HI. GOOD EVENING, EVERYONE. [CALL TO ORDER] [00:00:02] ALL RIGHT, LET'S CALL THIS MEETING TO ORDER. THIS IS REGULAR MEETING 2020 3-01 OF THE COMMUNITY DEVELOPMENT ADVISORY BOARD. ELENA, IF YOU WANT TO DO THE ROLL CALL. STEVE BURT. PRESENT, MISS MIRAGE. PRESENT. MISS BEER. PURSELL. IS HER SONG. IT'S BITTER. HERE. MR. JOHNSON. HERE, MR. MORAN. THIS WALKER. MR. WILLIAMS HERE IS RIGHT. WORD ATTORNEY RODNEY EDWARDS. [ADOPTION OF MINUTES] OKAY. NEXT, WE HAVE ADOPTION OF THE MINUTES OF THE REGULAR MEETING 2022 DASH 11 FROM NOVEMBER 16. SO MOST. EMOTION IN A SECOND. ALL THOSE IN FAVOR SAY I. I OPPOSED AND I VOTE. I IN THAT MOTION PASSES NEXT WE HAVE PUBLIC COMMENTS FOR NON AGENDA ITEMS ONLY. DO WE HAVE ANY PUBLIC COMMENTS? [NEW BUSINESS] LOOK LIKE IT. ALL RIGHT, SO WE WILL MOVE ON TO NEW BUSINESS. FIRST IS SUMMARY OF PAST PERFORMANCE FOR FISCAL YEAR 2122. CITY CITIZEN PARTICIPATION PLAN. I'M GOING TO TURN IT OVER TO NANCY AND. YOU. GOOD EVENING. WE ARE REQUIRED TO GIVE AN OVERVIEW OF PAST PERFORMANCE FOR AGENCIES THAT HAVE APPLIED FOR FUNDING WITH THE CITY. WE DO HAVE A SUMMARY AVAILABLE TO THE BOARD AND IT DOES HIGHLIGHT AGENCIES THAT WERE NOT ABLE TO SPEND THEIR ENTIRE ALLOCATION. AND IT'S THE NUMBERS SERVED THAT THAT INDICATED THAT THERE WOULD BE A MEETING DURING THE CONTRACT PERIOD. QUESTIONS OR COMMENTS ON THAT ONE. I'M SORRY I DIDN'T HEAR YOU THAT WELL. DID YOU SAY YOU DIDN'T EXPEND ALL THE FUNDS? WE DO HAVE A SUMMARY IN YOUR BOARD PACKAGE. SOON AFTER THE SUMMARY OF THE PAST PERFORMANCE, THERE'S A TABLE THAT'S PROVIDED THAT LISTS ALL THE AGENCIES THAT WERE FUNDED, THE AMOUNTS FUNDED, WHAT THEY EXPENDED, AND THOSE THAT DID NOT EXPEND THE AMOUNTS AND WHAT THEY WOULD SERVE, THE NUMBERS THEY WERE TO SERVE. AND THOSE THAT DID NOT MEET THEIR TARGETS IS COMMENTS IN THE COMMENT SECTION THAT EXPLAINS THE SITUATION. OKAY. SO THE ONES THAT WE THAT HAVE SPENT THE MOST, IF NOT ALL, OF THEIR FUNDS AND THEN SERVED WHAT THEY HAD BEEN REQUIRED TO. THE ONES THAT HADN'T WERE FAMILY PROMISE TO BREVARD. THEY HAD A REMAINING BALANCE OF $9,080. THEY WERE TO SERVE 286 PERSONS AND SERVED 156. CENTRAL FLORIDA CHILD HEALTH PROGRAM. THEY HAD A REMAINING BALANCE OF $22,483. FAMILY PROMISE. THIS IS UNDER CDBG. ONE IN THREE HAD A REMAINING BALANCE OF 15,000. THEY WERE TO SERVE 100 PERSONS AND ONLY SERVE TO 80 SOCIETY OF SAINT VINCENT DE PAUL. OUR LADY OF GRACE CONFERENCE WAS TO SERVE 86 AND TO SERVE 50. AND THEY ACTUALLY ONLY SERVED 50. WITHIN THE COMMENT COMMENTS, THEY MENTIONED THAT SOME OF THEIR CLIENTS WERE FURTHER BEHIND IN UTILITY PAYMENTS, AND SO THEY PROVIDED THEY HAD TO PROVIDE HIGHER AMOUNTS OF ASSISTANCE WHICH MADE THEM SERVE LESS PERSONS. THEY EXPENDED ALL OF THE FUNDS. IT HELPS COMMUNITY INITIATIVES. THEY WERE TO SERVE 100 AND THEY WERE ONLY ABLE TO SERVE 78. THEY HAD A SMALL BALANCE OF $3,520. ONE OF THE THINGS THEY MENTIONED WAS THEY HAD AN UNANTICIPATED NUMBER OF DUPLICATED STUDENTS. SO THIS NUMBER, THE 100 THEY WERE TO MEET, WAS SUPPOSED TO BE NEW, NEW STUDENTS, WHEREAS THEY HAD CONTINUED STUDENTS THAT CAME CONTINUALLY FOR THE TUTORING. AND SO THAT'S WHY THEY WERE ONLY ABLE TO SERVE 78. SOUTH BREVARD SHARING CENTER HAD A REMAINING BALANCE OF $6,769. THEIR CONTRACT EXPIRED, AND SO THEY WERE ABLE TO MEET SEVEN OF THE THEY ONLY HAD TO SERVE THREE, BUT THEY WERE ABLE TO SERVE SEVEN. AND WE HAVE SOME OF OUR NON PUBLIC SERVICE. WE STILL HAVE A REMAINING BALANCE OF 1,079,735 FOR THE FIRE QUINT. [00:05:06] IT WAS ANTICIPATED TO ARRIVE IN FEBRUARY AND WE'RE LOOKING AT APRIL NOW, SO THAT WILL BE 100% SPENT. IT'S JUST A LITTLE BEHIND BECAUSE OF HOW LONG IT'S BEEN TAKING FOR FIRE POINTS TO GET BUILT. WE HAVE THE SENIOR CENTER, THE AC CHILLERS AT 601,003 39. UNFORTUNATELY, THE BIDS CAME IN HIGHER THAN WE ANTICIPATED. SO WE'RE REEVALUATING THE SCOPE AND LOOKING AT TRYING TO GET THE PROJECT WITHIN THE BUDGET. AND THEN THE DRISKELL HEIGHTS DRAINAGE PROJECT HAS A REMAINING BALANCE OF 499,000 FOR 31 THAT IS CURRENTLY UNDER DESIGN AND ENGINEERING, WHICH WE EXPECT THAT TASK ORDER TO BE COMPLETE MARCH 2023. AND THEN WE'LL WORK TOWARDS CONSTRUCTION ON THAT PROJECT. SURE. ALL RIGHT. OUR PAST PERFORMANCE. UM, QUICK QUESTION, BECAUSE I SEE ORGANIZATIONS LIKE SOUTH SHARING CENTER TWICE WHERE ONE, THEY HAVE A BALANCE OF 7000. ANOTHER ONE THEY HAVE $22,724.19. BUT THE HEADINGS, THE TOP ONES ARE CDBG PUBLIC SERVICES, AND THEN THE REMAINING ARE CDBG. CV AND CV THREE. OCH, THEY GOT CV1 AND CV. YES. SOUTH OF OUR CHEERING CENTER. YES. SO, NANCY, WHAT HAPPENS TO THESE FUNDS NOW? ARE WE GIVING THEM OPPORTUNITIES TO GO BACK TO EXPEND ANY OF THESE OR THAT'S GOING TO BE PART OF YOUR AGENDA? ITEM NUMBER TWO. THE CDBG CVE AND S.V. THREE, WE CALCULATED IN THE ONES THAT HAVE A REMAINING BALANCE PLUS, REMEMBER, WE VENTURE GAVE US BACK THE FUNDS, SO THEN WE REALLOCATED THEM AND SO THIS AMOUNT IS INCLUDED EXCESS. THE FUNDS THAT THEY DIDN'T EXPEND ARE PART OF THIS NEW ALLOCATION THAT YOU'LL BE LOOKING AT TONIGHT REALLOCATING. SO YOU ALREADY. FUNDS TO GO FOR TONIGHT. OH, PERFECT. OKAY. LIKE. BUT THE SOUTH BIRD SHARING CENTER SAYS THAT THEIR AGREEMENT IS UNTIL JUNE 30TH OF 23. SO THEY DON'T HAVE TIME. OR ARE THEY SAYING THEY'RE NOT GOING TO BE ABLE TO EXPEND? I APOLOGIZE. THE LAST THREE THE BOARD GRANTED EXTENSIONS, THOSE ARE EXTENSIONS FOR THE LAST FOUR. SO YOU'VE GOT GREATER MELBOURNE PAL SABO AND THEN BREVARD ALZHEIMER'S FOUNDATION, SOUTH OF OUR SHARING CENTER. SO THREE OF THEM EXPIRE ON MARCH 30TH, AND THEN THE SOUTH OF OUR ENGINEERING CENTER EXPIRES ON JUNE 30TH. SO THOSE ARE NOT INCLUDED IN THE REALLOCATION? NO. OKAY. QUESTION ON THAT ITEM. YOU NEED EMOTION ON THAT ONE OR THAT'S JUST FOR A REVIEW. SO CAN I MAKE A COMMENT, CHAIR? I'M SORRY. I DO THINK I DO WANT THE BOARD TO MAKE SURE THEY TAKE, YOU KNOW, MATTERS LIKE THIS INTO CONSIDERATION FOR FOR FUTURE APPLICATIONS LIKE WE HAVE. IF YOU LOOK AT ITEM H PAST PERFORMANCE, THIS IS WHERE IT WOULD COME INTO PLAY IF THEY WERE ABLE TO EXPEND THE FUNDS IN A TIMELY MANNER OR IF THEY NEEDED AN EXTENSION AND STILL WEREN'T ABLE TO. SO I JUST WANT TO ENCOURAGE THE BOARD, MAKE SURE, YOU KNOW, LET'S DO OUR DUE DILIGENCE WITH THIS INFORMATION THAT STAFF PROVIDED US SO WE CAN MAKE SURE THOSE THAT ARE DOING THAT HAVE THE CAPABILITY OF MEETING THE NEEDS AND USING IN A TIMELY MANNER, MANNER. WE WANT TO MAKE SURE WE HAVE THEM ALL ACCOUNTED FOR. SO THAT'S ALL. YEAH. WE'LL MOVE ON TO ITEM NUMBER TWO, SCORING AN EVALUATION OF THE CDBG CVE AND CVE FUNDING REQUESTS FOR FISCAL YEAR 2019 2020 ANNUAL ACTION PLAN FOR THE CARES ACT AMENDMENT. SEE. SORRY. WE HAVE A SUMMARY OF FUNDING REQUEST FOR ONE PAGER THAT HAS SEPARATED THE FUNDING SOURCES BY CDBG. AND THEN THE PUBLIC FACILITIES IMPROVEMENT. YOU CAN START OFF WITH THE CDBG. CV AND WE HAVE FOUR AGENCIES THAT SUBMITTED. TOTAL AMOUNT AVAILABLE. 17556. DID MAKE THE APPLICATIONS AVAILABLE TO BOARD MEMBERS FOR THEM TO REVIEW, AND WE DID PROVIDE A SUMMARY OF THE APPLICATIONS AS WELL. [00:10:01] SO I. I BELIEVE WE DECIDED LAST YEAR AT THE LAST MEETING THAT WE WERE NOT GOING TO DO FULL PRESENTATIONS. BUT THE AGENCIES ARE HERE FOR QUESTIONS. DO WE WANT TO JUST GO? WE'LL JUST GO FIRST IN ORDER. SO FIRST IS BREVARD ALZHEIMER'S. WE HAVE QUESTIONS ON THAT APPLICATION, THAT REQUEST. OKAY. DO WE HAVE SOMEONE FROM BREVARD? ALZHEIMER'S HERE? YOU JUST STATE YOUR NAME WHEN YOU COME UP. I SAW. GOOD EVENING. MY NAME IS SHAWN ALLEN WITH ALZHEIMER'S FOUNDATION. WELCOME. HAD SOME QUESTIONS IN REFERENCE TO THE NEED IN THE APPLICATION. IT STATED THAT YOU ARE CURRENTLY SERVING 48 FAMILIES. THEN IT SAYS THAT YOU GUYS ARE GOING TO DO 2500 DELIVERIES AND 900 ARE DUPLICATED IN PALM BAY. SO I DIDN'T UNDERSTAND THE DISCREPANCY IN THE APPLICATION. SO WE BASICALLY THE 48 FAMILIES THAT WE'RE DOING CURRENTLY, WE SCALED UP, I BELIEVE, TO 70. I CAN REMEMBER WHAT WE PUT IN THE PACKAGE EXACTLY, AND THAT WAS JUST SCALED OVER A 12 MONTH PERIOD TO REACH THE 900. FROM SERVING 48 FAMILIES TO 900 FAMILIES. THAT'S DUPLICATED. SO THAT'S WE'RE SCALING UP. SO WE'RE DOING 48 CURRENTLY, WHATEVER WE SCALE IT UP TO, WHICH I THINK IS LIKE AROUND 70 WHATEVER, 900 DIVIDED BY 12 IS 75. YES, MA'AM. SO IT'S 75 FAMILIES EVERY MONTH. SO THE 900 DUPLICATED, MEANING OVER THE FULL YEAR? CORRECT? YES, MA'AM. AND I DON'T PROVIDING 2500 DELIVERIES. SO BASICALLY WE DELIVER THREE TIMES A MONTH PER FAMILY. I THINK THAT'S WHAT IT. AND I HAVE. THANK YOU. AND THANK YOU, SIR. MY QUESTION. I SEE. SPEAKING OF PAST PERFORMANCE AND ACCOMPLISHMENTS, I SEE BREVARD ALZHEIMER'S FOUNDATION TWICE, ONE FOR CDBG, CVE AND CDFI THREE AND ONE IS FOR A REMAINDER BALANCE OF 2566. AND THE OTHER ONE IS FOR A REMAINING BALANCE OF $9,495. SO SO MY QUESTION IS, YOU KNOW, WE'RE COMING BACK ASKING FOR MORE FUNDING, BUT THESE FUNDS HAVEN'T BEEN FULLY ALLOCATED YET, SO YOU CAN TALK ME THROUGH IT. SO THE I THINK THE ONE WE DID LAST TIME WAS FOR STRICTLY FOR OUR SAFE RIDE, NON-EMERGENCY MEDICAL TRANSPORT. I DO KNOW I DON'T KNOW THE EXACT REASON WHY THERE WAS A BALANCE. I DON'T KNOW IF IT WAS JUST OUR FIRST YEAR DOING IT AND GETTING USED TO IT. I DO KNOW THAT WE HAVE. WE'VE ACCOUNTED FOR THE EXTRA. ON TOP OF WHAT WE HAVE I GUESS CURRENTLY THIS YEAR. SO THAT IS SOMETHING THAT WE HAVE FACTORED INTO THE SPENDING AND THE A LOT OF TIME THAT WE HAVE TO DO THAT. BECAUSE TO CONFIRM IS THAT THEY'RE THERE. THEIR AGREEMENT EXPIRES MARCH 30TH. THAT'S THAT'S ONE OF THE ONES THAT WE GAVE AN EXTENSION TO. SO ORIGINALLY IT WOULD HAVE EXPIRED ALREADY. GOTCHA. BUT WE GAVE AN EXTENSION TO THEM AND I BELIEVE THREE OTHER APPLICANTS. SO THEY HAVE DONE WHAT NOW WE ALSO MOVE THE TO THE REMAINING BALANCE OF THE OTHER CONTRACT. IF YOU LOOK, YOU'LL SEE ON THERE, IT'S IT WAS 20,000, NOW IT'S 22, FIVE, 66. SO WE MOVE THAT REMAINING BALANCE FROM THE FIRST CONTRACT INTO THIS CONTRACT AND THEN GAVE THEM AN EXTENSION. I WAS JUST GOING TO. DO YOU HAVE ANY IDEA IN TERMS OF ARE YOU GOING TO BE MEETING THIS TIME, THIS TIME TO EXPEND ALL THIS FUNDS? YES, MA'AM. SURE ABOUT THAT? ABSOLUTELY. SO I NOTICED ON HERE THAT YOU GUYS SERVE SENIORS. YES, MA'AM. BUT THEN THROUGHOUT THE REST OF THE APPLICATION, IT SAYS FAMILIES AND FAMILIES OF FOUR. SO HOW ARE YOU SERVING FAMILIES? AND SO IT'S I MEAN, OUR PRESUMED BENEFIT, I GUESS, WOULD BE SENIORS. THAT'S WHO WE TYPICALLY DEAL WITH. BUT THERE ARE OTHER FAMILIES IN THE PALM BAY AREA THAT WILL REACH THE THE LOW TO MODERATE, THE LOW TO EXTREMELY LOW INCOME AND THAT KIND OF THING, TOO. [00:15:06] BUT HISTORICALLY, WE'VE DONE PRIMARILY SENIORS. BUT THE BOXES ARE SET UP TO FEED. THE BOXES THAT WE GET THROUGH. SECOND HARVEST ARE DESIGNED TO FEED A FAMILY, NOT JUST ONE PERSON. SO IT'S JUST A WE DON'T SAY WHAT'S IN THE BOX. WE DON'T WE DON'T GET A SAY WHAT'S IN THE BOXES. YOU KNOW, IT'S JUST THAT'S THE WAY THEY SET THEM UP. IT'S JUST LIKE RICE, YOU KNOW, DEPENDS WHAT KIND OF BOX IT IS. THE DRY GOODS ARE USUALLY RICE, PASTA, YOU KNOW, CANNED GOODS, THAT KIND OF THING. AND THEN WE ALSO HAVE A PRODUCE BOX THAT WE DO ALSO. SO IT'S THREE BOXES THROUGHOUT THE MONTH. ONE, A DRY GOODS BOX. ONE'S A PRODUCE BOX, THEN ONE WE JUST STARTED THIS YEAR ACTUALLY HAS A PILOT PROGRAM IS A PROTEIN BOX. SO IT COMES WITH FROZEN CHICKEN, GROUND BEEF AND THAT KIND OF STUFF. SO HOW MANY WHAT IS THE PERCENTAGE THAT YOU THINK YOU'RE SERVING THAT ARE SENIORS AND WHAT PERCENTAGE ARE FAMILIES? IT'S PROBABLY PRIMARILY SENIORS STILL. BUT IF THERE I KNOW WITH THE INCOME FORM THAT IS A POSSIBILITY DOESN'T HAVE TO BE SENIORS IF THEY REACH THE INCOME LIMIT. AND HOW ARE YOU GUYS DECIDING? YOU SAID YOU'RE SCALING UP TO 900, IT'S GOING UP TO 75, 85 PER MONTH. PER MONTH? YES, MA'AM. HOW ARE HOW ARE YOU DETERMINING WHO IS GOING TO BE QUALIFIED FOR THAT? HOW ARE YOU PICKING? SO A LOT OF OUR REFERRALS COME IN THROUGH SECOND HARVEST, BUT WE ALSO GET PEOPLE CALL IN EVERY DAY LOOKING FOR FOOD AND WHATNOT. SO WE DON'T THINK WE'LL HAVE ANY PROBLEM SCALING UP THE 48 THAT WE HAVE UP TO THE 75 TO TO BALANCE OUT THE AMOUNT THAT WE'RE ASKING FOR. MY QUESTION IS, THOUGH, ARE YOU GUYS TRYING TO PICK THE PEOPLE THAT ARE MOST AT NEED? SO THERE'S SEVERAL FOOD PANTRIES THROUGHOUT PALM BAY THAT FAMILIES HAVE ACCESS TO. SO ARE YOU GOING THROUGH THEM AND ASKING THEM, DO THEY HAVE A VEHICLE AND TRY TRYING TO TARGET THE FAMILIES THAT DON'T HAVE A VEHICLE OR DON'T HAVE A WAY TO GET TO THE FOOD PANTRIES AND THINGS LIKE THAT? YEAH, THEY'RE SCREENED. THEY'RE SCREENED THROUGH SECOND HARVEST. AND THEN THEY PROVIDE US A LIST. AND THAT IS PART OF THE SCREENING PROCESS THERE, THEIR ABILITY TO GET TO GET TO THE PANTRIES. DO THEY HAVE TRANSPORTATION? DO THEY HAVE ANOTHER FAMILY MEMBER IN THE HOME THAT CAN TAKE THEM ALL? THAT'S IN THE SCREENING PROCESS THROUGH SECOND HARVEST? IT'S NOT A FIRST COME, FIRST SERVE. IT'S SCREENED BASED ON HIGHEST NEED. IT'S MY QUESTION. CORRECT. NOW THE QUESTION NOW, THIS IS TIED TO CORONAVIRUS. YES, MA'AM. I KNOW A LOT OF PEOPLE RIGHT NOW ARE NOT NECESSARILY HAVE CORONA OR ACTUALLY SICK. HOW ARE YOU? SCREENING THOSE PEOPLE? AND ARE YOU GETTING THAT KIND OF RESPONSE? BECAUSE I KNOW IN THE PAST WHEN WE HAVE A GROWN, YOU KNOW, TRICKLE DOWN IN NUMBERS, YOU JUST DON'T HAVE THE AMOUNT OF PEOPLE. RIGHT. BUT UNFORTUNATELY, THE SENIOR POPULATION IS STILL VULNERABLE TO CORONAVIRUS AND THEY ARE STILL AFRAID TO GO OUT. SO WE DO STILL HAVE A LOT OF HOMEBOUND SENIORS THAT ARE NOT NOT WILLING OR ABLE TO TO GO OUT INTO SOCIETY OR GO TO A PUBLIC PANTRY AND AND WHATNOT. SO AND OUR FOOD PROGRAM WAS ACTUALLY BORN OF CORONAVIRUS, AND IT'S KIND OF EVOLVED OVER TIME. WE ORIGINALLY PARTNERED WITH RESTAURANTS THROUGH THE CARES ACT, AND THERE WAS AN INITIATIVE THROUGH THE GOVERNOR TO JOIN RESTAURANTS THAT NEEDED TO KEEP THEIR PEOPLE EMPLOYED SO THEY WOULD COOK THE FOOD AND WE WOULD DELIVER HOT MEALS AS THE MONEY RAN OUT FOR THAT PROGRAM. IT KIND OF INVOLVED WHEN WE PARTNERED WITH SECOND HARVEST. SECOND HARVEST HAD MONEY TO PROVIDE BOXES OF FOOD, BUT NOTHING TO GET IT OUT. SO WE WERE THE THE FORCE TO GET IT OUT TO PEOPLE. SO SO THEY PROVIDE ALL THE FOOD, BUT THEY DON'T PROVIDE ANY MONEY TO HELP WITH THE TRANSPORTATION COSTS. AND THAT'S WHAT THE CORONAVIRUS GRANT WAS FOR, WAS BASICALLY FOR ALL THAT TRANSPORTATION COSTS, BECAUSE WE DON'T GET UNFORTUNATELY, WITH OUR OUR NON-EMERGENCY MEDICAL TRANSPORT, WE CAN LEVERAGE THOSE TRIPS WITH OTHER MONEYS THAT WE GET FROM LIKE DOT AND UNITED WAY AND STUFF LIKE THAT. BUT DOT DOES NOT PAY FOR FOOD DELIVERY BECAUSE THERE'S NO ONE INVOLVED WITH IT. THERE'S NO NO ONE IN THE VEHICLE WITH US. IT'S JUST OUR DRIVERS TAKING FOOD. IT'S NOT WE'RE NOT TRANSPORTING ANYBODY, SO WE DON'T HAVE ANY MONEY TO LEVERAGE THAT. OH, OKAY. YEAH, THAT'S I NOTICED ZERO FUNDS TO LEVERAGE ON THIS ONE. YES, MA'AM. AND, NANCY, THE PROCESS TO DO THIS, IS THAT A STANDARD FORM THAT WE HAVE THAT YOU CHECK TO SEE HOW MANY PEOPLE OR IS THAT SOMETHING THAT THEY DETERMINE WHO IS AFFECTED BY CORONAVIRUS? HOW DO YOU TRACK THAT? [00:20:01] YOU HAVE IT ON THE FORM, BUT THEY THEY DO THAT NOW WHERE THEY HAVE THAT'S BEEN AFFECTED. THAT'S RIGHT. IT IN. OKAY. THAT'S PART OF THE INTAKE PROCEDURE WITH SECOND HARVEST IS THE THING THAT'S ON OUR END. SO WE GET THE PEOPLE FROM SECOND HARVEST, BUT THEN THEN WE DO THE NEXT STEP TO DETERMINE WHO IS. OUR QUESTIONS ARE ALL SUMMERS. I ACTUALLY HAD ONE QUICK QUESTION. SO WERE YOU STATING THAT THE REASON WHY YOU KIND OF FELL SHORT ON SPENDING ALL THE FUNDS THIS PAST YEAR WAS BECAUSE OF DELIVERY OR THE INABILITY TO DELIVER? SO NO. SO THE THE THE FIRST ONE IS I THINK THAT WE GOT THE EXTRA 2000. I BELIEVE THAT WAS I THINK THAT WAS OUR FIRST YEAR EVER APPLYING. SO I THINK THERE WAS SOME GROWING PAINS THERE NOT NECESSARILY KNOWING HOW TO REACH THAT THAT 12 MONTH PERIOD AND GET EVERYTHING OUT. BUT NOW THAT WE'VE WE'VE DONE IT AND ARE STILL DOING IT, WE'VE KIND OF FIGURED OUT THE THE WAY TO ACTUALLY GET THOSE THINGS EXTENDED. SO YOU FEEL CONFIDENT AS YOU'VE STATED BEFORE, THIS IS JUST. YES, MA'AM. ABSOLUTELY. PERFECT. THANK YOU. QUESTION. OKAY. ALL RIGHT. THANK YOU VERY MUCH. THANK YOU. NEXT, WE HAVE CATHOLIC CHARITIES. DID YOU HAVE ANY QUESTIONS? HERE. YOU COULD STATE YOUR NAME FOR US. GOOD EVENING. JENNIFER BRANDON. I'M A CASE MANAGER WITH CATHOLIC CHARITIES. THIS IS CASSANDRA