[CALL TO ORDER]

[00:00:02]

I LIKE TO CALL THE BAYFRONT COMMUNITY REDEVELOPMENT AGENCY MEETING TO ORDER THE BUDGET WORKSHOP.

I LIKE TO CALL IT. AND I'M GOING TO HAVE COUNCILMAN FELIX LEADERS IN THE PLEDGE OF ALLEGIANCE.

BUT.

PROF. SO DO WE HAVE ANY PUBLIC COMMENTS ON NON AGENDA ITEMS AS YOU WERE? ROLL CALL CHAIRMAN MEDINA PRESENT.

VICE CHAIRMAN JOHNSON HERE.

COMMISSIONER FELIX HERE.

COMMISSIONER FOSTER.

COMMISSIONER FILIBERTO HERE.

COMMISSIONER WEINBERG, YOU'RE BAYFRONT CRA ATTORNEY JILL JACOBS.

SO WE HAVE ANY PUBLIC COMMENTS.

SO OUR NEW BUSINESS FISCAL YEAR 2023, OUR PROPOSED BUDGET.

[1. Fiscal Year 2023 Proposed Budget of the Bayfront CRA]

NANCY, TAKE IT AWAY.

ATTACH FOR YOUR REVIEW AND DISCUSSION AS PROPOSED FY 2023 BUDGET FOR THE BAYFRONT SIERRA, WHICH USES THE CURRENT YEAR FY 22 REVENUES AS A STARTING POINT.

SO THE PROPOSED FY 2023 ESTIMATES 1.752 MILLION IN REVENUES, WHICH REPRESENTS A 7% INCREASE FROM 2022.

THIS IS JUST AN ESTIMATE.

WE HAVEN'T GOTTEN OUR ACTUAL NUMBERS YET.

THE PROPOSED BUDGET ALLOCATES 485,300 $384 IN TOTAL EXPENDITURES, WHICH IS AN ESTIMATE WHICH INCLUDES THE 477,000 724 FOR AD VALOREM TAX REBATES FOR NORTH SHORE DEVELOPMENT LLC.

ON THE REMAINING BALANCE OF 1,273,024 NOT ALLOCATED WILL BE PLACED IN RESERVE TO REIMBURSE BACK TO THE GENERAL FUNDS OF THE CITY AND COUNTY FOLLOWING THE YEAR END OF FISCAL YEAR 2022.

IN ACCORDANCE WITH THE INTERLOCAL AGREEMENT BETWEEN BREVARD COUNTY AND THE CITY OF PALM BAY, THE BAYFRONT SERA EXECUTED ON OCTOBER EIGHT, 2019.

THE SIERRA IS PROHIBITED FROM INCURRING NEW DEBT WHICH PLEDGES TAX INCREMENTS AS WELL AS PROHIBITS THE EXPENDITURE OF ANY FUNDS WHICH ARE NOT CONTRACTUALLY OBLIGATED OR OTHERWISE REQUIRED BY LAW.

IF YOU HAVE ANY QUESTIONS, I'D BE HAPPY TO ANSWER THEM.

SO. M.R., WHEN DOES NORTH SHORE, WHEN DOES THAT SUNSET? AT THE SAME TIME AS THE BCR.

OKAY. THANK YOU, MA'AM.

ANY QUESTIONS? COUNCIL CHAIR? YES, SIR. THANK YOU. YES, SIR.

NO, I JUST WANT TO MAKE SURE I DID IT RIGHT, MISS NANCY.

SO UPON SUNSETTING OF THE.

OF THIS BOARD AND THE CRA WHEN WE SPLIT THE FUNDS WITH BOVARD COUNTY.

I KNOW IT'S SUPPOSED TO GO TO GENERAL FUND.

WOULD IT BE THIS BOARD OR WOULD IT BE COUNCIL THAT CAN MAKE THE DECISION THAT WHATEVER FUNDS ARE LEFT OVER CAN GO TO THE ROAD MAINTENANCE FUND? THE COUNCIL. TO MY.

ALL RIGHT. THANK YOU. ANY ADDITIONAL QUESTIONS? BOARD. CNN.

WHAT DO YOU NEED FROM US, MA'AM? WE THERE IS NO NEED FOR EMOTION.

STAFF WILL PREPARE THE FINAL PROPOSED BUDGET ONCE WE RECEIVE THE ACTUALS.

AND THEN WE'LL BRING FORTH A RESOLUTION TO ADOPT THE BUDGET FORMALLY AT A LATER DATE.

OKAY. SO LIKE MR. JOHNSON STATED OR THE VICE CHAIR STATED, YOU KNOW, KEEPING TRACK OF THAT SO THAT THE COUNCIL UNDERSTANDS WHAT WHAT TO DO WITH THOSE REMAINING FUNDS WHEN WE SUNSET.

AND KEEPING AN EYE ON THAT, I THINK THAT'S THAT WOULD BE IMPORTANT FOR US TO CONTINUE TO MONITOR SOME LAND.

SO WE'LL HAVE TO WE'LL PROBABLY HAVE A SPECIAL MEETING WHERE WE'LL LOOK AT THE NET PROCEEDS PLUS ALL OF THE LAND AND SOUTH SIERRA OK.

COPY THAT. IF THAT LAND IS NOT SOLD.

CORRECT. CORRECT. OKAY.

THANK YOU. ANY OTHER ADDITIONAL QUESTIONS, GENTLEMEN? GOOD ON EVERYONE'S END.

ALL RIGHT, MAN. THANK YOU.

SO ANYONE WISH TO SPEAK? BEFORE US. OKAY, THEN THIS MEETING HEREBY IS ADJOURNED.

THANK YOU.
