WE'RE GOING TO CALL THE REGULAR COUNCIL MEETING TO ORDER.
[Call to Order]
[00:00:05]
REVEREND SPELLMAN WILL LEAD US IN OUR INVOCATION AND COUNCILMAN JOHNSON WILL LEAD US IN THE PLEDGE OF ALLEGIANCE. PLEASE RISE. LET US BOW OUR HEADS AND HEARTS IN PRAYER.GRACIOUS GOD AS WE CONTINUE ON IN THIS HOLY WEEK WHICH MANY OF US KNOW AND RECOGNIZE AS GIVING US LEADERSHIP FOR 400 YEARS AND WE PRAY THAT WE'LL PAY ATTENTION TO THE TEACHINGS OF SCRIPTURE AS WE CONTINUE TO LIVE HERE BECAUSE THOSE WHO CAME OVER ON THE MAYFLOWER AND ESTABLISHED UP IN THE NORTHEAST AND SO THEY'VE COME DOWN TO HERE AND SO GRACIOUS FATHER YOU'VE BEEN KIND TO US. MAY WE BE KIND TO YOU AND HELP OUR PEOPLE HERE TO MINISTER TO ONE ANOTHER TO LEARN TO LOVE EACH OTHER BECAUSE WE CAN SEE THE WORLD IS BECOMING MORE CONFUSED ALL THE TIME, BURNING OF BUILDINGS, RAVAGING, MURDERING. WHAT'S HAPPENED TO US? WE'VE FORGOTTEN A FEW THINGS THAT YOU'VE TAUGHT US IN SCRIPTURE SOLA SCRIPTURA. SO HELP US TO TAKE A LOOK AT SCRIPTURE WHAT IT SAYS AND FOLLOW THE LEADERSHIP OF OUR PARENTS AND GRANDPARENTS AND GREAT GRANDPARENTS AND ON BACK TO THOSE GREAT LEADERS WE'VE HAD HERE.
SO WE SEEK YOUR BLESSING OUR FATHER BECAUSE WITHOUT IT WE CAN'T GET REALLY VERY FAR. WE HAVE TREMENDOUS EXAMPLES OF PEOPLE WHO'VE TRIED TO DO THAT. THE DICTATORS OF THE WORLD HAVE COME AND GONE BUT THE ONLY THING THEY DON'T EVEN HAVE GOOD TOMBSTONES IN SOME PLACES BECAUSE WHAT THEY'VE DONE DOESN'T DESERVE ANY MORE RECOGNITION OF WHAT THEY'VE ALREADY RECEIVED. SO HELP US TO BURY THE PAST. THAT KIND OF PAST THERE AND OPEN OUR MINDS AND HEARTS TO THE LEADERSHIP OF YOUR SPIRIT.
WE HAVE A NEW COUNCIL HERE. IT'S A GREAT COUNCIL. WE HAVE SOME NEW FOLKS AND WE PRAY YOUR BLESSING AND STRENGTH BE WITH THEM. MAY THEY LISTEN TO THE LEADERSHIP OF YOUR SPIRIT AND RECEIVE THE GUIDANCE THAT ONLY YOU CAN GIVE. IT WILL HELP THEM TO RESOLVE ANY SITUATIONS THAT RISE UP HERE IN OUR COMMUNITY TO BE BETTER. YOU'RE A GREAT AND WONDERFUL GOD. AND FATHER WE THANK YOU FOR THE STAFF THAT'S HERE, THE MEMBERS OF THE NEW STAFF AND SO WE PRAY YOUR BLESSING AND STRENGTH BE WITH THEM. MAY THEY OPEN THEMSELVES TO THE LEADERSHIP OF YOUR SPIRIT AND CERTAINLY THE MEMBERS OF THIS CONGREGATION HERE WHICH IN ONE SENSE WE'RE STILL A MEMBER OF THE CHURCH THERE EVEN THOUGH WE MAY BE OF DIFFERENT GROUPS. SO MAY WE OPEN OUR HEARTS AND MINDS AGAIN TO THE LEADERSHIP THAT YOU'VE GIVEN US THROUGH HOLY SCRIPTURE. EACH OF US HAVE RESPONSIBILITIES TO MAKE THIS COMMUNITY A BETTER COMMUNITY A SAFER PLACE IN WHICH TO LIVE. SO BLESS US ALL. USE US FOR YOUR GLORY AND STRENGTHEN US FOR YOUR PURPOSES. FOR WE PRAY IN JESUS NAME AND THEY ALL SAID AMEN.
THANK YOU REVEREND SPELLMAN, COUNCILMAN JOHNSON.

AND I PERSONALLY WANT TO THANK AND I THINK I CAN DO SO FREELY ON BEHALF OF THE MAYOR AND COUNCIL FOR ALL YOUR HARD WORK AND AND FOR YOUR INVOLVEMENT YOUR COMMITMENT TO OUR CITY. WITH THAT BEING SAID DO YOU WANT TO SAY? DO YOU HAVE ANYTHING? YEAH I HAD A FEW WORDS. AWESOME COME RIGHT ON IN. YOU WANT TO FACE EVERYONE ELSE OR? HELLO EVERYONE. I WANT TO THANK MAYOR WILLIAM CAPOTE AND CITY COUNCIL MEMBERS. IT'S BEEN AN HONOR FOR ME TO SERVE ON THE SUSTAINABILITY ADVISORY BOARD. I'D ALSO LIKE TO SAY THAT I'M EXCITED FOR THIS YEAR COMING UP. I HAD A GREAT AND ENCOURAGING MEETING WITH DEPUTY CITY MANAGER AND THEN ALSO I'VE HEARD OF NEW MEMBERS COMING ABOARD ADDING THEIR KNOWLEDGE OF METEOROLOGY MECHANICAL ENGINEERING AND SECURITY TO OUR TEAM. I BELIEVE HAVING A DIVERSIFIED BOARD BRINGS WITH IT DIFFERENT WORLD VIEWS TO COMBAT ISSUES AND EMBRACE OPPORTUNITIES. I ALSO WOULD LIKE TO SAY I'M AN ADVOCATE FOR SMART SUSTAINABLE AND RESILIENT COMMUNITIES. I AIM TO GUIDE SUSTAINABILITY ADVISORY BOARDS RECOMMENDATIONS OF UPGRADING OUR CITY'S URBAN INFRASTRUCTURE WITH A VIEW TOWARDS CREATING BETTER ENVIRONMENTAL SOCIAL AND ECONOMIC CONDITIONS MEANWHILE ENHANCING THE CITY'S[00:10:03]
ATTRACTIVENESS AND COMPETITIVENESS. I BELIEVE CITY GOVERNMENTS ARE UNIQUELY POSITIONED TO MAKE A GREAT CONTRIBUTION TOWARDS SUSTAINABILITY GLOBALLY AND I THINK PALM BAY IS ABLE TO DO THAT. THANK YOU. [APPLAUSE] THANK YOU COUNCILMAN SANTIAGO. AND WE'RE GOING TO GO AHEAD AND MOVE INTO[Public Comments/Responses]
PUBLIC COMMENTS? THOMAS REDMOND. YOU'RE AWESOME. IS THE MAYOR ON THE PHONE? YES. AWESOME. GOOD EVENING MAYOR AND COUNCIL.THE REASON I'M APPEARING TONIGHT IS I WANTED TO BEGIN BY TELLING A STORY. I WON'T TELL YOU THE GENTLEMAN'S NAME BUT WE'LL JUST CALL HIM MR. X AND HE LIVES IN THE WOODS OFF OF U.S. 1 WITH HIS SEVERELY DISABLED SON. HE'S ABOUT 35 YEARS OLD. HIS SON GOT HURT FALLING OUT OF A TREE AND HADN'T BEEN THE SAME EVER SINCE. AND HIS ARMS ARE ABOUT THIS BIG AROUND. THEY'VE BEEN TRYING TO GET HELP FOR MANY MANY YEARS. HE DOESN'T DRINK. HE'S NOT A DRUG ADDICT. HIS ONLY CRIME IS HE'S OLD AND WE DON'T HAVE ANYBODY BUT ME GOING OUT TO VISIT HIM AND THAT'S WHY I'M STANDING HERE TONIGHT. WE WE HAD MADE SUBSTANTIAL PROGRESS. I SPENT OVER A YEAR DOING MEETINGS. WE HAD OUR WORKSHOPS. EVERYTHING WAS WE. WE WERE GETTING NEWS BECAUSE OF ALL THE PROGRESS WE MADE. WE RAISED ALMOST $20,000 IN A COUPLE OF WEEKS AND PUT TOGETHER A COLD NIGHT SHELTER WITH THE GREATEST PARTNERS IN THE WORLD. SOMEHOW THAT HAS CEASED. ANY EMAIL I SEND I RECEIVE NO RESPONSE TO. I HAVE DEDICATED MYSELF TO THE CITY AND I WORK AT THE PLEASURE OF THE COUNCIL NOT AT MY OWN WHIMS. BUT I DO KNOW OUR COMMUNITY'S HURTING AND NEEDS A LEADER. I WANT TO KNOW WHAT MY ROLE IS BECAUSE I KNOW WHAT THE CITY NEEDS BUT NOBODY'S ASKING ME AND HAVING A COUPLE OF MINUTES AT A WORKSHOP TO SHARE IS MUCH DIFFERENT THAN WHAT I HAD BEEN CHARGED TO DO PREVIOUS. SO I'M HOPING TONIGHT BY COMING I CAN GET A CLEAR DIRECTION BECAUSE I'VE BEEN SPENDING LITERALLY HUNDREDS AND HUNDREDS OF HOURS MEETING WITH NONPROFITS AND CHURCHES AND EVERYTHING AND I JUST DON'T THINK WE'RE GOING TO HAVE ANYTHING GET DONE WITHOUT A LEADER. EVEN IF SOMETHING COMES OUT OF THE WORKSHOP I DON'T KNOW IF MS. MORRELL IS GOING TO TASK PEOPLE IN HER OFFICE TO SPEND CITY MONEY TO GO CHARGE AGAINST STUFF. SO I GUESS WHAT I'M ASKING IS CLEAR DIRECTION FROM THE COUNCIL ON WHAT YOU'D LIKE MY ROLE TO BE. I ASKED VIA E-MAIL AND I DIDN'T GET A RESPONSE. THANK YOU VERY MUCH. GET YOU AFTER PUBLIC COMMENTS. BILL BATTIN. BILL BATTIN 586 OCEAN SPRAY STREET SW. I DON'T KNOW IF YOU GUYS ARE FAMILIAR. WE CALL IT THE COMPOUND AREA. BUT ONE OF THE ROADS OUT IN THE COMPOUND IS MADDEN DRIVE. YOU MIGHT KNOW WHAT MADDEN IS. THAT'S A PRETTY BIG ROAD. WELL AT THE NORTH END OF MADDEN IT'S A DEAD END ROAD. WHERE IT DEAD ENDS HAPPENS TO BE A COW PASTURE. THAT COW PASTURE PARALLELS MY PASTURE AND THERE'S A LOT OF STUFF THAT'S GOING ON OUT THERE. I HEAR GUNSHOTS AT ALL HOURS OF THE DAY BUT AFTER LIVING THERE FOR 32 YEARS AND BEING THE REDNECK I AM THAT DOESN'T BOTHER ME TOO BAD UNTIL I START HEARING 300 400 ROUNDS GOING OFF AT A TIME. THEN IT STARTS TO GET A LITTLE AGGRAVATING AND A LITTLE BIT CONCERNING.
COUPLE OF WEEKENDS AGO THEY HAD A BONFIRE GOING SO LARGE OUT THERE THAT I THOUGHT I HAD A WILDFIRE STARTING IN THE PASTURE SO I IMMEDIATELY DROPPED IN MY
[00:15:03]
TRUCK AND DROVE OVER THERE. AND YOU KNOW IT'S NOT THE SAFEST THING TO BE DOING IS GOING DOWN A DEAD END ROAD IN THE COMPOUND IN THE DARK. IT'S A LITTLE BIT HAIR RAISING TO SAY THE LEAST. BUT THEN WHEN I SAW IT WAS A BONFIRE NOT NECESSARILY A WILDFIRE I WENT AHEAD AND BACKED ON OUT OF THE AREA. ALONG WITH THAT GOING ON THERE'S ALSO THE RECKLESS DRIVING: THE DRIFTERS THE DRAG RACING THE DIRT BIKES THAT ARE THINKING THAT IT'S A PLAYGROUND. IT'S ACTUALLY A CITY STREET. THAT'S WHAT REALLY BOTHERS ME. IT'S A CITY STREET NOT SOMEBODY'S BACKYARD. IT'S A CITY STREET THAT THIS IS HAPPENING ON. BUT THAT'S JUST IN THE BEHAVIORS. NOW TO SEE SOME OF THE REPERCUSSION OF THAT ACTION. OVER THE LAST SEVERAL YEARS WE'VE LOST EIGHT COWS DUE TO GUNSHOT. I DON'T KNOW IF YOU UNDERSTAND WHAT THAT MEANS TO US RANCHERS. THAT'S A SIGNIFICANT AMOUNT OF LOSS RIGHT? WHAT REALLY BOTHERS ME IS RIGHT NEXT TO THAT COW PASTURE IS MY HORSE PASTURE. AND I KNOW I'M NOT THE CALMEST INDIVIDUAL IN THE WORLD. I WOULD BE VERY IRATE IF ONE OF MY HORSES IS THE NEXT THING TO GO. WITH THAT IN MIND SEE IF THERE'S SOMETHING WE CAN DO. I KNOW IT'S A BIG AREA AND I KNOW WHAT THE SIZE OF MY POLICE FORCE IS AND I TALK TO THEM OUT THERE ALL THE TIME. JUST ONCE IN A WHILE SEE IF WE CAN JUST GET ON DOWN TO MADDEN AND TAKE A LOOK AT IT. MADDEN IS ONLY ONE BUT THERE'S A WHOLE BUNCH OF THEM OUT THERE THAT ARE THAT WAY. ALL RIGHT. THE OTHER THING BEFORE MY THREE MINUTES RUN OUT IS I THINK THIS IS THE FIRST TIME THAT I'VE BEEN ATTENDING THESE MEETINGS THAT WE'VE NEVER HAD A PUBLIC HEARING. I THINK THE FIRST TIME EVER. WITH THAT BEING SAID HAVE A GOOD EVENING AND I'LL BE UP A FEW MORE TIMES OVER THE COURSE OF THE EVENING. THANK YOU MR. BATTIN. AND RICHARD SPELLMAN.TWICE IN A ROW I MADE IT UP. RICHARD SPILLMAN 873 FAITH STREET. ENJOYING IT OUT THERE. IT'S GETTING BETTER ALL THE TIME OUT IN OUR SECTION OF THE WOODS. BUT THIS IS A GREAT TIME TO BE ALIVE. AND WE HAPPEN TO BE IN HOLY WEEK. IT'S A TIME TO MEET GOD AGAIN. IF YOU'RE TAKING A LOOK AT HOW GOD INTRODUCED HIMSELF IN HOLY WEEK HE HAD A CHOICE OF COMING IN AS A WARRIOR OR A PEACEMAKER. HE CAME IN AS A PEACEMAKER RIDING ON THE BACK OF A DONKEY. THE NEXT THING HE HAPPENED TO DO WAS TO CLEAR THE TEMPLE BECAUSE WHEN YOU SHUT PEOPLE DOWN BEING ABLE TO REACH GOD AND YOU MAKE IT INTO A MARKETPLACE AND EVERYTHING ELSE CAN TAKE PLACE THEN PEOPLE NEVER HEAR WHAT'S GOING ON THERE AND THEY CAN'T BELIEVE THAT IT'S GOING ON BUT IT GOES ON. SO HE TURNED IT DOWN AND THIS IS WHERE HE BURNED HIS BRIDGES. HE HAD TO THEN ACT. HE KNEW WHAT WAS GOING TO TAKE PLACE. SO I HAVE TO CUT THIS ONE SHORT. THAT'S UNUSUAL FOR ME TRYING TO EVEN TO DO THAT BUT I'M MOVING ON NOW TO REALLY TONIGHT. TONIGHT IS THE NIGHT THAT JESUS WENT INTO THE GARDEN OF GETHSEMANE AND HE WAS PRAYING SO HARD THAT IT WAS DESCRIBED AS THE SWEAT WAS LIKE DROPS OF BLOOD BECAUSE HIS HUMANITY SAID MAYBE NOT DO IT THIS WAY. ISN'T THERE A BETTER WAY LORD TO GET THIS JOB DONE TO HELP PEOPLE TO SEE WHAT THEY NEED TO DO TO BE THE PEOPLE THAT YOU CREATED THEM TO BE. AND SO HE KNEW WHERE HE WENT AND WHERE HE WAS GOING. AND SO HE WENT ON FROM THERE AND HE WAS CONVICTED. HE WAS CAPTURED. HE WAS BETRAYED. WELL HE WAS BETRAYED BY ONE OF HIS OWN DISCIPLES. AND YOU PROBABLY KNOW HIS NAME AND I HOPE YOU'LL TAKE AND GO BACK AND REVIEW THE BOOK. IN THE BACK OF MATTHEW MARK LUKE AND JOHN THE GOSPELS. YOU WANT TO START AT THE SHORT ONE START AT MARK THERE. SO JESUS IS CAPTURED. HE IS BETRAYED BY ONE OF HIS OWN DISCIPLES. HE'S PUT INTO ARMS THERE AND THE TEMPLE GUARD TOOK CHARGE OF HIM AND THEY MADE FUN OF HIM AND SLAPPED HIM AROUND AND DID ALL KINDS OF EVIL THINGS TO HIM. THEN HE WAS TRIED BY PONTIUS PILOT AND THEN HE WAS TAKEN TO HEROD THE KING. HEROD SAID WELL HE'S REALLY NOT IN MY JURISDICTION WHEN YOU GET RIGHT DOWN TO IT AND SO YOU REMEMBER HOW THEY CHOSE TO SEND JESUS TO THE CROSS? HE HAD NOTHING TO CONVICT HIM. BUT YET HE WAS CONVICTED.
