NUTRITION PROGRAM THAT'S A MOUTHFUL OF AGING MATTERS IN BREVARD. AND FIRST OF ALL I WANT TO THANK YOU SO MUCH FOR SERVING ON THIS BOARD. LOVE TO SEE PEOPLE GETTING ACTIVE IN COMMUNITIES. PALM BAY HAS BEEN A BIG SUPPORTER OF OURS AND WE APPRECIATE THAT. WE ARE SEEKING FUNDING ONCE AGAIN FOR THE NEXT FISCAL YEAR FOR OUR MEALS ON WHEELS AND SENIORS AT LUNCH MEALS PROGRAM. THE MEALS ON WHEELS DELIVERED MEALS TO 202 I'M SORRY, TO 138 CLIENTS LAST YEAR IN PALM BAY AND MEALS ON WHEELS. I'M SO SORRY SENIORS AT LUNCH SERVED 74 RESIDENTS OF PALM BAY. SO THAT'S A TOTAL OF 212 PEOPLE THROUGHOUT THE YEAR. AND THESE ARE PEOPLE THAT ARE GETTING A HOT MEAL DELIVERED BY A REAL PERSON FIVE DAYS A WEEK SOME OF THEM IT DEPENDS ON WHAT THEY WHAT THEY NEED. SOME ONLY GET IT FOR MAYBE THREE DAYS A WEEK. BUT I THINK THAT THE REAL SIGNIFICANCE OF MEALS ON WHEELS IS THAT HUMAN BEING THAT'S BRINGING THE FOOD TO THE PERSON WHO NEEDS IT. OBVIOUSLY THE NUTRITION IS EXTREMELY IMPORTANT. WE KNOW THAT PEOPLE WHO HAVE GOOD NUTRITION ARE GOING TO BE A LOT HEALTHIER IN GENERAL. THEY'RE NOT GOING TO NEED AS MANY MEDICATIONS. THEY WILL PROBABLY BE ABLE TO STAY LIVING INDEPENDENTLY IN THEIR OWN HOMES FOR LONGER THAN THEY WOULD IF THEY DIDN'T HAVE THE MEAL WE JUST HAD OUR VOLUNTEER APPRECIATION LUNCH LAST WEEK FOR OUR PALM BAY GROUP OF VOLUNTEERS. WE'VE GOT ABOUT 90 PEOPLE WHO DELIVER THOSE MEALS EVERY DAY AND THEY COULD NOT BE MORE LOVING AND GENEROUS AND CONCERNED ABOUT THE SENIORS. SOME OF THE SENIORS LIVE ALONE. THEY TRULY ARE HOMEBOUND CANNOT GET OUT ON THEIR OWN THEY BECOME ELIGIBLE FOR MEALS ON WHEELS BECAUSE THEY CANNOT COOK FOR THEMSELVES. THEY MIGHT. SOME OF THEM ARE HAVE VISION PROBLEMS THEY MIGHT NOT BE ABLE TO STAND UP FROM A WHEELCHAIR THEY MIGHT HAVE SOMEBODY TAKING CARE OF THEM OR LOOKING IN ON THEM. BUT A LOT OF THEM ARE TRULY ALONE FOR THE DAY AND WHEN THEY GET THAT KNOCK ON THE DOOR AT 11:30, TWELVE O'CLOCK IN THE MORNING THEY KNOW THAT IT'S A PERSON THAT THAT IS GOING TO BE BRINGING A FRIENDLY SMILE. WE HAVE LIKE 99 PERCENT OF THE PEOPLE THAT WE[00:05:04]
SURVEYED SAY THAT THEY FEEL LIKE THEIR VOLUNTEER REALLY CARES ABOUT THEM AND THAT REALLY IS THE MEANINGFULNESS OF MEALS ON WHEELS. OUR SENIORS AT LUNCH PROGRAM TOO IS NOT AS WELL KNOWN BUT THAT'S OUR CONGREGATE DINING PROGRAM THAT MEETS AT THE CAPTAIN'S HOUSE ON TURKEY CREEK THE BEST LOCATION THAT WE HAVE IN BREVARD COUNTY OF OUR 12. AND IT'S A WONDERFUL GROUP. WE'VE GOT A VERY DIVERSE GROUP OF PEOPLE WHO COME THERE AND EAT LUNCH EVERY DAY. A LOT OF THEM GET PICKED UP BY SCAT