[PRESENTATIONS]
SO WE ARE NOW ON PRESENTATIONS AND WE ARE ON ITEM NUMBER ONE.JACQUELINE IS HERE TO KIND OF GIVE US THE OVERVIEW OF THE THE FRUIT OF ALL THAT LABOR THAT HAS RESULTED IN A STRATEGIC PLAN THAT IS ON YOUR CONSENT AGENDA TONIGHT IN FINAL FORM FOR YOUR REVIEW.
SO, JACQUELINE, THANK YOU VERY MUCH.
THANK YOU. MS.. JACQUELINE, BRING THAT MIC CLOSER AND BRING THE MIC CLOSER.
YEAH, YEAH, BRING THE TOWARDS BECAUSE I SHOULD HAVE DONE THAT MYSELF, SO I'M SORRY.
THAT'S OKAY. WELCOME, JACQUELINE.
WELL, THANK YOU. IT'S A PLEASURE TO BE HERE WITH YOU THIS EVENING.
AGAIN, THE LAST TIME I WAS HERE WAS IN DECEMBER AND WE HAD THAT REALLY PRODUCTIVE DAYLONG WORKSHOP.
IT SEEMS LIKE IT WASN'T THAT LONG AGO.
ONCE AGAIN, MY NAME IS JACQUELINE MACRAE.
I'M A DIRECTOR WITH BAKER TILLY.
WHEN WE STARTED THIS WORK WITH YOU BACK IN SEPTEMBER OF 2022, WE WERE MANAGEMENT PARTNERS AND MANAGEMENT PARTNERS COMBINED WITH BAKER TILLY IN OCTOBER.
FULL AND COMPREHENSIVE PROCESS THAT RESULTED IN THE STRATEGIC PLAN THAT YOU ALL DEVELOPED.
AND I JUST WANT TO HIGHLIGHT IT FOR YOU THIS EVENING.
UM, WE CAN. WE STARTED OFF IN SEPTEMBER WITH INDIVIDUAL INTERVIEWS WITH THE MEMBERS OF COUNCIL, CITY COUNCIL, WITH THE CITY MANAGER, THE DEPUTY CITY MANAGER, DEPARTMENT HEADS.
UM, AFTER THAT, WE ADMINISTERED TWO SURVEYS, ONE TO THE COMMUNITY AND ONE TO ALL CITY EMPLOYEES.
WE REVIEWED LOTS OF DATA, YOUR BUDGET, OTHER INFORMATION.
WE BROUGHT ALL THAT TOGETHER FOR YOU IN THE WORKSHOP THAT WE HELD ON DECEMBER 5TH.
THAT WAS A DAY LONG WORKSHOP WITH YOURSELVES, COUNCIL MEMBERS, YOUR CITY ADMINISTRATIVE LEADER, DEPUTY CITY MANAGER AND YOUR DEPARTMENT HEADS. YOU ALL WORKED IN LARGE GROUPS AND SMALL GROUPS AND REALLY DID AN EXCELLENT JOB.
YOU IDENTIFIED FIVE OVERARCHING PRIORITIES AND AND THOSE PRIORITIES ARE SHOWN ON THE ON THE SLIDE.
[00:20:08]
DECEMBER. AND IF THE COMMUNITY SAW THAT, THEY WOULD SEE THAT EACH OF THOSE PRIORITIES MATCH.THE PRIORITIES, THE TOP FIVE PRIORITIES FROM THE COMMUNITY.
THEY ALSO MATCH THE TOP PRIORITIES FROM EMPLOYEES.
AND SO YOU'VE LISTENED TO WHAT THE COMMUNITY HAS SAID ARE THEIR PRIORITIES AS WELL AS EMPLOYEES.
AND DURING THAT WORKSHOP, YOU DEVELOPED AND YOU WORKED IN FIVE SEPARATE GROUPS RELATED TO INFRASTRUCTURE AND COMMUNITY GROWTH AND PUBLIC SAFETY AND COMMERCIAL GROWTH AND COMMUNITY ENGAGEMENT.
AND YOU DEVELOPED SOME GOALS, AND I WANT TO GO THROUGH THOSE GOALS AFTER I GO THROUGH THE VISION AND MISSION AND ORGANIZATIONAL VALUES.
THESE ARE REALLY THE THE FOUNDATION OF YOUR STRATEGIC PLAN AND THE GOALS AND STRATEGIES THAT ARE AN OUTGROWTH OF YOUR WORK IN DECEMBER REALLY COME FROM YOUR VISION FOR THE COMMUNITY FOR THE NEXT FIVE YEARS.
AND IT'S ARTICULATED IN YOUR MISSION FOR YOURSELVES AND YOUR STAFF, AS WELL AS YOUR ORGANIZATIONAL VALUES, WHICH ARE SHOWN ON THE SLIDE. SO THE FIRST GOAL YOU DEVELOPED REALLY TALKS ABOUT DEVELOPING SUSTAINABLE AND INNOVATIVE INFRASTRUCTURE.
THAT'S A KEY PRIORITY FOR YOU.
YOU IDENTIFIED FOUR STRATEGIES FOR EACH OF THOSE GOALS.
AND THOSE STRATEGIES THEN ARE THE THINGS THAT THE STAFF WILL WORK ON IN A PRIORITIZED MANNER BASED ON THE DECISIONS YOU MAKE MOVING FORWARD. THE SECOND GOAL IS TO GROW THE COMMUNITY IN A WELL-BALANCED MANNER, AND THE NEXT PRESENTATION REALLY ADDRESSES STRATEGY ONE, WHICH IS ALIGNING THE LAND DEVELOPMENT CODE TO THE COMPREHENSIVE PLAN.
AND SO YOU'RE GOING TO HAVE A PRESENTATION ON THE COMPREHENSIVE PLAN NEXT.
AND SO THEN YOU WILL GO ABOUT ALIGNING YOUR LAND DEVELOPMENT CODE.
THERE ARE FIVE OTHER STRATEGIES THAT ALSO SUPPORT GROWING A WELL-BALANCED COMMUNITY.
YOU HAVE FOUR STRATEGIES RELATED TO THE GROWTH OF PUBLIC SAFETY HERE IN THE CITY.
THE FOURTH GOAL IS INCREASING COMMERCIAL AND INDUSTRIAL GROWTH.
ALSO FOR STRATEGIES RELATED TO HOW THAT GROWTH WILL OCCUR IN THE CITY OVER THE NEXT FIVE YEARS.
I WAS TOLD I HAD TEN MINUTES AND SO I WAS SUPPOSED TO KEEP IT CONCISE.
SO THAT IS FROM A VERY HIGH LEVEL, THE SUMMARY OF THE STRATEGIC PLAN THAT.
MR. MAYOR, YOU AND YOUR COLLEAGUES ON COUNCIL, ALONG WITH STAFF, HAVE DEVELOPED.
IT'S. YES, MA'AM. AND THANK YOU SO MUCH FOR YOUR PRESENTATION.
THANK YOU FOR YOUR HARD WORK, YOU AND THE TEAM.
RIGHT. SO WE REALLY APPRECIATED THAT WORKSHOP.
I CAN TELL YOU THAT NOW WE WE DISCUSS THINGS AND WE SHARE FROM A DIFFERENT PERSPECTIVE.
SO WE DID PICK UP ON SOME, SOME KEY THINGS FROM FROM THAT WORKSHOP.
SO COUNCILMAN JOHNSON, YOU WANTED TO ADD SOMETHING? YES, MAYOR, THANK YOU.
AND THANK YOU, DOCTOR. I APPRECIATE IT.
WHEN YOU SPOKE TO US IN DECEMBER, LIKE THE MAYOR SAID, IT WAS VERY INNOVATIVE FOR US AS A BODY, YOU KNOW, WORKING WITH ONE ANOTHER, WITH OUR DIRECTORS, WITH OUR CITY MANAGERS, DEPUTY CITY MANAGERS AND EVERYONE.
WHAT ELSE IS A FEW OTHERS THAT WE THAT WE'RE UPDATING WITH IRVING.
MIXED USE WITH IRVING MIXED USE.
IT WAS LOOKING AT, YOU KNOW, MORE DENSITY AND MORE HEIGHT.
[00:25:06]
I FEEL LIKE WE CAN GET IT RIGHT THE FIRST TIME AND INCREASE OUR ELEVATION LEVELS OF HOW HIGH WE CAN BUILD.AND WE'RE DOING THAT WITH THE URBAN MIXED USE.
I WANTED TO HEAR YOUR, YOU KNOW, FROM A STRATEGIC PLANNING STANDPOINT, IS THAT BEING TOO TOO OVER, OVER PROACTIVE OR IS THAT GOING TOWARDS THE RIGHT STEP IF THAT'S WHAT WE'RE LOOKING LIKE WITH OUR COMPREHENSIVE PLAN IN THE FIRST PLACE? SO IT SEEMS TO ME LIKE IF IF URBAN MIXED USE IN A SPECIFIC AREA IS WHAT'S IMPORTANT TO THE COUNCIL, THAT YOU PRIORITIZE THAT AS A PART OF, YOU KNOW, THE.
LAND DEVELOPMENT STRATEGY THAT COMES OUT OF THE COMPREHENSIVE PLAN.
ONE OF THE THINGS THAT THAT WE'LL BE DOING.
AS A RESULT OF THIS MEETING IS.
HANDING OVER TO THE CITY MANAGER AN IMPLEMENTATION ACTION PLAN.
AND THAT IMPLEMENTATION ACTION PLAN REALLY BEGINS TO HELP YOU ALL.
AND IT SEEMS LIKE, YOU KNOW, THAT GOAL STRATEGY ONE, UPDATING THE CITY'S LAND DEVELOPMENT CODE AS IT RELATES TO URBAN MIXED USE WILL BE A HIGH PRIORITY FOR YOU.
AND SO WE WILL BE IDENTIFYING IT AS SUCH IN THE IMPLEMENTATION ACTION PLAN.
DEPUTY MAYOR. NOTHING TO ADD OR JUST WANT TO TAKE A MOMENT TO THANK YOU FOR THE WORK YOU PUT IN.
A LOT OF WORK HAS BEEN PUT INTO THIS AND VERY APPRECIATIVE OF THE RESULT.
RIGHT, INCREASING OUR HEIGHT, INCREASING OUR DENSITY, RIGHT, INSTEAD OF THE SPRAWL.
AND SO THIS IS A GREAT SEGWAY SINCE WE WE DON'T DISCUSS AND WE COULD ACTUALLY TALK ABOUT THIS ON THE REPORTS, BUT SINCE YOU'RE HERE, THE THOUGHT IS CREATING INCENTIVES FOR WORKFORCE HOUSING IN INCREASING THAT.
I MEAN, THIS IS YOUR YOU KNOW, THIS IS YOUR YOUR PLAN AND YOUR PRIORITIES FOR MOVING FORWARD.
AND SO, YOU KNOW, THE CITY MANAGER WILL HELP YOU ALL STAY ON TRACK WITH THAT BECAUSE SHE'S THE PRIMARY IMPLEMENTER BASED ON YOUR GUIDANCE.
AND SO THESE STRATEGIES ARE ALSO PRIORITIZED AS A PART OF YOUR BUDGET.
RIGHT. AND SO THERE MAY BE CERTAIN INCENTIVES RELATED TO, YOU KNOW, INCREASING HEIGHT AND DENSITY THAT URBAN IN THE URBAN MIXED USE AREA OF THE CITY THAT YOU'LL WANT TO.
UM, PRIORITIZE AS A PART OF YOUR BUDGET DELIBERATIONS AS WELL.
THANK YOU, MA'AM. THANK YOU, MA'AM.
AND SO, COUNSELORS, JUST SO THAT YOU KNOW THAT THAT'S A THAT'S A GREAT OPPORTUNITY THAT WE HAVE WHEN WE TALK ABOUT WORKFORCE HOUSING, PROVIDING DENSITY OPPORTUNITIES FOR OUR DEVELOPERS, GIVING THEM THOSE TYPE OF INCENTIVES SO WE COULD KEEP THE COST OF LIVING TO A LIVABLE AMOUNT.
RIGHT. SO THOSE ARE JUST THOUGHTS AND IDEAS.
OF COURSE, WE COULD, YOU KNOW, TAILOR IT AND AS WE CONTINUE TO GROW, BUT AT LEAST IF WE HAVE A CONSENSUS HERE, AT LEAST OUR STAFF KNOWS, HEY, MAYBE WE COULD WORK OUT SOME SOME INITIATIVES FOR WORKFORCE HOUSING, BECAUSE WE ALL KNOW THAT THAT'S A CRITICAL SITUATION WITHIN OUR OUR COMMUNITY AND OUR STATE. SO THANK YOU, MISS JACQUELINE.
