AND WHEREAS EARLY IDENTIFICATION AND TREATMENT CAN MAKE A PROFOUND DIFFERENCE IN SUCCESSFUL MANAGEMENT OF MENTAL ILLNESS AND RECOVERY. IT IS IMPORTANT TO MAINTAIN MENTAL HEALTH AND LEARN THE SYMPTOMS OF MENTAL ILLNESS IN ORDER TO GET HELP WHEN IT IS NEEDED. WE ADDRESS THE MENTAL ILLNESS NEEDS OF OUR COMMUNITY, REPLACE STIGMA WITH UNDERSTANDING AND HELP THOUSANDS OF FAMILIES AND INDIVIDUALS EACH YEAR. AND I'D LIKE TO READ A RAP SONG PERFORMED BY EFREM ROBERTS. HE'S BEEN GONE QUITE A WHILE. NOT TOO LONG AGO I WAS A HAPPY CAREFREE GUY THEN FROM SUMMER CAME A VOICE. I DON'T KNOW HOW OR WHY. WHAT I THOUGHT WAS REAL IT WAS JUST AN ILLUSION. THEY TELL ME THE CORRECT WORD IS ACTUALLY DELUSION. YOU DON'T KNOW IF YOU'RE A CHILD OR IF YOU'RE GROWN. IT PUTS YOU IN A WORLD LIKE YOU'RE SURROUNDED BY FENCES. SOME PEOPLE CAN'T TAKE IT. THEY JUST LOSE THEIR SENSES. THEY LOSE SUCH REALITY. IT NEVER COMES TO MIND. AND DAY IN AND DAY OUT IT SEEMS YOU'RE JUST LOSING TIME. THE MEDICATION HELPS. SOME DON'T LIKE TO TAKE IT. YOU'RE TRYING TO GET BETTER BUT TIMES YOU HAVE TO FAKE IT. I WANT TO HAVE A JOB LIKE AN ORDINARY MAN. JUST HAVING A JOB DOING WHATEVER I CAN TO MAKE ENDS MEET. I NEED A GOOD VOCATION. A REALISTIC GOAL IS TO HAVE AN OCCUPATION. I KNOW I NEED TO STAY STRAIGHT AND STAY ON MY MEDICATION BUT IT TAKES A LOT OF CONCENTRATION AND A LOT OF MEDITATION. SO I WANT YOU TO CARE SO MY ILLNESS WON'T WORSEN WITH YOUR HELP. I CAN BECOME A PRODUCTIVE PERSON. SO OPEN UP YOUR HEART AND SHOW A LITTLE CARE BECAUSE TREAT MENTAL ILLNESS LIKE A PLAGUE, ISN'T FAIR AND EFRAM DIED IN 1994 HE ENDED HIS LIFE. IT WAS TOO MUCH FOR HIM. BUT THANK YOU ALL FOR THIS WONDERFUL HONOR AND THIS IS BIRDIE, BIRDIE BARTON. WE'RE BOTH GUARDIAN ADVOCATES FOR CIRCLES OF CARE AND I'M A SUPPORT GROUP FACILITATOR AND I TEACH A CLASS CALLED FAMILY TO FAMILY IT'S FREE TWELVE WEEK CLASS IF ANYONE WANTS TO ATTEND. THE NEXT ONE IS IN SEPTEMBER. THANK YOU ALL. THANK YOU VERY MUCH. THANK YOU FOR. [APPLAUSE] WE'RE GOING TO CONTINUE WITH PUBLIC COMMENTS.[Public Comments/Responses]
AND BEFORE I WAS GIVEN INSTRUCTION BY OUR POLICE DEPARTMENT. SO WE HAVE AN UNDERSTANDING BECAUSE I SEE NEW FACES IN THE AUDIENCE AND WE ALREADY HAD THE CARDS OF THE PEOPLE THAT WISH TO SPEAK BUT MAKE SURE THAT IF YOU COME TO SPEAK THERE STAY WITHIN THE REALM OF THAT MICROPHONE BECAUSE ANYTHING COMING THIS WAY YOU HAVE TO ASK PERMISSION BEFORE YOU APPROACH THIS DAIS. OK SO I JUST WANTED TO MAKE THE AUDIENCE AWARE OF THAT DUE TO THE CIRCUMSTANCES OF WHAT WE HAVE GOING ON TODAY ESPECIALLY WITH THE CAMERAS. SO AT THIS TIME PLEASE CALL THE FIRST PERSON. NO FRANK CAUFIELD. FIRST OF ALL THANK YOU VERY MUCH FOR ALLOWING ME TO COME HERE THIS EVENING TO SPEAK. THIS IS ABOUT AN ACCIDENT THAT HAPPENED ON HOFFER AVENUE.AS WE WALK THROUGH THE NEIGHBORHOOD TALKING WITH RESIDENTS AND COLLECTING SIGNATURES FOR OUR PETITION WE LEARNED OF SO MANY FAMILY TRAGEDIES AT THE END OF HOFFER AVENUE INCLUDING THE FATHER WHOSE DAUGHTER DROVE INTO THE CANAL. A BEST FRIEND WHO CRASHED ON THE WAY TO HER FRIEND'S HOME. AN ELDERLY COUPLE WHO LOST THEIR LIFE AFTER ROLLING THEIR CAR OVER INTO THE CANAL AND A MOTHER WHOSE TEENAGE SON SUFFERED SERIOUS INJURIES AFTER CRASHING INTO THE CANAL. THERE IS YET ANOTHER FAMILY TRAGEDY I WISH TO SHARE WITH YOU. MY GRANDSON ZACH LOST HIS LIFE IN A TRAGIC
[00:25:02]
AUTO ACCIDENT. HE WAS JUST 19 YEARS OLD. HE WAS A LOVING AND CARING YOUNG MAN. IF YOU NEEDED A HUG HE HAD ONE FOR YOU. HE LOVED HIS FAMILY. HE ENJOYED PLAYING SPORTS HANGING OUT WITH FRIENDS. HE HAD A WONDERFUL GIRLFRIEND. HE LOVED SPENDING TIME WITH HIS DAD, FOUR WHEELING FISHING AND CAMPING. HE TOO WAS DRIVING SOUTH ON HOFFER AVENUE DURING THE EARLY EVENING OF JANUARY THE 1ST 2019. IT WAS DARK AND HE WAS NOT FAMILIAR WITH THE ROAD. WE BELIEVE HE DID NOT SEE THE ONLY TRAFFIC SIGN WARNING HIM OF THE DANGEROUS CURVE AHEAD. THERE ARE NO REFLECTORS NO BARRIERS ABSOLUTELY NOTHING AT THE END OF HOFFER AVENUE TO WARN ZACH THE DANGER THAT HE WAS IN. WE BELIEVE HE SAW THE LIGHTS OF THE HOMES ALONG WITH [INAUDIBLE] AVENUE AND THE LIGHTS OF CARS TRAVELING EAST AND WEST ON MALABAR ROAD. HE THOUGHT HOFFER AVENUE WENT STRAIGHT THROUGH TO MALABAR ROAD. ZACH LEFT THAT ROAD CRASHING INTO THE CANAL. LET'S TAKE A STAND AND STOP THIS ENDLESS CYCLE OF DEATH AND DESTRUCTION.YOU KNOW IT'S 225.7 FEET FROM THE WARNING SIGN TO THE CANAL AT A SPEED OF 30 MILES PER HOUR. THE CANAL IS APPROXIMATELY 5.1 SECONDS FROM THE WARNING SIGN. THE DRIVER WILL RUN OUT OF ROAD IN LESS THAN THREE SECONDS. RESIDENTS RESIDING ON OR NEAR HOFFER AVENUE HAVE STATED THAT A NUMBER OF SERIOUS ACCIDENTS AND FATALITIES HAVE OCCURRED THERE. ON OCTOBER THE 23RD, 2018 A YOUNG MAN NEARLY LOST HIS LIFE WHEN HE CRASHED IN THE CANAL.
