MISS LAFLEUR, ROLL CALL, PLEASE.

CHAIRMAN FELIX HERE.

MR. HAYES.

HE IS NOT CURRENTLY AT THE MEETING, MR. MILLER. MISS PARK.

MR. EDWARDS.

SO WE OBVIOUSLY DON'T HAVE ANY.

THANK YOU. TERRY.

HAVE NO IN THE PUBLIC.

WE'LL MOVE FORWARD WITH THE ADOPTION OF THE MINUTES.

SO WE TECHNICALLY CAN PROCEED WITH WITH A VOTE.

ALTHOUGH WE ARE LOOKING AT THE LAST TIME WE MET.

SEPTEMBER 2021.

THE LAST MEETING OH, YEAH, THAT'S FINE. GO AHEAD.

YEAH. BECAUSE WE'RE GOING OVER THE MINUTES.

SO WE'VE NEVER DONE ANY LARGER AMOUNT THAN 1000 ON ANY OF THE DONATIONS.

SO THAT.

WOULD BE MORE THAN 12,000.

SEVEN. HUNDRED.

AND 71.

DOLLARS. WHICH IS SO WHAT EXACTLY IS IT THAT YOU WANT? IT ADJUSTED IN THE MINUTES, HE.

SAID. HE SAID THAT? HE DIDN'T WANT TO SAY WHAT THEY SAID.

THIS IS WHAT HAPPENS.

SO HOW DO YOU FEEL ABOUT THAT? YES. YES I YEAH I'D HAVE TO DOUBLE CHECK ON THAT.

BUT YEAH, NO DONATION HAS BEEN OVER 1000 YET.

ALL RIGHT. WAS THAT WAS THAT IT MR. MILLER? I HAVE A MOTION

[00:05:02]

I MAY MAKE A MOTION TO ACCEPT THE MINUTES AS IS, BUT.

THERE'S NO NEED. YES I WILL.

I WILL CHECK TO MAKE SURE IT'S ACCURATE WITH THE 1200 STATEMENT.

IF SO, THAT THAT ONE LINE WILL CHANGE TO 1200 VERSUS 1000.

SECOND. ADDITIONAL DISCUSSION.

YES.

WE ARE WE ARE GOING OVER THE MINUTES.

THE LAST PRIOR MEETING BACK IN SEPTEMBER OF 2021 TRYING TO PROVING THE MINUTES FROM THE LAST MEETING.

ALL IN. ALL IN FAVOR? MOTION CARRIES.

I SEE THREE ONE.

NEW BUSINESS. AS YOU KNOW, WE THE BOARD IS PRETTY MUCH NEW, SO ALL THE PREVIOUS MEMBERS TERMED OUT.

SO WE HAVE TO GO TO THE PROCESS OF ELECTING A CHAIR.

VICE CHAIR.

CONSISTENCY PURPOSES.

I WOULD LIKE TO NOMINATE MR. MILLER AS VICE CHAIR AND? WE DO NEED A MOTION.

YOU DO NEED A MOTION.

A MOTION AND A SECOND.

I SECOND THE MOTION TO NOMINATE YOURSELF.

YOU CAN. YOU CAN ACTUALLY FORCE IT TO.

YEAH.

I WOULD SUGGEST PERHAPS, MISS PARK MAKE THE MOTION AND SECOND BY MR. MILLER OR EITHER COUNSELOR OR.

I'M SORRY, CHAIRMAN FELIX.

TO MAKE MR. MILLER. VICE CHAIR.

SECOND. ANY ADDITIONAL DISCUSSION? NOTES OR. ANY ADDITIONAL DISCUSSION? ANYTHING YOU WANT TO ADD? NO. NO.

EXCEPT. GLADLY.

I DID. COME ON.

COME ON UP. SORRY FOR THE DELAY.

I KNOW YOU WORK FINE.

PLEASE CONTINUE.

WITH HI. ALL RIGHT.

MOTION. MOTION CARRIES THREE ONE.

MR. MILLER, CONGRATULATIONS.

CONGRATULATIONS. ALL RIGHT, NOW, WE WILL DEFER TO MISS LAFLEUR TO GO OVER THE BYLAWS.

THANK YOU. CHAIRMAN.

QUITE A BIT OF INFORMATION WAS GIVEN.

WE HAVEN'T HAD A CHANCE TO.

AND I BELIEVE THE BYLAWS, AS HAS IT BEEN GIVEN TO THE NEW MEMBERS OR NOW OR EMAILED.

YES, IT WAS INCLUDED WITH THE AGENDA PACKET AND THAT'S ALL UPDATED FROM WHEN THE LAST COMMITTEE VOTED FOR REVISIONS.

OKAY, GREAT. SO I WOULD CERTAINLY ENCOURAGE EVERY MEMBER TO TAKE THE TIME.

IT'S NOT AS LENGTHY, BUT THERE'S A LOT OF SPECIFIC GOOD INFORMATION FOR THE BENEFIT OF THE COMMITTEE OF INDIVIDUAL BENEFIT AS WELL, TO HAVE A GOOD UNDERSTANDING OF WHAT YOU KNOW, BECAUSE OBVIOUSLY YOU'RE ALL MAKING DECISIONS.

