[00:00:01] ALL RIGHT. THIS IS. CHAIRMAN AARON PARR, CHAIRPERSON, CITIZEN ADVISORY BOARD, CALLING THIS MEETING. [CALL TO ORDER] WOODARD. THERE, IF YOU DON'T MIND ROLL CALL. HERE. IT. HERE. PERFECT, AND THANK YOU VERY MUCH AND MY CURIOSITY, RIGHT WHEN YOU SAID THE NAME, I'M I'M CURIOUS ON A TECHNICALITY AND I WISH TO BE EDUCATED BEING HE WAS ELECTED AS A WAIT TILL HE'S CONFIRMED AND PUT IN OR IS HE AUTOMATICALLY REMOVED FROM OUR ROSTER? I'M JUST CURIOUS ON THAT TECHNICALITY. PERFECT. I. OK. I JUST. THERE IS. HMM. ALREADY. AND I ALSO PUT OUT THEIR CONGRATULATIONS TO MR. FILBERTO. OR THAT AS WELL. HOPEFULLY, EVERYBODY HAD A FEW MOMENTS THERE TO REVIEW THE MINUTES FROM JULY 12TH AND JULY 20TH. IF SO, WHAT WOULD BE THE DESIRE OF THE BOARD? [ADOPTION OF MINUTES] MR. JANAE MAKE A MOTION TO ADOPT THE MINUTES FOR MEETINGS ON 20, ONE ZERO SEVEN AND 20 20 ONE ZERO NINE. AT A MOTION AND A SECOND TO ADOPT THE MINUTES, ALL THOSE IN FAVOR SAY I, I OPPOSE. ONE. WELL DONE. SEEING, THERE IS NO ONE CURRENTLY PRESENT, WE DO NOT HAVE PUBLIC COMMENTS, SO ALSO COME TO A PART WHERE. [1. Appointment of Chair and Vice-chair. (Revised)] RIGHT WHEN HE SENT OUT THE AGENDA, I QUICKLY REMEMBERED, ULTIMATELY MY TIME AS CHAIR HAS COME TO A CLOSE. I BASICALLY HAVE TO HELP REAL QUICKLY GUYS NOMINATE SOMEBODY AND TO BE DESIGNATED AS VICE-CHAIR BECAUSE CHRIS IS THE SLATED VICE CHAIR. HE IS NOT PRESENT TONIGHT. BUT WE NEED SOMEONE TO BE NOMINATED AND THEN VOTED ON AND APPROVED TO BE VICE CHAIR AND ULTIMATELY RUN THIS MEETING. SO BASICALLY, IF YOU WOULD BE WILLING OR IF YOU WISH TO NOMINATE SOMEBODY ELSE ON THIS BOARD. AND IT IS OPEN TO HAVE SOMEBODY BASICALLY NOMINATED MR. PART, WHAT IS THE WHY DOES THE AGENDA ITEM SAY, APPOINTMENT OF CHAIR AND VICE CHAIR? THE ONLY AGENDA THAT I SAW ONLY SAID VICE CHAIR WAS THE DIFFERENCE HERE, THE DIFFERENCE. ULTIMATELY, THE CHAIR IS THAT APPOINTED. IT'S FROM TWO YEARS, AN APPOINTMENT FOR TWO YEARS AT A VERY FIRST MEETING OF THIS BOARD. WE APPOINTED THE CHAIR AND VICE CHAIR AT THAT TIME. ULTIMATELY, WE A TECHNICALITY IS APPOINTING. THE VICE CHAIR HAS ALREADY BEEN DECIDED. THE VICE CHAIR AUTOMATICALLY, PER THE BYLAWS OF THE BOARD, MOVES INTO THE CHAIRMAN POSITION AND WE ELECT ESSENTIALLY A VICE CHAIR AT THAT TIME. SO CHRIS IS THE VICE CHAIR, WHICH MEANS HE WILL SLOT OVER HERE. BUT WE DO NEED TO DECIDE A VICE CHAIR AT THIS TIME FOR THE UPCOMING TWO YEARS, WHICH ULTIMATELY STARTED JANUARY. WRECKED, I MEAN, THIS WOULD HAVE BEEN DONE IN JANUARY HAD WE BEEN SITTING HERE IN JANUARY. THAT'S THE ONLY THING THAT'S PLAYED THIS FROM HAPPENING. I'LL JUST STATE FOR THE CROWD, I'D BE HAPPY TO DO IT. YEAH, SUPPORT THAT AS WELL. HE COULD DEFINITELY PUT HIMSELF OUT THERE AS THAT WILLING, BUT HE DOES NEED THE NOMINATION IN A SECOND FOR THAT TO MOVE FORWARD. YES. A SECOND. MS. BEAUCHAMP, YOU KNOW, MY NAME. OLSZEWSKI, YOU KNOW IT, YOU KNOW, I APPRECIATE THAT. THANK YOU. AWESOME, FOR THAT MATTER, I WILL SAY WE HAVE A MOTION IN A SECOND FOR A RANDALL LASZEWSKI TO BE THE VICE CHAIR OF THE CITIZEN BUDGET ADVISORY BOARD MOVING FORWARD INTO THIS NEXT TWO YEAR TERM BEHIND THE CHAIRMAN OF CHRIS SEIBERT. ALL THOSE IN FAVOR SAY I, I I OPPOSE. AWESOME. SWITCH SEATS. [00:05:02] SO REALLY, ARE YOU GOING TO. AT LEAST YOU WARMED IT UP FOR ME. THERE YOU GO. HMM. ALL RIGHT. WE'LL TRY TO BACK TO SOME SEMBLANCE OF ORDER, RIGHT? THANKS AGAIN TO THE BOARD. I APPRECIATE IT. LOOKING AT NEW BUSINESS NUMBER TWO PROTOCOL ON QUORUM AND ATTENDANCE. [2. Protocol on quorum and attendance.] AND THIS IS AN ITEM THAT I ACTUALLY KNOW THAT I REQUESTED TO BE BROUGHT UPON THE AGENDA IF ANYONE ELSE DID. I'D LOVE TO HEAR FROM YOU, BUT I BROUGHT IT UP JUST FROM THE PERSPECTIVE THAT WE WE HAVEN'T MET AS A BOARD SINCE JULY. WE HAD A SPECIAL MEETING AS WE HAD JUST ADOPTED THE MINUTES FOR ON JULY 20TH, AND THEN WE HAD A REGULAR MEETING SCHEDULED FOR, I BELIEVE IT WAS AUGUST 11TH AND THAT ONE WAS PROMPTLY CANCELED ROUGHLY 24 HOURS BEFOREHAND AND THEN SEPTEMBER, OCTOBER, NOVEMBER AND DECEMBER. WE HAD VERY SIMILAR FATES AND IT WAS ALL BASED UPON FROM MY INTERPRETATION, THE KIND OF PRE SURVEY OF IF WE WERE GOING TO COME OR NOT. SO THE SITUATION THAT I BROUGHT TO THE ATTENTION OF STAFF WAS THE FACT THAT IF WE DON'T HAVE A MEETING, THEN WE NEVER CALL FOR A QUORUM AND THEN AN ABSENCE OR AN INABILITY TO ATTEND A PROPERLY SCHEDULED MEETING, YOU KNOW, WOULDN'T RACK AGAINST THAT PERSON'S ALLOCATION FOR MISSED MEETINGS. SO IN ESSENCE, WE WOULD BE AT A SITUATION WHERE WE WOULD NEVER AGAIN MEET AS A BOARD. SO AGAIN, I EXPRESSED MY GRATITUDE TO THE FOUR OF YOU GUYS AND MYSELF FOR BEING HERE TODAY, AND WE ARE MEETING AS A BOARD AGAIN, AND THAT'S FANTASTIC. BUT I JUST WANTED TO TAKE THE CHANCE WHEN WE DID MEET TO SEE IF WE WANTED TO PROCEED AS AS IT IS OR IF WE WANTED TO MAKE SOME SOME ADJUSTMENTS AMONG OURSELVES. AND I'VE READ EXTENSIVELY OUR BYLAWS AND I'VE INTERPRETED THEM MYSELF. AND I THINK THAT WE WOULD BE WITHIN OUR BYLAWS BY CERTAINLY BY HAVING THIS CONVERSATION, BUT EVEN WHATEVER POTENTIAL OUTCOME WE COME UP TO. BUT I THINK IF WE JUST HAVE A CONVERSATION AND LET THE OUTCOME SHOW UP, WE'LL BE ABLE TO FIGURE OUT WHERE IT FITS AND WHAT THE EXACT WAY TO DO IT IS. AND I WILL BE HONEST AND SAY THAT THIS DOES RUN INTO BUSINESS FOR AS WELL AS TO AN EXTENT, BUSINESS FIVE. SO IF WE DO DEEM APPROPRIATE AT ANY POINT TO TABLE THIS AS WE DO TALK BEFORE WE GET TO THE FORMALITY OF A MOTION, WE COULD CERTAINLY HAVE A CONVERSATION AND THEN POTENTIALLY TABLE IT, GAIN SOME MORE INFORMATION THROUGH FOUR AND FIVE AND COME BACK TO IT JUST TO THROW THAT OUT THERE. BUT THIS POINT, I'LL NOT ENTERTAIN ANY SORT OF DISCUSSION. CHAIRMAN, CAN I BRING SOMETHING TO YOUR ATTENTION, PLEASE? THERE WAS ACTUALLY AN ORDINANCE ORDINANCE 21 49 THAT WAS APPROVED BY COUNCIL AND IT WAS ACTUALLY ADOPTED BY THEM IN AUGUST. AUGUST 5TH ONE IN. IT COVERS ALL OF. COMMITTEES AND IT SPECIFICALLY STATES MEMBERS, AND THIS IS SOMETHING THAT ACTUALLY CHANGED. AND IT APPLIES TO THIS COMMITTEE, MEMBERS MUST ATTEND AT LEAST 50 PERCENT OF EACH MEETING IN ORDER TO BE COUNTED AS PRESENT. THAT'S NUMBER ONE AND THE NUMBER TWO MEMBERS WHO FAIL TO ATTEND THREE CONSECUTIVE REGULAR MEETINGS OR A TOTAL OF FIVE MEETINGS IN ANY TYPE WITHIN A 12 MONTH PERIOD SHALL AUTOMATICALLY FORFEIT THEIR APPOINTMENTS. THE CHAIRPERSON OR LIAISON SHALL NOTIFY THE OFFICE OF CITY CLERK OF THE VACANCY, AT WHICH TIME THE PROCESS TO FILL THE VACANCIES SHALL BE IMPLEMENTED. SO THERE IS AN ORDINANCE IN PLACE. COVERS. YOU DO NOT HAVE A QUORUM THAT IT DOES NOT COUNT. I WANTED TO ADDRESS WHAT WAS YOUR FIRST? RANDALL, I WANT TO ADDRESS WHAT RANDALL SAID. I'M SORRY, IT'S OLSZEWSKI, SO EASY, DON'T BE INTIMIDATED BY IT. DON'T BE INSANE. I'M NOT INTIMIDATED BY CLINKSCALES IN ANY WAY, ANYWAY. SEE, IT'S A COMPOUND WORD. YES, MA'AM. ONE FLOWS INTO THE OTHER. I WANT TO AGREE BECAUSE I WAS WONDERING THAT MYSELF, BECAUSE WE WE MS. MEETINGS. BUT THEN IT DOESN'T COUNT AGAINST ANYBODY BECAUSE WE'RE CANCELING IT BEFORE WE EVEN GET HERE TO DETERMINE WHO'S THE OUTLIER, WHO'S NOT COMING. AND SO, YOU KNOW, TO MS. THAT MANY MEETINGS IN ONE YEAR, I MEAN, FOR ME, THAT WAS LIKE, WOW. I DON'T THINK WE WAS ABLE TO GET A LOT OF BUSINESS DONE, AND WHEN YOU'RE COMING TO A COMMITTEE, YOU'RE STILL LEARNING WHAT THE PROCESS IS, IS SO WE MISSED A LOT. SO I AGREE WITH HIM THAT WE NEED TO ADDRESS IT. FROM WHAT I'M UNDERSTANDING IS, THE WAY THAT YOU DETERMINE THAT YOU'RE COMING IS YOU GET AN EMAIL. AND IF YOU DON'T RESPOND TO THE EMAIL, I DON'T EVEN KNOW WHAT THE TIME FRAME IS. YOU GET TO RESPOND. BUT YOU HAVE TO RESPOND TO THE EMAIL TO SAY THAT YOU'RE HERE, THAT YOU'RE NOT THAT YOU'RE [00:10:04] HERE, THAT YOU'RE GOING TO ATTEND. AND I GUESS THEY BASE THAT ON THE NUMBER OF PEOPLE WHO DO THAT. AND I WANT TO SAY. WE DON'T KNOW, BUT WHAT STAFF KNOWS, AND SO IF THEY GOT TWO PEOPLE SAYING I'M COMING, IT'S NOT NECESSARILY THAT I'M NOT COMING, IT'S JUST THAT I PROBABLY DIDN'T SEE THE EMAIL, BUT MY INTENTION IS DEFINITELY I'M GOING TO BE HERE. SO I'M, YOU KNOW, I DON'T KNOW HOW WE ADDRESS THAT. A COUPLE OF THINGS I'LL ADD JUST BECAUSE I'VE BEEN AROUND THIS BOARD FOR SOME TIME. FIRST OF ALL, THERE IS A POINT IN WHICH THEY HAVE TO BE NOTIFIED BECAUSE OF PUBLISHING PURPOSES. IF IT'S NOT PUBLISHED ON THE WEBSITE, THEN A CERTAIN AMOUNT OF TIME IT CAN'T HAPPEN. IT AUTOMATICALLY IS CANCELED. IT DOESN'T MATTER. SO THERE IS THAT POINT. AND WHAT IS THAT EXACT DAY FRAME TIME FRAME? I DON'T MIND ACTUALLY ASKED TO GIVE IT TO THE CLERK'S OFFICE BY FRIDAY AFTERNOON. IT'S NOT THERE BY THAT TIME. IT'S IT'S CANCELED. IT'S NON-NEGOTIABLE THE FRIDAY BEFORE THE WEDNESDAY. YES. RIGHT. THAT'S ONE THING. SECONDLY, I WILL WEAR IT ON THE CHIN HAPPILY MYSELF. BEING, I CAN SAY THIS NOW BECAUSE IT'S IN THE SUNSHINE, A COUPLE OF THOSE MEETINGS I DID CANCELED MY MY CHOICE AS CHAIRMAN. I DID, AND I WILL WEAR THAT 100 PERCENT WHEN I COMMUNICATE WITH THE CITY. DO WE HAVE ANY BUSINESS TO DISCUSS AT HAND? IS THERE SOMETHING FOR US TO BE DEALING WITH? NO, WE HAVE NOTHING TO PRESENT, NOTHING TO SHARE. I DON'T WANT TO WASTE YOUR TIME. I DON'T WANT TO WASTE MY TIME. I DON'T WANT TO WASTE THEIR TIME. SO THERE WERE TIMES WHERE THE CITY WOULD TELL ME THERE'S NOTHING TO DISCUSS AT THIS POINT. SO AND I WILL WEAR THIS 100 PERCENT IF WHETHER YOU AGREE OR NOT, PLEASE SHARE YOUR THOUGHTS WITH ME. BUT THERE WERE TIMES WHERE I JUST SAID, I DON'T WANT TO WASTE EVERYONE'S TIME. I BELIEVE THAT WAS TWO OR THREE TIMES, AND I SAID, GO HANG, CANCEL IT. I DON'T. I DON'T WANT TO DO THAT. FROM ALL DIFFERENT ANGLES, SO I WAS TRYING TO BE RESPECTFUL OF YOU GUYS AT THE SAME TIME. THAT'S NOT THE DIRECTION WE WISH TO GO IN HERE IN THE FUTURE. I'M 100 PERCENT ON BOARD WITH THAT. BUT I THAT'S THE PRACTICE I HAD GOTTEN INTO FROM PREVIOUSLY AND WITH MY PREVIOUS CHAIRMAN OF CHAIRWOMAN, I'LL SAY SPECIFICALLY THEN WHAT WE GOT INTO IS COME IN HERE, ADDRESS PREVIOUS MINUTES AND BASICALLY WHAT YOU WANT TO DO. IT'S ALMOST. REDUNDANT. WASTE OF TIME, IS IT TYPICALLY AFTER THE BUDGET HAS BEEN SET? TYPICALLY AFTER SEPTEMBER, YES, THOSE NEXT, I WOULD SAY TWO TO THREE MONTHS AT THE RISK OF SOUNDING HORRIBLE, OUR DEAD MONTHS FOR THIS. AND THERE'S NOT ANYTHING NEW. WE'RE NOT GETTING ANY DIRECTION FOR THE COMING YEAR. WE HAVE NO INSIGHT FOR THE COMING YEAR ONLY THING. WHEN I SPOKE WITH THE CITY THAT COULD BE BROUGHT UP, AS DO WE WANT TO SIT AND MEET AND TALK ABOUT HOW WE WANT TO APPROACH THE NEXT YEAR. THAT'S SOMETHING THAT COULD BE DONE AT ANY POINT. IT WAS MY THOUGHTS. SO YES, I DID, AND I WILL 100 PERCENT WEAR IT, MAKE THAT DECISION UNILATERALLY AND SAY, YES, I WISH TO GO AHEAD AND CANCEL IT BECAUSE THAT THE CHAIRMAN HAS THAT ABILITY AT THAT POINT TO CANCEL THOSE MEETINGS. AND THEN I KNOW FOR A FACT I DID TAKE ON A NEW HAT THIS FALL AS HEAD WRESTLING COACH AT BAYSIDE HIGH SCHOOL, WHICH DID COMPLICATE A FEW. AND THAT'S WHY I WAS NOT ABLE TO BE PRESENT. AND WHEN THE EMAILS WENT OUT RESPONDED, I'M NOT ABLE TO LOOK FORWARD TO THE NEXT ONE. AND ONCE THEY KNOW. FORM IS IMPOSSIBLE. IT WILL BE. THAT'S WHY IT IS SO IMPORTANT I UNDERSTAND YOU MIGHT NOT SEE THE EMAIL THEY THE CITY HAS TO GO ON SOMETHING, THEY HAVE TO MOVE FORWARD ONE WAY OR THE OTHER. AND IS IT A BUMMER SOMETIMES THAT WE MIGHT MISS IT OR ACTUALLY, I'VE ACCIDENTALLY DELETED IT ONCE I KNOW A FEW MEETINGS GO? I NEVER RESPONDED. I THINK IT WAS, LARRY RESPONDED. MR. PARR ARE YOU USUALLY RESPONDING VERY QUICKLY? WHERE ARE YOU? AND I SAID, I'M HERE, BUT I AM TERRIBLY SORRY. IT'S ONE OF THOSE THINGS THAT WE HAVE TO BE VIGILANT KNOWING ABOUT A WEEK BEFORE OUR MEETING, WE'RE GOING TO GET SOME NOTIFICATION FROM THEM. WE HAVE TO SEND ALARM OR SET OF SOMETHING IN OUR EMAIL OUTLOOK, CALENDARS ON YOUR PHONE OR SOMETHING. I BEG OF EACH OF US SET SOMETHING TO ME A REMINDER SAY COMMUNICATE TO THE CITY. I'M STILL INTENDING TO BE THERE NEXT WEEK. I GUESS I'LL WRAP IT UP IF I'M SHUT UP NOW. SORRY. SOMETHING. I IN THE BYLAWS. S. TO BE. IT TALKS ABOUT, YOU KNOW, NOTICES AND IT SAYS NOTICE OF REGULAR MEETING SHALL BE GIVEN TO THE BOARD MEMBERS AND NEWS MEDIA AT LEAST FIVE DAYS IN ADVANCE OF THE MEETING AND SHALL BE IN ACCORDANCE WITH THE PROVISION OF THE FLORIDA SUNSHINE LAW. [00:15:02] CHAPTER 286 OF FLORIDA STATUTES ALSO STATES IN D. IF A QUORUM IS NOT PRESENT AT A MEETING, THE MEETING IS CANCELED. THAT'S ONE. THAT'S WHAT HAPPENED, I BELIEVE IN JANUARY, WHERE WE DIDN'T HAVE ENOUGH PEOPLE AND WE ENDED UP CANCELING IT. DURING THAT PERIOD OF TIME, THERE WAS ALSO. DISCUSSION THAT YOU BROUGHT UP MR. PARR PERTAINING TO INSUFFICIENT BUSINESS TO WARRANT A MEETING THAT'S LEFT TO THE CHAIR TO DECIDE THAT ALSO. THERE'S A MULTITUDE OF ITEMS THAT HAVE TO HAPPEN TO. SURE, THAT MEETINGS DO HAPPEN, AND IT SOUNDS LIKE YOU HAVE THAT DESIRE TO HAVE THESE MEETINGS, AS YOU SAID, PUT IT, PUT IT ON YOUR CALENDAR, DON'T WAIT FOR US TO SEND YOU. WANT TO HAVE A MEETING, JUST FIRE OFF A MESSAGE TO US ON THAT THURSDAY OR FRIDAY AND SAY, I WILL BE THERE OR NO, I WON'T BE THERE. ONCE WE HAVE A QUORUM, WE START MOVING FORWARD. IT'LL BE THE CHAIR'S OBLIGATION, SIR, TO ACTUALLY COME UP WITH AN AGENDA OF WHAT YOU. SEIBERT TO TALK ABOUT. AND OF COURSE, YOU DECIDE WHAT YOU WOULD LIKE TO TALK ABOUT IT. ALSO. MOVE STAFF TO STAY OUT OF. MAKING. AND FOR YOU. DON'T WANT TO GUIDE YOU IN ANY WAY, SHAPE OR FORM, SO I JUST WANT TO PUT THAT UP THERE. I. THAT'S ALL GREAT AND GRAND, BUT I WILL ADD, BECAUSE I'VE BEEN A COUPLE OF THESE TIMES SITTING IN THESE CHAIRS WAITING ON THAT CANNOT COUNT AGAINST THOSE DOES NOT COUNT. THE MEETING NEVER BEGUN WITHOUT. THAT'S BECAUSE THERE IS NO MEETING WITHOUT A QUORUM DOES NOT EXIST. THAT'S A TECHNICALITY, YES. WRECKED. WE DON'T HAVE A MEETING. IF THERE'S NO MEETINGS, YOU'RE 100 PERCENT CORRECT, AND THAT'S WHY IT'S SO IMPORTANT. HEY. LARRY, YOU COULD PROBABLY ATTEST WHEN I WAS MY FIRST YEAR AS CHAIR, I CALLED, I THINK, TWO OR THREE PEOPLE OUT AND BROUGHT IT UP AND BASICALLY GOT THEM BOOTED. IS WHAT IT IS, IT'S BECAUSE THREE CONSECUTIVE ABSENCES, I WAS TIRED OF IT BECAUSE I WANT PEOPLE TO TAKE THIS SERIOUSLY. WANT PEOPLE TO BE HERE AND BRING THEIR THOUGHTS, AS WAS MY DESIRE AT THE TIME. AND BUT YOU'RE EXACTLY RIGHT, AND THAT'S WHY I HEAR EXACTLY WHAT YOU'RE SAYING. I AGREE WITH YOU 100 PERCENT. BUT THAT'S WHAT I'M SAYING. IF WE KNOW IT'S NOT GOING TO BE A IT'S A WASTE OF TIME, NOTHING CAN BE RESULTING FROM IT. EVERYONE, I'M HERE. I'VE. HOLLY, LOOK, DAD, I DO HAVE A COUPLE OF COMMENTS, AND ONE IS. UM, I SERVE ON ANOTHER BOARD. NO, YOU DO, TOO. TRUSTEE AND WERE PERMITTED TO SERVE ON THREE BOARDS. I DO KNOW OTHER BOARDS ARE ALSO STRUGGLING WITH THE ISSUE OF FORM. PALM BAY SUSTAINABILITY BOARD WENT FOR A LONG PERIOD OF. BUT THE CALM ISSUE AND THEY HANDLED IT BY. [00:20:01] ORDINANCE CHANGE THAT REDUCE THE NUMBER OF QUORUM, I BELIEVE IT REDUCED TO FOUR, AND SO THAT'S OURS NOW, I DON'T KNOW IF WE CAN REDUCE. OR MANY MORE, IT SEEMS SELF-DEFEATING IF YOU HAVE TO KEEP COMING DOWN ON THE QUORUM. THE SO THAT'S ONE COMMENT, CAN WE USE OUR QUORUM NUMBER? AND THE SECOND COMMENT IS JUST IN GENERAL IN BEING INVOLVED WITH THE CITY COUNCIL AND AND WANTING TO BE MORE INVOLVED WITH THE CITY AND THE COMMUNITY. SEEMS TO ME THAT WHEN I COUNTED, THERE WERE 13 ADVISORY BOARDS OR SIMILAR COMMITTEES LIKE THIS, AND IT'S A GREAT OPPORTUNITY FOR CITIZENS LIKE MYSELF TO GET INVOLVED AND TO REALLY SERVE A PURPOSE. BUT I DO FIND THAT THERE SEEMS TO BE A DISCONNECT BETWEEN THE OTHER ADVISORY BOARDS. NOW SOME OF THAT IS THE SUNSHINE LAW, BUT IT SEEMS THAT IN MANY WAYS, THIRTEEN BOARDS AND PEOPLE HAVE OVERLAPPING PURPOSES OR INTERCONNECTING PURPOSES. WE. BUT THE ADVISORY WE ARE NOT IN A SILO RIGHT HERE NEEDS TO GO OUT AND BE IMPLEMENTED AND AND THE PUBLIC NEEDS TO KNOW AS WELL. SO I WOULD LIKE TO SEE COUNCIL FIRST. TAKE A MORE ACTIVE. LOOK AT AT THESE ADVISORY BOARDS, THEM WHO LET US BE PARTICIPATE IN IN A DIFFERENT WAY OTHER THAN JUST MEETINGS. AND PERHAPS THAT PERHAPS IF WE COULD INTERACT MORE WITH THE COUNCIL AND ALSO INTERACT MORE WITH THE DIFFERENT ADVISORY BOARDS IN SOME SOME WAY, EVEN IF WE GIVE BOARDS THE BOARDS, MAYBE THAT WOULD