[00:00:01] OKAY. GOOD EVENING, EVERYONE. [CALL TO ORDER] WE'RE GOING TO CALL THIS MEETING TO ORDER. THIS IS REGULAR MEETING, 2222, DASH 11 OF THE COMMUNITY DEVELOPMENT ADVISORY BOARD. ZIPPY, DO YOU WANT TO OR LENA? SORRY. ROLL CALL. YES, SURE. MISS TABOR. PRESENT. MISS MARSH. MS.. BEARD PRESENT. MS.. PETAR PRESENT. MISS HERZL. MR. JOHNSON. MR. MAUREEN. MISS WALKER PRESENT. MR. WILLIAMS PRESENT. MS.. RIGHT. PRISON. FOURTH ATTORNEY RODNEY EDWARDS. THANK YOU. ALL RIGHT. [ADOPTION OF MINUTES] SO NEXT UP IS ADOPTION OF THE MINUTES. PETITION TO ADOPT THE MINUTES. SECOND, A FIRST AND A SECOND. ALL THOSE IN FAVOR SAY I I ANY OPPOSED. I VOTE I IN THAT MOTION CARRIES. NEXT, WE HAVE PUBLIC COMMENTS. [OLD/UNFINISHED BUSINESS] NOT SEE ANY. I WILL GO TO OLD UNFINISHED BUSINESS. THIS IS APPROVAL OF THE AFFORDABLE HOUSING ADVISORY COMMITTEE. A HACK REPORT I'LL TURN THAT OVER TO. OH, THANK YOU. SO WE HAD TO PUBLISH AN ADVERT IN THE NEWSPAPER TO NOTICE THAT WE ARE HAVING THE REPORT BEING APPROVED TODAY BY THE BOARD. THE REPORT IS DUE ON DECEMBER THE 30TH AND WE ADVERTISED FOR THE MANDATORY 30 DAY PERIOD. SO IF YOU'D LIKE TO GO THROUGH IT AND IT. YOU CAN GO THROUGH THEM. AND THEN IF YOU HAVE ANY QUESTIONS, WE DO HAVE THE GROWTH MANAGEMENT DIRECTOR AVAILABLE TO ANSWER ANY OF YOUR QUESTIONS THAT YOU MAY HAVE PERTAINING TO THE INCENTIVES ON THE REPORT. NOT OVER TO THE BOARD AND. IT'S ABOUT THE DENSITY ONE. AND. IT SAYS ON HERE THAT IT'S ONLY FOR A PLANNED UNIT DEVELOPMENT THAT DENSITY BONUSES CAN BE GIVEN. IS THAT ACCURATE OR MY. I'VE BEEN TRAVELING, TRYING TO REMEMBER EVERYTHING I READ. WHAT NUMBER IS IT, PLEASE? I'M SORRY. NUMBER THREE. CORRECT. SO WHAT IT'S SAYING. THAT CURRENTLY PROVIDED THE FLEXIBILITY AND DENSITIES FOR ALL HOUSING, PARTICULARLY UNDER ITS DEVELOPMENT PROCESS. SO THE ORDINANCE 20 2022, DASH 73 ADDED THAT SECTION RELATED TO DENSITY OR INTENSITY BONUS INCENTIVES, MORE FLOORSPACE AND ALLOWED UNDER THE CURRENT AND PROPOSED FUTURE LAND USE DESIGNATION OR ZONING OR GREATER HEIGHT REDUCING OR WAIVING CERTAIN FEES OR RENT INCENTIVES. MY QUESTION IS THAT IS THAT ONLY FOR THE POD? NO, NO. IT'S FOR. SO. AND. AND WHEN WE DISCUSSED NUMBER TWO, THE IMPACT FEES, I THOUGHT WHEN WE FIRST DISCUSSED IT, WE'D SAID THAT IT WAS ON A CASE BY CASE THAT THE DEVELOPER COULD BRING THAT TO THE CITY COUNCIL. BUT. DOESN'T SAY THAT ON ONE HAND. YES, YOU'RE CORRECT. IT DOESN'T SAY THAT ON THERE. THE CITY ALREADY HAS A SYSTEM SET UP TO WHERE IF YOU WANTED TO DO, YOU WOULD ENTER INTO AN AGREEMENT. SO I CAN ELABORATE ON THAT. YOU ENTER INTO AN AGREEMENT WHERE YOU CAN DEFER THE IMPACT FEES AND DOES THAT WHEN THIS IS PUT INTO THE LAP, DOES THAT THAT VERBIAGE IN THE LAP? IT SHOULD BE, BUT I'LL DOUBLE CHECK. IF NOT, WE'LL MAKE SURE IT'S IN THERE. I'LL ALSO MAKE SURE IT'S IN. SORRY. AND I WANTED TO UNDERSTAND THE REDUCED PARKING A LITTLE BIT BETTER. AND I APOLOGIZE. NOT HAVING MY QUESTIONS WRITTEN DOWN. NO WORRIES. LET ME HAVE ALEX BERNARD, OUR GROWTH MANAGEMENT DIRECTOR. SHE CAN TALK ABOUT THAT ORDINANCE 2022, DASH 73 AND ANSWER A LOT OF YOUR QUESTIONS. [00:05:09] I'LL ASK FOR HER THREE TIMES. HERE. HEY. THANK YOU FOR COMING. ABSOLUTELY. THIS IS A GREAT PLACE TO BE. I'M ALEX BERNARD. I'M THE GROWTH MANAGEMENT DIRECTOR FOR THE CITY OF PALM BAY. SO IN REGARDS TO YOUR QUESTIONS ABOUT REDUCED PARKING, IT IS A TOOL IN OUR TOOLBOX TO HELP INCENTIVIZE AFFORDABLE HOUSING AND THINGS OF THAT SORT. SO WHAT WOULD HAPPEN IS, SAY YOU HAD THE POTENTIAL OF AN AFFORDABLE HOUSING PROJECT THAT CAME FORWARD AND THEY SAID THIS PROJECT WORKS WITHIN OUR CODE, EXCEPT FOR THE FACT THAT WE ARE SHY THREE SPACES OR TWO SPACES. THAT'S WHEN WE SIT DOWN AND WE HAVE A CONVERSATION WITH THEM AND SAY, OKAY, WELL, IS IT REASONABLE? IS IT GOING TO MEET THE PARAMETERS OF WHAT THEY NEED TO DO? AND WE HAVE THE CONVERSATION AND WE NEGOTIATE THROUGH ALL OF THAT. SO IT'S A PROCESS. YES. AND I DON'T WANT TO TAKE UP THE TIME TO READ ALL OF THIS PARAGRAPH THAT'S IN THIS PARAGRAPH THAT GOES IN THE LAP AS WELL, THAT IT'S A PROCESS. AND I. THEN I WANTED TO UNDERSTAND THE ZERO LINE CONFIGURATION AGAIN. IS THAT ONLY FOR A PLANT? A PAD? AS IT STATES IN HERE, OR IS THAT FOR ANY AFFORDABLE HOUSING PROJECT? SO WANT TO MAKE SURE I'M REFERENCING THE RIGHT THING. IT'S NUMBER SEVEN. SO THAT IS THAT IS IMPUDENTLY. CAN YOU HELP ME UNDERSTAND IF WHAT IT WOULD, HOW IT WOULD AFFECT, IF IT HOW IT WOULD POSITIVELY OR NEGATIVELY AFFECT THE CITY IF WE ALLOWED THAT FOR ALL AFFORDABLE HOUSING PROJECTS? OR FOR THEM TO HAVE THE OPPORTUNITY LIKE THE OTHER PROCESSES WHERE THEY COULD COME IN AND SAY, THIS AFFECTS THE PROJECT. CAN WE DO A CASE BY CASE ON THAT AS WELL? WE HAVE NOT EXPLORED THAT YET. I WILL TELL YOU THAT PWD IS A ZONING, JUST LIKE AN RC TWO OR ANOTHER SINGLE FAMILY. AND SO THE WAY PWD IS WRITTEN IS A LITTLE BIT MORE FINITE MAYBE IN ITS DEVELOPMENT REGULATIONS. AND THAT'S WHY YOU SEE THE ZERO LOT LINE IN THERE. SO WOULD BE. IS THAT SOMETHING THAT WE COULD. THEATER AND BRING TO THEM TO LOOK AT THAT FOR. UM. AN AFFORDABLE HOUSING PROJECT ON A. DEVELOP A PROCESS OUTSIDE OF. THAT WOULD PERMIT A ZERO LINE. YEAH. SO WE WOULD HAVE TO LOOK AT REVISING ORDINANCE 2022, DASH 73. SO THAT WOULD BE SOMETHING THAT STAFF WOULD HAVE TO TALK ABOUT. AND ALL THE OTHER ZONING DISTRICTS. SO. CAN'T. BOMBAY MEANS THAT. HOUSE RIGHT ON THE PROPERTY LINE. THE DIFFICULTY WITH THAT, WE'RE GOING TO HAVE THAT BECAUSE A LOT OF US ARE ON SEPTIC. AND OR SEWER IS. AS DRAINAGE. NEED THOSE EASEMENTS ON THE SIDE OF YOUR PROPERTY. SO THAT WOULD MAKE IT DIFFICULT. I WASN'T THINKING ABOUT A SINGLE FAMILY HOME. I WAS THINKING ABOUT YOUR MULTIFAMILY MULTIFAMILY. SO MAYBE DO SOMETHING FOR MULTIFAMILY. WELL, WE CAN REASON I HAVE ALL THESE QUESTIONS BECAUSE WE DO HAVE CURRENTLY HAVE A PROJECT, SO I IT MADE ME THINK OF ALL THE THINGS THAT WE'RE COMING INTO. AND SO WITH THE. OUR LOT THAT WE PURCHASED IS A VERY ODD SHAPE, SO HAVING A ZERO LOT LINE WILL GIVE US MORE FLEXIBILITY ON THE DESIGN. SO I'M MORE THINKING ABOUT THOSE. THAT ARE BRINGING IN MULTIPLE SO A MULTI FAMILY AND WE COULD MAYBE EVEN STAY AT A IT HAS TO BE AFFORDABLE AND IT HAS TO BE A CERTAIN NUMBER OF UNITS. SO IT HAS TO BE WORTH WILD FOR THE CITY TO TO MAKE THAT EXCEPTION OR EVEN ALLOW FOR THE PROCESS. UNDER THE VARIANCE GROWTH MANAGEMENT COULD REDUCE THE LOT LINE. THAT'S CORRECT. SO WE HAVE WE HAVE THE ABILITY TO. THERE'S OTHER METHODS IN PLACE BESIDES LOOKING AT A ZERO LOT LINE THERE. THERE IS A VARIANCE PROCESS. AND SO THERE'S TWO TYPES