THIS IS THE FIRST TIME WE'VE EVER DONE A VISIONING STUDY WITHIN THE CITY OF PALM BAY.

SO WE'RE REALLY LOOKING AT KIND OF WHAT WE LOOK AT AS PROFESSIONALS, AS THE EXISTING CONDITION. WHAT'S THAT BASELINE HERE? WHAT ARE WE DEALING WITH HERE IN PALM BAY? WE HAVE TWO OTHER WORKSHOPS.

THE SECOND WORKSHOP WILL BE WHERE DO WE WANT TO GO? SO BASED ON WHAT WE HEAR DURING THIS WORKSHOP, THROUGH THE OTHER ENGAGEMENTS, WE'LL START TO DEVELOP A PLAN, SOME IDEAS AND SOME OF THE BIG PICTURE IDEAS.

AND THEN WE'LL WORKSHOP THAT AT OUR SECOND WORKSHOP.

AND YOU TELL US, YOU KNOW, WHETHER OR NOT WE GOT IT RIGHT AND THEN WE'LL BRING IT BACK FOR A THIRD WORKSHOP AND WE'LL TELL YOU HOW WE'RE GOING TO GET THERE.

AND AS I MENTIONED, WE'VE GOT SEVERAL TOOLS, BUT ALL OF THIS IS HELPING US TO PROVIDE RECOMMENDATIONS FOR THE CONFERENCE, A PLAN UPDATE, WHICH HASN'T BEEN UPDATED IN QUITE SOME TIME. SO REALLY, IT HASN'T BEEN UPDATED IN ABOUT 20 YEARS, WHICH IS QUITE A LONG TIME FOR A PLAN.

WE'RE WELL BEYOND THE HORIZON YEAR.

I THINK WE'RE WE'RE ABOUT SIX YEARS PAST THE HORIZON HERE AT THIS POINT AND YEARS.

SO IT'S BEEN QUITE A WHILE AND IN NEED OF UPDATING FOR SURE.

SO AS I MENTIONED, WE WE STARTED WITH STAKEHOLDER INTERVIEWS.

WE HAD A SERIES OF SIX WORKSHOPS OF MULTIPLE GROUPS THROUGHOUT THE COMMUNITY.

AND THEN WE HAVE THESE THREE WORKSHOPS THAT I MENTIONED IN THIS SERIES OF THREE DIFFERENT KIND OF THEMES OF THESE WORKSHOPS.

WE HAVE A WEBSITE, AS I MENTIONED ON THAT WEBSITE, THERE ARE MULTIPLE ENGAGEMENTS.

I'LL GET INTO THE DETAIL ON THAT HERE SHORTLY AND THEN WE'LL START TO DEVELOP OUR SCENARIO PLAN, OUR VISION MAP, AND PROVIDE RECOMMENDATIONS FOR THE COMPREHENSIVE PLAN UPDATE. SO THAT'S THE WHOLE THAT IS THE GOAL OF ALL OF THIS INFORMATION.

SO WE'RE WE'RE TAKING ALL OF THIS IN AND THAT'S INFORMING US ON WHAT THE COMMUNITY WANTS FOR THE FUTURE OF PALM BAY.

THIS IS THE SCHEDULE RIGHT NOW, WE ARE IN THE PUBLIC INVOLVEMENT PHASE RIGHT HERE.

WHEN WE GET BEYOND THIS WORKSHOP, WE'LL SUMMARIZE EVERYTHING THAT WE'VE RECEIVED TO DATE AND WE'LL START DEVELOPING A PLAN AND THAT'S THAT DATA SYNTHESIS PHASE, WHICH IS REALLY GOING TO BE IN THE NEXT COUPLE OF MONTHS.

AND THAT'S, AS I MENTIONED, WE'LL START DEVELOPING THESE BIG IDEAS AND THOSE BIG IDEAS THEN WILL BECOME THE SUBJECT OF THAT SECOND WORKSHOP.

AND THEN AS WE MOVE ALONG, AS WE GET CONFIRMATION ON OUR BIG IDEAS, WE'LL START CRAFTING THE PLAN AND RECOMMENDATIONS AND WE'RE LOOKING AT FEBRUARY, JANUARY FOR THAT TO BE FINALIZED. AND IT DOESN'T HAVE TO BE ADOPTED LIKE A COMPREHENSIVE PLAN, DOESN'T HAVE TO BE ADOPTED BY ORDINANCE.

SO THAT'S WHAT WE'RE SAYING, IS IT'S GOING TO BE ACCEPTED.