SPARK MORE. IT THAT THANK YOU. WITH WITH ALL THINGS CONSIDERED HERE, YOU KNOW, WE CAN COME TO AN AGREEMENT AND THEN ONCE WE COME TO THAT AGREEMENT, WE CAN MAKE A DECISION. IF THAT AGREEMENT IS GOING TO BE SUSPENDED IN A HANDSHAKE, A VIRTUAL HANDSHAKE OR IF IT'S GOING TO BE SOMETHING THAT WE ATTEMPT TO CODIFY. BUT WE HAVE TWO THINGS IN OUR BYLAWS THAT TALK ABOUT MEETINGS. AND RIGHT NOW, THE CURRENT PROCEDURE THAT'S BEING FOLLOWED IS NOT CONTRARY TO THE BYLAWS. THAT'S TRUE, AND IT'S NOT CONTRARY TO THAT ORDINANCE, EITHER. BUT IT DOESN'T SERVE BEST TO MEMBERS OF THIS BOARD AND THE MEMBERS OF THIS BOARD. WE ALL GIVE OUR TIME TO OUR COMMUNITY. WE ALL HAVE THE WILLINGNESS TO DOVE INTO THESE NUMBERS AND DO EVERYTHING AND PROCESS THIS INFORMATION. AND WE WANT TO MEET IN A IN A IN A PROCESS THAT WE'RE IS PREDICTABLE. AND THAT'S THAT'S WHAT I'M HEARING AS A COMMON THEME FROM EVERYBODY AS WE NEED SOME PREDICTABILITY TO THE DEGREE THAT MR. PARR PRACTICES HIS RIGHT BY THE BYLAWS AS THE CHAIR OF THIS BOARD AND HAD SOME MEETINGS CANCELED. I WOULD AGREE WITH MS. BEAUCHAMP AND JUST SAYING THAT IN THE INTEREST OF TRANSPARENCY AND FRANKLY UNDERSTANDING IF IT COULD JUST BE OVERLY COMMUNICATED. THIS MONTH'S MEETING IS CANCELED DUE TO STAFF AND THE CHAIR'S CONCURRENCE THAT THERE IS NO BUSINESS TO DISCUSS AS AND THEN THE NEXT ONE SPECIFICALLY BEING QUORUM. IF WE WERE FOLLOWING THOSE, IT APPEARS THAT THE MAJORITY OF THE ONES THAT WE MISSED. WE'RE STILL FOR THE QUORUM ISSUE, NOT EVEN FOR MR. PARR EXERCISING HIS RIGHT AS CHAIR, BUT UNDERSTANDING THOSE ONES WOULD HAVE BEEN VERY USEFUL. WHAT WHAT WORRIES ME IS, YOU KNOW, THE FOURTH QUARTER, I UNDERSTAND IT'S A DOWNTIME. THE FISCAL YEAR BEGINNING, THERE'S NOT MUCH CHANGES OR MODIFICATIONS COME INTO THE FIRST QUARTER OF THE YEAR. THERE'S AT LEAST A QUARTER FIRST QUARTER OF THE FISCAL YEAR TO REVIEW AND LOOK AT AND SEE WHAT'S GOING ON. AND AT THE CONCLUSION OF THE FIRST QUARTER OF THE FISCAL YEAR AND THE TURN OF THE SECOND QUARTER FIRST QUARTER OF THIS CALENDAR YEAR IS WHEN THE CITY MADE DECISIONS. THE CITY STAFF, IN CONJUNCTION WITH THE CITY MANAGER, MADE DECISIONS TO DIP INTO THE RESERVES THAT WERE LEFT OVER IN THE UNALLOCATED FUNDS IN THE GENERAL FUND. AND WE ALL KNOW BECAUSE WE WERE ALL HERE PRESENT WHEN WE WENT THROUGH THE BUDGETING PROCESS LAST SUMMER THAT WHEN WE GOT TO THE INCLUSIONARY END AND WE SAID, YOU KNOW, HOW MUCH MONEY DO WE HAVE TO EVEN RECOMMEND TO COUNCIL TO TO ALLOCATE ELSEWHERE TO ALL THESE CAPITAL NEEDS, THESE MILLIONS AND MILLIONS OF DOLLARS THAT THE STAFF TOLD US ABOUT? WE FOUND OUT THAT THERE WAS LIKE ONE HUNDRED AND FORTY EIGHT THOUSAND. DON'T QUOTE MY NUMBER EXACTLY, BUT IT'S VERY, VERY CLOSE, A HUNDRED AND FIFTY GRAND. AND WE SAID, YOU KNOW WHAT? ROLL THAT UP INTO THE GENERAL FUND, AND LET'S JUST KEEP LOOKING. AND IT APPEARS AS THOUGH STAFF HAS ACTUALLY FOLLOWED THAT ADVICE, WHETHER THEY MEANT TO OR NOT. ACROSS THE BOARD, THE CITY STAFF HAS COME UP WITH DIFFERENT IDEAS TO GET CAPITAL INVESTMENTS MOVING FORWARD, IN SPITE OF OF THE DEFICIT OF OF, YOU KNOW, ALLOCATED FUNDS DURING THE BUDGET PROCESS LAST YEAR. SO THEY CAME THROUGH AND THEY PULLED DOWN ROUGHLY $5 MILLION, WHICH WAS JUST SHY OF HALF. YOU KNOW, LET ME NOT BE TOO ROWDY. [00:25:02] IT WAS ABOUT 42 PERCENT OF THE UNALLOCATED FUND BUDGET. AND THE WAY THE BYLAWS READ IS THAT WE WOULD ONLY ENTERTAIN A BUDGET AMENDMENT OR A PROPOSAL OR A THING OF THAT SORT AFTER IT WAS PRESENTED TO COUNCIL. SO EVEN ONCE IT WENT TO COUNCIL AND COUNCIL VOTED IT THROUGH AND THAT AND THAT RAFT FLOATED, I WOULD HAVE REALLY, REALLY ENJOYED THE OPPORTUNITY TO SIT ON THIS DICE AND TALK WITH MY FELLOW CITIZENS ABOUT THAT, ABOUT THE FACT THAT WE HAD JUST DRAWN THAT DOWN. WE HAD JUST MADE THAT VERY SIGNIFICANT MOVE. BECAUSE I WANT TO UNDERSTAND WHAT DOES THAT MEAN FOR US MOVING INTO NEXT FISCAL YEAR BECAUSE OUR CAPITAL NEEDS ARE MUCH DIFFERENT? I SAT HERE AS A AS A MEMBER OF THIS BOARD AND IN CONCURRENCE WITH THE REST OF THE BOARD AND TOUTED POLICE AND FIRE POLICE AND FIRE. A SIGNIFICANT AMOUNT OF THAT $5 MILLION WENT TO FIRE IF TWO MILLION OR GREATER THAN FIVE MILLION WAS TO FIRE. NOW I KNOW THEY STILL HAVE NEEDS AND TRUST ME, WE'LL ALL BE LOOKING TO TO FILL THOSE NEEDS IN THE NEXT FISCAL YEAR. BUT WE NEED TO FULLY COMPREHEND, WOW, WE ACTUALLY DID MAKE A DENT. WE DID MAKE A DENT IN THE FIRE SITUATION THAT WE HAVEN'T BEEN ABLE TO IN A LONG TIME. WE MADE A DENT IN THE POLICE SITUATION AS FAR AS ALLOCATING FUNDS FOR ORDERING POLICE VEHICLES. WHAT WE'RE COMING TO FIND OUT IS WE CAN'T ACTUALLY ORDER THE VEHICLES BUT WORKING IN THE AUTOMOTIVE INDUSTRY. I KNEW THAT. BUT WE HAVE THE FUNDS. SO ALL OF THESE THINGS, IT WOULD HAVE BEEN NICE TO BE ABLE TO COME TO THIS FORUM AND TO THIS GROUP, WHICH WE ARE HELD BY SUNSHINE. SO WE ONLY GET TO COLLABORATE AND TALK IN THIS FORUM. I WOULD HAVE LOVED THE OPPORTUNITY TO DECOMPRESS AT THAT TIME. NOW THAT BEING SAID, I'M NOT GOING TO LIMIT ANY LONGER THAT WE DIDN'T HAVE THOSE MEETINGS. MOVING FORWARD, I WOULD LOVE TO HAVE A SET STANDARD OF UNDERSTANDING BECAUSE THE MEETINGS WERE SCHEDULED LAST YEAR FOR TWENTY TWENTY ONE THROUGH THE SEPTEMBER MEETING. SO WE MISSED THE AUGUST MEETING AND WE MISSED THE SEPTEMBER MEETING RELATIVELY INSIGNIFICANT. EXCEPT BY MISSING THAT SEPTEMBER MEETING, WE DIDN'T SEIZE OUR OPPORTUNITY TO COME TO A CONCURRENCE ON A BOARD AGREED SCHEDULE. SO THEN BY DEFAULT, UNDERSTANDABLY SO, THE STAFF WENT BY DEFAULT THAT WE MEET ON THE SECOND WEDNESDAY AND BEGAN PROPOSING THE QUESTION THAT WAY. AND THAT'S HOW WE GOT TO WHERE WE'RE AT. MOVING FORWARD, I THINK IT WOULD BE IN OUR BEST INTEREST TO JUST COME INTO A CALENDAR YEAR, MAYBE EVEN THEORETICALLY TO COME INTO A FISCAL YEAR, JUST TO STAY ON PAR WITH OUR SUBJECT MATTER MATERIAL AND TO SAY WE'RE GOING TO MEET THESE MONTHS ON THESE DATES, AGREE TO IT, YOU KNOW, JUST SIT HERE IN A SESSION ON ONE PARTICULAR MEETING, SPEND A FEW MINUTES ON IT AND SAY, JANUARY, YES, THIS DATE. SKIP FEBRUARY, I'M BEING ARBITRARY. SKIP FEBRUARY SKIP MARCH BETTER MEET UP AGAIN IN APRIL. NOTHING. NOTHING. COME JUNE, JULY, AUGUST, WE KNOW IT'S GOING TO BE HEAVY. IT TAPERS OFF AGAIN. LET'S HAVE THAT DISCUSSION BECAUSE WE CAN ONLY HAVE THAT DISCUSSION WHILE WE SIT HERE IN THIS CAMERA'S ON AND THESE MICROPHONES ARE ON. SO THAT'S REALLY WAS MY ORIGINAL PROPOSITION IN FIRST PUTTING THIS ITEM ON A COUPLE AGENDAS AGO BECAUSE WE HAVEN'T MET. BUT SINCE THEN, WE'VE GOTTEN CLOSER AND CLOSER TO THE PROCESS, SO I REQUESTED THAT I REQUESTED NEW BUSINESS. THREE BE PUT ON THERE. I REQUEST A NEW BUSINESS FOR PUTTING IT ON THERE, AND I THINK I REQUESTED NEW BUSINESS FIVE TO A DEGREE. SO THANK YOU VERY MUCH, MR. WOJCIECHOWSKI, FOR OBLIGING. BUT THE COMMON THEME THROUGH ALL OF IT IS GOING TO BE, I THINK IT'S IN ALL OF OUR BEST INTERESTS TO AGREE TO A SCHEDULE, LIVE OUT THAT SCHEDULE AND MAKE SURE THAT IF THE SCHEDULE IS GOING TO DIE OUT, THAT THAT IS AN ESSENTIAL PIECE OF BUSINESS. SO NO CHAIR OF THIS BOARD SHOULD. AND AGAIN, WE'RE NOT GOING TO CODIFY IT. WE'RE GOING TO MAKE AN AGREEMENT. NO CHAIR OF THE BOARD SHOULD FLEX ON THAT MEETING ON THAT AGENDA ITEM BECAUSE IT'S VERY IMPORTANT BECAUSE IT SETS THE STANDARD FOR THE NEXT 12 MONTHS FOR THE ENTIRE BOARD. AS FAR AS MEETING TO TO DETERMINE THOSE DATES, IF WE CAN'T HAVE THAT MEETING, THEN WE BETTER PULL IT FORWARD AHEAD OF TIME AND NOT AND NOT MS. IT. BUT THAT'S WHERE I'M AT. I DON'T KNOW IF WE CAN DO THAT IN THIS BUSINESS ITEM, IF WE SHOULD MOVE ALONG WITH WHATEVER THE PLEASURE OF THE BOARD IS. I COULD JUST ADD JUST A COUPLE OF THINGS. AND ONE THING I DEFINITELY WANT TO GET CLARITY BECAUSE I'M UNDERSTANDING OF SOMETHING ELSE. YOU MENTIONED THAT WE'RE ALLOWED TO SERVE ON THREE BOARDS. IT'S MY UNDERSTANDING IT'S ONLY TWO. DID THAT CHANGE? YES, SIR. AWESOME. RIGHT. AND WHILE WE CAN SPEAK ABOUT IT IN THE SUNSHINE. OK. IT WAS PROMPTED TO CHANGE FROM ME VERY ACTUALLY GOING TO CITY COUNCIL MEETINGS, GETTING IN THE PUBLIC COMMENTS FOR HIM AND SAYING I WANT TO SERVE MY COMMUNITY AND I WANT TO SERVE MY COMMUNITY IN CERTAIN CAPACITIES WHERE I FEEL THAT I CAN CONTRIBUTE THE MOST. AND IN THIS PARTICULAR CAPACITY, I FEEL AS THOUGH I CAN CONTRIBUTE. SO I DID NOT WANT TO RESIGN MY SEAT ON THIS BOARD, BUT I COULD ONLY SERVE ON ONE OTHER BOARD AND THIS BOARD THAT DOESN'T EXIST NOW. I WANT THIS BOARD TO EXIST. BUT IN THE MEANTIME, THEY OPEN IT UP TO A THIRD ALLOCATION I'VE. SINCE TAKING ADVANTAGE OF THAT AND NOTEWORTHY TO EVERYONE ON THE BOARD, I CAN SAY IT OUT IN THE OPEN IS COMMISSIONS DON'T COUNT AGAINST THAT. SO YOU HAVE THREE BOARDS AND A COMMISSION THAT SERVES FOR LESS THAN 12 MONTHS. IT DOESN'T COUNT AGAINST THAT. SO I WANT TO SAY THIS OUT LOUD IN THE OPEN THAT IF THIS BOARD THINKS THAT IT'S A GOOD [00:30:05] IDEA, WE COULD BRING TO COUNCIL TO ADJUST OUR BYLAWS TO TRANSITION INTO A COMMITTEE THAT DOES FORM FOR 12 MONTHS AND THEN FADE OFF INTO THE SUNSET AND OR NOT FOR 12 MONTHS OR NINE MONTHS, SIX MONTHS. WHATEVER FORMS FADES OFF FORMS FADES OFF. THAT WOULD POTENTIALLY HAVE SOME IMPLICATIONS. IT'D BE SOMETHING WE NEED TO EXPLORE, BUT IT IS SOMETHING THAT EXISTS WITHIN THE CITY. YOU KNOW, THE CHARTER REVIEW COMMISSION EXISTS AND THEN IT DOESN'T EXIST, DOESN'T. IN THAT INSTANCE, THOUGH, THE MEMBERS DO NEED TO BE REESTABLISHED SO THAT THAT COULD GET MESSY FOR THIS BOARD. BUT IT'S JUST SOMETHING TO TO THINK ABOUT. AT THE END OF THE DAY. I KNOW WE'RE ALL HERE BECAUSE WE WANT TO SERVE IN MY OVERWHELMING PASSION AGAIN. TO DO IT IN IN EVERY CAPACITY THAT I THINK I CAN CONTRIBUTE IS WHAT'S LED TO ME REALLY CHOOSING THIS AS A STICKING POINT AND ASKING AND IMPLORING YOU GUYS AS A BOARD. SO LET'S GET THIS SORTED OUT. HOPEFULLY TONIGHT, GET A NICE SCHEDULE ON THE BOOKS. ONCE WE GET TO THE PROPER ITEM, WE CAN HAVE MR. WOJCIECHOWSKI TALK US THROUGH THE BUDGET OUTLOOK, YOU KNOW, WHETHER IT'S ON A QUARTERLY OR MONTHLY BASIS JUST TO GIVE US THE THE 10000 FOOT VIEW AND WE CAN MAKE SOME DECISIONS. BUT THAT'S WHERE I'M AT. A COUPLE OF THINGS I WILL QUICKLY RESPOND BACK TO. YOU BROUGHT UP THE IDEA ABOUT SOMETHING COMING AND GOING EVERY YEAR THAT IS NOT POSSIBLE FOR THIS BOARD AS A CONTINUATION FROM YEAR TO YEAR WHERE, LIKE THE CHARTER REVIEW COMMISSION, IT'S FOR A TIME PERIOD AND THEN IT DOESN'T HAPPEN AT ALL FOR MULTIPLE MULTIPLE YEARS. THIS TYPE OF BOARD SPECIFICALLY WOULD NOT BE ELIGIBLE TO FALL UNDER THAT CRITERIA SIMPLY BECAUSE IT CARRIES OVER FROM ONE YEAR TO THE NEXT. BUT I LOVE THE IDEA, AND I LOVE THE FACT THAT. DULY NOTED, YES. DULY NOTED. BUT THAT'S THE ONLY REASON BASICALLY THAT IT CAN'T BECAUSE IT'S A CARRY OVER FROM YEAR TO YEAR TO YEAR TO YEAR. I SEE YOU LEANING FORWARD LIKE YOU GOT SOMETHING TO ADD TO THAT AGAIN IN THE BYLAWS, AND THIS IS IN SECTION TWO OF MEETINGS. DOES REGULAR MEETINGS WILL BE HELD ONCE A MONTH OR LESS FREQUENT FREQUENTLY IF THE BOARD DETERMINES THERE IS INSUFFICIENT BUSINESS TO WARRANT A MEETING? HOWEVER, THE BOARD SHALL HAVE AT LEAST ONE REGULAR MEETING PER YEAR. SO YOUR DESIRE TO HAVE MEETINGS DURING THE HEAVY PERIOD OF TIME AND THEN JUST CANCELING THEM AFTERWARDS. IT'S IN THE BYLAWS FOR YOU TO BE ABLE TO. AND ANOTHER THING, SOMETHING THAT AND I REMEMBER AN EMAIL I WOULD EMAIL YOU HAS ANY BOARD MEMBER RECOMMENDED ANY ITEMS FOR THE AGENDA? THEY WOULD TELL ME NO, AND THAT'S PART OF WHAT WOULD LEAD ME TO MY DECISION TO CANCEL. AND I HEAR YOU SAYING LIKE, YOU REQUESTED THESE THINGS, IF THAT WOULD THAT IF I ASKED THEM, HAS ANY BOARD MEMBER BECAUSE THEY CAN SHARE THAT WITH ME, EVEN NOT IN THE SUNSHINE, THEY CAN SAY, YES, YOU HAVE SOME AGENDA ITEMS BEING PRESENTED BY OTHER MEMBERS. PERFECT, THEN I'M NOT GOING TO CANCEL. THAT WOULD BE DEFINITELY SOME IN ANY ONE OF US CAN REACH OUT TO THE CITY AND ASK FOR ANYTHING JUST LIKE YOU DID WITH THESE ITEMS. AND I ENCOURAGE MY GOODNESS. I'VE ENCOURAGED THAT BEFORE YOU'VE GOT SOMETHING, REACH OUT TO THEM. THEY SEND THAT EMAIL OUT REMINDING OF THE MEETING. WE CANNOT REPLY. ALL WE CAN REPLY DIRECTLY TO THEM, SAY WHAT WE WANT TO DO TO THEM DIRECTLY. AND THEN THEY NOTIFY US. THEY CANNOT SAY WHO NECESSARILY SAID IT AT THE TIME, BUT THEY CAN SAY THIS HAS BEEN REQUESTED AND HAD THAT BEEN DONE. AND I KNOW YOU'RE NOT TRYING TO HARP ON THE PAST, BUT I WOULD NEVER HAVE CANCELED THE MEETING HAD I BEEN TOLD, HEY, THAT THEY WANT TO TALK ABOUT THIS. SO PLEASE AND I KNOW IT'S NOT IN MY POSITION NOW, BUT DO THE RESPECT TO THE CHAIRMAN, CHRIS, OR WHEN YOU'RE IN HIS SPOT IN HIS FIELD WITH RESPECT TO THEM, IF YOU'VE GOT SOMETHING YOU WANT TO TALK ABOUT, PUT IT OUT THERE, ADD AN AGENDA ITEM BECAUSE THEN THERE'S KNOWN THAT. YOU GOT THAT IMPORTANT ITEM, WE'RE GOING TO MAKE THIS HAPPEN BECAUSE SO THEN THAT WHOEVER IS IN THAT ACTING POSITION AND SAY, YES, WE NEED TO HAVE THIS BECAUSE THAT WAS SOME OF MY GUIDING LIGHT. ANOTHER THING I'D LIKE TO ADD IS YOU HAD BROUGHT UP A QUORUM DEF. A QUORUM SADLY CAN'T CHANGE. IT'S 50 PERCENT PLUS ONE. NOW WHERE THAT'S GOING TO CHANGE IS ONCE MR. FILBERTO GETS PUT IN, THAT DROPS OFF, WHICH IT DROPS TO SIX. SO IT REALLY DOESN'T CHANGE OUR RESPECT AS WHAT'S A QUORUM? BECAUSE STILL IT'S GOING TO BE FOR 50 PERCENT PLUS ONE UNTIL HE APPOINTS SOMEONE TO THIS BOARD. THEN WE'RE GOING TO BE BACK AT SEVEN STILL OR. THERE WAS A TIME PERIOD WE WERE MISSING TO WHERE OUR QUORUM NUMBER DID CHANGE, TO WHERE THREE THEN WAS SUFFICIENT FOR THE QUORUM. HAD OF FIVE, WE HAD A TIME PERIOD WHERE WE WERE JUST HOPING FOR A THIRD PERSON TO WALK IN THE DOOR. SO THAT WAS SOMETHING ELSE I DID WANT TO HELP ADDRESS TO KEEP US ALL ON THE SAME PAGE. AND LASTLY, I LOVE OLSZEWSKI. YOUR YOUR YOUR PASSION. I'VE NEVER, EVER, EVER ACCUSED YOU OF BEING ANYTHING BUT PASSIONATE, AND I LOVE IT. I WOULD CAUTION ANYTHING MOVING FORWARD WITHOUT THE NEW CHAIR PRESENT. I WOULD. NOT TO TRY AND PUT ANYTHING SET IN, BECAUSE REMEMBER, THIS IS HIS TWO YEARS AS CHAIRMAN AND I WOULD STRONGLY ENCOURAGE HIM TO BE HERE FOR THAT CONSIDERATION ON ANYTHING [00:35:05] BEING CEMENTED MOVING FORWARD FOR THAT PURPOSE. MY LAST STAND TO LEAVE YOU WITH ANY CHANGES, I THINK HE NOTED THAT THE LAST TIME HE STARTED TALKING THAT WE'D LIKE TO SEE IN OUR BYLAWS, IT DOESN'T JUST WE VOTE ON IT AND IT SAID WE VOTE ON IT. IT GOES TO COUNCIL. IT'S GOING TO TAKE AT LEAST A MONTH BEFORE THEY WOULD EVEN BE ABLE TO RATIFY IT, BEING PUT INTO OUR BYLAWS AND THEN BE WHAT WE'RE HELD TO. AND THAT'S IF THEY APPROVE IT. KEEP THAT IN MIND BECAUSE THEY CAN SAY NO, THAT THAT DOES NOT MAKE SENSE. AND ONE THING WE RAN INTO BECAUSE THIS WAS VERY THIS WAS ACTUALLY WHY TWO OF OUR MEMBERS RESIGNED ABRUPTLY BECAUSE THEY GOT MAD BECAUSE I'M NOT GOING TO GO INTO THAT. THAT'S THAT'S IRRELEVANT. THEY DIDN'T LIKE WHAT WAS GOING ON. AND SO THAT WE PUT IN FOR SOME CHANGES TO HAPPEN. AND THE RESPONSE WE GOT FROM COUNCIL WAS WE HAVE TO KEEP THINGS CONSISTENT WITH ALL BOARDS. WE'RE NOT GOING TO CHANGE THE RULES AND POLICIES FOR ONE BOARD TO MAKE IT DIFFERENT FROM ALL. THEY WANTED TO KEEP THINGS ALL THE SAME. SO IF WE'RE GOING TO LOOK AT THAT AND MOVING FORWARD WITH THAT, THAT WAS WHAT THEY SAID TO US THEN. NOW, GRANTED, IT'S A COMPLETE DIFFERENT COUNCIL NOW. WHO KNOWS? I'M SORRY. YOU'RE GOOD. GO AHEAD. I WANTED TO SAY THANK YOU FOR HAVING THIS CONVERSATION BECAUSE I WASN'T AWARE THAT WE COULD GO TO STAFF AND PUT ITEMS ON THE AGENDA. THIS IS WHY MEETINGS ARE IMPORTANT BECAUSE EVEN OCTOBER, NOVEMBER AND DECEMBER, WE'RE NOT DOING IF WE DON'T HAVE ANYTHING FROM THE DEPARTMENT. WE STILL HAVE NEW PEOPLE ON THE BOARD WHO WE CAN TAKE THAT TIME TO TRY TO GET UNDERSTANDING OF HOW THINGS ARE FLOWING. I MEAN, I THINK THAT TIME COULD STILL BE USED FOR SOMETHING PRODUCTIVE FOR THOSE WHO ARE COMING ON THIS BOARD BECAUSE I THINK NO. SUSAN IS NEW ON THIS BOARD, I KNOW. MR. OLSZEWSKI, OLSHANSKY IS NEW ON THE BOARD, I'M NEW ON THE BOARD AND, YOU KNOW, THAT'S THAT'S THE TIME WHERE WE CAN KIND OF DEBRIEF ON SOME THINGS KIND OF GO OVER SOME THINGS. SO I THINK IT'S IMPORTANT. I ALSO DID NOT KNOW THAT THAT WE COULD SEND AN EMAIL TO YOU AND SAY, I'M GOING TO BE AT THE MEETING ON SUCH AND SUCH DATE. I THOUGHT WE HAD TO WAIT FOR YOUR EMAIL AND RESPOND. FROM