A SHORT 68 DAYS LATER, MY GRANDSON LOST HIS LIFE WHEN HE CRASHED INTO THE SAME CANAL AT THE END OF HOFFER AVENUE. ON BEHALF OF THE FAMILY MEMBERS WHO'VE LOST LOVED ONES AND WHO WERE INJURED AT THE END OF HOFFER AVENUE WE ASK THAT THE PALM BAY CITY COUNCIL TO PLACES EXTREMELY DANGEROUS STREET ON THE CITY COUNCIL AGENDA AS AN ACTION ITEM SO WE CAN WORK TOGETHER TO MAKING HOFFER AVENUE A SAFE PLACE FOR RESIDENTS AND DRIVERS BY PLACING WARNING SIGNS AND OR GUARDRAILS AT THE END OF HOFFER AVENUE.
WHEN THIS MEETING ENDS THIS EVENING. MOST OF YOU WILL RETURN HOME TO ENJOY THE COMPANY OF YOUR FAMILY, ENDING ANOTHER NORMAL DAY. FOR OUR FAMILY WE NO LONGER HAVE A NORMAL DAY. WE START EACH DAY BY PLACING ONE FOOT IN FRONT OF THE OTHER AS WE TRY TO MOVE FORWARD. JUST AS WE THINK WE ARE GETTING A LITTLE STRONGER WE HEAR A CERTAIN SONG OR SEE SOMETHING THAT REMINDS US OF ZACH. THAT FEELING OF OVERWHELMING GRIEF FLOODING BACK INTO OUR THOUGHTS RETURN TO ZACH AND THAT TRAGIC DAY THAT WE LOST SUCH A LOVING AND CARING YOUNG MAN. WE BESEECH THIS CITY COUNCIL DO NOT LET ZACH'S DEATH BE IN VAIN AND RESPECT FOR HIS MEMORY AND FOR THE SAFETY OF THE COMMUNITY. PLEASE PLACE WARNING SIGNS AND OR A BARRICADE AT THE END OF HOFFER AVENUE. IN SO DOING YOU MAY SPARE ANOTHER FAMILY THE PAIN AND SORROW WE FEEL EVERY SINGLE DAY. THANK YOU SO MUCH. THANK YOU. NEXT PERSON RANDY [INAUDIBLE]. GOOD EVENING GENTLEMEN. RANDY [INAUDIBLE] 1209 SANCHEZ STREET. I'M HERE AS THE CHAIRMAN OF THE CITIZENS OF PALM BAY PETITION COMMITTEE. I'M NOT GOING TO ADDRESS ALL THE CRAZINESS THAT'S GOING ON RIGHT NOW BUT I WANT TO TALK ABOUT AS A PUBLIC RECORDS REQUEST THAT WE SUBMITTED A COUPLE OF MONTHS AGO TO YOU GUYS IT WAS PRETTY BIG ONE IS ABOUT ALL YOUR COMMUNICATIONS REGARDING THE PETITION YOUR E-MAILS YOUR TEXT MESSAGES.
THE CITY CLERK WORKED VERY DILIGENTLY TO FULFILL THAT FOR US. THE AMAZING THING ABOUT IT IS OUT OF FIVE OF YOU ONLY ONE OF YOU REALLY HAD ANY E-MAILS. I GOT MAYBE TWO THREE FOUR TOTAL NO TEXTS. IT MAKES ME WONDER IF AN ISSUE THAT BIG IN A CITY THIS BIG AND YOU GUYS AREN'T DISCUSSING THIS IN WRITTEN FORM AT ALL. KIND OF MAKES ME THINK THERE'S SOMEWHERE ELSE YOU GUYS ARE TALKING ABOUT THIS MAYBE PRIVATELY OUTSIDE THE SUNSHINE. WEIRD RIGHT. YOU GUYS WOULDN'T DO THAT WOULD YOU. ANYWAY PAST THAT POINT.
ONE THING THAT WAS REVEALED TO US IS THAT THE FORMER CITY ATTORNEY AND THE DEPUTY CITY MANAGER AT THE TIME, NOT AT THE TIME CURRENT ONE HAD JUST RESIGNED. YOU GUYS THEY CONSULTED AN OUTSIDE ATTORNEY WHEN DESIGNING OUR PETITION SHEETS AND THIS OUTSIDE ATTORNEY JUST REPRESENTED AND VICTORIOUSLY WON A LAWSUIT AGAINST PALM BEACH FOR THEIR SPECIAL ASSESSMENTS. SO YOU GUYS HAD A POOL OF KNOWLEDGE THERE AND EXPERIENCE THAT WAS PROBABLY THE BEST YOU COULD GET. AND YET SOMEHOW YOU STILL GOT OUR PETITION SHEETS WRONG. SOMEHOW. I'M GONNA CALL LIKE I SEE IT AND I'M GOING TO SAY IT WAS FLAT OUT AND OUT OBSTRUCTION. I THINK THE CITY HAS DONE EVERYTHING THEY CAN DO TO STAND IN OUR WAY AND STOP US FROM HAVING OUR RIGHT TO PETITION. YOU KNOW WHAT. WITH EVERYTHING ELSE THAT IS COMING OUT MAYBE SOMETHING ABOUT THIS WILL COME OUT TOO. BUT IT'S THERE IT'S THERE IT'S BLACK AND WHITE. THERE'S NO MORE DENYING IT. YOU
[00:30:07]
KNOW YOU HAVE THREE GREAT MINDS WORKING ON THESE YOU GUYS CAN MAKE A PETITION SHEET CORRECTLY? I CALL SHENANIGANS COMPLETE SHENANIGANS. DAVID KEARNS. DAVID KEARNS OF PALM BAY GIVES ME NO PLEASURE TO BE HERE TONIGHT AND SAY THESE THINGS. IN 2015 IS A CANDIDATE FOR FLORIDA HOUSE THAT CAME BEFORE THIS BOARD AND ISSUED A WARNING. I SAID THAT YOU BEST NOT SEE ME ELECTED BECAUSE I'LL CALL FOR AN INVESTIGATION OF THE FDLE INTO THE CITY OF PALM BAY. LITTLE DID I KNOW HOW SERIOUS THE SITUATION HAD GOTTEN. HOW METASTASIZE HAD THE CORRUPTION BECOME WITHIN PALM BAY. WE LOOK AT AN AFFIDAVIT THAT MENTIONS A CLUBHOUSE ON CANOVA STREET WHERE PUBLIC OFFICIALS HUNG OUT.THE WORDS PROSTITUTION AND DRUG USE WERE USED THROUGHOUT THE AFFIDAVIT. AS A CONCEPT IN LAW THAT WE LEARNED AS THE PARENTS OF AN AGING SENIOR WHO CONTINUED TO DRIVE.
AND THE CONCEPT IS KNEW OR SHOULD HAVE KNOWN. WE LEARNED THAT WE CAN'T CONTINUE TO LET OUR EIGHTY FIVE YEAR OLD FATHER DRIVE A CAR BECAUSE WE KNOW HE'S IMPAIRED AND CAN'T DRIVE A CAR AND THEN WE COULD BE COME LIABLE. SO KNEW OR SHOULD HAVE KNOWN.
