THIS IS THE CRA ANNUAL REPORT THAT NEEDS TO BE SUBMITTED TO THE COUNTY BY MARCH 31ST.

HE EXPECTS THAT THIS IS THE UNAUDITED REPORT.

THE CITY EXPECTS THE FINAL AUDIT REPORT TO BE COMPLETE IN APRIL, AND THEREFORE, ANY UPDATE TO THE ANNUAL REPORT WILL BE PROVIDED WITHIN 45 DAYS AFTER COMPLETION OF THE AUDIT, AS ALLOWED BY CHAPTER ONE 60 3.3 712A FLORIDA STATUTES.

SO SOME OF A SUMMARY OF THE REPORT.

IN JUNE 2022, THE CRA SOLD THE PROPERTY LOCATED AT 1582 WATER DRIVE TO PALM BAY LANDINGS LLC AS PART OF A LAND ASSEMBLAGE WITH PELICAN HARBOR MARINA.

ON MAY 4TH, 2022, THE CRA EXECUTED A PURCHASE CONTRACT FOR 1626 ORANGE BLOSSOM TRAIL, AND THE SALE IS ANTICIPATED TO BE COMPLETED IN MARCH. THE CRA ALSO HAS TWO OTHER PROPERTIES LISTED FOR SALE 1608 ORANGE BLOSSOM TRAIL AND THE UNASSIGNED PARCEL, WHICH IS JUST NORTH OF 1608.

THE 2021 CERTIFIED TAXABLE PROPERTY VALUES WAS 254,737,028.

IN 2020 THAT WAS 233,837 970.

SO THERE'S A 9% INCREASE IN TAXABLE VALUE, WHICH IS A TOTAL OF $20,899,058.

UM, THE ACTUAL TAX REVENUE FOR 2021 WAS ONE.

1,651,448. THIS IS A 12.4% INCREASE OVER THE PREVIOUS YEAR.

THE AS YOU AS YOU KNOW, THE COUNTY AND THE CITY SPLIT, THE COUNTY'S PORTION WAS $1,122,984.64.

AND THE CITY'S PORTION IS $528,463 AND 37 $0.36.

SO THE EXPENDITURES FOR 2022 WAS 987,829, OF WHICH 342,000 WAS ALLOCATED TO DEBT SERVICE.

THAT DEBT HAS BEEN PAID OFF IN 2022.

THE CITY REIMBURSED BREVARD COUNTY FOR $631,462, AND THEN THE CRA TRANSFER $1,340,011 TO REIMBURSE THE CITY'S GENERAL FUND FOR SIMILAR UNEXPENDED FUNDS DURING FISCAL YEAR 2021.

AND I'M AVAILABLE IF YOU HAVE ANY FURTHER QUESTIONS ON THE ANNUAL REPORT AND AUDIT.

I JUST WANT TO MENTION ON THE 1626 ORANGE BLOSSOM TRAIL PROPERTY, DECEMBER 5TH, I CAME BEFORE THIS BOARD.

ADLON HAD REQUESTED A REDUCTION BASED ON THEIR ENVIRONMENTAL REVIEW AND THEIR COSTS.

SO THEY ASKED THE BOARD IF THEY WOULD IF YOU WOULD REDUCE THE PURCHASE PRICE TO 71 BY $71,854.25.

SO I HAD REPORTED THAT THE NEW SALES PRICE WOULD BE $192,510.75.

THAT'S BASED ON THE APPRAISED VALUE OF THE 1626 ORANGE BLOSSOM TRAIL, WHICH WAS 142,000.

AND THEN THEY ASKED FOR THE ADDITIONAL TRIANGULAR PIECE THAT WAS PART OF KOSKI POND.

THEY ESTIMATED THE SQUARE FOOTAGE AND WE HAVE SINCE GOTTEN THE ACTUAL SURVEY.

SO THE SQUARE FOOTAGE IS SMALLER.

