[00:00:01]
HEY, IT'S 18:00 HOURS, SIX O'CLOCK.
[CALL TO ORDER]
I'M GOING TO CALL THIS WORKSHOP TO ORDER, I'M GOING TO ASK THAT COUNCILMAN FELIX LEAD US IN THE PLEDGE OF ALLEGIANCE.ALL I GOT WAS A LITTLE BIT OF RAW.
ADAM JONES, MAYOR MEDINA, PRESIDENT, DEPUTY MAYOR, JOHNSON HERE, COUNCILMAN FOSTER, COUNCILMAN FELIX HERE, MS. SHERMAN YOUR MS. SMITH. HERE YOU ARE.
ALL RIGHT, I'M FOR BUSINESS, MADAM SHERMAN.
[1. Discussion of current results of the visioning process and Council's vision for the city.]
THANK YOU, MARY. SO THIS EVENING, WE'RE GOING TO DISCUSS THE RESULTS OF THE VISIONING PROCESS AND ENGAGE COUNSEL WITH SOME DISCUSSION TO ADD YOUR OWN THOUGHTS INTO THE VISIONING PROCESS AS WELL.TO KICK US OFF, I'M GOING TO HAVE PATRICK MURPHY, OUR ACTING GROWTH MANAGEMENT DIRECTOR, GIVE AN INTRODUCTION AND INTRODUCE OUR CONSULTANTS WHO ARE HERE AS WELL.
THANK YOU, MS. SHERMAN. SO AS COUNCIL IS AWARE, THIS IS A LONG OVERDUE PROCESS, WE HAVEN'T DONE A COMPLETE OVERHAUL OF OUR COMPREHENSIVE PLAN IN NEARLY 20 YEARS.
WE'VE DONE ERA UPDATES, VALUATION APPRAISAL REPORTS WHERE WE'VE MADE MODIFICATIONS TO THE PLANT OVER TIME TO MAKE SURE THAT WE KEPT UP WITH ALL THE FLOOR STATUTES, THE LEGAL CHANGES AND THINGS THAT HAVE COME DOWN THROUGH COURT CASES.
BUT WE HAVEN'T DONE A COMPLETE OVERHAUL.
WE HAVEN'T LOOKED AT WHAT CURRENT TRENDS ARE AND WHERE WE WANT TO GO AND WHAT OUR OVERALL VISION IS. SO WHILE WE'VE KEPT CURRENT WITH WHAT'S REQUIRED BY LAW, WE HAVEN'T DONE THIS.
SO TO TAKE THIS PROCESS ON STAFF, I DECIDED TO REACH OUT TO PLANNING CONSULTANTS WHO HAVE DONE THIS TIME AND TIME AGAIN WITH OTHER COMMUNITIES BECAUSE THERE'S A LOT OF HEAVY LIFTING INVOLVED. AND WE WENT THROUGH AN EXTENSIVE REVIEW PROCESS THROUGH PROCUREMENT AND WE FOUND SEVERAL GOOD CONSULTANTS AND WE DECIDED TO GO WITH SNYMAN AND ME CONSULTANTS FROM ORLANDO. HAVE CHRIS DOHERTY HERE TONIGHT PRINCIPAL FROM THEIR AGENCY? THAT'S GOING TO GIVE YOU A PRESENTATION AS TO WHERE WE'VE GOTTEN TO THIS POINT SO FAR.
WE'VE CONDUCTED SEVERAL STAKEHOLDER MEETINGS.
WE'VE HAD TWO PUBLIC WORKSHOPS.
WE HAVE AN ONLINE TOOL THAT IS CONSTANTLY ON IF ANYBODY WANTS TO GET ON AND GIVE THEIR INPUT. WE HAVE ANOTHER PUBLIC WORKSHOP THAT'S GOING TO BE COMING UP IN NOVEMBER.
BUT TONIGHT'S MEETING IS OUR COUNCIL WORKSHOP AND THIS IS WHERE WE REALLY WANT TO HEAR FROM COUNCIL THROUGH ALL OF THIS FEEDBACK.
MR. DOUGHERTY IS GOING TO COME BACK WITH A VISION PLAN TO BRING THIS VISION PLAN BACK TO THE COUNCIL FOR THE COUNCIL'S REVIEW AND FOR THEM TO SIGN OFF ON, IF YOU WILL, TO APPROVE. THAT VISION IS THEN CREATED OR USED TO CREATE THE OVERALL COMPREHENSIVE PLAN.
ALL OF THE ELEMENTS, ALL THE THINGS WE'RE GOING TO CHANGE, WE'RE GOING TO MATCH WHAT'S IN THAT VISION. SO THIS IS AN IMPORTANT STEP FOR US TO HEAR FROM OUR ELECTED BODY.
WHAT IT IS THAT YOU GENTLEMEN ARE LOOKING FOR WHAT YOU WANT TO SEE IN THE CITY WHERE YOU WANT US TO GO. SO WE'RE HOPING TO HEAR SOME GOOD DISCUSSION TONIGHT.
AND WITH THAT, I'M GOING TO KICK IT OFF TO MR. DOUGHERTY TO LET YOU KNOW WHAT WE'VE DONE SO FAR.
WONDERFUL, THANK YOU, PATRICK.
GOOD EVENING. MEMBERS OF THE COUNCIL, THANK YOU FOR HAVING ME TONIGHT.
IF YOU'VE PARTICIPATED IN THIS PROCESS, NONE OF THIS SHOULD BE A SURPRISE, WHICH IS GOOD BECAUSE WE'RE WE'RE HEARING A LOT OF THE SAME THINGS.
THINGS ARE BEING CONFIRMED FROM ONE STEP TO THE TO THE NEXT.
HATCHER GAVE YOU A VERY THOROUGH INTRODUCTION, SO I'M GOING TO KIND OF ZIP THROUGH THE FIRST FEW SLIDES, BUT THIS REALLY, TRULY IS YOUR OPPORTUNITY TO PUT YOUR STAMP ON THIS VISIONING PROCESS.
AS HE MENTIONED, WE'VE HAD TWO PUBLIC WORKSHOPS ALREADY.
WE'RE WE'RE GOING TO RECAP THE STAKEHOLDER MEETINGS AND AND THEN GIVE YOU SOME SNIPPETS OF WHAT WE'RE SEEING IN THE THE SOCIAL PINPOINT WEBSITE AND GIVE YOU AN IDEA OF WHAT'S TO COME. SO WHAT, WHAT WILL WE SET OUT TO DO? REALLY, WE'RE OUR PRIMARY FOCUS OF THE VISIONING STUDY IS TO ANSWER KIND OF THESE THREE BROAD QUESTIONS WHERE ARE WE NOW? WHERE DO WE WANT TO GO AND HOW DO WE GET THERE, WE ACTUALLY STRUCTURED OUR PUBLIC ENGAGEMENT WITH THOSE THREE QUESTIONS.
SO THAT FIRST WORKSHOP WAS WHERE ARE WE NOW? THE SECOND WERE WORKSHOP IS WHERE DO WE WANT TO GO? AND THE THIRD, WHEN WE COME BACK TO YOU IN NOVEMBER IS HOW DO WE GET THERE? BEFORE ALL OF THIS, WE DID STAKEHOLDER INTERVIEWS WITH SIX DIFFERENT GROUPS OVER THE COURSE OF ABOUT TWO THREE MONTHS.
AND THAT KIND OF SET THE STAGE FOR WHERE ARE WE NOW IN THAT KIND OF SEGUE WEIGHED INTO THAT FIRST WORKSHOP.
SO WE WERE ARMED WITH A LOT OF INFORMATION AND I'LL AND I'LL TOUCH ON ALL OF THAT WHEN WE GET INTO THE RECAP HERE.
[00:05:02]
PATRICK MENTIONED THE WEBSITE.IT'S BEEN GREAT. I'M GOING TO GIVE YOU SOME STATISTICS ON THAT AND WHAT WE'RE WE'RE SEEING COME THROUGH FROM THE THE PUBLIC ENGAGEMENT SIDE.
THIS IS THE SCHEDULE THAT YOU SHOULD BE FAMILIAR WITH.
THIS IS A COOL LITTLE STEAK SNAKE DIAGRAM.
IT WEAVES THIS THROUGH NINE TASKS HERE AND ON SCHEDULE TO COMPLETE THIS IN FEBRUARY.
AND THAT REALLY IS THE GOAL IS TO GET THAT IN FRONT OF YOU.
THE FULL VISION PLAN DOCUMENT WITH EVERYONE'S INPUT IN FRONT OF YOU IN FEBRUARY.
AND AS PATRICK MENTIONED, THE THIRD OF THREE WORKSHOPS WILL BE NEXT MONTH ON NOVEMBER 8TH. SO WHAT IS YOUR COMPREHENSIVE PLAN? I PROBABLY PROBABLY SHOULDN'T BE TELLING YOU THIS, BUT YOU ALREADY KNOW IT'S A IT'S A BROAD BIG PICTURE DOCUMENT THAT HELPS WITH POLICY DECISIONS.
IT SETS THE THE VISION FOR THE CITY, THE GROWTH VISION, SO TO SPEAK.
SO WE DEAL A LOT WITH DEVELOPMENT.
SO WE'VE GOT NINE TOTAL ELEMENTS AND NOW 10, WITH THE NEW PROPERTY RIGHTS ELEMENT THAT WE'RE DEALING WITH FUTURE LAND USE.
WE'RE DOING IT, DEALING WITH TRANSPORTATION, PARKS AND RECREATION CONSERVATION.
THERE'S MULTIPLE TOPICS, YOU KNOW, THINGS THAT NOT ONLY TOUCH ON DEVELOPMENT, BUT THINGS THAT WE DON'T WANT TO DEVELOP IN PASSIVE AND RECREATION OR PASSIVE IN ACTIVE RECREATION PROPERTIES THROUGHOUT THE CITY.
SO THERE'S A NUMBER OF TOPICS.
AGAIN, A BIG PICTURE DOCUMENT HELPS IN DECISION MAKING, BUT THE THE REASON WE'RE DOING THIS IS ONE IT'S IT'S 20 YEARS.
WELL. BEEN 20 YEARS SINCE YOU'VE LAST DONE THIS.
THE HORIZON YEAR FOR THE PLAN, I BELIEVE, WAS IN 2015.
SO WE'RE WE'RE SIX YEARS BEYOND THE ACTUAL EFFECTIVENESS OF THE PLAN.
SO WE HAVE WE'RE IN EFFECT, NOT OPERATING UNDER A COMPREHENSIVE PLAN THAT REALLY IS HELPING US DO ANYTHING AT THIS POINT.
BUT REALLY, WHAT WE REALLY NEED TO DO IS UNDERSTAND WHAT THE COMMUNITY WANTS.
SO THAT'S WHAT VISIONING IS ALL ABOUT.
WE GO DIRECTLY TO THE COMMUNITY AND ASK THEM, HEY, WHAT ARE YOU SEEING? WHAT DO YOU WANT? WHAT DO YOU WANT THIS CITY TO BE WHEN IT GROWS UP? THE HORIZON YOU'RE USUALLY IN THIS VISIONING PROCESS IS WE'RE LOOKING OUT ABOUT TWENTY TWENTY FIVE YEARS AND THAT'S TYPICALLY WHEN YOU UPDATE YOUR PLAN FULLY.
THAT'S ABOUT THE HORIZON HERE THAT WE WOULD RECOMMEND.
SO YOU'RE GOING TO UPDATE THE PLAN FOR ANOTHER TWENTY TWENTY FIVE YEARS, BUT YOU'RE GOING TO COME BACK TO IT IN FIVE YEARS AFTER WE FINISHED THE UPDATE TO SEE HOW WE'RE DOING.
AND THAT'S PART OF THAT YEAR PROCESS THAT PATRICK TALKED ABOUT.
BUT THAT'S ALWAYS A GOOD MATTER OF PRACTICE.
WHEN YOU'RE DOING COMPREHENSIVE PLANNING, YOU WANT TO MAKE SURE THAT YOU'RE YOU'RE HITTING YOUR SHORT TERM GOALS AND IN GETTING CLOSER TO THOSE LONG TERM GOALS.
SO THIS SLIDE JUST SUMMARIZES THE PUBLIC ENGAGEMENT THAT WE JUST MENTIONED.
SO IN JUNE, WE HAD OUR FIRST WORKSHOP LEADING UP TO THAT.
WE HAD THE SIX STAKEHOLDER MEETINGS AND THEN IN AUGUST WE HAD OUR SECOND WORKSHOP, THE THIRD AGAIN HAPPENING NEXT MONTH, WHERE WE'RE GOING TO LAY OUT THE THE STEPS ON HOW WE'RE GOING TO ACHIEVE THE VISION, WHICH.
FOR THE MOST PART, IT'S GOING TO BE UPDATING THAT COMPREHENSIVE PLAN THAT'S REALLY GOING TO BE KEY. MOST OF THE THE POLICIES AND UPDATE TO THE PLAN ARE GOING TO ADDRESS EACH ONE OF THESE KIND OF ISSUES THAT WE'RE SEEING.
BUT THAT'S NOT TO SAY THAT THERE ARE OTHER ASPECTS OF THE CITY.
SO OTHER PLANS, MAYBE IT'S A PARKS AND RECREATION MASTER PLAN THAT'S GOING TO BE KEY IN ACHIEVING SOME OF THESE ISSUES THAT WE'RE WE'RE SEEING.
SO IT'S NOT JUST THE COMP PLAN, THERE'LL BE RECOMMENDATIONS FOR OTHER PLANS, BUT MOST OF THIS WILL BE WRAPPED UP IN THE PLAN ITSELF.
AGAIN, WE'RE GOING TO DISCUSS THE PROJECT WEBSITE.
THERE'S MULTIPLE TOOLS AND TOOLS OF ENGAGEMENT IN THE THE WEBSITE.
THERE'S THE SURVEY, THE IDEAL WALL, THERE'S AN EXPENDITURE GAME THAT FOLKS CAN PLAY AND ALSO A VOTE ON YOUR VISION, WHICH IS A KIND OF A GRAPHIC VOTING EXERCISE.
[00:10:01]
WE'VE HAD NEARLY FOUR THOUSAND VISITS TO THE WEBSITE, WHICH IS A GREAT IT'S A GREAT NUMBER FOR WHERE WE'RE AT.WE WOULD LIKE OUR UNIQUE STAKEHOLDERS NUMBER TO BE UP A LITTLE BIT HIGHER, BUT IT'S KIND OF WHERE WE'VE SEEN MOST OF OUR PROJECTS IS IN THAT KIND OF REALM, YOU KNOW, UNLESS WE'RE GETTING FOLKS TO ACTUALLY SIT THERE ON AN IPAD IN FRONT OF US ENGAGING ON THE THE WEBSITE. SO.