STUFF, SO THAT'S NOT TRUE BASED ON WHAT YOU SAID, WE CAN JUST SEND YOU AN EMAIL AND SAY THE NEXT MEETING COMING UP ON THE SECOND WEDNESDAY OF THE MONTH, I'M GOING TO BE THERE AND TELL YOU IN ADVANCE WHAT I'M GOING TO DO. I'M STILL GOING TO SEND OUT AN EMAIL SAYING WHO'S GOING TO ATTEND? BUT IF YOU'VE IF YOU'RE ALREADY GOING TO FIRE ONE AT ME, YOU'RE ALREADY GOING TO BE ON THE LIST SAYING, YES, YOU'RE GOING TO BE THERE, OK? STILL GOING TO GET AN EMAIL FROM ME NO MATTER WHAT. OH YEAH, THAT'S FINE. I JUST WANT TO MAKE. SO IF I'M IF I'M GOOD SENDING IT, THEN I'LL DO THAT TOO, BECAUSE SOMETIMES I'LL, YOU KNOW, YOU'LL SEND IT AND I WON'T RESPOND. I WON'T SEE IT FOR A FEW DAYS. SO I'M GOING TO GET AN EMAIL WITH SOME PEOPLE SAYING, I'LL BE AT THE NEXT 12 MEETINGS. BUT YES, I DO WANT TO SAY I'M I'M HAPPY TO KNOW BECAUSE THERE WOULD. THERE ARE SOME ITEMS I WOULD HAVE ADDED TO. WELL, I WILL BE ADDING TO THE AGENDA. I JUST DIDN'T REALIZE HOW THAT WENT AND ALSO THAT WE CAN ACTUALLY GO TO TO THE FINANCE DEPARTMENT AND GET INFORMATION AS WELL THAT WE NEED TO KIND OF DELIBERATE ON THINGS. IS THAT TRUE? FACT, I'VE ACTUALLY OFFERED FOR ALL OF YOU TO COME UP AND SIT WITH US AND WE CAN TALK ABOUT BUDGET EVERYTHING ELSE AND EXPLAIN THE INS AND OUTS OF THE BUDGET PROCESS IN THE PACKAGE. I DID THAT. YOU'RE GOING TO SEE A LITTLE BIT OF. WHERE WE PLAN ON GOING THIS YEAR IN THE PACKAGE THAT I PROVIDED YOU TODAY. THANK YOU. ANY TIME YOU DESIRE TO COME ON UP, WE CAN HAVE A MEETING AND WE CAN SIT ONE ON ONE AND HAVE THAT CONVERSATION. HAVE ANYBODY THERE THAT? CAN, OF COURSE, YOU CAN'T SIT THERE TOGETHER, BUT. OVER IT. LONG AS YOU NEED. THANK YOU. THANK YOU. GOOD CONVERSATION, IF I COULD HAVE ONE MORE THING TO THAT. YEAH, ABSOLUTELY. YEAH. EARLY ON MY TIME ON THIS BOARD, I URGE EVERYONE. BAY, THE CITY STAFF, IS AT OUR DISPOSAL AND I DON'T MEAN THAT IN A NEGATIVE WAY. WE CAN REQUEST ANY SINGLE ONE OF THEM. I REMEMBER HAVING MEETINGS WITH MULTIPLE PREVIOUS CITY MANAGERS. AS HORRIBLE AS THAT IS TO SAY, THE MANAGERS MEETINGS WITH THEM. CAN I COME, SIT AND TALK TO YOU WITH YOU? ONE THING YOU TAUGHT ME THROUGH THIS CAN YOU EXPLAIN THIS TO ME? TALKING WITH FINANCE DEPARTMENT, I'VE TALKED WITH MULTIPLE DEPARTMENTS. YOU, WE ALL HAVE THE RIGHT. FIRST OF ALL, AS A CITIZEN TO REQUEST A MEETING WITH THESE PEOPLE. BUT WHEN WE SAY WE'RE A PART OF THIS BOARD AND WE'RE WANTING TO PUT TOGETHER THINGS FOR OUR BUDGET ADVISORY BOARD. YOU'RE YOU'RE YOU'RE BRINGING YOURSELF TO THEM, ASKING FOR CLARITY AND TOWARD YOU COULD EITHER SUPPORT WORK WITH THEM ON WHAT THEY'RE TRYING TO DO IN THEIR DEPARTMENT, YOU COULD MEET WITH EVERY DEPARTMENT HEAD. I'M SAYING THIS TO EVERYONE. THEIR DOORS ARE OPEN. I WANT TO STRESS THAT THEIR DOORS ARE OPEN TO US AND THEY HAVE BEEN [00:40:02] TO ME FOR MULTIPLE YEARS. I'VE MET WITH MULTIPLE REPRESENTATIVES OF MULTIPLE DEPARTMENTS. SO I URGE YOU TO TAKE ADVANTAGE OF THAT IF YOU'VE GOT THE TIME AND ABLE TO DO IT. I'LL SAY PREVIOUS. WHEN I WAS RUNNING FOR OFFICE MYSELF IN 18, I LEARNED A HECK OF A LOT SITTING IN A LOT OF OFFICES. THEY ARE THEY ARE WILLING TO SIT DOWN AND TALK WITH YOU. THEY WANT TO EDUCATE YOU, SO THEN WE CAN GO EDUCATE THE PUBLIC. REMEMBER, WE ARE CITIZEN BUDGET ADVISORY BOARD. WE ARE HERE CHARGED WITH THAT TO MAKE SURE OTHER CITIZENS FIND THAT INFORMATION AS WELL. NOT. I'VE, THANK YOU, MR. PARR, I REALLY APPRECIATE IT. I JUST WANT TO SHARE WITH THE BOARD THAT THERE'S NO. OH, GO AHEAD, GO AHEAD, GO AHEAD. SORRY. NO WORRIES. SO GO BACK TO THE SUGGESTION OF WAITING UNTIL. CHRIS IS HERE WITH US. I AGREE, BUT BECAUSE WE HAVEN'T HAD ANY MEETINGS, I WOULD LIKE FOR US IF WE COULD COME UP WITH SOME TYPE OF SCHEDULE. I MEAN, I UNDERSTAND BECAUSE WE CAN SAY WE CAN WAIT UNTIL HE'S HERE IN THE NEXT MEETING. HE'S NOT HERE RIGHT NOW WHILE WE HAVE EVERYBODY HERE OR A QUORUM. I WOULD RATHER HAVE SOMETHING PUT IN WRITING WHERE WE COULD ACTUALLY DISCUSS BECAUSE FOR ME, NOT HAVING THEM IS KIND OF FRUSTRATING. AND THEN SO I MEAN, THAT'S MY ONLY SUGGESTION IS I UNDERSTAND WE WANT TO WAIT. BUT LET'S BE HONEST, WE DON'T KNOW IF HE'S GOING TO BE AT THE NEXT MEETING. AND I DON'T THINK IT WOULD BE DISRESPECTFUL TO HIM FOR US JUST TO COME UP WITH A SCHEDULE. CURRENTLY, YOU HAVE A BASIC SCHEDULE RIGHT NOW, I MEAN, IT'S EVERY MONTH, IT'S SIX 30, IT'S THE SECOND WEDNESDAY OF EVERY MONTH, SO THAT'S SET IN STONE ALREADY. THAT IS ALREADY IN PLACE, JUST, OF COURSE, WHAT YOU WANT TO TALK ABOUT AT THOSE MEETINGS. ANOTHER STORY? SO AS FAR AS NEW BUSINESS NO. TWO GOES, PROTOCOL FOR MET ATTENDANCE, THE ONLY THING THAT WE WOULD REALLY BE ABLE TO DO WITHIN THIS BUSINESS ITEM IS PASS SOME SORT OF MOTION THAT MAKES AN ATTEMPT TO ADJUST. OUR BYLAWS SAY THAT MOTION PASSES. THEN WE ASKED STAFF, TAKE THAT TO CITY COUNCIL, THEY SEND IT THROUGH THE CITY COUNCIL PROCESS, SO ON AND SO FORTH. SO LET ME JUST SHARE WITH THE BOARD THAT IT'S TRULY NOT MY DESIRE TO TO GO THAT ROUTE TO MR.. PARR POINT AT THE CITY STAFF IS AT OUR DISPOSAL, INCLUDING THE CITY ATTORNEY'S OFFICE. BUT I DON'T WANT TO TAKE THE TIME TO SIT WITH SOMEONE AT THE CITY ATTORNEY'S OFFICE AND SAY, WHAT'S THE BEST WAY TO WRITE OUT THIS MESSAGE AND GET A PARAGRAPH AND THEN COME BACK HERE AND READ IT AND SENTENCES AND PICK IT APART AND SO ON. I WANT TO COME TO A LEVEL OF UNDERSTANDING, AND I THINK WE'VE ALREADY HAD SOME REALLY, REALLY PRODUCTIVE CONVERSATION IN THIS BUSINESS ITEM. SO IF ANYBODY DOES WANT TO MAKE A MOTION TO CODIFY ANYTHING IN THE PRESENCE OF OUR CURRENT CHAIR OR NOT, YOU KNOW, BY ALL MEANS, PLEASE DO. IF WE DON'T, I'M I'LL VERY HAPPILY MOVE THE CONVERSATION ALONG. I SEE ON THE HORIZON A CONVERSATION. NEW BUSINESS, NO FOR ABOUT A MEETING SCHEDULE. WE CAN. WE CAN SEE WHERE WE'RE AT. WE'LL WE'LL MAKE A DECISION. BUT IF YOU GUYS ARE READY TO KIND OF JUST WRAP THIS UP, GAIN SOME MORE INFORMATION, I THINK WE CAN MAKE BETTER DECISIONS AFTER THAT. THAT SOUND GOOD TO EVERYBODY. SOMEONE MAKES A MOTION RIGHT NOW, IT'S GOING TO DIE. WE'RE JUST GOING TO GO RIGHT TO NEW BUSINESS THREE. I WANT TO MAKE A MOTION. YOU ALREADY KNOW THERE'S A SET SCHEDULE FOR EVERY MONTH, BUT WITH EVERYTHING I WAS WANT TO SAY THAT WE'RE GOING TO SAY WE'RE GOING TO HAVE A MEETING REGARDLESS IF THE CITY BRINGS US ANY AGENDA TO TALK ABOUT. BECAUSE JUST LIKE YOU SAID THIS MEETING, WE REALLY DIDN'T HAVE NOTHING TO REALLY DISCUSS. BUT LIKE SHE LIKE, SHE SAID, WE'RE NEW AND WE ALL NEED TO GET TO KNOW EACH OTHER AND WE CAN'T DISCUSS THIS BOARD UNLESS WE'RE TOGETHER. SO ALL I WOULD LIKE IS A MOTION THAT WE WOULD SAY THE NEXT FOUR MEETINGS OR THE NEXT FOUR MONTHS. WE'RE GOING TO MEET EVERY MONTH, EVERY THIRD WEDNESDAY OR SECOND WEDNESDAY, WHATEVER IT IS, WE'RE GOING TO MEET. AND WE'RE GOING TO STICK TO IT AND AS A RESPONSIBILITY, I REMEMBER PARR HE HE TOLD US TO COME UP WITH AN ITEM AND TO BE ON THIS BOARD, WE SHOULD BE PUTTING FORTH ITEMS ANYWAYS TO DISCUSS ONCE A MONTH. LIKE, I MEAN, CHEF, HE GOES TO A LOT OF MEETINGS. I WOULD LOVE TO HEAR WHAT HE'S HEARD AT THOSE MEETINGS BECAUSE I KNOW IT'S A WEALTH OF INFORMATION. YOU'RE ON A ROLL. MS. BEAUCHAMP AND I REALLY APPRECIATE YOUR FEEDBACK HERE. IF WE'RE GOING TO EXERCISE THIS, MAKE A CONCISE MOTION, SEE IF SOMEONE'S SECONDS IT AND THEN SHARE SHARE, SHARE. AND LET'S HEAR MORE. BUT JUST BECAUSE WE NEED SOMETHING PASSABLE, SO WE'VE GOT TO HAVE SOMETHING. SO RIGHT NOW, WHAT'S YOUR PROPOSITION? I WOULD LIKE TO MAKE A MOTION THE NEXT FOUR MONTHS WE MEET, REGARDLESS OF ANYTHING. EACH MEMBER NEEDS TO COME UP WITH SOMETHING TO DISCUSS. CLARIFICATION SAKE, THAT WOULD BE FOLLOWING THE SECOND WEDNESDAY SCHEDULE. YES. SO THAT'S THE MOTION ON THE FLOOR. THE MOTION ON THE FLOOR BY MS. BEAUCHAMP IS THAT THE BOARD AGREES RIGHT NOW THAT REGARDLESS OF AGENDA CONTENT, WE'RE GOING TO CALL OUR MEETING FOR THE NEXT FOUR MONTHS. MR. CHAIR, IF I COULD REAL QUICK BEFORE WE GET TO A SECOND, THIS IS NOT A VIABLE MOTION [00:45:02] AND THAT IT WOULD BE VOIDING THE BYLAWS THAT THE CHAIRPERSON HAS THE ABILITY TO CANCEL ANY MEETING IMMEDIATELY. I DON'T DISAGREE. WE CAN'T MAKE EMOTION REGARDING WE WILL MEET WE THAT CANNOT HAPPEN. WE CAN TELL EACH OTHER WE'RE GOING TO MAKE EVERY EFFORT TO BE HERE, AND I MUST SAY BLUNTLY, THIS SUCKS BECAUSE WE'RE AT THE MERCY OF EVERYBODY AND I'M THERE WITH YOU. I'M JUST I'M BLOCKING THAT SITUATION FOR NOW BECAUSE IT CAN'T HAPPEN. OH, IT'S BECAUSE THE CHAIR HAS. WE'D HAVE TO CHANGE THE DIALOG. CANCEL. I MEAN, YOU MIGHT NEED TO DISCUSS THAT BECAUSE. AND NOT JUST A BOARD OF ONE. I'M GOING TO TELL YOU THAT'S GOING TO BE MET WITH STRONG OPPOSITION FROM COUNCIL BECAUSE THAT'S BE DIFFERENT FROM EVERY OTHER BOARD. AND I JUST KNOW WHERE IT'S GONE BEFORE, AND I'M TRYING TO BE A SOUNDING BOARD BECAUSE I'VE BEEN HERE FOR SEVERAL YEARS AND I KNOW I'M SOUNDING LIKE NANCY RIGHT NOW, NEGATIVE NANCY. BUT IT'S IT'S SOMETHING THAT I WANT US ALL TO BE HERE EVERY SINGLE TIME. I WANT US ALL TO BE LIKE, YOU BROUGHT IT UP THAT I'VE SAID. BRING AGENDA ITEMS. THAT'S THE ONE WAY. ULTIMATELY, I AS A CHAIRPERSON, WHEN IT WAS MY ROLE, I WOULD NOT HAVE CANCELED ANY MEETING HAD THERE BEEN AGENDA ITEMS THERE SUGGESTED. UM, BUT WE CAN'T AVOID THAT, RIGHT, THAT'S IN THE BYLAWS. YES. I MEAN. I JUST SEE THAT THE BYLAWS ARE ALREADY CLEAR. I MEAN, YOU KNOW, I DON'T I'M NOT SURE WHAT CHANGES ARE NEEDED. I MEAN, I DON'T SEE ANYTHING FROM MY PERSPECTIVE. I THINK THAT WE DISCUSS WHAT SOME OF THE CHALLENGES WAS FOR SOME OF US, AND THAT IS NOT SEEING THE EMAIL IN ENOUGH TIME. SO STAFF DON'T REALLY KNOW THAT WE'RE COMING EVEN THOUGH WE PLAN ON COMING. SO, I MEAN, I'M REALLY NOT SURE I DON'T SEE ANYTHING THAT FROM MY PERSPECTIVE, I THINK IT'S BEEN ADDRESSED IN THE BYLAWS ALREADY. I THINK WE JUST NEED TO FOLLOW WHAT THE BYLAWS SAY. IF IT PLEASES THE BOARD. MS. BEAUCHAMP MADE A MOTION, IS THERE A SECOND? SECOND, IT'S CALMLY SECONDS THE MOTION. BUT TWO MR. PARR DEGREE MS. COLONY, I'M GOING TO HEAR FROM YOU, WHETHER YOU SECOND THIS MOTION OR NOT, YOU WANT A SECOND THIS NON-VIABLE MOTION OR DO YOU JUST WANT TO HAVE A CHANCE BECAUSE YOUR CHANCE IS YOURS, NO MATTER WHAT? WELL, I JUST WOULD LIKE DISCUSSION ON IT, AND SURE, WE CAN VOTE ON IT. PLEASE GO AHEAD. THAT WAS OUT OF WHAT I THINK THE DISCUSSION IS CLEAR THAT. WON'T PASS, BUT I IN MY DISCUSSION, I'D LIKE TO SAY PERSONALLY, I WILL MAKE A COMMITMENT 12 MONTHS, NOT FOUR MONTHS. BE HERE AT THE TIME THAT WE HAVE A OR NOT, AND WE ARE THE PEOPLE WHO ARE SHOWING UP. OH MY WORD. COME AND FIND ME HERE. ALL RIGHT. I APPRECIATE THAT. I GUESS I APPRECIATE THAT MS. CONNELLY, AND THAT'S VERY THAT IS VALUABLE FEEDBACK. SO I WILL I WILL, YOU KNOW, STAY THAT MR. PARR IS NOT INCORRECT IN SAYING THE MOTION, AS STATED, IS NOT VIABLE. IF MS. BEAUCHAMP WERE TO HAVE SAID, THE MOTION IS TO REQUEST OF COUNSEL, THAT WE MODIFY OUR BYLAWS AND REMOVE BOTH THINGS THAT ALLOW US TO CANCEL, WHICH WOULD BE NOT ONLY THE CHAIR'S DISCRETION, BUT ALSO THE STAFF'S BOTH BASED UPON A LACK OF CONTENT. IF THAT WERE TO HAVE BEEN THE MOTION AND BE THE SECOND, WE CAN ENTERTAIN IT AND WE WE CAN, YOU KNOW, WE CAN DEBATE IT AND WE CAN VOTE ON IT. WITH THAT BEING SAID, BEFORE ANYBODY POTENTIALLY MAKES THAT MOTION OR NOT, I JUST WANT TO STATE THAT THERE IS SOME THINGS I FEEL WE CAN DO AS A BOARD THAT MOVE US IN THE DESIRED DIRECTION THAT DON'T INVOLVE THE BYLAWS. I THINK THAT THE BYLAWS IS OBVIOUSLY A VIABLE OPTION, BUT I DO THINK THAT IT'S NOT NECESSARILY THE PATH OF LEAST RESISTANCE. I THINK THAT THE PATH OF LEAST RESISTANCE IS MAKING SOME AGREEMENTS AMONG OURSELVES AMONG THESE BOARD MEMBERS THAT ARE HERE TONIGHT AND NOT NECESSARILY BEING IN FEAR OF THE RAMIFICATIONS OF ANYONE ELSE'S PRESENCE AT FUTURE MEETINGS OR NOT. BECAUSE WE DO HAVE A QUORUM TONIGHT, IT'S TALKING ABOUT THESE THINGS THAT HOPEFULLY UNDER NEW BUSINESS FOR IS GOING TO AGREE TO A MEETING SCHEDULE AND THEREFORE WE WOULD BE ABLE TO LEAVE TONIGHT FEELING AS THOUGH THERE'S A REASONABLE EXPECTATION THAT THE NEXT MEETING WE HAVE OUR PERSONAL CALENDARS WORKED FOR WILL OCCUR, AND I FEEL I FEEL AS THOUGH THAT'S ALL WE CAN EXPECT TO LEAVE HERE TONIGHT WITH. BECAUSE EVEN IF WE DID HAVE SUCH A MOTION TO AMEND THE BYLAWS, WE WOULDN'T KNOW THAT IT WAS OVER WITH. WE'D HAVE TO SEND IT TO MR. WOJCIECHOWSKI, HAVE HIM SEND IT UP THE LINE AND HAVE A FUTURE MEETING TO HEAR THE RESULTS ABOUT IT. SO IN THE INTEREST OF NOT TALKING US IN CIRCLES, I WILL LEAVE THE FLOOR OPEN IF THERE'S ANY MOTION ON THIS PARTICULAR BUSINESS ITEM. SEEING, NONE. SO LET'S GET INTO DO BUSINESS THREE. DONNELLY. TO PICK UP ON SOMETHING YOU SAID, AND THAT IS THAT YOU HAD SOME IDEAS THAT [00:50:03] DON'T INVOLVE THE BYLAWS THAT ADDRESS. IT'S EXACTLY WHAT WE WANT TO DO, SHOWING UP FOR A. I DON'T THINK I HEARD YOUR IDEAS. NO, MA'AM. I WAS GOING TO RESERVE THEM FOR NEW BUSINESS FOR OH. SO ONE THING I'LL I'LL QUICKLY ADD IS I THINK SOME OF THE IDEAS HAVE ACTUALLY ALREADY BEEN SAID. I MEAN, THE US BEING PROACTIVE IN OUR NOTIFICATION TO THE CITY THAT WE INTEND TO BE THERE, I BELIEVE THAT SOMETIME HAS DROPPED THE NUMBER ON OUR QUORUM POTENTIAL. AND I KNOW THERE'S BEEN TWO SPECIFICALLY, I'VE HAD TO REPLY THAT I WAS NOT ABLE TO ATTEND DUE TO OTHER COMMITMENTS. SO I MEAN, THERE HAS BEEN SOME THINGS HAVE ALREADY BEEN DISCUSSED. AND AGAIN, I THINK IT'S GREAT THAT WE'RE HAVING THESE DISCUSSIONS. ALL RIGHT, SO WE'RE ON NEW BUSINESS THREE, WHICH WAS DEPARTMENT REQUESTS ON SPENDING THE [3. Department requests on spending the budget reserves] BUDGET RESERVES AND NOW AGAIN, I'LL STAY. AS I STATED EARLIER, THIS IS A BUDGET ITEM THAT I REQUESTED MR. WOJCIECHOWSKI ADD TO THE AGENDA TO THE EFFECT THAT I FELT AS THOUGH WE SHOULD HAVE A DECOMPRESSION ON THE ITEMS. I PERSONALLY HAVE NOT PREPARED THIS EVENING TO SPEAK SPECIFICALLY TO THOSE NUMBERS, AND I FEEL THAT I WOULD BE. I WOULD BE REMISS IF I ROUNDED OR SAID ANY NUMBERS THAT THAT WEREN'T CORRECT BECAUSE ANYBODY WHO IS WATCHING THE MEETING, I WOULDN'T WANT THEM TO GO OFF OF MY MEMORY OR MY INFERENCE. BUT IF MR. WOJCIECHOWSKI HAS ANY SPECIFIC NUMBERS TO TO SPEAK ABOUT, JUST TO HEAR WHAT WE DID ON ON SPENDING SOME BUDGET RESERVES RECENTLY IN THE CONTEXT, AGAIN, AS I DESCRIBED EARLIER IN THIS MEETING WHERE WE CAN TALK FREELY AMONG OURSELVES, AND I'LL SAY, GOING INTO THIS ITEM AGAIN, I DON'T PERSONALLY SEE ANY ACTION COMING OUT OF THIS ITEM. I JUST SEE IT AS A GREAT OPPORTUNITY TO HAVE SOME GOOD DIALOG TO LEAD US INTO A VERY ACTIONABLE ITEM ACTION ITEM NUMBER FOUR MEETING SCHEDULE. [4. Meeting schedule.] BUT THAT'S WHERE THAT'S WHERE IT IS. SO TO THE BOARD. ACTUALLY, MR WOJCIECHOWSKI, PLEASE THANK YOU, SIR. I ACTUALLY DIDN'T BRING THE INFORMATION THAT WAS APPROVED BY COUNCIL BECAUSE IN LOOKING AT THIS, I WASN'T SURE IF YOU WERE LOOKING AT STUFF THAT HAD NOT BEEN COMMITTED TO YET. SO I CAN'T PROVIDE YOU THAT AT THE NEXT. AND THANK YOU, SIR, AND AGAIN, TO BE PROPER. YOU KNOW, I DIDN'T REQUEST THAT AND LET ME JUST SAY OUT LOUD. ASK THE OPEN ENDED QUESTION IF I SO MAY, YOU KNOW, IS EVERYONE AWARE OF THE FACT THAT THE CITY COUNCIL DID TAKE ADVANTAGE OF SOME OF THE BUDGET RESERVES AND DRAW THEM DOWN? AND IS THERE AN APPETITE AMONG THIS BOARD TO UNDERSTAND THAT TO A GREATER DEGREE? OR DOES EVERYONE HAVE THE INFORMATION THEY NEED THROUGH THE PUBLIC FORUMS THAT EXIST TO FULLY COMPREHEND WHAT HAPPENED? I WOULD DEFINITELY LIKE TO SEE IF YOU WOULDN'T MIND EMAILING THOSE DOCUMENTS TO EACH OF US TO PREVIEW AT OUR OWN PRIOR TO THE NEXT MEETING. I AGREE, AND I WILL ALSO SEND TO YOU THE THE STAND TECH. PRESENTATION THAT WAS DONE ALSO AT THE SHOW CONTINUE WITH THE SPENDING AND HOPEFULLY ACTUALLY A GOOD PLAN OF USING IT FOR CAPITAL NEEDS. WHAT'S GOING TO HAPPEN TO THE RESERVES? I WILL SEND THAT ALSO. SO WHAT I'M HEARING IS THE PLEASURE OF THE BOARD IS A REQUEST FOR MR. WOJCIECHOWSKI TO GIVE US SOME SUPPLEMENTAL INFORMATION AS A FOLLOW UP TO THIS MEETING AHEAD OF NEXT MEETING, WHICH, YOU KNOW, I THINK IT MIGHT BE WISE IF WE MOVE TO MOVE THIS BUSINESS, TO CONTINUE THIS BUSINESS CYCLE AND IT'LL SHOW UP UNDER OLD BUSINESS ON THE NEXT ON THE NEXT AGENDA. DOES THAT SOUND AGREEABLE, RIGHT? YEAH, YEAH. I'LL TAKE THAT MOTION IF ANYBODY SO. SO PLEASE