AND ABOUT TWO YEARS AGO WE RECEIVED A LETTER STATING THAT THERE WAS GOING TO BE AN ASSISTED LIVING FACILITY BUILT IN OUR NEIGHBORHOOD.

AND THIS FACILITY IS LARGE, PROBABLY SOMEWHERE BETWEEN 60,000FT² AND 80.

IT HAS NOW BEEN ALMOST A YEAR AND A HALF AND NO ACTIVITY HAS OCCURRED ON THIS HALF BUILT BUILDING.

IT'S ACTUALLY AN EYESORE.

AND. I WENT TO THE BUILDING DEPARTMENT TODAY AND THEY TOLD ME THAT THE PERMIT HAD EXPIRED AND THAT THE COMPANY THAT WAS BUILDING IT HAD NOT PAID THEIR EXCUSE ME, THEIR COMPLIANCE FEES.

SO THIS BUILDING SITS THERE WITH BARE BLOCK.

THE TABS AT THE TOP THAT ARE SUPPOSED TO SECURE THE TRUSSES.

THE TRUSSES ARE LAYING IN THE YARD AND THEY'VE BEEN LIKE THAT FOR A YEAR AND A HALF.

IT'S AN EYESORE.

WE'D LIKE I WOULD LIKE TO KNOW WHAT'S GOING TO BE DONE ABOUT IT.

TONIGHT IS ROUND TWO.

SADLY, VERY LITTLE HAS CHANGED SINCE MY LAST REPORT.

A LIST OF TEN COMPLAINTS WAS SENT BY OUR TEAM TO THE PROPERTY OWNER ON JULY 15TH.

FOUR DAYS LATER, THE OWNER TOLD US THAT ALL THE ITEMS HAD BEEN ADDRESSED.

THE FOLLOWING DAY WE SENT A LETTER OF DISAGREEMENT WITH THIS LIST OF EIGHT ITEMS THAT WE STILL SHOW IS OPEN TODAY.

THIS IS THE SAME LIST THAT I READ TO YOU TWO WEEKS AGO TODAY.

THE MOST RECENT EMAIL FROM THE OWNER WAS RECEIVED ON JULY 24TH, WHERE SHE SPOKE OF SPRAYING WEEDS IN THE SAND AREAS.

WE DO NOT SEE ANY EVIDENCE OF THAT OCCURRING AND IF IT WAS DONE, IT CERTAINLY WAS NOT EFFECTIVE.

THE SITUATION DETERIORATES BY THE DAY.

THE LAST FULL MOWING BEHIND MY PROPERTY WAS JULY 14TH AND IT'S ALREADY HIGHER THAN 12IN.

WEEDS IN THE TRAPS CAN BE MEASURED IN FEET, NOT INCHES.

MOWING FREQUENCY ONCE PER MONTH IS INADEQUATE TO SUSTAIN COMPLIANCE WITH THE CODE IN THE SUMMER.

THE ONLY RECENT ACTIVITY I HAVE OBSERVED WAS THE MOWING OF A TEN FOOT WIDE STRIP ALONG THE BORDER OF MY PROPERTY THIS PAST MONDAY.

COMMUNICATIONS WITH THE OWNERS HAVE DROPPED OFF AND HER MAINTENANCE ACTIVITY IS NOT COMING ANYWHERE CLOSE TO MATCHING OUR EXPECTATIONS.

THE CODE COMPLIANCE TEAM HAS BEEN AVAILABLE TO US AND WE ARE MOST GRATEFUL FOR THE STATUS UPDATE THEY PROVIDED.

BUT THE PROPERTY IS OVER 200 ACRES AND THERE'S ABOUT 300 AFFECTED HOMEOWNERS WELL BEYOND THE CAPABILITIES OF THEIR PROCESS AND THEIR SYSTEMS. MISS WEGLEIN FROM CODE COMPLIANCE TOLD US THIS WEEK THAT THE OWNER HAS WITHDRAWN PERMISSION FOR THEM TO ACCESS THE PROPERTY TO CONDUCT INSPECTIONS.