HOPEFULLY A CITY COMMISSION WILL APPROVE WHAT WHAT WE CAME UP WITH.

AND THEN SHORTLY FOLLOWING THAT, WE'LL GO RIGHT INTO THE COMPREHENSIVE PLAN UPDATE PROCESS. THIS PROCESS, IT STARTED ACTUALLY BACK WHEN WE DID IF YOU FOLKS WERE AROUND FOR THE YEAR BASED AMENDMENTS THAT WE DID BACK IN FEBRUARY.

WOW. SO WE TOOK CARE OF SOME HOUSEKEEPING ITEMS IN THE COMP PLAN, THOSE HAVE ALREADY GONE UP TO THE STATE. WE'VE ALREADY RECEIVED COMMENTS, WE'VE ADDRESSED THOSE COMMENTS, AND IT'S BEEN ADOPTED BY THE CITY ALREADY.

SO THOSE ARE ALREADY DONE WITH AND THAT'S KIND OF ADDRESSING STATE STATUTE ISSUES THAT HADN'T BEEN ADDRESSED IN QUITE SOME TIME, ABOUT 10, 15 YEARS.

BUT THIS WHOLE PROCESS IS ACTUALLY UPDATING THE ENTIRE PLAN.

SO THE DATA AND ANALYSIS CHANGING YOUR HORIZON HERE, WHICH IS WHY WE'RE CALLING THIS THE VISION 2040.

SO WHAT IS A COMPREHENSIVE PLAN? IT'S A BIG PICTURE PLAN.

IT'S ALSO A PLAN THAT'S REQUIRED BY THE STATE.

IT HAS SEVERAL PRESCRIBED ELEMENTS THAT YOU HAVE TO ADDRESS.

IT DOES PROVIDE A FACTUAL BASIS FOR POLICY DECISIONS.

IT'S THAT HIGH LEVEL PLAN, SO IF YOU'RE FAMILIAR WITH THE COMPREHENSIVE PLAN, WE HAVE FUTURE LAND USE.

OH, THERE WE GO.

FUTURE LAND USE, CAPITAL IMPROVEMENTS, COASTAL MANAGEMENT AND CONSERVATION, HOUSING INFRASTRUCTURE, INTERGOVERNMENTAL COORDINATION, RECREATION AND OPEN SPACE AND TRANSPORTATION. NOW, COASTAL MANAGEMENT IS ONLY REQUIRED FOR COMMUNITIES THAT ARE ON THE

COAST. AND THEN SOMETIMES YOU HAVE OPTIONAL ELEMENTS.

IN THIS CASE, WE DON'T HAVE ANY OPTIONAL ELEMENTS.

SOME OPTIONAL ELEMENTS MAY BE ECONOMIC DEVELOPMENT OR AN AIRPORT ELEMENT, ELEMENTS OF THOSE TYPES OF SUBJECTS, ONES THAT AREN'T REQUIRED BY THE STATE.

THESE ARE ALL THE THE REQUIRED ELEMENTS.

AND AGAIN, WE HAVE A PICTURE OF THE COVER OF THE PLAN THAT SHOWS YOU EITHER THE EXISTING PLANS, HORIZON YEARS, 2011.

SO WE ARE 10 YEARS PAST ARE OUR DUE DATE HERE.

SO. OK, SO WHY WHY ARE WE DOING THIS, WHY WHY DO THIS NOW? WELL, WE SHOULD HAVE DONE IT MAYBE 10 YEARS AGO, BUT IT'S OK.

WE'RE HERE NOW. WE'RE DOING IT TODAY.

WE NEED TO MAKE SURE THE PLANS BASED ON RELEVANT DATA AND ANALYSIS TODAY, YOUR DATA ANALYSIS REALLY IS ONLY GOOD UP TO 2011.

AND AT THAT POINT, WE REALLY CAN'T USE THE PLAN ANYMORE.

IT DOESN'T REALLY SUIT THE NEEDS OF THE COMMUNITY, REALLY.

NUMBER THREE IS, IS WHY WE'RE DOING REVISIONING.

WE'RE DOING THIS TO UPDATE THE PLAN TO ADDRESS THE COMMUNITY'S DESIRES.

RIGHT NOW, THE PLAN DOESN'T ADDRESS WHAT THE COMMUNITY PALM BAY WANTS FOR THE CITY IN THE FUTURE. SO AND THIS IN THE NEXT TWENTY, TWENTY FIVE, THIRTY YEARS, THAT PLAN DOESN'T REALLY ACCOMMODATE YOUR YOUR NEEDS.