SOMETIMES THESE THINGS HAPPEN IN LIFE. AND SO WE GO ON FROM THAT AND WE BEGIN TO SEE THAT THEY CHOSE TO LET A MURDERER AND A THIEF AND EVERYTHING THAT THEY KNEW GO RATHER THAN TO LET JESUS GO BECAUSE THEY WANTED HIM OUT OF THE WAY SO BAD. AND SO SOMETIMES EVEN IN OUR RELATIONSHIPS TODAY WE WANT PEOPLE OUT OF THE WAY AND
[00:20:05]
WE'RE WILLING TO DO ANYTHING TO TRY TO GET THEM OUT OF THE WAY. SO WE DON'T WANT TO DO THAT ONE EITHER. SO JESUS WENT TO THE CROSS AND HE WAS. OH NO I'M ABOUT FINISHED. MAY I? 20 SECONDS SIR. OK. JESUS ON THE CROSS. [LAUGHTER] I'M NOT SO USED TO GETTING THAT MUCH PRIVILEGE BUT THEN THANK YOU. BUT JESUS WAS CRUCIFIED. HE WAS DEAD AND BURIED. HE WAS IN THE TOMB THREE DAYS. THAT MEANT HE WAS DEAD AND THEN THE DISCIPLES WENT OUT LOOKING FOR HIM FINALLY THAT SUNDAY MORNING. AND HE WAS GONE AND THEY DIDN'T KNOW WHAT HAPPENED. I HOPE YOU'LL READ THE REST OF THE STORY.YOU'LL MEET THE GREAT GOD THAT MADE IT POSSIBLE FOR YOU TO HAVE LIFE TODAY. AND WE'LL SEE HIM. AND WE WILL SEEK TO MAKE OUR COMMUNITY EVEN BRIGHTER FOLLOWING THE TEACHINGS THAT WE'VE BEEN GIVEN IN HOLY SCRIPTURE THAT'S THERE. I COULD GO ON WOULD YOU BELIEVE IT A LITTLE LONGER BUT I'VE ALREADY BEEN GRANTED ENOUGH TIME. SO THANK YOU. I'VE TRIED TO SUMMARIZE IT BUT ONE FURTHER THING. I BROUGHT A COUPLE OF RESIDENTS HERE MEMBERS OF OUR NEON GROUP. I WANT THEM TO MEET YOU. THEY SAY IT MAKES A BIG DIFFERENCE WHEN YOU GET TO KNOW YOUR COUNCIL PEOPLE AND THE PEOPLE WHO SERVE YOU HERE. LET US ALWAYS REMEMBER WE'RE SERVANTS OF THE PEOPLE AND WE SERVE OF ONE ANOTHER AND THE BETTER JOB WE DO THE BETTER CITY WE'RE GONNA HAVE. SO ENJOY THE REST OF HOLY WEEK. PRAISE GOD FROM WHOM ALL BLESSINGS FLOW. I COULD SING A FEW SONGS NOW BUT OKAY. HAPPY EASTER MR. SPELLMAN. THANK YOU SIR. THANK YOU. LISA DID YOU WANT TO TOUCH ON A COUPLE OF THOSE AND THEN COUNCIL CAN BAT AROUND A COUPLE OF THEM? AS FAR AS THE TRAFFIC AND THE ISSUES ON MADDEN DRIVE I BELIEVE OUR INTERIM CHIEF NELSON MOYA IN THE BACK HAS TAKEN NOTE OF THAT AND WE'LL MAKE SOME RESOURCES AVAILABLE IN THIS FLEXIBLE DYNAMIC PATROL UNIT. THANK YOU. GOT [INAUDIBLE] CHIEF ON IT. COUNCIL DID YOU GUYS WANT TO ADDRESS MR REDMOND? I'LL SPEAK. WHERE'S HE AT? OKAY. HE'S IN THE BACK. SO YEAH. MR. REDMOND YOU KNOW ALREADY THAT YOU'RE A LEADER AMONGST LIKE THE HOMELESS ANIMAL ACCESS AS WELL YOUR LEADERS JUST LIKE WE'RE LEADERS. MY THING. I WOULD LIKE TO SEE THIS CONVERSATION CONTINUED AT THE WORKSHOP.
LIKE BEFORE I WAS ON COUNCIL WHEN I WAS IN THE AUDIENCE I REMEMBER THAT COUNT THAT THE PREVIOUS COUNCIL HAD THE DISCUSSION AND YOU PRESENT A LOT OF YOU KNOW FACTUAL INFORMATION AND THINGS OF WHAT THE CITY NEEDED TO DO I'D LIKE TO SEE US GO THAT ROUTE AND DECIDE ON WHAT WE SHOULD DO NEXT. I DO LIKE THAT SHE STARTED THE CONVERSATION. I WANT TO HEAR FROM THE REST OF COUNCIL AS WELL IF THEY FEEL SOMETHING DIFFERENT. I FEEL THAT WILL BE THE MORE APPROPRIATE TIME. IN REGARDS TO THE ANSWERING OF EMAILS I KNOW I RESPONDED SO I CAN ONLY SPEAK FOR MYSELF. I CAN'T SPEAK FOR EVERY ANYBODY ELSE UP HERE. BUT YOU KNOW I ALWAYS TRY TO KEEP THAT OPEN LINE OF COMMUNICATION WITH EVERYBODY EVEN IF THEY YOU KNOW WHETHER YOU SUPPORT OR NOT.
WE CERTAINLY ARE HERE TO SERVE Y'ALL. YOU'VE BEEN THE ADVOCATE FOR THE HOMELESS SINCE AS LONG AS I CAN REMEMBER SO AND IT IS APPRECIATE IT. BUT I WOULD LIKE TO SEE YOU STILL INVOLVED WITHIN OUR CITY WHETHER IT'S YOU COMING UP FIRST AT THE WORKSHOP AND PRESENTING INFORMATION LIKE YOU DID LAST YEAR BOTH TIMES HOW HOWEVER SOUL COUNSEL CESAR I CONCUR I THINK THAT IT SHOULD ME AT TO HAVE LEFT IT IN THE HANDS OF THE CITY MANAGER I DIDN'T WANT TO INSERT FROM HER POSITION I THINK SHE'S TRYING TO BE FAIR TO ALL PARTIES THAT HAVE A VESTED INTEREST THERE'S A LOT OF OTHER INDIVIDUALS WHO HAVE TAKEN HER TIME START NONPROFITS 5 1 SEAT 3S AND OTHER THINGS SO I JUST WANT MAKE SURE WE'RE LISTEN TO EVERYBODY SO THAT'S THAT'S MY FOCUS ON THAT. NO I MEAN I THINK I I HAVE TO CONCUR WITH BOTH COUNCILMAN BAILEY AND COUNCILMAN JOHNSON YOU KNOW AT THE WORKSHOP I THINK WE'RE GOING TO TALK ABOUT IT. AND AT THAT POINT WE'LL BE ABLE TO GIVE CLEAR DIRECTION AS FAR AS WHAT WHAT NEEDS TO GET DONE. BUT I THINK IT'S SAFE TO SAY THAT WE'RE ALL VERY SUPPORTIVE OF HELPING THE HOMELESS ESPECIALLY IN OUR AREA. AND AND YOU'RE RIGHT. YOU KNOW THERE'S SOMETHING MORE THAT WE NEED TO DO AND I THINK THE WORKSHOP WILL HOPEFULLY CLEAR THAT UP FOR ME FROM FROM MY POINT I THINK HAVING A LIAISON TO THE NONPROFITS AND HAVING SOMEBODY THAT CAN MAKE SURE WE'RE ACHIEVING BENCHMARKS AND MEETING THE OBJECTIVES THAT WE SET OUT I THINK THAT IS OUR ULTIMATE GOAL. WHETHER THAT'S MR. REDMOND OR SOMEBODY ELSE I DON'T KNOW BUT ONE THING THAT WE LACKED LAST TIME WHEN WE SET IT UP WE WERE DOING SUCH GOOD THINGS WAS A CLEAR JOB DESCRIPTION OF WHAT HIS DEFINED ROLE WAS. WE KNOW WHAT YOU DO OUT IN THE COMMUNITY IS OUTSTANDING WHAT I'D LIKE TO SEE AND HOPEFULLY COUNSEL WILL AGREE THAT MAYBE AT THAT WORKSHOP WE CAN
[00:25:03]
HAVE THAT LIAISON DIRECTION AND THAT JOB DESCRIPTION. IT WAS A VOLUNTEER POSITION BUT IF WE COULD HAVE SOME SORT OF DESCRIPTION ON WHAT THAT WOULD BE AND IF MR. REDMOND IS AGREEABLE AND COUNSEL IS AGREEABLE AND THAT'S THE PERSON WE WANT LEADING THE CHARGE AND MAKING SURE THAT WE'RE TACKLING THOSE ISSUES BECAUSE I THINK HE WAS RIGHT THAT WE DON'T HAVE THE STAFF TO DEDICATE THAT TO RIGHT NOW WE NEED SOMEBODY TO MAKE SURE THAT THAT PROGRAM IS GUIDED IN THE RIGHT WAY. I WOULD THINK THAT'S HOW WE START THE CONVERSATION. MAYOR DID YOU HAVE ANYTHING YOU WANTED TO ADD SIR? HELLO. OH IN REGARDS TO THE QUESTION THAT TOM REDMOND PROPOSED? YES SIR. IS THAT THE DISCUSSION? YES SIR. I'M GOING TO RESERVE MY COMMENTS TO THE WORKSHOP BECAUSE I THINK THAT'S THE RIGHT PLACE TO DO SO. I'M AWARE OF THE E-MAIL THAT HE SENT TO US AND THE CITY MANAGER BUT AT THE END OF THE DAY WE'RE ABOUT TO HAVE A WORKSHOP SO THIS IS NOT THE ARENA RIGHT NOW TO BE DISCUSSING THIS. SO WE'LL LEAVE IT FOR THE WORKSHOP AND THE DIRECTIONS THAT BEGIN IN THERE. ALL RIGHT. SOUNDS GOOD. I APPRECIATE THAT SIR. WITH THAT WE'RE GOING TO GO[Committee & Council Reports]
AHEAD AND MOVE INTO. THIS IS KIND OF FUNNY BUT WE'RE GOING RIGHT TO COUNCIL REPORTS COMMITTEE REPORTS SO. COMING UP IS THE SPACE COAST TRANSPORTATION PLANNING ORGANIZATION. I KNOW THAT MEETING WAS CANCELED. THE MPO IS CANCELED. DEPUTY MAYOR. I DID HAVE AN EXECUTIVE COMMITTEE MEETING FOR THE TRANSPORTATION PLANNING ORGANIZATION.SO JUST VERY QUICKLY WE WENT OVER THE STAFF STRATEGIC PLAN AS WELL AS THE GOVERNING BOARD STRATEGIC PLAN. WE WENT OVER OUR SAFETY PROGRAM AND AND POSSIBLE WAYS OF MAKING THAT STRONGER MAKING IT BETTER. AND WE ALSO WENT OVER OUR FIRST DRAFT WITH REGARDS TO PERFORMANCE CRITERIA FOR OUR TPO DIRECTOR. SO ALL OF THAT WILL BE PRESENTED TO THE TPO GOVERNING BODY AT THE NEXT MEETING. AND THAT'S PRETTY MUCH IT FOR THAT. THANK YOU COUNCILMAN SANTIAGO. APPRECIATE THAT. SPACE COAST LEAGUE OF CITIES MR. MAYOR. OH IT'LL BE ME. HE WASN'T THERE? YEAH. HE WASN'T THERE SO. OK. I DON'T HAVE ANY COMMITTEE REPORTS TO GIVE BUT I DO HAVE SOMETHING TO ADD. OKAY. AND THIS IS ON THE COUNCIL REPORTS? OKAY. NO WE'LL GET BACK TO COUNCIL REPORTS IN ONE SECOND. JOHNSON'S GOING TO TACKLE THE SPACE COAST LEAGUE OF CITIES. COUNCILMAN JOHNSON. ALL RIGHT THANK YOU DEPUTY MAYOR. OK. SO WE HAD TWO RESOLUTIONS THAT WERE PROPOSED TO THE SPACE COAST LEAGUE OF CITIES. THE FIRST ONE WAS IN REGARDS TO SUPPORTING THE BIPARTISAN ENERGY INNOVATION AND CARBON DIVIDEND ACT. IT'S UP IN THE FEDERAL LEVEL. BUT WE DID DENY THAT ONE. IT WAS VOTED DOWN MOSTLY BECAUSE WE WANTED TO BRING IT BEFORE EACH MUNICIPALITY. THERE WAS SOME CONCERN THAT SUPPORTING SOMETHING LIKE THIS INCREASING THE PRICING FOR FOSSIL FUELS AND WHAT THAT WOULD ENTAIL FOR OUR POLICE DEPARTMENT WHEN THE COSTS GO UP AND FOR THE REST OF THE CITIES AND OUR FLEET. SO THERE WAS SOME CONCERN IN THAT SO THAT'S SOMETHING I WANTED TO BRING BEFORE STAFF.