IF I HAD A SENSE IN 2015 THAT SOMETHING WAS REALLY AMISS AND CERTAINLY THOSE OF YOU ON THIS BOARD INAUDIBLE] WHAT WAS GOING ON HERE IN THE CITY OF PALM BAY MUST HAVE KNOWN MUST HAVE HEARD SOMETHING MUST HAVE BEEN AWARE. IF YOU KNEW OR SHOULD HAVE KNOWN IF YOU WERE CAUGHT UP IN THIS THING IF YOU ARE COMPROMISED AS A CITY OFFICIAL I AM BEGGING YOU TO SUMMON WHAT REMAINS OF YOUR CIVIC IMPULSE AND FOR OUR BENEFIT RESIGN SO THAT THIS CITY CAN BEGIN TO HEAL. TELL WHAT YOU KNOW AND WHEN YOU LEARNED IT. DO THE DECENT THING TO CONTINUE ON AS IF NOTHING'S WRONG INVITES SCRUTINY FURTHER SCRUTINY. ONE OF MY BIGGEST FEARS IS THAT A GOVERNMENT BOARD FROM THE STATE WILL COME IN AND TAKE OVER OUR CITY AND ALREADY THERE'S A MOTION TO DO AWAY WITH HOME RULE. IT'S BY OUR CURRENT STATE REP, MR. FINE TO DO AWAY WITH HOME RULE AND IF WE DO AWAY WITH HOME RULE THEN WE OPEN OURSELVES UP TO ATTACKS FROM THOSE WHO MIGHT WISH TO PUT FRACKING IN THE CITY, WHO MIGHT WISH TO PUT A BAUXITE MINE, WHO MIGHT WISH TO DO PHOSPHATE MINING AS THEY DO AT MOSAIC. SO ANY NUMBER OF THESE THINGS COULD IMPACT US NEGATIVELY. THAT'S BEEN MY BIGGEST FEAR ALL ALONG WAS DRIVEN ME TOWARDS ACTIVISM. WE NEED PEOPLE ON THE CITY COUNCIL WHO ARE NOT COMPROMISED WHO ARE WHO ARE FREE TO ENACT LAWS AND DO THINGS RELATIVE TO THE CITY THAT COME FROM THE HEART AND THE WILL TO DO GOOD. AND I AM BEGGING YOU TO SUMMON WHAT REMAINS IF YOU ARE COMPROMISED TO SUMMON WHAT REMAINS OF THAT CIVIC IMPULSE THAT STARTED YOU DOWN TO THE ROAD TOWARDS PUBLIC SERVICE AND PLEASE DO WHAT'S BEST FOR ALL OF US AND RESIGN. THANK YOU. THANK YOU. THOMAS GAUME. THANK YOU MR.MAYOR. MEMBERS OF COUNCIL. THOMAS GAUME. 1700 LANTANA COURT. WELL IF THERE'S ONE THING WE'VE LEARNED OVER THE LAST WEEK IS THAT WHAT EVERYBODY HAS SAID FOR YEARS AND YEARS AND YEARS APPARENTLY HAS SOME BASIS. BUT A COUPLE LESSONS TO BE LEARNED FROM WHAT WE KNOW ALREADY BECAUSE REALLY WE KNOW VERY LITTLE. ALL WE HAVE IS AN ALLEGATION AND A CHARGE. AND ONCE THERE IS A TRIAL AND THIS IS ALL CONCLUDED, EVERY BIT OF THE EVIDENCE EVERY BIT OF THE RECORDINGS EVERYTHING ELSE WILL BE PUBLIC RECORD. SO LYING NOW WILL DO YOU NO GOOD. ONE OF THE OTHER LESSONS I TAKE AWAY FROM THIS WAS THERE WAS A RICH MAN WHO LIVED OUTSIDE OUR CITY TRYING TO HAVE INFLUENCE ON OUR POLICY MAKERS. LIVED OUTSIDE THE CITY. [INAUDIBLE] SOMEHOW MANAGED TO CAUSE ALL THIS UPROAR IN OUR CITY. SO I'M GOING TO ECHO MR. KEARNS THAT
[00:35:09]
IF YOU'RE INVOLVED YOU OWE THE CITIZENS OF PALM BAY EVERYTHING YOU KNOW. THANK YOU.OK. LISA HAVE YOU SPOKEN WITH MR. CAULFIELD. I HAVE NOT SPOKEN DIRECTLY WITH MR. CAULFIELD BUT I DID RECEIVE AN E-MAIL THROUGH COUNCIL AND FRANK WATANABE OUR PUBLIC WORKS DIRECTOR AND ENGINEER ARE WORKING ON THAT SAME ON THAT ISSUE AND WE ARE WE ARE WORKING ON THAT. AND CHIEF MOYA PALM BAY POLICE DEPARTMENT IS GOING TO PROVIDE SOME TRAFFIC DATA FOR HIM AS WELL AND I THINK FRANK IS GONNA GIVE YOU HIS CARD AS WELL. OKAY. [INAUDIBLE] MR. [INAUDIBLE]. IF YOU PROVIDED THE STUFF THAT HE NEEDS. I GUESS WHEN IT COMES TO TEXTS AND EMAILS WE DON'T COMMUNICATE LIKE THAT BECAUSE THAT WOULD BE A VIOLATION OF THE SUNSHINE LAW. SO IF YOU REQUEST TO SEE IF YOU KNOW THAT THAT'S THAT IS THE TRUTH. I MEAN YOU CAN LAUGH ABOUT IT BUT THAT IS THE TRUTH. THAT'S WHY CERTAIN PEOPLE CERTAIN PEOPLE YOU'LL RECEIVE CERTAIN COMMUNICATIONS AND PLEASE DO NOT SPEAK OUT. YOU MAY FIND THAT WE'RE NOT OK. AND FOR SOME THERE WILL BE THERE'S BEEN PUBLIC RECORDS REQUESTS ON ME PLENTY OF TIME OF PEOPLE THINKING I'M COMMUNICATING WITH SOMEONE A DEVELOPER AND STUFF LIKE THAT. AND THERE'S NOTHING THERE. SO THINGS LIKE THAT DO HAPPEN I UNDERSTAND YOUR FRUSTRATION BUT I CONTINUE TO TELL YOU CONTINUE TO WORK WITH OUR I GUESS CITY ATTORNEY AND CITY CLERK.
OK. JUST WANTED TO ANSWER YOU. YOU ASKED FOR AN ANSWER. I'M JUST GIVING YOU AN ANSWER. CAN I TOUCH ON THAT REAL QUICK. YES. I DID WANT TO ADDRESS THAT BECAUSE I'M PRETTY SURE THERE WAS A PUBLIC RECORDS REQUEST FOR ME AND ANY TIME AND YOU CAN ASK THE CITY CLERK ANYTIME THERE IS A PUBLIC RECORD REQUEST I'M SENDING THAT THING BACK WITHIN FIVE MINUTES EVERY ETHICS CLASS I'VE EVER BEEN IN AND YOU HAVE TO BE IN AT LEAST ONE EVERY YEAR AND MOST OF THE TIME IT'S TWO, PUBLIC RECORDS ARE THE NUMBER ONE THING EVEN BEFORE SUNSHINE LAW. THEY TEACH YOU YOU DO NOT MESS AROUND WITH PUBLIC RECORDS AND WHEN THEY ASK FOR SOMETHING YOU GIVE IT TO HIM. I KNOW YOU'VE GOTTEN AT LEAST ONE E-MAIL FROM ME AND THAT WAS TO THE CITY ATTORNEY ASKING FOR AN UPDATE ON THIS PETITION AND OTHER THAN THAT I TRIED TO STAY OUT OF THIS PROCESS OTHER THAN SAYING I 100 PERCENT OF YOUR SUPPORTED YOUR RIGHT TO DO IT AND I STILL STAND HERE TODAY SUPPORTING YOUR RIGHT TO DO IT. AND WE WILL SEE SOME ENDS TO THAT SO I JUST WANT TO MAKE THAT CLARIFICATION THAT I TAKE PUBLIC RECORDS VERY SERIOUSLY AND IF YOU REQUEST ANYTHING OF MINE YOU'RE GONNA GET IT. OK. AND I GUESS I COULD COMBINE BOTH AND I'M GOING TO ANSWER THIS COUNSEL. THE REALITY OF THE MATTER IS IT'S JUST LIKE BOTH OF YOU SAID THIS ALLEGATIONS AND I GUESS LET THIS RIDE ITSELF OUT. AND WHAT I NEEDED TO SAY FOR MYSELF I ALREADY SAID IT. I SAID IT TO FLORIDA TODAY SAID IT TO FOX 35 SAID IT TO NEWS 6. SO I REALLY DON'T HAVE ANYTHING ELSE TO ADD. SO THE REALITY IS THIS HAS TO THIS HAS TO PLAY ITSELF OUT AND THEN WE'LL TAKE IT FROM THERE. WE ARE WHO WE ARE. I CONTINUE TO SAY YOU CANNOT SPEAK OUT IN THIS CHAMBER. OH OK.
