOR BUSINESS. AND AND I APPRECIATE EVERYONE'S HARD WORK ON THIS COUNCIL, BECAUSE IT TAKES A COLLABORATIVE EFFORT TO MOVE THE DIAL EVER SO SLOWLY, AS IT YOU KNOW, I'M A NAVAL GUY. I'M ON NAVY STATES MARINE, AND HOW DO YOU TURN THAT BIG, BIG SHIP? IT'S THAT SMALL RUDDER. AND SO WE ARE MOVING THAT DOWN, AND WE'RE MOVING IN THE RIGHT DIRECTION. SO, MA'AM, WITHOUT FURTHER ADO, GO GO AHEAD. I WON'T TAKE ANY MORE YOUR TIME.

THANK YOU. MY NAME IS ALBERTA, I HAVE BEEN A RESIDENT IN PALM BAY NOW FOR A LITTLE OVER A YEAR. BUT I'VE WORKED IN PALM BAY WITH MY NONPROFIT ORGANIZATION FOR SIX YEARS. AND SO I'M HAPPY THAT WE DO HAVE TOWN HALLS, THIS IS MY FIRST ONE. I DID ATTEND A STAKEHOLDERS MEETING. AND IT WAS ABSOLUTELY WONDERFUL. WHAT HAD COME UP OUT OF THAT MEETING A NUMBER OF TIMES WAS THIS CONVERSATION ON EQUITABLE DEVELOPMENT. AND SO WHAT THAT MEANS IS THAT WE LEAVE NO COMMUNITY BEHIND THAT THERE ARE INCENTIVES AND OUR AREAS THAT ARE UNDERSERVED, THAT WE REMEMBER THEM AS WE'RE MOVING FORWARD SO THAT WE ALL MOVE TOGETHER AS ONE COMMUNITY HERE. SO IT CAME UP A NUMBER OF TIMES, I JUST WANTED TO BRING IT TO YOUR ATTENTION. AND ALSO WHEN WE ARE LOOKING AT THE DEVELOPMENT OF THE DOWNTOWN, THAT WE CONSIDER NOT JUST THE BIG CHAINS, BUT ALSO SOMEWHAT A SMALL MOM AND POP BUSINESSES ARE GIVING THEM INCENTIVES TO BE A PART OF THE DOWNTOWN, AS IT YOU KNOW, DEVELOPS AS WE MAKE PLANS FOR IT. SO I'M EXCITED OF BEING A RESIDENT HE I'M HAPPY TO BE HERE. HAPPY TO SERVE ON THE BOARDS HERE. AND I THANK YOU FOR YOUR TIME AND ATTENTION.

MA'AM, I APPRECIATE YOUR ENGAGEMENT. I TRULY APPRECIATE YOU STEPPING FORWARD. AND YOU'RE ABSOLUTELY RIGHT ABOUT INCENTIVES. WE HAD A WONDERFUL WORKSHOP WHERE MISS JOAN BROWN IS WORKING ON THOSE INCENTIVES AND IN INDUCEMENTS AND WHAT'S MOTIVATING TO ME IS THAT COUNCIL WAS BY FAR SAYING OKAY, WE'RE GONNA HAVE A WORKSHOP. AND WE'RE GONNA IRON THIS OUT, BECAUSE IT'S IMPORTANT FOR US TO INCLUDE NOT ONLY THE MOM AND POPS, BUT BIG BUSINESS AND TECHNOLOGY WISE, DEPUTY MAYOR JOHNSON AND I, WE WERE IF I REMEMBER THAT MEANING CORRECTLY, WE WERE BESIDES OURSELVES, BECAUSE WE'RE THINKING ABOUT TECHNOLOGY, AND APPRENTICESHIPS FOR OUR YOUTH THAT PERHAPS WON'T GO TO COLLEGE. AND SO INCLUDING DUMB IN THAT INDUCEMENT, INCLUDING THEM IN THAT INCENTIVE. SO YES, MA'AM. I REALLY APPRECIATE, PLEASE STAY ENGAGED. AND I REALLY, REALLY ENJOYED YOUR COMMENTS, MAN.

OH, THERE'S ONLY ONE MORE CONVERSATION SINCE YOU MENTIONED TECHNOLOGY. WE DO HAVE A TECHNOLOGY CAREER PROGRAM THAT OUR ORGANIZATION IS PROMOTING. WE HAVE 10 SPOTS, THIS BEING DONATED TO US WHERE IT IS IT IT TRAINING CERTIFICATIONS. AND WE ARE PUTTING TOGETHER A CONSORTIUM, WE'RE ACTUALLY THERE IS A CONSORTIUM UNDER CAREERSOURCE BREVARD AND WE'VE BEEN INVITED TO TALK TO THOSE IT LEADERS. AND I'M HOPING THAT THE IT LEADER HERE AT THE CITY OF PALM BAY WILL BE A PART OF OUR CONSORTIUM BECAUSE WE ARE TRAINING BASED ON THE NEEDS OF THIS MARKET. SO THESE IT LEADERS WILL DO SURVEYS, THEY WILL TELL US WHAT THEIR NEEDS ARE. AND THEN OUR TECHNOLOGY PARTNER OUT OF ATLANTA, GEORGIA, IS PROVIDING THOSE SERVICES. SO WE'RE DOING A PILOT THIS SUMMER WITH SOME ADULTS 18 AND OVER AND I'LL SEND AN EMAIL TO THE TO THE COUNCIL HERE. AND I THINK RIGHT NOW WE HAVE ABOUT 15 PEOPLE WHO HAVE SIGNED UP AND WE WANT AT LEAST 30 FOR THE SUMMER PILOT AND THAT WILL START THIS NEXT MONTH MAY. ALRIGHT, WELL THANK YOU.

THANK YOU, MA'AM. THE GENTLEMAN THAT WAS COMING UP BEFORE SORRY, I GOTTA GET BACK HERE CUZ I'M GONNA LEAVE. LET ME TELL YOU I'M VERY PLEASED YOU GUY. THE WAY THE CITY PALM BAY OPERATE. I WILL LIVE THERE FOR 15 YEARS. I REMEMBER WHEN I USED TO GO BEGGING FOR HIM TO WIN IN A WRESTLING WRESTLING TEAM. WE GRADUATE TOGETHER WITH MY SON.

WHAT ARE YOU TALKING ABOUT? DEPUTY MAYOR JOHNSON. HE WAS A WRESTLER. YEAH, YOU WERE ASKING. I WOULD WRESTLE THEM HIM. I USED TO IN BAYSIDE HIGH SCHOOL. I REMEMBER THAT. AND I'M PRAISING GOD BECAUSE THE REASON I LIVE IN PALM BAY WHEN I TALK TO PALM BAY, I BRING ABOUT FIVE SIX PEOPLE A YEAR IN PALM BAY. WHEN I TALK TO SOMEONE ABOUT PALM BAY, I TELL THEM WE ARE NEXT BOCA RATON IF NOT

[00:35:01]

BETTER, BECAUSE WE GOT MORE LAND THAN BOCA RATON HAS NOW. SO WE GOT BETTER OPPORTUNITY TO BUILD 21ST CENTURY. BUT THE REASON I SAID THAT, IT'S BECAUSE ONE DAY ONE A FEW YEARS AGO, I REMEMBER PALM BAY HAS A PRAYER MEETING. AND I CLOSED MY OFFICE THAT DAY TO GO THERE. BECAUSE I SAID TO MYSELF, WHEN YOU SEE SOMEBODY NEED HELP THEY LOOK FOR GOD, THIS IS A GOOD PROMISES CITY.

AND I'M PROMISE YOU THAT WE GOT OUR NUMBER ONE CITY, AND WE'VE HAD, AND I'M SORRY, I CANNOT STAY THAT LONGER BECAUSE I'M FLYING TOMORROW. BUT WHEN I TALKED TO PALM BAY, I TALKED VERY HIGHLY. I THEN HE FOR CLOSE TO 16 YEARS, ALL MY KIDS GRADUATE FROM HIGH SCHOOL. THE ONE WITH HIM IS UNSTEADY ON ORLANDO, ORANGE COUNTY, FIREFIGHTER, ORANGE COUNTY, AND THE ONE IN NEW YORK. BUT THIS IS A GREAT CITY TO BE THE GREAT CITY GROWING AND ALL IT AND COM T I HAVE, WE HOPE THAT WE G T OPPORTUNITY TO BRING MO E BUSINESS SPECIALLY IN SOU H BREVARD IN PALM BAY. THANK YO , GUY AND MAY GOD BLES THANK YOU. YOU'RE TOUCHING ON SOME CRITICAL POINTS THERE.

NUMBER ONE, I WANT TO ADDRESS THE FACT THAT YOU MENTIONED PRAYER. AND WE'RE COMING UP ON THE NATIONAL DAY OF PRAYER A WEEK FROM TODAY, NEXT THURSDAY, AND WE WILL AT 12 O'CLOCK NOON, WE WILL BE PRAYING NOT ONLY AS A NATION, BUT WITHIN OUR CITY CITY, CITY HALL. SO YOU'RE WELCOME TO ATTEND. WE HAD ANOTHER GENTLEMAN THAT RAISED THEIR HAND CAN STEP FORWARD, SIR.

GOOD EVENING COUNCIL. MY NAME IS HENRY MORIN. AND I'VE JUST WANTED TO ADDRESS A FEW THINGS. I AM PRESIDENT OF THE TURKEY CREEK HOMEOWNER ASSOCIATION. THE REASON I MENTIONED THAT IS IS COUNCILMAN BAILEY BROUGHT UP A VERY GOOD POINT OF TRYING TO GET STUFF STREAMLINED. AND FOR EXAMPLE, ONE OF OUR HOMEOWNERS WANTS TO EXPAND HIS GARAGE, AND HE'S GOING TO BE NEEDING ABOUT A PLUS OR MINUS FIVE FOOT FRONT SETBACK VARIANCE. NOW, THE CODE IS AT 25 FOOT AS THE NEIGHBORS ARE AGREEABLE. AND AS WE ALL KNOW, EVERY VARIANCE REQUIRES A LOT OF PAPERWORK SURVEY, BUT ALSO, IT TAKES A LOT OF STAFF TIME TO LOOK AT AND GO THROUGH THE VARIANCE PAPERWORK STAFF TIME THAT COULD BE SPENT ACTUALLY REVIEWING A REAL SITE PLAN FOR A PROJECT. AND I WAS THINKING ABOUT THE IDEA IF THE, YOU KNOW, DEVELOPER LAND, YOU KNOW, LAND DIRECTOR DEVELOPER, YOU KNOW, MR. BRADLEY, IF IT'S POSSIBLE TO HAVE SOME SORT OF ADMINISTRATIVE POWER VARIANCES, SO THAT IF YOU HAVE, YOU KNOW, ALL THE NEIGHBORS SAYING, HEY, THIS IS OKAY. WITH US, IF THEY, YOU KNOW, NEED A ONE OR TWO FOOT VARIANCE, IT CAN GET DONE WITHOUT HAVING TO GO BEFORE P&Z.

AND THEN COUNCIL HAS TO LOOK AT ALL THE STUFF I MEAN, YOUR AGENDAS ARE ALREADY 300 PAGES, FOR THE MOST PART. SO THAT'S SOMETHING I'D LIKE TO SORTA, YOU KNOW, TO THINK ABOUT. THE SECOND THING IS IS I I'VE BEEN DOING REAL ESTATE IN BOMBAY SINCE 1980. ANYBODY THAT'S EATEN AT THE PIZZA HUT ON BABCOCK STREET OR THE CHECKERS OR THE BARBECUE PLACE. AT ONE TIME, I OWNED ALL THAT AND GOT THAT STUFF DONE. I DO COMMERCIAL BROKERAGE IN OTHER AREAS. I JUST WAS INVOLVED WITH A STARBUCKS ON 192 AND A SMALL PROJECT IN INDIALANTIC. BUT I WANT TO SAY I FEEL LIKE AN AMBASSADOR FOR THE CITY OF PALM BAY. THAT'S WHERE MY HEART IS. I WAS A BROKER THAT PUT TOGETHER THE WINN DIXIE SHOPPING CENTER NEXT TO CITY HALL, WORK WITH PROVIDED COUNTY TO GET MEANT AND ROAD EXTENDED FROM MALABAR DOWN TO JUPITER. AND CURRENTLY, I'VE IN THE PROCESS OF DOING AN EXPERIMENTAL PROJECT ON MALABAR ROAD SORT OF ACROSS FROM CITY HALL. IT'S GOING TO BE A 6000 SQUARE FOOT BUILDING THAT I'M GOING TO TRY TO HAVE THREE CONDOS FOR LOCAL BUSINESS PEOPLE TO OWN. SO I'VE ALREADY GOT I'VE GOT AN INTERNIST THAT IS IN PALM BAY. NOW I'VE GOT A CHIROPRACTOR, I'VE GOT A INTERN, A PODIATRIST. SO FOR ME, YOU

[00:40:09]

KNOW, WE'RE HAVING ARCHITECTURAL DRAWINGS DONE FOR WHAT'S CALLED THE DARK SHELL. BUT FOR ME NOW, THIS IS ANOTHER OPPORTUNITY TO SEE HOW WELL IT IS TO WORK WITH STAFF, HOW SMOOTH THINGS GO, HOW LONG IT TAKES TO DO STUFF. AND IT GIVES ME THE OPPORTUNITY TO GIVE FEEDBACK IN AREAS THAT THAT NEED FEEDBACK. AS A COMMERCIAL BROKER, I ALSO USUALLY SIT IN ON PREHAB MEETINGS ON MY DEALS, AND SO FORTH. SO I FEEL LIKE I'M IN A POSITION TO COMPARE HOW OUR PALM BAY PREHAB MEETINGS ARE TO WEST MELBOURNE, TO COUNTY TO INDIALANTIC, YOU KNOW, TO GET A SENSE OF COMPARISON, BECAUSE YOU HAVE TO HAVE COMPARISON, IF SOMEBODY SAYS, WELL, IT TOOK ME 15 DAYS TO GET X. WELL, COMPARED TO WEST MELBOURNE THAT MAY BE FAST, OR MAY BE SLOW, WE DON'T KNOW. I ALSO REALLY FEEL THAT IN THE 40 YEARS, I'VE BEEN DOING REAL ESTATE HERE. I REALLY FEEL LIKE WE'VE GOT THE BEST STAFF AS FAR AS CITY MANAGER.

AS FAR AS DEPUTY CITY MANAGER. AND MR. BRADLEY, I, I THINK HE AND I WORKED TOGETHER? WELL, I JUST HAVE A LOT OF OPTIMISM BECAUSE IF MY LITTLE EXPERIMENTAL BUILDING TURNS OUT WELL, I'VE GOT FIVE, FOUR OR FIVE OTHER ONES I MAY DO DOWN THE STREET ON MALABAR. AND I'VE ALWAYS FELT WE NEED TO GET MORE LOCAL BUSINESSES ACTUALLY OWNING THEIR SPACE, NOT JUST RENTING, YOU KNOW, HAVE A VESTED INTEREST. AND THE PROBLEM IS, IS MOST LOCAL BUSINESSES, WHETHER YOU'RE A CHIROPRACTOR, OR AN ACCOUNTANT, OR WHATEVER, MOST OF THEM CAN'T AFFORD $500,000 FOR A PIECE OF REAL ESTATE, BUILD 6000 SQUARE FEET, SO THEY CAN JUST USE TWO JUST DOESN'T WORK. BUT IF ALL THEY HAVE TO DO IS BUY 2000 SQUARE FEET, THEY CAN AFFORD IT. PLUS, THEY QUALIFY FOR SBA FINANCING. AND I KNOW THAT MAYOR MEDINA HAS MADE ARRANGEMENTS WITH THE SBA. AND SO THE COMMON FIELDS ARE GOING TO COME FORWARD TO THAT SETS. THAT'S WHEN I MET WITH THEM.

THAT'S ONE OF THEIR YOU KNOW, THEY'RE GOING TO GO TO THAT WHEN WE GET TO THAT STAGE. SO AND ALSO, I AM INVOLVED IN SOME RELATIVELY LARGE MULTIFAMILY PROJECTS OF 200 UNITS PLUS OR MINUS. SO THAT ALSO GIVES ME THE OPPORTUNITY TO SELL PALM BAY.

AND I HAVE MET WITH CITY MANAGER WITH SOME OF THESE PEOPLE. AND I CAN TELL YOU THAT WHEN WE LEFT THAT MEETING, THEY LOVE OUR CITY, PERIOD. SO YOU KNOW, I'M 72 YEARS OLD, I DON'T KNOW HOW MUCH MORE TIME I'VE GOT. BUT I'M GOING TO DEDICATE THE REST OF MY LIFE TO TRY TO GET MORE STUFF DONE ON MALABAR ROAD, BECAUSE WE NEED IT THERE. AND TO GET THIS, YOU KNOW, TO DO WHAT I CAN FOR OUR CITY. THANK YOU. WELL, THANK YOU. AND I WANT TO TAKE THIS OPPORTUNITY TO COMMEND YOU FOR ALL YOUR HARD WORK AND AND YOU BEING AN AMBASSADOR FOR OUR CITY. I THINK IT'S CRITICAL. AND IT'S EVERYONE'S RESPONSIBILITY TO BE AN AMBASSADOR FOR THIS GREAT CITY. I'LL LET I BELIEVE COUNCILMAN BAILEY WANTED TO ADDRESS SOMETHING FIRST. AND THEN MADAM SHERMAN, YOU COULD TAKE IT FROM THERE.

YEAH, NO, HENRY, NO. OBVIOUSLY, WE'VE TALKED MANY TIMES OVER THE YEARS. SO I KNOW MR. MAURIN. JUST LIKE ALBERTA. NO, THAT IS GREAT. I SHOULD HAVE BROUGHT THAT UP. WE DID ACTUALLY PUSH THE ADMINISTRATIVE VARIANCE JUST A COUPLE YEARS AGO. I MEAN, ALL THESE ITEMS. I'VE TALKED ABOUT THESE LITTLE THINGS, THINGS THAT ANYTIME SOMEBODY BRINGS SOMETHING TO ME, I'VE TRIED TO TURN THEM INTO SOMETHING AS FAR AS BRINGING THE COUNCIL AND THANKFULLY, I KNOW DEPUTY MAYOR WAS HERE. HE HELPED ME PASS A LOT OF THESE ITEMS. AND ALSO WE WERE LOOKING AT OTHER THINGS AS FAR AS TRYING TO MAKE IT EASIER TO BUILD IN USING SOME OF THE REGULATIONS IN THE CITY. SO THAT'S DEFINITELY BEEN A PRIORITY. BUT WE DO HAVE THAT. I THINK I WANTED IT TO BE A QUARTER. WE SETTLED AT 20% THOUGH, RIGHT? WHICH SOUNDS TO ME IF YOU TELL YOUR FRIEND TO CALL YOUR NEIGHBOR TO CALL MR. BRADLEY UP. THEY SHOULD BE ABLE TO GET THAT APPROVED UNDER THE ADMIN VARIANCE AND LIKE YOU SAID, IT'S CHEAPER. I WANT TO SAY IT'S $350 IS THAT RIGHT? THREE 300 COMPARATIVE $50 COMPARED TO $300. AND SO THAT'S A HUGE SAVINGS, THIS $250

[00:45:05]

SAVINGS. BUT MORE IMPORTANTLY, I THINK IS THE TIME. YOU DON'T HAVE TO GO TO TO P&Z. YOU DON'T HAVE TO GO TO COUNCIL. YOU KNOW, IT'S REALLY SAVES THE HOMEOWNER TO CONTRACTORS LAW THAT ALLOWS THEM TO COMPLETE THEIR WORK QUICKLY. SO THAT'S WHY THINGS I ACTUALLY AM VERY PROUD OF NO HELP GETTING PASSED, AND I APPRECIATE STAFF SUPPORT LAYER WAS VERY SUPPORTIVE OF THAT, TOO. SO I APPRECIATE THAT AS WELL.