EVERYTHING IS GOOD, IT'S STILL OPEN, AND IT'LL BE OPEN FOR THE LIFE OF THE PROJECT AND IN FACT, BEFORE LARRY PASSED, WE TALKED ABOUT HOW WE'RE GOING TO KEEP THIS ALIVE DURING THE COMPREHENSIVE PLANNING PROCESS.
WE'LL BE CHANGING THE ENGAGEMENT TECHNIQUES, BUT THIS WILL STAY OPEN AS WE MOVE THROUGH THE COMPREHENSIVE AND COMPREHENSIVE PLAN UPDATE PROCESS.
THE WORD CLOUD AT THE BOTTOM, THIS IS ACTUALLY WORDS THAT ARE SHOWING UP THE MOST FREQUENT ON THE WEBSITE, THIS IS THE ENTIRE WEBSITE.
AND AS YOU CAN SEE RIGHT THERE IN THE MIDDLE, DEVELOPMENT IS THE KEY WORD THAT'S POPPING UP AREAS DOWNTOWN.
SO IT LOOKS LIKE THERE'S FOCUS AREAS THAT MAYBE WE'RE MEANING TO LOOK AT AND BUSINESSES.
THIS IS THE TOPIC, AREAS OF INTEREST ON THE IDEAL WALL.
CATEGORIES THAT FOLKS CAN DISCUSS AND KIND OF CONFIRMING THAT WORD CLOUD THAT YOU SAW ON THE PREVIOUS SLIDE.
GROWTH AND DEVELOPMENT IS THE NUMBER ONE ISSUE THAT THAT FOLKS ARE KEYING IN ON.
THIS IS KIND OF A MACRO LOOK AT WHAT FOLKS ARE TALKING ABOUT ON THE WEBSITE.
SO THE BUDGET GAME, THIS WAS A COOL GAME, THIS IS ACTUALLY SOMETHING NEW THAT WE'VE DONE FOR FOR THIS PARTICULAR PROJECT.
IT'S KIND OF INTERESTING BECAUSE IF YOU LOOK, FOLKS GET THREE CHOICES TO SELECT FROM THOSE WITH ONE TWO THREE FOUR FIVE SIX CHOICES AND THEY IT'S RELATIVELY EVEN ACROSS THE BOARD NOW. ROADWAYS IS THE THE NUMBER ONE SELECTION AT THIS POINT, FOLLOWED BY INFRASTRUCTURE. SO WATER AND WASTEWATER UTILITIES SO INTERESTING SO FAR.
SO AS WE MOVE THROUGH THIS, THE ONE THING I WANT TO MENTION IS NOT ONE PIECE OF ENGAGEMENT IS OUT OUTWEIGHS THE OTHER.
SO IN OTHER WORDS, THE SURVEYS ARE GREAT.
THE WEBSITE IS GREAT, BUT THAT DOESN'T TAKE AWAY FROM WHAT WE'RE HEARING AT WORKSHOPS, DOESN'T TAKE AWAY FROM WHAT WE'RE HEARING WITH THE STAKEHOLDERS.
SO AGAIN, IT'S JUST ANOTHER TOOL TO HELP KIND OF NARROW DOWN, IDENTIFY PRIORITIES, START TO SEE TRENDS IN THE INFORMATION THAT WE'RE WE'RE GETTING.
AND, OF COURSE, ANOTHER AVENUE FOR FOLKS TO PARTICIPATE IF THEY CAN'T BE HERE IN PERSON.
SEVENTY THREE ARE FULL TIME RESIDENTS AND 14 FOLKS BOTH LIVE AND WORK, SO OF THE FOLKS THAT PARTICIPATED IN THE SURVEY SO FAR.
OVER NINETY EIGHT PERCENT ARE RESIDENTS, WHICH IS GOOD.
SO THAT THAT SHOWS US THAT WE'RE GETTING A, YOU KNOW, FOLKS FROM HERE WITHIN THE CITY OF PALM BAY. THE IMPORTANCE OF WALKABILITY, SO THIS IS SOMETHING THAT'S COME UP QUITE A BIT, BOTH WITH THE STAKEHOLDERS GROUPS AND WITH THE WORKSHOPS.
SO THIRTY NINE, WHICH IS THE MAJORITY OF FOLKS SAID THAT WALKABILITY IS OF HIGH IMPORTANCE AND THEN AN ADDITIONAL TWENTY FOUR FOLKS SAID THAT IT RATES OF FOUR.
SO WALKABILITY CONNECTIVITY IS VERY IMPORTANT TO TO THE PEOPLE OF PALM BAY.
WHAT ARE THE PRIORITIES? SO AGAIN, THIS WAS DEVELOPED WHEN WE WERE AFTER WE HAD OUR STAKEHOLDER ENGAGEMENTS, SO WE HAD A GOOD IDEA OF THINGS OF OF WHAT TO PUT ON THIS SURVEY.
[00:15:01]
THE NUMBER ONE RANKED PRIORITY IS THE CREATION OF A NEW DOWNTOWN.SO AGAIN, THAT THE THEME THEN.
RECURS THROUGH THROUGHOUT ALL OF THE THE WORKSHOPS AND STAKEHOLDER ENGAGEMENT.
AND THEN SECOND IS THE SUSTAINABLE, NATURAL AND BUILT ENVIRONMENT.
WHICH IT AS WE MOVE ON THROUGH THE PRESENTATION, YOU'LL SEE THAT CONFIRMED IN OTHER ENGAGEMENTS. OK, ANOTHER WORD CLOUD.
THIS IS ACTUALLY ON THE SURVEY.
THIS IS A QUESTION, WHAT ARE OTHER ITEMS THAT THE CITY SHOULD CONSIDER IN THE VISION PLAN? AND SO THIS IS A LITTLE BIT OF A DIFFERENT TAKE THAN WHAT WE SAW ON THE PREVIOUS WORD CLOUD. THIS PARTICULAR QUESTION, FOLKS WANT TO SEE THE CITY ADDRESS ROADS NOW.
IN THIS CASE, MAYBE IT MAY NOT BE NECESSARILY THE CONDITION OF THE ROADS.
AGAIN, GOING BACK TO THE BOND ISSUANCE, IT MIGHT BE ADDITIONAL CAPACITY FOR ROADS OR OTHER OPPORTUNITIES FOR EAST-WEST ROADS INFRASTRUCTURE AGAIN, A VERY HIGH PRIORITY FOR FOLKS. OK, RECAP OF NO WORKSHOP, NO ONE.
ROUGHLY 50 TO ATTENDEES, WE DISCUSS THE ISSUES AND I'M GOING TO GO THROUGH EACH ONE OF THOSE HERE IN A MINUTE.
AND WE HAD A FEW IN-PERSON STAKEHOLDER ENGAGEMENTS THAT WE ACTUALLY WERE ABLE TO REPLICATE ONLINE AS WELL.
SO WE WE DID A HYBRID WORKSHOP FOR EACH ONE OF THESE MEETINGS.
WE LOOKED AT WHERE FOLKS WANTED TO SEE A CITY CENTER, SO WE GAVE THEM DOTS AND THEY SHOWED US ON THE MAP, WHAT KIND OF HOUSING SHOULD WE BE LOOKING AT? WHAT TYPES OF WHETHER IT BE SINGLE FAMILY TOWNHOMES, APARTMENTS? AND THEN WE PLAYED THE INFRASTRUCTURE GAME AGAIN, OR, YOU KNOW, WHERE SHOULD WE BE PUTTING OUR MONEY IF WE WERE THE CITY MANAGER, THE MAYOR OF THE CITY, WHERE SHOULD WE BE SPENDING OUR OUR DOLLARS? SO WE PLAYED THOSE GAMES.
THESE ARE THE ISSUES. SO AGAIN, AS I WAS MENTIONING, WE WE HAD SOME INFORMATION THROUGH OUR STAKEHOLDER INPUT.
THESE ARE THE THINGS THAT WE WE THE THEMES THAT STARTED TO POP UP.
SO IDENTITY OF THE CITY, UTILITIES, STORMWATER MANAGEMENT, ROADS, THE COMPOUND LACK OF A DOWNTOWN. THE MIXTURE OR LACK OF MIXTURE OF HOUSING TYPES.
AND THEN MIXED USE DEVELOPMENT, SO THOSE WERE THE THE BIG ISSUES THAT WE STARTED TO SEE COMING OUT OF THE STAKEHOLDER WORKSHOPS.
THESE ARE THE ITEMS THAT WE DISCUSSED THE FIRST WORKSHOP.
A RECAP OF WORKSHOP NUMBER TWO, WE HAD THIS.
OF COURSE, THIS OCCURRED AT THE HEIGHT OF THE DELTA VARIANT SPIKE, SO WE HAD RELATIVELY LOW ATTENDANCE, WHICH WASN'T WASN'T IDEAL, BUT WE HAD GOOD, GOOD ATTENDANCE.
SO WHAT WE WHAT WE DID FOR WORKSHOP TWO IS WE STARTED TO TALK ABOUT THE THEMES THAT WE'RE SEEING. AND WITH THOSE THEMES, WHAT WERE SOME OF THE POTENTIAL STRATEGIES THAT WE COULD ADDRESS THE ISSUES THAT WE'RE STARTING TO SEE? WE TOOK THEM THROUGH A KNEE ENGAGEMENT, SO WE DID A POLL EVERYWHERE.
SO INSTEAD OF AN ACTUAL HANDS ON EXERCISE, IT WAS A VIRTUAL EXERCISE.
BUT THEY GOT TO DO IT HERE IN PERSON.
AND I'LL SHOW YOU THE RESULTS HERE JUST A MOMENT.
BUT IT WAS QUITE FRUITFUL DISCUSSION.
EVEN THOUGH WE DIDN'T GET TO GET UP CLOSE TO EACH OTHER, IT WAS STILL PRETTY FRUITFUL.
SO WHAT ARE WE STARTING, WHAT ARE THE THEMES THAT WE'RE STARTING TO SEE WITH ALL OF THIS ENGAGEMENT? NOW WE HAVE PLACE MAKING AN IDENTITY OF THE CITY NUMBER ONE.
AND I THINK THAT THE REASON WHY IT'S NUMBER ONE IS REALLY BECAUSE IT WAS THE FIRST SUBJECT THAT REALLY KIND OF HIT US WHEN WE FIRST STARTED TALKING WITH THE STAKEHOLDERS.
HOUSING DIVERSITY AGAIN, THAT WAS A EARLY ON.
IT WAS AN ISSUE THAT FOLKS STARTED TO DISCUSS, AND I'LL TALK ABOUT IT HERE IN A MINUTE, BUT IT'S REALLY THE FULL SPECTRUM OF OF HOUSING.
CITY IMPROVEMENTS AND INVESTMENTS, ADVANCING EQUITY, ECONOMIC DEVELOPMENTS, THOSE ARE THE OF THE BIG, BROAD TOPIC AREAS.
SO FROM A PLACE MAKING AN IDENTITY, WHAT WERE THE ISSUES?
[00:20:03]
WE DON'T HAVE A DOWNTOWN, SO WE'RE KIND OF LACKING THIS DESTINATION, THIS UNIQUE PLACE THAT IS PALM BAY.UM. LITTLE TO NO ENTERTAINMENT VENUES, SO AGAIN, NOT HAVING THIS DESTINATION LACKING A QUINTESSENTIAL, HEY, I'M GOING TO PALM BAY FOR THE JAZZ FEST AND IT'S GOING TO BE IN DOWNTOWN AND WE'RE SO WE'RE KIND OF MISSING THAT.
NOW, THAT'S NOT YOUR FAULT, YOU KNOW, THIS IS KIND OF THE HAND THAT WE WERE DEALT WITH, THE WAY THAT THIS WAS ORIGINALLY PLANNED AS A CITY, SO WE'RE TRYING TO RIGHT THOSE WRONGS, THE PERCEIVED NEGATIVE IMAGE OF THE CITY.
SO AND MOST OF THAT'S EXTERNAL.
NOW THERE ARE SOME THINGS THAT HAVE OCCURRED IN THE PAST HERE THAT WE'RE STILL TRYING TO OVERCOME, WHICH IS NOT INSURMOUNTABLE.
IT'S JUST IT'S IT IS WHAT IT IS.
SO WE'RE GOING TO PUSH PAST IT AND WE'RE GOING TO BE POSITIVE ABOUT IT.
AND THAT'S THAT'S WHAT WE TALKED ABOUT AGAIN, IS CREATING THIS POSITIVE PR, WHICH WE'RE DOING. WE'RE ALREADY DOING.
WE'RE ALREADY HEARING REALLY GOOD THINGS.
SO STEP IN THE RIGHT DIRECTION.
UM, LAND DEVELOPMENT REGULATIONS, SO RIGHT NOW, WE'RE STILL KIND OF OPERATING ON A SUBURBAN STYLE OF LAND DEVELOPMENT.
WE'RE STARTING TO SEE A MARKET FOR MIXED USE.
WE'RE SEEING FOLKS WANTING TO DEVELOP A MORE URBAN PRODUCT.
SO THAT MEANS WE NEED A LAND DEVELOPMENT CODE THAT CAN HANDLE THAT.
SO RIGHT NOW, WE'RE DOESN'T REALLY HANDLE WHAT THE MARKET DICTATES RIGHT NOW.
AND THEN THE COMPOUND, THE COMPOUND, AS WE KNOW, IS IT'S A TOUGH ISSUE.
IT'S A AN AREA WHERE THERE'S, YOU KNOW, PERCEIVED LAWLESSNESS, IF YOU WILL.
THERE FOLKS HAVE BEEN GETTING HURT OUT THERE.
THERE ARE A LOT OF ISSUES, BUT I THINK IF WE CAN DEVELOP A STRATEGIC PLAN TO ADDRESS THOSE ISSUES, I THINK WE CAN OVERCOME WHAT'S GOING ON OUT IN THE COMPOUND AND EVENTUALLY MAKE IT AN ASSET RATHER THAN A DETRIMENT.
AND THIS IS JUST A KIND OF A LIST OF THINGS THAT WE DISCUSSED AS POTENTIAL STRATEGIES, AGAIN, FOCUS ON CREATING THAT DOWNTOWN, IDENTIFY THAT LOCATION, YOU KNOW, WE HAVE THE CRA RIGHT NOW. THAT'S ONE AREA THAT WE'VE LOOKED AT.
THERE'S THE EMERALD LAKES DEVELOPMENT.
THAT WAS SOMETHING THAT WAS DISCUSSED AS WELL.
LET'S CAPITALIZE ON THAT WATERFRONT.
WE HAVE TURKEY CREEK, WE HAVE PALM BAY, WE HAVE A BEAUTIFUL LOCATION RIGHT THERE.
LET'S MAKE SURE WE CAPITALIZE ON THAT, NOT JUST FROM A LAND USE STANDPOINT, BUT ALSO FROM A RECREATIONAL STANDPOINT.
SO MULTIPLE WAYS TO ADDRESS THAT.
