I JUST WANT TO MAKE SURE I UNDERSTAND.

I THOUGHT MAYBE I WAS JUST LIKE A ON.
WE HAD TO ADOPT A 2023, 2026, WHICH IS THE NEXT AGENDA ITEM.
AND AS WE WERE DOING THAT, WE ALSO WERE CURRENTLY IN THE 2022, 2023 PLAN.
AND THEN WE'VE JUST HAD A DIFFICULTY FINDING CONTRACTORS AND SO PRICES ARE A LITTLE BIT HIGHER.
SO I WANT TO JUST REAL QUICKLY HIGHLIGHT THE STRATEGIES THAT WERE THAT ARE ELIGIBLE WITHIN THE SHIP PROGRAM, PURCHASE ASSISTANCE WITH REHAB, UM, OWNER OCCUPIED REHAB, DEMOLITION RECONSTRUCTION, EMERGENCY ASSISTANCE, DISASTER RECOVERY ASSISTANCE AND NEW CONSTRUCTION RENTAL. SO THE CHANGES THAT WE'VE MADE IN THE 20 2223 HAP IS WE'VE INCREASED THE MAXIMUM AWARD FOR DEMOLITION RECONSTRUCTION FROM 150,000 TO WHAT IS CONSIDERED THE SHIP MAXIMUM HOME VALUE, WHICH IS 294,601.
AND WE HAVE FOUND THAT 150,000 TO DEMOLISH EXISTING AND REPLACE IT.
WE JUST CANNOT EVEN DO THAT IN THAT PRICE RANGE.
SO WE'RE GOING TO THE MAXIMUM.
WE'RE HOPING NOT TO SPEND THE MAXIMUM, BUT THAT'S THE MAXIMUM THAT WE COULD ASSIST WITH.
WITH THAT, WE HAVE CHANGED THE LIEN TERMS. THAT WAS CURRENTLY A 20 YEAR LIEN AND WE'VE CHANGED THAT TO A 30 YEAR LIEN BECAUSE WE ARE INCREASING THE MAXIMUM ASSISTANCE.
THE FIRST TEN YEARS WILL BE NON FORGIVABLE AND THEN IT'S 5% EVERY YEAR FOR THE REMAINING 20 YEARS.

WE HAVE INCREASED OUR EMERGENCY REPAIR FROM 20,000 TO 35,000.AND SO WE HAVE FOUND THAT WE REALLY HAVEN'T BEEN DOING A LOT OF EMERGENCIES BECAUSE THE 20,000 DOESN'T EVEN COVER IT AND WE END UP HAVING TO DO A FULL REHAB.
SO WE'VE INCREASED THAT TO 35,000.
THE DISASTER ASSISTANCE, SIMILAR THING AND ORIGINALLY WAS 15,000, WE PROBABLY COULD NOT REALLY ASSIST A LOT IF THERE WAS A DISASTER WITH $15,000. SO WE'VE INCREASED THAT WITH TO 40,000.
AND THEN THE STATE HAS ALLOWED US TO ALSO ASSIST RENTALS.
AND SO THAT'S A 15,005 YEAR LIEN AS WELL.
SO, UM, WHAT ELSE DO WE OH, AND THEN THE LAST CHANGE THAT WE MADE IS THAT WE REFERENCED THE 20 1086, WHICH WAS THE SECTION OF THE CITY'S CODE ON AFFORDABLE HOUSING.
AND WE DISCOVERED THAT THAT WAS ACTUALLY REPEALED WHEN THEY MADE ANOTHER CHANGE TO THE CITY'S CODE.
AND SO THAT HAS BEEN REPLACED WITH TO 20 1861.
THAT'S ALL THE CHANGES THAT WE'VE MADE IN THIS THREE YEAR.
WE'VE HAVE SENT THIS TO THE STATE AND WE HAVE CONDITIONAL APPROVAL FOR THE STATE.
A LOT OF IT IS REGULATORY, SO WE HAVE TO GO WITH WHAT THE STATE IS REQUIRING FOR THE GRANT.
BUT I'M HERE IF YOU HAVE ANY QUESTIONS ON THAT.

IN JANUARY OF THIS YEAR, THE BOARD LISTENED TO A HANDFUL OF PRESENTATIONS FROM DIFFERENT NONPROFITS AND ALSO THE CITY OF PALM BAY'S PARKS AND RECREATION DEPARTMENT FOR REQUESTS FOR FUNDING.
AND SO THE BOARD MADE RECOMMENDATIONS TO CITY COUNCIL.
WE DID RECEIVE FINAL ALLOCATIONS.
SOUTH BREVARD WOMEN'S CENTER 38,580.
GREATER MELBOURNE. POWELL $21,250.
GRANDPARENTS RAISING GRANDCHILDREN $14,572.
SPACE COAST AREA TRANSIT BUS VOUCHER PROGRAM $9,095.
POPPE PALM BAY PARKS AND FACILITIES IMPROVEMENTS AT GOODE PARK $482,379.
CDB ADMINISTRATION IS 20% OF THE ALLOCATION, WHICH IS 144,423, AND THEN 4000 IS ALLOCATED TO FAIR HOUSING, EDUCATION AND OUTREACH FOR THE HOME PROGRAM.
THERE IS A 15% MAXIMUM SET ASIDE.