OF VARIANCES. THERE'S AN ADMINISTRATIVE VARIANCE WHICH GOES THROUGH A STAFF APPROVAL, WHICH IS LIKE A 10%. SO FOR INSTANCE, IF YOU HAD 25 FEET AND YOU NEEDED RELIEF OF TWO AND A HALF FEET, THAT'S SOMETHING THAT COULD BE DONE AT A STAFF LEVEL. IF YOU NEEDED RELIEF OF 20 FEET, THAT IS SOMETHING THAT WOULD GO THROUGH THE VARIANCE PROCESS, THAT WOULD GO BEFORE A PLANNING AND ZONING BOARD AND THEN TO CITY COUNCIL. [00:10:12] I WAS GOING. OH, IF I'VE GOT TO LOOK. SO IF SOMEBODY ELSE WANTS TO SAY SOMETHING TO ME, I WAS JUST GOING TO AGREE WITH HAVING THE LANGUAGE, AT LEAST ENCOURAGE MULTIFAMILY. AND AND I THINK INITIALLY WHEN SHE BEGAN HER DISCUSSION, YOU ALL WERE ASSUMING WE WERE TALKING STILL ABOUT PUDS AND SINGLE FAMILY. BUT WHEN IT COMES TO MULTIFAMILY, YES, THE PARKING CAN BE AN ISSUE. OKAY. AND VARIANCES, I KNOW ARE THINGS THAT THEY WOULD PROBABLY APPLY FOR, BUT I GUESS, YOU KNOW, DO ENCOURAGE. SO AND SO THEIR PARKING WAIVERS ARE ALREADY IN PLACE AND THERE'S ALREADY AN APPLICATION AND A PROCESS IN PLACE TO TO GO THROUGH THAT IF IT'S NEEDED. ONE OTHER THING THAT I WANTED TO. AND I. NANCY HAD SENT YOU. THERE WAS THERE'S A SPECIAL PROGRAM IN SAINT PETE, AND THERE'S ALSO ONE IN. BROWN AND I WENT TO A TRAINING ON IT AND IT IS IN THEIR LAP FOR SAINT PETE. AND I. AND I APOLOGIZE THAT I'VE BEEN TRAVELING SO MUCH AND I DIDN'T. BUT IT'S A PROGRAM WHERE THE PROPERTIES THAT WE WERE IN A CITY COUNCIL MEETING ONE TIME AND YOU WERE TALKING ABOUT PROBLEMATIC PROPERTIES THAT YOU GUYS CONTINUE TO HAVE TO MOW THE LAWN ON OR HAVE TO DEMO THAT EVENTUALLY YOU GUYS FORECLOSE ON. AND THE PROJECT THAT THEY HAVE IS THAT WHEN THEY FORECLOSE ON THOSE, THEY OPEN THEM TO AUCTION TO AFFORDABLE HOUSING DEVELOPERS. AND THEN MY UNDERSTANDING IS THAT A LOT OF TIMES THERE'S FEES THAT THE CITY JUST LIKE LATE FEES THAT AREN'T PHYSICAL FEES THAT THE CITY HAD TO PAY, YOU HAVE TO PAY TO DO IT OR YOU HAVE TO PAY TO MOW IT. BUT THE LATE FEES THAT KEEP ADDING UP. THE CITY WORKS TO LOWER THOSE DOWN. THEY DIDN'T PHYSICALLY HAVE TO PAY THEM OUT AND THEY AUCTION IT TO A AFFORDABLE HOUSING DEVELOPER. AND THEN THE LAND, THAT PROPERTY HAS TO STAY AFFORDABLE FOR A CERTAIN NUMBER OF YEARS. AND WE ALREADY HAVE COMMUNITY OF HOPE THAT HAS A LAND TRUST THAT THE CITY COULD ESSENTIALLY JUST TAKE THE PROPERTY AND DONATE IT TO THE LAND TRUST AND THAT THEY WOULD TAKE CARE OF MAKING SURE IT REMAINS AFFORDABLE FOR ITS 99 YEARS. I BELIEVE SO I KNOW THAT'S IN THEIR LAP. THAT'S WHAT MADE ME THINK THAT MAYBE I SHOULD BRING IT UP AT THIS MEETING. IT'S ONE OF THEIR STRATEGIES. SO I DIDN'T KNOW IF THAT WAS SOMETHING THAT WE COULD LOOK AT. AND I KNOW THAT WE'VE MET ABOUT THIS A COUPLE OF TIMES AND I'M BRINGING THESE UP AT THE LAST MINUTE. I DO APOLOGIZE FOR THAT, BUT IT'S SEEMS TO BE WORKING. JACKSONVILLE HAS A VERY SIMILAR PROGRAM AND IT SEEMS TO BE WORKING VERY WELL. THEY'RE ABLE TO. SO, YOU KNOW, WE FUNDED HABITAT FOR HUMANITY WHO BUILDS SINGLE FAMILY HOMES. SO SOME OF THOSE LOTS, THEY'RE ABLE TO DO THAT. BUT IT'S A BENEFIT NOT ONLY TO BRING IN AN AFFORDABLE HOUSING UNIT, BUT TO THE NEIGHBORS. IT CLEANS IT UP AND NOW THEY HAVE SOMETHING NEW AND NICE THERE INSTEAD OF. CONSTANTLY HAVING TO CALL BECAUSE THE GRASS ISN'T BEING MOWED OR BECAUSE IT'S A DANGER TO THE NEIGHBORHOOD. SO I JUST I THOUGHT A GREAT PROGRAM THAT IS WORKING IN BOTH PLACES. JACKSONVILLE'S IS A LITTLE BIT DIFFERENT AND I CAN GO BACK AND WATCH THAT OR I CAN EMAIL IT TO YOU, NANCY, AND YOU CAN SEND IT TO THE WHOLE BOARD IF YOU WANTED. TELL YOU WE ALREADY HAVE THAT THE CITY DOES HAVE AN ORDINANCE AND IT ALLOWS THE CITY TO DONATE PROPERTIES TO COMMUNITY HOUSING DEVELOPMENT. SO WE DON'T HAVE THAT IN OUR SHIP, BUT WE HAVE THAT AS A CITY ORDINANCE THAT WOULD ALLOW THAT. STELLA, BUT WE'RE PLANNING ACTUALLY ON BRINGING PROPERTIES FOR DONATION TO A HOTEL BECAUSE WE HAVE A PROJECT WITH COMMUNITY HOUSING INITIATIVES CURRENTLY AND THEY ARE NOT ABLE TO FIND LOTS. SO WE'RE DOWN, LOTS OF THE CITY OWNS THAT. WE'RE GOING TO ACTUALLY DONATE OR REQUEST THAT THE COUNCIL DONATE AS PART OF THAT PROCESS. SO IT'S NOT THROUGH THE LL HAT, BUT IT'S THROUGH CITY ORDINANCE FOR THOSE. SO THEN I WOULD RECOMMEND THAT WE CONSIDER. BE DISCUSSING THE LAND TRUST THAT IS CURRENTLY AVAILABLE BECAUSE THAT WOULD TAKE THAT. OFF THE CITY TO CREATE THE AFFORDABILITY SO IT COULD BE DONATED TO THE LAND TRUST. AND THE LAND TRUST WOULD MAKE SURE THAT IT WAS AFFORDABLE FOR THE 99 YEARS, JUST SO THAT WE RETAIN THAT AFFORDABILITY AND THAT IN ANY AGREEMENT THAT WE WOULD HAVE WITH THE. YES. WOULD IT BE HELPFUL TO HAVE THAT IN THE LAP, THOUGH, THAT INCENTIVE LIKE ST PETER'S? [00:15:05] IT'S NOT A SHIP. IT WOULDN'T BE A SHIP INCENTIVE. SO IT'S SOMETHING THAT WE COULD MENTION. LIKE WE WOULD MENTION ANYTHING THAT WE WOULD WORK WITH CDBG OR HOME. BUT IT IS NOT A SHIP INCENTIVE. IT'S THROUGH A DIFFERENT PROGRAM AND HOME. OKAY. SORRY. I WOULD I WOULD REQUEST THAT THE INFORMATION THAT SHE HAS BE SHARED WITH THE CITY ATTORNEY'S OFFICE, BECAUSE I'M HEARING A LOT OF DIFFERENT THINGS GET MIXED AND JUMBLED TOGETHER. LIKE WHEN YOU TALK ABOUT FORECLOSURE, ONCE YOU FILE FOR FORECLOSURE, YOU CAN'T TELL THEM WHO TO AUCTION IT TO. IT JUST GOES UP FOR AUCTION AND THE HIGHEST BIDDER BIDDER GOES THERE. SO BEFORE WE GET GOING DOWN THIS ROAD, TOO, FOR SOME OF THE THINGS THAT I'M LISTENING TO, I WOULD LIKE TO SEE HOW IT OPERATES BECAUSE I'VE NEVER SEEN IT OPERATE LIKE THAT. I THINK I SENT IT TO NANCY. I DID. IT WAS A WEBINAR SO SHE CAN SEND IT TO YOU. AND BOTH JACKSONVILLE AND SAINT PETE PRESENTED IN THE WEBINAR. AND THEN I MADE FOUR COPIES OF THE LAYUPS THAT I'M REFERRING TO. OKAY. CAN YOU CAN YOU PROVIDE ME WITH THOSE COPIES SO WE CAN LOOK AT IT? WE WERE KIND OF KIND OF MIXED CONVERSATION. YOU'RE MIXING A WHOLE BUNCH OF CONVERSATIONS. CODE ENFORCEMENT FOR CLOSURE IS DIFFERENT FROM WHAT WE WERE TALKING ABOUT AS FAR AS DONATING PROPERTIES WITH PHOTOS. YEAH. SO WHEN YOU'RE TALKING ABOUT FINDING FOUR GRASS TALL WEEDS AND ALL THAT, THAT'S A CODE ENFORCEMENT ISSUE. AND I AND I APOLOGIZE. I MAY BE MIXING UP SOME OF THE DETAILS, BUT. I WATCHED IT. I THINK IT'S BEEN ABOUT A MONTH AGO, BUT THEY WERE PROGRAMS I WANTED TO BRING TO PALM BAY BECAUSE THERE HAVE BEEN PRESENTED BY FLORIDA FINANCE CORPORATION AND IT WAS SOMETHING THAT THEY WERE SAYING IS WORKING AND SUGGESTING THAT CITIES LOOK AT HEARING THE PROGRAMS. FOR THE REDUCTION OF PARKING AND SETBACK REQUIREMENTS IS WHAT WE WERE WHAT I WAS REFERENCING FOR THE MULTIFAMILY, NOT THE ZERO LOT