HAS SHOWN BUSINESS GROWTH AND INCREASED REVENUE, CUSTOMERS AND WORKFORCE, THEY HAVE GROWN TO TWO FROM TWO EMPLOYEES TO 17 AND HAVE REMAINED FAMILY OWNED AND OPERATED SINCE ITS ESTABLISHMENT AND.

AND. WHEREAS, AHRENS SOFT WATER SERVICES HAS PRODUCED EXCELLENT CUSTOMER SERVICE AND SATISFACTION OVER THE YEARS WITH A GREAT PRODUCT AND SERVICE.

THEY DID EVERYTHING FROM FIGHTING STRUCTURE FIRES, EXTRICATING PEOPLE OUT OF VEHICLES RUNNING MEDICAL CALLS, DELIVERING FOOD AND SUPPLYING WATER TO THOSE IN NEED UP IN THE AREA. THEY GOT TO A POINT TO WHERE THEY WERE STATIONED AT A CHURCH WAS WHERE THEY WERE ASSIGNED TO FOR THEIR SLEEPING QUARTERS.

DURING THAT PERIOD, THEY WENT OUT AND THEY CUT THE GRASS IN THE CHURCH AND THEN THEY WENT ACROSS THE STREET WHEN THEY HAD SOME DOWN TIME AND THEY CUT THE GRASS IN THE CEMETERY.

THEY LEFT THAT AREA MUCH BETTER THAN THEY FOUND IT WHEN THEY WENT UP THERE.

SO THAT'S IT'S FIRE PREVENTION AND IT'S ACTUALLY WHAT WE DO AS RESPONDERS.

SO YOUR DELEGATION DID WORK EXTREMELY HARD.

SHE WAS IN LEADERSHIP AND SHE TOOK IT ON THE CHIN FOR US.

SHE KEPT PUSHING IT.

AND THEN ON THE HOUSE SIDE, OF COURSE, YOU KNOW, BOTH BOTH HOUSES HAVE TO AGREE AND THE GOVERNOR HAS TO SIGN IT.

AND SO WE WERE BLESSED MORE SO THAN EVER BEFORE.

I OWNED I OWN AN OLDER HOME THAT WAS SURROUNDED PRIMARILY BY UNDEVELOPED LOTS WHEN I PURCHASED IT.

IN RECENT YEARS, ALL OF THESE LOTS HAVE BEEN DEVELOPED WITH HOMES THAT ARE ELEVATED MUCH HIGHER THAN MINE.

NOW WHEN WE GET A LOT OF RAIN, MY BACKYARD, ALONG WITH MANY OF MY NEIGHBORS THAT OWN OLDER HOMES, GET SATURATED AND FLOODS TERRIBLY, WHICH NEVER USED TO HAPPEN UNTIL ALL OF THE NEW BUILDING THAT HAS COME WITH ALL OF THE INFLUX HERE IN PALM BAY.

WHEN THIS HAPPENS, UNFORTUNATELY FOR ME, MY SEWER OR MY SEPTIC SYSTEM FAILS.

I CANNOT FLUSH MY TOILET, I CANNOT BATHE, I CANNOT WASH LAUNDRY, COOK, CLEAN, WHATEVER.

UM, IN THE PAST TWO YEARS, I HAVE INVESTED $16,000.

I HAVE PUT IN A ENTIRELY NEW SEPTIC SYSTEM, WHICH WAS ALL DONE TO CODE.

AND THIS YEAR I HAVE ADDED ADDITIONAL SAND OVER THE DRAIN FIELD, PUT IN SWALES, ALL THAT KIND OF THINGS TO HELP ALLEVIATE THE WATER SATURATION IN THE BACKYARD.

THE NEW HOMES GUTTERS CAN BE REQUIRED, BUT WHEN YOU DIVERT WATER FROM A GUTTER TO A SPECIFIED DOWNSPOUT, YOU'RE CONSOLIDATING WATER TO ONE LOCATION, WHICH CREATES EROSION.

SO IF WE HAVE TO PUT ONE ON THE SIDE OF A HOUSE DUE TO A DRAIN FIELD, WE WILL DO THAT.

NUMBER ONE, YOU HAVE TO HAVE A SIX FOOT SOLID FENCE IN YOUR BACKYARD TO PARK YOUR TRAILER.

THEY CAN HAVE THEIR DOG IN THE FRONT YARD.

SO A BEAUTIFUL CHAIN LINK FENCE KEEPS THEIR DOG IN THE FRONT YARD.

BUT THIS WILL NOW BE IN VIOLATION OF THIS NEW ORDINANCE BECAUSE YOU CANNOT MIX FENCING TYPE.

SO MY RECOMMENDATION IS NOT TO APPROVE THIS CHANGE.

WHAT BROUGHT THIS CHANGE TO BE WAS NEIGHBORS STARTED COMPLAINING ABOUT THEIR NEIGHBORS.

