SO GOOD. JEREMY REIDERMAN. ABSENT. DAN FISHER. HERE. DAN JORDAN. PHILIP WEINBERG.
HERE. DAVID WILLS. ABSENT. BEREKIA LAFAILLE. BEREKIA LAFAILLE. HERE. THOMAS [INAUDIBLE].
HERE. OK THANK YOU. OK NEXT ITEM IS THE ADOPTION OF MINUTES FROM OUR LAST MEETING
[ADOPTION OF MINUTES]
2019/03. MOTION TO APPROVE THE MINUTES OF THE 2019/03. OK. ALL IN FAVOR. AYE. AYE. ANY OPPOSED. MOTION CARRIES. OK NEXT PUBLIC COMMENTS FOR NON AGENDA ITEMS[PUBLIC COMMENTS]
ONLY. BILL BATTIN 586 OCEAN SPRAY STREET SW. TWO ITEMS I'D LIKE TO ADDRESS. FIRST ITEM IS THE FACT THAT WE'VE TAKEN THE FIRST DRAW ON THE 150 MILLION DOLLARS THAT'S THIS THAT'S WHAT WE NEEDED TO GET THIS THING REALLY FLYING AND I'M GLAD TO SEE IT AND HOPEFULLY IT MEANS THAT YOU GUYS ARE GOING TO HAVE A LOT MORE WORK LOOKING A LITTLE BIT HARDER NOW ON WHERE THINGS GO. BUT THAT'S OK BECAUSE NOW IT'S GOING TO BE HAPPENING. THAT'S A GOOD THING. ITEM NUMBER TWO IS TIF FUNDING.I'VE HEARD THAT TIF FUNDING FOR THE PURCHASE OF RIGHT AWAY ALONG MALABAR ROAD IS NOT GOING TO BE COMING OUT OF THE HUNDRED OUT OF THE HUNDRED FIFTY MILLION DOLLAR ROAD BOND. AND THAT IS IN THE WORKS AND I GOT IT CONFIRMED LAST COUNCIL MEETING THAT THE COUNCIL IS GOING TO USE TIF FUNDS ON THAT AND NOT THE ROAD BOND MONEY. AND THAT'S EXACTLY WHERE IT SHOULD HAVE BEEN. AND SO WITH THAT I'M WISHING YOU GUYS LUCK AND I WANT TO THANK WATANABE BECAUSE HE WAS THE ONE THAT HELPED PUSH THAT BECAUSE I WOULD HAVE I WOULD HAVE BEEN PICKING ON HIM IF THEY WOULD HAVE SPENT ROAD MONEY ON ON RIGHT AWAY MONEY THANK YOU. OTHER COMMENTS OK MOVING
[1. Review the Revised By-laws]
ALONG. THE NEXT ITEM IS TO REVIEW THE REVISED BYLAWS AND WE'LL TAKE ANY PUBLIC COMMENTS ON THE ON THIS ITEM. OK OPEN IT UP FOR DISCUSSION. EVERYONE HAD A CHANCE TO REVIEW THE BYLAWS. YES SIR. MAKE SURE I'M ON. I WAS JUST QUESTIONING THE TWO YEARS FOR THE CHAIRMANSHIP AND WONDERED IF THE BOARD WOULD IF WE COULD GET A CONSENSUS TO MOVE IT TO ONE YEAR AT THE COMPLETION OF JEREMY'S SEAT BECAUSE JEREMY WOULD OBVIOUSLY BE GRANDFATHER BACK AND HAVE A TWO YEAR TERM BUT STARTING IN 2021 [INAUDIBLE] A ONE YEAR TERM SO THAT THAT POSITION SHIFTS THROUGHOUT THE DIFFERENT BOARD MEMBERS AND EVERY BOARD MEMBER GETS AT LEAST SOME OPPORTUNITY POSSIBLY SIT AS A CHAIR OR DEPUTY CHAIR. ANY OTHER DISCUSSION. WELL FIRST OF ALL TWO THINGS. NUMBER ONE IS CITY COUNCIL REALLY PREFERS THE CHAIRMANSHIP TO LAST FOR TWO YEARS FOR A COUPLE OF REASONS. NUMBER ONE IS IT GIVES A PERSON WHO IS CHAIRS AND MAYBE NEVER CHAIRED BEFORE THE OPPORTUNITY TO REALLY GROW INTO THE JOB.SECONDLY SECONDLY THAT WOULD CHANGE EVERY TWO YEARS. AFTER TWO YEARS THE VICE CHAIR AUTOMATICALLY BECOMES CHAIR AND THEN WE HAVE A CHOICE TO TO ELECT SOMEONE ELSE TO THE VICE CHAIR. THEY CAN OBSERVE FOR ANOTHER TWO YEARS BEFORE THEY ASSUME THE CHAIRMANSHIP. SO I HAVE NO PROBLEM WITH IT REMAINING THE SAME. OTHER DISCUSSION. YOU MAKING MOTION OR YOU. DIDN'T MAKE A MOTION JUST FOR DISCUSSION. I WAS LOOKING FOR CONSENSUS BEFORE A MOTION. IF THERE'S NO OTHER COMMENTS MOTION TO APPROVE THE REVISED BYLAWS. SECOND. OK. ANY OTHER DISCUSSION. ALL IN FAVOR. AYE. AYE. ANY OPPOSED.
MOTION CARRIES. NEXT ITEM. STORM WATER UPDATE BY STAFF MR. WATANABE. THANK YOU
[2. Stormwater Update by Staff]
[00:05:08]
VERY MUCH. AGAIN FRANK WATANABE YOUR ENGINEERING DIVISION MANAGER. RIGHT NOW I'M YOUR ACTING PUBLIC WORKS DIRECTOR AND YOUR CITY ENGINEER AND I WANT TO GIVE YOU A LITTLE UPDATE ON WHERE WE ARE WITH BOTH THE STORM WATER AND THE ROAD PROJECT SO WE'LL START OFF WITH THE STORM WATER PROJECT. SO WE FLIP ONTO THE NEXT SCREEN.YOU GUYS HAVE THE HAND OUT SO YOU GUYS COULD FOLLOW ALONG WITH ME ON THE HANDOUTS BUT ON THE ON THE NEXT SCREEN IF [INAUDIBLE] HELPS ME OUT. WE TALK ABOUT RIGHT NOW WHERE WE SIT WITH THE STORM WATER PROJECTS WE NOW HAVE ONE HUNDRED PERCENT COMPLETION ON OUR THREE CULVERTS WHICH WE CALL PEBBLES, PEMBROKE, AND EMERSON THAT WAS THE LAST ONE WAS EMERSON WAS WAS RECENTLY JUST COMPLETED ABOUT A WEEK AGO AND I'LL SHOW YOU SOME PHOTOGRAPHS OF THE BEFORE AND AFTER. CURRENTLY RIGHT NOW WE ARE AT HUNDRED PERCENT COMPLETE ON THE UNITS 31, 32, 42 PIPE CROSSINGS. THOSE ARE THE PRECROSSINGS FOR THE ROAD PROJECTS. SO THOSE ARE THE AREAS THAT WE'LL BE HITTING IN UNIT IN YEAR ONE UNITS 31, 32, AND 42 FOR THE ROAD PAVING SO WE HAVE TO HAVE THE PIPES DONE AHEAD OF TIME. JUST A HEADS UP THAT THE UNIT 42 PHASE 2 WAS RECENTLY AWARDED TO A CONTRACTOR. THE 31 32 ARE IN THE ADVERTISING RIGHT NOW AND 31 SHOULD BE CLOSING THIS WEEK. THE GARVEY TO GARVEY CULVERTS FOR THE GARVEY ROAD PROJECT SHOULD BE ADVERTISED BY THIS FRIDAY. SO THAT PRETTY MUCH SETS OUT FOR THE FIRST PHASE OF OUR PIPE PROJECTS MOST OF OUR PIPE PROJECTS WE ARE WORKING ON ARE KEY FOR THE MALABAR DRAINAGE IMPROVEMENTS WHICH I WILL GO INTO IN MORE DETAIL AS WELL AS WE'RE WORKING NOW TOWARDS A NEW PROJECT TO RE-OPEN ONE OF OUR ROAD CLOSURES. AS THIS HAS BEEN DISCUSSED MANY TIMES. SO RIGHT NOW WE'VE TAKEN THE LEAD IN LOOKING AT AND WORKING ON THE WATERBURY STREET CLOSURE. THE REASON WHY I CHOSE WATERBURY BECAUSE THAT WAS THE LONGEST CLOSED AND IT HAS FROM A DISTANCE STANDPOINT THE LONGEST YOU COULD SAY DETOUR FOR RESIDENTS BASED ON BECAUSE IT'S BEEN THE LONGEST CLOSED ROAD AND IT HAS THE LONGEST DETOUR IT MADE THE COMMON SENSE TO MAKE THAT THE PRIORITY. AND SO WE STARTED MOVING FORWARD WITH THAT AND I'LL GO THROUGH THE DETAILS ON EACH OF THOSE SO [INAUDIBLE] FLIP REAL QUICK. THIS IS THE. YEAH GO AHEAD SIR. NO NO GO. COULD YOU SPEAK IN THE MIC SIR. THEY COULDN'T HEAR. I'M NOT CLEAR OF THE DESIGN PLANS FOR UNIT 31 AND 32 IS THAT FOR THE PIPE GLOSSING. I THOUGHT THEY WERE ALREADY DONE. THE PIPE DESIGN HAS BEEN DONE. THE PIPE HAS JUST BEEN ADVERTISED UP FOR CONSTRUCTION. THE ROADS HAVE ALSO BEEN DONE AS WELL. OK SO IT'S ONLY 42 WERE THE DESIGN PLANS ARE BEING DONE FOR THE CROSSING. THE 42 IS ACTUALLY ALL THE DESIGN PLANS ARE DONE THE 42 WAS BROKEN INTO PHASES AS BECAUSE THIS WAS A PRECURSOR TO THE ROAD PAVINGS.