THANK YOU VERY MUCH. GOD BLESS YOU, MA'AM.
SO NOW WE HAVE AN OUTSTANDING PRESENTATION, I GATHER, FROM MS..
MS.. SHERMAN, I'LL DEFER TO YOU.
THANK YOU, SIR. VALENTINO PEREZ NORMALLY OUR CHIEF BUILDING OFFICER, BUT EXCUSE ME.
OFFICIAL CURRENTLY OUR ACTING PUBLIC WORKS DIRECTOR IS GOING TO GIVE COUNCIL AND THE PUBLIC A BRIEF UPDATE ON PROGRESS HE'S MADE IN TACKLING ONE OF OUR CHALLENGING PERMIT AREAS IN THAT DEPARTMENT.
VALENTINO. THANK YOU, VALENTINO.
WE HAD A GREAT MEETING WITH THEM.
[00:30:01]
YOU, SIR, WERE PRESENT THEIR SUZANNE FRANCOIS NABI, OUR CITY ENGINEER, JOE HILL AND MYSELF.ALL RIGHT. SO SOME OF THE CHANGES CAME WITH THE PLAN REVIEW.
ONE OF THE BIGGEST CHANGES THAT WE IMPLEMENTED AND WE WERE LISTENING AT THAT MEETING WAS THE FACT THAT WE WERE RECEIVING DRAINAGE PLANS FROM ENGINEERS OF RECORD. SO WE WANTED TO HONOR A LITTLE BIT MORE THAT WORK THAT THEY WERE PERFORMING AND WE WE REALLY WEREN'T DOING THAT, ALTHOUGH I THINK STAFF HAD GOOD INTENTIONS AND WE STILL DO BY PROVIDING RESPONSIBLE DRAINAGE ON PROPERTY.
THAT'S BEEN KIND OF AN ISSUE HERE IN PALM BAY.
SO AT THE SAME TIME, WE STARTED RELYING A LITTLE BIT MORE HEAVILY ON THESE ENGINEERS, BUT AT THE SAME TIME WE CONTINUE DOING REVIEWS THAT ARE RESPONSIBLE AND ARE ADDRESSING THE DRAINAGE NEEDS ON THESE HOUSES.
AND AS THE PRESENTATION SAYS, WE'RE NOW ABOUT ON A FIVE MINUTE REVIEW TIME.
AND I WANT TO WANT TO SAY, RIGHT, THAT STAFF AS A TEAM, WE'RE DOING MUCH BETTER NOW.
AND I THINK THEY JUST NEEDED A LITTLE PUSH IN THE RIGHT DIRECTION.
WE GOT A GOOD GROUP OF STAFF THERE, SO IT'S NICE TO SEE THE EFFORTS THAT THEY'RE PUTTING IN.
SOME OF THE THINGS THAT WE DID IS WE BROUGHT IN THE DRIVEWAY, THE DRIVEWAY AND DRAINAGE TEAM TO THE BUILDING DEPARTMENT, WHICH HAS HAD A MASSIVE IMPACT TO THE CONTRACTORS, HOME OWNERS.
THEY COME TO ONE PLACE THEIR THEIR NEEDS ARE SERVICED.
AND WE'VE GOTTEN A GREAT DEAL OF FEEDBACK, POSITIVE FEEDBACK FROM THEM.
SOME OF THE CHANGES WITH STAFF WAS ALSO RELYING ON THAT MS PROGRAM THAT WE HAVE NOW.
INSTEAD OF BOGGED DOWN WITH EXCEL SHEETS AND PAPER.
WE'RE RELYING ON THIS PROGRAM THAT WE PUT A LOT OF EFFORT IN.
WE KIND OF REVAMPED SOME OF THE FLOWS IN THAT PROCESSING AND NOW THE STAFF IS UTILIZING IT AND THAT'S HELPED IMMENSELY TOO, ESPECIALLY ALSO WITH THE SURVEYING TEAM THAT HAS A DIRECT IMPACT ON SOME OF THE CULVERTS OR THE CULVERTS THAT ARE PART OF THIS RESIDENTIAL PROPERTY.
UM, AND AS OF FEBRUARY 28TH, WE PREPARED THIS PRESENTATION.
WE HAD A BACKLOG OF ABOUT 280 PERMITS, BUT WITH THE HELP OF STAFF AND THEIR BUY IN INTO THE NEW PROCESSES, I'M HAPPY TO SAY THAT YOU CAN COME INTO THE BUILDING DEPARTMENT NOW WITH THE DRIVEWAY AND DRAINAGE TEAM AND WITHIN 24 TO 48 HOURS WE'RE ON THE REVIEW, WORKING WITH THE ENGINEERS, MEETING WITH SOME OF THEM THAT STILL HAVE DIFFICULTIES AND KNOWING WHAT THE ORDINANCE ORDINANCES ARE.
BUT THAT COMMUNICATION BACK AND FORTH HAS HELPED IMMENSELY.
SO I'M HAPPY I'M HAPPY TO SAY THAT WE'RE CAUGHT UP SO THE CALLS WILL BE REDUCED.
NOW, I KNOW WE WERE HAVING A LOT OF COMPLAINTS.
YOU SHOULD BE HAVING LESS EMAILS COMING YOUR WAY.
HERE IS PART OF THAT FACT THAT WE JUST MENTIONED.
LIKE I SAID, THE COMMUNICATION IS KEY.
WE'VE HELD CONTRACTOR MEETINGS, ESPECIALLY WITH WITH THE ONES THAT ARE OUTSIDE OF PALM BAY.
ENGINEERS THAT HAVE NOT WORKED WITH US HERE DON'T UNDERSTAND THE ORDINANCES.
WE'RE WORKING HAND IN HAND WITH THEM.
WE'VE GOTTEN GREAT COMMENTS, GREAT FEEDBACK.
LIKE I SAID, STAFF IS WORKING TO PROVIDE THE BEST SERVICE THAT WE HAVE.
SAME AS WE WERE DOING WITH THE BUILDING DEPARTMENT.
THE SERVICES FOR DRIVEWAY AND DRAINAGE AND BUILDING PERMITS WERE 7 TO 10 DAYS MAX, INCLUDING THE BUILDING REVIEW, WHICH I THINK IS IF YOU COMPARE IT TO OTHER CITIES AND COUNTIES, THEY COULD TAKE UP TO 30 DAYS TO TO REVIEW.
SO WE CONTINUE MOVING FORWARD AND EXPECTING GOOD THINGS.
SO THAT'S KIND OF THE PRESENTATION.
I GOT TO I GOT TO SHARE WITH MY COLLEAGUES UP HERE ON THE DAIS.
HE'S HE'S PUTTING IT VERY MILDLY.
WE WE HAD A MEETING WITH THE HOME BUILDERS AND CONTRACTORS ASSOCIATION.
WE DID HAVE AN EXTREME BACKLOG, AS MOST OF YOU KNOW, WITH DRIVEWAY DRAINAGE.
[00:35:10]
OF THE MEETING. SO THANK YOU FOR THAT, FRANK.I WANTED I WANTED TO MENTION THAT IT WAS PRACTICALLY VERBATIM, SO I WAS QUITE IMPRESSED WITH, WITH HOW HIS PARTICIPATION IN THE MEETING, VALENTINO'S DEMEANOR.
AND SO THEY IDENTIFIED THAT THEY HAVE ENGINEERS THAT THEY'RE PAYING.
AND SO NOW THE ONUS, THE ONUS IS NOT GOING TO BE ON OUR STAFF.
SO IN A NUTSHELL, THAT'S EXACTLY WHAT WE'RE DOING, IS THAT'S HOW OTHER MUNICIPALITIES DO IT.
AND THEY THEY HAVE TO KNOW THAT THE HOMEOWNERS HAVE TO KNOW THAT THEIR RECOURSE WILL NOT BE WITH THE CITY, WILL BE WITH THE ACTUAL ENGINEERS ON RECORD FOR THAT DRIVING. SO I JUST WANTED TO, IN A NUTSHELL, COVER THAT WITH OUR WITH OUR WITH MY COLLEAGUES UP HERE SO THAT THEY GET A BETTER PICTURE OF THAT.
VALENTINO, WOULD YOU AGREE WITH THE STATEMENTS? COUNCILMAN JOHNSON KNOW.
SO I APPRECIATE YOUR WILLINGNESS, BOTH OF Y'ALL AND STAFF WILLINGNESS TO WORK SO QUICKLY ON THIS, BECAUSE REGARDING THE AMOUNT OF CALLS, SOME OF THEM ARE CODE, BUT MAJORITY WERE DRIVEWAY AND DRAINAGE.
SO I APPRECIATE YOUR WORK ON THIS, SIR.
THANK YOU. VALENTINO I'VE MADE SEVERAL COMMENTS TO YOU IN THE PAST.
AND THAT THAT'S CERTAINLY WHAT IT SHOULD BE.
YOU KNOW, WE'VE BEEN I'VE HAD SEVERAL CONVERSATIONS WITH HOMEBUILDERS, SHERMAN.
WE HAD A LOT OF BACK AND FORTH, AND WE SHARED THEM WITH YOU AND YOU STEPPING IN.
AND IT'S THE FEEDBACK I'VE BEEN GETTING LATELY.
SO THANK YOU SO MUCH FOR YOUR CONTRIBUTION.
YOU'RE WELCOME. THANK YOU, VALENTINO.
SO THANK YOU FOR WHAT YOU BRING AND THANK YOU.
YOU ARE A TRUE BLESSING TO OUR COMMUNITY.
THANK YOU, SIR. THANK YOU, MAYOR.
SO WE ARE NOW ON PUBLIC COMMENTS.
[PUBLIC COMMENTS/RESPONSES]
DEPUTY MAYOR MR TAMBLYN.TIM BLAND, 1992 WINBROOK DRIVE PALM BAY.
I SEE HOUSES GOING UP ALL THE TIME.
SO I THINK, YOU KNOW, WE GOT TO HAVE A DUAL FOCUS.
YOU KNOW, IF YOU WANT YOU WANT THIS GARGANTUAN BUILDING GOING ON HERE, ESPECIALLY DOWN AT HERITAGE.
SERVICES THAT JUST DON'T HAVE THE SUPPORT.
YOU GOT TO BALANCE IT OUT, GUYS.
MCRAE'S PRESENTATION, SOMETHING ABOUT RECREATIONAL ACTIVITIES FOR ALL.
AND THEN THE NEXT SLIDE TALKED ABOUT THE COMPOUND.
WELL, YOU KNOW, THE MAJOR'S GOLF COURSE AND ARNOLD PALMER DESIGNED GOLF COURSE IS STILL THERE.
WE NEED ACTIVITIES IN THIS CITY.
PALM BAY AS I'VE SAID BEFORE, THE LARGEST CITY IN BREVARD COUNTY IN POPULATION AND LAND SIZE.
HAS ZERO GOLF COURSES RIGHT NOW.
EVEN THE LITTLE TOWN OF VALKARIA HAS ONE.
AND THIS TOWN THAT I MOVED TO HAS ZERO NOW.
ZERO. THAT'S VERY, VERY DISAPPOINTING.
WHETHER YOU BUY THAT ONE OR YOU BUILD ONE SOMEWHERE COMPOUND.
YOU KNOW, IT'S GOING TO COST YOU MORE TO BUILD ONE THAN IT IS TO BUY ONE AND REFURBISH IT.
[00:40:03]
AND I THINK THERE'S THERE'S GOOD OPPORTUNITIES FOR PUBLIC AND PRIVATE COORDINATION TO GET THIS THING BACK UP AND RUNNING.AND IF WE CAN ONLY GET THE OWNER OF THAT PROPERTY OFF OF THAT, YOU KNOW, RIDICULOUS $10 MILLION PRICE, IN MY OPINION.
I LOOK AT IT EVERY DAY FROM MY LANAI AND MY POOL.
AH, IT'S SO OVERGROWN AND AND DISEASED.
IN MY OPINION, IT'S NOT WORTH $1 MILLION.
GEEZ. SO WE GOT TO FIGURE SOMETHING OUT AND GET IT DONE.
HOPEFULLY WITH OUR RECREATIONAL DEPARTMENT AND OUR CITY COUNCIL, WE CAN GET SOMETHING FIGURED OUT AND SOME OF THE PRIVATE INTERESTED PARTIES, WE CAN COME TOGETHER AND AND GET IT RESOLVED.