LINES, BECAUSE OBVIOUSLY THAT'S JUST FOR A POD, RIGHT? YES. SO THOSE ARE ALREADY IN PLACE. YEAH. AND BUT I GUESS SHE HAD MENTIONED. YOU KNOW, AND I'M BAD WITH NAMES. YOU CAN FORGET AS MANY TIMES AS YOU NEED. I APPRECIATE THAT. SO KEIRA HAD BROUGHT UP THE REDUCTION OF THE PARKING AND SETBACK REQUIREMENTS. AND, YOU KNOW, I THINK ENCOURAGING MULTIFAMILY DEVELOPMENTS TO. APPROACH YOU FOR THOSE AND AND ENCOURAGE MAYBE AFFORDABLE HOUSING WITH THAT AS AN INCENTIVE TO GET THOSE VARIANCES. I GUESS THAT'S WHERE WE'RE GOING WITH THIS. ABSOLUTELY. THAT'S THAT'S WHAT THE ORDINANCE IS ALL ABOUT. RADIO. SO, YOU KNOW, I THINK, UM, MAYBE EVEN MENTIONING IT BECAUSE, YOU KNOW, SOMETIMES IF YOU DON'T PUT IT OUT THERE INTO THE WORLD, PEOPLE DON'T KNOW THAT THEY CAN GO THERE. YOU'VE GOT TO KIND OF SET THE MAP. THE TRAP. YES, I AGREE. THANK YOU. AND I PROMISE I WON'T HAVE ANY MORE TO SAY. ON THIS ISSUE. BUT ONE OTHER THING THAT I DID SEE THAT I THOUGHT WOULD BE HELPFUL AGAIN, COMING FROM THE AFFORDABLE DEVELOPER IS THAT A COUPLE OF THE LABS MENTIONED A LINK FOR DEVELOPERS THAT SPECIFICALLY TOOK THEM TO THESE INCENTIVES THAT ARE SOUND LIKE THEY'RE NOT ALL HERE. SOME ARE WITH HOME AND SOME ARE ALL WITH ORDINANCES. AND AGAIN, AS A DEVELOPER THAT DOES THIS, IT'S STILL CONFUSING TO US TO COME INTO. EVERY DIFFERENT CITY IS DIFFERENT AND THEN COUNTY IS DIFFERENT. BUT I THINK IF CITY OF PALM BAY HAD A LINK THAT SPELLED ALL OF THOSE INCENTIVES OUT AND PULLED THEM INTO ONE DOCUMENT THAT WAS MENTIONED ON THE HOP AND AND HAD A LINK TO IT WOULD POTENTIALLY BE HELPFUL. MEET WITH DEVELOPERS ONE ON ONE BECAUSE A LOT OF. DON'T. CASE BY CASE AND OF COURSE, NEED TO WEIGH OUT WHAT INCENTIVE THEY WOULD ACTUALLY THEY CAN'T HAVE REDUCTION. SETBACKS IN MORE DENSITY AND PARKING. THAT'S A CONVERSATION. HAVE HAVE ALEX AND HER TEAM BE. DECIDED THE WHOLE PROPERTY OUT, WHETHER THEY NEED A REDUCTION IN PARKING. AND I THINK LIKE A FLIER OR SOMETHING, THAT EVEN IF IT DIDN'T HAVE ALL OF THE PROGRAMS, JUST SOMETHING THAT. TALKS ABOUT HOW PALM BAY IS TRYING TO ATTRACT AFFORDABLE HOUSING DEVELOPERS. BECAUSE I'M THE PERSON THAT HAS TO GO LOOK. WHEN WE'RE DECIDING WHERE WE'RE GOING TO DEVELOP. [00:20:03] AND LIKE I SAID, EVERY CITY, EVERY COUNTY IS DIFFERENT. AND SO WHEN I GO TO A CITY OR A COUNTY THAT HAS SOMETHING LIKE THAT, THAT'S HELPFUL FOR A DEVELOPER THAT SPELLS IT OUT, THAT'S MORE ATTRACTIVE FOR ME TO SPEND MORE TIME TO LOOK AT THAT AREA AND SAY, THIS IS INTERESTING. LET'S LOOK AT MAYBE GOING THERE. SO BECAUSE THERE'S. NOT. I MEAN, THERE'S A LOT OF DEVELOPERS, BUT THEY WANT TO GO THE PLACES THAT ARE GOING TO GIVE THEM THE MOST INCENTIVES. SO AND AGREED. AND AS YOU KNOW, WHEN WE HAVE THAT ONE ON ONE CONVERSATION WITH POTENTIAL PEOPLE COMING IN, AS YOU KNOW, EACH PIECE OF LAND IS UNIQUE TO ITS TO ITS OWN. SO WHAT MIGHT BE GOOD ON THE EAST SIDE OF TOWN IS DIFFERENT ON THE WEST SIDE OF TOWN. AND THAT'S WHEN THOSE CONVERSATIONS ARE SO IMPORTANT IN THAT COMMUNICATION AND SITTING DOWN AND JUST AND JUST SAYING, OKAY, HERE IT IS, LET'S LOOK AND SEE WHAT WHAT'S GOOD, WHAT CAN WE HOW CAN WE MAKE THE MOST OF THIS PROJECT AND HOW CAN WE HELP YOU FIND SUCCESS? AND SO I THINK THAT WE WORK TO DO THAT EVERY DAY. YOU GUYS HAVE BEEN A PLEASURE TO WORK WITH. ALL RIGHT. NEED EMOTION ON THAT ONE. SO THE LEGISLATIVE MEMO SHOWS THAT WE NEED A RECOMMENDATION FROM THE. COMMITTEE TO VOTE ON THE INCENTIVE STRATEGIES AND TO SOLICIT PUBLIC COMMENT ON THE REPORT FOR ADOPTION. WANT TO MAKE THAT MOTION. I'LL MAKE THE MOTION TO ACCEPT THE CITY OF PALM BAY SHIP AFFORDABLE HOUSING INCENTIVE STRATEGIES REPORT DATED NOVEMBER 16, 2020 TO. THAT ACCURATE OR YOU WANT WHAT'S ON? NOW WE HAVE A MOTION TO. WE HAVE A SECOND. AND IN A SECOND, ALL THOSE IN FAVOR SAY I. I OPPOSE. I VOTE I IN THAT MOTION PASS. UM, WE DON'T HAVE ANY PRESENTATIONS. [NEW BUSINESS] NEW BUSINESS NUMBER ONE IS INTRODUCTION OF OUR NEW BOARD MEMBER. SO WE HAVE MISS JAMIE. I DO NOT WANT TO MESS UP YOUR LAST NAME. SO IF IT IS OKAY, SO IF YOU'D LIKE TO MAYBE INTRODUCE YOURSELF TO THE BOARD, PLEASE. THANK YOU. I WAS ON CONFERENCE CALL TILL 530, SO. WELCOME. NICE TO MEET YOU. THANKS. I'M JAMIE HERTZEL. I WAS JUST GOT MY LETTER LAST WEEK, BUT I WAS AT THE LAST COUNCIL MEETING AND FOUND OUT THAT I GOT THE GIG, SO I'M PRETTY EXCITED. YOU KNOW, AS A HOMEOWNER IN PALM BAY, I REALLY JUST WANT TO BE MORE INVOLVED IN WHAT'S GOING ON AND SPEAK FOR THE TALK THAT'S GOING ON IN MY NEIGHBORHOOD AND MAKE SURE THAT THE COMMUNITY IS TIED OUT IN THE THINGS THAT ARE HAPPENING. SO I'M EXCITED FOR IT AND HELP HELP ME ALONG THE WAY BECAUSE THIS IS MY FIRST TIME. SO I'M HAPPY TO LEARN. THANK YOU. WELCOME. WELCOME. THANKS. THANK YOU SO MUCH. WE ALSO HAVE A NEW STAFF MEMBER, OUR ASSISTANT DIRECTOR IN THE DEPARTMENT. IF YOU'D LIKE TO COME UP AND INTRODUCE OURSELVES. CBS VARIETY. I CAME ON BOARD OCTOBER 10TH. I'M VERY HAPPY TO BE HERE AND HELP THE TEAM. AND WE HELP YOU GUYS WITH ANYTHING THAT'S AFFORDABLE HOUSING RELATED. WELCOME. THANK YOU. AND NEXT, WE'RE GOING TO DO THE FISCAL YEAR 2324 PRIORITIES. AND THEN JUST ALSO NOTE THAT. YES, EVERYBODY SHOULD HAVE GOT THESE ADDITIONAL PAGES THAT ARE LAST YEAR OR THE PRIOR YEAR PRIORITIES. GOT FIND. SO THE CITY IS REQUIRED TO COMPLETE A FIVE YEAR CONSOLIDATED PLAN. THIS IS OVER OUR FEDERAL FUNDS, WHICH ARE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME FUNDS. AND AS PART OF THAT FIVE YEAR CONSOLIDATED PLAN, THE CITY IS REQUIRED TO PRIORITIZE THE COMMUNITY DEVELOPMENT NEEDS. AND THERE ARE SHEETS IN YOUR THAT ARE ATTACHED THAT IDENTIFY THE PUBLIC SERVICE NEEDS AND THEN ALSO THE PUBLIC FACILITY IMPROVEMENT NEEDS. SO WE DO AS MUCH OUTREACH AS WE CAN. WE HAVE COMMUNITY MEETINGS, WE PUT IT ONLINE, WE GIVE OUT SURVEYS TO THE AGENCIES TO GIVE TO THE PERSONS THAT THEY SERVE, AND THEN THEY RANK WHAT THEY FEEL AS PRIORITY FOR FUNDING. [00:25:03] SO AS YOU CAN SEE, THIS IS BASED ON OUR CONSOLIDATED PLAN SURVEY RESULTS, EITHER HIGH, MEDIUM OR LOW. AND LAST YEAR THE BOARD ASKED US TO KIND OF THEY WANTED TO PRIORITIZE FOR OUR REQUEST FOR PROPOSALS FOR THE FUNDING. SO THEY WANTED TO BE ABLE TO TELL THE AGENCIES, THIS IS OUR THESE ARE WHAT WE FEEL ARE THE HIGH PRIORITY THIS YEAR. BECAUSE AS YOU REALIZE, BECAUSE IT'S A FIVE YEAR PLAN WE STARTED LAST YEAR, THE PRIORITIES CAN BE UP TO SIX YEARS OLD AND WITH ESPECIALLY WITH WHAT HAPPENED WITH COVID. PRIORITIES KIND OF CHANGED. SO THE BOARD ASKS US TO BRING THEM BACK ANNUALLY JUST SO THEY CAN KIND OF HIGHLIGHT SOME OF THE THINGS THAT THEY