AND THEN, AS I MENTIONED, LAND DEVELOPMENT CODE, A LOT OF A LOT OF COMMUNITIES ARE LOOKING AT DOING FORM BASED CODES.
THAT'S KIND OF A A MORE NUANCED LAND DEVELOPMENT PROCESS WHERE WE'RE LOOKING AT FORM RATHER THAN LAND USE NECESSARILY, AND IT'S FOCUSING ON URBAN AND WALKABILITY RATHER THAN KIND OF THAT SUBURBAN MODEL.
THIS WAS INTERESTING, THIS IS ANOTHER THING THAT CAME UP AS FROM THE STAKEHOLDERS CREATING KIND OF ACCOUNT AN ACCOUNTABILITY SYSTEM FOR THE COMPREHENSIVE PLAN OR WHETHER IT BE INITIATIVES OF THE CITY MAKING IT VERY TRANSPARENT THAT WE HAVE GOALS SET ASIDE IN THE COMPREHENSIVE PLAN AND SHOWING MAYBE, MAYBE WE SHOW WITH A BAR SHOWING WHERE WE'RE AT IN TERMS OF PROGRESS.
SO WE'RE 30 PERCENT COMPLETE WITH THIS GOAL TO ACHIEVE GREATER MIX OF HOUSING DIVERSITY. UM.
SO AGAIN, MAKING IT MORE TRANSPARENT AND ESTABLISHING MORE ACCOUNTABILITY FOR GETTING THINGS ACCOMPLISHED.
AND THEN, AS I MENTIONED BEFORE, ESTABLISHING THAT NEW POSITIVE IMAGE, AND THAT'S REALLY, YOU KNOW, IT'S EVERYBODY HERE.
IT'S, YOU KNOW, MAKING SURE WE CAPITALIZE ON ON THINGS THAT WE'VE DONE WELL.
SO IF WE'VE WE'VE DONE SOMETHING GREAT IN THE COMMUNITY, LET'S MAKE SURE FOLKS KNOW ABOUT IT INSTEAD OF, YOU KNOW, HEY, WE'VE GOT A BIG WIN AND WE'RE JUST MOVING ON.
LET'S MAKE SURE YOU KNOW THE COMMUNITY KNOWS ABOUT IT.
IN THE BROADER COMMUNITY, REALLY, WE'RE LOOKING AT THE REGION HERE.
UM, SO THIS IS WE'VE JUST GOT A COUPLE SNIPPETS FROM FOLKS THAT HAVE OFFERED COMMENTS.
[00:25:03]
THESE CAME OUT OF THE WEBSITE.READ THOSE OVER AGAIN, FOLKS TALKING ABOUT DEVELOPMENT CODE ENFORCEMENT.
THESE ARE ISSUES THAT ARE COMING UP HERE IN THE COMMUNITY.
SO NOT ONLY DID FOLKS MENTION THAT WE HAVE A LACK OF AFFORDABLE HOUSING, THERE'S ALSO NOT REALLY THE HIGH END HOUSING.
OR THE MIDDLE HOUSING, SO WE'RE KIND OF MISSING OUT ON AFFORDABLE HOUSING.
THAT MISSING MIDDLE OR TOWNHOMES IS USUALLY WHAT WE REFER TO AS THE MIDDLE PART OF THE SPECTRUM. AND THEN HIGH END HOMES.
SO WHEN YOU'RE RECRUITING THESE BIG TIME FIRMS TO OPEN THEIR HEADQUARTERS HERE IN PALM BAY, YOU KNOW THEY NEED EXECUTIVE HOUSING.
AND SO THAT THAT'S THE FEEDBACK THAT WE'VE HEARD FROM FOLKS.
AND PREDOMINANTLY, YOU HAVE SINGLE FAMILY THAT'S YOU DO HAVE OTHER.
I'M, YOU KNOW, I'M GENERALIZING, BUT MOST OF YOUR HOUSING STOCK IS IS SINGLE FAMILY.
NOW WE'VE WE'VE WE'VE ADDED THAT INTO THE HOUSING ISSUE, BUT IT'S REALLY A MUCH BROADER ISSUE, OF COURSE, BUT IT IS SOMETHING THAT WE CAN ADDRESS IN THE COMPREHENSIVE PLAN.
SO AGAIN, HOMELESSNESS IS AN ISSUE THAT, YOU KNOW, WE'RE WE'RE DEALING WITH IT IN MY COMMUNITY. IT'S A SIGNIFICANT ISSUE.
SO AGAIN, IT'S IT'S A BIT BROADER THAN JUST HAVING HOMES AVAILABLE.
YOU KNOW, IT'S IT'S IT'S A BROADER SOCIAL ISSUE.
SO AGAIN, WANTED TO BRING THAT UP.
OK, SO WHAT DO WE WHAT DO WE DO TO ADDRESS HOUSING DIVERSITY, WE REALLY NEED TO LOOK AT THE FUTURE LAND USE CATEGORIES TO UNDERSTAND WHAT WE'RE ALLOWING TODAY IN THOSE FUTURE LAND USE CATEGORIES ON THE FUTURE LAND USE MAP, MAKE SURE THOSE DENSITIES MAKE SENSE AS IF WE'RE STILL ALLOWING SUBURBAN DENSITIES.
WE'RE NEVER REALLY GOING TO GET TO THE DESIRED URBAN FORM THAT WE TALKED ABOUT.
AGAIN, THE MISSING MIDDLE, LET'S MAKE IT EASIER FOR FOLKS TO STEP UP OR TO GET INTO THE HOUSING MARKET. WE WE DISCUSSED LIVE WORK UNITS.
I DON'T KNOW IF YOU'RE FAMILIAR WITH THAT CONCEPT.
SO IT'S ESSENTIALLY A RETAIL SPACE ON THE BOTTOM IN A RESIDENTIAL SPACE ABOVE.
THOSE ARE COMING BACK BIG TIME.
I, YOU KNOW, WE WE TALK ABOUT THEM A LOT 10 YEARS AGO AND JUST SEEMED LIKE THEY WENT AWAY. THERE WAS NO MARKET FOR THEM, BUT NOW THEY'RE BACK ESSENTIALLY IN EVERY COMMUNITY THAT I WORK IN. SO IT'S IT'S GREAT TO SEE.
UH, AGAIN, AFFORDABLE HOUSING, THAT'S AN ISSUE THAT WE NEED TO CONNECT WITH OUR REGIONAL PARTNERS OR STATE AND LOCAL PARTNERS TO ENSURE THAT WE'RE PROVIDING OPPORTUNITY FOR AFFORDABLE HOUSING.
ALL RIGHT. HERE'S SOME OF THE PUBLIC INPUT, THIS IS JUST A ONE OF THE BOARDS FROM THE FIRST WORKSHOP.
UM, AND THIS ISN'T RANKED ORDER, BUT MIXED USE DEVELOPMENT, RANKED NUMBER ONE.
AGAIN, KIND OF INTERESTING THAT FOLKS ARE INTERESTED IN SEEING MIXED CHEESE KIND OF GOING BACK TO MAYBE THAT LIVE WORK UNIT.
VERY INTERESTING. SINGLE FAMILY HOMES DID RING SECOND, THOUGH I MIGHT KNOW.
CITY IMPROVEMENTS AND INVESTMENTS.
PROBABLY THE BIGGEST ISSUE THAT WE HAVE DISCUSSED OR SOLVED THROUGH THIS PROCESS IS THE FACT THAT THERE ARE A LOT OF FOLKS THAT AREN'T ON SEWER.
THERE'S A LARGE CHUNK OF THE CITY, SOMETHING WE'VE TALKED ABOUT.
WE NEED TO CONTINUE TO GET FOLKS CONNECTED, WHETHER IT'S THROUGH MANDATORY CONNECTIONS OR IT'S THROUGH A PROCESS OF, YOU KNOW, HELPING FOLKS GET THOSE CONNECTIONS.
NOW WE DIDN'T HAVE SPECIFIC LOCATIONS WHEN WE DISCUSSED WITH FOLKS, BUT THERE WAS SIGNIFICANT CONCERNS WITH DRAINAGE, AND IT PROBABLY HAS TO DO WITH A LOT OF THE OLD ROADS
[00:30:01]
THAT DIDN'T HAVE ADEQUATE DRAINING TO BEGIN WITH.A NEED FOR FOR YOUTH AND SENIOR RECREATION.
SO I THINK THIS IS KIND OF A, YOU KNOW, JUST ENHANCING THE PARK SYSTEM IN GENERAL, I THINK IS WHAT WE WERE HEARING.
HOW DO WE CONTINUE TO ENGAGE THE AGING POPULATION, MAKE SURE THEY'RE TAKEN CARE OF.
WE HAVE TRAFFIC CONGESTION LIKE MANY FLORIDA CITIES.
BUT ARE THERE OPPORTUNITIES, AS I MENTIONED BEFORE, TO CREATE ADDITIONAL ACCESS POINTS AND CONNECTIVITY? SO CAN WE CREATE SOME MORE EAST-WEST OPPORTUNITIES? IS THERE OPPORTUNITIES FOR PROVIDING MORE CAPACITY ON CERTAIN ROADS? WE HAVE THE ST. JOHN'S HERITAGE PARKWAY.
IS THERE SOMETHING THAT WE SHOULD BE DOING TO TIE INTO THAT TO ALLEVIATE SOME OF THESE TRAFFIC CONCERNS? I THINK THERE ARE. BUT AGAIN, THAT WOULD HAVE TO BE STUDIED AS WE CONTINUE TO LOOK AT THE IMPACTS OF THE PARKWAY.
AND THEN LIMITED PEDESTRIAN CONNECTIVITY NOW THIS IS SOMETHING A LOT OF A LOT OF THESE ISSUES STEM FROM SOME OF THE CANALS THROUGHOUT THE CITY WHERE YOU'VE GOT, YOU KNOW, A LOT OF THESE BRIDGES THAT MAY NOT HAVE THE ABILITY TO TO INCLUDE PEDESTRIAN FACILITIES.
SO THERE'S A. THERE ARE SOME MISSING OPPORTUNITIES, THINGS THAT WE CAN LOOK AT IN THE FUTURE. AND I TOUCHED ON THIS ALREADY, I THINK IN TERMS OF LOOKING AT THE HERITAGE PARKWAY LAND USE STUDY WOULD BE SOMETHING THAT I KNOW WE'VE LOOKED AT KIND OF THE DIFFERENT TRANSPORTATION IMPACTS.
THERE'S THE SCENARIOS THAT WERE PREPARED BY THE MPO, BUT I THINK THESE LAND USE STUDY WOULD BE A GOOD WAY TO SEE WHAT COULD BE DONE IN AND AROUND THE HERITAGE PARKWAY AND THEN CREATING A BIKE CONNECTIVITY OR MOBILITY PLAN OR MASTER PLAN SO THAT WE CAN START TO CAPITALIZE ON THOSE MS. CONNECTIONS. AND THIS IS ACTUALLY A HANDS ON EXERCISE THAT WE DID AT THE FIRST WORKSHOP.
SO WE ASKED FOLKS TO GIVE US THEIR IDEAS ON WHAT THEIR PRIORITIES WERE.
AN INTERESTING, INTERESTINGLY ENOUGH, ARTS AND CULTURE WAS NUMBER ONE.
SO. THAT WAS NOT SOMETHING THAT CAME UP ALL THAT OFTEN, BUT HERE AT THE FIRST WORKSHOP, WE GOT THAT AND THEN ROAD IMPROVEMENTS CAME IN AT SECOND AGAIN, SO AGAIN, STARTING TO SEE SOME TRENDS HERE.
SO WE HEARD ABOUT INCOMPATIBLE LAND USES IN RESIDENTIAL NEIGHBORHOODS.
THE FACT THAT THIS IS A VERY DIVERSE COMMUNITY AND IT NEEDS TO BE REFLECTED IN THE INFORMATION IN THE PLANS THAT WE DEVELOP.
WE NEED TO ADDRESS ECONOMIC DISPARITIES.
OF. THESE ARE AGAIN, THESE ARE KIND OF BROAD SOCIAL ISSUES, BUT IN THE COMPREHENSIVE PLAN, THERE ARE WAYS TO ADDRESS THIS.
AND THEN THERE IS A SYNERGY BETWEEN EQUITY AND SUSTAINABILITY.
WE UNDERSTAND YOU'VE GOT THE SUSTAINABILITY ACTION PLAN UNDER DEVELOPMENT OR PLAN ON OPERATING SUSTAINABILITY, INCORPORATING EQUITY INTO THE PLAN.
THIS IS SOMETHING THAT'S NOT REQUIRED BY THE STATE.
THIS IS CERTAINLY COMPLETELY OPTIONAL FOR THE CITY TO DO, AND IT'S ACTUALLY SOMETHING THAT MANY COMMUNITIES ARE DOING RIGHT NOW.
SO ADVANCING EQUITY AND ESSENTIALLY EVERYTHING THAT WE'RE TALKING ABOUT IN THE COMPREHENSIVE PLAN AND THEN ADDING THE SUSTAINABILITY ACTION PLAN AS WELL.
SO YOU KIND OF INTEGRATE THOSE THINGS IN A SIMILAR FASHION.
A QUOTE FROM SOMEBODY FROM THE.
SOCIAL PINPOINT WEBSITE, THIS IS A SUGGESTION OF POTENTIALLY PARTNERING WITH THE FIT.
OUT DEVELOPMENT, THIS WAS ANOTHER BIG TOPIC AREA.
OF THE CITY OF PALM BAY, BECAUSE AGAIN, IT'S IT WAS DEVELOPED MORE AS A SUBDIVISION AND
[00:35:05]
KIND OF GREW FROM THERE, BECAME MORE OF A BEDROOM COMMUNITY.SO WE DON'T HAVE AS MANY JOBS HERE.
PALM BAY AS WE DO SAY IN MELBOURNE OR WEST MELBOURNE, I KNOW THINGS ARE CHANGING, WHICH IS GREAT. SO WE NEED TO CAPITALIZE ON THIS REGIONAL INDUSTRY CLUSTER THAT'S AROUND HERE IN SOUTH BREVARD AND MAKE SURE WE ADVANCE THAT WHICH WE CAN.
WE HAVE THE ABILITY TO DO THAT.
JUST KEEP CONTINUING TO STAY IN THE CONVERSATION WITH ALL THE ECONOMIC DEVELOPMENT ORGANIZATIONS. SO THIS IS THE RIGHT TIME TO BE IN ON THAT DISCUSSION.
AND THEN LOOK AT POTENTIALLY UNDERUTILIZED LANDS, SO I KNOW WE'VE GOT.
UH, SOME LIMITED INDUSTRIAL AREAS ON THE FUTURE LAND USE MAP, THESE ARE THINGS WE'VE TALKED ABOUT INTERNALLY WITH THE PLANNING TEAM.