THANK YOU FOR YOUR TIME TONIGHT.
THANK YOU. NEXT SPEAKER MR. VIKTOR FAAVAE.
WE WON'T START THE TIMER UNTIL YOU SPEAK, SIR.
LIKE TO SAY THANK YOU FOR THIS OPPORTUNITY.
I SURE YOU PUT THAT IN BECAUSE THEY DO A GREAT JOB.
THE ONLY REASON WHY I COME IN HERE IS BECAUSE YOU'RE THE GUYS THAT VOTE.
MIC, CLOSER TO YOU. I'M SORRY.
YOU ARE. THE FELLOWS DEVOTE ANYONE TO HEAL.
SO MIGHT I JUST COME HERE? BECAUSE I FOUND OUT YEARS AGO THAT WHEN YOU KNOW IT'S HAPPENING, YOU CAN NEVER BACK UP AND SAY, WELL, WE DIDN'T KNOW.
THEY'VE BEEN LIKE THAT FOR TWO YEARS.
AND AFTER THAT FIRST YEAR I REALIZED THESE LIGHTS NEVER GO ON.
I TALKED TO OUR COUNTY DEPARTMENT.
THEY SAY THAT'S FLORIDA POWER AND LIGHT.
THAT MEANS PEOPLE ARE GETTING KILLED FOR WHATEVER REASON.
THE LIGHTS ARE ON. WE CAN'T SAY WE DIDN'T GIVE YOU THE SERVICE.
SECOND PART I WANTED TO TALK ABOUT WAS THE AT&T TELEPHONE POLES.
THERE ARE HALF A DOZEN OF THEM IN THAT AREA WHERE I'M LIVING ARE LIT.
WHEN THEY GIVE ME A COMMENT BACK THROUGH AN EMAIL, IT SAYS IT'S SATISFACTORY.
WELL, I FIRED BACK AN EMAIL AND I SENT IT TO YOUR BOARD OR TO THE COUNTY.
AND IT'S NOT JUST IN THIS LITTLE AREA THAT PEOPLE SAY, WELL, HE LIVES THERE.
THAT'S WHY HE CARES. NO, IT'S WHEREVER I LOOK, I SEE POLES BENDING.
YOU NEED TO GET ON SOMEBODY THAT'S IN POWER, LIKE THE CEO OF AT&T AND TELL HIM, GET DOWN THERE AND FIX THESE POLES FOR US BECAUSE THEY'RE WAITING MY OPINION, THE COMMON SENSE IS MAYBE THEY'RE WAITING FOR FEMA TO COME BY AND PICK THEM UP AFTER THE STORM BLOWS EVERYTHING DOWN.
THAT'S IT. THAT'S REALLY THE WHOLE ISSUE.
AND THAT'S WHAT I FOUND OUT FROM METRO POLICE DEPARTMENT YEARS AGO WHEN WE HAD OUR RIOTS.
IT ALWAYS CAME BACK. WE DIDN'T KNOW.
THE POLES ARE BENDING OR LEANING AND IT'S NOT SATISFACTORY.
AND THE GROWTH THAT'S COMING FROM TREES AND BRANCHES ON OUR WIRES WILL ONLY DISRUPT DURING A STORM.
AND I LIKE TO THANK THE MAYOR FOR SHOWING UP.
WHEN WE DID THE OYSTER BAY, WE PUT THEM IN AND HE CAME OUT AND CONGRATULATED THE CHILDREN OR THE YOUNG ADULTS THAT WERE TAKING THEIR TIME AS VOLUNTEERS TO PUT THESE THINGS IN. AND I'D ALSO LIKE TO SAY THAT THE DOLPHIN AND THE PELICANS, THANK YOU ALSO, BECAUSE THEY'RE ALL OVER THE PLACE.
THANK YOU VERY MUCH. JUST JUST SO IT'S US.
ONE CASTAWAY, POINT TWO PALM BAY ROAD.
IT GOES ALL THE WAY UP TO, WELL, SUSAN, WHAT'S THE ADDRESS? WE STARTED OUT AT 3901.
OKAY. AND IT GOES NORTH ON THE RIGHT HAND SIDE.
ALL THOSE LIGHTS ARE OUT AND THE POLES ARE LEANING.
POLES ARE RIGHT IN FRONT OF OUR BUILDING.
AND THEY'LL THEY'LL COME UP. WELL, THERE'S A BIRD UP THERE.
THAT BIRD'S BEEN COMING AND GOING FOR THE LAST THREE YEARS THAT I'VE LIVED THERE.
SO THEY'RE JUST PROCRASTINATING.
ALL RIGHT. THANK YOU. OH, THANK MADAM SHERMAN.
THANK YOU. UM, YOU KNOW, CAN WE REACH OUT TO FPL? THAT'S THE FIRST THING, I GUESS.
AND THEN AT&T TO MAKE SURE THAT THEY CONDUCT AND.
DO WE HAVE STAFF THAT WE COULD.
TAKE A LOOK AT THIS OR HOW WOULD YOU HANDLE THAT?
[00:45:03]
YES, WE'VE NOTED THE CONCERNS.SO WE'LL DEFINITELY LOOK INTO THAT.
THANK YOU, MA'AM. THANK YOU FOR BRINGING THAT UP.
EVENING. ROBERT STICE 1796 WINBROOK.
UM, FIRST OF ALL, HOPEFULLY COUNCILMAN FOSTER IS DOING WELL.
CERTAINLY OUR THOUGHTS AND PRAYERS GO TO HIM AND HIS AND HIS FAMILY.
AND MAYBE SOMEBODY COULD TAKE A MOMENT AND SPEAK TO THAT.
HAS ANYTHING BEEN DONE AT THIS PARTICULAR TIME? AND WHAT ARE THE FUTURE PLANS OR ARE THERE ANY PLANS TO HELP SECURE THAT PARTICULAR AREA? UM, I WANT TO THANK FRANK WATANABE, WHO IS IS MY NEW BEST FRIEND AND SUZANNE FOR THE WORK THAT DO AND OUTSIDE THAT PROBLEM INTERSECTION WHERE I LIVE AT AT.
SUMMERFIELD. I KNOW THERE'S MORE TO COME, BUT EVERY LITTLE BIT HELPS.
SO THANK YOU SO MUCH FOR THAT.
WELL, I HAVE TWO MORE THINGS, ACTUALLY.
THE NEW COUNCIL CHAIR THAT YOU NEED TO FILL I HEARD LAST TIME ABOUT WE WANT A LONG TERM PALM BAY RESIDENT, AND THAT'S NOT NECESSARILY WHAT YOU WANT. THERE HAVE BEEN PEOPLE WHO LIVED HERE 15 YEARS, DON'T KNOW WHO THE MAYOR IS.
YOU WANT SOMEBODY WITH INTEGRITY AND HONESTY, SELF-STARTER.
SOMEBODY WHO'S YOU GOT TO LOOK AT THE HOMOGENEOUS PERSPECTIVE IN THAT.
NOT JUST BECAUSE THEY'VE BEEN HERE SO LONG THAT THEY LOVE THE CITY, THEY WANT TO PARTNER.
AND FINALLY, I WANT TO THANK THE COUNCIL AND STAFF.
AND JUST TO I GUESS IT'S A LITTLE OVER A YEAR SINCE I'VE BEEN HERE, DONE A LOT.
YOU KNOW, YOU'VE DONE SO MUCH.
I CAN'T BELIEVE I'M SAYING THAT BECAUSE I SPENT HALF OF MY LIFE HERE, IT SEEMS. BUT THANK YOU FOR WHAT YOU DO.
THE OTHER THING THAT COMES ACROSS WHEN I GO TO THE VA.
FOLLOW UP DOESN'T MEAN ANYTHING UNLESS YOU FOLLOW UP AND FOLLOW THROUGH.
AND THAT'S WHAT'S TAKEN YOU GUYS OVER THE TOP.
SO THANK YOU VERY MUCH FOR THAT.
THANK YOU. MADAM SHERMAN, WHEN WHEN'S OUR.
OUR WORKSHOP WORKSHOP? THE COMPOUND WORKSHOP? YES, SIR. OUR WORKSHOP TO DISCUSS THE COMPOUND WILL BE THURSDAY, MARCH THE 30TH AT 6 P.M..
AND PUBLIC SAFETY IS ONE OF THE ITEMS WE'LL BE DISCUSSING.
THANK YOU, MA'AM. NEXT SPEAKER, PLEASE.
THAT CONCLUDES PUBLIC COMMENT.
OKAY. THANK YOU, DEPUTY MAYOR.
WE ARE NOW ON PUBLIC HEARINGS AND WE GO TO ITEM NUMBER ONE, MS..
[PUBLIC HEARINGS]
SMITH. ORDINANCE 20 2312 AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA AMENDING THE CODE OF ORDINANCES TITLE 17. LAND DEVELOPMENT CODE CHAPTER 185 ZONING CODE.THANK YOU, MA'AM. I'M GOING TO OPEN UP THE PUBLIC HEARING AND MS..
THANK YOU, MAYOR. THIS IS THE FINAL READING FOR THE ACCESSORY DWELLING UNIT CHANGES.
IF YOU'D LIKE US TO BRIEF AGAIN ON IT, WE CAN.
OR WE CAN JUST ANSWER ANY QUESTIONS.
OKAY. DID WE SHARE WITH YOU? I JUST. LET ME TAKE THE OPPORTUNITY TO THANK YOU FOR YOUR HARD WORK REGARDING THIS.
AND AND THE THE IMPACT FEES WAS ASTRONOMICAL FOR FOR A HOME A DWELLING PLACE.
RIGHT. AND SO I REALLY APPRECIATE YOUR HARD WORK.
AND I TRULY APPRECIATE ALL YOUR HARD WORK FOR THIS.
AND IF SHE'S WATCHING, WE TRULY CARED.
WE LISTENED TO YOU AND WE LISTENED TO OUR CONSTITUENCY.
[00:50:09]
AS A TEAM COLLECTIVELY PROVIDE SOME KIND OF RELIEF.SO THAT BEING SAID, I DON'T HAVE ANY QUESTIONS.
IS THERE ANYONE IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? COUNCIL. ANY QUESTIONS? WELL, MAYOR, I'D LIKE TO FOLLOW YOU TO SAY TO COMMEND OUR STAFF AS WELL TO TO FOLLOW UP.
IT'S, YOU KNOW, OFTEN TIME, YOU KNOW, GOVERNMENT DON'T WORK AS FAST AS WE WOULD WISH, RIGHT? WE'RE ALL IN THE SAME BOAT.
NOT AS FAST AS MAYBE THE PRIVATE SECTOR.
MAYOR, I WOULD CERTAINLY SUPPORT THIS ITEM.
COUNCILMAN JOHNSON. ANYTHING ELSE TO ADD? OKAY. I'M GOING TO CLOSE THE PUBLIC HEARING AND ASK FOR A MOTION.
SO MOVED. SECOND, DO YOU WANT TO CALL OUT THE WHOLE MOTION? YOU USED TO DO THAT VERY WELL BACK IN THE DAY.
OKAY, SO I GOT A MOTION BY COUNCILMAN JOHNSON, SECONDED BY DEPUTY MAYOR FELIX.
ALL IN FAVOR. SIGNIFY BY SAYING AYE.
AYE. PASSES THREE ZERO UNANIMOUSLY AT THIS TIME.
COUNCILMAN FOSTER CONTINUE TO PRAY.
WE REALLY I CAN TELL YOU THAT WE HAVE PRAYED AND WILL CONTINUE TO PRAY THAT SOMETHING ABOUT LAYING ON OF HANDS THAT I TRULY BELIEVE AND WE'RE LOOKING FORWARD TO GETTING OUT THERE. AND I KNOW THERE WAS A PASTOR THAT WENT AND DID THAT, BUT KEEP THEM IN YOUR THOUGHTS AND PRAYERS.
I TRULY BELIEVE YOU'RE MENTIONING IT TO OUR HEAVENLY CREATOR.
THERE IS THERE IS HEALING THAT COMES FROM THAT.
SO WE'LL GO ON TO ITEM NUMBER TWO.
ORDINANCE 20 2313 AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA AMENDING THE TRANSPORTATION, HOUSING, RECREATION, OPEN SPACE CONSERVATION, INTERGOVERNMENTAL COORDINATION, COASTAL MANAGEMENT, CAPITAL IMPROVEMENTS, INFRASTRUCTURE AND PRIVATE PROPERTY RIGHTS.
ELEMENTS OF THE COMPREHENSIVE PLAN OF THE CITY OF PALM BAY.
PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT.
HEREWITH PROVIDING FOR AN EFFECTIVE DATE AND TO OPEN UP THE PUBLIC HEARING.
MS.. SHERMAN, I GUESS YOU'RE GOING TO DEFER.
SO LAST TIME WE MET, WE TALKED ABOUT THE FUTURE LAND USE ELEMENT.
THIS TIME WE'RE TALKING ABOUT THE REST OF THE ELEMENTS.
AND SO THAT INCLUDES TRANSPORTATION, HOUSING, RECREATION, OPEN SPACE CONSERVATION, INTER-GOVERNMENT COORDINATION, COASTAL MANAGEMENT, CAPITAL IMPROVEMENTS, INFRASTRUCTURE AND PRIVATE PROPERTY RIGHTS.
SO THOSE ARE THE REMAINING ONES.
WE HAD THE FUTURE LAND USE COME OUT FIRST, AND THESE ARE THE REMAINING ONES.
WITH THAT, I HAVE OUR CONSULTANT FROM INSPIRE GROUP, PAT, HERE TO GIVE US A PRESENTATION OVER WHAT THE REMAINING ELEMENTS LOOK LIKE SO WE CAN GET IT UP TO THE STATE FOR REVIEW.
THANK YOU, MA'AM. GOOD EVENING.
WE'RE GOING TO TALK ABOUT THE SCOPE, WHAT WE WERE INTENDED TO DO WITH THE UPDATE.
SO HE ASKED ME TO TO COME IN HIS PLACE.
THIS IS SOMETHING THAT YOU HAVE TO DO EVERY SEVEN YEARS.
SO THAT WAS DONE, SENT TO THE STATE AND FINE.
THE NEXT ITEM THAT WE TOOK ON WAS THE VISION PLAN.
AND THE FIVE FOCUS AREAS THAT THE COMMUNITY CAME UP WITH WERE PLACEMAKING HOUSING.
ADVANCING EQUITY AND ECONOMIC SUSTAINABILITY.
SO WITH THAT VISION IN PLACE, WE KNEW WHAT WE NEEDED TO ADDRESS IN THE COMPREHENSIVE PLAN.
WE KEPT ALL THOSE FIVE FOCUS AREAS IN MIND.
SO THEN COMES THE COMPREHENSIVE PLAN.
[00:55:05]
IT WAS FROM 2010.SO THAT WAS A TREMENDOUS EFFORT JUST TO BRING EVERYTHING UP TO DATE.
SO AS ALEX MENTIONED, WE HAVE TEN ELEMENTS AND I'M GOING TO TALK ABOUT ALL OF THEM EXCEPT FOR LAND USE, BECAUSE WE ALREADY TOOK CARE OF THAT ONE AND IT'S AT THE STATE BEING REVIEWED.
SO WE HAD A NUMBER OF WORKSHOPS, INTERVIEWS, STAKEHOLDER SESSIONS, AND THIS DATES BACK TO 2021 ALL THE WAY DOWN TO NOVEMBER OF LAST YEAR. WE ALSO HAD A WEBSITE, A PROJECT WEBSITE, AND IT WAS A PLACE WHERE PEOPLE COULD GO IN AND DOWNLOAD REPORTS, SUMMARIES, POWERPOINTS, BUT IT WAS ALSO AN OPPORTUNITY FOR THEM TO PROVIDE FEEDBACK.
WE HAD TWO EXERCISES ON THE WEBSITE.
ONE WAS A MAP WHERE PEOPLE COULD GO IN AND PROVIDE COMMENTS IN A GEOGRAPHIC AREA, AND THE OTHER ONE HAD TO DO WITH PRIORITIES IN TERMS OF THE EQUITY.
THESE ARE SOME OF THE NUMBERS THAT ARE PRETTY IMPRESSIVE.
SO PEOPLE CAME IN MORE THAN ONCE.
SOME OF THE IDEAS, SUGGESTIONS, CONCERNS THAT WE HEARD THROUGHOUT THIS PROCESS INCLUDED THINGS LIKE EQUITY, SCHOOLS, EMPLOYMENT, THE BAYFRONT POPULATION GROWTH.
SO THESE ARE ALL THE ELEMENTS.
TEN OF THEM IN GENERAL TERMS. WE TOOK THE COMPREHENSIVE PLAN AND WE WANTED TO ADDRESS THE LENGTH.
WE WANTED TO MAKE THIS A MORE USABLE DOCUMENT THAT IT HAS BEEN IN THE PAST.
GETTING RID OF REDUNDANCIES, OUTDATED PROVISIONS AND IMPROVING THE FORMAT OF IT, INCLUDING MORE MAPS AND GRAPHICS AND TABLES SO THAT IT WOULD MAKE THINGS EASIER FOR PEOPLE TRYING TO READ IT AND CONSISTENCY, OF COURSE.
FUTURE LAND USE. I MENTIONED THAT ONE HAS ALREADY BEEN SENT TO THE STATE TRANSPORTATION, UPDATED SOME LEVELS OF SERVICES TO BE CONSISTENT WITH THE TRANSPORTATION PLANNING ORGANIZATION RECOMMENDED THE PREPARATION OF A MOBILITY STUDY TO FOCUS MORE ON DIFFERENT MODES, NOT JUST ON CARS.
DOING A PARKING ASSESSMENT TO SEE IF YOUR STANDARDS ARE OKAY.
AND THAT WILL BE DONE AS PART OF THE LAND DEVELOPMENT CODE IN TERMS OF HOUSING.
ADDRESSING THE CONCERNS THAT WE ALL HAVE WITH AFFORDABILITY AND HOMELESSNESS.
COASTAL MANAGEMENT RECOMMENDING THAT A RESILIENCY PLAN BE COMPLETED AND EMPHASIZING THE PUBLIC ACCESS TO THE WATER AND ADDRESSING EVACUATION AND SHELTERS.
THIS WAS AN INTERESTING ELEMENT.
FOUND OUT THAT WE COULD INCREASE THE LEVEL OF SERVICE AND WE ARE RECOMMENDING THAT WE START FOCUSING MORE ON SERVICE AREAS. SO IT'S NOT JUST HOW MANY ACRES OF PARKS YOU HAVE, IT'S DO I HAVE A NEIGHBORHOOD PARK WITHIN WALKING DISTANCE FROM MY HOUSE? ON CONSERVATION.
THE FOCUS HERE WAS MAINLY ON REUSE, IRRIGATION AND ALSO CONTROLLING POLLUTION THROUGH SOME OF THE STRATEGIES RELATED TO TRANSPORTATION. FOR INFRASTRUCTURE, CONSERVATION OF WATER REALLY IMPORTANT.
ADDRESSING THE PROTECTION OF THE AQUIFER AND ALSO THE WELLFIELDS.
FOR INTERGOVERNMENTAL COORDINATION, WE TRIED TO GET RID OF REDUNDANCIES.
AND ONE ITEM THAT CO-LOCATION HAS TO DO WITH SOMETHING THAT WE USED TO DO IN THE PAST.
WE USED TO SAY, IF THE SCHOOL IS GOING TO PROVIDE A PARK, WHY DON'T WE USE THAT SAME SCHOOL FOR THE PUBLIC? BUT SINCE WE HAD SAFETY ISSUES IN THE MANY YEARS, YOU KNOW, BEFORE TODAY, THAT'S SOMETHING THAT IS NOT RECOMMENDED ANYMORE.
SCHOOLS HAVE TO BE VERY SAFE ON THE WAY THEY PROVIDE THOSE SERVICES.
SO WE DELETED THOSE REFERENCES.
AND ALSO THE JPA, THAT'S THE JOINT PLANNING AGREEMENT THAT THE CITY USED TO HAVE WITH THE COUNTY.
THAT ONE HAS BEEN ENDED AND THERE ARE NO PLANS TO RE INITIATE ONE.
[01:00:06]
AGAIN IN THE CAPITAL IMPROVEMENTS ELEMENT.SO THAT HAPPENED ON MARCH 2ND.
SO IT'S AT THE STATE RIGHT NOW.
BUT I WANTED TO KEEP THIS PART KIND OF SHORT.
I REALLY APPRECIATE YOUR YOUR ASSISTANCE WITH THIS PROCESS.
I THINK THAT'S SOMETHING THAT I'M REALLY EXCITED ABOUT BECAUSE WE SHOULDN'T BE PARTNERING IN THAT SENSE, RIGHT? WE'RE COMPROMISING CHILDREN.
COUNCILMAN JOHNSON THANK YOU, MAYOR.
I WANTED TO WEIGH IN ON TWO ITEMS MRS SUZANNE WERE YOU ABLE TO FIND ANYTHING ON? I'M GOING TO HAVE TO ASK THE QUESTION OF STAFF.
I DON'T REMEMBER WHAT THE APPROACH WAS.
ALL RIGHT. OKAY. SO I'LL BRING IT UP RIGHT NOW THEN.
SO IT HAD BEEN OVER A DECADE AND A HALF SINCE IT HAD BEEN UPDATED.
SO ORIGINALLY WITH CHRIS, THIS WASN'T WITH YOU, BUT WITH CHRIS, COUNCIL HAD GIVEN DIRECTION.
YOU KNOW, WHAT WE WOULD LIKE TO SEE IS IMPLEMENTATION THROUGH AN ORDINANCE OR A POLICY TO MAKE SURE THIS DOESN'T HAPPEN AGAIN, WHETHER IT'S FIVE YEARS OR THREE YEARS OR SEVEN YEARS. BUT WE ASK FOR SOME TYPE OF DIRECTION.
SO THAT WAY COUNCILS FROM NOW, YOU KNOW, WHETHER IT'S A DIFFERENT CITY.
CITY MANAGER 510 YEARS FROM NOW, DIFFERENT COUNCIL FIVE, TEN YEARS FROM NOW.
THE WE DON'T REPEAT THE MISTAKES FROM THE PAST BECAUSE A LOT OF SOME OF THE URBAN SPRAWL WE SEE THROUGHOUT THE CITY OF PALM BAY COULD HAVE BEEN, I FEEL COULD HAVE BEEN PREVENTED IF THE COMPREHENSIVE PLAN WAS UPDATED ACCORDINGLY AND THE WAY IT SHOULD HAVE BEEN.
SO WE'RE TRYING TO BE PROACTIVE.
WE AS A COUNCIL SAID, HEY, WE WOULD LIKE TO SEE AN ORDINANCE OR POLICY IN PLACE.
WHAT HAPPENS IS THAT THE STATE REQUIRES YOU TO DO THIS EVERY SEVEN YEARS, AND MANY COMMUNITIES LOOK AT IT AND DETERMINE IF THINGS HAVE NOT CHANGED.
WE DON'T NEED TO DO THE FULL REWRITE AND THEY JUST ADDRESS MINOR CHANGES AND LET IT GO.
SO IT'S UP TO EACH COMMUNITY TO SAY IT'S TIME TO DO THE FULL REWRITE.
SO IF IT IS SOMETHING THAT YOU WANT TO PUT IN THERE AS A POLICY, WE CAN PUT IT IN THE.
I WOULD SAY PROBABLY IN THE INTERGOVERNMENTAL COORDINATION, THAT'S PROBABLY WHERE IT COULD FIT WHERE IT SAYS THE CITY COMMITS TO UPDATING THE DATA AND ANALYSIS AND GOALS AND OBJECTIVES AND POLICIES, NOT JUST THE STATUTORY REQUIREMENT.
YEAH, I THINK THERE WAS CONSENSUS AND I'M GOING TO BACK COUNCILMAN JOHNSON.
RIGHT. AND PART OF THAT, I'LL WEIGH IN WITH YOU.
I THINK A LOT OF THE COMMERCIAL AND THE STRATEGIC PLANNING THAT WE'VE ALL GOING THROUGH, I BELIEVE IF WE WOULD HAVE BEEN FOCUSING ON THAT, WE WOULD HAVE BEEN IN A MUCH BETTER POSITION TODAY.
IF WE COULD ADD THAT TO THE POLICIES, I'M IN FULL AGREEMENT WITH THAT, AT LEAST THOSE SEVEN YEARS.
BUT TO MANDATE IT AS FAR AS AS PART OF OUR POLICY, YEAH, WE EVEN DID THAT FOR LIKE RECOMMENDED PARKS AND RECREATION MASTER PLAN AND SHALL BE UPDATED EVERY FIVE YEARS. SO WE DID THAT FOR THOSE SPECIFIC MASTER PLANS.
BUT WE CAN PUT ONE IN FOR THE ENTIRE COMPREHENSIVE PLAN IF THAT'S OKAY.
