THANK YOU, MARY. SO THIS EVENING, WE'RE GOING TO DISCUSS THE RESULTS OF THE VISIONING PROCESS AND ENGAGE COUNSEL WITH SOME DISCUSSION TO ADD YOUR OWN THOUGHTS INTO THE VISIONING PROCESS AS WELL.

TO KICK US OFF, I'M GOING TO HAVE PATRICK MURPHY, OUR ACTING GROWTH MANAGEMENT DIRECTOR, GIVE AN INTRODUCTION AND INTRODUCE OUR CONSULTANTS WHO ARE HERE AS WELL.

THANK YOU, MS. SHERMAN. SO AS COUNCIL IS AWARE, THIS IS A LONG OVERDUE PROCESS, WE HAVEN'T DONE A COMPLETE OVERHAUL OF OUR COMPREHENSIVE PLAN IN NEARLY 20 YEARS.

WE'VE DONE ERA UPDATES, VALUATION APPRAISAL REPORTS WHERE WE'VE MADE MODIFICATIONS TO THE PLANT OVER TIME TO MAKE SURE THAT WE KEPT UP WITH ALL THE FLOOR STATUTES, THE LEGAL CHANGES AND THINGS THAT HAVE COME DOWN THROUGH COURT CASES.

BUT WE HAVEN'T DONE A COMPLETE OVERHAUL.

WE HAVEN'T LOOKED AT WHAT CURRENT TRENDS ARE AND WHERE WE WANT TO GO AND WHAT OUR OVERALL VISION IS. SO WHILE WE'VE KEPT CURRENT WITH WHAT'S REQUIRED BY LAW, WE HAVEN'T DONE THIS.

SO TO TAKE THIS PROCESS ON STAFF, I DECIDED TO REACH OUT TO PLANNING CONSULTANTS WHO HAVE DONE THIS TIME AND TIME AGAIN WITH OTHER COMMUNITIES BECAUSE THERE'S A LOT OF HEAVY LIFTING INVOLVED. AND WE WENT THROUGH AN EXTENSIVE REVIEW PROCESS THROUGH PROCUREMENT AND WE FOUND SEVERAL GOOD CONSULTANTS AND WE DECIDED TO GO WITH SNYMAN AND ME CONSULTANTS FROM ORLANDO. HAVE CHRIS DOHERTY HERE TONIGHT PRINCIPAL FROM THEIR AGENCY? THAT'S GOING TO GIVE YOU A PRESENTATION AS TO WHERE WE'VE GOTTEN TO THIS POINT SO FAR.

WE'VE CONDUCTED SEVERAL STAKEHOLDER MEETINGS.

WE'VE HAD TWO PUBLIC WORKSHOPS.

WE HAVE AN ONLINE TOOL THAT IS CONSTANTLY ON IF ANYBODY WANTS TO GET ON AND GIVE THEIR INPUT. WE HAVE ANOTHER PUBLIC WORKSHOP THAT'S GOING TO BE COMING UP IN NOVEMBER.

BUT TONIGHT'S MEETING IS OUR COUNCIL WORKSHOP AND THIS IS WHERE WE REALLY WANT TO HEAR FROM COUNCIL THROUGH ALL OF THIS FEEDBACK.

MR. DOUGHERTY IS GOING TO COME BACK WITH A VISION PLAN TO BRING THIS VISION PLAN BACK TO THE COUNCIL FOR THE COUNCIL'S REVIEW AND FOR THEM TO SIGN OFF ON, IF YOU WILL, TO APPROVE. THAT VISION IS THEN CREATED OR USED TO CREATE THE OVERALL COMPREHENSIVE PLAN.

ALL OF THE ELEMENTS, ALL THE THINGS WE'RE GOING TO CHANGE, WE'RE GOING TO MATCH WHAT'S IN THAT VISION. SO THIS IS AN IMPORTANT STEP FOR US TO HEAR FROM OUR ELECTED BODY.

WHAT IT IS THAT YOU GENTLEMEN ARE LOOKING FOR WHAT YOU WANT TO SEE IN THE CITY WHERE YOU WANT US TO GO. SO WE'RE HOPING TO HEAR SOME GOOD DISCUSSION TONIGHT.

BUT REALLY, WHAT WE REALLY NEED TO DO IS UNDERSTAND WHAT THE COMMUNITY WANTS.

SO THAT'S WHAT VISIONING IS ALL ABOUT.

WE GO DIRECTLY TO THE COMMUNITY AND ASK THEM, HEY, WHAT ARE YOU SEEING? WHAT DO YOU WANT? WHAT DO YOU WANT THIS CITY TO BE WHEN IT GROWS UP? THE HORIZON YOU'RE USUALLY IN THIS VISIONING PROCESS IS WE'RE LOOKING OUT ABOUT TWENTY TWENTY FIVE YEARS AND THAT'S TYPICALLY WHEN YOU UPDATE YOUR PLAN FULLY.

THAT'S ABOUT THE HORIZON HERE THAT WE WOULD RECOMMEND.