THOSE ARE GOING TO BE SOME TOUGH QUESTIONS TO BE ASKED AND TOUGH THINGS TO TO START TO MOVE AROUND ON THE FUTURE LAND USE MAP.
NOW WE'RE NOT DOING THAT FOR THE VISION, BUT WE'LL WE'LL NEED TO LOOK AT THAT AND STUDY THAT WHEN WE GET TO THE COMPREHENSIVE PLAN UPDATE.
AND THEN WE NEED TO LOOK AT OTHER OPPORTUNITIES, NOT JUST IN INDUSTRIAL BUT OTHER LAND USE CATEGORIES TO ENCOURAGE ECONOMIC DEVELOPMENT OR ENCOURAGE EMPLOYMENT TYPE LAND USES.
SO AGAIN, WE DO HAVE INDUSTRIAL AS AS A LAND USE THAT, YOU KNOW, INCLUDES MANUFACTURING IN THOSE SIMILAR TYPE USES.
BUT ARE THERE OTHER LAND USES THAT WE CAN PUT ON THE MAP THAT AREN'T THAT DON'T CREATE THOSE INCOMPATIBILITIES WITH RESIDENTIAL GAIN GOING BACK TO THAT EQUITY ISSUE? WE WANT TO MAKE SURE WE'RE SENSITIVE TO THAT AS WELL.
AGAIN, I TOUCHED ON ALL OF THOSE I DIDN'T TOUCH ON PROMOTING ECO TOURISM.
IT'S ONE THING THAT IS A BIG ISSUE, ONE THAT I THINK, YOU KNOW, WE'RE ALREADY DOING A GOOD JOB OF, BUT I THINK WE CAN WE CAN DO IT EVEN BETTER.
IT'S GREAT. THAT'S SOMETHING WE WE DEFINITELY CAN CAPITALIZE ON.
UH, CREATING ECONOMIC DEVELOPMENT OPPORTUNITIES AT THE COMPOUND.
NOW THAT WOULD TAKE AGAIN, AS I MENTIONED, SOME SORT OF STRATEGIC PLAN TO ADDRESS COMPOUND BECAUSE RIGHT NOW IT'S IT'S ESSENTIALLY A PLOTTED SUBDIVISION WITH THOUSANDS OF OWNERS. AGAIN, A BIG STICKY WICKET.
BUT I THINK WE CAN WE CAN COME UP WITH A PLAN.
NOW AGAIN, THAT PROBABLY WOULDN'T BE DEVELOPED IN THE COMPREHENSIVE PLAN.
THAT'S PROBABLY GOING TO BE A DIFFERENT PLAN, BUT SOMETHING THAT WE WOULD RECOMMEND IN YOUR COMPREHENSIVE PLAN TO START TO ADDRESS.
UM, HERE'S A QUOTE FROM FOLKS RELATED TO ECONOMIC DEVELOPMENT, AND THIS IS ENCOURAGE INCUBATION FOR THE SUCCESS OF SMALL BUSINESSES.
PART AND PARCEL WITH ECONOMIC DEVELOPMENT, I KNOW UCF IS A AS A HUGE INCUBATION PROGRAM, I DON'T I'M NOT FAMILIAR WITH THE GROUPS THAT DO INCUBATION HERE IN BREVARD COUNTY, BUT I KNOW UCF IS KIND OF ALL OVER CENTRAL FLORIDA.
BUT YES, INCUBATION HAS BEEN QUITE SUCCESSFUL HERE AND IN CENTRAL FLORIDA.
SO HERE WE GO, HERE'S THE POLL EVERYWHERE RESULTS, THIS IS THIS WAS COOL, SO WE DID A SERIES OF THREE POLLS AND UNDER EACH TOPIC AREA AND GAVE FOLKS THE OPPORTUNITY TO GIVE US THEIR FEEDBACK IN AN OPEN ENDED QUESTION.
SO HERE'S ANOTHER WORD, CLOUD.
WE ASKED FOLKS WHAT THEIR THEIR ONE WORD TO DESCRIBE THE FAVORITE THING ABOUT PALM BAY AND AN OPPORTUNITY AND PEOPLE WERE THE TWO.
THE TWO WORDS THAT CAME OUT FROM THAT NOW, WE DIDN'T HAVE A LOT OF FOLKS ENGAGED ON THIS PARTICULAR POLL, BUT STILL OPPORTUNITY PEOPLE DID SHINE THROUGH, SO IT'S INTERESTING.
OF. WHEN IT CAME TO PLACE MAKING AN IDENTITY, WE GAVE FOLKS THE OPPORTUNITY TO LIST KIND OF RANK THEIR PRIORITIES IN TERMS OF THE ISSUES THAT WE IDENTIFIED UNDER THAT PARTICULAR
[00:40:07]
THEME AND CREATE A DOWNTOWN AGAIN BECAME NUMBER ONE.SO. OF THIS KIND OF AGAIN CONFIRMS WHAT WE WERE HEARING BEFORE.
UM, AND THEN WE WE HAVE SOME QUOTES HERE FROM FOLKS.
AGAIN, WE GAVE THEM AN OPPORTUNITY TO GIVE US A RESPONSE, YOU KNOW? TELL US WHAT WHAT YOUR THOUGHTS ARE, SO CAPITALIZE ON DOWNTOWN ENTERTAINMENT, DISTRICT AND ART AND CULTURAL CENTER BUILD AN OUTDOOR AMPHITHEATER.
OF. DOUBLE IT AS A PARK AND A DOG PARK, INCREASE DENSITY AND HEIGHT AND FOCUS LOCATION, SUZANNE INCENTIVIZE SMART DEVELOPMENT.
ALL VERY, VERY GOOD SUGGESTIONS.
SO ON THE IMPROVEMENTS AND INVESTMENT SIDE, CITY INFRASTRUCTURE WAS THE NUMBER ONE TOPIC, FOLLOWED BY BIKE PEDESTRIAN CONNECTIVITY MASTERPLAN.
AGAIN, REINFORCES WHAT WE WERE HEARING EARLIER, FOLKS MENTION THAT THEY WANT TO SEE MANDATORY WATER AND SEWER CONNECTIONS, SIDEWALKS FOR WALKING AND BIKING, MORE POCKET PARKS, SO MORE SMALLER PARKS THROUGHOUT TOWN RATHER THAN BIG, HUGE PARKS AND, YOU KNOW, SINGLE LOCATIONS.
AND THEN. MAKE PALM BAY MORE WALKABLE, ADD MORE TREES.
ABSOLUTELY. AND HERE ARE SOME MORE COMMENTS THIS IS FROM FROM THE EQUITY THEME IN CINNABONS AFFORDABLE HOUSING.
ABSOLUTELY. I THINK THERE'S SOMETHING IN THE WORKS.
I KNOW JOHN HAD MENTIONED SOME THINGS THAT WERE IN DEVELOPMENT, BUT YES, ABSOLUTELY INCENTIVIZE AFFORDABLE HOUSING.
MAKE IT EASIER FOR A DEVELOPER TO MAKE THAT DECISION.
UM, AND THEN WE NEED TO PARTNER WITH THE COUNTY.
ABSOLUTELY. THESE ARE THINGS THAT PROBABLY MORE THAN LIKELY ARE BEING DONE IN THE ECONOMIC DEVELOPMENT WORLD.
YOU USUALLY CONNECTED WITH MULTIPLE ORGANIZATIONS.
HMM. FROM THE AGAIN, THAT ACTUALLY CAME UP UNDER THE EQUITY SLIDE, BUT FROM THE ECONOMIC DEVELOPMENT SIDE, INCENTIVES FOR BUSINESSES TO RELOCATE, AND I'M SURE THERE ARE PROBABLY SOME INCENTIVES OUT THERE FOR BUSINESSES TO RELOCATE.
INCREASE INDUSTRIAL USES, MIXED USE ZONING AND LAND USES.
ABSOLUTELY. ENGAGE A MARKETING COMPANY TO SEEK OUT BUSINESSES, AND MAYBE YOU ENGAGE THAT MARKETING COMPANY TO DEVELOP A BROCHURE OR SOMETHING TO GIVE TO THOSE COMPANIES TO SAY, HEY, THIS IS WHAT PALM BAY IS ALL ABOUT.
AGAIN, CREATE THAT THAT POSITIVE PR.
GENERATE IT YOURSELF, BECAUSE THE FOLKS OUTSIDE OF PALM BAY DON'T CARE ABOUT PALM BAY, RIGHT, SO WE WANT TO MAKE THEM SEE THAT WE CARE, GIVE THEM THE INFORMATION THAT THEY NEED TO KNOW ABOUT PALM BAY.
THE PROJECT WEBSITE, THIS IS JUST A REMINDER IT'S STILL FUNCTIONING, IT'S STILL OPEN, WE STILL WANT TO HEAR FROM FOLKS, WE STILL HAVE THE SURVEY, STILL HAVE THE EXPENDITURE GAME, THE IDEAS WALL AND VOTE.
WE'VE RECENTLY ADDED THE WORKSHOP SUMMARY.
SO IF YOU'VE NOT BEEN ABLE TO PARTICIPATE AND WANTED TO SEE WHAT WHAT WE'VE TALKED ABOUT, PLEASE DOWNLOAD THOSE PDFS.
CERTAINLY LOOKING FOR MORE INPUT.
GETTING BACK TO THE SCHEDULE, SO WE'RE STILL GATHERING PUBLIC INPUT, AS I MENTIONED, WE'LL BE GATHERING IT RIGHT UP UNTIL THE VERY END.
WE'RE IN THE PROCESS OF FINISHING UP EXISTING CONDITIONS AND WHAT WE'RE GOING TO DO IS TAKE WHAT WE HEAR FROM YOU ALL TODAY.
WE'RE GOING TO INCORPORATE THAT INTO KIND OF THIS RUNNING SUMMARY OF PUBLIC ENGAGEMENT, AND THAT'S GOING TO GO INTO DEVELOPING THE VISION PLAN.
SO THE PLAN IS TO HAVE KIND OF THIS SUPPLEMENTAL DOCUMENT THAT HAS ALL THE TECHNICAL INFORMATION. AND THEN THE OTHER DOCUMENTS ARE GOING TO BE THIS VERY NICE, CLEAN LOOKING BROCHURE THAT THAT CLEARLY IDENTIFIES WHAT THE PRIORITIES ARE, WHAT THE VISIONING STUDY, THE RESULTS OF THE VISIONING STUDY, SOMETHING THAT YOU CAN EASILY PULL OUT AND EITHER
[00:45:03]
HANG ON YOUR WALL OR HAND TO SOMEBODY WHO'S COMING TO THE COMMUNITY AND SAY, THIS IS WHAT WE WANT TO SEE HERE IN PALM BAY IN THE FUTURE.THAT'S THE PLAN. BUT OF COURSE, WE STILL HAVE OUR NEXT WORKSHOP, WHICH IS NEXT MONTH.
WE'VE GOT A FEW MORE WEEKS TILL THAT AND THEN FINISHING UP IN FEBRUARY, AS I MENTIONED.
THIS IS FOR YOU TO LAY IT ON US.
WHAT ELSE HAVE YOU BEEN HEARING? ARE WE HEADED IN THE RIGHT DIRECTION? THE DEPUTY MAYOR, JOHNSON.
GO AHEAD. WELL, FIRST OFF, THANK YOU, SIR.
THANK YOU, MAYOR. I'VE BEEN CHOMPING AT THE BIT BECAUSE I'VE BEEN WAITING FOR THIS FOR A WHILE NOW. AWESOME.
I'M EXCITED TO SEE THAT WE'RE HERE.
I HAVE A LIST OF I'VE BEEN WRITING TAKING NOTES THIS WHOLE TIME.
I HAVE A LIST. THE FIRST THING I WANT TO ASK.
I DON'T KNOW IF THIS IS MORE SO FOR YOURSELF OR STAFF, BUT LIKE YOU SAID, IT'S BEEN 20 YEARS AND THE ONLY REASON WHY WE GOT THE BALL ROLLING WAS BACK IN 2019.
I BROUGHT IT UP DURING COUNCIL REPORTS AND THEN WE GOT IT MOVING FROM THERE WHERE WE MAY NOT BE HERE IN 10 YEARS.
YOU KNOW, STAFF MAY. I WANT STAFF TO BE THE SAME, BUT STAFF MAY NOT BE HERE.
BUT WHAT I WANT TO MAKE SURE IS THAT 10 YEARS FROM NOW, THERE'S AN UPDATE OR FIVE YEARS.
YOU KNOW, I WANT TO MAKE SURE EVERYTHING'S DONE THE WAY IT'S SUPPOSED TO BE.
SO WE DON'T HAVE ANOTHER HICCUP IN 20 YEARS DOWN THE LINE.
SO IS IT POLICY WISE? WE NEED TO DO SOMETHING OR IMPLEMENT SOMETHING OR OR IT'S WISE TO MAKE SURE THAT WE STICK TO THE TEE OF EVERY 10 YEARS OR EVERY SO OFTEN WE'RE LOOKING AT.
FOLLOW WHAT I'M GOING TO SAY. ABSOLUTELY.
SO ALREADY BUILT INTO THE STATUTES, YOU'RE SUPPOSED TO LOOK AT YOUR PLAN EVERY SEVEN YEARS. SO THAT'S PART OF THE THE EAR PROCESS THAT WE MENTIONED.
NOW THAT DOESN'T REALLY GET YOU A FULL REVIEW OF EVERYTHING, REALLY.
YOU'RE JUST ADDRESSING THE NEW STATE MANDATES.
BASICALLY, WHAT I WOULD RECOMMEND IS THAT WE CREATE A POLICY IN THE PLAN THAT SAYS WE NEED TO OPEN UP THIS PLAN EVERY FIVE YEARS OR WHATEVER TERM YOU WANT TO PUT ON IT.
AND AND IN THIS CASE, WHAT WE WHAT WE TALK ABOUT FROM A FROM A COMP PLANNING STANDPOINT IS LOOKING AT THE LOCAL CONDITIONS.
SO YOU'VE GOT THE STATE ISSUES THAT YOU'RE DEALING WITH WITH THE STATUTES AND THEN YOU'VE GOT LOCAL CONDITIONS, ISSUES THAT YOU'RE DEALING WITH INTERNALLY HERE IN THE CITY.
THANK YOU, SIR. THAT'S THE NUMBER ONE.
YES, SIR. DEPUTY MAYOR JOHNSON BECAUSE YOU KNOW, THE FIRST THING I WANT TO SAY 20 YEARS WITHOUT A COMPLAINT, THAT'S LIKE A THIRD OF HOW OLD WE ARE.
AND SO YOU WERE RIGHT ON THE MONEY WITH THAT COUNCILMAN THERE.
THERE SHOULD BE A POLICY WITHIN OURSELVES THAT EVERY FIVE YEARS THE COUNTY DOES IT EVERY FIVE YEARS OR EVERY SO OFTEN.