AND IF WE DECIDE TO DO A RESOLUTION ON IT OR NOT THEN SO BE IT. BUT I VOTED NO ON IT ON BEHALF OF THE CITY OF PALM BAY JUST SO THAT WE CAN DISCUSS AS A COUNCIL. OTHER THAN THAT WE DID VOTE YES FOR A RESOLUTION SUPPORTING WATER CONSERVATION MONTH JUST LIKE WE DID HERE AMONGST THE COUNCIL SO WE DID THAT COLLECTIVELY AS SPACE COAST LEAGUE OF CITIES AND THAT'S IT. THANK YOU COUNCILMAN JOHNSON. TDC COUNCILMAN SANTIAGO. YES. THANK YOU DEPUTY MAYOR. JUST JUST ONE QUICK THING HERE. SO WE BASICALLY SUPPORTED A NOT A RESOLUTION BUT ESSENTIALLY A BILL THAT IS RIGHT NOW BEING KICKED AROUND UP IN TALLAHASSEE. ESSENTIALLY IT'S THE TARGETED GRANT PROGRAM FOR FILM TELEVISION AND DIGITAL MEDIA INDUSTRY WHICH IS BROUGHT UP BY SENATE BILL 526 BY SENATOR JOE GRUTERS AND HOUSE BILL 1401 BY REPRESENTATIVE JAMES BUCHANAN. THIS BILL WOULD GO TO SUPPORTING THE FILMING INDUSTRY. LAST YEAR ALONE WE LOST ABOUT A BILLION DOLLARS STATEWIDE AND OVER 160,000 HOTEL ROOM NIGHTS AND OVER 87,000 CAST AND CREW JOBS TO OTHER STATES. SO WE'RE TRYING TO FIND WAYS TO BASICALLY CAPTURE THAT MARKET AND KEEP IT HERE AS PART OF THE TDC RESOLVE. SO THAT'S ONE OF THE THINGS THAT WE'RE TALKING ABOUT. BUT THE NEXT MEETING WILL BE HELD ON THE 26TH AND I WILL BE CHAIRING THE SPORTS COMMITTEE ON THE 28TH AND THAT'S IT. THAT WAS A BIG TOPIC OF CONVERSATION AT THE DELEGATION MEETING. I WAS SURPRISED TO SEE HOW MUCH MONEY WE'RE ACTUALLY LOSING TO OTHER STATES BECAUSE WE DON'T OFFER ANY INCENTIVES TO COME HERE AND FILM. DEPUTY MAYOR IF I MAY. I'M JUST CURIOUS COUNCILMAN SANTIAGO. WHAT IS THE DEFINITION OF LOSING? WHEN YOU SAY WE LOSE A BILLION DOLLARS HOW DO WE DEFINE THAT WE LOST IT? HOW DO THEY DEFINE
[00:30:02]
THAT WE LOST IT? YEAH THAT BILLION DOLLAR. I DON'T WANT TO LEAD IT. I MEAN HOW DO THEY DEFINE THAT? WELL I WOULD SUPPOSE COUNCILMAN BAILEY THESE ARE FILMING COMPANIES THAT WERE COMING HERE THAT WERE GOING TO DO BUSINESS HERE AND FOR ONE REASON OR ANOTHER DECIDED TO GO ELSEWHERE. TO BE HONEST WITH YOU I DON'T KNOW THE ANSWER TO YOUR QUESTION AS FAR AS HOW THAT'S DEFINED. I CAN ONLY IMAGINE IT'S DEFINED AS THEY WERE HERE. THEY WERE MAKING NEGOTIATIONS OR WHAT HAVE YOU AND YOU KNOW THERE'S PROBABLY CERTAIN. CAN YOU HEAR ME? OH OKAY. YEAH. THERE WERE CERTAIN PERHAPS DEALS THAT WERE BEING MADE AND THEN BASICALLY IT WENT OUT THE DOOR. I MEAN THAT'S THE ONLY WAY I CAN THINK OF THAT. IS IT QUANTIFIABLE? I GUESS I THINK WHAT YOU'RE ASKING IS IT QUANTIFIED RIGHT? ARE THERE ANY METRICS SHOWING? YEAH. THERE SHOULD BE SOME TYPE OF PARAMETERS FOR HOW THEIR GOING TO DEFINE THAT. THAT'S WHY I WAS JUST CURIOUS WHAT THOSE WERE. AND FOR INSTANCE IS IT BASED ON WAS IT A $20 BILLION INDUSTRY LAST YEAR AND IT'S 19 THIS YEAR OR IS IT JUST BASED ON THERE'S THIS MANY DEALS ON THE TABLE AND THAT MAY WALKED AWAY? THAT'S WHAT I WAS TRYING TO GET AT THAT INFORMATION FROM YOU. SOME OF WHAT HE WAS TALKING ABOUT AT THE DELEGATION MEETING WAS LODGING AS HE REFERRED TO THE OUTSIDE JOBS THE EXTRAS YOU WOULD HIRE THE POTENTIAL OF DISPOSABLE INCOME THAT PEOPLE MIGHT BRING TO YOUR CITY. I MEAN THOSE WERE JUST A COUPLE OF THE MEASURES THAT THE GENTLEMAN WAS SPEAKING TO. I DON'T REMEMBER HIS NAME BUT I CAN GET IT FOR YOU. HE ACTUALLY HAD THE PARAMETERS ON EVERYTHING THAT HE LAID OUT ON WHAT WE LOST TO JUST GEORGIA ALONE AND THE MILLIONS THAT WENT TO THEIR ECONOMY THAT DIDN'T COME TO OURS. HE DID HAVE SET PARAMETERS ON WHAT WE LOST THE AMOUNT OF HOTEL ROOMS THE AMOUNT OF SERVICE JOBS IN THE INDUSTRY AS FAR AS LIKE CATERING BECAUSE THEY BRING IN CATERING COMPANIES TO THE MOVIE SETS DIFFERENT THINGS LIKE THAT. AND I GUESS THAT'S SOMETHING THAT I CAN GET MORE ANSWERS TO COUNCILMAN BAILEY. OBVIOUSLY AT YOUR MEETING UP IN TALLAHASSEE YOU PROBABLY GOT A LITTLE BIT MORE INFORMATION. THIS WAS PRESENTED TO US BY THE ASSISTANT DIRECTOR AND LIKE YOU IT WAS JUST A SHOCK TO US THAT WE LOST SO MUCH OF THAT BUSINESS. HOW WAS IT QUANTIFIED? THAT'S A GOOD QUESTION. THAT'S SOMETHING I MIGHT HAVE TO DIG A LITTLE BIT MORE INTO. ALL RIGHT COUNCIL REPORTS. COUNCILMAN JOHNSON. THANK YOU SIR. SO THIS YEAR WE DID BETTER IN REGARDS TO OUR MAYOR'S FITNESS CHALLENGE. I WAS THE ONE SPEARHEADING IT. WE DID BETTER. WE DIDN'T GET FIRST PLACE. UNFORTUNATELY COCOA BEACH TOOK THAT FOR THE SECOND YEAR IN A ROW. BUT NEXT YEAR I MIGHT DO BETTER ABOUT REMINDING PEOPLE TO LOG IN THEIR MINUTES BECAUSE THAT WAS THE MAIN THING I THINK WAS OUR PROBLEM. I'M NOT CALLING ANYBODY OUT BUT A LOT OF PEOPLE WERE FORGETTING TO LOG IN THEIR MINUTES WHICH IS HARD BECAUSE WE HAVE SO MANY THINGS GOING ON BUT WE'RE GONNA DO BETTER NEXT YEAR. I'M GONNA TAKE THAT FIRST PLACE FROM MAYOR BEN MALIK SO I HOPE HE HEARD THAT. OTHER THAN THAT WE DID WHICH I'LL LET DEPUTY MAYOR TALK MORE ABOUT IT. BUT WE DID WIN FIRST PLACE IN THE TRASH PICKUP SO THAT'S A GOOD THING.WE'LL SHOUT OUT TO PALM BAY FOR THAT. YEAH. YEAH. [APPLAUSE] YOU KNOW WE PICKED IT UP AND EVERYBODY WHO'S LISTENING AND WATCHING. LET'S MAKE SURE WE KEEP IT UP.
ALL RIGHT. SO WE JUST BECAUSE WE PICKED IT OUT WE DON'T WANT TO ENABLE ANYBODY SAYING OKAY WE CAN PUT SOMETHING THERE AGAIN. NO LET'S KEEP OUR STREETS CLEAN. LET'S KEEP OUR CITY CLEAN. LET'S KEEP THE COMPOUND CLEAN SO WE WON'T HAVE ANY MORE BONFIRES AND THINGS OF THAT NATURE. SO THAT'S BIG AS WELL. LASTLY TODAY WAS THE RETIREMENT CEREMONY FOR CHIEF ROGERS. HE OFFICIALLY RETIRES ON MAY 2ND. SO THAT WAS A GREAT EVENT TO BE A PART OF AND EMOTIONAL BECAUSE YOU CAN SEE THAT HE REALLY ENJOYED HIS JOB AND HE ENJOYED WHAT HE WAS DOING AND HE WASN'T READY TO LEAVE. SO LUCKILY THEY GOT HIS GUN BEFORE HE WALKED OUT BECAUSE HE WAS GOING TO GO OUT SHOOTING SOMETHING. I'M PLAYING. BUT THE CHIEF I DON'T SEE HIM OUT HERE BUT YOU'RE GONNA BE MISSED SIR AND CONNECT SERVE AND IMPACT WAS THE MODEL. AND HE LIVED THAT THROUGH HIS DAILY LIFE. AND I BELIEVE THE REST OF THE POLICE DEPARTMENT IS GONNA LIVE THAT CURRENT YOU SO ON AND SO FORTH. SO I'M EXCITED TO SEE WHOEVER IS APPOINTED AND WHAT THEY WILL DO. BUT I'M ENCOURAGED BY THE LEADERSHIP THAT THE POLICE DEPARTMENT ALREADY HAS. THANK YOU. COUNCILMAN BAILEY. THANK YOU DEPUTY MAYOR. FORGIVE ME COUNCILMAN JOHNSON. I KNOW YOU WERE WORKING HARD ON THE MAYOR'S FITNESS CHALLENGE. I WAS ONE OF THOSE PEOPLE NOT LOGGING MY HOURS AND I ACTUALLY DID DO A LITTLE BIT. [LAUGHTER] NOT ENOUGH BUT I DID DO SOME THAT OUR FAMILY DID AND WE JUST WERE SO BUSY WE FORGOT ABOUT THAT PART OF IT. BUT ANYHOW WITH THAT BEING SAID I JUST WANTED TO QUICKLY I NEED TO MAKE AN APPOINTMENT. I WANT TO MAKE AN APPOINTMENT OF JAMES BOOTH ROY TO THE COMMUNITY BUDGET ADVISORY BOARD THAT WE HAVE SO TO FILL A VACANCY I HAD THERE. AND OUTSIDE OF THAT I JUST WANT TO ALSO THANK. I WASN'T ABLE TO GET TO THE CHIEF'S RETIREMENT CEREMONY. I'D BEEN AT
[00:35:04]
THE PREVIOUS CHIEF'S SO I CAN KIND OF PROBABLY FELL THE EMOTION ASSOCIATED WITH DEDICATING YOUR LIFE TO YOUR PROFESSION AND DEDICATING YOURSELF TO A DEPARTMENT AND I JUST WANT TO THANK THE CHIEF. HE'S NOT HERE TONIGHT BUT THANK HIM FOR HIS SERVICE.BUT ALSO I WANTED TO TAKE JUST A MOMENT TO SAY THANK YOU TO MR. BARNEY WEISS OUR ACTING DIRECTOR OF PUBLIC WORKS. HE'S LEAVING FOR OTHER OPPORTUNITIES NEXT WEEK.
AND JUST THANK YOU FOR YOUR SERVICE. PUBLIC WORKS IS NOT AN EASY JOB EITHER.