YOU'RE ALL VOTING ON THINGS THAT HAVE DIRECT RELATION WITH THE BYLAWS.

SO TO YOUR BENEFIT, TO UNDERSTAND IT, CERTAINLY ASK QUESTIONS.

WE HAVE LEGAL REPRESENTATION HERE.

MR. GOT STAFF HERE AT YOUR DISPOSAL.

SO IF YOU HAVE ANY QUESTIONS.

THANK YOU. SO SO ITEM NUMBER THREE FROM THE LAST MEETING.

ONE OF THE CHALLENGE WE HAVE, I THINK, MR. MILLER, YOU YOU YOU SPEAK TO THAT, IS THAT THE THE MUNICIPAL FOUNDATION ENTITY THAT UNLESS WE ARE, WE RECEIVE DONATIONS FROM THE PUBLIC, WE HAVE NO WILL THE SOURCE OF FUNDING.

[00:15:09]

AND WITH THAT SAID, ONE OF THE DISCUSSION WE HAD LAST MEETING IS, IS IDEAS OR WAYS TO RAISE FUNDS, ALL NON-FOR PROFIT.

YOU KNOW, THAT'S HOW THAT'S THEIR BREAD AND BUTTER, RIGHT? DONATIONS, DONATIONS, DONATIONS.

AND IT DOESN'T JUST TRICKLE DOWN.

SOMETIMES YOU HAVE TO DO THINGS, BE CREATIVE AND TO RAISE THAT MONEY.

AND WE HAVE THAT OPPORTUNITY TO DO THAT.

WE CAN'T DO CERTAIN THINGS.

I'M SURE AS YOU KNOW THE MUNICIPAL FOUNDATION.

WE MAY NOT BE TREATED AS ALL OTHER FUNDRAISING, MAYBE SOME THINGS THAT WE MAY NOT BE ABLE TO DO.

YOU KNOW, A LEGAL STANDPOINT, I DON'T KNOW WHAT NECESSARILY THEY ARE, BUT IN TERMS OF SHOULD WE HAVE TO DO FUNDRAISING, WHAT ARE THE WITHIN THE CONFINES OF, OF LEGAL STUFF WE CAN OR CANNOT DO? AS WE GET READY TO THINK OF IDEAS, WOULD IT BE ANYTHING THAT A LEGAL STANDPOINT YOU CAN THINK THAT WE SHOULDN'T BE ENGAGED IN? I CAN'T REALLY THINK OF ANYTHING OFF THE TOP OF MY HEAD THAT WOULD BE PROHIBITIVE.

FROM THE FOUNDATION PARTICIPATING IN AS FAR AS A MUNICIPAL FUNDRAISER.

EITHER STILL 500 AND 1C3.

SO MOST OF THE FUNDRAISING ISSUES.

SO BUT IF I HEAR ONE.

SOMETHING SOUNDS STRANGE.

I'LL BE SURE TO. YEAH.

YEAH, DEFINITELY. BUT I THINK THE TYPICAL THE NORMAL FUNDRAISING ACTIVITIES THAT WE DO, IF YOU'RE GOING TO DO BALLS, PROGRAMS, THINGS OF THAT NATURE, THOSE ARE PERFECTLY TO RAISE FUNDS FOR THE DISASTER RELIEF COMMITTEE.

YEAH. WHAT WE DON'T WANT TO DO IS TO DO THINGS THAT MAY BE PERCEIVED AS BEING A CITY EVENT, A CITY SPONSORED EVENT.

SO WE'VE GOT TO MAKE SURE IT'S CLEAR BEFORE WE SET THE.

FOUNDATION FOR THAT.

QUESTION. BECAUSE IT MAY NOT BE A CITY SPONSORED EVENT, BUT THE BUTTON THAT YOU WOULD CLICK ON THE LINK THAT YOU WOULD CLICK ON WOULD BE ON THE CITY'S WEBSITE.

HOW DO YOU MAKE THAT DISTINCTION IF IT'S NOT A CITY SPONSORED EVENT YET? THEY GO INTO THE CITY'S WEBSITE TO MAKE THE DONATION ITSELF.

SO THE FOUNDATION IS A PART OF THE CITY.

SO IT FOUNDATION IS THE 500 AND 1C3 FUNDRAISING ARM OF THE CITY.

SO THAT'S WHY. SO FOR EXAMPLE, THIS COMMITTEE IS A SUBCOMMITTEE OF THE FOUNDATION.

SO YOU ARE OPERATING AS THE CONDUIT TO DECIDE WHAT THINGS ARE GOING TO BE BROUGHT TO THE FOUNDATION FOR THEM TO VOTE ON AS FAR AS FUNDRAISING OR SOLICITING FUNDS OR GIVING FUNDS AWAY.

THAT'S WHERE WHEN HE SAYS IT'S NOT GOING TO BE A CITY SPONSORED, I GET WHAT YOU'RE SAYING, THAT IT IS A PART OF THE CITY, BUT IT'S GOING TO BE UNDER THE MUNICIPAL FOUNDATION. KIND OF LIKE THE LIKE WE HAVE OTHER THINGS IN THE CITY TOO, LIKE CRA THINGS LIKE THAT.

