AS MANY OF THESE THOROUGHFARES ARE IN MISERABLE DECAY PUTTING OFF THEIR REPAIR ADDITIONAL YEARS ONLY ADDS TO THE INFRASTRUCTURES DECAY AND THE FEAR OF AN ACCIDENT WAITING TO HAPPEN. I MIGHT FOOTNOTE THIS BECAUSE I SEE TWO BUSES GO PAST MY HOUSE TWICE A DAY AND NO MATTER HOW FILLED THAT BUS IS YOU SEE THESE HEADS BOBBING UP AND DOWN. AND THAT SCARES THE LIVING DAYLIGHTS OUT OF ME. IT'S JUST AN ACCIDENT WAITING TO HAPPEN. ONE OF THOSE KIDS BOB THEIR HEAD FORWARD BACKWARDS ON STEEL BECAUSE OF THE BAD ROADS. YOU'RE GOING TO HAVE A MAJOR LAWSUIT ON YOUR HANDS. ANYWAY IT WOULD ONLY TAKE A LAWSUIT TO SEND THE CITY INTO BANKRUPTCY DUE TO THESE DEFICIENT ROADS. SO I WOULD ASK YOU TO LOOK SERIOUSLY INTO THE NEXT TWO YEAR PLAN AND PRIORITIZE THE MANY BUS ROUTE LOOPS IN THE SOUTHEAST SOUTHWEST UNITS USED DAILY. AFTER THAT MEETING A COUPLE OF QUESTIONS CAME UP THE FIRST DAY. I HATED THE FACT I HAD TO TIE UP THAT MANY PEOPLE TO ADDRESS WITH BILL BATTIN BUT I APPRECIATE THE EFFORT BUT AFTER THE MEETING I HAD MORE QUESTIONS THAN I DID ANSWERS. THE NUMBER ONE QUESTION THAT CAME OUT OF THAT MEETING FOR ME WAS WHO DETERMINES WHERE TIF FUNDING IS SPENT. TRAFFIC IMPACT FEE FUNDS FROM EVERY HOUSE THAT'S BUILT AND THEY COULDN'T ANSWER THAT QUESTION OF WHO DETERMINES THAT FOR ME. SO I ADDRESSED THE SAME QUESTION TO CITY COUNCIL AND CITY COUNCIL COULDN'T ADDRESS THAT ANSWER TO ME

SO I DID A QUICK CALCULATIONS FOR THE NEW DEVELOPMENT THAT IS GOING IN THERE OUT OF A HUNDRED AND FIFTY HOMES EIGHT HUNDRED AND NINETEEN THOUSAND DOLLARS JUST SHY, TWO HUNDRED THOUSAND DOLLARS SHY OF A MILLION DOLLARS IS WHAT'S GOING TO BE COMING IN UNDER TIF FUNDING. AND MY RECOMMENDATION WAS THAT YOU'D USE THAT TIF FUNDING TO IMPACT ON THE LAND DEVELOPMENT THAT'S GENERATING THE TRAFFIC WHICH WOULD BE ON GAYNOR ROAD. SO YOU HAVE THE ADVISORY BOARD COMMITTEE LET'S GO AHEAD AND SEE IF WE CAN ADVISE IT THAT THEY ACTUALLY DO THE ROADS AT LEAST TO THE 20 FEET THAT THEY'RE PROPOSING FOR ALL THE MAIN ROADS. THIS IS EVEN A COLLECTOR ROAD. THE SECOND THING I'D LIKE TO ADDRESS ON A DIFFERENT ITEM WAS THE CITY IS SAVING SOME MONEY ON THEIR LIGHTING WITHIN THE CITY. THEY'RE GETTING THERE GONNA BE GOING LED LIGHTING WITHIN THE CITY. AND BECAUSE I'M A CHEAP SON OF A GUN I ONLY HAVE ONE PAGE. ALL RIGHT. WE HOPE TO HAVE THAT PROJECT MOVING FORWARD IN THE NEXT MONTH AND THEN IN ADDITION TO THAT WE ARE CURRENTLY WORKING ON 31, 32 PIPE CROSSINGS. I DISTRIBUTE THE FINAL SUB PLANS. WE'RE GOING TO BE REDOING THE FINAL SITE ESTIMATES. WE HOPE TO GET THAT OUT IN THE NEXT WEEK OR SO. SO ALL THE PIPES AND UNITS ARE 31 AND 32 WILL BE HEADING OUT TO CONSTRUCTION IN ADDITION TO THAT WE HAD THE CULVERT WHERE TWO LARGE CULVERT CROSSINGS ON [INAUDIBLE]. JUST WANT TO HIGHLIGHT YOU STORMWATER IS A CRITICAL COMPONENT OF THE ROADS BECAUSE THEY REALLY THE PACE IN TERMS OF GETTING ALL THE PIPES IN THE GROUND. SO WITH THAT I WANTED TO HIGHLIGHT [INAUDIBLE] HERE'S THE, SORRY, THE EMERSON INSTALLATION. THIS IS A PRE CAST BOX THAT WAS BROUGHT INTO PLACES AND IT WAS DROPPED INTO PLACE LAST WEEK SO THIS HAS NOW BEEN DONE. SO THIS IS WHAT WE'RE LOOKING AT FOR OUR LARGE CULVERT REPLACEMENTS. COUNCIL APPROVED AT THE LAST MEETING THE UNIT ONE I PASSED OUT TO EVERYBODY A NICER MAP OF THE SAME FORMAT THAT SHOWS PRETTY MUCH ALL UNIT ONE. UNIT ONE NOW HAS UNIT 42 AS PART OF THE YEAR ONE PLAN IN ADDITION TO THE YEAR ONE PLAN THEY ALSO APPROVED THE IN-HOUSE ENGINEERING INSPECTION. SO WE'RE MOVING FORWARD WITH THOSE. YEAR ONE AGAIN AS I MENTIONED BEFORE YEAR 1 ROADS NOW THESE ARE THE ROADS WE HAVE 90 PERCENT DESIGN PLANS FOR UNIT 31, 32, 41 AND 42. SO THOSE PROJECTS ARE NOW ALMOST CLOSE TO TO NINETY TO ONE HUNDRED PERCENT BUT THEY'RE GOING TO HAVE TO HOLD NOW FOR A PERIOD UNTIL WE GET THESE PIPE PROJECTS DONE. BUT I WANTED TO GET ON THE ROAD PROJECTS IN ADVANCE. IN ADDITION TO IN ADDITION TO THE YEAR 1 ROAD DESIGNS WE WANT TO BE JUST CAUTIOUS BECAUSE A UNIT ONE UNIT THIRTY ONE THIRTY TWO THEY'RE PRETTY MUCH OPEN YOU KNOW NONE ROADS WHERE YOU HAVE PRETTY MUCH HERE YOU PRETTY MUCH HAVE CLOSE TO DIRT TO YOU KNOW PERVIOUS MATERIAL AND BECAUSE OF THAT WE'VE HAD TO MEET WITH ST. I DON'T THINK THE CONTRACT HAS BEEN RELEASED YET BUT IT IS GOING THROUGH THE TPO AND IT'S A STUDY TO LOOK AT SEVERAL SCHOOLS IN BEVARD COUNTY.