BUS. WE HAVE A CONTRACT WITH SCAT SO THAT THEY CAN GET OUT OF THE HOME COME TOGETHER AND MEET THEIR PEERS AND HAVE SOME SOCIAL TIME AS WELL AS A GOOD HOT MEAL. SO THAT'S REALLY WHAT WE DO EVERY DAY. WE DO HAVE A WAITING LIST NOW.WE'RE SEEING THE SENIOR POPULATION GROW SO RAPIDLY YOU PROBABLY KNOW THIS IN BREVARD COUNTY AS A WHOLE PALM BAY IS STILL A LITTLE BIT YOUNGER COMMUNITY THAN SOME OF THE LIKE THE BEACHSIDE COMMUNITIES ARE REALLY AGING QUITE A BIT. BUT WE DO HAVE A LOT OF PEOPLE HERE IN PALM BAY THAT NEED OUR SERVICE. AND IT'S ONLY BY KEEPING THIS FUNDING GOING THAT WE ARE ABLE TO SERVE AS MANY PEOPLE AS WE DO. WE'VE CURRENTLY GOT OVER 220 PEOPLE ON A WAITING LIST NOT ALL IN PALM BAY. BUT WE DIDN'T HAVE THAT EVEN A COUPLE OF YEARS AGO AND IT'S A COMBINATION OF A REDUCTION IN FUNDING AND ALSO JUST IN THE GROWTH OF THE POPULATION AND PEOPLE THAT NEED THAT SERVICE. SO I JUST HEARD TODAY FROM OUR DIRECTOR THAT WE'RE ADDING MORE PEOPLE ON WE'RE ABLE TO OPEN UP SOME MORE. SO WE WILL BE HERE SERVING THE SENIORS OF PALM BAY FOR THE FORESEEABLE FUTURE. WE LIKE TO LIMIT THAT SO THAT WE CAN ACCOUNT FOR ALL OF THE DOLLARS THAT COME IN THROUGH THE CDBG FUNDS GOES DIRECTLY TO PURCHASE FOOD AND WE DON'T SPEND IT ON ADMINISTRATIVE COSTS OR SALARIES OR ANYTHING LIKE THAT. AND I THINK THAT OUR I BELIEVE THAT OUR FOOD COSTS OVERALL LAST YEAR WERE CLOSE TO HALF A MILLION DOLLARS FOR THE COUNTY. SO IT'S A LOT OF MEALS WE SERVE OVER ALMOST 300,000 MEALS A YEAR. THEY ARE EVERYTHING.
YEAH. AND I HAVE TO GIVE A SHOUT OUT TO OUR VOLUNTEER COORDINATOR HERE IN PALM BAY [INAUDIBLE] IS HER NAME. AND EVERY TIME YOU KNOW SHE'LL SAY I LOVE MY PEOPLE AND THEY LOVE HER. YOU SAYING THE $26,000 WOULD JUST SERVE FIFTY SEVEN OF THOSE PERSON. RIGHT. RIGHT. BECAUSE WE WANT TO FOCUS THE CDBG FUNDING ON THE LOW PARTICULARLY LOW INCOME. OUR OLDER AMERICANS ACT WHICH IS THE FEDERAL FUNDING THAT FUNDS THE MAJORITY OF OUR PROGRAM DOES NOT HAVE INCOME QUALIFICATION BUT WHEN WE DO ASSESSMENTS ON PEOPLE WE DO CHECK ON THEIR INCOME. AND SO WE PUT THOSE FOLKS ON THE PALM BAY CDBG FUNDING TO MAKE SURE THAT THEY'RE COVERED A LOT OF PEOPLE ARE ABLE TO PAY PRIVATELY FOR THEIR MEALS OR THEY MAKE A DONATION BUT SOME TRULY ARE NOT ABLE TO DONATE ANYTHING AT ALL. VICTIM SERVICES, COUNSELING, YOUTH PROGRAMS AND SELF-SUFFICIENCY. VICTIM SERVICES IS WHERE WE HAVE OUR ADVOCACY AND OTHER SERVICES LIKE THAT FOR DOMESTIC VIOLENCE AND SEXUAL ASSAULT PROGRAMS. COUNSELING WE HAVE A FULL SUITE OF COUNSELING SERVICES. YOUTH. WE HAVE A SUMMER DAY CAMP FOR MIDDLE SCHOOL AGED GIRLS.