AND THAT'S WHAT WHEN WHEN I WAS AWARE THAT THE CITY WASN'T COMPLYING TO THAT, WE'RE EVER CHANGING, RIGHT? OUR ECONOMY IS CHANGING.
EVERYBODY'S CHANGING ON A CONTINUAL BASIS IN HOW WE GROW.
WHAT WAS INTERESTING TO NOTE ALSO ALL OF THIS WAS THE MANDATORY HOOK.
I SAW THAT AS WELL. NEXT UP REGARDING I'M JUST GOING TO SAY A COMMERCIAL, I'M LOOKING AT THE MAP AND I'M WE DRIVE THESE CITY, DRIVE THESE STREETS ALL THE TIME AND I'M JUST NAMING STREETS THAT I THINK CAN DEFINITELY HAVE A COMMERCIAL IMPACT ON BABCOCK THE SAME WAY TOWARDS MELBOURNE. THEY HAVE COMMERCIAL ON BOTH SIDES.
I THINK ON ONE SIDE THAT WE DO OWN WELL, THAT IS CITY OF PALM BAY.
THE OTHER SIDE IS, YOU KNOW, EITHER GRANT OR MALABAR OR WHATEVER.
BUT I THINK THAT SHOULD BE COMMERCIAL AS WELL AS, YOU KNOW, MORE LONG DOWN MINTON PARTS OF JUPITER AND EMERSON MALABAR.
I WOULD LIKE TO SEE EXPANSION OF COMMERCIAL THERE.
SO THAT WAY WE DON'T HAVE, YOU KNOW, PEOPLE TRYING TO SPOT ZONE IN RESIDENTIAL AREAS.
I THINK THOSE ARE MORE APPROPRIATE AREAS FOR COMMERCIAL.
REGARDING THE COMPOUND, I'VE TALKED TO STAFF AND OTHERS ABOUT IT, BUT I THINK THE BEST ROUTE FOR THAT MIGHT BE LAND ASSEMBLAGE, WHETHER WE GET A BIG TIME TO LAND ASSEMBLAGE.
SO WHETHER WE GET BIG TIME DEVELOPERS TO COME IN AND BUY UP ALL THE LOTS AND DO ALL THE LEGWORK, GETTING THE LOT OWNERS FROM ACROSS THE SEAS, THOSE THAT ARE DECEASED, THE ONES THAT ARE HERE AND MAKE SOMETHING BEAUTIFUL OF IT, BUT WE CAN DEFINITELY ASSIST ALONG THE WAY. NEXT TOPIC, ANNEXATION.
THE REASON ONE OF THE REASONS WHY WE GOT TO BE AS BIG AS WE ARE IS BECAUSE OF PEOPLE ANNEXING INTO THE CITY OF PALM BAY.
[00:50:02]
WE HAD AN OPPORTUNITY WELL PRIOR CITY STAFF AND COUNCIL HAD AN OPPORTUNITY TO GET WHAT IS NOW KNOWN AS HIMIK LANDINGS, AND WE DON'T HAVE THAT.SO. I'M LOOKING AT HOW THAT TIES IN WITH THIS, I'VE ALREADY TALKED TO STAFF ABOUT IT, BUT YOU'RE JUST YOUR TAKE AS WELL.
ANNEXATION IN REGARDS TO BRING IN MORE, YOU KNOW, LAND IN.
I DO KNOW THAT WITH BRINGING MORE LAND AND PEOPLE IN.
YOU ALSO GOT TO PROVIDE MORE SERVICES AS WELL.
SO I UNDERSTAND THAT PART OF IT TOO.
I JUST WANTED TO HEAR YOUR TAKE ON THAT.
I MEAN, MOST CITIES HAVE AN ANNEXATION POLICY.
IF YOU'RE AT A POINT WHERE YOU'RE YOU'RE YOU'RE BUILT OUT AND PALM BAY IS GETTING CLOSE, YOU'RE GETTING CLOSE TO BEING BUILT OUT.
YOU'VE GOT TO LOOK FOR OTHER AREAS OUTSIDE THEIR EXTRATERRITORIAL AREAS BEYOND YOUR CITY BOUNDARIES. AND THAT'S THAT'S SOMETHING THAT CITIES ALL CITIES DO AS THEY LOOK AT AREAS FOR ANNEXATION.
CERTAINLY THAT THAT IS A A GOOD PLANNING TOOL AGAIN FOR FOR GROWTH.
THANK YOU, SIR. AND THEN BACK IN 2019, THE FLORIDA LEGISLATORS, THOSE HOUSE BILLS SEVENTY ONE OH THREE, THEY MADE IT WHERE IF A CITY OR MUNICIPALITY WANT TO DO MANDATORY INCLUSIONARY HOUSING, THEY WOULD HAVE TO FOOT THE BILL.
SO THE ONLY OPTION WE REALLY HAVE, YOU KNOW, SO WE DON'T HAVE TO PAY IS VOLUNTARY INCLUSIONARY HOUSING, WHICH IS WHERE YOU PROVIDE INCENTIVES LIKE DENSITY BONUSES, FLEXIBLE ZONING STANDARDS, FEE WAIVERS.
AND I SAW SOMEBODY ELSE MENTION THAT, YEAH, HEIGHT.
YEAH, HEIGHT THINGS OF THAT NATURE.
I THINK THAT'S SOMETHING THAT WE CAN INCLUDE.
CORRECT ME IF I'M WRONG IN REGARDS TO THE COMPREHENSIVE PLAN OR DOWN THE LINE.
TYPICALLY, YOU WOULDN'T WANT TO DEVELOP THE PROGRAM SPECIFICALLY IN THE PLAN, BUT YOU'D WANT TO MAKE SURE THAT THERE IS A POLICY THAT THE CITY DEVELOP A PROGRAM FOR THAT.
I WOULD JUST RECOMMEND THAT WHEN YOU GO THROUGH THAT PROCESS THAT YOU MAKE SURE IT'S NOT OVERLY COMPLICATED.
I'VE WORKED IN SEVERAL OTHER COMMUNITIES WHERE TO GET A BONUS FOR AFFORDABLE HOUSING OR, YOU KNOW, TO GET INCENTIVES IS IS OVERLY COMPLEX AND IT'S ALMOST IT ALMOST DISCOURAGES AFFORDABLE HOUSING. IT'S GOT THE OPPOSITE EFFECT.
CAUTIONARY TALE OF INCENTIVES FOR AFFORDABLE HOUSING.
OK, I'M ALMOST DONE, I PROMISE.
SO AND THEN THURSDAY AND FRIDAY, WE ACTUALLY HAVE A CONFERENCE FOR LOW IMPACT DEVELOPMENT. IT'S A LOW IMPACT DEVELOPMENT CONFERENCE AND I SEE LOW IMPACT DEVELOPMENT BEING PART OF THE SUSTAINABLE PART OF THIS.
AND WE WE HAD OUR SUSTAINABILITY ACTION PLAN PRESENTED TO US, BUT I THINK THE TWO TIE IN TOGETHER. SO THAT'S ONE THING I JUST WANT TO HIGHLIGHT AS WELL.
AND I THINK IT'S BEST REGARDS TO THE EQUITY COUNCIL, I THINK IS BETTER TO INCORPORATE WITH THE COMMUNITY DEVELOPMENT ADVISORY BOARD.
AND LASTLY, WE CITY PALM BAY HAS AN OPPORTUNITY ZONE WHERE THE OPPORTUNITY ZONE THAT MIGHT BE MORE SO FAR, STATE LEGISLATORS, MAYBE IN THE FUTURE.
OK, OUR OPPORTUNITY ZONES IN THE AREA WHERE IT'S NOT REALLY FEASIBLE.
I GUESS THAT'S THE BEST WORD TO PUT IT SO.
BUT THAT'S SOMETHING WE DON'T ADDRESS THE COMPREHENSIVE PLAN THAT'S JUST FOR.
OK, WELL, WE'LL BRING THAT UP NEXT LEGISLATION.
I'M DONE. OH, WELL, THANK YOU.
YOUR MAYOR IS A FEW THINGS THAT DEPUTY MAYOR TOUCHED ON, A LOT OF GOOD, GOOD ASPECT.
I WANT TO ECHO QUITE A FEW THINGS THAT I'LL START WITH THE THE MANDATORY HOOK UP TO SOME OF OUR UTILITY SERVICES THAT WE CURRENTLY OFFER.
I'VE RECENTLY LEARNED THAT THE STATE OF FLORIDA, CURRENTLY WE HAVE OVER A THOUSAND PEOPLE A DAY CROSSING THE ALL WATERS TO MOVE TO FLORIDA OVER 120 18, OVER ONE HUNDRED AND TWENTY SIX MILLION VISITORS.
SO WHAT THAT MEANS IS THEY, YOU KNOW, THESE ARE ALL PEOPLE THAT ARE, YOU KNOW, I KNOW WE'RE TALKING ABOUT THE THE, YOU KNOW, CEO PALM BAY.
BUT THE FACT OF THE MATTER IS, YOU KNOW, THE RESOURCES ARE INTERCONNECTED, RIGHT, WHEN IT COMES TO WATER AND SOME OF THESE THINGS.
SO I THINK WILL THE FOCUS ON OUR RESOURCES, SUCH AS A WATER TABLE THAT ENSURING THAT IT A WATER TABLE ACROSS THE STATE, IT'S GOING IT'S GETTING LOWER AND LOWER.
[00:55:04]
SO I THINK UTILITY SUCH AS WATER AND SEWER SERVICES, IT'S VERY, VERY IMPORTANT THAT WE LOOKED AT AND LIKE I SAID, YOU KNOW, VISITORS ARE, IT'S GROWING EVERY YEAR.ONE HUNDRED AND TWENTY SIX MILLION NINE THOUSAND MILLIONS IN THE CITY OF FLORIDA.
GRANTED, WE'RE NOT GETTING A BIG CHUNK OF THEM HERE IN PALM BAY.
BUT AGAIN, YOU KNOW, MAYBE ONE DAY, HOPEFULLY.
SO I THINK THAT IS VERY, VERY IMPORTANT.
WHATEVER POLICY OR WHATEVER WE NEED TO PUT IN PLACE, THAT'S SOMETHING THAT'S VERY IMPORTANT FOR US TO, YOU KNOW, YOU KNOW, MANDATORY CONNECTION WOULD PROBABLY BE A GOOD WAY TO TO TO, YOU KNOW, LOOKED INTO THAT AND INCREASING OF ALL OF ALL PLANTS, RIGHT WATER TREATMENTS AND SO ON AND SO FORTH.
SO THAT'S WHY IT'S VERY, VERY IMPORTANT.
IT'S CRITICAL THAT WE LOOKED INTO THIS ASPECT.
THAT'S AN OPPORTUNITY TO TOUCH ON THAT, AND BY ANY MEANS, IT'S IT'S NOBODY'S CURRENTLY SITTING HERE ON THE DESIRES NOR STAFF THAT I WAS VERY SAD TO TO FIND OUT THAT, YOU KNOW, OUR CITY SEWER IS ONLY AVAILABLE TO A VERY SMALL PORTION OF OUR CITY.
WHICH WHEN WILL WE EVER BE ABLE TO ADDRESS THAT? HERE WE ARE, PAVING OVER A HUNDRED OVER A HUNDRED EIGHT HUNDRED MILES OF NEW ROADS. BUT YET WE NEVER ADDRESSED OR SEWER ISSUE WHEN WE'LL EVER WHEN WILL WE EVER ADDRESS THAT? SO TO ME, IT WAS VERY, VERY POOR PLANNING.
YOU KNOW, I KNOW WE'RE NOT GOING BACK INTO WHY WAS NOT THAT BUILT INTO THAT SINCE WE'RE GOING TO THE VOTERS ASKED THEM TO VOTE FOR ONE HUNDRED AND FIFTY MILLION.
LET'S LET'S PAVE EVERY SINGLE INCHES OF ROADS WE HAVE IN THE CITY.
WHY DID WE NOT LOOK AT, YOU KNOW, THE ISSUE OF THE SEWER ISSUE THAT WE HAVE? WELL, I'M AFRAID TO SAY IT.
I MEAN, YOU KNOW, WE PROBABLY WILL NEVER ABLE TO TO REALLY PAY FOR IT.
SO THAT THAT'S THAT'S A DISCUSSION FOR ANOTHER TIME, I GUESS.
I WAS DRIVING TO DRIVING, TAKING MY DAUGHTER TO SCHOOL THIS MORNING.
UM, NORMALLY AMAZON TOOK OVER THAN THEN THAN GOING OVER PALM BAY ROAD, THAT'S MY NORMAL ROUTE. FOR SOME REASON, THE ROAD WAS WAS DETOUR, WHERE I HAD TO GO TO MENTON DOWN TO WEST MELBOURNE. IT TOOK ME FOREVER AND I SAT THERE FOR SOME REASON.
THE LIGHTS WEREN'T COMMUNICATING WITH COMMUNICATING WITH EACH OTHER.
IT'S LIKE I SAT THERE FOREVER.
SO MY GOAL, MY THINKING IS, YOU KNOW, THAT GIVE ME AN OPPORTUNITY TO HAVE THAT CONVERSATION WITH MY DAUGHTER.
AND I EXPLAINED, YOU KNOW, WE ONLY WHAT, 120 PLUS THOUSAND.
WE JUST ABOUT LOW OVER 40 PERCENT BUILT.
WHAT HAPPENED 10 YEARS FROM NOW? IT REALLY CONCERNS ME AND TALKING ABOUT OUR ROAD CAPACITY.
KIND OF LOOK, WHERE CAN WE THAT YOU'RE TALKING ABOUT EAST AND WEST AND SO ON AND SO FORTH? WHERE CAN WE POTENTIALLY EXTEND OR WHERE CAN WE INCREASE? BUT WE DEFINITELY THAT'S SOMETHING WE NEED TO ADDRESS.
AS IT IS NOW, ALL MAJOR CORRIDORS ARE GETTING TO SMALL ALREADY.
ONE NEED JUST A LITTLE OVER 40 PERCENT.
BILL COUNCILMAN FELIX JUST WHAT ARE YOU REFERRING TO WHEN YOU TALK ABOUT TRANSPORTATION, KIND OF LIKE A BELTWAY THAT GOES AROUND THE CITY? WELL, THAT'S ONE.
WELL, THAT'S I THINK THAT'S IMPORTANT.
NOT JUST THAT, THAT'S THE MAJOR PROJECT.
I'M TALKING MORE EVEN HOW CAN WE LOOK FOR OTHER WAYS AND I'M LOOKING AT MR. BARTON, FOR EXAMPLE.
SO IN OSMOSIS COULD BE AN EASY DRIVE THROUGH FROM ONE AND FROM EAST TO WEST GOING OVER ON AN OSMOSIS ON THE OTHER SIDE.