42 HAD EARLIER PROJECT OUT JUST BY COINCIDENCE THAT BECAME BECAUSE THIS IS A AREA THAT HAS A LOT OF PIPE FAILURES AND THE ROADS ARE NOT AS GREAT SO IT MAKES COMMON SENSE SO IT BECAME THE FIRST SHARE BUT WE STILL HAD THE PHASES TWO AND PHASES THREE. THE PHASE TWO JUST GOT AWARDED PHASE THREE IS GOING TO BE LET OUT IN A FEW WEEKS ALL THOSE ARE DESIGNED AND READY TO GO BUT THOSE ARE ALL AGAIN IN ADVANCE OF THE PAVING OF THE STREETS. SO WE'RE TRYING TO GET ALL THE PIPE INSTALLATION STARTED NOW. SO THAT'S WHAT YOU SEE MOST OF THEM ARE READY TO HIT CONSTRUCTION BEING ADVERTISED AWARDED IN THE PROCUREMENT PROCESS AND I'LL GO MORE DETAILS WITH SOME OF THE OTHER ONES AS WELL BUT THOSE ARE THE MOST CRITICAL ONES BECAUSE 31, 32, 42 ARE THE BIGGER AREAS THAT TOTAL MAY HAVE LIKE 80 PIPES IN EACH OF THE EACH OF THE UNITS SO THAT'S WHY 42 IS BROKEN INTO PIECES. 31 AND 32 IS REASON WE DO IT ALL ONE IS IT BECAUSE THE AREA'S NOT AS POPULATED AND IT'S EASIER FOR US TO MOBILIZE GET THE PIPES DONE REAL FAST WITHOUT A LOT OF MOT LOT OF INCONVENIENCE BECAUSE THERE ARE NO CURB, GUTTER, AND SIDEWALKS THERE ARE NO HOMES. SO THAT MAKES MORE COMMON SENSE TO DO ALL 80 AT ONE TIME. JUST A SIDE PICTURE AGAIN A PICTURE IS WORTH A THOUSAND WORDS LOOKING WEST OFF OF THE THE PHOTOGRAPH OF EMERSON THAT SHOWS YOU THE BEFORE WERE WE HAD THE DUAL PIPES WHICH WERE THE CORE [INAUDIBLE] AND THEN YOU LOOK TO THE RIGHT YOU SEE THE FINAL BOX CULVERT FULLY DONE THEN LOOKING WEST WHAT SHOULD BE EAST AND WHAT SHOULD BE WEST MY MY APOLOGY. THE TOP ONE IS LOOKING EAST AND THE BOTTOM IS LOOKING WEST. MY APOLOGIES BUT THE BOTTOM LOOKING WEST IS A TWO DUAL PIPES LOOKING WESTWARDS AND THEN YOU CAN SEE IN THE FAR RIGHT THE COMPLETED BOX CULVERTS SO SO THOSE IS PROOF THAT THE PROJECT HAS BEEN COMPLETED THEY'RE SALTING IT WHEN I WAS TAKING THE PHOTOGRAPH AND THAT PROJECT HAS ACTUALLY BEEN CLOSED OUT SO THAT PROJECT IS DONE SO THAT'S OUR EMERSON CULVERT PROJECT AND THAT IS THE LAST OF THE THREE WE HAD SCHEDULED. SO FLIP TO
[00:10:04]
THE NEXT SHEET KIND OF TALKS ABOUT WHERE WE HEADED FOR THE MALABAR DRAINAGE IMPROVEMENTS JUST WANT TO HIGHLIGHT AGAIN WE'VE BEEN RESEARCHING NEW METHODS FOR STABILIZING MANHOLES AND WHAT WE CALL WE RE-GROUTING OR RE-SEALING THE PIPES AS A SYSTEM. PREVIOUS METHODS WERE TO [INAUDIBLE] THE PIPE YOU PUT IT A A POXY RESIN IT WAS DONE BASED ON MY RESEARCH AT LEAST TWICE AND PROBABLY THREE TIMES BEFORE I CAME HERE IN THE LENGTH OF THIS PROJECT. AGAIN THIS PART HAS GONE ON FOR A LONG PERIOD. WHAT WE WANT TO DO BASED ON MY DISCUSSION WITH PROCUREMENT IS TO GO OUT WITH AN RFQ OR THEY MAY SAY LIKE RFI REQUEST FOR INTEREST WAS TO DO A DEMONSTRATION PROJECT FOR ONE OF THE BOXES THE WORST ON THIS ONE RIGHT NEXT TO EMERSON AND TO GET THAT OUT AND DO A TEST WITH ONE OF THESE COMPANIES. THERE IS SEVERAL COMPANIES THAT DO IT BUT I'VE BEEN IN DISCUSSIONS WITH TWO OF THEM. THEY'RE VERY MUCH INTERESTED. IT'S A NEW STYLE THAT THE INJECTOR ON THE BOX IS TO STABILIZE THE BOXES AND THEN THEY DO MORE OF A KIND OF LIKE A LIKE A GEO-POLYMER RESIN. SO IT'S NOT A POXY LIKE THE OLD DAYS WHERE THE POXY IS TWO CHEMICALS WITH WITH A COMBINATION THAT ACTIVATE AND YOU PRESS THE PLACE ON THE BOXES PLACE IT ON THE CONCRETE AND IT SEALS IT. THE POLYMER STYLE RESIN IT'S A IT'S A IT'S UM IT'S A CHEMICALLY BONDING METHOD AT THE SAME TIME THE METHOD IS NOT JUST TO SPRAY IT OUT TO ADD ON IT'S INJECTED LIKE LIKE THE ENTIRE PIPE ITSELF. AND SO WHAT THEY HAVE IS THE ACTUAL MECHANISM IS KIND OF A SPRAYER THAT SPRAYS THE ENTIRE PIPE AND IF IT GOES INTO THE BOX IT SPRAYS ENTIRE BOX. SO WHAT YOU HAVE IS ONE LINEAR COMPLETELY SEALED BOX AND PIPE. SO IT'S TRULY WHAT THEY CALL THIS WHAT THEY CALL IN THE NEW INDUSTRY A PIPE IN A PIPE WHERE BEFORE THEY USED TO CALL THE SLIP LINING WHICH YOU PUT A SOCK IN IT IT BECOMES HARDENS CURED IN PLACE. THAT'S REALLY NOT A PIPE AND PIPE BECAUSE IT'S A SLIP LINING MATERIAL IT'S A SECURED BECOMES HARDEN THAT THAT MATERIAL LATER ON EVENTUALLY GETS SOFT, BRITTLE, AND FALLS APART AS WELL. THESE ARE TRULY A PIPE WITHIN A PIPE FROM WHAT I'VE TOLD. YOU CAN MAKE THE THICKNESS BASED ON WHAT YOU REQUEST IN TERMS OF HOW THICK YOU WANT THAT INTERNAL POXY TO BE EATING TO EQUAL OR BE BETTER THAN THE PIPE YOU HAVE ON THE EXTERIOR. SO LITERALLY IT'S A PIPE IN A PIPE AND THAT'S WHAT WE'RE TALKING ABOUT HERE WITH THAT PROPOSAL WE WANT TO DO IS TO DO BOTH THE IN-GROUND INJECTING AROUND THE BOX TO STABILIZE THE BOX SO IT DOESN'T MOVE ANYMORE AND THEN WE SPRAY THE ENTIRE PIPE SYSTEM WITH THIS NEW STYLE METHOD TO PUT THIS GEO-POLYMER RESIN IN SO IT'S ONE BIG PIPE IN THE PIPE AND BASED ON WHAT I CAN TELL THAT WILL BE THE IDEAL WAY TO RESOLVE THIS DRAINAGE PROBLEM AT A VERY MINIMAL COST. THE PAST COST WE HAD EARLY ON WAS 10 MILLION. MY EARLIEST ESTIMATE TO CHANGE OUT THESE 20 BOXES AND PIPES ABOUT A MILE OF PIPE. YOU'RE LOOKING AT 20 MILLION DOLLARS COMPARED TO WHAT WE HAVE RIGHT NOW BASED ON EARLY ESTIMATES UNTIL WE GET THE TESTING DONE. WE TRULY KNOW WHAT WE'RE LOOKING INTO FOR COST. BUT THE EARLY ESTIMATE SHOWS PROBABLY ABOUT TWO MILLION DOLLARS DO THE POLYMER AND PLACE INJECTIONS AND MAYBE ANOTHER MILLION DOLLARS TO RESURFACE THE ROADWAY BACK TO WHERE IT SHOULD BE. SO WE'RE LOOKING AT NOW 3 MILLION DOLLARS VERSUS 40 MILLION DOLLARS. YOU KNOW WHAT I MEAN A HUGE DIFFERENCE. AGAIN THIS IS THIS IS A BRAND NEW TECHNOLOGY BRAND NEW FOR US HAS IT BEEN AROUND IN THE INDUSTRY. YES IT HAS BEEN AROUND FOR ABOUT SEVEN YEARS. I'VE CONTACTED A FEW OF THE CITIES AND AGENCY THEY'RE VERY IMPRESSED VERY HAPPY. SO WE WANT TO GO WITH THAT. AND SO WHEN WE WANT TO CONTINUE WITH OUR RFP I HAVE A TYPO THERE. WE DO WE'LL MAKE SURE THERE'S QUALITY CONTROL, WE'LL MAKE SURE THERE'S MONITORING, WE'LL MAKE SURE THERE'S A MAINTENANCE PERIOD ATTACHED TO THIS RFQ OR RFI TO DO THIS TEST SAMPLING. AND MY GOAL IS TO TRY TO GET THIS SCHEDULE AND OUT CONSTRUCTION BY OCTOBER. THAT MEANS SO HOPEFULLY BY JULY I'LL GET OUR PROCUREMENT OFFICE TO HELP ME GET THIS RF OR RFI REQUEST FOR QUALIFICATIONS OR REQUESTS FOR INTEREST TO GET THIS THING OUT TO DO A TEST SAMPLING OF ONE OF OUR LOCATIONS. SO THAT'S WHAT WE'RE LOOKING AT. SO [INAUDIBLE] FLIP TO THE NEXT PAGE. THIS IS AN EXAMPLE OF OUR CURRENT BOXES. I WAS IN THIS BOX ON JANUARY 31. YOU CAN'T REALLY TELL BUT THIS IS THE BOX AND ON THE SIDE YOU SEE THE [INAUDIBLE] WENT INTO IT. THE SIDES ARE LEAKING. IF YOU LOOK AT THE TOP ON THE TOP THE VERY LAST PHOTOGRAPH TO THE RIGHT IT SHOWS A TOP OF THE BOX AND THE SURFACE IS LEAKING. SO THIS IS A BOX IT WAS GROUNDED IT WAS TAKEN CARE OF BUT YOU CAN SEE THAT THE ENTIRE BOX WASN'T GROUNDED IT WAS IT WAS SPOT LOCATED ROUTING WHERE THE ENTIRE BOX WAS [INAUDIBLE] IN THESE THESE NEW STYLE GEO POLYMER RESINS STYLE COATINGS IS THE ENTIRE BOX IS ONE BIG BOX. YOU CAN'T SEE LIKE HERE YOU CAN SEE WHERE THERE'S THE ORIGINAL CONCRETE. YOU CAN SEE THERE'S SOME EPOXY HERE YOU SEE SOME OLD EPOXY. YOU CAN SEE SOME GROUT YOU CAN SEE EVERYTHING THAT'S BEEN ADDED TO THE BOX BUT NOTHING UNIFORMLY AROUND THE ENTIRE BOX AND THEREFORE THE BOXES ARE STILL LEAKING. THIS WAS TAKEN IN JANUARY AND EXAMPLE MY [INAUDIBLE][00:15:03]
AND THOSE WATER PRESSURE COMING OUT. AND A LOT OF THAT WATER PRESSURE IS NOT STORMWATER YOU GUYS. THAT IS YOUR WATER CABLE COMING IN. THAT'S ALL IT IS. SO THAT'S GOING TO ALWAYS HAPPEN. SO WE NEED TO RESOLVE THIS ISSUE SO THE NEXT PICTURE SHOWS A SAMPLE OF THIS COMPANY DOING WHAT THEY CALL THESE TEST BORES. SO WHAT WE DO IS WE DO TEST BORES AS AS THIS PROJECT MOVES FORWARD WHOEVER WE SELECT WILL HAVE TO DO TEST BORES TO DETERMINE WHAT THE MATERIAL IS AROUND THAT BOX. HOW DO WE INJECT IT. HOW DO WE TAKE CARE OF IT. AND THEN THE NEXT SLIDE SHOWS AFTER THEY DO THE BORES AND GIVE US ALL THE INFORMATION. THEY'LL DO THE GROUT INJECTION PLANS WHICH SHOWS YOU HOW MANY INJECTIONS THEY HAVE TO DO AROUND THAT BOX TO STABILIZE IT TO ENSURE IT. AND THE INJECTION AND THE METHOD THEY USE IS CHEMICAL ACTUALLY ACTIVATES WITH WATER.THE MORE WATER THE STRONGER IT GETS. SO IT'S ACTUALLY WHAT I'M TOLD IT'S ACTUALLY AN IDEAL SITUATION WHERE YOU REALLY HAVE TO MONITOR IT BECAUSE BASED ON HOW YOU INJECT IT IF THERE'S A LOT OF WATER IT ACTIVATES FASTER QUICKER SO THEY HAVE TO BE ABLE TO SHUT IT OFF AND NOT OVER STRENGTHEN THE AREA BECAUSE HE'D SAY NOT BETTER IS GOOD NOT TOO STRONG IS GOOD TOO MUCH HARDNESS DOES CREATE OTHER ISSUES THEN YOU'LL START SEEING SURFACE CRACKING MIRROR CRACKING. WE DON'T WANT THAT IN THAT AREA. WHAT WE'LL DO IS WE'LL PAVE THE ROAD AT THE END. IF THAT AREA IS TOO HARD YOU'LL START SEE MIRROR CRACKING EVERYWHERE. AND THEN PEOPLE WILL SEE THAT AS AGAIN BAD PAYMENT WHICH REALLY ISN'T JUST MIRROR CRACKING BUT WE WANT TO AVOID THAT BY MAKING SURE THAT WE MONITOR THIS WHEN THEY DO THIS. AND THAT'S WHAT THEY TOLD US WHEN THEY INJECT IT.
THEY MONITOR TO EXACTLY WHERE THEY WANT IT BASED ON TEST BORES. SO THEY KNOW EXACTLY WHEN THEY MEET THAT RIGHT THRESHOLD TO MAKE SURE THAT THAT GROUND IS STABILIZED BASED ON WHAT WE SEE IN TERMS OF PRESSURES WE NEED FOR THAT ROADWAY. I MEAN IT'S ALL SCIENTIFIC BUT IT'S REALLY BASIC WHEN YOU START LOOKING AT WHAT THEY REALLY DO IT'S NOT THAT DIFFICULT BUT IT'S A METHOD THAT'S BEEN USED BY THESE COMPANIES NOW AND THIS IS FOR THEM OUR PIPES EVEN THOUGH THE TWO LARGE SEVENTY TWO INCH PIPES THE COMPANY THAT I'VE TALKED BOTH COMPANIES THEY'VE DONE LIKE TUNNELS TUNNELS THAT HOLD TRAINS THAT STABILIZES THE SAME CONCEPT SO THIS IS FOR THEM A VERY SMALL PROJECT COMPARED TO THE LARGER TUNNELS AND HOW THOSE VEHICLES AND TRAINS BECAUSE THERE'S PLACES UP ON THE EAST COAST THAT HAVE SUBWAYS THAT ARE FAILING AND THE TUNNELS ARE FAILING. AND THIS IS THE ONLY WAY THEY CAN DO IT WITHOUT STOPPING THE ENTIRE SYSTEM. SO IT MAKES ALL THE COMMON SENSE AND THAT'S WHY THEY BECOME MORE AND MORE POPULAR ESPECIALLY NOW WITH AGENCIES LIKE US WE HAVE PIPE SYSTEMS THAT WE NEED TO TAKE CARE OF AND THE COST TO SPEND 20 MILLION DOLLARS TO REDO THE ENTIRE SYSTEM IS JUST NOT COST FEASIBLE. SO THIS IS ONE OPTION.
AND SO I JUST WANT TO THROW THAT OUT THERE. MY PLAN IS HOPEFULLY TO GET THE ONE COMPANY THE ONE MOST INTERESTED COMPANIES WANT TO DO OTHER PRESENTATIONS SO THAT THEY CAN COME DOWN TO OUR BOARD I MEAN OUR COMMISSION MEETING TO DO A QUICK PRESENTATION. THERE ARE TWO COMPANIES AS I MENTIONED SO I CAN'T BE BIASED BUT SAY WE CAN'T CITY GOT TO BE TRANSPARENT. YOU KNOW WE HAVE TO GO WITH AN RFQ THANK YOU VERY MUCH FOR HELPING US. BUT YOU KNOW WE HAVE TO THEN BASED ON THIS PROCESS WE'LL SELECT THE BEST COMPANY. BUT I WANT TO MAKE SURE THAT THAT ONE COMPANY WHO'S HELPING US THEY WANT TO PROVIDE US MORE INFORMATION. IT'S ALL PUBLIC SO IF THEY WANT TO GIVE A PRESENTATION TO THE BOARD. THAT'S THAT'S GREAT. AND THAT'S I'M HOPING TO DO AT THE NEXT MEETING. SO I JUST WANT TO GIVE YOU A HEADS UP ON THAT ONE. I WANT TO CONTINUALLY MOVE FORWARD ON THIS NEXT SLIDE. SO THAT TAKES CARE THOUGH THE MALABAR IF THERE'S ANY QUESTIONS. YES MR. CHAIRMAN. I'M SORRY. I HAD A QUESTION.