OKAY, IS THERE ANYONE ELSE THAT WISHES TO PROVIDE A COMMENT? BEFORE WE GO INTO OUR PRESENTATION STEP FORWARD, SIR.

WE'LL STEP FORWARD TO THE MIC.

FELIX INVITED ME TO THE MEETING. AND UNFORTUNATELY, I'LL CONTACT HIM HOPEFULLY HIS WIFE'S OKAY, BECAUSE WE DIDN'T KNOW. BUT I'M CURIOUS. IS THERE A PROGRAM THAT PALM BAY HAS, LIKE, HELPED SELF FUND? OR IS ANYTHING ON LINE? LINES THAT YOU GUYS HAVE TO HELP YOU SELF FUND FOR DIFFERENT PROJECTS? I'M NOT SURE I UNDERSTAND THE QUESTION. ARE YOU REFERRING TO GRANT OPPORTUNITIES, THEIR PROGRAM SET UP WHERE YOU GUYS CAN SPEAK INTO THE MIC, SIR. OKAY, IF YOU GUYS CAN PROMOTE THAT YOU'RE YOU HAVE A PROJECT THAT, SAY PEOPLE CAN EITHER DONATE TO OR ANY KIND OF PROGRAM LIKE THAT TO HELP PALM BAY, RAISE THEIR OWN FUNDS.

WE DO HAVE A LIKE FOR FIREFIGHTERS OR FIRST WE HAVE LIKE, OUR NONPROFIT WOULD YOU WANT TO ANSWER? SO IF YOU'RE TALKING ABOUT LIKE, DOES THE CITY DO KIND OF LIKE GOFUNDME ACCOUNTS TYPE, IF THAT'S WHAT IT WAS SPECIAL PROJECTS, TYPICALLY, WE DON'T. NOW WE HAVE DIFFERENT THERE'S PROBABLY THREE DIFFERENT AREAS YOU CAN ACTUALLY DONATE FUNDING TO THERE WILL BE SOME THAT WILL BE HELPFUL IN SOME WAY AS CITY ONE WOULD BE THE POLICE DEPARTMENT AND THE FIRE DEPARTMENT, THEY BOTH HAVE THEIR OWN KIND OF, SORT OF BENEVOLENT FUND. SO PEOPLE DONATE TO POLICE AND FIRE DEPARTMENTS ALL THE TIME. AND THAT GOES INTO A SEPARATE FUND. AND THEY CAN USE THAT, OBVIOUSLY TO BUY EQUIPMENT, THINGS LIKE THAT. THAT'S NOT UNUSUAL. THERE ARE SOME DEPARTMENTS LIKE PARKS AND RECREATION THAT PEOPLE ALSO WILL DONATE MONEY TO, YOU KNOW, OVER TIME, AND THOSE CAN BE USED FOR SPECIFIC THINGS FOR THOSE SPECIFIC DEPARTMENTS, DEPENDING ON WHAT THE MONEY WAS DONATED FOR. BUT TYPICALLY NO ARE WE USE THE TAXPAYER DOLLARS TO FUND YOU KNOW, THE PROJECTS AND THINGS WE NEED TO TAKE CARE OF FOR THE CITY. WE ALSO HAVE A I DON'T KNOW WHY THE NAME IS ESCAPING ME. THANK YOU MUNICIPAL FOUNDATION. SO THAT'S A 501C3. AND FOLKS CAN ALSO DONATE TO THE CITY AS A WHOLE THROUGH THAT PARTICULAR NONPROFIT ARM OF THE CITY AS IT WERE BUT BUT IF YOU'RE ASKING ME, FOR EXAMPLE, WE'RE WORKING ON REPLACING PLAYGROUNDS IN SOME OF OUR PARKS RIGHT NOW. THAT'S SOMETHING THAT COUNCIL APPROVED FUNDING FOR USING AVAILABLE FUNDS. AND SO THAT'S HOW WE'RE PAYING FOR IT USING TAXPAYER DOLLARS. WE'RE NOT LIKE SETTING UP AN ACCOUNT AND ASKING PEOPLE TO DONATE FOR IT. FORTUNATELY, WE'RE ABLE TO, YOU KNOW, BE GOOD STEWARDS OF THE TAXPAYER DOLLARS AND USE THOSE TO FIX THINGS.

SO IS THERE SOMEBODY IN CHARGE OF THAT THAT SAY YOU HAD AN IDEA TO SHARE WITH THEM ON HOW TO RAISE FUNDS? CERTAINLY, YOU COULD CONTACT ME, I'M SUZANNE SHERMAN, I'M THE CITY MANAGER. I CAN GIVE YOU MY PHONE NUMBER AND MY EMAIL IF YOU WANT TO. SO PHONE NUMBER WOULD BE OBVIOUSLY 3212-952-3411. AND YOUR NAME IS SHARON. SUZANNE.

SUZANNE.

AND MY EMAIL ADDRESS IS PROBABLY ON THE SCREEN NOW. YEAH, CITYMANAGER@PALMBAYFLORIDA.ORG IF THAT HELPS. AND WE CAN CERTAINLY TALK MORE ABOUT THAT.

OKAY.

ARE YOU READY? OKAY, THANK YOU. SURE.

TAKE IT AWAY.

OKAY, SO THANK YOU ALL FOR YOUR GREAT QUESTIONS. WE REALLY APPRECIATE IT. A LOT OF GOOD FEEDBACK. AND YOU'LL HAVE ANOTHER OPPORTUNITY AT THE END TO ASK MORE QUESTIONS OR GIVE US ADDITIONAL THOUGHTS AFTER WE GO THROUGH SOME PRESENTATIONS. SO UM, WE DIDN'T WANT TO MAKE THIS TOO COMPLICATED. BUT WHAT WE DECIDED WAS WE WERE HAVING THREE TOWNHALL MEETINGS. THIS IS THE SECOND ONE. THE FIRST ONE WAS THAT NEXT YEAR, COUNCIL CHAMBERS, OVERALL MALABAR. THE THIRD AND FINAL ONE WILL BE OVER AT THE TED WHITLOCK COMMUNITY CENTER, WHICH IS AT FRED POPPE REGIONAL PARK. AND BUT WE'RE DOING THE SAME GENERAL FORMAT FOR EACH OF THE THREE. AND WHEN I SAY THAT, I MEAN WE WANT TO HAVE TIME FOR YOU ALL TO ASK QUESTIONS WHICH WE'VE HAD ONE ROUND OF THAT. WE'LL HAVE ANOTHER ROUND AT THE END. BUT WE ALSO ARE DOING SOME PRESENTATIONS. SO EACH COUNCIL MEMBER HAS SOME SPECIFIC TOPICAL UPDATES THAT THEY'LL GIVE YOU WE TRY TO KEEP IT TO ABOUT FIVE MINUTES PER COUNCILMEMBER, YOU

[00:50:02]

KNOW, GIVE OR TAKE A LITTLE BIT. BECAUSE COUNCILMAN FELIX IS IS UNABLE TO JOIN US TONIGHT I'LL HANDLE HIS SECTION WHEN THAT TIME COMES. BUT REALLY, WE KEPT IT THAT SIMPLE PRESENTATIONS WILL COME RIGHT AFTER I SIT DOWN. AND WE'LL START WITH MAYOR MEDINA. AND WE WILL THEN GO TO Q&A. BUT I WANT YOU TO KNOW THAT THE THEME OF THIS AS OUR FIRST INAUGURAL SERIES OF TOWN HALL MEETINGS, IS TO REALLY MAKE SURE THAT WE WERE AVAILABLE FOR YOU ALL. AND WE DON'T WANT THE CONVERSATION TO END TONIGHT. SO YOU'LL HAVE CONTACT INFORMATION AS I ALREADY GAVE OUT TO ONE GENTLEMAN. FOR ALL OF US, IF YOU NEED ANYTHING, WE WANT YOU TO FEEL FREE TO REACH OUT TO US AND ASK US ANY QUESTIONS. WITH THAT BEING SAID, I'M GOING TO TURN IT OVER TO THE MAYOR. HE'S GOING TO COVER BUSINESS DEVELOPMENTS AND GROWTH MANAGEMENT.

SO GOOD EVENING, EVERYONE. LISTEN, I'M AN INTERACTIVE SPEAKER, YOU GUYS ARE GOING TO HAVE TO PARTICIPATE WITH ME.

GOOD EVENING, EVERYONE. YOU KNOW, THIS IS AN INFORMAL SETTING. FIRST AND FOREMOST, THIS IS ABOUT YOU PROVIDING INFORMATION TO US. WHAT HOW YOU LIKE TO SEE OUR CITY, WHAT QUESTIONS YOU HAVE, THUS FAR, I LOVE THE ENGAGEMENTS, WE ARE PREPARED TO PROVIDE A PRESENTATION FOR YOU. HOWEVER, I WAS JUST DEPUTY MAYOR JOHNSON AND THE REST OF COUNCIL. I JUST LOVE THE ENGAGEMENT, I WANT TO HEAR FROM YOU. AND THAT'S WHERE WE'RE AT. SO WE ARE GOING TO BRIEFLY GO OVER SOMETHING THAT WE'RE ALL PASSIONATE ABOUT. YOU'LL HEAR FROM COUNCILMAN BAILEY, HE'S PASSIONATE ABOUT THE ROADS. I MEAN, HE IF HE HAD AN OPPORTUNITY, HE'D GO OUT THERE AND AND LAY OUT THE ROADS HIMSELF. BUT THAT'S HOW THAT'S OUR PASSION. MY PASSION IS A LITTLE DIFFERENT. MY PASSION IS ABOUT BUSINESS AND BRINGING IT FORWARD. SO THE CITY OF PALM BAY, I'M GLAD TO ANNOUNCE WE'RE OPEN FOR BUSINESS. ISN'T THAT EXCITING? WE ARE LITERALLY OPEN FOR BUSINESS. IT'S A NEW DAY HERE IN PALM BAY. AND I GOT TO TELL YOU, WE HAVE BEEN WORKING HARD TO GET RID OF THIS STIGMA THAT WE HAVE OF BEING A BEDROOM COMMUNITY. YOU KNOW, I'VE HEARD SO FAR SO MANY TIMES, YOU KNOW THAT WE'VE GOT A BAD REPUTATION WITH PERMITTING AND AND THAT CAME OUT. THAT'S THE TYPE OF FEEDBACK WE HAVE. BUT I LOVE WHAT I BELIEVE HIS NAME IS HENRY. HE CAME UP AND SAID, I'M AN AMBASSADOR OF THE CITY. WHY HERE BY THE CLEAR EACH AND EVERY ONE OF YOU HAVE AMBASSADORS OF THE GREATEST CITY ON THE FACE OF THE EARTH. BECAUSE WE'RE ALL IN THIS TOGETHER. WE'RE ABOUT DRAWING BUSINESSES TO AND IT'S GAINING AND GARNERING AN OUTSTANDING REPUTATION, AND WE'RE GETTING NEAR PALM BAY HAS GREAT POTENTIAL FOR GROWTH. WE ARE OVER 120,000 OF US. COULD YOU IMAGINE WE ALL AGREE TO BRING GOOD NEW BUSINESS, NEW TECHNOLOGY INTO OUR COMMUNITY.

THERE'S POWER IN NUMBERS, THERE'S POWER IN AGREEMENT, STRENGTHENING PALM BAY'S COMMERCIAL BASE, IS REALLY SOMETHING AND I HAVE TO COMMEND THIS COUNCIL, THIS COUNCIL IS TRULY POISED. AND WE ARE FIGHTING HARD TO HAVE THIS COMMERCIAL BASE INCREASE, BECAUSE WE RECOGNIZE THAT THAT TAX BURDEN CANNOT BE ON THE CITIZENS, THE CITIZENS, WE HAVE TO SUPPLEMENT THAT TAX BASE. SO PART OF THAT IS STRAINING PALM BAY'S COMMERCIAL BASIS TO BRING A STABLE LOCAL ECONOMY. AND WITH THAT, IT'S WITH A STRATEGIC PLAN. SO I KNOW THAT A LOT HAS BEEN SAID ABOUT THE COMMERCIAL GROWTH THAT WE'RE WE'RE ABOUT TO PARTICIPATE IN THE CITY CONTINUES TO STREAMLINE THE CUSTOMER SERVICE EXPERIENCE. IF THERE'S SOMETHING I COULD SHARE.

IT'S AN ATTITUDE OF GRATITUDE. AND IT'S AN ATTITUDE OF HOW WE HELP THE CITIZENS. AND IT STARTS WITH OUR GREAT CITY MANAGER. SHE HAS ACTUALLY HAS DIRECTORS THAT HAVE THIS ATTITUDE, THIS MENTALITY THAT WHATEVER IT TAKES, WE'RE GOING TO TRY TO HELP EACH AND EVERY CITIZEN THAT HAS A REQUEST AND IT AND THAT'S WHAT'S GOING TO GO ON RIGHT GREAT CITY THAT'S WHAT'S GONNA GO ON OR GREAT REPUTATION IS HAVING THAT ATTITUDE THAT WHATEVER IT TAKES, WE'RE GOING TO FULFILL THE DESIRES OF THE CITIZEN OR THE CITIZENRY, I SHOULD SAY, TO INCREASE OUR COMMERCIAL BASE AND TO BUILD RELATIONSHIPS WITH ONE ANOTHER.

WE BELIEVE THAT MAINTAINING SUCCESSFUL RELATIONSHIPS WITH OUR COMMUNITY PARTNERS IS KEY TO SUCCESSFUL BUSINESS. AND, AND IT WILL ATTRACT DEVELOPMENT. WE ALSO BELIEVE THAT THIS CITY MAINTAINS A RELATIONSHIP WITH THE GREATER PALM BAY CHAMBER OF COMMERCE. THEY SEE, FOR EXAMPLE, WE NEED TO COLLABORATE WITH AND

[00:55:03]

HAVE WORKSHOPS WITH THESE INDIVIDUALS WITH THESE BUSINESS OWNERS. AND IN THE FALL, THE CITY AND CHAMBER WILL PARTNER WITH A MULTICULTURAL EVENT LATER THIS YEAR. WE'RE ALSO POISED TO AND WE HAVE IT WAS ALREADY MENTIONED BY HENRY HENRY. IS THAT YOUR NAME, SIR? DID I? WHAT'S YOUR NAME? SIR? HENRY. SO I WAS RIGHT ON THAT. THANK YOU. AS HENRY SAID, WE WE ACTUALLY HAVE A PARTNERSHIP WITH THE UNITED STATES SMALL BUSINESS ADMINISTRATION, WITH A GOAL OF STRENGTHENING AND EXPANDING OUR SMALL BUSINESS DEVELOPMENT IN PALM BAY, DIVERSIFY LOCAL BUSINESS OPPORTUNITIES AND CREATED JOBS, CREATING JOBS FOR OUR CITIZENS. YOU KNOW, THAT'S THE KEY TO PROSPERITY IS CREATING THOSE JOBS. WE'RE WORKING ON A COMPREHENSIVE PLAN.

IT'S LITERALLY UNDERWAY RIGHT NOW. THE CITY'S GOALS AND OBJECTIONS FOR FUTURE DEVELOPMENT PROVIDE A BLUEPRINT FOR FUTURE LAND USE. BOY, I KNOW THAT LARRY WOULD REALLY WELCOME THAT ONCE IT'S DONE, AND SERVE AS THE BASIS FOR ZONING AND LAND USE CODES. PALM BAY IS WORKING HARD WITH SM AND E. AS A CONSULTANT, IT'S A THEY'RE OUT OF ORLANDO TO REVIEW AND EVALUATE OUR EXISTING COMP PLAN. AND MOVING FORWARD FROM THAT.

PALM BAY IS ALSO ZONING DISTRICTS DO NOT ADEQUATELY SERVE THE NEEDS OF OUR COMMUNITY. YOU KNOW, IT'S IN THAT SAD THAT IT'S TAKEN SO LONG TO GET THIS COMP PLAN GOING. BUT I'M EXCITED THAT THIS COUNCIL AGREES EACH AND EVERY ONE. WE UNDERSTAND THAT THE FUTURE DEVELOPMENT AND THE FUTURE PLANNING OF OUR CITIES CRITICAL TO OUR GROWTH AND HOW WE GROW AS A CITY. AND 2020 THE CITY LAUNCHED THE CODE COMPLIANCE AMNESTY PROGRAM, GRANTING CO LIEN AMNESTY TO OVER 280 PROPERTIES AND RECOVERING ROUGHLY $180,000 IN FINE IN FINES. THE CITY OF PALM BAY IS WORKING TO IMPROVE INFRASTRUCTURE BY REVAMPING THE CITY'S CAPITAL IMPROVEMENT PLAN TO REFLECT AN UPDATED VIEW OF CURRENT AND FUTURE NEEDS.

PROPOSED CAPITAL IMPROVEMENTS INCLUDE EXPANDING CITY HALL CAMPUS AS MISS CONNELLY MENTIONED, ON MALABAR ROAD TO MEET THE GROWING NEEDS OF THE UTILITIES AND BUILDING DEPARTMENTS. YOU KNOW, I WANTED TO END WITH THIS. THE REASON WE'RE GROWING IS BECAUSE PEOPLE LOVE PALM BAY. WE ARE A HIDDEN TREASURE. BUT IT IS OUR JOB TO CREATE AND PROMOTE THE GREATEST CITY ON THE FACE OF THE EARTH. SO IF YOU JOIN ME AND SAYING THAT YOU'RE PROUD, AND THAT YOU'RE PART OF THE GREATEST CITY ON THE FACE OF THE EARTH. LISTEN, IN NO TIME. IT IS FACTUAL. RAW. GOD BLESS YOU.

GOOD EVENING. GOOD EVENING, EVERYBODY. DEPUTY MAYOR JOHNSON OF THIS GREATEST CITY, CITY OF PALM BAY. I'LL BE GOING BRIEF, BECAUSE AS THE MAYOR SAID, WE WANT TO HEAR MORE FROM Y'ALL. SO I WANT TO MAKE SURE I'M BRIEF WITH MY WORDS AND I WILL BE COVERING COMMUNITY DEVELOPMENT. I'LL GO BRIEFLY THROUGH BUILDING AN APARTMENT SINCE MR. PEREZ HIGHLIGHTED A LOT OF THE PARTS AND PROCUREMENT SO STARTING WITH COMMUNITY DEVELOPMENT IN 2020.

