[CALL TO ORDER:]
[00:00:06]
SO WE'LL GO AHEAD AND GO INTO THE ADOPTION OF MINUTES IF EVERYONE WOULD LIKE TO REVIEW.
[ADOPTION OF MINUTES:]
OF A COMMENT ON THE SUSTAINABILITY FAIR.WE HAD SOME DISCUSSION ABOUT POSSIBLY CHANGING THE DATE NEXT YEAR AND IT WAS.
I DIDN'T SEE THAT IN THE MINUTES.
WAIT, WHO'S OUR SPECIAL EVENTS COORDINATOR? AND I DID GET THE.
OKAY THAT I BELIEVE IT WAS THE 30TH.
WE'RE LOOKING FOR JUST CONFIRMATION ON THAT.
BUT THE DATE CHANGE WOULD BE WITHOUT ANY PROBLEMS. THAT'S MARCH 30TH.
ARE WE STILL LOOKING TO COMBINE WITH THE TURKEY CREEK DAY AS WELL? I GOT ONCE AGAIN, DANIEL WAIT HAD LET ME KNOW THAT THERE'S A GOOD POSSIBILITY WE COULD DO THAT.
THERE WOULD BE SOME THINGS THAT WE'D HAVE TO IRON OUT.
BUT HE IS IN DISCUSSION ABOUT THAT AS WELL.
SO IT'S A GOOD POSSIBILITY WE COULD DO THAT.
I DON'T KNOW. I'M NOT A PROFESSIONAL MINUTES PERSON, BUT.
I THINK MY UNDERSTANDING WITH THE MINUTES IS JUST KIND OF REVIEWING WHAT WE TALKED ABOUT.
AND THEN ON THE COORDINATION SIDE OF PLANNING AND DATING, THAT KIND OF STUFF, I THINK THAT.
I THINK IT'S ALL RIGHT TO BE OUT.
IS THAT APPROPRIATE WITH STAFF? I THINK IT JUST KIND OF THE GIST OF WHAT WE TALKED ABOUT AND WHAT CAN BE BETTER, HOW WE FELT IT WENT.
RIGHT. AND I CAN ADD THAT TO THE MINUTES FROM THIS MEETING THAT WE DISCUSSED.
CAN'T CONFIRMED AND THAT OUR LOCATION WOULD BE AN ONGOING DISCUSSION, BUT MOST LIKELY COULD BE COMBINED WITH TURKEY CREEK DAY OR AT TURKEY CREEK AT THAT DATE. THOUGH.
OTHERWISE WE CAN MAKE AN AMENDMENT TO IT AND ADD THAT DATE AND THAT VERBIAGE IN THERE.
I JUST IT WAS A PRETTY LENGTHY DISCUSSION LAST MONTH ABOUT A POSSIBLE DATE CHANGE.
I JUST THOUGHT IT MIGHT BE IN HERE.
SO WE WOULD LIKE TO JUST AMEND TO ADD THAT DISCUSSION THAT WE'RE LOOKING AT A DATE.
DO I HAVE A SECOND? UM, I SECOND IT.
I THINK POTENTIALLY TO MARCH 30TH AT TURKEY CREEK IF THAT CAN BE.
UH, ALL IN FAVOR? I VOTE I AS WELL. SO PASSES UNANIMOUSLY.
AND THEN IF I HEAR A MOTION FOR ADOPTION OF THE MINUTES.
UM. I MOVE TO ADOPT THE MINUTES AS AMENDED.
COULD I MENTION SOMETHING IN TERMS OF THE SUSTAINABILITY FAIR? I THINK WE NEED TO START A TIMELINE RIGHT NOW.
I DON'T KNOW IF THAT SHOULD BE AN AGENDA ITEM FOR NEXT MONTH, BUT IT'S CLOSE.
I KNOW AND I KNOW THE CITY DID SUCH A GOOD JOB, BUT THAT'S BECAUSE.
THERE. YOU'RE ORGANIZED, AND I THINK WE NEED TO KEEP IT IN MIND.
[00:05:06]
US. SO I WOULD LIKE TO PROPOSE THAT WE COLLABORATE WITH SHERMAN AND.SO ARE YOU THINKING OF LIKE A STANDING AGENDA ITEM FOR NEW BUSINESS FOR EACH MONTH OR.
VERY GOOD IDEA. THAT GOOD OR DO WE NEED TO DO A MOTION ON THAT OR JUST HAVE THAT? CONSENSUS IS FINE FOR YOU ALL.
WE'LL ADD THAT TO THE FUTURE AGENDAS.
AND JUST A REMINDER, IF YOU ALL, ESPECIALLY WHEN YOU'RE TURNING YOUR HEADS TO TALK, IF YOU CAN MAKE SURE YOU'RE STAYING IN THE MIC BECAUSE I CAN'T HEAR YOU ON THE MICS VERY WELL, SO THE RECORDING MIGHT NOT BE PICKING YOU UP.
UH, WE'LL GO INTO PUBLIC COMMENTS.
DO WE HAVE ANYONE IN THE AUDIENCE WITH ANY PUBLIC COMMENTS? NO. ALL RIGHT. WELL, I'M GLAD WE GOT AN AUDIENCE FOR THE PRESENTATION, SO WE WILL GO STRAIGHT INTO THE PRESENTATION WITH MATT'S LLC WITH MR.
[PRESENTATIONS:]
STEVE BEAMAN, PRESIDENT OF BMAT, LCC.SO IF YOU'RE READY, WE'D LOVE TO HEAR FROM YOU.
I'M JUST GOING TO KIND OF WANDER THROUGH A PRESENTATION OF WHAT WE DO.
MOST PEOPLE DON'T KNOW WHAT FLOATING WETLANDS ARE OR WHY WE WHY WE BUILD THEM.
BASICALLY THERE ARE HYDROPONICALLY GROWING PLANTS THAT TAKE UP NUTRIENTS OUT OF STORM WATER TO COMPETE WITH ALGAE AND HYDRILLA AND OTHER THINGS THAT ARE A PROBLEM.
IN THE IN THE STORMWATER PONDS.
WE KEEP THEM FROM GOING DOWNSTREAM, HITTING IN THE ESTUARIES, CAUSING ALGAE BLOOMS IN THE ESTUARIES, KILLING SEA GRASSES AND LEADING TO MANATEES EATING LETTUCE.
SO. UH, BASICALLY, AGRICULTURE IS A BIG ISSUE.
THIS IS THIS HAPPENS TO BE MY NURSERY IN NEW SMYRNA BEACH.
IT'S A NATIVE PLANT NURSERY, BUT WE DO FERTILIZE, SO WE TRY TO TAKE UP AS MUCH AS WE CAN BEFORE WE BEFORE IT LEAVES OUR STORMWATER POND. THIS IS THE MACHINE THAT MAKES IT WORK.
THE ROOTS FORM A BIOFILM ON THE BOTTOM THAT ENABLES THE UPTAKE OF OF NITROGEN AND PHOSPHORUS CHANGES THE FORM TO A BIOAVAILABLE FORM THAT THE PLANTS CAN ACTUALLY USE AND PULL IT UP AND AND COLLECT IT INTO THE PLANTS.
WE MAINTAIN THESE EVERY FOUR MONTHS BY CUTTING THE TOPS OFF AND THEN CUTTING THE ROOTS AND LEAVING ONLY WHAT'S IN THE CUP TO REGROW.
SO WE REMOVE THE BIOMASS, TAKE A SAMPLE, SEND IT TO THE LAB.
AND THEN WE DO AN ANNUAL REPORT FOR OUR CLIENTS, MOST OF WHICH WE DO HAVE SOME PRIVATE CLIENTS NOW, BUT MOST OF OUR CLIENTS ARE CITIES AND COUNTIES. THE FIRST BEAM THAT WE EVER DID WAS FOR A GOLF TOURNAMENT DOWN IN NAPLES.
WE'D JUST BEEN TALKING ABOUT THIS, AND HE SAYS, HEY, I HEARD YOU GOT A FLOATING WETLAND.
LET'S PUT ONE OUT FOR THIS GOLF TOURNAMENT.
THEN AFTER THE TOURNAMENT, WE TOOK THE SIGN DOWN.
THESE ARE THE ROUTES THAT DEVELOP.
SO WE TRY TO KEEP THEM TO ABOUT 12 TO 18IN BEFORE WE CUT THEM.