EXCUSE ME SIR. PLEASE. I'M BEING VERY CLEAR. BECAUSE. RIGHT. SO PEOPLE NEED TO UNDERSTAND THAT'S A CERTAIN WAY YOU HAVE TO CONDUCT YOURSELF IN HERE. SO AND THAT WILL NOT BE TOLERATED. SO AT THIS TIME I WANT TO CONTINUE WITH COUNCIL BUSINESS. SO PUBLIC HEARING NUMBER ONE MRS. SMITH. ORDINANCE NUMBER 2019-14 AN

A FINAL READING SO. GOOD EVENING BART [INAUDIBLE] 9001 ELLIS ROAD, MELBOURNE AND WE ARE HERE TO TALK ABOUT OUR SOLAR PROJECT NOTHING HAS CHANGED SINCE THE APPROVAL THE PROCESS HAS GONE THROUGH TALLAHASSEE WITH NO OBJECTIONS SO WE'RE HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. THANK YOU. IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM. NO. BILL BATTIN 586 OCEAN SPRAY STREET SW. I HAVE TWO QUESTIONS ON THIS ONE. QUESTION NUMBER ONE WILL THE CITY OR THE RESIDENTS SEE SOME KIND OF REDUCTION IN MY ELECTRIC BILL. THAT'S NUMBER ONE. NUMBER TWO IS FP&L GOING TO PROVIDE SOME KIND OF REVENUE STREAM BECAUSE OF THEY'RE BEING LOCATED BACK INTO THE CITY. SO YOU KNOW SCRATCH MY BACK I SCRATCH YOURS EVEN IF I DON'T GET A REDUCTION I'D LIKE TO SEE THE CITY GET SOME REVENUE TO HELP REACH THAT SIX MILLION DOLLARS FOR MY ROADS. THANK YOU.IS THERE ANYBODY ELSE THAT WISHES TO SPEAK FOR AGAINST THIS ITEM? NOW BILL YOU WOULD LIKE TO ADDRESS THAT QUESTION. I MEAN BART I'M SORRY BILL. [INAUDIBLE] BILL [INAUDIBLE] HERE. WELL THANK YOU MAYOR. I'D LIKE TO TAKE QUESTION ONE FIRST WHICH WAS I'M SORRY. WILL YOU SEE A REDUCTION IN YOUR ELECTRIC BILL. WELL WE'RE 30 PERCENT BELOW THE NATIONAL AVERAGE AND THESE PLANTS ARE ACTUALLY YOU WILL SEE AN ULTIMATE REDUCTION NOT IMMEDIATE BECAUSE WE'RE NOT BUYING FUEL. SO YOU HAVE THE CAPITAL EXPENSE. AND THEN ONCE WE START TO PAY THAT OFF THERE IS A PAYBACK PERIOD WHERE WE'LL START TO SEE THAT THE PROJECT WILL EASILY PAY FOR ITSELF AND THEN IT WILL KEEP OUR BILLS LOWER WHICH MEANS WE DON'T HAVE TO GO AND BUILD ADDITIONAL POWER PLANTS USING NATURAL GAS OR NUCLEAR OR ANYTHING LIKE THAT. AND THE SECOND QUESTION AS FAR AS THE REVENUE COMING BACK TO THE CITY THERE IS THAT'S PART OF THE COMPREHENSIVE PLAN AND CHANGING THE ZONING AND THERE IS AN INCREASE I DON'T HAVE THE TAX DOLLARS I COULD LOOK AND SEE IF ANY OF MY COLLEAGUES HAPPEN TO KNOW OFFHAND.
DO YOU KNOW JEFF. HE NEEDS TO COME UP. I'M SORRY. MY COLLEAGUE JEFF WEST. HI JEFF WEST, I ADDRESSED YOU AT EARLIER MEETINGS. 301 HASTINGS ROAD ST. AUGUSTINE FLORIDA. TO ANSWER THAT QUESTION YES THERE WILL BE AN AD VELORAM TAX ASSESSED WITH THE SOLAR PROJECT ITSELF. WE'LL WORK WITH THE ASSESSOR ON THE [INAUDIBLE] OF THAT ON THE PROPERTY VALUE. BUT THESE ARE LARGE CAPITAL PROJECTS AND THEY'LL BRING SIGNIFICANT TAX REVENUE TO THE CITY. SO I DON'T HAVE THE EXACT NUMBERS AND WE HAVEN'T RUN THE MODEL FOR THIS PROJECT. BUT THAT'S SOMETHING THAT WE WILL DO AFTER CONSTRUCTION AND YOU'LL SEE A SIGNIFICANT INCREASE. RIGHT NOW THE LAND HAS BEEN BASICALLY AN AGRICULTURAL SO GOING TO GET A CHANGE IN LAND USE AND THEN WITH THE AD VALOREM TAX AND THE CAPITAL AND ALL THE INFRASTRUCTURE THERE'LL BE A SIGNIFICANT INCREASE IN THE REVENUE TO THE CITY. WITH THAT I'M GOING TO CLOSE A PUBLIC HEARING ASK COUNCIL FOR A MOTION. MOTION TO APPROVE ORDINANCE 2019-14 FINAL READING. SECOND.
SECOND BY COUNCILMAN SANTIAGO. ANY FURTHER DISCUSSION COUNCIL. IF NOT I'M GONNA CALL IT. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. MOTION CARRIES UNANIMOUS. ITEM NUMBER TWO MRS. SMITH. THE FOLLOWING ITEM IS QUASI JUDICIAL IN NATURE. PUBLIC HEARINGS AGENDA ITEM NUMBER TWO. ANY PERSON WHO WISHES TO TESTIFY ON SUCH A MATTER MUST SIGN A SPEAKER CARD WHICH CONTAINS A SWORN OATH TO TELL THE TRUTH. ANY SPEAKER MAY BE SUBJECT TO CROSS-EXAMINATION BY THE COUNCIL OR ANY OTHER INTERESTED PARTY.