YEAH. WHAT'S THE LIFE EXPECTANCY ON THAT RESIN. I'VE BEEN TOLD THAT MOST OF HIS LIFE IS LIKE 50 YEARS PLUS IT'S NOT LIKE THE EPOXY WERE WITHIN A FEW YEARS IT BECOMES BRITTLE AND IT BREAKS AWAY. AND THIS IS WHAT I'VE BEEN TOLD FROM THE AGENCIES THAT HAVE DONE THIS ALREADY 10 YEARS PLUS THEY SAID THAT POXY LOOKS JUST BRAND NEW AS A THE DAY THEY PUT IT IN. SO AFTER 10 YEARS THEY'RE SAYING THAT IS I MEAN THAT'S BETTER THAN WHAT WE HAVE CURRENTLY FOR ANY NEW CONCRETE PRODUCTS. YOU KNOW I'VE SEEN CONCRETE PIPES WITHIN 10 YEARS OF CRACKING AND BREAKING AND BRITTLING THIS BECAUSE IT WASN'T CONSTRUCTED PROPERLY. THEY DO THIS THEY DO THESE BORES WITH ALL JUST A STANDARD DIRECTIONAL BORING MACHINE OR. THE INJECTIONS? RIGHT. THE INJECTION IT'S THE STANDARD DRILL AND INJECTION MACHINE. AND WHAT THEY DO IS IT IS IT'S LIKE A BORE MACHINE THEY'LL PENETRATE DOWN TO A CERTAIN DEPTH BASED ON THE BORES THEY FIND OUT IF THEY FIND OUT AREAS WHERE THERE COULD BE POCKETS OF HOLES THEY'LL DIG DEEPER. SO THEY DO ALL THE BORE TESTS DETERMINE WHAT'S THERE IF EVERYTHING'S SOLID LOOKS GREAT THEN THEY'LL DO AN ANALYSIS THIS IS HOW MANY INJECTIONS THEY NEED TO DO TO STABILIZE STABILIZE WITHIN THE SOIL TO CREATE THIS STANDARD PRESSURE THEY NEED AND THE STANDARD STRESS THEY NEED TO HAVE TO HOLD BOTH EXISTING GROUND, THE BOX, AND THE ROAD LOAD ON TOP. THEY DO ALL THE ANALYSIS AND THEN THEY'LL COME UP WITH A PLAN. THIS MATERIAL YOU NEED TO PUT INTO IT. FOR ME I'M NOT REALLY INTO THE CHEMISTRY OF THIS COMPOSITION. ALL I KNOW IS THE THE THE MATERIAL OR THE THE INJECTION THEY USE DOES REACT WITH WATER BECAUSE I'VE SEEN IT I'VE SEEN IT THE CHARTS AND STUFF. SO THE MORE
[00:20:03]
WATER IT IS A FASTER RATE IT REACTS AND [INAUDIBLE] AND THE STRENGTH JUMPS EVEN FASTER.IN SOME SENSE IT'S KIND OF LIKE CONCRETE TOO BECAUSE CONCRETE IS A AS A COMPOSITE IT LIKES WATER. BECAUSE CONCRETE HYDRATES HEATS UP MORE WATER YOU ADD TO IT ACTUALLY THE STRENGTH IT GETS. CONCRETE THAT'S WHERE YOU COULD YOU COULD YOU COULD POUR CONCRETE IN WATER IT STILL WORK. I MEAN YOU CAN'T HAVE A LOT OF WATER BUT IT DOES WORK WITH WATER. THIS IS THE SAME CONCEPT WHERE IT GETS A STRENGTH FROM WATER. SO IT'S TOTALLY OPPOSITE OF A EPOXY WHICH IS TWO MIX CHEMICALS THAT YOU CANNOT HAVE WATER. EPOXY YOU CANNOT HAVE WATER. IT'S GOTTA BE AS DRY AS COULD BE.
THE WATER WOULD DILUTE THE EPOXY AND AVOID IT MAKING IT STICK MAKING IT SOLID AGAIN.
SO THIS IS THE OPPOSITE END OF THE SPECTRUM OF CHEMISTRY. SO AGAIN I DON'T KNOW HOW THE CHEMISTRY WORKS. I JUST KNOW BASED ON I'VE SEEN IN THEIR BROCHURES AND THEIR EXAMPLES FROM OTHER CITIES AND OTHER AGENCIES IT'S HIGHLY EFFECTIVE. SO THEY DON'T GO DOWN INSIDE THE BOX AND GO FROM. THEY WILL. INTERIOR THEY GO. IT'S A TWO IS A TWO. THE ONE IS TO INJECT THE BOX TO STABILIZE IT. THE SECOND METHOD IS WE NEED TO PUT SOMETHING IN THE PIPE TO SEAL THE PIPE IN THE BOX. NOW WE KEEP THE WATER FROM COMING INTO IT. THE SYSTEM IS STILL HAS ISSUES BECAUSE IT'S NOT IT'S NOT BEING STRUCTURALLY SOUND AS ONE ENTIRE PIECE THERE'S CRACKS THERE'S OPENINGS. SO TO SOLVE THAT IS TO SPRAY IT YOU SAY BASICALLY WITH THIS TYPE OF ONE SPRAY EPOXY. IT'S NOT AN EPOXY ONE SPRAY GEO POLYMER RESIN THAT COATS IT AND IT CREATES AS ONE SOLID PIECE. THAT'S FROM INSIDE. THAT'S FROM INSIDE THAT WHAT IT IS BOTH COMPANIES USE THE SPRAYER THAT IS KIND OF LIKE A IT GOES IN AND OUT. SO IT'S ON A RAIL SO THE CAR HAS A SPINNING DEVICE. IT SHOOTS OUT THE SPRAY KIND OF LIKE A CHEMICAL SPRAY MACHINE WHEN YOU SPRAY THE FARMS THAT'S WHAT IT REMINDS ME OF WHEN I WAS SPRAYING FARMS AND IT'S A SMALL LITTLE TRACK YOU SHOOT IT DOWN GOES THEY SAY GOES UP ABOUT 500 FEET SO YOU CAN DO IT FROM BOX BOTH ENDS AND IT'S ON THE TANKER TRUCK. SHOOT IT OUT BRINGS IT BACK. AND BASED ON WHAT YOU WANT IN TERMS OF THE THICKNESS THEY COULD DETERMINE HOW LONG THE SPRAY SHOULD GO TO HIT THE WALL THEY HOW FAST IT CURES. SO THEY KNOW HOW HOW MUCH TO SPRAY AND WHAT RATE TO USE TO GIVE IT THE THICKNESS AND THEY GO FROM THEY SAY LIKE FROM A QUARTER INCH TO HALF INCH TO ONE INCH THICKNESS. SO YOU KNOW YOU COULD ACTUALLY IT LITERALLY IS A PIPE IN A PIPE BASED ON HOW HOW MUCH AND HOW LONG THE MATERIAL THEY SPRAY INTO IT INJECT IT. THEY CREATE THIS PIPE. SO IT'S NOT LIKE WERE THE OLD SLIP LINING WHERE YOU THREW A SOCK IN THERE AND IT HAS A CHEMICAL TREAT IT CURES IT BECOMES HARDER. THAT'S WHAT THEY CALL SLIP LINE AND CURED IN PLACE PIPE. THAT'S THE OLD METHOD OF DOING IT. THESE NEW METHODS IS TRULY A NEW PIPE AND THE OLD PIPE THESE DAYS ONCE YOU DO THIS METHOD YOU HAVE LIKE A HALF INCH OR AN INCH OF THIS NEW PIPE YOU CAN BREAK THE OLD PIPE AND GET RID OF IT. YOU WON'T DO THAT BECAUSE IT'S THERE IN THE GROUND BUT THEY'RE SAYING IT'S THAT STRONG THE NEW PIPE IS STRONGER THAN THE OLD PIPE. AND BOTH COMPANIES HAVE DEMONSTRATED THAT USING OTHER CITIES AS EXAMPLES. I'M VERY IMPRESSED. BUT THEN AGAIN YOU KNOW TILL WE SEE IT HERE I THINK THE APPLICATION IS WE NEED TO SEE IT SO THAT THIS BOARD, THE CITY COUNCIL, AND THE RESIDENTS ARE VERY SATISFIED THAT THIS NOT I HATE TO SAY IT SMOKE AND MIRRORS NO SNAKE OIL AND IF THAT WORKS OUT FOR ONE CASE THEN WE CONTINUE ON THROUGH THE REST OF THE SYSTEM. THAT'S THAT'S MY SUGGESTION IS ALWAYS TRY IT OUT FIRST AND ONE SMALL AREA LET'S SEE WHAT HAPPENS AND IF WE ALL SEE SUCCESS WE MOVE FORWARD. AND YOU'LL KEEP US APPRISED OF WHEN IT'S GOING TO HAPPEN AND WHO'S GOING TO DO AND ALL THAT.
YES LIKE I SAID MY GOAL IS SOMETIME IN OCTOBER TO HAVE THIS THING READY FOR CONSTRUCTION. MY GOAL IS TO TRY TO GET TO ONE OF THE COMPANIES DO A PRESENTATION SO YOU CAN HEAR FROM THE HORSE'S MOUTH. AND AS THIS THING MOVES THROUGH THE PROCUREMENT PROCESS I'LL KEEP YOU GUYS UPDATED OF TERMS OF WHEN WE GET IT OUT TO ADVERTISEMENT THIS RFQ RFI WHEN WE SELECT A PREFERRED CONTRACTOR HOPE IS ONE OF THE TWO. AND THEN WE MOVE FORWARD WITH OUR ACTUAL CONSTRUCTION SCHEDULE. WE'LL LET YOU GUYS BE AWARE OF IT. SO WHEN WE'RE OUT THERE I INVITE YOU GUYS TO SEE AN APPLICATION YOU KNOW WHAT I'M SAYING I CAN'T HAVE YOU GUYS GO IN THE HOLE BECAUSE THERE'S SAFETY ISSUES BUT YOU SEE AT LEAST SEE THE APPLICATION YEAH JUST BACK UP FOR A MINUTE FRANK. GOING BACK TO THE PIPE CROSSINGS FOR UNITS 31 32 I KNOW THEY'RE ADVERTISED ONCE THE CONTRACT IS AWARDED ROUGHLY HOW LONG DO YOU ANTICIPATE THE CONSTRUCTION WILL TAKE. THE NEW PIPE CROSSING IS 31 AND 32 BECAUSE THERE'S EIGHTY PIPES EACH. I HAD A LOT OF FEEDBACK ON PROCUREMENT AND I UNDERSTAND WHAT PROCUREMENT'S COMING FROM BUT I'M A DIFFERENT WAY OF MANAGING CONSTRUCTION. RIGHT NOW TO ANSWER YOUR QUESTION WE HAD 120 DAYS. WE PUSHED 150 DAYS. REASON WHY BECAUSE THE CONTRACTORS WHO SHOWED UP AT THE PRE BID WERE COMPLAINING THAT YOU KNOW THERE WASN'T ENOUGH TIME. YOU CAN'T DO ENOUGH OF THESE PIPES IN THAT PERIOD OF TIME. IT'S AN UNREASONABLE. WE WANT MORE TIME. AGAIN I'M DIFFERENT THAN MAYBE YOUR PAST. I CAME
[00:25:01]
FROM THE CITY WHERE I KNEW A CITY CREW COULD DO A PIPE A DAY. I'VE ALREADY TALKED TO BILL AND OUR CITY CREW THERE WASN'T A HEAD BALL THEY COULD DO A PIPE IN THE DAY. I TALKED TO A CONTRACTOR SOON AFTERWARDS AND SAY HEY CONTRACTOR X YOU GUYS HAVE DONE A LOT OF PIPE CROSSINGS. YOU KNOW HOW IT IS. YOU KNOW MY SITUATION. HOW MANY PIPES CAN YOU DO IN THAT OPEN AIR LIKE IN 31 32. HE SAID HE COULD DO TWO A DAY. SO YOU TAKE THAT DIVIDE IT BY THE 80 YOU KIND OF GO YOU KNOW WHAT ONE HUNDRED AND TWENTY DAYS I WAS GENEROUS BUT I'M GOING WITH WHAT I HEARD SO I ALLOW THEM TO GO 150 DAYS. MY ONLY CONCERN WITH CONSTRUCTION PROJECT GIVING THEM TOO MUCH TIME THEY DISAPPEAR ON YOU. I TRY TO KEEP CONTRACTS AS TIGHT AS POSSIBLE TO THE POINT WHERE YOU KNOW THIS IS SO TIGHT. YOU GOT TO SHOW UP GET THE WORK DONE AND GET OUT. LAST CONTRACTOR GREGORY CONSTRUCTION THEY EXCEEDED THE SCHEDULE BECAUSE THEY DID EXACTLY THAT. THEY'RE ON THEIR ALL TIME THEY DID IT EFFICIENTLY. THEY DID IT FAST FROM ONE SPOT TO THE NEXT SPOT NEVER WASTED ANY TIME ONLY WHEN THERE WAS SOME RAIN DAYS ONLY WHEN THERE'S TRUE ISSUES THAT THEY HAD TO HOLD OFF FOR A DAY OR TWO. SOME CONTRACTORS DON'T. SOME CONTRACTORS THEY START AND WILL DISAPPEAR ON YOU FOR 30 DAYS 40 DAYS HALF THE CONTRACT PERIOD. I'VE HAD MANY CONSTRUCTION PROJECTS AND IT WAS MY FAULT I ALLOWED THE CONTRACT TIME TOO MUCH TIME. BUT THEN AGAIN I GOT TO GO WITH WHAT PLAY GO AND PLAY. SO RIGHT NOW THE TWO 31 AND 32 HAVE 150 DAYS CALENDAR DAYS. FROM START AND [INAUDIBLE]. IF THERE'S NO OTHER QUESTIONS THAT I WANT TO MOVE ON TO OUR NEXT AREA WHICH WE'RE TALKING ABOUT STILL UNDER STORMWATER STILL UNDER PIPES WE'RE TALKING ABOUT ONE OF THE ONE OF THE THREE ACTUALLY THERE'S FOUR OF ROAD CLOSURES WE HAVE IN THE CITY OF THE THREE TO FOUR THE OLDEST IS WATERBURY WHICH IS IN OUR SOUTHERN PART OF THE CITY. THIS IS A.MY SUGGESTION IS TO REACTIVATE THIS AND MOVE FORWARD WITH THE ACTUAL PROJECT.
