AND THAT IS IN THE WORKS AND I GOT IT CONFIRMED LAST COUNCIL MEETING THAT THE COUNCIL IS GOING TO USE TIF FUNDS ON THAT AND NOT THE ROAD BOND MONEY. AND THAT'S EXACTLY WHERE IT SHOULD HAVE BEEN. RIGHT NOW I'M YOUR ACTING PUBLIC WORKS DIRECTOR AND YOUR CITY ENGINEER AND I WANT TO GIVE YOU A LITTLE UPDATE ON WHERE WE ARE WITH BOTH THE STORM WATER AND THE ROAD PROJECT SO WE'LL START OFF WITH THE STORM WATER PROJECT. SO WE FLIP ONTO THE NEXT SCREEN.

YOU GUYS HAVE THE HAND OUT SO YOU GUYS COULD FOLLOW ALONG WITH ME ON THE HANDOUTS BUT ON THE ON THE NEXT SCREEN IF [INAUDIBLE] HELPS ME OUT. WE TALK ABOUT RIGHT NOW WHERE WE SIT WITH THE STORM WATER PROJECTS WE NOW HAVE ONE HUNDRED PERCENT COMPLETION ON OUR THREE CULVERTS WHICH WE CALL PEBBLES, PEMBROKE, AND EMERSON THAT WAS THE LAST ONE WAS EMERSON WAS WAS RECENTLY JUST COMPLETED ABOUT A WEEK AGO AND I'LL SHOW YOU SOME PHOTOGRAPHS OF THE BEFORE AND AFTER. JUST A HEADS UP THAT THE UNIT 42 PHASE 2 WAS RECENTLY AWARDED TO A CONTRACTOR. THE 31 32 ARE IN THE ADVERTISING RIGHT NOW AND 31 SHOULD BE CLOSING THIS WEEK. THE GARVEY TO GARVEY CULVERTS FOR THE GARVEY ROAD PROJECT SHOULD BE ADVERTISED BY THIS FRIDAY. SO THAT PRETTY MUCH SETS OUT FOR THE FIRST PHASE OF OUR PIPE PROJECTS MOST OF OUR PIPE PROJECTS WE ARE WORKING ON ARE KEY FOR THE MALABAR DRAINAGE IMPROVEMENTS WHICH I WILL GO INTO IN MORE DETAIL AS WELL AS WE'RE WORKING NOW TOWARDS A NEW PROJECT TO RE-OPEN ONE OF OUR ROAD CLOSURES. AS THIS HAS BEEN DISCUSSED MANY TIMES. SO RIGHT NOW WE'VE TAKEN THE LEAD IN LOOKING AT AND WORKING ON THE WATERBURY STREET CLOSURE. THE REASON WHY I CHOSE WATERBURY BECAUSE THAT WAS THE LONGEST CLOSED AND IT HAS FROM A DISTANCE STANDPOINT THE LONGEST YOU COULD SAY DETOUR FOR RESIDENTS BASED ON BECAUSE IT'S BEEN THE LONGEST CLOSED ROAD AND IT HAS THE LONGEST DETOUR IT MADE THE COMMON SENSE TO MAKE THAT THE PRIORITY. AND SO WE STARTED MOVING FORWARD WITH THAT AND I'LL GO THROUGH THE DETAILS ON EACH OF THOSE SO [INAUDIBLE] FLIP REAL QUICK. THIS IS THE. YEAH GO AHEAD SIR. NO NO GO. COULD YOU SPEAK IN THE MIC SIR. THE 42 IS ACTUALLY ALL THE DESIGN PLANS ARE DONE THE 42 WAS BROKEN INTO PHASES AS BECAUSE THIS WAS A PRECURSOR TO THE ROAD PAVINGS.