SO YOU'RE GOING TO UPDATE THE PLAN FOR ANOTHER TWENTY TWENTY FIVE YEARS, BUT YOU'RE GOING TO COME BACK TO IT IN FIVE YEARS AFTER WE FINISHED THE UPDATE TO SEE HOW WE'RE DOING.

SO IN JUNE, WE HAD OUR FIRST WORKSHOP LEADING UP TO THAT.

WE HAD THE SIX STAKEHOLDER MEETINGS AND THEN IN AUGUST WE HAD OUR SECOND WORKSHOP, THE THIRD AGAIN HAPPENING NEXT MONTH, WHERE WE'RE GOING TO LAY OUT THE THE STEPS ON HOW WE'RE GOING TO ACHIEVE THE VISION, WHICH.

FOR THE MOST PART, IT'S GOING TO BE UPDATING THAT COMPREHENSIVE PLAN THAT'S REALLY GOING TO BE KEY. MOST OF THE THE POLICIES AND UPDATE TO THE PLAN ARE GOING TO ADDRESS EACH ONE OF THESE KIND OF ISSUES THAT WE'RE SEEING.

BUT THAT'S NOT TO SAY THAT THERE ARE OTHER ASPECTS OF THE CITY.

SO OTHER PLANS, MAYBE IT'S A PARKS AND RECREATION MASTER PLAN THAT'S GOING TO BE KEY IN ACHIEVING SOME OF THESE ISSUES THAT WE'RE WE'RE SEEING.

SO IT'S NOT JUST THE COMP PLAN, THERE'LL BE RECOMMENDATIONS FOR OTHER PLANS, BUT MOST OF THIS WILL BE WRAPPED UP IN THE PLAN ITSELF.

WHAT TYPES OF WHETHER IT BE SINGLE FAMILY TOWNHOMES, APARTMENTS? AND THEN WE PLAYED THE INFRASTRUCTURE GAME AGAIN, OR, YOU KNOW, WHERE SHOULD WE BE PUTTING OUR MONEY IF WE WERE THE CITY MANAGER, THE MAYOR OF THE CITY, WHERE SHOULD WE BE SPENDING OUR OUR DOLLARS? SO WE PLAYED THOSE GAMES.

THESE ARE THE ISSUES. SO AGAIN, AS I WAS MENTIONING, WE WE HAD SOME INFORMATION THROUGH OUR STAKEHOLDER INPUT.

THESE ARE THE THINGS THAT WE WE THE THEMES THAT STARTED TO POP UP.

SO IDENTITY OF THE CITY, UTILITIES, STORMWATER MANAGEMENT, ROADS, THE COMPOUND LACK OF A DOWNTOWN. THE MIXTURE OR LACK OF MIXTURE OF HOUSING TYPES.

AND THEN MIXED USE DEVELOPMENT, SO THOSE WERE THE THE BIG ISSUES THAT WE STARTED TO SEE COMING OUT OF THE STAKEHOLDER WORKSHOPS.

THESE ARE THE ITEMS THAT WE DISCUSSED THE FIRST WORKSHOP.

SO INSTEAD OF AN ACTUAL HANDS ON EXERCISE, IT WAS A VIRTUAL EXERCISE.

BUT THEY GOT TO DO IT HERE IN PERSON.

UM, DRAINAGE CONCERNS.

BUT ARE THERE OPPORTUNITIES, AS I MENTIONED BEFORE, TO CREATE ADDITIONAL ACCESS POINTS AND CONNECTIVITY? SO CAN WE CREATE SOME MORE EAST-WEST OPPORTUNITIES? IS THERE OPPORTUNITIES FOR PROVIDING MORE CAPACITY ON CERTAIN ROADS? WE HAVE THE ST. JOHN'S HERITAGE PARKWAY.

IS THERE SOMETHING THAT WE SHOULD BE DOING TO TIE INTO THAT TO ALLEVIATE SOME OF THESE TRAFFIC CONCERNS? I THINK THERE ARE. BUT AGAIN, THAT WOULD HAVE TO BE STUDIED AS WE CONTINUE TO LOOK AT THE IMPACTS OF THE PARKWAY.

AND THEN LIMITED PEDESTRIAN CONNECTIVITY NOW THIS IS SOMETHING A LOT OF A LOT OF THESE ISSUES STEM FROM SOME OF THE CANALS THROUGHOUT THE CITY WHERE YOU'VE GOT, YOU KNOW, A LOT OF THESE BRIDGES THAT MAY NOT HAVE THE ABILITY TO TO INCLUDE PEDESTRIAN FACILITIES.

SO THERE'S A. THERE ARE SOME MISSING OPPORTUNITIES, THINGS THAT WE CAN LOOK AT IN THE FUTURE. AND I TOUCHED ON THIS ALREADY, I THINK IN TERMS OF LOOKING AT THE HERITAGE PARKWAY LAND USE STUDY WOULD BE SOMETHING THAT I KNOW WE'VE LOOKED AT KIND OF THE DIFFERENT TRANSPORTATION IMPACTS.