THEY ARE A PART OF THE CITY, BUT THEY FUNCTION IN THEIR OWN, IN THEIR OWN WAY.

AND THEN IT COMES TO THE CITY COUNCIL.

SO IF I MAY.

I WAS BRAINSTORMING LAST NIGHT AND ON ABOUT THREE DIFFERENT FUNDRAISING FUNCTIONS.

THAT I'M ALLOWED TO SPEAK.

4TH OF JULY. WE HAVE A 4TH OF JULY EVENT EVERY SINGLE YEAR.

WHAT'S THE STATUS NOW? ABOUT 111,000 PEOPLE.

LOOKING AT THAT, YOU HAVE THE 4TH OF JULY EVENT WHERE WE COULD RAISE MONEY BY THE THIRD PARKING, A VIP PARKING.

THE FUNDS WOULD BE DELEGATED THROUGH STRAIGHT THROUGH OUR WEBSITE, OR HAVE ONE PERSON DELEGATED AT THE PARKING LOCATION AND GIVEN A RED TAG FOR THE VIP AREA AND A GREEN TAG FOR THE PREFERRED PARKING.

SO $20 FOR THE VIP AREA, $10 FOR PARKING.

WHERE IN MY OPINION WOULD BE HUGE BECAUSE YOU GOT A LOT OF POSSIBILITIES HERE THE OTHER ONES THAT I WAS LOOKING AT WAS THE

[00:23:10]

THAT'S GREAT. THAT'S AWESOME.

SO LET ME ASK YOU, AS FAR AS A VOLUNTEER VOLUNTEER HOURS, ARE THEY SPECIFIC AS TO VOLUNTEER TO WHAT SPECIFICALLY OR ANY ACTIVITIES? DOES THAT, MR. LEE, SPECIFICALLY TO WHAT THOSE HOURS ARE ATTRIBUTED TO.

TALK TO SOMEONE. AND SAY THANK YOU SO MUCH FOR THIS CLASS.

IT'S. SO EASY TO BE DEVASTATED WHEN WE KNOW WE DO IT FOR FREE. BUT KNOWING THAT THE BENEFITS OUTWEIGH THE COSTS

[00:25:02]

I THINK. I MEAN, I DO APPRECIATE IT.

LOOKS LIKE YOU PUT A LITTLE TIME INTO IT AND AND THEY DID SOME RESEARCH THERE.

FULLY DULY NOTED.

I'M SURE STAFF WILL FOLLOW UP AND SEE WHERE WE TAKE IT FROM HERE, BUT I THINK THAT IS THAT IN ITSELF.

LET'S GO BACK TO THE THE FIRST IDEA.

MR. CHAIRMAN, I'M GLAD YOU'RE HERE.

THANK YOU. BY THE WAY THE PARKING, PARKING, 4TH OF JULY PARKING.

IDEAS. I THINK IT'S GREAT.

JUST NOT QUITE SURE HOW WOULD THAT FIT IN TERMS OF PEOPLE USED TO.

KIND OF FIRST COME, FIRST SERVE TYPE OF THING.

HOW WOULD THAT CHANGE OR CHANGE IN TERMS OF A CUSTOMER SERVICE STANDPOINT? WHAT I WAS HEARING, WHICH I THINK IS KIND OF AN INTERESTING THOUGHT, IS WE COULD DESIGNATE AREAS THAT ARE A LITTLE BIT CLOSER, YOU WOULDN'T HAVE TO WALK AS FAR.

AND, YOU KNOW, EVEN IF YOU CHARGED A COUPLE OF BUCKS, YOU KNOW, PEOPLE WOULD MAKE THAT CHOICE.

THEY SEE VIP PARKING, WHATEVER THE I'M SAYING, $2.

THEY MAY CHOOSE TO PULL IN THERE BECAUSE THEY DON'T WANT TO WALK AS FAR.

YOU KNOW, I THINK THAT'S ACTUALLY A COOL IDEA.

AS FAR AS I KNOW, WE'VE NEVER CHARGED FOR PARKING.

BUT CREATING A DESIGNATED AREA WHERE YOU'RE CLOSER.

THE ONLY THING WE'VE EVER DONE IS CREATED A, YOU KNOW, IT'S NOT A PUBLICLY KNOWN, BUT A SPECIFIC AREA WHERE WE SAY STAFF PARK'S HERE.

WE COULD CERTAINLY CREATE AREAS CLOSER THAT ARE LIKE, YOU PAY TO PARK.

YEAH YEAH, I THINK IT SURELY IS.

IF YOU CAN THINK, BECAUSE WE HAVE FOLKS THAT WOULD BE WILLING TO, YOU KNOW, JUST TO BE IN NOT NOT NECESSARILY WORRYING ABOUT BEING THERE TWO HOURS PRIOR TO THE SHOW, BECAUSE THAT'S LITERALLY WHAT IT WAS 3 OR 4 HOURS PRIOR TO THE SHOW, JUST TO MAKE SURE YOU HAVE A GOOD SEAT.