ATTORNEYS WHO ARE APPEARING ON BEHALF OF A PARTY AND NOT PROVIDING TESTIMONIAL EVIDENCE ARE NOT CONSIDERED WITNESSES AND NEED NOT BE SWORN. TRANSPORTATION TPL. ANY MEETINGS? YES WE DID HAVE A MEETING, DEPUTY MAYOR IF YOU WANTED TO TAKE THAT ONE YET. YEAH, NOT A PROBLEM. WE HAD A MEETING IT WASN'T A VERY LONG MEETING. THERE WAS A LOT OF INFORMATIVE STUFF. VIRGIN TRAINS WERE THERE TALKING ABOUT THEIR NEW TRAIN STATION THAT THEY PLAN ON HAVING ONE LOCATION IN NEVADA. THEY'RE LOOKING IN BETWEEN COCOA AND [INAUDIBLE]. THEY'RE IN A PASSENGER FEASIBILITY STUDY RIGHT NOW. THEY'RE NOW LOOKING AT A STATION ON THE TREASURE COAST AS WELL SO THAT'S WHY IT'S BEEN HELD UP A LITTLE WHILE. SO THEY'RE DOING THAT FEASIBILITY PASSENGER FEASIBILITY STUDY TOGETHER. SO WE ARE AS PALM BAY IN THE FUTURE LOOKING TO HOPEFULLY IF COUNCIL WILL AGREE ON GETTING A STATION LOCATED HERE. MY MAIN FOCUS AND THAT IS IS WORKFORCE ING AND GETTING WORKFORCE TO OTHER PLACES AND TO PALM BAY AS WE TRY TO GET SOME OF THESE HIGH TECH COMPANIES HERE. BUT THE MOST IMPORTANT TAKEAWAY FROM THE TPL MEETING WAS THAT THE TPL ALLOCATED A FINANCIAL GRANT TO US NOT A GRANT BUT THEY MOVED SOME STUFF AND THEY GAVE THE PARKWAY STUDY AN ADDITIONAL MILLION DOLLARS IT WAS SCHEDULED FOR FIVE THOUSAND DOLLARS AND THEY APPROVED A MILLION DOLLARS UNANIMOUSLY THE WHOLE BOARD DID. SO THERE'S ONE MILLION FIVE THOUSAND DOLLARS FOR THE CORRIDOR STUDY OF THE ST. JOHN'S HERITAGE PARKWAY. SO THAT IS A BIG DEAL FOR US. OK. AND THAT'S IT.THAT'S THE MAIN TAKEAWAY SIR. OK. SPACE COAST LEAGUE OF CITIES. THANK YOU MAYOR. MR. JOHNSON. WE HAD A BRIEF MEETING BUT THE ONLY ITEM THAT WE NEEDED TO VOTE UPON WAS A RESOLUTION WHICH PASSED WHICH WAS TO SUPPORT [INAUDIBLE] LETTER TO THE GOVERNOR FOR REQUESTS OF SUPPORTING FITS PROJECT OF CIRCULATING WATERWAYS IN THE INDIAN RIVER LAGOON AND TO TRY TO FIND DIFFERENT AVENUES OF HOW WE CAN APPROACH IT. SO THEY JUST WANTED TO SUPPORT FROM THE SPACE COAST LEAGUE OF CITIES AND IT PASSED WITH ONLY TWO MUNICIPALITIES SAYING NO. SO THAT'S PRETTY MUCH IT. OK.
TDC. THANK YOU MAYOR. I WOULD SAY THE TWO MOST IMPORTANT TAKEAWAYS FROM THE TDC MEETING WAS THAT WE'VE VOTED TO DECREASE THE MATCHING GRANT FOR THE MUNICIPALITIES AND COUNTIES TO RECEIVE THE LAGOON MONEY THE SEWER UTILITIES AND LAGOON MONEY FROM A THREE TO ONE DOWN TO A TWO TO ONE. WHAT THAT MEANS IS BEFORE IN ORDER TO RECEIVE THIS GRANT OR EVERY BASICALLY EVERY DOLLAR THAT THEY GAVE YOU YOU WOULD HAVE TO MATCH IT BY THREE DOLLARS. WELL YOU KNOW WE REALIZE THAT NOT A LOT OF MUNICIPALITIES WERE ACTUALLY BITING ON THAT FOR OBVIOUS REASONS. YOU KNOW I WAS FIGHTING FOR THE ONE TO ONE BUT UNFORTUNATELY THAT WASN'T THE CASE. THERE WERE SOME PEOPLE THAT WERE ADAMANTLY AGAINST IT BUT WE WERE ABLE TO GET IT DOWN FROM 3 TO 1 TO 2 TO 1. SO NOW THE MATCHING IS YOU KNOW EVERY DOLLAR WE'VE GOT TO MATCH TWO DOLLARS. SO SORRY ABOUT THAT SO THAT THAT WOULD BE ONE OF THOSE THINGS SO SO WE DID VOTE ON THAT AND NOW IT'S GOING TO GO TO BREVARD COUNTY COMMISSION FOR FINAL APPROVAL. THE OTHER THE OTHER THING THAT I WANTED TO POINT OUT IS SOME NEW DATA CAME OUT WITH REGARDS TO YOU KNOW LOOKING AT HOW MANY PEOPLE ARE ACTUALLY COMING IN TO BREVARD COUNTY IN TERMS OF OUR TOURISM AND ESPECIALLY WHEN THEY COME IN YOU KNOW FOR SOME OF OUR SPORTS EVENT AND AND SOME OF THE NEW NUMBERS ACTUALLY CAME BACK SHOWING THAT THERE IS ACTUALLY AN INCREASE IN PEOPLE USING AIRBNB AND RV
[00:50:08]
PARKING AND CAMPGROUNDS AS WELL AS CONDO AND OTHER LODGING AS OPPOSED TO HOTELS.AND ONE OF THE REASONS FOR THAT OBVIOUSLY IS BECAUSE OF THE COSTS. IT JUST COSTS LESS TO USE THOSE VENUES AS OPPOSED TO USING YOU KNOW GOING TO A HOTEL THAT ALSO SAYS THAT YOU KNOW THAT THERE'S PROBABLY A LOT MORE PEOPLE THAT ARE COMING HERE FOR OTHER ACTIVITIES OTHER THAN SOMETHING ON THE BEACH. SO I THOUGHT THAT WAS VERY TELLING, VERY ENLIGHTENING. THEY ARE STILL WORKING ON THE DATA AND MAKING SURE THAT THAT THE CASE. BUT THERE SEEMS TO BE A HUGE SPIKE IN THAT AND I THINK THAT DRIVEN BY AND MOTIVATED BY COST BUT THAT WOULD BE ALL. ALL RIGHT. I GUESS WE HAVE NOTHING FOR PALM BAY HOSPITAL SO WE'RE LOOKING INTO COUNCIL REPORT. COUNCILMAN JOHNSON. THANK YOU MAYOR. SO JUST QUICK SHOT OUT LAST WEEK WAS TEACHER'S APPRECIATION WEEK AND NURSES APPRECIATION WEEK. SO I JUST WANT TO GIVE NOTICE TO ALL THE GREAT TEACHERS IN THE FIELD WHO HAVE RETIRED ALONG WITH THE NURSES FOR WORKING DILIGENTLY WITH OUR LOVED ONES OTHER THEN THAT WE JUST HAD OUR SECOND YOUTH ADVISORY BOARD MEETING THIS PAST TUESDAY. IT WAS A WONDERFUL EVENING.
THE KIDS BROUGHT THE YOUNG MEN AND YOUNG WOMEN BROUGHT WONDERFUL IDEAS TO THE TABLE. AND WE HAD PARKS AND REC DIRECTOR FRED POPPY ALONG WITH SOME OTHER PEOPLE WITHIN OUR DEPARTMENT THAT WERE ABLE TO ANSWER SOME QUESTIONS AND JUST REALLY ENGAGE THE YOUTH. AND I ENCOURAGE OTHERS WE'RE SCHEDULING OUR NEXT YOUTH ADVISORY BOARD MEETING I ENCOURAGE OTHERS TO COME WATCH THESE KIDS GO AT IT BECAUSE YEAH THEY ARE INTENSE AT SOMETIMES. I'M LIKE, MAN, IS THIS A COUNCIL MEETING. BUT THEY DID THEIR THING AND THEY REPRESENT AND I'M PROUD OF EVEN MR. BATTIN SHOWED UP. THANK YOU AGAIN MR. BATTIN FOR SHOWING UP AND SUPPORTING. BUT THESE KIDS ARE THE FUTURE AND I ENCOURAGE EVERYONE TO SHOW SUPPORT AND SHOW THEM THAT WE SUPPORT THEM AND SPEAKING OF SUPPORT. I'VE SAW A LOT OF NEW FACES TODAY. I KNOW IT'S FOR A DIFFERENT REASON. BUT I WOULD LIKE TO ENCOURAGE ALL TO STILL KEEP COMING TO THESE COUNCIL MEETINGS. DON'T JUST MAKE THIS A ONE TIME DEAL BECAUSE THE NEWS TELLS YOU TO STAY INVOLVED IN YOUR LOCAL GOVERNMENT AND KNOW WHAT'S GOING ON AT ALL TIMES. THANK YOU.