SO THESE ARE SOME OPPORTUNITIES THAT I THINK THAT WE NEED TO LOOK AND SEE.
THIS IS JUST AN OBVIOUS EXAMPLE THAT, YOU KNOW, MANY TIMES I'M DRIVING FROM HOME, SO I HAVE TO LOOP RUN BY THE HIGH SCHOOL ON BAYSIDE BOULEVARD JUST TO GET TO OSMOSIS.
ON THE OTHER SIDE, WHEN I'M LOOKING, I CAN LITERALLY CROSS THE STREET FROM MY HOUSE, BUT MY SUBDIVISION AND AND GO ACROSS COURSE OSMOSIS ACROSS THE STREET FROM MY SUBDIVISION.
[01:00:04]
SO THIS IS JUST AN EXAMPLE.I THINK THERE'S MULTIPLE OPPORTUNITIES WE NEED TO START TAPPING INTO THEM NOW OR DEFINITELY CERTAINLY PUT THEM IN THE PLAN IN THE MASTER PLAN BECAUSE AS YOU TALK ABOUT ROAD CAPACITY, BUT YES, NOW'S THE TIME.
SO AND THEN HOW DO WE TIE INTO THE PARKWAY? IN THE EVENT THAT THE PARKWAY IS BUILT, HOW DO WE ESTABLISH THOSE EAST WEST CONNECTIONS AND THEN REALLY WE'RE LOOKING AT LAND USE, LAND USE AND TRANSPORTATION ARE INTERCONNECTED. SO AS WE START TO DEVELOP MORE OPPORTUNITIES FOR FOLKS TO LIVE AND WORK IN PALM BAY, THEY'RE NOT GOING TO BE LEAVING THE CITY AS MUCH.
SO THAT SHOULD EVENTUALLY ANALYSIS A LONG TERM, YOU KNOW, IN THE NEXT TWENTY TWENTY FIVE YEARS SHOULD HELP TO ALLEVIATE BECAUSE RIGHT NOW YOU HAVE A LOT OF PEOPLE LIVING HERE AND LEAVING HERE DURING THE DAY.
SO THE THERE'S THAT LINKAGE IS IS SOMETHING THAT NEEDS TO BE ADDRESSED, BUT ALSO WE HAVE LIMITED EAST-WEST CONNECTIONS.
I MEAN, THAT'S THAT'S THE OTHER ISSUE.
I MEAN, WE HAVE SEVERAL NORTH SOUTH.
SOME OF THOSE CONNECTIONS THAT YOU MENTIONED, MAYBE WITHIN THESE RESIDENTIAL AREAS, WE NEED TO MAKE SURE THAT THE CONTEXT IS RIGHT.
YOU KNOW, IS THAT ROADWAY GOING TO HAVE, YOU KNOW, A FULL BREADTH OF MULTI MODES? OR IS IT GOING TO HAVE, YOU KNOW, SIDEWALKS, BIKE LANES ON STREET PARKING WHERE WE NEED IT? SO ON AND SO FORTH.
SO THESE ARE THINGS TO THINK ABOUT AS WE'RE WE'RE LOOKING AT ADDITIONAL CORRIDORS IN THE CITY. ABSOLUTELY.
THANK YOU. LASTLY, IS THE TOPIC OF AFFORDABLE HOUSING.
I THINK IT'S REALLY IMPORTANT.
WE ARE VERY EXCITED TO HAVE A MORE OF A MAJOR SCALE PROJECT COMING COMING TO TOWN SOON AND I'M VERY, VERY EXCITED ABOUT.
WE DEFINITELY NEED TO FIND WAYS TO ENCOURAGE MORE OF IT AND REALLY NOT JUST, YOU KNOW, IT'S REALLY A GREAT PROJECT THAT REALLY, TRULY BRING ITS DIGNITY AND SOMEWHERE, YOU KNOW, BEAUTIFUL PROJECT. SO THE MIXTURE IS YOU'RE TALKING ABOUT, IT'S DEFINITELY WE SHOULD BE ENCOURAGED AND.
EXCELLENT. YOU COUNCILMAN FOSTER.
THANK YOU FOR YOUR PRESENTATION.
DID AN EXCELLENT JOB, I WAS FOLLOWING YOU AND TOOK SOME NOTES AND SOME SOME THOUGHTS THAT CAME IN MY HEAD, AND IT BROUGHT ME BACK TO WHY DID I RUN FOR CITY COUNCIL AND WHY DID I MOVE TO PALM BAY AND WHY? AND I'M STILL LIVING IN PALM BAY AND MAKING IT MY PERMANENT RESIDENCE.
UM, THE REASON WHY IS OPPORTUNITY.
AND YOU SHOWED THAT OPPORTUNITY AND.
OF MY BACKGROUND, I LIVED IN SO MANY CITIES, I CAN'T EVEN COUNT.
THROUGHOUT MY LIFETIME BECAUSE OF MY WORK, MILITARY AND LAW ENFORCEMENT.
BUT THE GOVERNMENT BUT AND I'VE SEEN GOOD CITIES AND I'VE SEEN BAD CITIES, I'VE SEEN METROPOLITAN NEW ORLEANS, D.C., DALLAS.
A REAL. ON FAYETTEVILLE, NORTH CAROLINA, I COULD KEEP, YOU KNOW, NAME BALTIMORE, MARYLAND, WASHINGTON, D.C., I CAN NAME A LOT OF THEM, BUT WE HAVE AN OPPORTUNITY IN PALM BAY TO DO SOMETHING GREAT.
WE REALLY DO WE HAVE AN OPPORTUNITY TO DEVELOP A 21ST CENTURY CITY.
WE HAVE AN OPPORTUNITY TO HAVE A GREATLY DIVERSE CITY.
WE HAVE MORE THAN JUST A DOWNTOWN.
IN A LOT OF DOWNTOWNS AND SOME I WOULDN'T GO TO, YOU KNOW, I WOULDN'T, YOU KNOW, SOME SOME CITIES YOU DON'T WANT TO WALK THROUGH DOWNTOWN BECAUSE YOU MIGHT GET YOUR HEAD KNOCKED OFF. SO WE NEED WE NEED A AREA, BUT SOME AREAS ARE VERY ENTERTAINING.
UM, WHEN I THINK OF DOWNTOWN, I THINK OF NEW ORLEANS, I MEAN, DO YOU WANT TO DOWNTOWN LIKE THAT FRENCH QUARTER? YES, GREAT BUSINESS.
BUT IT COMES WITH A LOT OF PROBLEMS. SO WE WANT A WE WANT TO WE SHOULD FOCUS ON IDENTITY.
[01:05:01]
AND THIS WAS BUGS ME THE MOST BEING A COUNCILMAN, BECAUSE I ALWAYS HEAR NEGATIVE THINGS ABOUT PALM BAY.WE GOT SOME OF THE BEST RESIDENTS, SOME OF THE BEST PEOPLE IN BREVARD COUNTY THAT LIVES HERE, BUT.
AND THIS IS SOMETIMES THE MEDIA.
I'M PUTS OUT NEGATIVE THINGS OR WANT TO FEED ON A NEGATIVE STORY, AND WHEN A TIED TO PALM BAY AND MS. PALM BAY RESIDENTS AND PALM BAY GOVERNMENT PALM BAY BUSINESS HAVE TO FIGHT BACK AND CREATE A IDENTITY.
AND I LIKE WHAT YOU SAID ABOUT EQUAL TOURISM.
I THINK THAT'S PART OF OUR IDENTITY.
WE NEED TO BUILD ON THAT WATERFRONT.
PALM BAY, WE NEED TO BUILD ON THAT WATERFRONT AND THE CIA.
WE NEED ENTERTAINMENT OF THE U.S.
ONE. WE NEED TO BUILD ON THAT, AND THAT'S WHY I LIKE TO SEE.
AND REALLY FOCUS ON OUR IDENTITY, A MARKETING COMPANY WILL BE GREAT BECAUSE YOU WANT YOU WANT TO TRACK COMMERCIAL BUSINESS, YOU WANT TO TRACK MANUFACTURE HERE, WE NEED THAT'S ANOTHER ECONOMIC DEVELOPMENT VERY IMPORTANT FOR THE CITY.
IT'S A SHAME THAT YOU LIVE IN PALM BAY, BUT YOU SHOP SOMEWHERE ELSE.
YOU LIVE IN PALM BAY, BUT YOU WORK SOMEWHERE ELSE.
WE HAVE MORE PEOPLE LIVING HERE THAN MELBOURNE.
MELBOURNE HAS MORE BUSINESSES.
YOU CREATE BUSINESS, YOU'VE GOT TO HAVE THE POPULATION, WE HAVE THAT POPULATION AND IS GROWING VASTLY.
YOU SEE ALL THE DEVELOPMENTS THAT'S GOING ON IN THIS CITY.
SO. WE NEED TO HONE ON GETTING A COMMERCIAL CORRIDOR.
UM, FOCUS, AND I LIKE TO SEE BABCOCK.
AND THE REASON WHY I LOOK AT BABCOCK LIKE PALM BAY ROAD.
ONE SIDE IS PALM BAY, THE OTHER SIDE IS MELBOURNE AND WEST MELBOURNE.
THAT'S CRAZY. WELL, CRAZY ABOUT IS THE SIZE THAT MOST OF THE BUSINESS IS ON WEST MELBOURNE AND MELBOURNE.
WELL, I'M A PALM BAY RESIDENT, I WANT TO EAT YOU A PALM BAY RESTAURANT, AND I'M ON THE WRONG SIDE OF THE STREET.
I'M NOT I'M EATING AT THE IHOP AT SENATOR GOLDEN CORRAL OR GOLDEN CORRALS AND PALM BAY, THE IHOP INN IN WEST MELBOURNE AND IS 150 FEET AWAY FROM EACH OTHER.
SO WHEN YOU TALK ABOUT ANDY'S ANNEXATION? I LIKE TO SEE A PLAN THE CITY TO ANNEX ALL OF BABCOCK.
ALL OF BABCOCK FROM MALABAR ROAD, ALL THE WAY TO EMIRATES.
BUT ST. JOHN'S HERITAGE PARKWAY, I'LL BE DOWN THERE, I LIKE TO SEE BOTH SIDES ANNEX.
AND BUILDING BABCOCK AS A COMMERCIAL CORRIDOR.
I MEAN, THE LAST COUNCIL MEETING, WE APPROVED A BUNCH OF HOUSING, A BUNCH OF DEVELOPMENT, AND IT'D BE SAD THAT ALL THE DEVELOPMENTS THAT WE JUST APPROVED LAST MEETING MY FELLOW COUNCIL MEMBERS AND PEOPLE ARE GOING TO SHOP ON THE WRONG SIDE OF BABCOCK ON GRANT CARRIER AND THEY GET ALL THE TAX REVENUE.
AND THE SIDE OF BABCOCK IS NOT IN THERE, BUT WE NEED TO INDEX.
THAT WHOLE. BOTH SIDES OF THE STREET.
WE REALLY DO, BECAUSE I THINK THAT'S THE FUTURE IS GROWTH IS COMING AND WE NEED TO ENACT AND MAKE IT COMMERCIAL.
SOME PEOPLE WON'T LIKE THAT, BUT IF WE DON'T, WE'LL WIND UP WITH ANOTHER MEDINA LANDINGS.
WE'RE GOING TO WIND UP WITH ANOTHER PALM BAY ROAD WHERE HALF THE BUSINESS IS ON THE OTHER SIDE AND WE'RE NOT GETTING THE TAX BASE.
THE REASON I'M TALKING ABOUT TAXES IS BECAUSE WE CANNOT SUSTAIN OUR TAX.
BASE BUY ON THE BACKS OF THE RESIDENTS SINGLE FAMILY HOME, WE GOT TO GROW OUR COMMERCIAL BASE. AND GROWING OUR COMMERCIAL BASE IS BRINGING COMMERCIAL BUSINESS.
OF BIG BUSINESS OR COMMERCIAL BUSINESS AND SUPPORTING OUR SMALL BUSINESS AND HAVE AN IDENTITY TO BRING PEOPLE TO PALM BAY.
JUST AS WE GET JUST AS MANY WELL, NOT JUST AS MANY, BUT WE GET QUITE A FEW LIKE ORANGE
[01:10:03]
COUNTY DOES WE NEED TO? AND COCOA BEACH IS THEY'RE TAKING ADVANTAGE OF IT.WE HAVE A WATERFRONT, WE DON'T HAVE A BEACH, BUT WE HAVE A WATERFRONT.
WE NEED TO FIND A WAY TO TAKE ADVANTAGE OF THAT ENTERTAINMENT, ECOTOURISM.
AND THE LAST THING I'M GOING TO HOP ON.
UM. YOU KNOW, I SERVED A LOT OF YEARS IN THE MILITARY AND.
WE HAVE TO TAKE ADVANTAGE OF OUR SPACE SO THAT U.S.
YEAH, IT WAS THE AIR FORCE, YEAH, THE SPACE FORCE GIVES ME HEART TO SAY THAT I USED TO SAY AN AIR FORCE, BUT THE SPACE WE HAVE A SPACE FOR SPACE FORCE BASE.
SPACE FORCE IS THE FUTURE OF THE MILITARY.
THE SPACE INDUSTRY IS GROWING HERE IN THIS COUNTY.
WE HAVE THE ANNEX RIGHT OFF MINTON ROAD AND WE NEED TO FIND A WAY IN OUR COMP PLAN.
THEY INCLUDE THAT AND WORK WITH THE U.S.
SPACE FORCE, THE DEPARTMENT OF DEFENSE AND AND THE.
FLORIDA NATIONAL GUARD, BECAUSE WHEN YOU HAVE MILITARY IN THE CITY, IT BRINGS ECONOMIC INCOME INTO YOUR CITY.
I DON'T KNOW IF YOU RECALL THIS, BUT WHEN WE DID THE ERE UPDATE WE DID OUT OF POLICY, WE WEREN'T REQUIRED TO BECAUSE THE STATE DOES REQUIRE A LEVEL OF COORDINATION WITH MILITARY INSTALLATIONS IF THEY'RE IN YOUR CITY.
THEY DON'T LIST IT AS A FULL MILITARY INSTALLATION BY STATUTE.
SO WE STILL FELT IT WAS IMPORTANT.
SO WE INCLUDED A POLICY FOR COORDINATING WITH WITH THEM, AND I BELIEVE YOU DO.
IT'S USUALLY QUARTERLY THAT YOU MEET WITH THOSE FOLKS.
SO WHAT WE NEED, WE NEED TO REACH OUT AND DO A GOOD JOB OF DEVELOPING A RELATIONSHIP AND TAKING ADVANTAGE OF THAT BECAUSE WE DO HAVE A LOT OF VETERANS.
WE DIDN'T HAVE THAT. WE HAVE A CLINIC HERE.
IS. I DON'T THINK AND I VISIT THE CLINIC.