GREEN, MY COWORKER. AND WE HAVE TWO MORE SITTING OUT IN THE AUDIENCE CASE CASEWORKER AND DIRECTOR. GOOD EVENING, LADIES. GOOD TO SEE YOU ALL AGAIN. THANK YOU. JUST TWO QUESTIONS. ONE, HOW WILL YOU MEASURE WHEN WE TALK ABOUT THE MEASURABLE OUTCOMES? HOW IS IT BEING MEASURED THROUGH YOUR ORGANIZATION? AND TWO, CAN YOU JUST EXPLAIN THE TIE IN OR THE TIE BACK TO THE CORONAVIRUS IN REGARDS TO YOUR APPLICATION? WE SCREEN EVERYBODY BEFORE WE ACCEPT THEM AS A CLIENT. AND ONE OF THE QUESTIONS WE ASK, HAVE YOU BEEN EITHER GOTTEN CORONAVIRUS OR BEEN AFFECTED BY IT? AND THEY HAVE TO EITHER BRING IN PROOF THAT THEY HAD CORONAVIRUS OR THEIR PAY STUBS THAT SHOW THAT THEY MISSED WORK BECAUSE THEY COULDN'T GO BECAUSE EITHER THEIR JOB SHUT DOWN OR THEY COULDN'T GO. AND THE OTHER QUESTION. MEASURABLE OUTCOMES. SO LIKE HOW HOW DO YOU MEASURE YOUR SUCCESS OR HOW DO YOU MEASURE THOSE THAT MIGHT FALL THROUGH THE CRACKS? SO WE DO CASE MANAGEMENT WITH THEM, WE DO BUDGETING WITH THEM, AND WE CALL WE CONTINUE TO FOLLOW UP WITH THOSE CLIENTS IN 3 TO 4 MONTHS CHECKING ON THEM. AND TO BE HONEST, THEY CALL US BACK IF THEY NEED US AGAIN. THANK YOU. NANCY, JUST IF SHE'S SAYING THAT THEY'RE THERE CHECKING THAT THEY HAVE HAD CORONAVIRUS, IS THAT AN ACCEPTABLE THAT MAKES THEM ELIGIBLE OR THEY HAVE TO HAVE SOME SORT OF FINANCIAL IMPACT FROM. COVID. SOMEONE SIMPLY HAVING COVID MAKES THEM ELIGIBLE. LIKE SHE MENTIONED, THEY WOULD BRING IN PAY STUBS, OR IF THEY PROVE THAT THE TYPICALLY THEY'RE GOING TO FILL THAT GAP OF RENT OR UTILITY. SO IT'S MORE THAN JUST HAVING HAD COVID. THERE HAS TO HAVE BEEN SOME ANCILLARY EFFECT. AND TO FOLLOW UP ON HIS QUESTION ABOUT OUTCOMES. WHAT WOULD YOU GUYS CONSIDER A SUCCESSFUL OUTCOME? YOU'RE SAYING YOU'D CALL WITHIN 3 TO 4 MONTHS, BUT TYPICALLY WITH A RAPID REHOUSING OR ANY KIND OF FUNDING LIKE THAT, THAT'S A SIX MONTH AT LEAST INTERVENTION. HOW FAR OUT ARE YOU CALLING TO MAKE SURE THAT THEY REMAIN STABLE, HOUSED WITH THE FUNDS THAT YOU GUYS WERE ABLE TO PROVIDE? I CAN TELL YOU THAT I KEPT MY CLIENTS FROM PALM BAY FOR THE WHOLE YEAR. IF I GOT THEM IN JULY, I KEPT THEM UNTIL JUNE. I DID NOT CLOSE ANY OF THEM OUT UNTIL JUNE. AND WHAT YOU REMEMBER, WHAT YOUR SUCCESS RATE WAS WITH THAT. AS FAR AS I KNOW, EVERYBODY WAS SUCCESSFUL BECAUSE WE MAKE SURE THEY'RE SUSTAINABLE. SO I HAVE I'VE GOT ONE QUESTION. GO AHEAD. I. RIGHT AT THIS MOMENT IN TIME. YOU HAVE THOSE 15 PARTICIPANTS ON A WAITING LIST? NO, SIR. BUT WE GET AT LEAST 40 CALLS A DAY. I'D SAY RIGHT NOW WE HAVE ABOUT I HAVE ABOUT THREE APPOINTMENTS ALREADY SET UP FOR THIS WEEK AND THAT NEXT WEEK ALREADY. MY COWORKER HAS ANOTHER APPOINTMENT SET UP FOR THIS WEEK AND WE GET 40 CALLS A DAY AND SOME OF THEM ARE PALM BAY BECAUSE THEY SO. [00:25:04] HOW DOES IT COME UP TO LIKE, I UNDERSTAND THAT IF YOU TAKE 30,000 AND DIVIDE IT BY 15, YOU COME UP TO 2000. UNDERSTAND THE MATH. BUT ARE SOME OF THOSE PEOPLE GOING TO NEED ASSISTANCE FOR THREE MONTHS, SIX MONTHS? WELL, SOME OF THEM JUST NEED ONE MONTH'S WORTH OF ASSISTANCE. FROM MY PERSPECTIVE OF BEING HERE IN PALM BAY LAST YEAR, SOME OF THEM NEEDED A MONTH, SOME OF THEM NEEDED THE THREE MONTHS. WE ARE WE TYPICALLY DO NOT DO A SIX MONTHS OUT. OKAY. SO IT'S POSSIBLE THAT. YOU MIGHT EVEN NOT BE ABLE TO SERVE 15 PEOPLE. RIGHT? OR WILL IT BE EASILY BE ABLE TO? WE WE EXCEEDED OUR DELIVERABLES LAST YEAR. ARE THESE PEOPLE THAT ARE CURRENTLY IN A LOCATION AND THEY ALREADY HAVE A PLACE TO RENT AND THEY JUST DON'T HAVE THE MONEY FOR UTILITIES AND RENT? CORRECT. THEY'VE HAD AN EMERGENCY THAT THEY CANNOT. THERE'S BEEN A CAR BREAKING DOWN. THERE'S BEEN MEDICAL BILLS. THE LATEST ONE, I HAD SOMEONE THAT HAD CANCER AFTER HAVING COVID AND SHE JUST COULDN'T GO TO WORK BECAUSE SHE WAS DOING CHEMO. DOES YOUR ORGANIZATION. EVER INTERACT WITH THE LANDLORDS TO RENEGOTIATE RENTS OR WORK OUT PAYBACK PERIODS OR. YOU KNOW, WE DO NOT WE DO NOT DO PAYBACKS BECAUSE WE'D HAVE TO PAY THE CITY BACK IF WE GOT PAID BACK. BUT WE DO NEGOTIATE WITH LANDLORDS TRYING TO GET THE RENT DOWN. WE SOMETIMES GIVE EXTRA DEPOSIT IF THEY'VE HAD SOME BACKGROUND THAT WON'T GET THEM IN. YOU'RE ALWAYS IN CONTACT WITH THE LANDLORD. OKAY. ALRIGHTY. THANK YOU VERY MUCH. YOU'RE WELCOME. YEAH. MY QUESTIONS WERE ALONG THE SAME LINES WITH THE SERVING, BECAUSE THE LAST REPORT SAYS THAT YOU EXCEEDED THE AMOUNT OF PEOPLE. NOW YOU ONLY HAVE $30,000. AND IF SOMEONE NEEDS THREE MONTHS RENT VERSUS TWO, THEN MATHEMATICALLY, YOU'RE LIMITING WHO YOU CAN SERVE NEXT. SO I THINK THAT'S WHERE YOU ARE ABLE TO LEVERAGE FUNDS. OTHER THAN THIS, I SEE 7000, BUT IS 7500 IN KIND THAT SOMETHING TO MATCH LOOKING FOR TO LEVERAGE? BUT YOU ANSWERED THE QUESTIONS BECAUSE I WAS ALONG THAT LINE. THANK YOU. WELCOME. SO I WAS CURIOUS BECAUSE LAST YEAR YOU SERVED YOU SAID 50. ALTHOUGH 30 WAS THE INTENDED AND THERE WAS SUFFICIENT FUNDS FOR 50 BECAUSE SOME OF THEM ONLY NEEDED A MONTH AND WE COULDN'T PAY UTILITIES WITH THAT ONE. SO YOU FEEL THAT THE 15 PARTICIPANTS, BASED ON THE FUNDS THAT ARE GOING TO BE AVAILABLE OR THE FAMILIES THAT YOU ANTICIPATE IN THE NEXT YEAR WILL BE ABLE TO BE SERVED SUFFICIENTLY WITH JUST THESE FUNDS, CORRECT? YES. AWESOME. THANK YOU. QUESTION. THANK YOU VERY MUCH, LADIES. BY NEXT. WE HAVE GREATER MELBOURNE, PAL. OKAY. HI, MY NAME IS RUFUS WILLIAMS, PRESIDENT OF MELBOURNE POWELL AND WITH ME TODAY IS MARTINA JONES, OUR EXECUTIVE DIRECTOR, THE ONE THAT RUNS AND WE ARE APPLYING FOR BOTH THE CCB AND THE OTHER GRANT. THANK YOU AND GOOD TO SEE YOU ALL AGAIN. THANK YOU. SO, Y'ALL, TWO DAYS AGO. THEY DO A GREAT JOB, YOU KNOW, WITH THEIR WITH THEIR PROGRAM AND GETTING THE KIDS OFF THE STREET. AND THEY HAD A LOT OF GREAT BASKETBALL GAMES. AND THOSE THOSE KIDS ARE SOME OF THOSE GIRLS ARE SCHOOLING SOME OF THE BOYS. SO IT WAS FUN TO WATCH. JUST I HAVE QUICK THREE QUESTIONS. TWO OF THEM WERE SIMILAR TO THE PREVIOUS QUESTION. ONE MEASURABLE OUTCOMES, LIKE HOW DO YOU MEASURE THE SUCCESS OF THE PROGRAM TO THE TIME BACK TO COVERT? AND THREE, WHEN WE LOOK AT THE PAST PERFORMANCE, THERE WERE EXTRA FUNDS NOT EXPENDED. SO IF YOU COULD JUST ELABORATE ON THOSE THREE QUESTIONS. SO MEASURABLE OUTCOMES. RELATION TO COVERT AND THE FUNDS. A MEASURABLE OUTCOMES. WHAT I DO I SUPPORT WORK WITH THE GUIDANCE COUNSELORS AT THE SCHOOLS TO IDENTIFY THE KIDS WHO HAVE FALLEN BEHIND DUE TO COVID. SO THEY GIVE ME THE NAMES OF THOSE KIDS IN THE PALM BAY AREA. WE GO INTO THE SCHOOLS NOW, SO WE MEET THE KIDS IN THE SCHOOL. [00:30:01] SO WE'RE AT MALABAR ELEMENTARY, PALM BAY ELEMENTARY, AND WHERE IT STONE SCHOOL. SO WE'RE MEETING THOSE KIDS TWICE A WEEK. AND WHAT WE DO ALSO, WE REQUIRE REPORT CARDS. SO I'M LOOKING AT THE REPORT CARDS TO SEE WHERE THEY'RE FALLING BEHIND. AND THAT'S WHAT WE'RE HONING IN ON. AND BASICALLY IT'S LOOKING LIKE MATH AND READING. SO WHAT WE'RE DOING NOW, WE'RE SETTING UP PROGRAMS ON THE COMPUTER FOR THEM FOR EXTRA WORK AND READING AND MATH. AND TO STONE MIDDLE SCHOOL. EVEN THOUGH IT'S IN MELBOURNE. THERE ARE KIDS THAT LIVE HERE, THAT LIVE IN PALM BAY THAT. OKAY. ALL RIGHT. SO I HAVE SEVEN SEVEN RIGHT NOW. I'M SEEING MY CHILD WENT TO STONE. SO IT'S KIND OF A MAGNET. YES, YES, YES. OKAY. AND THEN THE LAST QUESTION, YOU ANSWER BOTH OF THEM. THANK YOU SO MUCH. WITH IT WAS A FEW EXTRA. IT WASN'T MUCH, BUT IT WAS EXTRA FUNDS. SO SO THE FUNDS WISE, I. RIGHT NOW WE'RE ON TRACK TO SPEND ALL OF OUR FUNDS ON TRACK. SO IT SHOULD NOT BE ANY FUNDS REMAINING ON OURS RIGHT NOW. RIGHT. I DON'T KNOW WHETHER IT WAS REPORTED, BUT THE NUMBER OF KIDS RIGHT NOW WE'RE WE'RE ON TRACK TO SPEND ON SCHEDULE. SO ON THIS, OUR CONTRACT DOESN'T END TILL MARCH SOMETHING. YES, 7000. WE HAVEN'T ASKED FOR AN EXTENSION OR ANYTHING. WE'RE ON TRACK TO MEET THAT DATE. OKAY, THANK YOU. I'M GOOD. ANYONE ELSE. SO I WANTED TO KNOW HOW YOU SAID THAT YOU WORK WITH PORT MALABAR. PALM BAY ELEMENTARY IN STONE MAGNET. HOW WERE YOU PICKING THOSE SCHOOLS? ARE THEY BASED? BECAUSE I KNOW THERE'S SOME OTHER SCHOOLS IN PALM BAY THAT ARE REALLY, REALLY, REALLY STRUGGLING. AND I'M JUST WONDERING HOW YOU LANDED ON THOSE THOSE SCHOOLS. I REACHED OUT TO THE SCHOOLS AND SENT OUT AN EMAIL AND PLUS SOME OF THE ASSISTANT DIRECTORS OR ASSISTANT PRINCIPALS. SOME OF THE KIDS ARE IN OUR PROGRAMS AT THE BASKETBALL PROGRAMS. AND I REACHED OUT TO THEM AND SAID, HEY, WE'RE AVAILABLE FOR MENTORING, TUTORING. CAN YOU SET US UP TO COME INTO THE SCHOOL? SO THAT'S HOW I REACHED OUT AND THAT IN THAT CAPACITY I MAKE A RECOMMENDATION. ABSOLUTELY. THOSE WERE THE ONES THAT JUMPED UP AND SCREAMED, WE NEED HELP. WE NEED TO HELP STONE JUMP FIRST IN THE ELEMENTARY GAME. THAT'S AND IF THERE ARE OTHERS THAT WE CAN. BUT IT'S ALSO ABOUT GETTING THE STAFF TO GO THERE. SO AS WE GET ADDITIONAL SCHOOLS, YOU KNOW, WE'VE GOT TIME. HOPEFULLY WE GET THE CONTRACT TO CONTINUE. WE'LL CONTINUE TO ADD PEOPLE TO GO INTO THE SCHOOLS BECAUSE INITIALLY WE WERE TALKING ABOUT TRYING TO DO IT OUTSIDE, BUT WORKING WITH THE GUIDANCE COUNSELOR IN THE SCHOOL WAS THE BEST WAY. SO. IT'S NOT JUST A MATTER OF THOSE ONES WHO RAISE THEIR HANDS FIRST. I COMPLETELY AGREE. AND THE REASON THAT I SAY LET ME CAN I GIVE YOU SOME WORDS IS THAT WHEN I FIRST STARTED WORKING WITH THE POPULATION, THE POPULATION THAT WAS EXPERIENCING HOMELESSNESS, WE HAD A PILOT PROGRAM AND WE WERE PAIRED WITH THE SCHOOLS. AND SO I HAD MULTIPLE SCHOOLS THAT WERE IN PALM BAY. AND WHAT I NOTICED THE MOST IS THAT THE SCHOOLS THAT WERE THAT HAD GREAT STAFF AND THAT WE'RE DOING A LITTLE BIT BETTER, WE'RE QUICK TO GRAVITATE TOWARDS AN AMAZING PROGRAM LIKE THIS. YES. BECAUSE THEY WERE DOING OKAY AND THEY WERE ABOVE WATER. BUT WHAT I DID NOTICE IN I HAD ONE SCHOOL IN PARTICULAR, WHICH I WON'T NAME RIGHT NOW. WE CAN TALK LATER, BUT I COULD NEVER GET THEM TO A MEETING WITH ME. I HAD MULTIPLE KIDS IN THEIR SCHOOL. WHEN I WENT IN FOR A MEETING, WE SAT IN A CLASSROOM AND I STARTED HEARING COMMOTION NEXT TO ME AND IT WAS THEIR ROOM WHERE THEY JUST SENT KIDS WHO COULDN'T EVEN THEY WERE SCARED THEY WOULD THROW A CHAIR AT SOMEBODY ELSE. AND THE KIDS THAT I WAS SO WORRIED ABOUT THAT WERE HIGH ON MY LIST WEREN'T EVEN ON THEIR RADAR BECAUSE THE SCHOOL WAS STRUGGLING SO, SO MUCH. THEN FINDING TIME TO EVEN MEET WITH ME WAS A MIRACLE. SO I WOULD JUST ASK YOU TO. WHAT WE WOULD DO IS CALLED PROGRESSIVE ENGAGEMENT IS LOOK AT THOSE SCHOOLS THAT YOU CAN SEE ON PAPER ARE NOT AND WE KNOW SOME OF THEM ARE A PRESSURE COOKER RIGHT NOW. I KNOW THE ONE THAT I WAS AT, IT WAS A PRESSURE COOKER THERE FOR ALL THE STAFF. SO I WOULD JUST ENCOURAGE YOU TO DO SOME PROGRESSIVE ENGAGEMENT ON THOSE SCHOOLS BECAUSE WHAT YOU'RE DOING IS SO AMAZING AND THEY NEED IT. AND SO I KNOW IT'S EASY TO TAKE THOSE SCHOOLS THAT ARE LIKE RIGHT THERE, LIKE, WE'RE HERE TO PARTNER WITH YOU. BUT I WOULD ENCOURAGE YOU GUYS TO ENGAGE SOME OF THOSE SCHOOLS THAT ARE STRUGGLING WITH THAT PARTNERSHIP BECAUSE OF THE JUST THE STRUGGLES THAT THEY'RE HAVING. ABSOLUTELY. AND WE HAD ONE EXAMPLE OF WHERE IT WASN'T EVEN. MENTORS AND THEIR. I'LL WORK WITH THAT THAT DAY AS OPPOSED TO. DEALING WITH SOME OTHER WAY. SO, YOU KNOW, THAT'S A GOOD POINT. SCHOOLS THAT POTENTIALLY ARE MORE ORGANIZED, BUT IT MIGHT NOT BE THE ONES. ALL RIGHT. WE'LL LOOK AT. I LOVE TO PARTNER WITH YOU GUYS. I THINK YOU GUYS ARE DOING AMAZING STUFF AND IT'S SUCH AN INTRICATE INTERVENTION IN A CHILD'S LIFE AT THAT AGE TO HAVE THAT PERSON. [00:35:08] YES. WHEN THEY MIGHT NOT HAVE IT AT HOME. SO AND A LOT OF TIMES WHAT I NOTICE IS THAT THE PARENTS CARED. A THEY DIDN'T HAVE THE EDUCATION TO HELP THEIR CHILDREN. AND SO, YOU KNOW, THEY WOULD GO INTO MEETINGS AND DIDN'T EVEN KNOW HOW TO VOICE AN OPINION. SO HAVING SOMEBODY IT'S IT'S NOT ONLY THE KIDS YOU'RE HELPING THE PARENTS TO. I JUST HAVE A QUICK QUESTION. JUST BECAUSE I. I NOTICE YOU SAID MENTORING STUDENTS IT WAS 44 UNITS. WELL, CHILDREN AND. AND THEN I SEE HERE MENTORING AND IT SAYS UP TO 50 WITH THE SAME FUNDS. WHAT IS THAT DISCREPANCY? MENTORING. TUTORING. THE CV ONE IS ALL ABOUT WORKING ON EDUCATION KIND OF STUFF. THE OTHER ONE, WHICH HAS LESS KIDS, IS MORE ABOUT TRYING TO DO MORE. I'D SAY OUTSIDE THINGS, YOUR MENTORING, WORKING WITH THE PERSON ON A CONSISTENT BASIS, WHEREAS THE GUIDANCE COUNSELOR KIND OF GIVES US MORE OF THE CV KIND OF PEOPLE TO WORK WITH, TRY TO GET THEM BACK ON TRACK. AND IT'S MORE OF IN SCHOOL KIND OF STUFF. WE STILL DO MENTORING IN SCHOOL, BUT WE'RE WILLING TO WORK WITH THEM MORE OUTSIDE, TAKE TRIPS WITH THEM AND THOSE KIND OF THINGS. SO IT'S LESS KIDS KIND OF CLOSE TO THE SAME AMOUNT OF MONEY, BUT WE'RE DOING MORE WITH THEM CONSISTENT ACROSS A LONGER PERIOD. I HAD A QUESTION. IT WAS NOTED ON HERE THAT DURING YOUR ONSITE MONITORING VISIT THAT THERE WERE SIX FINDINGS AND TWO CONCERNS THAT WERE IDENTIFIED. WHAT ARE YOU GOING TO BE DOING IN THE FUTURE TO RECTIFY THAT? THAT. RIGHT NOW WE HAVE I THINK IT'S DOWN TO TWO ITEMS REMAINING ON THAT. AND WE HAVE UNTIL, I THINK, THE 23RD TO GET THAT DONE. AND ONE IS FINANCIAL PROCEDURE UPDATE AND. AND THE FINANCIAL CODES, ALL THE OTHER ONES, THE FOULS, ALL THOSE THINGS HAVE BEEN RESOLVED AND WE'RE PUTTING THEM IN AS WE GO. BUT WE HAVE TWO MORE FINDINGS TO RESOLVE. YOU'RE COMFORTABLE GOING FORWARD THAT YOU'RE GOING TO REMAIN IN COMPLIANCE? YEAH. YEAH, I THINK WE HAVE SUBMITTED EVERYTHING TO THE OFFICE. THE OFFICE HAS BEEN BACK OUT AND ACTUALLY CHECKED THE ON SITE STUFF AGAIN, THE FOLLOW UP. SO THOSE HAVE BEEN RESOLVED. ARE OFFICERS INVOLVED WITH THE PROGRAM AND IF SO AVERAGE, HOW MANY DO YOU HAVE COME OUT OR OFFICERS ARE INVOLVED? AS MUCH AS WE CAN GET THEM INVOLVED, YOU KNOW, AND THE ACTIVITIES AND THINGS LIKE THAT, YOU KNOW, BUT IT'S NOT A PLANNED ACTIVITY. YOU KNOW, JUST LIKE AT THE GYMS, WE TRY TO GET THEM TO COME UP THERE. IF WE TAKE THEM SOMEWHERE, WE TRY TO GET THEM INVOLVED. SO JUST LIKE WITH THE SOCCER THINGS THAT WE DO WITH THE OFFICERS ACTUALLY COACH THAT KIND OF STUFF. SO THEY'RE ACTUALLY THE COACHES OF THE SOCCER, YOU KNOW, SO WE HAVE THEM INVOLVED. BUT A LOT OF TIMES, YOU KNOW, IT'S GETTING THEM, SCHEDULING THEM IN THOSE KIND OF THINGS OTHER THAN THAT. BUT YEAH, THEY'RE INVOLVED. SO SO WHAT IT SOUNDS LIKE SO MOST OF IT IS ON THE BACKS OF YOU TO. RIGHT. OUR VOLUNTEERS. YES. AND THEN WHEN YOU CAN'T GET OFFICERS IN, YOU GET THEM. ABSOLUTELY. YES. YES. JUST LIKE OUR, YOU KNOW, NOT INVOLVED HERE, BUT JUST LIKE THE SUMMER CAMP, YOU KNOW, WE HAVE LOTS OF OFFICERS AVAILABLE FOR SRO KIND OF BECAUSE SROS ARE NOT IN THE SCHOOL. SO WE GET MORE SUPPORT DURING THE SUMMERS FOR THE THINGS THAT WE DO THERE. BUT WE TRY TO GET THEM INVOLVED AS MUCH AS WE CAN. BUT I'M NOT GOING TO SAY, YES, THEY ARE. I APPRECIATE IT. THAT'S ALL RIGHT. THANK YOU. HEALTH. THANK YOU. THANK YOU. NEXT, WE HAVE HELPING SENIORS OF BREVARD. HAVE ANY QUESTIONS? YOU COULD STATE YOUR NAME FOR US. SO I'M KERRY FINK, EXECUTIVE DIRECTOR WITH HELPING SENIORS. I'M NANCY DEARDORFF. OPERATIONS DIRECTOR AND SENIOR CARE NAVIGATOR WITH HELPING SENIORS. I'M VINNIE RICHARDSON. KRISTIN, HOUSING MINISTRY. SO IS IT MY UNDERSTANDING THAT YOU GUYS TYPICALLY HELP SENIORS? CORRECT. BUT IN HERE, IT LOOKS LIKE YOU'RE FOCUSING ON FAMILIES. CORRECT. SO CAN YOU EXPLAIN TO ME HOW NORMALLY YOU'RE WORKING WITH SENIORS? AND I WOULD ASSUME THAT YOU GUYS HAVE BECOME GOOD AND PROFICIENT AT WORKING WITH SENIORS. HOW ARE YOU MAKING THAT TRANSITION AND HOW ARE YOU GOING TO WORK WITH FAMILIES, WHICH IS A COMPLETELY DIFFERENT DEMOGRAPHIC? THANK YOU. GOOD QUESTION. SO WE'RE IN OUR 12TH YEAR OF SERVICE, AS YOU NOTED, SERVING SENIORS. WHEN JOE STECKLER FOUNDED US, WE SET OUT TO BECOME AN INFORMATION HUB FOR SENIORS IN BREVARD COUNTY AND ALSO TO PROVIDE A LOT OF MEDIA AND OUTREACH LIKE THAT. SO FOR 12 YEARS, WE'VE OPERATED OUR SENIOR INFORMATION HELP A FREE CALL. [00:40:04] LAST YEAR WE WERE ABSOLUTELY BLOWN OUT OF THE WATER. WE TOOK 5000 CORRECT ME IF I GET THIS WRONG, 5384 THREE 5384 CALLS. THAT'S WELL OVER DOUBLE WHAT WE DID THE PRIOR YEAR. AND THE THE VAST MAJORITY OF THE INCREASE CAME BECAUSE OF HOUSING CONCERNS. SO WE WERE VERY FORTUNATE LAST YEAR TO GET A GRANT WITH BREVARD, CDBG. AND THROUGH THAT PROCESS WE HAD THE PRIVILEGE OF MEETING VINNY RICHARDSON, WHO WAS HELPING A GROUP CALLED HOUSING FOUNDATION OF AMERICA. AND NANCY AND VINNY STARTED WORKING