I THINK YOU MIGHT GET SHOT AT MORE THAN THE POLICE SOMETIMES WITH OUR ROADS AND INFRASTRUCTURE BUT THAT BEING SAID I JUST APPRECIATE EVERYBODY'S TIME AND EFFORTS AND JUST WISH YOU THE BEST OF LUCK. THANK YOU. DEPUTY MAYOR. COUNCILMAN SANTIAGO. YEAH. I REALLY DON'T HAVE ANYTHING FOR COUNCIL BUSINESS. HOWEVER I DID WANT TO TOUCH BACK IF IT'S OKAY WITH DEPUTY MAYOR AND COUNCIL WITH REGARDS TO COUNCILMAN BAILEY'S QUESTION WITH HOW IT WAS QUANTIFIED THAT WE LOST SO MUCH OF THE MONEY A BILLION DOLLARS PLUS LOST OPPORTUNITIES. I GUESS THE WAY IT WAS QUANTIFIED IS THAT YOU HAD I GUESS DIFFERENT VENUES THROUGHOUT THE STATE THAT HAD REPORTED WHAT WAS COMING IN AND WHAT WAS LOST AS A RESULT. FOR EXAMPLE IN BREVARD COUNTY HIDDEN FIGURES WAS COMING IN. THAT WAS GONNA BE A $10 MILLION DEAL AND INSTEAD THEY WENT TO GEORGIA IF I'M NOT MISTAKEN. I FORGOT WHERE IT WAS. ASTRONAUT WIVES CLUB ALSO WAS COMING TO BREVARD COUNTY AND THEY LOST $25 MILLION THERE IN CENTRAL FLORIDA. TERRA NOVA WAS A $33 MILLION DEAL THAT WAS LOST. PAPER TOWNS AND SO IT'S BASICALLY ALL OVER THE STATE OF FLORIDA. I GUESS THE WAY IT WAS QUANTIFIED THAT THEY BASICALLY HAD REPORTED THE DIFFERENT TDC'S ALL OVER THE COUNTY HAD REPORTED THIS WAS WHAT WAS COMING IN AND THIS BASICALLY IS WHAT GOT LOST IN THE PROCESS BECAUSE OF A LACK OF INCENTIVES. I HOPE THAT ANSWERS YOUR QUESTION. I CAN PASS THIS DOWN TO YOU IF YOU WANT TO PASS IT DOWN TO COUNCILMAN BAILEY AND COUNCILMAN JOHNSON TO TAKE A LOOK AT THAT. BUT TO ANSWER THAT QUESTION THAT'S I GUESS. AND AGAIN I CAN DELVE INTO THAT A LITTLE BIT MORE FROM THE TDC AND WE'VE GOT A NEW DIRECTOR TOO. SO [INAUDIBLE] NUMBERS GUY. I WAS JUST GOING TO SAY IF WE CAN PASS. YEAH. WELL THERE'S A LOT OF METRICS INVOLVED WITH TOURISM. IF YOU WOULD IF WE COULD JUST PASS IT DOWN TO TERESE MAYBE SHE CAN MAKE COPIES. SURE. THANK YOU. IT LOOKS LIKE THERE'S A GEOGRAPHIC I LIKE THE VISUAL. AND OTHER THAN THAT AGAIN I WISH CHIEF ROGERS WAS HERE BUT I WASN'T ABLE TO GO. BUT CHIEF ROGERS YOU KNOW HE'S SERVED OUR CITY WITH EXCELLENCE AND I REALLY APPRECIATE ALL THAT HE'S DONE FOR OUR CITY. AND AND YOU KNOW SO I JUST SO WISH HIM ALL THE BEST IF I DON'T GET TO SEE HIM BETWEEN NOW AND THE DAY THAT HE LEAVES. AND GOD BLESS HIM AND HIS FAMILY AND THAT'S ALL I HAVE TO SAY. THANK YOU. ALL RIGHT SIR. GO AHEAD AND GO ON TO DEPUTY MAYOR ANDERSON. WHAT AN INCREDIBLE COUPLE OF WEEKENDS I HAVE HAD SERVING THE CITY OF PALM BAY. YOU GUYS GET TO SEE US UP HERE IN SUITS AND TIES BUT I GOT TO HAVE SOME FUN WITH MY KIDS. THE LAST TWO SATURDAYS AGO WE DID THE TRASH BASH AND WE KIND OF MADE IT A LITTLE GAME. THEY WERE GIVING COLORED BANDANAS AWAY SO WE CALLED IT TRASH WARS AND WE WERE GOING TO END THE TRASH WARS BY PICKING UP ALL THE TRASH.
WE MADE IT TO FIVE OUT OF THE SIX STOPS. THE PHENOMENAL PART WAS I GOT TO MEET A DIFFERENT EMPLOYEE THAT I EITHER KNEW OR DIDN'T KNOW. SO IT WAS REALLY GREAT TO MEET THESE CITY EMPLOYEES BECAUSE THERE WAS A CITY EMPLOYEE AT EVERY STOP AND THEY WEREN'T JUST THERE TO HAND OUT WATERS AND HAND OUT BANDANAS. THEY WERE HAVING FUN.
THEY WERE PICKING UP. THEY WERE HAPPY TO SEE YOU. THEY REALLY MADE IT INTO A FUN FILLED COMMUNITY EVENT. SO WHEN YOU THINK ABOUT PICKING UP TRASH YOU'RE LIKE OH MAN WE'RE PICKING UP TRASH. IT WAS MORE OF A GAME THAN PICKING UP TRASH. I SAW SUZANNE AND BARNEY OVER HERE AND I COULDN'T EVEN RECOGNIZE BARNEY BECAUSE HE HAD FLUORESCENT MARLINS ON AND A COWBOY HAT AND OH BOY BARNEY. THEY WERE THE YELLOW BANDANA STOP AND THEY WERE CLEANING UP THE COMPOUND OUT THERE. THEY HAD A CLAW TRUCK CLAM TRUCK OUT THERE. SO MANY TIRES OUT THERE. UNBELIEVABLE. I'M SURE NONE OF THEM WERE GOOD AND THAT'S HORRIBLE. SO STOP DOING THAT TO OUR COMPOUND. NO MORE SHOOTING COWS.
STAY OUT OF THE COMPOUND. BUT WE DID GET FIVE OUT OF SIX BANDANAS SO MY KIDS WERE CRUSHED THAT WE DIDN'T GET SIX OUT OF SIX SO STAFF HERE GOT ME SIX OUT OF SIX BANDANAS. SO I CAN'T TELL YOU AS A FATHER HOW HAPPY THAT MAKES ME BECAUSE IT WAS THE END OF THEIR WORLD WHEN THEY DIDN'T GET THE BLUE BANDANA. WELL WE GOT ALL THE TRASH BUT WE DIDN'T GET THE BLUE BANDANA. SO JUST INCREDIBLY GRATEFUL. 14.2 TONS OF TRASH. IT'S NOT A GOOD THING BUT IT'S A GREAT THING THAT WE GOT IT OUT OF THE ENVIRONMENT THAT THE CITIZENS HELPED DO IT AND IT'LL BRING US CLOSER.
AND WE ARE NOT DONE DOING THIS. WE'RE GONNA DO THIS THING AGAIN AND WE'RE GOING TO MAKE SURE THAT PALM BAY IS THE CLEANEST CITY IN BREVARD. SO PHENOMENAL. THANK YOU TO STAFF AND EVERYBODY THAT CHIPPED IN ON THAT. RIGHT AFTER THAT WE HEADED OUT TO THE
[00:40:02]
VFW FAMILY PICNIC. THEY HAD A GREAT SERVICE OUT THERE. THEY WERE VERY WELCOMING. THEN WE HEADED TO [INAUDIBLE] CIRCLE MEETING. IF YOU GUYS HAVE NEVER BEEN TO THESE HOMEOWNERS ASSOCIATION MEETINGS EVERY LITTLE SECTION OF PALM BAY IS A LITTLE BIT DIFFERENT SO YOU GET TO HEAR ABOUT OUR UNIQUE LITTLE THINGS. AND WHAT IMPRESSED ME THE MOST IS EVERYBODY WAS GENUINELY HAPPY. LISA HAD A CHANCE TO COME TO THE MEETING AS WELL AND THERE WERE NO COMPLAINTS. THERE WAS ONLY SOLUTIONS TO PROBLEMS. HEY THIS IS A PROBLEM BUT WE THINK THIS MIGHT HELP. SO I REALLY APPRECIATE THAT THE RESIDENTS ARE NOT LOOKING FOR PROBLEMS. THEY ARE LOOKING FOR SOLUTIONS TO PROBLEMS. SO TO ME THAT WAS PHENOMENAL. ANOTHER THING THAT JUST HIT ME IN THE HEART IS THE WAY THE CITIES HAVE COME TOGETHER. COUNCILMAN JOHNSON AND I HAD THE OPPORTUNITY TO NOT ONLY HELP OUT AT THE NEW DOG PARK IN MELBOURNE BUT BE THERE FOR THE GRAND OPENING AND SEE THE FOUR LEGGED CRITTERS. AND I THINK THAT'LL ONLY HELP US HERE WHEN WE DO EVENTS LIKE THAT TO GET MELBOURNE CITY COUNCIL WAS OUT THERE WEST MELBOURNE CITY COUNCIL PEOPLE FROM THE COUNTY COMMISSIONERS. SO THAT'S WHAT WE NEED IN BREVARD A MORE A COMING TOGETHER NOT WHO IS WHO OR WHAT CITY'S WHAT OR WHO'S DOING BETTER THAN WHO. BUT MORE A COMING TOGETHER LIKE THAT. SO IT WAS A PHENOMENAL DOG PARK OPENING. I WANTED TO THANK THE MAYOR FOR LETTING ME GIVE THE TROPHY FOR THE MAYOR'S CUP TRACK MEET. THESE KIDS THERE MUST HAVE BEEN 150 OF THEM FROM CHRISTA MCAULIFFE. THEY WERE SO EXCITED TO RUN THESE RACES AND IT WAS JUST AN ABSOLUTE PHENOMENAL EVENT THAT A MAN FROM THIS CITY PUTS ON AND HE'S FROM PARK AND RECS. ALAN HE IS A GREAT MAN. GOT TO START THE FIRST RACE.JUST PHENOMENAL. I DON'T EVEN CARE THAT I DON'T HAVE A WEEKEND BECAUSE I GET TO MEET ALL THESE AMAZING PEOPLE. AND THEN AFTER THAT I GOT TO GO TO NANA'S HOUSE AND THE GRAND OPENING OVER THERE. ANOTHER PHENOMENAL PLACE. NEEDY NEGLECTED AND ABUSED IN ADOLESCENCE. SO JUST A GREAT EVENT. COUNCILMAN JOHNSON WAS THERE. WE TOOK A PICTURE WITH THE EASTER BUNNY SO I'LL HOLD THAT AGAINST HIM. BUT I DID WANT TO BRING SOME BEFORE COUNCIL THAT THEY KIND OF TALK TO ME ABOUT WAS MAYBE ON OUR FACEBOOK PAGE IF WE COULD RUN A CHARITY THAT'S LOOKING FOR SOMETHING. YOU KNOW THESE GUYS ARE PARTICULARLY LOOKING FOR VOLUNTEERS TO WORK AT THEIR THRIFT STORE OR IF YOU WANT TO DONATE TO DONATE TO THEIR THRIFT STORE. SO MAYBE ONCE A MONTH WE GET OUT THE 501 C3 JUST LOOP THROUGH OUR FACEBOOK. NO COST TO THE CITY BUT JUST WANTED TO RUN THAT BY COUNCIL AND SEE IF THAT WAS OKAY WITH YOU GUYS AND WE COULD HAVE STAFF DO THAT. WELL THIS PARTICULAR ONE WOULD BE NANA'S HOUSE. BUT THEN WE COULD APPROVE ONE FOR THE NEXT MEETING AND THEN IT WOULD GO ON THE NEXT. BECAUSE IF WE DO IT FOR ONE AND WE DON'T DO IT FOR ANOTHER THAT'S NOT GOOD OF US. GOT TO BE CAREFUL. WE CAN EVEN DO QUARTERLY. YEAH. I'D LIKE TO RUN THAT BY STAFF AND TALK TO THEM PRIVATELY ABOUT THAT. IF THAT'S OKAY. YEAH. WE'LL BRING IT BACK UP AT THE NEXT MEETING SO. BUT THEY DO NEED VOLUNTEERS SO IF YOU ARE A VOLUNTEER AND YOU WANT TO DO THAT FANTASTIC CONTACT NANA'S HOUSE. CHIEF ROGERS A VERY SAD DAY. BUT TO THINK OF THE 32 YEARS HE GAVE THIS CITY JUST UNBELIEVABLE. HE IS A SERVANT MAN AND GOD IS WITH THAT GUY AND WHAT A HOLY WEEK IT IS. AND THEN TO FINISH IT OFF BARNEY. BEST DRESSED MAN IN THE ROOM. THANK YOU FOR YOUR SERVICE. I CAN NEVER THANK THESE GUYS ENOUGH. IF YOU DON'T HOOK SOMEBODY UP WITH SOME FASHION TIPS OVER THERE WITH VESTS AND FEDORAS AND STUFF I'M GOING TO BE A SAD SAD GUY SO I'M GOING TO BE SAD TO SEE YOU GO. THANK YOU FOR YOUR SERVICE TO THE CITY. I'M GOING TO HAND IT OFF TO THE MAYOR. I'M SORRY. IS IT OKAY IF I JUST BECAUSE I FORGOT SOMETHING. ME TOO. OH OKAY. WE'LL GO TO YOU AND THEN WE'LL GO TO HIM. COUNCILMAN SANTIAGO. VERY QUICKLY. I TOTALLY FORGOT. ALL RIGHT MAYOR. HANG ON ONE SECOND BUDDY. I DID HAVE THAT TOWN HALL MEETING THAT WAS HOSTED BY [INAUDIBLE] AT THE CASCO CENTER AND THERE WERE TWO THINGS THAT I WANT TO BRING UP. THERE WERE TWO VERY GOOD QUESTIONS THAT CAME UP AND ONE OF THEM HAD TO DO WITH THE ORLANDO MELBOURNE INTERNATIONAL AIRPORT AND THE FACT THAT THERE IS NO FLIGHTS BASICALLY GOING IN AND OUT OF THERE GOING TO THE CARIBBEAN ISLANDS ESPECIALLY BEING THAT YOU KNOW THAT THE NEIGHBORING CITY TO MELBORNE BEING PALM BAY THE LARGEST CITY IN BREVARD COUNTY HAS A VERY STRONG CARIBBEAN PRESENCE AND YET IT DOESN'T HAVE ANY THING GOING OUT THERE. SO ONE OF THE QUESTIONS THAT WAS ASKED WAS HOW DO YOU GET ON THE BOARD? I DID GET SOME ANSWERS FROM LISA AND THANK YOU FOR GETTING BACK TO ME ON THAT AND ESSENTIALLY IT SEEMS LIKE WE CAN HAVE SOMEONE ON THE BOARD NOT PER SE YOU KNOW AS A CITY BUT BUT SOMEONE CAN BE APPOINTED ON THE BOARD. SO THAT'S ONE OF THE THINGS AND I'LL SEND SOME INFORMATION ON THAT. I SEE MR. FELIX OUT THERE. AND THE SECOND THING THAT WAS ASKED WAS OUR PARKS AND REC DEPARTMENT. THEY TEND TO HAVE SPECIFICALLY JUST FOR BASEBALL AND YOU KNOW FOOTBALL FOR TRIPS GOING OUT TO BASEBALL FOOTBALL GAMES BUT NOT SOCCER GAMES. SO THAT WAS ANOTHER THING. AND SO I'M GETTING ANSWERS BACK FOR THAT BUT I DO KNOW WE DO HAVE A FEW VERY STRONG SOCCER TEAMS HERE IN THE CITY THAT ARE DOING THIS. AND WE DO KIND OF GOT A REGIONAL DRAW HERE FOR
[00:45:03]
SOCCER GAMES HERE. AND OBVIOUSLY YOU KNOW WE HAVE A SOCCER TEAM IN ORLANDO SO THAT'S SOMETHING THAT I'M LOOKING INTO BUT I JUST WANTED TO BRING THAT UP. SO I DID GET SOME ANSWERS FOR THAT. STILL WAITING FOR ANSWERS AS FAR AS GETTING TICKETS TO FUTURE SOCCER GAMES. AND OTHER THAN THAT I ALSO WANTED TO ECHO WHAT DEPUTY MAYOR ANDERSON SAID. MR. WEISS THANK YOU. THANK YOU FOR YOUR SERVICE. WE'RE GOING TO MISS YOU. AND GOD BLESS YOU AND I WISH YOU ALL THE BEST IN YOUR ENDEAVORS. THAT'S IT. DOWN TO COUNCILMAN BAILEY AND THEN YOU MR. MAYOR. WELL I JUST WANT TO REMIND EVERYBODY WE HAVE THE GENTLEMAN IN THE BACK THERE. I'M SURPRISED HE HASN'T COME UP HERE AND SPEAK ALREADY. HE'S BEEN TALKING ABOUT IT PREVIOUSLY. WE HAVE THE COURT KINGS THIS WEEKEND AT BAYSIDE SO I'M KIND OF SURPRISED WE ALL FORGOT THAT. BUT ANYHOW THAT'S THIS WEEKEND AND I'M HOPING FOR A CHANCE OPPORTUNITY OUT THERE. NEXT WEEKEND. I'M SORRY.SATURDAY AFTER NEXT. I APOLOGIZE. I'M GETTING AHEAD OF MYSELF. SO ANYHOW THAT'S COMING UP SOON BEFORE THE NEXT COUNCIL MEETING SO JUST REMINDING EVERYBODY TO GET OUT THERE AND THAT SHOULD BE A FUN TIME HOPEFULLY. I'M LOOKING FORWARD TO GETTING. I THINK MOST OF US WILL BE PLAYING. RIGHT? I AM PLAYING. I'M HOPING TO HAVE THE OPPORTUNITY AND THE OTHER THING THAT I THINK IS GREAT ABOUT IT IS IT'S A CHRISTIAN BASED ORGANIZATION. AND I THINK THAT MISSIONARY WORK IN DIFFERENT FORMS LIKE THAT TRYING TO GET THE MESSAGE IS CERTAINLY A VERY GOOD THING TRYING TO GET TO AS MANY FOLKS AS POSSIBLE. I THINK GOD USES A LOT OF DIFFERENT PEOPLE IN A LOT OF DIFFERENT VENUES TO SPREAD THE GOSPEL AND TO CALL UP HIS PEOPLE AND WE ALL HAVE THAT CHANCE AND SO ANYHOW I'M HAPPY ABOUT THAT PORTION OF IT. ALL RIGHT THANK YOU. KENNY WAS NAMED STARTING CENTER FOR US BY THE WAY. [LAUGHTER] [INAUDIBLE] OKAY. WE'RE READY WHEN THE MAYOR IS. HELLO? YES SIR. YOU'RE ON HERE. HELLO? I'M ON. YOU'RE ON. NOW I'M GOOD.