THIS IS OUR WORTH SEAN'S SECOND COURSE.
AND IT'S A IT'S A PRETTY NICE GOLF COURSE IN ORLANDO.
THEY'RE PRETTY ATTRACTIVE TO WADING BIRDS, TOO.
SOMETIMES TOO ATTRACTIVE TO TURTLES AND DUCKS.
SO WE'VE GOT TO BE CAREFUL WHAT WE DO.
[00:10:01]
UH, TYPICALLY WE TRY TO SURROUND THE ISLAND WITH A LOW GROWING GRASS FOR ALLIGATORS, TURTLES, DUCKS, WADING BIRDS SO THEY CAN STAND ON THE GRASS AND NOT MESS UP THE PLANTS IN THE MIDDLE.THESE WERE ALL FROM ISLEWORTH.
THIS IS A ACTUALLY NEXT TO THE WASTEWATER PLANT IN TITUSVILLE.
AND SO THIS IS A LITTLE POND NEXT TO THE WASTEWATER PLANT.
IT DOESN'T ACTUALLY GET EFFLUENT, BUT THERE IS SOME GROUNDWATER THAT GETS IN THIS.
AND IT'S JUST RIGHT ACROSS THE STREET FROM THE ESTUARY, RIGHT ACROSS US ONE.
THIS IS ONE OF OUR PRIVATE CONTRACTS.
THIS IS A HOUSING DEVELOPMENT IN ALTAMONTE SPRINGS.
THIS ONE NOW HAS SANDHILL CRANES NESTING ON IT.
THIS IS THE VILLAGES. THIS IS THE FIRST PLACE WHERE WE ACTUALLY STARTED MIXING IN.
I CALL THEM FLUFF PLANTS BECAUSE OUR CLIENT WANTED COLOR AND.
I WAS REALLY RESISTANT TO THE WHOLE IDEA.
I DIDN'T LIKE THE IDEA OF USING FLOWERS.
THIS IS WHAT I LIKED NATIVE PLANTS, GRASSES, RUSHES SOME NATIVE AQUATIC PLANTS.
AND THEN ABOUT THREE YEARS AGO, I WAS REQUESTED TO SEND A FLOATING ISLAND TO FOR TO A GRAD STUDENT THERE. AND SHE WAS ACTUALLY DOING HER RESEARCH ON USING MARIGOLDS AND OTHER FLUFF PLANTS TO GROW.
AND SHE LETS THE PLANTS TAKE UP THE NUTRIENTS AND THEN SHE CUTS THEM AND SELLS THEM TO FLORISTS.
WELL, SORT OF. IT'S A FULL, FULL CYCLE.
AND SHE SHE KIND OF PUT ME IN MY PLACE BECAUSE SHE SAID I GET AS MUCH NITROGEN AND PHOSPHORUS IN MY FLOWERS AS YOU DO IN YOUR NATIVE PLANTS. AND IT TURNS OUT SHE WAS RIGHT.
SO WE'RE NOT SO SNOOTY ANYMORE.
THIS IS BAKER'S BAY IN THE BAHAMAS.
EVERYTHING THERE IS SALT TOLERANT, ALL THE GRASSES ON THE SHORELINE AND IN THE ISLAND.
AND SO WE HAD TO YOU CAN SEE THIS GOT DIFFERENT.
WE CALL THEM HALOPHYTES SALTWATER PLANTS.
AND THEY THEY REALLY PRODUCE A GREAT ROOT MASS.
SO WE HAVE A LOT OF BABY FISH LIVING IN THAT.
AND AS WELL AS THE ROOTS ACTUALLY LEAK OXYGEN AS PART OF PHOTOSYNTHESIS.
SO YOU HAVE A REALLY OXYGEN RICH ENVIRONMENT FOR JUVENILE FISH UNDERNEATH THESE ISLANDS.
THIS IS A PARK IN TALLAHASSEE CALLED LAKE LEON.
WE GOT OUR PATENT ON THE SYSTEM IN 2009.
SOME OF THESE WERE DONE PRIOR TO THAT, BEFORE WE EVEN HAD A PATENT.
ALSO LIKE ME ON THIS IS A PROJECT IN NAPLES WHICH WAS COMPLETELY COVERED WITH HYDRILLA.
SO WE DIDN'T HAVE ANY HYDRILLA AT ALL.
THIS IS A LITTLE POND IN TITUSVILLE WITH A BIG DRAINAGE BASIN.
IT'S PROBABLY GOT A 40 ACRE DRAINAGE BASIN FOR A HALF ACRE POND.
SO IT GETS A LOT OF NUTRIENTS.
BUT THIS WE HAVE THREE ISLANDS IN THERE AND THEY DO A PRETTY GOOD JOB OF KEEPING IT CLEAN.
THIS IS. LAKE GEORGE, WHICH IS ON MERRITT ISLAND.
THE BUILDINGS IN THE BACKGROUND ARE THE MERRITT SQUARE MALL.
THIS USED TO HAVE AN ALUM INJECTION SYSTEM.
THEY THOUGHT THE WAY TO DEAL WITH PHOSPHORUS WAS TO INJECT ALUM AND IT WAS A DISASTER.
SO WE WE TURNED IT INTO A REALLY NICE FLOATING GARDEN.
THIS IS OUR BIGGEST ONE TO DATE.
THIS IS IN FORT PIERCE AT INDIAN HILLS STATE RECREATION AREA OR CITY RECREATION AREA.
AND EACH ONE OF THOSE ISLANDS IS 3500FTĀ².
THEY'RE HUGE. AND WE GO IN AND MAINTAIN THEM AND HARVEST THEM ONCE EVERY FOUR MONTHS.
THIS IS WHAT THEY LOOK LIKE AFTER THEY'VE BEEN HARVESTED.
[00:15:03]
THIS IS AN EXPERIMENT IN MELBOURNE AT WICKHAM PARK.WE DID THIS IN CONJUNCTION WITH CLEMSON UNIVERSITY WHERE WE ACTUALLY BROUGHT IN A A SOLAR BE VERTICAL CIRCULATOR, WHICH BRINGS WATER FROM THE BOTTOM.
IT'S ABOUT 15FT DEEP AND IT'S REALLY RICH IN PHOSPHORUS AT THE BOTTOM OF THIS POND.
SO WE'RE TRYING TO GET THE PHOSPHORUS RICH WATER UP TO THE ROOT ZONE OF THE OF THE PLANTS.
SO IN THIS CASE, THIS IS FRESHLY PLANTED.
THE SOLAR BE IS IN THE MIDDLE.
AND IN THIS CASE, WE STARTED CUTTING THEM ONCE EVERY SIX MONTHS.
BUT WE HAD TO CHANGE TO ONCE EVERY FOUR BECAUSE IT GREW GREW TOO FAST.
THIS IS IN SCOTTSMOOR, A LITTLE PRIVATE POND, ALL SALTWATER.
THIS ONE THAT IS THE SENIOR CENTER IN TITUSVILLE.
SMALL POND. AND IT IS DONE WELL BECAUSE IT IS AT THE TAIL END OF A CHAIN OF OF STORMWATER PONDS.
THEY GO ONE, THEY CASCADE ONE TO THE NEXT.
THIS IS WHERE EVERYTHING ENDS UP.
AND THESE THINGS GROW LIKE CRAZY.
THIS IS A STORMWATER POND IN NEW SMYRNA BEACH AROUND THE CORNER FROM MY HOUSE.
THIS IS THE OTHER SIDE OF THE STREET WHERE WE MIXED IN EVERY HALOPHYTE WE COULD FIND.
IT GETS A LOT OF WADING BIRD ATTENTION.
STEWART IN OLD PALM CITY AT A POND RIGHT NEXT TO THE ROAD.
GOING TO THE BEACH. THIS IS DRYFIELD POND IN TITUSVILLE.
THE ENVIRONMENT HERE HAS BEEN SUPER RICH.
WE WE WERE DOING AN EXPERIMENT WITH DIFFERENT KINDS OF PLANTS.
THIS IS THE WASTEWATER PLANT AGAIN AT TITUSVILLE.
THIS IS STETSON UNIVERSITY'S AQUATIC CENTER.
WE DID. WE'VE DONE A LOGO FOR CLEMSON UNIVERSITY, NOW FOR STETSON.
AND WE'RE WORKING ON A COUPLE MORE.
BUT THIS IS WHAT IT LOOKS LIKE WHEN WE PLANTED IT.