SO THAT WOULD BE, YOU KNOW, WHATEVER THE REQUIRED SETBACK IS FOR THE RESIDENTIAL, WHETHER IT'S 5FT OR 10FT INTO THE PROPERTY LINE FROM THE FRONT.

SO IT'S NOT RELATED TO THE HEIGHT OF THE FENCE ON THE SIDE, MIDDLE OF THE HOME SETBACK WHERE THE TRAILERS SHOULD BE PARKED AND FENCED IN.

AND THEN THE OTHER PROBLEMS THAT WE HAVE IS THE LEAD TIMES FOR TRAFFIC CONTROLLER CABINETS ARE ABOUT A YEAR AND A HALF.

THE LEAD TIMES FOR THE MAST ARMS THEMSELVES ARE RIGHT ABOUT A YEAR.

AND SO, YOU KNOW, EVERYTHING THAT HAS HAPPENED SO FAR HAS CAUSED A LOT OF DELAYS.

NOW, WITH THAT BEING SAID, THAT DEVELOPER CANNOT GET OUT OF THAT IMPROVEMENT.

THEY HAVE BONDED IT THROUGH TWO DIFFERENT AGENCIES, WHICH MEANS AS PART OF THE CITY OF WEST MELBOURNE'S DEVELOPMENT, THEY HAVE A BOND FOR THE PRICE OF THOSE IMPROVEMENTS.

AND THEN WHEN WE WENT IN FOR PERMITTING, THEY ALSO HAVE A BOND WITH BREVARD COUNTY TO COMMIT IT TO DO ALL THOSE IMPROVEMENTS.

SO THOSE IMPROVEMENTS ARE HAPPENING.

THE FIRST MAST ARM WENT IN LAST WEEK, YOU KNOW, SO IT'S MOVING.

ONE OF THE PROBLEMS THAT I'VE SEEN THAT'S HAPPENING A LITTLE BIT NOW, I'M NOT A NEW RESIDENT OF PALM BAY, BUT AS THEY TALK ABOUT WHEN THEY'RE BUILDING THE NEW HOMES AND THEY HAVE DRAINAGE THAT'S SUPPOSED TO GO FROM THE FRONT, I MEAN, FROM THE BACK TO THE FRONT IN THE SWELL AND THE SWELL OR FLOW OFF.

WELL, WHAT I'VE NOTICED PEOPLE DOING IS THEY'LL GO TO THE BACKYARD, THEY'LL FILL THAT SWELL IN, THAT SLOPES OUT.

YOU KNOW, THEY JUST DO IT ON, YOU KNOW, THEY FILL IT IN THEMSELVES.

SO IT'S A NICE BIG FLAT YARD INSTEAD OF A SLOPE TO MAKE THE WATER FLOW.

THE SAME THING IS HAPPENING IN THE SIDE FLOWS WHERE THEY BUILD THE HOMES THAT ARE SUPPOSED TO MAKE IT FLOW TO THE FRONT IT.

IT'S GREAT IN DESIGN AND GREAT IN IN IDEAL.

BUT REALITY IS RESIDENTS HAVE A TENDENCY TO MAKE THAT NOT WORK BECAUSE THEY WANT A LITTLE MORE GREEN GRASS THAT THEY CAN EASILY MOW ON INSTEAD OF MOWING THE SWELLS TO THE WHERE THEY GO TO THE FRONT LAWN.

I DON'T KNOW HOW YOU CAN EVER FIGHT THAT.

I WOULD LIKE TO JUST TAKE MY BACKHOE OCCASIONALLY AND GO SOLVE THE PROBLEM MYSELF, BUT I WOULD PROBABLY GET ARRESTED, SO I WON'T DO THAT.

ITEM NUMBER TWO LEAD TIME FOR TRAFFIC LIGHTS AND SYSTEM LIKE THIS WHERE THEY'RE NOT THE ONLY MELBOURNE'S NOT THE ONLY ONE HAVING A PROBLEM.

SO MY SUGGESTION IS WHEN WE HAVE THESE DEVELOPMENTS COME IN, WE KNOW THERE'S GOING TO BE SOME KIND OF TRAFFIC IMPACT STUDY OR SOME KIND OF TRAFFIC IMPACT THAT WE'RE GOING TO HAVE INSTEAD OF DOING THE OUT BUILD FIRST AND THEN IMPLEMENTING THE CORRECTION, LET'S IMPLEMENT THE INFRASTRUCTURE FIRST AND THEN LET THEM COMPLETE THEIR BUILDS.

SO INSTEAD OF WAITING TILL IT'S TOO LATE BECAUSE I KNOW WELL, WE PUT A BOND UP, YOU'RE WE'RE SAFE.

WE CAN GO AHEAD AND GO ABOUT OUR BUSINESS.

BUT IN THE NEXT FIVE YEARS, EVERYBODY'S LIFE IS MISERABLE.

GO THE OPPOSITE ROUTE, CORRECT THE INFRASTRUCTURE BECAUSE YOU'VE GOT THE FUNDING TO DO IT.