THANK YOU. YEAH, I'M I'M THANK YOU MAYOR.
YEAH. AND THEN THE FINAL THING, I'LL BRING UP THE SAME QUESTION I ASKED EARLIER REGARDING BAYFRONT.
MIXED USE. YES, IT SUNSETS IN 2024, BUT I WOULD LIKE TO BE MORE PROACTIVE ON BEING THAT URBAN.
SO I WANTED TO, YOU KNOW, FROM YOUR PERSPECTIVE, HOW SHOULD WE GO FORWARD WITH THAT?
[01:05:02]
BECAUSE I WAS GOING TO BRING IT UP DURING OUR COUNCIL REPORTS WITH COUNCIL.BUT I WANT TO HEAR FROM YOUR YOUR PERSPECTIVE.
OKAY. SO SO CURRENTLY WE HAVE THE BAYFRONT MIXED USE AREA AND IT SUNSETS IN 2024.
BUT WITH THE FUTURE LAND USE, WE HAVE CREATED THE URBAN MIXED USE.
SO I WOULD HATE TO LIMIT THE POTENTIAL ON THOSE PROJECTS WHEN WE COULD ADD A LITTLE MORE DENSITY AND HEIGHT SO THAT WAY WE DON'T HAVE TO USE UP ALL THE LAND MASS OVER IN THE WATERWAYS. YOU MEAN ADDITIONAL DENSITY OVER WHAT WE HAVE IN THE COMPREHENSIVE PLAN OR WHAT THEY HAVE TODAY? UM, WHAT WE HAVE TODAY.
SO WHAT I'M SAYING IS I LOVE WHAT WE HAVE IN THE COMPREHENSIVE PLAN.
YEAH. IN THAT HEIGHT LEVEL AS WELL.
IN TERMS OF AS SOON AS YOU ADOPT THIS COMPREHENSIVE PLAN, THAT'S WHAT GOES.
AND I WOULD, YOU KNOW, RELY ON THE LEGAL ADVICE HERE, BUT THAT'S THE WAY IT WORKS.
SO SOMEBODY COULD COME IN A MONTH FROM NOW AFTER THIS HAS BEEN ADOPTED ON SECONDARY.
ACTUALLY, THE FUTURE LAND USE ELEMENT IS ADOPTED ON SECOND READING, WAIT FOR THE APPEAL PERIOD AND THEY CAN COME IN WITH A PLAN UNIT DEVELOPMENT SHOWING THE DENSITIES AND INTENSITIES THAT ARE PERMITTED BY THE COMPREHENSIVE PLAN.
BUT PD IS TYPICALLY RELY ON THE MAXIMUM DENSITY OF THE PLAN.
FRED, THANK YOU FOR THE PRESENTATION.
APPRECIATE IT. THERE ANYONE IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? STEP FORWARD, MASTER CHIEF BATTEN.
BILL BATTEN, 586 OCEAN SPRAY STREET SOUTHWEST GOING THROUGH THE PACKET.
I UNDERSTAND THIS WAS A LONG PROCESS AND HOW WE GOT HERE, BUT SOME OF THE STATEMENTS TO THE BILL BATTEN'S WAY OF THINKING WERE SOMEWHAT VAGUE, RIGHT? AND THEY SAID, WELL, HOW ARE WE GOING TO ACCOMPLISH THESE THINGS WHEN IT SAYS LOOK AT PLAN FOR AND ACHIEVE? THOSE AREN'T REAL PLANS.
AND IT'S GREAT TO HAVE A PLAN THAT SAYS, WELL, LET'S FOCUS IN OUR IDEOLOGIES.
THAT'S LIKE THE ESG SCORE TO ME.
WE ONLY HAVE GRAND IDEAS, BUT NO IMPLEMENTATION FACTS AND DOESN'T COVER THE EXPENSE.
I UNDERSTAND IN OUR BUDGETARY 2024 BUDGET, THEN WE'LL HAVE SOME OF THOSE EXPENSES.
THE SECOND ONE I LOOKED AT WAS WE SAID FROM THE PREVIOUS CONVERSATION, FROM THE PREVIOUS PRESENTATION WHERE WE HAD THE IMPLEMENTATION PLAN, HOW WE WERE GOING TO IMPLEMENT SOME OF THESE CRITERIA, IF THAT IS HOW WE'RE GOING TO DO IT, BECAUSE THAT BOILS BACK DOWN TO WHAT I BROUGHT UP INTO THE FUTURE LAND USE MAP OF WHICH ONE COMES FIRST ZONING, ZONING VERSUS THE COMP PLAN VERSUS YOUR ORDINANCE.
NOW, I JUST HEARD THAT THIS OVERRIDES YOUR ORDINANCES AND THIS OVERRIDES YOUR ZONING PLAN.
BUT THAT BEING SAID, THAT'S PART OF YOUR PROCESS.
AND IF I DON'T SAY IT, THEN I KNOW IT WASN'T HER.
THIS WAY. I KNOW IT WAS HEARD.
THANK YOU. ANYONE ELSE WISH TO SPEAK FOR OR AGAINST THIS ITEM? YES, SIR. STEP FORWARD.
MADE A NOTE OF IT, CORRECT? GOOD EVENING. DANIEL CORCORAN 2124 LYNBROOK DRIVE.
MANY OF, MANY OF US PARTICIPATING IN THIS ENDEAVOR WANTED TO FOCUS ON IMPROVING QUALITY OF LIFE IN PALM BAY IN TERMS OF SAFETY, MOBILITY, RECREATION, EXPANDED USE OF GREEN SPACE AND ATTRACTIVENESS OF OUR NEIGHBORHOODS.
WE STUCK MULTICOLORED STICKERS ON THE MAPS AND THE EXHIBITS.
WE ADDED SUGGESTIONS TO THE FLIP CHARTS.
WE TALKED TO THE CITY STAFF AND WE TALKED THROUGH THE CONSULTANTS GIVEN OUR INPUT.
[01:10:06]
YOU WILL RECALL A MAP OF PALM BAY WITH MULTICOLORED STICKERS AND THE GREEN SPACE.GREEN WAS HEAVILY LAYERED IN THE BAYSIDE LAKES TOWN CENTER AREA.
OBVIOUSLY AN OVERWHELMING INPUT.
I DIDN'T SEE THIS MENTIONED ANYWHERE IN THE PARKS AND OPEN OPEN SPACE ELEMENT.
IN FACT, I NOTICED THERE'S A MAP R O.
NUMBER TWO, EXPANDED FOOTPRINTS FOR LARGER HOMES TO ATTRACT STEM INDIVIDUALS WAS SUGGESTED.
AGAIN, NO MENTION OF THIS AT ALL IN THE HOUSING ELEMENT.
ITEM THREE TRANSPORTATION AND TRAFFIC CONCERNS.
WE WANT TO BE ABLE TO MOVE SAFELY AND EFFICIENTLY.
WE SUGGEST THE ADDITION OF LEFT TURN LANES AT BOTTLENECK INTERSECTIONS.
AGAIN, NO MENTION OF THIS AT ALL IN THE REVISED COMPREHENSIVE PLAN.
THERE ARE CONCERNS ABOUT A LACK OF SPECIFICITY AND A FRAMEWORK FOR IMPLEMENTATION.
THIS MIGHT DESERVE MORE DEFINITION AND A BETTER EXPLANATION FOR ADOPTING IT INTO THE PLAN.
TO SUM IT UP, WE GAVE OF OUR TIME.
MAYBE THEY WERE JUST BEING POLITE AND ASKING FOR OUR INPUT.
I ASK YOU, DOES THIS DOCUMENT REALLY DEPICT THE VISION OF THE FUTURE AS THE PEOPLE OF PALM BAY WISH TO SEE IT? OR ARE WE JUST IMPORTING THE EMERGING ACCEPTABLE MODEL OF WHAT THE CONSULTANTS AND THE SUPPORTERS WANT IT TO BE? THANK YOU. THANK YOU.
ANYONE ELSE WISH TO SPEAK FOR OR AGAINST THIS ITEM? SEEING NONE. MADAM SHERMAN, WOULD YOU CALL MS..
BERNARD BACK UP? CERTAINLY, ALEX.
SO I WROTE DOWN SOME OF THE NOTES IN REGARDS TO MR. BATTEN AND WHAT THAT LOOKS LIKE.
SO LIKE I STATED BEFORE, WHEN WE WERE TALKING ABOUT THE FUTURE LAND USE ELEMENT.
WHEN YOU THINK ABOUT THE COMPREHENSIVE PLAN, I WANT YOU TO THINK ABOUT IT AT THE 30,000 FOOT VIEW.
SO THIS IS THE OVERARCHING VISION OF WHAT THE CITY IS TO LOOK LIKE AND THEN DAY TO DAY TASKS OF HOW THAT GETS CARRIED OUT IS THE LAND DEVELOPMENT CODE, WHICH IS AS REQUIRED BY STATE, HAS TO BE UPDATED WITHIN 12 MONTHS OF ADOPTION OF THE UPDATED COMPREHENSIVE PLAN.
SO AND THAT HAS TO BE DONE BY ORDINANCE.
SO THERE'S THERE'S ORDINANCES ATTACHED TO ALL OF THIS.
AND THEN I BELIEVE THERE WAS SOME QUESTIONS OR THOUGHTS ABOUT GREEN SPACE AND RECREATION.
WE HAVE ADDRESSED THOSE HOUSING.
I YOU KNOW, EVERYBODY HAS THE RIGHT TO HAVE A DIFFERENT OPPORTUNITY FOR HOUSING.
OBVIOUSLY, WE'VE TALKED ABOUT DENSITY WITH FUTURE LAND USE.
SO THAT WAS COVERED ON THIS ON MARCH 2ND.
AND AS FAR AS INFRASTRUCTURE THAT IS COVERED IN OUR CAPITAL IMPROVEMENT ELEMENT.
SO I THINK THAT THAT WAS EVERYTHING I WAS TRYING TO WRITE FAST.
OKAY. ANYONE ELSE WISH TO SPEAK BEFORE I CLOSE THE PUBLIC HEARING? I'M CLOSING THE PUBLIC HEARING AND ASKING FOR A MOTION.
SO MOVE. GOT A MOTION BY COUNCILMAN JOHNSON.
SECONDED BY DEPUTY MAYOR FELIX.
ANY ADDITIONAL DISCUSSION? COUNCILMAN. JOHNSON.
WE'RE MAKING A MOVE IN THE RIGHT DIRECTION AND BACK IN 2020, I WAS SAYING OR 2019 WHEN I FIRST ANNOUNCED, I SAID, THIS IS SOMETHING THAT NEEDED TO BE DONE BECAUSE YOU'RE ABSOLUTELY RIGHT.
THAT WAS PART OF THE CAMPAIGN PLATFORM, IF YOU WILL.
IF YOU IF YOU REMEMBER THAT WHEN I ANNOUNCED.
BUT I GOT A MOTION BY COUNCILMAN JOHNSON SECONDED BY DEPUTY MAYOR FELIX ALL IN FAVOR.
ALL IN FAVOR. SIGNIFY BY SAYING AYE.
THREE ZERO. WE ARE NOW ON CONSENT.
[CONSENT AGENDA]
DEPUTY MAYOR.YOU HAVE ANY ITEMS BEING PULLED? NO, NOTHING. OKAY, SO.
[01:15:02]
SO DOES ANYONE ELSE WISH TO PULL? OKAY, SO I NEED A MOTION.MOTION TO APPROVE THE CONSENT AGENDA.
SECOND. GOT A MOTION BY COUNCILMAN JOHNSON SECONDED BY DEPUTY MAYOR FELIX.
ALL IN FAVOR SIGNIFY BY SAYING AYE.
THANK YOU. RESOLUTION 2023, DASH ZERO EIGHT, A RESOLUTION OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT AND AUTHORIZING THE CITY MANAGER AND THE CITY ATTORNEY TO NEGOTIATE AND EXECUTE AN AGREEMENT BETWEEN THE CITY OF PALM BAY AND THE FLORIDA INLAND NAVIGATION DISTRICT TO MAKE IMPROVEMENTS TO THE SOUTH PIER AT CASTAWAYS POINT PARK, PROVIDING FOR AN EFFECTIVE DATE.
UH, NOW WE'RE ON UNFINISHED AND OLD BUSINESS, AND I'M GOING TO DEFER TO YOU, DEPUTY MAYOR FELIX.
OH, OUR CLERK IS NOT PREPARED YET.
SHE DIDN'T TALLY THE NUMBERS YET.