WOULD BE LOOKING TO FUND THIS COMING YEAR. AND SO WE PROVIDED YOU LAST YEAR'S PRIORITIES AND WE WANTED YOU JUST TO TAKE A LOOK AND LET US KNOW IF THOSE PRIORITIES ARE STILL THE SAME OR IF YOU WANTED TO ADD ANY MORE. KIND OF LIKE YOUR TOP FIVE OR SO PRIORITIES SO THAT WHEN THE AGENCIES COME IN, THEY WILL THEY OR WHEN THEY COME TO APPLY, THEY WILL KNOW WHAT THE BOARD'S PRIORITIES ARE AND TRY TO MAYBE FIT THOSE BECAUSE SOME OF THE AGENCIES DO MULTIPLE THINGS. THAT MAKES SENSE. CAN I ASK WHY SOME OF THEM ARE HIGHLIGHTED? THOSE ONES ARE HIGHLIGHTED ARE THE ONES THAT WERE YOUR WERE THE BOARD'S PRIORITIES LAST YEAR, THE HIGHLIGHTED ONES. SO THERE'S TWO LAYERS. THERE'S THE LAYER OF WHAT THE CITIZENS HAVE SAID ARE THE PRIORITIES, WHICH IS THAT HIGH, MEDIUM, LOW, BASED ON OUR CONSOLIDATED PLAN SURVEY. AND THEN THIS BOARD TOOK THOSE PRIORITIES AND KIND OF GAVE US A TOP FIVE. SO OF COURSE, ANY AGENCY CAN APPLY FOR FUNDING BASED ON THE CONSOLIDATED PLAN PRIORITIES. BUT THERE ARE TIMES WHERE WE HAVE SO MANY APPLICATIONS THAT IT HELPS THE BOARD TO SAY, WELL, WE DID SAY THIS WAS ONE OF OUR HIGH PRIORITIES AND IT WILL POTENTIALLY HELP YOU ALL TO MAKE THE DECISION WHEN YOU HAVE MULTIPLE APPLICATIONS AND NOT ENOUGH FUNDING TO PRIORITIZE. SO IF YOU TELL US NOW WHAT YOU THINK ARE YOUR PRIORITIES, THEN WE WILL MAKE SURE THAT THE AGENCIES KNOW THAT. NOT THAT THAT. HAVE ENOUGH MONEY TO FUND IT, BUT CERTAINLY IT WOULD LET THEM KNOW WHAT WHAT THE BOARD'S PRIORITIES ARE FOR THIS COMING YEAR. REMEMBER LAST YEAR WE WENT OVER THIS AT LENGTH AND WE WENT THROUGH. QUITE A BIT OF TIME. SO PERSONALLY, I'M OKAY WITH THE SAME PRIORITIES AS LAST YEAR BECAUSE I FEEL LIKE WE DID A LOT OF TIME LAST YEAR TO GET THESE ONES THAT ARE HIGHLIGHTED. BUT. I. SO I WOULD WANT TO DISCUSS THE FAIR HOUSING ACTIVITIES AND THE TENANT LANDLORD COUNSELING. JUST BECAUSE WITH THE COVID AND ALL THE EVICTIONS THAT HAVE HAPPENED, I THINK THAT AND WHAT I'M SEEING THROUGHOUT THE STATE AND OTHER CITIES AND COUNTIES IS THAT THAT'S BEING HIGHLY ADDRESSED. I KNOW THAT HILLSBOROUGH COUNTY HAS A. BUT IT'S BEEN MY HEAD. A TENANT. SO IT'S. AN ADDITIONAL PROTECTION BILL OF RIGHTS. THANK YOU. A TENANT BILL OF RIGHTS. AND THEY'VE GIVEN. WE'VE MADE IT TO WHERE LANDLORDS HAVE TO, WHICH I DON'T KNOW IF THIS IS FOR FUNDING, BUT I THINK THAT AN AGENCY THAT WOULD BE COUNSELING ON TENANT RIGHTS AND LANDLORD RIGHTS AND THEN FAIR HOUSING ACTS, BECAUSE I THINK WE'RE SEEING SOME PEOPLE BEING DISCRIMINATED. TO OFF THE TOP OF MY HEAD, I. SO THERE HAVE BEEN ACTUAL LAWS THAT HAVE BEEN PASSED PROHIBITING THE LANDLORDS FROM RAISING RENTS OF A CERTAIN PERCENTAGE IN A CERTAIN TIME FRAME. THAT'S BEEN A HUGE ISSUE GIVEN THE INCREASE IN INFLATIONARY ISSUES, EVERYTHING AND PEOPLE BEING DISPLACED BECAUSE AGAIN, YOU KNOW. THIS IS A CAPITALIST SYSTEM THAT WE LIVE IN. OKAY. BUT WITHOUT GIVING PEOPLE ENOUGH NOTICE TO BE ABLE TO BEAR THE THE CHANGE. THIS HAS BEEN A DISCUSSION IN MANY COUNTIES. AND AS SHE MENTIONED, A BILL OF RIGHTS IS WHAT HAS COME ABOUT FROM ALL THAT. AND I THINK THAT'S I AGREE THAT THOSE THINGS NEED TO BE PRIORITIZED OR AT LEAST BROUGHT TO THE ATTENTION AND [00:30:04] DISCUSSIONS HAD BASED ON OUR CITIZENS AND THEIR VULNERABILITY WITH THE CHANGES AND INCREASES IN EXPENSES. THE OTHER ONE THAT I WOULD WANT TO DISCUSS IS THE RENTAL HOUSING SUBSIDIES, JUST BECAUSE, AGAIN, THAT COMES BACK TO THE FACT THAT WE HAVE SO MANY SENIORS THAT ARE ON A FIXED INCOME OF SOCIAL SECURITY ONLY AND THAT CAN BE ANYWHERE. I HAVE A GENTLEMAN RIGHT NOW WHO HAS HE'S AT 660 A MONTH. THAT'S HIS TOTAL INCOME FOR THE MONTH. AND SO HE THERE'S NOT ENOUGH SUBSIDIES THAT CAN HELP THEM AFFORD A RENT OF $1,000 IN PALM BAY RIGHT NOW FOR A ONE BEDROOM. THAT WOULD BE THE OTHER THING THAT I THINK WE'RE. THREE. I FEEL LIKE I'M ALREADY REALLY LOUD. JUST CURIOUS HOW MANY PEOPLE ACTUALLY RESPONDED TO THAT SURVEY AND IF IT'S A TRUE LIKE GAUGE OF WHAT THE COMMUNITY FEELS OR IF IT'S JUST A VERY SMALL POOL OF PEOPLE, JUST SO I CAN KIND OF UNDERSTAND, I WANT I CAN GET YOU THE EXACT NUMBER BECAUSE WE DO HAVE THEM ON AN EXCEL SPREADSHEET TRACK. BUT I WANT TO SAY IT WAS CLOSE TO 700, BUT WITH A POPULATION OF 128,000, THAT IS VERY LOW, RIGHT? LIKE, WE TRY TO DO AS MUCH OUTREACH AS WE CAN, BUT UNFORTUNATELY, IT STAYS OPEN FOR A LONG TIME. AND LIKE YOU SAID, I MEAN, GET ONLINE AND LOOK AT IT. WE TRY TO GET THE AGENCIES TO PROVIDE SURVEYS AND BRING THEM BACK TO US AND THINGS LIKE THAT. AND THEN AS FAR AS LIKE LOOKING AND PRIORITIZING, ARE YOU GUYS TAKING INTO CONSIDERATION OTHER THINGS THAN JUST THE RANKING? RIGHT. BECAUSE I THINK WHERE THESE PEOPLE ARE AND THEIR INCOME LEVEL, RIGHT. LIKE, IT'S GOOD TO UNDERSTAND THOSE THINGS WHEN YOU'RE SURVEYING A GROUP OF PEOPLE AND SAY, WELL, IT MAKES SENSE OF THIS, THIS AND WHY IT'S PRIORITIZED FOR THEM JUST TO REALLY UNDERSTAND HOW WE BETTER SERVE THEM AND PRIORITIZE. AND I GUESS THE OTHER THING IS, IF A LOT OF THESE WERE PRIORITIES LAST YEAR, HAVE YOU MADE HEADWAY IN SOME OF THOSE PRIORITIES THAT YOU FEEL LIKE MAYBE YOU'RE YOU'RE IN A GOOD PLACE AND YOU CAN SHIFT JUST KIND OF LIKE UNDERSTANDING THE WHOLE PROCESS OR IF THERE'S RESOURCES I CAN LOOK AT THAT MIGHT HELP ME UNDERSTAND WHERE WHERE PROGRESS HAS BEEN MADE, YOU KNOW, BECAUSE TO JUST SAY, WELL, THEIR PRIORITY IS THE SAME AS THIS YEAR, NEXT YEAR. LISTEN, I GET IT. MY PRIORITIES AT WORK LAST FOR FIVE YEARS, RIGHT? SOMETIMES. SO I GET IT. BUT JUST TRYING TO UNDERSTAND, LIKE, WHAT KIND OF PROGRESS WE MAKE AND HOW WE TRACK THAT PROGRESS TO DECIDE, OKAY, WE'RE READY TO SHIFT. THAT'S KIND OF WHAT I'M LOOKING TO UNDERSTAND. AND MAYBE THE MEETING IS NOT THE TIME, BUT IF I CAN HAVE THOSE RESOURCES, DO PROVIDE THAT TO YOU, RIGHT, AS WE DO WHEN WE PRESENT TO YOU THE REQUEST FOR PROPOSALS WE PROVIDE YOU. I'LL PROBABLY BE IN JANUARY, FEBRUARY, BECAUSE WE HAVE TO GET ALL THE DATA FROM THE AGENCIES THAT WE FUNDED LAST YEAR, GOT US A SUMMARY OF KIND OF WHERE WE'RE AT. I WOULD SAY UNFORTUNATELY, A LOT OF THE PRIORITIES ARE THE SAME PRIORITIES WE HAD THE LAST RIGHT, NOT JUST ANNUALLY BUT THE LAST FIVE YEARS. RIGHT? TOTALLY UNDERSTAND. JUST WANT TO OPEN MY EYES TO IT SO I CAN LIKE, FIGURE OUT HOW I CAN HELP. SO THANK YOU. I DO HAVE A QUESTION. I DON'T REMEMBER IF YOU CAN ELABORATE AS FAR AS THE ACQUISITIONS FOR REHABILITATION VERSUS THE REHABILITATION ADMINISTRATION. ON THE UNDER THE PUBLIC FACILITIES AND IMPROVEMENT. JUST ELABORATE ON THOSE TWO SLIGHTLY. SO ACQUISITION FOR REHAB IS THE CITY ACQUIRING PROPERTY AND