IT GROWS IN TO KIND OF OBSCURE THE LETTERS WITH THE PLANTS, SO WE HAVE TO KEEP CUTTING IT BACK.
THIS IS IN DELAWARE, ON THE COAST.
THIS IS A SERIES OF THIS IS ACTUALLY BETHANY, SOUTH BETHANY BEACH, DELAWARE.
IT'S A SERIES OF DEAD END CANALS THAT WERE EXPERIENCING MASSIVE SALTWATER ALGAE BLOOMS. SO WE BROUGHT IN THESE FLOATING WETLANDS AND PUT THEM IN THE CORNERS OF ALL THESE DEAD END CANALS.
THEY'RE EXPANDING THE PROGRAM STARTING THIS SUMMER AGAIN.
IT'S A SHALLOW POND WITH A FLOATING WETLAND.
IT'S ONLY ABOUT FOUR FEET DEEP, WHICH IS PUSHING THE LIMITS.
SO A TOWN CALLED CHESTERFIELD, VIRGINIA.
IT IS THE VIRGINIA DOT'S MAIN OFFICE FOR THAT AREA.
AND THEY THEY VIRTUALLY COVERED EVERYTHING AND WOULD EAT ALL THE VEGETATION.
THIS IS DOWN THE STREET HERE IN MICCO.
WELL. WELL, WE DID FOR BREVARD COUNTY.
WE NOW HAVE, I THINK, 10 OR 12 PROJECTS FOR BREVARD COUNTY AND PROBABLY THERE AS A COMPOSITE.
THERE THERE ARE OUR BIGGEST CUSTOMER, THE COUNTY.
ANOTHER ANOTHER ONE OF THE PROJECTS.
[00:20:02]
YOU SAW A PICTURE BACKED UP AGAINST THE TREES.THIS IS OUT IN CALLED THE FOREBAY.
AND YOU CAN SEE THAT IS IS FRESHLY MOWED AND STARTING TO GROW AGAIN.
AND THIS IS IT DOESN'T TAKE BUT ABOUT TWO MONTHS TO LOOK LIKE THAT.
THIS IS ALSO THE SAME SYSTEM, BUT BACK IN THE BACK.
THIS IS A RETIREMENT VILLAGE IN MECHANICSVILLE, VIRGINIA, CALLED COVENANT WOODS.
WE HAD A PROBLEM THERE WITH DUCKS.
WE PLANTED A BUNCH OF NICE PLANTS LIKE IRIS AND PICKERELWEED AND AND CANNA, PRETTY PLANTS BECAUSE ALL THE ALL THE RESIDENTS REALLY LIKED THE FLOWERS. THEY WIPED IT OUT IN ABOUT TWO MONTHS.
SO WE WENT BACK IN THERE AND REPLANTED THE WHOLE THING WITH WITH CORDGRASS.
THIS IS JUST ONE OF OUR FLUFF PLANTS IN THE VILLAGES.
THERE'S ANOTHER ONE. THIS IS AT A NEW PROJECT IN DAYTONA CALLED LPGA, THE RESERVE AT LPGA.
IT'S RIGHT NEXT TO THE DAYTONA STADIUM.
INDIAN HILLS DOWN IN I MEAN IN FORT PIERCE.
SHOWING YOU HOW WE TAKE THEM APART IN THE WATER.
WE TAKE THEM OUT OF THE WATER, CUT THEM, ROLL THEM, CUT THE ROOTS, PUT THEM BACK IN.
AND THE WAY IT WORKS IS THEY'RE THESE ARE MADE IN STRIPS THAT WE CONNECT TOGETHER WITH STAINLESS STEEL GROMMETS AND WE TAKE THEM APART, TAKE ONE STRIP AT A TIME, PUT IT UP ON A CONVEYOR, PUT IT BACK, PUT THE WHOLE THING TOGETHER.
IT'S TAKEN A LONG TIME TO GET THERE, BUT IT'S PRETTY SEAMLESS NOW.
THIS IS AN AUTO EXPORTER RIGHT ON THE BANK OF THE CHESAPEAKE BAY.
I MEAN, IT IS THE WALL SEPARATES THIS FROM THE CHESAPEAKE.
SO THIS IS PART OF THEIR DEAL THAT THEY WORKED OUT WITH THE GOVERNMENT.
I THINK THE CORPS OF ENGINEERS TO CLEAN UP THE WATER BEFORE IT WENT INTO THE BAY.
AGAIN, WE PLANTED DIFFERENT SPECIES.
AFTER THE FIRST WINTER, THAT KIND OF WENT AWAY.
AND YOU CAN SEE WE'VE REPLANTED THE OUTSIDES WITH THE SPARTINA AS WELL.
SO NOW THIS WHOLE THING IS A IS A CORDGRASS.
UH, BUFFER THIS EARLY ON, AND THAT'S WHAT IT GROWS TO.
BUT WE DON'T HARVEST THE ONES IN THE CHESAPEAKE AREA.
WE'RE NOT ALLOWED TO HARVEST BECAUSE THEY HAVE THIS THING CALLED THE.
THEY'RE NOT REALLY GENIUSES, BUT THEY DO WORK THERE.
SO THEY HAD TO MAKE THE PLAYING FIELD LEVEL INSTEAD OF DOING WHAT'S BEST FOR THE ENVIRONMENT.
ANYWAY, THIS IS OUR THIS IS THE LITTLE SALTWATER POND IN NEW SMYRNA BEACH.
YOU CAN SEE WE HAVE SOME SPOONBILLS, TWO DIFFERENT KINDS OF EGRETS.
THIS IS JUPITER ISLAND CLUB DOWN AT HOBE SOUND GOLF COURSE.
THIS THIS IS WHAT THEY GROW TO.
AND THEN WE CUT THEM BACK DOWN TO THAT AND LET THEM GROW BACK UP AGAIN.
WE TRY NOT TO LET THEM GET THAT BIG.
THEY BECOME A SAIL AND DRAG THE ANCHOR AROUND.
SO WE WE'D RATHER KEEP THEM FAIRLY LOW.
THIS IS A BACKYARD JOB IN ORMOND BEACH.
WE HAD FOUR SMALL ISLANDS OUT THERE, AND BECAUSE OF THE RED TAPE OF MAKING THE CHANGE FROM THE AIR FORCE BASE TO THE SPACE FORCE BASE, THEY WOULDN'T LET US ON FOR YEARS.
SO FINALLY, THIS IS WHAT THEY GREW TO.
[00:25:06]
IT'S STILL A PAIN GETTING ON THERE, BUT IT'S KNOW IT'S THE HEAD OF THE SPACE FORCE.WE HAVE TO ALLOW FOR SOME OF THAT.
THIS IS THE OTHER POND IN TITUSVILLE THAT HAD THE REALLY BAD SEWER SPILL.
AND IT LOOKED LIKE JUST A GREEN PRIMORDIAL SOUP FOR ABOUT 6 OR 8 MONTHS.
TO THIS POINT, WE'RE PRETTY PROUD OF THIS ONE, THIS.
BUT IT HAS 10% COVERAGE, WHICH IS FAIRLY HIGH.
THIS IS THE CITY OF WINTER SPRINGS.
THEY HAVE A NOT REALLY VERTICAL WALL, BUT IT'S PRETTY CLOSE TO VERTICAL.
AND WE PLANTED, I THINK, ABOUT 5000FTĀ² OF FLOATING WETLANDS THERE.
AND THESE ARE OUR LITTLE KOI POND MATS THAT WE'VE PUT TOGETHER TO SELL TO PEOPLE THAT WANT TO JUST HAVE A SMALL POND WITH A SMALL, SMALL FOOTPRINT.
SO DO YOU GUYS HAVE ANY QUESTIONS? I THINK SO. I KNOW I DO.
BUT I'LL LET THE LADIES IF Y'ALL.
DO Y'ALL HAVE ANY QUESTIONS? WELL, THANK YOU.
IT MAKES ME WANT TO HAVE A BEAM MAT IN MY YARD.
AND I LIVE ON THE INDIAN RIVER LAGOON.
SO ARE THEY IN THE INDIAN RIVER LAGOON YET? YOU CAN'T PUT THEM IN THE LAGOON BECAUSE THE MANATEES EAT ALL THE PLANTS.
NOW, THESE WERE FOR MOSTLY FOR STORMWATER PONDS TO TREAT THE WATER BEFORE IT GETS TO THE LAGOON.
