SO I DON'T KNOW IF IT AFFECTS THE ZONING YOU GUYS ARE DETERMINING RIGHT NOW, BUT IT'S IMPORTANT TO US TO TRY TO KEEP SOME KIND OF BARRIER THERE BETWEEN THE COMMERCIAL DEVELOPMENT AND OUR BACKYARD, BASICALLY.

AS I'VE SAID EARLIER, THE CONSTRUCTION PLANS HAVE ACTUALLY, IN ADDITION TO THE FINAL DEVELOPMENT AND PRELIMINARY PLANS HAVE BEEN APPROVED.

WE STILL DON'T HAVE A LIGHT AT MALABAR AND THE PARKWAY AND IT'S A PARKING LOT AT 3:00 WHEN THE KIDS ARE OUT.

YOU HAVE TO WAIT FOR EVERY BUS AND EVERY CAR TO LEAVE THE HIGH SCHOOL BEFORE ANYONE GOES SOUTH ON HERITAGE PARKWAY.

I'VE SEEN NO CHANGES ON THAT.

I KNOW ON THE SOUTHERN EXTENSION OF THE PARKWAY, THAT IS 10 TO 15 YEARS OUT BECAUSE NOBODY OWNS ANY OF THE LAND TO DO THAT.

AND I'VE BEEN TOLD THE COUNTY'S PRIORITY IS EXTENDING OUT FROM THE AIRPORT OUT TO THE PARKWAY AND TO 95, AND THEY WILL NOT EVEN CONSIDER ANY FUNDING IN HERITAGE FOR 10 TO 15 YEARS.

YOU'RE A PLANNING BOARD.

YOU CAN'T ALLOW THESE THINGS TO HAPPEN.

YOU'RE SUPPOSED TO PLAN AHEAD OF TIME.

SO THE INFRASTRUCTURE IS THERE BEFORE THE CONSTRUCTION.

AN ABSOLUTE FAILURE OF PLANNING.

THAT'S MY COMMENT.

THERE WERE NO UTILITIES. RUN DOWN THE CORRIDORS FOR THAT PART OF THE PART OF THE DESIGN EFFORTS AND THE PLANNING EFFORTS ON BEHALF OF THIS DEVELOPER WERE THEY DONATED THE 200 FOOT RIGHT OF WAY FOR THE PARKWAY.

SO IT'S A FUTURE SIX LANE ROAD.

WHEN THAT SIX LANE IS GOING TO BE NEEDED IS ANYBODY'S GUESS.

BUT TWO OF THE LANES HAVE ALREADY BEEN CONSTRUCTED.

MY UNDERSTANDING AND NOT TO TALK OUT OF TURN, I KNOW MR. WATANABE IS NOT HERE, BUT HE, I BELIEVE, IS ACTIVELY PURSUING GRANTS AND SOME OTHER FUNDING SOURCES TO SEE WHAT THEY CAN DO AS FAR AS WIDENING THAT SECTION OF THE PARKWAY FROM MALABAR TO EMERSON.

OBVIOUSLY, THERE'S A BOTTLENECK AS YOU GET NORTH OF EMERSON BECAUSE THAT'S WHERE THE CITY MELBOURNE LINE IS.

AND SO YOUR JURISDICTION IS THE CITY OF PALM BAY.

YOU DON'T OWN THE ROADWAY OUTSIDE OF THE CITY, BUT THEY'RE ACTIVELY PURSUING AND LOOKING AT THAT.

BUT I DO WANT TO POINT OUT THE SAME THING WITH EMERSON AND PACE, THE ROAD RIGHTS OF WAY THAT ALLOWED THOSE ROADS TO GET CONSTRUCTED WERE DONATED BY THE DEVELOPER.

I'M NOT SAYING THAT, YOU KNOW, I'M NOT MY ELBOW IS NOT SORE FROM PATTING OURSELVES ON THE BACK FOR THAT.

GROWTH HAS PROPOSED AND DRAFTED LANGUAGE AND COORDINATION WITH CODE COMPLIANCE TO ENSURE FENCES ARE INSTALLED ENTIRELY OF LIGHT MATERIALS.

THIS WILL ENSURE WOOD FENCES ARE ENTIRELY WOOD AND VINYL FENCES ARE VINYL.

IT WOULD NOT ALLOW FOR MIXING, MATCHING OR ANY SUCH MATERIALS.