LAST YEAR, THE CITY'S HOUSING DIVISION PROVIDED NEARLY 400,000 CARES ACT CORONAVIRUS, CORONAVIRUS RELIEF FUNDS FOR RENT MORTGAGE AND UTILITY PAYMENT ASSISTANCE TO 81 PALM BAY HOUSEHOLDS. AND MR. HENRY MORIN IS A PART OF THAT BOARD TOO. SO APPRECIATE YOU FOR THAT. SO YOU DIDN'T YOU COULD HAVE SPOKE ON THAT TOO, BECAUSE YOU SERVE ON THE BOARD AS WELL. I KNOW YOU DON'T WANT TO TOOT YOUR OWN HORN BUT I APPRECIATE WHAT YOU DO, SIR. AND TALKING ABOUT THE COMMUNITY DEVELOPMENT ADVISORY BOARD AND THE CITY COUNCIL, WE AWARDED $458,099 AND COMMUNITY DEVELOPMENT BLOCK GRANTS TO ELIGIBLE PUBLIC SERVICE AGENCIES AND NONPROFIT ORGANIZATIONS PROVIDING SERVICES THAT PREVENT PREPARE AND RESPOND TO THE CORONAVIRUS. ASIDE FROM THAT WE RECEIVED A SECOND ROUND OF THE CDBG CORONAVIRUS FUNDING FOR $491,218. AND ALL THOSE FUNDS ARE EXPECT TO BE FULLY AWARDED BY THE ENEMY TO NONPROFIT ORGANIZATIONS PROVIDING PUBLIC SERVICES. OTHER THAN THAT, AND BRIEFLY THROUGH THE BUILDING DEPARTMENT. AS MR. PEREZ SAID WE HAVE MIGRATED AND MOVED TO WINN DIXIE PLAZA RIGHT THERE AND WE'RE 95% ELECTRONIC WORKING ON GETTING THAT OTHER 100%. AND ANOTHER THING THAT WASN'T MENTIONED WE'RE ALSO WORKING ON YOU KNOW, BEING LICENSED TO FLY DRONES SO WE CAN LOOK INTO YOU KNOW ROOFING AND INSPECTION AND OTHER APPLICABLE TESTS. ASIDE FROM THAT THE

[01:00:03]

BILLING DEPARTMENT IS WORKING TO OBTAIN THE IS ACCREDITATION WITH THE GOAL OF BECOMING ONE OF THE TOP PERFORMING DEPARTMENTS IN THE STATE OF FLORIDA. THIS WAS DISCUSSED A FEW COUNCIL MEETINGS AGO. SO WE'RE EXCITED ABOUT THAT. AND THEN FINALLY, MOVING ON TO PROCUREMENT DEPARTMENT, OUR PROCUREMENT DEPARTMENT IS RESPONSIBLE FOR WORKING WITH ALL CITY DEPARTMENTS TO ENSURE THAT CITY MAXIMIZES ITS RETURN ON PURCHASES, AND FOLLOWS LOCAL STATE AND FEDERAL PROCUREMENT RULES AND REGULATIONS. LAST YEAR, WE HAD A PROCUREMENT WORKSHOP WHERE MISS JULIET WISH YEAH, THERE YOU GO. I SEE. SHE PREVENT FREE PRESENTED A LOT OF GOOD INFORMATION ON WHAT WE CAN DO SPECIFICALLY FOR OUR LOCAL VENDORS AND MAKING SURE THAT THEY UNDERSTAND WHAT TO DO BECAUSE WHAT WE SEE AS A COUNCIL, A LOT OF THE TIMES IS WE SEE THE HIGHEST BIDDERS ARE FROM PALM BEACH, OR FROM JACKSONVILLE, OR SOMETIMES FROM OUT OF STATE. AND IT'S NOT THAT THEY'RE THE BEST BIDDER PER SE. IT'S MORE SO THAT A LOT OF TALKING TO A LOT OF THE REALTORS AND BUSINESSES HERE. THEY AREN'T FAMILIAR WITH THE RFP OR RFQ PROCESS. SO THAT'S WHERE SHE HAD A WORKSHOP AND USE VENDOR LINK TO INTRODUCE A LOT OF THESE OWN BUSINESS SMALL, SMALL BUSINESSES IN BREVARD, AND IN PALM BAY ON HOW TO DO BUSINESS WITH THE CITY. AND I'M ENCOURAGED BY THAT, I'M PRETTY SURE WE'RE STILL GOING TO BE DOING THOSE WORKSHOPS AND EVERYTHING. OKAY, PERFECT. SO I'M EXCITED ABOUT THAT, BECAUSE THAT'S THE OTHER ASPECT IN REGARDS TO BUSINESS DEVELOPMENT, MAKING SURE THAT EVERYTHING GOES WELL WITH PROCUREMENT AS WELL. SO ASIDE FROM THAT, PROCUREMENT ALSO GENERATES REVENUE FOR THE CITY THROUGH SALE OF SURPLUS ITEMS AND COLLECTION OF REBATES IN 2020, THAT WE GENERATED OVER 216,000 REVENUE SELLING SURPLUS ITEMS. SO THAT CONCLUDES COMMUNITY DEVELOPMENT BUILDING DEPARTMENT, AND PROCUREMENT AND FOLLOWING UP IS MISS SUZANNE, WHO'S GOING TO COVER FOR, LIKE WHO'S NEXT? ARE YOU? OKAY, ALL RIGHT. OKAY, FOLLOWING UP AS COUNCILMAN BAILEY FOR ROADS AND STORMWATER.

SO YEAH, I'M GONNA I'M GONNA TRY TO CUT IT SHORT. I KNOW MISS CONNELLY WAS THERE AT THE LAST MEETING, I WENT OVER PROBABLY ABOUT 10 MINUTES, BECAUSE THERE'S A LOT TO LIST. BECAUSE AS MOST FOLKS PROBABLY ARE AWARE, IN 2018, WE PASSED A ROAD BOND. AND THAT IS MEAN, NO ACCESS TO YOUR TAX BILLS AND ADDITIONAL LINE OF AD VALOREM. AND THAT'S FOR $150 MILLION. SO AS A LOT OF WORK GOING ON, AND AT THIS POINT, WE'RE IN THE MIDDLE OF OUR BEGINNING PHASE THREE. AND WE'VE GOT WE HAVE DRAWN DOWN, WE'RE DOING THREE DRAWS OF 50 MILLION TO GET THAT 150. SO WE ARE WE HAVE DRAWN THE SECOND DRAW OF THAT THAT SECOND $50 MILLION. SO WE'RE AT $150 MILLION, THAT WE'VE TAKEN OUT, AND WE HAVE ANOTHER 15 THAT WE HAVE ACCESS TO TO FINISH THESE PROGRAMS. SO AT THIS POINT IN TIME, ONE THING THAT'S IMPORTANT TO UNDERSTAND WHERE WE'RE AT JUST A QUICK OVERVIEW AS TO OF LISTING ALL THE UNITS, IF YOU WERE IN UNIT ONE, I'M SORRY, ALL THE ALL THE UNITS IN EACH PHASE, IF YOU WERE IN PHASE ONE, THOSE PRETTY MUCH ARE ALL WRAPPED UP, THERE'S SOME CLOSE OUTS BEING DONE WITH PRETTY MUCH ALL DONE. PHASE TWO, WE'RE IN THE MIDDLE OF IT. AND I'VE HAD THE PLEASURE OF BEING OUT WITH OUR CITY ENGINEER, FRANK, WATANABE AND A LOT OF OUR CITY INSPECTORS WHO ARE OUT IN THESE JOBS DAILY, TO MAKE SURE THE CONTRACTORS ARE DOING THEIR JOB AND DOING IT RIGHT. I'VE BEEN OUT THERE I THINK SIX TIMES MAYBE NOW, I WAS OUT THERE LAST LAST FALL AS WELL. BUT IT'S BEEN ROUTINE THE LAST WEEK HAVE BEEN OUT THERE TWICE BECAUSE THERE WAS AN ISSUE. AND THANKFULLY, WE ACTUALLY HAD THE OWNER OF THE CONTRACTOR FLY IN TO REVIEW THE PROCESS THAT WE'RE DOING TO REMEDY IT AND GIVE EVERYBODY A FRESH NEW LAYER ON THAT PARTICULAR SURFACE. ONE THING YOU SHOULD ALSO UNDERSTAND IS THAT THERE ARE THERE ARE SIX DIFFERENT PROCESSES. ONE IS THE FULL RECONSTRUCTION OF ROADS, WE HAVE USED THAT FOR A VERY LIMITED LITTLE AREA HERE IN NORTHEAST WHERE THERE WASN'T A TWO LANE ROAD. SO WE'VE GIVEN THEM A TWO LANE ROAD THAT THEY WOULD DID NOT INITIALLY HAVE.

BUT OUTSIDE OF THAT WE'RE MAINLY USING THE OTHER FIVE, AND THOSE IN ORDER OF LEAST TWO HIGHEST INTENSITY WOULD BE REJUVENATION.

THEN WE HAVE SOMETHING CALLED MICRO RESURFACING AND THAT'S WHERE WE HAD A LITTLE BIT OF HICCUPS RECENTLY AND SOME OF THE AREAS IN SE THE MICRO RESURFACING IS IS HAS A FLOW TO IT SIMILAR TO THE REJUVENATION AS OPPOSED TO ME IN PURE ASPHALT LAID DOWN. THE NEXT LEVEL WOULD BE A THIN A THIN LIFT, WHICH IS OR AN OVERLAY AND SOMETIMES IT'S CALLED WE'VE BEEN DOING USUALLY ONE AND A HALF OR TWO INCH THEN LEFT. AND THEN THE NEXT STEP UP WHICH IS VERY SIMILAR TO THAT IS A MILL AND PAVE WHICH MEANS THAT WE MELT THE MILL IT DOWN BEFORE THEY THEY LAY THAT EXTRA ASPHALT. AND THEN FINALLY AS FDR FDR IS WHAT MOST PEOPLE ARE SAYING IT'S ALMOST ESSENTIALLY A NEW STREET. WE'RE TEARING DOWN AND MILLING DOWN TO THE SUB BASE, REBUILDING SUB BASE. SO WE HAVE A SOLID FOUNDATION AGAIN, AND THAT'S WHERE WE SEE ROADS LIKE AND READING WHICH ARE PROBABLY SOME OF THE HAPPIEST FOLKS THAT I TALKED TO IN THE CITY RIGHT NOW, THEY'RE VERY

[01:05:03]

HAPPY WITH WHAT'S GOING ON THERE BECAUSE THEY'VE HAD VERY POOR ROADS FOR A LONG TIME. THEY'RE GETTING THEIR ROADS DONE. AND IN THE PROCESS RIGHT NOW, IT LOOKS GOOD. I'VE SEEN A COUPLE STEP STEPS OF THAT, THAT'S BEEN GOING VERY WELL. SO LIKE I SAID BEFORE, WE'RE IN THE MIDDLE OF PHASE TWO. SO YOU'RE GOING TO SEE ALL TYPES OF THOSE PROJECTS GOING ON AT SAME TIME. WE ALSO HAVE SOME DESIGN PLANS THAT ARE ROLLING FORWARD FOR PHASE THREE, WE JUST APPROVE WHAT PHASE 3 IS GOING TO BE. AND BY THE WAY, IF YOU'RE CURIOUS WHERE YOUR UNIT IS, OR CURIOUS WHAT PHASE YOU'RE IN, YOU CAN ALWAYS EMAIL CITY COUNCIL OR EMAIL ME DIRECTLY IF YOU WANT. BUT YOU CAN EMAIL CITY MANAGER AT PALM BAY FLORIDA.ORG, CITY COUNCIL AT PALM BAY FLORIDA.ORG, WHICH WILL SEND IT TO ALL FIVE COUNCIL MEMBERS. MY EMAIL IS JEFF BAILEY AT PALM BAY, FLORIDA. ORG. SO ANYHOW, THERE'S PLENTY OF PEOPLE BE WILLING TO HELP YOU TO NAVIGATE THAT IF YOU NEED IT IN THE MAPS.

SO IN YEAR THREE, BECAUSE WE'RE HAVING SOME SETBACKS I WAS WAS MENTIONED EARLIER ALSO BECAUSE WE'RE UP HERE ON PORT MALABAR, THE COUNTRY CLUB UNITS, WHICH IS OUR WHICH ARE TO OUR WEST OF HERE OFF OF PORT MALABAR, AROUND THAT AREA, THERE ARE SOME PLACES THAT ARE GOING A LITTLE BIT SLOWER, BECAUSE WE HAVE TO MAKE SURE THERE'S NO UTILITY CONFLICTS THAT ARE UNDER REVIEW.

SO THEY WERE PHASE TWO. BUT IN ORDER TO KEEP US, OUR STAFF AND OUR CREWS AND KEEP ALL THE PROJECTS ROLLING FORWARD, THERE IS PROJECT IT'S AN FDR. SO IT'S A HIGH INTENSE PROJECT. AND UNIT 30, WHICH IS A FAR SOUTH EAST OF THE CITY, ALONG WITH OSMOSIS, WHICH IS A UNIT 49 THERE, THEY'RE GOING TO BE ROLLED OUT TO KEEP US ROLLING AND KEEP KEEP ALL OF OUR CREWS GOING FORWARD.

SO THAT'S THAT'S GENERALLY THE OVERVIEW OF THAT. THE OTHER THING AND SOME REALLY IMPORTANT TO REMEMBER IS THAT THERE ARE PIPES OUT TO BE LAID IN ALL THESE PLACES. FIRST, WE ARE PUSHING FORWARD WITH THAT, KNOW, MY HOPES AS A COUNCIL MEMBERS THAT WE WILL BE ABLE TO FIND SOME OF THE RECOVERY ACT DOLLARS, OR THE INFRASTRUCTURE DOLLARS THAT ARE THAT WE'RE EXPECTING COME SOON, THAT WE CAN USE THAT FOR DIFFERENT PROJECTS THAT RELATE TO THE STORMWATER AND ROAD PROJECTS. SO WE MAKE SURE THAT WE KEEP IT GOING FORWARD TO MAKE SURE WE DON'T RUN OUT OF MONEY. I THINK THERE'S BEEN TWO KEY PHILOSOPHIES AND HOW WE SPEND THIS MONEY. AND I THINK BOTH HAVE BEEN INCORPORATED. AND WHEN YOU LOOK AT OUR PLANS, ONE OF THOSE IS THE WORST FIRST, WHICH IS SIMPLY THOSE WHO HAVE BOMBED OUT ROADS, PUTTING THEM ON THE FIRST LESS. I'VE BEEN MORE OF A CHAMPION OF THE MAINTENANCE VERSE PHILOSOPHY, WHICH SAYS, IF WE IGNORE THE ROADS THAT MIGHT BE A THIN OVER LEFT ARE THEN THEN LEFT TODAY AND OVERLAY AND THEY BECOME FDR, TOMORROW, THE PRICE IS GOING TO QUADRUPLE. ALL RIGHT, SO WHICH MEANS WE MIGHT RUN OUT OF MONEY. OR IF WE TAKE SOMETHING, IT'S JUST EASE REJUVENATION RIGHT NOW, WHICH IS ONLY LIKE $1 PER SQUARE YARD.

AND NEXT THING YOU KNOW, WE HAVE TO GIVE IT A LIFT, WHICH MIGHT BE $14 PER SQUARE YARD AS A HUGE INCREASE. SO IT'S JUST LIKE TAKING CARE OF YOUR CAR, I GET IT. SOME FOLKS SAY I DON'T HAVE A CAR. AND SO THAT'S THE THAT'S THE WORST FIRST AND OTHER FOLKS WHO SAY, WELL, WE GOT TO MAINTAIN WHAT WE HAVE, WHICH IS WHY I'VE BEEN CHAMPION ON HAVE OVER THE LAST FEW YEARS. SO I THINK IT'S REALLY IMPORTANT THAT WE HAVE TRIED TO INCORPORATE BOTH OF THOSE AS WE SPREAD THESE DOLLARS OUT ACROSS THE CITY. AND I THINK IT'S ALL COUNSELS INTENT THAT WE HAVE ENOUGH MONEY TO FINISH EVERY SINGLE UNIT. ALSO OF NOTE, MAYBE IT'S NOT AS DIRECTLY AFFECTING THIS PART OF THE CITY. BUT WE HAVE HAD FOUR ROADS THAT WERE CLOSED. TWO OF THOSE HAVE BEEN REOPENED BECAUSE WE'VE GOT THE THE CULVERTS PUT IN THERE. WE'RE LOOKING TO WE'VE GOT ADVERTISED FOR TRANTER. HOPEFULLY WE'LL GET THAT OPEN UP SOON AS WELL. AND THEN WE HAVE A DESIGN FOR FERGUSON. AND AGAIN, I KNOW THE FRANK HAS TRIED TO MAKE SURE THAT SOME OF THESE PROJECTS WERE HAVING TO SHOVEL READY. THEY'RE GONNA BE A BRIDGE INSTEAD OF A CULVERT. I THINK BOTH OF THOSE IS THAT CORRECT? JUST THE ONE OKAY. BUT THE IDEA IS THAT IT'S GONNA BE ACTUALLY A LITTLE BIT CHEAPER THAT WAY. BUT I KNOW WE'RE TRYING TO MAKE SURE WE HAVE A LOT OF WE HAVE A LOT OF PROJECT OR SHOVEL READY PROJECTS IN THE CITY. SO HOPEFULLY, I'LL PUT US FIRST IN LINE WHENEVER WE'RE TRYING TO APPLY FOR THESE OTHER DOLLARS FROM THE FEDERAL, FEDERAL LEVEL. SO I THINK THAT'S A GREAT THING MOVING FORWARD. AND THE LAST THING THAT I JUST WANT TO WRAP UP WITH, AS I SAID, I'VE REALLY FELT NO MAINTENANCE FIRST, ONE THING WE GOT TO REMEMBER, IF YOU LOOK OVER THE NEXT 10 YEARS ARE THE NO, FRANK PUT OUT AN ESTIMATE OF WHAT OUR MAINTENANCE IN OUR FUTURE COSTS SHOULD LOOK LIKE WE NEED TO, WE NEED A PLAN FOR WHAT WE'RE GOING TO DO WITH THESE BRAND NEW ROAD WITH THESE ROADS THAT WE'RE FIXING. AND NOW IF YOU LOOK AT THE NEXT 10 YEARS, THE AVERAGE THAT WE REALLY NEED IS ABOUT $3.4 MILLION A YEAR FOR TO FUND IT. AND THE NEXT 10 YEARS, THE 10 YEARS AFTER THAT. IT'S EVEN MORE I WANT TO SAY IT'S CLOSER TO 10.