I DON'T THINK IT'S GOING AWAY AND I DON'T THINK THAT ANNEX IS GOING AWAY AND.
AND, YOU KNOW, IF THE NATIONAL GUARD DECIDES TO COME AND USE IT.
ON A WEEK, ON A WEEKEND BASIS THAT WOULD BRING IN A LOT OF BEDS AND HOTELS.
AND WE NEED RESTAURANTS WHERE THESE SOLDIERS AND AIRMEN WILL GO AND EAT AND PALM BAY NOT AT HAND AND LANDINGS NOT IN OFF NEW HAVEN AVENUE NEAR THE MALL.
WE NEED THEM TO EAT IN PALM BAY SO OUR BUSINESS COULD FLOURISH.
BUT THESE ARE MY CONCERN AND BABCOCK ROLE IS KEY.
AND IDENTITY IS VERY KEY BECAUSE AS TOURISM, WE NEED TO TAKE ADVANTAGE OF THAT.
THANK YOU. THANK YOU. COUNCILMAN COUNCILMAN FOSTER THE FIRST THING I WANT TO SHARE IS THAT ANNEX IS IS WE'RE PRIVILEGED TO HAVE THAT ANNEX WITH US AND THEY ARE DEVELOPING.
THEN WE DO GET BRIEFED ON THAT AND I'M EXCITED ABOUT THE POSSIBILITIES.
BUT YOU HIT THE NAIL ON THE HEAD.
NORFOLK LANDING IS IN THE CITY OF WEST MELBOURNE.
WE DID HAVE AN OPPORTUNITY YEARS AGO FOR THAT TO BE IN THE CITY OF PALM BAY, AND THAT'S JUST ONE THAT GOT AWAY.
AND SO I AGREE WITH MY COLLEAGUES WE CAN'T LET ANOTHER ONE OF THOSE OPPORTUNITIES JUST GET AWAY FROM US. I DO WANT TO SHARE A FEW THINGS I WANT TO.
I WANT TO. ACTUALLY CONFIRM WHAT DEPUTY MAYOR JOHNSON SAID IN OUR POLICY.
I THINK IT'S ABOUT TIME THAT WE COME UP WITH A POLICY THAT REQUIRES US TO READDRESS THIS EVERY FIVE YEARS.
CERTAINLY, THERE'S A PART OF ME THAT WOULDN'T WANT TO HANDCUFF SOMEONE TO FIVE YEARS, SO I'M WILLING TO GIVE THE LATITUDE FIVE TO SEVEN YEARS.
HOWEVER, WE HAVE TO MAKE SURE THAT THAT'S ADHERED TO SO THAT WE DON'T GET TO A PLACE WHERE WE ARE TODAY.
THEN SECONDLY, I WANT TO SEE MORE OF AN INDUSTRIAL OPPORTUNITY WITHIN OUR CITY LIGHT INDUSTRIAL TO INCLUDE THAT.
THAT'S WHERE OUR MANUFACTURING.
DO YOU WANT TO TALK ABOUT LIVE HERE, WORK HERE? THOSE ARE GREAT OPPORTUNITIES WHEN YOU SPEAK OF MIXED USE.
YOU'RE SPEAKING TO INDIVIDUALS THAT PROBABLY COME FROM CITIES THAT HAVE MIXED USE WHERE
[01:15:03]
YOU HAVE COMMERCIAL ON THE BOTTOM AND AND YOU LIVE ON TOP RIGHT AND WHATEVER THEIR APARTMENT DWELLINGS, TENEMENT BUILDINGS OR OR EVEN PRIVATE HOMES, RIGHT? AT THE SAME TIME, I LIKE TO SEE THAT TECHNOLOGY BASE.THAT'S JUST A FEW FEW MILES AWAY FROM US, AND WE HAVE JEFF BEZOS JUST A FEW MILES AWAY FROM US AND WE HAVE AN OPPORTUNITY.
IF IF THERE COULD BE A WORLD CHANGER TO COME INTO THE COMPOUND AND AND RESTRUCTURE THAT WHOLE AND TURN THAT INTO A COMMERCIAL TYPE OF INDUSTRIAL AND AND TECHNOLOGY BASE, THAT THOSE WOULD BE THE INDIVIDUALS THAT CAN ACTUALLY INVEST IN OUR CITY THAT WAY, RIGHT? SO IF YOU'RE WATCHING, WE'RE OPEN FOR BUSINESS GENTLEMEN, AND I'M SURE YOU HAVE COUNSEL HERE THAT WOULD BE WILLING TO BRING IN THOSE JOBS FOR OUR LOCAL ECONOMY.
IT'S IMPORTANT TO WHEN YOU TALK ABOUT A DOWNTOWN AND THE RIVERFRONT TO HAVE THE OPPORTUNITY TO HAVE AN INVESTOR COME IN AND DO.
A CONVENTION CENTER OF SOME SORT, AND I'M NOT SURE WE'RE EVEN ZONED FOR THAT YET, BUT I JUST I BELIEVE THAT THERE IS AN OPPORTUNITY FOR US TO ALSO INCLUDE.
YOU DID SAY THAT WE'RE ALMOST ALL BUILT OUT, AND I THINK WE'VE GOT SO MUCH MORE SPACE BEFORE WE GET THERE, RIGHT? WE'RE ONLY 40 PERCENT BUILT OUT, BUT I ALSO BELIEVE THAT WE COULD CARVE OUT A PIECE.
WHERE PEOPLE CAN ACTUALLY OWN PROPERTY, WHERE THEY DON'T HAVE TO GO TO GRANT WHERE THAT THEY HAVE THAT OPPORTUNITY TO OWN ACRES AND BUILD ON ON A ON A FRONTAGE WHERE THEY'RE SECLUDED, SO TO SPEAK, KIND OF LIKE AN AGRICULTURAL.
I THINK WHEN YOU TALK ABOUT OUR ECOSYSTEM, WHICH IS CRITICAL TO OUR ECONOMY AS WELL, WE'VE GOT THE BEST BASS FISHING HERE IN THE REGION.
THAT'S WHY BASS PRO CAME TO OUR CITY.
THERE'S A UNIQUE OPPORTUNITY TO CONTINUE TO HAVE THAT AGRICULTURAL TYPE, INDUSTRY OR OPPORTUNITY FOR OTHER RESIDENTS LIKE PALM BAY, PALM BAY OR SHOULDN'T HAVE TO DWELL AND SAY, I WANT TO BUY A TWO ACRE PROPERTY AND THEN HAVE TO GO TO GRANT OR GO TO AN UNINCORPORATED AREA.
SO I'D LIKE TO SEE THAT VISION WITHIN OUR HUGE, HUGE CITY.
BUT INDUSTRIAL TECHNOLOGY BASE THE DOWNTOWN CENTER.
I'M GLAD THAT THE CITY RESIDENTS AGREE WITH THAT.
ALL ALONG, WE HAVE AN OPPORTUNITY WITH OUR RIVERFRONT PROPERTY.
AND I THINK THAT WE'RE GOING IN THAT DIRECTION.
I THINK THIS COUNCIL HAS MADE THAT CLEAR WITH EVEN THE CRA'S IN THE PAST.
SO I'M IN AGREEMENT WITH WHAT OUR COUNCIL IS, IS DIRECTING FROM COUNCILMAN FELIX TALKING ABOUT BECAUSE IN INTELLIGENT TRAFFIC SIGNALS CAN GO SO FAR RIGHT.
AND IT'S IMPORTANT THAT WE MAXIMIZE ON THOSE OPPORTUNITIES.
BUT WE HAVE TO START THINKING AHEAD.
HOW DO WE TRANSPORT FROM A TO B, C TO D BECAUSE WE'RE SO LARGE AND SO THAT SHOULD ALSO BE PART OF THE DISCUSSION.
ABSOLUTELY. AND TO GO BACK TO, YOU KNOW, YOU'RE NOT FULLY BUILT OUT, BUT YOU'VE GOT THE COMPOUND AREA, WHICH IS KIND OF MASKING THAT ISSUE, RIGHT? SO IT'S THIS PLOTTED AREA THAT YOU CAN'T REALLY DO ANYTHING WITH.
SO IN A SENSE THAT THAT UNTIL THAT'S COMPLETELY ADDRESSED, IT'S.
IT'S OFF THE BOOKS FOR RIGHT NOW UNTIL WE CAN REALLY COME UP WITH A PLAN TO ATTACK IT, SO WE'LL GET THERE, BUT THAT'S, YOU KNOW, THAT'S A PRIORITY, CERTAINLY AS PART OF THIS PLAN.
I LIKE THE IDEA OF GETTING ELON MUSK OR JEFF BEZOS OVER HERE TO SEE IF THEY CAN DROP ONE OF THEIR HEADQUARTERS HERE.
THAT WOULD BE GREAT. I'VE BEEN I'VE BEEN DOING THAT AT PODCAST.
I FIGURED I MIGHT AS WELL DO IT HERE AS WELL.
SO THAT'S ALL FOR ME AT THIS POINT.
DO YOU HAVE ANY ADDITIONAL QUESTIONS OF COUNSEL? I DON'T HAVE ANY ADDITIONAL QUESTIONS.
YOU HAVE ANY QUESTIONS FOR ME.
ERIC PALM BAY, FELIX, I THINK THAT I'LL PROBABLY ADDRESS STAFF MORE IF ANYBODY I KNOW WE HAVE A THIRD.
WORKSHOP, RIGHT? WE WE ALL CAN AGREE THAT PARTICIPATION, THAT'S SOMETHING WE COULD DO THE PREVIOUS TO.
WE COULD WE COULD DEFINITELY HAVE MORE PEOPLE TO TAKE PART BECAUSE MY MY CONCERN IS I KNOW WE ADDRESS A LOT AND YOUR PRESENTATION WAS GREAT.
[01:20:03]
JUST ABOUT EVERY ISSUES, EVERY OPPORTUNITIES THAT WE MAY OR MAY NOT HAVE AS A AS A CITY.THEY ALL SOMEWHAT IN SOME SHAPE OR FORM, GOT ADDRESSED IN THE TWO WORKSHOP.
BUT AGAIN, MY CONCERN IS IS IT A TRUE SAMPLE OF OF OF BASED ON OUR POPULATION? ONE HUNDRED AND TWENTY FIVE, WELL OVER ONE HUNDRED AND TWENTY THOUSAND PEOPLE? IS THAT SURELY YOU KNOW, A GOOD SAMPLE, IF I MAY, YOU KNOW TO TO WHAT THE REFLECTION OF WHAT, WHAT WE ARE WORKING WITH RIGHT NOW? HOW CAN WE AS A BODY TO TO ENCOURAGE MORE PARTICIPATION? WHAT CAN WE DO IMMEDIATELY TO SEE, YOU KNOW, HOW WE CAN GET MORE PEOPLE TO PARTICIPATE AND THINK THAT'S IMPORTANT TO DO, ESPECIALLY BEING THE THE THE LAST? IF IT MEANS TO JUST A THOUGHT, IF IT MEANS TO TO TAKE IT OUT.
OUT OF OF OF ALL BUILDINGS, HOW CAN WE GET? SHOULD WE CALL SOME OF OUR WE KNOW WE HAVE A FEW IDEAS WHERE WHERE DO PEOPLE CONGREGATE, CONGREGATE IN OUR CITY? HEY, I KNOW YOU MAY HAVE AN IDEA, I KNOW THE CHURCHES, SOME OF THESE PLACES I'M USING, YOU KNOW, LET'S HOW CAN WE GET THEM? AND THESE ARE FOLKS THAT LIVES IN WORK.
YOU KNOW, NOT THAT, YOU KNOW, CITIZENS OF OUR CITIES, HOW CAN WE GET THERE, THEY'RE THEY'RE HAMPERED. HOW CAN WE INCLUDE THEM BY JUST TAKING IT OUT BECAUSE WE'RE HAVING A HARD TIME, ALL AVERAGE AVERAGE COUNCIL MEETINGS.
IT'S AN EMPTY, EMPTY ROOM, FOR THE MOST PART.
YOU KNOW, BESIDES THOSE TWO GENTLEMEN, THOSE ARE THOSE ARE, YOU KNOW.
BUT BUT BUT HOW CAN WE TAKE TAKE IT OUT TO THE PEOPLE? IF THAT'S WHAT IT TAKES, SO THAT'S JUST A CHALLENGE.
THROW IT OUT THERE, AND THIS IS NOT MY FIRST TIME I'VE MENTIONED THAT, BUT IF WE'RE GOING TO IF TRULY THAT'S WHAT WE NEED THEIR INPUT, LET'S MAKE AN EFFORT TO TO TAKE IT OUT TO THEM. SO I'M GOING TO ALLOW YOU TO TO SPEAK TO THAT AND THEN I'M GOING TO WEIGH IN WITH OUR STAFF, IF YOU DON'T MIND COUNCILMAN.
ABSOLUTELY. SO WE ACTUALLY WHEN WE INITIALLY CREATED THE THE PUBLIC ENGAGEMENT PLAN, WE TALKED ABOUT DOING THREE DIFFERENT LOCATIONS BECAUSE OF TECHNOLOGY ISSUES, BECAUSE WE NEEDED TO KIND OF REPLICATE WHAT WE COULD DO HERE.
WE NEEDED TO DO THAT AT EACH OF THE LOCATIONS.
WE WERE KIND OF HAMSTRUNG BY THAT, UNFORTUNATELY.
SO THAT'S WHY WE ENDED UP DOING IT HERE BECAUSE WE WE'D HAVE THE AUDIO VIDEO AND BECAUSE WE WERE DOING THE HYBRID WORKSHOPS.
BUT IF YOU DECIDE THAT YOU WANT TO DO A DIFFERENT VENUE, I MEAN, WE CAN CERTAINLY LOOK INTO THAT. I'M NOT FAMILIAR OF OF WHERE YOU HAVE THE RV OPPORTUNITIES BECAUSE WE WOULD NEED AV EQUIPMENT AND THEN, OF COURSE, STRONG INTERNET TO MAKE SURE THAT WE'RE GETTING THE HYBRID PORTION OF THE MEETING OUT THE VIRTUAL PORTION SO THAT THAT'S JUST A THOUGHT ON THE VENUES AND THEN FOR PUSHING THE MESSAGE OUT THERE.
YOU KNOW, WE NEED TO MAKE SURE IF YOU SEE THE THE FACEBOOK POST OR THE INSTAGRAM POSTS OR THE TWITTER POST, MAKE SURE WE'RE RETWEETING AND FORWARDING OUT TO DIFFERENT ORGANIZATIONS AND GROUPS AND MAKING SURE PEOPLE ARE GETTING THE BUSINESS CARDS.
I HOPE YOU ALL STILL HAVE SOME OF THOSE BUSINESS CARDS.
I THINK WE HAVE THEM LAYING AROUND SOMEWHERE.
SO JUST MAKE SURE WE START PASSING THOSE AROUND.