KYOTO IS OUR COMMUNITY HOUSING DEVELOPMENT ORGANIZATION.WE ARE PLANNING ON DOING ACQUISITION AND REHAB $239,837.40.
THE CITY IS ALLOTTED ADMINISTRATION, THE MAXIMUM IS 10%.
WE SHARE 8% IN THE COUNTY, KEEPS THE 2% AS THE LEAD AGENCY.
SO THE CITY'S ADMINISTRATION IS 19,789 91, AND THE COUNTY'S ADMINISTRATION OF OUR PORTION IS $6,848.69.

I WOULD LIKE TO JUST VOCALIZE MY RENEWED CONCERN WITH THE $482,000 THAT IS BEING SPENT ON THE IMPROVEMENTS AT GOODEE PARK.
NOT NOT THAT THE IMPROVEMENTS AT GOODEE PARK ARE NOT AN IMPORTANT THING, BUT.
SO THAT ACTUALLY CAME UP DURING THE JOINT COUNCIL MEETING WITH THE INFRASTRUCTURE ADVISORY BOARD.
WE WERE TALKING QUITE A BIT ABOUT THAT, AND I REMEMBERED THAT WE WERE DOING THIS.
OKAY. SO DO WE WANT TO ENTERTAIN A MOTION ON THAT ONE? I WILL MOVE FOR APPROVAL OF THE CDBG FISCAL YEAR 2023 2024 DRAFT ANNUAL ACTION PLAN AND RECOMMEND TO CITY COUNCIL FOR ADOPTION IN THE MEETING ON MAY 4TH, 2023. MOTION.

WHAT I WOULD LIKE TO JUST HIGHLIGHT A FEW BECAUSE WE HAVE EVEN THOUGH IT'S A LITTLE BIT FURTHER DOWN THE PAGE, AS YOU REMEMBER, WE ALLOCATED SOME MONIES THAT WE RECEIVED THROUGH PROGRAM INCOME TO PURCHASE A FIRE.QUINT WHICH THEY CALL LADDER SEVEN.
IT WAS 1,079,735, SO BASICALLY $1.1 MILLION AND THAT WAS COMPLETELY FUNDED BY CDBG.
THERE IS ZERO GENERAL FUND IN THAT AND SO IT HAS ARRIVED LAST THURSDAY AND SO WE'RE REALLY EXCITED TO HAVE THAT HERE AND TO KNOW THAT IT IS THAT THESE GRANT FUNDS ACTUALLY PAID FOR THIS.
AND THAT'S REALLY WHAT WE WE LOOK FORWARD TO.
AND IS THAT BECAUSE IT SAYS IT'S AT STATION ONE, IS THAT A LOW TWO INCOME, LOW INCOME TARGET AREA AS WELL AS STATION SEVEN? OKAY. IT'S CURRENTLY GOING TO BE AT STATION SEVEN UNTIL IT IS BEING OR MAYBE I MIGHT GET THIS WRONG THAT UNTIL IT'S BUILT AND SO UNTIL STATION SEVEN IS BUILT.
ONE OF THE TWO. YEAH, IT SAYS UNTIL STATION SEVEN IS COMPLETED, SO.
YEAH. AND SO I WANTED TO MENTION OUR CURRENT BALANCE IS ABOUT 3.1 MILLION.
LUCKILY THE 1.1 MILLION QUINT WILL HELP US.
AND THEN WE'VE ALLOCATED SOME ADDITIONAL FUNDS TO SOME OF OUR PROJECTS.
AS YOU REMEMBER, THE HVAC SYSTEM AND CHILLERS CAME IN ALMOST DOUBLE OVER BUDGET.
AND SO WE HAVE DESCOPED THAT INTO JUST AN HVAC UNIT AND, AND AN ADA RANGEHOOD AND A CHILLER.
AND SO THEY HAVE COMPLETED THE WELL AND WE'VE REDUCED THE BUDGET DOWN TO ABOUT 140,000.
AND THAT'S ABOUT WHAT THEY THINK THEY'LL NEED BECAUSE THE EVEN WITH THE CHILLERS, IT'S ABOUT A 24 MONTH TURNAROUND AND WE JUST DON'T HAVE THAT TIME IN ORDER TO EXPEND THE FUNDS. ANOTHER PROJECT THAT'S BEEN ONGOING.
WELL, NO, I THINK IT'S FOR IRRIGATION.

SO TOWARDS THE WEST, THERE'S A SIDEWALK WITH SOME BENCHES AND THERE AND THEN TOWARDS THE NORTH, YOU'LL SEE WHERE IT'S A WAS A RIGHT OF WAY FOR A STREET THAT WAS NOT EXISTING.
AND SO IT LOOKS LIKE IT'S LIKE A LITTLE CUL DE SAC.
SO PUBLIC WORKS VACATED THAT RIGHT OF WAY.

MACEDONIA FOR NEW CONSTRUCTION OF FOUR AFFORDABLE HOUSING UNITS FOR HOME OWNERSHIP PURPOSES.
SO WE WENT WITH A RENTAL ACQUISITION WITH OR WITHOUT REHAB.
SO THAT BALANCE IS $437,746.89.
THE APPLICATIONS ARE DUE MONDAY, APRIL 24TH, AND THAT'S WHAT WILL BE PRESENTED TO YOU AT THE MAY AT YOUR MAY MEETING, YOU WILL HAVE THOSE NONPROFITS COME BEFORE YOU REQUESTING THOSE FUNDS FOR RENTAL ACQUISITION.