THEY HAD A LOT OF WIND THERE. OKAY. [LAUGHTER] I JUST WANT TO BID FAREWELL TO OUR CHIEF ROGERS FOR HIS TIME AND DISTINGUISHED HONOR OF BEING OUR CHIEF. SORRY I WASN'T ABLE TO BE THERE TODAY. I'M A LITTLE ON THE I GUESS YOU COULD SAY I CAN'T MOVE AS QUICK AS I WANT TO. I ALSO HEARD ABOUT BARNEY. BARNEY I KIND OF HEAR THAT YOU'RE OUT THERE IN THE AUDIENCE SO I'M GOING TO MISS YOU. YOU ARE A TRUE BLUE PERSON AND I WISH YOU THE BEST IN ALL YOUR ENDEAVORS AND WHAT YOU'RE GETTING READY TO DO IN YOUR LIFE NEXT SO THAT'S ALL THAT I NEED TO SAY ABOUT THOSE TWO INDIVIDUALS. GREAT PERSONS BOTH OF THEM. WHEN IT COMES TO I WANTED TO I GUESS MIDSEASON AS YOU CALL IT. THE SPACE COAST LEAGUE OF CITIES I'M THE MAIN REPRESENTATIVE AND COUNCILMAN JOHNSON IS MY ALTERNATE. SO I WANT TO SWITCH IT AROUND. I WANT HIM TO TAKE THE LEAD ON THE SPACE COAST LEAGUE OF CITY AND I'LL BECOME THE ALTERNATE. I DON'T HAVE A PROBLEM WITH THAT. ANYBODY ON THE COUNCIL? I'M GOOD WITH THAT. COUNCILMAN JOHNSON WILL BE THE REPRESENTATIVE ON THE SPACE COAST LEAGUE AND I'LL BE THE ALTERNATE. AND THAT'S ABOUT ALL THAT I HAVE. WE CAN WALK INTO NEW
[New Business]
BUSINESS. GOT IT SIR. WE CAN WALK INTO NEW BUSINESS. LET'S DO IT. MRS. SMITH. ORDINANCE NO. 2019-27 AN ORDINANCE OF THE CITY OF PALM BAY BREVARD COUNTY FLORIDA AMENDING THE CODE OF ORDINANCES TITLE 3 ADMINISTRATION CHAPTER 37 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT BY REPEALING THE CHAPTER IN ITS ENTIRETY PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH PROVIDING FOR THE DELETION FROM THE CITY OF PALM BAY CODE OF ORDINANCES PROVIDING FOR A SEVERABILITY CLAUSE PROVIDING FOR AN EFFECTIVE DATE OKAY.. THIS ONE IS STAFF SO LISA DID YOU HAVE SOMETHING YOU WANTED TO SAY ON IT? I'M NOT SURE. I KNOW IT'S BEEN PULLED BUT THE ITEM 4 WAS APPROVED SO THAT WAS TO CREATE A GROWTH MANAGEMENT DEPARTMENT IN LINE WITH OUR CURRENT ORGANIZATION. WHY DON'T WE GET SOME PUBLIC COMMENTS ON IT. OPEN THE PUBLIC HEARING BILL BATTIN. ALL RIGHT. BILL BATTIN 586 OCEAN SPRAY STREET SW. EVEN THOUGH THIS WAS CONSENT AGENDA NORMALLY WOULD HAVE JUST BEEN PASSED RIGHT AWAY. BILL BATTIN BEING THE PERSON THAT HE IS HAS A LOT OF HISTORY WHAT'S HAPPENED WITHIN THIS CITY. AND INSTEAD OF PULLING 3 AND 4 TOGETHER I'M JUST GOING TO COMBINE THEM BECAUSE I SEE THEM AS HOW THEY'RE RELATING. ALL RIGHT. I'M GONNA GO BACK IN HISTORY AND WHEN WE HAD THE GROWTH MANAGEMENT DEPARTMENT DAVE WATKINSON. WE HAD THAT DEPARTMENT ALREADY.[00:50:01]
WE DISBANDED IT AND WE SAID WELL WHAT WE NEED DO IS HAVE AN ECONOMIC DEVELOPMENT SIDE. AND SO WE HAD THE ECONOMIC DEVELOPMENT SIDE. WELL THAT WAS WHAT WAS GENERATED. IT'S LIKE A ROTATING CLOCK. WE'RE GOING BACK IN HISTORY. WE JUST KEEP TURNING THE HANDS BACK AND FORTH AROUND. AND SO TO PUT THIS BLUNTLY SAY WEREN'T THEY BOTH DOING THE EXACT SAME FUNCTION? AND SO WHY CHANGE ALL THESE ORDINANCES? WHY MAKE ALL THE DIFFERENT CHANGING THEM AND SAYING WELL NOW YOU'VE GOT A NEW TITLE I GOING TO HAVE TO SPEND THE MONEY FOR MAKING NEW BUSINESS CARDS. WE'RE GOING TO HAVE TO HAVE NEW DIRECTORS BUT INSTEAD OF LOOKING WHAT WAS THE FUNCTION. AND I SAID THIS THEN WHEN WERE GETTING RID OF ALL THESE THINGS. INSTEAD OF HAVING DIFFERENT NAMES AND TITLES OF ALL THESE THINGS WHY DON'T WE HAVE A FUNCTION THAT'S THE OBJECTIVE INSTEAD OF THE NAME OF THE GROUP. AND WE WON'T HAVE TO CHANGE THEM BECAUSE ALL WE'RE DOING 100 PERCENT WE'RE REPEATING HISTORY. I KNOW DAVE WATKINS IS UP THERE LAUGHING AND SAYING BILL I KNOW YOU SAID THIS TEN YEARS AGO MAYBE 15 WHEN IT HAPPENED THEN. SAME FUNCTION DIFFERENT NAME. WHY? ALL RIGHT. I MIGHT GET AN ANSWER WHY WE'RE REORGANIZING TO THE WAY WE WERE BEFORE BUT IT WAS A GOOD PLAN. WHY DID WE CHANGE IT? WE'RE CHANGING IT AGAIN. YES SIR. OK. THANK YOU. THANK YOU MR. BATTIN. LISA. GROWTH MANAGEMENT HAS EXISTED. IT JUST DIDN'T MATCH UP WITH OUR ORDINANCE IN OUR CHARTER SO WE WERE JUST NAMING IT BACK TO GROWTH MANAGEMENT. IT WAS CREATED BY LEE FELDMAN FOR THE LAND DEVELOPMENT PLANNING ZONING DEPARTMENTS SO THAT'S NEVER REALLY GONE AWAY. ECONOMIC DEVELOPMENT WAS CREATED AS IT WAS A DIVISION POSITION UNDERNEATH THAT DEPARTMENT AND PROMOTED TO A DEPARTMENT. SO THAT WAS PROMOTED BY THE DEPARTMENT AND THIS IS REALISTIC. SO THE GROWTH MANAGEMENT DEPARTMENT HAS NOT CHANGED. IF IT DIDN'T MATCH IN '04 OR '06. PATRICK IS THAT RIGHT? 04 OR 06? PREVIOUS CITY MANAGER CREATED A GROWTH MANAGEMENT DEPARTMENT BUT NEVER CHANGED THE. YOU MAY EVEN WANT. PATRICK MURPHY ASSISTANT DIRECTOR GROWTH MANAGEMENT DEPARTMENT. GOOD EVENING MR. CHAIRMAN AND MEMBERS OF THE COUNCIL. I FIGURED I'D COME UP AND SPEAK ON THIS BECAUSE I'VE BEEN IN THIS DEPARTMENT SINCE 2001 SO I WAS HERE WHEN IT WAS CREATED.IN 04 IT WAS CREATED BY OUR FORMER CITY MANAGER LEE FELDMAN AND WHAT WE HAD WAS COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT WAS ONE WHOLE DEPARTMENT. ECONOMIC DEVELOPMENT WAS PART OF THAT DEPARTMENT. HE THEN CREATED THE GROWTH MANAGEMENT DEPARTMENT WHICH BASICALLY IT WAS A HYBRID OF ENGINEERING AND PLANNING. PUT THEM TWO TOGETHER.
ECONOMIC DEVELOPMENT BECAME ITS OWN DEPARTMENT. SO IT WAS SEPARATED OUT.
THAT'S HOW GROWTH MANAGEMENT WAS CREATED. THE PROBLEM WAS HE DID THAT BY CITY MANAGER ACTION AND THEN DIDN'T COME BACK AND TAKE OUT CHAPTER 37 WITHIN THE CODE AND REPLACE IT WITH THE GROWTH MANAGEMENT DEPARTMENT. THAT'S WHAT THIS ORDINANCE IS DOING. WE WEREN'T GOING BACK. WE WERE STAYING WHAT WE'RE DOING RIGHT NOW. WE'VE BEEN GROWTH MANAGEMENT SINCE 2004. WE NOW HAVE A NEW DIRECTOR MR. LAWRENCE BRADLEY HERE. GLAD TO HAVE HIM ON BOARD AND WE'RE MOVING FORWARD AS WE'VE BEEN EXISTING FOR THE LAST 15 YEARS SO. DEPUTY MAYOR IF I MAY I WAS GOING TO ADD AT THE END OF THIS IS THAT WELCOME TO MR. BRADLEY AS WELL FOR TAKING OVER OUR GROWTH MANAGEMENT AS OUR GROWTH MANAGEMENT DIRECTOR HERE. WELCOME ABOARD. WE'RE GOING TO CLOSE THE PUBLIC HEARING AND ASK COUNCIL FOR A MOTION. MAKE A MOTION TO APPROVE ORDINANCE NUMBER 2019-27.
SECOND. MOTION BY COUNCILMAN SANTIAGO SECOND BY COUNCILMAN JOHNSON. ANY FURTHER DISCUSSION COUNCIL? YEAH DEPUTY MAYOR I WOULD I WOULD LIKE TO SAY THIS. I THINK THAT IN THE PAST WE HAD AN ECONOMIC DEVELOPMENT ADMINISTRATOR AS CITY MANAGER MENTIONED. I'VE BEEN ADVOCATE FOR THAT UNDER PREVIOUS MANAGEMENT AND UNDER THE CURRENT MANAGEMENT I STILL BELIEVE THAT WE SHOULD NOT HAVE A SEPARATE DIRECTORSHIP FOR ECONOMIC DEVELOPMENT. THERE ARE CERTAIN POSITIONS THAT WERE PUSHED UNDERNEATH THAT WHEN THAT WAS CREATED IN MY OPINION TO JUSTIFY THE POSITION OF A DIRECTORSHIP AT THAT TIME. HOWEVER A LOT OF THOSE POSITIONS FELL TO THE WAYSIDE SHORTLY THEREAFTER AND A LOT OF FOLKS IN THIS ROOM WERE SITTING HERE WATCHING THAT HAPPEN AS WELL. SO NOW WE KIND OF HAVE THIS DIRECTORSHIP SITTING THERE WHICH IS REALLY MORE APPROPRIATE FOR IT TO BE AN ADMINISTRATIVE POSITION THAT'S HEADED UNDERNEATH GROWTH MANAGEMENT AND THEY SHOULD BE WORKING IN TANDEM TOGETHER TO DO SO. SO I THINK THAT SHOULD BE THE LONG RANGE GOAL. BUT I HAVE NO PROBLEM APPROVING THIS MORE OF A TEXTUAL CHANGE JUST TO MAKE SURE WE GET EVERYTHING IN ORDER. COUNCILMAN JOHNSON. IS THAT SOMETHING COUNCILMAN BAILEY WOULD LIKE TO SPEAK TO STAFF ABOUT OR? I MEAN THAT'S CERTAINLY WHAT I'D LIKE TO SEE GOING FORWARD. AND NOW CERTAINLY THE COUNCIL AND STAFF IS OPEN TO THAT IDEA. I'D DEFINITELY LIKE TO SUPPORT THAT. I JUST WANT TO MAKE SURE I KEEP THAT OUT THERE THAT I THINK THAT POSITION SHOULD ULTIMATELY BE.