SO WE NEED TO UNDERSTAND WHERE THE COMMUNITY WANTS TO GO.

SO WHAT HAVE YOU SEEN OF A COMPREHENSIVE PLAN, YOU'RE PROBABLY FAMILIAR WITH THE FUTURE LAND USE MAP. IF YOU'VE DONE ANY DEVELOPMENT OR YOU'VE LOOKED AT YOUR YOUR HOUSES ZONING, YOU'LL KNOW THAT MAYBE YOU'RE IN A LOW DENSITY RESIDENTIAL CATEGORY AND THEN A SINGLE FAMILY ZONING DISTRICT.

SO THIS IS THIS IS PROBABLY ONE OF THE MORE COMMON ITEMS FOR YOU TO RECOGNIZE IN THE PLAN. OK, SO.

SOME OF THE DEMOGRAPHICS FOR THE COMMUNITY.

THE POPULATIONS TO THE LEFT, THIS IS INTERESTING, ARE POPULATION PROJECTIONS PART OF ME? SO BASED ON STATE STATUTES, COMMUNITIES ARE SUPPOSED TO PLAN FOR WHAT IS REFERRED TO THE MEDIUM PROJECTION.

SO WHAT WE HAVE SHOWN THERE IS FROM THE UNIVERSITY OF FLORIDA AND TODAY YOU'RE SITTING AT ABOUT ONE HUNDRED NINETEEN THOUSAND PEOPLE, WHICH MAKES YOU THE LARGEST CITY IN BREVARD COUNTY AND THE 16TH LARGEST CITY IN THE STATE OF FLORIDA.

AND I DIDN'T KNOW THAT WHEN I FIRST STARTED RESEARCHING POMPEI GETTING READY TO, YOU KNOW, SUBMIT THIS ON THIS BIG PROJECT, WE FOUND THAT OUT.

AND IT WAS KIND OF SHOCKING.

YOUR LARGER THAN WEST PALM BEACH, YOU KNOW, SOME OF THESE VERY DENSE URBAN CITIES IN SOUTH FLORIDA, PALM BAY IS IS EVEN BIGGER.

SO IT'S KIND OF INTERESTING.

LOOKING AT THE PROJECTIONS IN THE NEXT 20 YEARS, BEEBER SAYS ON THAT MEDIUM TRAJECTORY, WE WILL PUT ABOUT, YOU KNOW, TWENTY THOUSAND MORE PEOPLE.

SO ONE HUNDRED FORTY THOUSAND IN THE CITY OF PALM BAY.

YOU'LL SEE HERE SHORTLY THAT THERE'S THERE'S ACTUALLY PLENTY OF ROOM FOR THAT GROWTH IF WE CAN MAKE IT HAPPEN.

LOOKING AT RACE AND ETHNICITY.

ON BASE, 70 PERCENT WHITE, 18 PERCENT BLACK, AND THEN ABOUT ROUGHLY ABOUT 20 PERCENT ALL IN ASIA ALONE.

PALMY, PACIFIC ISLANDER ALONE, NATIVE AMERICAN ALONE, AND THEN SOME OTHER RACES OR TWO OR MORE RACES AND THEN 19 AND A HALF PERCENT HISPANIC.

EDUCATION LEVELS.

THIS IS INTERESTING, SO IF WE WERE TO LOOK AT EDUCATION LEVELS COMPARED TO THE COUNTY, I DON'T HAVE THE COUNTY SHOWN HERE, BUT WE DID A LITTLE ADDITIONAL RESEARCH.

SO YOU'RE SLIGHTLY BEHIND IN TERMS OF OVERALL LEVEL OF EDUCATION, WHICH IS INTERESTING AS WE LOOK AT SOME OF THE OTHER INFORMATION HERE IN JUST A MOMENT.

FIFTY SEVEN PERCENT OF THE OCCUPATIONS ARE CONSIDERED WHITE COLLAR.

AND LARRY AND I HAVE TALKED ABOUT THIS BEFORE.

YOU KNOW, WE THINK OF PALM IS VERY MUCH A BLUE COLLAR COMMUNITY, WHICH IS INTERESTING.

AGAIN, WE'LL SHOW YOU HERE IN JUST A MOMENT WHAT MAYBE ALL OF THIS MEANS.

SO HERE BY COMPARISON.