TOGETHER BECAUSE THE CALLS WE GET REALLY WERE OUT OF OUR WHEELHOUSE OF EXPERTISE, EXCEPT LITERALLY BREVARD TO ONE ONE IS REFERRING TO US. THE HOUSING AND HUMAN SERVICES DIVISION IS CALLING US BECAUSE THEY KNOW OUR REPUTATION FOR WORKING WITH SENIORS. SO WHAT WE SAID WE WOULD LIKE TO DO IS TRY TO GET OURSELVES IN A BETTER SPACE TO WORK ON SOME OF THE PROGRAMS. VINNY IN PARTICULAR JUST HELPED US A LOT. WE WOULD SHE WOULD HELP US WITH PEOPLE WHO ARE FACING FORECLOSURE, EVICTIONS, THINGS LIKE THAT, AND WE WOULD JUST TEAMWORK TOGETHER. SO WHEN WE SAID THERE WAS AN OPPORTUNITY TO GROW AND DEVELOP TOGETHER, WE SAID, LET'S LET'S LET'S MAKE A RUN AT THIS BECAUSE THIS IS NOT A PROBLEM THAT'S GOING AWAY. SO SO YOU'RE GOING TO BE FOCUSING THIS IS GOING TO BE FOCUSING ON JUST FAMILIES, THOUGH NOT ALL OF THE ABOVE ARMY AND OUR SERVICES TO SENIORS. BUT LET ME TELL YOU, WE CALL WE HANDLE EVERYBODY WHO CALLS IN. SO TO GIVE YOU AN EXAMPLE, I MEAN, I CAN GIVE YOU STORY AFTER STORY ABOUT THE SENIOR HOMELESSNESS SITUATION, BUT A LOT OF TIMES THE SENIOR IS IMPACTED BY SOMETHING THAT'S GOING ON WITH THE FAMILY THAT THEY LIVE WITH. AND SO IT'S NOT AS SIMPLE AS JUST ISOLATING THE SENIOR AND SAYING, HERE'S WHAT WE'RE GOING TO DO. SO OUR COMMITMENT IS WE'RE GOING TO HELP IF WE CAN. THAT'S MY MAIN CONCERN, IS THAT I WORK CLOSELY. YOU KNOW, I'VE TALKED TO THE HOUSING AUTHORITY AND I TALK TO PEOPLE. AND WHAT I'M PROFOUNDLY HEARING OVER AND OVER AGAIN IS THAT WE ARE HAVING AN EPIDEMIC OF SENIORS THAT ARE BEING EVICTED. AND WHAT I HAVE SEEN IN WORKING WITH THIS POPULATION IS THAT FAMILIES NEED HELP, BUT THEY TEND TO FIGURE IT OUT A LOT BETTER THAN A SENIOR WHO'S BEEN LIVING IN A HOME FOR SOMETIMES 15 TO 20 YEARS. AND NOW THEY'RE IN A POSITION WHERE THEIR RENT HAS BEEN INCREASED DRASTICALLY AND THEY JUST HAVE NO NO REALM OF HOW TO HANDLE THAT. AND SO I JUST WANT TO MAKE SURE THAT YOU GUYS ARE STILL GOING TO BE FOCUSING ON THE SENIORS THAT ARE IN DESPERATE NEED OF THIS. THIS SERVICE. THIS SERVICE IS ONE THAT WHEN WE HAD A MEETING RECENTLY, I WAS LIKE, WE NEED THIS KIND OF SERVICE. WE NEED A SERVICE THAT'S GOING TO HELP ADVOCATE WITH THE LANDLORDS AND EDUCATE, EDUCATE THE TENANTS ON THEIR RIGHTS. SO I JUST WANT TO MAKE SURE THAT, AGAIN, THAT THAT SENIOR POPULATION IS GOING TO STILL BE A PART OF WHAT YOU'LL BE SERVING. YEAH, TWO QUICK ANECDOTES AND IF YOU CAN GIVE LIKE A 22ND EXPLANATION OF THE SENIOR, WE HELPED 87 YEAR OLD VET, KOREAN WAR VET HERE IN PALM BAY HOMELESS. SO HI, MY NAME IS NANCY DEARDORFF. I'M THE OPERATIONS DIRECTOR. I PREFER TO CALL MYSELF A SENIOR CARE NAVIGATOR, AND I'M THE ONE THAT TAKES THE CALLS. AND YES, LAST YEAR, 2022, WE TOOK OVER 5300 CALLS FROM SENIORS AND FAMILIES BECAUSE A LOT OF TIMES THE FOLKS THAT ARE CALLING OUR OUR FAMILIES, INCLUDING FROM OUTSIDE OF FLORIDA, ALL OVER THE COUNTRY, THEY FIND US ON THE WEB. THEY FIND US THROUGH VARIOUS MEANS AND THEY GIVE US A CALL. AND, YOU KNOW, WE ALWAYS ASK THAT, HOW DID YOU HEAR ABOUT US? A LOT OF TIMES IT'S THE WEB. SO IN SEPTEMBER, 87 YEAR OLD UNITED STATES AIR FORCE VETERAN WHO WAS A TEN YEAR OLD, ACTUALLY, MAYBE MORE. MY HISTORY GOES BACK WITH THEM. A TEN YEAR RESIDENT OF PALM BAY WROTE OUR PRESIDENT AND FOUNDER, JOE STECKLER A LETTER. AND OUR PRESIDENT AND FOUNDER IS 88 YEARS OLD. AND HE DEPENDS ON CARRIE AND MYSELF. SO HE HANDED THIS LETTER OFF TO ME. HE SAID, COULD YOU FOLLOW UP WITH THIS GENTLEMAN? AND I SAID, CERTAINLY I WILL. AND I CONTACTED THIS GENTLEMAN, 87 YEARS OLD, LIVING IN A RENTAL HOME IN PALM BAY FOR TEN YEARS. IT WAS HIS HOME. IT'S WHERE ALL HIS STUFF IS. AND THEY DO SAY HOME IS WHERE YOUR STUFF IS. THE HOME WAS SOLD BY THE OWNER TO, I BELIEVE SOMEONE FROM CANADA IS WHAT HE TOLD ME. AND HE GOT BASICALLY A NOTICE TO GET OUT, STARTED WORKING WITH HIM BEFORE HE HAD TO GET OUT. THE SAD THING WAS AT 87, ALTHOUGH EXTREMELY SHARP, NOTHING WRONG WITH HIM AND HE DOES WALK INDEPENDENT, [00:45:07] IS ARTHRITIC, COULDN'T DIDN'T EVEN HAVE THE MEANS TO MOVE OUT OF HIS HOUSE, WHICH IS NOT ONLY AN EXPENSE BUT IS PHYSICALLY EXERTING. HAS A REGULAR INCOME. NOT A LOT, BUT A REGULAR INCOME. ALWAYS PAID HIS BILLS ON TIME, BUT DOESN'T HAVE THAT TWO, THREE, FOUR OR FIVE MONTHS THAT. THAT YOU NEED AS A NEST EGG. SO HE MOVED OUT OF HIS HOME THROUGH HELPING SENIORS OF BREVARD. WE WERE ABLE TO GET VOLUNTEERS TO HELP HIM CLOSE OUT HIS HOUSE, HIS RENTAL HOME IN PALM BAY, AND HE WANTED TO HAVE A GARAGE SALE OR STATE SALE, WHICH WE DID, SO HE COULD MAKE EXTRA MONEY BECAUSE HE NEEDED EVERY PENNY. HE. I'M GOING TO SPEED THIS UP. HE HE LEFT HIS HOME AND HE CHECKED INTO A PRETTY CRAPPY MOTEL OFF OF 192. NOT FIT FOR ANYONE, MUCH LESS THE UNITED STATES AIR FORCE VETERAN AT 87 AND PUT THE REST OF HIS THINGS IN STORAGE, WHICH ALSO COST $154 A MONTH THAT HE REALLY DIDN'T HAVE THE MONEY FOR. HE ALWAYS PAID HIS BILLS ON TIME, DOESN'T HAVE A HUGE SAVINGS, BUT REGULAR PAYER. GENTLEMAN SPENT THE EQUIVALENT OF THREE WEEKS SLEEPING IN HIS CAR. IN SOMETIMES VERY COLD WEATHER, AND HE WAS ALL STIFFENED UP, STARTED TO HAVE BALANCE AND AMBULATORY ISSUES BECAUSE OF SLEEPING IN HIS CAR. THROUGH HELPING SENIORS OF BREVARD AND OUR PRESIDENT AND FOUNDER JOE STECKLER, WHO WRITES ARTICLES REGULARLY IN SENIORS MAGAZINE AND HOMETOWN NEWS. WE WERE AND I'M FAST TRACKING THIS FORTUNATE ENOUGH TO GET TWO ANONYMOUS DONORS THAT COULDN'T STAND THE STORY, AND THEY DONATED BETWEEN THE TWO OF THEM ENOUGH FOR US TO PUT HIM UP IN A HOTEL, A NICE HOTEL IN PALM BAY. THE HYATT, BY THE WAY, WHICH HE THOUGHT WAS THE TAJ MAHAL FOR TWO WEEKS DURING THE CHRISTMAS HOLIDAYS, BECAUSE OUR ANONYMOUS DONORS COULDN'T STAND HIM SLEEPING IN THE CAR DURING CHRISTMAS. AND HELPING SENIORS OF BREVARD WAS ABLE TO FIND HIM PERMANENT HOUSING. THIS GENTLEMAN CHECKED OUT OF THE HYATT HOTEL. WHICH HE THOUGHT WAS THE TAJ MAHAL ON DECEMBER 26TH, GOT IN HIS CAR AND DROVE TO HIS PERMANENT HOUSING IN ROCKLEDGE, THANKS TO HELPING SENIORS OF BREVARD. BUT IT REALLY DID TAKE A VILLAGE FOR THAT TO HAPPEN. THIS WAS OVER THE COURSE OF TWO AND A HALF MONTHS. AND I WOULD HOPE YOU ARE LEVERAGING ALL THE OTHER AGENCIES AND THE VA AND THINGS LIKE THAT TO TO HELP WITH THE RESOURCES. I JUST WANTED TO ADD THAT, VINNIE, BECAUSE OF HER PASSION, HOW WE GOT TOGETHER WAS WE STARTED TALKING AFTER THE PRESENTATION AT BREVARD, CDBG, AND SHE SAID, I'M HERE TO HELP FAMILIES, BUT I HAVE A PASSION BEING A SENIOR. YOU PROBABLY COULD EXPAND THAT BETTER THAN I COULD. BUT SHE SAID, I REALLY WANT I HATE IT WHEN I SEE A SENIOR GO HOMELESS, WHICH IS WHY WE SAID WE GOT TO PARTNER UP AND TRY TO DO SOMETHING BECAUSE THE CALLS ARE OUT OF HAND, THE SITUATION'S OUT OF HAND, AND THIS IS OUR IDEA TO MAKE A DIFFERENCE. AND TWO, WE BELIEVE CHRISTIAN HAS A MINISTRY. WE BELIEVE THAT YOU CAN FEED ME A PLATE OF FOOD FOR A DAY. BUT IF YOU TEACH ME HOW TO GARDEN OR FISH ONE, YOU CAN FEED ME FOR A LIFETIME. AND WE BELIEVE THE SAME THING WITH CHRISTIAN HOW THE MINISTER FOR HOUSING IS CONCERNED. WE NEED TO TEACH PEOPLE WHAT THEY'RE DOING WRONG. WE NEED TO FIND OUT HOW THEY FELL INTO THE SITUATION THAT THEY FELL IN AND WHAT THEY'RE GOING TO DO TO MAKE THEM HELP MAKE THEM MORE HOUSING STABLE. WHAT CAN WE DO TO KEEP YOU FROM COMING BACK TO THIS SITUATION? BECAUSE RIGHT NOW THE MAJORITY OF THE PROGRAMS THAT WE HAVE IS A ONE OR TWO MONTH FIX. SO BUT CHRISTIAN HOUSING MINISTRY AND BOVARD HOUSING HELPING HELPING SENIORS ABOVE ALL. WE ARE PAIRING TOGETHER TO TRY TO DO SOME PERMANENT STABILITY IN HOUSING IN THE COUNTY. WHAT I'D LOVE TO SEE IS LIKE, LET'S SAY CATHOLIC CHARITY GETS SOME FUNDING TO HELP WITH MOVING COSTS, AND THEN YOU GUYS HAVE A SENIOR THAT MEETS THEIR PROGRAM THAT YOU GUYS COME TOGETHER AS AGENCIES THAT WERE BOTH FUNDED THROUGH PALM BAY AND SAY, LET'S TEAM UP TOGETHER. SO I JUST FOR ME, I LOVE TO SEE COLLABORATION BECAUSE YOU GUYS ARE INDIVIDUALLY YOU GUYS ARE ALL GREAT AGENCIES. I KNOW SOMETHING ABOUT EACH AND EVERY ONE OF YOU. ALL OF YOU ARE DOING GREAT STUFF. SO I JUST WOULD LOVE TO SEE YOU GUYS WORK TOWARDS LIKE, HOW ARE WE GOING TO BETTER COLLABORATE WITH EACH OTHER? AND WHEN YOU GUYS COME TO THESE THINGS AND TALK TO US ABOUT HOW YOU ARE COLLABORATING A NEW YEAR, COLLABORATING WITH AND THINGS LIKE THAT, BECAUSE TO US THEN THAT MAKES OUR DOLLARS GO FARTHER. IF WE KNOW THAT YOU GUYS ARE WORKING TOGETHER, LIKE IF YOU'RE THE EXPERT ON TEACHING THE CLASS AND CATHOLIC CHARITIES IS THE EXPERT ON, YOU KNOW, MAYBE SOMETHING ELSE, THEN YOU [00:50:07] GUYS CONTINUE TO BE INDIVIDUAL EXPERTS, BUT THAT YOU PARTNER TOGETHER AND COLLABORATE. IT TAKES A VILLAGE. YEAH, JUST A QUICK QUESTION. SERVING 100 PARTICIPANTS WITH THIS 37,000 AND IT SAYS YOUR TENANT COUNSELING. SO THAT'S A SEPARATE THING. ON THE 100 I C AGENCY INTENDS TO SERVE 100 PARTICIPANTS AND THEN DESCRIPTION OF TARGET CLIENTELE. TENANT COUNSELING WILL BE PROVIDED TO 50 QUALIFIED FAMILIES. AND THERE'S A WORKSHOP. ONE OF THEM IS WORKSHOP AND IT'S A WORKSHOP, AND THE OTHER ONE IS TENANCY COUNSELING. IF WE HAVE SOMEONE WHO HAVE AN EVICTION BUT THEY CAN'T GET TO THEY CAN'T WAIT ON A WORKSHOP, THEN WE WILL BRING THEM INTO THE COUNSELING PROGRAM AND WORK THEM THROUGH THEIR EVICTION PROCESS. SO BASED ON WHAT YOU DESCRIBED WITH THAT GENTLEMAN, HE WOULD HAVE BEEN GONE TO GO THROUGH THE COUNSELING PART. RIGHT AWAY HE WOULD BE THAT 51 OF THE 50 WOULD GO THROUGH THE COUNSELING TO GET NEW HOME. IT COULD BE EITHER ONE DAY A PERSON THAT HAVE AN EVICTION WHO IS GETTING READY TO GET PUT OUT. THEY ARE IN NEED OF MORE URGENT. AND THAT'S A COUNSELING THEN A PERSON WHO JUST WANTS TO TAKE A COURSE TO LEARN ABOUT THE EVICTION PROCESS, THE THREE DAY NOTICE, THE SEVEN DAY NOTICE OF WHAT THEIR RIGHTS ARE, THIS TYPE OF THING. SO THE $370 PER PARTICIPANT IS FOR EITHER COUNSELING OR WORKSHOP IS THE SAME COST. ALL RIGHT. THANK YOU. I'VE GOT I'VE GOT A QUESTION FOR YOU. IT GOES ALONG ON SORT OF WHAT? THEY SAID, BUT I DIDN'T QUITE UNDERSTAND. SO YOU'RE GOING TO CONDUCT. 12 WORKSHOPS ONCE A MONTH. CORRECT? YES. FOR THIS PART? YES. NOW, LET ME ASK YOU, WHEN YOU SELECT A DATE TO HAVE THAT WORKSHOP, DO YOU LIKE. TRY TO GET EVERYBODY IN YOUR PROGRAM TO ATTEND IT AND LEARN FROM IT. OR YOU JUST PICK SOME DATE AND AND MAYBE TWO PEOPLE WILL SHOW UP OR MAYBE NOBODY SHOWS UP. I MEAN, AND WHO WHO IS ACTUALLY DOING THE LEGAL WORKSHOP? HAVE YOU GOT ATTORNEYS THAT ARE DOING IT VOLUNTARILY OR ATTORNEYS THAT. OKAY. SO THE PEOPLE GIVING THE LEGAL ADVICE THAT'S VOLUNTARY. YES, IT WOULD BE PRO BONO. YOU OKAY? ONE ATTORNEY. OKAY. HOW'S YOUR MINISTRY? HAVE ONE SHOW. SO DO THE PARTICIPANTS PAY FOR IT? I MEAN, NO, THERE'S NO PAYPAL IF IT'S VOLUNTARY, IF IT'S GIVEN VOLUNTARILY. SO HOW DOES IT COME UP TO THREE, SEVEN, 370 BUCKS PER? NOW, DOES THAT MEAN THAT ONE ONE OF YOUR CLIENTS CAN ATTEND 12 OF THESE WORKSHOPS OR 50 OF THEM CAN SHOW UP EVERY MONTH FOR A YEAR? NO, I'M JUST GOING TO BE 50 PEOPLE, DIFFERENT ONES, OF COURSE, WHO COME INTO THE PROGRAM, MOSTLY THOSE THAT COME IN THROUGH THE HOUSING COUNSELING PROGRAM. AND WE'RE GOING TO TRY TO USE THEM. WE'VE ESTIMATED THAT WE'LL PROBABLY NEED APPROXIMATELY FOUR OR FIVE EVERY TWO WEEKS, AND WE WOULD LIKE TO DO THESE WORKSHOPS ON SATURDAYS. I'VE DONE THEM BEFORE. WE LIKE TO DO THEM ON SATURDAYS BECAUSE SATURDAY MORNINGS, BECAUSE THAT'S WHEN PEOPLE ARE MOSTLY FREE, BUT IT PAYS FOR ANY PHOTOCOPYING THAT HAS TO BE DONE. WE USE OVERHEAD PROJECTORS AND SLIDE SHOWS. IT PAYS TO IF WE HAVE TO USE THE LIBRARY, WE'RE USING THE LIBRARY FOR A CONFERENCE ROOM, BUT MOST OF THE TIME WE CAN JUST DO IT RIGHT WITHIN THE OFFICE BECAUSE THIS IS NOT A LOT OF PEOPLE. FOR US, 50 PEOPLE FOR A 12 MONTH PERIOD IS NOT GOING TO BE A LOT OF FOLKS FOR US. 100 PEOPLE ISN'T CERTAINLY NOT GOING TO BE A LOT OF FOLKS. SO HOW DOES THE COST COME UP TO AVERAGE $370 PER PARTICIPANT? I THINK I USE THE ESTIMATED ESTIMATED AMOUNT FROM HOOD BECAUSE I AM A HOOD APPROVED COUNSELOR AND WE ARE DOING HOOD EVERYTHING THROUGH HOOD. WE DO HAVE A CERTAIN STANDARDS THAT WE HAVE TO MEET IN CERTAIN CRITERIA THAT WE HAVE TO FOLLOW THROUGH HOOD AND [00:55:06] HOOD NORMALLY PAYS FOR ONE PERSON. HOOD PAYS $1,000. BUT WE THOUGHT THAT THROUGH THE COUNTY, WE COULD CHARGE ONLY $500 FOR EACH WORKSHOP. HOOD WILL PAY $1,000. BUT WE THOUGHT THAT THIS IS OUR COUNTY. THIS IS SOMETHING WE WANT TO PRESENT. SO THAT'S WHERE WE CAME UP WITH THE FIGURE. AND SEE THIS IS ON A REIMBURSEMENT BASIS, CORRECT. SO THEY HAVE TO SUBMIT WHATEVER THEIR EXPENSES FOR AND THEY'RE REIMBURSED. GOT IT. OKAY. THANKS A LOT. NO QUESTION. NO, MA'AM. I'D LIKE TO ASK THE HOUSING THAT YOU'RE TALKING ABOUT. I MEAN, I APPRECIATE THE FACT THAT YOU'RE GOING TO HAVE ATTORNEYS THERE TO HELP PEOPLE WHO ARE NOT UNDERSTANDING THE PROCESS OF WITH REGARDS TO THEIR LANDLORD. AND THINGS ARE VERY COMPLEX THESE DAYS. HOWEVER, PAST THAT, YOU TALK ABOUT HOUSING AND EDUCATION AND HUD ARE THE MATERIALS OR THE INFORMATION THAT YOU'RE GOING TO BE PROVIDING TO THESE FOLKS? YES, I DO HAVE A MAJOR. AND THE HERD REQUIRES THAT I USE IN ORDER TO PROVIDE THEIR COMPREHENSIVE HOUSING COUNSELING. AND THAT'S OUR GOAL, IS TO EVENTUALLY BE COMPENSATED THROUGH. SO WE HAVE TO WE HAVE TO ESTABLISH AN APPLICATION PROCESS THROUGH AN APPLICATION PACKET. THEN AT THE END IS WHAT I WOULD PRESENT TO YOU GUYS, BUT I WOULD PRESENT IT TO HUD FOR REIMBURSEMENT WOULD BE AN ACTION PLAN. YOU DECIDE WHAT THIS PERSON PROBLEM IS AND HOW TO BEST RESOLVE IT. WHAT DID YOU DO TO HELP THIS PERSON ACTUALLY RESOLVE IT? DID THAT ANSWER YOUR QUESTION? YES, MA'AM. THANK YOU. THANK YOU. GREAT. THANK YOU, GUYS. THANK YOU. OKAY. SO, NANCY, DO YOU WANT TO COLLECT THE SCORESHEET OR HOW WOULD YOU LIKE TO DO? YOU'RE GOING TO. THAT'S. DO YOU WANT TO TAKE A FIVE MINUTE RECESS? WE'RE GOING TO TAKE A FIVE MINUTE RECESS. WE NEED TO ADD. OKAY. ALL RIGHT. OLD EYES. I HAVE CATHOLIC CHARITIES RANKED FIRST GRADER GREATER MELBOURNE. POWELL RANKED SECOND, HELPING SENIORS OF BREVARD RANKED THIRD. BREVARD ALZHEIMER'S FOUNDATION RANKED FOURTH. AND NOW WE HAVE $127,556 OF AVAILABLE FUNDING. BUT I BELIEVE ALL FOUR OF THOSE TOTALS 140,000. SO WE HAVE A SHORTFALL OF $12,993 AND SOME CHANGE. SO HOW WOULD THE BOARD LIKE TO PROCEED, MR. JOHNSON. I WOULD LIKE TO MAKE A MOTION TO AWARD CATHOLIC CHARITIES AND GREATER MELVIN POWELL THE FULL REQUESTED AMOUNT WITH HELPING SENIORS OF BREVARD. BEING ALLOCATED THE REMAINDER AMOUNT. THINK. CAN'T WE FIND ALL THREE OF THE. STILL HAVE MONEY LEFT. I THINK THAT WE CAN FUND ALL THREE OF THOSE AND WE CAN FUND THE FOURTH ONE. JUST NOT. OKAY THEN. THEN I'D LIKE TO AMEND MY MOTION TO NOT. WE DO THAT. I KNOW THIS HAS COME UP IN THE PAST AND WE HAVE TO MAKE SURE THAT THE PERSON WHO YOU'RE GOING TO GIVE LESS WILL WANT THAT FUNDS UNTIL BECAUSE IF IT'S LESS THAN THAT EVEN MAKES SENSE FOR THEM. SO THAT'S SOMETHING THAT WE HAVE TO I MEAN, HOW MUCH IS REMAINING? THAT'S SOMETHING THEY WOULD HAVE TO LET US KNOW IF THAT WOULD BE OKAY. IT'S GOING TO BE LIKE, YES, I CAN COME UP, I CAN DO IT. YEAH, WE WILL DEFINITELY TAKE IT. WE JUST MADE THE SCALE DIFFERENTLY INSTEAD OF THE 75, YOU KNOW, A LITTLE BIT LESS. BUT ABSOLUTELY, WE'LL DEFINITELY TAKE A. WE HAVE A MOTION AND A SECOND ALL THOSE. THEN, THEN. THEN I NEED TO AMEND MY MOTION. OKAY, GO AHEAD. SO I'D LIKE TO AMEND MY MOTION FOR FULL FUNDING FOR CATHOLIC CHARITIES, GREATER MELVIN POWELL HELPING SENIORS OF BREVARD, AND THE REMAINDER GOING TO BREVARD. ALL TIMERS. SO I CAN GET A SECOND ALREADY. DO YOU WANT TO? OKAY, SO WE HAVE A MOTION IN A SECOND. ALL THOSE IN FAVOR SAY I, I, I OPPOSE AND I VOTE. [01:00:01] I IN THAT MOTION PASSES. NEXT, YOU'RE MOVING ON TO SCORING AND EVALUATION OF CDBG FUNDING REQUESTS FOR FISCAL YEAR 2023 24 ANNUAL ACTION PLAN. YOU WANT TO DO THE SAME, WE'LL JUST GO DOWN THE LIST, AND IF WE HAVE QUESTIONS, WE'LL CALL EACH AGENT. OH, MR. JOHNSON, LET ME TURN IT OVER TO YOU. SORRY. THANK YOU. I MEANT TO DO IT BEFORE WE STARTED THE LAST LAST BATCH OF APPLICANTS. BUT IF STAFF CAN GO OVER OUR PRIORITIES, OUR 2022 TO 2027 CONSOLIDATED PLAN PRIORITIES. JUST BECAUSE I KNOW WE HAVE SOME NEW BOARD MEMBERS THAT MIGHT NOT KNOW ALL THE PRIORITIES. AND JUST AS A REFRESHER FOR CURRENT BOARD MEMBERS, SO WE CAN SEE LIKE WHAT WE PRIORITIZE AS THE TOP NEEDS FOR WHAT WE WANT FUNDED. THESE WERE ALSO PROVIDED AT YOUR