SELF-SUFFICIENCY IS WHERE THE FUNDING THAT WE'RE ASKING FROM YOU GUYS COME IN AND WE HAVE 13 APARTMENTS IN PALM BAY PART ARE IN PALM BAY AND PART ARE IN MELBOURNE AND IN ADDITION TO THOSE AND WE ALSO GIVE OUT BASIC NEEDS TO THE GENERAL PUBLIC THAT MAY COME IN LOOKING FOR THEM. WE'VE BEEN WORKING WITH PALM BAY FOR A LONG TIME AND APPRECIATE YOUR WORK HERE. I KNOW IT'S A LOT OF WORK GOING THROUGH ALL THE APPLICATIONS AND BACKUP THAT GOES WITH THAT. WE HAVE EIGHT APARTMENTS HERE IN PALM BAY AND THAT'S OPEN TO WOMEN AND THEIR CHILDREN. ALL OF OUR CLIENTS ARE VICTIMS OF DOMESTIC VIOLENCE AND ARE HOMELESS BECAUSE OF THAT. OUR OLD EXECUTIVE DIRECTOR USED TO SAY YOU KNOW THESE PEOPLE ARE BEING NOT ONLY BEING BEATEN IN THEIR HOMES BUT THEY'RE BEING BEATEN OUT OF THEIR HOMES. CURRENTLY OUR FAMILIES THAT ARE IN THE APARTMENTS RIGHT NOW. ONE CAME FROM EMERGENCY SHELTER, ONE CAME FROM ANOTHER

TRANSITIONAL HOUSING FACILITY. THREE WERE LIVING WITH FAMILY AND FRIENDS JUST KIND OF LIVING IN EXTRA ROOMS OR COUCHES AND STUFF LIKE THAT. AND THEN ONE WAS FRESH LEAVING HER REGULAR HOME. THE 2017 DEPARTMENT OF LAW ENFORCEMENT CRIME REPORT SHOWED THAT PALM BAY AND THAT'S THE MOST CURRENT ONE THAT'S AVAILABLE RIGHT NOW SHOWED PALM BAY HAD A THOUSAND FORTY ONE DOMESTIC VIOLENCE OFFENSES IN 2017 INCLUDING FOUR MURDERS. AND THEN THE HOMELESS RATE CONTINUES TO KIND OF BE MAINTAINED. IN 2017 THERE WERE SEVEN HUNDRED AND THIRTY FOUR HOMELESS INDIVIDUALS [INAUDIBLE] BREVARD COUNTY. THEY DON'T BREAK IT OUT BY CITY BUT THE BREVARD PUBLIC SCHOOL SYSTEM CODES TWELVE HUNDRED SIXTY SIX CHILDREN AS BEING HOMELESS. AND THAT'S NOT YOU KNOW HOMELESS ON THE STREET BUT IT COULD BE LIVING WITH FAMILY AND FRIENDS OR IN SHELTERS. SO THERE IS A GREAT NEED IN THE COUNTY FOR ALL THESE SERVICES. WE MEET ALL OF THE CDBG NATIONAL OBJECTIVES AND THE CITY'S CONSOLIDATED PLAN AND WHEN THE RESIDENTS ARE IN OUR FACILITY THEY'RE NOT ONLY JUST HAVING A SAFE AND STABLE HOME BUT THAT ALSO THE PROGRAM ALSO COMES WITH A SUITE OF SERVICES TO HELP THEM BECOME SELF-SUFFICIENT. AND THAT'S A CASE MANAGEMENT ADVOCATE THAT WORKS WITH THEM WEEKLY AS SOON AS A PERSON COMES IN THEY START WORKING ON THEIR EXIT SO RIGHT AWAY WE'RE PLANNING FOR THE END SO THEY MAY WORK WITH THE CLIENT ON BUDGETING, CREDIT REPAIR IF THEY NEED AN INCREASED EDUCATION TO HAVE A HIGHER LEVEL JOB THEY WORK WITH THEM ON GETTING WHATEVER TRAINING THEY MIGHT HAVE AND ALSO THINGS LIKE OPENING A CHECKING ACCOUNT OR A SAVINGS ACCOUNT A LOT OF PEOPLE DON'T HAVE THAT WHEN THEY COME IN AND THEN ALSO WE HAVE COUNSELING SESSIONS. WEEKLY FREE COUNSELING SESSIONS FOR BOTH THE WOMEN AND THEIR CHILDREN TO HELP THEM WORK THROUGH WHATEVER TRAUMA THEY MAY BE EXPERIENCING AS WELL AS PARENTING SKILLS OR JUST