42 HAD EARLIER PROJECT OUT JUST BY COINCIDENCE THAT BECAME BECAUSE THIS IS A AREA THAT HAS A LOT OF PIPE FAILURES AND THE ROADS ARE NOT AS GREAT SO IT MAKES COMMON SENSE SO IT BECAME THE FIRST SHARE BUT WE STILL HAD THE PHASES TWO AND PHASES THREE. THE PHASE TWO JUST GOT AWARDED PHASE THREE IS GOING TO BE LET OUT IN A FEW WEEKS ALL THOSE ARE DESIGNED AND READY TO GO BUT THOSE ARE ALL AGAIN IN ADVANCE OF THE PAVING OF THE STREETS. SO WE'RE TRYING TO GET ALL THE PIPE INSTALLATION STARTED NOW. SO THAT'S WHAT YOU SEE MOST OF THEM ARE READY TO HIT CONSTRUCTION BEING ADVERTISED AWARDED IN THE PROCUREMENT PROCESS AND I'LL GO MORE DETAILS WITH SOME OF THE OTHER ONES AS WELL BUT THOSE ARE THE MOST CRITICAL ONES BECAUSE 31, 32, 42 ARE THE BIGGER AREAS THAT TOTAL MAY HAVE LIKE 80 PIPES IN EACH OF THE EACH OF THE UNITS SO THAT'S WHY 42 IS BROKEN INTO PIECES. 31 AND 32 IS REASON WE DO IT ALL ONE IS IT BECAUSE THE AREA'S NOT AS POPULATED AND IT'S EASIER FOR US TO MOBILIZE GET THE PIPES DONE REAL FAST WITHOUT A LOT OF MOT LOT OF INCONVENIENCE BECAUSE THERE ARE NO CURB, GUTTER, AND SIDEWALKS THERE ARE NO HOMES. SO THAT MAKES MORE COMMON SENSE TO DO ALL 80 AT ONE TIME. PREVIOUS METHODS WERE TO [INAUDIBLE] THE PIPE YOU PUT IT A A POXY RESIN IT WAS DONE BASED ON MY RESEARCH AT LEAST TWICE AND PROBABLY THREE TIMES BEFORE I CAME HERE IN THE LENGTH OF THIS PROJECT. AGAIN THIS PART HAS GONE ON FOR A LONG PERIOD. WHAT WE WANT TO DO BASED ON MY DISCUSSION WITH PROCUREMENT IS TO GO OUT WITH AN RFQ OR THEY MAY SAY LIKE RFI REQUEST FOR INTEREST WAS TO DO A DEMONSTRATION PROJECT FOR ONE OF THE BOXES THE WORST ON THIS ONE RIGHT NEXT TO EMERSON AND TO GET THAT OUT AND DO A TEST WITH ONE OF THESE COMPANIES. THERE IS SEVERAL COMPANIES THAT DO IT BUT I'VE BEEN IN DISCUSSIONS WITH TWO OF THEM. THEY'RE VERY MUCH INTERESTED. IT'S A NEW STYLE THAT THE INJECTOR ON THE BOX IS TO STABILIZE THE BOXES AND THEN THEY DO MORE OF A KIND OF LIKE A LIKE A GEO-POLYMER RESIN. SO IT'S NOT A POXY LIKE THE OLD DAYS WHERE THE POXY IS TWO CHEMICALS WITH WITH A COMBINATION THAT ACTIVATE AND YOU PRESS THE PLACE ON THE BOXES PLACE IT ON THE CONCRETE AND IT SEALS IT. THE POLYMER STYLE RESIN IT'S A IT'S A IT'S UM IT'S A CHEMICALLY BONDING METHOD AT THE SAME TIME THE METHOD IS NOT JUST TO SPRAY IT OUT TO ADD ON IT'S INJECTED LIKE LIKE THE ENTIRE PIPE ITSELF. AND SO WHAT THEY HAVE IS THE ACTUAL MECHANISM IS KIND OF A SPRAYER THAT SPRAYS THE ENTIRE PIPE AND IF IT GOES INTO THE BOX IT SPRAYS ENTIRE BOX. SO WHAT YOU HAVE IS ONE LINEAR COMPLETELY SEALED BOX AND PIPE. SO IT'S TRULY WHAT THEY CALL THIS WHAT THEY CALL IN THE NEW INDUSTRY A PIPE IN A PIPE WHERE BEFORE THEY USED TO CALL THE SLIP LINING WHICH YOU PUT A SOCK IN IT IT BECOMES HARDENS CURED IN PLACE. SO LITERALLY IT'S A PIPE IN A PIPE AND THAT'S WHAT WE'RE TALKING ABOUT HERE WITH THAT PROPOSAL WE WANT TO DO IS TO DO BOTH THE IN-GROUND INJECTING AROUND THE BOX TO STABILIZE THE BOX SO IT DOESN'T MOVE ANYMORE AND THEN WE SPRAY THE ENTIRE PIPE SYSTEM WITH THIS NEW STYLE METHOD TO PUT THIS GEO-POLYMER RESIN IN SO IT'S ONE BIG PIPE IN THE PIPE AND BASED ON WHAT I CAN TELL THAT WILL BE THE IDEAL WAY TO RESOLVE THIS DRAINAGE PROBLEM AT A VERY MINIMAL COST. THE PAST COST WE HAD EARLY ON WAS 10 MILLION. MY EARLIEST ESTIMATE TO CHANGE OUT THESE 20 BOXES AND PIPES ABOUT A MILE OF PIPE. YOU'RE LOOKING AT 20 MILLION DOLLARS COMPARED TO WHAT WE HAVE RIGHT NOW BASED