WHY DID THE NATIONS RAGE AND THE PEOPLE PLOT A VAIN THING? THE KINGS OF THE EARTH SET THEMSELVES AND THE RULERS TAKE COUNCIL TOGETHER AGAINST THE LORD AND AGAINST HIS ANOINTED, SAYING, LET US BREAK THEIR BANDS AND PIECES AND CAST AWAY THEIR CORDS FROM US.

WHO SITS IN THE HEAVENS SHALL LAUGH.

THE LORD SHALL HOLD THEM IN DERISION.

HE SHALL SPEAK TO THEM IN HIS WRATH AND DISTRESS THEM IN HIS DEEP DISPLEASURE.

WE'VE ALREADY BEEN MEETING WITH YOUR LEGISLATIVE DELEGATION, WITH YOUR STAFF OVER OUR LEGISLATIVE PRIORITIES AND OUR APPROPRIATION REQUESTS AND REVIEWING THEM AS WE HAVE DONE IN THE PAST. WE DO THIS KIND OF EVEN BEFORE YOU HAVE YOUR DELEGATION MEETING AND BEFORE YOU KNOW, ANY OF THE COMMITTEE WEEK STARTS AND BE ABLE TO BE MORE SUCCESSFUL LIKE WE'VE DONE IN THE PAST. SO I JUST WANT TO AGAIN THANK THE STAFF.

THEY'VE BEEN HELPING US THROUGH THIS PROCESS AND AND I APPRECIATE THE TIME THAT THEY'VE TOOK TO MEET WITH REPRESENTATIVE FINE ABOUT TWO WEEKS AGO AND AND GET SOME OF THE FEEDBACK THAT WE DID FROM HIM.

WE WERE JUST TALKING ABOUT THE FUNDING REQUEST.

WE START EARLIER THAN A LOT OF THE OTHER FIRMS. I THINK IT PUTS YOU ALL IN A BETTER POSITION.

THEY'RE NOT DUE UNTIL FEBRUARY 13TH, BUT YOU AND YOUR STAFF HAVE ALWAYS COME IN EARLY AND EARLY.

WE WERE IN ONE, TO BE QUITE HONEST WITH YOU.

THE MORE OPPORTUNITY WE HAVE TO BE SUCCESSFUL.

SESSION STARTS MARCH 7TH.

WE'VE ALREADY HAD TWO WEEKS.

THE PAST TWO WEEKS, AS YOU PROBABLY HAVE SEEN, THIS WEEK WAS MORE OF INAUGURATION ACTIVITIES EXCEPT FOR TODAY AND YESTERDAY.

TODAY HAS BEEN THIS WEEK HAS BEEN MORE REALLY REPORTS.

A GOOD EXAMPLE IS WE'RE GOING TO FOLLOW UP WITH YOU WITH A REPORT FROM DEPARTMENT OF EMERGENCY MANAGEMENT.

THEY'VE HAD SOME NEW IDEAS THAT THEY'VE HAD TO TACKLE FUTURE HURRICANES AND THE DIFFERENT POLICY AND PROCEDURES THAT CITIES AND COUNTIES HAVE IN PLACE.

SO WE'RE GOING TO BE SHARING THAT WITH YOU.

SO I JUST WANTED TO GIVE YOU AN EXAMPLE OF THAT.

FOR THE PAST TWO WEEKS OF COMMITTEE WEEKS, IT'S REALLY BEEN MORE OF REPORTS FROM DIFFERENT DEPARTMENTS.

AND THE ONE I JUST GAVE YOU FROM DEEM IS IN A GOOD EXAMPLE.

WE DO HAVE FIVE MORE WEEKS OF THE COMMITTEE WEEKS THAT WE'RE GOING TO HAVE TIME TO BRING THROUGH BILLS, DIFFERENT BILLS THAT HAVE COME FORWARD.

NONE OF THEM REALLY EVEN HAVE THAT.

WE'RE GOING TO TALK ABOUT IN A MINUTE.

HAVE NO COMMITTEE ASSIGNMENTS YET.

THAT KIND OF SHOWS YOU HOW EARLY BEGAN THE PROCESS.

BUT WE DO HAVE FIVE MORE WEEKS TO GO THROUGH.

