FISCAL YEAR 2020 BAYFRONT CRA BUDGET. MR. WALTON SINCE THAT WAS MY MISTAKE. I'LL CALL YOU BACK UP AFTER OUR PRESENTATION. OKAY? I'LL JUST UNHOOK MY THUMB DRIVE AND JUST MOVE IT OVER TO THAT ONE.  THERE WE GO. GOT IT. OK. ALL RIGHT.

THANK YOU. SO I PUT TOGETHER A BRIEF PRESENTATION JUST TO KIND OF GIVE A QUICK OVERVIEW OF THE BUDGET. YOU HAVE THE BUDGET DETAIL IN YOUR PACKETS IF YOU HAVE ANY QUESTIONS JUST LET ME KNOW. JUST TO RUN THROUGH IT. I WANTED TO REMIND EVERYBODY ABOUT THE FLORIDA STATUTE. CHAPTER 163 PART 3 WHICH PERTAINS TO THE CRA AND

THE ELIGIBLE PROJECTS AND ACTIVITIES OF A CRA. SO THINGS WE NEED TO KEEP IN MIND PROJECT PRIORITIES MUST BE WITHIN THE LAND BOUNDARIES OF THE REDEVELOPMENT DISTRICT.

THE PROJECTS MUST BE IDENTIFIED IN THE REDEVELOPMENT PLAN. IT SHOULD BE FUNDED IN THE FISCAL YEAR BUDGET. IT SHOULD ALSO BE AN ELIGIBLE USE OF REDEVELOPMENT TRUST FUNDS SUCH AS ELIMINATING BLIGHT ENCOURAGING REDEVELOPMENT ATTRACTING PRIVATE CAPITAL INVESTMENT AND ADDRESSING INADEQUATE HOUSING. SO GOING FROM THERE.  I'VE LISTED SOME BUDGET PRIORITIES THESE ARE MY RECOMMENDATIONS. FEEL FREE TO PROVIDE SOME SUGGESTIONS AND DIRECTION AS FAR AS THE BOARD AND HOW YOU'D LIKE TO SEE  THE TRUST FUNDS BEING UTILIZED IN THE DISTRICT. BUT MY PRIORITIES BASED ON WHAT I'VE HEARD FROM THE COMMUNITY WHAT I SEE AS FAR AS POTENTIAL OPPORTUNITIES WITHIN THE DISTRICT. I HAVE HERE LAND ACQUISITION COMMERCIAL FACADE IMPROVEMENT PROGRAM WHICH DOESN'T CURRENTLY EXIST. I'M SUGGESTING WE CREATE A PROGRAM WITH PROGRAM GUIDELINES ELIGIBILITY CRITERIA AND APPLICATION. ALL THE ELEMENTS THAT YOU TYPICALLY WOULD FIND IN A PROGRAM THAT IS VETTED BY A BOARD OR A COUNCIL. PARKS IMPROVEMENT AT CASTAWAY POINT PARK THE BAYFRONT MONUMENT SIGNAGE THAT'S IN THE REDEVELOPMENT PLAN IT TALKS ABOUT SIGNAGE IN THE NORTHERN PART OF THE DISTRICT IT ALSO TALKS ABOUT SIGNAGE IN THE SOUTHERN PART OF THE DISTRICT. CURRENTLY WE DO HAVE  A SIGN AT PORT MALABAR ON US 1. IT DOES NEED SOME REPAIR AND IMPROVEMENT. I THINK WE COULD DO SOMETHING BETTER AT THE NORTHERN END OF THE CITY LIMITS AS WELL ESPECIALLY CONSIDERING WE HAVE SOME NEW DEVELOPMENT COMING TO THE NORTHERN END. SO WE HAVE AQUA AND A COUPLE OF OTHER THERE ON US 1. ROBERT J. CONLAN. MARKETING AND PROMOTION OF THE BAYFRONT CRA FOR REDEVELOPMENT. I DON'T THINK THAT WE DO A GOOD ENOUGH JOB TO PROMOTE OUR CRA IN TERMS OF ATTRACTING PRIVATE CAPITAL INVESTMENT. I THINK THAT WE COULD DO BETTER IN TALKING ABOUT THE PROJECTS THAT WE HAVE GOING ON RIGHT NOW UP AND COMING THAT WAY