SEATS AS WELL. SO FOR PUBLIC SERVICE PRIORITIES, THE BOARD AS A HIGH PRIORITY FOR THIS YEAR IS YOUTH SERVICES, TRANSPORTATION SERVICES, SUBSTANCE ABUSE SERVICES, BATTERED AND ABUSED SPOUSES, CRIME AWARENESS. FAIR HOUSING ACTIVITIES. TENANT. LANDLORD COUNSELING. ABUSED AND NEGLECTED CHILDREN. MENTAL HEALTH SERVICES AND RENTAL HOUSING SUBSIDIES FOR YOUR NON PUBLIC SERVICE PRIORITIES. IT WAS PUBLIC FACILITIES IMPROVEMENTS ALMOST FACILITIES ABUSED AND NEGLECTED CHILDREN, YOUTH CENTERS, ECONOMIC DEVELOPMENT, ASSISTANCE TO FOR PROFITS AND ECONOMIC DEVELOPMENT, TECHNICAL ASSISTANCE. SO THIS LIST WAS PROVIDED TO THE AGENCIES IN THE PACKAGE AND THEN IT WAS ALSO HIGHLIGHTED FOR THEM TO MARK IF ONE OF THESE WERE WAS WHAT THEY WERE REQUESTING FUNDS FOR. QUESTIONS ON PRIORITY. THE AGENCY. OKAY. SO WE'RE GOING TO START WITH AGING MATTERS IN BREVARD. THE BOARD HAVE ANY QUESTIONS ON THIS APPLICATION? AT THE TIME, MY ONLY COMMENT WAS GOING TO BE VERY THOROUGH APPLICATION THEM YEAR AFTER YEAR AND I APPRECIATE. THE AMOUNT OF TIME THAT THEY OBVIOUSLY PUT INTO IT. VERY EASY TO READ LOTS OF. AGAIN. BREVARD. ALZHEIMER'S FOUNDATION. HAVE ANY QUESTIONS ON THAT ONE? I THINK THEY. BECAUSE THIS ONE IS WITH TRANSPORTATION, CORRECT? YES. I DON'T KNOW IF JUST FOR THE NEWER BOARD MEMBERS KNOWING THAT THEY'RE NOT NECESSARILY DOING FOOD DELIVERY AT THIS TIME, THIS IS TRANSPORTATION. SO IF YOU WANT TO IF IT PLEASES THE BOARD TO HAVE THEM ELABORATE A LITTLE BIT ON YOUR TRANSPORTATION SERVICE. AH, THAT ONE IS CALLED. THESE SERVICES. WANT TO GIVE US A QUICK. SAY YOUR NAME AND THEN JUST GIVE US A QUICK RUNDOWN OF THIS PARTICULAR PROGRAM FOR THE CDBG FUNDING. AGAIN, MY NAME IS SHAWN O'DELL WITH BARBARA OLSON FOUNDATION. AND THIS IS FOR OUR SAFE RIDE AND NON-EMERGENCY MEDICAL TRANSPORT. SO THIS IS PROVIDING NON NON-EMERGENT MEDICAL TRIPS TO SENIORS. I HAVE A LITTLE HAND OUT HERE. SO THIS IS TAKING TAKING SENIORS TO DOCTORS, GROCERY, ANYTHING, NOT NON-EMERGENCY, NOT NOT LIKE FINGERNAILS AND THAT KIND OF STUFF, BUT ANYTHING THAT THEY NEED THAT THEY DON'T HAVE TRANSPORTATION FOR. IT'S A IT'S A HUGE ISSUE. WE GET CALLS EVERY DAY FOR TRANSPORTATION SERVICES. WE'RE THE SECOND LARGEST PROVIDER OF PARATRANSIT. PARATRANSIT SERVICES OUTSIDE OF SCAT. IN OUR COUNTY, WE HAVE ABOUT 17 VEHICLES SERVING INDIVIDUALS, NOT ONLY TWO HOUR TO HOUR DAY CARE CENTERS ALL OVER THE COUNTY, BUT ALSO, LIKE I SAID, TO GROCERIES AND DOCTORS AND THE VA AND ALL THAT STUFF. HERE. IT SAYS YOU'RE LOOKING TO SERVE 5000 OR 5000 TRIPS. IS THAT WHAT THAT IS? VERSUS 5000 PEOPLE? 5000? IT'S 5001 WAY TRIP. SO IT'S 5000 PEOPLE AS WELL. SO JUST SO I KNOW EACH OF US HAS ONE PERSON OR IS IT YOU AND JUST PICK UP PEOPLE ALONG THE WAY. NO. YEAH. IT'S IT'S ONE PERSON PER TRIP. YES, MA'AM. AND IT COULD BE IT COULD BE OUR BIG BUS, IT COULD BE OUR SMALLER VEHICLES. THE BIG BUSSES ARE USED IF THEY IF THEY NEED LIKE A WHEELCHAIR PICKUP OR WALK OR THAT KIND OF. [01:05:05] BUT USUALLY JUST ONE ONE PERSON. YES, MA'AM. I REMEMBER WHEN THEY WERE HERE BEFORE ONE OF THE ISSUES THAT SOMETIMES PEOPLE HAVE WITH THAT. VEHICLE WITH AROUND, CORRECT? YEAH. THIS IS SO I THINK THE PEOPLE LIKE IT BETTER BECAUSE THEY GO STRAIGHT TO THEIR DESTINATION. RIGHT. WAIT ON THAT. OKAY. AND ALL OF OUR DRIVERS ARE PAID. THEY DON'T. THEY'RE NOT VOLUNTEER. IT'S. IT'S THEIR JOB TO GO AND PICK YOU UP WITH YOU AND BRING YOU BACK. ASSETS. IT'S THE WE BUY IT THROUGH THE COUNTY, SO IT'S KIND OF GO THERE. SO YEAH. SO THEY BUY IN ADVANCE AND THEN. YES. AND. OKAY. WELL, SIR, I'VE. I'VE GOT ONE QUESTION. YES, SIR. UM. YOUR 5000 TRIPS. HOW DID YOU COME UP WITH THAT VERSUS 4000 VERSUS 7500 VERSUS 11,000? WE JUST BASED ON THE TRIPS THAT WE'RE DOING CURRENTLY, WE HAVE WE UNFORTUNATELY, WE HAVE TO TURN DOWN PEOPLE BECAUSE WE DON'T HAVE EITHER THE ABILITY OR THE FUNDS TO DO THAT. SO IT'S JUST WE CAN DEFINITELY PROVIDE THOSE TRIPS. UNFORTUNATELY, WE DON'T HAVE USUALLY THE FUNDS TO DO THAT. WE HAVE PEOPLE AND WE HAVE THE VEHICLES. BUT WITH THE AMOUNT OF PEOPLE THAT WE HAD TO TURN DOWN, WE SHOULD BE THAT NUMBER EASY, ESPECIALLY IF THE DAY TO DAY THING AS WELL. BECAUSE THIS DOES ALSO INCLUDE OUR DAY CARE TRANSPORTATION AS WELL. PEOPLE COMING FROM FROM PALM BAY TO ONE OF OUR CENTERS, EITHER IN BAREFOOT BAY OR OUR MELBOURNE FACILITY. I DIDN'T UNDERSTAND MOST OF THAT. LET ME ASK THAT QUESTION AGAIN. SO. YOU BASE IT ON PAST STATISTICS? YES, SIR. SO CURRENTLY WE HAVE. SO THIS ONLY NOT ONLY DOES THIS PROVIDE FOR DOCTORS RUNS AND GROCERY GROCERY RUNS AS WELL, BUT ALSO TO OUR DAY CARE CENTERS. SO BASED ON OUR NUMBERS, OUR DAILY NUMBERS FOR OUR DAY CARE CENTERS, WE ARE ABLE TO KIND OF EXTRAPOLATE OUT TO GET THAT NUMBER. SO IN ONE YEAR FROM NOW, WE'LL HAVE YOU BE ABLE TO SORT OF TELL US YOU DID 5000 TRIPS OR. YES, SIR. 5500 OR WHATEVER? YES, SIR. THIS IS SERVING HOW MANY PEOPLE? SO IT'S PER TRIP. SO A TRIP IS PER PERSON. SO IT'D BE IT'S 5000 TRIPS WOULD BE. SO IT'S DUPLICATE IS IT'S DUPLICATED PEOPLE. OCH GOTCHA. SO YEAH. SO ON SOME PEOPLE YOU MAY IN THE COURSE OF A YEAR YOU MAY TAKE A CERTAIN PERSON FOUR OR FIVE, SIX TIMES, RIGHT? YES, SIR. THEN SOMEBODY MAYBE JUST ONCE. YES, SIR. THANK YOU. MM HMM. THE TRANSPORTATION IS A PRIORITY LIST. THANK YOU. THANK YOU. NEXT, WE HAVE CATHOLIC CHARITIES. HAVE ANY QUESTIONS ON THAT APPLICATION. FIGHTING THE SAME SERVICE. ON THAT ONE. YEP. OH, SORRY. GO AHEAD. YES, SIR. AFTER BRANDING WITH CATHOLIC CHARITIES. SO. RIGHT AT THIS MOMENT. I THINK I ASKED THAT QUESTION FIRST TIME AROUND. UH. BASED ON HISTORICAL DATA, A PARTICIPANT AVERAGE PARTICIPANT NEEDS APPROXIMATELY $2,000 WORTH OF ASSISTANCE WHEN THEY COME IN. IS THAT SORT OF IT? YES. BASICALLY, THAT'S ONE MONTH'S RENT AND SOME UTILITIES. AND. SO. THERE'LL BE 15 DIFFERENT PARTICIPANTS BENEFITING VERSUS ONE PERSON GETTING 12 MONTHS WORTH. CORRECT. WHAT DO YOU DO WHEN SOMEBODY HAS GOTTEN THEIR ONE MONTH'S WORTH? DON'T HAVE ENOUGH FOR THE NEXT MONTH. [01:10:03] WE'VE SCHEDULED TWO FOR FOUR UNITS TO GET TWO MONTHS OF RENT. HEY, THAT AGAIN. WE'VE SCHEDULED FOR FOUR FOR HOUSEHOLDS TO GET HELP WITH TWO MONTHS OF RENT. OKAY. SO PART OF YOUR FORMULA IS TO HAVE ENOUGH MONEY SET ASIDE FOR POOR FAMILIES TO COVER THEM FOR TWO MONTHS. YES. FOR HOUSEHOLDS. MM HMM. BECAUSE THEY CAN SINGLE IF THEY CAN'T MAKE THE THIRD MONTH ON THEIR OWN, WHAT HAPPENS TO THEM? OH, WE CAN GIVE THEM OTHER RESOURCES. WE PARTNER WITH OTHER AGENCIES IN BREVARD, AND WE HELP THEM THAT WAY. SO BASED ON YOUR EXPERIENCE. AS EXPERIENCE. THEORETICALLY, YOU COULD BE COMING IN ASKING FOR $100,000 IN JUSTIFY IT, RIGHT? YES. THANK YOU. WELCOME. THANK YOU VERY MUCH. ALL RIGHT. NEXT, WE HAVE GRANDPARENTS RAISING GRANDCHILDREN. I DID. OR SHE OR SHE. I JUST WANTED TO MAKE ONE COMMENT. AND I SPOKE TO NANCY AND TZIPI ABOUT THIS EARLIER. I RECALL THEM RECEIVING CDBG FUNDING FROM THE CITY OF PALM BAY IN YEARS PAST. AND I KNOW OUR SUMMARY SHEET SAID THAT THEY HAD NOT RECEIVED FUNDING. AND I THINK THAT'S JUST BECAUSE IT WAS IN VERY RECENT YEARS. OH, THAT'S OKAY. I'M TALKING TO THEM. YOU'RE OKAY. YOU'RE OKAY. SO I JUST WANTED TO POINT OUT TO THE BOARD THAT THEY THEY DO HAVE PAST PERFORMANCE WITH THE CITY OF PALM BAY. IT JUST WASN'T MARKED ON OUR SUMMARY SHEET. DO WE? THIS SORT OF CHAIR. DO WE KNOW WHAT THAT PAST PERFORMANCE WAS OR WAS IT GOOD STANDING? OR. WE DID LOOK IT UP AND IT WAS 2017. THERE WAS NO MONITORING REPORT IN THE FILE OR ANYTHING. SO I'M. THANK YOU. HAVE ANY ANY QUESTIONS ON THAT ONE. I'LL JUST SAY YOU ALWAYS HAVE A VERY THOROUGH APPLICATION WITH LOTS OF INFORMATION, AND I APPRECIATE THAT WHEN I REVIEW IT. SO THANK YOU VERY MUCH. I DO HAVE A QUESTION. YOU CAN JUST STATE YOUR NAME. AND I THINK IT IS. I'M SORRY. WOULD YOU PLEASE SPEAK UP? SURE. SURE. AND I'M NOT SURE. AND I DO BELIEVE IT'S WORTH FOR THE MEMBERS WHO ARE NOT BOARD MEMBERS WHO ARE NOT FAMILIAR WITH THESE WERE NOT WHAT? NO, I WAS JUST SAYING SOMETHING HERE FOR OUR BOARD. I KNOW. I'M NOT SURE IF ALL OUR BOARD MEMBERS ARE FAMILIAR WITH AN ORGANIZATION LIKE THIS AND WOULD WANT TO HEAR A LITTLE BIT MORE ABOUT THEM. BE GLAD TO TELL YOU. YES. OH, I GUESS FOR ME IT WAS IN TERMS OF YOUR UNITS PER SERVICE, YOU INTEND TO SERVE SEVEN GRANDPARENTS OR SEVEN YOUTHS. WHO IS THAT YOUTH UNIT OF SERVICE? YOUTH SERVICES, SEVEN CLIENTS. OH, WE HAVE MANY MORE THAN THAT. OKAY. OH, SEVEN CLIENTS? NO, YOU HAVE SEVEN CLIENTS AT $282, AND THEN YOU HAVE ANOTHER 66 CLIENTS AT $101. AND I WAS TRYING TO UNDERSTAND WHAT'S THE DIFFERENCE IN PRICE THAT YOU'RE YOU'RE SAVING SO THAT PRICING IS FOR THE DIFFERENT. BY THE WAY, I'M NATASHA WITH GRANDPARENTS AND GRANDCHILDREN. THE PRICING THAT YOU SEE WE HAVE FOR SERVICES THAT WE OFFER ABOUT FOUR DIFFERENT ONES AND THE 200 WOULD BE FOR LEGAL. FOR THE SENIORS. AND THEN WHAT WAS THE OTHER NUMBER YOU SAID THE I C $101.62 OR SO. THAT IS ALSO FOR THE SENIORS, FOR THE NEW CLIENT INTAKES AND ANY COUNSELING THAT THEY NEED AND ANY ASSISTANCE THAT THEY NEED, BECAUSE WE ALSO HELP THEM WITH ACCESS FLORIDA. AND WHEN THEY COME BACK, THE ASSISTANCE THAT WE GIVE THEM THAN THE FEES. AND IN TERMS OF THE MEASURABLE OUTCOME. IS IT JUST THAT TO KNOW THAT THE CHILD IS IN A HOME IS. MEASURE WHILE WE OUR CLIENTS COME BACK. SO WE GET FEEDBACK FROM THE CLIENTS AS TO HOW THE SITUATION'S GOING AND IF THEY NEED FURTHER HELP. WE HELP THEM WITH WHATEVER OTHER NEEDS THAT THEY HAVE. [01:15:05] THEN WE ALSO KEEP. EVERY CLIENT THAT COMES IN, WE HAVE PAPERWORK ON THE SITUATION OR WHAT WE DID FOR THEM. SO THAT'S HOW WE MEASURE IT AT THE END OF THE YEAR. SO A SCENARIO A SCENARIO IS I'M A GRANDMOTHER, I CALL YOU UP TO SAY MY GRANDCHILD IS IN FOSTER CARE OR SOMETHING. THEN YOU SO WE YOU CALL US, WE DO AN INTAKE ON YOU AND THAT WOULD BE THE 101. AND THEN FROM THERE, WHATEVER OTHER SERVICES YOU NEED FROM US, YOU MIGHT NEED TO GO TO THE LAWYER BECAUSE YOU MIGHT NEED THE CORRECT PAPERWORK TO GO TO THE LAWYER SO THAT YOU CAN GET THAT CHILD IN SCHOOL OR GET THE MEDICAL CARE. THAT WOULD BE THE 200 AND SOMETHING. AND THEN FROM THERE YOU COME BACK TO US AND YOU TELL US, WELL, I NEED SOMETHING ELSE. OR WE ALSO HAVE SIX SUPPORT GROUP MEETINGS THROUGHOUT THE MONTH, WHICH WE DIDN'T CHARGE FOR BECAUSE WE GET THAT MONEY FROM ANOTHER PLACE. BUT WE HAVE SIX SUPPORT GROUP MEETINGS THROUGHOUT THE MONTH, SO THEY ATTEND THOSE TWO. WE HAVE CLIENTS THAT'S BEEN WITH US FOR 11 YEARS PLUS WITH DIFFERENT SERVICES. SOME OF THEM JUST NEED THE SUPPORT. SO MY CHILD IS IN THE FOSTER CARE SYSTEM. YOU, YOU GUIDE ME, YOU TELL ME WHAT TO DO, WHAT'S THE NEXT STEP? AND THAT'S MY LAWYER. AND BASED ON YOUR NEEDS, WE GUIDE YOU AS TO THE BEST STEP THAT YOU SHOULD TAKE. OR WE JUST GIVE YOU ADVICE AS TO WHAT THE BEST STEP IS. CAN I GIVE YOU A BIG PICTURE? JUST A MINUTE, IF YOU DON'T MIND. THERE ARE 85 SCHOOLS IN BREVARD COUNTY, AND ACCORDING TO THEIR RECORDS, ONE OUT OF EVERY 47 STUDENTS ARE BEING RAISED BY A GRANDPARENT OR RELATIVE. THIS IS A HUGE PROBLEM. WE HAVE THE LARGEST SUPPORT GROUP IN THE STATE OF FLORIDA, AND QUITE A FEW OF OUR PEOPLE COME FROM PALM BAY. SO IT'S WE RAISED OUR GRANDCHILDREN. IT'S NOT LIKE WE ARE NOT EXPERIENCED IN WHAT WE'RE DOING, BUT WE HAVE 13 THINGS THAT WE HAVE GRANDPARENTS WITH. WE HAVE A TRAINING COURSE CALLED TARGET TRAINING. WE HAVE HOLIDAY ASSISTANCE. WE GAVE 300 KIDS CHRISTMAS, SO WE HELPED WITH SUMMER CAMPS. WE HELP WITH SCHOOL SUPPLIES. THERE ARE JUST A LOT OF THINGS WE HAVE BECAUSE MOST OF OUR GRANDPARENTS ARE ON FIXED INCOME AND AND QUITE A FEW OF THEM, AS YOU CAN SEE, ARE IN PALM BAY. PERFECT. THANK YOU VERY MUCH. DID THAT ANSWER YOUR QUESTION? AT. OKAY. THANK YOU. ALL RIGHT. THANK YOU. THE QUESTION. I HAD A QUESTION. WHAT KIND OF YOUTH SERVICES ARE YOU OFFERING? I'M SORRY, I CAN'T HEAR. WHAT KIND OF YOUTH SERVICES ARE YOU OFFERING WITHIN THE ORGANIZATION? WE PAY FOR THE SUMMER CAMPS. WE PAY FOR SPORTS. THAT'S WHAT YOU WERE REFERRING TO AS FAR AS. OH, I'M HOLIDAY ASSISTANCE. WE PUT THAT UNDER THE YEAR BECAUSE THEY GET THE CHRISTMAS PRESENTS. LET ME TELL YOU SOMETHING WE DO THAT I REALLY LIKE IS WE GIVE TUTORING TO THE TO THE GRANDCHILDREN. IF THEY GET AN AB ON A ROLL, WE GIVE THEM A $25 GIFT CARD TO WALMART. BUT IF YOU KNOW WHAT AN IEP IS, OKAY, IF THEY BRING A DD UP TO A C, WE ALSO GIVE THEM A GIFT CARD. SO WE TRY TO HELP THEM AND ENCOURAGE THEM IN EVERY WAY WE CAN. I. TO BE HONEST WITH YOU, I'VE NEVER HEARD OF YOUR ORGANIZATION, WHICH IS DISAPPOINTING. I'M DISAPPOINTED MYSELF THAT I NEVER HEARD OF YOU. I WORK IN DISPATCH AND I'M ONE DISPATCHER FOR THE BOMBAY POLICE DEPARTMENT, AND I DON'T KNOW HOW MANY GRANDPARENTS I'VE RECEIVED CALLS FROM THAT YOU REFER. I JUST SIMPLY REFER THEM TO 201 BECAUSE I DON'T HAVE THE RESOURCES. I DON'T HAVE THAT KNOWLEDGE THAT AN ORGANIZATION LIKE YOU EXIST TO REFER THEM TO. WELL, WE HAVE A WEBSITE GRANDPARENTS RAISING GRANDCHILDREN DOT ORG. OKAY, SO MY I GUESS MY QUESTION IS NOT NECESSARILY RELATED TO THIS. I'M CURIOUS AS TO IF YOU'VE REACHED OUT TO THE POLICE DEPARTMENT TO TALK TO THEM AND GIVE THEM THAT KNOWLEDGE, BECAUSE AS DISPATCHERS, WE DON'T HAVE THAT KNOWLEDGE. WE DON'T HAVE THIS PAPER. WELL, WE'VE I'VE BEEN DOING THIS FOR 28 YEARS AND WE'VE BEEN TO MOST POLICE OFFICERS. EVERY SCHOOL KNOWS ABOUT US BECAUSE WE COULDN'T GET OUR CHILDREN IN SCHOOL BECAUSE WE DIDN'T HAVE ANY CUSTODY. AND THE SUPERINTENDENT PUT A MEMBER OF HIS BOARD, HIS STAFF ON OUR BOARD. SO NOW ALL WE HAVE TO DO IS CALL HER AND SHE GETS OUR CHILDREN IN SCHOOL. BUT WE NEED A GRANDCHILD RIGHT NOW, NEEDS HEART SURGERY. AND BECAUSE THE GRANDPARENT HAS NO PAPERWORK, THE DOCTORS WILL OPERATE THEM. I MEAN, I COULD GO ON AND ON WITH STORIES, BUT THAT'S THOSE ARE THE TYPE OF THINGS THAT WE TRY TO WORK. I THINK YOUR ORGANIZATION IS AMAZING. AND NOW THAT I HAVE THIS, I'M DEFINITELY GOING TO BE UTILIZING THIS. THANK YOU VERY MUCH. WE APPRECIATE THAT. WE APPRECIATE YOU. DOES PUT PEOPLE IN CONTACT WITH THEM. SO YOU'RE GIVING THEM TO THE RIGHT? YEAH. YEAH. THAT'S WHAT WE REFER TO EVERYTHING. BUT IT WOULD BE NICE FOR US TO HAVE THAT IN OUR POCKETS RATHER THAN JUST BEING REFERRING THEM, BECAUSE THAT'S ALL THEY DO IS THEY GET REFERRALS UPON REFERRALS, TALK TO THIS PERSON, TALK TO THAT PERSON. SO TO BE ABLE TO ACTUALLY GIVE THEM A NAME TO REACH OUT TO IS REALLY RESOURCEFUL AND REALLY JUST A BREATH OF FRESH AIR, HAVE A CONTACT FORM OR AND A REFERRAL FORM. [01:20:08] SO EVEN IF YOU FILL THAT OUT, YOU CAN GIVE THEM A. SOMETIMES YOU GIVE THEM THE INFORMATION THEY'RE GOING THROUGH SO MUCH. HMM. CAN'T REMEMBER WHERE THEY PUT THAT PHONE. YEAH. IF I HAVE JUST A MINUTE MORE, I'D LIKE TO TELL YOU SOMETHING THAT REALLY NICE HAPPENED. WE MADE A PRESENTATION TO THE SOME REPRESENTATIVES. THERE WERE ABOUT SEVEN OF THEM, AND REPRESENTATIVE FINE MET WITH ME. WE HAVE NO RIGHTS IN THE STATE OF FLORIDA. WE CAN GO UP TO THE COURT AND THEY WON'T EVEN LET US TALK SOMETIMES IF WE RAISE OUR HANDS. AND HE IS IN THE PROCESS RIGHT NOW AND ASKED ME IF I COULD GO TO TALLAHASSEE SO WE COULD TRY TO GET TO SPEAK UP IN COURT, BECAUSE, FOR INSTANCE, IF WE GET OUR GRANDCHILD. DCF SAYS YOU CAN HAVE YOUR GRANDCHILD, BUT IF THAT CHILD NEEDS TO GET IN SCHOOL OR MEDICAL TREATMENT, WE HAVE TO GET THIS DYSFUNCTIONAL PART TO GIVE THEM PERMISSION. I PERSONALLY DON'T THINK THAT MAKES SENSE. SO THOSE ARE THE TYPE OF THINGS WE FACE EVERY DAY. I'M GLAD HE'S HELPING YOU WITH THAT. I'M GLAD REPRESENTATIVE FINDS HELPING. HE THINKS HE'S GOING TO MAKE IT WORK IF ANYBODY CAN. HE CAN'T. OH. BUT THANK YOU FOR LISTENING TO US. OKAY. THE OTHER. NEXT, WE HAVE GREATER MELBOURNE, PAL. WE HAVE APPLICATIONS VERY SIMILAR TO THE OTHER, BUT RUFUS TOUCHED ON IT. THE DIFFERENCE IS A LITTLE BIT DID WE HAVE ANY ADDITIONAL QUESTIONS FOR THIS ONE? HE MENTIONED. THE DIFFERENCE WITH THIS ONE WAS MORE ACTIVITIES, THE FIELD TRIPS, WHEREAS THE OTHER ONE WAS MORE TUTORING. YEP. NEXT. AFTER THAT, WE HAVE HELPING SENIORS OF BREVARD. THIS, I THINK, WAS ALSO SIMILAR TO THE FIRST. ANY QUESTIONS ON THIS ONE? AND EVERYBODY DID THEIR HOMEWORK TONIGHT. PALM BAY POLICE DEPARTMENT SUMMER YOUTH PROGRAM. MEAN, THEY'RE HERE. I WOULD LOVE TO. I. I APOLOGIZE. THEY'RE NOT HERE. I DID REACH OUT AND THERE WAS SOME CONFUSION ABOUT ATTENDING THE MEETING TONIGHT. AND. AND. WELL, I DID JUST WANT SOME. IT'S A LITTLE BIT MORE ELABORATION