SARAH BETH MOVES US TO THIS NEXT SLIDE KIND OF GIVES MY KIND OF LIKE THE HEADS UP WHAT WE WANT TO DO. WE'RE IN EARLY DISCUSSION RIGHT NOW WITH THE MELBOURNE [INAUDIBLE] WATER MANAGEMENT DISTRICT THE CANAL SYSTEM IS THEIR CANAL SYSTEM. THE REASON WHY IT GOT HELD UP IN THE PAST WAS THERE WAS MANY DISCUSSIONS WHERE THE THE AGENCIES DIDN'T WANT TO SEE A PIPE FOR PIPE. THEY WANTED TO SEE WHAT THEY CALL A CON SPAN WHICH IS A LARGER BOX CULVERT OR A CON SPAN IS BASICALLY A BRIDGE. WHAT IT IS IS YOU GET TO THE POINT WHERE THE THE THE AREA YOU NEED TO HAVE THE FLOW AREA GETS TO BE BIGGER THAN WHAT THEY CALL A BOX CULVERT WHICH IS THE PIPE BUT ITS BOX BUT YOU GET THE POINT WHERE THE BOX IS SO WIDE THE CALM NOW THEY CALL THEM CON SPANS BECAUSE THIS IS A WIDER LENGTH BOX. THIS IS BASICALLY JUST A BRIDGE. YOU MIGHT AS WELL JUST PUT TWO ABUTMENT PUT A CONCRETE SLAB ON TOP OF IT IT'S A BRIDGE BECAUSE BY THE TIME YOU DESIGN THESE CON SPANS THERE'S ONLY TWO OR THREE COMPANIES THAT MAKE THEM. EXTREMELY EXPENSIVE. EXTREMELY EXPENSIVE TO INSTALL. EXTREMELY EXPENSIVE PROCESS. IT'S CHEAPER JUST TO BUILD A BRIDGE. I MEAN LITERALLY BECAUSE THE COSTS I CAN PUT A JUST A FREESTANDING PREFAB BRIDGE IN PLACE BE EQUAL TO IT. BUT THEN WHY DO ONE WANT TO SPEND A MILLION DOLLARS FOR ONE CROSSING WHEN EVENTUALLY WE'RE GONNA HAVE NOT THE 4 WE'RE GONNA PROBABLY HAVE YOU KNOW MAYBE A DOZEN OR SO OF THESE CROSSINGS BECAUSE THEY'RE ALL BUILT BY GDC ALL BUILT FROM THE SAME TIME ALL BUILT WITH CORRUGATED METAL PIPE SEVENTY TWO INCH. WELL IN MY HEAD THEY'RE ALL GOING TO THEY'RE ALL GONNA EVENTUALLY BREAK DOWN. SO IF I SET ONE PRECEDENT SET A MILLION DOLLARS I MIGHT AS WELL TIME'S THAT BY HOW MANY MORE I HAVE WE DON'T HAVE THAT LUXURY. MY EARLY DISCUSSION NOW WITH TILLMAN PERMITTING IS HOW ABOUT PIPE OR PIPE IF YOU WANT ALL YOUR CROSSINGS FIXED IN THE FUTURE HOW ABOUT PIPE FOR PIPE. AND I'M OPEN TO ALL TYPES OF PIPE, ALUMINUM NEWS NEW STYLE, CORRUGATED METAL WITH THIS NEW COATING THAT'S SUPPOSED TO GIVE IT A 50 YEAR LIFESPAN. AND AGAIN THIS IS NOW A STEEL [INAUDIBLE] BUT HAS A NEW COATING ON IT DIP COATING GIVES IT LIKE ONE HUNDRED YEAR FIFTY YEAR LIFE SPAN. I'VE SEEN IT DOWN ST. LUCIE COUNTY. THE REASON WHY I LIKE IT BECAUSE IT BECAUSE IT'S STEEL. I MEAN I CAN PUT THE THING UNDER A ROADWAY DIFFERENT THAN ADS OR A PLASTIC PIPE. I COULD HAVE A VERY SHALLOW CAP ON IT BECAUSE IT'S A STEEL PIPE. [INAUDIBLE] IT COULD TAKE A WHILE TO LOAD. THEN IT'S COATED WITH THIS NEW MATERIAL IT'S NOT LIKE THE OLD DAYS WHERE THEY SPRAY IT ON IT'S A DIP COATING MATERIAL AND IT IS THE ONES I SAW 50 YEAR LIFE SOME [INAUDIBLE] [INAUDIBLE] UP TO 100 YOUR LIFE. THESE PRODUCTS ARE AGAIN NEW TECHNOLOGY NEW WAYS OF COATING THINGS. SO AS THE OLD STEEL CORRUGATED PIPE THERE'S A BETTER WAY TO COAT IT AND PROTECT IT. WHERE IN THE PAST IT WASN'T COATED SO OF COURSE THE RUSTED AWAY AND NOW WE HAVE THESE PIPES THAT ARE FAILING. WE HAVE UNDER THE CROSSING HERE THREE SEVENTY TWO INCH PIPES. I ASKED THEIR ENGINEER ARE YOU INTERESTED IN DOING SOME SORT OF A PIPE PIPE. THEY ARE NOW INTERESTED BECAUSE OF OUR WORKING RELATIONSHIP. THEY SAID THEY'RE INTERESTED SO THAT OPENS THE DIALOGUE SO I'M GONNA START THAT PROCESS. THAT DOESN'T MEAN WE MAY GET YOU KNOW BUT MAYBE ON A FEW OF THESE LOCATION THAT MAKES THE MOST COMMON SENSE TO GET THESE THINGS GOING AGAIN BECAUSE
[00:30:02]
ALL IT DOES IS IT'S STILL THERE RIGHT NOW. WE TOOK THE PRECAUTION TO CLOSE THE ROAD. THE PIPES ARE THERE THEY STAY THEY'RE QUASI FLOWING BUT IF IT COLLAPSES THEY'RE OUT OF LUCK. WELL WE'RE OUT OF LUCK. WE'RE OUT OF LUCK BECAUSE WE'RE [INAUDIBLE] BUT THEY'RE BE [INAUDIBLE] BECAUSE NOW THAT NOW THAT CANAL SYSTEM IS DAMNED. SO THEY DON'T HAVE THE CAPACITY OF THE WATER MOVEMENT. SO THEN THEY'RE FORCED TO WITH US DO SOME SORT OF A REACTIVE MODE THAT MAY COST US A LOT MORE MONEY. I'M TRYING TO GET AHEAD OF IT BY SAYING LET'S START LOOKING AT SOME COST AFFORDABLE WAYS THAT WE CAN ALL WORK TOGETHER ON. AND WHETHER OR NOT IT WORKS YOU KNOW WHAT I'M SAYING THEY'RE INTERESTED AT LEAST SO WE'RE GONNA START THE DIALOGUE ONCE WE START THE DIALOGUE WILL HOPEFULLY GO THROUGH THE PERMITTING PROCESS BOTH THE MELBOURNE GROUP AND THE ST. JOHNS GROUP. ST. JOHNS [INAUDIBLE] SAYS AS LONG AS THE MELBOURNE-TILLMAN IS OKAY WITH IT THEY SAID THEY'LL PERMANENT ESPECIALLY IF YOU'RE GOING PIPE TO PIPE. IF THERE'S 3 SEVENTY TWO INCH PIPES AND I'M GONNA REPLACE IT WITH 3 SEVENTY TWO INCH PIPE THEY SAY THAT'S A NO BRAINER. THAT'S ALMOST ZERO. SUBMIT THE PERMIT APPLICATION JUST FOR PROCESSING BUT YOU'LL GET YOUR PERMIT. AND SO MY ISSUE WOULD BE WOULD BE DO 60, 90, 100 PERCENT PLANS AND THEN HOPEFULLY HAVE BID DOCUMENT READY TO GO. MY TENTATIVE SCHEDULE IS HOPEFULLY BY MAYBE AUGUST TO HAVE MY DESIGN COMPLETED. THE BIGGEST HURDLE WILL BE WORKING THROUGH THESE PERMITTING AGENCIES TO MAKE SURE WE HAVE AN UNDERSTANDING BECAUSE THIS IS BASICALLY GOING TO SET THE PRECEDENCE FOR FUTURE CROSSINGS. BUT AGAIN THIS IS SOMETHING THAT'S BEEN HEARD BEFORE WHEN I BEFORE I CAME HERE THAT WE HAVE NO MONEY. WE HAVE NO ANSWER AND WE JUST PUT ON THE SHELF.AND SO MY ISSUE IS NO WE'RE NOT PUTTING IT ON THE SHELF. I HAVE SOME TIME SO WE'RE GONNA START DESIGNING IT AND START THAT PROCESS OF REALLY WORKING WITH THE AGENCIES. THAT'S THE KEY. ANY QUESTIONS. MR. CHAIRMAN IF YOU'RE GOING THROUGH WELL WHAT'S YOUR WHAT'S YOUR PLAN FOR THE ROADWAY ON WATERBURY. IS IT GOING TO REOPEN THE ROAD AFTER THIS PIPE HAS BEEN COMPLETED. YES SIR. OK. THAT'S MY QUESTION.
YEAH. FRANK COUPLE OF THINGS. HAVE YOU HAD HAS DAN INCLUDED IN THE CONVERSATION YOU'VE HAD WITH MIKE MCKAY. I HAD WITH DAN AND MIKE. THIS EARLY DISCUSSION WE WERE JUST TALKING ABOUT OVERALL ENGINEERING PERMITTING THIS WORK TOGETHER. I BELIEVE IN THE PAST IT WASN'T A LOT OF COMMUNICATION. I WANT TO OPEN UP THE COMMUNICATION. THEY'RE VERY OPEN TO IT. I'M VERY OPEN TO IT. I'M OPEN TO WHATEVER THEY WANT TO PROVIDE ASSISTANCE BUT ESPECIALLY SINCE WE'RE NOT MOVING FORWARD WITH THESE PROJECTS. THAT'S A NO WIN FOR THAT'S NOT A WIN FOR ANYBODY.
NOT FOR THEM OR FOR US. AND SO WHAT WHAT WOULD IT TAKE TO START MOVING FORWARD WITH WITH THESE CROSSINGS THAT WE HAVE CLOSED OUT. WE HAVE FOUR OF THEM AND NOW THAT I'M HERE I WANT TO MOVE FORWARD WITH IT AND THEY'RE INTERESTED.
THEY SAY WE'RE INTERESTED LET'S LOOK AT IT BUT MIKE WAS WELL I'M I'M I'M OK WITH NOW THE NEW ALUMINUM PIPE. HEY WHATEVER YOU WANT MIKE YOU KNOW. DO YOU HAVE ANOTHER MEETING SCHEDULED WITH THEM. NOT YET. THIS IS JUST REALLY EARLY ON. WE HAD A MEETING DISCUSSING OTHER ISSUES BUT BY ACCIDENT WE JUST STARTED TALKING ABOUT THESE CROSSINGS AND BY ACCIDENT WE STARTED TALKING ABOUT BECAUSE I WAS ALREADY IN MY HEAD I WANT TO GET GOING ON THESE PIPE CROSSINGS THAT ARE CLOSED. I JUST THREW IT OUT THERE AND INSTEAD OF HAVING A WE'RE NOT INTERESTED BECAUSE I THINK BECAUSE OF THE DIALOGUE WITH HAPPENED WITH MY STAFF NEW STAFF WERE ALL OPEN TO WORKING WITH THE AGENCIES. THEY'RE WORKING THEY'RE OPEN TO WORKING WITH US. SO IT'S I BELIEVE IT WE'LL GET THERE. WHETHER WE MAY DO ONE OR TWO CON SPANS SMALLER SCALE BUT RIGHT NOW AS LONG AS YOU'RE WILLING TO WORK WITH US I WILL MOVE FORWARD WITH IT AND AT LEAST GET ONE OF THESE PROJECTS BACK ON THE CHART TO SAY YOU KNOW WHERE'S [INAUDIBLE] SORRY I HAVE RESIDENT'S CALL AT LEAST ONCE A MONTH THAT SAYS YOU KNOW I LIVE ON THIS PART OF WATERBURY. WHAT'S THE WHAT'S THE PLAN. WHAT'S WHAT WHERE ARE WE HEADED WITH THIS STUFF AND THE PAST WAS WE HAVE NO MONEY THAT'S IT YOU KNOW WE'RE NOT GOING TO SAY HEY YOU KNOW WE'RE IN THE PROCESS OF WORKING WITH THE AGENCIES. WE'RE HOPING TO GETTING INTO DESIGN PHASE. I'M TAKING IN FRONT OF THE INFRASTRUCTURE ADVISORY BOARD AND IF EVERYBODYS OKAY WITH IT WE WANT TO MOVE FORWARD. AND THAT'S A STEP FORWARD THAN SITTING THERE DOING NOTHING. SO THAT'S JUST THAT'S MY SUGGESTION. I'M THROWING THIS OUT THERE TO GIVE YOU AN UNDERSTANDING OF WHERE WE'RE HEADED. I BELIEVE THAT'S THE DIRECTION I THINK OUR CITY MANAGER WANTS US TO DO IS START LOOKING AT SOME OF THESE LOCATIONS.
THAT'S WHAT I DID. I BELIEVE IT'S FEASIBLE FOR US TO MOVE FORWARD WITH THE AGENCIES AND I BELIEVE IN THE SHORT TERM WE COULD START HAVING DESIGN PLANS. AND I'M HOPING BY AUGUST I'LL HAVE IT IN FRONT OF YOU TO SAY WE HAVE A GOOD RELATIONSHIP. WE HAVE PERMITS AND WE MOVE FORWARD. JUST ONE THING IF YOU WOULD. YOU KNOW I'M ON THE BOARD OF DIRECTORS OF MELBOURNE-TILLMAN. IF YOU WOULD JUST KIND OF KEEP ME IN THE LOOP ON THIS IN THE MEANTIME. I'M GOING TO HAVE A CONVERSATION WITH MIKE AND DAN.