DEVELOPERS DO HAVE AN IDEA THAT WE'RE NOT WHAT THEY SEE IS NOT WHAT THEY GET. THERE ARE THINGS IN THE PIPELINE THAT THEY MIGHT WANT TO TAKE A LOOK AT THAT WOULD HELP KIND OF ENCOURAGE THEM TO  DEVELOP IN THE DISTRICT AS WELL. BUDGET SUMMARY. THIS IS JUST AN OVERALL SUMMARY OF THE ECONOMIC ENVIRONMENT AS IT'S CALLED. SO EIGHT HUNDRED AND FIFTY NINE THOUSAND FOUR HUNDRED THIRTY THREE THAT COVERS OPERATIONS WHICH IS PERSONNEL SERVICES AND OPERATING EXPENSES AND THEN CAPITAL OUTLAY. DEBT SERVICE. THIS FIGURE IS PROVIDED TO US BY FINANCE. THIS IS WHAT WE PAY IN PRINCIPAL AND INTEREST. SO THE TOTAL REDEVELOPMENT TRUST FUND IS  1.3 MILLION DOLLARS. THIS FIGURE HERE IS FISCAL YEAR 2019. THAT'S WHAT WE HAVE IN OUR OPERATING MILLAGE RATE RIGHT NOW IN FISCAL YEAR 2019. I LEFT THAT AMOUNT IN THERE FOR OUR PROPOSED BUDGET BECAUSE WE WON'T KNOW UNTIL JULY OF THIS YEAR WHAT OUR PROJECTED ASSESSED VALUE WILL BE AND THEREFORE WHAT OUR REVENUE WILL BE. BAYFRONT CRA CONSTRUCTION FUND. THIS IS OUR 2006 BOND. I'M RECOMMENDING THAT WE DEFEASE THE BOND THAT  WE LOOK AT DIFEASING THE ONE JUST OVER ONE MILLION DOLLARS THAT WILL FREE UP THAT DEBT SERVICE THERE AT THE BOTTOM AS WELL. PERSONALLY I WOULD RECOMMEND WE DEFEASE THAT THIS FISCAL YEAR BECAUSE THEN THAT MONEY BECOMES A PLAYABLE ITEM THAT WE CAN USE FOR OTHER PROJECTS AND CAPITAL OR OPERATING EXPENSES. SO FOR REVENUES AS FAR AS THE DETAIL GOES FISCAL YEAR 2020 PROPOSED BUDGET FOR THE BAYFRONT CRA. AGAIN WE'RE CURRENTLY USING FISCAL YEAR 2019 FOR OUR PROPOSED BUDGET UNTIL WE GET THOSE NUMBERS THAT ARE A LITTLE MORE FINE TUNED IN JULY. WE'LL NOTE WE'LL HAVE A BETTER IDEA OF WHAT OUR REVENUES WILL BE. SO PRELIMINARY REVENUE PROJECTIONS  $1.3 MIL. PERSONNEL SERVICES THIS IS AN ALLOCATION PROVIDED BY HUMAN RESOURCES. THIS IS BASED ON ONE FULL TIME STAFF PERSON AND ONE PART TIME ADMINISTRATIVE SECRETARY. THESE ACCOUNT FOR WAGES, INSURANCE, MEDICARE, ALL THE BENEFITS THAT PERSONNEL RECEIVES. OPERATING EXPENSES. YOU'LL SEE THAT FIGURE FROM 2019 TO 2020 DOES DECREASE BY ABOUT ONE HUNDRED FORTY THOUSAND. THESE CHANGES ARE ACCOUNTED FOR IN THEY'RE FROM THE REDUCTION IN PROFESSIONAL SERVICES AND AS WELL AS SOME MAINTENANCE COSTS THAT THE CRA HAS CURRENTLY BEEN HANDLING BUT SHOULD REALLY BE HANDLED BY PUBLIC WORKS IN THE GENERAL FUND. AND I'LL GET INTO THAT DETAIL. SO THE CHANGES OVERALL INCLUDE THE FUNDING. SO THERE IS A  REDUCTION IN FUNDING FOR PROFESSIONAL SERVICES. THIS INCLUDES CONSULTING. SO THIS FISCAL YEAR WE HAD A COUPLE OF CONSULTANTS WE HAD URBAN3 WE HAD BKI.