OKAY, SO THEN WE'RE GOING TO COME BACK TO UNFINISHED BUSINESS.
WE'RE GOING TO START WITH NEW BUSINESS, NUMBER ONE.
[NEW BUSINESS]
MADAM SMITH ORDINANCE 2023 TEN AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA AMENDING THE CODE OF ORDINANCES TITLE FIVE LEGISLATIVE CHAPTER 50 ELECTIONS SUBCHAPTER FILLING OF VACANCIES BY MODIFYING PROVISIONS CONTAINED THEREIN PURSUANT TO THE PALM BAY CITY CHARTER, PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT.DEPUTY MAYOR. ANY COMMENT CARDS? NO. MAYOR. NO COMMON CODES.
AYE. PASSES UNANIMOUSLY THREE ZERO.
ARE YOU PREPARED FOR US NOW, MADAM CLERK?
[UNFINISHED AND OLD BUSINESS]
ALL RIGHT. SO WE ARE NOW ON UNFINISHED AND OLD BUSINESS.MAYOR. THANK YOU. I'D LIKE TO ANNOUNCE THAT THE APPOINTMENT OF MR. JEFF MCLEOD. I'M ON THE PLANNING AND ZONING BOARD.
IS THAT WHO THE TALLY WINS? OKAY. SO I GUESS YOU'RE GOING TO HAVE TO MAKE YOU HAVE TO MAKE THE MOTION.
LIKE TO MAKE A MOTION TO APPOINT MR. JEFF MACLEOD TO THE PLANNING AND ZONING BOARD.
ALL IN FAVOR. SIGNIFY BY SAYING AYE? AYE. PASSES UNANIMOUSLY.
WE ARE NOW ON ITEM NUMBER TWO.
MISS MR. THANK YOU, MAYOR. I'M GOING TO ASK OUR RECREATION DIRECTOR, FRED POPPY, TO COME UP AND INTRODUCE THIS ITEM FOR US.
THE AGENDA ITEM WAS CAME OUT OF THE LAST MEETING WHERE THERE WAS A REQUEST BY MR. GARY TO UPDATE HIS CO SPONSORSHIP.
SO WHAT WE'VE INCLUDED IN HERE ARE THOSE REVISIONS THAT HE ASKED TO PUT IN PLACE.
I'LL BE THAT. ANY QUESTIONS OF STAFF, GENTLEMEN? ANY QUESTIONS? THANK YOU.
THANK YOU. FRED, ANY COMMENT? CARDS, DEPUTY MAYOR.
GOOD NIGHT. GOOD NIGHT, MR. MAYOR. COUNCIL MEMBERS AND STAFF.
ALFRED GUARD FROM 1680 MAIN STREET.
I'M JUST HERE TONIGHT TO SAY WE HAD THAT EVENT IN IN FEBRUARY AND MARCH AND MARCH, AND IT WENT IT WENT TO VERY NICELY.
AND WE JUST LOOKING FORWARD TO FOR YOUR BLESSING FOR THAT TENT AND THE CHAIRS AND STUFF.
THAT'S ALL WE NEED AND IT SHOULD BE A GOOD EVENT.
IT'S AT A GOOD LOCATION AND I'M SATISFIED WITH THAT.
THANK YOU. ANY OTHER SPEAKER CARDS.
MAYOR. OKAY, GENTLEMEN, I NEED A MOTION.
[01:20:03]
MOTION TO APPROVE CONSIDERATION OF A REVISION TO THE CO-SPONSORSHIP FOR THE WEST INDIAN CARIBBEAN CULTURE AND SPORTS AND FOR THE FAMILY FUN DAY EVENT TO BE HELD THE FIRST SATURDAY OF EVERY MONTH IN 2023.THANK YOU. GOT A MOTION BY DEPUTY MAYOR JOHNSON SECONDED BY COUNCILMAN JOHNSON.
GENTLEMEN, ANYTHING YOU WANTED TO ADD? I'D LIKE TO CONGRATULATE MR. GARY, AND IT'S VERY IMPORTANT.
WE'VE ALWAYS TAKE THE APPROACH OF COLLABORATION WHEN A GROUP OR CITIZENS COME, COME FORWARD AND MAKE A REQUEST AND TO FIND THE BEST WAY POSSIBLE TO WORK WITH THAT GROUP OR THAT INDIVIDUAL TO MAKE IT HAPPEN.
COUNCILMAN. JOHNSON. DEPUTY MAYOR.
THIS IS WHY WE HAVE THE POLICY IN PLACE.
WE HAVE IT DURING A COUNCIL MEETING AND THERE'S AN AGENDA ITEM.
SO I APPRECIATE Y'ALL WORKING, YOU KNOW, WORKING WITH STAFF AND STAFF, WORKING WITH US ON THIS.
WE WE UNDERSTAND EACH OTHER'S CULTURES.
WE UNDERSTAND AND HAVE RELATIONSHIPS WITH THIS VERY DIVERSE COMMUNITY.
ALL IN FAVOR. SIGNIFY BY SAYING AYE.
WOW. GENTLEMEN, THIS IS GREAT.
[COMMITTEE AND COUNCIL REPORTS]
SO COUNCILMAN JOHNSON.THERE'S SOMETHING THAT NEEDS TO BE HIGHLIGHTED FOR EVERYONE.
UM, STATE LEGISLATION, PRIORITIES.
WE HAD FIVE PRIORITIES, FOUR OF THEM WHICH ARE NO LONGER BEING MOVED FORWARD.
SO THAT WAY THEY'RE BETTER EQUIPPED TO SERVE OUR COMMUNITY.
STATE APPROPRIATIONS OR GRANT SUPPORT IN THE AMOUNT OF FOUR $479,831 FOR A FIRE RESCUE DEPARTMENT.
SO THAT WAY THEY CAN BETTER SERVE OUR COMMUNITY AND OUR CONSTITUENTS.
ALSO, WE REQUESTED 2.3 MILLION TOWARDS THE DESIGN AND ENGINEERING FOR SAINT JOHN'S HERITAGE PARKWAY FOR THE WIDENING FROM MALABAR ROAD TO EMERSON. THAT'S NOT MOVING FORWARD ANYMORE.
THESE ARE FOUR ITEMS THAT ARE NO LONGER MOVING FORWARD.
NOW, IT'S ONE THING IF HE DIDN'T SAY HE WAS GOING TO SUPPORT IT FROM THE BEGINNING, BUT TO SAY YOU'RE GOING TO SUPPORT AND THEN PULL SUPPORT AT THE LAST MINUTE, THAT'S I GOT TO SPEAK OUT ON IT. AND EVERY RESIDENT IN THE CITY OF PALM BAY NEEDS TO KNOW, BECAUSE WHILE YOU MIGHT THINK YOU'RE HURTING THE COUNCIL OR THE CITY OF PALM BAY, YOU'RE HURTING THE CONSTITUENTS THAT YOU SWORE AN OATH THAT YOU WERE GOING TO SERVE.
THIS HURTS OUR FIRE. THIS ACTUALLY IS AN ATTEMPT TO DEFUND OUR POLICE AND OUR FIRE.
IT NEEDS TO BE KNOWN BECAUSE THIS JUST HAPPENED THIS WEEK AND NOT TOO MANY PEOPLE KNOW ABOUT IT.
AND IT'S BIG BECAUSE THAT AFFECTS WHAT WE'RE TALKING ABOUT.
MR BLAND MENTIONED OUR INFRASTRUCTURE AND WHAT ARE WE DOING FOR OUR POLICE AND FIRE.
THESE ARE TAXPAYER DOLLARS THAT WE'RE ALREADY PAYING TOWARDS THE STATE.
AND OUR STATE REPRESENTATIVES AND OUR SENATORS ARE SUPPOSED TO ADVOCATE ON OUR BEHALF.
AND HERE WE HAVE IT, THAT THEY'RE NOT.
NOW, DON'T GET ME WRONG, SENATOR DEBBIE MAYFIELD DOES AN AMAZING JOB.
SHE'S ALWAYS ADVOCATING FOR OUR BEHALF.
SO I LOVE HER. I HATE THAT SHE'S TERMING OUT.
BUT RIGHT NOW, THIS MISREPRESENTATIVE IS ATTEMPTING TO GO FOR STATE SENATE.
AND HOW CAN YOU SAY YOU'RE GOING TO GO FOR STATE SENATE WHEN YOU CAN'T REPRESENT REPRESENT US AT THE CITY LEVEL FOR THE CITY OF PALM BAY? AND THE SAME THING HAPPENED FOR THE CITY OF WEST MELBOURNE.
IF THIS IS HOW HE WANTS TO ROLL, I'M A I'M GOING TO CHECK IT EVERY CHANCE I GET.
[01:25:01]
WE DON'T HAVE WE DON'T HAVE TIME FOR SNOWFLAKES IN FLORIDA.SO I'M SORRY, MAYOR, BUT I THINK THIS NEEDS TO BE KNOWN AT THE STATE LEVEL, NOT JUST THE CITY LEVEL.
SO I WANT TO SEE US MOVE FORWARD WITH A RESOLUTION, UM, SENDING IT TO GOVERNOR DESANTIS, AS WELL AS THE SPEAKER OF THE HOUSE, CONDEMNING THE ACTIONS OF RANDY FINE FOR WHAT HE DID TO THE CITY OF PALM BAY.
WELL, THE FIRST THING IS, SIR, THIS IS STILL MOVING FORWARD.
SENATOR MAYFIELD, AS AS AS YOU KNOW HOW THE FLORIDA LEGISLATURE WORKS.
THE FLORIDA SENATE DOES THE APPROPRIATIONS.
THEN THE FOLLOWING YEAR, THE FLORIDA HOUSE DOES THE APPROPRIATIONS, THEY TAKE THE LEAD AND SO ON.
SO I CONTINUE TO WORK DILIGENTLY TO WORK WITH SENATOR MAYFIELD AND WORKING ON THE HOUSE SIDE.
I THINK TRYING TO JUMP THE GUN IS NOT SOMETHING THAT WE SHOULD BE DOING.
I THINK THAT THERE IS AN OPPORTUNITY WHERE WE COULD STILL BE SUCCESSFUL, AND I THINK WE ALSO GET A LOT MORE ACCOMPLISHED WITH HONEY THAN WHAT WE DO AT IN VINEGAR OR ADDING FUEL TO THE FIRE, SIR.
SO I DON'T THINK THAT WE SHOULD GO DOWN THIS AVENUE.
WITH ALL DUE RESPECT, I REALLY BELIEVE WE SHOULD BE WORKING AND AMENDING EACH OTHER REGARDLESS OF WHAT CIRCUMSTANCES AND DIFFERENCES WE HAVE.
WE HAVE TO COME TO A PLACE WHERE WE SAY, OKAY, ENOUGH IS ENOUGH.
WE'RE NOT GOING TO GO TIT FOR TAT ANYMORE.
WHEREAS IF WE CONTINUE TO GO TIT FOR TAT, IT'S NOT GOING TO RESOLVE ANYTHING.
WE NEED TO WORK TOWARDS IMPROVING THE QUALITY OF LIFE OF OUR OF OUR COMMUNITIES AND FUNDING.
SO LET US CONTINUE TO WORK WITH SENATOR MAYFIELD AND CONTINUE TO WORK WITH OTHER MEMBERS OF THE HOUSE THAT MAY BE WOULD WOULD BE ABLE AND AND REPRESENTATIVE FINE WOULD PROBABLY NOT FIGHT AGAINST THESE THESE FUNDING SOURCES, THESE REQUESTS.
SO I WANT TO TAKE A DIFFERENT APPROACH.
SO I CAN'T I CAN'T SUPPORT THAT.
I REALLY BELIEVE THAT WE CAN GET A LOT MORE DONE IF WE DON'T ADD MORE FUEL TO TO TO THE FIRE, SIR.
YOU KNOW, HE'S ALREADY PULLED FROM SUPPORT, LIKE HE'S ALREADY SHOWN THAT HE DOESN'T CARE.
LIKE THERE'S THERE'S NOTHING ELSE TO ADD FUEL TO THE FIRE ON.
HE ALREADY IS NOT GOING TO SUPPORT THIS.
SO THIS NEEDS TO BE KNOWN AT THE TOP LEVEL.
AND I KNOW THAT IF WE GET IF WE SEND A LETTER TO GOVERNOR DESANTIS AND THE SPEAKER OF THE HOUSE TO LET THEM KNOW, HEY, THIS IS WHAT OUR REPRESENTATION IS DOING TO US AS WELL AS CONSTITUENTS, THAT'S WHY I'M MAKING IT KNOWN TO EVERYBODY, BECAUSE NOT EVERYBODY KNEW UNTIL I SAID SOMETHING.