THIS. ALL RIGHT, AND AND IT HAPPENS, MS. BEAUCHAMP SAID, SO MOVED. SO IF ANYONE WANTS TO SAY SECOND, IT WORKS, THAT'S THINKING, WELL, WE GOT OUR AGENDA. SO WE'RE GOING TO HAVE A MEETING NEXT MONTH. WE'RE GOING TO GET AND WE'RE GOING TO HAVE A FEW PEOPLE SEND THAT TO MR. WOJCIECHOWSKI TO MAKE SURE IT'S ON THERE. SO THAT'S GOOD. SO GOOD. WE DID FORMALITIES SAKE. IT DID GET EMOTIONS, DID GET A SECOND. SO ALL IN FAVOR SAY, HI, HI, BEAUTIFUL NEW BUSINESS NO. FOUR MEETING SCHEDULE, SO I WILL DO MY BEST NOT SPEAK PRIME THIS ONE UP TOO LONG. MY THOUGHT PROCESS IS UNDERSTANDING AGAIN, WE MAY NEED TO DEFER TO NEW BUSINESS. FIVE. I DON'T MEAN TO BE JUMPING AROUND ON THE AGENDA HERE, BUT I WANT TO UNDERSTAND WHERE THE BUDGET PROCESS IS. SO MAYBE MR. WOODARD CAN CAN PULL THAT INTO THIS BUSINESS ITEM A LITTLE BIT WHERE WE'RE AT WITH THE BUDGET PROCESS. AS FAR AS WE WANT TO SET UP AN EDUCATIONAL PHASE WHERE WE ALL GET UP TO SPEED. WE WILL HAVE NEW MEMBERS TO THE BOARD THAT WILL PROBABLY COME IN DURING SAID PHASE. THEY CAN COME, WE CAN COME TO A LEVEL OF UNDERSTANDING, MAYBE SET THE OPEN LEVEL OF UNDERSTANDING AT THAT IN THAT TIME FRAME OF THE YEAR. WE'LL HAVE SOME STAFF PRESENTATIONS AND THINGS OF THAT SORT. AND THEN WHEN DO WE TRANSITION INTO THE NITTY GRITTY? WHEN DO WE NEED TO BE HERE MULTIPLE TIMES A MONTH AND WHAT HAVE YOU? AND I THINK THAT'LL LEAD INTO A PRODUCTIVE CONVERSATION TO SAY, YOU KNOW, APRIL LOOKS LIKE THIS MAY LOOKS, JUNE LOOKS, JULY LOOKS SO HAPPY TO HEAR ANY FEEDBACK AND CERTAINLY ANY MOTIONS FROM THE BOARD. [00:55:02] WELL, I JUST WANTED TO ADD THE LAST TIME WE DID HAVE WHAT THEY CALL IT, CALENDAR SCHEDULE, IT WAS CALLED A BUDGET PREP CALENDAR AND IT HAD THE DATES AND THINGS IN IT THAT, YOU KNOW, THE IMPORTANT DATES. I SEE SOMETHING LIKE THAT HERE. I DON'T KNOW IF THIS IS FOR 2020 BUDGET KEY FOCUS DATES. IS THIS THE SAME AS THAT PREP CALENDAR? OK, SO THAT THAT WAS GOOD. SO MAYBE WE NEED TO KIND OF REVIEW WHAT WE HAVE BECAUSE IT LOOKS LIKE IT'S OUTLINING SOME IMPORTANT DATES FOR US. AND THEN WE ALSO HAD A SCHEDULE OF THE DEPARTMENT PRESENTATION, SO WE KNEW WHICH DEPARTMENT WAS COMING AT WHAT TIME SO WE COULD PREPARE FOR THEIR VISITS. THOSE WERE THE ONLY SCHEDULES THAT I REMEMBER US HAVING LAST TIME. YEAH, AND THAT SOUNDS FAMILIAR, AND THAT THAT FLAVOR IS WHAT I'M LOOKING FOR IS IS IF WE HAVE THAT ALREADY SO THAT WE CAN SET THE SCHEDULE BECAUSE HERE WE SIT AT THE MARCH MEETING. WE DON'T HAVE A BOARD AGREED UPON APRIL MEETING. WE HAVE A GENERAL UNDERSTANDING. NOWHERE IN OUR BYLAWS DOES IT SAY THAT WE MEET ON THE SECOND WEDNESDAY, BUT ON THE CITY'S WEBSITE, IT DOES. AND THERE'S A GENERAL UNDERSTANDING THAT WE DO. BUT WE HAVEN'T SPECIFICALLY SCHEDULED A MEETING FOR APRIL OR ANY SUBSEQUENT MONTH, AND IT'S MY DESIRE TO DO SO THROUGH AT LEAST THIS CALENDAR YEAR. YEAH, I WOULD SAY AT LEAST THIS CALENDAR YEAR. AND SO WHAT HE'S SAYING, BECAUSE I REMEMBER LAST YEAR IN JANUARY, THERE WAS A IT WAS A A BUDGET OVERVIEW OF THE WHOLE BUDGET PROCESS THAT WAS A MEETING. AND THEN IN FEBRUARY, FEBRUARY, IT STARTED THE WHOLE BUDGET PROCESS, I GUESS, GOING THROUGH THE CALENDAR. SO THERE WAS A THERE WAS THERE IS A PROCESS. I MEAN, I TYPED IT ALL OUT. I JUST DIDN'T PRINT IT. SO I DON'T HAVE IT. BUT FOR EVERY MONTH, THERE WAS SOME KEY THINGS THAT WE WERE JUST KIND OF TALKING ABOUT TOO. YEAH, I WISH I WOULD HAVE BOUGHT IT. BUT I I STARTED GOING THROUGH EVERYTHING WE DID LAST YEAR AND JUST TRYING TO ORGANIZING, YOU KNOW, WHAT COMES FIRST, SECOND, THIRD. AND AND WE DO HAVE I MEAN, I REMEMBER THAT WE DID DO SOMETHING LIKE THAT. WELL, I DON'T REMEMBER HAVING A BUDGET OVERVIEW, DID WE DO THAT THIS YEAR WHERE YOU HAD? WE DID A WORKSHOP. YEAH, WE HAVEN'T DONE ANYTHING SINCE THE CONCLUSION OF LAST FISCAL YEAR PROCESS. WE DIDN'T EVEN RECAP LAST FISCAL YEAR PROCESS. IT WAS IT WAS HAPPENING AND WE WE CEASED TO MEET. SO NOW WE'RE INTO A NEW CALENDAR YEAR CURRENT FISCAL YEAR THAT WE WERE, WE WERE TIDYING THAT BUDGET UP JUST TO FRAME IT A LITTLE BIT. SO, YEAH, I THINK. YOU NEED TO KIND OF RECAP AND THEN HAVE I THINK STAFF DID THE WORKSHOP, RIGHT? AND THEY DO. IT WAS JANUARY 28TH. I THINK THERE WAS A THERE WAS A WORKSHOP OVERVIEW. THEY CAN'T SPEAK TO THAT. I WASN'T HERE. OH, SO I DON'T KNOW YET. IT WAS LIKE AN OVERVIEW. THERE WAS AN OVERVIEW, BUT I THINK MAINLY A LOT OF THAT WAS BECAUSE. A LOT OF TRAINING BUDGET SEEING SO MUCH. PRIOR TO DIFFERENT FROM PRIOR TO SOVIET, AND THEY HAD TO ADD EXTRA, BUT IT WAS A REALLY GOOD OPPORTUNITY FOR THE BOARD, REALLY UNDERSTAND OUR PURPOSE BECAUSE COMING INTO THIS BOARD, THERE WAS NO EXPLANATION. WHAT YOUR PURPOSE WAS BECAUSE I CAME IN AT THE CUSP OF IT REALLY BARELY HAD ANY MEETINGS, SO THERE WAS NO UNDERSTANDING WHERE IT ROLLED AROUND. I WAS REALLY THANKFUL FOR IT BECAUSE IT GAVE ME A BETTER UNDERSTANDING MY PURPOSE. OH, I THINK WE DO NEED TO GO BACK TO THAT, EVEN THOUGH IT MAY NOT BE SOMETHING THAT THEY DID, BUT IT WAS A FRAMEWORK FOR US TO UNDERSTAND WHAT OUR PURPOSE. BETTER UNDERSTANDING YOU HAVE THAT HUNGER TO WANT TO. MR. PARR, I'M GOING TO COME TO YOU HERE IN JUST A SECOND, BUT I WANT TO TURN TO MR. RELIGIOSITY, BRIEFLY HEARING THE DIALOG UP HERE. WHAT'S YOUR FIRST THOUGHT, SIR? AS FAR AS WHERE ARE WE AT COMING INTO AN APRIL MEETING IN LEVEL OF URGENCY OF EDUCATING OURSELVES BECAUSE TIMES ARE UPON US? I DID TURN MY ATTENTION TO THIS DOCUMENT THIS FISCAL YEAR. TWENTY TWENTY THREE BUDGET KEY FOCUS DATES. THANK YOU MS. CLINKSCALES FOR DRAWING MY ATTENTION TO IT. SO I'M GETTING A FLAVOR, BUT TALK TO ME A LITTLE BIT ABOUT. TALK TO US ABOUT PLEASE. IN THE APRIL FORWARD, KIND OF WHERE WE HAD. WELL, EXCUSE ME, LET ME I'M ACTUALLY GOING TO TAKE YOU ALL THE WAY TO THE. BACK PAGE, PLEASE, IF YOU WILL, THIS IS WHAT HAPPENS HERE, IS FROM HERE UP UNTIL JUNE IS WHERE THE DEPARTMENTS ARE DEVELOPING THEIR BUDGETS. THEY'RE SITTING THERE AND, YOU KNOW. ACTUALLY GOING TO COVER THIS WHEN WE GET THE FIVE A LITTLE BIT TO ABOUT THE CHANGES THAT WE'VE DONE WITH THE BUDGET PROCESS IN JUNE, WE ACTUALLY DO A PRESENTATION TO COUNCIL OF TELLING THEM WHAT BASICALLY WHAT WE LOOK LIKE AT MID-YEAR. NOT TALKING ABOUT THE TWENTY THREE BUDGET. WE'RE TALKING ABOUT THE TWENTY TWO BUDGET AND WHERE WE STAND, YOU KNOW, REVENUES COMING IN, EXPENDITURES, WHATEVER IS HAPPENING, GIVE THEM THE HIGHLIGHTS. [01:00:05] AND ALSO AT THAT TIME IS WHEN THEY'LL PROBABLY BE A VERY BRIEF OVERVIEW OF WHAT WE ARE EXPECTING COUNCIL, THEIR VISION OF WHERE WE'RE GOING FOR TWENTY THREE. THAT POINT, SOMETHING WILL PROBABLY COME OUT AND GIVE US A SLIGHT HINT OF WHERE WE'RE GOING IN JULY, AND THIS IS A CHANGE, THIS IS A BIG CHANGE RIGHT HERE. WE ARE ACTUALLY DOING BUDGET. PRESENTATIONS TO THE COUNCIL IN JULY, ACTUALLY BEFORE THEY'RE ACTUALLY SEEING THE BUDGET. OR THAT THE PROPOSED BUDGET IS GIVING TO THEM. OR WE WOULDN'T DO A BUDGET PRESENTATION UNTIL AUGUST OR END OF JULY. WE'RE PUSHING IT FORWARD SO WE CAN GET THEIR VIEW ON WHERE THEY WANT TO GO. SO THEN WHEN WE ACTUALLY DEVELOP THE PROPOSED BUDGET AND ACTUALLY ADOPT AN EXCUSE ME, THEY'RE NOT ADOPTED, DO A TENTATIVE MILLAGE BECAUSE YOU HAVE TO ACTUALLY. IDENTIFY A TENTATIVE MILLAGE AT THE END OF JULY. WE HAVE A BETTER VIEW OF WHERE COUNCIL WANTS TO GO VERSUS NOT HAVING THAT CONVERSATION UNTIL AFTER, THAT'S SOME MAJOR CHANGES THAT WE'RE DOING. COUNCIL PRESENTATIONS. AS FAR AS. ROLE OF THIS COMMITTEE. THE PROBLEM WITH TRYING TO GIVE YOU ANYTHING IS WE'RE NOT EVEN GOING TO SEE ANYTHING UNTIL THE MIDDLE OF MAY. THE BUDGET OFFICE, WE WILL SEE NOTHING UNTIL THEN. EACH DEPARTMENT IS DEVELOPING THEIR OWN BUDGETS, AND THERE'S A BIG CHANGE, WE'RE NOT DOING THE ZERO BASED BUDGETING LIKE. IN THE PAST TWO YEARS, IT'S NOT SUSTAINABLE TO DO THAT WITH GOVERNMENT, IT JUST DOESN'T WORK. IT'S VERY LABOR INTENSIVE. SO WE'RE GOING BACK TO. MAXIMUM BUDGET, NOT THAT THEY'RE GOING TO INCREASE THEIR BUDGET IN ANY WAY, SHAPE OR FORM, WHAT THEIR BUDGET IS NOW IS WHAT THEY'RE GOING TO GET TO KEEP IN THEIR BUDGET AND THEY CAN MANEUVER THAT MONEY AROUND WITHIN THEIR BUDGET. IF SOME DEPARTMENT RECEIVED A ONE TIME BUMP OR SOMETHING, THEY DON'T GET TO KEEP THAT IT FALLS BACK INTO THE GENERAL FUND. IT'S JUST THEIR REGULAR OPERATING MONEY THAT THEY GET TO KEEP. IT MAKES IT A LITTLE BIT EASIER FOR THEM TO MOVE THE MONEY AROUND WITHIN THE BUDGET BECAUSE RIGHT NOW ZERO BASED BUDGETING. SAY I NEED $100 FOR A NAIL FOR NAILS. ONCE YOU EXCEED THAT HUNDRED DOLLARS, YOU'RE COMING BACK AND YOU'RE ASKING FOR ADDITIONAL MONEY EVERY TIME, IT MAKES IT VERY DIFFICULT, ZERO BASED BUDGETING TO DO THAT. SO THEY NOW GET TO LOOK AT THEIR BUDGET BECAUSE THEY'VE DONE ZERO BASED BUDGETING FOR TWO YEARS, THEY HAVE A BETTER FEEL FOR HOW THEY'RE SPENDING THEIR MONEY. THEY'RE GOING TO PUT IT IN THE RIGHT PLACES. HOPEFULLY, WE'LL PUT IT IN THE RIGHT PLACES MOVING FORWARD. THE PLAN IS IN FOUR YEARS, WE GO BACK TO ZERO BASED BUDGETING AGAIN. MAKE SURE THAT WE DON'T GET OUT OF ALIGNMENT WITH EVERYBODY'S BUDGETS. BRING IT BACK DOWN TO ZERO BASE. THEY START OVER AGAIN FOR A THREE YEAR PERIOD AND THEN WE GO BACK TO MAXIMUM BUDGET. THAT'S HOW YOU CAN CONTROL THE SPENDING. HOW OUR DEPARTMENT. ALBERTA. HE. WRESTLING THAT BECAUSE OF THE THE LACK OF CAPITAL PURCHASES IN. HERE'S. RUNNING INTO A SITUATION WHERE THE STUFF IS, THEY NEED IT. I UNDERSTAND THAT, BUT SAY WE OWE THIS ORDER BACK THEN. HAVE. SAW WHAT WE SAW AS THAT WAS SCARY. IT'S REALLY SCARY, ESPECIALLY THE DISPATCH CENTER NOT HAVING ONE HERE ALL THE WAY IN ROCKLAND. THAT'S SCARY. BUT HAVING SOMETHING LIKE THIS WOULD SOLVE THAT ISSUE. THIS GIVES US AN OPPORTUNITY TO SEE OUR REAL OPERATING WHERE WE'RE HAVING DEFICIENCIES AND WHERE. WHERE WE NEED TO INCREASE AND OR. BUT. AND I THINK WE HAVE PROBABLY A COUPLE OF QUESTIONS BASED UPON THAT INFORMATION, AND, YOU KNOW, I'LL SAY TO THE BOARD, I THINK WE ARE MELDING INTO NEW BUSINESS. I DON'T DEEM THAT TO BE INAPPROPRIATE BECAUSE I FIND THE INFORMATION PERTINENT TO NEW BUSINESS FOR. SO IF IT PLEASES, EVERYBODY WILL CONTINUE ON. BUT DID ANYBODY HAVE ANY KIND OF FOLLOW UP QUESTION? MR. WOJCIECHOWSKI JUST TOLD US A LOT. MS. CLINKSCALES. I KNOW YOU WERE TAKING NOTES, DID YOU? DID YOU HAVE A QUESTION FOR HIM? I DON'T HAVE. AH, YEAH. MR. PARR GIVE US A LITTLE TEXTURE. ALL RIGHT, SO YOU WERE ASKING ABOUT THE CALENDAR THAT WE KIND OF HAD LAST YEAR, I ACTUALLY JUST PULLED IT UP IN MY EMAILS. WE STARTED OUR DEPARTMENT PRESENTATIONS AND MARCH, APRIL, MAY LAST YEAR. THAT'S WHEN WE STARTED THAT SOME KIND OF SOME KEY ITEMS HISTORICALLY. [01:05:06] NOW I UNDERSTAND HE JUST WENT OVER THAT WE ARE DOING SOME CHANGES THIS YEAR. HISTORICALLY, WHAT THE KEY ITEMS WERE AROUND JUNE ONE, WE'D GET PRELIMINARY NUMBERS FROM THE COUNTY AND THEN MOVING FORWARD AT AROUND THAT TIME. THINGS START TO GET TALKED VERY QUICKLY, AND I IMAGINE THAT'S NOT CHANGING US GETTING OUR INFORMATION FROM THE COUNTY. I COULD DEFER REAL QUICKLY. SO THAT WE GET A PRELIMINARY MILEAGE NUMBER BASICALLY FROM THE COUNTY RIGHT AROUND JUNE ONE, AND THAT'S WHERE IN THE PAST THAT WAS ALWAYS OF THOUGHT OF THE BOARD KIND OF HAVE OUR GUIDE, OUR PLAN OF WHERE WE WANT TO PUT PRIORITIES PRIOR TO THAT POINT. AND THAT WAS KIND OF OUR EMPHASIS TRYING TO MEET HEAVY AT MAY AND JUNE, SOMETIMES TWICE IN JUNE. I MEAN, IT'S VERY IMPORTANT TO GET THAT DONE AND THEN FLIPPING OVER TO THE BACK. HE BROUGHT UP THE MID-YEAR REVIEW JUNE 21ST. THAT IS THAT IS A HUGE ONE BECAUSE IT IT WILL BRING TO LIGHT, YOU KNOW, WHERE ARE SOME ANTICIPATED OVERAGES? WHERE ARE SOME ANTICIPATED THINGS FALLING OR THE CURRENT YEAR WHERE THAT WILL SHED LIGHT WITH STAFF TO SAY, DO WE NEED TO REALLOCATE THINGS? AND THOSE ARE THINGS IN THE PAST THAT HAVE BEEN LOOKED AT AS FOUR AS WELL AT THAT TIME. A KEY THING FROM MY THINKING WHAT? I'M CORRELATING DATES HERE. PLEASE CORRECT ME IF I'M WRONG. JULY 5TH IS A VERY, VERY IMPORTANT WORKSHOP THAT IS THE ONE WHERE COUNCIL WILL ULTIMATELY SAY. STAFF MOVE FORWARD WITH THIS MILITARY. PRETTY MUCH THAT'S THEY'RE GOING TO SAY WE'RE ON AGREEMENT, YES, WE'RE ON, WE'RE IN AGREEMENT ON THIS. THAT'S KIND OF LIKE HOW HOW IT GOES DOWN THAT NIGHT ON JULY 5TH. SO ANY RECOMMENDATION THIS BOARD WOULD MAKE LOOKING AT THIS CALENDAR. AND I HOPE THIS IS WHAT YOU'RE KIND OF LOOKING FOR IS WHEN DO THINGS NEED TO BE DONE BY? AND THAT'S THAT'S KIND OF A HARD DATE BECAUSE ONCE THEY SET THAT, IT'S NOT GOING TO GO ANY HIGHER, BUT IT COULD COME LOWER THAN THAT AT THAT POINT. IT'S PRETTY MUCH A LOCKDOWN SITUATION MOVING FORWARD. SO THOSE ARE SOME THINGS I WANTED TO BRING LIGHT KIND OF CORRELATING THE CALENDAR I HAVE IN MY EMAIL FROM LAST YEAR TO WHAT I'M SEEING TRYING TO TRANSPOSE THAT INFORMATION. SO THOSE ARE KIND OF VERY IMPORTANT DATES TO KEEP IN MIND. TO ADD TO THAT CONVERSATION, AGAIN, I'M GOING TO REITERATE WE AND I KNOW IT WAS SAID EARLIER AFTER THIS NEXT MONTH. WHAT DO WE HAVE? WE HAVE THE SECOND WEDNESDAY EVERY MONTH FOR THE NEXT 12 MONTHS LINED UP IN THIS COUNCIL CHAMBER. HE'S ALREADY SAID THAT WHAT I'M GOING TO URGE WE CAN SAY, IS ONLY BECAUSE I WENT THROUGH THIS BEFORE. ONE OF OUR BOARD MEMBERS SAID. SO THIS ONE AND THIS ONE AND THIS ONE DOESN'T WORK FOR ME, CAN YOU ALL CHANGE THIS PROCESS IS HE'S GOING TO HAVE TO GO BACK? AND CHECK THE CALENDAR ALL THAT UP AND THEN HAS TO BRING THAT BACK, THEN WE'RE GOING HAVE TO VOTE ON IT AGAIN. WE DO HAVE A SET MEETING SCHEDULE. SECOND WEDNESDAY, EVERY MONTH WE HAVE THESE COUNCIL CHAMBERS. JUST KEEP IN MIND, WE HAVE TO FIND A VENUE. FOR EVERY MEETING, AND THAT'S SOME OF THE HARDER THINGS THAT WE'VE HAD PROBLEMS IN THE PAST, I DON'T KNOW OR SOME DEAL WITH US WHEN WE HAD TO GO OVER TO TONY ROSA. FORGIVE MY IGNORANCE HERE. OK? WHEN THEY WERE DOING THE FLOODING? YEAH, YEAH, OK. I JUST WANT SOMETIMES THE LOCATION CAN BE A PROBLEM AND I KNOW A LOT OF TIMES I KNOW WHEN WE TRIED PREVIOUSLY TO MOVE SOME MEETINGS, WE'RE TOLD BASICALLY YOU CAN'T. BECAUSE AVAILABILITY OF THE CHAMBERS. I'LL GO AND STOP THERE BECAUSE I THINK I'M CREEPING INTO IT NOW. A LOT OF GOOD FEEDBACK BRIEFLY, MRS. ROJAS, YOU MENTIONED MID MAY AS A CHECKPOINT OF SORTS WHAT WAS HAPPENING IN MID-MAY. ACTUALLY, WHEN ALL THE DEPARTMENTS ARE SUBMITTING THEIR BUDGETS INTO THE BUDGET OFFICE, THEN WE'RE ASSEMBLING IT IN THE BUDGET OFFICE IN THE FIRST. CORRECTLY, FROM JUNE 2ND TO JUNE 7TH IS WHEN WE'RE ACTUALLY SITTING DOWN WITH THE CITY MANAGER AND DEPARTMENTS FOR THEM TO DISCUSS THEIR BUDGETS WHERE THEY'RE ACTUALLY PRESENTING THEIR BUDGETS TO THE CITY MANAGER. FOR HER TO SAY YAY OR NAY OR DO WHATEVER SHE. BUDGETS JUST TO ASK A SPECIFIC QUESTION. THE SECOND WEDNESDAY METHODOLOGY WOULD HAVE ON MAY 11TH WITH MAY 11TH, GIVEN THIS CALENDAR BE A TIME WHERE THERE'S A LOT OF MOVING PIECES AND WE'RE NOT GOING TO BE ABLE TO KIND OF GRAB ONTO THE INFORMATION NOT TO ASK A LEADING QUESTION, BUT THIS IS WHAT I'M HERE. WE WOULDN'T BE ABLE TO ASSEMBLE THE INFORMATION FAST ENOUGH TO GIVE IT TO YOU IN ANY. VALUE JUST IN THIS MAY CONVERSATION, DO YOU THINK THAT BY THE END OF MAY, THERE WOULD BE SOME SORT OF CONCRETE TO THE PROCESS OR OR IS THAT WHAT YOU'RE ALLUDING TO WHEN YOU SAY JUNE 2ND TO THE 7TH IS WHERE THINGS FORM US, WHEN WE REALLY UNDERSTAND WHERE THE [01:10:06] CITY IS PLANNING ON GOING? CITY MANAGER AND HER DECISIONS WILL BE GUIDING US. THE BUDGET OFFICE TO TELL US HOW AND WHERE SHE WANTS TO PUT ADDITIONAL MONEY, WHERE SHE NEEDS TO MAKE CUTS, WHEREVER THAT MAY BE. AND I DON'T WANT TO ASK YOU ANY LEADING QUESTIONS, SIR, BUT THE. FLAVOR I'M GETTING IS THERE'S NOT A REALLY FEASIBLE TIME IN THE FOUR WEEK PERIOD BETWEEN MAY 6TH AND JUNE 7TH FOR THE DEPARTMENT, THE STAFF TO GIVE US ACTIONABLE INFORMATION BECAUSE A LOT OF THINGS ARE GOING TO BE IN FLUX IN PROCESS IN A STATE OF FLOW. CORRECT. WE'RE ACTUALLY COMMUNICATING BACK AND FORTH WITH DEPARTMENTS JUST TO BALANCE THEIR BUDGET AND EVERYTHING ELSE. SO I MEAN, I WOULD JUST LIKE THE BOARD TO TAKE THAT IN STRIDE. I THINK THAT THE END RESULT OF THIS PARTICULAR BUSINESS ITEM WOULD BE A MOTION THAT SAYS WE MEET APRIL, SUCH MAY SUCH HERE THAT MAY, MAY BE A MOOT, YOU KNOW, A TOUGH. HERE TO LAST YEAR, DIFFERENCE LAST YEAR AND THIS YEAR, BECAUSE LAST YEAR, BECAUSE THE ONE