THOSE WE AREN'T GOING FORWARD NEXT YEAR I REDUCED THAT BUDGET AMOUNT TO FIFTY THOUSAND RATHER THAN THE ONE HUNDRED EIGHTEEN THOUSAND THAT IT WAS. SO THAT'S A REDUCTION OF. SO THAT PROFESSIONAL SERVICES LINE CONTAINS TWO LINE ITEMS AND THAT TOTAL IS SEVENTY NINE THOUSAND REDUCTION. MOWING CONTRACTS. THIS IS THE PUBLIC RIGHTS OF WAY AND MEDIANS. THESE ARE THE RIGHTS OF WAY AND MEDIANS WITHIN THE DISTRICT BUT THEY ARE NOT THE RIGHTS OF WAY AND MEDIANS FOR WHICH THE CRA HAS MADE IMPROVEMENTS. SO PUBLIC WORKS WILL BE HANDLING THE MOWING CONTRACT COST.

MAINTENANCE OF VEGETATION ALONG U.S. 1 SHORELINE. THIS IS THE BKI  CONSULTING FOR THE MANGROVES AND OYSTER BAGS FOR US 1 SHORELINE. AGAIN THAT COST GOING FORWARD ANY CONSTRUCTION OR MAINTENANCE WOULD EITHER BE HANDLED BY PUBLIC WORKS OR IF FDOT APPROVES TO HANDLE THE ANNUAL MAINTENANCE COSTS THEN THAT BE A SHARED COST WITH FDOT. THE CITY OWNED RETENTION PONDS. THERE ARE TWO RETENTION PONDS THAT THE CRA HAS PAID FOR AQUATIC WEED CONTROL. AGAIN NOT A RETENTION POND FUNDED BY THE CRA NOT AN AREA THAT HAS BEEN THE CRA HAS MADE IMPROVEMENTS ON SO THAT FUNDING SHOULD BE HANDLED BY PUBLIC WORKS AS MAINTENANCE COST. IRRIGATION ELECTRICAL SERVICE FOR US 1 STREETLIGHTS. PREVIOUSLY THE CRA WAS PAYING FOR THE ELECTRICAL SERVICE AND IRRIGATION HOWEVER PUBLIC WORKS IS  RECEIVING A CREDIT FROM FDOT FOR THAT BECAUSE IT IS ALONG THE FDOT RIGHT OF WAY. SO THEY ARE NOW HANDLING NOT ONLY THE PROCESSING OF THE INVOICES BUT PROCESSING OF THE PAYMENTS SINCE THEY DO RECEIVE THAT CREDIT QUARTERLY. ADVERTISING WHICH EXCLUDES LEGAL ADVERTISING. THIS HAS BEEN REDUCED BY FIFTEEN THOUSAND.