SO AND THAT WAS ONE OF THE BENEFIT FROM BEING ON BOARD SERVING ON, ON PARKS AND RECREATION BOARDS.

YOU GOT THAT VIP, YOU KNOW, YOU FEEL FREE SO I CAN, YOU KNOW, JUST SHOW UP AND I KNOW BUT BUT THE IDEA IS THAT THERE'S A, THE EVENT REALLY THE, THE LAST 15 MINUTES, WHICH IS THE WHOLE IDEA IS THE FIRST 3 OR 4 HOURS.

BUT I THINK I THINK, MAN, THAT'S AN AWESOME IDEA.

NOW WE CAN CALL MAYOR COCOA BEACH, TELL THEM, BECAUSE THEY CHARGE FOR PARKING NOW.

AND I DO REALIZE, I DO REALIZE $2 IS REALLY TOO CHEAP, OBVIOUSLY, BUT YOU KNOW.

BUT I THINK THAT'S AN AWESOME, AWESOME IDEA.

SOMETHING WE'RE ALREADY DOING.

IT'S ALREADY THERE.

THE INFRASTRUCTURE IS ALREADY IN PLACE.

FOR THE MOST PART. EXCEPT WE MAY JUST NEED A COUPLE EXTRA BODIES TO, YOU KNOW, DO THE VALET PARKING.

I THINK ABOUT THAT, TOO. WHAT KIND OF CAR? WHAT KIND OF CAR? THAT COMES THROUGH ADVERTISING.

YEAH, WELL, WE MIGHT DO.

I'LL HAVE TO TALK TO STAFF ABOUT LOGISTICS, BUT, YOU KNOW, NOT JUST ALL SPIT BALL ON THIS ONE.

RIGHT. SO, LIKE, MAYBE WE FIGURE OUT THERE'S A PLACE WE COULD CALL VIP PARKING.

WE KNOW WE CAN FIT X NUMBER OF CARS, SO WE COULD WE COULD ADVERTISE AHEAD OF TIME TO YOUR POINT.

AND WE COULD SAY YOU WANT TO PRE-REGISTER.

YOU WANT TO, YOU KNOW, SECURE YOUR SPOT.

THE PROCEEDS WILL GO TO THE DISASTER.

PALM BAY MUNICIPAL FOUNDATION FOR DISASTER RELIEF COMMITTEE PURPOSES.

YOU KNOW, AND IT COULD BE $10 OR, YOU KNOW, WHATEVER THE NUMBER IS.

AND LET'S SEE WHAT WE DO FOR TICKET SALES.

YOU KNOW, IT'D BE KIND OF INTERESTING.

YEAH. I THINK YEAH, THAT THAT IS A SUPER, SUPER.

I LOVE THAT. AND LIKE I SAID AGAIN, YOU KNOW, FOR THE MOST PART THE INFRASTRUCTURE, THE MAJORITY OF THE INFRASTRUCTURE IS ALREADY IN PLACE.

IT'S NOT THAT CREATING SOMETHING NEW PER SE, RIGHT? THE EVENTS ARE ALREADY THERE.

WE KNOW WE'RE GETTING THE PARTICIPANTS.

SO YOU KNOW, WE KNOW WE'RE GETTING SOME CARS.

YOU KNOW, MORE IMPORTANTLY YEAH, THEY ARE COMING.

SO BUT I THINK THAT'S GREAT.

SO YEAH. FOOD FOR THOUGHT.

WE HAVE A LOT TO WORK WITH HERE.

GOING CIRCLE BACK TO THE ENGRAVED BRICKS IDEA.

THAT'S ANOTHER GREAT IDEA AS WELL.

SO I THINK THAT KIND OF REALLY JOINED THE THE EFFORTS.

I DON'T KNOW IF YOU GUYS ARE AWARE OF THE MAYOR'S MAYOR'S, YOU KNOW, PROJECT, I SHOULD SAY WHICH IS A GREAT, GREAT, VERY WORTHY PROJECT TO REBUILD SACRIFICE PARK NAME.

MOST OF US DIDN'T KNOW SACRIFICE PARK, RIGHT? YEAH. SACRIFICE PARK OR SACRIFICE MEMORIAL? IT'S RIGHT BETWEEN THE LIBRARY AND CITY HALL.

IT'S SORT OF A TRIANGULAR STRUCTURE.

IT'S A LIGHT BEIGE COLOR.

IT LOOKS LIKE IT'S A BUNCH OF BRICKS KIND OF PILED IN A TRIANGULAR.

IF YOU DRIVE OUT BETWEEN THE LIBRARY AND HERE, YOU'LL SEE IT.

IT WAS IT WAS BUILT YEARS AGO BY HAND, BY STAFF AND VOLUNTEERS TO HONOR TWO POLICE OFFICERS WHO WERE KILLED IN THE LINE OF DUTY.

OFFICER JOHNSON, OFFICER GROGAN BACK IN THE 80S, WE HAD A AN INCIDENT WHERE

[00:30:01]

A GENTLEMAN LAST NAME CRUZ.

YEAH. SO A LOT OF PEOPLE KNOW THAT NAME, SO HE HE WENT CRAZY.