AND THEN MY SECOND QUESTION HAS TO DO WITH THE MAINTENANCE.
SO IF SOMEBODY DOES PUT ONE OF THESE IN, YOU KNOW, YOU SAID OTHER THAN MAYBE A GOVERNMENT BODY, YOU TRAIN THE PEOPLE WHO LIVE THERE TO DO THAT 4 TO 6 MONTH CUTTING.
IT SOUNDS GOOD ON PAPER, BUT IT DOESN'T REALLY WORK.
IT'S NOT IT'S NOT ROCKET SCIENCE, BUT IT'S NOT EASY EITHER.
PEOPLE. WE'RE NOT REALLY COMMITTED TO WHAT WE'RE DOING FALL OFF WITHIN THE FIRST COUPLE OF EVENTS.
OTHERWISE YOU'RE GOING TO HAVE, YOU KNOW, PROBABLY A WEEDY MESS HERE AFTER THE FIRST SIX MONTHS.
SO YOU MENTIONED WHEN WE WERE CHATTING BEFORE THE PRESENTATION THAT THERE WAS ONE CITY THAT JUST WENT AHEAD AND BOUGHT THE MATS FOR ALL THE CITY INSTALLATION.
COULD YOU EXPAND ON THAT? THAT'S BEEN PROPOSED BY BRIAN GOOD, WHO IS AN ENGINEER FOR KIMLEY-HORN.
HE'S THE GUY WHO DESIGNED THE BIGGEST ONE WE'VE DONE IN FORT PIERCE.
HE WENT TO THE CITY OF VERO BEACH AND PROPOSED THAT THEY TAKE EVERY STORMWATER POND.
YOU KNOW, EVERY EVERY STORMWATER POND IN THE CITY, WHETHER PRIVATE OR PUBLIC WOULD BE MASS IN THEM AND LOOP THE WHOLE THING TOGETHER AND MAKE ONE BIG STORMWATER SYSTEM.
AND THEY'RE NOW MEASURING, COUNTING, LOOKING AT ALL THEIR PONDS TO CONSIDER IT.
GREAT TO KEEP UP WITH, PROBABLY.
THEY'RE ALREADY THERE. THESE ARE ALL RETROFITS.
AND MY OTHER QUESTION WAS, WHEN YOU HARVEST THE ROOTS AND CUT THE PLANTS BACK, IS THAT PLANT MATERIAL OKAY TO COMPOST? YES. YES.
OKAY. BECAUSE IT'S GOT A LOT OF NUTRIENTS.
YEAH. AWESOME. THANK YOU SO MUCH.
THAT COMPOSTING QUESTION WAS MY QUESTION.
THEY'RE TESTING IT, THE WATER QUALITY AFTER, BEFORE AND AFTER.
SO THEY CAN YOU HAVE MEASUREMENTS OF DATA ABOUT THE IMPROVEMENT.
[00:30:03]
THE MEASUREMENT THAT WE DO IS IS WHAT WE ACTUALLY REMOVE.WATER QUALITY OR WATER SAMPLES GIVE YOU A SNAPSHOT OF WHAT'S HAPPENING IN THAT DAY.
I THINK YOU MENTIONED THAT THE WATER IDEALLY SHOULD BE AT LEAST FOUR FEET, POSSIBLY DEEPER.
WELL, YOU SAW ME HOLDING THAT ONE PLANT.
THAT'S WHY WE DON'T WANT THEM TO ROOT INTO THE BOTTOM.
AND THEN WHEN THE WATER COMES UP THERE, IT'LL PULL THEM THROUGH.
I ALWAYS THINK ABOUT THE NATURAL CLIMATE SOLUTIONS OR WAYS THAT WE CAN DO IT NATURALLY.
I THINK COMMON SENSE SOLUTIONS.
HAVE YOU EVER CONSIDERED LAKE OKEECHOBEE OR IS THAT A PLACE THAT'S CONSIDERED EVERY DAY? YEAH. IS IT IS THERE? I'VE GOT A PLAN FOR LAKE OKEECHOBEE BECAUSE I PREVIOUS WORK IS I MEAN, YOU'VE GOT A LOT OF PHOSPHORUS COMING FROM THE KISSIMMEE RIVER AND THEY'RE DOING THEIR OWN THINGS TO TRY TO FIX THAT. AND THEN LAKE OKEECHOBEE GETS OVERLOADED AND THEN OUT TO THE CANALS, WHICH CAUSE MORE PROBLEMS. AND NO, I ACTUALLY I ACTUALLY HAVE PUT TOGETHER NUMBERS TO REMOVE THE LEGACY PHOSPHORUS AND TAKE UP WHAT'S COMING IN IN PLACE ISLANDS OF FLOATING WETLANDS AND A CONSTANT HARVEST AND VERY INVASIVE JUST FLOATING THERE WITH THE ENVIRONMENT AND EVERYTHING THAT'S THERE IS NATIVE.
THAT'S ONE COMMENT I WANTED TO MAKE.
WHAT ABOUT LIKE CANAL SYSTEMS? ARE YOU ABLE TO SAY THE CANALS AROUND PALM BAY OR MELBOURNE, BREVARD COUNTY, ARE IS IT A POSSIBILITY TO DO THAT, TO KIND OF SOAK UP THE NUTRIENTS BEFORE IT GOES OUT TO THE RIVER? ANOTHER ONE OF MY MY PET PROJECTS, MIKE MCCABE, WAS KIND ENOUGH TO LET ME PUT SOME IN THE MELBOURNE TILLMAN CANAL.
BUT EVEN WITH THEM DOING THAT, WE WERE ABLE TO SOAK UP NUTRIENTS FROM THE WATER COLUMN.
EVERY ONE OF THESE CANALS HAS A CONTROL STRUCTURE.
SO THEY'RE SAYING, NO, UNLESS YOU CAN PROVE TO ME THAT YOU WILL NEVER, EVER.
LOSE ONE OF THESE DOWNSTREAM INTO OUR CONTROL STRUCTURE.
WE'RE NOT HAVING IT. THERE ARE THERE'S A PAPER PUT OUT BY DEP DOCUMENTING SOMETHING LIKE.
1100 MILES OF ARTIFICIAL CANAL SYSTEMS IN SOUTH FLORIDA.
AND THEY ALL FLOW ALMOST UNIMPEDED INTO THE ESTUARIES.
YES. SO I WOULD LOVE TO COME UP WITH A WAY TO DO THAT.
WE WE'VE GOT SOME SERPENTINE DESIGNS.
WE'VE GOT A BUNCH OF DIFFERENT DESIGNS.
BUT GETTING THROUGH THE THE LOCAL BUREAUCRACIES.
THE HARDEST THING. LITTLE MINI EVERGLADES.
PRETTY MUCH WHAT YOU'RE PUTTING AROUND TO SOAK UP ALL THE NUTRIENTS.
YEAH, BUT NO, I THINK I THINK IT'S REALLY AWESOME AND I'M VERY INTRIGUED BY IT.
BUT IF THERE'S NO OTHER QUESTIONS, I THINK THAT'S ALL THAT I HAVE.
YOU SAID IT'S DIFFICULT TO SEE HOW MUCH PHOSPHORUS AND NITROGEN NITRATES ARE TAKEN OUT OF THE WATER.
DO YOU KNOW CAN YOU TELL US THAT OR IS THAT MORE OF.
[00:35:04]
I THINK. I THINK THAT'S CRAZY.LOOK IN MY BACKPACK AND GET SOME OF MY CARDS.
LOGAN CAN YOU HAVE HER COME ON THE MIC? SORRY IF YOU'LL COME TO THE MIC.
DO YOU NEED MY ADDRESS, TOO? OKAY. OKAY.
I DID A PRESENTATION RECENTLY FOR THE FLORIDA FEDERATION OF GARDEN CLUBS CONVENTION, AND I DEMONSTRATED BATS AND I PULLED DATA FROM STEVE'S WEBSITE AND THE 26 PROJECTS THAT HE HAS IMPLEMENTED THROUGHOUT FLORIDA OVER THAT PERIOD OF TIME THAT THEY'VE BEEN IMPLEMENTED, THEY'VE REMOVED OVER 60,000 POUNDS OF NUTRIENTS FROM THE WATERWAYS.
THAT'S AMAZING. HERE'S MY EMAIL ADDRESS.