IF WE HAVE, YOU KNOW, BULLETIN SPACE NEAR THE FRONT DOOR, MAKE SURE WE HAVE THAT AND, YOU KNOW, ANNOUNCEMENT AND A PROMINENT LOCATION.
THOSE ARE JUST SOME OF THE EASY WAYS, YOU KNOW, IF YOU HAVE THE ABILITY WE DID THE VIDEO, THAT WAS AWESOME. IT'S ON THE WEBSITE.
AGAIN, IT'S JUST TRYING TO DRIVE PEOPLE TO THE SITE SO THAT THEY CAN SEE THAT THERE'S AN EVENT COMING UP, YOU KNOW? IT'S BEEN TOUGH IN THIS PANDEMIC TO GET PEOPLE TO COME OUT.
YOU KNOW, IT'S BEEN IT'S BEEN A CHALLENGE.
WE'VE SEEN THIS ALL OVER THE PLACE, YOU KNOW, AND ALL THE COMMUNITIES WE WORK IN, SO.
AND I'M AT YOUR SERVICE, I'LL DO A VIDEO ALL OVER AGAIN, AND I SHARE THAT WITH STAFF.
BUT HOW DO WE MAXIMIZE THAT RIGHT? COUNCILMAN FELIX. YOU KNOW, DID WE ADVERTISE IN THE NEWSPAPER OR WAS THAT TOO COSTLY? DID WE JUST CONTAIN IT TO JUST SOCIAL MEDIA?
[01:25:02]
BECAUSE COUNCILMAN FELIX DOES HAVE.SOME REALLY GOOD POINTS ON HOW WE COULD MAXIMIZE THAT LAST MEETING.
GET DRUM UP SOME ADDITIONAL ATTENDANCE.
I'M ACTUALLY GOING TO HAVE JOAN KIND OF GO THROUGH SOME OF THE OUTREACH THAT WE DID AND THE LIST OF PEOPLE THAT WE CONTACTED BECAUSE THERE WAS QUITE A BIT OF OUTREACH JUST SO YOU CAN HEAR WHAT WE DID. AND THEN IF YOU HAVE OTHER IDEAS, YOU KNOW, GOING INTO THIS LAST ONE, YOU CAN EXPAND IT ON THAT.
SURE, WE UTILIZED QUITE A BIT OF OF OUTREACH MEDIUMS. WE DID OUR TYPICAL WHICH IS OUR WEBSITE, OUR FACEBOOK, OUR PRESS RELEASES, OUR NEWS ITEM.
WE ASKED THE CHAMBER TO SHARE IT.
WE ASKED OTHER FOLKS TO SHARE IT.
WE DID GET SOME EARNED MEDIA FROM PROVIDE BUSINESS NEWS.
WE PLACED IT IN HOMETOWN NEWS.
I BELIEVE IT WAS PICKED UP BY FLORIDA TODAY, BUT I HAVE TO CONFIRM THAT WITH KEELEY.
WE ALSO DID A PAID ADVERTISEMENT ON SPACE COAST DAILY.
YOU KNOW, WE PUT IT OUT THERE AND ALL THE AVENUES THAT WE CAN.
WE PUT IT OUT IN THE QUARTERLY NEWSLETTER THAT GOES OUT AND IS PLACED AT CERTAIN VENUES.
SO WE WE'VE DONE QUITE A BIT OF SHARING, BUT OBVIOUSLY IF THERE IS ANY OTHER OPPORTUNITY BY ALL MEANS, PLEASE LET US KNOW.
I KIND OF LIKE THAT. YOU WENT THROUGH SPACE COAST DAILY, YOU WENT TO FLORIDA TODAY, PICKED THAT UP SO THAT, YOU KNOW, I HAD NO KNOWLEDGE OF THAT.
ALSO, WE HAD A WHOLE LIST OF EMAIL CONTACTS THAT WE USED.
YOU WANT TO TALK ABOUT THE HOMEOWNERS ASSOCIATIONS.
WE CREATED A MASSIVE DATABASE WITH IT'S AN EXCEL SPREADSHEET AND IT'S GOT MULTIPLE TABS ALONG THE BOTTOM. AND THE TABS ARE ALWAYS EDUCATIONAL INSTITUTIONS, EMPLOYERS, OUR BUSINESSES THAT WE PULLED FROM OUR BUSINESS TAX RECEIPT DATABASE.
NONPROFIT ORGANIZATIONS THAT WE COORDINATE RESOURCE PARTNERS, YOU NAME IT.
SO IT GOES THE LENGTH AND SO WE COULD TARGET AUDIENCES.
AND THAT'S KIND OF HOW WE DROVE PARTICIPATION IN THE STAKEHOLDER WORKSHOPS, DEPENDING ON WHAT THAT PARTICULAR STAKEHOLDER WORKSHOP WAS, WE WOULD KEY IN ON THOSE PARTICULAR TABS.
SO WE'VE GONE TO GREAT LENGTHS TO TRY AND SOLICIT MORE PARTICIPATION, BUT WE COULD CERTAINLY DO MORE.
IT'S THE LANGUAGE MAY BE A LITTLE CONFUSING.
I DON'T KNOW. WHAT WAS USED WAS A COMPREHENSIVE PLAN OR VISION 2020.
BUT THAT'S A THAT'S A MARKETING STRATEGY, RIGHT? THAT'S ENGAGING THE COMMUNITY.
I SAW DEPUTY MAYOR JOHNSON GOING TO THE MIC.
WERE YOU GOING TO WEIGH IN ON SOMETHING, SIR? YES, I WAS GOING TO ASK, I HEARD YOU SAY, AND SHE ALREADY LEFT.
I HEARD YOU SAY. WE ASKED THE CHAMBER TO SHARE.
HAVE THEY SHARED OR WE COULD THEY HAVE? OH, YES, THEY HAVE SHARED.
I DON'T HAVE ANY STATS OR ANYTHING AT THIS POINT.
AND THEN THE ONLY OTHER THING I DON'T THINK CHANGING THE LOCATION WOULD DRUM UP THE NUMBERS WE THINK IT WOULD.
WE'VE DONE IT BEFORE AND IT'S STILL BEEN THE SAME, IF NOT LESS, YOU KNOW? BUT WHAT CAN IS, YOU KNOW, US, WE ARE THE BIGGEST ADVOCATES, YOU KNOW, OF THE CITY.
SO WHEN WE GO TO CHURCH ON SUNDAYS, BRING THE CARTS WITH YOU, SHARE IT ON SOCIAL MEDIA LIKE HE DID OR JUST, YOU KNOW, AND I CAN DO A BETTER JOB BECAUSE EVEN EVEN AT WORK, MOST OF MY CLIENTS LIVE IN PALM BAY AND I'M THINKING ABOUT IT NOW.
I COULD HAVE DONE A BETTER JOB ON THE WAY OUT, LIKE, HEY, HERE'S A CAR AND MAKE SURE YOU SCAN THE CODE AND PLUG IT IN.
THESE ARE THINGS THAT WE CAN DO THAT WE DON'T EVEN THINK ABOUT EVEN STAFF NOT CALLING ALL OUT, BUT JUST, HEY, HONEY, CAN YOU SCAN THIS AND PUT YOUR INPUT IN? I'M NOT GOING TO JUDGE YOU TO JUST PUT IN WHAT YOU WANT, BUT YOU KNOW, BUT THESE ARE THE THINGS THAT WE DON'T THINK OF, YOU KNOW, OR JUST, YOU KNOW, YOUR COWORKERS OR WHATEVER.
LIKE, WE ALL CAN DO A BETTER JOB.
SO, YOU KNOW, JUST US BEING OUR OWN ADVOCATES, I THINK THAT CAN DRUM UP A LOT MORE SUPPORT FOR WHAT COUNCILMAN FELIX AND WHAT THE REST OF THE COUNCIL WANTS UP HERE.
I'M NOT CALLING YOU OUT, BUT I'M CALLING YOU OUT.
THANK YOU, SIR. REALLY APPRECIATE YOUR HARD WORK.
AND WE'RE GOING TO WORK HARD ON GETTING THE COMMUNITY OUT FOR THIS LAST MEETING.
SO I WANTED TO OFFER THE COMMUNITY AN OPPORTUNITY TO SPEAK AT THIS TIME.
SO IS THERE ANYONE THAT WISHES TO SPEAK ON THIS ITEM? MASTER CHIEF. PLEASE STEP FORWARD.
THE BATON 586 OCEAN SPRAY STREET, SOUTHWEST, I'VE GOT A COUPLE OF ITEMS I'D LIKE TO ADDRESS WITH THIS ONE. ONE, IT WOULD BE NICE IF I COULD SEE SOME OF THE DRAFTS.
I KNOW THEY'VE BEEN WORKING ON THIS FOR QUITE A WHILE AND I WAS ABLE TO ATTEND A COUPLE OF THE WORKSHOPS.
I'D LIKE TO SEE WHERE WE WERE IF THERE IS SOME WAY WE CAN REVIEW A DRAFT SOMEHOW, WELL, WHILE IT WAS BEING PRODUCED, BECAUSE THAT'S WHERE WE'RE TRYING TO READ WHERE WE'RE AT, BECAUSE YOU KNOW ME, I HAVE THE 1988.
COMP PLAN THAT I BOUGHT WHEN I MOVED HERE.
AND SO IN 1988, SO EITHER WAY.
SO I LIKE TO HAVE SOMETHING I MAKE I'M COMPARING TO INSTEAD OF JUST SAYING, HERE'S WHERE
[01:30:04]
WE'RE AT, HERE'S WHERE IT IS.WHAT DO I HAVE SOMETHING TO COMPARE TO, WHICH WOULD BE KIND OF NICE.
THE NEXT ITEM WAS UNDER THE ECONOMIC THE ECONOMY ECOLOGY PORTION OF THE COMPREHENSIVE PLAN. BUT I BROUGHT IT UP AT THE COUNCIL MEETING WHERE WE'RE HAVING PLANNED UNIT DEVELOPMENTS THAT ARE HAVE MANDATORY WATER AND SEWER HOOKUP, AND THEY HAVE TO HAVE IT.
BUT EVERY 50 FEET THERE SINKING A WELL, SO THEY HAVE AN A WELL ON EVERY ONE OF THESE LOTS AND THAT JUST THEY'RE DRAWN OUT.
THEY THEY GET THEY AUTOMATICALLY GET A BREAK BECAUSE THEY HAVE WHAT THEY'RE CONSIDERING.
THEY'RE STORING THEIR OWN WATER ON LAND BECAUSE THEY DON'T HAVE TO PAY INTO THE STORMWATER FEE BECAUSE THEY'RE HAVING OR STORING WATER ON LAND.
BUT THEY'RE SINKING SHALLOW WELLS THAT DRAW FROM THE PEOPLE THAT DON'T HAVE CITY WATER OR CITY SEWER AVAILABLE.
SO THEY'RE DRAWING THAT. I THINK THAT'S SOMETHING WE SHOULD BE ABLE TO LOOK AT BECAUSE IT WAS, YOU KNOW, THAT WAS IN THE ORIGINAL COMP PLAN.
THE NEXT ONE WAS AT THE THURSDAY MEETING.
WE'RE GOING TO BE LOOKING AT A EXPANSION FOR LAND LAND BANKING TO THE SOUTH.
I WAS WONDERING IF THAT SENSE ON THE MAP THERE, IF THAT'S GOING TO BE INCLUDED IN THE COMPREHENSIVE PLAN INSTEAD OF JUST THE CITY LIMITS, BECAUSE THAT'S THOUSAND ACRES THAT'S GOING TO BE VOTING IN ON THURSDAY.
IS THAT GOING TO BE PART OF THIS PROGRAM? RIGHT? THE NEXT ITEM WAS.
THERE IN THE CITY OF PALM BAY HAS NO LARGE LAND CONSERVATION AREA OF LAND.
WE HAVE THE COUNTIES AND WE HAVE THE STATES ALL AROUND US, BUT WE DON'T HAVE ANYTHING THAT WE THAT IS THE CITY OF PALM BAY.
IT'S GOING TO BE VERY HARD TO COME UP WITH.
I UNDERSTAND THAT BECAUSE WE'RE ALL SOMEWHAT ALREADY MAPPED OUT.
BUT WHEN YOU START TO SAYING, WELL, WHAT ARE WE DOING? YOU KNOW, IF NEW YORK CAN HAVE A CENTRAL PARK, WHERE'S OUR WHERE'S OUR LAND MASS THAT SAYS SOMETHING ABOUT US? WE HAVE TO GO OUT OF THE CITY OF PALM BAY IN ORDER TO UTILIZE ALL THIS RESOURCES.
THAT IS US. I'M TRYING TO SAY, WHAT DO WE HAVE FOR OUR CONSERVATION OF LAND, RIGHT? THE NEXT ONE IN THE COMPOUND? THIS IS STRICTLY FOR PROPOSAL COMPOUND.
IF WE COULD CONTACT SOME OF THOSE PEOPLE, MAYBE THEY'RE WILLING TO SELL NOW, SO WE COULD HAVE START COMING UP WITH AN OVERALL OBJECTIVE JUST TO JUST TO CONTACT THEM.
AND THE NEXT ONE WAS UNDER ECO TOURS, AND I USED AT THE COUNCILS I ADDRESSED UNDER ECO TOURS, HORSE TRAILS AND PALM BAY, AND I DIDN'T SEE IT ANYWHERE, BUT THAT'S PROBABLY BECAUSE I WAS NOT ON A SMARTPHONE.
AND THERE'S A LOT OF THOUGHT OF THE SURVEYS WAS BECAUSE OF ELECTRONIC INPUT, AND I WAS ALL OF MY INPUT IS ON PAPER.
I DON'T KNOW IF THAT'S THE REASON I DIDN'T SEE HORSES UP THERE ANYWHERE OR HORSE TRAILS UP THERE. I DON'T KNOW IF THAT WAS THE REASON.
AND THEN I TALKED TO COUNCILMAN FELIX ABOUT KOGAN AND OSMOSIS.
I HAVE THE MAPS WHERE THAT WAS SUPPOSED TO HAVE BEEN DONE IN THE CITY OF PALM BAY WHEN I MOVED HERE. NEVER HAPPENED.
THANK YOU. YEAH, THAT DOES SOUND LIKE A GREAT IDEA.
AN EQUESTRIAN COMMUNITY TO BOOT.
BUT MADAM MADAM SHERMAN, YOU WANT TO ADDRESS ANY OF THOSE ISSUES TODAY OR.
I THINK WE'RE ALL NOTED THEM DOWN FOR OUR PLANNING PURPOSES, AND I SEE THE CONSULTANT WRITING IT, SO I THINK WE'RE GOOD, SIR.
ANYONE ELSE WISH TO SPEAK? OK, ANY OTHER QUESTIONS, COUNSEL SEEING NONE? I'M CALLING THIS MEETING ADJOURNED.