AND CLARIFICATION ON ON THAT. BUT WE CAN GO. GO AHEAD. I MEAN, IT WAS JUST MORE INFORMATIONAL TO HELP ME MAKE MY DECISION AND SEE I GET IT. I GET WHAT IT'S HERE. BUT I DID JUST WANT TO GET SOME ADDITIONAL INFORMATION. UM, I WORK FOR THE NEW ADVISE. AS FAR AS. THERE. I AM ALLOWED THE RODNEY. HE WORKS FOR THE BOMBAY POLICE DEPARTMENT. HAVE ANY CONFLICT OF INTEREST WITH THAT ITEM? AWARDING FUNDING. PERSONAL FINANCIAL GAIN. I. I MAYBE AND TOUCH ON A FEW THINGS. IS THIS WORKING? OKAY. DID THEY TELL YOU ANYTHING PAST JUST WHAT'S ON HERE REGARDING THE PROGRAM ITSELF? AND OR IS THE GENERAL INFORMATION THAT'S ON THIS PAGE JUST ALL WE HAVE TO WORK WITH? UM, I DID MEET WITH THEM AND THEY WERE LOOKING. I MEAN, EVENTUALLY THE GOAL IS TO LOOK AT BRINGING A PALM PAL. SO THEY THOUGHT OF STARTING WITH THE WEEK LONG CAMP. THEY WANT TO START MENTORING AND BONDING WITH THE KIDS AGAIN. SO THEY THOUGHT THIS WAS SOMETHING THAT THEY COULD DO IN THE SHORT TERM. SO THE FUNDING NOT ONLY INCLUDES THE SHIRTS AND THE MEALS, BUT OTHER ACTIVITIES THAT THEY WOULD DO. OF COURSE, THE POLICE OFFICERS, THEY WOULD THAT WOULDN'T BE PART OF THIS ONLY FOR THE FOR THE KIDS AND ACTIVITIES THAT THEY WOULD COME UP WITH TO BE ABLE TO WORK WITH THEM. THEY ALSO ARE GOING TO FOCUS ON THE LOW INCOME TARGET AREAS AND TRY TO GET YOUTH THAT MAY BE DISADVANTAGED AND. AND ARE NEEDING THEIR MENTORING AND PARTNERSHIP. ONE. OKAY. I'M GOOD. THANK YOU. GO AHEAD. I JUST FOR THE FINANCIAL CAPACITY IN THE PAST PERFORMANCE ON THE SPREADSHEET, IT SAYS N A HOW ARE WE TO SCORE? HOW IS THAT FAIR IF THEY GET A ZERO COMPARED TO. [01:25:05] WELL, BECAUSE THEY'RE WITH THE CITY, THERE'S NO REAL I MEAN, YOU COULD ACTUALLY SCORE THEM WITH FINANCIAL CAPACITY BECAUSE THEY ARE THEY HAVE A POLICE DEPARTMENT BUDGET AND THEY ARE BEING THE STAFF IS BEING PAID BY THE CITY. BUT PAST PERFORMANCE. IT IS WHAT IT IS. THERE IS NONE. HOW DO YOU. SO CAN I. CAN I? SO PRIOR TO A FEW YEARS AGO, PAST PERFORMANCE WAS 0 TO 10. AND THAT DISCUSSION HAS BEEN BROUGHT UP BY THE BY THE BOARD WHERE, HEY, IF IT'S A NEW PERSON, THEY'RE GETTING PENALIZED WHEN SOMEBODY WHO DIDN'T DO A GOOD JOB WITH PAST PERFORMANCE IS GETTING REWARDED. SO THAT'S WHEN NANCY AND THE TEAM MADE IT, WHERE YOU CAN GO ALL THE WAY FROM NEGATIVE TEN TO POSITIVE TEN. SO PUTTING ZERO WOULDN'T NECESSARILY BE TOO MUCH OF A HINDER COMPARED TO HOW IT WAS BEFORE, WHERE THERE WERE THOSE WHO HAD BAD PAST PERFORMANCES BUT STILL CAN GET THREE OR FOUR OR FIVE POINTS. THAT MAKES SENSE. YEAH. YEAH. BECAUSE THEY HAVEN'T DONE. YEAH. MY COMMENT ON THIS WAS I THOUGHT THE APPLICATION WAS EXTREMELY BRIEF. AND I TALKED TO NANCY IN SYDNEY ABOUT THIS A LITTLE BIT EARLIER TODAY. I WAS. MAYBE I'M NOT RECALLING. OUR INSTRUCTIONS, BUT I WAS EXPECTING FULL APPLICATIONS FROM EACH OF THE CITY OF PALM BAY APARTMENTS. SO TO JUST SEE AN EMAIL WITH A VERY SHORT PARAGRAPH, I THOUGHT IT WAS EXTREMELY BRIEF FOR WHAT THEY WERE ASKING FOR. I DO LIKE THE CREATIVITY OF THE OF THE PROGRAM. I'M NOT. SURE AT THIS POINT WITH THE WAY THAT THIS IS WRITTEN, AND I'M DISAPPOINTED THAT THEY'RE NOT HERE TO EXPLAIN IT. I'M NOT SURE WHAT THE CAPABILITY IS HERE OR HOW SUCCESSFUL THEY'RE GOING TO BE. MY FIRST THOUGHT WAS, I THINK A PARTNERSHIP MAYBE WITH THE PARKS AND REC PROGRAM, WITH THE ALREADY ESTABLISHED SUMMER CAMPS MAYBE WOULD HAVE GONE A LITTLE BIT FURTHER TO SPREAD THOSE FUNDS A LITTLE BIT. AND I THINK THERE'S A LITTLE BIT OF A DUPLICATION WHEN WE HAVE POWELL THAT ALSO. SERVING THE CITY OF BOMBAY, EVEN THOUGH THEY'RE IN MELBOURNE WITH A CONNECTION TO THE POLICE DEPARTMENT. THEY ALSO PREVIOUSLY MENTIONED THEY WOULD LOVE MORE SUPPORT FROM POLICE. BUT HERE WE HAVE THE POLICE DEPARTMENT GOING OFF KIND OF ON THEIR OWN. BUT I APPRECIATE THE CREATIVITY IN THEM TRYING TO START SOMETHING NEW. AND I UNDERSTAND THAT THEY NEED TO START SMALL. BUT THIS ONE, I DO HAVE SOME CONCERNS. IDEA. THAT'S THE SAME WAY I FEEL. THAT'S WHY I WANTED THEM HERE TO FULLY. JUST TO GIVE US A LITTLE BIT MORE CLARIFICATION AND GET THE SPIRIT BEHIND THIS. I KNOW THAT YOU MENTIONED THAT PAL BASICALLY DOES THE SAME THING. SO I'D LIKE TO FIGURE OUT WHAT WOULD BE DIFFERENT ABOUT THIS AND IS THAT, YOU KNOW WHAT, TARGET IS DIFFERENT BECAUSE EASILY I COULD. AT 10,000 TO PALIN. YOU DO IT. BUT BUT YEAH, I'M DEFINITELY ON THE SAME PAGE. I WAS REALLY HOPING THAT TO BE HERE SO THAT I COULD GET A LITTLE BIT MORE OUT OF THIS BECAUSE IS THERE A REASON WHY THEY DIDN'T DO A WHOLE COMPLETE APPLICATION OR THEY'RE JUST KIND OF SAYING, HEY, WE HAVE EXTRA MONEY? LAST YEAR WE HAD DIFFICULTY GETTING THE DIFFERENT CITY DEPARTMENTS TO COMPLETE THE FULL APPLICATION. A LOT OF IT, IT'S NOT APPLICABLE BECAUSE IT REQUIRES LIKE THEIR FINANCIAL STATEMENTS, THEIR BOARD OF DIRECTORS, ALL THIS OTHER STUFF, WHICH DOESN'T REALLY APPLY TO CITY DEPARTMENT. SO WE MADE THAT CHANGE WHERE THEY WOULD JUST SUBMIT TO US AN EMAIL, PARAGRAPH OR SO OF SUMMARIZING WHAT THEY WERE WANTING TO DO. SO WE WE MADE THAT CHANGE LAST YEAR BECAUSE WE COULDN'T GET ANYONE DEPARTMENTS TO APPLY. SO I THINK A LITTLE BIT EASIER AS AN AGENDA ITEM, NOT TONIGHT, BUT MAYBE THAT'S A DISCUSSION WE WANT TO. DEPARTMENT. APPLICATION. IN MY OPINION, ALL OF THESE WERE EXTREMELY. AMOUNT OF MONEY THAT WAS. YOU WON'T HIT ON THAT MUCH TONIGHT. BUT I THINK FOR FUTURE, THAT MIGHT BE A GOOD DISCUSSION FOR WHAT TYPE OF INFORMATION WE'RE LOOKING. AND AS I'VE SAID PREVIOUSLY, YEARS AND YEARS AND YEARS, I THINK, WHEN YOU'RE ASKING FOR MONEY. SO YOU HAD A SCHEDULING CONFLICT OR WHATEVER. AND. DREAM. SECOND QUESTION COMMENTS. IN NONE. NEXT, WE HAVE THE SCAP BUS VOUCHER PROGRAM. VERY EXCITED TO SEE THIS ONE. OKAY. SO WE. WELL, THANK YOU. FIRST AND FOREMOST, WE KIND OF TOOK IT FROM Y'ALL A LITTLE BIT. BUT IF. IF MORE FUNDING WAS ALLOCATED, WOULD YOU BE ABLE TO DO MORE? YEAH, I BELIEVE SO. WE KIND OF STARTED OUT AS A PILOT PROGRAM. I DID TALK TO SEVERAL NONPROFITS HOPING THAT THEY WOULD BE WILLING TO TAKE THIS ON. [01:30:06] SO PART OF THE DIFFICULTY IS THAT WE'RE HERE ON MALABAR AND PEOPLE THAT WOULD NORMALLY NEED THE BUS VOUCHERS, HAVING THEM COME HERE TO DO ALL THE PAPERWORK AND THAT KIND OF STUFF. AND THE AGENCIES THAT ARE NORMALLY IN OUR LOW INCOME NEIGHBORHOOD ALREADY HAVE THAT PROCESS GOING. SO OUR HOPE IS THAT WE ARE ABLE TO FIND A PARTNER SO THAT THE RESIDENTS DON'T HAVE TO TRAVEL SO FAR BECAUSE THERE IS SOME PAPERWORK REQUIREMENTS. BUT WE'RE WE'RE LOOKING AT THE TEN DAY BUS RIDE FOR WHICH IS CURRENTLY $12 AND A 30 DAY BUS RIDE PASS, WHICH IS $42. IF WE BUY THEM IN BULK, WE WOULD GET A DISCOUNT. BUT SO WE'RE ANTICIPATING ABOUT 25 PERSONS. BUT CERTAINLY IF YOU ARE LOOKING, WE THIS WOULD BE THE FIRST TIME WE PROPOSE THIS. SO IF WE THINK IF THE BOARD FEELS THAT WE COULD PROBABLY SPEND MORE MONEY, CERTAINLY WE'D BE OPEN TO A LARGER ALLOCATION THAN THE 20. THANK YOU. BUT SORRY, BUT THIS HASN'T BEEN DONE BEFORE. SO THIS IS DEFINITELY A 100% PILOT PROGRAM. NOT WITH HAM. WE ACTUALLY MET WITH TERRY JORDAN AND THERE'S A CONTRACT WITH MELBOURNE THAT THEY HAVE. IT WOULD BE A DIFFERENT IT'S A DIFFERENT FUNDING SOURCE AND SET UP A LITTLE BIT DIFFERENTLY. BUT BECAUSE THIS IS CDBG, IT HAS A LITTLE BIT THE FEDERAL REQUIREMENT. SO THIS IS PILOT FOR US, BUT THERE IS A SIMILAR PROJECT THAT THE CITY OF MELBOURNE HAS. I'M NOT SURE HOW MANY YEARS. THE MELBOURNE PROGRAM IS A IS A GRANT THAT'S GIVEN EVERY YEAR THROUGH THE GENERAL FUND SO IT DOESN'T HAVE THOSE REQUIREMENTS. LITTLE DIFFERENT. THEY DON'T HAVE TO HIT THAT. AND IN THAT CASE, YOU DON'T PROVIDE CASS'S RESIDENTS TO SHOW THEIR ID. SO, YEAH, IT'S IT'S A LITTLE DIFFERENT. BUT I UNDERSTAND I THINK FOR THIS TYPE OF FUNDING, THIS IS PROBABLY THE BEST WAY TO FACILITATE THAT THIS. BUT SINCE MELBOURNE IS NOT PAID THROUGH THIS FUNDING. KNOW A LITTLE BIT DIFFERENT, BUT. ARE YOU ABLE TO TELL US THE NEED THAT YOU SEE HERE IN TERMS OF WHAT'S. I VERY, VERY, VERY, VERY HIGH. THESE VERY, VERY HIGH. I WORK WITH THE. I WORK WITH THE POPULATION. THE NEED IN PALM BAY IS EXTREMELY HIGH. IF WE COULD GET TO A POINT IN PALM BAY WHERE WE COULD HAVE SOMETHING LIKE MELBOURNE DOES, WHERE A MAIN ROUTE OR TWO WERE PAID BY SHOWING YOUR ID, I MEAN, IT WOULD HELP NOT ONLY THE POPULATION THAT WE'RE SERVING, BUT SIMPLE THINGS LIKE I KNOW WE'VE TALKED ABOUT BEFORE, TRYING TO BRING IN A BIG TAX CREDIT PROJECT TO DO AFFORDABLE HOUSING, WHERE YOU'RE TALKING 80 TO 100 UNITS. IN ORDER TO HAVE SOMETHING LIKE THAT, WE NEED A GOOD A GOOD BUS SYSTEM AND THINGS LIKE THAT. SO MELBOURNE IS EASIER TO SCORE HIGH ON SOMETHING LIKE THAT. SO EVENTUALLY, IF THIS BOARD COULD HELP, THEY GET TO A POINT WHERE WE HAD A COUPLE OF THOSE BUS LINES THAT WERE FREE. IT WOULD ABSOLUTELY HELP IN SO MANY WAYS THAT ARE AND PRIMARILY, ARE THESE GOING TO BE TARGETED LINES OR JUST ANYWHERE WHERE THE PEOPLE LIVE? IT WOULD BE BASED ON WE'D HAVE TO REALLY THE PERSON. SO IT WOULD BE IN OUR LOW INCOME NEIGHBORHOODS. WE WOULD TARGET ALL OF THE BUS ROUTES. NOW, USERS THAT ARE UTILIZING THE BUSSES NOW AND SEEING IF WE CAN'T HELP THEM, AND THAT ALLEVIATES SOME OF THE COST BURDEN SO THAT THEY COULD BE ABLE TO PROVIDE OTHER THINGS WITH FOOD GOING UP. IT ALSO WOULD HELP TOO, WITH PEOPLE THAT WALK AND RIDE THEIR BIKE, GIVE THEM THE OPPORTUNITY TO RIDE THE BUS INSTEAD. NANCY, COULD YOU PARTNER WITH? LIKE SOME OF THE AGENCIES THAT ARE HERE TO REFER TO YOU GUYS, BECAUSE THEY'RE ALREADY PRESCREENING THEM FOR LOW INCOME AND NOT HAVING VEHICLES AND THINGS LIKE THAT. AND THEN ALSO I WOULD ASK IS YOU GUYS HAVE RESOURCE OFFICERS THAT ARE WORKING WITH THE POPULATION THAT ARE EXPERIENCING HOMELESSNESS. AND I KNOW A LOT OF TIMES THE BUS PASSES. COULD YOU GUYS ALSO INCORPORATE YOUR RESOURCE OFFICERS IN A PROGRAM LIKE THIS WHERE THE RESOURCE OFFICERS, WHILE THEY'RE OUT INTERACTING WITH THOSE CITIZENS THAT ARE ALREADY STRUGGLING, THAT THEY'RE THERE TO HELP? IF THEY HAD ACCESS TO THE PAPERWORK IN THEIR VEHICLE AND THE PASSES RIGHT, THEN I COULD SEE YOU GUYS EASILY. SEEING A LOT MORE MONEY AND BENEFITING THE CITY GREATLY JUST FROM DOING PARTNERING WITH THE AGENCIES THAT ARE ALREADY DOING IT. YOUR OUTREACH WORKERS THAT ARE GOING OUT IN PALM BAY CURRENTLY AND YOUR RESOURCE OFFICERS, BECAUSE I THINK YOU GUYS ADDED RIGHT, YOU HAVE SEVERAL MORE RESOURCE OFFICERS. AND WE JUST HAD TWO BEFORE. NOW, HOW MANY DO WE HAVE? AND NO, IT'S MORE THAN TWO NOW. I BELIEVE WE HAVE FOUR. I'LL HAVE TO VERIFY. I MEAN, THEY'RE HAVING INTERACTIONS WITH CITIZENS THAT DESPERATELY NEED THESE BUS PASSES, SO. [01:35:07] I ABSOLUTELY WOULD LOVE FOR ANY AGENCY THAT WOULD BE INTERESTED IN THAT, TO PARTNER WITH THE CITY ON THAT AS WELL. LOOKING FOR A PARTNER. I THINK YOU'LL SPEND THAT MONEY QUICKLY. I'D LOVE TO GIVE THEM MORE MONEY. YEAH, AND I THINK THIS IS A GREAT START. I THINK YOU DEFINITELY CAN SPEND MORE AND HOPEFULLY THERE IS A PARTNER OUT THERE THAT CAN HELP YOU ADMINISTER IT, BECAUSE I THINK THAT. YEAH. OR SEVERAL PARTNERS. I THINK ALL OF THEM WERE LIKE, OH, YEAH. WELL, ONE THING THAT STICKS OUT TO ME THAT'S NICE ABOUT THE WAY THAT YOU'RE DOING THIS WITH THE PAST, WITH THE MELBOURNE SYSTEM. MELBOURNE RESIDENTS CAN ONLY RIDE IN THE STRICTLY MELBOURNE ROUTE, SO THERE'S A COUPLE OF THE MAJOR ROUTES THAT CROSS RIGHT ON THE BORDER OF PALM BAY. AND MAYBE THAT'S WHERE SOMEBODY WORKS. THEY CAN'T GET THE FREE MELBOURNE ROUTE. SO THIS HELPS PEOPLE THAT MAYBE, MAYBE THEY WORK RIGHT ON THE EDGE OF MELBOURNE, BUT THEY'RE A PALM BAY RESIDENT AND HELP THOSE. WORK. I HAD A RESIDENT CALL ME SEVERAL YEARS AGO THAT IT WAS IN ONE OF THE PALM BAY SUMMER CAMPS. COULDN'T GET HIM TO CAMP. BECAUSE HE HAD A FREE STUDENT PASS THAT ONLY WORKED INSIDE THE MELBOURNE. SO I THINK THIS IS GREAT THE WAY YOU'RE DOING THIS WITH. AND THERE I MEAN, WE'VE HAD PEOPLE BEFORE WHEN I WAS DOING OUTRAGE THAT THEY LITERALLY JUST NEEDED A DRIVER'S LICENSE, THAT WE COULD PAY FOR AN AIRLINE TICKET TO GET THEM HOME. BUT WE CAN'T TRANSPORT MOST AGENCIES, CAN'T TRANSPORT SOMEBODY. SO THE ONLY THING WE CAN DO IS GIVE THEM A BUS PASS. SO SOMETHING LIKE THAT CAN END SOMEBODY'S HOMELESSNESS BY SIMPLY GETTING THEM THE ID THEY NEED AND THE PAPERWORK THAT THEY NEED. SO I DEFINITELY. YEP. THERE ARE QUESTIONS. AND LAST WE HAVE SOUTH BREVARD WOMEN'S CENTER PATIENT. SHE'S ALWAYS AT THE END. AND I'LL JUST SAY QUICKLY ON THAT ONE VERY THOROUGH APPLICATION, ALWAYS I APPRECIATE. THE AMOUNT OF WORK THAT YOU PUT INTO IT. ANY QUESTIONS ON THAT ONE? AND I WOULD JUST ADD, FOR THE BENEFIT OF ANY OF THE NEW MEMBERS, IF YOU DO WANT. ALL RIGHT. I WOULD LIKE THAT. A FIVE MINUTE. HI, I'M BECKY. THANK YOU FOR BEING HERE. SO YOU JUST WANT TO. I COULDN'T HEAR YOU. REALLY? WELL, IF YOU WOULD JUST WANT TO OVERVIEW OF WHAT WE DO. AN OVERVIEW AND THEN KIND OF WHAT YOU'RE DEALING WITH RIGHT NOW. YEAH. SO THE WOMEN'S CENTER HAS BEEN IN BREVARD COUNTY FOR 47 YEARS. WE FOCUS ON VICTIMS OF DOMESTIC VIOLENCE AND SEXUAL ASSAULT, WHERE THE CERTIFIED STATE THROUGH THE COUNTY, THROUGH THE STATE, THE RAPE CRISIS CENTER FOR THE COUNTY. SO WE HAVE FOUR PROGRAMS, VICTIM SERVICES, AND WE PROVIDE ADVOCACY HELP WITH INJUNCTIONS FOR PROTECTION, SAFETY PLANNING FOR OUR VICTIMS OF DOMESTIC VIOLENCE, FOR SEXUAL ASSAULT VICTIMS. WE HAVE FORENSIC CERTIFIED FORENSIC EXAM NURSES THAT CAN GO INTO WE HAVE A FREESTANDING EXAM CENTER IF SOMEONE WOULD NOT LIKE TO BE AT THE EMERGENCY DEPARTMENT. THEN WE ALSO HAVE ADVOCATES WHO DEPLOY TO THAT FREESTANDING EXAM CENTER OR TO ANY OF THE HOSPITALS TO BE WITH SOMEONE IN THEIR FAMILY. AND WHILE THEY'RE GOING THROUGH THAT PROCESS AND THEN AFTERWARDS, WE HAVE A COUNSELING PROGRAM AND THOSE SERVICES ARE FREE TO ANY VICTIM OF VIOLENCE. WE HAVE INDIVIDUAL AS WELL AS SUPPORT GROUPS. WE HAVE A PREVENTION PROGRAM TO TRY TO GET AHEAD OF SOME OF THIS. AND WE OUR STAFF GOES OUT TO THEIR ON ALL EASTERN FLORIDA STATE COLLEGE CAMPUSES. THEY'RE ON SOME HIGH SCHOOL AND SOME MIDDLE SCHOOLS. THEY PARTNER WITH A COUPLE OF OTHER ORGANIZATIONS TO GO TO THEIR SUMMER CAMPS AND MAKE PRESENTATIONS. AND WITHIN THE PAST YEAR, WE'VE ALSO BEEN WORKING WITH THE CITY AND SOME OF THE CITY STAFF AND MAKING PRESENTATIONS ON VIOLENCE INTERVENTION. THEN NOT LAST OR LAST BUT NOT LEAST, WE HAVE OUR HOUSING PROGRAM AND THAT'S WHAT OUR CBD CBD FUNDING IS FOR. WE HAVE TWO EMERGENCY SAFE HOUSES FOR PEOPLE WHO ARE IN IMMINENT DANGER. THOSE ARE IN MELBOURNE AND TITUSVILLE AND WE HAVE TRANSITIONAL HOUSING, WHICH IS WHAT THIS PROGRAM IS FOR HERE IN PALM BAY. WE ALSO HAVE A FACILITY IN MELBOURNE, THE TRANSITIONAL HOUSING LET SOMEONE COME OUT OF HOMELESSNESS WHO'S HAVING TO LEAVE THEIR HOME OR HAVE HAD TO LEAVE THEIR HOME TO FLEE THEIR ABUSER. THE PROGRAMS UP TO 24 MONTHS. OUR CLIENTS HAVE LEASES, LEGAL LEASES WITHIN THE STATE OF FLORIDA, AND WITH THIS THE SAFE AND STABLE HOUSE ALSO COMES A SUITE OF SERVICES, SO THEY GET INTENSE CASE MANAGEMENT TO HELP THEM WITH BUDGETING BECAUSE MOST TIMES THEY HAVEN'T BEEN ALLOWED TO BE IN CONTROL OF THEIR OWN FINANCES. [01:40:05] HELP THEM LEARN HOW TO DO CHECKING BANKING. IF THERE'S ANY CREDIT REPAIR THAT'S HAPPENED WITHIN THE ABUSIVE SITUATION, HELP THEM CLEAR THAT UP. THEY'RE ABLE TO GO TO OUR COUNSELING SESSIONS. THEIR KIDS ARE ALSO WE HELP THEM WITH BASIC NEEDS FOOD, HYGIENE ITEMS, HOUSEHOLD ITEMS LIKE CLEANER, THAT KIND OF THING. AND THEN WE ALSO HELP WITH CHILD CARE EXPENSES, TRANSPORTATION EXPENSES, LIKE CAR REPAIR, SO THAT THEY CAN CONSISTENTLY WORK. AND IF THERE'S SOME SORT OF. UPPING WE CAN DO WITH THEIR EMPLOYABILITY. SO THEY WANT TO GET SOME SORT OF A A CERTIFICATION OR THEY NEED SUPPLIES TO GET A BETTER CERTIFICATION. A CERTIFICATION. WE PROVIDE HELP WITH THAT AS WELL. AND AGAIN, IT'S AN UP TO TWO YEAR PROGRAM BECAUSE IT TAKES A LOT OF TIME WHEN YOU'RE STARTING WITH NOTHING TO BE ABLE TO GO ON TO PERMANENT HOUSING. AND OVER WE'VE BEEN DOING THIS. MINE'S BLINKING RIGHT NOW HOW LONG WE'VE BEEN DOING IT, BUT MAYBE 17 YEARS WITH THE TRANSITIONAL HOUSING. AND OVER ALL THOSE YEARS WE HAVE A 85% SUCCESS RATE. AND THAT'S SAYING SOMEONE LEAVES OUR AGENCY GOES ON TO PERMANENT HOUSING AND MAINTAINS IT WITH INCREASED INCOME. AND THAT'S WHAT WE WANT BECAUSE SOMEONE'S MUCH LESS LIKELY TO RETURN TO THEIR ABUSER IF THEY'RE ABLE TO MAKE IT ON THEIR OWN. SO THAT'S WHAT WE DO IN A NUTSHELL. HE'S AN EXCELLENT ONE ON YOUR. WE ACTUALLY HAD TO REACH OUT TO YOUR STAFF BEFORE IN REGARDS TO A DOMESTIC VIOLENCE VICTIM BEFORE, WHICH IS WHY I WAS LIKE, YEAH, COME ON UP. I'VE HAD TO. ALL YOUR STAFF, ALL OF ALL OF WHICH HAVE BEEN WONDERFUL. OH, GOOD, GOOD. YEAH, WE'VE GOT SOME WE'VE GOT SOME PASSIONATE FIREBALL STAFF, SO I'M SUPER PROUD OF THEM. GOOD. JUST AGAIN, CLARIFYING HERE, UNITS $105.48. IS THIS FOR HOTEL STAYS AND FOR 365? NO. NO ONE EVER IS. IT SAYS UNIT OF SERVICE $105, FOUR NIGHTS PER NIGHT. SO THAT WOULD BE A NIGHT OF STAY. SO THAT SO WE HAVE EIGHT UNITS IN OUR FACILITY AND SO YOU DIVIDE THAT OUT BY 365. SO IT'S NOT A HOTEL OR ANYTHING? NO, NO, NO, NO. AND THAT'S THE THE. THIS. THE TOTAL BUDGET FOR FOR THIS PROGRAM INCLUDES EVERYTHING FROM AN FPL BILL OF WATER BILL TO THE PERSON WHO'S PROVIDING ALL THE CASE MANAGEMENT FOR OUR CLIENTS. BUT THAT I GUESS THE NEXT QUESTION I SAW THAT I SAW IT, IT WAS THE STATE, BUT THEN I WAS TRYING TO UNDERSTAND THE TARGET CLIENTELE. YOU INTEND TO SERVE NINE FAMILIES AT APPROXIMATELY 4000 TO 7 SEVEN AND THAT. SO I WAS TRYING TO ADD BACK UP TO THAT 38 WHICH I. SO WHEN WHEN WE DO OUR INVOICING, WE HAVE TO COME OUT WITH A UNIT COST. AND SO IF YOU TAKE THAT DIVIDE IT ALL OUT BY 365, THAT'S THE FOURTH. WHAT WAS CONFUSING IS THE 4000 TO 77.77. SO IF YOU TAKE NINE. OKAY. GOT YOU. OKAY, THEN THAT'S HOW YOU'RE DOING IT. ALL RIGHT. ALL RIGHT. GOOD DEAL. THANK YOU. YEAH. I HAD THE SAME QUESTION OR SORT OF THE SAME MISUNDERSTANDING ON OUR SYNOPSIS SHEET. IT SHOWED $105 PER NIGHT OF STAY FOR 365 DAYS. CORRECT ME IF I'M WRONG, BUT. BASICALLY. AT $105 PER NIGHT. THAT'S FOR ALL EIGHT UNITS, CORRECT? BASICALLY. SO ACTUALLY, IT'S LIKE $13 A NIGHT, IS THAT CORRECT? 