COUNCILMAN BAILEY. THANK YOU MAYOR. I JUST WANT TO SAY I KNOW WE JUST HAD MOTHER'S DAY LAST WEEKEND SO HAPPY MOTHER'S DAY TO ALL THOSE OUT THERE AND JUST ALSO I KNOW THERE'S A LOT OF FOLKS THAT ARE GRADUATING OR JUST GRADUATED. SO CONGRATULATIONS TO THEM. AND I THINK THEY'RE LOOKING FORWARD TO SUMMER JUST AS MUCH AS SOME OF THE ADULTS ARE, I DON'T KNOW ABOUT THE PARENTS. BUT CERTAINLY TEACHERS. SO THAT'S ALL I HAVE. OK. COUNCILMAN SANTIAGO NO REPORT MAYOR. DEPUTY MAYOR. YES SIR. WE HAVE A LIVING SHORELINE RIBBON CUTTING TOMORROW. THAT'LL BE OVER AT RIVERVIEW. SO THAT IS CERTAINLY IMPORTANT. ODYSSEY CHARTER IS DOING FIDDLER ON THE ROOF SATURDAY AS PART OF THEIR 20TH ANNIVERSARY CELEBRATION SO IF YOU'RE IN A PLACE THAT'S THAT'S A BIG ONE. I WANT TO THANK MICHAEL [INAUDIBLE]. HE SPOKE AT MY SON'S SCHOOL WITH MAGNET SOLUTIONS THAT'S NOT WHY HE WAS THERE BUT HE GAVE ALL THE PARENTS A PEP TALK AND REALLY THE ULTIMATE GOAL AND DIRECTION OF THE THING WAS PARENTS NEED TO BE PARENTS. AND IT WAS ABOUT PARENTS BEING PARENTS SO I THINK THAT'S AN IMPORTANT MESSAGE THAT ALL PARENTS NEED TO HEAR.
TEACHERS AREN'T THERE TO BABYSIT OUR KIDS, THEY ARE THERE TO TEACH THEM. SO PARENTS HAVE TO BE PARENTS AND TEACHERS HAVE TO TEACH. SO IF YOU'RE LACKING IN THAT DEPARTMENT AND YOU NEED HELP IN THAT DEPARTMENT I KNOW KENNY JOHNSON AND I, I THINK WE'RE GONNA GO TO DISCOVERY TO MENTOR. HE'LL TAKE A MONTH I'LL TAKE A MONTH IF YOU NEED HELP REACH OUT. THAT'S A BIG ONE. SO IF YOU'RE LACKING IN ANY DEPARTMENT WHETHER IT BE A MALE OR FEMALE PRESENCE IN THEIR LIFE REACH OUT BECAUSE TOO OFTEN KIDS ARE LEFT BEHIND AND THEN THEY'RE STRUGGLING. AND THAT WAS A BIG MESSAGE OF HIS THAT HE'S HERE TO HELP HE SET UP PROGRAMS THROUGHOUT SCHOOLS SO WE'RE LOOKING TO DO THE SAME THING SO IF YOU DO NEED HELP YOU REACH OUT TO ME OR COUNCILMAN JOHNSON I BELIEVE I DON'T WANT TO PUT HIM ON THE SPOT BECAUSE HE'S NOT HERE BUT I KNOW WE'RE HERE TO HELP OUR COMMUNITY AND THAT'S SUPER HUGE WITH ME. AND THEN I WANTED TO TELL FRED POPPY AND PARKS AND REC THEY WERE NAMED ONE OF THE PARTNERS OF THE YEAR WITH BREVARD PUBLIC SCHOOLS. SO THAT'S HUGE FOR THAT DEPARTMENT, THEY DO A GREAT JOB OVER THERE IN PARKS AND REC AND OUR FAMILY'S HAPPY OVER HERE SO I WANTED TO THANK THEM FOR THAT. THAT WAS PRETTY MUCH IT, SIR. OK WITH THAT. I HAVE NO REPORT. WE'RE MOVING IN TO NEW BUSINESS. NUMBER ONE MRS.
[New Business]
SMITH. RESOLUTION NUMBER 2019-13 A RESOLUTION OF THE CITY OF PALM BAY BREVARD COUNTY FLORIDA SUPPLEMENTING RESOLUTION 2018-63 OF THE CITY. THANK YOU MRS. SMITH. MRS. MORRELL. THANK YOU MAYOR. THIS BEGINS A JOURNEY OF YOUR APPROVED ROAD PROGRAM. THIS IS THE FINANCIAL BENEFIT THAT WE NEED TO MOVE FORWARD WITH AN RFP TO HAVE A FUNDING SOURCE SO THAT WE CAN MOVE FORWARD ON THE GEO TECHNICAL AND DESIGN OF THE UNITS THAT WE'VE APPROVED. WITH US TONIGHT IS ALEX FISHER FROM BOND COUNCIL [INAUDIBLE] AND [INAUDIBLE] FOR YOUR QUESTIONS. [INAUDIBLE] FINANCIAL ADVISOR FROM SOUTHWEST AND AS WELL AS OUR FINANCE DIRECTOR YVONNE MCDONALD. IS THERE ANY CARDS ON THIS. YES SIR, MR. BILL BATTIN. BILL BATTIN 586 OCEAN SPRAY STREET SW. FIRST. GOOD THING. IT'S ABOUT TIME WE SEE IT HAPPENING. I MEAN THAT THIS IS GOING TO ALLOW THE BIDS TO ACTUALLY GO OUT, START GETTING SOME BIDS STARTING TO SEE SOME REAL WELL. WE'RE ALREADY SEEING PROGRESS, SEEING SOME MORE PROGRESS. I WANT TO SEE SOME OF THE PAVEMENT GOING DOWN THAT'S WHAT I'M LOOKING FOR. BUT I KNOW IT'S COMING BUT WITH THAT BEING SAID WHEN YOU HAVE 50 MILLION DOLLARS SITTING OVER HERE LOOKS REAL PRETTY. I DON'T WANT TO SEE ANY OF THAT 50 MILLION DOLLARS BEING SPENT WHERE I COULD BE SPENDING IMPACT FEE MONEY ON USE THIS MONEY FOR PAVING THE ROADS NOT BUYING RIGHT AWAY ON MALABAR ROAD OR SOMETHING LIKE THAT IT'S FOR ROADS NOT FOR FUTURE GROWTH BUT I'LL BE ADDRESSING THAT UNDER NEW BUSINESS NUMBER FIVE. THANK YOU. THANK YOU BILL. ANYONE ELSE. SORRY THAT WAS IT FOR CARDS.SAID COUNCIL I NEED A MOTION. MOTION TO APPROVE RESOLUTION 2019-13 SECOND. SECONDED BY COUNCILMAN SANTIAGO. ANY FURTHER DISCUSSION ON THIS ITEM THE COUNCIL? THIS IS THIS IS DAY ONE AND A LONG JOURNEY IT'S NOT THE FIRST DAY THE FIRST DAY WAS OVER THERE AT THE BALLOT BOX BUT THIS IS THE DAY WE'VE BEEN WAITING FOR ONCE THIS VOTE HAPPENS AND I IMAGINE IT WILL BE IN THE AFFIRMATIVE I CERTAINLY HOPE IT'S IN THE AFFIRMATIVE. GOODNESS GRACIOUS WE'RE GONNA HAVE ROADS IN PALM BAY. YEAH. VERY WELL SAID BY THE WAY AND I WAS JUST ABOUT TO SAY YOU KNOW AGAIN YOU KNOW I WANT TO CONGRATULATE THE FOLKS OUT THERE WHO WORK REALLY HARD TO PETITION AND TO YOU KNOW TO GET OUT THERE AND GET THIS ON THE BALLOT.