ON EARLY ESTIMATES UNTIL WE GET THE TESTING DONE. WE TRULY KNOW WHAT WE'RE LOOKING INTO FOR COST. BUT THE EARLY ESTIMATE SHOWS PROBABLY ABOUT TWO MILLION DOLLARS DO THE POLYMER AND PLACE INJECTIONS AND MAYBE ANOTHER MILLION DOLLARS TO RESURFACE THE ROADWAY BACK TO WHERE IT SHOULD BE. SO WE'RE LOOKING AT NOW 3 MILLION DOLLARS VERSUS 40 MILLION DOLLARS. YOU KNOW WHAT I MEAN A HUGE DIFFERENCE. AGAIN THIS IS THIS IS A BRAND NEW TECHNOLOGY BRAND NEW FOR US HAS IT BEEN AROUND IN THE INDUSTRY. YES IT HAS BEEN AROUND FOR ABOUT SEVEN YEARS. I'VE CONTACTED A FEW OF THE CITIES AND AGENCY THEY'RE VERY IMPRESSED VERY HAPPY. SO WE WANT TO GO WITH THAT. AND SO WHEN WE WANT TO CONTINUE WITH OUR RFP I HAVE A TYPO THERE. WE DO WE'LL MAKE SURE THERE'S QUALITY CONTROL, WE'LL MAKE SURE THERE'S MONITORING, WE'LL MAKE SURE THERE'S A MAINTENANCE PERIOD ATTACHED TO THIS RFQ OR RFI TO DO THIS TEST SAMPLING. AND MY GOAL IS TO TRY TO GET THIS SCHEDULE AND OUT CONSTRUCTION BY OCTOBER. THAT MEANS SO HOPEFULLY BY JULY I'LL GET OUR PROCUREMENT OFFICE TO HELP ME GET THIS RF OR RFI REQUEST FOR QUALIFICATIONS OR REQUESTS FOR INTEREST TO GET THIS THING OUT TO DO A TEST SAMPLING OF ONE OF OUR LOCATIONS. SO THAT'S WHAT WE'RE LOOKING AT. SO [INAUDIBLE] FLIP TO THE NEXT PAGE. THIS IS AN EXAMPLE OF OUR CURRENT BOXES. I WAS IN THIS BOX ON JANUARY 31. SO THIS IS A BOX IT WAS GROUNDED IT WAS TAKEN CARE OF BUT YOU CAN SEE THAT THE ENTIRE BOX WASN'T GROUNDED IT WAS IT WAS SPOT LOCATED ROUTING WHERE THE ENTIRE BOX WAS [INAUDIBLE] IN THESE THESE NEW STYLE GEO POLYMER RESINS STYLE COATINGS IS THE ENTIRE BOX IS ONE BIG BOX. YOU CAN'T SEE LIKE HERE YOU CAN SEE WHERE THERE'S THE ORIGINAL CONCRETE. YOU CAN SEE THERE'S SOME EPOXY HERE YOU SEE SOME OLD EPOXY. AND THOSE WATER PRESSURE COMING OUT. AND A LOT OF THAT WATER PRESSURE IS NOT STORMWATER YOU GUYS. THAT IS YOUR WATER CABLE COMING IN. THAT'S ALL IT IS. SO THAT'S GOING TO ALWAYS HAPPEN. SO WE NEED TO RESOLVE THIS ISSUE SO THE NEXT PICTURE SHOWS A SAMPLE OF THIS COMPANY DOING WHAT THEY CALL THESE TEST BORES. SO WHAT WE DO IS WE DO TEST BORES AS AS THIS PROJECT MOVES FORWARD WHOEVER WE SELECT WILL HAVE TO DO TEST BORES TO DETERMINE WHAT THE MATERIAL IS AROUND THAT BOX. HOW DO WE INJECT IT. HOW DO WE TAKE CARE OF IT. AND THEN THE NEXT SLIDE SHOWS AFTER THEY DO THE BORES AND GIVE US ALL THE INFORMATION. THEY'LL DO THE GROUT INJECTION PLANS WHICH SHOWS YOU HOW MANY INJECTIONS THEY HAVE TO DO AROUND THAT BOX TO STABILIZE IT TO ENSURE IT. AND THE INJECTION AND THE METHOD THEY USE IS CHEMICAL ACTUALLY ACTIVATES WITH WATER.

THE MORE WATER THE STRONGER IT GETS. SO IT'S ACTUALLY WHAT I'M TOLD IT'S ACTUALLY AN IDEAL SITUATION WHERE YOU REALLY HAVE TO MONITOR IT BECAUSE BASED ON HOW YOU INJECT IT IF THERE'S A LOT OF WATER IT ACTIVATES FASTER QUICKER SO THEY HAVE TO BE ABLE TO SHUT IT OFF AND NOT OVER STRENGTHEN THE AREA BECAUSE HE'D SAY NOT BETTER IS GOOD NOT TOO STRONG IS GOOD TOO MUCH HARDNESS DOES CREATE OTHER ISSUES THEN YOU'LL START SEEING SURFACE CRACKING MIRROR CRACKING. WE DON'T WANT THAT IN THAT AREA. WHAT WE'LL DO IS WE'LL PAVE THE ROAD AT THE END. IF THAT AREA IS TOO HARD YOU'LL START SEE MIRROR CRACKING EVERYWHERE. THEY MONITOR TO EXACTLY WHERE THEY WANT IT BASED ON TEST BORES. SO THEY KNOW EXACTLY WHEN THEY MEET THAT RIGHT THRESHOLD TO MAKE SURE THAT THAT GROUND IS STABILIZED BASED ON WHAT WE SEE IN TERMS OF PRESSURES WE NEED FOR THAT ROADWAY.
