THERE'S ABOUT 30 OF THEM IN THE STATE OF FLORIDA. ONLY SEVEN OF THEM ARE ACTUALLY CERTIFIED THROUGH THE FLORIDA HOUSING COURT. I CAN'T EVEN SPEAK TONIGHT COALITION AND WE PLAN TO BE NUMBER EIGHT. WE'RE JUST JUST SHY OF A COUPLE OF DOCUMENTS TO FINISH THAT APPLICATION, MR. DREW. WARREN, THE EXECUTIVE DIRECTOR, HAS BEEN WORKING ON THIS FOR ABOUT TWO YEARS. SO WE'RE GOING TO GO AHEAD AND JUST TALK A LITTLE BIT ABOUT WHAT IS WELL, FIRST OF ALL, COMMUNITY REAL BRIEFLY, THEY'VE BEEN HOUSING HOMELESS FAMILIES FOR SEVERAL YEARS. THEY BECAME INCORPORATED IN 2005. THEY CAME TO THE COUNTY IN 2004 FOR TECHNICAL ASSISTANCE ON FORMING THEIR 500 AND 1C3 AND CREATING AFFORDABLE HOUSING. AND SO THEY HAVE BEEN VERY DILIGENT WORKING WITH LOCAL JURISDICTIONS ON DOING EVERYTHING THE CORRECT WAY. SO I WANT TO GIVE THEM KUDOS FOR THAT. THEY BEGAN WITH ONE HOUSE. TODAY THEY HAVE A PORTFOLIO OF 52 UNITS FROM PALM BAY TO TITUSVILLE. SOME ARE SHELTERS, SOME ARE LONG TERM STAYS. SOME IS PERMANENT HOUSING. SO IT'S A VARIETY OF HOUSING PROGRAMS, A LOT OF SINGLE FAMILY HOMES, SOME, YOU KNOW, MORE LIKE DUPLEXES AND QUADPLEXES. I'M GOING TO JUST SKIP OVER KIND OF THEIR IMPACT BECAUSE WE WILL TALK ABOUT THAT LATER. COMMUNITY LAND TRUSTS. WELL, IT IS HOUSING MADE AFFORDABLE BY SEPARATING ITS VALUE OF THE LAND UNDERNEATH IT. SO WHAT YOU DO IS YOU GET A QUALIFIED LOW INCOME PURCHASER. IT WILL BE A CONTRACT TO PURCHASE THE HOUSE AND THEN THEY GET A LEASE FOR THE GROUND. SO THE NICE THING ABOUT IT, IT IS A 99 YEAR GROUND LEASE. WHAT THEY DO IS THEY PAY THE NONPROFIT OR THE LAND TRUST. SOMETIMES IT CAN BE A FOR PROFIT. FOR EXAMPLE, WE WERE GOING TO CHARGE $25 A MONTH AND PART OF THAT IS ACTUALLY GO TO ADMIN FEES, EVEN THOUGH THEY OWN THEIR HOME. WE'RE GOING TO HAVE STAFF THAT WILL HAVE TO MONITOR THE HOUSE, MAKE SURE IT STAYS OCCUPIED IN COMPLIANCE WITH EVERYTHING ELSE. [00:05:03] SO THEY OWN THEIR OWN HOME. BUT THE LAND STAYS WITH COMMUNITY LAND TRUSTS AND THAT'S WHAT MAKES IT AFFORDABLE. NOT ONLY THEY ARE ONLY PAYING FOR THE HOUSE, SO THE LAND COULD BE WORTH ABOUT $30,000. SO WE CAN TAKE THAT RIGHT OFF THE TOP. OKAY. AND THEY CAN ONLY SELL THE HOUSE TO ANOTHER FAMILY THAT IS INCOME QUALIFIED. SO UNLIKE THE SHIP AND HOME PROGRAMS, WHEN YOU PURCHASE HOUSING AND THEN AFTER THE END OF THE AFFORDABILITY PERIOD, TEN, 15, 20 YEARS, EVEN WHEN IT'S MULTIFAMILY HOUSING, WHEN THAT AFFORDABILITY