ANDREW, IF YOU COULD GO TO THE NEXT ONE, IT'S OUR FINANCIAL OUTLOOK AND I KIND OF WANT TO JUST KIND OF GIVE YOU AN UPDATE OF WHERE THE STATE OF FLORIDA IS AND GIVE YOU A THIS GIVES YOU A REALLY GOOD UNDERSTANDING.

SO THE REASON THIS IS SO IMPORTANT, JUST IN AUGUST, THEY REVISED THE REST OF THIS YEAR'S FISCAL NUMBERS.

THEY ACTUALLY BUMPED THEM UP.

AND WE EVEN DID BETTER THAN EXPECTED IN AUGUST WHEN WE REVIEWED THOSE NUMBERS, $447 MILLION MORE.

AS YOU CAN SEE, WHAT IS UP IS AN INDICATION THAT YOU'RE PROBABLY NOT SURPRISED OF SALES TAX REVENUE.

BUT WHAT IS VERY, VERY ENCOURAGING, THOUGH, WITHIN THERE IS THAT TOURISM DOLLARS DOLLARS FROM TOURISM ARE ALSO UP.

BUT YOU'RE NOT SURPRISED IS A LOT OF THE DOLLARS COMING ALREADY FROM HURRICANE REBUILDING AND THE HIGHER PRICES THAT WE SEE FROM INFLATION THAT IS ALSO BROUGHT UP.

THE SALES TAX REVENUE, TAX COLLECTED FROM AUTOMOBILES WAS THE LARGEST INCREASE OF ALL THE TAXES THAT WE HAD IN NOVEMBER. WHY? AS YOU KNOW, MANY CARS AROUND THE STATE OF FLORIDA WERE DESTROYED DURING THE HURRICANES.

AND THIS IS A NOTICE BECAUSE OF THE HIGH AMOUNT OF CARS THAT WERE BOUGHT, THE TWO ITEMS THAT ARE DOWN ARE THE DOCK STAMP REVENUES.

NOT A SURPRISE, PROBABLY THE MOST WITH A HOUSING MARKET THAT'S COOLING BECAUSE OF HIGHER INFLATION RATES.

BUT THIS WAS ONE OF THE LARGEST DECREASES.

AND THEN THE NEXT IS CORPORATE INCOME TAXES WAS THE SECOND ONE THAT DID NOT MEET THE MARK.

SO WE'RE DOING GOOD WITH TOURISM.

WE'RE DOING GOOD WITH SALES TAX.

AGAIN, DOCK SALES TAX AND REVENUES ARE DOWN SLIGHTLY.

THAT GIVES YOU A GOOD INDICATION WHERE THIS STATE AND I'M SORRY, ONE OF THE ONLY STATES IN THE NATION THAT HAVE THIS AMOUNT OF OF REVENUE BEING COLLECTED THAT WILL HAVE EXTRA FOR NEXT YEAR.

AND I DON'T WANT TO GIVE YOU THE WRONG AMOUNT, ANDREW, BUT I THOUGHT IT WAS AROUND $7.6 BILLION THAT THEY WOULD HAVE EXTRA.

WHAT THEY HAVE ALREADY SAID IS THAT THEY'RE GOING TO KEEP SOME OF THAT IN RESERVES, BUT THEY ALSO MAY PUT SOME OF THAT AWAY TO HELP WITH A FUTURE SPECIAL SESSION IF NEEDED TO BACK UP THE INSURANCE MARKET.

SO THEY'RE TRYING TO AGAIN, HELP HOMEOWNERS AROUND THE WHOLE STATE OF FLORIDA.

THE NEXT ONE WE CAN GO TO HAS THE KIND OF LEADERSHIP PRIORITIES.

AS YOU KNOW, NEW LEADERSHIP COMES IN EVERY TWO YEARS.

WE HAVE A NEW SPEAKER OF THE HOUSE THAT IS FROM THE JACKSONVILLE AREA.

WE HAVE A NEW SENATE PRESIDENT THAT IS FROM LEE COUNTY THAT GOT HIT BY THE HURRICANES.

SO, OF COURSE, HURRICANE RECOVERY.

HER HOUSE WAS ONE OF THE ONES THAT WAS ABSOLUTELY DESTROYED.