THANK YOU VERY MUCH DEFINITELY I WILL. THANK YOU. QUESTIONS. IS THAT [INAUDIBLE] STORMWATER UPDATE. THAT SHOULD FINISH THE STORMWATER UPDATE AND THEN THAT MOVES US
[3. Road Program Update by Staff]
[00:35:01]
INTO THE YEAR ONE OF THE ROAD UPDATE. SO WE'RE CHANGING TRACKS NOW WE GO FROM ALL THE ALL THE STORMWATER BACK ONTO THE ROADS. GOOD NEWS I THINK BILL MENTIONED AGAIN LAST COUNCIL MEETING THE CITY COUNCIL DID APPROVE THE BOND VALIDATION FOR 50 MILLION DOLLARS. SO THAT'S GREAT. AS I MENTIONED BEFORE WE HAVE A HUNDRED PERCENT PAVING DESIGN PLANS READY TO GO FOR 31, 32, 41 AND ELDRON AND ACTUALLY WE DO HAVE 42 ALMOST DONE TOO BUT AS A SIDE NOTE I WOULD JUST WANT TO MAKE SURE I HIGHLIGHTED ELDRON UP THERE AS WELL. BUT 42 IS ALSO READY TO GO PRETTY CLOSE TOO WE'RE LIKE 99 PERCENT. WE'RE STILL WORKING ON DESIGN PLANS FOR THE OTHER YEAR ONE WHICH IS 32, 18, 15 AND 11 THOSE RIGHT NOW ABOUT 60 PERCENT IN DESIGN RIGHT NOW. SO WITHIN A MONTH I'LL HAVE A HUNDRED PERCENT DESIGN PLANS. SO BY THE END OF EARLY JUNE TO SAYING NOT END OF THIS MONTH EARLY JUNE BECAUSE WE'RE ALMOST AT THE END OF THIS MONTH EARLY JUNE I'LL HAVE ALL YEAR ONE COMPLETED READY TO GO. SO ALL WE'RE WAITING FOR NOW IS PROCUREMENT NOTHING AGAINST PROCUREMENT. THEY HAVE A LOT OF LARGE LIST BUT ALL WE NEED TO DO IS GET THEM OUT. BUT WE NEED TO GET THE PIPES DONE FIRST. WE ARE GOING TO START THE GEOTECHNICAL AS WE'VE GOT THE OKAY BECAUSE WE HAD THE BOND VALIDATION APPROVED WE'LL START MOVING FORWARD. I NEED TO HAVE GEOTECHNICALS DONE ESPECIALLY IN 31 32 TO DETERMINE THE THE THE THE FDR HAS A MIXTURE IN TERMS OF THE CHEMICALS FOR CONCRETE AND [INAUDIBLE]. I NEED TO KNOW WHAT THE MIXTURE IS GOING TO BE BASED ON WHAT WE HAVE OUT THERE [INAUDIBLE] CONDITIONS. SO THOSE ARE REALLY IMPORTANT OUT THERE. WE DID ALSO GO THROUGH ST. JOHNS. I ALWAYS LIKE TO GO TO ST. JOHNS BECAUSE 31 32 IS CONSIDERED KIND OF LIKE VIRGIN COUNTRY YOU KNOW EVEN THOUGH THERE'S SOME PAVEMENT, THERE'S SOME GRAVEL, THERE'S SOME ROADS OUT THERE, BECAUSE IT'S SUCH A LARGE VOLUME OF ROADS THAT WE ARE GONNA BE PAVING. I JUST WANT TO MAKE SURE WE GET THEIR BLESSINGS EARLY EARLY FEELINGS RIGHT NOW AND LATE FEELINGS RIGHT NOW IS THEY HAVE THE SAME THING WITH [INAUDIBLE]. THEY SAID THANK YOU FOR THE PERMITTING. WE APPRECIATE THAT HAVE IT ON RECORD. WE DON'T SEE AN ISSUE SO WE'LL BE PERMITTED FOR THOSE PROJECTS TO MOVE FORWARD. SO WE'LL HAVE A ST. JOHNS PERMIT. SO THAT'S GREAT NEWS. IN ADDITION TO THAT WE'VE BEEN GETTING A LOT OF CALLS REGARDING YOU KNOW WHAT'S THE INFORMATION WHERE ARE WE WITH THIS PAVING PROJECT WHICH STREET IS LISTED FOR TO BE PAVED THIS YEAR FOR NEXT YEAR. WE ARE SLOWLY WORKING ON A JIS OUR SYSTEM AND OUR MAPPING. WE HAVE A SHORTAGE RIGHT NOW IN STAFFING BUT THAT'S THAT'S OUR WE'LL WORK AROUND IT. MY GOAL IS IN THE SHORT TIME THERE IS THIS YEAR IS TO GET SOMETHING UP AND RUNNING AT LEAST MAYBE A SPREADSHEET THAT SHOWS YOU IN YEAR ONE THESE STREETS IF YOU CLICK IT YOU CAN SEE WHICH STREET IN YEAR ONE IN EACH OF THE UNITS SO YOU'LL KNOW IF YOU'RE ON THE STREET X THAT'S A STREET THAT'S MY STREET THAT'S THIS YEAR AND HOPEFULLY HAVE THIS YEAR AND NEXT YEAR. THE GOAL WOULD BE TO HAVE AN INTERACTIVE MAP SEE YOU CLICK IT YOU ZOOM IN AND YOU PINPOINT YOUR STREET AND THEN YEAR WILL POP UP THE INFORMATIONAL POP UP BUT WE'RE NOT THERE YET. I KNOW I THINK CITY OF ST. LUCIE HAS A GREAT MAP THAT DOES THAT BUT THEY'VE BEEN IN PROGRAM FOR FOUR OR FIVE YEARS NOW. WE'RE FIRST YEAR INTO THIS I'M HOPING BY NEXT YEAR WE'LL HAVE THAT INTERACTIVE MAP. THIS YEAR I'M HOPING TO HAVE A STATIC SPREADSHEET A LOT OF IT ALSO IS THE ADA REQUIREMENTS HIT THE CITY REGARDING PRESENTATIONS AND INFORMATION PRESENTED TO THE PUBLIC WE HAVE TO MEET CERTAIN STANDARDS. THE MAPPING IS HARDER RIGHT NOW BUT A TEXT OF A SPREADSHEET IS SIMPLER. SO THAT'S MY GOAL RIGHT NOW FOR THAT LAST BOTTOM LINE ITEM AND THEN I THINK THE NEXT SHEET WOULD BE. [INAUDIBLE] QUESTION BEFORE I GO INTO ELDRON IS ANY OTHER QUESTIONS REGARDING THESE UNITS AND UNIT UPDATES. I THINK IT WAS LAST YEAR THEY DID THE THE GRAVEL OVERLAY ON WAS IT LAKE PORT AND. IS THAT GOING TO BE WAS THAT HELD UP. AND. IT DOES. IS THAT IS THAT GONNA BE REDONE NOW WITH ASPHALT AND PAVING. YEAH ANY OF THE STREETS ESPECIALLY THE ONES ARE CHIP SEALED THEY'LL BE PAVED OVERLAID MAINLY BECAUSE THEY WERE A BEEN TAKEN CARE ONCE THEY WILL NOT BE IN ANY WAY LIKE A LIKE AN FDR BECAUSE THEY'VE BEEN TAKEN CARE OF SO WE'LL MORE LIKELY OVERLAY THOSE STREETS WE HAVE RIGHT NOW THERE'S ONLY THREE OR FOUR WE HAVE IN THOSE AREAS AND IN 31 32 I THINK THERE'S ONLY TWO IT'S ONLY WHEN YOU GET INTO 25, 24, AND 23 WE HAD MORE OF THOSE GRAVEL IS REALLY WHAT IS CALLED A DOUBLE CHIP SEAL. IT'S REALLY THAT THAT TERM IS A DOUBLE CHIP SEAL AND THOSE ARE THE ONES THAT I ALREADY LOOKED AT BUT WE'RE JUST GOING TO OVERLAY THEM. I'M NOT FOND OF DOUBLE CHIPS I CAME FROM A COUNTY THAT DID NOTHING BUT CHIP SEAL EXCELLENT WHEN YOU'RE ON A COUNTY ROAD EXCELLENT WHEN YOU DON'T HAVE ANY CURB AND GUTTER. FLORIDA NOT SO EXCELLENT. I HIGHLY RECOMMEND YOU KNOW ESPECIALLY IN OUR SITUATION IS OUR BASE MATERIAL. GDC DIDN'T DO A GREAT JOB CREATING OUR BASE SO WE NEED TO CREATE OUR[00:40:02]
BASE MATERIAL ONCE WE GET THAT BASE SOLID ASPHALT THE BEST WAY TO GO REALLY IS.SO THEY'RE GONNA HAVE THAT'S GONNA HAVE ASPHALT OVERLAY THEN. JUST BE OVERLAY IT WILL BE LIKE A THIN OVERLAY ON TOP OF IT THAT'S WHAT I'M LOOKING AT RIGHT NOW.
WE'RE NOT IT'S REALLY IN THE MAJORITY OF THOSE CHIPPED SEALS WERE IN 25, 24, AND 23 I THINK THERE'S ONE IN 31 I THINK MOST OF THOSE WERE OTHER STYLES OF REPAIRS AND WE DID I'M NOT SURE WHY WE DID THIS BUT WE HAD LIKE A LA CARTE OF PICKING DIFFERENT TYPES OF PAVING MATERIALS [INAUDIBLE] WAS GOOD TO LOOK AT IT BUT TO DO WHOLE STREETS I MEAN WE DID WHOLE STREETS [INAUDIBLE] I MEAN I WOULD'VE DONE A TEST CASE BED YOU KNOW AND DO LIKE A BLOCK AND DETERMINE WHICH ONE YOU WANT TO USE BUT NOT TO DO ENTIRE ROADWAY SEGMENTS BECAUSE I DON'T REALLY SUPPORT THE CHIP SEAL METHOD NOT HERE IN FLORIDA I TRULY AM A FOUNDER IF IT'S TO THE POINT WERE YOU [INAUDIBLE] GOING TO [INAUDIBLE] RECLAMATION OR RECONSTRUCTION IF YOU IF YOU BASE IS GOOD THEN YOU JUST YOU KNOW EITHER YOU CAN STRIP IT DO A MILL AND PAVE OR IF IT'S REALLY GOOD YOU JUST PAVE OVER IT IT IS ACTUALLY REALLY GOOD GOOD ON THE PCI [INAUDIBLE] YOU JUST PUT SOME SORT OF AN EMULSION OR A MICRO SERVICING OR SLURRY AND YOU'RE GOOD TO GO. AT THE SAME TIME WE'RE LOOKING AT COST FOR THE CITY THAT OTHER SCALE WE YOU START LOOKING AT FULL DECK RECLAMATION AND RECONSTRUCTION HUGE COST CHIPS SEAL REALLY A BANG FOR THE BUCK IT'S A SEALANT BUT IT DOESN'T GIVE YOU ANY STRUCTURAL SUPPORT ON THAT ROADWAY. IT'S A SEALANT SO IT'S MORE OF A MAINTENANCE. THERE'S NOT TWO INCHES OR AN INCH OF ASPHALT SITTING THERE PROTECTING IT. BASED ON MY ENGINEERING SPECIALLY I BEEN DOING A LOT OF PAVING ROADS PAVEMENT ASPHALT IS YOU CAN'T BEAT THE ASPHALT BOTTOM LINE. SO ANY THE QUESTIONS ON THE PAST UNITS. ARE YOU STILL WE STILL LOOKING AT AUGUST FOR THE FIRST PROJECT TO ACTUALLY GET ASPHALT OR SOMETHING ON THE GROUND. IN THE LAST SHEET I SHOW YOU RIGHT NOW IF SARAH BETH WILL HELP ME OUT JUST TO HIGHLIGHT AGAIN WE WANT TO TALK ABOUT ONE OF THE NEWEST PROJECTS IS ELDRON WHICH IS NOT THE NEWEST ONE. IT IS ONE OF THE FIRST PROJECT WHEN I WAS HERE. WE TALKED ABOUT THE ROAD PROJECTS WE PRESENTED ELDRON. YOU GUYS WERE GIVEN EXAMPLES. HERE IT IS AGAIN ELDERON I JUST WANT TO GIVE YOU A SNAPSHOT ON THE NEXT SHEET KIND OF HITS UP WHAT WE SAID HUNDRED PERCENT READY TO GO HUNDRED PERCENT PLANS READY GO FOR CONSTRUCTION WORKING ON THE [INAUDIBLE] [INAUDIBLE] RIGHT NOW I'LL SHOW YOU A SCHEDULE. ELDERON RIGHT NOW HAS OVER ELEVEN THOUSAND FIVE HUNDRED LINEAR FEET FROM [INAUDIBLE] TO CARIBBEAN AND THEN ANOTHER TWENTY FIVE HUNDRED FEET FROM PATRICK TO MALABAR. THERE'S A SECTION BY THE SCHOOL THAT WAS ALREADY DONE SO WE'RE NOT DOING THAT SECTION BUT YOU KNOW OVERALL YOU'RE LOOKING AT ALMOST CLOSE TO TWO AND A HALF MILES OF ROADWAY FOR ELDERON. JUST ONE HIGHLIGHT AGAIN THIS IS A FULL DEPTH RECLAMATION I BELIEVE PREVIOUSLY AND I WASN'T REALLY SURE BECAUSE THERE'S A LITTLE SECTION BY THE SCHOOL HAD A LITTLE SECTION AT THE FAR END THAT WE'RE JUST DOING A MILL AND AN OVERLAY. SO I WAS CONFUSED BUT THE WHOLE ROAD IS FDR AND FDR IS GONNA BE IT'S GONNA BE EIGHT INCHES OF THAT OF THE BASE WHICH WILL HAVE A MIXTURE OF CEMENT AND EMULSION AND THEN TWO INCHES OF AC THE ENTIRE WIDTH WHICH IS TWELVE FEET TRAVEL LANE IS TWENTY FOUR FEET PAVEMENT TO PAVEMENT. SOME AREAS IT GETS LARGER. BUT TYPICALLY THAT'S WHAT WE HAVE TWENTY FOUR FEET. WE DO WHAT I DO WANT TO NOTE THAT WE ARE GONNA DO ON THIS CORRIDOR AND ON THEIR [INAUDIBLE] WE WE DO HAVE SIDEWALKS AT THE INTERSECTION BY FEDERAL STATE LAW WE DON'T HAVE TO BECAUSE WE'RE NOT USING FEDERAL LAW BUT ADA REQUIRES US TO WE GOTTA MAKE SURE WE'RE IN ADA COMPLIANCE. SO ANY SIDEWALKS AND WE GET TO THE INTERSECTIONS THAT ARE NOT ADA COMPLIANT WE'RE JUST LOOKING AT THE INTERSECTION I'M NOT DOING WHOLE SIDEWALL JUST AT THE INTERSECTIONS WE WANT TO MAKE SURE THOSE RAMPS ARE SLOPED RIGHT.