FIXING IT UP AND BASICALLY EITHER TO SELL IT OR FOR RENTAL? THE REHAB ADMINISTRATION IS ACTUALLY THE STAFF ADMINISTRATION. IT WOULD BE LIKE IF WE SUBCONTRACTED IT OUT, WE WOULD HIRE AND HIRE THAT AS AN ADMINISTRATOR. THAT'S AN ADMINISTRATIVE COST TO COVER. AND THE I THINK IT'S ED FOR ECONOMIC DEVELOPMENT ASSISTANCE. PROVINCE. COULD YOU GIVE ME AN EXAMPLE OF. THAT. 18. TO. THERE IS AN AGENCY IN THE CITY, AND IF ANYBODY REMEMBERS IT, HELP ME OUT. IT'S I WANT TO SAY IT'S. EAST COAST. SCARBOROUGH THANK YOU. THAT THAT AGENCY ACTUALLY PROVIDES ECONOMIC DEVELOPMENT ASSISTANCE. THEY HELP BUSINESS, EXISTING BUSINESSES. THEY TEACH THEM, AND ALSO NEW PEOPLE THAT WANT TO BECOME A BUSINESS, THAT WANT TO BE PART OF A BUSINESS. SO THEY TEACH THEM DIFFERENT SKILLS BECAUSE THERE'S A LOT OF THINGS YOU NEED TO KNOW AS FAR AS WHEN YOU'RE STARTING A BUSINESS, FINANCES, EMPLOYEE TAXES, THINGS LIKE THAT. SO THEY HAVE A COURSE WHERE THEY ACTUALLY PROVIDE THOSE SERVICES. [00:35:06] AND I, ALONG WITH ASHLEY, CAME FUNDING LAST YEAR, THE YEAR BEFORE CAME FOR FUNDING, I THINK TWO YEARS AGO FOR THE TECHBRIDGE PROGRAM, WHICH WAS THE CERTIFICATION. IT WAS LIKE AN I.T. CERTIFICATION PROGRAM WHERE THEY DID TRAINING AND THEN THE YOUNG PEOPLE AT THE END OF THE PROGRAM WOULD GET CERTIFICATIONS. I DON'T. I THINK THEY CAME UNDER ONE OF THE THREE OR ONE OF THE OTHER COVID RELATED FUNDING. I REMEMBER THE FIRST YEAR THAT CAME THERE WAS A QUESTION ON WHETHER OR NOT WITH A TECH BRIDGE PROGRAM SPECIFICALLY FELL UNDER THE ECONOMIC DEVELOPMENT CATEGORY BECAUSE THEY DIDN'T REALLY HAVE THAT JOB CREATION COMPONENT AT THE END OF THE PROGRAM. IT WAS VERY NEW. I THINK IT WAS THE FIRST YEAR THEY WERE STARTING. THEY DIDN'T REALLY HAVE A COMMITMENT FROM THEY WERE TALKING ABOUT HARRIS AND NORTHROP GRUMMAN, BUT THEY DIDN'T REALLY HAVE A COMMITMENT FROM THOSE COMPANIES TO HIRE THE INDIVIDUALS AT THE END. SO WE KIND OF WENT BACK AND FORTH WITH HER A LITTLE BIT, BUT THEY'VE BEEN RUNNING THE PROGRAM A LITTLE BIT LONGER NOW. IT'S PROBABLY A LITTLE BIT FURTHER ALONG. THAT'S. TRYING TO FIGURE OUT THE DIFFERENCE. TECHNICAL ASSISTANCE, CORRECT ME IF I'M WRONG, NANCY, BUT THAT THAT GOES BACK INTO LIKE THAT STAFF SUPPORT US. PROVIDING ONE WOULD BE STAFF SUPPORT. ONE WOULD BE, YEAH, IT'S KIND OF LIKE THE ADMINISTRATION. RIGHT? YEAH. AND THE CHAIRMAN IS CORRECT. OR THE ECONOMIC DEVELOPMENT ASSISTANCE FOR NON FOR THE FOR PROFITS. THEY ACTUALLY HAVE TO BE ABLE TO PLACE THE PERSONS INTO A POSITION. SO THEY HAVE TO HAVE ALREADY PARTNERED WITH A BUSINESS THAT IS GOING THAT IS COMMITTED IN WRITING TO HIRE ITS TRAINEES IF THEY GO THROUGH THE PROGRAM. IS THE. WE HAVE THIS REHAB MULTI UNIT RESIDENTIAL THAT WOULD BE FUNDING FOR A NONPROFIT TO REHAB. SO I WOULD WONDER. MY QUESTION IS AND I DON'T KNOW, MAYBE YOU GUYS DO HOW MANY MULTIFAMILY? VISION. I'M SORRY. I'M TIRED. HOW MANY OF THOSE EXIST, HOW MANY MULTIFAMILY UNITS ARE OUT THERE THAT DESPERATELY NEED REHAB? IS THAT AN ISSUE THAT THE CITY HAS? IS THAT I DON'T. 14 B. I'M TRYING TO SEE. IS THAT A PROBLEM? DO WE HAVE A WHOLE BUNCH OF RUNDOWN UNITS IN PALM BAY? SURE THAT THERE ARE UNITS THAT COULD BE REHABBED, BUT WE TYPICALLY WILL USE OUR HOME FUNDS FOR THAT, AND THAT'S PART OF OUR NEXT HOME MULTIFAMILY ONES. YES. YEAH. OUR HOME FUNDS ARE GOING TO OUR RFP. WE'RE GOING TO DO A HOME OWNERSHIP AND THEN ALSO A RENTAL ONE. SO BECAUSE WE'D LIKE TO KEEP THE CDBG FUNDS FOR THE PUBLIC FACILITIES, OUR PUBLIC WORKS BUYER, THAT KIND OF THING. AND THEN WE USE OUR HOME FUNDING, WHICH IS OUR OTHER FEDERAL PROGRAM FOR THAT TYPE. SO WE'RE LOOKING AT AND LAST YEAR WE ONLY DID HOME OWNERSHIP, BUT THIS YEAR WE'RE GOING TO DO HOME OWNERSHIP AND RENTAL. OKAY. AND THEN MY OTHER QUESTION WOULD BE 19, SEE? WHAT IS CDBG? NONPROFIT ORGANIZATION? WHAT DOES THAT MEAN? IT JUST SOUNDS VERY VAGUE. AND THAT'S BASICALLY FUNDING YOUR NONPROFIT ORGANIZATIONS, WHETHER IT'S I DON'T KNOW EXACTLY ALL THE INS AND OUT, I'LL HAVE TO LOOK AT IT, BUT IT'S BASICALLY PROVIDING SOME TECHNICAL ASSISTANCE FUNDS. SOMEWHERE WHERE WE CAN GET BECAUSE ALTHOUGH YOU GIVING US THESE ANSWERS ARE GREAT AND VERY HELPFUL, IS THERE SOMETHING WHERE IT WOULD ELABORATE ON EVERYTHING SO WE DON'T HAVE TO BE LIKE, HEY, WHAT'S THAT? WHAT'S THIS? WHAT'S THIS IS I WILL GO DOWN THE LIST AND THAT'S A GOOD IDEA. I WILL TELL YOU THERE IS, BUT IT'S NOT VERY LONG EITHER. SO BUT I WILL GET THAT FOR YOU. GIVES YOU FURTHER DETAILS OF. AND OF COURSE, REMEMBER, THERE IS A LIKE ON THE PUBLIC SERVICES, THERE'S YOUR GENERIC SERVICES. SO ANYTHING THAT'S NOT SPELLED OUT SPECIFICALLY LIKE YOU SERVICES, IT GOES INTO THAT PUBLIC SERVICE CATEGORY. SO AS FAR AS I'M CONCERNED, WITHIN THE PUBLIC SERVICE, I THINK EVERYTHING THAT'S THERE IS OKAY. I WOULD BE WILLING TO PLAY WITH AS FAR AS THE FUNDING THAT WOULD GO TOWARDS THE TRANSPORTATION SERVICES. MAYBE ENTERTAIN SOMETHING ELSE. I WOULD LIKE TO SEE FUNDING FROM THE PUBLIC FACILITIES AND IMPROVEMENTS THAT GO TOWARDS SOMETHING ELSE, BECAUSE I DO REMEMBER WE DID GIVE QUITE A BIT OF MONEY TO THEM LAST GO [00:40:02] AROUND. SO I'D LIKE TO SEE THAT MONEY GET PLACED INTO SOMETHING MAYBE LIKE YOUTH CENTERS. I KNOW A LOT OF OUR KIDS GO TO THE PAL PROGRAM IN MELBOURNE. I WOULD REALLY LIKE TO SEE SOMETHING HAPPEN WITHIN PALM BAY. I DO KNOW WITHIN THE POLICE DEPARTMENT THEY ARE TALKING ABOUT STARTING UP PROGRAMS HERE AND STARTING UP. REMEMBER THE OTHER PROGRAM? ANOTHER PROGRAM FOR KIDS. EVENTUALLY, AT THE END OF THIS, I REMEMBER. BUT I HAVE HEARD THAT THERE ARE TALKS OF THAT. SO I WOULD REALLY LOVE TO SEE YOUTH CENTERS MORE PRIORITIZE, ESPECIALLY SUMMERS CORNER AND MORE KIDS WERE GETTING, THE MORE I'D LIKE TO SEE. I WOULD AGREE. YOUTH SERVICE CENTER AS WELL. JUST BECAUSE EVERYBODY TALKS ABOUT HOW THERE'S NOTHING FOR KIDS TO DO IN PALM BAY, LITERALLY JUST GO AWAY WITH HURRICANE NICOLE. SO, I MEAN. AND WE DO HAVE. BUT ON PORT MALABAR, THERE'S SOMETHING THERE. BUT THAT'S NOT REALLY THE TONY. I MEAN, THAT'S IT. THINK OF IT AS LIKE A NOT A STADIUM PER SE, BUT I MEAN, THEY HAVE A BASKETBALL. THERE ARE. YEAH, I MEAN, THERE'S SOME THINGS TO DO, BUT IT'S NOTHING. WELL, THEY STILL HAVE THE MCGRIFF PARK. THAT'S THE ONE NEAR. YES. BUT SOMETHING MAYBE A LITTLE MORE CONSTRUCTIVE OR NOT NECESSARILY CONSTRUCTIVE, BUT ACTUALLY ORGANIZED, RATHER THAN JUST BEING LIKE, HERE, HERE'S A FACILITY. LET'S BE FREE. SOMETHING MORE STRUCTURED WOULD BE. YEAH, SOMETHING MORE STRUCTURED, PLANNED, ORGANIZED THAT I'D LIKE TO SEE THAT ATTENTION BE PUT ON THEM. AND ESPECIALLY