BUT THE CONSTITUENTS NEED TO MAKE SURE THEIR VOICE IS HEARD AS WELL, TOO, THE SAME WAY WE ADVOCATE ON Y'ALL'S BEHALF UP IN TALLAHASSEE, YOU COULD SHOOT AN EMAIL TO THE GOVERNOR OR WHOEVER ELSE OR TO THE STATE REPRESENTATIVE HIMSELF, BUT SOMETHING NEEDS TO BE DONE BECAUSE, YOU KNOW, I'VE BEEN SILENT MANY A TIMES FOR, YOU KNOW, FOR THE BETTERMENT OF THE COMMUNITY, LIKE YOU SAID, MAYOR.
BUT THIS IS WHAT HAS GOTTEN US THIS IS WHAT HAS GOTTEN US RIGHT HERE.
SO I'M LOOKING FOR SOME TYPE OF SUPPORT TO MOVE FORWARD.
OTHERWISE, I'M GOING TO REACH OUT TO THE GOVERNOR MYSELF AND LET THEM KNOW THAT WE DESERVE BETTER.
DEPUTY MAYOR FELIX, YOU CAN GIVE SOME FEEDBACK, BUT THIS ISN'T RIGHT.
ABSOLUTELY. THANK YOU, MAYOR, IF I MAY.
COUNCILWOMAN JOHNSON. I MEAN, WELL SAID.
ONE THING I DON'T DO WELL IS POLITICS.
IN FACT, I DON'T NECESSARILY LIKE TO BE CALLED POLITICIAN.
I'M JUST A SERVANT AND I LOVE TO SERVE.
THAT'S WHY I'M DOING JUST REPOSITION MYSELF AND WENT IN.
IT JUST MY HEART IS TO SERVE THIS COMMUNITY, TO MAKE IT BETTER.
AND I THINK THE WORD DURING THIS DIALOG, I'M THINKING ACCOUNTABILITY.
HE HAS SOME LEVEL OF ACCOUNTABILITY.
EVERYTHING YOU SAID, MAYOR, IS CORRECT IN TERMS OF PRINCIPLE.
BUT THIS GENTLEMAN NEEDS TO BE HELD ACCOUNTABLE.
WHO'S GOING TO DO IT? IS THE 85,000 REGISTERED VOTER IN THE CITY OF PALM BAY THAT HE HAS BEEN MISREPRESENTED FOR SO MANY YEARS? I THINK SOMETHING MUST BE SAID.
THIS IS NOT RIGHT. THIS IS NOT FAIR TO YOU VOTERS.
[01:30:04]
KEEP THAT IN MIND.SO THIS ACCOUNTABILITY, THAT'S ALL IT IS.
IT'S NOT FAIR. IT'S NOT RIGHT FOR HIM NOT TO SUPPORT THESE AFTER HE SAID HE WILL.
AND THAT'S HIS JOB. THAT'S WHY HE'S VOTED FOR TO SERVE THE 130,000 VOTERS.
I MEAN I MEAN CITIZENS IN PALM BAY.
MAYOR, YOU MAY HAVE A DIFFERENT APPROACH, BUT I THINK ACCOUNTABILITY IS IMPORTANT.
IT MUST BE CALLED FOR WHAT IT IS WE'RE JUST CALLING IT FOR WHAT IT IS.
IT JUST CALL IT FOR WHAT IT IS, IS MIS MISREPRESENTING US.
WE JUST CALLING IT AS THAT AND WHATEVER THE SUPPORT WE NEED TO DO.
WE NEED WE NEED TO MAKE IT KNOWN, SEEK FOR, YOU KNOW, SUPPORT ELSEWHERE, WILLING TO DO THAT.
THANK GOODNESS THE GREAT CITY OF PALM BAY ALLOW ME TO GO OUT AND BUILD THOSE RELATIONSHIPS.
WE HAVE OTHER REPRESENTATIVES FROM OTHER DISTRICT.
AND I'LL BE MORE THAN HAPPY TO TO SUPPORT THIS FOR US.
SO IF THAT'S WHAT WE NEED TO DO.
SO WHAT DO YOU WHAT DO YOU PROPOSE THIS IS GOING TO ACCOMPLISH? YOU GOING TO BRING AWARENESS, MAYOR? BECAUSE UNTIL I SAID WHAT IS BEING SILENT ON IT ACCOMPLISH? YOU KNOW, SO WE COULD WE COULD BE VICTORIOUS IN THE END.
THIS IS WHAT IT'S GOTTEN US SO FAR.
SO I JUST I CAN'T SIT UP HERE AND SAY I'M GOING TO SERVE AND THEN SERVE SILENTLY.
I, I DON'T FEEL THIS IS RIGHT.
AND IT NEEDS TO BE BROUGHT INTO AWARENESS TO THE GOVERNOR AS WELL AS THE HOUSE SPEAKER TO.
WELL, I DON'T HAVE SUPPORT FOR THAT.
I WON'T HAVE I WON'T SUPPORT THAT.
I TAKE A DIFFERENT APPROACH TO THINGS.
I TRULY BELIEVE WHAT WHAT IS BEING DONE HERE IS IS.
YOU KNOW, I'VE BEHIND THE SCENES I'VE WORKED HARD TO BUILD THIS THIS CITY UP BEHIND THE SCENES.
I'VE DONE ALL I COULD TO RESTORE THAT RELATIONSHIP.
AND IT SEEMS THAT EVERYTHING, EVERY EFFORT, EVERY EFFORT UP TO NOW IS BEING THWARTED.
AND AND I DON'T SEE ANY FRUIT COMING OUT OF THIS.
THERE'S NO FRUIT TO COME OUT OF THIS.
BUT I ALSO UNDERSTAND THAT I'M OUTVOTED OUT HERE.
THIS IS NOT THE RIGHT APPROACH TO TAKE.
SO I DON'T HAVE YOU DON'T HAVE MY SUPPORT IN THIS.
AND I'M I'M REALLY SAD THAT THIS IS WHAT THIS COUNCIL IS GOING TO WIND UP DOING.
WE CONTINUE TO FIGHT FOR THIS CITIZEN, FOR THE CITIZENS OF PALM BAY AND AND RAISING AWARENESS AGAIN, I GET WHAT YOU'RE YOU'RE TRYING TO ACCOMPLISH, BUT THERE'S NO FRUIT THAT IS GOING TO COME FROM THIS.
YOU HAVE, I GUESS THE DIRECTION WOULD WOULD BE TOWARDS YOU, RIGHT? OR WOULD IT BE MADAM TERESE OR OR CITY ATTORNEY.
WORK ON LANGUAGE FOR A RESOLUTION TO FOR THE GOVERNOR.
THANK YOU. COUNT DEPUTY MAYOR FELIX.
ESSER. I'D LIKE TO TAKE THE OPPORTUNITY TO THANK MY COLLEAGUE AND SUPPORTING ME GOING TO TO DC NEXT WEEK TO AGAIN ADVOCATE FURTHER UP AT THE FEDERAL LEVEL FOR ON BEHALF OF OUR CITY.
I WILL BE LEAVING NEXT SATURDAY AND WE'LL HAVE THE OPPORTUNITY TO.
YOU GO SEE OUR REPRESENTATIVE AT THE SENATORS AND HOPEFULLY ALL CONGRESSMEN AS WELL TO HOPEFULLY PUSH THIS ITEM FORWARD.
SOME OF THE THE ASKS THAT THE LIST OF ITEM THAT WE HAVE TO ON BEHALF OF THE CITY OF PALM BAY.
[01:35:11]
THAT. DOES THAT CONCLUDE YOUR REPORT, SIR? OKAY. THE FIRST THING I HAVE, I HAVE A LIST.FIRST THING I WANT TO SHARE IS.
FORMER COUNCILMAN KEN GREEN PASSED AWAY.
AND SO HIS SERVICES WILL BE THIS COMING MONDAY AT OUR LADY OF GRACE.
COUNCILMAN GREEN SERVED THE CITY DILIGENTLY AND AND WE SHOULD HONOR HIM.
THE SECOND THING I WANTED TO TO BRING UP IS.
SO I'M REALLY EXCITED IS THIS SATURDAY IF YOU DON'T HAVE YOUR TICKETS.
AND WE'LL BE SHOWING A VIDEO IN THE NEAR FUTURE.
THEN I WANTED TO SHARE THE OPPORTUNITY THAT OCCURRED THAT I WAS BLESSED TO WITNESS WITH OUR FIRST RESPONDERS, OUR FIREFIGHTERS. I RECEIVED A PHONE CALL FROM OUR CONSTITUENCY IN THE PALM BAY COLONY AREA AS I WAS LEAVING VIERA, AND THEY WERE REALLY CONCERNED THAT THERE WAS THERE WERE FLANKED BY FIRES AT PALM BAY COLONY AND AND IT WAS REALLY GETTING CLOSE TO THEIR HOMES. SO I TOOK THE INITIATIVE.
I HAD NO IDEA I CALLED CITY MANAGER CAN GET A HOLD OF HER.
I CALLED THE DEPUTY CITY MANAGER, COULDN'T GET A HOLD OF HER, CALLED THE CHIEF.
I SAID, I'M GOING OVER THERE TO SEE WHAT'S GOING ON.
AND SO I WAS ABLE TO WITNESS OUR MEN ACTUALLY EXTINGUISH THE FIRE.
IT WAS A VACANT LOT AND THOSE EMBERS GOT HOLD OF A ROOFTOP.
AND AND THEY DID AN OUTSTANDING JOB.
SO I WANTED TO GIVE THEM A SHOUT OUT.
AND THE DIVISION OF FORESTRY AS WELL WAS ALREADY THERE INVESTIGATING TO SEE THE CAUSE OF THE FIRE.
BUT WHAT WAS IMPORTANT FOR ME WAS TO RECOGNIZE AND THIS WAS BEFORE WE HAD A LITTLE BIT OF RAIN, GENTLEMEN, IS TO REMIND EVERYONE THAT THE SEASON IS RIGHT.
EVERYTHING IS SO DRY OUT THERE.
SO THOSE SMOKERS DON'T FLICK THOSE CIGARET BUTTS OUT YOUR WINDOW BECAUSE THAT'S WHAT CAUSES FIRES.
YOU KNOW, JUST THAT THAT MINIMAL OPPORTUNITY.
SO WE HAVE TO KEEP THAT IN MIND WHEN WE DO OUR DUE DILIGENCE REGARDING THAT.
THEN I ALSO WANTED TO SHARE WITH YOU AT THE LAST MEETING.
AND SO I'M REALLY EXCITED ABOUT THAT.
AND SO WE ARE ON THAT LONG RANGE PLAN.
I WAS LOOKING SO WHENEVER WE HAVE AN ITEM LIKE THAT, I WANT TO MAKE SURE THAT AND I'VE SPOKEN TO SUZANNE ABOUT THAT TO MAKE IT AN EFFORT FOR EACH AND EVERY ONE OF US. GENTLEMEN, I KNOW IT'S GOING TO BE DIFFICULT BECAUSE THEY CHANGED THE TIMES FROM THE AFTERNOON TO THE MORNING NOW THAT 10:00 MEETING. BUT WHENEVER WE HAVE SOMETHING ON THE AGENDA, I'VE ASKED MS..
SHERMAN TO PLEASE SEND OUT REMINDERS TO ALL OF US.
HEY, WE CAN USE THAT TYPE OF SUPPORT.
I WAS GLAD THAT IT WENT BY UNANIMOUSLY.
GENTLEMEN, WE'RE GOING TO GO TO ADMINISTRATIVE AND MS..
[ADMINISTRATIVE AND LEGAL REPORTS]
YEAH, I JUST HAVE ONE QUICK ITEM, AND IT IS TO ANNOUNCE THAT ON APRIL 15TH, WHICH IS A SATURDAY, THE CITY WILL BE HOSTING ITS FIRST FIRST EVER AND HOPEFULLY FIRST ANNUAL SUSTAINABILITY FAIR.THIS IS AN INITIATIVE THAT WAS BROUGHT FORWARD BY THE SUSTAINABILITY ADVISORY BOARD AND THEY WILL ACTUALLY BE A GOOD NUMBER OF THEM, IF NOT ALL OF THEM WILL COME TO YOUR NEXT COUNCIL MEETING BECAUSE WE'RE RECOGNIZING SUSTAINABILITY AWARENESS MONTH AND THEY'RE ALSO GOING TO BE THERE TO PROMOTE THEIR EVENT, WHICH WILL BE HERE AT CITY HALL FROM 4 TO 7 P.M. AND IT'S SOMETHING DIFFERENT FOR US.