IMPROVEMENTS OTHER THAN BUILDINGS. THIS WAS THE PELICAN HARBOR. I BELIEVE IT WAS ELECTRICAL IMPROVEMENTS TO THE BUILDING THAT WAS IN THE AMOUNT OF FIFTEEN THOUSAND EIGHT HUNDRED THIRTY SIX THAT WE WILL NOT NEED GOING FORWARD FOR NEXT FISCAL YEAR SO THAT HAS ALSO BEEN REMOVED. THERE HAVE BEEN A COUPLE OF INCREASES IN THE OPERATING EXPENSE. THOSE INCREASES ACCOUNT FOR THE COMMERCIAL FACADE IMPROVEMENT  PROGRAM. MY RECOMMENDATION IS THAT WE START SOMEWHERE AROUND FIFTY THOUSAND DOLLARS. THAT IS A MATCHING GRANT. IF WE WERE TO GO FORWARD SO THEY WOULD HAVE TO PUT UP A CERTAIN AMOUNT AND BE MATCHED AND SET A MAXIMUM LEVEL FOR PROMOTIONAL  MARKETING CRA TO ATTRACT PRIVATE INVESTMENT AND REDEVELOPMENT AGAIN SET AT A LOWER FIGURE TEN THOUSAND BUT I THINK WE CAN DO A LOT WITH TEN THOUSAND DOLLARS IN TERMS OF MARKETING THE CRA TO ATTRACT PRIVATE INVESTMENT AND REDEVELOPMENT   ACTIVITY. CAPITAL OUTLAY. SO THE FISCAL 2019 FIGURE $303,522 HAS BEEN INCREASED TO $409,766. THAT INCREASE COMES FROM THE OPERATING EXPENSES THAT WE JUST SAW THAT REDUCTION IN ALL THE OPERATING EXPENSES. WE'VE MOVED SOME OF THAT MONEY OVER TO CAPITAL OUTLAY SO THAT WILL HELP US ADDRESS SOME OF OUR STRATEGIC PRIORITIES SUCH AS STRATEGIC PROPERTY ACQUISITION, THE BAYFRONT SIGNAGE AND PARKS IMPROVEMENT AT CASTAWAY POINT PARK. DEBT SERVICE ON THE 2006 BOND. THIS IS THE PRINCIPAL AND INTEREST PAYMENTS FOR THIS CURRENT FISCAL YEAR AND THE PROPOSED FOR NEXT FISCAL YEAR. AGAIN IF WE DO DEFEASE THE BOND IN THIS FISCAL YEAR 2019 WE WILL NOT AND I'LL DOUBLE CHECK WITH YVONNE, BUT WE SHOULD NOT HAVE ANY FUTURE PRINCIPAL AND INTEREST PAYMENT FOR DEBT SERVICE IN 2020. SO THIS FIGURE WOULD ACTUALLY BE ZERO. AND FINALLY CONSTRUCTION,  THE CONSTRUCTION FUND THIS IS THE BALANCE OF THE 2006 PROCEEDS. THIS IS A BALANCE OF JUST OVER ONE MILLION DOLLARS. I'M RECOMMENDING THAT WE DEFEASE THAT THIS FISCAL YEAR SO THAT DOES NOT FALL ON OUR  2020 PROPOSED BUDGET. AND THAT IS THE END OF MY SLIDE SHOW. OKAY. THANK YOU JOAN. THE CRA DID SO THE CRA PURCHASED THE PROPERTY. THE CITY BUILT THE POND AND HAS PROVIDED THE CRA THE 38 PERCENT INTEREST IN THE PELICAN HARBOR MARINA. RIGHT. OKAY. I DIDN'T KNOW IF THAT WAS ONE OF THE RETENTION PONDS YOU HAD