AWESOME. I HAVE ONE ONE MORE QUESTION.
SO, SUZANNE, HOW WOULD WE GO ABOUT LOOKING INTO THIS FOR THE CITY OF PALM BAY? UM, WELL, ONE THING I'M GOING TO HAVE TO TALK A LITTLE BIT FURTHER TO MR. BEEMAN ABOUT IS SOME OF THE COSTS, BECAUSE OBVIOUSLY FOLKS ARE CONTRACTING WITH YOU, FROM WHAT I HEAR, TO NOT JUST INSTALL, BUT THEN TO DO THIS EVERY FOUR MONTHS MAINTENANCE.
SO WE CAN GET A LITTLE MORE INFORMATION ON THAT.
SURE. ALSO, ANECDOTALLY, DO YOU KNOW IF ANY HAVE APPLIED FOR SEVERAL GRANTS TO INSTALL VMATS? HAVE THEY BEEN ABLE TO DO THAT? THERE. LAST YEAR.
BECAUSE I GET SHORT OF BREATH.
BECAUSE OF ALL THE PEOPLE MOVING TO FLORIDA.
HE PUT OUT A CALL TO EVERYBODY.
WHO HAD PROJECTS READY TO SAVE THE LAGOON TO APPLY FOR THAT MONEY.
THE BIGGEST ONE SO FAR THAT WE'VE GOTTEN IS COCOA.
THE CITY OF CITY OF COCOA GOT $780,000 TO DO MASSIVE UPGRADES TO THEIR STORMWATER SYSTEM THAT IS RIGHT NEXT TO THE ESTUARY.
SATELLITE BEACH GOT SOME MONEY.
EVERYBODY THAT KNEW OF THAT PROGRAM APPLIED FOR AND GOT THAT MONEY TO TO DO.
AND A LOT OF IT WAS SPECIFICALLY FOR BMATH.
BUT TO ANSWER YOUR QUESTION, I MEAN, IT'S SOMETHING THAT CLEARLY WE SHOULD BE LOOKING AT.
AND ALSO I'M GOING TO FOLLOW UP WITH MELBOURNE TILLMAN AS WELL BECAUSE.
UNLESS YOU CAN ANSWER THIS QUESTION RIGHT NOW, I UNDERSTAND THE IDEA OF NOT HAVING THE MATS BEFORE THE CONTROL STRUCTURE, BUT DID YOU TALK TO HIM LIKE, FOR EXAMPLE, THE C ONE AFTER THE CONTROL STRUCTURE? WHAT WAS THE PROBLEM THERE, I THINK IS THAT THAT IS ACTUALLY ACCESSIBLE TO MANATEES.
ENOUGH. AND THEY WOULD EAT ALL THE PLANTS.
A STRUCTURE BASED ON MIKE'S DESIGN OVER THERE TO KEEP THESE IN PLACE, EVEN WITH THE HURRICANE.
SO WE'RE STILL WORKING WITH THAT.
SO WE'RE STILL WORKING IN THAT DIRECTION, THOUGH I THINK THERE'S A LOT OF ROOM FOR.
I'D LIKE TO JUST ADD THIS TO THE AGENDA TO A FOLLOW UP.
WELL, THANK YOU FOR YOUR TIME AND YOU'RE WELCOME.
THANK YOU FOR PRESENTING AND SHOWING YOUR PROJECT AND YOUR YOUR BUSINESS WITH US.
YOU'RE WELCOME. THANKS FOR INVITING ME.
WE'RE GOING TO GO HAVE DINNER.
ENJOY. YOU DON'T WANT TO SIT THROUGH THE REST OF THE MEETINGS.
[00:40:01]
SO NEXT WE HAVE NEW BUSINESS AND WE'LL DIVE RIGHT INTO NATIVE PLANT DEMO GARDEN UPDATE.[NEW BUSINESS:]
THOUGHT.OKAY. SO I'M NOT SURE HOW WELL YOU CAN SEE THIS, BUT IF YOU LOOK FOR THE LITTLE HANDWRITING ON THE FAR RIGHT SIDE OF THIS PICTURE, IT SAYS PROPOSED LOCATION. AND THERE'S A SQUARE THAT SOMEONE KIND OF DREW ON THE ON THE MAP.
SO WHERE THIS IS ACTUALLY IS IF YOU PICTURE THE VERY FRONT OF THE CITY HALL, THE THREE STORY BUILDING AND THAT PARKING LOT THAT'S RIGHT THERE, THIS IS THE GREEN SPACE THAT IS EAST OF THE PARKING LOT.
BUT THIS WOULD BE VERY VISIBLE FROM THE FRONT PARKING LOT.
AND THIS IS THE LOCATION THAT WE CHOSE FOR A COUPLE OF REASONS.
ONE IS WE DID CONFIRM THAT WE HAVE A HOSE BIB IN THE AREA.
SO FOR WATERING PURPOSES, WHICH WAS A BIG DEAL TO START, START, GET IT ESTABLISHED ALSO.
SO WE WERE TRYING TO BE VERY CAREFUL TO KEEP IT AWAY FROM THE FUTURE CONSTRUCTION OF BUILDING E, WHICH IS FOR EVERYONE WHO DOESN'T KNOW, IT'S THE BIG GREEN SPACE ON THE LEFT SIDE OF OF THE PICTURE THERE NEXT TO THE BUILDINGS.
SO THAT'S GOING TO BE A WHOLE CONSTRUCTION ZONE.
WE DIDN'T WANT TO HAVE TO MOVE IT OR RELOCATE IT.
SO SO WE'VE PICKED OUR LOCATION.
SO WE'D LIKE TO HAVE A MEETING WITH YOU TO TALK THROUGH THE VARIOUS PARTNERS THAT YOU, YOU KNOW, YOU'VE MENTIONED AT THE MEETINGS TO TALK ABOUT KIND OF HOW WE START TO STRUCTURE THIS. I WILL TELL YOU A COUPLE OF EXPECTATIONS RIGHT NOW JUST FOR ME TO YOU ALL, IS THAT I'M NOT PLANNING THIS TO BE SOMETHING THAT WE MAKE MASSIVE SO IT BECOMES UNMANAGEABLE.
SO WE'RE GOING TO MAKE SURE THAT IT'S A SIZE THAT WE FEEL COMFORTABLE WE CAN SUSTAIN.
SO I'M NOT ADDING THIS TO STAFF'S RESPONSIBILITIES RIGHT NOW TO MAINTAIN OR OTHERWISE MANAGE, BUT WE WILL SUPPORT THE BUILD UP OF IT AND THEN TURN IT OVER TO YOU ALL FOR THE MAINTENANCE AND THE UPKEEP.
WE WILL ALSO HELP WITH SUPPLYING THE SIGNS AND THINGS LIKE THAT.
SO WE'LL TALK THROUGH ALL OF THAT WITH YOU.
JANE, IF YOU'RE STILL THE DESIGNATED PERSON ON BEHALF OF THE BOARD AND WE'LL WORK TO MAKE A PLAN.
IS THERE IRRIGATION THERE? I MEAN, NO IRRIGATION.
YOU'RE JUST GOING TO HAVE ACCESS TO A HOSE AND WATERING.
AND IN TERMS OF SIGNAGE FROM THAT LITTLE PARKING LOT THAT GOES LIKE THIS, WOULD WE BE ABLE TO GET SIGNAGE ON A PATH? BECAUSE I DON'T KNOW THAT IT YES, THAT WOULD BE MY INTENTION TO DIRECT PEOPLE TO MAKE SURE THEY KNOW IT'S OVER THERE.
WE'RE NOT GOING TO PUT IT SO FAR BACK INTO THAT GREEN SPACE THAT IT'S NOT VISIBLE.
I WANT IT TO BE TO HAVE SOME VISIBILITY.
SO I DON'T IT LOOKS BIGGER THAN IT WILL BE.
IT'S GOING TO BE CLOSER TO THE PARKING LOT AND IT'LL BE MORE VISIBLE WITH THE SIGNS.
I THINK I HAD TALKED TO KRISTEN ABOUT SOFMAP HERE, BUT IT WOULD BE NORTH OF THE CITY HALL.
AS YOU'RE COMING INTO CITY HALL, THERE'S THAT VACANT SPACE TO THE RIGHT.
SAID THAT MIGHT BE DESTINED FOR A FUTURE PARKING.