OVERALL, I THINK IT'S AROUND SEVEN AND A HALF. SO ANYHOW, THE IDEA IS THAT WE DO AND I JUST TAKE THIS OPPORTUNITY TO REMIND THE PUBLIC YOUR MIND COUNCIL, WE WE HAVE TO FIND A WAY TO GET FULLY FUNDED THERE AS QUICKLY AS POSSIBLE, BECAUSE I'D HATE TO SEE IT BE WHERE WE REPEAT WHAT HAPPENED WITH GDC. THEY LAID THESE ROADS, AND THEN THEY NEVER TOOK CARE OF THEM. AND THAT'S WHAT KIND OF LED THEM TO THIS BIG DEFICIT THAT WE TRY TO DEAL WITH WITH THIS ROAD BOND. BUT THAT'S ALL I HAVE. AND IF THERE'S ANY QUESTIONS ON ROADS, I'M ALWAYS HAPPY TO TALK ABOUT MORE ANYTHING ELSE THAT YOU HEAR YOU HEAR HERE TONIGHT BECAUSE EVEN WHAT THE MAYOR SPOKE ON AND DEPUTY MAYOR, THOSE ARE ALSO PASSIONS OF MINE AS WELL. THANK YOU

[01:10:04]

OKAY, SO AGAIN, I'M STANDING IN FOR COUNCILMAN FELIX, WHO COULDN'T BE WITH US TONIGHT. SUZANNE SHERMAN CITY MANAGER, I'M GOING TO COVER THE TOPICS OF THINGS THAT ARE GOING ON IN OUR UTILITIES DEPARTMENT AND ALSO IN OUR FIRE DEPARTMENT. SO FIRST OF ALL, FOR OUR OUR UTILITIES DEPARTMENT, IF IN CASE YOU'RE NOT FAMILIAR, WE HAVE TWO PLANT LOCATIONS IN THE CITY, ESSENTIALLY, WE HAVE ONE THAT IS UP HERE IN THE NORTHEAST SECTION OF THE CITY OFF OF TROUTMAN PORT MALABAR, WITH, YOU KNOW, FACILITIES ON BOTH SIDES OF THE STREET, YOU SHOULD BE FAMILIAR WITH THAT. WE CALL THAT OUR NORTH REGIONAL PLANT. AND THEN WE ALSO HAVE A PLANT DOWN IN BAYSIDE LAKES AREA. SO IN CASE YOU'RE NOT FAMILIAR WITH THAT, WE CALL THAT OUR SOUTH REGIONAL PLAN TO KEEP IT SIMPLE, BUT WHAT I WANT TO TELL YOU IS WE HAVE A LOT OF INFRASTRUCTURE IN THESE PLANTS AND AROUND THE CITY THAT HAS BEEN IN NEED OF UPDATING IMPROVEMENTS, CAPITAL INVESTMENTS, AND WE'VE BEEN WORKING VERY HARD ON DOING THAT TO MAKE SURE OUR INFRASTRUCTURE IS SOUND FOR THE FUTURE. SO ONE OF THE THINGS WE'VE BEEN DOING, AS WE INVEST IN THE OLDER INFRASTRUCTURE AND UPDATING IT, WE'VE ALSO BEEN INVESTING IN EXPANDING OUR CAPACITY, WHICH IS VERY IMPORTANT BECAUSE WE NEED TO MEET THE NEEDS OF OUR CITY AS WE GROW. SO I'M GOING TO TALK TO YOU ABOUT A COUPLE THINGS THAT ARE GOING ON FIRST IS AT OUR SOUTH REGIONAL WATER PLANT, WE'RE ACTUALLY ADDING THE FANCY TERM AS A RECLAMATION FACILITY. BUT ESSENTIALLY, WE'RE ADDING A SEWER PLANT TO THE SOUTH PLANT DOWN IN BAYSIDE, WHICH IS VERY, VERY IMPORTANT. BECAUSE RIGHT NOW, ANYWHERE IN THE CITY WHERE YOU HAVE SEWER SERVICE, IT GOES ALL ESPECIALLY IF YOU'RE IN THE SOUTH PART, THE CITY GOES ALL THE WAY UP TO THE NORTH PLANTS.

IT'S TWO REASONS WE WANT TO HAVE ANOTHER PLANT ONE IS WE NEED THE EXTRA CAPACITY. BUT ALSO WE WANT TO DIVERT SOME OF THAT WASTEWATER FLOW, THAT SEWER FLOW AWAY FROM THE PLANT THAT IS CLOSEST TO TURKEY CREEK, FOR OBVIOUS REASONS, WE'RE GOING TO GET THAT MOVING IN A DIFFERENT DIRECTION. SO THAT'S A BIG DEAL FOR US, WE ACTUALLY BROKE GROUND ON THAT CONSTRUCTION PROJECT THIS YEAR IN FEBRUARY, IT'S GOING TO BE COMPLETED, IF ALL GOES WELL, THERE'S NO DELAYS AND YOU KNOW, THINGS THAT WE NEED TO FIND, WHICH WE KNOW THERE ARE SOME CONSTRUCTION DELAYS, BUT NOVEMBER OF 2022, THE PLANT SHOULD BE COMPLETELY DONE. IT'S A 24 PLUS MILLION DOLLAR PROJECTS. AND WE'RE VERY FORTUNATE TO HAVE BEEN ABLE TO SECURE STATE REVOLVING LOAN FUNDS TO HANDLE MOST OF THEM. ADDITIONALLY, AS WE'RE WORKING ON ADDING A WASTEWATER PLANT DOWN SOUTH, WE'RE ALSO EXPANDING OUR WATER PLANT DOWN THERE. SO IT'S IT'S A GOOD PLANT, WE JUST NEED TO ADD MORE CAPACITY. SO WE'RE GOING FROM 4 MILLION GALLONS PER DAY TO 6 MILLION GALLONS A DAY, WHICH IS VERY IMPORTANT BECAUSE AS YOU ALL KNOW, YOU DRIVE AROUND THE CITY, PICK A STREET IN PALM BAY, ESPECIALLY IN THE SOUTH, AND WEST, AND YOU'RE LIKELY TO FIND MULTIPLE HOUSES UNDER CONSTRUCTION. SO LOTS OF NEED GROWING IN THE CITY. PLUS, WE HAVE A LOT OF OUR 40% BUILT OUT COMMENT THAT WAS MADE EARLIER, A LOT OF SUB NEW SUBDIVISIONS COMING ONLINE IN PLACES WHERE THERE HAS BEEN NO SERVICE BEFORE. SO WE'RE PREPARING TO MEET THOSE NEEDS IN THE FUTURE, WHICH IS REALLY, REALLY IMPORTANT. AND THE LAST BIG THING I'M GOING TO TELL YOU ABOUT BECAUSE BUT IT'S ALSO ONE OF MY FAVORITE IS THE UPGRADES WE'RE ACTUALLY DOING TO OUR NORTH PLANTS. THAT PLANT IS LIKE THE ORIGINAL GDU GENERAL DEVELOPMENTS UTILITY PLANTS DEFINITELY HAD SOME UPGRADES OVER THE YEARS, BUT IT'S THERE'S SOME PARTS THAT WERE DECADES OLD. SO A LOT OF CHANGES GOING ON THERE. WE'VE BEEN INSTALLING NEW TANKS, PUMPS AND OTHER EQUIPMENT TO IMPROVE THE QUALITY OF OUR RECLAIMED WATER THERE.

WE'VE ALSO BEEN MODIFYING PARTS OF OUR SYSTEMS SO THAT WE CAN ACTUALLY REDUCE THE NITROGEN AND PHOSPHORUS IN OUR EFFLUENT. SO THAT'S WHAT'S LEFT OVER AFTER WE TREAT THE WASTEWATER. WE'RE ALSO USING FUNDING FROM THE SAFER INDIAN RIVER LAGOONS PROJECT IF YOU'RE FAMILIAR WITH THAT TO HALF CENT SALES TAX THAT WE WE PAY HERE IN THE COUNTY AND GOES TO OUR PROJECTS THAT HELP PROTECT THE TURKEY CREEK INDIAN RIVER LAGOON AREA, SO WE'RE ABLE TO BENEFIT FROM THAT. AND THOSE RECLAIMED WATER UPGRADES THAT WE'RE DOING AT THE PLANTS THEY STARTED. APRIL OF LAST YEAR, THEY'LL BE DONE OCTOBER OF THIS YEAR. IF ALL GOES WELL AND LOOKS LIKE WE'RE ON TRACK. THAT'S ABOUT A $3.4 MILLION PROJECT.

LAST THING I'LL JUST ADD IS YOU MAY RECALL SOME INFORMATION WE SENT OUT TO RESIDENTS OVER THE PAST COUPLE OF YEARS WHEN WE'VE HAD ISSUES WITH OUR PAYMENTS, OUR UTILITIES PAYMENT PORTAL, THE PROVIDER OF THAT IT'S CALLED CLICK TO GOV WHERE THEY DIDN'T SECURE THE SYSTEM IN A WAY THEY SHOULD HAVE. AND SO THEY HAD TO SEND OUT NOTICE EVERYONE SAYING YOUR DATA MAY BE COMPROMISED, IF YOU REMEMBER THAT BUT WE ALL GOT THOSE. WELL, THE GOOD NEWS IS WE'VE BEEN WORKING ON MOVING AWAY FROM THAT PAYMENT PROVIDER AND WE'RE MOVING TO A COMPANY CALLED INVOICE CLOUD AND THEY HAVE A DIFFERENT LEVEL OF COMPLIANCE AND SECURITY THAT THEY APPLY. SO WE HAVE A LOT MORE CONFIDENCE IN THEIR, THEIR ABILITIES. THEY'RE MOVING FROM UTILITIES TO THE FIRE DEPARTMENT. JUST A FEW QUICK THINGS TO SHARE. WE ACTUALLY OPENED OUR NEW FIRE STATION FIVE, THE OLD FIRE STATION FIVE WAS ON SANFILIPPO NEAR EASTERN FLORIDA STATE COLLEGE. IF YOU'RE FAMILIAR WITH THAT WAS A LITTLE MODULAR. A SAD OLD BUILDING THAT SHOULD HAVE BEEN TORN DOWN YEARS

[01:15:05]

BEFORE IT WAS. SO WE'RE HAPPY TO MOVE THAT CREW INTO FIRE STATION FIVE, WHICH IS NOW ON FOUNDATION BOULEVARD, WHICH IS IN BETWEEN BABCOCK AND SANFILIPPO. IF YOU'RE FAMILIAR WITH THAT AREA, IT ALSO IS A VERY LARGE SITE IN TERMS OF PHYSICAL LOCATIONS, WE CAN DO A LOT MORE TRAINING THERE, WHICH IS GOING TO BE A BENEFIT TO THE DEPARTMENT LONG TERM. WE ARE ALSO WORKING ON A NEW FIRE STATION, WE'RE CALLING A FIRE STATION SEVEN, BUT IT'S ACTUALLY WHERE OLD FIRE STATION ONE WAS LOCATED. SO PALM BAY ROAD, YOU PASS BY KIND OF ACROSS FROM THE THRIFTY AREA, YOU'LL SEE THAT THAT OLD BUILDING IS THERE, WE'VE BEEN WORKING ON SOME CLEANUP TO THE SITE, WE'RE GOING TO BE TAKING ON THE BUILDINGS LATER THIS YEAR. AND THEN WE'RE GOING TO BE WORKING ON THE PLANS TO BUILD A NEW FIRE STATION THERE. BECAUSE THE DEMANDS IN THAT AREA ARE ARE GREAT AND GROWING. AND WE NEED TO BE THERE AS WELL. WE'RE ALSO WORKING ON PLANNING FOR OTHER FIRE STATIONS ELSEWHERE IN THE CITY. AS THE CITY HAS GROWN, WE ALREADY HAVE A COUPLE SPOTS. SO WE KNOW VERY WELL WE NEED TO ADD NEW STATIONS. SO WE'RE PLANNING TO KIND OF GET THAT DESIGN LOCKED IN AND THEN DUPLICATE THAT IN A COUPLE OF OTHER LOCATIONS TO MEET THE NEEDS OF OUR RESIDENTS. LADDER TRUCKS BIG DEAL FOR US. WE ACTUALLY HAVE ONE THAT WAS AWAY FROM US FOR A WHILE GETTING FIXED, AND THEN IT CAME BACK AND WAS PUT IN SERVICE. ALTHOUGH I JUST READ SOMETHING TODAY THAT SOUNDS LIKE WE GOT SOMETHING ELSE WE HAVE TO FIX. SO THAT WAS A LITTLE DISAPPOINTING. LADDER TRUCKS ARE IMPORTANT, OBVIOUSLY WHEN WE'RE TRYING TO DEAL WITH FIRES AT HIGHER LEVELS. BUT ANYWAY, HAVE ONE LADDER TRUCK, ALSO ORDERING A NEW LADDER TRUCK. THANKFULLY, WE WERE ABLE TO GET THE FUNDING TO PURCHASE THAT AND THAT ONE SHOULD BE IN SOMETIME THIS FALL. SO WE'LL HAVE TO LADDER TRUCKS TO SERVICE THE COMMUNITY. THAT'S ALSO IMPORTANT BECAUSE AS WE'RE GROWING, WE'RE SEEING INCREASE IN HIGHER LEVELS LIKE APARTMENT BUILDINGS WE DIDN'T HAVE BEFORE. SO THERE'S BEEN SOME SOME GROWTH THERE, WHICH IS GOOD TO BE ABLE TO MEET. LAST COUPLE THINGS, YOU KNOW, WE'RE REALLY FORTUNATE COUNCILS VERY SUPPORTIVE OF INVESTING IN NEW VEHICLES. FOR OUR FIRE DEPARTMENTS, THERE'S A LOT OF NEED TO UPGRADE EQUIPMENTS KIND OF LIKE THE UTILITIES PLANTS, I WAS TALKING ABOUT WHERE THEY'VE NEEDED TO BE UPGRADED. AND YOU CAN'T KEEP USING THE SAME OLD EQUIPMENT. IF YOU WANT IT TO BE RELIABLE, YOU NEED TO UPGRADE AT SOME POINT.

SO WE'VE BEEN ABLE TO DO THAT. ALSO VERY EXCITED THAT WE'RE BRINGING FIRE DISPATCH OR 911 CALLS BACK INTO THE CITY FOR MANY YEARS THAT HAS BEEN HANDLED BY BREVARD COUNTY. SO YOU HAVE ESSENTIALLY TWO DISPATCH SITUATIONS GOING ON, YOU HAVE OUR POLICE DEPARTMENT 911 FOR POLICE CALLS, AND THEN YOU HAVE ANYTHING FOR A FIRE CALL GOES TO THE COUNTY AND THEN ROUTES BACK.

IT'S IT'S SOMEWHAT NOT AS EFFICIENT AS IT SHOULD BE. AND SO WE'RE WORKING ON BRINGING THAT BACK IN HOUSE, WE'LL DO EVERYTHING OUT OF OUR DISPATCH CENTER HERE IN PALM BAY, WE'RE VERY EXCITED ABOUT THAT. A LOT OF GOOD SYNERGY WITH OUR DEPARTMENTS. AND LAST I JUST WANT TO COMMEND OUR POLICE AND FIRE DEPARTMENTS FOR THEIR WORK DURING COVID. BUT ESPECIALLY WANT TO SAY THANKS TO THE FIRE DEPARTMENT BECAUSE WHETHER YOU KNOW IT OR NOT, THEY STEPPED UP MULTIPLE TIMES TO HELP OUR RESIDENTS IN DIFFERENT AREAS DURING COVID. ONE OF THE THINGS THEY DID LAST YEAR WAS THEY ACTUALLY HOSTED AT CITY HALL, A SITE WHERE YOU COULD GET VACCINATED. AND THAT WAS BEFORE EASTERN FLORIDA PUT THEIR THEIR STATE FUNDED SITE ONLINE. AND SOMETHING THEY DID VERY RECENTLY IS THEY ACTUALLY CREATED A FIRE HEADQUARTERS, WHICH IS OFF OF EMERSON CREATED A VACCINATION SITE. SO I KNOW VACCINATIONS ARE A LOT EASIER TO FIND NOW FOR MOST PEOPLE, WHICH IS GOOD. BUT IF YOU'RE INTERESTED ON FRIDAYS IS WHEN WE'VE BEEN HAVING APPOINTMENT ONLY ABOUT VACCINATIONS IN PALM BAY, DONE BY OUR FIRE TEAM AND OTHER STAFF HELPING THEM SO TRYING TO DO WHAT WE CAN TO HELP THE COMMUNITY AND WE'RE REALLY GLAD ABOUT THAT. AND THAT'S ALL MY COMMENTS ON THOSE TWO DEPARTMENTS. LAST BUT NOT LEAST A TURN OVER TO COUNCILMAN FOSTER TO ROUND US OUT HERE TONIGHT.

SO AS COUNCILMAN FOSTER COMES UP, I JUST WANTED TO SINCE YOU BOUGHT UP VACCINES WANTED TO SHARE THAT THE DEPARTMENT OF VETERAN AFFAIRS HAS ALSO PARTNER WITH THE CITY OF PALM BAY.

BETWEEN THE HOURS IN TENANT'S 2PM. TOMORROW, THEY WILL BE PROVIDING VACCINES AT CITY HALL AS WELL. SO FOR OUR VETERAN COMMUNITY AND THEIR SPOUSES, PLEASE FEEL FREE TO JOIN US AND JUST WALK ON IN GOOD EVENING, RANDY FOSTER, COUNCILMAN RANDY FOSTER, I WANT TO DO MY PRESENTATION A LITTLE BIT DIFFERENT THAN LAST AND I WANT CHIEF MOYER TO ASSIST ME IN HIS BUT BEFORE I ASK THE CHIEF TO STEP UP TO THE MIC. I WANT TO SAY SOMETHING YOU'VE BEEN WATCHING THE NEWS OF THE CHEVIN TRIAL DANTE WRIGHT HERE SHOOTING

[01:20:01]

AND OTHER SHOOTINGS ACROSS. I DON'T KNOW, IF YOU'VE BEEN FOLLOWING CNN, FOX OR MSNBC, WHICHEVER CHALLENGE YOU WATCH.

YOU'RE AWARE OF THESE POLICE SHOOTINGS.

AND THERE'S A LOT OF THE POLICE SHOOTINGS, THAT DOESN'T MAKE THE NEWS. I KNOW BECAUSE I'M A USE OF FORCE EXPERT. AND I GOT A LOT OF CASES IN THE LAST THREE WEEKS HAS BLOWN UP, AND I GET CASES I GET CALLS FOR AS FAR AS WYOMING YESTERDAY, CALIFORNIA, NEW MEXICO, ATTORNEYS WANT TO HIRE ME FOR USE OF FORCE CASES. AND LET ME TELL YOU, THESE CASES ARE WORSE THAN WHAT YOU SAW ON TV.

SO MY POINT IS, AND WHAT I'M TRYING TO MAKE IS POLICE OFFICERS PUT THEIR LIFE ON THE LINE, EVERY DAY OF THE WEEK, THE MOMENT THEY PUT ON A UNIFORM, IT, FORGET ABOUT THE UNIFORM, EVEN OFF DUTY, THEY'LL THEY'LL CALL. THEY HAVE A DUTY TO ACT.