NONE OF WHAT WE ARE DOING NOW IS LEADING TO A SATISFACTORY OUTCOME.

OUR BACK AND FORTH MESSAGING HAS BEEN BUSINESSLIKE AND CORDIAL, BUT HAS NOT YIELDED THE PROPER ACTION TO ADDRESS THE VIOLATIONS, BOTH IN TERMS OF SCOPE AND TIMING.

IF WE CAN AGREE THAT THE PROPERTY'S CONDITION CONSTITUTES A PUBLIC NUISANCE AS DEFINED IN THE CODE.

HOWEVER, CARS GO THROUGH ON EMERSON AT A VERY HIGH RATE OF SPEED.

LAST MONTH I WAS AT THAT STOP SIGN, A STOP AT THAT CORNER, AND I STOPPED FOR A COUPLE TO GO ACROSS THE STREET.

A BOX TRUCK STOPPED BEHIND ME AND THEN A THIRD CAR BEHIND THEM JUST CAME FLYING AROUND PAST US.

THEY WERE BEHIND US, BUT THEY CAME AT A HIGH RATE OF SPEED AROUND US.

AND HAD THE COUPLE NOT STOPPED, THEY WOULD HAVE BEEN HIT.

UM, I KNOW THERE'S ALREADY CROSSWALK THERE, BUT IT IS LIKE THE SINGLE LANES GOING ACROSS THAT IS ACTUALLY A SIX LANE INTERSECTION.

SEPTEMBER 30TH WAS A HURRICANE, AND THEN THEY TOOK IT DOWN AGAIN JUNE 1ST OF 2023 TO CHANGE THE TRANSFORMER IN OUR NEIGHBORHOOD.

BUT THERE WERE.

12 OTHER POWER OUTAGES.

THOSE POWER OUTAGES LASTED ANYWHERE FROM FIVE HOURS TO A DAY AND A HALF.

CLEARLY WE HAVE AN INFRASTRUCTURE PROBLEM.

SO WHEN YOU CALL AND REPORT THAT THERE'S A PROBLEM OR WHEN THEY ADVISE YOU THAT THERE'S A PROBLEM, THERE'S ALWAYS AN ANSWER OF IT COULD BE WEATHER OR IT COULD BE AN ANIMAL OR IT COULD BE SOMETHING, BUT THAT CAN'T POSSIBLY BE WHAT THE PROBLEM IS.

I DON'T KNOW IF THEY DON'T GET A BACKUP TO SERVE THAT, BUT IT'S VERY ERRATIC.

WHEN IT HAPPENED, I WAS IN THE HABIT OF GOING INTO MY HOUSE THROUGH MY GARAGE.

AND SO ONE DAY I CAME BACK AND THERE WAS NO POWER.

THE SECOND SERIES WAS ISSUED IN 2021, AND WE'RE NOW ASKING FOR AUTHORIZATION OF THE RESOLUTION TO ISSUE THE THIRD SERIES OF BONDS.

THIS WILL THIS WILL FOLLOW THE SAME STRUCTURE THAT THE TWO PRIOR SERIES OF BONDS TOOK $50 MILLION IN TOTAL PRINCIPAL AMOUNT FINANCED OVER A PERIOD OF 20 YEARS.

IT WAS AT THAT MEETING THAT AFTER NINE MINUTES OF PUBLIC COMMENTS UNANIMOUSLY AGAINST DISSOLVING THIS FINANCE, THE FINANCE BOARD BUDGET ADVISORY BOARD, FOLLOWED BY SOME COMMENTS FROM COUNCIL, INCLUDING FROM MAYOR MEDINA AT THE TIME STATING HIS.

OPPOSITION TO DISSOLVING THE BOARD.

ALL SPECIFICALLY THE CITIZENS BUDGET ADVISORY BOARD.

IT WAS AT THAT TIME THAT COUNCILMAN FOSTER WAS CALLED UPON BY THE MAYOR AND ASKED WHICH BOARD WE WERE TALKING ABOUT.