THE TERM STRATEGIC WAS USED AND I LOVE THE IDEA OF PURCHASING ACQUIRING MORE LAND BUT IT'S GOT TO AS LONG AS WE'RE ALWAYS IN SIGHT OF PURCHASES THAT MAKE SENSE. PURCHASES THAT CAN BE JOINED TOGETHER OR CREATE A PARTIAL THAT WOULD BE ATTRACTIVE THAT CAN BE USED TO BENEFIT NOT JUST HAPHAZARDLY CHOOSING A RANDOM PROPERTY JUST BECAUSE IT'S IN TECHNICALLY THE CRA. SO WHILE I SUPPORT THE IDEA OF LAND ACQUISITION WE DO WANT US TO BE SELECTIVE OF THOSE PROPERTIES AS WE LOOK AT THOSE AND MAKE SURE THAT THERE IS A PROPER PLAN TO USE UTILIZE DEVELOP WHATEVER THAT COURSE OF ACTION IS BEHIND THAT PURCHASE OR MOTIVATION THERE. THAT IS MY BIGGEST THING AFTER MEETING WITH YOU YESTERDAY. I TOOK AWAY IS THAT. I DO AGREE THAT SHOULD BE A HIGH PRIORITY. AND WHAT I LIKE ABOUT IT ALSO IS IT'S AN ABILITY THAT YOU'RE SITTING ON THE INVESTMENT FOR THE CITY OR FOR THE BCRA. TO WHERE IT IS SOMETHING THAT IS SITTING THERE OF VALUE THAT WE WOULD BE RETAINING. AND SO IF THE CITY WE'RE LOOKING TO PURCHASE LAND THOSE ARE VERY IDEAL PIECES OF PROPERTY TO PURCHASED BECAUSE YOU DO HAVE THE PARK AS A DESTINATION. IF WE WERE LOOKING TO BRING A HOTEL SLASH CIVIC CENTER TYPE OF OPERATION TO THE CITY THAT WOULD BE ONE OF THE BEST LOCATIONS FOR ANY HOTEL CIVIC CENTER TYPE OF FUNCTION. I THINK THAT WOULD ALSO BRING A LOT OF CONFERENCES TO THE CITY SO THAT YOU'VE GOT SOME OUTSIDE DOLLARS FLOWING IN. I THINK THAT THAT AREA IN GENERAL IS PRIMED FOR A VARIETY OF DIFFERENT FUNCTIONS ASIDE FROM HOTEL, RESTAURANTS, COMMERCIAL USES. LENDS ITSELF WELL TO THE TO THE ENTIRE WATERFRONT DEVELOPMENT OPPORTUNITIES IN GENERAL. SO THAT IS SOMETHING WE NEED TO CONSIDER OR SHOULD CONSIDER.

I THINK WE'RE A LITTLE LATE. I KNOW KURT MCKINNEY THAT OWNS IT AND HE'S GOT INVESTORS AND PEOPLE AND LOOKING AT THAT OLD GARY DODSON'S CASTAWAY POINT FOR A RESTAURANT AND A MARINA OUT THERE. SO I'M GOING TO SUGGEST THAT ANY KIND OF CHANGES DOWN THERE NEED TO ABSOLUTELY BE NATIVE VEGETATION. IF YOU PUT IN SEA GRAPES THEY'RE GOING TO GET  TALL BLOCK THE VIEW. SO YOU NEED TO KEEP THEM ON THE OTHER SIDE OF THAT SIDEWALK WHICH IS FAIRLY NARROW CITY PROPERTY THERE YOU MIGHT BE MUCH BETTER OFF WITH SOMETHING LIKE [INAUDIBLE], SOME OTHER KIND OF NATIVE VEGETATION THAT WILL NOT BLOCK THE VIEW, WILL NOT GET HIGH. WILL PROVIDE GOOD GROUND COVER DEFEAT EROSION IN THE EVENT WE GET A HURRICANE EVENT. SO THE VEGETATION THAT'S PLACED IN THERE FOR LANDSCAPING NEEDS TO BE WELL THOUGHT OUT AND ALSO I WOULD SUGGEST VETTED THROUGH WHOEVER IS GOING TO END UP MAINTAINING IT AFTER IT'S PLANTED. YOU KNOW WE WANT SOMETHING IN THERE THAT'S GOING TO DO THE SAME THING AS A LIVING SHORELINE EXCEPT IT'S GOING TO BE BEACH DUNE VEGETATION BECAUSE THAT'S WHAT THAT IS THE BEACH DUNE. IT'S ONLY CERTAIN KINDS OF PLANTS  THAT ARE GOING TO GROW THERE. AND I WOULD STRONGLY SUGGEST THAT YOU WANT SOMETHING