SHE HAD THREE AND A HALF FEET OF WATER IN HER HOUSE.

SO HURRICANE RECOVERY IS GOING TO BE ONE OF HER PRIORITIES.

SHE CAME OUT WITH AFFORDABLE HOUSING.

SHE'S FROM CLOSER TO THE SOUTH FLORIDA AREA WHERE IT'S OBVIOUSLY A MAJOR ISSUE IT HAS BEEN FOR YEARS.

THE SPEAKER OF THE HOUSE WOULD LIKE TO WORK ON WATER QUALITY AND ENVIRONMENTAL INFRASTRUCTURE WITH THE DOLLARS THAT ARE COMING IN RIGHT NOW, KEEPING OUR ROADS REALLY HIGHER THAN WHAT WE COULD DO IN OUR FIVE YEAR WORK PLAN.

SO THESE ARE REALLY GOOD NEWS FOR CITIES AND COUNTIES AROUND THE STATE.

LOCAL PRIORITIES OBVIOUSLY KIND OF MATCH IN THE SAME THING WITH THE WATER QUALITY, BEING WITH SEPTIC SEWER, ENTERPRISE FUNDS AND AFFORDABLE HOUSING.

ALL KIND OF REALLY MATCH IN LINE.

AND AND OF COURSE, OUR JOB IS TO CONTINUE TO REMIND THEM ABOUT OUR PRIORITIES AND AND HOW WE CAN HAVE SOME OPPORTUNITIES TO CONTINUE TO HELP THE CITY OF PALM BAY.

SO THE NEXT I KIND OF WANTED TO GIVE YOU JUST KIND OF LOOKING AHEAD, LOOKING AHEAD OF THIS EVERY YEAR.

I'M SO EVERY ELECTION WE HAVE ABOUT ONE THIRD OF THE LEGISLATURE THAT COMES IN IS BRAND NEW.

THIS IS UNLIKE NO OTHER AGAIN.

BUT WE ACTUALLY EVEN HAVE MORE THAN THE ONE THIRD I TALKED ABOUT A LITTLE BIT ABOUT THE SENATE AND THE HOUSE LEADERSHIP THAT JUST JOINED US AND THEIR LEADERSHIP PRIORITIES.

AND AS YOU CAN IMAGINE, HURRICANE RECOVERY IS GOING TO RULE THIS SESSION, UNLIKE PAST SESSIONS WHERE WE'VE HAD HURRICANE PROBLEMS. WHEN I SAY PROBLEMS WHERE WE'VE HAD THE FUNDING THAT HURRICANE RECOVERY TAKES, WE ARE IN A MUCH BETTER SHAPE FINANCIALLY.

WE'VE HAD YEARS WHERE WE LITERALLY HAD COME IN FROM A HURRICANE AND SAID, DON'T ASK FOR ANY APPROPRIATIONS.

WE'RE NOT GOING TO HAVE ANY MONEY AVAILABLE.

THAT'S NOT GOING TO BE AN ISSUE THIS YEAR.

I THINK THEY'RE GOING TO BE HAVING A VERY HEALTHY OUTLOOK AS WE KIND OF EXPLAIN TO YOU WHAT NOVEMBER WAS.

NOVEMBER HAS BEEN THE SAME WAY.

JANUARY THROUGH NOVEMBER HAS BEEN DOLLARS UP AND ABOVE EVERYTHING THAT THEY'VE EXPECTED, NOT AS HIGH AS THE 447, BUT AS LOW AS 115 MILLION ABOVE THEIR PROJECTIONS, WHICH IS REALLY GOOD.

THE GOVERNOR KIND OF STARTED OFF HIS 2023 PRIORITIES.

WE'RE GOING TO SEND YOU A A NEWSLETTER AND A COMMITTEE UPDATE ON FRIDAY.

I GIVE YOU SOME OF HIS IDEAS THAT HE HAD THERE.

OF COURSE, BEING THE FREE STATE AND THE STATE OF FLORIDA WAS THE THEME FROM THE INAUGURATION ALL THE WAY TO THE END.

AND OF COURSE, ENVIRONMENTAL STEWARDSHIP.