SINCE WE'VE BEEN PUTTING IT TOWARDS FACILITIES AND THE THE ELDERLY, WHICH AGAIN ELDERLY PEOPLE ARE GREAT, BUT. WE DO HAVE THE YOUTH THAT ARE COMING UP THAT WE NEED TO FOCUS ON. LIKE GET SOME OF THAT ATTENTION TO. I WOULD. SAID YOU WOULD LIKE TO SEE TRANSPORTATION TAKEN OFF. AS FAR AS THOUGH IN REGARDS TO EVERYTHING YOU KNOW, THERE'S SUBSTANCE ABUSE, THERE'S THE BATTERED WOMEN. AS FAR AS THE FOCUS IS, I WOULD BE I WOULD ENTERTAIN SHIFTING THAT TRANSPORTATION SERVICES, ESPECIALLY WHEN YOU BROUGHT UP THE STUFF LIKE COUNSELING. BUT THEN THERE ARE THE LEGAL SERVICES. SO I WONDER IF AND IN LANDLORD COUNSELING COULD FALL UNDER. THE ONLY REASON I WOULD NOT WANT TO SEE THE TRANSPORTATION SERVICES GO AWAY IS BECAUSE PALM BAY HAS. HORRIBLE. A SYSTEM. ONE OF THE THINGS I WANT TO MENTION UNDER TRANSPORTATION SERVICES, WE'VE ACTUALLY BEEN TALKING TO REPRESENTATIVE SCOTT. AND ONE OF THE THINGS THEY'D LIKE US TO DO THAT THEY WORK WITH THE CITY OF MELBOURNE ON THIS IS THAT THEY PROVIDE THE VOUCHERS. SO WE HAVE AN A NONPROFIT ORGANIZATION THAT WOULD THE RESIDENTS WOULD BE ABLE TO GO TO AND THEY WOULD BE ABLE TO GET A VOUCHER AND THEN THEY COULD RIDE THE BUS OR THAT WITH USING THAT VOUCHER. AND, AND HE MENTIONED THAT IT WORKED VERY SUCCESSFULLY WITH THE CITY OF MELBOURNE. HE ALSO SAID THERE'S A LOT OF USERS IN THE CITY OF PALM BAY. THAT'S SOMETHING THAT I'VE TALKED WITH SOME OF THE NONPROFITS. WOULD THEY BE WILLING TO TAKE THAT PROGRAM ON? SO THAT WOULD FALL UNDER TRANSPORTATION. I MEAN, IN GENERAL, ALL OF THE ONES THAT WE DID SELECT LAST YEAR, I'M QUITE A FAN OF AND SUPER SUPPORTIVE OF. I WOULDN'T LIKE TO SEE ANY OF THEM GET TOUCHED. BUT THE LEAST THE ONE THAT I'D BE WILLING TO EVEN ENTERTAIN BECAUSE I DO SUPPORT HAVING FUNDING GO TOWARDS SUBSTANCE ABUSE. BATTERED AND ABUSED SPOUSES, THINGS LIKE THAT. I, I WOULD GUARD BECAUSE OF THE TOPIC. SO TRANSPORTATION WOULD BE THE ONLY ONE THAT I COULD SEE LIKE MAYBE PLAYING WITH. BUT EVEN THAT UNDER PUBLIC SERVICES, I THINK WE HAVE SELECTED WE HAVE A GOOD SELECTION AND GOOD THINGS THAT WE'RE PRIORITIZING. I WOULD LIKE TO KEEP IT UNTOUCHED. BUT AS FAR AS THE. THE OTHER LESS. FACILITIES IMPROVEMENTS. I THINK THERE IS FLEXIBILITY THERE WHEN YOU TAKE INTO CONSIDERATION THAT WE DID GIVE PUBLIC. BOTH. PUBLIC WORKS. WE DID GIVE THEM QUITE A BIT. I KNOW THE FIRE DEPARTMENT GOT QUITE A BIT, SO I'D LIKE TO SEE SOMETHING. IT SHIFTED AROUND. YOU MENTIONED EARLIER, SHIFTING THINGS AROUND ACTUALLY MADE ME RIGHT. AMY MENTIONED SHIFTING SOMETHING. I'D LIKE TO SEE SOMETHING FROM THIS LIST GET SHIFTED AROUND WHAT WE CAN DO TO MAKE THINGS BETTER. I THINK I AGREE WITH YOU. I THINK THE FAIR HOUSING ACTIVITIES AND LANDLORD AND TENANT COUNSELING WOULD ALMOST BE ONE CATEGORY. [00:45:04] THEY THEY JUST GO SO WELL TOGETHER. REMEMBER, WE'RE MAKING THESE PRIORITIES SO THE AGENCIES WOULD HAVE TO APPLY IF THEY WANT TO PROVIDE THOSE SERVICES AND THEN DEPENDING ON HOW THEY WOULD. FUNDS. THAT'S THE CATEGORY. LIKE YOU SAID, IT MAY BE BOTH. IT MAY BE LEGAL SERVICES AND FAIR HOUSING TOGETHER. COUNCIL ON. IT ALSO DOESN'T MEAN THAT SOMEBODY CAN'T APPLY IF THEY'RE IN ONE OF THESE OTHER CATEGORIES. WE'RE JUST SAYING, HEY, IF YOU'RE. TRANSPORTATION SERVICE, PURGING THOSE TYPES OF ACTIVITIES, YOU PROVIDE SUBSTANCE ABUSE SERVICES. THAT'S WHAT WE'RE. IN THIS MEETING, ARE YOU OR WOULD THIS BE THE TIME WHERE WE WOULD BE SHIFTING OUR FOCUSES? OR IS THIS JUST TO HAVE US START THINKING ABOUT WHERE WE WANT TO? THERE ARE THE PRIORITIES THAT YOU ALL HAD LAST YEAR. JUST WANT TO MAKE SURE WHEN WE SEND OUT THE REQUEST FOR PROPOSALS, WE'RE GOING TO LET THE LET THE AGENCIES KNOW THAT THESE ARE THE BOARDS, WHAT THEY'VE SELECTED AS THEIR HIGHER PRIORITIES. NOW, OF COURSE, THEY CAN APPLY FOR OTHER PRIORITIES BECAUSE THERE ARE SOME PRIORITIES THAT ARE HIGH IN THERE AS WELL. AND THEN, OF COURSE, THE AGENCY, THE BOARD WILL HEAR ALL OF THE AGENCIES AND DECIDE HOW THEY WANT TO SPLIT THE MONEY. I WOULD LIKE TO SEE THIS IS YOUR OPPORTUNITY. SO I WOULD LIKE TO SEE IN PLACE OF THE PUBLIC FACILITIES AND IMPROVEMENTS TO GO TOWARDS YOUTH CENTERS. OKAY, SO I'M HEARING. UNDER THE PUBLIC FACILITIES AND IMPROVEMENT SECTION, SAME AS WHAT IS ON HERE. PLUS ADDING YOUTH CENTERS. SHE'S WANTING TO GET RID OF. SO. SO PICK OUR TOP FIVE. I THOUGHT I WAS SUPPOSED TO BE. OR WE ALREADY HAVE MORE THAN FIVE IN PUBLIC SERVICES. IF YOU FEEL LIKE PUBLIC FACILITIES AND USE CENTERS ARE PRIOR TO FIVE FIVE, WE HAVE FIVE ON THE PUBLIC FIVE. I THINK SHE'S ASKING TO SHIFT PRIORITY FROM THE PUBLIC FACILITIES TO YOUTH CENTERS. I THOUGHT WE'RE ONLY SUPPOSED TO HAVE FIVE. I WOULD LIKE IT TO BE SHIFTED ALL TOGETHER SINCE THEY DID GET OUT REPLACE. BUT WE'RE ALLOWED TO HAVE FIVE. I'M FINE WITH THAT. I JUST WOULD LIKE TO SEE YOU CENTERS GET THAT ATTENTION. AND UTILITIES DID GET QUITE A BIT. PRETTY SURE FROM THE DISCUSSION LAST YEAR THAT WE COULD HAVE MORE THAN FIVE. FIVE WAS JUST OKAY. SO I WOULD LIKE TO KEEP THE THE FIVE THAT ARE THERE AND ADD YOUTH CENTERS. HOW ABOUT I'LL MAKE A MOTION ON THE PUBLIC FACILITIES AND. OH, I'M SORRY. I DON'T MEAN TO DRIVE EVERYBODY CRAZY. REALLY. LEARNING YOURSELF. I WANT TO THINK ABOUT THIS. SO I APPRECIATE ALL OF THESE PROGRAMS. RIGHT. BUT AS A HOMEOWNER, WHEN I THINK ABOUT WHAT ARE YOU DOING FOR ME? AND I'M PAYING TAXES, I SEE FIVE FOUR HIGHS ON FLOOD DRAIN, SEWER, STREET IMPROVEMENT SIDEWALKS. RIGHT. WHAT ABOUT THE NEEDS OF THE TAXPAYER, NOT JUST THE NEEDS OF FOLKS WHO NEED TRANSPORTATION? AND I APPRECIATE THOSE PROGRAMS. I REALLY DO. BUT I ALSO PUT A LOT OF TIME AND EFFORT TO KEEP MY PROPERTY NICE AND PALM BAY. AND I KNOW MY NEIGHBORS DO, TOO. SO I WANT YOU GUYS TO CONSIDER THOSE POINTS. IT'S GREAT TO HELP EVERYONE, BUT WE'RE HELPING BUILT THIS COMMUNITY TO. AND SO WHEN I SEE A THEME LIKE THAT WITH ALL HIGHS AND NOT ONE OF THEM MADE A PRIORITY AS A HIGH FOR YOU GUYS, THAT'S CONCERNING FOR ME AS A HOMEOWNER. AND, YOU KNOW, SO I JUST WANT YOU GUYS TO THINK ABOUT THAT AS YOU MAKE YOUR CHOICES. SO I, I WOULD SAY THAT I ALSO STARRED I STARTED STREET IMPROVEMENTS AND FIRE STATIONS AND EQUIPMENT, BUT BECAUSE THEY WERE BOTH HIGH, BUT WE DID LAST YEAR GIVE A LOT OF MONEY TO THE FIRE DEPARTMENT. SO I'M CLOSE TO $1,000,000 TO THE FIRE DEPARTMENT. SO EVEN THOUGH THEY WEREN'T A PRIORITY AND A TRUCK AND EQUIPMENT AND SO I THINK THAT'S WHY AND THAT'S BECAUSE YOU WEREN'T HERE. BUT WE DID GIVE A LOT TO THEM, EVEN THOUGH THEY WEREN'T A PRIORITY LAST YEAR. SO I THINK THAT'S WHY, LIKE, IF I HAD TO PICK ONE OF THE THINGS THAT