THEY SHOULD BE TOGETHER. I DON'T THINK THERE SHOULD BE TWO DIRECTORSHIPS THERE.
THAT DOESN'T REQUIRE US CHANGE THE NAME AGAIN. WE WOULD JUST CHANGE ONE POSITION IN THE POSITION CONTROL PLAN WHICH YOU KNOW THE CITY MANAGER HAS THE AUTHORITY TO INITIATE THAT OR CERTAINLY COUNCIL CAN ASK FOR THAT AND THEN WE APPROVE IT PER CHARTER. SO IF THE COUNCIL IS INTERESTED IN ENTERTAINING THAT I'D CERTAINLY APPRECIATE THAT. WELL MY ONLY THING IS THAT WHEN I LOOK AT ECONOMIC DEVELOPMENT AND GROWTH
[00:55:03]
MANAGEMENT THEY'RE KIND OF TWO DIFFERENT DEPARTMENTS BECAUSE YOU KNOW GROWTH MANAGEMENT FOR ME IT LOOKS MORE AT CITY PLANNING WHEREAS ECONOMIC DEVELOPMENT LOOKS AT BASICALLY THE GROWTH OF THE CITY PER SE WITH DIFFERENT VENUES. SO I KIND OF LOOK AT THAT SEPARATELY. NOW OBVIOUSLY YOU KNOW I'M NOT GOING TO BELABOR THE POINT OVER HERE. I GUESS WHAT I'LL DO IS IF COUNCIL WANTS TO MOVE FORWARD AND TALK ABOUT THIS AT A WORKSHOP OR SOMETHING THEN I CAN ELABORATE ON THAT BUT I'LL SEE WHAT THE REST OF THE COUNCIL WANTS TO DO. OH BOY. WHAT'S THE CONFUSION? NO CONFUSION. BUDGET TIME'S COMING. I THINK THAT'S A CONVERSATION FOR THEM. BUT WHATEVER YOU WANT MR. MAYOR. OR ANYBODY ELSE? ALL RIGHT. WITH THAT WE'LL CALL THE VOTE. ALL THOSE IN FAVOR SAY AYE. AYE. MOTION PASSES 5 0. MOVING ON. MS. MORRELL. THANK YOU DEPUTY MAYOR. ITEM 6 IS THE REDEVELOPMENT INCENTIVE AGREEMENT BETWEEN BAYFRONT COMMUNITY DEVELOPMENT AGENCY AND NORTH SHORE DEVELOPMENT. THIS ITEM WAS PASSED ON AUGUST 30TH BY THE BOARD. BCRA APPROVED 6 TO 1. AND AS IT STATES IN THE AGREEMENT FOR THE AGREEMENT THAT'S ATTACHED TO THE ITEM IT NEEDS TO COME BEFORE THE CITY COUNCIL FOR APPROVAL.THANK YOU MS. MORRELL. WE'LL GO AHEAD AND OPEN THE PUBLIC HEARING AND ASK THE APPLICANT TO COME FORWARD. GOOD EVENING COUNCIL. COLE OLIVER ROSSWAY SWAN HERE REPRESENTING NORTH SHORE DEVELOPMENT. MY CLIENT IS HERE. SEE IF YOU GUYS HAVE ANY QUESTIONS. JUST WANTED TO REITERATE THAT THIS WAS PREVIOUSLY APPROVED AT THE BCRA LEVEL IN MAY.
WE CAME BACK BEFORE THE BOARD IN AUGUST AND REDUCED THE LEVEL OF THE TIF COMING BACK AT THAT MEETING AND ALSO FROM THE PODIUM AT THAT MEETING WE TALKED ABOUT SUCH SECTION 6 WHICH BIFURCATED THE COMPLETION DATES. IT ACTUALLY ACCELERATED THE COMPLETION DATE OF THE APARTMENT TO MARCH 2020 I BELIEVE AND PUSHED THE COMMERCIAL BACK A LITTLE BIT LATER. THE REASONING BEHIND THAT WAS I'M WORKING WITH OUTSIDE COUNSEL. THE AGREEMENT DIDN'T GET ON THE AGENDA IN TIME SO WE BROUGHT UP IN THE PODIUM AND DISCUSSED IT AND IT WAS APPROVED AT THE BCRA LEVEL AND THE PURPOSE OF WHY THE COMMERCIAL IS BACK A LITTLE BIT IS UPON THE COMPLETION OF THE APARTMENTS IT DRAWS A HIGHER CLASS OF COMMERCIAL TENANT IF THEY SEE THAT THE COMMERCIAL IS THERE. SO YOU KNOW THE CLIENT BELIEVES THAT IT'S GOING TO DRAW A BETTER TENANT FOR THE AREA. OTHERWISE YOU KNOW WE'RE HERE ASKING FOR THE RATIFICATION OF THE AGREEMENT AS PRESENTED IN AUGUST AND WE'RE HERE IF YOU GUYS HAVE ANY QUESTIONS. YES SIR.
ANYBODY ELSE IN THE AUDIENCE HERE TO SPEAK FOR AGAINST? BILL BATTIN. BILL BATTIN 586 OCEAN SPRAY STREET SW. FIRST I'VE BEEN DRIVING BY YOUR DEVELOPMENT. MAKING GREAT HEADWAY. I'M HAPPY TO SEE THAT BUT BILL BATTIN BEING THE WAY HE IS TIGHT WITH HIS DOLLAR. WHY IS THE CITY PAYING TAXES FOR ANY DEVELOPER? IF I GO AGAINST THAT I'D SAY WELL IT'S GOING TO HELP US IN THE LONG RUN RIGHT? BUT IN THE FUTURE I'M SAYING BECAUSE THIS IS FOR THIS YEAR. IF I READ THE PACKET CORRECTLY THAT WAS FOR THIS YEAR TO GET US THROUGH BUT NEXT YEAR WHEN ALL THE BUILDING IS COMPLETE AND ALL OF THE CONSTRUCTION IS COMPLETED WILL THE TAX DOLLAR GENERATED IN THIS NEW TAXING DISTRICT ONLY STAY IN THIS TAXING DISTRICT OR IS IT COMING TO THE GENERAL REVENUE FUND TO COME BACK TO THE CITIZENS AND RESIDENTS? OTHERWISE I BETTER NOT BE PAYING ONE NICKEL TO PAY THEIR TAXES. WHEN YOU'RE TAKING THE FUNDS THAT ARE COMING OUT OF THE B.C. R.A THAT IS MY TAX DOLLAR SO I SHOULD NOT BE PAYING ANYTHING IF I'M NOT GOING TO BE THE ONE BENEFITING IN THE LONG RUN. AND I DON'T MEAN ME PERSONALLY I MEAN THE REST OF THE CITY OUT OF THE. WHERE'S MY MAP OF THE BUSINESS DISTRICT? WHICH CAME OFF THE [INAUDIBLE] TONIGHT WHICH I DIDN'T GET TO TALK ABOUT COMING OUT OF THE BUSINESS DISTRICT BECAUSE NOW YOU'VE COMBINED IT TO THE BCRA AND THE BUSINESS DISTRICT WHICH MADE IT EVEN A BIGGER AREA EXCLUDING 90 PERCENT OF THE REST OF PALM BAY. SO THAT'S WHERE MY CONCERN LIES. MAKE ME FEEL GOOD. I LIKE WHAT THEY'RE DOING. IT'S A GREAT OPPORTUNITY FOR THE CITY BUT I WANT IT TO BE FOR THE CITY AND NOT JUST FOR THE BUSINESS DISTRICT. WE'VE SUFFERED FOR MANY MANY YEARS WHILE OTHER PEOPLE WERE REAPING THE BENEFIT. SO WITH THAT BEING SAID GOOD LUCK ON YOUR DEVELOPMENT AND GOOD LUCK ON KEEPING YOUR TAXES GOING THROUGHOUT THE ENTIRE CITY AND
[01:00:02]
NOT JUST IN ONE NEIGHBORHOOD. THANK YOU. THANK YOU MR. BATTIN. ANYONE ELSE? IF NOT I'LL BRING IT BACK TO COUNCIL CLOSE THE PUBLIC HEARING AND ASK COUNCIL FOR A MOTION. I MAKE A MOTION TO APPROVE THE CONSIDERATION OF A REDEVELOPMENT INCENTIVE AGREEMENT BETWEEN THE BAYFRONT COMMUNITY REDEVELOPMENT AGENCY AND NORTH SHORE DEVELOPMENT LLC.I'M GOING TO SECOND THE DISCUSSION. OKAY. YEAH. MOTION BY COUNCILMAN SANTIAGO SECOND BY COUNCILMAN BAILEY AND COUNCILMAN SANTIAGO. LET ME FIRST SAY BECAUSE YOU MENTIONED THE BUSINESS IMPROVEMENT DISTRICT. THIS IS NOT IN THE BUSINESS IMPROVEMENT DISTRICT AND THE BUSINESS IMPROVEMENT DISTRICT HAS NOT BEEN EXTENDED OUT TO THE CRA. SO THIS IS THE CRA. UNLIKE THE CRA OR I SHOULD SAY UNLIKE THE BUSINESS IMPROVEMENT DISTRICT WHATEVER IS DONE IN THE CRA STAYS IN THE CRA. THE BUSINESS IMPROVEMENT DISTRICT IS DIFFERENT. IT'S MORE FLEXIBLE. WE'RE ABLE TO DO EXACTLY WHAT YOU SAID AND THAT IS TO SAY OKAY YOU KNOW WE MADE SO MUCH MONEY WE CAN GO AHEAD AND PULL BACK SOME OF THOSE REVENUE TO THE GENERAL FUND. THAT'S THE DIFFERENCE BETWEEN BUSINESS IMPROVEMENT DISTRICT AND THE CRA.
WITH THAT BEING SAID I UNDERSTAND THE SENTIMENT AND I SAW A LITTLE BIT OF WHAT WAS OUT THERE. I MEAN I'VE BEEN VERY VERY BUSY SO I HAVEN'T REALLY BEEN ON SOCIAL MEDIA AS MUCH AS I USED TO BE BUT I DID GET A LITTLE BIT GET TO SEE A LITTLE BIT WHAT WAS OUT THERE. AND I DO UNDERSTAND THE SENTIMENT OF SOME FOLKS OUT THERE AND YOU KNOW WHAT I WILL SAY THIS IS A VERY NICE. I MAY PUT IT THIS WAY A VERY NICE SHOT IN THE ARM THAT THIS CITY NEEDED ESPECIALLY THAT AREA OVER THERE NEEDED FOR A VERY LONG TIME. AND ANYONE WHO'S BEEN IN THE CITY FOR THE BETTER PART OF YOU KNOW A DECADE OR MORE OR MORE THAN A COUPLE OF DECADES HAVE SEEN THAT AREA OVER THERE HASN'T REALLY GAIN ANY TRACTION FOR A VERY LONG TIME.
TO SEE SOMETHING OF THAT CALIBER NOW COMING TO THIS CITY IS GREAT. IT'S A GREAT MOVE FORWARD. SO I'M REALLY APPRECIATIVE OF THAT MOVING FORWARD. I HOPE THAT WE WOULD MOVE FORWARD WITH THIS AND SHOW OUR BUSINESS PARTNERS THAT WE'RE YOU KNOW WILLING TO DO BUSINESS AND THAT'S WHAT I HAVE TO SAY FOR NOW. THANK YOU. COUNCILMAN BAILEY.WE'RE THAT CLOSE. COUNCILMAN BAILEY. THANK YOU DEPUTY MAYOR. WELL I WANTED TO BRING ATTENTION. I WANT TO KEEP IT SIMPLE YOU KNOW. I HAVE A LOT OF COMMENTS ON THIS AND I THINK THAT I DON'T WANT BELABOR A LOT OF POINTS BUT I DO WANT TO MAKE TWO OF THEM. ONE IS THAT WHEN I MADE THE VERY ORIGINAL ONE BACK IN MAY OF LAST YEAR AND THAT'S THE FACT THAT TYPICALLY WHENEVER THE CITY OR ANY OTHER BOARD ORGANIZATION GIVES OUT AN INCENTIVE PACKAGE OR SOMEBODY MAKES A DEAL WITH ANOTHER PARTY THEY WANT TO MAKE SURE THAT THEIR SIDE OF IT SHOULD HAVE SUFFICIENT PROTECTIONS AND THEN ENSURE THAT YOU'RE GETTING WHAT YOU'RE BEING PROMISED. AND I BELIEVE THAT WE'VE SEEN A LOT OF WORK GOING ON AND I THINK THERE'S GOING TO BE A GREAT PROJECT. THAT'S NOT THE ISSUE. THE ISSUE IS THOUGH THAT A FEW YEARS FROM NOW OR FIVE YEARS FROM NOW OR EVEN 10 YEARS FROM NOW WITH THE WAY THIS CONTRACT IS WRITTEN WHERE IS OUR ASSURANCES THAT WE GET EVERYTHING WE SAY WE'RE GETTING WHICH IS NO. THERE'S TWO DEBATES HERE. ONE IS: SHOULD WE BE SUBSIDIZING HOUSING? AND THAT'S ONE THAT WE CAN AGREE OR DISAGREE ON. SHOULD WE BE SUBSIDIZING HOUSING BECAUSE PRIMARILY THAT'S WHAT THIS IS. THERE'S ABOUT 47 MILLION IN LUXURY APARTMENTS BUT THERE'S NOTHING TO DEFINE WHAT LUXURY IS IN THERE.
