IT IS HEREBY PROCLAIMED BY THE MAYOR OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, THE GREATEST CITY ON THE FACE OF THE EARTH.

WHEREAS THE CONGRESS AND THE PRESIDENT OF THE UNITED STATES DESIGNATE MAY 15TH AS THE PEACE OFFICERS MEMORIAL DAY, AND THE WEEK IN WHICH MAY 15 FALLS AS NATIONAL POLICE WEEK.

WHEREAS DURING NATIONAL POLICE WEEK, COMMUNITIES RECOGNIZE THE SERVICE AND SACRIFICE OF ALL UNITED STATES LAW ENFORCEMENT OFFICIALS AND PAY TRIBUTE TO THOSE WHO HAVE LOST THEIR LIVES IN THE LINE OF DUTY.

WHEREAS SINCE THE FIRST RECORDED DEATH IN 1791, MORE THAN 22,056 LAW ENFORCEMENT OFFICIALS IN THE UNITED

STATES HAVE MADE THE ULTIMATE SACRIFICE AND HAVE BEEN KILLED IN THE LINE OF DUTY, INCLUDING TWO OF OUR OWN OFFICERS, GERALD JOHNSON AND OFFICERS RONALD KROGAN.

AND. WHEREAS, 617 OFFICERS IN THE UNITED STATES DIED IN THE LINE OF DUTY IN 2021, A 49% INCREASE FROM THE 414 KILLED IN TWO 2020.

I MEAN, LET THAT SINK IN FOR A SECOND.

617 DEATHS, SOME 439, INCLUDING ONE OF OUR OWN SERGEANT FRANK TOBER, HAVE BEEN IDENTIFIED AS CAUSED BY COVID 19, WHICH HAS SURPASSED ALL OTHER FORMS OF DEATH TO INCLUDE TRAFFIC, WHICH IS HISTORICALLY THE TOP CAUSE OF DEATH FOR OFFICERS, ACCORDING TO THE FBI.

LAW ENFORCEMENT OFFICERS KILLED AND ASSAULTED DATA COLLECTION REPORTING IN 2020, 60,105 OFFICERS WERE ASSAULTED WHILE PERFORMING THEIR DUTIES SO FAR IN 2022.

THERE HAVE BEEN 105 LAW ENFORCEMENT OFFICERS DEATH, OVER HALF OF THOSE BEING FROM COVID 19.

WHEREAS LOCALLY, FAMILIES OF THE SHIELD, A NONPROFIT ORGANIZATION FORMED IN 2020.

2010, AS YOU WERE BY MELBOURNE POLICE OFFICER.

NOW RETIRED, WORKS TO SUPPORT AND RAISE PUBLIC AWARENESS OF POLICE OFFICERS KILLED OR INJURED IN THE LINE OF DUTY.

THEY ALSO PROVIDE FINANCIAL ASSISTANCE, DONATIONS AND EMOTIONAL SUPPORT TO THE FAMILIES OF POLICE OFFICERS KILLED OR INJURED IN THE LINE OF DUTY.

WHEREAS IT IS IMPORTANT THAT ALL CITIZENS KNOW AND UNDERSTAND THE DUTIES, RESPONSIBILITIES, THE HAZARDS, THE SACRIFICES OF THEIR LAW ENFORCEMENT AGENCY, AND THAT MEMBERS OF OUR LAW ENFORCEMENT AGENCY RECOGNIZE THEIR DUTY TO SERVE THE PEOPLE BY SAFEGUARDING LIFE AND PROPERTY, BY PROTECTING THEM AGAINST VIOLENCE AND DISORDER, AND BY PROTECTING THE INNOCENT AGAINST DECEPTION AND THE WEAK AGAINST OPPRESSION.

AND. WHEREAS, THE CITY OF PALM BAY IS PROUD OF THE MEMBERS OF THE PALM BAY POLICE DEPARTMENT.

AND THEN EITHER THROUGH THE ANNUAL FIRE INSPECTION, THEY'RE CAUGHT THERE WITHOUT HAVING A BUSINESS TAX RECEIPTS.

BUT ONE THING I LEARNED THAT I DID NOT REALIZE, BREVARD COUNTY, WE STILL HAVE THE EMERGENCY RENTAL ASSISTANCE AND THE APPLICATIONS.

WE STILL HAVE $19 MILLION LEFT TO SPEND FOR THE EMERGENCY RENTAL APPLICATIONS AND IT HAS TO BE DONE BY SEPTEMBER 2022.

SO $19 MILLION COVID RELATED EXPENDITURES.

YOU CAN. ALL YOU HAVE TO DO IS GOOGLE PROVIDE RENTAL ASSISTANCE.

SO WE'RE TALKING ABOUT RENTAL ISSUES AND THINGS OF THAT NATURE.

IDENTIFYING ONE BOULEVARD AS A WHOLE HAS IDENTIFIED IT'S ONE OF THEIR TOP GOALS HAS BEEN AFFORDABLE.

HOUSING IS ONE OF THOSE WHICH BEGAN OVER CITY FESTS A FEW YEARS AGO.

I DON'T KNOW IF YOU GUYS REMEMBER THAT.

SO ALL THESE CHURCHES GETTING TOGETHER, WORKING TOWARDS THAT END, SO THEY'RE COMING UP.

SO WHEN YOU MENTIONED ABOUT INCENTIVES, I THINK THAT'S THE THAT'S A GREAT OPPORTUNITY FOR US TO PROVIDE THOSE TYPE OF INCENTIVES AND SEE WHAT DO THEY LOOK LIKE?