YOU JUST SAID, STREET IMPROVEMENT WOULD BE ONE THAT I WOULD AGREE WITH YOU 100%. PALM BAY IS KNOWN FOR, AND WE'RE WORKING ON THAT. I KNOW. I KNOW. WE HAVE TO GET PAVED SOON. SO THANKS FOR THAT. I, I JUST KEEP IN MIND THIS. THESE ARE PRIORITIES FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING, WHICH IS LOW TO MODERATE INCOME AREA. SO SO WHEN YOU'RE TALKING ABOUT INFRASTRUCTURE AND UTILITIES LIKE SEWER AND THINGS LIKE THAT, THOSE ARE YOUR SOMETIMES YOU'RE VERY LOW INCOME. THOSE PEOPLE MAYBE CAN'T AFFORD TO CONNECT TO SEWER. AND THAT'S WHERE SOME OF THESE PROGRAMS COME FROM, FROM THE FIRE DEPARTMENT THINGS WERE FIRE DEPARTMENT ACTIVITIES THAT WERE FOR RESIDENTS THAT ARE SERVED IN THAT LOW TO MODERATE INCOME BRACKET. SO SOME OF THESE PROGRAMS, MOST OF THESE PROGRAMS ARE NOT NECESSARILY FOR RANDOM HOMEOWNER IN THE MIDDLE OF PALM BAY. THESE ARE TARGETED TO A SPECIFIC INCOME. OKAY. WELL, LIKE I SAID BEFORE, IT DOESN'T MEAN THAT SOMEBODY CAN'T COME FOR ANY OF THESE OTHER PROGRAMS AND THEN WE'RE NOT GOING TO FUND IT. [00:50:05] THESE THIS IS JUST US SAYING WE SEE IN THE CITY OF PALM BAY THAT WE REALLY NEED USE SERVICES, WE REALLY NEED TRANSPORTATION. AND I TOTALLY AGREE WITH THAT, TOO. RIGHT. AND TARGET THAT LOW TO MODERATE INCOME OF INDIVIDUALS. OKAY. I WANT TO MENTION ONE OTHER THING. IT'S A REALLY GOOD NO, NO, THAT'S GOOD BECAUSE PUBLIC FACILITIES ALLS THERE HAVE THEY HAVE THE FLOOD PLAIN FLOODPLAIN, FLOOD DRAIN IMPROVEMENTS, WATER, SEWER, STREET IMPROVEMENTS, SIDEWALKS. TYPICALLY, WHEN WE DO A PROJECT, WE INCLUDE ALL OF THAT. THAT'S THE TIME WHEN YOU WHEN YOU'RE WORKING ON A NEIGHBORHOOD. SO IT FALLS UNDER PUBLIC FACILITIES, WHICH IS WHAT'S HIGHLIGHTED, BUT THAT INCLUDES SIDEWALKS, STREETS. WE DON'T NECESSARILY JUST DO SITE. SOMETIMES WE WILL JUST DO A SIDEWALK PROJECT, BUT A LOT OF TIMES ARE INCLUDED AS PART OF AN ENTIRE. OKAY. THESE ARE. I KNOW A PRIORITY LIKE HEIGHTS INCLUDES THE STREET, THE DRAINAGE ON SIDEWALKS AND RAMPS, BENCHES, THAT KIND OF STUFF. GOT IT. AND I APPRECIATE YOU GUYS. I'M JUST TRYING TO LEARN. AND SO IF I START TO DRIVE YOU NUTS, I APOLOGIZE IN ADVANCE. I GOT TO ASK A LOT OF QUESTIONS. IT'S HARD TO UNPACK A LOT OF THIS STUFF. RIGHT? PROGRAMS AND A LOT OF RULES AND A LOT OF REQUIREMENTS. AND THANK YOU. ONE THING, WE'LL SET UP A MEETING SO THAT WE CAN HAVE JUST LIKE A ONE ON ONE CONVERSATION. YEAH, I KIND OF JUST LIKE, DOVE IN. SO THANK YOU. ALL GOOD. ALL RIGHT. THANK YOU SO MUCH WITH THAT WELL EXPLANATION. THANK YOU. THAT WAS A VERY GOOD EXPLANATION OF. YES. AND WITH HER EXPLAINING IT THE WAY THAT SHE DID. I WOULD SAY WE I WOULD ALSO AGREE THAT WE KEEP THE PRIORITY, THAT WE EITHER KEEP THE PRIORITIES THAT WE HAVE AND ADD THE YOUTH CENTER, OR WE WOULD LOWER THE PRIORITY OF PUBLIC FACILITIES AND ADD YOUTH CENTER. I'M OKAY WITH EITHER ONE OF THOSE FOR THAT. FOR THE YES ONE, I WOULD JUST BASED ON WORKING WITH LOWER INCOME CLIENTS FOR THE LAST EIGHT YEARS IN WHAT I DO AND WHAT I'M SEEING ACROSS THE STATE, I WOULD LIKE TO SEE THE FAIR HOUSING ACTIVITIES AND THEN TENANT LANDLORD COUNSELING BECOME A HIGH PRIORITY. I KNOW THAT I SAID THAT HOUSING SUBSIDIES, BUT I JUST I MEAN, I DON'T KNOW THAT THIS IS THE BEST PLACE TO DO IT. IS THIS UNDER SCHIP OR IS THIS CDBG? SO I DON'T KNOW IF THIS IS THE BEST PLACE TO DO IT. I WOULD LIKE TO BE ABLE TO SWING BACK AROUND. TO I BELIEVE IT'S IS IT UNDER SHIP OR HOME THAT THERE'S PLACES THAT ARE DOING THE THE T BRE. SO I WOULD LIKE TO SAY YES, I BELIEVE THAT WHAT I SAID EARLIER, THE RENTAL SUBSIDIES ARE IMPORTANT, BUT I THINK THAT WE COULD LOOK AT T BRE AS A WAY TO TO DO THAT INSTEAD OF LOOKING AT IT HERE. AND IT'S MY UNDERSTANDING THAT T BRE CAN ALSO BE SOMETHING THAT PUTS IS PUT OUT FOR PROPOSAL THAT A NONPROFIT CAN COME IN AND SAY WE DON'T, YOU KNOW, WILL TAKE ON THE RESPONSIBILITY OF THIS AND TAKE IT OFF THE STAFF MEMBERS BECAUSE I KNOW THAT WAS AN ISSUE IN MELBOURNE THAT THE THEY DIDN'T WEREN'T ABLE TO STAFF IT VERY WELL SOMETIMES. IT'S OVERWHELMING FOR THE REST OF THE BOARD. TARA IS TENANT BASED RENTAL ASSISTANCE, SO PROVIDES YOUR RENT ASSISTANCE. SOMETIMES IT ALSO PROVIDES SECURITY UTILITY ASSISTANCE. IT'S ESSENTIALLY SIMILAR TO A SECTION EIGHT TENANT BASED RENTAL ASSISTANCE I'M SORRY, A SECTION EIGHT VOUCHERS. WHAT MOST PEOPLE ARE USED TO AND IT DOES THE SAME THING. IT SUBSIDIZES BASED ON THEIR RENT, BASED ON THE INCOME, AND IT REQUIRES AN INSPECTION. SO IT'S NOT JUST GIVING FUNDING AND PUTTING SOMEBODY IN SOMETHING THAT IS SUBPAR. THERE'S AN INSPECTION THAT GOES ALONG WITH IT AND YOU CAN SET UP THINGS THAT IT'S ONLY FOR A CERTAIN AMOUNT OF TIME. SOME T BRE THEY HAVE TO BE ON ANOTHER WAITING LIST FOR ANOTHER SUBSIDY IN ORDER TO QUALIFY FOR IT. SO BUT IT'S A GOOD BRIDGE AND IT'S A LITTLE BIT EASIER TO SELL A LANDLORD ON IT JUST BECAUSE THEY'VE NEVER HEARD OF TENANT BASED RENTAL ASSISTANCE. SO. CENSUS BOARD ON THAT. UM. YEAH. THEY SAID NO MOTION. NOT, THEN WE'RE JUST GOING TO MOVE OVER TO THE INFORMATIONAL STAFF. SO WE DID WE DID WE CHANGE ANYTHING ON THE. ADD, ARE WE ABLE TO ADD THE FAIR HOUSING AND TENANT LANDLORD COUNSELING? YES, AS A PART. ALL RIGHT. [00:55:07] OKAY, SO THE STAFF REPORT. THEN THE PAGE. LAST PAGE. GOT IT. WHERE WE AT? VERY LAST. STAFF. OKAY. THANK YOU. SO CDBG, WHEN WE WROTE THIS REPORT, WE HADN'T [OTHER BOARD BUSINESS] RECEIVED OUR AGREEMENT. IT DID HAPPEN EARLIER THIS WEEK. SO WE HAVE RECEIVED OUR AGREEMENT FROM CVG FOR A YEAR 22. WE ARE CURRENTLY WORKING ON THE THREE AGREEMENTS AND THOSE WILL BE READY BECAUSE WE WERE JUST WAITING FOR THE AGREEMENT BEFORE WE COULD EXECUTE IT. NOW THAT IT HAS COME IN, WE ARE GOING TO BE EXECUTING THE THREE AGENCIES CONTRACTS FOR. YEAR 2022 TO SEPTEMBER 20. AND JUST FOR YOUR INFORMATION, THE PALM BAY CENTER THAT DID CLOSE ON NOVEMBER THE EIGHTH, AND THEY WILL BE AWARDING THE CONTRACT AS OF DECEMBER 15. IS A CHANGE IS COMING FORWARD. THAT. THAT BID, DID THAT COME IN WITHIN THE BUDGET FOR THAT? WE HAVE NOT HEARD ANYTHING AS YET. THEY PROBABLY ARE STILL WORKING THROUGH IT BECAUSE IT CLOSED ON THE EIGHTH, DEPENDING ON THE NUMBER OF APPLICATIONS. MAYBE TAKING THEM A WHILE TO COMPILE. AND FOR YOUR INFORMATION AS WELL. COMMUNITY HOUSING INITIATIVE. WE DID EXTEND THEIR CONTRACT FOR DOWNPAYMENT ASSISTANCE UNTIL MARCH 31ST, BUT ALLOW THEM TO EXPEND THE MONEY THAT THEY HAVE. IN THE PUBLIC WORKS DRAINAGE PROJECT. WE DID GET A TASK ORDER COMING OUT THAT HAS SINCE BEEN ISSUED FOR THE WORK. AS FOR THE DESIGN AND ENGINEERING OF THE PROJECT. IN JUST INFORMATION