AND THE RESULTS OF ALL OF THE THINGS THAT HAPPENED DURING THAT DAY WAS THAT TWO OF OUR OFFICERS PASSED.

SO TO HONOR THEM, THAT MEMORIAL WAS CREATED YEARS AGO.

THE MAYOR'S PROJECT IS TO RAISE MONEY TO UPDATE THE MEMORIAL.

SO THAT WAS THE PROCEEDS FROM THIS YEAR'S MAYOR'S BALL ARE GOING TOWARD FIRST THE ARCHITECTURAL RENDERING, BECAUSE WE'VE LOOKED AT SOME IDEAS FROM OTHER CITIES.

BUT THE GOAL IS GOING TO BE IT'S A MEMORIAL THAT HONORS BOTH POLICE AND FIRE MEMBERS WHO HAVE LOST THEIR LIVES IN SERVICE.

BUT NOT JUST FOR PALM BAY, BUT COUNTY WIDE.

BECAUSE THE OTHER THING WE LEARNED IN THE PROCESS WAS THAT THAT THAT MEMORIAL THAT WE'VE MAINTAINED FOR ALL THESE YEARS WHEN WE, THE CITY BUILT IT'S ACTUALLY ON COUNTY PROPERTY.

SO WE HAD TO ACTUALLY GET AN AGREEMENT SIGNED WITH THE COUNTY.

AND BUT PART OF IT IS TO HONOR COUNTYWIDE THOSE WHO LOST THEIR LIVES.

SO IT'S EXCITING.

AND COUNCILMAN YOU WANT TO COVER THE BRICK PART OF THAT RIGHT. AND WE HAVEN'T RULED OUT THAT PART OF THE PROGRAM YET.

BUT WE'VE BEEN SERIOUSLY TALKING ABOUT DOING THAT AS PART OF THE ONGOING SORT OF LIKE FUNDRAISING, UPKEEP, MANAGEMENT OF THE MEMORIAL.

SO THAT THAT'S SOMETHING I THINK WILL COME LATER THIS YEAR, IF I COULD ADD ONE MORE THING.

THE ONLY OTHER PLACE THAT I'M AWARE OF IN THE CITY WHERE WE'VE HAD MEMORIAL TYPE THINGS LIKE THAT JUST FOR YOUR ALL YOUR KNOWLEDGE IS WHEN FOLKS HAVE DONATED ON BEHALF OF A FAMILY MEMBER, FOR EXAMPLE, A PARK BENCH, ALL THOSE KINDS OF THINGS HAVE RUN THROUGH THE LIKE THE RECREATION DEPARTMENT AND THEIR STAFF.

AND THEY JUST, YOU KNOW, THEY FIND A GOOD SPOT FOR IT, YOU KNOW, AND AND THAT THERE'S THERE'S A LITTLE PROCESS.

BUT ESSENTIALLY WE'VE DONE THAT FOR A LOT OF YEARS.

AND THERE'S SOME, SOME PLACES IN THE CITY WHERE THOSE THINGS EXIST.

BUT BEYOND THAT, WE'VE ALL FOR A LONG TIME WE'VE HAD A AN ABILITY TO PAY AND GET AN ENGRAVING ON TURKEY CREEK BOARDWALK. SO IF YOU'VE SEEN THOSE.

YEAH. AND THOSE, THOSE FUNDS.

YEAH. SO THOSE FUNDS ARE SEPARATE.

THEY'RE NOT CONNECTED TO THIS.

IT'S ACTUALLY THE FRIENDS OF TURKEY CREEK NONPROFIT THAT DOES THAT AND RAISES THE MONEY TO, YOU KNOW, PUT BACK INTO TURKEY CREEK SANCTUARY, WHICH IS KIND OF NEAT.

SO WE DON'T HAVE ANY OTHER PROGRAMS CURRENTLY, WHICH IS THE POINT I'M TRYING TO GET TO THAT WOULD TIE TO FUNDRAISING FOR THE FOUNDATION OR THE DISASTER RELIEF COMMITTEE.

BUT IT'S CERTAINLY SOMETHING I CAN HAVE STAFF LOOK AT AND MAYBE COME UP WITH SOME IDEAS.

IT'S GOING TO HOLD ON TO THIS.

YEAH. NO, ABSOLUTELY.

I THINK THE THIS IS THE ENGRAVED BRICKS IDEAS.

SUPER, SUPER.

LIKE I SAID AGAIN, YOU KNOW, I THINK IT GOES DIRECTLY TO THE MAYOR'S PROJECT.

AND ALSO, I MEAN, IT DOES NOT HAVE TO BE LIMITED TO THAT, RIGHT? CORRECT. BECAUSE BECAUSE WHAT YOU ALL I THINK ARE FOCUSED ON IS MORE LIKE RAISING MONEY TO GO INTO THE FOUNDATION FOR DISASTER RESPONSE.

SO HURRICANE FIRE, WHATEVER IT MIGHT BE SO YEAH, WE CAN WE CAN PROBABLY STRATEGIZE SOME WAY TO CREATE A PROGRAM LIKE THAT WHERE THE FUNDING IS DEDICATED FOR, FOR THE FOUNDATION, FOR THOSE PURPOSES.