[01:40:03]
SO I JUST WANTED TO PUT THAT AWARENESS OUT THERE FOR THOSE WHO MIGHT BE LISTENING BECAUSE IT IS COMING UP IN OUR NEXT COUNCIL MEETING IS APRIL 6TH, SO THAT WOULD BE APRIL 15TH AS THIS EVENT OCCURS.THANK YOU, MA'AM. WE'RE ON PUBLIC COMMENTS.
[PUBLIC COMMENTS/RESPONSES]
BILL BATTEN, 586 OCEAN SPRAY STREET, SOUTHWEST.I HAVE TWO ITEMS I'D LIKE TO ADDRESS.
THE FIRST ONE WAS UNDER DURING PRESENTATIONS WAS BROUGHT OUT THAT THERE WAS NO RECOURSE TO THE CITY ON DRAINAGE BECAUSE YOU'RE GOING WITH THE PRIVATE ENGINEERS. I UNDERSTAND THE CONCEPT AND JUDGING BY WHAT THE PRESENTATION SHOWED, IT MAKES A LOT OF SENSE.
BUT THAT ENGINEER IS ONLY FOCUSING IN ON THAT LOT.
THEY'RE NOT FOCUSING IN ON A QUARTER, QUARTER MILE DOWNSTREAM FROM THAT DRAINAGE.
THEY MIGHT MAKE THEIR ELEVATIONS CORRECT.
AND THAT'S WHAT THEY TRY TO PLAN FOR.
THAT RESIDENT IS SUPPOSED TO BE CALLING.
SO IT ACCOMPLISHES THE FACT OF GETTING THE BUILDER TO PROCEED AND GET THE HOUSING GOING ALONG FINE.
SO THERE STILL NEEDS TO BE A RECOURSE.
IT STILL HAS TO COME BACK TO THE CITY SOMEPLACE TO MAKE SURE THAT WE'RE GETTING STORMWATER FLOW.
ITEM NUMBER TWO, THE APPOINTMENT FOR SEAT NUMBER FIVE.
IT'S A BIG, IMPORTANT DECISION ON YOUR PART.
I'M WISHING YOU ALL GOOD LUCK IN THAT PROCESS.
YOUR CHOICE REFLECTS UPON YOU.
NOT ON THE RESIDENTS OF PALM BAY ANYMORE.
YOU CAN'T SAY, WELL, THAT'S WHAT YOU VOTED FOR.
IT'S NOW GOING TO BE THE REFLECTION UPON YOU.
AND WITH THAT BEING SAID, GOOD LUCK.
IT'S GOING TO BE A HARD CHOICE.
AND THEN THE ONES THAT GET APPROVED, THE PERSON THAT GETS APPROVED, THEY'RE GOING TO BE APPRECIATIVE UNTIL THEY HAVE THEIR FIRST, SECOND OR THIRD MEETING WHERE THEY'RE CALLED OUT. THANK YOU VERY MUCH.
THANK YOU. ANYONE ELSE WISH TO SPEAK.
MR. GARY. WELL, MR. GARY, LET THIS YOUNG MAN GO FIRST.
STATE YOUR NAME AND ADDRESS, MR. GARY. SIT RIGHT THERE.
OH, AS YOU WERE. JUST GIVE YOUR NAME, SIR.
HI. MY NAME IS JARED, AND I LIVE AT 316.
NO, NO, NO. STOP. DON'T GIVE YOU.
UM, I WANTED TO MAKE A COMMENT ON.
THE BUILDING OF THE COMMERCIAL SECTOR.
I THOUGHT THAT WAS A REALLY NICE IDEA AND I THOUGHT THAT IT COULD ACTUALLY BE MORE AMBITIOUS WITH LIKE MORE AREAS OF THE CITY ACTUALLY GOING UP AND MAYBE MORE SOLAR PANELS AND LIKE RENEWABLE ENERGY IN OUR CITY.
UM. AND IS THERE ANY INCENTIVE WE COULD GIVE TO A HIGH DENSITY INFRASTRUCTURE COMPANY OR BUILDER LIKE IN OUR CITY TO BUILD IT UP? AND I DON'T MEAN TO BE ANY POLITICAL, BUT ABOUT THE COMMENT ABOUT.
IF YOU STAY SILENT WHEN SOMEONE BULLIES SOMEONE.
WE'RE TAUGHT THAT YOU'RE JUST AS BAD AS THE BULLY.
WHAT FRUIT DOES LETTING SOMEONE BULLY SOMEONE, IN THIS CASE OUR BEAUTIFUL CITY PROVIDE? AND YEAH, THAT'S ALL I WANTED TO COMMENT.
WELL, THANK YOU. THERE IS A FRUIT.
ALTHEA GARY, 1680 MAIN STREET, NORTHEAST PALM BAY.
[01:45:04]
I MUST JUST SAY I REALLY APPRECIATE THE BLESSING TO GET THIS CO-SPONSORSHIP, AND I WILL DO MY BEST TO MAKE YOU FEEL PROUD OF WHAT I'VE BEEN DOING OUT THERE AS A COMMUNITY GROUP.UM, I MUST SAY, MR. FRED PALM BAY, I REALLY APPRECIATE THE EFFORT YOU PUT OUT.
HE PUT UP WITH A LOT OF EFFORT.
AND AS I SAY, MR. MAYOR MENTIONED, HE'S THE ONE WHO ACTUALLY PROPOSED THIS LOCATION IN NOVEMBER, AND IT WORKS OUT FINE.
BEFORE I GO, I WANT TO SAY I HEARD THE CONVERSATION ABOUT THE BAYFRONT DEVELOPMENT.
I'VE BEEN OUT THERE CLOSE TO 30 YEARS AND NOTHING MUCH HAS WAS DONE.
YOU KNOW, I'M LOOKING FORWARD FOR IT.
I HAVE A LOT OF INVESTMENT OUT THERE AND I WOULD LIKE TO HELP TO MOTIVATE IT.
UM, I DON'T KNOW IF MISS, UH, MISS SUZANNE.
THAT CITY OF PALM BAY SIGN THAT IS OVER THERE ON MELBOURNE, WHERE MELBOURNE COMES INTO PALM BAY.
FOR YEARS THAT SIGN WAS ALL BUSH.
KNOW BUSH COVERED WITH THE NEW SIGNS OF VEGETATION OR WHAT? BUT RECENTLY I DON'T SEE THE SIGN AT ALL.
ONE TIME I COULD HARDLY SEE IT UNTIL I ACTUALLY REACHED UP TO IT.
AND NO, I DON'T SEE ANY SIGN, SO I DON'T KNOW IF YOU CAN ADDRESS THAT.
THANK YOU. ANYONE ELSE WISH TO SPEAK? SUZANNE. SUZANNE.
AND I FIRST WANT TO SAY, I THINK IT'S VERY COURAGEOUS TO SPEAK OUT.
UM. BUT I THINK WE HAVE TO BE CAREFUL WHEN WE.
ATTACH FACTS TO A PERSON'S NAME.
AND I WOULD LIKE TO THE LETTER THAT GETS WRITTEN STAY WITHIN THE FACTS OF.
HOW DOES THAT AFFECT ME? I THINK THAT CAN BE DONE WITHOUT SAYING A PERSON IS RESPONSIBLE FOR THAT.
I THINK THE OTHER PART OF THAT IS.
AND I WOULD LIKE TO SEE SOME RESPONSE COMING FROM THE CITIZENS THAT SHARE.
UH. THE IMPACT OF THIS THAT WE TOO CAN WRITE AND SPEAK OUT AND WE CAN VOTE. AND.
UM. YOU ALL ARE GETTING READY TO SELECT SOMEONE TO REPRESENT ME.
SO I WOULD LIKE YOU TO LEARN FROM THIS EXPERIENCE OF AN ELECTED OFFICIAL.
BECAUSE I WOULD LIKE TO SEE SOMEONE.
AS MR. CORCORAN SAID EARLIER, WE HAVE AN OPPORTUNITY TO PUT SOMEONE IN THIS SEAT WHO IS TRANSPARENT AND HONEST AND A GOOD PERSON.
ALL THE THINGS THAT I SEE IN YOU AND THAT IT IS A PERSON AND NOT A POLITICAL PARTY OR A POSITION SET OF BELIEFS, BUT SOMEONE WHO WILL TRULY LISTEN AND COLLABORATIVELY WORK TOWARDS SOLUTIONS, AS I'VE SEEN TONIGHT.
SO I'D LIKE TO THANK YOU ALL FOR DEALING WITH THE HARD ISSUES.
JUST ENCOURAGE YOU TO BE DIFFERENT.
DON'T BECOME WHAT YOU'RE TRYING TO FIGHT AGAINST, BUT BE STRONG IN WHAT YOU'RE FOR.
THE COCOON. PHILLIP CORCORAN, 1878 LYNBROOK DRIVE.
MANY PEOPLE BASIC FELIX HAVE BEEN WORKING TO MAKE PALM BAY A BETTER PLACE TO LIVE.
[01:50:03]
COMMUNITY. WE HAVE BEEN ATTENDING THESE MEETINGS AND SUPPLYING INPUT TO THE COMPREHENSIVE PLAN AND WHICH HAS LARGELY BEEN IGNORED.I CALL FOR THE CITY COUNCIL TO REQUIRE A SUPERMAJORITY IF ANY FUTURE USE PLAN.
MODIFICATIONS ARE REQUESTED BY A LANDOWNER AND I DO NOT SPEAK JUST OF THE GOLF COURSE, BUT ALSO OF THE ENTIRE CITY OF PALM BAY.
WE'VE CHECKED THE BOXES AND SUPPLIED AND ARE BASICALLY USING SOMETHING THAT HAS BEEN SUPPLIED BY THE CONSULTANTS, NOT REALLY THE VOICE OF THE PEOPLE WHO LIVE HERE. SO UNLESS CHANGES ARE MADE, I UNDERSTAND THIS IS THE FIRST READING UNLESS CHANGES ARE MADE.
OKAY. OUR TIME BASICALLY HAS BEEN WASTED.
AND BEFORE THE FINAL APPROVAL AT THE SECOND READING.
IN THE UNITED STATES AND FINALLY, THE BEST CITY IN THE WORLD.
THANK YOU. ANYONE ELSE WISH TO SPEAK FOR.
FOR YOU BEFORE WE ADJOURN? YES, MA'AM. STEP FORWARD.
I LIVE AT 1230 FREEL ROAD NORTHEAST.
I JUST HAVE A QUESTION ON THE DEBATE THAT THE THREE OF YOU HAD REGARDING THE SEWER CONNECTIONS.
I UNDERSTAND WHY EACH OF YOU FEEL THE WAY THAT YOU DO, AND I CAN UNDERSTAND THAT.
BUT THE ONE THING I DON'T KNOW IS, HAS ANYBODY ASKED RANDY FINE WHY HE VOTED THE WAY HE DID? BECAUSE I THINK THAT IT MAKES MORE SENSE TO FIND THAT OUT.
MAYBE THERE'S A POSSIBILITY OF NEGOTIATING AND HAVING HIM CHANGE HIS MIND.
YOU KNOW, IT DOESN'T MATTER WHETHER YOU THINK HE'S A NICE PERSON OR NOT.
I WON'T TELL YOU WHAT I THINK.
BUT I DO UNDERSTAND BUT I DO AGREE WITH THE MAYOR THAT.
GET DISCOURAGED WHEN YOU FIGHT THEM.
THEY GET DISCOURAGED WHEN YOU IGNORE AND LAUGH THEM OFF AND DON'T TAKE THEM SERIOUSLY.
SO I DON'T THINK IT'S A GOOD THING TO TEACH PEOPLE.
BUT YOU CAN HAVE A VOICE WITH.
MAKING THEM MINIMIZED SOMEHOW.
BUT I WOULD LIKE TO SEE YOU AT LEAST TRY TO FIND OUT FROM MR. FINE WHY HE VOTED.
MAYBE IT'S A LITTLE THING HE SAW IN THERE THAT HE.
MAYBE HE. HE THINKS THAT IT MIGHT BE A BURDEN ON THE CITIZENS.
I DON'T KNOW. BUT I THINK BEFORE YOU GO OVER HIS HEAD.
THANK YOU. ANYONE ELSE WISH TO SPEAK BEFORE WE ADJOURN? SEEING NONE, THIS MEETING IS ADJOURNED.