SO I AM AWARE THAT COUNCILMAN FOSTER DOES NOT VALUE THIS BOARD.

BUT THE CITY VALUES THIS BOARD.

THE FULL ROSTER OF MEMBERS VALUES THIS BOARD.

IT IS NOT FOR COUNCIL.

WE EXIST TO ADVISE COUNSEL.

SO IT'S AN EASY MISTAKE TO MAKE.

BUT IT EXISTS FOR THE CITIZENS.

AND I HAVE NOT BEEN ON THE BOARD AS LONG AS MISS CONNOLLY, BUT I HAVE BEEN ON IT FOR A WHILE AND I VERY MUCH ENJOYED MY TIME THERE.

I WE VOTED TO KEEP THE MILLAGE RATE THE SAME, AND THAT VOTE FAILED BY ONE VOTE.

AND THEN WE VOTED TO SET IT AT THE.

CAP RATE, AND THAT VOTE ALSO FAILED BY ONE.

AND AFTER EXTENDED DISCUSSION, WE VOTED, I BELIEVE IT WAS FORGIVE ME IF I'M INCORRECT.

I BELIEVE WE VOTED.

IT WOULD BE EQUIVALENT TO A 4.25% CAP, BASICALLY THE MIDDLE OF THE OPTIONS THAT WERE PRESENTED IN THAT PRESENTATION.

ONE ABOUT THE CHAMBER OF COMMERCE BEING REQUIRED.

UM, I VOLUNTEER FOR THE GREATER PALM BAY CHAMBER OF COMMERCE, AND WE ARE FORTUNATE TO HAVE THEM.

THEY DO MULTIPLE THINGS.

I THINK THEY'RE A CUT ABOVE THE OTHER CHAMBERS IN TERMS OF BRINGING PEOPLE TOGETHER AND NETWORKING.

THE LAST STATISTIC I HEARD WAS THEY'RE GETTING ACTUALLY BETWEEN 12 AND 14 BUSINESSES A MONTH THAT JOIN.

I'D LIKE TO SUGGEST THAT IF A BUSINESS DOES NOT KNOW OF THE CHAMBER, I THINK JUST BY THEM KNOWING OF THE CHAMBER AND WHAT THEY DO, THEY'LL SIGN UP.

THAT'S MY BELIEF.

AND IT'S ALSO MY DIRECT KNOWLEDGE THAT THE CHAMBER HAS SOMETHING FOR EVERYBODY.

IT'S IT'S NOT YOU GOT TO THINK OUT OF THE BOX.

THEY REACH ALL TYPES OF BUSINESSES.

THE OTHER THING WAS YOU'RE MENTION IN USE OF THE WORD PROSPERITY.

THIS IS SOMETHING THAT THE CHAMBER IS DOING.

THE GREATER PALM BAY CHAMBER OF COMMERCE IS LEADING THE LOCAL PROSPERITY INITIATIVE, WHICH IS ACTUALLY STARTED FROM THE FLORIDA CHAMBER OF COMMERCE.

AND BASICALLY THE THRUST OF THIS PROGRAM IS THAT THEY HAVE COME TO REALIZE THAT FOR A COMMUNITY AND A TO BE PROSPEROUS, EVERYBODY HAS TO BE PROSPEROUS.

AND THE GOAL IS TO END CHILDHOOD POVERTY BY 2030, DECREASE IT BY 50%.

WE'RE ALREADY HAVE BEGUN THAT THROUGH THE LEAD OF THE LOCAL CHAMBER OF COMMERCE.

COUNCILMAN JOHNSON HAS VISITED THE ENDEAVOR SCHOOL, WHICH IS PART OF THIS PROGRAM AND PROJECT.

YOU ALL WILL BE HEARING MORE ABOUT THIS BECAUSE THIS IS AGAIN SOMETHING THAT THE CITIZENS ARE GETTING INVOLVED IN JUST BY HEARING ABOUT IT AND AND WANTING TO PARTICIPATE AND GROW OUR COMMUNITY AND ALSO INCLUDE ALL OUR POPULATIONS.