AND ANY SECOND, THAT COULD BE IN THE USE OF FORCE SITUATION. AND THEY GOT TO MAKE A SPLIT SECOND DECISION. BECAUSE I'VE BEEN IN THAT SITUATION MANY TIMES. I'VE BEEN SHOT AT THIS CLOSEST FROM HERE TO DEPUTY DEPUTY MAYOR I'VE BEEN SHOT AT THREE TIMES. BY THE GRACE OF GOD NEVER KILLED ANYBODY IN UNIFORM. I CAN'T IMAGINE WHAT OFFICERS HAVE TO GO THROUGH. BUT MY POINT WHEN I'M TRYING TO MAKE POLICE OFFICERS ARE NOT THE BAD GUY.

THE THE GOOD GUYS, THE GOOD WOMEN. THEY ARE HERE TO SERVE AND PROTECT. AND WE CANNOT LOSE THAT FOCUS WHAT THEY DO. SO AND I WANT TO I'M GOING TO TALK ABOUT SOME OF THE THINGS THAT OUR POLICE DEPARTMENT IS DOING. BUT I'M NOT IN UNIFORM ANYMORE. AND SOMETIMES, WHEN YOU HEAR FROM SOMEBODY IN UNIFORM, IT HITS HOME. AND I KNOW THESE ANSWERS TO THESE QUESTIONS. AND I HAD A GOOD CONVERSATION WITH THE CHIEF. WE SAT DOWN, WE HAD A GOOD HOUR CONVERSATION, I REALLY ENJOYED PICKING HIS BRAIN AND REASSURING THOUGHTS BACK AND FORTH. SO CHIEF, IF YOU MIND, WOULD YOU COME UP? WOULD YOU COME UP HERE FOR ME, PLEASE. AND I'LL JUST WANT TO DO MY PRESENTATION BY BECAUSE THIS IS HIS DEPARTMENT IS OUR POLICE DEPARTMENT, BUT HE RUNS IT. AND I RESPECT THAT. AND SO I THINK OUR CONVERSATION, YOU REMEMBER THAT WE HAD A REALLY GOOD CONVERSATION, I REALLY ENJOYED SPEAKING WITH YOU. I LEARNED A LOT ABOUT YOU. AND YOU LEARNED A LOT ABOUT ME BEING TRANSPARENT HOW IMPORTANT THAT IS TO THE PUBLIC IN THE POLICE DEPARTMENT.

CHIEF NELSON MOYA: I THINK FOR ME, TRANSPARENCY IS THE SAME AS TRUST, YOU CAN'T HAVE ONE WITHOUT THE OTHER. SO FOR US, OBVIOUSLY BUILDING AND MAINTAINING TRUST IN OUR COMMUNITIES, WHAT TRULY DEFINES US AND SEPARATES US, PERHAPS FROM OTHERS. SO OVER THE PAST YEAR AND A HALF, TWO YEARS, WE'VE TAKEN SOME SOME STEPS TO ADD TO THAT ELEMENT OF TRANSPARENCY, WE WE HAVE POSTED OUR CRITICAL POLICIES, PARTICULARLY AFTER WHAT WE SAW HAPPEN IN OUR COUNTRY LAST YEAR.

UNFORTUNATELY, CASES LIKE THAT ARE OPPORTUNITIES FOR US TO DO SOME SOME INTROSPECTING AND MAKING PROGRESS HERE LOCALLY WHEN WE CAN AND WE DID. AND WE DID FIND WAYS TO TO IMPROVE OUR PROCESSES. LUCKILY. AND THANKFULLY, IN OUR CITY, OUR POLICIES, PARTICULARLY OUR USE OF FORCE POLICIES, OR BIAS BASED POLICING POLICIES ARE HAD BEEN IN PLACE FOR SOME TIME. BUT IT WAS AN OPPORTUNITY FOR US TO LOOK AND TWEAK ANY ANYTIME WE SEE AN OPPORTUNITY FOR US TO IMPROVE. AND WE CONTINUE TO DO THAT. IN FACT, OUR YEARLY USE OF FORCE REPORT IS ABOUT TO BE POSTED. WE'RE HOPING THAT IT'LL BE POSTED NEXT WEEK. WE HAD A LITTLE TECHNICAL SNAFU OTHERWISE IT WOULD HAVE BEEN POSTED SOME

[01:25:01]

WEEKS AGO, IN TERMS OF THE DATA, THAT PAINTS A PRETTY CLEAR PICTURE AS TO WHAT WE DO, HOW MANY STOPS, WHO ARE WE STOPPING, OR IT BREAKS DOWN BY DEMOGRAPHIC DATA TO REALLY PAINT A CLEAR PICTURE, AS TO POLICING IN THIS COMMUNITY GOES INTO THE NUANCES OF HOW MANY CASES WE INVESTIGATE IN TERMS OF RESPONSE TO RESISTANCE. THESE ARE INVESTIGATIONS ANYTIME AN OFFICER HAS TO PUT HIS OR HER HANDS ON A SUBJECT BECAUSE THEY RESIST, WE ACTUALLY INITIATE AN INQUIRY ON THAT. AND THE NUMBERS WILL CERTAINLY SPEAK FOR THEMSELVES. AND WE WILL POST THAT HERE VERY SHORTLY.

UNKNOWN: THANK YOU, CHIEF, I JUST GOT A FEW QUESTIONS, BECAUSE YOU GET TO ANSWER THEM BETTER THAN I CAN. AND I'M, I KNOW SOME THE ANSWER TO THE QUESTION, BUT I LIKE HEARING IT, I THINK THE PUBLIC WILL BETTER HEAR FROM YOU. WHAT IS A TYPICAL PATROL OFFICER DAY? HOW MANY HOURS IN A SHIFT AND DAY ON A IN A CAR BY ITSELF WITH THE DRIVER DEPARTMENT.

CHIEF NELSON MOYA: SO OUR SHIFTS WORK FROM 6AM TO 6PM AND 6PM TO 6AM. THEY ARE SOLO PATROL OFFICERS. THE EXCEPTION TO THAT IS TRAINING UNITS. SO ANYTIME WE'RE TRAINING A NEW POLICE OFFICER, HE OR SHE WILL BE DOUBLED UP IN A CAR WITH THEIR TRAINING OFFICER. BUT THAT IS THE ONLY EXCEPTION TO THE SOLO OFFICER UNIT PRINCIPLE THAT WE HAVE IN THE CITY. AND WE HAVE THAT BECAUSE WE'RE SO SPREAD OUT IN OUR ADA PLUS SQUARE MILES.

WE'RE TRYING TO MAXIMIZE OUR RESOURCES BY PUTTING AS MANY OFFICERS THAT WE CAN SO THAT WE CAN RESPOND TO CALLS FOR SERVICE.

UNKNOWN: SO WHAT DO YOU TELL YOU, YOUR YOUR SUPERVISORS, OR YOUR SERGEANTS, CAPTAINS AND LIEUTENANTS WHEN A OFFICER SHOWS UP TO WORK, AND HAVING A BAD DAY? CHIEF NELSON MOYA: YEAH, SO ANYTIME YOU INFUSE THE HUMAN ELEMENT INTO ANY OF OUR PROCESSES IS WHEN YOU CAN HAVE MISTAKES. POLICING, AS WE NOW HAVE SEEN, IS NOT EXEMPT FROM THAT. PRINCIPLES AND PHILOSOPHIES AND LEADERSHIP, WE NOT ONLY HOPE WE EXPECT OUR EXPECTATION IS THAT WE ARE CONSTANTLY SCANNING OUR WORKFORCE, PARTICULARLY OUR FIRST RESPONDERS IN TERMS OF PATROL OFFICERS, BECAUSE THEY'RE ROUTINELY THE FIRST FACE. SO WE WANT OUR SUPERVISORS TO BE IN THEIR FACE, FOR LACK OF A BETTER WORD SO THAT WE CAN GAUGE TO SEE WHAT KIND OF DAY WE'RE HAVING. MOST OF US THAT KNOW EACH OTHER I'M SURE WITH OUR FAMILIES AND FRIENDS, WE CAN QUICKLY GAUGE WHAT KIND OF DAY WE'RE HAVING. BY SIMPLE INTERACTION WE DO SO EVERY DAY AS MUCH AS WE CAN SO THAT WE CAN GAUGE AN OFFICERS PROGRESS THROUGHOUT THE DAY AND OFFICERS PROGRESS AND DEMEANOR CAN CHANGE. PARTICULARLY IF HE OR SHE RESPONDS TO A CALL THAT IS CRITICAL. IF HE OR SHE RESPONDS TO A CALL WHERE THEY WERE THEY WERE JUST INVOLVED IN AN ALTERCATION, WHETHER THEY JUST HAD TO GIVE LIFE SAVING MEASURES WHETHER IT WAS A DEATH OFTEN, OFTEN TIMES HAVE A CHILD THAT CAN CAUSE SOME SOME NATURAL REACTION. AND WE LOOK OUT FOR THAT BECAUSE THAT NATURAL REACTION CAN LEAD TO A BEHAVIOR THAT WOULD OTHERWISE BE SOMETHING WE WANT TO SEE. SO WE SCAN FOR THAT, AND HOPEFULLY OUR LEADERS ARE DOING SO AS WELL. AND THAT'S VERY IMPORTANT.

BECAUSE THAT COULD UNKNOWN: HAVE OFFICER YOU KNOW, 12 HOURS, GOING FROM CALL TO CALL DEALING WITH DOMESTIC DEALING WITH DEATH, DEALING WITH DRUGS, YOU KNOW, GOING AFTER DRUG DEALERS OR ROBBERY. AND THEN THEY SHOW UP AT YOUR PLACE OR RESPOND TO YOU IN ONE WORD.

JUST MAKE THE SITUATION WORSE. SO BODY CAMS. HOW IMPORTANT IS BODY CAMS TO THIS POLICE DEPARTMENT? WHAT WAS YOUR YOUR ASSESSMENT OF IT? CHIEF NELSON MOYA: THAT'S A GOOD QUESTION. SO BODY CAMS IS A TECHNOLOGY THAT WE HAVE LOOKED AT FOR SOME TIME. THAT TECHNOLOGY HAS A LOT OF OTHER TECHNOLOGY. IT EVOLVES QUICKLY.

SO WHAT WAS GOOD AND UP TO DATE LAST YEAR AND SOME THINGS ARE, YOU KNOW, ARE NOT THE CASE THIS YEAR, BUT BODY CAMS HAVE GOTTEN TO A POINT WHERE WE'RE WE'RE CONFIDENT AND COMFORTABLE THAT WE'RE READY TO PROCEED WITH THAT TECHNOLOGY. WE HAVE DONE SOME TESTS WITH A COUPLE OF COMPANIES TO SEE WHICH ONE FITS THE NEEDS IN OUR CITY. WE HAVE MOVED FORWARD WITH A PROPOSAL THAT IS CURRENTLY IN THE PROCUREMENT PROCESS WITH MRS. MISCONI. AND WE WE LOOK FORWARD TO THE IMPLEMENTATION. WE ANTICIPATED ALL GOES WELL THROUGH OUR BUDGETING PROCESS THAT WE WOULD HAVE IMPLEMENTATION ON OR AFTER OCTOBER 1 OF THIS YEAR. AND THAT WILL BE A FULL IMPLEMENTATION FOR US. THAT MEANS 151 CAMERAS TO INCLUDE SPECIALIZED UNITS.

UNKNOWN: AS FAR AS TRAFFIC TRAFFIC'S BEING, WE HAVEN'T SQUEEZED UP BEING FULL UP. AND I KNOW YOU IMPLEMENTED A SPECIAL UNIT. CAN YOU SPEAK BRIEFLY CHIEF NELSON MOYA: YEAH. SO AS WE DEAL WITH OUR NEEDS AND

[01:30:03]

INFRASTRUCTURE RIGHT, AS WE MAKE IMPROVEMENTS, AS HAS BEEN CLEARLY STATED, THAT REMAINS A CHALLENGE, OUR ROADS ARE CONGESTED. AS OUR CITY GROWS, WE HAVE THE SAME ROADS FOR THE EXCEPTION OF THE PARKWAY. AND SO THAT CAUSES A NATURAL BOTTLENECK EFFECT AND SOME AGGRESSIVE DRIVING A LOT OF OUR ROADS, PARTICULARLY OUR ARTERY ROADS, OUR TWO LANE ROADS, NORTH, WEST, EAST, NORTH AND SOUTH. AND SO WE'RE BEGINNING TO SEE THE SIDE EFFECT OF THAT. AND THAT IS, UNFORTUNATELY, SOME IMPATIENT DRIVING, ADD TO IT SOME DISTRACTED DRIVING, THAT'S A RECIPE FOR DISASTER. TRAFFIC HAS ALWAYS BEEN OUR NUMBER ONE COMPLAINT FROM OUR CITIZENS. AND IT CONTINUES TO BE IN FACT, I WOULD SAY THAT IS UNDER RISE. SO FOR THOSE OF YOU THAT ARE HERE, AND THOSE THAT WILL BE WATCHING THIS LATER, WE WANT TO SEND A MESSAGE THAT WE'RE GOING TO BE PAYING CLOSE ATTENTION TO OUR TRAFFIC, OUR TRAFFIC PATTERNS, WE'RE ASKING PEOPLE TO TAKE OWNERSHIP OF HOW THEY DRIVE AND DO THEIR PART WHEN THEY CAN, BECAUSE CERTAINLY THE MESSAGE THAT WE'RE GIVEN INTERNALLY, THROUGH EXPECTATIONS OF OUR WORKFORCE IS WE'RE ASKING THEM TO STEP UP THEIR EFFORTS, WHEN THEY CAN GIVEN CALL LOAD VOLUME, WE WANT THE CITY TO BE SAFE. AND GETTING FROM POINT A TO POINT B IS A FOUNDATION OF OF HOW WE ENJOY OUR CITY. SO WE WANT PEOPLE TO DO SO SAFELY. AND WE WANT THEM TO KNOW THAT WE WILL BE STEPPING UP OUR EFFORTS MOVING FORWARD. NOW I HAVE ONE LAST QUESTION, SIR.

UNKNOWN: RECRUITMENT. CAN YOU TELL THE PUBLIC WHAT'S YOUR STAFFING LEVELS? ARE YOU SHORT, ARE YOU HAVING A HARD TIME RECRUITING? WHAT DID THE COUNSELOR DO TO HELP YOU SOLVE THAT ISSUE? CHIEF NELSON MOYA: YEAH, THAT'S A COMPLEX QUESTION. BECAUSE IT IS IT'S MIXED, BECAUSE WE HAVE THE NATURAL NATIONAL DIALOGUE IN TERMS OF POLICING. SO WE CONTINUE TO FACE THAT AS A CHALLENGE BECAUSE NOT MANY FOLKS WANT TO BE POLICE OFFICERS, GIVEN THE NATIONAL DIALOGUE. THIS COMMUNITY HOWEVER, WE HAVE SEEN THAT WE CAN STILL OVERCOME THAT THAT HURDLE. THIS COUNCIL DID SOMETHING THIS YEAR THAT IS UNIQUE FOR US. SO WE HAVE OFFERED SCHOLARSHIPS, SPONSORSHIPS, INCLUDING PAYING FOLKS TO GO TO OUR LOCAL ACADEMY. SO WE CAN RECRUIT FROM WITHIN THIS COMMUNITY, WHICH IS OUR PREFERENCE. AND WE HAVE SEEN AN UPTICK IN INTEREST. SO FOR EXAMPLE, THIS PAST TWO WEEKS, WE WERE ABLE TO POST AS A RESULT OF YOUR COMMITMENT TO THE PROCESS OF WHICH I APPRECIATE. AND FOR THAT POSTING, JUST IN FOUR DAYS, WE HAD 80 PLUS APPLICATIONS. SO THAT PUTS US IN A GOOD POSITION TO BE ABLE TO VET THROUGH THOSE AND FIND THOSE FOLKS THAT ARE A GOOD FIT TO OUR ORGANIZATION. SO WE'RE MAKING PROGRESS. OUR ORGANIZATION CURRENTLY IS 172 ALLOTED FULL TIME OFFICER POSITIONS. WE'RE ABOUT 247 TOTAL, GIVEN ALL OUR CIVILIAN POSITIONS, INCLUDING ALL OUR CROSSING GUARDS, WHICH WORK OUT OF OUR SHOP AS WELL. BUT WE'RE GROWING CITY, AND WE HAVE GONE FOR SOME TIME. IDEALLY, A CITY OUR SIZE, GIVEN MY INTRICATE KNOWLEDGE OF THE CITY AND ORGANIZATION AND ITS NEEDS AND PUBLIC SAFETY, WE SHOULD BE AROUND 210 POLICE OFFICERS, AND WE'RE WORKING TOWARDS MAKING THOSE SLOW GAINS SO THAT WE CAN MAKE AN IMPACT IN PUBLIC SAFETY.

UNKNOWN: THANK YOU, SIR. APPRECIATE THAT.

CHIEF NELSON MOYA: THANK YOU. THIS WAS NOT PLANNED, BY THE WAY.

UNKNOWN: NO, NO, IT WASN'T.

CHIEF NELSON MOYA: THANK YOU, SIR.

UNKNOWN: THANK YOU.

I THINK HE SAID IT BETTER THAN I COULD SAID, WE GOT A GREAT POLICE DEPARTMENT AND WE GOT TO MAKE IT BETTER. AND THEY DO A TOUGH JOB. AND I WANT TO MAKE SURE THAT SOCIETY DON'T GET IT WRONG. THEY'RE THERE TO SERVE AND PROTECT. AND NOT ALL OF THEM ARE PERFECT. I WISH EVERYONE WAS PERFECT. NOT THEY'RE HUMAN BEINGS JUST LIKE ME. AND THEY MAKE MISTAKES. THEY DON'T GET IT RIGHT. THEY HUMANS AND YOU MIGHT HAVE A BAD ONE OUT OF THE BUNCH.

BUT THAT'S NOT POLICING IN AMERICA. I KNOW BECAUSE I'VE BEEN AROUND THEM. SO MY NEXT THING I WANT TO TALK ABOUT IS REAL QUICK IS THE PARKS, PARKS AND RECS AND FACILITY. WE'RE IN A WE'RE IN A FACILITY RIGHT NOW TO TONY ROSSO COMMUNITY CENTER.