ON CDBG, HCV ONE AND THREE. ONCE WE HAVE FINALIZED THE INVOICE PAYMENTS WILL THEN DO AN RFP WITH THE REMAINING FUNDS. THE COUNTY CAME AND MONITORED US FOR HOME FUNDS AND WE ARE AWAITING A REPORT FROM THEM. BUT WE BELIEVE IT WENT WELL. SO THAT WAS GOOD. BUT. PROBATION IS WHILE THE SHIP PROJECTS ARE WORKING AS DILIGENTLY AS WE CAN. AND THEN, BARRING ANY UNFORESEEN CIRCUMSTANCES, WE ARE HOPING TO CLOSE OUT THE YEAR 1899. END OF YEAR. THE CONTRACTORS HAVE BEEN HAVING CHALLENGES WITH SUPPLIES THAT'S STILL ONGOING, LIKE THEY'VE BEEN ON THAT ORDER FOR THE LONGEST. SO THAT HAS BEEN A SERIOUS CHALLENGE FOR THEM TO. THAT'S ITEMS THAT ARE BEYOND THEIR CONTROL. THERE'S NOTHING THAT THEY CAN DO ABOUT IT. IN THIS PLEA FOR INFORMATION. WE ARE READY TO CLOSE IT OUT WITHIN THE HEART. MONITORED AND THE MONITORING, IT WENT WELL. SO NOW WE ARE PHYSICALLY CLOSING OUR. FROM THAT. GOOD WORK ON THAT. THAT'S A REAL ACHIEVEMENT FOR YOU GUYS. GOOD JOB. IS THE FUNDING AVAILABLE IN THE DIVISION FOR THE VARIOUS GRANTS. AND FOR THE VARIOUS FISCAL YEARS. AND I SAID EARLIER WE DID INTRODUCE. THE NEW ASSISTANT DIRECTOR IN. A DEVELOPMENT AND SHE'LL BE OVERSEEING THE $5 MILLION IN UPPER. QUESTION ONE ON THE STAFF. I'M THE ONLY COMMENT I WANTED TO MAKE IS WHEN WHEN WE PUT OUT OUR REQUESTS FOR PROPOSALS THAT ARE COMING BACK. OCH, I JUST REALLY WANT TO ENCOURAGE STAFF IN OTHER DEPARTMENTS TO BE SUBMITTING THEIR APPLICATIONS. LIKE WE SAID, IT SEEMS TO EITHER ALWAYS BE THE FIRE DEPARTMENT OR THE PARKS DEPARTMENT. NOT THAT THOSE AREN'T GREAT PROJECTS AND GREAT SOURCES OF FUNDING, BUT IT'S THEMES YEAR AFTER YEAR AFTER YEAR. WE MAYBE HAVE ONE OR TWO APPLICATIONS. SO I DON'T I DON'T KNOW FROM A STAFF PERSPECTIVE, WHAT NEEDS TO BE DONE TO ENCOURAGE OTHER DEPARTMENTS TO PURSUE THE FUNDING. BUT I CAN'T IMAGINE THAT YOU GUYS DON'T HAVE UNFUNDED PROJECTS IN THE CIP THAT COULD POTENTIALLY BE USED UNDER CDBG OR. FUNDING SOURCES. SO I JUST REALLY WANT TO ENCOURAGE THE OTHER DEPARTMENTS TO BE COMPETITIVE AND TRY TO SEEK THAT FUNDING BECAUSE IT'S OUT THERE AND. AND LAST YEAR WAS WE DID NOT HAVE THEM FILL OUT THE COMPLETE APPLICATION. [01:00:01] IT IS VERY OVERWHELMING FOR YOUR DEPARTMENT TO DO THAT. SO THEY JUST PROVIDE US A SUMMARY OF WHAT THEY'RE ASKING FOR AND THAT'S HOW WE WERE ABLE TO GET PUBLIC WORKS AND PARKS. GREAT. BUT I'VE ACTUALLY MET WITH THE POLICE DEPARTMENT AND. CDBG FUNDING AND. PARTS OF FIRE. THE OTHER DEPARTMENTS THAT THEY DID THAT SUMMARY, WOULD THEY BE ABLE TO COME IN FRONT OF US AND GIVE US A BRIEF SUMMARY SO THAT SO THAT WE COULD GIVE? WE DID. WE, YES. OH, THEY DID. THEY DID COME, YEAH. THEN THAT WAY WE CAN ENCOURAGE THEM AND SAY THIS ONE WOULD SCORE REALLY HIGH PLEASE. MINOR FROM TEAM FACILITY OR FROM THE FIRE OR WE CAN BE ALLOCATED. SIDEWALK PROJECT. ALL THE. YEAH. YEAH, THAT WAS. AND NO, THEY NEED. THEY NEED TO COME. BUT I THINK THERE'S BEEN A COUPLE OF YEARS WHERE IT'S LIKE, OH, WELL, THE FIRE DEPARTMENT IS THE ONLY ONE THAT APPLIED. AND SO WE NEED TO EXPEND THE FUNDS BY THE STATE. AND I KNOW THERE'S OTHER PROJECTS OUT THERE. SO AND IT IS IT IS DIFFICULT. IT'S A LOT OF WORK, THERE'S A LOT OF REQUIREMENTS. THERE'S A LOT OF THINGS THEY HAVE TO DO A LOT OF. BUT I KNOW YOU GUYS ARE WILLING TO HELP THEM, SO I JUST DON'T I DON'T WANT THEM THINKING, OH, IT'S I CAN'T PRESS THE EASY BUTTON ON THIS, SO I'M NOT GOING TO ASK FOR MONEY. LOT OF THOSE PROJECTS, THEY WOULD BE REALLY BENEFICIAL. YEAH. GOT TO BE SPENDING. YOU SENDING AN EMAIL WHEN YOU POST THAT LINK OR HOW HOW ARE THEY? OR ARE THEY JUST. ARE THESE ORGANIZATIONS JUST CHECKING THE SITE REGULARLY OR WHAT'S THE. MAYBE YOU CAN JUST REMIND US WHAT THAT DATE IS. HAVE A MAILING LIST. AND SO WHENEVER THE AGENCIES ASK US ABOUT IT, WE DO HAVE TO PUBLICIZE IT IN THE NEWSPAPER. BUT MOST PEOPLE DON'T LOOK AT THAT. WE'LL HAVE IT ON THE WEBSITE. WE USUALLY HAVE OUR CIO PUSH IT OUT THROUGH SOCIAL MEDIA AS WELL THAT WILL HAVE THE LINKS. WE DO HARDCOPY MAIL OUTS TO THE ONES THE AGENCIES THAT WE KNOW APPLY FOR FUNDING. AND THEN WE ALSO DO EMAILS IN THAT IN THE NOTIFICATION. DOES IT GO THROUGH THESE PRIORITIES AND AND PUSH THAT? THOSE ARE THE THINGS THAT WE'RE PRIORITIZING BECAUSE I THINK THAT AS A NONPROFIT THAT'S HELPFUL BECAUSE I KNOW THAT THERE'S NOT CURRENTLY A NONPROFIT DOING FAIR HOUSING ACTIVITIES OR WELL, SOME OF THEM ARE. BUT IF THEY KNOW THAT THAT'S GOING TO BE A PRIORITY THIS TIME AROUND, THOSE THOSE THINGS CAN BE THOSE INITIATIVES CAN BE PUT TOGETHER. HOW ABOUT EVERYONE ELSE? BUT COULD YOU MAYBE INCLUDE ME? BECAUSE I'D LOVE TO SEE WHAT THAT EMAIL LOOKS LIKE WHEN IT DOES GO OUT. ENTIRE BOARD. THAT WOULD BE GREAT. I WOULD LOVE THAT. ANY OTHER QUESTIONS OR COMMENTS? EVENING. AND I WANT TO TELL EVERYBODY TO HAVE A GREAT HOLIDAY OR WE'RE STILL SCHEDULED TO MEET IN DECEMBER. RIGHT. OR YOU'RE THINKING WE'RE GOING TO CANCEL DECEMBER. OKAY. HAVE ANYTHING CURRENTLY AND. ON AIR. OKAY, FINE BY ME. AND IN THE NEW YEAR, CAN WE SET UP SOME WORKSHOPS THAT. SOME OF THE WORKSHOPS THAT I WAS TALKING ABOUT? I WOULD LOVE TO HAVE FLORIDA FINANCE CORPORATION COME AND GIVE US A WORKSHOP. I KNOW THAT THEY HAVE DONE THAT IN OTHER CITIES AND WOULD PROBABLY LOVE TO COME AND EVEN DO THAT IN PERSON. AND THEN POTENTIALLY THOSE TWO PROGRAMS THAT I WAS TALKING ABOUT, EITHER MAYBE WE CAN JUST HAVE IT HERE, WE WATCH IT TOGETHER, OR MAYBE WE CAN SIT IT OUT FOR EVERYBODY ELSE TO WATCH. I'D LIKE TO SEE SOME MORE EDUCATION ON WHAT OTHER PLACES ARE DOING. I DON'T MEAN ME, BUT I'D LIKE EVERYBODY ELSE TO GET TO SEE IT. I END UP SEEING A LOT OF IT AND THAT'S WHY. BUT I THINK THAT WOULD BE GOOD TO SEE IF WE CAN BRING IN SOME OF THOSE THINGS THAT ARE WORKING ACROSS THE STATE TO TRY AND SEE HOW WE COULD IMPLEMENT THAT. RIGHT NOW WE'RE CURRENTLY THREE YEARS, SO REMEMBER, WE'RE CLOSING OUT LAST YEAR, WE'RE IN THE EXISTING YEAR AND WE'RE PLANNING FOR THE NEXT YEAR AND WE'RE ALSO TRYING TO CLOSE OUT NSP ONE AND THREE, WHICH IS ABOUT $7 MILLION. AND IN ORDER TO DO THAT, WE NEED TO WE NEED TO CLOSE IT OUT IN ORDER TO PURCHASE A $1.1 MILLION FIRE TRUCK. SO IF WE COULD JUST WAIT TILL JANUARY, FEBRUARY, I SAID, YEAH, AS WE SAID IN NEXT YEAR, IF WE COULD PLAN SOME OF THOSE THINGS TO TO DO, JUST SOMETIMES HAVE JUST AN EDUCATIONAL PRESENTATION FOR US SO THAT WE CAN LEARN MORE ABOUT SOME OF THE THINGS WE MIGHT BE ABLE TO IMPLEMENT IN PALM BAY THAT ARE WORKING. SOUNDS GOOD. WE'RE GOING TO ADJOURN THE MEETING AT 706. THANK YOU, EVERYONE. * This transcript was compiled from uncorrected Closed Captioning.
