SO POLICE, THE PALM BAY POLICE DEPARTMENT PERFORMS SECURITY CHECKS.

THE THE POLICE DEPARTMENT PERFORMED AN AVERAGE OF 381 ANNUALLY.

PUBLIC WORKS GOES OUT AND PERFORMS CLEARING OF OVERGROWTH.

AND THAT'S REALLY AT SPECIFIC KEY INTERSECTIONS OF THE COMPOUND COMMUNITY AND ECONOMIC DEVELOPMENT.

IN 2020, STAFF REACHED OUT TO 24 PROPERTY OWNERS OWNING 32 LOTS AT THE INTERSECTION OF BOMBARDIER AND THEY RECEIVED FOUR RESPONSES. ALL OF THOSE RESPONSES WERE INTERESTED IN SELLING WHETHER OR NOT WE DECIDE WE WANT TO GO INTO LAND OWNERSHIP AND ACQUISITION.

SO APPROXIMATELY 283 OF THOSE RESPONSES BETWEEN THESE FIVE YEARS WERE FOR FIRE RESPONSE EMERGENCY MEDICAL SERVICES TO INCLUDE 32 BRUSH FIRES LIKE

IT'S IMPORTANT TO NOTE THAT THIS DOES NOT INCLUDE THE SECURITY CHECKS THAT PD DOES, 300 ON AN AVERAGE OF 381 TIMES ANNUALLY.

SO FROM 2023, FROM YEAR TO DATE, WHAT WE SEE ON THE SCREEN HERE IN TERMS OF THE TYPES OF CALLS FOR SERVICE WE RECEIVED AND OR SELF INITIATED BY OUR OFFICERS.

SO ANYWHERE FROM VEHICLE BURGLARIES, TRAFFIC STOPS, SELF INITIATED OFF ROAD VEHICLE TYPE COMPLAINTS AND OR SELF-INITIATED ACTIVITY BY THE OFFICERS, SUSPICIOUS VEHICLES, SHOOTINGS IN TERMS OF INDIVIDUALS GOING OUT TO THE COMPOUND WHERE IT'S SECLUDED ON CERTAIN ROADWAYS OUT THERE AND USING IT AS TARGET PRACTICE TO FIRE THE WEAPONS ALL THE WAY DOWN TO ANIMAL COMPLAINTS AND ABANDONED VEHICLES AND FIRES.

AND THE LIST GOES ON.

SO THAT'S 20, 20, 23 TO DATE ON 2022.

HERE WE GO A LITTLE BIT MORE IN TERMS OF NUMBER OF RESPONSES WE HAVE FOR THOSE CATEGORIES.

SO JUST TO GO BACK TO 2020.

2020 IS WHEN WE SAW AN INCREASE IN ACTIVITY IN THAT AREA OF THE COMPOUND.

NOT SURE IF IT'S DUE TO IT WAS DURING THE HEIGHT OF COVID OR WHATEVER THE CASE MAY BE OR DURING THE COVID TIMES.

BUT WE SAW AN INCREASE IN CALLS FOR SERVICE FOR THE YEAR PREVIOUS TO 2019.

SO IN 2020, WE HAD AN INCREASE, TOTAL CALLS FOR SERVICE FOR THE COMPOUND OF 964 OR 800 PLUS CALLS FOR SERVICE LEADING INTO 2021, WHICH WAS 964 CALLS FOR SERVICE.

ALL THOSE CALLS FOR SERVICE ENCOMPASSED AND COVERED ALL OF THOSE THAT WERE LISTED HERE ON THIS SLIDE.

AND ON THE LAST SLIDE, WE HAD A PROBLEM.

THE BIGGEST PROBLEM AT THAT TIME WAS WE HAD AN INCREASE IN OFF ROAD VEHICLE CRASHES AND FATALITIES FOR THOSE DOING THE ATVS AND SIDE BY SIDES AND THINGS OF THAT NATURE AND DIRT BIKES.

SO WE HAD TO COME UP WITH SOME TYPE OF STRATEGY TO ENSURE WE HAD WE CAN ENFORCE AND INCORPORATE SOME TYPE OF PUBLIC SAFETY OUT THERE.

SO WITH A COLLABORATIVE EFFORT WITH US, PALM BAY POLICE DEPARTMENT, CITY OF PALM BAY, SAINT JOHNS WATER MANAGEMENT DISTRICT, FWC, MELBOURNE, TILLMAN WATERWAYS, WE WERE ABLE TO GET TRESPASS SIGNS ERECTED AS LONG AS AS WELL AS WE WERE WORKING WITH THE STATE ATTORNEY'S OFFICE TO FIND A STATE STATUTE THAT FIT THE BILL IN TERMS OF WHAT WE CAN USE TO ENFORCE WITH REGARDS TO THE SHOOTINGS THAT WAS HAPPENING OUT THERE IN TERMS OF TARGET PRACTICE, WHICH WE WERE ABLE TO GET ONE, WE HAD OUR SIGN SHOP FROM THE CITY TRAFFIC DESIGN SHOP, MAKE SOME SIGNS FOR US.

BUT I'M TALKING ABOUT VIOLENT CRIME TYPE OF CRIMINAL ACTIVITY.

ONE OF MY SUGGESTIONS IS CREATING THAT COMMUNITY CENTER THAT COULD ALSO HOUSE BOTH TEENS AND YOUNG ADULTS WITH DISABILITIES.

I RUN A SMALL PROGRAM HERE AT MALABAR BAPTIST CHURCH RIGHT NOW BECAUSE WE HAVE SO MANY YOUNG PEOPLE SITTING AT HOME NOT DOING ANYTHING AND NOT FEELING A PART OF THE COMMUNITY AROUND THEM. IF THEY COULD BE PART OF SOMETHING LIKE THAT AND ACTUALLY RUN THAT COMMUNITY CENTER, GIVE THEM JOBS TO RUN THE COMMUNITY CENTER, AND THEN STAFF IT WITH MENTAL HEALTH COUNSELORS AND SOCIAL WORKERS SO WE CAN WORK WITH FAMILIES TO HELP KEEP THESE CHILDREN AT HOME.

THIS WOULD BE SOMETHING THAT WOULD BE USEFUL FOR OUR COMMUNITY.

THE REASON THAT WE HAVE SO MANY ISSUES AT THE COMPOUND IS BECAUSE YOUNG PEOPLE GO THERE TO GATHER.

THEY GO THERE TO DO THEIR BONFIRES.

THEY GO THERE FOR ACTIVITIES BECAUSE THEY DON'T HAVE SOMEPLACE ELSE TO GO.

WE NEED THOSE SPACES.

I'VE BEEN WORKING CLOSELY WITH BETSY FARMER AND SOME OF THE OTHER WAYS FOR LIFE ORGANIZATIONS.

WE HAVE NO HOUSING FOR YOUNG ADULTS WITH DISABILITIES OR OUR YOUNG ADULTS THAT ARE HAVING MORE PROBLEMS AT HOME.

THERE'S NO PLACE FOR THEM TO GO.

CROSSWINDS HAS 12 VACANCIES AND FELL 12 SPACES.

THEY HAVE NO VACANCIES AT ALL.

WE HAVE NO PLACE FOR OUR YOUNG ADULTS AND OUR TEENS TO GO TO WHEN THEY'RE CAUSING ALL THESE ISSUES.

AND WE SEE THIS BUBBLING INTO OUR SCHOOLS AND INTO A LOT OF OUR HOMES.