AND I WALKED IN HERE, I WALKED PAST THAT GYM AND REMINDS ME I GOT TO GET BACK INTO THE GYM. THAT'S A BEAUTIFUL GYM THAT THEY GOT HERE. THIS LOOKED LIKE I THOUGHT IT WAS PLANET FITNESS WHEN I WALKED PAST THERE. THANKS THE PARK DIRECTOR FOR DOING THAT. BUT IF YOU WANT TO TAKE ENJOY PALM BAY COME TO OUR PARKS. WE HAVE A SENIOR CENTER IS BEING RENOVATED, BEAUTIFUL

[01:35:04]

FACILITIES, THEY GOT A LOT OF GREAT PROGRAMS THAT GOES ON HERE. AT THE FRED POPPE REGIONAL PARK, WE'RE GOING TO HAVE A CAMP GROUND FOR RVS. THAT'S COMING, WE GOT A GRANT FROM TDC TO HELP MAKE THAT HAPPEN. ALSO AT THE REGIONAL PARK, WE CHANGING THE SEPTIC TO SEWER. SO THAT'S, THAT'S A GOOD THING. WEST PINE ESTATE PARK, THAT'S A NEW PARK THAT WE JUST DID THE RIBBON CUTTING NOT TOO LONG AGO. THAT'S IN A GREAT NEIGHBORHOOD IN PALM BAY. SO THAT'S GOING TO BE NICE. WE REPAIR IN OUR PLAYGROUNDS GOT SEVEN PLAYGROUNDS THAT WE FIXING UP THE SLIDES FOR KIDS. THE DISC GOLF COURSE, IS BEING DEVELOPED OUT NEAR THE REGIONAL PARK. ALSO RIVIERA PARK, WE HAVE A DOG PARK THERE. SO YOU CAN TAKE YOUR DOGS AND HAVE THE DOGS GO OUT AND EXERCISE. OUR AQUATIC CENTER, PALM BAY AQUATIC CENTER, IF YOU HAVEN'T BEEN THERE, PLEASE GO.

IT'S BEAUTIFUL. IT'S A BEAUTIFUL PLACE, BRING YOU YOUR GRANDKIDS AND KIDS. AND GO ENJOY THAT PLACE. WE SPENT A LOT OF MONEY THAT WAS CLOSED DOWN FOR A LONG TIME NOW IS OPEN. AND IS IS A AS AN OUTSTANDING PLACE FOR RESIDENTS TO TAKE PART. AND LAST BUT NOT LEAST, YOU KNOW, I PRAY TO GOD THAT WE GET OVER THIS COVID-19 SOON SO WE COULD GET SOMEWHERE BACK TO NORMAL. AND WHEN THAT HAPPENS, COME TO OUR PARKS COME TO OUR COMMUNITY CENTER. ENJOY WHAT PALM BAY HAS TO OFFER. THANK YOU.

SO I WANT TO TAKE THIS OPPORTUNITY TO THANK COUNCILMAN FOSTER FOR THAT IN DEPTH LOOK INTO POLICE WORK RIGHT AND TAKING THE TIME TO JUST SHARE THAT THAT SIDE. SOMETHING I ALSO AGREE WHICH IS WORTH MENTIONING IS THE SACRIFICES OF OF THE MOTHERS, THE WIVES, THE SISTERS, BROTHERS OF THOSE THAT DOWN THE UNIFORM OF ALL OUR FIRST RESPONDERS, AS THEY GO OUT AND SERVE AND PROTECT THE CHALLENGES OF KISSING YOUR LOVED ONE GOODBYE AND, AND WITH SOMETHING HANGING IN THE BALANCE. THAT THAT'S SOMETHING WORTH MENTIONING AS WELL. I REALLY APPRECIATE THE IN DEPTH LOOK AT POLICE WORK FROM GOING FROM CALL TO CALL AND AND THE HUMAN ASPECT TO IT AND WHAT WE DEAL WITH WHAT THEY DEAL WITH ON A REGULAR BASIS. SO THAT WAS A REALLY GOOD INTERVIEW, COUNCILMAN FORSTER AND I WANT TO TAKE THIS OPPORTUNITY TO COMMEND YOU FOR TAKING THE TIME TO DO THAT AND LETTING THE PUBLIC SEE A DIFFERENT SIDE TO POLICING. AT THIS POINT. I WANT TO JUST WE'RE ABOUT TO ADJOURN. BUT WE WANT WE WANT TO HEAR MORE FROM YOU AT THIS POINT WE WANT ANY OTHER QUESTIONS THAT YOU MAY HAVE US AND AND I'M LOOKING AT THE PUBLIC, THIS IS AN OPPORTUNITY FOR YOU TO COME IN AND JUST SHARE YOUR THOUGHTS. YES, MA'AM. I SEE YOU RAISE YOUR HAND FIRST.

SO COME ON UP, MA'AM.

COUNCILMAN BAILEY, FOLLOW UP ON YOUR ROADS. YOU'RE TALKING ABOUT DIFFERENT STEPS OF RESTORATION. WHAT ARE YOU DOING ARE WHICH STEP ALSO INVOLVES THE CONCRETE, RAIN SWALE, BETWEEN THE SIDEWALK OR BETWEEN THE EDGE OF THE SIDEWALK AND GRASS AND THE ROAD THAT LITTLE CONCRETE SWALE. IS THAT BEING RESTORED AS WELL? YEAH.

YEAH. I WOULDN'T WANT TO BRING THAT UP IF YOU'RE LOOKING AT THOSE PARTICULAR ITEMS, OR THEY ARE PARTICULARLY NORTHEAST THOSE ARE PARTICULARLY NORTHEAST MOVED TO SEE MANAGERS. OKAY. LIKE, I'D SEE ENGINEER TO COME UP AND GIVE MORE DETAILS ON WHAT THE DESIGN PLANS LOOK FOR THOSE.

OKAY. AND THEN THE SECOND PART WOULD BE I UNDERSTAND THAT THE SHEDS 120 SQUARE FEET AND LAST DID NOT REQUIRE PERMITTING. DOES IT? DO THEY STILL HAVE TO BE ON A SETBACK OR YET? STILL? THEY STILL HAVE TO BE EIGHT FEET FROM THE PROPERTY LINE. YEAH, I'LL LET LARRY GIVE HE KNOWS RIGHT OFF THE HAND. EXACTLY WHAT THE NUMBERS ARE FOR EVERYBODY. BUT YEAH, YOU STILL WHAT THEY'RE

[01:40:02]

STILL IS A ZONING REVIEW AND I WILL HAVE EXPLAINED THAT.

OKAY, THANK YOU. THAT'S ALL AND I JUST WANT TO LET YOU KNOW THAT THIS IS THE FIRST TIME THAT I'VE AND I'VE BEEN IN PALM BAY FOR 21 YEARS. THE TRANSPARENCY AND THE COMMUNICATION BY FAR OUTWEIGHS ANYTHING I'VE SEEN BEFORE. SO YOU ARE DOING AN EXCELLENT JOB.

AND WE REALLY APPRECIATE IT.

THANK YOU, MA'AM. MR. WATANABE. STEP UP FIRST. LARRY, YOU'RE ON DECK.

FRANK, WHATNOT OF THE CITY ENGINEER TO ANSWER YOUR QUESTION. THAT LITTLE STRIP IS CALLED A MIAMI CURB. THIS IS THE FLAT GUTTER THAT CARRIES THE WATER ON AS PART OF THE ROAD PROGRAM. WE ARE NOT TOUCHING THOSE UNLESS YOU'RE TO POINT THAT WE NEED TO BE REPAIRED. WE'VE DONE A FEW ON PORT MALABAR. WE'VE TRIED TO STAY WITHIN THE ROAD EDGE OF PAVEMENT, THE EDGE OF PAVEMENT. HOWEVER, IN SOME OF THESE AREAS IN THE NORTHEAST HERE AROUND HERE USED TO FOR VERY OLD NOW KNOW WHY THE CURRENT PAVEMENT'S ACTUALLY ON TOP OF IT. AND THE REASON WHY IS BECAUSE THE UTILITIES ARE SO SHALLOW. THEY DIDN'T WANT TO GO DOWN SO THEY WENT UP. SO IN THESE OLDER AREAS, RIGHT NOW WE'RE PUTTING BACK EXACTLY WHAT'S OUT THERE.

SO IF YOU SEE THAT, THAT ASK FOR A SLIGHTLY ON THAT AGAIN, IT'S INTENDED TO BE THAT WAY, BECAUSE WE WERE PUTTING BACK EXACTLY HOW IT IS RIGHT NOW. BUT IT DOES LOOK NICE. IF YOU TAKE A LOOK AROUND, IT LOOKS NICE, IT WORKS, IT FUNCTIONS STILL THE SAME. BUT IN THE AREAS I COULD TALK ABOUT COUNTRY CLUB, WE WON'T BE TOUCHING ANY OF THE CURBS UNLESS THEY'RE DAMAGED OH THEY'RE DAMAGED.

THEN WE'LL BE TAKING CARE OF IT.

THANK YOU.

LARRY BRADLEY GROWTH MANAGEMENT DIRECTOR. WHAT WE SAID EARLIER IS CORRECT THAT THERE'S NO BUILDING PERMIT FOR THE SHED, BUT WE'RE STILL LOOKING AT IT FROM A ZONING POINT OF VIEW. SO THEY DO HAVE TO MEET THE SETBACKS. WE DO A VERY CURSORY REVIEW AND GROWTH MANAGEMENT, JUST TO MAKE SURE IT COMPLIES WITH ALL THE ZONING REQUIREMENTS. BUT IT'S A LOT LESS THAN WHAT IT USED TO BE WHEN THEY HAD TO GO TO BUILDING.

AND I CAN'T GIVE YOU A SPECIFIC BECAUSE IT WE HAVE DIFFERENT ZONING CATEGORIES. SO IF SOMEBODY COMES INTO OUR OFFICE, WE WILL ASSIST THEM WITH THE SETBACK REQUIREMENTS FOR THAT PARTICULAR ZONING CATEGORY. SO WE HAVE ABOUT IN RESIDENTIAL, WE PROBABLY HAVE ABOUT EIGHT OR NINE RESIDENTIAL ZONES IN THE CITY, SO THAT SETBACKS GOING TO VARY DEPENDING ON WHAT ZONING DISTRICT THEY'RE IN. ALRIGHT, THANK YOU.

THANK YOU LARRY.

ANY ADDITIONAL QUESTIONS? STEP FORWARD, MA'AM.

THANK YOU. SO I JUST WANTED TO RESPOND TO THE CONVERSATION YOU WERE HAVING ON POLICING. I DON'T THINK THAT PEOPLE ARE BELIEVING THAT POLICE OFFICERS ARE BAD, LIKE A WHOLE BUNCH, A WHOLE DEPARTMENT, I THINK THAT WE CANNOT DENY THE FACT OF THE HISTORY OF POLICING IN THE UNITED STATES AND BLACK AMERICANS AND THOSE WHO ARE DESCENDANTS OF SLAVERY IN THIS COUNTRY. SO THERE IS SOME SYSTEMATIC THINGS THAT ARE HAPPENING AROUND THE COUNTRY, AND WE CAN'T DENY IT. I THINK THAT WHAT WE'RE LOOKING FOR, IN THE CONVERSATIONS THAT I'M HAVING IS ACCOUNTABILITY. IF YOU DO SOMETHING WRONG, JUST LIKE ALL OF US, I MEAN, I'M A NURSE, IF I DO KILL A PERSON FROM A MEDICATION ERROR IS NOT GOING TO STOP MY LICENSE FROM BEING TAKEN, EVEN IF I DID IT BY MISTAKE. SO I THINK PEOPLE ARE JUST TALKING ABOUT ACCOUNTABILITY. AND RECOGNIZING THAT THERE IS A HISTORY HERE, WE'RE NOT JUST TALKING ABOUT SOMETHING, IT'S JUST COMING OUT OF THE AIR. SO THAT WAS THAT WOULD BE MY FIRST COMMENT. I SEE. YOU'RE GETTING THE MIC. I DON'T WANT TO RESPOND TO THAT. BUT I'M GOING OKAY, WE'LL ADDRESS AFTER YOU'RE DONE.

OKAY, SO THEN MY NEXT QUESTION, MY NEXT COME COMMENT IS I'M TRYING TO GET INFORMATION I TALKED TO YOU ABOUT OUR TECHNOLOGY TO CAREERS PROGRAM. AND I WAS WHAT WE ARE LOOKING FOR WITHOUT CONSORTIUM IS HIRING PARTNERS. AND SO THAT WOULD MEAN THAT WE ARE LOOKING AT COMPANIES WHO ARE ALREADY IN CONVERSATION WITH TO SOME OF THE MAJOR EMPLOYERS IN THIS COUNTY. AND SO WE WANTED TO TALK ABOUT HOW DO WE GET THE CITY OF PALM BAY AS A HIRING PARTNER. AND THAT JUST MEANS THAT WE'D LOOK AT THE WHAT WE PROVIDE IN CERTIFICATIONS. AND ALL CERTIFICATIONS ARE NOT JUST TEACHING ON THE TECHNOLOGY. WE ALSO GIVE PROFESSIONALISM, SKILLS, BANKING, AND EXCUSE ME BUDGETING AND CREDIT AND SOME OTHER THINGS. AND SO, WE WANT THE CITY TO BE A HIRING PARTNER.

SO THERE ARE SOME OF THESE YOUNG PEOPLE THAT YOU'RE TALKING ABOUT WHO MAY BE IN TROUBLE, CAN ACTUALLY HAVE A CHANCE TO BE IN EMPLOYMENT THAT PAYS LIVABLE WAGES.

THOSE ARE TWO EXTRA QUESTIONS, MADAM SHERMAN, I'M GONNA LET YOU

[01:45:02]

TAKE THAT FIRST ONE, AND THEN JUST PASS IT BACK, BECAUSE I WANTED TO ADDRESS A FEW THINGS.

SO, ALBERTA, IF YOU WANT TO REACH OUT TO ME WITH MORE MORE DETAILS ABOUT YOUR PROGRAM, BECAUSE I DID TAKE SOME NOTES WHEN HE FIRST TALKED ABOUT IT. WE'LL TALK DETAILS ALL AROUND A LITTLE BIT MORE THAN I MIGHT GET YOU IN TOUCH WITH OUR HR DIRECTOR, CHARLENE, WHO'S OVER THERE, SHE, SHE'S PREVIOUSLY, HER TEAM, THEY'VE HANDLED SOMETHING, IT SOUNDS A LITTLE SIMILAR TO WHAT YOU'RE TALKING ABOUT THAT WE CALLED JUNIORS TO JOBS, WHERE WE HAD, YOU KNOW, HIGH SCHOOL AGE STUDENTS WHO WOULD BE PLACED IN OUR, IN OUR VARIOUS DEPARTMENTS OVER THE YEARS FOR SUMMER PROGRAMS TO TEACH THEM THE VERY THINGS YOU'RE TALKING ABOUT. BUT WE HAD THEM IN LOTS OF DIFFERENT DEPARTMENTS WHEN WE DID THAT PROGRAM. SO THIS IS TECHNOLOGY SPECIFIC. SO LET ME LEARN MORE ABOUT IT. I'LL TALK TO CHARLENE.

AND THEN I'LL ALSO PLUG BRIAN IN BECAUSE HE'S OUR IT DIRECTOR, SO HE WOULD KNOW ALSO, YOU KNOW, WHAT MIGHT WORK AND HOW WE COULD HELP. SO WE'LL LEARN MORE.

THANK YOU.

AND THEN MA'AM, I JUST WANTED TO TOUCH A LITTLE BIT ON ON ON THE HEART AND I'LL LET COUNCILMAN FOSTER ANSWER YOUR IN DEPTH OR RESPOND TO YOUR IN DEPTH QUESTION REGARDING POLICE WORK, I BELIEVE FROM THE PERSPECTIVE THAT WE RECEIVED ON COUNSEL WAS MORE OF AN INFORMATIONAL BASIS HAD NOTHING TO DO WITH ANYTHING ELSE. BUT HE DID JUST SHARE A PERSPECTIVE THAT AND AN IN DEPTH PERSPECTIVE IS HOW I RECEIVED IT ON A DAY TO DAY BASIS OF POLICE WORK. SO I DON'T THINK IT WAS DIRECTED TOWARDS ANY ANYTHING THAT'S BEEN HAPPENING NATIONWIDE, OTHER THAN HIM SHARING THAT THERE'S THERE'S A SIDE TO, TO POLICE WORK THAT MOST PEOPLE AREN'T AWARE OF. AND I THAT'S WHAT I GATHERED OUT OF IT. SO NO, I THINK IT WAS GREAT, THANK YOU, BECAUSE WE SEE THE CITY OF PALM BAY. I'VE BEEN IN MEETINGS, THEY COME TO COMMUNITY MEETINGS, THEY HAVE PROGRAMS FOR THE COMMUNITY. SAME THING IN MELBOURNE, I'M VERY AWARE OF, OF HOW THEY OUTREACH. AND I THINK THAT THAT'S WONDERFUL. I WAS JUST BRINGING ANOTHER HISTORICAL FACT TO THE TABLE, JUST SO THAT YOU KNOW, YOU KNOW HOW PEOPLE ARE FEELING NOBODY'S FEELING LIKE A WHOLE DEPARTMENT IS JUST CORRUPT.

AND SO AND SO ACCOUNTABILITY AND TRANSPARENCY IS IS ON THE FOREFRONT OF THE OUR CHIEF OF POLICE AS YOU HEARD SOMETHING ELSE THAT YOU'RE TALKING ABOUT COMMUNITY ENGAGEMENT, I'M REALLY EXCITED ABOUT THIS MIDNIGHT BASKETBALL THAT WE'RE ABOUT TO UNDERTAKE HERE WITH THE COURT KINGS AND, AND PARTNERED WITH THE CITY, WE'RE MOVING FORWARD IN THAT AND JUST RIGHT DOWN THE STREET FROM HERE FOR NINE WEEKS DURING THE SUMMER, SUMMER MONTHS RIGHT AFTER SCHOOL LETS OUT WE'RE GOING TO ENGAGE WITH OUR OUR YOUTH TO GIVE THEM A VENUE TO PLAY BASKETBALL AND AND USE THAT THAT ENERGY ON BASKETBALL COURT. SO WE'RE REALLY EXCITED ABOUT THAT PARTNERSHIP THAT YOU'RE REFERRING TO.

YES, I HOPE THAT ALSO MOST CITIES DO THE WHOLE SPORTS THING. BUT WE ALSO LIKE ON YOUNG PEOPLE WANT TO LEARN BUSINESS, THEY LOVE THAT JUST AS MUCH. THEY LOVE BUSINESS. THEY LOVE LEARNING, ENTREPRENEURSHIP, THEY LOVE DOING THINGS LIKE THAT, TOO, NOT JUST SPORTS, SOME OF THEM ARE MORE ACADEMICALLY INCLINED. AND WE ALWAYS DO SPORTS AND STUFF LIKE WHEN THE JASMINE PROGRAM THAT CONSIDERATION ACHIEVEMENT, RIGHT? TO GET INVOLVED WITH THOSE THINGS. SO YES, MA'AM. THAT AND AND USES SPORTS AS A CONDUIT TO GET THOSE GAUGES AND SEND THEM OUT TO JUNIOR ACHIEVEMENT OR INTRAPRENEURSHIP ORGANIZATIONS THAT ARE RIGHT HERE IN PALM BAY. ABSOLUTELY. THAT'S GREAT. THAT'S, THAT'S CALLED COLLABORATION, MA'AM. AND I REALLY APPRECIATE THAT. I WANTED TO GIVE COUNCILMAN FORSTER AN OPPORTUNITY TO TO RESPOND. BECAUSE I KNOW THAT HE REACHED OUT FOR THE MIC AS WELL. COUNCILMAN.