BUT I'D HAVE TO TALK WITH STAFF A LITTLE BIT ABOUT IT, AND IT HAS TO GO TO THE BUILDING OF THE ACTUAL.

OH, I SEE WHAT YOU'RE SAYING.

YEAH, I IT'S FUNNY BECAUSE, YEAH, I ACTUALLY THINK WE'D PROBABLY RUN TWO DIFFERENT PROGRAMS. WHAT I WOULD THINK, BECAUSE PART OF THE CONCEPT OF THE BRICKS WAS GOING TO BE TO HONOR, LIKE THOSE THAT HAVE LOST THEIR LIVES IN SERVICE OVER THERE.

BUT WHAT I'M HEARING IS MORE OF A MAYBE A GENERAL TYPE OF MEMORIAL PROGRAM.

[00:35:03]

RIGHT? LIKE MY MY GRANDMOTHER LIVED IN PALM BAY, AND I WANT TO HONOR HER, HER MEMORY.

AND I WANT TO PUT A BRICK WHEREVER WE FIND WE SHOULD PUT BRICKS, YOU KNOW, BECAUSE IF YOU THINK ABOUT IT, I MEAN, WE THIS IS THE CAMPUS IS HUGE, RIGHT? THAT'S WHAT I'M SAYING. WE'RE NOT LIMITED BY JUST THAT PROJECT THAT CAN GO ABOVE AND BEYOND.

I MEAN, FIND A SPOT.

I MEAN, OBVIOUSLY WE'RE NOT JUST GOING TO THROW BRICKS ALL OVER IT.

SO A DEDICATED AREA AND WHERE IT MAKES SENSE, RIGHT.

SOMEBODY CAN REFER TO.

I THINK THAT THAT IT'S TRULY, TRULY THE NAME.

ABSOLUTELY RIGHT. RIGHT.

AND IT MIGHT EVEN BE NOT A CITY HALL NECESSARILY, BUT MAYBE ONE OF THE PARKS IS SELECTED FOR THAT KIND OF A PROGRAM, YOU KNOW, AND WE REPLACE SIDEWALKS WITH BRICKS OR SOMETHING.

YOU KNOW, THERE'S A LOT OF WAYS WE COULD DO THAT.

THAT'S GREAT. AND THE, THE VOLUNTEER HOURS AS WELL.

SO WE, WE I THINK THAT'S A GREAT, GREAT IDEA AS WELL.

SO WITH THE THEY ARE GRANTS.

SO WE, YOU KNOW, MR. HAYES HOW FAR YOU LOOKED INTO IT.

ARE THEY DETAILS WERE PAGES OF INFORMATION.

OKAY. GOT IT.

IT'S AN OUTLET. IT'S A VIRTUAL OUTLET.

OKAY SO THANK YOU. THANK YOU.

THOSE ARE GREAT IDEAS. I THINK WE HAVE ENOUGH TO WORK WITH.

THAT'S QUITE ENOUGH. THOSE ARE EXCELLENT TOO.

I MEAN, GREAT, GREAT IDEAS.

ANY ANY ADDITIONAL THOUGHTS AND.

IDEAS? I MEAN.

AT LEAST FOR THE NEXT MEETING.

BECAUSE IT WILL BE CLOSE TO THE JULY 4TH EVENT TO SAY.

YOU KNOW WHAT I MEAN? THE CHAIRPERSON CAN MAKE THE CALL ON ANY SPECIAL MEETING.

SO AS LONG AS THE CHAIRPERSON MAKES THE CALL.

YES. RIGHT, RIGHT SO IN TERMS OF THIS DISCUSSION, WE DON'T NECESSARILY SOUNDS LIKE WE HAVE AN AGREEMENT.

ALL THE IDEAS THAT THAT WERE SHARED THERE IS A CONSENSUS WITH THE GROUP THAT LOOKED INTO IT.

STAFF WILL BE LOOKING INTO IT SO WE CAN MOVE FORWARD.

ALL RIGHT. ANY ADDITIONAL THIS ITEM.

GO AHEAD AND SPEAK TO THE MR. SEEING. STEVE DID SUCH AN INCREDIBLE IDEAS AND PERSONALLY, I DIDN'T EVEN THOUGHT ABOUT AND SO JUST APPRECIATED ALL YOUR EFFORT AND ALL THE IDEA WAS GREAT, BUT.

[00:40:06]

SO I'M LIKE, I DIDN'T EVEN GET READY OR PREPARE ANYTHING, SO I DON'T WANT TO THROW MY REALLY HESITATE TO THROW MY OWN OPINION.

BUT IF I'M ALLOWED, SINCE THE PARKING IT HAD BEEN IN THE 4TH OF JULY EVENT, WERE NOT CHARGED BY A CITY FOR MANY, MANY YEARS BECAUSE OF YOU KNOW, IT'S JUST FOR ALLOWED TO CITIZENS TO JUST, YOU KNOW, ENJOY IT, NOT GET BEAT TO IF I SAY TO BUSINESS, YOU KNOW, IT CAN BE LOOKS LIKE BUSINESS IF YOU START CHARGING TO PEOPLE TO YOU KNOW, THE BETTER FOR BETTER PRICE.