AND SO WITH THAT, THE NEW SALES PRICE WOULD BE $171,407.74.

SO IN SPEAKING WITH THE DEVELOPER AND THE CITY MANAGER, THEY HAVE AGREED TO THAT SALES PRICE.

AND I JUST WANTED TO INFORM YOU FOR TRANSPARENCY PURPOSES, THAT SALE WILL BE GOING THROUGH PROBABLY WITHIN THE NEXT WEEK.

SEEING THE THE TAX INCREMENT FUNDING AND CONTRIBUTING THAT TO A ROAD MAINTENANCE FUND.

I JUST WANT TO REPEAT THAT AND SEE IF WE CAN GET THE BOARD'S AGREEMENT THAT THAT IS EXACTLY WHAT WE WILL DO.

LIKE I SAID, IT MAY BE PREMATURE NOW, BUT THAT'S SOMETHING AGAIN WE'LL TALK ABOUT BEFORE THE BOARD SUNSETS.

WELL, I DO KNOW THAT WE'VE DISCUSSED IT NOT ONLY AS A BOARD, BUT WE'VE ALSO DISCUSSED IT AS COUNCIL AND SOME OF THAT DISCUSSION ALSO SURROUNDED GETTING AROUND INITIATIVES FOR BUSINESSES, TAX INITIATIVES AS WELL.

SO IT WAS A SPLIT, IF YOU WILL.

BUT, YOU KNOW, THOUGH, WE STILL GOT TIME, BUT I REMEMBER ON COUNCIL WE SAID, HEY, WE COULD THERE'S PLENTY OF ROOM HERE TO PROVIDE INITIATIVES, YOU KNOW, INITIATIVES SO THAT WE CAN INCREASE OUR TAX BASE, OUR COMMERCIAL TAX BASE TO INCREASE FUNDING TOWARDS OUR ROADS.

BUT YES, SIR, I AGREE WITH YOU.

EVERY TIME I'M IN PUBLIX OR ANYWHERE, YOU KNOW, WHERE ARE WE IN REGARDS TO PROGRESSING WITH DOWNTOWN PALM BAY AND BRINGING THAT INTO FRUITION? BECAUSE WE'VE AS A BOARD HAVE GIVEN DIRECTION TO STAFF AND TO OUR BROKER, YOU KNOW, ON WHAT WE WOULD LIKE TO SEE AS A COMMUNITY AS WELL AS THE COMMUNITY IS GIVEN DIRECTION THAT, HEY, THEY WANT A DOWNTOWN PALM BAY TOO.

SO JUST TO, YOU KNOW, FIND OUT WHERE WE ARE WITH THAT.

SO THAT'LL BE ALL. YEAH, LIKE A TOWN CENTER.

WE'VE KNOWN IN THE PUBLIC'S BEEN AWARE THAT MULTIPLE ACQUISITION THAT'S BEEN TAKING PLACE OVER THE LAST THREE YEARS, WHAT HAVE BEEN DONE WHERE CURRENTLY SOME OF THE MAJOR, YOU KNOW DEVELOPER INVESTORS SHOULD SAY WHERE ARE YOU WHAT KIND OF PROGRESS IF WE PROGRESS REPORT MAYBE AS TO WHAT HAS BEEN DONE TO TO THOSE PURCHASES BECAUSE THERE IS AN EXPECTATION COUNCIL HAS BEEN CLEAR.

ALL THIS BOARD HAS BEEN CLEAR AS WELL.

THE VISION THAT HAS BEEN CASTED FOR THAT AREA.

SO PROGRESS REPORT, FOR LACK OF A BETTER WORD, I WOULD SAY SOME OF THE MAJOR AND THEY'RE NOT THAT MANY.

WE'RE REALLY HOPEFUL AND WE BELIEVE THAT THAT'S GOING TO DRIVE OTHER INVESTORS TO COME INTO THE BAYFRONT COMMUNITY.