THING. CHAIRPERSON PARR TOLD US IS THAT ALL THESE PRESENTATIONS GET RECOMMENDATIONS FOR THE JULY MEETING AND TO GIVE IT TO US AFTER JUNE. I DON'T. THE POOL FOR US TO MAKE AN EDUCATED RECOMMENDATION BECAUSE WE WILL HAVE TO MEET TOGETHER AND COME UP WITH ITEMS THAT WE WANT TO RECOMMEND TO THE COUNCIL AS FAR AS THE BUDGET. BUT WE GOT PRESENTATIONS WAY BACK MARCH, APRIL AND MAY. WHY CAN'T WE GET THAT AGAIN? FROM WHAT I UNDERSTAND, OF COURSE, I WASN'T HERE, SO I'M JUST GOING TO GO OFF OF WHAT I HAVE HEARD. THIRD HAND IS THE PRESENTATIONS THAT WERE GIVEN THIS BOARD WERE ACTUALLY FOR THAT CURRENT YEAR'S BUDGET. WASN'T LOOKING FORWARD INTO THE NEXT YEAR'S BUDGET. IF THEY JUST HAD MADE THE FINAL CHANGES, BUT THEY GAVE US A PRELIMINARY OR WHERE THEY WERE GOING TO GO, THAT'S HOW WE KNEW ABOUT THE FIRE DEPARTMENT. THAT'S HOW WE KNEW ABOUT THE DEPARTMENT. I GOT I PRINTED ALL THEM OUT AND THAT'S WHY I LIKE THAT, BECAUSE IT GIVES ME AN OUTLOOK ON BECAUSE I CAN EASILY SAY WHERE I WANT TO GO FOR THE FIRE DEPARTMENT. BUT THEN YOU FIND OUT ANOTHER DEPARTMENT REALLY NEEDED THE FUNDS, LIKE WITH THE CARS AND PARKS AND RENT AND UTILITIES LIKE, WE WOULDN'T HAVE NEVER KNOWN THAT BECAUSE IN THE YEARS BEFORE, I DIDN'T KNOW THAT. BUT LAST YEAR, WHEN WE GOT THOSE PRESENTATIONS, IT GAVE ME A BETTER UNDERSTANDING TO SEE THE CITY AS A WHOLE. AND I UNDERSTAND IT WON'T BE THE FINAL BECAUSE WE WE KNEW THAT, BUT THEY GAVE US A SYNOPSIS OF WHAT THEY WERE GOING TO ASK FOR. AND IT ALSO. SO IT ALSO GAVE US AN OPPORTUNITY TO SEE WHERE THEY MIGHT BE WASTE. FAR AS I'M CONCERNED, BECAUSE ONCE YOU SEE THE OVERALL BUDGET, I MEAN, IF WE'RE GOING TO VOTE ON SOMETHING, I MEAN, WE NEED SOMETHING TO COMPARE IT TO. AND SO I MEAN, I WAS ABLE TO SEE AREAS THAT WE CAN LOOK AT EACH DEPARTMENT AND DETERMINE, YOU KNOW, RECOMMENDATION, I GUESS MAKE SOME RECOMMENDATIONS AS TO WHERE THERE MAY BE SOME WASTE AND MAYBE THERE'S A, YOU KNOW, DIFFERENT WAY THAT IT CAN BE DONE. SO THAT'S WHAT I WAS LOOKING AT BECAUSE JUST LIKE ANY ANY HOUSEHOLD, JUST LIKE ANY CITY, I MEAN, YOU MAY NOT HAVE ENOUGH MONEY, BUT YOU HAVE TO MAKE PRIORITY DECISIONS, YOU KNOW, AND SOME THINGS IN EVERY DEPARTMENT JUST BECAUSE YOU WANT IT DOESN'T MEAN IT'S A PRIORITY OR SOMETHING. SO THAT'S WHAT THE PRESENTATIONS, YOU KNOW, BROUGHT TO ME. YOU KNOW, BRING BRING IT THIS WAY BRIEFLY AS IT COMES, I'M GOING TO STAY THE PRESENTATION PORTION IS SOMETHING THAT THAT I STRONGLY RELY ON FOR EDUCATION FOLDING INTO A NEW FISCAL YEAR. BUT MR. PARR, PLEASE? I WOULD DEFINITELY LOVE TO SEE IF YOU COULD REQUEST. I'M SORRY, IT'S ON YOU. I WOULD LOVE TO SEE THAT HAPPEN HERE. I DO APOLOGIZE ABOUT TO HAVE IT THERE. I WOULD DEFINITELY LIKE TO SEE THAT AS A RECOMMENDATION FROM US. IF YOU WOULD HUMOR THAT, I'LL EVEN MAKE A MOTION TO THAT EFFECT IF I NEED TO. THAT WOULD BE A RECOMMENDATION FROM US TO THEM TO HAVE THE PRESENTATIONS. I HAVE THOROUGHLY ENJOYED HIM. I'VE HEARD HIM MYSELF TWICE THROUGH EXTREMELY HELPFUL AND EDUCATIONAL BOTH TIMES. IF I COULD SHED SOME LIGHT AS WELL, WE HAD ONE MEETING PER MONTH ALL THE WAY THROUGH MAY LAST YEAR. THIS WHAT WE'RE HEARING NOW IS TALKING ABOUT EARLY JUNE. THAT HASN'T CHANGED. THAT'S WHY WE HAD TWO MEETINGS IN JUNE KIND OF BACK TO BACK BECAUSE WE DO GET OUR REPORTS. WE FINISHED OUR THOUGHTS ON THE FIRST ONE WAS THEN WE HAD ANOTHER ONE AT THE END OF JUNE TO MORE OR LESS HEAR KIND OF AN OFFICIAL PRESENTATION TO US OF STAFF'S THOUGHTS AND THEIR PLANS. THEN WE MET AGAIN AT THE BEGINNING OF JULY TO MAKE OUR PRESENTATION TO VOTE ON OUR PRESENTATION OR LESS OUR RECOMMENDATION. THAT'S MORE APPROPRIATE WORD THAT WE WOULD THEN PRESENT TO THEIR MEETING WHERE THEY'RE GOING TO PROPOSE A MILITARY TO MOVE FORWARD WITH. THAT'S WHAT WE DID HISTORICALLY, AND THAT CORRELATES TO THIS CALENDAR JUST THE SAME AS IT [01:15:02] DID PREVIOUSLY. THAT DIDN'T CHANGE AT ALL. SO IF WE'RE LOOKING AT POTENTIALLY CHANGING THE SCHEDULE, THE ONLY CHANGE I'D REALLY RECOMMEND IS ADDING A MEETING LATE JUNE. IF WE CAN HAVE THE FACILITY, IF THE FACILITY WOULD BE AVAILABLE AT ANY POINT IN LATE JUNE, THAT MIGHT BE THE ONLY CHANGE. I WOULD RECOMMEND SIMPLY TO ADD THAT BECAUSE THAT'S WHAT WE DID PREVIOUSLY. BUT I MEAN, IT'S NOT TO SAY WE CAN'T CHANGE STRESSING THAT AS WELL. BUT I WOULD THINK THAT WOULD BE THE ONLY ONE THAT WOULD BE NECESSARY AT THAT LOOKING AT THE CALENDAR. ALL RIGHT, SIR, THANK YOU FOR THAT. FOCUS IN ON THE MONTH OF JUNE, WE HAD SOME DIALOG ABOUT THE MONTH OF MAY, MONTH OF APRIL. WHAT'S MOST EMINENT ON US AS WELL? BEFORE I ASK ANOTHER QUESTION TO MR. BEAUCHAMP MS., CALL ME. I JUST WANT TO GIVE YOU A CHANCE TO WEIGH IN. HAVE ANYTHING TO ADD RIGHT NOW RIGHT NOW. OK, THANK YOU, MR. WOJCIECHOWSKI TO MR. PEREZ POINT. YOU KNOW, THINGS PICK UP IN JUNE POTENTIAL FOR A SECOND MEETING, BUT I WANT TO BACK UP A LITTLE BIT TO WHAT THE FLAVOR OF THE BOARD IS IS. THERE'S A DESIRE FOR THESE PRESENTATIONS AND WE DON'T WE CAN'T DO THE PRESENTATIONS OVER THE COURSE OF THREE MEETINGS IN THREE MONTHS BECAUSE HERE WE SIT AT THE MARCH MEETING. SO WE'RE NOT DOING IT. THE MARCH MEETING, POTENTIALLY. WE DO IT IN THE APRIL MEETING, A LITTLE BIT OF DIALOG. WE JUST HAD INDICATED THAT A MAY MEETING WOULD BE HARD FOR THE FINANCE DEPARTMENT SPECIFICALLY. IS IT GOING TO BE IMPOSSIBLE FOR THE OTHER DEPARTMENTS TO POTENTIALLY PRESENT TO US AT A MAY MEETING AND THEN TO JUST LEAVE THE QUESTION OPEN ENDED? WHAT DO YOU SEE AS FEASIBLE TO GET SOME DEPARTMENTS IN BEFORE THIS BOARD TO TALK TO US ABOUT THEIR DESIRES FOR THE NEXT FISCAL YEAR BETWEEN NOW AND THE TIME THAT IT IS NO LONGER ACTIONABLE FOR US, WHICH IS SHORT? YOU ASK ME TO I WILL TAKE IT TO CITY MANAGEMENT ASKING ABOUT WHETHER WE SHOULD MOVE FORWARD WITH DOING PRESENTATIONS, YOU KNOW, IF THAT RECOMMENDATION ME AND I'LL DO THAT FORWARD AND SEE WHAT HER DECIDE, WHAT THEIR DESIRE IS, AND THEN WE COULD SCHEDULE AS MANY MEETINGS AS NECESSARY. IF WE CAN FIND AVAILABILITY. THEY DID FOR US. HOW? EVEN IF THEY CAN'T, BECAUSE IT DID TAKE IT'S A LONG TIME. SO EVEN IF THEY CAN'T PRESENT LIKE THEY DID LAST YEAR. HAVING THAT, POWERPOINT SPEAKS VOLUMES BECAUSE WE'LL BE ABLE TO DISSECT IT AND YOU CAN ASK YOUR QUESTIONS, AND THEN MAYBE WE CAN HAVE A FOLLOW UP, GET THOSE QUESTIONS ANSWERED. NO, GO AHEAD. I ACTUALLY THINK THAT THAT IS A VERY GOOD IDEA BECAUSE THAT GIVES YOU THE OPPORTUNITY TO SIT DOWN AND ABSORB AND SEE WHAT YOU'RE LOOKING AT WITH THE POWERPOINTS, WHEN YOU'RE WHEN YOU'RE DOING A PRESENTATION IN FRONT OF EVERYBODY. YOU DON'T GET THAT OPPORTUNITY TO HAVE THAT DIALOG BACK AND FORTH, WHEREAS IF YOU'RE SITTING AT HOME AND ACTUALLY LOOKING AT IT. YOU'RE DEVELOPING YOUR QUESTIONS THERE, AND IF YOU HAVE THAT DESIRE TO MAKE A LIST OF QUESTIONS, I CAN GET THEM TO EACH INDIVIDUAL DEPARTMENT HEAD. WE CAN GET THOSE QUESTIONS ANSWERED AND THEN WE DON'T HAVE TO WAIT FOR A NEXT MEETING TO GET THOSE ANSWERS TO YOU. I CAN GET THAT EMAILED OUT. THAT WAS ONE OF THE OBSTACLES WE HAD LAST YEAR, BECAUSE TRY TO LOOK THROUGH IT REAL QUICK AND THEN YOU'RE TRYING TO LISTEN AND THEN YOU FIND A QUESTION, THEN YOU HAVE TO GO BACK IN THE NEXT MEETING, WE HAVE TO DISCUSS IT. THEN YOU FORGET BECAUSE YOU GOT ANOTHER PRESENTATION. IN THIS EXAMPLE, WOULD WE HAVE THE DEPARTMENT HEADS HERE WILL HAVE REVIEWED THEIR PRESENTATIONS, BUT THEY'LL JUST EACH HAVE A TURN AT THE PODIUM WHERE WE ASK OUR QUESTIONS. SO TO SET THEIR EXPECTATIONS BECAUSE THEY ARE HUMAN BEINGS WANT TO GO HOME. SO ON, IT'S WE'RE GOING TO PUT FIVE OF YOU ON OUR AGENDA BECAUSE WE EXPECT IT'S GOING TO BE 10 MINUTES EACH 15 MINUTES EACH, NOT 30 TO 40, FIVE MINUTES WORTH OF PRESENTING AND EVERYTHING ELSE LIKE, YEAH, ANYWHERE FROM FIVE TO 15 MINUTES WOULD BE YOUR LEVEL OF EXPECTATION IF, HEY, IF YOUR PRESENTATION IS CLEAR, WE'LL SAY THANKS. BUT I THINK WE'LL ALL HAVE A FEW QUESTIONS TO MAKE IT WORTH THEIR WHILE FIRST STAYING LATE. JUST ONE OF MIKE'S HOT AND I'M GOING TO STAY THE KEEP IN MIND THE FLAVOR OF THE FACT THAT CITY COUNCIL MEETINGS ARE BEGINNING AT SIX O'CLOCK. SO I'M NOT MAKING ANY MOTION TONIGHT BECAUSE THE CHAIR DOESN'T MAKE MOTIONS. BUT WHEN WE DO MAKE MOTIONS ABOUT THIS, SCHEDULE SIX 30 IS ALSO NOT SOMETHING THAT'S WRITTEN IN THE BYLAWS. IT'D BE SIX O'CLOCK. AIN'T THAT ANYBODY DOWN HERE? ANY FEEDBACK, ANYTHING GOING ON RIGHT NOW? NOW, OK, SO NO WORRIES, NO WORRIES. IT'S A MS. PARR FOR YOUR BENEFIT. WHAT WE'RE TOSSING AROUND HERE IS IS WHAT'S BECOME APPARENT IS WE COULD GET PRESENTATIONS FROM STAFF SENT TO US AND THEN REQUEST THE DEPARTMENT HEADS TO COME SIMPLY FOR A Q&A SESSION. WE'RE NOT EVEN GOING TO TURN THE I'VE EQUIPMENT ON. WE'RE GOING TO HAVE THEM IN OUR AGENDA PACKET. WE'RE GOING TO HAVE LOOKED AT THEM, DIGESTED I'VE, WRITTEN OUR BULLET POINTS DOWN AND THEN MR. LITTLE UTILITIES DIRECTOR. WE'LL BE AT THE PODIUM. [01:20:02] MR. LITTLE. I LOOKED AT YOU THING. I SEE YOU HAVE A DEFICIT OF THIS. I'M CURIOUS ABOUT THIS. WE HAVE A LITTLE BIT OF DIALOG FOR A FEW MINUTES EACH AND THEN THEY GO TO MAKE IT SO THAT WE CAN GET THAT DONE. AND HOPEFULLY I'M THINKING TWO MEETINGS WOULD BE AMAZING. 13 14 DEPARTMENTS. SO LINE UP SIX OR SEVEN, HALF AND HALF WOULD BE IDEAL. I KNOW I'M SPEAKING VERY ARBITRARILY ABOUT TWO DOZEN PEOPLE COMING, BUT JUST LOOKING AT IT LIKE THAT, IT LOOKS. IT LOOKS SO MR. WOJCIECHOWSKI HAS SOME. WHAT DO YOU HAVE FOR SIR? IF IT WOULD BE POSSIBLE TO ACTUALLY. PROVIDE ME WITH THOSE QUESTIONS IN ADVANCE, IF POSSIBLE, TO PROVIDE THE QUESTIONS IN ADVANCE, THEREFORE THEY'RE PREPARED TO ANSWER ALL YOUR QUESTIONS. AND I THINK IT WOULD BE A. IT WAS BETTER AND A LOT MORE EFFICIENT TO RUN THROUGH EVERYTHING. AND OF COURSE, AS YOU GO THROUGH, YOU MAY HAVE QUESTIONS AS THEY'RE ANSWERING YOUR QUESTIONS. YOU CAN ASK A COUPLE OF QUESTIONS THERE, BUT THE BULK OF THE INFORMATION, THEY ALREADY HAVE THE INFORMATION AND IT'S EASIER TO PROVIDE TO YOU, WHEREAS IF THEY DON'T KNOW THE QUESTIONS IN ADVANCE, THEY'RE GOING TO SAY, I'M GOING TO COME BACK. GIVE YOU THAT INFORMATION. IS MY SUGGESTION, YES, SIR, NOW THAT THAT'S A VERY GOOD POINT THERE. TWO THINGS. AM I FARFETCHED IN THINKING IT WOULD BE POSSIBLE AND WITHIN THE SUNSHINE LAWS SAY WE GET SENT THOSE PRESENTATIONS, WE SUBMIT QUESTIONS TO YOU. THEY COULD ALREADY RESPOND WITH ANSWERS AND THAT COULD BE SUBMITTED BACK TO OUR GROUP AS A UNISON. AND AS LONG AS THAT WOULD BE PUBLISHED UNDER OUR MINUTES, THAT WOULD COMPLY WITH SUNSHINE, CORRECT? WOULD. SO WE COULD ACTUALLY HAVE CORRESPONDENTS DIRECTLY WITH THE DIRECTORS WITH OUR OCCUPANT. NOW GRANTED, IF WE HAVE FOLLOW UP QUESTIONS, GREAT. BUT I MEAN, DEFINITELY I WOULD IF WE CAN SUBMIT QUESTIONS IN A TIMELY MANNER FROM WHEN WE RECEIVED THOSE PRESENTATIONS, I THINK THAT WOULD BE BETTER AND POSSIBLY A LITTLE BIT MORE RESPECTFUL OF THE DIRECTOR'S TIME. AND I'M I'M LITERALLY FLYING RIGHT NOW WITH THIS THOUGHT, TRYING TO BE CORDIAL AND RESPECTFUL TO EVERYONE. LASTLY, I'M HERE WHAT YOU'RE TALKING ABOUT, HAVING THEM ALL COME UP HERE, PART OF THOSE PRESENTATIONS. I'M GOING TO BE HONEST WITH YOU, WHEN I'VE SAT THROUGH BOTH TIMES, I SEE SOMETHING ON THERE AND IT SAYS THIS MUCH MONEY, MONEY FOR IT. AND IT'S SOMETHING I'M SAYING TO MYSELF, WHAT ON EARTH IS THAT? AND THAT'S A LOT ON EACH OF THESE PRESENTATIONS, SO IF THAT'S WHAT WE'RE GOING TO DO, WE'RE GOING TO EACH ASK. I'M GOING TO BE ASKING QUESTION, WHAT IS THIS? WHAT IS THIS? WHAT IS THIS? THAT'S WHAT THOSE PRESIDENT AND I KNOW THEY WERE 15, 20 MINUTES LONG EACH. BUT THAT'S PART OF WHAT THAT WAS TELLING IT, EXPLAINING WHAT THEIR TERMINOLOGY MEANS BECAUSE I DON'T KNOW THAT DEPARTMENT. SO I DON'T THINK THAT'S ACTUALLY FEASIBLE TO BE FIVE OR 10 MINUTES, I'LL BE HONEST. AND THAT'S WHY I'M KIND OF SUGGESTING IF WE CAN HAVE THIS ALMOST LIKE A DIALOG AND IT'S ALWAYS RETURNED BACK AS A GROUP. AND IF WE COMMIT TO ADDING ALL OF THAT TO OUR MINUTES, IT WOULD THEN COMPLY IN SUNSHINE LAWS. WE HAVE NO DIRECTORS COME WELL, EITHER. IF WE HAVE FOLLOW UP QUESTIONS OR NOT, I MEAN, WE COULD REQUEST THEM TO BE HERE IF WE HAVE FURTHER QUESTIONS. BUT LET'S SUBMIT OUR QUESTIONS THAT WAY AND GET THOSE ANSWERS BACK. AND I KNOW I GOT NEGATIVE FEEDBACK WHEN I REQUESTED IT LAST YEAR BECAUSE THERE ARE SOME DIRECTORS THAT THEY'RE NOT NECESSARILY PAID FOR THAT TIME OR THEY'RE COMING IN AS BENEFIT TO POTENTIALLY HELP THEIR DEPARTMENT BASED UPON OUR RECOMMENDATION. SO THERE'S SOME DISGRUNTLED THIS IN THE PAST BECAUSE WE'RE ASKING THEM TO COME SPEND TWO HOURS THAT EVENING SITTING IN THIS ROOM WAITING FOR US TO HAVE THEIR ATTENTION FOR 20 MINUTES. SO I'D LIKE TO TRY AND TRIM THAT. I THINK THAT'D BE A GOOD IDEA. I'M BRIDGING THE IDEAS HERE. HAVING THAT BACK AND FORTH AND AGAIN, ALL WE HAVE TO DO IS ADD IT TO OUR MINUTES AND THEN IT'S IN THE SUNSHINE. YEAH, WELL, I'VE APPROACH IS GOING TO REALLY MAKE IT A LOT QUICKER. RIGHT, ALL THE QUESTIONS COME TO ME, THEN I CAN ASSEMBLE ALL THE QUESTIONS, AND IF IT'S THE SAME QUESTION MULTIPLE TIMES, I'VE NOW HAVE IT ONE QUESTION VERSUS SIX THAT WAY. THEN AS SOON AS I GET THE RESPONSES BACK FROM THE DIRECTORS OR WHOEVER IT IS THAT'S ANSWERING THE QUESTION, I NOW FIRED BACK. AND WE'RE NOT BREAKING ANY SUNSHINE RULES BECAUSE NOBODY KNOWS WHO PROVIDED THE QUESTIONS. GETTING ANSWERS, PERIOD. I THAT TO ME, I DON'T KNOW. MY RECOMMENDATION WOULD BE THAT ONCE WE GET THE POWERPOINTS, WE BRING THEM TO TO THIS BOARD SO THAT WE CAN ALL LOOK AT EACH OF THE DEPARTMENTS AND SEE WHAT ALL OF OUR QUESTIONS MIGHT BE BEFORE WE SEND YOU A LIST OF QUESTIONS THAT WE HAVE AN OPPORTUNITY TO DISCUSS IT TOGETHER, YOU MAY KNOW SOMETHING ON THERE THAT I DON'T KNOW. AND THEN, YOU KNOW, WE CAN CUT DOWN THE QUESTIONS BECAUSE MAYBE I CAN GET AN ANSWER FROM YOU AS TO WHAT THAT IS. SO MY RECOMMENDATION WOULD BE THAT AFTER WE GET THE PRESENTATIONS THAT WE START BRINGING THEM HERE, WE CAN READ THEM AT HOME IF WE HAVE QUESTIONS OR WHATEVER. BUT I THINK WE SHOULD COME TOGETHER AND MAKE OUR LIST OF QUESTIONS AND NOT INDIVIDUALLY SEND YOU ALL OF THESE QUESTIONS. [01:25:01] THE THOUGHT HERE THAT I WANT TO RUN BY YOU, MR. BUGAJSKI, DURING THE MONTH OF JUNE, THE DEPARTMENTS THEMSELVES ARE GOING TO BE WORKING TO FORM THEIR BUDGET. CORRECT ME IF I'M WRONG HERE. WE'RE WORKING TO FORM THEIR BUDGET THAT THEY WANT TO PROPOSE BASED UPON THE MOCK MILLAGE RATE THAT YOU TOLD THEM TO PLUG IN. YOU'RE TELLING THEM, HOW MANY DOLLARS DO YOU THINK THEY'RE GOING TO HAVE? SO THEN YOU TELL THEM TO TO ALLOCATE THEM AS SUCH IN THE MONTH OF JUNE. IS THAT CORRECT? ACTUALLY, THEY'RE GOING TO BE BUILDING THEIR BUDGET ON BASICALLY WHAT THEY HAVE THIS YEAR, SO THERE IS GOING TO BE EXTRA MONEY THAT COMES POTENTIALLY THAT COMES IN, WHETHER IT BE COMING FROM SHARED REVENUES, FROM THE STATE, FROM THE AD VALOREM TAX. THERE'S A MULTITUDE OF OTHER PLACES THAT THE FUNDS COME IN. THEY'RE GOING TO BE DEVELOPING THEIR BUDGET ON WHAT THEY ARE LOOKING AT THIS YEAR IN THEIR BUDGET. I GUESS WE'RE WHERE I'M GOING WITH THE QUESTION IS WE TALKED ABOUT EARLIER ABOUT MAYBE IN A WEIRD MONTH, YOU KNOW, TO GET ANY SORT OF INFORMATION AND THINGS OF THE SORT. SO I'M THINKING, YOU KNOW, MAY WOULD BE AN INTERESTING TIME FOR THE BOARD TO PROCESS INFORMATION IF ALL THE PARTIES THAT ARE RESPONSIBLE FOR PRODUCING INFORMATION ARE TIED UP BY THAT PORTION. TOTALLY GET IT. NO PROBLEM WE COULD MEET. WE COULD DIGEST THE INFORMATION. IS THAT DUST GOING TO HAVE BEEN SETTLED BECAUSE YOU'RE JUNE 2ND TO JUNE 7TH WEEK. THIS IS THE DEPARTMENT BUDGET REVIEW MEETINGS. THIS IS THE DEPARTMENT HEAD. YOU, I ASSUME, IS THE FINANCE DIRECTOR, CITY MANAGEMENT SUZANNE AND WHOEVER ELSE TALKING TO THAT DEPARTMENT HEAD ABOUT THIS IS, HEY, THIS IS WHAT YOUR BUDGET LOOKS LIKE. WHAT DO YOU THINK? AND THIS IS WHAT I'M THINKING. THIS IS WHAT WE'RE THINKING. YOU'RE HAVING THAT DIALOG, ESSENTIALLY, YOU'RE HAVING THOSE MEETINGS DURING THAT WEEK. SO THEN. YOU IN THE FINANCE DEPARTMENT FINALIZE THINGS ENOUGH TO TRANSITION TO THIS JUNE 20 FIRST BUDGET WORKSHOP. WHAT I'M TRYING TO SPEAK OUT AND FIGURE OUT AND HAVE COME TO THE SURFACE IS WHERE IT'S MOST FRUITFUL FOR OUR FEEDBACK OF INFLUENCE OF WHERE DISCRETIONARY SPENDING OR WHAT HAVE YOU SHOULD GO. WHEN IS IT MOST FRUITFUL FOR YOU TO HAVE THAT FOR? THE