SO WE MIGHT HAVE TO CONSIDER, LIKE, WHAT SOME PEOPLE THINK ABOUT THOSE IN, YOU KNOW, EITHER IDEA OR WILLING TO.

YEAH, THAT'S GREAT TO THROW IT AWAY.

BUT ALSO, YOU KNOW, WE HADN'T BEEN THROUGH ALL THIS YEAR FOR ENJOYING FOR FREELY, BUT ALL OF A SUDDEN.

YEAH, IT IS GREAT IDEA.

BUT I'M JUST LIKE, THINKING ABOUT WHAT, YOU KNOW, CITIZENS THINKING IT JUST MY CONCERN.

LIKE SINCE.

SINCE IT HADN'T BEEN PRACTICED EVER BEFORE.

SO YEAH, JUST THOUGHT MY THOUGHT.

AND I'M NOT TRYING TO OFFEND ANYBODY, JUST YOU KNOW, JUST DON'T THINK.

THANK YOU. VIVIAN.

YOU KNOW, THAT'S I KNOW, I THINK THAT THAT'S A THAT'S A LEGITIMATE CONCERN.

AND THAT'S PART OF MY QUESTION AS WELL IN TERMS OF CUSTOMER SERVICE.

SO WE WOULD IT CHANGE ANYTHING BUT BUT IN REALITY, WHAT I THINK IS IT'S GIVING PEOPLE OPTIONS.

RIGHT. IT'S GIVING PEOPLE OPTIONS.

I'M PRETTY SURE I DON'T KNOW IF YOU'VE EVER BEEN TO ONE OF THESE 4TH OF JULY EVENT.

YEAH. SO PEOPLE WILL TAKE THAT OPTION.

WE DON'T EVEN THINK TWICE ABOUT IT.

WHEN YOU HAVE TO PARK OFF, IN MOST CASES, IF YOU DON'T COME AT A CERTAIN TIME, YOU DON'T EVEN GET TO GO CLOSE.

YOU HAVE TO PARK ON MALABAR OR ELSEWHERE.

SO IT'S REALLY A MATTER OF OPTION.

THE INDIVIDUAL THAT PAID $10 TO HAVE HIS CAR PARKED MAY NOT.

I DON'T THINK THAT'S GOING TO BE NECESSARILY A CONCERN WHEN THEY HAVE THAT OPTION NOT TO DO IT.

IT'S NOT THAT CHARGING EVERYBODY.

IT'S GIVING PEOPLE OPTIONS.

YOU SEE WHAT I'M SAYING? SO YOU.

YEAH. YEAH. GO AHEAD.

THAT THAT'S I THINK IT'S GIVING PEOPLE OPTION THAT IF YOU TOOK THAT OPTION AWAY COMPLETELY THAT WOULD BE DIFFERENT.

I THINK GIVING THE OPTION YOU CAN PARK 20 FOOT AWAY FROM THE SHOW OR 100 IF YOU.

WANT TO THAT'S A GOOD SPOT.

YEAH, THAT'S A GOOD SPOT.

I SQUEEZED IN THERE, TOO, AND JUST SAT ON THE HOODS OF OUR CARS.

AND WE WATCHED. WHAT? HAPPENED. TO THE LORD JESUS CHRIST.

THE LORD IS.

HERE. DO YOU GUYS ALL.

THANK YOU FOR THE GREAT OPINION, BUT I JUST WANT TO EXPRESS MY OPINION TO AS A CONCERNED BUT, YOU KNOW, MIGHT BE CONCERNED.

NO, NO. YEAH. EXACTLY.

LIKE YOU CAN'T JUST I MEAN, HE BROUGHT SUCH A GREAT IDEAS AND EVERYTHING, SO WE SHOULD JUST ALL AGREE WITH IT.

I DON'T THINK THAT'S NOT THE RIGHT THING TO DO.

I SHOULD HAVE.

YEAH. SO, LIKE, I'M JUST.

I'M SORRY.

I'M NOT SORRY.

I'M SORRY, BUT I'M NOT SORRY.

NO. DON'T BE DON'T BE SORRY.

YEAH. NO, NO. ABSOLUTELY NOT.

ALRIGHT, WELL, IF WE ARE ALL GOOD, WE'RE MOVING ALONG WITH OTHER BUSINESS.

SO OUR NEXT REGULAR MEETING, IT'S AS WE KNOW, THIS BOARD MEETS EVERY QUARTER.

UNLESS THERE IS A NEED AND DISCRETION OF THE CHAIRMAN.

[00:45:04]

WE CAN CALL A MEETING.

SPECIAL MEETING.

BUT OUR NEXT REGULAR MEETING WILL BE MONDAY, JUNE 20TH AT 6:00.

THE CENTRAL CONFLICT OR ANY OF THE MEMBERS.

IN THAT CASE, THAT TIME, THAT TIME'S KIND OF SUDDENLY.

IS THAT AN ONGOING THING? MR. HAYES? MR.. PERFECT, YOU CAN GO TO NEW YORK.