YOU KNOW, HE REALLY TOOK THE LEAD AND PROVING THE LIVES OF THOSE AROUND SOUTH FLORIDA WHEN IT CAME TO THE EVERGLADES.

AND HE WANTS TO CONTINUE TO DO THAT AND BELIEVING THAT WATER IS THE NUMBER ONE ISSUE MOVING FORWARD FOR THE STATE OF FLORIDA.

I SAID BEFORE, AND I'LL LEAVE IT, THAT WE HAVE FIVE MORE COMMITTEE WEEKS.

AS SEAN SAID, OUR FIRST TWO COMMITTEE WEEKS THAT WE'VE HAD HAVE BEEN LARGELY UTILIZED FOR ACTIVITIES OUTSIDE OF PROCEEDING ACTIVITIES UP TO THE 2023 LEGISLATIVE SESSION. OUR FIRST COMMITTEE WEEK WAS USED FOR A SPECIAL SESSION, OUR SECOND COMMITTEE WEEK WE'RE IN NOW.

WE HAD A LOT OF INAUGURAL EVENTS FOR NEW CABINET MEMBERS GETTING SWORN IN AND THE GOVERNOR'S INAUGURAL BALL.

SO SO ACTUAL LEGISLATIVE ACTIVITY FOR THE 2023 SESSION HAS NOT HAPPENED IN THE VOLUME THAT NORMALLY WOULD BE HAPPENING THIS WEEK.

THERE WERE THREE BILLS THAT WERE FILED THAT HAVE ANYTHING TO DO WITH LOCAL MUNICIPAL ADMINISTRATION.

THE VACATION RENTALS BILL, WHICH WE ALL KNEW WAS COMING PREEMPTING REGULATION OF VACATION RENTALS, WAS FILED IN THE HOUSE.

THERE IS A BILL THAT WAS FILED THAT RELATES TO PERMITTING AND PROVIDING PERMIT APPLICANTS WITH INFORMATION TO THEIR REGARDING THEIR DEFICIENCIES IN THEIR PERMIT APPLICANT AND THEIR APPLICATIONS FOR A PERMIT.

SO SOMEBODY COMES TO THE CITY, THEY WANT TO APPLY FOR A BUILDING PERMIT AND THERE'S SOME DEFICIENCIES IN THERE.

YOUR STAFF THAT HANDLES THOSE BUILDING PERMITS WILL HAVE TO EXPLAIN WHAT THE DEFICIENCIES ARE IN THE PERMIT AND IF THEY DON'T MEET CERTAIN CRITERIA THAT'S BEING PROVIDED IN THIS PROPOSED LEGISLATION, THEY COULD HAVE DISCIPLINARY ACTION TAKEN AGAINST THEIR LICENSES WITH THE STATE BUILDING INSPECTORS, THOSE KINDS OF THINGS.

I'LL GET YOU SOME MORE DETAILS ON THAT BILL.

THAT BILL WAS JUST FILED YESTERDAY, AND THEN THE LAST BILL THAT WAS FILED IS A VERY INTERESTING BILL THAT THEY KNOW PALM BAY IS A COASTAL CITY.

THERE HAS BEEN SOME TALK THROUGHOUT THE STATE ABOUT THE RELEASE OF BALLOONS BECAUSE BALLOONS ARE NOT NECESSARILY BIODEGRADABLE.

WE RELEASE BALLOONS.

THEY POP MIDAIR, THEY FALL DOWN TO THE EARTH AND IT BECOMES TRASH ON THE GROUND.

SO THERE IS SOME LEGISLATION OUT THERE THAT HAS TO DO WITH THE RELEASE OF BALLOONS AND REGULATING, YOU KNOW, WHERE BALLOONS CAN BE RELEASED.

SOUNDS KIND OF KIND OF INTERESTING ALMOST TO THINK ABOUT A CHILD'S BALLOON, BUT IT DOES BECOME TRASH WHEN IT COMES BACK DOWN.

I'D RECOMMEND FORMING AN AD HOC COMMITTEE TO INCLUDE POLICE DEPARTMENT, FIRE DEPARTMENT, PUBLIC WORKS, BECAUSE THEY'RE ALL.

AND COME UP WITH SOLUTIONS.