CAN YOU HEAR ME? OKAY. THANK YOU, MAYOR. YOU'RE EXACTLY RIGHT. I WANTED TO SHOW A LAW ENFORCEMENT OFFICER PERSPECTIVE WHAT THEY GO THROUGH ON A DAILY BASIS. SAID THESE ARE NOT THE BAD GUY. I WAS RESPONDING TO MEDIA OUT THERE. OKAY. WHEN YOU LOOK AT THE CHAUVIN TRIAL, AND YOU SEE FIVE POLICE OFFICERS, YOU SEE OFFICER KNEELING ON ON GEORGE FLOYD NECK. HE'S A BAD APPLE. I AGREE WITH YOU. HIS LICENSE LICENSE SHOULD HAVE BEEN REVOKED. AND IF IF YOU GO A LITTLE BIT DEEPER IN HIS BACKGROUND, HIS USE OF FORCE BACKGROUND. THIS IS NOT THE FIRST TIME HE DID SOMETHING LIKE THIS. OKAY? BUT THE WHOLE POLICE DEPARTMENT IS NOT YOU KNOW, OFFICER CHAUVIN. I BET MY LIFE ON THAT YOU GOT SOME GOOD MEN AND WOMEN ON THAT POLICE DEPARTMENT. AND THEY'RE DEALING THEY'RE HAVING A TOUGH TIME NOW.

IT CAN HAPPEN TO ANY POLICE DEPARTMENT IN AMERICA, IT CAN HAPPEN RIGHT HERE IN PALM BAY.

UNDERSTOOD WHAT YOU WOULD DO. AND I'M NOT TRYING TO CUT YOU OFF. BUT I'M JUST SAYING I'M JUST I JUST MENTIONED ACCOUNTABILITY. JUST LIKE YOU SAID, IT'S NOT THE FIRST TIME SO IF IT WASN'T THE FIRST TIME THE SECOND TIME, THE THIRD TIME THEN WHEN ENOUGH, ENOUGH? I AGREE. THAT'S THE ACCOUNTABILITY.

[01:50:02]

THAT'S THE TRANSPARENCY. THAT'S THE THING PEOPLE ARE TALKING ABOUT. SO THAT'S, YOU KNOW, I AGREE WITH YOU, I'M ALL FOR ACCOUNTABILITY AND CHEAP BOY, YOU KNOW, WE HAD THAT CONVERSATION AND HAS, AND HE EXPLAINED THAT THAT'S WHY YOU HAVE THAT'S WHY WE'RE TRYING TO GET BODY CAMS, BODY CAMS, NOT ONLY MAKE THE OFFICER ACCOUNTABLE, BUT CIVILIANS AND THE POPULATION ACCOUNTABLE, BECAUSE YOU BELIEVE WHAT YOU SEE, NOT WHAT YOU HEAR. OKAY, SO WE'RE GOING TO GET BODY CAMS, THAT THAT'S A PRIORITY FOR ME AS A COUNCILMAN TO MAKE SURE WE HAVE BODY CAMS ON OUR POLICE OFFICER HERE.

I REALLY DID APPRECIATE THAT EXCHANGE, THOUGH. IT WAS IT WAS GOOD. BUT IT WAS INFORMING. YOU KNOW, AS FAR AS THE THANK YOU. AS FAR AS AFRICAN AMERICAN COMMUNITY, IT HASN'T BEEN GREAT WITH POLICE DEPARTMENT. I RECOGNIZE THAT I WAS A POLICE OFFICER, I DEALT WITH THAT THROUGHOUT MY WHOLE CAREER. ONCE AGAIN, I STILL SAY EVEN THOUGH IT HASN'T BEEN A GREAT RELATIONSHIP, WE CAN IMPROVE THAT. AND OUR CHIEF HAS PROVEN TO ENGAGE IN THE COMMUNITY. HE'D BEEN THERE A LOT OF COMMUNITY FORUMS, AND I'VE BEEN RIGHT THERE WITH HIM. AND THAT'S WHAT I WANT TO SEE IN A CHIEF. COMMUNITY POLICING, WHEN I FIRST STARTED COMMUNITY POLICING WAS IMPORTANT. AND IT'S NOT JUST THE POLICE REACHING OUT THE COMMUNITY TO GO REACH BACK, FIGHTING CRIME. THE MAKE OUR CITY SAFE IS NOT 100% BURDEN ON THE POLICE DEPARTMENT, THEY NEED THE HELP OF THE COMMUNITY TO FIGHT CRIME.

BECAUSE POVERTY BREEDS CRIME. SO WE HAVE THE WE HAVE THESE COMMUNITIES, THESE POCKETS OF POVERTY. LIKE I SAID, DON'T LEAVE NO COMMUNITY BEHIND. EVERYBODY GOTTA HAVE AN OPPORTUNITY TO NOT BE IN AN IMPOVERISHED SITUATION. SO WE ALL TRY TO HELP THAT SITUATION SO THAT WE WON'T NEED AS MUCH POLICING BECAUSE YOU KNOW, PEOPLE, YOU KNOW, WE ALL BE ASPIRING. SO THAT'S, THAT'S THE GOAL. I MEAN, IN MY VISION, I AGREE WITH YOU. 100%. POLICING, NO HAVE TO BE DICTATORSHIP. THAT'S WHY COMMUNITY POLICING IS VERY IMPORTANT. THAT'S WHY WE HAVE COFFEE WITH COPS. THAT'S WHY WE HAVE PROGRAMS AT THE HIGH SCHOOL WITH THE POLICE DEPARTMENT TO ENGAGE IN THAT, BECAUSE YOU HAVE A LOT OF YOUNG PEOPLE DON'T WANT TO WHEN I WAS GROWING UP WHEN I WAS GROWING UP, I WAS TAUGHT TO RESPECT POLICE OFFICER. I DON'T SEE THAT IN SOCIETY TODAY. I DON'T IN OUR SOCIETY TODAY. AND THAT'S WHAT THIS IS. THIS IS SOMETHING WE GOT TO WE GOT TO WE GOT TO CHANGE.

AND NOW WE'RE WE'RE GROWING. COUNCILMAN FOSTER, COULD YOU JUST SHARE WITH THE COMMUNITY WHERE YOU GREW UP? WELL, I GREW UP IN NEW YORK CITY. I GREW UP IN BROOKLYN, NEW YORK. AND AND BACK THEN THE POLICING WAS A LITTLE BIT DIFFERENT THAN TODAY. THEY DIDN'T HAVE BODY CAMS THEY DIDN'T HAVE AND THERE WAS AN ACCOUNTABLE. OKAY, I CAN TELL YOU SOME STORIES THAT I DON'T WANT TO GET INTO. BUT IT WILL MAKE YOU WHAT A POLICE OFFICER DID BACK THEN. BUT YOU RESPECTED.

YEAH I'M COMING FROM QUEENS.

YEAH. SO YOU KNOW WHAT I'M TALKING ABOUT. BUT YOU RESPECT THEM. YOU RESPECT THEM, AND HE WAS YOU GREETED HIM. BUT AND AND I USED TODAY. I DON'T SEE THAT AS MUCH AS I DID WHEN I WAS GROWING UP. SO I APPRECIATE YOU. ALRIGHT, THANK YOU. COUNCILMAN FOSTER.

THANK YOU. I BELIEVE DEPUTY MAYOR JOHNSON, I BELIEVE OKAY.

CARRY ON, SIR. HE HAD PULLED MY SHIRT ON. SO NO, GO AHEAD, SIR.

GO AHEAD. GO AHEAD.

I'LL BE AS BRIEF AS POSSIBLE MISS, YOU KNOW, WHERE WE STAND ON A LOT OF ISSUES. UM, DEFINITELY TRY TO GET ENGAGED WITH THE YOUTH ADVISORY BOARD, BECAUSE THAT WAS ONE OF THE TOPICS THEY BROUGHT UP WHEN WE TALKED ABOUT BRINGING BACK PAL.

AND THE CHIEF KNOWS EXACTLY WHAT I'M REFERRING TO. THEY'RE LIKE, NOT ALL OF US PLAY SPORTS. AND I'M ME AS AN ATHLETE. I'M LIKE, OH, SHOOT. YEAH, THE RIGHT. SO, SO YEAH.

SO THEY WERE TALKING ABOUT, YOU'RE TALKING ABOUT, YOU KNOW, SOME OF US ARE LOOKING TO EXPLORING BUSINESSES OR, YOU KNOW, TUTORING THINGS OF THAT NATURE. SO THAT'S WHERE FROM THAT, THAT'S WHEN THE RELATIONSHIP WITH MISS ELENA LITTLE HAPPENED ALL BECAUSE THE YOUTH ADVISORY CHIEF, AND WE STARTED A MENTORING PROGRAM OVER IT'S IN MELBOURNE, BUT MAJORITY OF THOSE KIDS COME FROM PALM BAY. AND WE STARTED THAT PROGRAM AND THEN WE ALSO STARTED PIRATE WALLING UP PANTHERS, TO POLICE AND BEARS TO BADGES, WHICH IS AT BAYSIDE TO TRY TO ENCOURAGE YOU KNOW, THE RECRUITMENT OF THESE YOUNG MEN AND WOMEN AND MYSELF.

I CAN SPEAK TO BOTH Y'ALL CUZ WE'VE BEEN AT CHURCHES RIGHT

[01:55:02]

OVER THERE FOR FLORIDA AVE., AND THE CHIEF OR A POLICE OFFICER WILL ASK, AND IT'S A LOT OF AFRICAN AMERICAN BOYS AND GIRLS WHO WANTS TO BE A POLICE OFFICER. AND ONE TIME I'LL NEVER FORGET, A BOY RAISED HIS HAND, AND THEN SOMEBODY NUDGED HIM.

AND THEN HE PUT HIS HAND DOWN. AND THAT'S THE ISSUE RIGHT THERE. SO THAT'S ONE OF THE ISSUES. AND THE OTHER PART, YOU'RE TALKING ABOUT YOU. YOU ALLUDED TO IT IN THE VERY BEGINNING, WHEN YOU MENTIONED THE COMPREHENSIVE PLAN, THAT'S MAKING SURE COMMUNITIES AREN'T LEFT BEHIND GENTRIFICATION AND EVERYTHING FROM THAT NATURE. SO THERE'S SO MANY LAYERS TO IT, YOU KNOW, IT'S NOT JUST THE POLICE OFFICERS IS NOT JUST THE COMMUNITY IS ALSO THE ZONING AND WHAT'S GOING ON IN THESE COMMUNITIES. AS WELL, TWO YEARS AGO, IN THIS VERY BUILDING, I HOSTED A, YOU KNOW, I TRIED TO HOST A POLICE COMMUNITY FORUM, AND I INVITED DIFFERENT CHURCHES IN THE AFRICAN AMERICAN COMMUNITY. AND THE CHIEF WOULD TELL YOU, THERE WAS MORE POLICE OFFICER, POLICE OFFICERS HERE, THEN THE COMMUNITY ITSELF. AND THAT'S A PROBLEM. IT TAKES BOTH SIDES. IT TAKES BOTH SIDES, JUST LIKE FOR THIS EVENT, I'M INVITING A LOT OF PEOPLE FROM DIFFERENT CHURCHES, AND THIS IS A BIGGER TURNOUT, THEN THE CITY HALL. BUT WE WANT TO KEEP BUILDING UPON IT. WE WANT TO KEEP BUILDING UPON IT. SO YEAH, I WANTED TO CALL I'M DONE.

WE'LL TALK MORE YOU ALREADY KNOW WHERE I AM. MISS.

SO I WANTED TO TAKE THIS UP, TOO, BECAUSE I SAW THE CHIEF OF POLICE STAND UP FOR A SECOND. YOU WANT TO COME FORWARD? CHIEF AND AND SHARE YOUR THOUGHTS ON THIS? AND THEN I'LL PASS THE MIC ON TO COUNCILMAN BAILEY.

CHIEF NELSON MOYA: THANK YOU, SIR. SO IT IS IMPORTANT FOR ME TO COME UP AND TALK TO THAT BECAUSE NOT ONLY AM I SPEAKING TO THIS GROUP, BUT THOSE THAT ARE GOING TO BE WATCHING AND LISTENING LATER. WHAT'S IMPORTANT TO KNOW ABOUT WHAT YOU'RE TALKING ABOUT IS THE HISTORY RIGHT? YOU STARTED WITH WITH THE HISTORY ASPECT. I ACKNOWLEDGE THAT HISTORY. I KNOW FULL ON WHAT POLICE OFFICERS WILL USE FOR BACK IN THE DAY IN RELATION TO SLAVERY. HISTORY, AS YOU KNOW, CREATES WHO WE ARE AS A NATION TODAY, WE CAN'T IGNORE HISTORY. BUT WHAT I URGE OUR COMMUNITY TO DO, AS THEY ALWAYS HAVE, IS TO LOOK AT HOW WE DO BUSINESS HERE LOCALLY. WHAT I DON'T WANT, IT WOULD BE A SHAME IF WHAT'S HAPPENING IN OTHER PLACES POLARIZES US HERE, I WANT US TO BE ACCOUNTABLE TO WHAT HAPPENS HERE LOCALLY, I WANT TO BE ABLE TO SPEAK OF THOSE THINGS IN OUR PROCESS HERE LOCALLY. AND TO SUM UP, MY APPROACH TO DEALING WITH ALL THE THINGS THAT YOU'RE TALKING ABOUT IS IS THE THE ELEMENT OF THE CULTURE. WHAT CULTURE DO WE INSTILL IN POLICING HERE? HOW DO WE DEFINE POLICING? HOW DO WE INTERACT WITH OUR COMMUNITY, SO THEY HELP US DEFINE POLICING, BECAUSE I TOO, DO NOT SEE POLICING STRICTLY AS JUST DRIVING TO CALL FOR SERVICE OR MAKING AN ARREST OR SEEKING TO MAKE AN ARREST. BUT RATHER, THIS RIGHT HERE TO ME IS POLICING. AND TO INSTILL THIS PRINCIPLE IN OUR YOUNG WORKFORCE, IS MY CHALLENGE. THAT IS MY TASK IN THIS COMMUNITY, WHICH WE BREED QUALITY LEADERSHIP, IT IS THAT LEADERSHIP THAT INSTILLS THE VERY PRINCIPLES THAT I'M SPEAKING OF. SO MOVING FORWARD, I'LL GIVE YOU JUST ONE EXAMPLE.

THE VERY REPORT THAT I THAT I TELL YOU ABOUT THAT'S GOING TO BE PUBLISHED HERE SOON. YEAH, IT'S A REPORT. BUT BEHIND THE SCENES, WHAT DOES IT MEAN, JUST GIVE YOU ONE ELEMENT OF HOW WE DO BUSINESS HERE. ANYTHING THAT HAS TO DO WITH YOUR SUPPORT, RIGHT, OR RESPONSE TO RESISTANCE, BECAUSE I HAD THIS CONVERSATION WITH YOU, MAN NOT LONG AGO, IN THIS COMMUNITY, AND ANYWHERE IN THIS COUNTRY, WE STILL SEE EVIL ACTS THAT SOMEONE HAS TO RESPOND TO, AND IN THIS COMMUNITY AND ANYWHERE IN THIS COUNTRY, THAT IS US. BUT WHERE WE GET JUDGED ON IS HOW WE HANDLE THAT, RIGHT? AND HOW THEN WE COMMUNICATE THAT TO THE COMMUNITY WHO MAY OR MAY NOT HAVE ALL THE FACTS. MY JOB IS TO COMMUNICATE THE FACTS, AND LET YOU JUDGE BASED ON THE PRINCIPLES THAT WE INSTILL HERE. SO ANYTIME THERE'S A RESPONSE TO RESISTANCE, OTHERWISE KNOWN AS A USE OF FORCE, THAT CREATES A PROCESS IT CREATES A FLAG FOR US. ANYTIME AN OFFICER USES USE, RESPONSE TO RESISTANCE USE OF FORCE, THEY ARE, IN ESSENCE, FLAGGED. THEY'RE FLAGGED AND WE CAPTURE EVERY ELEMENT OF THAT ENCOUNTER, WE CAPTURE THE DEMOGRAPHIC, WE CAPTURE THE CIRCUMSTANCE AND WE CAPTURE THE RESULT. RIGHT, WE ASSESS IT, WE INVESTIGATE IT AND WE JUDGE IT MOVING FORWARD. IF A SIMILAR ATTACK HAPPENS AGAIN, BELIEVE ME, IT TRIGGERS YET ANOTHER FLAG. IT'S A SYSTEM CALLED PARSE. IT IS AN EARLY INTERVENTION SYSTEM THAT WE DON'T SEE IN MANY PLACES IN THE COUNTRY. HENCE WHY WITHOUT SAYING NAMES, WHY WE SEE FOLKS THAT HAD BEEN INVOLVED IN USE OF FORCE, EXCESSIVE USE OF FORCE AND ARE RIGHT BACK OUT. AGAIN, WITHOUT INTERVENTION, WELL, OUR

[02:00:03]

JOB IS TO FIND A SYSTEM THAT INTERFERES AND INTERVENES BEFORE THAT ACT RECURS AGAIN. AND WE ASSESS ALL THE CIRCUMSTANCES SURROUNDING IT. BECAUSE IT MAY VERY WELL BE THAT THE OFFICER WORKS IN A IN AN AREA THAT THAT IS HEAVY ON CRIME. SO YOU MAY SEE A LOT OF HANDS ON INTERACTION, DO WE NEED TO TRANSFER HIM TO EAT TO GET HIM OR HER BREAK BY MOVING, SO TO GIVE THEM A BREATHER, SO THEY DON'T FIND THEMSELVES IN THAT POSITION AGAIN, YOU GIVE IT A NEW PERSPECTIVE. ALL THOSE THINGS WE GET INTO THE WEEDS OF, AND THAT'S JUST THE USE OF FORCE ALONE, NOT TO MENTION THE OTHER ELEMENTS THAT MAKE UP WHAT POLICING IS ALL ABOUT. NOW, OUR COMMUNITY POLICING AND OUR OUR ENGAGEMENT EFFORTS? YEAH, THOSE ARE, THOSE ARE IMPORTANT TO US, THEY SHOULD BE VISIBLE, THE OPTICS OF US BEING OUT THERE.

AND OUTREACH IS IMPORTANT, RIGHT. BUT WHAT IS TRULY IMPORTANT IS WHAT HAPPENS AT TWO O'CLOCK IN THE MORNING, WHERE THERE IS NO OUTREACH WHEN WE'RE MAKING A TRAFFIC STOP. AND WHAT IS THE CULTURE THAT DEFINES HOW THAT OFFICER APPROACHES THAT ONE INTERACTION. THAT'S WHERE WE SEPARATE OURSELVES FROM OTHERS.