SO THAT WE COULDN'T USE EITHER BECAUSE WE'D HAVE TO RIP IT OUT AT SOME POINT.
[00:45:03]
SO THIS THIS ENDED UP BEING OUR BEST LOCATION PLUS THE WATER ACCESS.ME, TOO. I MEANT TO GET HERE EARLY AND WALK OVER THERE TODAY, BUT IT WAS RAINING, SO I WILL GET OVER THERE AND WALK IT AND JUST KIND OF GET A SENSE FOR IT.
LOOKS LIKE IT'S FULL SUN FROM HERE.
SO WE'RE READY TO KIND OF START THINKING ABOUT IT.
AND THEN COULD WE AT SOME POINT MAYBE TALK ABOUT BRINGING THE WHATEVER THE GROUNDSKEEPING DEPARTMENT IS INTO THE MIX JUST SO THAT THEY MIGHT UNDERSTAND WHAT WE'RE DOING AND NOT GET CARRIED AWAY WITH THEIR WEED WHACKERS AND THINGS? OH, YEAH, ABSOLUTELY.
WE'RE PROBABLY GOING TO FIND A WAY TO CORDON THIS OFF.
AND SO YOU'RE THINKING LONG TERM MAINTENANCE BY VOLUNTEERS.
I KNOW WHEN I SHARED WITH YOU THE VERO BEACH PROJECT, THEIR INTENT WAS TO TURN IT OVER TO THE COUNTY EMPLOYEES TO MAINTAIN THEY HADN'T DONE THAT YET.
MAYBE WE COULD GO FOR A SHARED.
SO ONE PERSON WHO IS MANAGING AND MAINTAINING ALL OF THE THE CRAPE MYRTLES, YOU KNOW, THE LIRIOPE AND BROMELIADS YOU SEE AROUND HERE, I MEAN, HE IS LIKE THE GUY WHO DOES ALL OF OUR LANDSCAPING DUTIES.
WE HAVE A SEPARATE COMPANY THAT JUST DOES MOWING AND WEED WHACKING.
SO HE'S NOT RESPONSIBLE FOR THAT RIGHT NOW.
I DON'T I DON'T BELIEVE WE HAVE THE CAPACITY TO ADD THAT TO HIS LIST.
SO I WANT IT TO BE SUCCESSFUL.
SO THAT'S WHY I THINK STARTING WITH A GOOD PLAN OF WHAT IS OUR VOLUNTEER BASE LOOK LIKE.
CAN WE CAN WE GET EVERYONE INTERESTED AND KEEP THEM INTERESTED? THAT WOULD BE IDEAL IF WE COULD.
I'M CONFIDENT WE COULD GET THE VOLUNTEERS.
I'M JUST HOPING THAT, YOU KNOW, 1 TO 2 YEARS OUT, WE MAYBE CAN START THINKING ABOUT A TRANSITION.
WE DON'T HAVE A LOT OF OPPORTUNITIES FOR RESIDENTS TO ENGAGE ON THESE TYPES OF ACTIVITIES.
SO, I MEAN, FOR ME, IT'S AN EXCITING MOMENT TO HAVE RESIDENTS SEE OTHER RESIDENTS DOING SOMETHING BENEFICIAL AND BUT WE CAN CERTAINLY LOOK AT THAT IN THE FUTURE. WE'VE GOT TWO GARDEN CLUB TOP MANAGEMENT TEAM HERE.
EXCELLENT. SO AND THEY'RE NODDING.
AND THEN LYDIA AND I ARE ALSO IN THE CONRADINA AS WELL AS THESE OTHER LADIES HERE.
SO I KNOW THEY COULD BRING SOME VOLUNTEERS AS WELL.
I JUST I KNOW PERSONALLY I'M THE GARDENS I MAINTAIN ON COUNTY PROPERTY.
IT JUST LONG, LONG TERM, YOU KNOW, IS GOOD TO HAVE SOME BACKUP.
I'M KIND OF SUGGESTING THAT I UNDERSTAND.
I APPRECIATE THAT. WELL, LET'S KEEP THAT ON OUR AGENDA TO.
NOW WE'RE GETTING SOME BALLS HERE IN THE AIR, SO TO SPEAK, AND.
WANT TO MAKE SURE THAT WE'RE CONSCIOUS OF IT AND.
DID I HEAR, MISS SHERMAN, THAT THERE'S A STORMWATER POND? VIEW, BUT JUST AROUND THE CORNER.
SAY THAT AGAIN, SUSAN. I'M A STORMWATER POND.
SO WHERE THE SQUARE IS DRAWN ON THE MAP, JUST NORTH OF THAT, THERE'S A SCRUBBY LOOKING AREA.
YEAH, WE'RE ACTUALLY IT'S ON OUR LIST TO START CLEARING OUT.
THERE MIGHT EVEN BE BRAZILIAN PEPPERS THERE.
I'M NOT SURE, BUT WE'RE GOING TO CLEAN IT UP.
BUT IT'S ACTUALLY JUST A DRY RETENTION POND.
SO WHEN THE AREA GETS A LOT OF RAIN, IT FILLS UP AND THEN GOES AWAY.
ONE OF THOSE THAT'S WHAT I WAS REFERRING TO.
WELL, IT MADE ME THINK, IS THERE ANY STORMWATER POND ON SITE THAT WE COULD.
[00:50:05]
WE HAVE A FUNDRAISER AND PURCHASE A MAT AND.WE DON'T HAVE ONE THAT STAYS WET AND DEEP YEAR ROUND, LIKE THE ONE IN FRONT OF CITY HALL RIGHT NOW.
MAYBE IT'LL CHANGE AFTER WE RECONFIGURE THE STORMWATER FOR THE NEW BUILDING.
AND THERE ARE WATER QUALITY IMPROVEMENT PROJECTS ALREADY IN OUR PLAN FOR THOSE AREAS BECAUSE THEY THEY APPROACH TURKEY CREEK AND STORMWATER GOES THROUGH THEM AND THERE ARE SEVERAL GOOD SIZED PONDS THAT ARE WET ALL THE TIME.
THAT COULD BE GOOD CANDIDATES FOR THE MATS AND I'M SURE MY STORMWATER TEAM WILL THINK ABOUT THOSE AS AS OPTIONS WHEN THEY CONSIDER, YOU KNOW, FIRST WE THOUGH HAVE TO CHECK THE FINANCIAL FEASIBILITY OF THIS.
I DON'T KNOW HOW MUCH IT COSTS TO BUY AND MAINTAIN, BUT WE'LL LOOK AT IT.
REMINDS ME TOO ABOUT THE COMPOST IN.
THERE'S THIS IS QUITE AN EXCITING TIME FOR.
I. A LOT OF THAT TO YOU BECAUSE.
BRING FORTH THESE IDEAS AND FOLLOW UP WITH THEM AND YOU'VE GOT A HEAVY LOAD JUST DOING YOUR REGULAR WORK.
SO I REALLY APPRECIATE AND WANT TO ACKNOWLEDGE THAT.
BUT THE CITY AND I LOVE THE IDEA OF CONTINUING TO EXPAND AND.
IT. KEEP GOING ON THE COMPOSTING.
THAT'S THE NEXT ITEM OF BUSINESS.
SO WE'RE GOOD WITH CONVERSATIONS ON OUR DISCUSSION ON NATIVE PLANT DEMO GARDEN UPDATE.
LOW RIGHT OVER TO THE COMPOSTING.
I DON'T HAVE AN UPDATE. RIGHT.
YOU DON'T. YOU DON'T HAVE ANYTHING, DO YOU? I THINK THE ONE PERSON THAT WOULD HAVE BEEN HERE FOR OUR COMPOSTING UPDATE.
THAT'S INVOLVED IN THE WEST MELBOURNE PROJECT.
WE'LL DO THAT FOR YOU. WOULD THAT BE ON SITE? IS THAT WHAT THE DISCUSSION WAS ABOUT? COMPOST TYPE SITUATION ON SITE? MY UNDERSTANDING WAS THE WAY THE PARTNERSHIP I'VE HEARD WORKS IS KB NEEDS THE CITY, FOR EXAMPLE, TO PROVIDE A LOCATION FOR THE COMPOSTING TO OCCUR. BUT THEN ALSO THEY HAVE SOME SORT OF A PROGRAM WHERE YOU CAN SIGN UP FOR THE RESIDENTIAL COMPONENT.