THE CITY IS AVERAGE AGE IS ROUGHLY 41 YEARS OLD AND COMPARED THAT TO THE COUNTY COUNTIES, 47 OVER WELL, ALMOST 48 YEARS OF AGE, THAT MEANS THAT YOU'VE GOT A YOUNGER POPULATION, PROBABLY YOUNGER FAMILIES, AND AND MORE THAN LIKELY, A LARGER LABOR FORCE IN HIGH PROPORTION IN PALM BAY THAN YOU DO IN THE COUNTY AT LARGE.

HOWEVER, THE MEDIAN HOUSEHOLD INCOME IS SLIGHTLY LOWER.

SO YOU'RE LOOKING AT ABOUT SEVEN THOUSAND DOLLARS PER YEAR LOWER THAN THE COUNTY.

UNEMPLOYMENT RATE IS IS INTERESTING, SO WE'RE AT FOUR AND A HALF PERCENT HERE IN PALM BAY AND THIS IS PALMY, THE MOST RECENT UNEMPLOYMENT.

SO I THINK THEY GO AS FAR BACK AS APRIL AND FOUR POINT EIGHT PERCENT IN THE STATE.

NATIONWIDE, I BELIEVE IT'S FIVE POINT EIGHT PERCENT.

BUT IF WE WERE TO LOOK AT UNEMPLOYMENT FROM A YEAR AGO, A YEAR AGO, WE WERE AT THIRTEEN POINT TWO PERCENT HERE IN PALM BAY.

SO QUITE A BIG IMPROVEMENT.

NOW, BEFORE THE PANDEMIC, BAY WAS ABOUT THREE POINT THREE PERCENT UNEMPLOYMENT.

SO WE'VE BOUNCED BACK CONSIDERABLY SINCE THE PANDEMIC.

SO THAT'S THAT'S REALLY GOOD NEWS, IN FACT, COMPARED TO THE STATE AND COMPARED TO THE NATION. EXISTING LAND USE.

SO, AS I MENTIONED, WE START TO LOOK AT TRENDS.

SO WHAT ARE WE SEEING IN THE COMMUNITY? THIS IS WHAT'S ON THE GROUND TODAY BASED ON THE PROPERTY APPRAISER DATA YOU CAN SEE.

VAST MAJORITY OF THE CITY IS THIS LIGHT YELLOW, WHICH IS LOW DENSITY, OR IN THE CASE OF PLANT BASED, MOSTLY SINGLE FAMILY.

AND THEN WE HAVE THE THE GRAY, WHICH IS VACANT AND WE HAVE LARGE SWATHS OF VACANT LAND.

NOW, THESE ARE LANDS THAT AREN'T CONSIDERED OR BONA FIDE AGRICULTURAL LANDS, WHICH MAY BE RIPE FOR DEVELOPMENT.

AND THIS TABLE BEARS THAT OUT HERE A LITTLE BIT MORE DETAIL, SO VACANTE, WE'RE AT 47 PERCENT, THAT'S A LARGE PERCENTAGE OF THE CITY AND WHICH ACCOUNTS FOR 20, ROUGHLY 22000 ACRES. THAT'S QUITE LARGE CONSIDERING THE CITY'S ROUGHLY 57 OR PARTNEY.

FIFTY FIVE THOUSAND ACRES AND ABOUT EIGHTY SEVEN SQUARE MILES.

I THINK THAT'S RIGHT. EIGHTY EIGHT SQUARE MILES.

AND THAT'S THE WHAT'S INSIDE THE INC LIMITS OF POMPEI.

SO. WHAT ARE SOME OF THE CHALLENGES AND OPPORTUNITIES THAT WE WE'VE STARTED TO LEARN ABOUT DURING OUR STAKEHOLDER INTERVIEWS AND THE THINGS THAT WE'VE DISCUSSED WITH THE CITY? THERE IS AN IDENTITY ISSUE, LARRY, COULD YOU MUTE? IN A LITTLE FEEDBACK.

SORRY, FOLKS. THE IDENTITY OF THE CITY HAS BEEN A BIG ISSUE.

THERE HAVE BEEN PAST EVENTS THAT HAVE OCCURRED.

THERE ARE SOME OTHER THINGS.

THERE IS A LACK OF A SENSE OF PLACE IN CERTAIN CONTEXTS HERE IN THE CITY.

AND WE'LL WE'LL DIG A LITTLE BIT DEEPER ON SOME OF THESE UTILITIES OR LARGE AREAS OF TOWN THAT DON'T HAVE SEWER OR DON'T HAVE SEWER OR WATER.