THERE'S NOTHING TO DEFINE WHAT WE'RE GOING TO GET IN THAT REGARD. AND THERE'S ABOUT $7 MILLION OF COMMERCIAL. THERE'S 101 JOBS THAT ARE SAID BUT THOSE ARE NOT GUARANTEED. WE DON'T KNOW WHAT TYPE OF JOBS ARE GOING TO BE EXACTLY. WE KNOW THEY'RE AN ENTERTAINMENT TYPE OF BAR OR RESTAURANT ENTERTAINMENT TYPE OF COMMERCIAL. BUT WE DON'T KNOW EXACTLY. WE'RE NEVER GONNA GET FIVE COMMERCIAL PARCELS. WE DON'T KNOW THE SQUARE FOOTAGE. THERE'S A LOT OF THINGS IN THIS CONTRACT THAT WE DID NOT GET. I THINK THE PREVIOUS STAFF DID NOT DO A GOOD JOB NEGOTIATING IT AND NOW WE PUT OUR CURRENT STAFF IN AN AWKWARD POSITION OF COMING IN AT THIS POINT I BELIEVE BECAUSE I'VE ASKED A LOT OF TOUGH QUESTIONS ASKED FOR A LOT OF RESEARCH THAT I FEEL THAT PREVIOUS STAFF KNOW. EVERYBODY THAT WAS INVOLVED IN THIS MINUS ONE PERSON IS NOT HERE ANYMORE. MINUS MR. ANDERSON HERE IS OBVIOUSLY STILL THE DEPUTY CITY MANAGER. HE WAS ECONOMIC DEVELOPMENT DIRECTOR. SO I MEAN SO EVERYBODY ELSE IS GONE. SO WE'RE KIND OF LEFT HANGING HERE. I THINK WE HAVE TO HAVE PROTECTIONS FOR THE CITY. IT'S NOTHING AGAINST THE OTHER PARTNER. AND I THINK THAT NOW WE HAVE REPRESENTATIVES HERE FROM THE DEVELOPER. I'M PRETTY SURE THAT THEIR CLIENT WOULD EXPECT THE SAME THING FROM THEIR REPRESENTATIVES. THAT'S WHAT I THINK WE SHOULD BE ASKING FROM OUR PEOPLE. THE SECOND THING IS FROM WORDS FROM STAFF. SO I THINK WE NEED TO TAKE THIS BACK HAVE STAFF RENEGOTIATE AND MAKE SURE WE HAVE EVERYTHING. IF YOU BELIEVE THIS IS WHY YOU'RE DOING IT. IT'S FOR LUXURY APARTMENTS AND WHATEVER ELSE PUT IT IN THE CONTRACT. THE SECOND THING IS WE HAD A COUNTY RESOLUTION THAT CAME BEFORE THE COUNTY COMMISSION ABOUT
[01:05:07]
TWO OR THREE MEETINGS AGO. I CAN'T RECALL EXACTLY WHEN IT WAS BUT IT WAS FAIRLY RECENT AND THE RESOLUTION WAS TO PUT A MORATORIUM ON CERTAIN ACTIONS. NOW THAT MORATORIUM WAS KIND OF SAID FRIENDLY PUT ASIDE. THE COUNTY SAID THEY DIDN'T WANT TO KIND OF GET ADVERSARIAL WITH US BUT THEY DID WANT TO MAKE SURE TO MAKE A POINT THAT THEY EXPECT US TO ENTER INTO AN AGREEMENT BECAUSE THIS IS NOT JUST CITY MONEY. THIS IS ALSO COUNTY MONEY. ALL THE MONEY THAT GO INTO THIS DISTRICT COME FROM THE COUNTY AND CITY GENERAL FUNDS. THAT'S THE WAY THE AGREEMENT IS SET UP. THE COUNTY WAS EXPECTING US TO SIGN IT IN OUR LOCAL AGREEMENT REGARDING THE CRA PRIOR TO US BORROWING MONEY IN OTHER WORDS A BOND OR OBLIGATING FUTURE FUNDS. THIS IS AN OBLIGATION OF FUTURE FUNDS OUTSIDE THIS TAX YEAR. I THINK IT'D BE PRUDENT FOR US IN GOOD FAITH BECAUSE THEY COUNTY GAVE US GOOD FAITH THAT WE DO THE SAME THING AND WE WAIT TO APPROVE ANYTHING OF THIS NATURE UNTIL WE'VE ACTUALLY SIGNED THAT INTERLOCAL AGREEMENT WITH THE COUNTY. AND I HAVE HAD CONTACT WITH THE COUNTY TO SUBSTANTIATE MY FEELINGS ON THAT. COUNCILMAN JOHNSON DID YOU HAVE ANYTHING YOU WANTED TO SAY OR ARE WE GOOD? DOES THE COUNTY HAVE ANY INFORMATION THAT IT MIGHT PROVIDE FOR THE REST OF US IN REGARDS TO THAT OR? [INAUDIBLE] TALKING. DID THE COUNTY HAVE ANY INFORMATION FOR THE REST OF COUNCIL REGARDING THAT OR? I THINK THAT WE NEED TO HAVE FURTHER CONVERSATIONS AND ALLOW THEM TIME TO TALK. I DID TALK TO THE COMMISSIONER WHO BROUGHT THIS PARTICULAR ITEM UP TO THEIR BOARD. KEEP IN MIND ONE OTHER POINT OF CONFLICT IS THAT ONE OF THE REASONS WHY THEY DID NOT WANT TO PASS THIS ON THE CITY PALM BAY WAS BECAUSE THEY WERE UNDER THE IMPRESSION ERRONEOUSLY SO FROM ONE OF THE OTHER BOARD MEMBERS THAT WE WERE GOING TO SHUTTER THIS BCRA THIS YEAR BY THE END OF 2019. I'VE BEEN REINFORCED FROM STAFF THAT IS NOT IN THE PLANS AND I'VE NEVER HEARD THAT FROM COUNCIL SO I DON'T KNOW WHY THE STAFF WOULD BE PLANNING THAT EITHER. SO OBVIOUSLY THERE'S BEEN SOME MISCOMMUNICATION BETWEEN BOTH PARTIES. I THINK THAT IT'D BE PRUDENT TO ALLOW THEM A CHANCE TO CONSIDER IT AND COME BACK. SO ANYHOW THAT'S ALL BEEN VERY RECENT BUT I THINK THAT YEAH YOU SHOULD GET INFORMATION FROM THE COUNTY. OKAY. BECAUSE MY MAIN CONCERN IS THERE WAS AGREEMENTS AND PROMISES AND MISCOMMUNICATION AS YOU SAID MADE. BUT I THINK IT WOULD BE A BAD LOOK TO PULL THE RUG FROM UNDERNEATH THE DEVELOPER WHEN THEY'VE ALREADY STARTED. AND SOME OF IT'S IN GOOD FAITH. YOU COULD SAY GOOD FAITH. [INAUDIBLE] YOU COULD SAY SOME OF IT WAS IN GOOD FAITH. SOME WAS YOU KNOW NEGLIGENCE. BUT I JUST WANT TO MAKE SURE THAT YOU KNOW THEY ARE THE CATALYSTS IN THIS. I HAD THE PLEASURE OF TOURING THE LOCATION AND ALSO SEEING AND SPEAKING TO THEM WHICH THEY COULD SPEAK ON THEIR OWN BEHALF OF SOME OF THE OTHER DEVELOPERS WHICH ARE COMMERCIAL THAT ARE LOOKING TO COME TO THAT AREA WHICH HAS BEEN DORMANT SINCE BEFORE ANY OF US WERE AROUND. SO WE DO NEED TO ENGAGE THIS CAREFULLY. YEAH I THINK WE SHOULD MOVE FORWARD WITH IT. BUT I UNDERSTAND COUNCILMAN BAILEY'S CONCERNS. BUT THE LAST THING WE WANT TO LOOK LIKE IS THAT WE'RE NOT PRO-BUSINESS AND WE'RE NOT PRO GROWTH BUT WE DO WANT TO GROW RESPONSIBLY. SO I UNDERSTAND BOTH SIDES OF WHERE COUNCILMAN SANTIAGO AND COUNCILMAN BAILEY'S COMING FROM BUT WE WANT TO MAKE SURE. EVERYBODY'S EYES ARE WATCHING, THE CITIZENS' EYES AND OTHER DEVELOPERS LOOKING LIKE OKAY IS PALM BAY OPEN TO GROWTH? SO WE WANT TO MAKE SURE WE SHOW THEM THAT WE'RE OPEN TO GROWTH SO WE CAN ALLEVIATE SOME OF THE PRESSURE ON OUR RESIDENTS AND PUT IT ON THE COMMERCIAL AND PUT IT ON THE DEVELOPER. SO THAT'S REALLY MY TAKE ON IT. I'D LIKE TO HEAR WHAT THE REST OF COUNCIL FEELS. I'LL GO REAL QUICK AND THEN I'LL LET THE MAYOR HAVE IT. I KNOW HE WANTS TO SAY SOMETHING. I JUST WANTED TO TALK ABOUT SOME OF THE FACTS OF THIS PROJECT. THIS PROJECT IS A $45.2 MILLION PHASE ONE PROJECT. $7.7 MILLION PROJECT. THE INCENTIVE FOR THIS PROJECT IS $2.72 MILLION. THIS IS A $45.2 MILLION PROJECT WITH THE COMMERCIAL SIDE BEING 7.7 MILLION. THE INCENTIVE PACKAGE IS $2.72 MILLION. THE CITY OF PALM BAY STANDS TO GAIN ABOUT $42 MILLION WORTH OF COMMERCIAL PROPERTY OUT THERE NON HOMESTEADED PROPERTY. SO I THINK THE BENCHMARK HAS BEEN SET. THIS IS NOT A PAPER PROJECT. IF YOU DRIVE ON ROBERT J CONLAN YOU KNOW THIS IS NOT A PAPER PROJECT. THESE GUYS ARE OUT THERE BUILDING EVERY SINGLE DAY. I DROVE BY TWO WEEKS AGO AND THERE WAS NO STICK FRAMING GOING ON. I DROVE BY THERE LAST WEEKEND THEY HAD THE FIRST FLOOR OF THE BUILDING TO THE NORTH SIDE COMPLETE. I WENT ON A TOUR THE OTHER DAY. THEY ARE WORKING ON THE FIRST FLOOR OF THE SECOND BUILDING AND THEN GOING BACK TO THE FIRST BUILDING TO DO THE SECOND FLOOR. THIS IS NOT A CONCEPT FOR THESE GUYS. THEY HAVE INVESTED A TON OF MONEY IN HERE. THERE IS WAY MORE THAN $2.72 MILLION WORTH OF WORK ALREADY HAPPENED OUT THERE. THE BCRA IS NOT LOSING IN HERE. WE ARE GAINING. WE ARE GAINING AS A CITY. NOT ONLY ARE WE GAINING AS A CITY BUT WE ARE[01:10:04]
GAINING IN A PARTNER THAT WE WANT TO WORK WITH. THIS IS SOMEBODY THAT IS COMING NOT ONLY DECIDED TO DEVELOP IN THIS CITY BUT THEY HAVE GONE ABOVE AND BEYOND. IF YOU HAVE A CHANCE TO GO OUT THERE AND CHECK THEIR BOLD & GOLD STORMWATER TREATMENT FILTRATION SYSTEM. THIS ALONE IS ABOUT A $500,000 ADDITION THAT THEY DIDN'T HAVE TO PUT IN. THEY PUT IN BECAUSE THEY'RE ON THE LAGOON AND THEY CARE ABOUT THE STORMWATER THAT THEY'RE PUTTING BACK INTO THE SYSTEM. SO $2.72 MILLION OVER 5 YEARS. THIS DOESN'T ACCOUNT FOR DISPOSABLE INCOME THAT WILL COME FROM ABOUT 300 PEOPLE. THAT'S JUST THAT THEY WERE 300 SINGLE PEOPLE RENTING APARTMENTS. THAT'S NOBODY WITH KIDS NOBODY WITH SPOUSES NOBODY DRIVING CARS JUST REGULAR PEOPLE EATING NOTHING. SO WHEN YOU ADD ON THE DISPOSABLE INCOME AND EVERYTHING ELSE THAT COMES WITH THIS PROJECT IT WOULD BE ABSURD OF ME NOT TO WANT TO GRANT THIS. THAT'S ALL I HAD. MR. MAYOR DID YOU WANT TO SAY SOMETHING REAL QUICK? OKAY. I'M GOING TO GO OFF OF YOU IN REGARDS TO THE ABSURD PART BECAUSE THE TRAIN HAS LEFT THE STATION WITH NORTH SHORE.THERE WERE SOME MISCUES BECAUSE A CERTAIN STAFF MEMBER OF WHY THIS IS COMING TO US NOW. IN GOOD FAITH THIS DEVELOPER CAME TO OUR CITY TO INVEST MONEY AND THEY DID. FOR US TO SIT HERE NOW AND NICKEL AND DIME THEM I THINK IT'S A LITTLE SHAMEFUL BECAUSE UNDERSTAND THEY TOOK A RISK. THEY TOOK A RISK ON AN UNKNOWN CITY AND WE'RE TAKING A RISK ON WHATEVER YOU WANT TO CALL IT. TAX ABATEMENT OKAY. BUT THAT'S A PART OF DEVELOPMENT AND THAT'S A PART OF GOOD FAITH AND THAT'S WHY IN THE PAST PALM BAY HAS ALWAYS HAD THE REPUTATION OF BEING ANTI GROWTH OR ANTI BUSINESS. YOU'RE EITHER GOING TO BE FOR BUSINESS AND FOR GROWTH OR YOU ARE GOING TO BE ANTI. IF YOU'RE GOING TO NICK AND DIME A DEVELOPER THAT'S GOING TO BRING OVER A $45 MILLION PROJECT AND THEN A SECOND PHASE TO THAT PROJECT AND THEN OTHER DEVELOPERS THAT RIGHT NOW ARE LOOKING AT PALM BAY IN THAT PARTICULAR AREA TO COME IN BECAUSE OF WHAT NORTH SHORE IS DOING. SO I REALLY WANT TO UNDERSTAND OKAY WHERE ARE THE DO AND THE DON'TS. THAT'S WHERE THE NICKEL AND DIME COME. I MEAN I'M VOTING FOR THIS. SO THAT'S WHERE I STAND WITH THIS ONE. THAT'S JUST WHY SOMETIMES TO ME IT'S KIND OF LIKE I'M NOT HERE OR THERE.
I DON'T UNDERSTAND IT. I DON'T UNDERSTAND THE NICKEL AND DIMING. BUT LIKE OKAY I'LL LIVE WITH THAT YOU KNOW. AND WHEN YOU CALL IT MY VOTE IS GONNA BE FOR IT. SO THAT'S IT. THAT'S ALL I HAVE. ANYBODY ELSE? ANYTHING TO ADD OR I'M GONNA CALL IT. YEAH. THANK YOU DEPUTY MAYOR. I JUST WANT TO RESPOND. THIS RIGHT HERE AND I JUST WANT TO CORRECT. I APOLOGIZE MS. MORRELL. THE VOTE WAS 5 TO 2 NOT 6 TO 1. THIS WAS A 5 TO 2 APPROVAL. AND I PROUDLY VOTED NO BECAUSE IT IS ABSURD FOR A BEDROOM COMMUNITY TO INCENTIVIZE MORE RESIDENTS. THAT IS NOT THE RIGHT PATH. WE NEED TO GO FOR IT. IT HAS NOTHING TO DO WITH PRO-BUSINESS OR ANTI BUSINESS OR ANYTHING OF THAT NATURE. AND TO SPEAK TO SOME OF WHAT THE MAYOR WAS JUST SAYING BECAUSE THE PAST FROM EVERYTHING THAT I'VE EVER BEEN TOLD AND I'VE LISTENED TO A LOT OF PEOPLE HAS MORE TO DO WITH ZONING AND WHAT WE DID AND DID NOT WANT TO APPROVE IN THOSE REGARDS. IT HAS NOTHING TO DO WITH WHAT THE CITY WANTS TO USE THE TAXPAYER DOLLARS FOR. THIS IS NOT AN APPROPRIATE THING FOR THE TAXPAYERS TO USE OUR MONIES FOR. WE SHOULD BE LOOKING AT JOBS.