DEPARTMENT HAS TO HAVE THAT FOR THE CITY MANAGER TO HAVE THAT COUNCIL, SO ON AND SO FORTH. WHEN'S IT FRUITFUL AND ACTIONABLE? JUNE 21ST MEETING IS ACTUALLY JUST TO BE DISCUSSING THIS CURRENT YEAR BUDGET. GOTCHA. SO JUST WHERE WE'RE AT REFLECT HEARD. GOTCHA. QUESTION MAY COME UP AT THAT TIME OF WHAT'S THE PROJECTED? INCREASE IN AD VALOREM TAX, WHAT'S THE STATE REVENUES? DOES THAT LOOK LIKE THAT MAY COME UP? HE IS. BASICALLY, THE JUNE 30TH, WHEN YOU GET THE CERTIFIED NUMBER COMING IN FROM THE PROPERTY APPRAISER, THAT TELLS US WHAT WE'RE GOING TO GET. FROM AD VALOREM TAX, THEN YOU HAVE THE ISSUE OF THE STATES PROVIDING US THE INFORMATION ON ALL THE SHARED REVENUE. AND UNFORTUNATELY, AND I THINK YOU REMEMBER WHEN WE WERE SITTING HERE IN. AUGUST, MAYBE END OF JULY, WE DIDN'T KNOW WHAT ALL THE STATE REVENUE SHARES WERE, YET WE ACTUALLY DIDN'T IDENTIFY SOME OF THE MONEY UNTIL THE FIRST. BASICALLY, IN OCTOBER AND NOVEMBER, BECAUSE WE DIDN'T KNOW WHAT IT WAS AND WE COULDN'T GET IT ADDED TO THE BUDGET FAST ENOUGH. THAT'S THE MONEY THAT'S. AVAILABLE TO ACTUALLY HAVE THAT DISCUSSION ON WHAT TO DO WITH IT. MAKES IT VERY DIFFICULT WHEN THE STATES PROVIDING INFORMATION VERY LATE, AND UNDERSTANDABLY SO, I MEAN, COVID AND ALL THESE BIG CHANGES, IT'S VERY DIFFICULT FOR THEM TO GET THAT INFORMATION TO US. UP UNTIL PROBABLY THE END OF JULY, THERE'S STILL A LOT OF GUESSING GOING ON FROM THE STATE REVENUE. AD VALOREM, WE KNOW EXACTLY WHAT THE AD VALOREM TAX IS. IT'S CERTIFIED, WE KNOW AND COUNCIL WILL MAKE A DECISION ON WHETHER THEY WANT TO GO WITH THE MILLAGE RATE. TELL US THAT WE KNOW WHAT TO DO WITH IT. STATE REVENUE QUESTION. I KNOW THAT DIDN'T ANSWER YOUR QUESTION. NO, YOU DID. MS. CLINKSCALES, PLEASE. NO, I'M UNDERSTANDING WHAT YOU'RE SAYING BECAUSE IF WE ARE GETTING THE INFORMATION LATE, I MEAN, WHAT IS OUR ROLE? BECAUSE I MEAN, OUR INPUT DOESN'T MATTER AFTER THE FACT. SO I GUESS, YOU KNOW, THE QUESTION OF, YOU KNOW, WHEN IS IT MOST FRUITFUL TO THE DEPARTMENTS OR, YOU KNOW, TO GET FEEDBACK? I GUESS THAT'S WHERE I'M ASKING THE SAME QUESTION. BUT THE OTHER THING IS, AS THE CITIZENS BUDGET ADVISORY BOARD, ARE WE TASKED WITH THE RESPONSIBILITY OF LOOKING AND TALKING TO CITIZENS AND BRINGING BACK RECOMMENDATIONS TO DIFFERENT DEPARTMENTS AS WELL? MAXIM MR., PARR AGAIN, BECAUSE, YOU KNOW, I THINK OUR INPUT IN TERMS OF WHAT THE DEPARTMENTS WANT AND, YOU KNOW, THEY'RE MEETING WITH THE MANAGER AND THEY'RE SAYING YAY [01:30:03] OR NAY AND ALL OF THAT. I MEAN, I DON'T KNOW WHAT OUR ROLE IS JUST TRYING TO BE UNDERSTAND WHAT THAT LOOKS LIKE. OR ARE WE JUST BRINGING, YOU KNOW, CITIZENS WHAT CITIZENS ARE SAYING IN TERMS OF THE BUDGET ITEMS? SO PLEASE HELP ME WITH THIS MS. CLINKSCALES. I JUST HAPPENED TO HAVE IT IN FRONT OF ME, OUR BYLAWS. I'M NOT THAT OFFICIAL OF A GUY, BUT I HAD IT WITH ME TONIGHT AND S. ONE PURPOSE AND INTENT. SO I'M NOT GOING TO READ THE WHOLE THING TO YOU, BUT I'M GOING TO GIVE YOU A COUPLE OF SENTENCES, OK? REPRESENTING 10 OF THIS BOARD IS TO PROVIDE IMPARTIAL AND INDEPENDENT OVERVIEW ANALYSIS AND ADVICE TO THE CITY COUNCIL REGARDING THE CITY'S BUDGET AND TO ASSIST THE CITY COUNCIL IN MAINTAINING FISCAL RESPONSIBILITY BY ENSURING EFFICIENT AND EFFECTIVE SPENDING PRACTICES. THE BOARD FULFILLS THIS PURPOSE. I AM READING THE WHOLE THING TO YOU, BUT FILLS THIS PURPOSE BY REVIEWING AND MAKING RECOMMENDATIONS TO THE CITY COUNCIL REGARDING PROPOSED BUDGETS AND BUDGET AMENDMENTS SUBMITTED BY THE CITY MANAGER MANAGER, DESIGNEE CITY COUNCIL. TO YOUR POINT AND YOUR POINT, YOUR TO MAKE THE POINT IS THE WAY TO TO GET THERE, TO OFFER YOUR INDEPENDENT OVERVIEW AND WHATEVER IS TO JUST COME TO THIS BOARD FROM WHERE YOU COME FROM IN LIFE AND EVERYBODY YOU'VE TALKED TO AND EVERYTHING ELSE AND SHARE THAT PERSPECTIVE. THAT'S HOW I INTERPRET IT. THAT'S MY INTERPRETATION. BUT THAT'S CERTAINLY HOW I. I USE THAT AS A GUIDING PRINCIPLE, QUITE HONESTLY. AND THAT'S WHY I ASK THE QUESTIONS I DO BECAUSE I'M CURIOUS. YEAH. SO THANK YOU FOR THAT. AND I HAVE READ THAT AS WELL. BUT IT SEEMS LIKE DECISIONS ARE GOING TO BE. IT SEEMS LIKE AS A RECOMMENDATION, I MEAN, DECISIONS HAVE ALREADY BEEN MADE. SO I MEAN, YOU KNOW, THAT'S WHY I'M ASKING, MAYBE THERE'S SOMETHING I'M MISSING BECAUSE, YOU KNOW, IF YOU DON'T HAVE TIME FOR DEPARTMENTS TO DO PRESENTATIONS, I MEAN, WE DON'T HAVE TIME TO REALLY, YOU KNOW, HAVE ANY INPUT INTO WHAT'S GOING ON. I MEAN, SO THEN THAT SAYS THAT THAT'S OUR PURPOSE. BUT CAN WE ACTUALLY DO THAT KNOWING OUR PURPOSE? WHEN DO WE SERVE IT? WHEN DO WE SERVE IT? THAT'S CHAIR OF THAT QUESTION. THE QUESTION? THAT'S SOMETHING I'LL ADD IN AS I WAS THERE WITH THE FIRST CHAIR FROM THE INCEPTION, I CAN TELL YOU THE COUNCIL'S DESIRE AT THAT TIME GRANTED IT TO A DIFFERENT COUNCIL WAS TO HAVE US. WE ARE CITIZENS, WE ARE CITIZENS FIRST AND FOREMOST TO COME AND BRING THE UNBIASED THOUGHT OF WHAT WE ARE A POPULATION GROUP OF THE CITIZENS TO BRING OUR OPINIONS OF WHERE WE ARE AND WHAT WE DESIRE AS PRIORITIES PER EACH DEPARTMENT. THAT WAS KIND OF WHEN I WAS FIRST APPOINTED THE DESIRE OF THE COUNCILMAN THAT APPOINTED ME, AND I KNOW SOME OTHERS HAVE SHARED THAT OPINION. MOVING FORWARD, I MEAN, THE FIRST CHAIRWOMAN HAD HER AND A WAY OF DOING IT. I REMEMBER AT THE BEGINNING I KIND OF HAD MY APPROACH TO IT. CHAIRMAN CHRIS AND I KNOW YOU'RE SITTING IN TODAY AND THE CHAIRPERSON IS GOING TO HAVE THEIR WAY TO STEER IT THE THEIR DESIRE TO LEAD THIS GOING FORWARD THROUGH THE ENTIRE BUDGET PROCESS. SO I MEAN, IT'S GOING TO BE LARGELY HOW THEY WANT TO SEE IT GO. I'M NOT SAYING WHAT WE'RE TALKING ABOUT NOW. DOES IT MATTER BECAUSE IT SURE AS HECK DOES. BUT I MEAN, HOWEVER, THEY WANT TO GUIDE THIS HOW IF THEY WANT US TRYING TO BRING INPUT FROM MULTIPLE MULTITUDE OF OTHER CITIZENS, SO BE IT. THAT'S MRS. REQUEST. THAT'S WHAT I'M GOING TO DO. I MEAN, IF IF IT'S YOU, IF YOU SAY, HEY, I WANT TO DO THIS, THAT'S WHAT I'M GOING TO DO. AND WE'RE TRYING TO ULTIMATELY AT THE MERCY OF THE CHAIR AND YOUR CHAIR TODAY. SO I MEAN, IT'S IT'S KIND OF SITTING ALONG THAT LINES. LET ME GO BACK TO YOU AS YOU BROUGHT UP ALSO, WHAT WHERE IS IT MOST FRUITFUL? AND I THINK IT WAS IT WAS SAID, BUT I'LL SAY, LARRY, I THINK HE KIND OF GLAZED OVER THAT THAT WHOLE MILITARY AND I AND I UNDERSTAND WE HAD WAS A LOT OF THE DISCUSSION THAT I LED LAST YEAR WAS TALKING ABOUT WHERE DO WE FALL? ROLLBACK THREE PERCENT CAP SEEING THE CAP. I MEAN, THAT IS STILL A VIABLE OPTION. AND IF WE KEEP WITH THE CAP, WHICH HAS BEEN TRENDING THE PAST TWO YEARS, THERE ARE ADDITIONAL AD VALOREM FUNDS. AND THAT IS WHERE WE CAN PROVIDE INPUT ON HOW THOSE FUNDS ARE SPENT NOW AFTER PREVIOUSLY ALLOCATED FUNDS LAST YEAR, THAT'S WHERE IT CAME UP WITH ONE HUNDRED AND FORTY EIGHT THOUSAND. NO, THAT'S WHAT WAS THERE. NOW GRANTED, THOSE OTHER FUNDS CAME LATER, BUT THAT'S WHAT WE WERE WORKING WITH. AND THAT'S WHERE WE FOCUS THE PAST TWO YEARS IS BECAUSE THAT'S THE NUMBER WE KNOW. AD VALOREM, NO, THAT IT'S ULTIMATELY AT THE CITY'S DISCRETION. AND ONCE THAT MILITARY GETS STAMPED, THE QUESTION IS, WHERE DO WE GO, DO WE GO WITH THE CAP ROLLBACK SEEING THE CAP? WHAT EXTENT, WHAT JUSTIFICATION, ET CETERA, ET CETERA, ET CETERA. WE'VE HAD THOSE CONVERSATIONS. AND THAT'S WHY THAT WAS VERY IMPORTANT IN JUNE BEFORE THAT JULY MEETING, WHEN THEY WHEN THE COUNCIL WILL SAY, LET'S MOVE FORWARD WITH CAP, LET'S MOVE FORWARD WITH ROLLBACK BECAUSE ONCE THEY SAY THAT, IT'S PRETTY MUCH LOCKED. [01:35:02] THAT'S THAT'S WHERE I WOULD SUGGEST IS TO SAY MOST OF OUR FRUIT IS THAT IN THAT TIME BECAUSE WE KNOW WHAT THOSE NUMBERS ARE AT THAT TIME. AND THAT'S WHERE WE CAN SAY, ALL RIGHT, WE'VE HEARD THESE PRESENTATIONS. WE WERE ANTICIPATING AVAILABLE VALUES OF 150000. AND WE HAD SOME GREAT CONVERSATIONS IN JUNE AT THOSE MEETINGS, AND THAT'S WHERE WE CAME TO THAT STATEMENT OF PUT IT BACK INTO THE GENERAL FUND AND LET IT BE DISCERNED ALMOST LIKE AN APPLICATION PROCESS, ESSENTIALLY AND CASE BY CASE INDIVIDUALLY, BECAUSE IT'S NOT ENOUGH TO ANSWER ANY GENERAL NUMBER OF REQUESTS. IT MIGHT BE DIFFERENT THIS YEAR. WE DON'T KNOW THAT UNTIL THAT NUMBER COMES OUT, SO I WOULD STRESS THAT IS PROBABLY WHERE THE MOST FRUITFUL TIME OF US MEETING IS JUNE. PREPARATION FOR THAT JULY TIME FRAME. BUT TO GET TO THERE, WE HAVE TO KNOW THE PRIORITIES I WOULD SAY FROM THE DEPARTMENTS AND STAFF, FROM CITY MANAGER AND WHERE SHE WANTS TO TAKE IT. IS IT THAT'S MULTIPLE DIFFERENT PERSPECTIVES AS WELL. ABSOLUTELY, AND WHAT I'M HEARING IS THAT WE'RE BEHIND THE EIGHT BALL BECAUSE WE'RE SITTING HERE IN OUR MARCH MEETING AND QUITE FRANKLY, WE DON'T KNOW WHAT WE'RE GOING TO DO THAT MOVES US IN A FORWARD DIRECTION FOR THE FISCAL YEAR TWENTY THREE BUDGET PROCESS AS IT COMES TO THE APRIL MEETING. AND THAT'S WHAT I REALLY WANT US TO GET TO. MS. CONNELLY ANYTHING. I JUST WANT TO SKIP OVER YOU. I'M QUESTIONING IF CITY MANAGER IS GOING TO DISCUSS THE BUDGET. THE DEPARTMENT'S DEPARTMENT HEAD. BY WE. I. I MEAN, THAT'S THE INFORMATION WE WANT IT. I REALLY LIKE YOU SHARING THAT BECAUSE I WAS THINKING A WHOLE LOT. I WAS SPEAKING ARBITRARILY ABOUT GETTING TWO DOZEN PEOPLE HERE OR A DOZEN AND A HALF WHATEVER IT IS THAT WE COULD SPEAK A LITTLE MORE ARBITRARILY. CAN'T WE JUST GET THE CITY MANAGER IN HERE AND WE'D BE MORE ASSUMPTIVE ABOUT THAT, THAT SHE'S HERE AT THE APRIL TO TELL US THESE THINGS OR THE MAYOR OR WHATEVER THE CITY MANAGER? OR ARE THESE PUBLIC? OR WOODARD. IT'S MANAGERIALLY THEM WORKING THROUGH THE PROCESS, SIMPLY JUST SITTING DOWN AS THE BUSINESS ENTITIES THEY ARE AND JUST COMING THROUGH IT WITH THEIR FINANCE FOLKS, I DON'T KNOW. YEAH, BUT COMING OUT OF THAT WOULD MR. WOODARD TEAHOUSES INTIMATE KNOWLEDGE OF THE RECREATION DEPARTMENT AND THEIR GOALS MOVING FORWARD? AND WOULD MS. SUZANNE'S SHERMAN'S KNOWLEDGE BE ENHANCED COMING OUT OF THOSE MEETINGS? AND WOULD BOTH THEIR MINDS BE PRIMED FOR THE PICKING? YES, AND THAT'S THAT WOULD LEAD UP TO OUR JUNE SCHEDULED MEETING, REALLY, BECAUSE THAT'S GOING TO HAPPEN THE FIRST WEEK OF JUNE. SO YOU GUYS WOULD BE ABLE TO DECOMPRESS AND POTENTIALLY SPEAKING ARBITRARILY AGAIN, POTENTIALLY BRING SOME RECAPS, SOME FLAVORSOME INFORMATION INTO OUR JUNE MEETING THAT WOULD BE PERTINENT TO THOSE. THERE WOULD BE ANY MAJOR CHANGES BECAUSE AGAIN, ALL THE DEPARTMENTS ARE DEVELOPING THEIR BUDGETS OFF OF WHAT THEY HAVE NOW. SO AS THEY'RE STRIP BUDGETS, THERE'S THERE'S ZERO BASED BUDGETING. SO THERE'S VERY LITTLE IN THERE. EVEN TALK ABOUT WASTE AND STUFF LIKE THAT BECAUSE IF THEY'RE NOT SPENDING IT, IT FALLS BACK INTO THE BUDGET PERIOD. THEY DON'T GET THE KEEP IT. IT'S EXCESS THAT IS. I BE LOOKING AT. OVER AND ABOVE, YOU KNOW, THE MEETING FROM THE CITY MANAGERS MEETINGS, THE FIRST PART OF JUNE. THAT'S WHERE WE HAVE TO SIT DOWN AND WE TALK TO EACH DEPARTMENT AND WE SAY YES, NO, MAYBE WHATEVER, DEPENDING ON WHAT THE REVENUES LOOK LIKE. THEY GO BACK AND THEY CORRECT THEIR BUDGETS, FIX THEIR BUDGETS. HE SUBMITTED BACK TO US IN A COUPLE OF WEEKS AFTER THAT. MEETING THAT WE HAVE WHERE WE TALK ON JUNE TWENTY THIRD, WHERE WE'RE ACTUALLY DOING THE PRESENTATION OF THE MID-YEAR, A LITTLE BIT OF THE NEXT YEAR'S BUDGET WILL FLARE UP. WE'LL ALSO START HAVING A BETTER FEELING POTENTIALLY OF WHAT THE CERTIFIED NUMBER IS. I MEAN, IT'S STILL A WEEK AWAY, BUT WE'LL HOPEFULLY WE'LL HAVE A GOOD FEELING ABOUT IT. NEXT MEETING IS JULY 5TH, WITH COUNCIL THERE SITTING DOWN, AND WE'RE DOING A BUDGET PRESENTATION TO THEM. THEY'RE THEY'RE GETTING A FLAVOR OF WHAT'S BEING PRESENTED TO THEM. I WOULD THINK. I. AND I MEAN, IT IS THE JULY 13TH MEETING WHERE YOU ACTUALLY SIT DOWN IS PROBABLY THE MOST VALUABLE MEETING THAT YOU'RE GOING TO HAVE. THAT'S WHERE WE KNOW WHAT THE BUDGET IS. WE'RE GIVING IT TO YOU, AND I KNOW IT'S I KNOW IT'S A SHORT TIME FRAME BECAUSE IT'S EVEN A SHORT TIME FRAME FOR COUNCIL TO LOOK AT IT. THAT'S WHERE YOU GET THE MEAT AND POTATOES, THAT'S WHERE YOU GET EVERYTHING AND YOU CAN SEE. OVER AND ABOVE A BASIC BUDGET, WHAT'S BEING PRESENTED OR WHAT WILL BE PRESENTED TO COUNCIL AT THAT POINT IS WHERE YOU CAN MAKE YOUR RECOMMENDATION TO COUNCIL. [01:40:01] LIKE. OUR DID LAST YEAR. HEALTH CARE, YOU WOULD VOTE TO PROBABLY DO THE SAME PRESENTATION AT. SETTING UP THE TENTATIVE. THINGS CAN STILL CHANGE. ONCE YOU SET THAT TENTATIVE MILEAGE. AND GO UP, GO DOWN. NOW I'M GOING TO NOTE THAT IN THE BYLAWS THAT STATES IS CHAIR OF THE BOARD CAN MAKE A PRESENTATION ON BEHALF OF THE BOARD TO COUNSEL. IT SAYS THAT THEY CAN DO THAT AT THE FIRST BUDGET WORKSHOP. NOW, OF COURSE, I'M SURE THAT THE COUNCIL WOULD ENTERTAIN OUR CHAIR, WHOEVER THAT MAY BE AT THAT TIME AT THE SECOND WORKSHOP. BUT JUST TO BE SPECIFIC, BECAUSE I WAS READING THE BYLAWS, IT SAYS THE FIRST, BUT TO TO MR. ROADHOUSES POINT I DON'T SEE. I DO SEE AND THERE'S A REALLY PHILOSOPHICAL DIVIDE HERE IS SHOULD EVERYTHING BE DIGESTED TO THE DEGREE THAT THIS BOARD WISHES TO TRY TO INFLUENCE WHAT THEY SAY ON JULY 5TH, AS FAR AS WHAT THEIR PROPOSED MILLAGE RATE IS? OR DO WE WANT TO LET THEM GIVE US THEIR DIRECTION SANS OUR ADVICE? AND THEN, THEORETICALLY SPEAKING, INSERT OUR ADVICE AND SAY, HEY, YOU COULD. YOU COULD, ACTUALLY, BECAUSE THE ONLY THE ONLY ACTION AVAILABLE OFF OF OUR ADVICE AFTER THAT IS COMING DOWN ON THE MILITARY. THEY WOULDN'T AFTER THEY'VE COME OUT OF THE FIRST WORKSHOP WITH THE PROPOSED BE ABLE TO GO UP CORRECT. AT THAT TIME, THEY'RE NOT ACTUALLY SETTING THE PROPOSED MILITARY, BUT THEY'RE JUST DISCUSSING IT. UNDERSTOOD, UNDERSTOOD. YEAH. THANK YOU FOR THE CLARIFICATION. SO IS I DON'T WANT TO USE THE WORD MOOT, BUT I WILL. IT'S RELATIVELY MOOT WHETHER IT'S THE FIRST WORKSHOP OR THE SECOND WORKSHOP, GIVEN THE FACT THAT IT'S AT THE CONCLUSION OF THE SECOND THAT THEY TAKE AN ACTION. THE FIRST, THEY'RE LITERALLY THEY'RE NOT EVEN GOING TO MAKE A MOTION, THEY'RE JUST GOING TO GIVE A CONSENSUS. IS THAT CORRECT? IT IS, AND KEEP IN MIND, THE SECOND OPTIONAL AND I BELIEVE THE PAST FEW YEARS, THE SECOND HAS NOT HAPPENED, RIGHT? SO I MEAN, IT IS DEFINITELY A HIGH PRIORITY TOPIC IS THAT WE ARE AT THAT FIRST WORKSHOP BECAUSE IF WE DON'T SPEAK THERE, WE MAY NOT GET TO SPEAK. AND I WOULD ALSO LIKE LAST YEAR, THERE'S REALLY TWO RECOMMENDATIONS. I WOULD SUGGEST THAT OUR CHAIR MAKE ONE REGARDING THE MILITARY WHEN THAT TIME COMES. SECOND, REGARDING WHAT TO DO WITH THE WITH THE FUNDING FROM SAID MILITARY WHEN THAT TIME COMES. SO THERE'S REALLY TWO THINGS, AND THAT'S WHY YOU HAVE TO HAVE THAT SECOND MEETING IN JUNE, BECAUSE UP BEFORE THEN, WE'RE TALKING ABOUT MILITARY. AND THEN AFTER THAT, WE'RE TALKING ABOUT WHAT TO DO IN JUNE AND JULY. WE'RE TALKING ABOUT WHAT TO DO WITH THE FUNDING FROM THE MILITARY BECAUSE THERE'S TWO DIFFERENT THINGS WE'VE GOT TO LOOK AT WHEN WE'RE TALKING ABOUT MAKING THE RECOMMENDATION. THE I'M SEEING YOUR POINT, MR. PALM BAY, I'M SEEING THAT CREATES THE URGENCY FOR MULTIPLE MEETINGS IN JULY BECAUSE IN JUNE, UNDER THIS EXAMPLE, I THINK WE'D BE ON THE FIFTEENTH SOMETHING LIKE THAT. WHERE THE HECK IS IT? IT IS. IT'S WELL, ACTUALLY IT'S THE 8TH. SO IN JUNE WE'D BE ON THE 8TH RIGHT? THAT WE WOULD NEED THE CHAIR TO LEAVE THAT MEETING WITH THE PREPARED STATEMENT TO BRING TO THE JULY 5TH WORKSHOP, IF IT'S, YOU KNOW, THE THE PLEASURE OF THE BOARD THAT THAT WE ARE AT THE FIRST WORKSHOP, WHICH. THAT'S YOUR SENTIMENT. THAT'S ACTUALLY MY SENTIMENT AS WELL. SO IT WOULD BE A GOAL OF OURS TO IN THE JUNE MEETING, COME UP WITH OUR RECOMMENDATION AS A BOARD OF THE MILITARY AND BRING THAT TO THE JULY 5TH WORKSHOP. SO TO SAY THE CITIZENS BUDGET ADVISORY BOARD OF THE CITY, WE'VE TALKED ABOUT IT. WE'VE DIGESTED INFORMATION. THIS IS WHAT WE'VE COME UP WITH TO YOUR POINT, TO MAYBE COME BACK TO THEM THROUGHOUT THE PROCESS IN JULY. PROBABLY THE SECOND OR SO MEETING OF JULY, I THINK, WAS EXACTLY WHEN IT HAPPENED IN 21, WHERE WE WERE TO COME TO THEM AND SAY, HEY, WE SEE WHERE YOU'RE AT WITH THE MILLAGE RATE. IF IT SHAKES DOWN LIKE THAT, THIS IS THE MONEY THAT'S GOING TO BE LEFT OVER. WE SUGGEST YOU DO THIS WITH THOSE FUNDS JUST TO KIND OF RESTATE KIND OF, YEAH, BECAUSE OUR FIRST MEETING IN JULY, NORMALLY WE WOULD HEAR BACK FROM REPORT FROM THE CHAIR OR FROM FROM CITY. WHAT TRANSPIRED AT