AND YOU GUYS YOU GUYS DESERVE IT. SO AGAIN KUDOS KUDOS TO YOU. KUDOS DEPUTY MAYOR ANDERSON BECAUSE I KNOW YOU WERE YOU WERE OUT THERE WITH THEM YOU KNOW SUPPORTING THAT AS WELL. GOOD ON YOU MAN. AND WE'RE GOING TO GET THESE ROADS DONE SO THANK GOD FOR THAT. READY TO GET IT GOING. WITH THAT I'M GOING TO CALL IT ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. AYE. ITEM FIVE WAS PULLED. [APPLAUSE] ITEM. OKAY. IT WAS BILL BATTIN SIR. IT WAS BILL BATTIN? YES SIR. OK. MR. BATTIN. BILL BATTIN. 586 OCEAN SPRAY STREET SW I'M GONNA BE ADDRESSING FIVE ITEMS IN THIS ONE SO I'M GOING TO SPEAK VERY RAPIDLY. IT'S MARCH 2019 INVESTMENT HIGHLIGHTS. FIRST THING I'M GOING TO ADDRESS IS GRANT FUNDS NINE HUNDRED AND FIFTEEN THOUSAND DOLLARS. I'D LIKE TO SEE IF THERE'S ANY SOME WAY THAT WE COULD MAYBE UTILIZE THAT I KNOW WHAT YOU'RE TRYING TO DO WITH IT FOR DOWN PAYMENTS AND IT'S FOR REHAB OF HOMING I UNDERSTAND THAT YOU [INAUDIBLE] QUALIFY. IF WE COULD FIND SOME WAY WHERE WE MIGHT BE ABLE TO UTILIZE SOME OF THAT FOR OUR HOMELESS SITUATION. IF WE COULD FIND SOME WAY TO USE IT IT SEEMS LIKE IT'D BE A WIN WIN ACROSS THE BOARD. THE NEXT ONE IS IMPACT FEE FUNDS. 2.3 MILLION DOLLARS IS WHAT WE CURRENTLY HAVE AND THE IMPACT FEE FUND. AND THAT'S WHY I'D LIKE TO SAY [INAUDIBLE] ROAD DON'T USE ANY OF THE PAVEMENT MONEY YOU'VE GOT FUNDS HERE. [INAUDIBLE] ROAD I STARTED TO CHALLENGE IT BUT DEPUTY [INAUDIBLE] SHERMAN SAID
[01:00:01]
TOLD ME LAST WEEK THAT IT WAS DONE BUT SHE JUST CONFIRMED IT TO ME IN WRITING TONIGHT THAT IT WAS ACTUALLY IN THE WORKS TO PURCHASE THAT UNDER THE RIGHT OF WAY ALONG [INAUDIBLE] ROAD. SO THAT'S THAT IS DEFINITELY A PLUS. SO THANK YOU VERY MUCH BECAUSE I WAS GETTING READY TO CALL THE CITY OUT ON IT. ALL RIGHT. NEXT ONE IS ROAD MAINTENANCE FUND.YOU HAVE 2.4 MILLION DOLLARS. WELL YOU HAD 2.4 YOU NOW HAVE 1.9 MILLION DOLLARS AND I DON'T KNOW WHERE THAT WAS ACTUALLY SPENT OR WHERE IT WENT TO BUT THAT'S QUESTION NUMBER ONE WITH THAT BUT THAT'S NOTHING CLOSE TO THE 6 MILLION DOLLARS THAT WE HAVE TO HAVE ANNUALLY FOR THIS. SO DON'T JUST THINK THAT WE'VE SOLVED THE PROBLEM. IF WE DON'T MAINTAIN THEM ONCE WE REPAVE THEM WE'RE RIGHT BACK WHERE WE STARTED AND I DON'T WANT TO SEE THAT HAPPEN. I'M RUNNING OUT OF TIME. LAST ITEM I'D LIKE TO ADDRESS IS THE 2018 LOGT NOTE FOR PEOPLE THAT DON'T KNOW WHAT THAT IS. THAT'S THE EMERALD LAKES 9 MILLION DOLLAR BOND THAT THE CITIZENS TOOK OUT. WE DIDN'T TAKE IT OUT. CITY COUNCIL TOOK IT OUT WITHOUT EVEN CHECKING WITH THE CITIZENS IF WE WANTED TO INVEST 9 MILLION DOLLARS INTO A PRIVATE DEVELOPER. SO I LIKE TO I'M POINTING THAT OUT. WE'RE COMMITTED. WE HAVE TO DO IT NOW. BUT THAT'S EXACTLY WHAT THAT IS. NINE MILLION DOLLARS WOULD HAVE PAVED A LOT OF ROADS WITHOUT HELPING AN INDIVIDUAL DEVELOPER THAT WAS ORIGINALLY SUPPOSED TO PAVE THE ROAD. BUT IF ANYBODY EVER WANTS TO CHALLENGE ME ON THAT I CARRY THE PAPERWORK WITH ME TO EVERY MEETING TO SHOW THAT THEY WERE GOING TO DO IT. THANK YOU VERY MUCH. WITH THAT, THIS IS ALL A VERY GOOD THING EXCEPT FOR THE NINE MILLION DOLLARS THAT I'M PAYING FOR. THANK YOU BILL. LISA. CERTAINLY THE HOMELESS WORKSHOP SHED SOME LIGHT ON SOME CBDG PROGRAMMING THAT WILL BE OR SHIP FUNDS OR NSP HOMES AND THAT GRANT FUNDING THAT WILL BE WORKING WITH OUR DEPARTMENTS TO DO THAT. A LOT OF WORK TO DO THERE AS WELL SO [INAUDIBLE] PROGRAMMING AND PROGRAMMING AMENDMENT FOR THOSE THINGS. BUT WE'RE DEFINITELY WORKING ON THAT. SO I DEFINITELY APPRECIATE YOU PICKING UP ON THAT AS WELL. NO IMPACT FEES ON [INAUDIBLE] AND WE I'M DEDICATED TO GETTING THAT ROAD MAINTENANCE FUND WHERE IT NEEDS TO BE AFTERWARDS AND I'M NOT GOING TO USE THOSE ROAD BONDS ON ANY OF THAT OTHER STUFF IT'S JUST FOR ROADS JUST FOR ASPHALT. I CAN SMELL IT CAN YOU. ALL RIGHT. AND THE LOG NOTE 2018 THAT IS NINE MILLION DOLLAR BOND FOR THE ST. JOHN'S HERITAGE PARKWAY WHICH KNOW IT'S GOING VERY VERY WELL ACTUALLY OUT THERE SO WE'RE HAPPY WITH THE PROGRESS AND WE'RE STILL STICKING TO THE DATA FALL 2018 FOR AN OPENING. GOOD. MISS ANYTHING? WE HAVE SORRY. I'M GOOD? HALF A MILLION. I'M SORRY? HALF A MILLION FROM THE ROAD FUND, THE IT WENT FROM 2.4 TO 1.9.