BECAUSE IT'S THROUGH THAT LEADERSHIP IS THROUGH THAT TRAINING THROUGH THOSE PRINCIPLES THROUGH THIS RIGHT HERE THAT'S HAPPENING IN FRONT OF YOU, IS WHERE WE HELP DEFINE HOW THEY DO THEIR JOB. AND WE TAKE THAT VERY, VERY, TO HEART, I AM FROM THE SOUTH BRONX, AND THEN ANOTHER COUNTRY BEFORE THAT, WHERE POLICING IS ARCHAIC, AND THAT'S IN SOUTH AMERICA. AND SO I HAVE A PERSONAL REFERENCE TO ALL ASPECTS OF POLICING. SO MOVING FORWARD, THIS JOB GIVES ME AN OPPORTUNITY TO DEFINE HOW IT'S GOING TO LOOK LIKE IN THIS COMMUNITY. AND WE ARE GOING TO TOE THE LINE, BY THE LAW. AND BY BY WHAT IT'S RIGHT FOR OUR PEOPLE. THAT'S OUR PHILOSOPHY HERE. THANK YOU.

UNKNOWN: THEY THINK THE GENTLEMAN WANTED TO SPEAKER.

OKAY. WELL, I JUST WANTED, I JUST WANTED TO REITERATE, AND SINCE I WAS ACTUALLY GOING TO ASK A SIMILAR QUESTION TO THE CHIEF, BUT I KNOW THE REST OF COUNCIL WAS KIND OF RESPONDING A LITTLE BIT. AND, YOU KNOW, SOMETHING THAT I THINK IS MAYBE A CONTROVERSIAL STATEMENT IS THAT, YOU KNOW, THE CHAULVIN SITUATION, I DON'T THINK THAT THAT HAD ANYTHING TO DO WITH RACE. I THINK WHAT IT HAD TO DO WAS WITH A JERK COP. AND I THINK THAT'S WHAT'S IMPORTANT IF YOU START SEEING OUR RECORD, AND THE PEOPLE WHO ARE AROUND THEM, THAT THEY CAN POINT THOSE PEOPLE OUT, AND THAT THE LEADERS IN DEPARTMENT CAN WEED THOSE FOLKS OUT. BECAUSE I THINK THAT THAT PERSON HAS DONE NO, BASICALLY FOR HIM. NOW, WHATEVER YOU BELIEVE ABOUT THE VERDICT, WHETHER IT WAS RIGHT, TOO MUCH, NO, NOT ENOUGH. THE BOTTOM LINE IS THAT HE HAD DONE THINGS PREVIOUSLY. AND IT JUST FINALLY CAUGHT UP TO HIM. HE'S DONE THIS TO OTHER PEOPLE, AND THEY JUST DIDN'T HAVE THE SAME OUTCOME. AND IT FINALLY CAUGHT UP TO HIM, AND EVENTUALLY AND, UNFORTUNATELY, BECAME A NATIONAL EVENT. AND SO IT'S IMPORTANT TO PREVENT THAT. AND I THINK THE ONE THING THAT'S REALLY IMPORTANT, TOO, IS LOOKING AT THOSE OTHER OFFICERS THERE. BECAUSE NO, LOOK, IT OFFICER HAS TO BE A LION, THEY CAN'T BE A LAMB. IF YOU'RE GOING TO BE A LAMB, YOU'RE GOING TO GET SCARED. AND WHEN YOU GET SCARED, YOU'RE GONNA MAKE MISTAKES. WHEN YOU MAKE MISTAKES, YOU ALSO SEE TRAGEDIES. AND I THINK THAT SOME OF THE OTHER EVENTS THAT WE'VE SEEN MY EVENT THAT MIGHT IN SOME OF THE CASE, YOU'VE HAD TO BE STRONG, AND THEY DIDN'T KNOW, ESPECIALLY IF YOU'RE IN CERTAIN AREAS, AND NOW WHATEVER YOUR ASSIGNMENT IS, NO, IT TAKES A LOT OUT OF YOU. THE HUMAN ELEMENT IS IMPORTANT THERE AND YOU NEED, YOU KNOW, CERTAINLY THE RELIEF IS A GREAT THING TO DO. BUT I THINK THE ONE THING THAT'S REALLY IMPORTANT, NO, THEY HAVE TO BE LIONS, BUT THEY ALSO HAVE TO BE ABLE TO YOU KNOW, IN THAT CASE, WE LOOK AT THAT ONE DAY, WE HAD OFFICERS WHO LOOKED UP TO WHO HAD BEEN, I THINK FOR ALL THREE OF THEM, I BELIEVE, OR MAYBE IT WAS TWO OF THEM, THEIR TRAINING OFFICER.

AND THEY EVEN SAID, HEY, SHOULD WE SOMETHING, BUT THEY WERE TIMID ABOUT IT WITH THEIR COLLEAGUE. AND I KNOW THAT CHIEF HAS TALKED ABOUT THIS BEFORE, HAVING EVERY OFFICER HAS TO BE A CALL EACH OTHER OUT AND HOLD EACH OTHER ACCOUNTABLE. BECAUSE REMEMBER, THEY DO THAT AND PREVENTS THE PUBLIC FROM HAVING TO WORRY ABOUT THAT. AND SO I THINK THAT THERE'S A LOT THAT THE CHIEF HAS TALKED ABOUT, I DIDN'T WANT TO GIVE KIND OF GIVE THOSE TWO CENTS. THAT NO IN THE END I'VE SEEN THERE THERE HAD BEEN A CASE WHEN I FIRST CAME ON COUNCIL UNFORTUNATE WAS IN CITY PALM BAY, WE ARE WRAPPING UP. MY OPINION, WHENEVER I LOOK AT IT INVOLVES NO WHITE OFFICER IN A WHITE FEMALE. BUT THE WAY HE TREATED THAT FEMALE OR GIRLS OF HER RACE, I JUST THINK THAT HE WAS HE WAS OVERSTEPPING HIS BOUNDS. AND HE PROBABLY HAD DONE IT A COUPLE OF TIMES BEFORE AND GOT AWAY WITH IT. I DON'T THINK THAT THAT'S WHAT WE HAVE TODAY. AND I THINK THAT NO PREVENTING THAT AND HAVING PEOPLE STEP UP, I KNOW 100% BEHIND THAT, WHILE AT THE SAME TIME RECOGNIZING THE SITUATIONS THAT THIS IS AROUND.

AND I APPRECIATE A LOT OF COMMENTS YOU MADE TONIGHT.

COUNCILMAN FOSTER. NO, I THINK THERE WERE VERY GOOD. I REALLY DO APPRECIATE IT FOR YOU ASKING THOSE QUESTIONS AND THE STATEMENTS THAT YOU'RE TALKING ABOUT BECAUSE WE DO HAVE TO REMEMBER THAT THE POLICE ARE THERE TO SERVE AND PROTECT US.

YOU KNOW AND THAT'S THE BOTTOM LINE. AND IF WE DON'T GO IN THERE WITH THE RIGHT ATTITUDE WITH THEM, IT MAKES EVERYTHING MORE DIFFICULT FOR EVERY PARTY AND YOU KNOWS WHAT THAT OFFICER DID BEFORE YOU HAD INTERACTION FOR THEM, WHO KNOWS WHERE WHO

[02:05:01]

KNOWS WHAT THEY'RE COMING FROM, WHAT WE DO KNOW THAT THEY THAT WE KNOW THERE'S A HIGH INCIDENCE OF HIGH BLOOD PRESSURE AND HEART DISEASE AND STRESS THAT'S UPON THESE OFFICERS THROUGHOUT THEIR CAREER. AND SO THERE'S JUST NOTHING BUT NO FOR ME NOTHING BUT RESPECT. BUT I DID WANT TO GO TO US AND IF YOU WANT TO ADD ANY MORE TO WHAT I SAID, CHIEF, THAT'S FINE. I DIDN'T WANT TO THERE THERE WAS A RESIDENT. WE WERE TALKING ABOUT TRAFFIC EARLIER. AND YOU'RE TALKING ABOUT TRAFFIC. MY NUMBER ONE CONCERN I DID WANT TO ON BEHALF OF A RESIDENT WHO'S NOT HERE TONIGHT, MENTIONED THE SECTION BETWEEN IT'D BE BETWEEN BAYSIDE AND AND YES, IT WOULD BE COGAN AND ELDRON. I'M THINKING OF SO AND WE'RE QUOTING NO, BETWEEN THAT SECTION. I KNOW WE'VE TALKED ABOUT THE SUCTION NORTH OF THERE. AND WE'VE LOOKED AT ENGINEERING SOLUTIONS TO TRY TO SLOW THE TRAFFIC DOWN. THERE'S BEEN A LOT OF ACCIDENTS AT THE NORTH ENTRANCE TO BAYSIDE LAKES BOULEVARD. BUT I'M LOOKING FOR THAT SECTION ON THERE. I THINK THERE WAS NOT TOO LONG AGO A DEPTH THERE. BUT I'VE HAD HEARD SOME CLAIMS ABOUT A LOT OF I THINK IT SOUNDS LIKE IT'S WEEKEND PEOPLE WENT OUT TO THE COMPOUND REVVING UP THEIR ENGINES SPEEDING THROUGH THERE. MAYBE SOMETIMES IT'S YOUNG FOLKS COMING FROM THE HIGH SCHOOL. I'M SURE WE'RE OUT THERE. WE'RE OUT THERE PATROLLING. I KNOW, A FEW YEARS AGO, AS A LOT OF IT WAS THAT CROSS PEOPLE CROSSING OVER? STUDENTS CROSSING OVER THE DIRT ROAD SECTION THERE JUST ON THE SOUTH SIDE OF THE SCHOOL? I THINK IT'S THE SOUTH OR WEST SIDE. AND MAKE SURE WE HAVE TOOLS OUT THERE. BUT I'M JUST CURIOUS IF THAT HAS THAT COME TO YOUR ATTENTION? IF NOT, NO, IS THAT AREA YOU'RE LOOKING AT? CHIEF NELSON MOYA: YES, SIR. THAT'S ABSOLUTELY AN AREA WE'RE LOOKING AT. LIKE YOU MENTIONED BEFORE, NOT LONG AGO, WE DID HAVE A FATALITY NOT FAR FROM BAYSIDE HIGH SCHOOL AT THAT CURVE. SO WE HAVE A COUPLE OF CURVES ALONG THAT CORRIDOR THAT IS OF CONCERN TO US. AND WE'RE LOOKING AT IT. BUT I GO BACK TO THE CONCEPT OF ACCOUNTABILITY, RIGHT? I'M TELLING YOU, I'M ACCOUNTABLE FOR OUR ORGANIZATION. I'M ASKING THE COMMUNITY TO BE ACCOUNTABLE FOR THEIR DRIVING AS WELL, BECAUSE THEY'RE TRULY THE ONES THAT ARE GOING TO MAKE A DIFFERENCE IN TERMS OF WHAT YOU SAID. AND I'M GLAD YOU BROUGHT IT UP IN THIS COMMUNITY WE HAVE, AND I NEVER THOUGHT THAT WE WOULD HAVE TO ADD POLICY TO IT. BUT BUT WE DID. BECAUSE LOOKING AT THE UNFORTUNATE CASE THAT HAPPENED IN MINNESOTA HORRIBLE CASE. WHAT WHAT DISTURBED ME MOST IS NOT THAT THAT ONE OFFICER, HE SEALED HIS FATE IMMEDIATELY. BUT WAS THE ONLOOKERS, THE OTHER OFFICERS WHO DID NOT WHAT INTERVENE IN THIS COMMUNITY, THERE IS A MANDATE TO INTERVENE POLICY. IN FACT, THERE WAS A LOT OF DEBATE FROM OUR STAFF AND HOW WE WOULD IMPLEMENT THAT. AND WE CUT RIGHT THROUGH IT AND SAID JUST IMPLEMENTED. BECAUSE IF IT LEADS TO A GRIEVANCE IF IT REALLY BECAUSE EVERY SITUATION HAS ITS OWN CIRCUMSTANCES, RIGHT. SOME MAY SAY THAT WHAT I SAW, IT'S NOT WHAT YOU SAW. SO I CAME AT IT FROM A DIFFERENT ANGLE. OKAY, WE'LL DEAL WITH THAT. IF THE STATE SITUATION ARISES, BUT NONETHELESS, YOU HAVE A MANDATE HERE IN THIS COMMUNITY TO INTERVENE AS A POLICE OFFICER, IF YOU PERCEIVE THAT ANOTHER OFFICER IS OPERATING OUTSIDE OF OUR POLICY OR OUTSIDE LAW, THAT THAT THAT IS IN OUR POLICY, IN FACT, THAT IS ENHANCED AT OUR TRAINING, WHEN WE DO SCENARIO BASED TRAINING. WE'LL THROW SOMETHING IN THERE. YEAH, WE'LL THROW SOMETHING IN THERE THAT THAT IS NOT PRETTY JUST TO SEE WHAT THE REACTION OF THE OTHER OFFICERS WILL BE. BECAUSE I WANT TO BE ABLE TO GAUGE WHETHER THEY'RE THEY'RE READING THE POLICY AND THE UNDERSTANDING THE CONCEPT BEHIND IT. AND THAT'S HAPPENING THIS COMMUNITY. SO THANK YOU AGAIN.

UNKNOWN: THANK YOU, CHIEF. THERE WAS A GENTLEMAN THAT THE RETIRED LAW ENFORCEMENT OFFICIAL STEP FORWARD, SIR. WHAT CAN YOU GET TO THE MIC? SO SO WE COULD GET THAT QUESTION ON RECORD? JUST CURIOUS. WERE YOU A POLICE IN NEW YORK AS WELL? CHIEF NELSON MOYA: NO, UNKNOWN: I'LL JUST HERE. OKAY. MR. FOSTER, IF YOU MIGHT, WHERE WERE YOU A POLICE IN NEW YORK? OH, YOU WORK THE AUXILIARIES UP THERE. OKAY.

I'M CURIOUS, DOES THE CITY HIRING REQUIREMENT? IS THERE A THEY STILL DO THEY HAVE A REQUIREMENT, A FEDERAL REQUIREMENT THAT YOU HIRE 10% MINORITIES? IS THAT SOMETHING YOU'RE AWARE OF? CHIEF NELSON MOYA: IMPACTS OTHER CITIES, PERHAPS UP NORTH WHERE WE COME FROM HAVE THAT AS PART OF THEIR CIVIL SERVICE PROCESS.

THAT IS NOT A MANDATE HERE. HOWEVER, WHAT WE TRY TO DO IS MIRROR OUR DEMOGRAPHICS FOR OUR COMMUNITY TO THAT OF OUR POLICE DEPARTMENT, BECAUSE IT'S IMPORTANT TO HAVE THAT REPRESENTATION. PARTICULARLY IN TERMS OF DEMOGRAPHIC, WE HOVER AROUND 40% AFRICAN AMERICAN POPULATION AND CHILDREN AROUND 90% ALTHOUGH THAT APPEARS TO BE A GAP. IF YOU LOOK AT THE DATA AND OTHER SURROUNDING COMMUNITIES, WE'RE DOING MUCH.

THANK YOU. MUCH BETTER THAN CAN YOU HEAR ME THEN OTHER COMMUNITIES AND FOR ME, DIVERSITY OR DIVERSIFYING OUR

[02:10:03]

AGENCY IS CRUCIALLY IMPORTANT. IT'S OUR NUMBER ONE PRINCIPLE THAT WE LOOK AT WHEN WE, WHEN WE RECRUIT. MIND YOU, IT'S NOT THE ONLY ONE BECAUSE WE WANT TO RECRUIT A DIVERSE WORKFORCE. BUT WE WANT THAT DIVERSITY, SUDDENLY, TO COME WITH SOME SOME UNIQUE EXPERIENCE, SO WE WANT EVERYBODY TO COME TO THE TABLE TO OFFER WHAT, WHO, YOU KNOW, WHERE THEY COME FROM IN LIFE, THAT MAY BE BENEFICIAL TO US AS AN ORGANIZATION, DESPITE WHAT THEY LOOK LIKE, BUT DEMOGRAPHIC IS IMPORTANT. ALL RIGHT, UNKNOWN: I'LL HOPEFULLY MAKE TIME TO REACH OUT TO MR. FOSTER, AND MAYBE YOURSELF. I WORKED IN NEW YORK CITY IS 20 YEARS. I WORKED IN COMMUNITY AFFAIRS FOR 17 YEARS. SO I MEAN, HOPEFULLY, I'LL BE ABLE TO GET TOGETHER WITH YOU GUYS AND SHARE SOME STUFF THAT I THINK MIGHT HELP IN TERMS OF HOW YOU RECRUIT. AND, AGAIN, DEALING WITH THE YOUTH SITUATION. BECAUSE I MEAN, I'VE DONE LIKE PUBLIC SPEAKING TO THE STUDENT BODIES IN SOME SCHOOLS.

AND I MEAN, IT'S SCARY, BECAUSE LIKE, SOMEBODY MENTIONED WHERE I ASKED ABOUT, LIKE THE WHOLE STUDENT BODY OR WHATEVER, THE WHOLE AUDITORIUMS FULL OF PEOPLE, WHAT IS THE JOB OF A POLICE OFFICER? AND I MEAN, IT HURT ME BECAUSE I REMEMBER THIS ONE KID STOOD UP AND SAID, TO SHOOT BLACK PEOPLE, LIKE I DON'T KNOW WHO'S TELLING HIM THAT, BUT I MEAN, IT REALLY SET ME BACK.

SO I'VE, I'VE BEEN FORTUNATE WHERE I WORKED, WHERE WE HAD AREAS WHERE, LIKE, NOT SO MUCH PARKS, BUT LIKE IN THE EVENINGS WHEN I WORK EVENINGS, I HAD A PARTICULAR INDUSTRIAL ERA, I COULD CLOSE OFF A WHOLE STREET. AND THE KIDS COULD COME AND PLAY THERE AND ALL THE PARENTS KNEW WHERE THE KIDS WERE. SO LIKE, HE'S SAYING THE RESPECT FACTOR. I MEAN, I COULD TAKE MY GUN BELT OFF HANGING ON A FENCE, AND I'M PLAYING STICKBALL OR PLAY HARDBALL WITH KIDS. AND I MEAN, THE ME IS LIKE, THEY'RE PAYING ME TO DO THIS. BUT YOU NEED TO GET BACK TO THAT. I MEAN, THIS THIS WAY, JUST HOPEFULLY WE CAN WORK TOGETHER.

CHIEF NELSON MOYA: YEAH. AND I WELCOME ANY INPUT THAT WILL GIVE ME SOME CREATIVE NEW WAYS. BUT BUT SOMETHING I DON'T I DON'T HAVE AN ANSWER FOR WHAT I'M ABOUT TO SAY. BUT IT'S A STATEMENT OF FACT, THERE'S SOMETHING HAPPENING IN THIS COMMUNITY, FOR US TO POST OPENINGS. AND FOR US TO HAVE 80 PLUS APPLICATIONS OF A DIVERSE APPLICANT POOL SPEAKS OF SOMETHING. I HOPE THAT IT SPEAKS OF OUR EFFORTS AS AN AGENCY, BUT MORE IMPORTANTLY, OUR UNIFICATION AS A CITY.