PERIOD ENDS, BOOM, IT GOES RIGHT INTO FAIR MARKET. IT'S NO LONGER AFFORDABLE HOUSING AND YOU'VE TAKEN IT RIGHT OUT OF THE HOUSING STOCK. THIS KEEPS IT PRACTICALLY IN PERPETUITY. AND THE NICE THING ABOUT IT IS YOUR STAFF DOES NOT HAVE TO KEEP MONITORING IT. IT'S GOING TO BE THE RESPONSIBILITY OF THE COMMUNITY LAND TRUST TO KEEP IT AFFORDABLE. THERE ARE OTHERS IN THE STATE OF FLORIDA THAT HE IS CONNECTING WITH TO SEE WHO ELSE THE HOMEBUYER CAN CONNECT WITH, WHOEVER THEY WANT TO PURCHASE THE HOUSE. I'M SORRY, BE THE MORTGAGE SERVICER. SIR. BUT WE ARE TRYING TO PREPARE AND EDUCATE OTHER BANKS AND MORTGAGE LENDERS ON THIS. OKAY. THE LENDER HAS A CLAIM ON THE HOUSE AND THE LEASEHOLD INTEREST. THE COST OF THE LAND REMOVED AND WE WERE GOING TO USE HOME FUNDS TO PAY $30,000 FOR THE LAND AND THEN THE OTHER $70,000, WE WERE GOING TO SUBSIDIZE THE COST OF THE HOUSE. SO THAT BROUGHT IT DOWN RIGHT TO $220,000. RIGHT. THERE IS $100,000 OFF FROM THE MARKET PRICE, BUT WE'RE NOT DONE YET. THEN IF THEY QUALIFY FOR THE FIRST TIME HOME BUYER ASSISTANCE PROGRAM, AND WE'VE BEEN IN DISCUSSIONS WITH COMMUNITY HOUSING INITIATIVE AS WELL, BECAUSE ONE OF THE KEY COMPONENTS TO CLTS IS THE CLIENTS MUST GO THROUGH A FIRST TIME HOME BUYER PROGRAM, WHETHER THEY GO THROUGH THE PROCESS, NOT TO HAVE A HOME BUYER, HOMEOWNER EDUCATION PROGRAM. WE WANT TO MAKE SURE THEY'RE GOING TO BE FINANCIAL RESPONSIBLE AND KNOW WHAT IT MEANS TO BE A HOMEOWNER DOESN'T MEAN YOU DON'T HAVE TO PAY FOR ANYTHING. IT JUST IT'S YOUR RESPONSIBILITY NOW. THAT IS WHAT THE HUD FAIR MARKET RATE IS. AND IF WE KNOW ANYTHING, HUD FAIR MARKET RATE IS 2 TO 3 YEARS BEHIND SCHEDULE. SO WE KNOW THE RATES ARE ACTUALLY A LITTLE HIGHER IN PALM BAY. SOMETIMES USING THE CURRENT RATES. I WENT ONLINE AND LOOKED UP APARTMENTS.COM BECAUSE A LOT OF OUR HOME BUYERS ARE APARTMENT RENTERS TOO. THEY WOULD HAVE BEEN PAYING 1879 RENT, CAFE SAID FOR A HOUSE, A THREE BEDROOM HOUSE HERE IN PALM BAY, THE AVERAGE WAS $2,195 CURRENTLY. SO COMPARE THAT TO WHAT THE MORTGAGE WOULD HAVE BEEN $1,384. THAT IS QUITE A SAVING. AND IMAGINE THAT SOME OF THESE CLIENTS THAT WE'RE DEALING WITH, THE LOW AM I AND WE'RE TALKING ABOUT BELOW 80% AMI AND BY MY CALCULATIONS, WE COULD BE HELPING 65% AMI [00:10:08] YOUR MORTGAGE PAYMENTS, WITH THE EXCEPTION OF SOME TAXES GOING UP EVERY YEAR ON INSURANCE, THEY DON'T HAVE TO WORRY EVERY YEAR WHEN THAT LEASE IS UP.