SO. GET A BUCKET AND YOU PUT YOUR COMPOSTING IN IT.
BUT I DON'T KNOW IF THAT'S EXACTLY HOW IT WORKS OR IF IT'S MORE OF A EVERYONE.
BRING YOUR COMPOSTING TO OUR MAIN LOCATION.
IT'S ALL SPECULATIVE UNTIL I GET MORE DETAILS RIGHT NOW.
SO. HAVE COMMENT UNTIL WE GET MORE UPDATE WITH KEVIN.
ALL RIGHT. NEXT ITEM OF BUSINESS IS CITY SUSTAINABLE EFFORTS UPDATE.
THINK THIS ITEM IS JUST REALLY, YOU KNOW, WE TALKED A LITTLE BIT LAST LAST MEETING ABOUT.
IS THIS ITEM THE ONE THAT RELATES TO ALL OF OUR ACTION PLAN? I THINK SO.
IF I'M REMEMBERING CORRECTLY, WAS THAT I THINK IT WAS ABOUT THE ACTION PLAN AND.
THAT'S ALSO WE WERE TALKING ABOUT GETTING A PERIODIC UPDATE ON THE ELECTRIC VEHICLES OR ANY ANY OTHER EFFORTS YOU MIGHT KNOW OF GOING ON THAT WE.
SO I'LL GIVE YOU JUST A REAL QUICK HIGHLIGHTS OF A FEW THINGS THAT ARE HAPPENING.
BUT IT'LL IT'LL BE LIVE PRETTY SOON.
WE DO HAVE FUNDING TO PUT IN ANOTHER ONE, WHICH WE'RE LOOKING AT OPTIONS.
I THINK I DID MENTION THAT LAST LAST MONTH, YOU KNOW, POSSIBLY A COMMUNITY CENTER LOCATION.
[00:55:06]
TRY TO LOOK FOR HYBRID OPTIONS, YOU KNOW, EV IF IT'S APPROPRIATE.BUT NOT, NOT EVERYTHING CAN FIT THERE.
AND WE GOT OUR FIRST ORDER OF.
BELIEVE IT'S TEN MAVERICK HYBRIDS, WHICH ARE A LITTLE PICKUP TRUCKS, AND THOSE ARE REPLACING SOME NISSAN FRONTIER TYPE PICKUPS THAT WERE USED BY THE BUILDING DEPARTMENT.
BUT THOSE TEN AND WE HAVE, I THINK 17 TOTAL THAT WILL BE COMING IN.
IT'S JUST A MATTER OF DELIVERY.
SO THAT'S ANOTHER GOOD STEP IN THE RIGHT DIRECTION.
IT'S LIKE A PORTABLE ONE, SO WE CAN TAKE IT WITH US WHEN WE VACATE OVER THERE.
SO THAT'S KIND OF AN EXCITING STEP FOR US IN OUR FLEET.
AND YOU ALL KNOW WE GOT OUR FIRST FORD LIGHTNING ELECTRIC TRUCK NOT TOO LONG AGO.
THAT'S ALSO PART OF THE BUILDING DEPARTMENT FLEET.
UM. SO THOSE ARE THINGS THAT ARE LIKE DONE VISIBLE ACTION STEPS.
WE'RE ACTIVELY WORKING ON A STORMWATER RETROFIT FOR THE PUBLIC WORKS HEADQUARTERS FACILITY, WHICH IS ON MALABAR ROAD, JUST WEST OF JUPITER IN MALABAR.
FOR THOSE WHO ARE NOT FAMILIAR.
SO THAT'S A VERY OLD FACILITY FOR PALM BAY.
WE WILL BE WORKING ON THAT ONE DAY SOON.
DOING THINGS THE OLD WAYS, I GUESS.
SO WE HAVE AN ACTIVE CONTRACT TO REDESIGN SOME STORMWATER FEATURES OF THAT SITE, ONE OF WHICH IS EXTRA EXCITING TO ME BECAUSE IT'S GOING TO BE A TRUCK WASH STATION. WE DON'T CURRENTLY HAVE THAT WILL THEN TAKE THE WATER AND RECYCLE IT.
SO THAT'S SOMETHING THAT WE'LL BE PROUD TO CELEBRATE THE.
ALSO AS A RECOLLECTION, WE WE'VE HAD TWO APPROPRIATION CYCLES AT THE STATE LEVEL WHERE WE RECEIVE FUNDING FOR BAFFLE BOXES, NUTRIENT REMOVING, BAFFLE BOXES.
THE FIRST FUNDING CYCLE WE WERE ABLE TO GET TO, ONE OF THEM IS AT THE CAPTAIN'S HOUSE, WHICH IS RIGHT ON TURKEY CREEK AT THE END OF BIANCA, FOR THOSE WHO AREN'T FAMILIAR WITH IT, BUT THAT THAT FIRST, THE FIRST TO ONE LOCATION IS THERE AND THE OTHER LOCATION IS.
IN THE PALM BAY ROAD LIPSCOMB AREA.
BOTH OF THOSE ARE GOING TO BE DONE THIS SUMMER.
IN FACT, THE ONE AT THE CAPTAIN'S HOUSE, I BELIEVE, IS MAYBE COMPLETED AT THIS POINT.
BUT ANYWAY, WHEN THOSE ARE DONE, WE WILL BE DOING JUST CEREMONIAL, LIKE, YOU KNOW, RIBBON CUTTING, GRAND OPENING OF THE BAFFLE BOX, I GUESS, HOWEVER YOU WANT TO CALL THAT JUST TO CELEBRATE IT AND ALSO TO, AGAIN, THANK OUR LEGISLATORS FOR THEIR SUPPORT ON THAT.
AND WE ALSO HAVE AWARDED THE CONTRACT TO BUILD THE ADDITIONAL FIVE BAFFLE BOXES THAT WE GOT FUNDING FOR, AND THOSE ARE ALL STRATEGICALLY LOCATED IN AREAS THAT AFFECT TURKEY CREEK AND THE LAGOON.
SO WE'RE EXCITED ABOUT THOSE COMING FORWARD AS WELL.
ABSOLUTELY. AND THE OTHER QUESTION I HAD OR NOT TO INTERRUPT.
NO, YOU'RE PLEASE GO AHEAD WITH THE EV CHARGING OR THE BOARD, THE MAVERICKS AND THE FORD LIGHTNING.
WILL THOSE BE GRAPHIC AS JUST LIKE THE BLACK LETTERS ON A WHITE TRUCK, OR IS THERE ANY WAY TO HAVE LIKE EV LIKE THAT KIND OF THING TO PROMOTE THAT THE CITY IS GOING TO OR THAT THE CITY IS PROMOTING SUSTAINABLE ENERGY? THAT'S A COOL IDEA. WE HAVE NOT I DON'T THINK WE'VE CONSIDERED THAT.
AND IT'S NOT HOW THEY'RE SET UP RIGHT NOW, BUT WE CAN LOOK AT THAT.
I LIKE THAT. SHOW THE PUBLIC LIKE MOVING INTO MORE SUSTAINABLE EFFORTS OR THAT KIND OF STUFF.
I DON'T KNOW WHAT THE GRAPHICS.
YEAH. OKAY, WE'LL LOOK AT THAT.
QUESTION TWO ON THE PUBLIC WORKS PROJECT THAT YOU MENTIONED.
I KNOW WHEN WE HAD THE PRESENTATION ABOUT THE LEED PLAN THEY MENTIONED, THE YOUNG LADY MENTIONED THAT THEY WERE GOING TO APPLY SEVERAL OF THOSE CONCEPTS AT THE PUBLIC WORKS BUILDING.
SO I WOULD BE REALLY INTERESTED IN WHATEVER THEY DECIDE TO DO THERE.
[01:00:05]
IF IT IS A RAINWATER GARDEN OR THOSE KIND OF THINGS, I THINK THOSE WOULD BE GREAT.INTERESTING. OR WE COULD DO A FIELD TRIP OR JUST SHOW UP THERE OR WHATEVER YOU THINK.
PUBLICIZING THOSE FOR THE CITY AS.
ENVIRONMENTAL. I LIKE THAT A LOT.
AND THE OTHER PROJECT THAT I WAS GOING TO MENTION IS IN DRISCOLL HEIGHTS, WHICH IS NORTHEAST PALM BAY, ALFA LIPSCOMB AREA, FLORIDA AVENUE, ETCETERA. WE ALREADY HAVE WHAT WE CALL A LINEAR PARK.