NOW IF YOU LOOK AT OTHER PROJECTS THAT HAVE HAPPENED IN THE CRA ALREADY THAT ARE SIGNIFICANT. LOOK AT THE RIVERSIDE LUXURY RESORT THERE FOR THE SENIORS. THAT PROVIDES PLENTY OF TAX REVENUES OVER $30 MILLION PROJECT THERE WITHOUT ANY INCENTIVES AND IT PROVIDES JOBS, DECENT JOBS. WE KNEW WHAT WE WERE GETTING. WE KNEW WHAT WE WERE GETTING BUT WE STILL HAD TO GIVE INCENTIVES. WE ALSO HAD THE RAYTHEON PROJECT STARTED BEFORE ALL THIS. RAYTHEON BROUGHT IN 250 JOBS ALREADY AND LOOKING TO EXPAND IN OTHER PLACES IN THAT AREA. NOTHING. THERE WAS NO TALK ABOUT INCENTIVES. IT JUST CAME. THAT AREA WAS ALREADY PRIMED TO EVENTUALLY AS OTHER AREAS WERE BOUGHT OUT IN OTHER AREAS THAT WOULD BE SIMILAR NATURE CAME OFF THE MARKET WITH THE PRICES GOING UP SO MUCH IT WAS BOUND TO DEVELOP. WE CAN'T SIT AND PAT OURSELVES ON THE BACK AND SAY WHAT GREAT PEOPLE WE ARE AS POLITICIANS. WE DIDN'T DO ANY OF THIS. QUITE FRANKLY IT'S THE INVESTORS THAT ARE CERTAINLY THE ONE'S THAT ARE RISKING IT. WHAT I'M SAYING IS THAT WE'RE NOT INVESTORS. THAT'S NOT OUR JOB TO BE VENTURE CAPITALISTS. OUR JOB IS TO PROTECT THE TAXPAYER. AND ANY TIME THAT YOU ENTER INTO AN AGREEMENT. IT DOESN'T MATTER IF IT'S NOW OR IF IT WAS IN MAY. I SAID THE SAME THING IN MAY AND I RECALL COUNCILMAN SANTIAGO REMOVING HIS MOTION. YOU CAN GO BACK AND LOOK AT THE MINUTES. HE REMOVED HIS MOTION. WE HAD DISCUSSION THEN ALL OF A SUDDEN THE IDEA OF HAVING ANY TYPE OF PERFORMANCE BENCHMARK WAS JUST WIPED AWAY JUST BASED ON VERBAL AGREEMENT AND THAT'S JUST NOT HOW YOU DO BUSINESS. YOU PUT IT IN WRITING. SO ANYHOW WITH ALL THAT SAID THE ABSURDITY IS THAT WE'RE MOVING FORWARD
[01:15:02]
WITH THIS. WE'VE HAD PLENTY OF OTHER PROJECTS TO MOVE FORWARD. IT ACTUALLY CREATE HIGH LEVEL JOBS WITH AND IF WE HAVE GIVEN OUT INCENTIVES BEFORE OR AT LEAST APPROVED THEM BUT WE NEVER HAD TO PAY THEM. THE REASON WE NEVER PAY THEM IS BECAUSE THEY DIDN'T MEET WHAT THEY WERE SUPPOSED TO IN ORDER TO GET THEM AND THAT INCLUDED THE PREVIOUS TENANT WHERE RAYTHEON IS OAKRIDGE GLOBAL. AND THAT'S ALL I'M ASKING FOR IS THE BASIC CHECKS AND BALANCES. THAT'S ALL I'M ASKING FOR. I JUST HAD ONE LAST COMMENT THAT THAT LAND HAS BEEN VACANT SINCE THE BEGINNING OF THE BCRA AND IT WOULD STILL BE VACANT NOW IF I DON'T THINK WE ADDED THIS INCENTIVE PACKAGE TO ENTICE THIS BUILDER TO BUILD THERE. THOSE ARE OPINIONS. THOSE ARE OPPOSING OPINIONS FROM DIFFERENT COUNCIL MEMBERS. THE FACT IS THAT WE WOULDN'T DEVELOP THERE. SO WITH THAT WE'LL JUST CALL IT.SECOND. SECOND. DEPUTY MAYOR. I THINK WE NEED TO CALL IT BECAUSE WE'RE GOING TO GO BACK AND FORTH ON IT. ALL RIGHT. WITH THAT ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. NAY. MOTION PASSES 4 1. OKAY. MOVING ON. NO. 7 MS. MORRELL. YES SIR.
THIS IS A CONSIDERATION OF STATE HOUSING INITIATIVES DOWN PAYMENT ASSISTANCE AND SINGLE FAM REHABS THAT I THINK THE ITEM WAS PULLED BY THE PUBLIC. BILL BATTIN. BILL BATTIN 586 OCEAN SPRAY STREET SW. I'M GONNA GO A LITTLE BIT OFF SCRIPT HERE AND THANK THESE GENTLEMEN OVER HERE BECAUSE THEY ARE INVESTING AND I HOPE I DIDN'T GIVE THEM THE IMPRESSION THAT I DON'T SEE WHAT A GREAT THING THIS IS GOING TO BE FOR THE CITY. I DO SEE THAT. YOU'VE BEEN SEEING ME COME AND TALK OFTEN ENOUGH TO KNOW THAT I DO SEE IT'S A GOOD THING BUT I'M JUST FIGHTING FOR THE INDIVIDUAL TAXPAYER. ON NEW BUSINESS NO. 7 SINCE IT REVOLVES AROUND MONEY ARE THESE GOING TO BE LOANS OR ARE THEY NON REIMBURSABLE GRANTS? THAT'S WHAT MY CONCERN IS. AND THE REASON I'M SAYING THAT IS I'M GOING TO GO BACK AND REWIND SOME OF THE TAPES. FOR THOSE WHO DON'T KNOW WHAT TAPES ARE I'M GOING TO REWIND MY DVR AND GO BACK TO HOMES FOR WARRIORS WHERE THE CITY INVESTED MONEY INTO THIS CHARITABLE NEED AND THEN THEY SOLD THEIR HOMES AND THE CITY WAS OUT. SO THAT'S WHY I'M SAYING ARE THESE GRANTS TO THE INDIVIDUAL THAT BENEFITS THEM TO HELP THEM PROCEED AHEAD OR IS IT JUST HEY YOU CAN BUY A HOUSE NOW. WE'RE GONNA PAY YOUR DOWN PAYMENT. IN SIX MONTHS YOU SELL IT AND EVERYBODY'S HAPPY EXCEPT FOR THE TAXPAYER. THAT'S WHY I WANT TO KNOW. IS IT A GRANT OR IS IT REFUNDABLE FUNDS BACK AFTER THEY QUALIFY? THANK YOU MUCH.
THANK YOU BILL. MS. MORRELL I THINK STAFF IS CONFERRING WITH FINANCE ON THE QUESTION SO. CDBG ADMINISTRATOR IS OUT OF THE AREA SO I APOLOGIZE FOR THE DELAY. YOU CAN EMAIL ME THE ANSWER.
HAVE THAT WE WANT TO SPEND NOW FOR A DOWN PAYMENT ASSISTANCE PROGRAM AND HOUSING REHAB PROGRAM. AND THOSE ARE LOANS GIVEN OUT TO PEOPLE THAT MEET THE LOW INCOME INITIATIVES. AND THIS IS A LOAN THAT IS ONLY PAID BACK IF THE PEOPLE MOVE FROM THEIR HOME AFTER A CERTAIN PERIOD OF TIME. THERE IS A TIMELINESS ON THE LOAN. IF YOU'RE IN THERE FOR I THINK IT'S EITHER FIVE OR MAYBE EVEN 10 YEARS. IF YOU MOVE OR SELL YOUR HOME WITHIN THAT PERIOD YOU HAVE TO PAY THE MONEY BACK. IF YOU DON'T THAT MONEY GOES TO THAT PERSON. SO WE HAVE RECEIVED A LITTLE OVER ABOUT $430,000 BACK FROM SHIP SO RETURNED MONEY TO US. AND THEN ANOTHER $400,000 THROUGH NSP MONEY. AND SO THE COMBINATION OF THAT MONEY RATHER THAN WAITING TO THE NEXT BUDGET AMENDMENT CYCLE WHICH IS MID-JUNE WE'D LIKE TO START DISPENSING THOSE FUNDS NOW. WHEN SHIP GIVES YOU MONEY THEY DON'T WANT YOU TO SIT ON IT. YOU WANT TO SHOW THAT YOU'RE ACTUALLY SPENDING THAT MONEY. SO WE HAVE A LOT OF PEOPLE ON A WAITING LIST THAT ARE WAITING FOR THIS ASSISTANCE. WE WANT TO GET TO ACTUALLY GIVING THAT TO OUR COMMUNITY WHICH IS IN NEED. THANK YOU PATRICK. QUESTION. WOULD THIS MIGHT BE SOMETHING OR WE MIGHT ALREADY DO IT OR I MIGHT JUST BE IGNORANT TO IT SOMETHING WE CAN ADVERTISE ON THE CITY WEBSITE AND WE CAN KIND OF PUSH FOR THOSE THAT MAY NOT BE AWARE? SURE. DO WE ALREADY DO IT? I'LL CHECK THE ADA COMPLIANCE FEATURES OF THAT PAGE FIRST. BUT I CERTAINLY DO. I THINK THAT THERE
[01:20:02]
IS. WE DO PUSH OUT SOMETHING BUT I'M NOT.YEAH. YEAH. THANK YOU. I'LL REVIEW IT. DEPUTY MAYOR IF I CAN REAL QUICK. DO YOU KNOW WHAT THE NUMBERS ARE FOR THE NUMBER OF APPLICATIONS PENDING APPLICATIONS THAT ARE ACTUALLY APPROVED? SO FOR DOWNPAYMENT ASSISTANCE WE HAVE 36 HOUSEHOLDS ON THE WAITING LIST AND FOR REHABILITATION 32. NOW THAT'S ON THE WAITING LIST. I ASSUME NOBODY PULLS. DO THEY HAVE TO RENEW THAT ANNUALLY OR IS THERE A CERTAIN POINT TIME IF WE DON'T FUND THEM THAT THEY HAVE TO REAPPLY? THOSE ARE ON THE WAITING LIST TO RECEIVE FUNDS. THEY HAVEN'T RECEIVED ANY FUNDS YET. SO THEY'RE GOING THROUGH ALL THE BACKGROUND CHECKS TO MAKE SURE THAT THEY DO MEET ALL OF THE ECONOMIC THRESHOLDS IN ORDER TO GIVE THE MONEY OUT. SO WE DO HAVE ENOUGH FUNDING FOR THEM? YES. OK.
WE JUST NEED TO GET TO DISPENSING. ONE MORE QUESTION. IN THE PAST HAS IT BEEN THAT WE HAVEN'T UTILIZED ALL THE FUNDING THAT WE'VE HAD AND NOT ENOUGH APPLICANTS HAVE APPLIED OR JUST? DO YOU KNOW WHAT I'M TRYING TO ASK? WE'VE HAD PLENTY OF APPLICANTS AND WE'VE DISPENSED FUNDS IN THE PAST. WHAT WE HAD DONE YEARS AGO WAS A LOT OF THIS MONEY WAS DIVERTED INTO THE HOMES FOR WARRIORS PROJECT RATHER THAN DOING. WE DID A FEW DOWN PAYMENT ASSISTANCE, A FEW REHABS BUT MOST OF THAT MONEY WAS REDIRECTED TO THE HOME FOR WARRIORS.
OUR NEW DIRECTION IS OBVIOUSLY NOT TO GO THAT ROUTE. IT'S NOW TO SPREAD THAT MONEY OUT TO HIT A LOT OF DIFFERENT PROGRAMS AND A LOT OF DIFFERENT INCENTIVES THAT WE HAVE RATHER THAN PUTTING ALL OUR MONEY IN ONE POT SO TO SPEAK. SO THIS WILL BE A FARTHER REACH THROUGHOUT THE COMMUNITY. AND ONE MORE QUESTION IF I MAY FOLLOW UP. IS IT POSSIBLE FOR US. ARE WE STILL BRINGING IN ANY TYPE OF PREFERENCES FOR VETERANS? BECAUSE I STILL THINK THAT THAT'S PART OF THE NATURE OF OUR COMMUNITY THAT WE DO WANT TO SUPPORT THEM AS MUCH AS POSSIBLE. IF WE HAVE VETERANS THAT MEET THE INCOME LIMITATIONS ABSOLUTELY. DO WE GIVE THEM ACTUAL PREFERENCE OVER ANYBODY ELSE OR IS THERE NOT REALLY THAT TYPE OF COMPETITION RIGHT NOW? IT'S NOT REALLY A PREFERENCE. IT'S WHOEVER SENDS IN AN APPLICATION THAT MEETS IT. YOU KNOW THEN THEY CAN GET THE AWARD. SOUNDS LIKE MAYBE IT'S SOMETHING THAT WE MAYBE COULD CONSIDER. IF LISA WOULD LOOK AT THAT WITH STAFF AND SEE IF THERE'S SOMETHING WE CAN COME BACK.
A VETERAN'S PREFERENCE. WE DO IT IN OUR HIRING. WE DO IT IN A LOT OF OTHER PLACES. I THINK THAT WOULD STILL BE A GOOD THING TO DO. WE'LL TAKE A LOOK INTO IT. THANK YOU PATRICK. ANYONE ELSE IN THE AUDIENCE SPEAK FOR OR AGAINST IT? CLOSE THE PUBLIC HEARING ASK COUNCIL FOR A MOTION. MOTION TO APPROVE CONSIDERATION OF DISBURSING STATE HOUSING INITIATIVE PARTNERSHIP FUNDS ON BEHALF OF A DOWN PAYMENT ASSISTANT. $296,598 AND SINGLE FAMILY REHAB FOR $534,278 APPLICANTS PRIOR TO THE END OF THE PROGRAM YEAR JUNE 30 2019 WITH APPROPRIATIONS REFLECTED ON THE JUNE 2019 BUDGET AMENDMENT. SECOND. MOTION BY COUNCILMAN SANTIAGO. SECOND BY COUNCILMAN BAILEY. ANY FURTHER DISCUSSION COUNCIL? SEEING NONE CALL FOR A VOTE. ALL THOSE IN FAVOR SAY AYE. AYE. MOTION PASSES 5 0. MOVING ON TO NO. 10. MRS. JONES.