105 DIVIDED BY EIGHT, IF THAT'S I CAN'T DO THAT CALCULATION IN MY HEAD THAT QUICKLY. RIGHT. BUT THAT'S OKAY IF THAT'S WHAT BEHIND IT, IT'S NOT. $105 PER UNIT. I GET WHAT YOU WANT. I GET IT. YEAH. YEAH. SO THE 38 FIVE IS A. AN AMOUNT OF MONEY THAT YOU WANT IN ORDER TO BE ABLE TO PROVIDE. EIGHT UNITS. [01:45:01] FOR ONE YEAR. YES. FOR A GROUP OF PEOPLE THAT NEED IT. YES, SIR. AND THAT COULD BE A FAMILY THAT MIGHT BE THERE FOR EIGHT MONTHS WHILE ANOTHER FAMILY WOULD BE IN AND OUT. TWO MONTHS IS TYPICALLY THE AVERAGE. IF YOU GO BACK OVER OVER THE WHOLE TIME, TYPICALLY 18 TO 20 MONTHS IS THE AVERAGE 18 TO 20 MONTHS. THEY CAN STAY UP TO 24 MONTHS. BUT THIS IS A ONE YEAR, ONE YEAR CONTRACT. GOT IT. OKAY. WE WOULDN'T WE WOULDN'T HAVE ANYONE IN OUR TRANSITIONAL HOUSING. I WOULD ONLY STAY TWO MONTHS. BUT YOU CAN ONLY YOU ONLY CAN REQUEST ONE YEAR. YES, SIR. YES, SIR. SO. IT REALLY MEANS IN AN EIGHT MONTH PERIOD. IT'S ONLY BEEN EIGHT OR NINE. IS THERE? MM HMM. YES. AND THAT'S WHY IT'S NINE, BECAUSE WE HAVE PEOPLE COME IN AT DIFFERENT TIMES. I LEAVE AT DIFFERENT TIMES. IT'S NOT THEY DON'T COME AND COME AND GO WITHIN THE FEDERAL FISCAL YEAR. BUT AND SO SOMETIMES THERE'S TURNOVER JUST DEPENDS ON WHEN WHEN THEY'VE COME IN AND THEN WHEN THEY WOULD LIKE TO LEAVE. NOW, IF THAT APARTMENT HAD 16 UNITS, I PRESUME YOU'D HAVE IT FULL ALL THE TIME ALSO. FORTUNATELY, UNFORTUNATELY, WE HAVE NOT RUN OUT OF BUSINESS. THANK YOU VERY MUCH. YEAH, THANK YOU. OKAY. OKAY. OKAY, SO THAT FINISHES THAT ONE UP. AND SO WE WANT TO HAND IN OUR SCORE SHEET. NANCY, WOULD WE WANT TO GO AHEAD AND HAVE MR. MINER COME UP AND START WITH THE PARKS AND REC WHILE YOU'RE CALCULATING OR. OKAY, SO LET'S GO TO ELENA. OKAY. AND THEN SO WE DON'T HAVE ANYONE FROM THE POLICE DEPARTMENT HERE FOR THEIR REMAINS. THEY HAD ONE REQUEST WITHDRAWN AND THEN THE GOLF CART PURCHASE. I CAN ELABORATE ON THAT IF YOU ALL WOULD LIKE. SO WE'LL WE'LL LET HIM GO WHILE YOU GUYS ARE TALLYING. AND THEN. HELLO, MR. MINOR. THANKS. HOW ARE YOU DOING? MY NAME IS GREG MINOR. I'M THE PARKS AND FACILITIES DIRECTOR FOR THE CITY OF PALM BAY. I'M HERE TO TALK TO YOU. HOLD ON ONE SECOND. WE'RE DOING THE PUBLIC FACILITY IMPROVEMENTS. WE'RE STARTING WITH PARKS AND. BECAUSE EVERYBODY. HOLD ON. I'M STILL CALCULATING. GIVE US ONE NIGHT, OKAY? SURE. AND EVERYTHING ELSE. HE'S GOING TO GO THROUGH ALL OF THEM. OKAY. SORRY. ALL RIGHT. THE CASE. I JUST FIGURED WE'D HAVE HIM GO AHEAD AND GO INTO. HI. HELLO. HOW ARE YOU DOING? GOOD. I WAS JUST WONDERING WHY THESE FUNDS OR THESE NEEDS ARE NOT COMING OUT OF OUR REGULAR BUDGET. THAT'S A VERY. YEAH. HOLD ON ONE SECOND. WHEN SHE'S DONE CALCULATING, IT'S OKAY. HE'S GOING TO DO HIS PRESENTATION, AND THEN WE'LL ASK QUESTIONS. WONDERFUL. THANK YOU. GO FIRST. THANK YOU. HOLD ON ONE SECOND. I'M. AND WE'LL. I WAS. THEY'RE GOING TO TALLY ALL THE PUBLIC SERVICE AGENCIES. SO WE'RE GOING TO LET HIM GO AHEAD AND DO HIS PRESENTATIONS WHILE THEY'RE TALLYING, AND THEN WE'LL GO THROUGH THE PUBLIC SERVICE AGENCIES WILL ALLOCATE THAT. AND THEN MAYBE AT THE SAME TIME, THEY'LL BE DONE TALLYING THESE AND THEN WE CAN KIND OF BE. THANK YOU. AND AGAIN, FOR EVERYONE COMING OUT, WE REALLY APPRECIATE ALL THE AGENTS. ALL. I AM READY FOR GOOD. NOW YOU'RE ON. GO AHEAD. THANKS. LIKE I SAID, MY NAME IS GREG MINOR. I'M THE PARKS AND FACILITIES DIRECTOR FOR THE CITY. JUST A LITTLE BIT OF HISTORY. YOU KNOW, IT'S BEEN ABOUT TWO YEARS NOW. PARKS AND RECREATION USED TO BE A STANDALONE DEPARTMENT, AND I WAS THE FACILITIES DIRECTOR. AND AT THE REQUEST OF THE CITY MANAGER, THE PARKS AND FACILITIES WERE COMBINED. [01:50:06] AND MY MAIN COMBINED, I'M TALKING ABOUT STRUCTURES AND FACILITIES, NOT THE RECREATION SIDE OF THE HOUSE. SO. SO WHAT I DIDN'T I INHERITED ON THE PARK SIDE WAS A LOT OF WORK AND LACK OF FUNDING. I DO MY YEARLY BUDGET FOR THE PARKS AND FACILITIES AND IT'S A COMPLETE SEPARATE BUDGET, BUT UNFORTUNATELY DUE TO INADEQUATE FUNDING OVER FOR MANY, MANY YEARS AND NO ONE'S TO BLAME, YOU ONLY HAVE X AMOUNT OF DOLLARS TO GO AROUND TO FIX FACILITIES AND PARKS. SO THIS THIS, THESE THREE REQUESTS OR PARK PROJECTS IDENTIFIED THAT IN MY OPINION, NEED TO BE GET GET FIXED AS QUICK AS WE CAN. SO THESE DIDN'T MAKE THE BUDGET UNDER THE NORMAL BUDGET FOR PARKS AND REC AND FACILITIES, CORRECT? THAT'S CORRECT. WHEN WE SUBMIT OUR YEARLY BUDGET, IN FACT, WE'LL PROBABLY BE STARTING ON OUR BUDGET FOR FISCAL YEAR 2324. IN THE NEAR FUTURE, WE SUBMIT A BUDGET TO THE BUDGET OFFICE AND CITY MANAGER'S OFFICE, AND IT'S UP TO THE CITY MANAGER AND THE DEPUTY CITY MANAGERS AND THEN THE CITY COUNCIL AND MAYOR TO TO APPROVE THE BUDGET FOR THE CITY PARKS AND RECREATION PROJECTS ARE TYPICALLY. CORRECT ME IF I'M WRONG FUNDED THROUGH YOUR GENERAL FUND, WHICH IS GOING TO BE YOUR MOST SPREAD THIN FUNDING SOURCE, WHICH IS A LOT OF TIMES WHY THEY GET CUT FIRST. THAT IS CORRECT. LIBRARIES AND PARKS ARE NOTORIOUS. I'M RETIRED FROM BREVARD COUNTY PARKS AND RECREATION, AND WE RAN INTO THE SAME CONCERNS AT THE COUNTY PARKS AND LIBRARIES WERE THE FIRST BUDGETS TO BE CUT. IF I CAN SPEAK A LITTLE FREELY. MR. MINER IS A MAN OF HIGH CHARACTER AND GREAT LEADERSHIP, SO HE'S BEING VERY MODEST RIGHT NOW. HE'S HE'S TAKEN ON THE PARKS PART OF IT BECAUSE OF HIS LEADERSHIP TO CATCH THINGS UP DUE TO LACK OF FUNDING AND LACK OF MAINTENANCE IN THE PAST. SO WHAT HE'S COME AND BOUGHT FOR US ISN'T DUE TO HIM OR ANYTHING HE'S DONE IN THE PAST. RIGHT NOW HE'S LOOKING AT CREATIVE WAYS TO LOOK AT FUNDING OPPORTUNITIES ASIDE FROM TRYING TO TAKE DOLLARS FROM THE TAXPAYERS OR GENERAL FUND. SO I'M GONNA SPEAK I'M GOING TO SPEAK FREELY FOR YOU, SIR, BECAUSE I APPRECIATE EVERYTHING YOU'VE DONE FOR OUR CITY. AND WHEN YOU WORK FOR THE COUNTY, YOU TAKE IT ON AND YOU TAKE IT ON THE CHIN AND KEEP IT MOVING. SO JUST A LITTLE BACKGROUND HISTORY BECAUSE OF SOME THINGS THAT WERE GOING ON IN PARKS THAT WERE NOT MANAGED AS AS WELL AS THEY SHOULD HAVE BEEN. THEY WERE PUT UNDER HIS LEADERSHIP AND HE'S MOVING FORWARD AS SUCH. SO THAT'S WHAT I'LL SAY. THAT'S ALL. ARE YOU? WE HAVE 471,004 22 IN AVAILABLE FUNDING. 616,000 REQUESTED. SO IF CAN THERE'S THREE DIFFERENT PARKS HE'S TALKING ABOUT IF WE CAN I MEAN BECAUSE HE'S ASKING FOR MORE MONEY THAN WHAT WE HAVE. AND IF HE'S THE EXPERT, I WOULD WANT TO KNOW EACH PARK WHAT YOU'RE REQUESTING. AND THEN IF YOU COULD PRIORITIZE TO US WHAT THOSE NEEDS ARE. AND I SEE LIKE ON GOOD PARK, THERE'S A. YOU'RE ASKING FOR ALMOST THE WHOLE BUDGET. SO MY QUESTION WOULD BE, IS THERE SOMETHING WE COULD DO LESS FOR GOODY AND STILL DO THE OTHER? I'M SORRY. THAT WAS A LOT OF QUESTIONS ALL AT ONCE. SO NO, AND I CAN CERTAINLY ANSWER IN IN LIST OF PRIORITIES. GOOD PARK WOULD BE THE NUMBER ONE SELECTION. IF YOU HAVEN'T BEEN GOOD PARK. IT CONSISTS OF A DOCK BOAT LAUNCHING AREA, A LARGE ELEVATED WOOD DECK, A BUILDING WE CALL THE CAPTAIN'S HOUSE THAT THE RECREATION SIDE RENTS OUT PRETTY MUCH EVERY WEEKEND WE HAVE PLAYGROUNDS, AND IF YOU'VE BEEN BY THERE LATELY, THERE'S A CONSTRUCTION PROJECT GOING ON. OUR PUBLIC WORKS DEPARTMENT IS PUTTING IN BAFFLE BOXES WHICH BASICALLY TREAT THE WATER BEFORE IT GETS GETS TO TO THE RIVER. SO THE NUMBER ONE PRIORITY WOULD BE GOOD PARK THAT'S OFF OF PORT MALABAR COURTS AND BY THE SAID BY THE CAPTAIN'S HOUSE, RIGHT. YES, YOU CAN PET THE MANATEES AND STUFF LIKE THAT OR NOT. [01:55:01] YES. WELL, I DON'T KNOW IF THAT'S SUPPOSED TO PET BUT BUT THEY ARE YOU CAN SEE THEM, CORRECT? YOU CAN SEE THEM AND THEY COME UP REALLY CLOSE, BUT YOU SHOULD NOT TOUCH THEM. BUT THIS IS A LARGE ELEVATED WOOD DECK. AND BEFORE I PUT THIS IN, THERE'S OTHER MEANS OF TRYING TO GET FUNDING. THE STATE OF FLORIDA HAS A COUPLE OF DIFFERENT PROGRAMS CALLED FIND FIND FOR THE INLAND NAVIGATIONAL DISTRICT ARE ON THE RECREATION SIDE. YOU HAVE FURRED UP FIND FUNDED THROUGH THE STATE. TYPICALLY IT'S A 5050 MATCH, BUT YOU HAVE TO BE ABLE TO PULL YOUR BOAT UP TO A DOCK OR A MOORING AREA. THIS IS AN ELEVATED DECK. SO THIS ELEVATED DECK WOULD NOT QUALIFY AS A AS AN ELEMENT OF A FINE GRANT. SO I DID MY RESEARCH BEFORE FOR THAT. BUT OF. THIS IS EXCUSE ME, ELEVATED. RIGHT. RIGHT. IT'S YES. IF YOU'VE BEEN OUT THERE SOME ON PILINGS, YOU'VE GOT THE BOAT RAMP HERE WHERE YOU CAN LAUNCH YOUR BOAT AND THEN YOU'VE GOT A DOCK. AND THEN RIGHT NEXT TO IT IS WHERE THE ELEVATED ON PILINGS. SO IF YOU WALK OUT FROM AT THE CAPTAIN'S HOUSE, YOU KNOW, THE CAPTAIN'S HOUSE SLAB AND DECKING IS IS AT THE SAME ELEVATION OF THE ELEVATED DECK. SO IT'S MORE OF A YOU CAN FISH FROM THERE, BUT IT'S MORE USE FOR OBSERVATION THAN ANYTHING. CAPTAIN'S HOUSE RENTS OUT ON A REGULAR BASIS, CORRECT? RECREATION SIDE RENTS, YES. SO IT WOULD MAKING THE IMPROVEMENTS THERE WOULD HELP. YES. HELP WITH THE RENTALS? YES. YES, IT WOULD. AND THE RENTALS. IS THAT FUN? GOES DIRECTLY TO THE CAPTAIN'S HOUSE FOR RENOVATIONS. OR THAT I'M NOT 100% SURE BECAUSE THAT'S THE RECREATION SIDE OF THE HOUSE. I WOULD SAY SAY IT DOES, BUT I CAN CERTAINLY CHECK WITH MR. POMPEY AND GET YOU AN ANSWER. YEAH, I WOULD IT WOULD BE INTERESTING BECAUSE IF IT RENTS OUT, YOU'D WANT TO MAKE SURE YOU'RE MAINTAINING THIS BECAUSE YOU DON'T WANT, YOU KNOW, FIVE YEARS DOWN THE ROAD JUST DON'T HAVE $0 AGAIN, JUST CHECKING AND NO, RIGHT NOW THE STATE OF THAT DECK IS IT JUST ROTTED OUT ALL ONE CHANCE RUN IT OUT BECAUSE WE GO IN THERE AND PERIODICALLY REPLACE BOARDS FOR SAFETY. BUT IT'S THE DOCK. EXCUSE ME. THE ELEVATOR PLATFORM IS STILL ABOUT 23 YEARS OLD. JUST NEEDS, NEEDS, REFURBISH, REBUILT AND UNTIL I KNOW IT'S A LARGE DOLLAR AMOUNT. BUT I'LL GIVE YOU AN EXAMPLE. IF YOU HAVEN'T, YOU KNOW, MARINE TYPE WORK IS ALMOST OUT OF CONTROL BECAUSE OF THE HURRICANE OVER ON THE WEST COAST. AND, YOU KNOW, HURRICANE NICOLE HITTING HERE. SO WE JUST RECENTLY BID A COUPLE OF DOCKS AT CASTAWAY COVE PARK, AND THOSE DOCKS CAME IN ABOUT ALMOST FOUR TIMES WHAT OUR ESTIMATE WAS. IT'S THE COST OF WOOD RIGHT NOW AND CONSTRUCTION IS PLUS THE LACK OF OF NO THERE YOU KNOW, I MEAN, LIKE I SAID, I'M RETIRED FROM BREVARD COUNTY AND I'M USED TO REPLACING ALL THE DUNE CROSSOVERS ON THE BEACH SIDE AFTER EVERY STORM. AND THE MAJORITY OF THE MARINE CONTRACTORS OVER ON THE WEST COAST, LEE COUNTY, NAPLES, SANIBEL ISLAND, IN FACT, WE ONLY HAD TWO BIDS ON THE CASTAWAY COVE PARK, AND BOTH OF THOSE ARE OUT OF COUNTY. NOBODY IN BREVARD COUNTY BID ON THEM. AND THIS IS SHOVEL READY, AS IT WERE. THIS IS READY TO GO. IT IS. WE WOULD HAVE TO IF YOU NOTICE, I CHECKED WITH THE PERMITTING AGENCIES, ARMY CORPS, ST JOHNS AND DEP AND. IF WE DON'T HAVE TO REPLACE THE PILINGS, WHICH I DIDN'T, THE PILINGS THEMSELVES ARE ACTUALLY STILL IN DECENT SHAPE. ST JOHN'S RIVER WATER MANAGEMENT ISSUE IS CALLED A LETTER OF EXEMPTION, WHERE YOU DON'T HAVE TO GO THROUGH THE ENTIRE PERMITTING PROCESS. AND THIS ONE IS THIS. 461 YOU ACTUALLY GOT THE BID ON. RIGHT? AND I BASED IT BASED ON THE SQUARE FOOTAGE OF WHAT WE USE, THE BIDS THAT CAME IN AT CASTAWAY COVE, OC, CASTAWAY COVE. WE'RE ALSO REDACTING. WE WEREN'T TAKING THE POEMS OUT. SO THAT'S PROBABLY THE MOST CURRENT COST IF YOU CAN EVEN GET ANYBODY TO GIVE YOU AN ESTIMATE THESE DAYS. AND I WANTED TO ASK ABOUT THE OTHER ONE FOR THE PALM BAY AQUATIC CENTER. OH, ARE WE NOT ON GOOD PARK? THAT ADA ACCESSIBLE THAT. YES. YES, IT IS. SORRY. I'M SORRY. I JUST WANTED TO KNOW. [02:00:02] WHAT? BECAUSE THAT'S ALSO AN INCOME. COLLECTING PROJECT. YOU COLLECT INCOME PROJECT. YES. HAVING A TOOTH PULLED. DID YOU GUYS REMEMBER I SAID THAT EARLIER? I'M GOING TO BLAME EVERYTHING ON MY TOOTH. I FEEL LIKE THE NEXT COUPLE OF WEEKS AT LEAST, I'M RIDING THAT ONE OUT. YES. SO I WANTED TO UNDERSTAND WHAT YOU NEEDED DONE THERE. AND IS THERE A WAY WE COULD TRY TO DO BOTH OF THEM IS MY QUESTION. IF YOU COULD TELL US A LITTLE BIT ABOUT WHAT NEEDS TO BE DONE THERE. I'M SORRY, WHEN YOU SAY BOTH. I WANTED TO KNOW A LITTLE BIT MORE ABOUT THE PALM BAY AQUATIC CENTER. OKAY. PALM BAY AQUATIC CENTER. THE AMOUNT YOU SEE IN THERE IS 50, 52,002, AND THAT'S FOR A NEW HEATER. I CHECKED TODAY, AND THE POOL WAS BUILT IN 2003. IN FACT, I BUILT THE POOL WHEN I WAS WITH THE COUNTY, AND THAT'S STILL THE EXISTING HEATER THAT WAS WAS PUT IN. SO WE'VE HAD TO HAVE NUMEROUS REPAIRS IN THE PAST. AND IT'S JUST GETTING TO THE TO THE POINT, THE HEATER ITSELF IS APPROXIMATELY 20 YEARS OLD. HOW OFTEN ARE YOU GUYS USING THE HEATER WITH IT BEING IN FLORIDA? WELL, ONCE AGAIN, THAT'S ON THE RECREATION SIDE OF THE HOUSE. BUT I KNOW DURING THE DURING THE WINTER MONTHS, I BELIEVE IT'S PRETTY MUCH USED ON A ON A DAILY BASIS. I CAN GET YOU THAT INFORMATION. A LOT OF THE SWIM TEAMS USE IT. I BELIEVE YOU'RE RIGHT. IT'S OPEN YEAR ROUND, RIGHT? RIGHT. YES. A LOT OF THE SWIM TEAMS, IT USED TO BE THE ONLY POOL IN THE SOUTH OF OUR AREA THAT WAS OPEN YEAR ROUND. WHEN YOU SAY SWIM TEAMS, WHAT SWIM TEAMS ARE YOU TALKING ABOUT? POOL, SWIM. THEY RENT IT. THE HIGH SCHOOL WAS YES, FOR ME. INCOME LIKE THE MELBOURNE POOLS AREN'T OPEN. THEY'RE LIKE. WE ONLY HAVE IF WE DO THE FIRST ONE, WE ONLY HAVE 10,000. I'M JUST TRYING TO SEE HOW WE COULD GET CREATIVE AND TRY AND DO BOTH OF THEM BECAUSE THEY BOTH SEEM LIKE. I HAVE A QUESTION FOR STAFF. YOU PUT THIS AS A NOT ON THE PRIORITY LIST, BUT I KNOW YOU ARE THE ONES THAT USE THESE POOLS MOSTLY. WHY WOULDN'T THIS BE CONSIDERED? WE ESTABLISH THE PRIORITY? NO. SO IT SAYS HERE. YEAH. YEAH. BECAUSE THESE ARE THE PRIORITIES THAT WE ESTABLISHED AND WE DIDN'T LIST RECREATIONAL FACILITIES. WE HAD YOUTH CENTERS. OH, OKAY. YOUTH SERVICES. YEAH. IT SAYS YOUTH SERVICES UP TOP. YEAH. THIS FOR PUBLIC SERVICE AGENCIES. THIS WAS FOR THE PUBLIC. LIKE NON PUBLIC. THAT'S WHY IT WAS NOT OKAY. I THINK WE WERE FOCUSING MORE ON MENTORING COMMUNITY CENTER, NOT NECESSARILY RECREATION. AT THAT. OKAY. AND THE NEXT PARK. THE NEXT PARK IS VICTORIA PARK. ITS DOLLAR ESTIMATE IS TO PUT IN A IN A NEW PLAYGROUND. PRIOR TO PARKS AND RECREATION, PARKS AND FACILITIES MERGING. UNFORTUNATELY, THE CITY HAD TO REPLACE QUITE A FEW PLAYGROUNDS THAT HAD COME TO THE END OF THEIR YEAR LIFESPAN. AND VICTORIA PARK IS IS ABOUT THAT AT THAT AGE. SO THE INTENT IS TO BE PROACTIVE VERSUS REACTIVE, YOU KNOW, THE PLAYGROUNDS TO THE POINT WHERE IT NEEDS TO BE REPLACED AND NOW'S THE TIME TO DO IT VERSUS OF US HAVING TO SHUT IT DOWN, WHICH I DON'T WANT TO LIKE. UNFORTUNATELY, LIKE THE OTHER NINE PLAYGROUNDS WERE DONE WHEN WE'RE TAKEN OUT AT ONE TIME AND MAKE A RECOMMENDATION ON THAT. I WENT RECENTLY OVER TO TAMPA TO VISIT A HOUSING PROJECT THAT WAS FOR FAMILIES THAT WERE TRYING TO GET GAIN PERMANENCY FOR A CHILD IN FOSTER CARE. AND