RELATIONSHIPS OF ALL SORTS OF TYPES. AND SO WE FIND THAT THOSE TWO COMPONENTS OF THE PROGRAM ARE REALLY KEY TO HELPING SOMEONE MOVE FROM A CRISIS TO BEING ON THEIR FEET AGAIN. IS THERE ANY? CAN I ASK. OR. OTHER PROGRAMS THAT WE WORK WITH. WE WORK WITH A LOT OF THE AGENCIES IN THE AREA. THE FUNDING THAT WE'RE ASKING FOR WILL PROVIDE FUNDING FOR PART OF OUR MAINTENANCE MAN'S SALARY AS YOU CAN IMAGINE KEEPING UP EIGHT APARTMENTS IS YOU KNOW THAT'S A FULL TIME JOB. AND SO A PORTION OF THAT AND PART OF OUR SUPERVISOR SALARY BECAUSE YOU KNOW OUR SERVICES ARE OUR TANGIBLE ITEM. SO YOU KNOW HAVING SOMEONE THERE IS KIND OF AN INVALUABLE ASSET TO OUR CLIENTS. IT TOOK ME TWO YEARS OF GOING BACK EVERY WEEK FOR THEM TO FINALLY TRUST ME ENOUGH FOR ME TO DO A PROPER ASSESSMENT ON THEM TO BE ABLE TO SEND THEM TO OUR CHAT MEETING TO RECEIVE AN INTERVENTION. I SAT IN THE WOODS ONE WENT ONE DAY WITH HIM WHEN HE SAID CARE WE ARE COMPLETE MESS UPS. I WANT TO SAY EXACTLY WHAT HE SAID AND WE'LL NEVER WE'LL NEVER DO GET IN HOUSING. SO THIS IS THE RELATIONSHIP THAT WE'VE SEEN. SO RIGHT NOW I WOULD SAY PROBABLY ONE THIRD OF OUR BASKETBALL PROGRAM ARE KIDS FROM PALM BAY AND PROBABLY THE SAME AMOUNT IN OUR FOOTBALL PROGRAM IS FROM PALM BAY. OUR MENTORING PROGRAM IS NATIONALLY FUNDED AS A NATIONAL PELL GRANT THAT WE'RE GETTING FROM NATIONAL PAL AND THAT'S OPEN IN WHAT WE HAVE FOUND IS THAT THAT PROGRAM AND THAT'S THIS HANDOUT HERE THAT I HAVE IS WHAT THEY'RE GIVING US AS THEIR GUIDELINES AND SO THEY THINK FIRST YEAR WE AGREED FOR MENTORING OF 16 KIDS AND NEXT YEAR IT WAS 30 SOME KIDS AND I THINK WE JUST APPLIED FOR THE NEXT GRANT WHICH WOULD BE 40 OR 50 KIDS. FORGET THE NUMBER AND ALL OF KIDS. SO THAT PROGRAM IS CONTINUING TO GROW BECAUSE OF ALL THE RELATIONSHIPS IN THE BROCHURES THAT YOU SEE WE ACTUALLY TOUCH KIDS LIVES OF PROBABLY BETWEEN 500 AND 650 KIDS PER YEAR THAT WE ACTUALLY COME IN CONTACT WITH IN SOME ASPECT OF ONE OF OUR PROGRAMS. AND WHAT WE ARE TRYING TO DO IS BUILD THAT DATABASE KEEP THOSE RELATIONSHIPS GOING AND THEN CONTINUE TO EXPAND OUT. SO FOR PALM BAY WHAT WE'RE DOING. WE USED TO HAVE A SCHOOL BOARD GRANT THAT THE SCHOOL BOARD WOULD FUND US TO GO TO THE SCHOOLS IN THE ELEMENTARY SCHOOLS IN PALM BAY WORK WITH THEM AFTER SCHOOL THAT GRANT STOPPED. AND SO WHAT WE'RE GOING TO DO IS KEEP THOSE RELATIONSHIPS THAT WE HAVE BUILT WITH THE SCHOOLS IN PALM BAY AND USE THEM AS OUR VEHICLE FOR GETTING KIDS INTO OUR MENTORING PROGRAM OR WE'LL GET THE KIDS FROM OUR SPORTS PROGRAMS. SO BUT WHAT WE DECIDED AND WE'RE GOING TO START FIRST WITH IS USING THOSE RELATIONSHIPS THAT WE BUILT WITH THE SCHOOLS THROUGH OUR PREVIOUS GRANT THAT WE HAD AND WE HAD THAT GRANT FOR LIKE THREE OR FOUR YEARS TO WHERE WE HAD FIVE SCHOOLS.