IT USED TO BE A ROADWAY THROUGH THE NEIGHBORHOOD.
LIBERIA AVENUE BECAME LIBERIA PARK.
AND SO IT'S GOT A PAVED LIKE A SIDEWALK.
AND WE JUST INSTALLED SOME NEW PARKING BENCHES.
BUT WHAT I WAS GOING TO TELL YOU IS WE WE RECENTLY RECEIVED CDBG FUNDING TO DO A STORMWATER PROJECT IN THE AREA BECAUSE THEY NEED MORE STORMWATER CAPACITY IN THE NEIGHBORHOOD. AND IT HAS TWO PARTS.
SO WE'RE EXCITED ABOUT THAT TOO.
THAT'S THAT'S JUST IN THE DESIGNING FUNDED PHASE.
BUT CONSTRUCTION ON THAT ONE IS ACTUALLY SUPPOSED TO START VERY SOON.
I WAS THINKING ABOUT WHEN YOU MENTIONED THAT LIPSCOMB THE WALKWAY THERE, IT WOULD BE GREAT TO HAVE A CROSSWALK ON PORT MALABAR TO CONNECT THE TURKEY CREEK AREA TO THAT FOR A LONG CONTIGUOUS KIND OF WALK BECAUSE THEY'RE PRETTY CLOSE TOGETHER, REALLY.
AND JUST SO PEOPLE KNOW WHERE IT IS BECAUSE I'VE SEEN IT AND I'VE ALWAYS WONDERED, DOES THAT GO ALL THE WAY THROUGH? BUT WE'VE NEVER TRIED IT, YOU KNOW, BECAUSE WE DIDN'T WANT TO GET STUCK HALFWAY SOMEWHERE.
ARE YOU MAY I CLARIFY? ARE YOU TALKING ABOUT THE THE SIDEWALK THAT CONNECTS PORT MALABAR TO CLAREMONT AND ULTIMATELY TO LIPSCOMB? YEAH. DOES DOES DO THEY GO ALL THE WAY THROUGH, ALL THE WAY UP? YEAH, I COULD. IF YOU WANT ME TO PULL UP AN AERIAL, I COULD, BUT ESSENTIALLY, YES, I'LL TAKE YOUR WORD FOR IT.
IF YOU'RE, IF YOU'RE ON PORT MALABAR AND YOU'RE HEADED EAST, FOR EXAMPLE, THAT TRAIL THAT SIDEWALK TRAIL, IT ACTUALLY STARTS, I WOULD SAY, A LITTLE BIT EAST BEYOND THE TURKEY CREEK DRIVEWAY.
BUT IT'S, YOU KNOW, IT WOULD BE ON THE LEFT HAND SIDE OF PORT MALABAR.
AM I DESCRIBING IT? WELL, BUT IT'S MAYBE NOT OBVIOUS WHEN YOU FIRST GO BY THERE.
IT'S VERY IT'S A VERY NICE RIDE.
SOMEONE HERE OBVIOUSLY CAN TELL US ALL ABOUT IT.
SHE'S SHE'S EXPERIENCED IT AND IT'S A VERY NICE AND ALSO RUNS THROUGH AN AREA WHERE WE HAVE A I'LL CALL IT LIKE A LITTLE MINI TRIBUTARY OF TURKEY CREEK. IT'S WATER THAT FEEDS INTO TURKEY CREEK, BUT IT'S VERY NICE, VERY PLEASANT RIDE.
IT'S KIND OF A LONG SANDY PINES RESIDENTIAL WALK.
AND YOU COULD STOP THE TRAFFIC AND IT GOES ALL THE WAY.
SO. BUT WE HAVE A LOT MORE TO DO.
YOU KNOW, THERE'S AND GOING FORWARD, NOT IMMEDIATELY, BUT AT SOME POINT, I'M I'M INTERESTED IN KNOWING HOW SUCCESSFUL THE LOW IMPACT DEVELOPMENT INCENTIVES ARE AND WHICH ONES.
YEAH. AFTER THAT, I ACTUALLY I'LL ADD TO THAT, IT HASN'T BEEN VERY SUCCESSFUL YET, BUT PART OF THAT IS BECAUSE WE HAVE NOT REALLY BEEN STRONGLY MARKETING IT AND TOUTING IT LIKE WE NEED TO.
SO I KNOW I SAW AN EMAIL FROM THE TEAM I THINK THIS WEEK WHERE THEY'RE CREATING A QR CODE THAT WILL BE AN EASY, QUICK WAY TO HERE'S A BUSINESS CARD ON LOW IMPACT DEVELOPMENTS.
SCAN IT, GO TO THE DIRECTORY, DIRECTS YOU TO THE INFORMATION.
[01:05:04]
BUT WE'RE DOING SOME RECONFIGURATION OF SOME STAFF IN PUBLIC WORKS THAT WILL HELP TO GIVE A LITTLE MORE TIME FOR ONE OF OUR TEAM MEMBERS TO DO MORE OF THAT ACTIVELY.UM, SO WE NEED TO DO A BETTER JOB MARKETING AND PUTTING THE WORD OUT.
WE ALSO ARE WORKING ON A FULL OVERHAUL OF OUR LAND DEVELOPMENT CODES.
ALL THE CODES THAT GOVERN HOW YOU CAN BUILD IN THE CITY.
AND I KNOW SOME OF THOSE CONCEPTS ARE GOING TO BE.
LIKE REFERENCED IN PLACES WHERE THEY'RE NOT CURRENTLY REFERENCED.
WE HAVE A LOT OF DISCONNECT BECAUSE OUR ORDINANCES HAVE BEEN THE WAY THEY'VE BEEN FOR YEARS.
BUT WE HAVE TO DO A BETTER JOB FIRST TO PUT THE WORD OUT.
THAT'S THAT'S WHERE WE'VE BEEN LAGGING.
IF I COULD CLONE HER, I WOULD.
AWESOME. I THINK THAT WRAPS IT UP ON THE SUSTAINABLE EFFORT UPDATES.
NOW MOVING INTO OTHER BUSINESS UPCOMING MEETS EVENTS OF INTEREST, IF ANYONE HAS.
[OTHER BUSINESS:]
COMING UP. GOING ON.TO BRING UP THAT TOMORROW THERE IS A PROSPERITY AND ECONOMIC OPPORTUNITY SOLUTION SUMMIT.
THAT'S A MOUTHFUL OF WORDS, BUT IT IS A HUGE PROGRAM THAT IS BEING STARTED TO PROMOTE PROSPERITY OR PROSPERITY FOR ALL BECAUSE IT'S FROM THE CHAMBER.
FLORIDA CHAMBER OF COMMERCE, WHO'S DISCOVERED THAT POVERTY IS THE NUMBER ONE BARRIER TO PROSPERITY.
AND SO THE THE THE FOCUS OF THIS INITIATIVE IS TO MAKE EVERYONE PROSPEROUS BY ENDING POVERTY.
THEY HAVE AN AMBITIOUS GOAL OF BY 2030 TO DECREASE POVERTY IN THE STATE OF FLORIDA BY 50%.
AND THE PROGRAMS THAT THEY ARE DESIGNING AND BRINGING PROMOTING LOCALLY ALL HAVE A SUSTAINABILITY.
YOU KNOW, THEY'RE REPLICABLE AND THEY ARE MEANT TO THEY START AT THE ROOT CAUSE OF THE PROBLEM.
AND SO THERE IS A HIGH CHANCE OF SUCCESS.
SO I THINK AND THE PUBLIC IS WELCOME TO ATTEND TOMORROW, BUT IT'S A CHANCE.
SLOWING SLOWING DOWN FOR THE SUMMER.
WELL, AWESOME. WELL, IF THERE'S NO OTHER DISCUSSION, I'LL ENTERTAIN A MOTION TO ADJOURN.
WILL MAKE THAT MOTION TO ADJOURN AND BUT WOULD LIKE TO THANK THE STAFF AND MISS SHERMAN AND EVERYBODY THAT HELPS MAKE THIS MEETING AND OUR OUR CITIZENRY PRESENT HERE TONIGHT.
TONS OF INFORMATION BROUGHT TO US TODAY.
A LOT OF HARD WORK BEHIND THE SCENES FOR SURE.
WE HAVE A MOTION TO ADJOURN SECOND.
ADJOURNED.