THERE IS A SLOPE THERE. THERE'S TRUNCATED DOMES AND WE'RE DOING THAT AS PART OF THE PROJECT. THAT'S BECAUSE UNDER THE FEDERAL LAWS ON ROADWAY PROJECT WE'RE MANDATED IF THIS WAS AN FDOT PROJECT WE ARE MANDATED NOW EVEN AS A MAINTENANCE PROJECT. YOU WILL MAINTAIN THOSE ADA COMPLIANCE ON ALL THE SIDE STREETS. SO IN THAT SENSE AS AN ENGINEER KNOWING THE FDOT RULES AND THE FEDERAL LAW RULES I THINK THIS IS ON OUR BEST INTEREST FOR OUR COMMUNITY TO MAKE SURE AT ALL THE INTERSECTION CONNECTIONS WE MAKE SURE WE'RE ADA COMPLIANT THAT'S ALL THAT MEANS.
WE'RE NOT SPENDING MONEY PUTTING IN MILES OF SIDEWALK WE'RE NOT DOING THAT JUST AT THE INTERSECTION. SO THIS IS AS YOU KNOW A SMALL AMOUNT OF THE OVERALL PAVING OF THE ROAD PROJECTS. BUT I THINK IT'S IN THE CITY'S BEST INTERESTS FOR THE WALKABILITY PEOPLE WE HAVE TO DO THIS FOR THE ADA FOR THE WALKABILITY PEOPLE. WE HAVE ESPECIALLY ELDERON THERE'S SOME BAD SIDEWALKS. THERE'S NO RAMPS CRACKED AT THE INTERSECTIONS BECAUSE TRUCKS RAN OVER. NO TRUNCATED DOMES YOU KNOW AND THAT'S JUST NOT RIGHT. IF WE'RE GONNA DO THIS WE GOT TO AT LEAST GET THAT ROAD UP TO STANDARD. SO THAT'S WHAT WE'RE DOING. AFTER THIS ROAD WE'RE GOING TO DO FOR GARVEY WE DO FOR ANY OF THE COLLECTOR STREETS. AS WE MOVE FORWARD IT'LL BE A CALL FROM COUNCIL IF THEY WANT TO TAKE IT OUT BUT I THINK MAJORITY OF THE PEOPLE GONNA SAY YES WE WANT TO DO THIS.
IT'S A SMALL COST IN THE OVERALL ROAD COST YOU KNOW WE TALK ABOUT PENNIES AND BOTTOM LINE
[00:45:05]
IN RED [INAUDIBLE] SCHEDULE WE WANT TO BE OUT BY SEPTEMBER. THIS PROJECT WE WANT TO HAVE CONSTRUCTION GOING ON BY SEPTEMBER 2019 AND I'LL SHOW YOU ON MY NEXT SLIDE. HERE'S THE SCHEDULE RIGHT NOW WE HAVE THE PIPE PROJECTS ARE UP FRONT. I DO HAVE MORE ROAD PROJECTS BUT I DON'T WANT TO LIST THEM BECAUSE I'M STILL WORKING WITH PROCUREMENT. BUT THE FIRST ONE THAT I WANT TO LET OUT AS YOU SEE HERE IS THE ELDERON AND UNIT 41 WANT TO COMBINE THOSE TWO. SO I WANT TO ADVERTISED THAT OUT IN JUNE. SO THAT PROJECT WILL BE ADVERTISED OUT IN JUNE. YOU SEE WHEN IT'S GONNA GET AWARDED AND YOU SEE THE OUT INTO CONSTRUCTION. SO THOSE ARE THE ONES. THIS IS OUR FIRST ROAD PROJECT WE'LL GET OUT. SO THE ADVERTISEMENT IS A CRITICAL ONE WHICH WOULD BE IN JUNE. AND SO YOU CAN SEE IT BY AUGUST. I'M GOING TO AWARD THAT CONTRACT. SO THIS WILL BE OUR FIRST ROAD PROJECT THAT I'M TENTATIVE TENTATIVE DRAFT SCHEDULE. THE REASON WHY I SAY I'M LOOKING FORWARD TO THIS BECAUSE I HAVE ALL THE PLANS I HAVE ALL THE PERMITS I'M READY TO GO FOR BOTH ELDRON AND UNIT 41. I WANT TO LET THEM OUT AND BASED ON AGAIN AS PROCUREMENT THEY HAVE ALL THESE OTHER PIPE PROJECTS IN FRONT OF ME THEY KNOW OF ALL MY ROAD PROJECT READY TO GO. THIS IS ON THE QUEUE NOW. AND THEY SAID THAT IF THEY CAN MEET THIS SCHEDULE WHAT I SHOWED IN YELLOW THESE DATES THEY CAN MEET THESE DATES. SO UNLESS SOMETHING REALLY CHANGEABLE HAPPENS WE'RE GOING TO HIT THESE DATES FOR YOUR FIRST ROAD PROJECT. SO WE WILL BE PAVING IN SEPTEMBER. QUESTION MR. CHAIRMAN. DID YOU SAY THAT THE WIDTH IS GONNA BE TWENTY FOUR FEET. THAT'S CORRECT. OKAY AND TOTAL COMPLETION DATE JANUARY 20. OKAY. YEAH WHAT WE HAVE IT'S HARD FOR ME TO SEE THAT TOO. WHAT WE HAVE IS WE HAVE AN ADVERTISING DATE OF JUNE 14. WE HAVE AN AWARD DATE OF AUGUST 15TH. WE HAVE A NOTICE TO PROCEED. THAT'S WHEN WE GIVE THE CONTRACTOR HIS OKAY TO GET STARTED SEPTEMBER 9TH. AND HAVE A COMPLETION DATE OF JANUARY 21 OF 2020. BUT THIS WILL BE OUR FIRST PROJECT SO I'M HOPING BY THE MIDDLE OF SEPTEMBER YOU'RE GONNA START SEEING A PAVING TRUCK OUT THERE PAVING STREETS. EITHER BE ELDRON OR UNIT 41 SO THIS WILL GO OUT THIS YEAR AS I TRIED TO I WAS HOPING TO GET IT OUT LET'S SAY AUGUST BEST I COULD DO BASED ON ALL WE HAVE RIGHT NOW BASED ON ALL THESE OTHER ADVERTISEMENTS YOU KNOW WHAT I'M SAYING WE WERE STRETCHED IN TERMS OF PROCUREMENT. I'M STRETCHED IN TERMS OF YOU KNOW I'VE GOT ONLY A COUPLE OF ENGINEERS DOING ALL THIS STUFF. WE'RE HOPING TO GET THIS OUT. AND RIGHT NOW IT LOOKS PRETTY GOOD BECAUSE OUR PROCUREMENT SAYS THEY CAN MEET THOSE DEADLINES OUR PLANS AND EVERYTHING IS READY TO GO WE'RE SHELF READY. YOU'RE YOU'RE ANTICIPATING A FOUR MONTH CLOSURE OF THAT ROAD. YES TYPICALLY ON A PROJECT LIKE THAT FOR THE FULL DEPTH IF YOU GET IN AND OUT TWO AND A HALF MILES NOT A PROBLEM. AND YOU'RE GOING TO DO DETOURS AROUND THE WORK AND THAT SORT OF THING WHEN YOU CAN RIGHT. YES ONCE THIS THING STARTS MOVING FORWARD TYPICALLY ON THE SMALLEST STREETS UNIT 41 THAT WON'T BE BIG ISSUES BECAUSE WHEN YOU'RE DOING LIKE 41'S MAINLY MOSTLY IT'S ALL JUST A THIN LEFTOVER OVERLAY. THEY'LL PAVE IT AND WITHIN 30 MINUTES YOU COULD DRIVE OUT ON TOP OF THE HOT ASPHALT. SO WHAT THEY'LL DO IS MINIMAL CLOSURES, MINIMAL FLAGGING GUYS, WATCHING THE SIDE STREETS, WATCHING DRIVEWAY. IT'S HARD WHEN I WAS IN SEBASTIAN WE DID A LOT OF OVERLAYS. YOU REALLY CAN'T CREATE THIS HUMONGOUS MOT SIGNS EVERYWHERE AND PEOPLE DON'T SEE IT YOU KNOW IT'S BETTER TO JUST HAVE A FEW MORE EXTRA PEOPLE OUT THERE A FEW MORE INSPECTORS WE WE [INAUDIBLE] ALL THE RESIDENTS BY SAYING HEY ON THIS DATE AT THIS TIME WE GONNA BE PAVING YOUR STREET SO DO YOUR SHOPPING DO WHAT YOU CAN. EITHER STAY AWAY FOR AN HOUR OR BE AT HOME FOR AN HOUR AND DO NOT DRIVE ON THE HOT ASPHALT BECAUSE LITERALLY AT THREE HUNDRED DEGREES TEMPERATURE YOUR TIRES WILL MELT. BUT WE STILL SEE PEOPLE DOING IT YOU KNOW THE PAVING TRUCK GOES RIGHT BY AND SOMEONE PULLS RIGHT OUT INTO THE HOT PAVEMENT YOU KNOW AND IT PUTS A MARK ON IT. WE CAN ROLL IT OUT BUT YOU KNOW THE TIRE IS TOAST ON THE CAR IS BECAUSE THEY ALWAYS SAY WE WE DIDN'T KNOW WE DIDN'T KNOW THAT HAPPENS BUT WE TRY TO DO AS MUCH EDUCATION PRE NOTICING ON THESE RESIDENTIAL STREETS ON THE COLLECTIVE STREETS TOTALLY DIFFERENT STORY WE'LL HAVE FLASHING SIGNS CHANGEABLE MESSAGE SIGNS TELLING PEOPLE THIS ROAD YOU KNOW WHAT I'M SAY STARTING ON THIS DAY WE'RE PROBABLY GO DO ONE LANE AT A TIME AND I'M GONNA TALK TO THE CONTRACTOR IS HOW THEY WANT TO STAGE IT. SOME CONTRACTORS DO SEGMENTS AT A TIME THEY CLOSE ENTIRE ROW. SOME CONTRACTORS DO ONE LANE AT A TIME. SOME CONTRACTORS THERE HAS A VARIETY OF METHODS THAT'LL DETERMINE THE PRICE OF THAT CONTRACT. ALL I KNOW IS ISSUE IS WE'VE GOT TO MAINTAIN MOBILITY OF THE ROADWAY SYSTEM SO YOU CAN'T JUST SHUT IT OFF COMPLETELY FOR FOUR MONTHS. IT HAPPENING. YOU'RE GOING TO GIVE US SOME OPTIONS TO KEEP TRAFFIC MOVING IN A DETOUR PLAN. AND TYPICALLY THEY'LL COME UP WITH A DECENT[00:50:03]
ONE THAT'S GONNA BE FAVORABLE FOR EVERYBODY BOTH FOR THEM AND FOR THE PEOPLE WHO LIVE ON THE STREET AND USE THAT STREET BECAUSE ELDRON IS IS A MAJOR STREET PEOPLE USE IT. AND SO THAT'LL BE OUR FIRST TEST CASE TO SEE ON A MAJOR ARTERIAL. BUT YOU KNOW WE JUST RECENTLY WHEN I CAME HERE WE DID RJ COLIN THERE WASN'T A LOT OF ISSUES YOU COULD PLAN IT NOWADAYS AND AGAIN THE CONTRACTOR ONCE YOU GET IT ALL READY TO GO WHEN YOU DO THE FIRST PART OF IT THE THE TEARING OUT THE ROAD AND AN EXCAVATING THE ROAD THAT'S NOT A BIG ISSUE. ONCE YOU CLEAR THE ROAD THAT'S NOT A BIG ISSUE. ONCE YOU PUT ROCK ON THE ROAD THAT'S NOT A BIG ISSUE IT'S ONLY WHEN YOU GET TO THE PAVING PORTION WHERE IT'S REAL CRITICAL. OH OKAY. SO I MEAN THE REALLY CRITICAL ISSUES WHEN YOU PAVE THE ROAD. THE REST OF STUFF YOU KNOW AFTER YOU EXCAVATE IT YOU COULD YOU COULD YOU COULD YOU COULD YOU COULD DUST IT AND ROLL IT TO THE POINT WHERE YOU COULD DRIVE ON IT ONCE YOU PUT A LAYER OF YOUR [INAUDIBLE] TO BASE ON IT AGAIN YOU COULD WASH IT DOWN, YOU COULD WATER DOWN, YOU COULD ROLL IT, AND THEN YOU COULD RIDE RIGHT ON TOP OF IT FOR A COUPLE WEEKS. TYPICALLY PROJECTS I'VE DONE ESPECIALLY WHEN YOU HAVE FDR ESPECIALLY COME FOR RECONSTRUCTION THEY'LL DO MILES OF THE WHOLE ROADWAY AND NOTHING BUT COQUINA ROCK FOR A LONG PERIOD. YOU GOT TO WATER IT DOWN BECAUSE YOU HAVE YOU SEEN COQUINA ROCK IT LETS IT AIR TOO LONG DRY OUT BECOMES DUSTY AND YOUR WHOLE CAR TURNS WHITE NOBODY LIKES THAT. SO YOU HAVE TO HAVE A WATER [INAUDIBLE] TO WATER DOWN BUT YOU CAN'T WATER IT TOO MUCH BECAUSE THEN YOU THEN ADDING TOO MUCH WATER TO THE MIX WITH TOO MUCH WATER TO THE COQUINA ROCK. SO THERE'S A BALANCING ACT BUT A GOOD CONTRACTOR KNOWS HOW TO DO IT JUST RIGHT TO MAKE SURE IT'S ALL DONE RIGHT AND THEY COULD PAVE IT RIGHT WHEN HE NEEDS TO PAVE IT AND YOU GET A GOOD FINISHED PRODUCT AND MOST OF THE CONTRACTORS I KNOW THAT'S GONNA BE BIDDING ON THIS STUFF. THEY'RE THE LOCAL ONES AND SOME OF THEM AREN'T LOCAL BUT THEY'RE ALL GOOD CONTRACTORS. I COULD TELL BY JUST TELL BY THE EQUIPMENT THEY USE WITHIN A HALF AN HOUR WHEN YOU TALK TO THE CREWS YOU TALK TO THE FOREMAN YOU'LL KNOW IF THEY GOT THEIR ACT TOGETHER OR THEY DON'T HAVE THEIR ACT TOGETHER. THEN YOU START WATCHING THEM THEN YOU TELL MY INSPECTORS HEY YOU NEED MAKE SURE YOU'RE OUT HERE I'M CONCERNED YOU KNOW YOU TRACK THESE GUYS YOU MARK THEM TO MAKE SURE THEY'RE DOING EVERYTHING RIGHT AND THAT'S ALL IT TAKES A LOT OF TIMES GOOD INSPECTIONS. SO WE'RE RIGHT NOW HAPPY WITH