IT WAS A GREAT COMMUNITY. BUT BESIDES THE POINT, THEY HAD A BRAND NEW PLAYGROUND THAT WAS DONATED. AND SHE SAID TO US AT THE TIME WE WERE THERE BECAUSE WE WERE TRYING TO GET SOME INFORMATION THAT ANYBODY IT'S DONATED BECAUSE IT'S DEDICATED TO A CHILD WHO PASSED AWAY. AND SO MY THOUGHT WAS, IF I COULD MAYBE CONNECT YOU TO THAT PROPERTY, THEY MIGHT BE ABLE TO GIVE YOU THE INFORMATION, BECAUSE SHE TOLD US THAT WE COULD GET A FREE PLAYGROUND AS LONG AS IT WAS DEDICATED TO A LOCAL CHILD WHO HAD PASSED AWAY. AND SO I'M JUST TRYING TO TRYING TO BE CREATIVE THAT LOVE TO I'M SURE WE'RE ALWAYS LOOKING FOR OPPORTUNITIES. [02:05:02] I WILL DEFINITELY GET WITH YOU AND GET THAT INFORMATION TO YOU, BECAUSE MAYBE WE COULD. DONATING THIS. I DON'T REMEMBER THE ORGANIZATION, BUT SHE SAID THAT THE WHOLE THEY HAD A CHILD THAT HAD. IF A FAMILY THAT WAS COMING THERE WAS A GRANDPARENT AND SOME HER GRANDCHILDREN AND ONE OF THE GRANDCHILDREN HAD PASSED AWAY. AND SO THEY BUILT THE PARK AS A REMEMBRANCE TO HELP THE CHILDREN THAT WERE STILL ALIVE, TO HAVE A SOMETHING THAT THEY COULD COME AND VISIT TO REMEMBER THEIR SIBLING THAT HAD PASSED. SO SHE HAD PASSED ON TO US THE INFORMATION THAT IF WE HAD, IT'S AN ORGANIZATION THAT DOES THAT. YES. HAVE YOU APPLIED FOR ANY APP GRANTS? I HAVEN'T. I CAN DOUBLE CHECK WITH THE RECREATION SIDE OF THE HOUSE, BUT I THINK THAT WOULD BE A GREAT AVENUE. THEY TYPICALLY HAVEN'T BEEN FUNDING ANYTHING OVER THAT SMALL AMOUNT, WHICH IS $50,000 PLAYGROUND OR $1,000 PROJECT. BUT THERE'S NO MATCH REQUIRED FOR 50,000 OR UNDER. SO IF YOU CAN GET A PLAYGROUND MUCH LESS THAN 50,000, IT'S A LITTLE BIT OF WORK TITLE SEARCH, RIGHT? NO, I WAS VERY FAMILIAR. THAT'S THAT MIGHT BE AN AVENUE. I WOULD RECOMMEND THAT. MELBOURNE. WE ARE PHASED A COUPLE OF THE PLAYGROUNDS LIKE A 2 TO 5, RIGHT, AND 5 TO 12, 5 TO 12 TO GET US UNDER THAT 50,000 AMOUNT. YOU CAN HAVE TWO FOR TWO AT A TIME. ANY OTHER QUESTIONS ON THE PARKS AND FACILITY PROJECT NOW? AND JUST TO GO BACK, YOUR PRIORITY, IF YOU ONLY GOT ONE FUNDED TODAY, WOULD BE GOOD PARK. I DO HAVE A QUESTION IN REGARDS TO GOOD PARK. YOU'RE ESSENTIALLY YOU'RE REPLACING WHAT'S ALREADY EXISTING. CORRECT. AND TYPICALLY, LIKE I SAID, IF YOU STAY WITHIN THE SAME FOOTPRINT OR SO THE PERMITTING AGENCIES, IF YOU GO IN THERE AND START TEARING EVERYTHING OUT, THAT'S WHEN YOU HAVE MORE EXTENSIVE PERMITTING CONDITIONS. SO WHY IS A DESIGN ENGINEER OBVIOUSLY I DON'T KNOW THIS. THIS IS YOUR FIELD. WHY IS THE DESIGN ENGINEER NECESSARY IF YOU'RE SIMPLY REPLACING THE FOOTPRINTS THAT ARE ALREADY THERE SHORT TERM FOR LIABILITY PURCHASE REASONS? THAT WAY YOU HAVE A SEALED SET OF ENGINEERED PLANS THAT YOU GO THAT DECKS, YOU KNOW, OVER 20 YEARS OLD, SHIFTED IN SOME WAY. SO PART OF THE DESIGN WILL ALSO BE A STRUCTURAL INSPECTION. AND THAT DOESN'T FALL UNDER PERMITTING OR THAT THAT WOULD BE THAT DESIGN ENGINEERS. IT WILL. I MEAN, A LOT OF IT IS GOING TO DEPEND WHEN THE PERMITTING AGENCY GOES OUT THERE AND LOOKS AT IT. NOT FOR ENGINEER AND STRUCTURAL PURPOSES. IT'S ALWAYS BEST TO HAVE A SET OF ENGINEERED PLANS. AND REQUESTING A FULL. STRUCTURE AT LAUNCH AREA. THAT'S WHY HE NEEDS TO FIND AN ENGINEERED VERSUS LIKE A MAINTENANCE ACTIVITY WHERE THEY WERE JUST WORDS OR SOMETHING THAT MAKES. I HAVE ONE LAST QUESTION. NOW, YOU ESTIMATED THIS 461. BASED ON WHAT YOU YOU HAD WITH THE MOST RECENT BIDS THAT CAME IN? YES, MA'AM. WHEN WAS YOUR MOST RECENT BID? A COUPLE OF WEEKS AGO. SO HOW CONFIDENT? NO WORRIES. EXCUSE ME. NO, NO, THAT WAS A GOOD QUESTION, BECAUSE THAT WAS SOMETHING I WAS GOING TO ASK. SO HOW CONFIDENT ARE YOU? BECAUSE THEN IF, SAY, THIS DID GO OVER BUDGET IN TERMS OF SOMEBODY SAID, YOU KNOW, IT'S FOR 71,000, WHERE ARE YOU GOING TO LEVERAGE THOSE EXTRA FUNDS TO COMPLETE THIS PROJECT? I CAN REQUEST GENERAL FUND, I FEEL. OF COURSE, IF ANYONE'S INVOLVED IN CONSTRUCTION. CONSTRUCTION COSTS ARE OUT OF CONTROL. YOU DO TO THE BEST OF YOUR. I'VE BEEN DOING CONSTRUCTION OVER 40 YEARS, WHETHER IT'S RESIDENTIAL OR COMMERCIAL BUILDINGS OR DOCKS OR WHATEVER. SO YOU DO YOUR YOUR BEST ESTIMATE BASED ON CURRENT MARKET MARKET CONDITIONS AND AND AND GO FROM THERE. THE ONLY REASON I ASKED THAT QUESTION IS THAT IF, SAY, WE THE FIRST RESPONSE TO YOU, BUT THEN YOU CAN'T USE IT BECAUSE YOU HAVE NO OTHER FUNDS TO LEVERAGE. SO THE MONEY'S YOU KNOW WHAT I MEAN? SO NO, I UNDERSTAND. AND ONE ADVANTAGE I HAVE IS, YOU KNOW, LIKE I SAID, I HAVE PARKS AND MAINTENANCE WORKERS. SO ONCE WE PUT THE PROJECT OUT FOR BID AND I'LL GIVE YOU AN EXAMPLE OVER AT CASTAWAY, THE PROJECT CAME IN OVER BID. SO WHAT WE'RE GOING TO DO OVER THERE NOW IS MY WORKERS CAN TAKE ALL THE DECKING OFF AND I CAN GET IN THE WATER AND BE TAKING STRINGERS OFF THE [02:10:02] POLES. BUT EVERYTHING THEY CAN DO FROM LAMBERT'S SIDE, THEY'RE GOING TO BE DOING IT. AND THEREFORE WHEN I REBID THE PROJECT, IT WILL COME DOWN SUBSTANTIALLY. OKAY, SO YOU'RE LEVERAGING YOUR STAFF TO BE ABLE TO TO MEET THE THE FUNDS. OKAY. GOTCHA. THANK YOU. AND I JUST HAD ONE OTHER QUESTION. SO WE'RE HE'S. IT'S 10,000. I MEAN, WE HAVE ABOUT 10,000 LEFT OVER. BUT WE JUST FUND HIM THE WHOLE AMOUNT FOR GOODY PAK. AND LET'S JUST PRAY THAT IT COMES IN LESS, KNOWING THAT IT PROBABLY ISN'T WITH THE WAY THAT THE CONSTRUCTION MARKET IS RIGHT NOW. CONTINGENCY. SO ARE WE ABLE TO JUST I DON'T EVEN KNOW IF WE'RE ABLE TO DO THAT. I THINK WE'VE HAD THAT QUESTION IN PAST YEARS AND WE WERE INSTRUCTED NOT TO FUND MORE THAN WHAT WAS IN THE APPLICATION. WELL, ON THE OTHER PART IS THIS IS BASED ON OUR CURRENT ALLOCATION. WE ACTUALLY HAVEN'T GOTTEN OUR FINAL ALLOCATION. SO IT'S ESTIMATED. YES. OKAY. I WAS GOING TO ASK, IS THERE ANY WAY FOR US TO JUST POSTPONE THAT AND TAKE CARE OF THE AQUATIC CENTER, SINCE THAT IS SOMETHING THAT KIDS AND FOLKS ALL OVER THE COUNTY NEED? HOW ARE YOU GOING TO SPEND THE REST OF YOUR MONEY? WE'VE GOT VICTORIA, IF THAT'S WHAT HE WANTS AND SOME OF THE OTHER STUFF OR GIVE HIM A PARTIAL FUNDING, CAN'T WE, TO THE AQUATIC OR TO GOODY PARK GIVE HIM THE DIFFERENCE. BUT HE'S SAYING THAT GOOD PARK IS HIS NUMBER ONE PRIORITY. HE DOES STILL HAVE TO GET BACK. UNDERSTOOD. BUT IT'S NOT OUR PRIORITY AS A BOARD. OUR PRIORITY WILL USE SERVICES AND NOT PARK AND RACK. BUT ACCORDING TO TO TO THIS, ONLY ONE THING HERE IS A PRIORITY, AND THAT'S THE POLICE DEPARTMENT. AS RELATES TO OUR LIST. SO IT WOULD EVEN ANY OF THESE PARKS, THE AQUATIC CENTER DOES SERVE THE YOUTHS AND IT PROVIDES THE SWIMMING LESSONS FOR OUR YOUTH ORGANIZATIONS HERE, AND IT IS AN IMPORTANT AND INTEGRAL PART OF OUR CITY. AND I THINK PART BASED ON OUR PRIORITIES, THAT THAT WOULD BE WHERE OUR FOCUS WOULD BE, NOT A BOAT DOCK EXCEPT WHERE WE LIVE IN FLORIDA. SO THE POOLS ARE MOSTLY WARM MOST OF THE YEAR. SO THEY'RE GOING TO STILL GET AND IT'S STILL WORKING, CORRECT? YES, IT'S STILL WORKING. THEY'RE NOT GOING TO NOT BE ABLE TO USE IT. LET'S CLARIFY, THOUGH, THAT ALL THREE PARKS AND REC PROJECTS ARE CONSIDERED RECREATION FACILITIES WHICH ARE NOT ON OUR LIST OF PRIORITIES. IT'S JUST CLEAR THEY'RE ALL CLASSIFIED THE SAME. I UNDERSTAND THAT. BUT THE USE OF THE FACILITY AT THE AQUATIC CENTER IS UNIQUE. THAT'S ALL I'M SAYING. BUT JUST TO AGAIN, WE LOOK TO THE PERSONS WHO ARE APPLYING AND THE PRIORITY IS THE GOOD PARK. IN ADDITION TO THAT, IT'S NOT THAT THE POOL ISN'T WORKING. THEY'RE JUST LOOKING AHEAD. SO IT'S SO SOMEONE CAN ACTUALLY GO AND IT BE WARM. HEATER IS 23 YEARS OLD, BUT IT HASN'T BEEN BROKEN. IT'S NOT BROKEN YET ON ITS LAST LEG, ACCORDING TO THIS GENTLEMAN. WE'RE ALSO STILL WAITING FOR INFORMATION FROM HIM AS FAR AS RECS AND THE INCOME THAT THAT LOCATION PRODUCES TO SEE IF THAT CAN BE USED FOR THAT. SO THERE IS INFORMATION THAT HE SAID HE HAS TO GET FROM RECS TO PROVIDE US THAT CLARIFICATION. WELL REGARDS TO THAT. I WAS JUST ASKING FOR GENERAL INFORMATION, BUT I DON'T BELIEVE THEY HAVE $400,000. WE DON'T KNOW WHAT THEY HAVE, REALLY. I WOULD PRESUME THAT THAT REVENUE GENERATED BY THAT FACILITY IS USED FOR THE MAINTENANCE OF THAT. I THINK IT'S ZERO IN TERMS OF A DECK. AND THEN IN REGARDS TO GOOD PARK AS WELL, THOUGH, OUR. YEAH. IN REGARDS TO GOOD PARK. THE MONEY THAT IT PRODUCES FROM RENTING THAT OUT. EVERY WEEKEND. IT WOULD BE NICE TO KNOW WHAT THAT IS. I'LL GET WITH MR. POPPY AND GET THAT INFORMATION. BUT I BELIEVE, AS OUR CHAIR SAID, IS PROBABLY JUST FOR MAINTAINING THE PROPERTY. YEAH, IT IS. IT'S LIKE I WAS HOPING THAT THERE WOULD BE EXTRA FUN. YEAH, THAT'S WHAT I'M SAYING. IF IT'S MAINTAINING AND YOU'RE TALKING ABOUT REPLACING A SET, THOSE BOARDS AND THINGS, THAT PORTION SHOULD GO TOWARDS MAINTAINING AND FIXING THAT. SO THEY HAVE A LOT OF RENTAL REVENUE THOUGH, IS. LIKE THE INTERIOR OF THAT. I'M CURIOUS TO SEE, LIKE THE EXTERIOR. I WOULD LIKE TO SEE THAT THAT FINANCIAL BREAKDOWN BECAUSE I. I'VE SEEN. YEAH, I'VE BEEN THERE. I'M. HAVE THOUGHTS THAT. UM, WELL, ORIGINALLY, WHEN I LOOKED AT IT, MY FIRST THING WAS LIKE, OH, WE'LL JUST FUND EVERYTHING ELSE AND THEN LEAVE YOU WITH $200. [02:15:05] BUT THE QUESTION IS, WHERE WOULD YOU GET THE, THE REMAINING MONEY? SO THAT MONEY WOULD PROBABLY JUST BE THERE. CAN'T DO ANYTHING WITH IT BECAUSE IT'S ALLOCATED. AND THEN THERE IS WE WATCH OUR BUDGET VERY CLOSE TO MAKE SURE THAT WE TRY TO BE GOOD STEWARDS OF THE TAXPAYERS IN PALM BAY. SO THERE WOULD BE A SHORTAGE. WE WOULD. I WOULD GO TO THE CITY MANAGER AND A REQUEST OR GO TO NANCY AND SEE IF THERE'S ANY ADDITIONAL MONIES OR REQUEST ADDITIONAL MONIES FROM GENERAL FUND. IT WAS ALREADY STATED BY COUNCILMAN THAT HIS GREAT RESPECT FOR THE WORK YOU'RE DOING. AND SO THAT'S WHY I WANTED TO KNOW WHAT WAS YOUR PRIORITY. SO AS IF WE'RE LOOKING TO YOU, YOU'RE THE EXPERT AND YOU KNOW, THE CITY HAS HIRED YOU TO DO THIS JOB. AND IF YOU TELL US THIS IS PRIORITY NUMBER ONE TO ME, YOU KNOW, I TAKE THAT AS I'M GOING TO TAKE THAT VERY HIGHLY AND SAY THAT YOU'RE THE EXPERT AND THIS IS YOUR JOB. AND I WOULD THINK THAT YOU KNOW WHAT YOU'RE DOING. THEN IN ADDITION TO THAT, I THINK IT WILL BE EASIER TO GO TO THE CITY AND SAID WE NEED $52,000 FOR THE HEATER VERSUS WE NEED $200,000 OR EVEN GOING BACK TO THOSE SCHOOL TEAMS AND SAYING, HEY, IF YOU GUYS ARE USING THIS AND YOU FIND IT AS A VALUE BECAUSE THIS IS THE ONLY PLACE YOU CAN SWIM, HOW ABOUT YOU GUYS DO A FUNDRAISER BECAUSE THE HEATER IS GETTING READY TO GO? HOW MUCH ARE YOU USING THE HEATER? MAYBE THEY WANT TO DO SOME FUNDRAISING TO MAKE SURE THAT THEY HAVE ACCESS TO THAT POOL. SO I THINK THERE ARE SOME OPTIONS. I THINK THE 400 IS VERY HARD TO COME BY JUST FUNDS. AND ALSO IF IT IS, THE LAST THING YOU WANT IS SOME ACCIDENT HAPPENING OUT THERE OR SOMEONE ALL FALLING INTO THE RIVER THERE. SO I IT WOULD BE FOR ME, YOU KNOW, LOOKING AT FUNDING THIS. BUT I DID WANT TO HEAR FROM THE THE POLICE DEPARTMENT REGARDING THESE. I DO HAVE A QUICK QUESTION REGARDING GOOD PARK. WHY IS IT NOW THE NEED TO DO THE FULL REPLACEMENT RATHER THAN JUST CONTINUING TO FIX, AS YOU SAID YOU'VE BEEN DOING? THE REPLACEMENT OF THE DECK BECAUSE EACH YEAR IT GETS, YOU KNOW, GETS MORE WEAR AND TEAR. WE WERE LUCKY THAT REALLY WASN'T ANY DAMAGE FROM THE HURRICANE. BUT, YOU KNOW, AS OLD AS THE PLATFORM AND PILINGS ITSELF, ANY GIVEN STORM COULD DO ADDITIONAL DAMAGE. I'VE HAD IT IN MY BUDGET FOR, YOU KNOW. REPHRASE IT. THE PARK SIDE OF THE HOUSE HAD IT IN THEIR BUDGET BEFORE WE EVEN CONSOLIDATE IT. SO IT'S BEEN IDENTIFIED AS A REPLACEMENT. SO EVEN IF YOU GOT A PORTION OF THE MONEY, YOU CAN'T, YOU RE NOT GOING TO DO ANYTHING WITH IT. IT WOULD JUST SIT THERE OR YOU SAID YOU'D BE REACHING OUT LOOKING FOR OTHER AVENUES TO GAIN THAT MONEY. WELL, RIGHT NOW, LIKE I SAID, THE MOST LOGICAL FUNDING WOULD BE A FINE GRANT, BUT IT JUST WOULDN'T QUALIFY. THAT'S ONE OF THE GRANTS THAT THE STATE ISSUES THAT FUNDS A GOOD PORTION OF MARINE PROJECTS. BUT SINCE IT'S AN ELEVATED PLATFORM, YOU CAN'T PULL A BOAT UP TO. AND THAT'S ONE OF THE GUIDELINES ON THE FIND GRANT. YOU PLAN ON MAKING IT THAT WAY SO THAT YOU CAN GO AFTER THOSE GRANTS. I IF NOT, I MEAN, YEAH, THAT WOULD BE AN ENGINEER QUESTION. I MEAN, YOU'RE TALKING. YEAH, YOU'RE TALKING 20 FEET DIFFERENCE. I'M SAYING HE'S GOING TO HE'S GOING TO USE THIS THING RIGHT THERE, IF THAT'S WHAT. RIGHT AND COMPLETELY RIGHT. YOU'RE PROBABLY LOOKING IF WE STAY WITHIN THE FOOTPRINT AND NEW PERMITTING, YOU MOVE THE PILOT. YES. I'M NANCY. I JUST WANTED TO ASK REAL QUICK, WHAT IS THE CONNECTION FOR THESE PROJECTS TO THE LOW TO MODERATE INCOME? IS IT WHERE THE FACILITY IS ACTUALLY LOCATED OR WHO THEY'RE SERVING? THEY'RE LOCATED IN A LOW INCOME AREA. NOW, I KNOW SEVERAL YEARS AGO THERE WAS A QUESTION ABOUT SOME OTHER WORK THAT WAS DONE AT THE AQUATIC CENTER, AND THE BOARD WAS ADVISED THAT THE AQUATIC CENTER DID NOT QUALIFY. IT WASN'T IN THE CORRECT CENSUS TRACT, VERIFIED THEM ALL THERE, THERE AND THERE WASN'T. IN 2020, THINGS CHANGED. LIKE, FOR EXAMPLE, TONI ROSA COMMUNITY CENTER USED TO BE IN A LOW INCOME TARGET AREA AND IT JUST IN 2020 CHANGED. BUT WE DON'T NORMALLY GET NOTIFIED UNTIL ABOUT 2021 LATE, YOU KNOW. ANY OTHER QUESTIONS? YOU KNOW, THE THE STATE OF VICTORIA PARK AS IT IS RIGHT NOW. IS IT. IS IT CLOSE TO. BECAUSE YOU KNOW. NO, IT'S NOT CLOSED AND THERE'S NO CURRENT CURRENT SAFETY CONCERNS. BUT IT'S GETTING TO THE POINT WHERE, LIKE I SAID, I DON'T WANT TO GET WORRIED. A CITY, UNFORTUNATELY, A COUPLE OF YEARS AGO WAS IN A BIND WHERE THEY HAD TO TAKE NON PLAYGROUNDS OUT AT ONE TIME. OKAY, SO HOW CAN YOU GIVE A NUMBER? I KNOW THAT MIGHT BE DIFFICULT AS FAR AS LIKE HOW MANY YEARS DO YOU THINK IT HAS TILL IT'S OUT? [02:20:05] HERE, TOO. I MEAN, EVERYTHING IS SUBJECTIVE. YOU KNOW, YOU CAN'T PUT A DEFINED DATE, BUT I'VE BEEN DEALING WITH PLAYGROUNDS FOR, YOU KNOW, 25 YEARS PLUS. SO, YOU KNOW, THE SIGNS THAT THE PLAYGROUND APPARATUS STARTS SHOWING THAT DICTATES WHAT NEEDS TO BE REPLACED. WHEN ARE WE ABLE TO JUST VOTE OR DO WE HAVE TO SCORE IT? WE HAVE TO SCORE IT. YEAH. AND I THINK NANCY WAS GOING TO GIVE US A BRIEF OVERVIEW OF THE POLICE DEPARTMENT GOLF CART. THEN WE'RE GOING TO GO BACK TO THE PUBLIC SERVICE AGENCY, BECAUSE I KNOW THESE PEOPLE ARE. ONE POLICE DEPARTMENT WAS WITHDRAWN. WE JUST CROSSED THAT OUT. OR ARE WE GOING TO ZERO EVERYTHING? RENT FOR THE COMMUNITY RESOURCE UNIT. THAT APPLICATION WAS WITHDRAWN, SO WE ONLY HAVE THE GOLF CART PURCHASE. NANCY WANTS TO GIVE US A BRIEF OVERVIEW OF THAT ONE. SO IN MEETING WITH THE POLICE DEPARTMENT, THEY LOOKED AT BETTER WORKING WITH THE COMMUNITY, THEIR COMMUNITY RESOURCE OFFICERS, AND BEING ABLE TO HAVE THOSE GOLF CARTS SO THEY CAN STOP AND TALK WITH AND AND WORK WITH THE COMMUNITY. AND, YOU KNOW, ALMOST LIKE WHEN THEY HAVE LIKE A CHIEF'S WALK AND THINGS LIKE THAT AND THEN ALSO BRINGING IT TO EVENTS. BUT ONE OF THE THINGS THEY ASKED ABOUT WAS OUR AREA CALLED THE COMPOUND. AND SO BECAUSE THERE IS BASICALLY NO ONE THAT LIVES THERE, THAT WOULD BE THAT IS HIGHLIGHTED AS A LOW INCOME AREA. SO THAT'S ONE OF THE AREAS THAT WE WOULD LIKE THAT THEY WOULD LIKE TO TARGET, AS WELL AS BEING ABLE TO TAKE THOSE GOLF CARTS OUT AND DO MORE PATROLLING OF THAT COMPOUND AREA IN ADDITION TO ALL OF THE OTHER LOW INCOME AREAS AND THEN SPECIAL EVENTS THAT THE POLICE DEPARTMENT MAY HAVE, THEY WANTED TO BE ABLE TO BRING THOSE GOLF CARTS OUT. CONSIDER THAT A PUBLIC FACILITY. SO WITH THAT, BECAUSE IT'S A PURCHASE OF THE PURCHASE OF THE VEHICLE. ASSET. WOW, THAT SOUNDS WAY MORE FUN TO SAY. WELL, I'LL GO OUT ON PATROL. I DON'T KNOW WHAT. I DON'T KNOW WHAT YOUR LAW ENFORCEMENT TRUST FUND FUNDING SITUATION IS LIKE, BUT I THINK THIS WOULD BE A GREAT EXAMPLE OF USE OF FORFEITURE FUNDS. YOU HAVE A VEHICLE LIKE THIS IN THE CITY OF MELBOURNE AND THAT'S. WE USE IT ALL THE TIME. I DON'T KNOW THAT YOU NEED TO RIGHT OFF THE BAT, BUT I THINK THAT THIS COULD QUALIFY UNDER AN ETF FOR DRUG AND CRIME PREVENTION, AND THEN IT COULD BE USED ACROSS THE WHOLE CITY. SO I DON'T KNOW THAT THIS IS THE CORRECT FUNDING SOURCE FOR THIS TYPE OF PURCHASE. I KNOW. OKAY, SO WHY DON'T WE. WHY DON'T WE HAND IN THE SCORE SHEETS FOR THIS ONE? IF YOU WANT TO GO OVER THE PUBLIC SERVICE AGENCIES. IT STARTED ON THAT LOVELY PEOPLE CAN GET. I. I'M NOT SURE IF YOU CAN SEE THAT. SO THE TOP RANKING. DISTANCES SOUTH AND CENTER MATTERS. AN ALBUM, PAUL. GRANDPARENTS RAISING CHILDREN. IF WE FUND THEM AT 100. IF 