THAT? WHERE ARE WE GOING FROM THERE? THEN WE DISCUSS ULTIMATELY, WHAT DO WE WANT TO SEE HAPPEN? NOW WE'VE GOT TO SAY LIKE THIS LAST YEAR, LIKE YOU JUST NOTED, WE HAVE THESE FUNDS. WHAT DO WE DO? MY THOUGHT PROCESS IS AND WE COULD ALWAYS ADDRESS THIS COME MARCH, APRIL OR MAY MEETING, BUT MY THOUGHT PROCESS IS IS COMING INTO JUNE. THE FIRST MEETING SEEMED SUFFICIENT BECAUSE IT WOULD BE A REQUEST OF THE AND WE AND WE SHOULD KEEP IN MIND THAT WE SHOULD MOVE THIS FROM THE 8TH TO THE 15TH BECAUSE WE KNOW THAT THE CITY MANAGER AND THE FINANCE DIRECTOR ARE GOING TO MEET WITH THE STAFF THE WEEK OF THE SECOND TO THE SEVENTH. SO WHICH THAT DOESN'T EVEN MAKE SENSE. HOW'S THAT POSSIBLE? IF THE SECOND. [01:45:04] I IT'S NOT LIKE A MONDAY THROUGH FRIDAY TYPEKIT EASTER STRADDLING WEEK, TOMMY MR. BEAUCHAMP MAKING ME CONFUSED. JUST KIDDING. KEEP IN MIND, KEEP TRYING. ALSO, I THINK LAST YEAR I HAD BUILT IN A DAY FOR US TO TALK HOST PRESENTATIONS, JUST ABOUT PRESENTATIONS. SURE, SURE. AND I THINK THAT WAS THE FIRST MEETING OF JUNE HAD NOTHING TO DO ABOUT OUR RECOMMENDATION. YEAH, AND JUST JUST TO STATE WHERE I'M GOING WITH THIS IS I'M ACTUALLY SEPARATING IT TO A DECOMPRESSION WITH THE CITY MANAGER. HEY, YOU JUST SPOKE TO YOUR DEPARTMENT HEADS YOU AND YOUR FINANCE DIRECTOR JUST SPOKE TO YOUR DEPARTMENT HEADS. WHAT ARE YOU? THAT IS THE CITY MANAGER'S DAY IS WHAT I'M THINKING. I'M THINKING THAT. AND IF IT'S THE APPETITE OF THE BOARD THAT WE, WE LOOK TO HAVE FEEDBACK, WHATEVER, WE'LL FIGURE OUT WHAT THAT LOOKS LIKE FROM DEPARTMENT HEADS. I THINK BETWEEN APRIL AND MAY IS OUR ONLY FEASIBLE TIME AT THIS POINT. BUT I THINK OUR FOCUS IN JUNE IS TO CONTINUE TO SPEAK IN SUMMARY ABOUT WHAT WE LEARNED OVER APRIL AND MAY, BUT THEN TO HEAR FROM THE CITY MANAGER. I FEEL IT WOULD BE VERY VALUABLE AT THAT EXACT JUNCTURE BECAUSE IT'S GOING TO BE, YOU KNOW, WHAT'S WHAT'S TRANSPIRED FOR THE CURRENT FISCAL YEAR, WHAT YOU'VE MET WITH YOUR DEPARTMENTS, WHAT DO YOU THINK IN MOVING FORWARD? AND HONESTLY, BY THEN, I THINK, YOU KNOW, OUR QUESTIONS WILL FORM UP A LITTLE MORE. BUT JUST THINKING ABOUT IT, YOU KNOW, I FEEL LIKE AT THAT POINT, FRESH OFF OF THOSE PRESENTATIONS, THE CHAIRMAN IS GOING TO COME WITH SOMETHING SHE WANTS US TO HEAR, RIGHT? THE CONVERSATION AND SOME ANSWERS TO ANY QUESTIONS YOU MIGHT HAVE. I'M TRYING TO WORK BACKWARDS HERE. WE'RE KIND OF BACK AND FORTH BECAUSE WE STILL NEED TO BACK INTO WHAT'S GOING TO OCCUR IN APRIL AND MAY. BUT I THINK WE'RE GAINING A LOT MORE CLARITY OF WHAT NEEDS TO OCCUR IN JUNE AND WHAT NEEDS TO OCCUR IN JULY AND MAYBE EVEN TO A CERTAIN DEGREE IN AUGUST AND SEPTEMBER. SO WE'RE GETTING THERE, WE'RE GETTING THERE. IT IS 8:20. WE DO ALSO HAVE A BYLAW THAT SAYS WE CAN'T MEET LATER THAN 9:00 UNLESS WE MAKE A MOTION ON THAT. SO JUST REMEMBER THAT. WHAT DO YOU GUYS? WHAT'S THE THOUGHTS? WHAT'S THE THOUGHTS OF THE BOARD? BECAUSE WE HAVE SOME DIRECTION FOR JUNE. FOR JULY, WE NEED A LITTLE MORE DIRECTION FOR APRIL AND MAY. I'M GOING TO ADD ONE THING REAL QUICKLY TO YOUR COMMENTS ABOUT POST THAT JUNE 8TH MEETING IN THE PAST. I KNOW I EVER GRANTED IT WAS A DIFFERENT CITY MANAGER. I REQUESTED ITSELF. I ASKED FOR THAT EXACT SAME THING. IT WAS THAT SAME WEEK AFTER THOSE MEETINGS, I WAS LITERALLY TOLD THAT THEY HAD TO GO BACK AND THEN WORK TOGETHER WITH THEIR FINANCE TEAM, WORK ON THEIR PLAN BASED UPON WHAT THEY HAD. THEY WERE NOT GOING TO PRESENT IT TO US BECAUSE THEN THAT PUTS IT ALL OUT IN THE PUBLIC. FROM THOSE MEETINGS, I WOULD BE VERY INCLINED TO SAY THAT WOULD BE THE SAME RESPONSE. WE WILL NOT GET MUCH INFORMATION FROM THE CITY MANAGER NOW. IT COULD BE DIFFERENT BECAUSE IT'S A DIFFERENT CITY MANAGER BECAUSE THEY'RE NOT GOING TO WANT TO PUT THAT INFORMATION OUT THERE. BECAUSE NOW IT'S ALL BECAUSE THOSE MEETINGS ARE GOING TO BE BEHIND THE DOORS WITH THE DEPARTMENT HEAD LARRY AND CITY MANAGER PRETTY MUCH IN A ROOM, AND THEY'RE GOING TO TALK ABOUT THEIR PRIORITIES. THEY'RE NOT WANTING THAT INFORMATION OUT THERE. I'M GOING TO TELL YOU THAT THE PAST I'VE BEEN SHOT DOWN BY TWO CITY MANAGERS. THEY HAVE NOT SHARED THAT INFORMATION. WELL, THAT'S THE PROBLEM. THAT'S WHY WE'RE HERE, BECAUSE WE'RE THE SNOOPS. AND YOU KNOW, THAT'S WHERE WE ARE. WELL, WE'RE NOT TO JUDGE THEM. WE ARE TO JUDGE OUR PRIORITIES. I WANT TO STRESS THAT THAT'S THE CHARGE OF THE BOARD. WE ARE NOT SITTING LOOKING WHAT THEY'RE CALLING THEIR PRIORITIES. WE ARE SUPPOSED TO SIT IN WHAT WE CALL PRIORITIES. AND I GO BACK TO MY PREVIOUS STATEMENT EARLIER TONIGHT. WE'RE SOUNDING A LOT MORE LIKE WE'RE MAKING PLANS FOR EVERYTHING. WHEN I CAUTION US, WE DON'T HAVE OUR CHAIR HERE. UM, AND I UNDERSTAND WE ARE HERE, WE HAVE A QUORUM. IF I WAS THAT INCOMING CHAIR, I WOULD BE GRANTED I COULD ROLL WITH IT, BUT I WOULD NOT BE THRILLED IF THESE PLANS ARE BEING SOLIDIFIED AND I'M COMING IN, I UNDERSTAND I SEE THE FACE. WELL, WITH ALL DUE RESPECT, SIR, THE WAY THAT IT'S WRITTEN IS THE CHAIR IS NOT PRESENT, THE VICE CHAIR ACTS AND AS ELECTED AS VICE CHAIR, I'M ACTING. AND IF IF THERE WAS ANY CAUTION NOT KNOWING THAT COMING INTO THE MEETING, YOU'RE GOING TO BECOME THE CHAIR, THAT ANY CONTENT WOULD BE COVERED, THEN IT WOULD BEHOOVE THAT INDIVIDUAL TO ATTEND THE MEETING. THESE FIVE INDIVIDUALS ARE IN ATTENDANCE OF THE MEETING AND WE'RE GOING TO CARRY ON BOARD BUSINESS AND VOTE AND PRACTICE MAJORITIES AND DO EVERYTHING AS IF WE'RE ALL HERE. BECAUSE WE ARE, WE'RE ALL HERE. WE HAVE, WE HAVE AN ACTING CHAIR AND IT'S WORKING WELL SO FAR. MS. BEAUCHAMP. I KNOW YOU HAD YOUR HAND UP OVER THERE. YES. I IN THE PAST THAT THE PRESENTATIONS. I UNDERSTAND WE HAVE TO SHOW YOU RESPECT CITY. WE NEED TO BE IMPARTIAL BECAUSE WE REPRESENT THE CITIZENS. SO AT THE END OF THE DAY, IF WE NEED THE CITY MANAGER, CERTAIN INFORMATION, AS LONG AS IT DOESN'T VIOLATE ANY LAWS, I DON'T SEE WHY WE CAN'T ASK FOR IT. BECAUSE BASHIR, I ASKED THE FIRE DEPARTMENT CHIEF WHAT WAS HER PRIORITIES. SHE TOLD US SO. AT THE END OF THE DAY, IF WE NEED TO KNOW THOSE PRIORITIES SO WE CAN MAKE A MORE INFORMED DECISION ON RECOMMENDATIONS BECAUSE I DON'T WANT TO RECOMMEND THIS FOR THIS DEPARTMENT. AND THEN I FIND OUT THE FIRE DEPARTMENT HAS OLD ENGINES THAT REALLY NEED TO BE OUT THERE [01:50:02] AND IN OUR DISPATCH CENTER IS IN ROCKAWAY. I WOULD HAVE RECOMMENDED SOMETHING ELSE, NOT KNOWING WHAT THE PRIORITIES WAS. AND TO THAT, I'LL SAY WE WE ARE GOING TO HEAR THE RECOMMENDATIONS OF THE DEPARTMENT. WHAT I'M SAYING IS THAT EIGHTH MEETING ON THE EIGHTH. I WOULD BE CANDID, I COULD BE PROVEN WRONG. I'M GOING TO STRESS THAT I CAN'T ADMIT THAT. I WOULD BE SHOCKED IF WE'RE GOING TO HEAR FROM THE CITY MANAGER. WELL, AFTER THESE MEETINGS, WE CAME TO THIS AND THIS. I WOULD BE DEVASTATED IF THAT WAS THE CASE. IT'S OUR DUTY IS TO TAKE WHAT WE BELIEVE IS IS NOT WHAT SHE BELIEVES, NOT WHAT HER IN THE DEPARTMENT BELIEVES. IT'S WHAT WE BELIEVE IS THE PRIORITY. THAT'S OUR JOB AS THIS BOARD NOT TO JUDGE WHAT THEY BELIEVE. WE PUT TOGETHER WHAT WE BELIEVE IS THE PRIORITIES WITH THE FUNDING THAT'S THERE. THAT'S WHAT WE PRESENT. THAT'S THE PURPOSE OF THIS BOARD HAS REALLY NOTHING TO DO WITH WHAT THEY COLLABORATE AND SAY AND THEN DON'T KNOW THEIR DEPARTMENT. AND THAT'S WHAT'S IN THE DEPARTMENT PRESENTATION. THAT'S WHAT WE GET OUT OF IT THE NEXT TWO MONTHS, I'M SAYING, I'M REFERRING TO THAT JULY 8TH MEETING. THAT'S REALLY ISN'T FOR US TO GET FROM THAT. NOT AT ALL. WE MAKE OUR RECOMMENDATION BASED UPON THE DEPARTMENT'S NEEDS AND THEIR PRIORITIES AND WHAT DO WE AS CITIZENS VIEW AS PRIORITIES? WE'RE NOT I MEAN, WE'RE NOT HERE TO JUDGE THE I MEAN, WE MANAGER AND THEIR COLLABORATION. WE'RE HERE TO PUT FORTH WHAT WE AS CITIZENS. YOUR PRIORITIES NOW WE CAN GO TALK TO DEPARTMENTS, WE CAN DO ALL THAT, WE CAN HAVE THEM COME AND DO PRESENTATIONS FOR SURE. I LOVE THAT. I DON'T WANT TO I DON'T WANT US TO SIT HERE AND HOUND THE MANAGER AND SAY, YEAH, WE CAN ASK. WE CAN ASK. AND ULTIMATELY REALLY IRRITATE THEM AND PUSH THEM WHEN I KNOW THE RISK. NOW GRANTED AGAIN, I'LL SAY IT AGAIN. DIFFERENT MANAGER. BUT FOR THE PAST TWO MANAGERS, I'VE BEEN TOLD I'M NOT PUTTING ME, I'M GOING TO GET US OUT OF THE WEEDS, I'M GOING TO GET US OUT OF THE WEEDS BRIEFLY WHERE WE'RE JUST JUST BRIEFLY, JUST BOTH OF YOU WILL HAVE A CHANCE TO FINISH BRIEFLY. WE'RE HANGING OUT IN A CONVERSATION THAT I THINK IS AROUND WHAT COULD POTENTIALLY HAPPEN ON THE JUNE MEETING. AND I JUST WANT TO FRAME THE PROBLEM THAT THE URGENT MATTER IS OUR APRIL MEETING. THEN COMES MAY, THEN COMES JUNE AND THEN COMES JULY. SO LET US NOT GET TOO FAR INTO THE WEEDS. SPEAKING ABOUT A SPECIFIC MONTH WHEN REALLY THE GOAL HERE IS TO GET A GENERAL FLAVOR FOR WHAT WE'RE GOING TO DO MOVING FORWARD, BECAUSE IF WE DON'T LOOK AT OUR FINISH LINE, WHAT WE HOPE TO ACHIEVE FOR THIS FISCAL YEAR BUDGETING PLANNING PROCESS NOW AND WORK BACKWARDS AND MAKE A PLAN, WE'RE GOING TO GET FURTHER BEHIND THAN WE ALREADY ARE. AND JUST TO TOUCH ON ANY HESITANCY TO MAKE A MOVE OF SOME SORT TONIGHT, OK, IF WE DON'T WANT TO MAKE ALL OF THE PLANS TONIGHT, OK, LET'S GET TO SOMETHING AGREEABLE, THOUGH, THAT WE HAVE A MEETING NEXT MONTH, WHICH IS APRIL NEXT MONTH. AFTER THAT, AS MAY THAT WE KNOW THAT WE'VE AGREED TO THE MEETING TIME A QUORUM OF US HAS VERBALLY ALL WILL BY THAT TIME VOTED ON AND AGREED UPON THE MEETING TIME, DATE, LOCATION AND WE ALL INTEND TO SHOW UP AND WE INTEND FOR THAT TO BE A FORWARD PROGRESSION TO BUILD UPON THE NEXT MEETING. AND YOU KNOW, WE MAY HAVE SOME DISAGREEMENTS UPON WHAT THE JUNE MEETING IS, WHAT THE JULY MEETING IS, WHAT HAVE YOU. BUT WE HAVE TO GET TO THE POINT THAT WE CAN LEAVE THIS MEETING TONIGHT THAT WE KNOW WHAT WE'RE DOING NEXT. SO, RIGHT, THAT'S A FEW STEPS AWAY NOW. IF ANYBODY HAS ANY PRESSING, YOU KNOW, ISSUES THAT THEY WANT TO BUILD UPON, THAT THAT PREVIOUS POINT. BY ALL MEANS, IF ANYBODY WOULD LIKE TO TRANSITION US INTO A STATE WHERE WE START TALKING ABOUT THEREFORE EVERYTHING THAT WE JUST SAID, TAKE IT ALL INTO ACCOUNT AND SAY, THEREFORE, IN APRIL, WE SHOULD DO X. I'D LOVE TO HEAR A STATEMENT LIKE THAT, TOO. THEREFORE, I'D LIKE TO MOVE TO MAKE A MOTION THAT IN APRIL AND MAY, WE REQUEST THE PRESENTATIONS FROM DEPARTMENTS TO BE HAD HERE IN COUNCIL CHAMBERS AND OUR SCHEDULED MEETINGS. IS THERE A SECOND? OUR SECOND OK, SO WE HAVE A MOTION BY MR. PARR IN MY MS. CLINKSCALES TO REQUEST OF STAFF, TO REQUEST THE CITY MANAGER TO HAVE THESE CITY DEPARTMENT HEADS. IF THIS MOTION IS CORRECT TO HAVE THE CITY DEPARTMENT HEADS PREPARE PRESENTATIONS AND HAVE THOSE BROUGHT TO US OVER THE COURSE OF OUR APRIL AND MAY MEETING. THAT IS CORRECT. THE RESTATEMENT, SIR. OK. WE HAVE A FIRST AND A SECOND CONVERSATION. LET'S GO TO MR. WOJCIECHOWSKI FIRST BECAUSE HE HAS INSIGHTS. IT WOULD BE BECAUSE YOU WERE GOING DOWN THE PATH OF GETTING THE PRESENTATIONS IN ADVANCE, COME UP WITH QUESTIONS. AT. NOT WHAT YOU. YEAH, THAT JUST CHANGED, SO I. IS A MOTION A MOTION CHANGES THAT, YES, GOES BACK TO THE WAY IT WAS LAST? I HAVE THEM COME IN. THAT'S OH NO, I THOUGHT YOU WERE SPINNING. ASKING FOR THE PRESENTATION. RIGHT, THAT'S WHAT THAT'S WHAT THE EMOTION IS. BUT THE DISCUSSION WAS ORDERED TO GET THE INFORMATION IN ADVANCE, AND I JUST WANT TO KNOW IF I COULD ASK A QUESTION LATER. WOULD IT BE? WHAT WOULD YOU ANTICIPATE AS A TIME FRAME IF WE REQUESTED THE PRESENTATIONS [01:55:04] IN ADVANCE? ARE WE TALKING TWO WEEKS FROM NOW, FOUR WEEKS FROM NOW? WOULDN'T WHEN WOULD BE AN EXPECTED TIME PERIOD THAT THAT COULD BE RESPECTFUL, BUT AT THE SAME TIME? NO, WE WOULD LIKE TO SEE AS QUICKLY AS POSSIBLE. SAY, A FOUR WEEK TIME. AS YOU HAVE. POPPE APARTMENTS THAT ACTUALLY RIGHT NOW, THEY DON'T EVEN HAVE DIRECT. IT WOULD BE UNREALISTIC TO REALLY HAVE THAT IN TIME TO GENERATE QUESTIONS AND GET A RESPONSE FROM PRIOR TO OUR NEXT MEETING IN THE FIRST MEETING, IT WOULD BE. IF I'M LOOKING AT FOUR WEEKS, WE'RE TALKING, THAT'S WHEN THE NEXT MEETING IS. I WOULD SAY THAT IS WHEN I COULD. PROBABLY GET YOU THE MAJORITY OF THOSE, IF NOT EVEN BEFORE, THERE ARE SOME THAT ARE THEY'RE GOING TO GO OFF OF WHAT THEY PRESENTED LAST YEAR AND JUST BUILD OFF OF IT. IF I COULD. THAT'S VERY SIMPLISTIC. MR. PARR. IT'S JUST WHEN YOU HAVE THE NEW DIRECTORS AND ALL KINDS OF SO SO MR.. PARR WANTS TO AMEND HIS A MOTION IF MS. CLINKSCALES WILL WITHDRAW HER SECOND. AND BEFORE WE WITHDRAW YOUR SECOND, MA'AM, YES, I WITHDRAW MY SECOND MS. CLINKSCALES WITHDRAWAL A SECOND BEFORE YOU IMMENSELY BEFORE YOU WITHDRAW YOUR MOTION IN. LET ME JUST STATE OUT LOUD THAT IF WE WANT TO SPLIT THINGS UP AND WE WANT TO BRING THE PRESENTATIONS IN AHEAD OF TIME, YOU KNOW, MR. WOJCIECHOWSKI SENDS THEM TO US. WE PROCESS THEM. WE COME TO THIS FORUM, TALK AMONG EACH OTHER, WHATEVER. WE'RE NOT GOING TO BE ABLE TO DO ALL 13 IN APRIL'S MEETING, RIGHT? SO IF WE PUT THE THE OPEN ASKE OF PRESENTATIONS BY APRIL AND MR. WOODARD HOUSE'S POINT, HE GETS GREATER THAN THE MAJORITY OF THEM SIX TO SEVEN. WE HAVE QUITE OUR WORKLOAD CUT OUT TO SIT HERE AS A BOARD AND TALK THROUGH SIX OR SEVEN DIFFERENT PRESENTATIONS. EVEN MR. WOJCIECHOWSKI, I SAY, DEPENDING ON WHAT THE MOTION IS. IF YOU GET AN AGENDA, SAY THREE AND YOU KNOW, IF YOU NEED TO LET SOME DEPARTMENTS THAT ARE IN A LITTLE BIT OF BOUNCE, HEY, WE'RE SHOOTING FOR APRIL. IF YOU NEED TO MAKE THE MAY LIST, THE MAY LIST IS SHORT, BUT WE UNDERSTAND THE BOARD UNDERSTANDS WE BECAUSE WE WOULD RATHER INFORMATION FROM SOMEBODY THAT THAT KNOWS WHAT'S UP. SO THE FOLKS THAT HAVE BEEN THERE LONG TENURED ARE GOING TO SPIT THAT BACK TO YOU IN LESS THAN A WEEK. WE'LL HAVE THAT BY OUR APRIL MEETING THOSE FOLKS THAT ARE STILL SETTLING AND ARE GOING TO WANT EXTRA TIME, THEY'LL PROBABLY LEAN TOWARDS THE MAY. SO JUST SETTING THAT AS A FLAVOR OF MR. PARR, BUT IT WAS YOUR MOST TECHNICALLY KIND OF STILL IS ON THE FLOOR. SO IF YOU'D LIKE TO AMEND IT, I WOULD LIKE TO AMEND THE MOTION. I'M TAKING WHAT YOU'RE HEARING, BUT I'M GOING TO SPIN IT IN A LITTLE BIT DIFFERENT WAY. I WOULD LIKE TO MAKE A MOTION THAT WE REQUEST THE PRESENTATION TO BE PROVIDED PROVIDED FOR THIS BOARD BY EACH DEPARTMENT PRIOR TO OUR NEXT MEETING, SO THAT THIS BOARD CAN DISCUSS SAID PRESENTATIONS AND GENERATE OUR BOARD'S LIST OF QUESTIONS WHICH COULD BE SUBMITTED BACK TO THE DIRECTORS IMMEDIATELY FOLLOWING THAT MEETING TO GET RESPONSES FROM. SHOULD WE HAVE ANY FOLLOW UP, WE COULD CALL THOSE SPECIFIC SAID DEPARTMENTS TO BE AT THE FOLLOWING MEETING. I KNOW THAT'S A LOT OF DOMINOES THERE, BUT I THINK THAT WOULD ELIMINATE THE NEED FOR ALL DEPARTMENTS TO BE HERE. AND WE WOULD GET TO, AS I HEARD BEFORE, SOME INTEREST IN TO DISCUSS OUR QUESTIONS TO NARROW THEM DOWN AS WELL, BECAUSE SOME OF US MIGHT HAVE SOME KNOWLEDGE ON SOME DEPARTMENTS THAT SOME DON'T, SO WE MIGHT BE ABLE TO HELP EACH OTHER THERE. YOU'RE GOING A GOOD DIRECTION IN THE DISCUSSION AND I WANT TO HAVE THAT AND I WANT TO DIALOG. SO GO AHEAD AND MAKE YOUR MOTION IN THE CONCISE FASHION. LET'S SEE IF WE GET A SECOND, AND LET'S GO ALL THE WAY IN ON THAT. MAKE MAKE A MOTION THAT WE REQUEST PRESENTATIONS FROM THE DEPARTMENTS. TO THIS BOARD PRIOR TO OUR NEXT MEETING SO THAT WE CAN DISCUSS THOSE PRESENTATIONS AND GENERATE QUESTIONS FOR THE DEPARTMENT HEADS AT THAT TIME. BACK INTO MR. PARR A MOTION. OK. MS. BEAUCHAMP SECOND SENT BY HER GESTURE, IT'S FIRST, IT'S FOR DISCUSSION, SO IT'S FOR DISCUSSION. SHE'S SECONDED IT FOR DISCUSSION. IT'S THE MR. PARR. YOU WOULD HAVE RIGHTS TO THAT. BUT AS EXCITED AS SHE IS, I'M GOING THIS WAY, SAID DISCUSSION. WHAT'S YOUR THOUGHT? OH, NO, I HAD TO MAKE SURE I WAS HEARING WHAT I WANTED TO HEAR AND EXACTLY WHAT I WANTED TO HEAR TO MAKE SURE WE GET THE PRESENTATIONS AND THEN THE NEXT MEETING TO DISCUSS IT AS A WHOLE. JUST LIKE I COUNTERPART, SHE WANTED US TO DISCUSS AS A WHOLE BOARD BEFORE WE COME UP WITH QUESTIONS SO WE WON'T BOTHER HIM, MAYBE DUPLICATES OR TRIPLE HIS OR WHATEVER. YEAH, BUT IT. THAT SAID, I KIND OF I KIND OF REPEAL MY SILLY COMMENT EARLIER, IF YOU DO GET MORE THAN SIX OR SEVEN OR EIGHT OR 10. I ACTUALLY SEE THE MERIT IN PUBLISHING IT ON THE AGENDA AS THAT WE INTEND TO ADDRESS IT BECAUSE THERE MAY BE A FEW THAT WE SAY BUSINESS NO. TWO IS RECREATION DEPARTMENT QUESTIONS, QUESTIONS, NONE. AND WE MOVE ALONG. SO. NO, WE ALL KNOW WHAT OUR CITY IS UP AGAINST, WE KNOW THE DEPARTMENT HEADS, WE WILL LEARN [02:00:02] THAT MORE BASED UPON HOW MANY DEPARTMENTS CAN GIVE US SOMETHING FOR OUR APRIL MEETING. SO LET'S PUT OUT THE OPEN REQUEST IS THE MOTION STATES. THIS IS THIS IS WHAT I'M ADVOCATING FOR. IT HERE IS IN SUPPORT OF THE MOTION IS TO SAY IF WE DO THAT, WE'LL ASK ALL 13 OR 14 DEPARTMENTS. 