WHEREAS SPECIAL EVENTS ARE TAKING PLACE THROUGH THE STATE OF FLORIDA AND ACROSS THE NATION IN OBSERVANCE OF HISPANIC HERITAGE MONTH, CELEBRATING THE RICH CULTURAL TRADITIONS AND REMARKABLE IMPACT OF AMERICAN SOCIETY MADE BY THE HISPANIC AMERICAN COMMUNITY.
AND. WHEREAS, THIS YEAR'S PARADE, THE FLORIDA'S 26TH ANNUAL PUERTO RICAN DAY PARADE IN PALM BAY, FLORIDA, ON SATURDAY, SEPTEMBER 30TH AT 10 A.M., HOSTED BY UTB UNITED THIRD BRIDGE INCORPORATED EDUCATIONAL AND CULTURAL FUND, WHICH CREATED TWO LOCAL SAMUEL CASIANO LOPEZ MEMORIAL SCHOLARSHIPS AND HAS DEDICATED THIS PARADE TO THE MUNICIPALITY OF BAYAMON.

THEY'VE HAD TO SEE INAPPROPRIATE THINGS, GRAFFITI DONE TO THE HOUSE, SUCH AS MALE GENITALIA, HOMOPHOBIC STATEMENTS, RACIST STATEMENTS, DEROGATORY TERMS. YOU GUYS HAVE DONE A GOOD JOB IN COVERING IT UP, BUT IT DID TAKE TIME TO HAVE IT COVERED UP.
SO THE KIDS WALK PAST IT EVERY DAY.
NONE OF THESE THINGS WERE APPROPRIATE FOR SCHOOL AGED CHILDREN TO BE SEEING EVERY DAY.
I'VE HAD TO CALL THE POLICE ON A NUMBER OF OCCASIONS DUE TO LARGE GROUPS OF SMALL CHILDREN COMING IN AND OUT OF THE PROPERTY GOING INTO THE HOUSE, I WAS CONCERNED FOR THEIR SAFETY. THERE WAS ANOTHER GROUP OF CHILDREN THAT WAS THROWING GLASS AT THE HOUSE.
THE GLASS TRICKLES DOWN INTO THE STREET, LITTERING THE STREET WITH BROKEN GLASS.
I'VE HAD TO REPLACE TIRES ON MY VEHICLES DUE TO THAT.
WE'VE HAD TEENAGERS IN AND OUT OF THE HOUSE THAT WE'VE CALLED THE POLICE ON WITH THEIR PETS.
I CALLED OUT OF CONCERN FOR THE PETS AND THE CHILDREN.

I THINK THE REAL SOLUTION OF THIS STALEMATE LIES WITH YOU COUNCIL.
IT LIES WITH YOU MEETING WITH THE CITIZENS OF HIGHFIELD ROAD AND THE CITIZENS OF PALM BAY TO ADDRESS THESE CURRENT ISSUES OF TRAFFIC AND SAFETY.
I WAS AT THAT MEETING, LIKE I SAID, BETWEEN THE DEVELOPER AND THE CITIZENS.
AND THE CITIZENS ACTUALLY HAVE SOLUTIONS.
THEY DEAL WITH THAT TRAFFIC ON MINTON ROAD.
THE DEVELOPER CANNOT HANDLE THESE.
CITY COUNCIL CAN DO SOMETHING ABOUT THE CURRENT TRAFFIC.
THIS ISSUE WILL ONLY BE RESOLVED WHEN MINTON ROAD, WHICH IS A COMMERCIAL ROAD, PROVIDES ACCESS, ADEQUATE ACCESS FOR COMMERCIAL DEVELOPMENT LIKE THE PROPOSED STARBUCKS RATHER THAN A COMMERCIAL DEVELOPMENT GOING TO A RESIDENTIAL ROAD FOR ACCESS.

SO I WANT YOU TO KNOW WE CARE.
AND EVEN THOUGH A LOT OF PEOPLE HAD TO DROP AND A LOT OF PEOPLE COULDN'T BE THERE BECAUSE THE MEETING WAS SCHEDULED AT 6:00, WHICH DID NOT GIVE MANY WHO WORK AN OPPORTUNITY TO BE THERE. BUT WE DID HAVE OVER 50 THERE.
I AM VERY PROUD THAT OUR CITY IS NOT THE GOVERNMENT.

SO THOSE WERE DAYS THAT WE HAD A LOT OF DROUGHTS IN THOSE YEARS.
40 YEARS AGO WAS DIFFERENT THAN OUR WEATHER IS RIGHT NOW.
SO WE HAVE PUT OUR MONEY WHERE OUR MOUTH IS.