6500. $7.90. MAKE SURE I'M READING THAT RIGHT. SO THEN THAT LEAVES CATHOLIC CHARITIES, BOVARD, ALZHEIMERS, THE SCOUT BUS VOUCHER PROGRAM, HELPING SENIORS OF BOVARD AND THEN THE POLICEMEN. BUT WE ACTUALLY ALREADY FUNDED CATHOLIC CHARITIES, BREVARD, ALZHEIMER'S. HELPING SENIORS OF BREVARD THROUGH THE CVE FUNDING, CORRECT. JUST TO SHOW YOU THAT WE ONLY HAVE $180,000 AND WE'RE TO 100% IN ORDER OF THE SCORING TO GO UP PARENTS. SO I'M KIND OF LET'S SEE HOW THE BOARD FEELS, BUT I'M KIND OF THINKING OF FUNDING THAT THOSE TOP FOUR AND THEN PUTTING THE REMAINING FUNDS TOWARD THE STAT BUS VOUCHER PROGRAM. SO MOVED. OKAY, SO I MAKE A MOTION. WE HAVE A SECOND. ANY DISCUSSION FROM THE BOARD ON THAT? BUT. BE ABLE TO GIVE MORE THAN THEY ASKED FOR. [02:25:04] I THOUGHT WE JUST. CAN GIVE PALM BAY MORE GUESTS. THEY'RE ADMINISTERING THE PROGRAM. SO TO CONFIRM BECAUSE I'M BLIND AS A BAT. SOUTH BREVARD WOMAN SENT HER THEIR FULL AMOUNT. THE GRANDPARENTS RAISING GRANDCHILDREN FULL AMOUNT. CORRECT. AND THEN THE AGING MATTERS IN BREVARD. FULL AMOUNT. AND THEN WHO WAS THE GREATER MELBOURNE PAL? FULL AMOUNT. THE FULL AMOUNT FOR THEM. AND THEN THAT LEFT. IS IT SIX OR SO TOTAL? THE SCAT BUS VOUCHER PROGRAM. AND YOU SAID THE REASON WE CAN GIVE THE FULL AMOUNT IS BECAUSE THIS IS RUN THROUGH CITY. NO, NO, IT'S ADDITIONAL IS BECAUSE IT'S RAN THROUGH THE REQUESTED 2500 BECAUSE IT'S ADMINISTERED THROUGH THE CITY. I THINK WE WOULD BE OKAY PROVIDING ADDITIONAL. CORRECT. RIGHT. AND ONCE WE RECEIVE OUR ALLOCATION, OUR FINAL ALLOCATION WILL ADJUST AND WE'LL WE'LL DO THAT UNDER THE SCAT BUS PROGRAM. IF WE GET LESS MONEY LIKE WE DID LAST YEAR, WE'LL LOWER THAT A LITTLE BIT BASED ON OUR ALLOCATION. ANY FURTHER DISCUSSION. MOTION FOR ALREADY MOTION IN THE SECOND I WAS ALLOWING DISCUSSION. OKAY, SO WE'LL CALL THE QUESTION ALL THOSE IN FAVOR. I. HOST AND I VOTE I IN THAT MOTION CARRIES. THANK YOU ALL VERY MUCH FOR BEING HERE THIS EVENING. WE REALLY APPRECIATE YOU COMING OUT EVERY YEAR. AND THANK YOU FOR EVERYTHING THAT YOU DO FOR OUR COMMUNITY. Q THANK YOU. SO NOW WE'RE GOING TO MOVE ON TO THE PUBLIC FACILITY IMPROVEMENTS. YOU GUYS NEED A MINUTE TO CALCULATE THAT ONE OR WE'RE GOING TO GIVE HIM A COUPLE OF MINUTES. WE'LL LET THESE EXIT. AND HEARD FROM. ABSOLUTELY. HOW ARE YOU GUYS? YES. YEAH. SHE TALKS A LOT. DURING THE. I. PACKAGE. FOR. I SWEAR I DID IT JUST IN CASE THEY HAD ANY QUESTIONS. OH, OKAY. IT WAS LIKE. BRING SOMETHING TO HERE. AND OH, COME IN WITH MY CHATTING AND SEE. I THOUGHT FOR FIRST. YES, I DO. I USUALLY VOLUNTEER FOR MORE MEALS ON WHEELS. I. LIKE I SAID, I. AND NO. WHAT AT THE. TYPE HOUSING, SHE SAID. SHE SAID IT. [02:30:09] HAVE A GOOD WEEK. THIS IS A PROGRAM THAT WILL BE HEALTHY. OUR HOUSE. WE GET TO IT. WHAT WAS YOUR REACTION? I'VE NEVER MET HIM, BUT I TALKED TO HIM SEVERAL MONTHS AGO, SO THEY WERE JUST SO CONCERNED ABOUT THE SURPRISES THEY. THANK YOU SO MUCH. I DON'T KNOW WHY. OH, I SEE. OH, SO YOU LOOK AT THE PLAN FOR MONEY. YEAH. OKAY, GOOD. BECAUSE, YEAH, WE HAVE PROBLEMS WITH THE BEER. OH, OKAY. ALL RIGHT. GOOD TO MEET YOU. OKAY. GOOD. GOOD. LET'S FIND THIS ONE RIGHT HERE. BUT NOT WITH THE WARRANTIES. NOT UP. THAT'S THE COUCH. YOU'RE FINE. YOU JUST KEEP ABOUT IT. IT'S NOT LIKE I WASN'T IN THIS CAR. I COULDN'T BELIEVE THE NERVE. AND ONCE IT. YEAH. I KNEW SOMEBODY WHO WAS WHO WAS. BUT. EVEN WAS. YOU KNOW, IT WAS SO LONG TO GET THEN AND THEN THIS GUY. BUT ONCE WE WERE IN AND HE'S AWESOME, BY THE WAY. I MEAN, HOW HOW THEY ACTUALLY WANTED TO POINT IT OUT ON. ORGANIZATION AND. OKAY. THAT'S FIRST. SO THAT'S A GOOD. SO I TALKED WITH HIM AND IT WAS ANOTHER MAYBE I MIGHT HAVE BEEN. AND I SAID. LIKE I SAID, IT'S READY TO GO. PROBABLY. FIVE. YOU'RE TALKING ABOUT IT FROM THE HOTEL. SO THE BONES ARE THERE. AND THE WHOLE POMPEII THING AND. REALLY SURE WHAT'S HAPPENING HERE. YOU ALWAYS. WHY IS THAT ALL OUR MONEY? I DON'T THINK. OH, YEAH. REMEMBER WE TALKED. HOW LONG WE'RE GOING TO WAIT. TOO LONG. ISN'T THAT. YES. YES. SHE'S THE ONE WHO I CALLED. WHAT? I SAID WHAT WE NEED IS NOT JUST. PERFECT. THANK YOU. MY NAME IS. DOES HE DO A LOT OF CHORES? RIGHT. NO PROBLEM. I'LL HOLD ON TO THESE. YEAH, WE. YEAH, WE DIDN'T EVEN NEED TO TALK TO YOU. THAT'S WHAT I WAS ASKED. SO I HAVE TO TOUCH BASE TO FIND OUT. I GUESS IT'S LIKE DYING IN THE BACK OF YOUR CAR. YOU KNOW, IT'S GREAT. YEAH. AND I REFER TO YOU GUYS RIGHT THERE. AND WE NOW HAVE TO FIGURE OUT HOW, YOU KNOW, BE. A BEER? YES. THANKS. YOUR SIDE IS GOING TO BE OKAY. [02:35:06] I'LL BE HONEST. YEAH. THIS IS LIKE. THIS IS REALLY BEEN. WELL, I DON'T KNOW. TWO OF THE OTHER GUYS ARE WHAT I WANT HERE. I HAVE TO FINISH OUT ALL RIGHT? YEAH. FROM. THAT'S RIGHT. ALL RIGHT. PERSONALLY, I BELIEVE I AM. RIGHT. HAVE YOU HEARD OF? ALL RIGHT. I GOT ANOTHER. IT. U.S.. OH, I KNOW. BUT. HOWEVER. THAT'S RIGHT. THAT'S WHY WE ARE SO EXCITED. BUT I'M GLAD YOU. OH, NO. YOU KNOW, WE FOCUS ON SENIORS, SO, I MEAN, WE'LL HELP ANYBODY, BUT IT IS HARD NOT TO TALK TO YOU. OUT. ABSOLUTELY. THEY GOT IT PERFECT. THEY GOT A PERFECT SHOW. NOT THAT I. YOU'RE. YOU'RE RIGHT. I'LL BE READY. HOPEFULLY YOU ARE ABOUT. YEAH. BECAUSE THIS IS A BIG THING IN IN CONVERSATION HERE. THERE'S NO MORE. YEAH, BUT BEFORE YOU GET OUT THERE, I HATE. [OTHER BOARD BUSINESS] OKAY, SO THE TOP PROJECT. OH, I. APPROACHES FOR THE. IT WAS IN THE SAME ORDER THAT THE ON THE SHIP AQUATIC CENTER OF. SO I WOULD LIKE TO REMOVE THE GOLF CART PURCHASE FROM BOARD FOR DISCUSSION. THAT'S WHAT I MEAN. I DON'T EVEN THINK IT'S CONSIDERED. I WAS GOING TO SUGGEST MAKING A MOTION TO FULLY FUND GOOD PARK, AND THE REMAINDER GOES TO THE AQUATIC CENTER. I WOULD SECOND THAT. I I WHEN I STARTED, I STILL. I WAS AGAINST IT. UH, I WAS AGAINST THAT COMPLETELY. GOTCHA. KNOW. WELL, AGAIN, I ASK THE SAME THING REGARDING TO THE EXTRA 10,000 TO STAFF HERE TO SEE WHETHER OR NOT EVEN MAKES SENSE TO GIVE THEM 10,000. DO THEY HAVE MONEY AND THEY CAN'T BUY A HEATER WITH 10,000? YEAH. SO DO WE HAVE TO FULLY ALLOCATE ALL THE FUNDS? [02:40:02] IS THAT SOMETHING WE'RE REQUIRED TO DO? NO. PUBLISH AN ADDITIONAL REQUEST FOR PROPOSALS. WHILE WE STILL DON'T HAVE THE FINAL ALLOCATION. SO IT COULD GO UP. IT COULD GO DOWN. IF WE RECEIVE MORE MONEY, WE CAN ACTUALLY PUT MORE MONEY TOWARDS THE AQUATIC CENTER. OF COURSE WE HAVE LESS. BUT THEN GREG COULD ALSO SEEK OTHER FUNDING LIKE GENERAL FUND OR OTHER SOURCES THAT HE MAY HAVE TO FUND THAT PROJECT. IT'S FINE TO GIVE THEM LESS. IF THAT WAS THE CASE. I WOULD LIKE TO SEE VICTORIA PARK AN ADDRESS IN THE AQUATIC CENTER. HE SAID IT ONLY HAS ANOTHER YEAR OR SO BEFORE THEY HAVE TO ADDRESS THE SAFETY OF IT. AS FAR AS THE AQUATIC CENTER, IT IS UTILIZED ALL YEAR ROUND. I THINK THAT IS SOMETHING THAT DOES NEED TO GET THE ATTENTION AND HE STILL HAS THE OPPORTUNITY. HE STILL NEEDS TO FIND OUT THE FUNDS THAT IS GENERATED FROM GOOD PARK, FROM REX, AND HE DOES HAVE THE OPPORTUNITY TO APPROACH DIFFERENT PORTIONS OF THE CITY, WHETHER IT'S THE CITY MANAGER OR TO GET THE REST OF THOSE FUNDS. AND LIKE YOU SAID, LIKE IT WAS PREVIOUSLY MENTIONED, IT STILL CAN GO UP AND CAN STILL GO DOWN. AND THEN THERE'S ALSO THE ISSUES OF LUMBER BEING EXTREMELY HIGH. I DON'T SEE WHY WE CAN'T WAIT A LITTLE BIT AND STRETCH THE FUNDS THAT WE DO HAVE. WORDS, THINGS THAT MIGHT NEED ATTENTION SOONER THAN THAT. THEY'VE BEEN MANAGING. SO I THINK IT SHOULD GO TOWARDS VICTORIA PARK FIRST WITH THE AQUATIC CENTER SECOND, AND THE REMAINDER CAN GO TOWARDS THEM WHILE THEY'RE IN THE PROCESS OF FINALIZING, APPROACHING DIFFERENT AREAS AND WAITING TO HOPING FOR THAT NUMBER TO DROP, BECAUSE I THINK THAT DOES FACTOR IN WITH A BUNCH OF OTHER THINGS. SO MY, MY STANCE ON IT. I WILL SAY I THINK ALL THREE PROJECTS, I DIDN'T FEEL MET WHAT WE ESTABLISHED AS OUR PRIORITIES, MEANING THAT THEY WERE RECREATION FACILITY FACILITIES. BUT THAT BEING SAID, I APPRECIATE THAT A CITY DEPARTMENT EVEN SUBMITTED APPLICATIONS AND WE'VE BEEN STRESSING THAT FOR YEARS AND YEARS. I KNOW THAT MR. MINOR DID AN EXCELLENT JOB WITH SENIOR CENTER AND THE WORK THAT THEY DID. I KNOW HE HAS THE ADDITIONAL HVAC PROJECT GOING ON, SO HE HAS SHOWN THAT HE IS A GOOD STEWARD OF CDBG FUNDING. HE KNOWS WHAT HE'S DOING. REALLY? THE OPPORTUNITY TO REQUEST THE FUNDING WHEN THE OTHER DEPARTMENTS REALLY HAVE NOT. THAT BEING SAID, HE HE IS SAYING THAT HIS NUMBER ONE PRIORITY AS THE DIRECTOR OF THAT DEPARTMENT IS GOOD PARK. SO I WOULD FEEL COMFORTABLE SUPPORTING ALLOCATING THE 461,000. $86 TO GRID PARK. ALLOCATING. YEAH, I WOULD STAY THE SAME. I WOULD LEAVE THE 10,000 UNALLOCATED. WITHOUT A DOUBT. CLEARLY, IF THE THE EXPERT IS SAYING ARE THE PROFESSIONAL HERE REPRESENTING THE CITY, SAYING THAT THIS IS HIS NUMBER ONE PRIORITY, HE DIDN'T FLINCH WHEN YOU ASKED THE QUESTION, WHAT WAS YOUR PRIORITY? HE KNEW WHAT WAS THE PRIORITY IN A YEAR, THEY. THEY CAN COME BACK. WE'LL GET MORE CBG FUNDS NEXT YEAR. SO IF THE VICTORIA PARK IS AT END OF LIFE AT THAT POINT, WE CAN ALSO GET FUNDING. THEY CAN GET THEIR FACILITY THERE. I BELIEVE IF THERE WAS AN EMERGENCY AND THE HEATER WENT OUT AT THE AQUATIC CENTER, THEY CAN GET THAT FUNDS FROM GENERAL FUNDS. AGAIN, IT'S EASIER TO GET 52,000 OUT OF OUR GENERAL FUND THAN TO GET $461 IF THERE'S A STORM OR SOMETHING NEXT YEAR THAT TOTALLY WIPE THIS OUT OR IT JUST BECOMES UNSAFE FOR PEOPLE TO USE. SO I AM LEANING TO THE SIDE OF THE PROFESSIONAL WHO KNOWS THE FACILITIES, KNOWS WHAT HE'S LOOKING AT, KNOWS THE DANGERS, AND FIXING SOMETHING THAT, AGAIN, YOU JUST DON'T GET 461,000 EVERY DAY. AND I KNOW THIS, IF THEY CAME TO THE COUNCIL, IT MAY NOT GET FUNDED IF IT BECAME AN ISSUE. SO, AGAIN, EASIER TO TO FUND 50,000 IF WE NEED THAT. AND IN A FEW MONTHS IT'S GOING TO BE WARM. SO THEY MAY EVEN NOT NEED THE HEATER UNTIL NEXT YEAR. SO THAT'S MY STAND. BUT I WOULD LIKE TO SEE THAT 10,000 NOT NECESSARILY ALLOCATED AT ALL. AND IF IT GOES UP OR DOWN, IT FITS. IF IT GOES DOWN, THEN OUR GOES UP. THEN WE CAN PUT IT OUT AGAIN. AND I THINK IF WE'RE JUST TALKING ABOUT. THOUSAND AND THE ALLOCATION PHASE AROUND. I WOULD BE COMFORTABLE ALLOCATING THAT. THE PRICES OF CONSTRUCTION, BUT WE CAN REVISIT THAT DEPENDING ON WHAT THE ACTUAL ALLOCATION. THAT'S WHY IT NEEDS TO BE ALLOCATED NOW, JUST IN CASE THERE IS A NEED. [02:45:05] I TEND TO AGREE WITH CHRISTINA THAT THE GOODY PAK BEING THAT IT IS A BOAT LAUNCH AND MOST PEOPLE WHO ARE. IN. IN INCOME. ARE IN THE LOWER INCOME OR MORE AREN'T GOING TO HAVE BOATS. THIS IS A PLACE THAT I'M SORRY, NOT A BOAT LAUNCH. OH, SORRY. THANK YOU. ADDITIONALLY, WITH CONSTRUCTION COSTS HAVING. DOCUMENTED AS GOING DOWN, ESPECIALLY LUMBER COSTS. THIS MAY AFFECT THE NUMBER AND $461,000 IS A BIG NUMBER. THE HEATER FOR THE AQUATIC CENTER, I THINK IS A PRIORITY BASED ON THE NEEDS FOR OUR COMMUNITY AND OUTSIDE OF OUR COMMUNITY. AND GOOD PARK. I APPRECIATE, AGAIN, THE NEED TO FIX THE DOCK AS I WAS JUST THERE LAST YEAR AND I DON'T SEE PERSONALLY THE DISCUSSION OF CONCERN ON DISREPAIR OR THE NEED FOR REPAIR, BUT OBVIOUSLY THIS GENTLEMAN IS THE PROFESSIONAL AND HE KNOWS BEST. BUT IF IT IS NOT FALLING DOWN AND WE CAN ALLOCATE A PORTION AND STILL COVER THE AQUATIC CENTER AND FOCUS ON VICTORIA PARK AS A NEED TO SUPPORT THE YOUTH, I THINK THAT'S THAT'S HOW I FEEL. AND THEN GIVE A PORTION WHATEVER'S LEFT OVER AFTER AQUATIC AND VICTORIA ARE FUNDED, GIVE THE DIFFERENCE AND LET THEM GO TO THE GENERAL FUND FOR THE DIFFERENCE THAT ISN'T BEING PAID. GOOD. PARK OUT OF OUR FUNDS. THE OTHER PITCHER WHO MADE THE SECOND IS GOING TO ASK YOU, DID WE WANT IT? DID YOU WANT TO AMEND? I WAS GOING TO LOOK TO AMEND MY MOTION JUST ON THE 10,000 PORTION FOR IT TO BE UNALLOCATED. AND EVERY SECOND THAT. CHAIR CAN I JUST CAN I SPEAK STILL? SO. BECAUSE I UNDERSTAND THE POINTS BEING MADE IN REGARDS TO AQUATIC CENTER VICTORIA PARK. BUT. THEY'RE ABOUT TO COME TO THEIR LIFE EXPECTANCY. GOODY GOODY PAK GOODY PAK HAS BEEN PAST THE LIFE EXPECTANCY FOR SOME TIME NOW, SO THE POOL CAN STILL OPERATE. WITHOUT THE HEATER. SO. ONE ON ONE END. I SEE SAFETY BEFORE COMFORT. YES, IT WILL BE MORE COMFORTABLE IF THE POOL IS HOT OR WARM. BUT SAFETY WISE, I WAS JUST ON THE DECK ABOUT TWO MONTHS AGO FOR A WEDDING ON GOOD PARK. SO THE LAST THING YOU WANT IS SOMEBODY HAVING A WEDDING OUT THERE AND THEN YOU GOT A WHOLE NOTHER LIABILITY. AND THEN RODNEY EDWARDS HAS TO REPRESENT THE CITY OF PALM BAY BECAUSE SOMEBODY GOT HURT. BECAUSE SOMEBODY GOT HURT. SO THAT'S THAT'S THE WAY I'M LOOKING AT IT IN REGARDS TO SAFETY, NOT NOT NEGLECTING THE VICTORIA PARK, BUT WHERE HE SAID WE'RE NOT THERE YET AND BUT WE DO WANT TO KEEP THAT STILL IN THE FOREFRONT FOR BOTH FOR BOTH ITEMS. SO THAT'S ALL. CHAIR. THEIR COMMENTS FOR DISCUSSION. AND CAN WE DO A ROLL CALL? MOSTLY FOR THE MOST. ALL RIGHT. CURIOSITY. WHY DO YOU DO THEM? MOTION TV, FOR INSTANCE? I'M JUST CURIOUS. WHY ARE YOU DOING IT THIS WAY THIS TIME? AND THEN DO A ROLL CALL MOTION. IT'S CLEAR THAT SOME OF YOU ARE. THAT'S WHY I WAS TRYING TO FIGURE OUT MY OWN KNOWLEDGE. WE ACTUALLY GET THE CORRECT AMOUNT OF AGE. SOMETIMES IF WE ALL SAY I OR WE ALL SAY NAY, YOU DON'T GET EXACTLY WHO WAS WHO. SO IT JUST HELPS ME. YEAH. MS.. HEBER, I. THIS MIRAGE SPEAR EYE IS HER SOLE. MS.. BITTER. NAY. MR. JOHNSON. MR. MORAN. MS.. WALKER. MR. WILLIAMS, I. RIGHT. THAT MOTION CARRIES. FINAL ITEM ON THE AGENDA, WE HAVE THE INFORMATIONAL STAFF REPORT. WANT TO HAVE YOU ALL GO OVER THAT OR DO WE WANT TO HAVE A LITTLE. LIKE I READ IT. BUT I DID HAVE ONE QUESTION. I SEE THAT ON YOUR FIRST ITEM THAT THE SOURCE HAS TERMINATED THEIR CONTRACT. WHICH WHAT CONTRACT? WHICH ONE WAS THAT? THEY HAD MORE THAN ONE. RIGHT. SO THEY HAD THE BUS. [02:50:01] YES. HAD THEY PULLED OUT. OKAY, SO I'LL ELABORATE. I HAVE NO PROBLEM BECAUSE I'M HERE IT I HAVE A SUNSHINE VIOLATION. I'VE I'VE VOICED MY FRUSTRATION IN MY ANGER ON THIS AT A COUNCIL MEETING. SO THE SOURCE WAS LOOKING TO UTILIZE THE ARPA FUNDING THE AMERICAN RESCUE PLAN, FUNDING TO PURCHASE A PROPERTY, PURCHASE THE CHECK MARKS THE RESTAURANT AND UTILIZE IT AS A SERVICE CENTER, NOT JUST A SERVICE CENTER. BUT THEY WERE ALSO GOING TO TEACH CULINARY SKILLS. WE SEE IN THE RESTAURANT INDUSTRY THERE'S A SHORTAGE OF CHEFS, THERE'S A SHORTAGE OF ALL TYPES OF WORKERS. SO WHAT THEY WERE LOOKING TO DO IS A ONE STOP SHOP IN REGARDS TO MENTAL HEALTH SERVICES, GETTING THEM HELP WITH TRANSPORTATION AND TEACHING THEM A SKILL OR A MUCH NEEDED VOID IN OUR COMMUNITY IS WHAT THERE IS DOWN SOUTH. THEY'RE LOOKING. THEY WERE LOOKING. YEAH, IT'S SIMILAR, BUT THEY WERE LOOKING TO REPLICATE IT BUT MAKE IT A PALM BAY VERSION. SO. SOME OF THE SOME OF THE COMMUNITY THREATENED. BUSINESS OWNER FOR CHECK MARKS MARK FOR HIM NOT TO SELL TO THIS HOMELESS ORGANIZATION AS THEY SAID AND THEY THREATENED HIM AND HIS FAMILY AND HE GOT COLD FEET AND BACKED OUT OF SELLING THE PROPERTY TO THE SOURCE. SO IN DOING SO, ANTHONY AND I'VE TALKED TO HIM, I STILL TALKED TO HIM. HE WAS VERY FRUSTRATED THAT, YOU KNOW, HE'S TRYING TO DO THIS FOR THE CITY AND THE COMMUNITY HE LIVES IN. SO HE WAS LIKE, YOU KNOW WHAT? PALM BAY IS NOT READY. SO WE'LL BACK OFF. AND AND AND THAT'S WHAT. THAT. THAT WAS AROUND THE SAME TIME. SAD WHEN HER COMMUNITY, WHEN STIGMA, STIGMA OF HOMELESSNESS AND OF OTHER FACILITIES THAT ARE JUST HORRIBLE ARE NOT CARE. THEY ARE SOMETIMES A COMMUNITY JUST REALLY MISS THE MARK AND NOT UNDERSTANDING THAT THERE ARE BETTER WAYS OF DOING THINGS AND THERE IS AN ORGANIZATION THAT'S DOING IT BETTER. AND SO I THINK IN THIS REGARD, I THINK THEY MISSED THE MARK. WELL. DO YOU KNOW WHERE THEY'RE GOING? ARE THEY GOING ANYWHERE OR. JOHN. SO. SO THEY HAVE SEVERAL OTHER CITIES AND COMMUNITIES THAT HAVE SHOWN FULL SUPPORT AND THEY'RE MAKING. UNIQUE AND INTERESTING. WOW. AND IT'S SUCCESSFUL. UM, I DON'T THINK I HAD ANY OTHER QUESTIONS ON THEIR GREAT WORK TO STAFF. GOAL OF $7,751,406 IN CURRENT FUNDING. I COMMEND YOU GUYS. KEEPING EVERYTHING ON TRACK. I SEE THE NSP IS TRACKING ALONG. [02:55:04] GOOD WORK ON THAT AGAIN. WE APPRECIATE YOU GUYS. THANK YOU FOR ALL THAT YOU DO AND GETTING ALL OF OUR MATERIALS TOGETHER AND. AND A MONTH, RIGHT? CARE FOR ELENA. I KNOW. FINALLY. I GUESS. I GUESS. YOU'VE BEEN HERE IN LIKE, THREE MONTHS. ALL RIGHT. WELL, THANK YOU, GUYS. WILL ADJOURN THE MEETING AT 913. * This transcript was compiled from uncorrected Closed Captioning.