THE SCHEDULE. WELL I'M HOPING THAT IN THIS PERIOD THAT WE'LL HAVE NOTHING TO SLOW IT DOWN OR TO CHANGE THE SCHEDULE BECAUSE I THINK THE GOAL IS TRY TO GET THIS THING OUT AND AS SOON AS POSSIBLE. BASED ON THIS FRANK THEN AS FAR AS THE ROAD CONSTRUCTION IN UNIT 31 32 THAT WOULD BE SOMETIME EARLY NEXT YEAR I ASSUME. NO ACTUALLY I HAVEN'T. I DIDN'T WANT TO SHOW IT TO YOU BECAUSE AGAIN I'VE GOT TO WORK WITH THE PROCUREMENT OFFICE THEY WILL I'M TRYING TO WORK WITH THEM RIGHT NOW. I'M HOPING THAT I'M JUST TALKING TO MYSELF HERE. I'M TRYING TO GET THIS. I'M TRYING TO SEE WITHIN A SHORT MONTH AFTER THE RELEASE OF THESE TO GET 31 AND 32 AS SOON AS THE PIPES GET DONE OR CLOSE TO IT THE PIPES THAT YOU SEE THERE'S A SCHEDULE WHEN THEY'RE GOING TO BE COMPLETED. I COULD START THE ROAD PROJECT A MONTH BEFORE THEY GET COMPLETED BECAUSE ALL THEY DO IS PUNCH LIST STUFF. AND AS LONG AS I KNOW THE MAJORITY OF 31 HAS ALREADY BEEN DONE THE PIPES ARE IN PLACE I CAN START LAYING ASPHALT BECAUSE YOU'RE CHASING ACROSS IN AREA 31 IS A LARGE AREA. SO.THEIR PIPES ONE WAY OR THE OTHER FROM NORTH TO SOUTH OR SOUTH TO NORTH. BUT THEY'RE DONE WITH THE NORTHERN HALF. I COULD START PAVING THE NORTHERN HALF. ONCE WE'RE WHEN WOULD THE RFPS GO OUT FOR THAT. I'M HOPING TO GET THE RFPS MY SCHEDULE IT WOULD BE LIKE IN JULY JUST A MONTH [INAUDIBLE]. OKAY. YEAH. GOOD. ALL RIGHT. AGAIN I CAN'T PROMISE YOU THIS. I'M JUST TALKING TO MYSELF BECAUSE I DON'T WANT UPSET. I UNDERSTAND. YEAH. THAT'S WHY I TOOK IT OFF. I ACTUALLY HAVE A CHART THAT HAS ALL THE EVERYTHING ALREADY LISTED. I'M SORRY I JUMPED THE GUN THERE BUT. I'M JUST BEING WORKING WITH OTHER DEPARTMENTS I GOTTA BE HONEST BY SAYING IT HASN'T BEEN APPROVED THROUGH THE PROCUREMENT DEPARTMENT. SO I DON'T WANT TO SHOW SOMETHING THAT I SHOULDN'T BE SHOWING AT THIS TIME. I DON'T LIKE TALKING TO MYSELF. BUT IN THE FUTURE NEAR FUTURE IF I GET THESE DAYS LOCKED IN YOU'LL SEE THE FULL UPDATE. OKAY THANK YOU FRANK. UNRELATED QUESTION. AT KRASSNER THEY PUT A NEW PEDESTALS IT LOOKS LIKE THOSE FOR STREET LIGHTS OR TRAFFIC SIGNALS KRASNER AND MALABAR. THOSE ARE ACTUALLY COUNTY. KRASNER ACTUALLY IS A COUNTY SIGNAL THAT'S BEING PUT IN RIGHT NOW. THEY POUR THE FOUNDATIONS FOR THE SIGNAL POLES. I'LL HAVE TO TAKE A LOOK AT I HAVEN'T BEEN OUT THERE RECENTLY BUT I'LL TAKE A LOOK AT IT. BUT THAT'S A COUNTY SIGNAL BEING INSTALLED. YOU GOING TO PUT UP SIGNS SAYING THAT THIS IS OUR BOND MONEY AT WORK AND THAT KIND OF THING. I THINK THAT'S A GOOD IDEA. I THINK AS THIS THING MOVES FORWARD WITH THE FIRST ROAD PROJECT AS WE DO WITH STORMWATER WE PUT UP LITTLE SIGNS IT SAYS THIS IS YOUR STORMWATER MONEY BEING USED I THINK IS A GOOD IDEA. I THINK HEAVILY TO ADVERTISE IT WITH SIGNS THAT SAY THIS IS YOUR ROAD PAVING BOND AT WORK BECAUSE
[00:55:03]
THAT'S WHAT I WAS TRYING TO GET IN SEPTEMBER BECAUSE THE FOLLOWING MONTH IS WHEN THE BILLS WILL BE OUT. SO WE COULD AT LEAST SAY HEY YOU KNOW I'M PAVING ELDRON I'M PAVING UNIT 41. SO THIS STUFF ABOUT YOU KNOW YOU GUYS [INAUDIBLE] ON SOMETHING YOU GOT THE MONEY BUT I DON'T SEE ANY PAVING I COULD SAY YEAH THERE IS. GO DOWN TO ELDRON PAVEMENT BEING LAID RIGHT NOW. THAT WAS MY OVERALL GOAL I PROMISED THE CITY MANAGER SAYS I WANT TO MAKE SURE THERE'S A PAVING CREW OUT THERE BEFORE THAT OCTOBER DATE. WE WILL MEET THAT. SO I KNOW THE JIS MAPS WON'T BE UPDATED YET BUT BUT THAT'S SOMETHING THAT SHOULD BE PROMINENTLY DISPLAYED ON THE CITY'S WESITE. DEFINITELY I AGREE. ALSO HAVE SOME REPORTERS COME OUT AND MAYBE DO SOME NEWS COVERAGE ON IT. I THINK A LOT OF PR IS NEEDED. ONCE THE FIRST ONCE ONCE WE KNOW FOR SURE THIS IS A SCHEDULE ONCE WE KNOW FOR SURE WE'VE LET IT OUT AND WE AWARDED THE CONTRACT THAT WE NEED TO REALLY PROMOTE THIS ONE BECAUSE THIS IS THE FIRST OF THE HUNDRED FIFTY NINE DOLLAR. THIS IS TRULY THE FIRST HUNDRED FIFTY DOLLAR PROJECT BEING SPENT. ANY OTHER QUESTIONS. LAST ITEM IS BASICALLY JUST A SYNOPSIS WHERE WE WERE AT THE LAST MEETING ON UNIT YEAR 2 FOR THE OVERALL BOND. YOU KNOW YOU HAD SOME DISCUSSION LAST MEETING. HERE'S THE SAME MAP WE HAD FROM THE LAST TIME. THOSE ARE ALL THE UNITS THAT ARE PROGRAMMED RIGHT NOW FOR THE YEAR TWO AND JUST A SYNOPSES RIGHT NOW. THE CRITICAL ONES ARE THE ONES IN THE SOUTHERN AREA WHICH I KNOW A LOT OF PEOPLE AT ONE TIME WERE SUPPORTING MAKING 25, 24, AND 23 WITH UNITS 31 AND 32 AS ALL ONE IN YEAR ONE. UNITS 25 AND 24 IS STILL ON THERE FOR YEAR TWO. THOSE AREAS ARE ARE IN BAD SHAPE SO I'M JUST WANNA MAKE SURE I HIGHLIGHT THAT AND THAT'S FOR YOUR DISCUSSIONS AS WE MOVE FORWARD IN THE IN THE FUTURE MEETINGS THAT IT'S YOUR CALL NOW HOW TO MAKE THOSE COLORS MOVE OR CHANGE WHATEVER YOU WANT TO DO. MY ISSUE WOULD BE I'LL MAKE SURE AT THE END WE'LL ADD UP THE NUMBERS AND ADD UP WHAT'S FEASIBLE FROM A CONSTRUCTION STANDPOINT FROM A DESIGN STANDPOINT BUT IT'S YOU'RE CALL IN TERMS OF IF THESE ARE THE COLORS YOU WANT TO SEE LIT UP ON WHICH OF THE UNITS IN TERMS OF WHICH UNITS YOU WANT TO DO AND THEN WE'LL MOVE FORWARD WITH IT. SO I JUST WANTED TO BRING THAT BACK AGAIN SO THAT'S WHAT WE HAVE STATIC RIGHT NOW FROM LAST YEAR TO TODAY AND THAT HAS NOT CHANGED AND IT'D BE UP TO THIS BOARD TO PROVIDE INPUT AND GUIDANCE IN TERMS OF IF YOU WANT TO CHANGE IT. I'D LIKE TO SAY SOMETHING. I TOOK A ROAD TRIP AND GOT TO LOOK AT THESE ROADS AND I WILL RECOMMEND EVERYBODY ON THIS BOARD TO DO IT AS WELL AND ROAD 25 AND 24 AND 23 ARE EXTREMELY IN BAD CONDITION. I WAS PRETTY SHOCKED HOW BAD CONDITION THOSE ROADS WERE IN I REALLY RECOMMEND THAT WE PUSH FORWARD TO GET THOSE ROADS DONE FIRST BEFORE WE GET 20, 26, AND 39 THAT IS I REALLY RECOMMEND THAT I'LL RECOMMEND EVERYBODY ON THIS BOARD TO TAKE THAT ROAD TRIP AS WELL BECAUSE WE NEED TO BE HAVING WE NEED TO BE SEEING TAKING A LOOK AT THESE ROAD BEFORE WE MAKE ALL THESE DECISION AND AFTER I GOT TO TAKE A LOOK AT THESE ROADS I WAS BLOWN AWAY. MAYBE IT'S THE HIGHLIGHT AGAIN I I TOOK THE COMMISSIONER OUT FOR AS REQUESTED TO A FOR MORNING WE DROVE SOME OF THE STREET WE WENT UP TO UNITS OF 42 WITH A PIPE PROJECTS AND ROAD PROJECTS ARE. I TOOK ALL HER ALL THE WAY DOWN TO UNIT 31 WE SAW WHAT UNIT 31 32 KIND OF LOOKS LIKE. TOOK HER ALL THE WAY DOWN TO UNIT 25 AND IN COMPARISON TO UNITS 31 AND 32 WHICH REALLY DO NEED TO HAVE STREETS PAY YOU KNOW IT'S DIFFERENT WHEN YOU GET TO 25 BECAUSE 25 AND 24 THERE'S HOMELESS PRETTY MUCH EVERYWHERE AND THERE IS ASPHALT BUT IT'S LIKE A LUNAR SURFACE IT'S JUST LIKE IT LOOKS LIKE A THIRD WORLD COUNTRY. SO THAT'S WHERE THE SHOCKING NEWS WHEN YOU GET TO THOSE AREAS AND THEN I TOOK HER ALL WE UP TO AND WE TALKED ABOUT THIS WE TOOK ALL UP TO UNIT 41 WHICH WE'RE GOING TO BE PAVING THIS YEAR AND THAT ROAD LOOKS LIKE NOTHING SHOULD BE DONE. BUT AGAIN WE WE'RE GOING TO PAVE ALL THE STREETS THAT'S ONLY GONNA BE A THIN LIFT OVERLAY BUT THAT'S WHERE SHE WAS MENTIONING THAT YOU KNOW WITHOUT HER GOING OUT SEEING THESE ROADS AND TOUCH THESE ROADS SHE HAD NO REAL UNDERSTANDING SEEN A PICTURE SOMETIMES DOESN'T DO IT GOOGLING IT DOESN'T WORK HEARING IT DOESN'T WORK. I MEAN I'M JUST BEING UPFRONT I MEAN I'VE I'VE DRIVEN IT AND WALKED EVERY ONE OF THESE ROADS EVERYONE ESPECIALLY FOR THIS YEAR ONE UNIT 31 32. I WALKED PRETTY MUCH EVERY ONE OF THOSE ROADS. I MEAN I'M I'M BEING HONEST ABOUT THAT I WAS OUT ON THE STREETS WALKING EVERY ROAD I KNOW WHAT EVERY ROAD LOOKS LIKE. I KNOW WHAT CONDITIONS THEY'RE IN SO I'M NOT LIKE A PAST ENGINEER OR YOUR MANAGER STATING I'M LOOKING AT THE DATA I MEAN I WAS ON THE[01:00:02]
ROAD WALKING IT AND WHAT WE'RE DOING RIGHT NOW ESPECIALLY THOSE AREAS IS OK BECAUSE THOSE ROADS NEED IMPROVEMENT ESPECIALLY LIKE SHE MENTIONED 24, 25, 24, AND 23 THEY'RE NOT IN GREAT SHAPE THEY'RE LIKE I SAD THEY'RE LIKE LUNAR SURFACE THERE'S SECTIONS JUST THE WHOLE ROW IS JUST FALLING APART. CAN'T GET MUCH WORSE THAN DIRT. YES YOU CAN CAUSE DIRT YOU COULD RAKE IT, YOU COULD GRADE IT, YOU COULD DRIVE ON IT, YOU KNOW WHEN YOU HAVE A LUNAR SURFACE WHICH HAS NOTHING BUT MAYBE A LAYER A LAYER AND LAYERS OF POTHOLES AND THEN IT STARTS FALLING APART AND YOU GOT BIG CHUNKS OF ASPHALT STICKING OUT OF THE GROUND I MEAN I GOT ASSOCIATES WHO LIVE IN THAT AREA AND THEY TELL ME YEAH THEY HAVE TO GET THEIR WHEELS ALIGNED EVERY OTHER MONTH THEY HAVE TO GET THEIR SHOCKS REDONE I DON'T BLAME THEM. HONESTLY IF I WAS LIVING MY WIFE WOULD KILL ME THERE'S NO WAY SHE WOULD ACCEPT THAT AS A ROAD TO GO HOME EVERY DAY.I'M JUST BEING UP FRONT ABOUT IT. I'M NOT JOKE I'M JUST BEING UPFRONT ABOUT IT BECAUSE I'VE BEEN OUT THERE AND I TALK TO THE PEOPLE AND THEY'RE SHOCKED YOU KNOW YOU'RE ON [INAUDIBLE]. THAT'S WHY I'M OUT HERE I'M OUT [INAUDIBLE] YOUR STREET BECAUSE YOU'RE NEXT YOU KNOW THEY'RE VERY THANKFUL BECAUSE THEY'RE THEIR VISION WAS WE WERE NEVER GONNA GET OUR ROADS PAVED EVER. THAT WAS THE ANSWER GIVEN TO THEM LONG TIME AGO AND I TELL NO IT'S NOT YOUR ROADS NEXT YEAR. IN 2020 I'LL BE OUT HERE WITH THE PAVING CREW AND WE'RE GONNA BE PAVING THE STREET AND THEY'RE SHOCKED.