NOW. SO 233%. YEAH.

OKAY. GOT IT.

THE LOOSENING UP IS STILL UNDER SIEGE.

YEAH, SURE.

THAT WOULD BE. A MISTAKE.

I WOULD BE. I KNOW I WOULD BE COMPLETELY FINE WITH THAT.

I'M THINKING, THANK GOODNESS I'M VERY FLEXIBLE WITH MY SCHEDULE.

SO IF, IF STAFF CAN AND THE CHAMBERS IS AVAILABLE, AND THAT WOULD BE MONDAY, JUNE 13TH.

IT'S THE WEEK PRIOR.

WE WILL NOT CHANGE THE DATE OF A MEETING ON SEPTEMBER NO.

THE OTHER MEETING DATES WOULD STAY THE SAME.

OKAY. THANK YOU.

THANK YOU KNOW THAT? NO. ABSOLUTELY. THANKS FOR BRINGING THAT UP, MR. HAYES. THE NEXT THING I'D LIKE TO BRING TO THE COMMITTEE'S ATTENTION IS THAT WE ARE ALL FULLY AWARE OF WHAT'S GOING ON IN UKRAINE RIGHT NOW.

VERY SAD. CERTAINLY.

YOU KNOW, MY HEART GOES OUT TO THE PEOPLE OF UKRAINE GOING THROUGH WHAT THEY'RE GOING THROUGH RIGHT NOW.

I, I'D LIKE TO PROPOSE THAT AND I MY APOLOGY.

I MEANT TO ADD THAT TO THE AGENDA.

I'D LIKE TO PROPOSE THAT WE MEET TO DISCUSS A SPECIAL MEETING IF THE FOURTH, TUESDAY, THE FOURTH OR.

I MEAN, MONDAY THE FOURTH OR TUESDAY THE FIFTH.

SPECIAL MEETING.

LET'S. DISCUSS HERE.

GOT TO HAVE A PROPER NOTICE.

PUBLIC NOTICE. SO THAT THEY.

WOULD BE OKAY WITH THAT.

ANY OF THESE DAYS? MONDAY IS MONDAY.

BETTER FOR THE MAJORITY.

I CAN GO EITHER WAY.

I APOLOGIZE.

I TRY TO GET OFF THE ROAD? NO, I MEAN, THE NEXT THING I WOULD LIKE TO PROPOSE.

CAN WE MAKE IT 615? OH. IS IT? DO WE HAVE TO ABIDE BY THE CHARTER? THE TIME IS STATED AT SIX.

BY A MAJORITY VOTE, IT COULD BE CHANGED BY THE MEMBERS.

OR DO WE HAVE TO CALL THE VOTE? YOU WOULD NEED A MOTION AND A SECOND.

AND THEN A VOTE. MAY I HAVE A MOTION FOR THE NEXT MEETING? ACTUALLY, THE NEXT MEETINGS.

THAT. NEXT MEETINGS.

NOT JUST THIS MEETING.

AND ALSO MOTIONS SHOULD INCLUDE THE NEXT REGULAR MEETING AS WELL.

SO YOU WANT TO DO IT FOR APRIL 4TH AS WELL AS JUNE 13TH.

[00:50:03]

JUNE 13TH FOR THE 615.

YES. YES. THEN I WOULD MAKE THAT YOUR MOTION.

IF I IF I MAY, JUST BRIEFLY I DON'T KNOW THAT YOU NEED ME FOR THE UKRAINE DISCUSSION, BUT I DEFINITELY CAN'T MAKE IT ON TUESDAY.

AND MONDAY MIGHT BE TIGHT BECAUSE OF MEETINGS THAT GO LONG, SO MONDAY OR MONDAY WILL BE TIGHT BOTH DAYS.

I MAY NOT BE ABLE TO MAKE IT COUNCIL BRIEFINGS.

YOU KNOW A LITTLE BIT ABOUT THAT.

SO YEAH, MONDAY, MONDAY AFTERNOON AND TUESDAY AFTERNOON, I HAVE BOTH THAT WILL EXTEND INTO THE EVENING.

SO YOU MAY NOT NEED ME.

SO I JUST WANTED TO LET YOU KNOW.

I DON'T THINK SO. I AM ABSOLUTELY WE'D LIKE YOU TO BE HERE, BUT NO, YOU'RE GOOD, YOU'RE GOOD.

SO THE FOURTH MONDAY, THE FOURTH AND JUNE 13TH.

YOU WANT TO GO AHEAD AND MONDAY FOR.

SUBSEQUENT MEETINGS. SO THAT ANY ADDITIONAL DISCUSSION? NOT. ALL IN FAVOR? ALL RIGHT. MOTION CARRIES.

ANY ADDITIONAL COMMENT FROM STAFF? NOTHING FURTHER. THANK YOU.

MR. EDWARDS? NOTHING.

NOTHING. SIR.

NOTHING FURTHER.

ADDITIONAL COMMENTS. IF THERE IS ANYTHING ELSE THAT AS FAR AS THE APPROVAL OF ANYTHING THAT I.

THINK, FATHER I'D LIKE.