THAT'S A YEAR IT'S A YEAR BACK TO A YEAR NOW SO ALL YOUR BUDGET AMENDMENTS OR CLOSE OUTS WE COULD GO BACK AND PROBABLY THERE'S BITS AND PIECES I STARTED TO DO THAT THIS WEEK AND I DIDN'T GET TO THE 500 MILLION BUT THAT'S A YEAR DIFFERENCE. SO 2018 YOU HAD 2.4 FOUR NOW IT'S 1.9 SO I'M SURE THAT RANK HAS SOME PROJECTS THAT CLOSE OUT SOMEWHERE SOME BUILDINGS OR POTHOLES OR OTHER THINGS THAT WENT ON DURING THE YEAR. THANK YOU. WITH THAT I NEED A MOTION COUNCIL. MOTION TO APPROVE THE ACKNOWLEDGEMENT OF THE CITY'S MONTHLY FINANCIAL REPORT FROM MARCH 2019. SECOND. SECOND BY COUNCILMAN BAILEY. ANY FURTHER DISCUSSION COUNCIL? YEAH, MAYOR. I WAS JUST I WAS JUST CURIOUS TWO QUICK QUESTIONS.
ONE IS HOW MUCH ARE WE SPENDING ON THE TIF AS FAR AS THE ROW PURCHASE FOR [INAUDIBLE] AND 2. DO WE ANTICIPATE ANY MORE BORROWING TO HAVE TO FINISH OUT THE PROJECT FOR THE INTERCHANGE ROAD FOR ST. JOHN'S PARKWAY. WE HAVEN'T NEGOTIATED ANYTHING FOR THE ACTUAL PURCHASE. SO WE'RE JUST IN THE INITIAL PHASES OF THAT. SO I DON'T HAVE A DOLLAR AMOUNT TO PROVIDE. AND ON THE ST. JOHN'S HERITAGE PARKWAY THERE IS POTENTIAL FOR SOME CHANGE ORDERS. YES. WE'RE WORKING THROUGH THOSE NOW. THANK YOU. OK. WITH THAT, I'M GOING TO CALL IT. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. MOTION CARRIES 5-0. ITEM NUMBER 7 MRS. JONES. YES. MAYOR AND COUNCIL STAFF IS REQUESTING A SPECIAL MEETING FOR TUESDAY MAY 28TH AT 6 P.M. TO CONSIDER THE COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR FISCAL YEAR 2018. OKAY COUNCIL YOU OK WITH THAT DATE? I AM. OKAY.
ALL RIGHT. KENNY IS NOT. MR. JOHNSON. RIGHT. RIGHT. I HEARD THAT HE WON'T BE ABLE TO BE THERE SO IT'LL BE 4 OF US. ANY DISCUSSION FROM THE PUBLIC IN REGARDS TO.
NO. ALL RIGHT. NO MOTION NEEDED. ITEM EIGHT IS THE FLORIDA LEAGUE OF CITIES. KENNY, YOU ARE THE VOTING DELEGATE AS THE REPRESENTATIVE OF THE SPACE COAST LEAGUE.
YES SIR. I WILL BE GOING TO THIS. I JUST GOT A CALL YESTERDAY TO BE THE VICE CHAIR
[01:05:06]
OF THE LAND USE. I'LL BE ATTENDING. OH YES SIR I'M ON THE COMMITTEE, I'LL BE THE VICE CHAIR ON THE COMMITTEE OF LAND USE. I AM ON THE FINANCE TAXATION AND PERSONNEL COMMITTEE SO I WILL BE ATTENDING. OK.ITEM ON THERE TO RESCHEDULE THE SECOND REGULAR MEETING IN AUGUST TO TUESDAY AUGUST 13TH. OK YOU NEED THAT [INAUDIBLE] YES PLEASE. OK. EVERYTHING. NEED A MOTION FOR EVERYTHING. SO MOVED. SECOND. SECOND BY DEPUTY MAYOR. ALL IN FAVOR SAY AYE.
AYE. OKAY. ALL RIGHT. ADMINISTRATIVE AND LEGAL. MRS. MORRELL. NO, SIR. THANK YOU. MRS. SMITH.
[Administrative & Legal Reports]
YES SIR. OKAY. ALL RIGHT. WE'RE COMING TO THE CLOSING PUBLIC COMMENTS. THANK YOU MR.[Public Comments/Responses]
MAYOR. MEMBERS OF COUNCIL, ONE THING I DID BRING ABOUT THE CITIZENS BUDGET ADVISORY BOARD LAST MEETING WAS OR LAST NIGHT. EXCUSE ME. WAS THAT PUBLIC [INAUDIBLE] CURRENTLY WORKING ON A TEST PROJECT FOR ALIGNING PIPES FOR FIFTY THOUSAND DOLLARS OF THIS TEST PROJECT PROVED SUCCESSFUL, MR. WATANABE SAYS THAT HE CAN WE CAN DO REPAIR MALABAR ROAD FOR TWO MILLION DOLLARS FOR THE STORMWATER PIECE AND ABOUT A MILLION DOLLARS TO PAVE IT AFTER THAT SO I'D ASK AS WE GO INTO THE BUDGET PROCESS THAT WE SET ASIDE THREE MILLION DOLLARS TO FIX MALABAR ROAD IF THE TEST SHOULD SERVE SUCCESSFUL AND IF NOT AS WE GO FURTHER DOWN THE LINE WITH THE BUDGET PROCESS WE COULD REDISTRIBUTE THOSE FUNDS IF NOT. BUT EARLY ON I THINK WE SHOULD SET THEM ASIDE. THE OTHER ISSUE. MR. MAYOR YOU STATED THAT YOU WERE THE ONLY ONE WHO MADE A COMMENT. I JUST WISH THAT YOU WOULD CLARIFY YOUR COMMENT BECAUSE MANY A COUNCIL, 3 OUT OF THE FIVE I BELIEVE WERE SITTING ON COUNCIL IN 15 AND 16 WHEN THESE RECORDINGS WERE MADE AND THERE'S BEEN OTHER THINGS HAPPEN SINCE 16 INCLUDING THE PETITION INCLUDING MR. MORRIS'S ARREST INCLUDING NEW POLICIES PUT IN PLACE TO FURTHER RESTRICT FIRST AMENDMENT RIGHTS OF THE CITIZENS THAT I'D ASK THAT YOU'D BACK UP AND LOOK AT THOSE THINGS. AND I THINK WE NEED TO HAVE A RECONSIDERATION OF THE PETITION, DROP THE LAWSUIT AND PUT IT ON THE BALLOT AT THIS TIME. YOU TALK ABOUT TRUST FROM THE CITIZENS. YOU HAVE NO TRUST AT THIS POINT. THIS IS A LONG GOING THING AND IT DIDN'T HAPPEN UNDER YOUR NOSE WITHOUT YOU KNOWING. SO WITH THAT THANK YOU AND HAVE A GOOD NIGHT. I'M MATT GIBSON 894 BIANCA DRIVE PALM BAY. I THINK IT IS A GOOD TIME TO LOOK BACK. I FIND MYSELF LOOKING BACK ON A COUNCIL MEETING WHERE THE FORMER DEPUTY MAYOR STOOD HERE AND HE TOLD YOU THAT HE'LL BE BACK IN TEN YEARS AND THEN YOU WOULD NOT HAVE ROADS IN PALM BAY AND I JUST THINK IT'S KIND OF IRONIC THAT THE CAMERAS LEFT BEFORE ROADS CAME TO PALM BAY BECAUSE THAT'S THE BIG NEWS OF THE NIGHT. THAT'S WHAT THE PEOPLE BASICALLY TOLD YOU THAT THEY WANTED. AND AS FAR AS SCANDAL, I THINK THAT WE MADE RIGHT CHOICES. THE FORMER CITY MANAGER FOR EXAMPLE. AND IT'S A LONG ROAD TO GET TO WHERE WE ARE TODAY BUT I'M HERE AS A RESIDENT OF PALM BAY TELLING YOU THAT WE DO TRUST YOU AND YOUR JUDGMENT IN THE FUTURE AND LOOK FORWARD TO YOU CONTINUING TO SERVE US. THANK YOU. ANYBODY ELSE WHO WISHES TO SPEAK. IF NOT MEETING ADJOURNED.