ANY OTHER QUESTIONS. THANK YOU FRANK. YOU'RE WELCOME. ANY SUGGESTIONS FOR AGENDA FOR FUTURE MEETINGS. DO YOU HAVE ANY IDEAS. MR. CHAIRMAN CAN BEFORE THE NEXT SCHOOL YEAR STARTS OUT ON THE WEST END OF MALABAR. CAN WE LOOK AT THE DO SOME KIND OF TRAFFIC STUDY LOOK AT SPEED LIMITS FROM THE TIME YOU GO OVER NOW 31 I BELIEVE. ON THE WEST END AT MALABAR. YEAH AS YOU'RE GETTING OUT TOWARDS KRASSNER AND THAT WHERE THE TREES ENCROACH OUT. YEAH THE [INAUDIBLE] GOES IT DECREASES IN NUMBER. OUR CITY RIGHT AWAY ENDS WITH THE BRIDGES. RIGHT. THAT'S CANAL 10. RIGHT.
8 AND SEVEN IT'S A DECREASE BUT THAT'S ALL IN THE COUNTY SO I CAN'T.
RECOMMENDATION. MY RECOMMENDATION IS THAT WE GET SECTION 24 25 DONE BEFORE WE DO 20, 26, AND 39. NEXT YEAR. YEAH NEXT YEAR. OK. YES. OK. I MEAN THAT'S OK IF SHE [INAUDIBLE] AS A SUGGESTION SO WE JUST PUT THAT AS A TICKER THERE OUT THERE. I AGREE.
WE SHOULD DEFINITELY DISCUSS THAT WHEN WE'RE GETTING READY BEFORE WE GET READY TO ACTUALLY BEGIN YEAR TWO. BUT YOU CAN KIND OF HAVE THAT IN THE BACK OF YOUR MIND RIGHT.
PRIORITIZE THE PRIORITY LIST. YEAH ABSOLUTELY. YEAH. WELL I THINK THE YEAR TWO THAT MAP WAS JUST A TEMPLATE TO SHOW WHAT WE PUT TOGETHER. IT'S REALLY YOUR DECISION HOW YOU WANT TO RESHUFFLE THE DECK. THAT'S MY HONEST OPINION. WE DID OUR BEST GUESS TO PUT SOMETHING TOGETHER AND THEN IT'S YOUR OPTION IS TO WE LOOK AT WHAT WE PUT TOGETHER AND ENDORSE SOMETHING THAT YOU FEEL IS MORE APPROPRIATE FOR THE YEAR TWO PROGRAM BASED ON IF YOU WANT TO PROVIDE [INAUDIBLE] ANY DETAIL INFORMATION ANY ADDITIONAL COST ANY ADDITIONAL FACTS. IF YOU IF YOU WANT TO FEEL RIGHT I'LL BE HAPPY TO TAKE YOU OUT ON A FIELD RIDE AND SHOW YOU THE AREAS THAT I CONSIDER WHICH I KNOW ARE THE ARE THE ARE THE WORST STREETS WE HAVE IN THE CITY AND HANDS ON YOU CAN SEE WHAT THE CONDITIONS LOOK LIKE AND IT'S AN EYE OPENER WHEN YOU ACTUALLY SEE IT.
[INAUDIBLE] GO OVER THE CRITERIA YOU USE WHEN YOU HAVE CHARTED THESE AREAS BECAUSE YOU DON'T GO JUST ON THE [INAUDIBLE] GO ON THE NUMBER OF HOUSES THAT ARE INVOLVED. HOW MANY PEOPLE LIVE IN THAT AREA AND ALL THAT. ISN'T THAT CORRECT. IT IS CORRECT. WE USE A MATRIX WHERE WE HAVE WHAT THEY CALL THE PAVEMENT CONDITION INDEX. THAT'S WHAT THE PCI WE STARTED OFF WITH THAT KIND OF GAVE US A BALLPARK WHERE WE WERE WITH ROAD CONDITIONS TYPICALLY GOES FROM 100 TO 0 100 IS GOOD. 0 IS NOT SO GOOD. SO AS IT STARTS TO DROP DOWN THE SCALE YOU KNOW THAT'S THE AREA YOU NEED TO LOOK AT. BASED ON THAT AND YOU LOOK AT AREAS OF POPULATION, AREAS OF VOLUME, AREAS THAT HAVE USE, IF THERE'S SCHOOL THERE'S OTHER FACTORS YOU WANT TO PLAY INTO HOW YOU WANT TO MAKE THIS CHOICE AND THEN TOWARDS THE END WE STARTED LOOKING AT HOW YOU WANT TO BUNDLE THESE THINGS. WHAT LOOKS LIKE THE MOST APPROPRIATE WAY TO MAKE IT MORE COST EFFICIENT FOR THE CONTRACTOR. A LOT OF IT [INAUDIBLE] ALSO CAME OUT TO BE WELL WE WANT TO BE
[01:05:01]
EQUITABLE. WELL WE PUT ALL THE EGGS IN THE SOUTHERN HALF WHAT'S GOING TO HAPPEN THE NORTHERN HALF. THAT'S WHY I ALWAYS SAY YOU GOT TO BE EQUITABLE. YOU CAN'T DO ALL IN ONE AREA YOU'VE GOT TO SPREAD IT OUT BUT THAT'S JUST BEING FAIR.LIKE ANYTHING YOU WANT TO BE FAIR ABOUT ANY PROGRAM I BELIEVE THE SUFFICIENT FUNDS IN THE 150 MILLION DOLLARS TO DO ALL THE ROADS AS NEEDED. WE MAY NOT DO DETAIL BUT WE KNOW A LOT OF ROADS MAY ALL IT NEEDS IS GONNA BE JUST A THIN LIFT OVERLAY. SO WITH THAT BEING SAID I THINK WE'RE GOING TO BE ABLE TO STRETCH IT OUT BUT IT NEEDS TO BE EQUITABLE FOR EVERY AREA TO GET HIT. AND SO THAT'S JUST MY TWO CENTS. CHAIRMAN.
BEFORE WE BEFORE WE LOOK AT MAKING ANY CHANGES TO OUR YEAR TO PLAN THOUGH I'D LIKE TO GET SOME. LET'S LET'S LEARN A LITTLE BIT FIRST AS WE GO INTO YEAR ONE AND START GETTING ASPHALT ON THE GROUND AND WE'LL GET SOME FEEDBACK FROM THE CONTRACTORS WE'LL LEARN SOME THINGS ALONG THE WAY. AND THEN LATER THIS YEAR OR EARLY NEXT YEAR WE CAN LOOK AT THAT YEAR TWO PLAN AND MAKE ANY CHANGES WE NEED TO IT AFTER WE'VE LEARNED A LITTLE BIT ABOUT THE PROCESS. I AGREE. YEAH EXACTLY. YEAR ONE ALL ALONG WAS GOING TO BE A LEARNING PROJECT. YEAH YEAR ONE IS IS. IT'S THE FIRST TIME WE'VE DONE ANYTHING LIKE THIS. AND SO YEAH I WOULD BE ABLE TO MAKE SOME SOME ADJUSTMENTS. YEAR TWO IT'S NOT WRITTEN IN STONE YET FOLKS SO SO THERE'S A LOT OF FLEXIBILITY THERE. TAKE LESSONS LEARNED FROM YEAR ONE AND APPLY THEM TO YEAR TWO. AND I EXPECT TO BE MAKING FIELD TRIPS OUT THERE TOO. I'LL BE HAPPY TO TAKE ANY OF YOU GUYS JUST GIVE ME A CALL. WE HAVE. FRIDAY MORNING I DON'T MIND SPENDING LIKE AN HOUR HOUR AND A HALF TO SHOW YOU SOME OF THE STREETS. IT REALLY IS IN A GOOD WAY TO SEE WHAT YOU ROAD CONDITIONS ARE. YOU KNOW SEEING IT, TOUCHING IT, WALKING IT, IT'S TOTALLY DIFFERENT THAN JUST DRIVING BY. AND BECAUSE I KNOW WHERE ALL THE KNOW WHERE ALL THE BAD STREETS I COULD TAKE YOU THERE EVEN FASTER. SHOW YOU WHICH AREAS ARE TRULY THE AREA THAT WE NEED TO BE LOOKING AT. AND THAT WILL GIVE YOU A JUDGMENT TOOL WHEN YOU START MAKING THESE DECISIONS. YOU KNOW WHEN SOMEONE SAYS THIS REALLY NEEDS TO BE DONE FOR THIS AREA. YOU KNOW WHEN YOU WALK A STREET LIKE WE WALKED ON UNIT 25 THAT ONCE WE WERE ON I MEAN SOMEONE MUST HAVE DRIVEN ON THE ROAD AND TORE THE ROAD APART I MEAN BIG CHUNKS OF THE ROAD WAS JUST CHUNKS OF IT.
AND THAT WAS LIKE THAT BEFORE BECAUSE THAT WHOLE AREA IT'S JUST GETS TO THE POINT WHERE IT GET SO BAD THAT YOU KNOW PEOPLE JUST DRIVE ON THE GRASS ON THE SIDE DON'T EVEN DRIVE ON THE ROAD ANYMORE. WELL AND AND THAT'S THAT IS THE FACT. IT IS. I'VE DONE IT. AND I THINK THAT'S THE POINT WHERE I THINK WE NEED TO REALLY TAKE A LOOK AT THOSE AREAS AND JUST AS YOU MENTIONED THEY NEED TO BE A PRIORITY. I JUST WANT EVERYBODY TO KEEP IN MIND ONE THING IF YOU WANT TO GO ON A ROAD TOUR LOOK AT THE ROADS. THAT'S FINE. BUT ONLY ONE PERSON AT A TIME. ONE AT A TIME. BECAUSE. YES SORRY DEFINITELY THANK YOU VERY MUCH. YEAH. I CANNOT TAKE MORE THAN ONE COMMISSIONER AT A TIME. THANKS FOR THAT PHIL. ONE MORE QUESTION. I KNOW FROM TALKING TO BOBBY OVER A PROCUREMENT THAT THEY WERE GOING TO ASSIGN ONE PROCUREMENT SPECIALIST TO THE ROAD BOND.
DO YOU KNOW IF THAT'S BEEN DONE YET OR. I THINK THAT'S IN THE WORKS RIGHT NOW. OK.
THE SAME WAY. JUST TO GIVE YOU A HEADS UP RIGHT NOW BASED ON THE EARLY DISCUSSION I HEARD THAT THEY'RE GOING TO HAVE A PROCUREMENT PERSON WHICH I TRULY THINK THEY NEED TO HAVE BECAUSE RIGHT NOW IT'S GOING TO BE A BOTTLENECK FOR ME. IF THEY CAN'T MOVE FORWARD I CAN'T MOVE FORWARD AND THERE GOES THE ROAD PROJECT RIGHT NOW. THERE'S ONE IN PROCUREMENT THEY'RE LOOKING AT ONE FOR FINANCE AND JUST TO GIVE YOU A HEADS UP. I'M THE ONE THAT'S GOING TO BE ON MAYBE TWO INSPECTORS. I'M STILL TRYING TO MOVE AROUND. I'M I'M OKAY WITH THE STAFF I HAVE I HAVE SOME VACANCIES I'M NOT GOING TO FILL WE'RE GOING TO SWITCH AROUND WITH ENGINEERING [INAUDIBLE] AND WITH THOSE ENGINEERING [INAUDIBLE] I'M GONNA USE ONE FOR THE ROAD AND ONE FOR OUR OUR OTHER ONGOING ENGINEERING ASSIGNMENTS. AND I THINK I'M OKAY TO HANDLE THE WHOLE PROJECT BY ITSELF. SO THIS ISSUE AT ONE TIME WHEN WE WANTED TO HIRE SIX ENGINEERS ALL THESE OTHER PEOPLE WE'RE NOT HIRING ANY OF THOSE PEOPLE. I THINK WE'RE OKAY AS IS RIGHT.
I HAVE THIS YEAR'S ALL DONE. THAT'S GREAT. GOOD JOB FRANK. ANYTHING ELSE. NO.
MEETING'S ADJOURNED. THANK YOU.