13. WE'LL ASK ALL 13 DEPARTMENTS TO HAVE IT AVAILABLE TO US AT OUR NEXT MEETING, WHICH WE WILL NEED ANOTHER MOTION TO SCHEDULE, SAID MEETING. WE WILL DO HOW AS WELL. TECHNICALITIES ARE TECHNICALITIES. STEP TWO, IT'S ALREADY AGREED UPON. LET'S AGREE TO THIS, LET'S AGREE TO THAT. SO IN ANY EVENT, THE POINT IS EVEN IF ALL THE PRESENTATIONS DON'T END UP ON TIME, THAT WILL GIVE US A LEVEL OF UNDERSTANDING OF WHAT'S GOING ON, WHATEVER. SO PLEASE DO ASK EVERYONE, DO THEIR DUE DILIGENCE, BRING SOMETHING TO GIVE YOU, SOMETHING TO SEND TO US IN ADVANCE. AND LET'S LET'S TEAM, YOU KNOW, BE SPECIFIC ABOUT HOW FAR IN ADVANCE WE'D LIKE TO HAVE IT A WEEK BEFORE OUR MEETING, IF WE COULD WRITE. SO WE MAYBE ADD THAT THAT'S THE THAT'S THE DISCUSSION I WANTED TO ADD A DISCUSSION TIME IS THAT, YOU KNOW, WE CAN GET IT BEFORE OUR NEXT MEETING, NOT ACTUALLY ADD OUR NEXT MAN WHEN YOU PUT THAT IN THE MOTION AS WELL AS. GO AHEAD. WELL, MY NEXT THOUGHT WAS BUT. AS I PUT IN THE THE THE QUESTION OR THE REQUEST TO THE DEPARTMENTS AS THEY SUBMIT THEM TO ME, I WILL SEND THEM OUT. SO I'M NOT SENDING 13 ALL AT ONE TIME A WEEK BEFORE YOU MAY GET ONE THIS WEEK YOU MAKE. SO THAT WAY YOU HAVE THE OPPORTUNITY TO START LOOKING AT IT AND DEVELOPING YOUR QUESTION THAT SEEMS AGREEABLE. THAT'S A WAY OF THROTTLING IT. SO YEAH, THAT WAS THE DISCUSSION. OK, SO I'M GOING TO CALL THE QUESTION, FOLKS. WE GOT A MOTION. ALL THOSE IN FAVOR SAY I, I. OK, THAT'S A MOTION WITHIN OUR NEW BUSINESS OF OUR MEETING SCHEDULE. LET'S JUST RELEASE SCHEDULE SCHEDULE FORMALLY AS A GROUP OF FIVE, AN APRIL MEETING SAY OUT LOUD. THIS IS THE TIME AND PLACE THAT WE'RE GOING TO MEET THE YES AGAIN. THE BYLAWS DON'T STATE THAT WILL MEET ON APRIL 13 AT SIX 30 IN COUNCIL CHAMBERS, BUT IT SEEMS TO BE A GENERAL UNDERSTANDING. AND IF YOU CAN'T PICK UP MY FLAVOR, I'M LOOKING TO ALTER THAT GENERAL UNDERSTANDING AT LEAST BY 30 MINUTES. MAY I ASK IT'S I DON'T KNOW MAKE A MOTION THAT WE CHANGE MEETING TIMES TO BEGIN AT SIX P.M. ON ALL PREVIOUSLY SET DATES. I WOULD LIKE TO MAKE A MOTION THAT WE CHANGE OUR MEETING TIME TO BEGIN AT SIX P.M. ON ALL SCHEDULED, ALL PREVIOUSLY SCHEDULED DATES BEING THE SECOND WEDNESDAY OF EACH MONTH. IN OTHER WORDS, I'M SUMMARIZING MY MOTION. WE NO LONGER MEET AT 6:30, WE START AT 6:00. BEAUCHAMP, AT SOME POINT WHEN THIS WHEN THIS BOARD WAS FORMED, THERE WAS A MEETING, AND AT THAT MEETING I WAS BYLAWS FOR, I WAS THERE. THEY SAID WE STICK OUR STAKE IN THE GROUND. THE SECOND WEDNESDAY OF THE MONTH, SIX 30, BOOK US THE COUNCIL CHAMBERS BECAUSE THAT'S WHEN WE'RE GOING TO BE HERE. BUT AS A GENERAL PRACTICE, A PRACTICE THAT I SUPPORT THE BOARD AT THE BEGINNING OF EACH CALENDAR YEAR HAS PUBLISHED A SCHEDULE FOR THEMSELVES, WHICH HAS FOR THE MOST PART, FOLLOWED THAT PHILOSOPHY THAT THAT FIRST BOARD DID ON THAT ON THAT DAY, BUT HAS MINOR DEVIATIONS AS APPROPRIATE, THAT KIND OF THING. THAT WAS MY GOAL COMING INTO THIS WHOLE NEW BUSINESS ITEM, AND WE GOT A LOT OF FRUITFUL THINGS DONE. SO I'M NOT UPSET THAT WE HAVEN'T GOTTEN THERE YET, BUT I'M MINIMIZING MY GOAL NOW TO JUST DO THAT ON APRIL. SO EVEN IF THE MOTION DOESN'T IN TURN BECOME LONGER. BUT ALL THAT SAID, MR. PARR IS A MOTION, WHICH IS STILL STANDING WITHOUT A SECOND IS THAT WE KEEP UP WITH THE PHILOSOPHY THAT WAS LAID OUT IN THAT THAT IT'S THE SECOND WEDNESDAY, BUT THAT WE MODIFY THAT MOVING FORWARD TO BE A SIX P.M. STANDING PHILOSOPHY. BUT THAT, TO BE CLEAR, DOES NOT ESTABLISH US MAKING A SPECIFIC SCHEDULE. IT JUST ALTERS THE UNDERSTANDING. CLEARS THAT IS IT IS PRETTY SPECIFIC SCHEDULE SECOND, WEDNESDAY EACH MONTH, I'LL JUST AMEND WHAT YOU JUST SAID. IT IS PRETTY SPECIFIC. 6:00 P.M.. HMM. AND THEREFORE, IF WE DIDN'T HAVE ANOTHER DISCUSSION ABOUT MEETING TIMES AT THIS POINT, WE ALL KNOW WHEN THE APRIL, MAY, JUNE, JULY, SO ON AND SO FORTH MEETING WOULD BE SO I MEAN, GREAT AGAIN, THIS MOTION DOESN'T HAVE A SECOND, BUT IT SEEMS PRETTY COOL. ANYBODY WANT A SECOND? ACTUALLY, I CAN'T GIVE A SECOND, I CAN'T GIVE A SECOND, I CAN'T MAKE A MOTION. HIM. I WON'T. I WON'T GET INTO IT. THEY DON'T GET A SECOND. THIS THING OR WHAT? I LIKE THE TIME 6:30. [02:05:02] I COME AWAY FROM. ON A DRIVE, IT'S BEEN SIX, 30 SINCE I'VE BEEN ON. OH, I MEAN, AT ONE TIME IT WAS AT SEVEN. OH YEAH. WE WAITED HERE UNTIL LIKE SEVEN, 10, BECAUSE WE COULDN'T GET IN HERE BECAUSE THEY WERE HAVING A MEETING PRIOR TO THIS. AND WE IT WAS TILL SEVEN, 10, WE SAT HERE AND THERE WAS ONLY THREE OF US HERE, WE DIDN'T HAVE A QUORUM FOR A MEETING AND THEY CANCELED IT. OH, IT'S BEEN SIX 30. GET A QUORUM AT SIX THIRTY SIX THIRTY. SO PRETTY CONVINCED I COULD SAY THIS, BUT IF THERE'S NOT A SECOND BESIDES ME, THEN IT'S NOT GOING TO GO THROUGH ANYWAYS. THERE'S NO SECOND GOING TO FAIL DUE TO SECOND DUE TO A LACK OF SECOND. WE'RE IN OUR SAME POSITION WHERE WE HAD A VERY WONDERFUL CONVERSATION ON NEW BUSINESS FOR DID NOT HAVE A CONVERSATION ON NEW BUSINESS FIVE. BUT THAT'S OK. GOOD. THAT'S WHAT THAT'S GOOD. THIS IS WHAT YOU EXPECT TO HAVE A COMMITTEE OF DIFFERENT PEOPLE, DIFFERENT COMMUNITIES COMING TOGETHER FOR ONE COMMUNITY. IT'S BEAUTIFUL, ISN'T IT? YES. I'M JUST ELATED. I'M GLAD YOU SHARED THAT. GO AHEAD. FEELING GOOD. I'M FEELING GOOD. YES, MA'AM. MS. BEAUCHAMP. THAT'S WHAT WE'RE HERE TO DO. THAT'S WHAT WE'RE HERE TO DO. I'M NOT GETTING ANYWHERE BECAUSE I DON'T HEAR ANY MOTIONS. SO IT SOUNDS AS THOUGH THE NEW BUSINESS FOR ALL WE'RE GOING TO SAY OUT LOUD IS OUR MEETING IS SCHEDULED CURRENTLY UNDER THE UNDERSTANDING THAT THE BYLAWS, BUT THE GENERAL UNDERSTANDING THAT IT'S GOING TO BE APRIL 13TH AT SIX THIRTY P.M. IN THIS CHAMBER. EVERYONE UNDER THAT UNDERSTANDING. WE HAD A MOTION THAT DID GO THROUGH DURING DOING BUSINESS FOR THAT, HAS MR. WOJCIECHOWSKI BRINGING US CONTENT FOR THAT MEETING, SO WE'VE ALREADY ASKED HIM TO CONTINUE. ITEM THREE AND HE'S GOING TO BRING US SOME INFORMATION REGARDING KIND OF JUST THAT, THAT CAPITAL ALLOCATION. WE'LL HAVE A LOT OF GOOD INFORMATION TO START TALKING TO ABOUT DEPARTMENTS, AND LET'S LET OUR APRIL MEETING GUIDE US FORWARD. WITH THAT BEING SAID, NEW BUSINESS FOR IS CERTAINLY HANDLED. NEW BUSINESS FIVE. MR. WOJCIECHOWSKI DID YOU HAVE ANYTHING TO ADD UNDER THIS COVER OF BUSINESS THAT FRANKLY, YOU [5. Changes and dates for FY 23 Budget] DIDN'T GET TO ADD AS WE HAD OUR OPEN DIALOG ON FOR? BUT THE DISCUSS WAS JUST THAT THERE'S AS FAR AS THE BUDGET HIGHLIGHTS ARE CONCERNED AND ITEMS THAT ARE GOING TO BE CHANGING FOR FREE. I'M RECOMMENDING THAT WE. IT'S A FORM THAT FOR ALL THE TRAVEL THAT HAPPENS WITHIN THE CITY CURRENTLY, EVERY TIME SOMEBODY TAKES A TRIP, IT HAS TO COME THE COUNCIL OF EVEN THOUGH IT'S ALREADY BUILT INTO THE BUDGET. MY RECOMMENDATION IS THAT WE CREATE A FORM UP FRONT THAT COUNCIL SEES ALL THESE TRAVEL AND THEY GET TO SEE IT AND THEY APPROVE IT. OCTOBER 1ST THEREFORE, ON THE IF IT'S IN THE BUDGET, IF IT'S ON THAT FORM, IF YOU'RE GOING TO A LOT OF TRIPS, YOU'RE GOING TO BE GOING SOMEWHERE AND YOU DON'T KNOW WHERE IT IS YET TO BE DETERMINED, BUT AT LEAST COUNCIL IS BEING NOTIFIED THAT YOU'RE GOING THAT WAY. WE'RE GOING TO ELIMINATE A LOT OF STUFF THAT COMES BACK TO COUNCIL. FOR TRAVEL, SO WE'RE TRYING TO ELIMINATE THAT. WE'RE ALSO GOING TO TRY AND DO THAT WITH A CAPITAL. A LOT OF CAPITAL STUFF COMING. FINE, HAVE THAT DONE WELL IN ADVANCE, SO EVERYBODY SEES UP FRONT. CAPITAL ARE ALSO CHANGING PERFORMANCE MEASURES, PERFORMANCE MEASURES LATE YEARS. THEY FILLED OUT THEIR PERFORMANCE MEASURES, THE IT'S ALREADY BEEN APPROVED. THAT PERFORMANCE MEASURE SHOULD BE PART OF THE BUDGET PROCESS AND THE DEVELOPMENT THEY'RE ACTUALLY DEVELOPING THEM FOR SO. OH, THAT A MAJOR CHANGE IS WE ARE DEVELOPING A. SKYPE HAS BEEN. PLACE CAPITAL IMPROVEMENT PROGRAM HAS BEEN IN PLACE HERE. IT JUST WASN'T REALLY. ACT ONE, NOW WE ARE DOING A TRUE VIP PROGRAM WHERE IT'S FIVE YEARS PROJECTING OUT. PART OF THE FORMS. THAT MAJOR THAT'S SOMETHING. ACTUALLY. WELL, JULY ONE, OF COURSE. THAT'S WHERE YOU'RE GOING TO BE ABLE TO SEE ALL THE PROJECTS, EVERYTHING LAID OUT. YOU'RE FROM HERE ON OUT. TRADING THINGS ON THE HORIZON, ANYBODY HAVE ANY QUESTIONS FOR MR. ROGINSKY BASED UPON THAT? NOW BASED UPON THAT, BUT I WANTED TO KNOW, IS THERE LIKE FINANCIAL REPORTS LIKE BY QUARTER THAT WE COULD REVIEW TO SEE? YOU SEE WHAT'S GOING ON FINANCIALLY WITH THE CITY AT THIS TIME, LIKE WHAT DO WE REVIEW TO [02:10:04] KIND OF SEE WHAT'S GOING ON WITH THE CITY AT THIS TIME? MEAN, ACTUALLY TWO REPORTS THAT GO TO COUNCIL YOU GET THERE'S A QUARTERLY BUDGET REPORT THAT GETS DONE QUARTERLY AND THEN THERE'S A MONTHLY ONE THAT IS DONE. HOWEVER, IT GETS HUNG UP WHEN YOU GET INTO THE. END OF THE FISCAL YEAR. WE CAN'T CLOSE OUR BOOKS OUT UNTIL JANUARY. SO YOU CAN'T. NO. I'M ACTUALLY GOING TO BE. APRIL ENDING THE JANUARY MONTHLY FINANCIAL. THAT IS NORMALLY DONE ON A MONTHLY BASIS FROM HERE ON OUT, IT'S GOING TO BE MONTHLY. YOU CAN SEE THE ACTIVITY OF HOW WE'RE SPENDING THE MONEY, HOW THE REVENUES. IT'S A VERY, YOU KNOW, 35000 FEET LEVEL, BUT IT'S GIVING YOU A GOOD IDEA OF WHAT'S HAPPENING. BUDGET IS. OR. YEAH, THERE WAS A FORM THAT WE WERE GIVEN LAST TIME THAT HAD THE COMPARISONS FROM YEAR TO YEAR, LIKE IT WAS LIKE A TABLE AND IT. LET ME JUST THINK ABOUT IT AND FOLLOW UP WITH THAT QUESTION, BECAUSE I'M TRYING TO DETERMINE, YOU KNOW, WHEN WE MAKE THESE RECOMMENDATIONS OR THE RECOMMENDATIONS ARE MADE LIKE, HOW IS IT WORKING OUT, YOU KNOW, LIKE. YEAH. HOW'S IT WORKING OUT, SO I DON'T I DON'T KNOW, I JUST GOT TO FIGURE OUT, OK. AND ME, JUST THINK ABOUT IT. THANK YOU SO MUCH. JUST TO EXERCISE MY ABILITY TO DO IT IN THE OPEN FORUM. MS. CLINKSCALES WHAT I'VE USED TO EDUCATE MYSELF AND TRY TO KEEP THE PULSE ON IT IS JUST REALLY LOOKING AT THE COUNCIL AGENDA AS I ALWAYS DO, THE ONES THAT WHEN THOSE FINANCE REPORTS TURN UP AND THEN I'VE KIND OF FIGURED OUT THAT CADENCE. SO NOW I KIND OF HAVE THAT FLOW OF WHEN TO EXPECT THEM BECAUSE MR. BUSH HAS ME CORRECT ME IF I'M WRONG. BUT WHAT HAPPENS IS THEY THEY HAVE ALL THE BUDGET AMENDMENTS COME BEFORE COUNCIL THROUGHOUT A PERIOD OF TIME, AND THEN ON A QUARTERLY BASIS, THEY TAKE THAT AND THEY SUMMARIZE IT INTO A PRESENTATION AND IT ENDS UP ON THE COUNCIL AGENDA, USUALLY AS A CONSENSUS AGENDA ITEM TO JUST ACCEPT IT. BUT IT'S ESSENTIALLY TO SAY HERE COUNCIL. THIS IS WHAT IN THE LAST QUARTER OF THE FISCAL YEAR, WE ASKED AND YOU APPROVED AND WE'VE EXECUTED, WE'VE MOVED THIS MONEY AROUND IN THIS WAY, AND IT ACTUALLY SHOWS THE MONEY MOVEMENTS HAPPENING. AM I CORRECT IN THAT, SIR? YOU KNOW, EVERY MEETING, YOU'RE GOING TO SEE LEGISLATIVE MEMOS ASKING TO MOVE MONEY AROUND FOR VARIOUS REASONS AND THEN QUARTERLY, YOU WILL SEE THE BUDGET AMENDMENT. I ACTUALLY PHYSICALLY APPROVING THAT CHANGE, ALL THOSE CHANGES WITHIN THE BUDGET. SO WITHIN OUR FINANCIAL SYSTEM, WE ACTUALLY DON'T MAKE THAT CHANGE UNTIL THE OFFICIAL. SO IT'S APPROVED LIKE IN JANUARY, WE ACTUALLY DON'T UPDATE OUR BUDGETS. APRIL. THAT GOES BACK TO THE QUESTION ABOUT THE BALANCE FORWARD AND ALL THE UNDESIGNATED MONEY AND HOW IT'S SO DIFFICULT TO GIVE THOSE NUMBERS. HEY. THANK YOU. YES, MA'AM. YES, MA'AM. AND WE NEED TO GET HERE TO COLLABORATE, DON'T WE? OH, GOODNESS, ANYTHING OVER HERE FROM MS. WOODARD MS. CARNLEY, PLEASE. I DO HAVE A COUPLE OF THINGS. ONE, I'M CONCERNED THAT MR. SEIBERT HAS NOT BEEN AT THIS MEETING. IT'S BEEN A VERY GOOD MEETING. I THINK SEEING SEEING IT AND. UM. CONCERNED ABOUT HIM CATCHING UP, I DON'T KNOW IF THERE'S ANYTHING THAT CAN COME FROM US IN TERMS OF HELPING HIM CAPTURE SOME OF THE. QUESTION WE'VE HAD AND CERTAINLY THE DECISIONS. OR THE MINUTES DO. SO. BUT WE SEND A MESSAGE. FIND THAT. PREPARATION THAT THERE ARE VALUABLE THINGS. AND THE OTHER THING I'D LIKE FOR US TO CONSIDER WAYS. I'D LIKE TO ENGAGE THE PUBLIC. WE'RE DOING. PEOPLE DON'T LIKE TO TALK ABOUT MONEY, BUT. WELL, JUST YOU HAVE A VERY GOOD WAY OF. MAKING THINGS. STAND ABLE NEAR PRESENTATION. EVEN HUMOROUS AT MANY TIMES, AND I THINK PEOPLE LEARN BETTER THAT WAY. AND I WOULD REALLY LIKE TO ENCOURAGE THE CALENDAR HOLD THAT. I WOULD BE INTERESTED IN HEARING PRESENT. THAT MIGHT BE A GOOD WAY TO START TO ENGAGE. AND TO REALLY. WAYS IN THE E-NEWSLETTER AND PUT US ON THE CALENDAR. [02:15:01] MORE THAN UNDER. SEEING. THERE ARE OTHER WAYS THAT WE CAN PROMOTE THE AGENDA OF THIS COMMITTEE AND. I WILL SAY SOMETHING I'VE DONE BRIEFLY IN THE PAST SOME, AND I FELL OFF, STOPPED DOING IT, AND I KNOW SOME OTHER BOARD REPRESENTATIVES. I MEAN, WE CAN PROMOTE ANYTHING WE WANT ON SOCIAL MEDIA. THE ONE CAUTION AND THIS IS ANY CAUTION WITH YOU CANNOT TAG ANY OF US. AND THAT'S SUNSHINE. YOU CANNOT YOU CANNOT ENGAGE ANY OF OURSELVES ON THAT. WE CANNOT COMMUNICATE THERE. IT'S SOMETHING THAT I THERE WAS A TIME WHERE I WOULD POST A COME OUT. IF YOU WISH TO SPEAK, THIS IS YOUR CHANCE IS A BUDGET ADVISORY BOARD TOMORROW NIGHT, 6:30. BUT AGAIN, I SAY THIS ALSO WITH THE VERY SAME BREATH OF THE CAUTION. VERY CAREFUL. IF IF ANY OF US DO THAT, WE CANNOT COMMUNICATE THERE. AND THAT IS THAT IS A VIOLATION. SO JUST BE CAUTIOUS THERE, IT'S IT'S HARD TO FOR US TO PROMOTE MOST PROMOTION HAS TO COME FROM STAFF OF MEETINGS OF EVENTS. WE ARE ALLOWED TO DO THAT, BUT WE CANNOT COMMUNICATE WITH EACH OTHER. I CAN'T STRESS THAT CAUTION ENOUGH. THANK YOU. SUSAN, THANK YOU SO MUCH BECAUSE I THINK THAT NOW THAT YOU'VE SAID IT, I THINK IT'S IT'S A GOOD FOCUS. AND I THINK THAT, YOU KNOW, WE HAVE TO USE STRATEGIES AND INCENTIVES, YOU KNOW, FOR PEOPLE TO COME OUT BECAUSE SOME PEOPLE WILL COME AND TALK ABOUT DIFFERENT DEPARTMENTS, BUT YOU HAVEN'T HEARD THEM SPEAK. YOU DON'T EVEN KNOW WHAT THEIR PRIORITIES ARE. SO I THINK THAT THAT WAS WONDERFUL. AND I ALSO AGREE WITH YOU WHEN YOU TALKED ABOUT THE DIFFERENT AGENT, THE DIFFERENT COMMITTEES LIKE, WE'RE SO INTERCONNECTED THAT WE HAVE TO FIND A WAY. I HAVEN'T THOUGHT OF IT YET WHAT WE WOULD DO, BUT I SEE YOU THINKING ABOUT IT AND I THINK IS A GOOD RECOMMENDATION THAT WE FIND A WAY TO DO THAT SO THAT THESE DIFFERENT BOARDS CAN HAVE A CHANCE TO INTERMINGLE ME AN IDEA. WHY CAN'T WE SEND AN INVITATION TO ALL THOSE 13 COMMITTEES AND SAY WE HAVE A RARE OPPORTUNITY HERE TO HEAR OUR. DENSE. ALL THE DEPARTMENTS TO COME AND GIVE AND DANCE. PRESENTATION OF WHAT THE URGENT NEED IS. WORTH A TRY. AND WHILE I HAVE THE MICROPHONE, I'D LIKE TO COMMENT, MS. CLINKSCALES WAS AWARDED HER ONE YEAR PIN SERVICE ON THIS BOARD. KNOW WHAT IT WAS. I DIDN'T KNOW WHAT WAS GOING ON. YOU KNOW IT JUST TO ME. I DIDN'T KNOW WHAT WAS GOING ON. THAT WAS ANOTHER OPPORTUNITY. YOU AND YOUR FAMILY, YOUR FRIENDS WERE PRESENT. I WAS THERE, KNEW YOU. AND IT'S A PROUD MOMENT. ALSO A WAY FOR THE PUBLIC. WE'RE HERE. WHAT? THIS ARTIST. EARNING AND. I LOOK FORWARD TO MAKING MY ONE YEAR. AND ALSO, I WANT TO. ABOUT WHAT MADE US DECIDE. KITTY, WE'RE LOOKING YOU NEED OTHER PEOPLE LIKE US. I'D LIKE TO HAVE THAT. LET ME HAVE IT. THINKING ABOUT THAT, WE NEED TO. PRODUCE OURSELVES. THAT MATTER, I'D LIKE TO ADD THAT TO OUR AGENDA FOR NEXT MONTH, EACH OF US TELL WHY WE ARE HERE, SO THAT'S GOING TO BE UP TO THE ACTING CHAIR AT THAT MEETING. AND AS ACTING CHAIR THIS MEETING, I'M GOING TO BRING UP THAT THAT COX FARCE. AND IT SAYS EIGHT, FIFTY TWO, ACTUALLY, IT'S SLOW. I MEANT TO SAY IT'S IT'S SPEEDING ITSELF UP, THOUGH IT USED TO BE TWO MINUTES SLOW. NOW IT'S ONLY ONE, BUT IT IS EIGHT FIFTY THREE. SO WE HAVE SEVEN MINUTES BEFORE WE'LL HAVE TO PASS A MOTION 15 MINUTES AT A TIME. IT WAS RIGHT UP ON THE BYLAWS, BUT ALL THAT THIS HAS BEEN GREAT DIALOG. LET ME JUST SAY BEFORE I ASK FOR A MOTION TO ADJOURN JUST ANYTHING ELSE ANYBODY WOULD LIKE TO SAY. KNOWING WE HAVE AN IDEA WE'RE COMING IN APRIL. WE KNOW WHAT'S COMING. WE'RE GOOD. ANYTHING ELSE OR A MOTION TO ADJOURN? I'VE EVER. OUR MEETING IS ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
