ANY FURTHER DISCUSSION, GENTLEMEN? ALL IN FAVOR SIGNIFY BY SAYING AYE.
WE ARE NOW ON PROCLAMATIONS, BUT I, IS SAMANTHA NAZARIO IN? SO I BELIEVE SHE HAD A RECENT LOSS.
SO I'M GOING TO DEFER THIS, PERHAPS FOR OUR NEXT MEETING.
[PUBLIC COMMENTS/RESPONSES]
WE'RE NOW ON PUBLIC COMMENTS, DEPUTY MAYOR.[00:05:03]
NEIGHBORHOOD CAUSED BY PINEAPPLE COVE ACADEMY.SINCE THAT LAST COUNCIL MEETING, WE HAVE NOT HEARD A THING.
THIS HAS BEEN LIKE UNCLE JOE'S BORDER POLICY.
YOU NOTICE A PROBLEM? YOU DO A LOT OF TALKING ABOUT IT TO APPEASE THE PEOPLE AND DO ABSOLUTELY NOTHING TO FIX IT AND PRETEND EVERYTHING IS GOING TO BE OKAY.
WE DON'T WANT ANY THROUGH TRAFFIC COMING DOWN OUR ROADS.
IT'S NOT WHY WE PURCHASED HOMES IN THIS NEIGHBORHOOD.
THIS PROBLEM NEEDS TO BE FIXED AND FIXED NOW.
THIS IS NOT THE CITY'S PROBLEM.
IT'S REALLY THE SCHOOL'S PROBLEM.
SO WHY ARE THEY NOT COMPLYING? IT'S TIME FOR THE CITY TO TAKE ACTION AND ENFORCE IT, MR. MAYOR. UP TILL NOW, WE'VE BEEN MORE THAN PATIENT WITH EVERYBODY, BUT WE'RE VERY DISAPPOINTED IN REACHING THE END OF OUR ROPE.
THIS CAN BE ACCOMPLISHED BY FIRST ADMINISTERING DAILY FINES.
IF THAT DOESN'T WORK, REVOKE THEIR OPERATING LICENSE AND SHUT THE SCHOOL DOWN.
OKAY. I WOULD EXPECT TO SEE SOMETHING ACCOMPLISHED BEFORE THE NEXT COUNCIL MEETING IN TWO WEEKS.
PLEASE, LET'S NOT WAIT UNTIL SOMEBODY GETS SERIOUSLY INJURED BEFORE WE TAKE ACTION.
I DO HAVE ONE OTHER COMMENT ABOUT THIS.
ONE OF MY OTHER NEIGHBORS, WITH THE TRAFFIC BEING LINED UP ON NESBITT.
THEY HAD A YOUNG GIRL IN THE CAR.
YOU KNOW WHAT HAPPENS? THEY HAVE TO GO TO THE BATHROOM.
THEY COME OUT OF THE CAR AND THEY URINATED IN THEIR FRONT LAWN AND GOT BACK IN THE CAR.
I UNDERSTAND THAT HAS TO HAPPEN, GIRL.
YOU KNOW, LITTLE KIDS, THEY CAN'T WAIT.
BUT IF THERE'S NO TRAFFIC ON THE ROADS, THEY'RE ON SCHOOL PROPERTY.
THEY CAN USE FACILITIES THAT ARE MADE FOR BATHROOMS. THANK YOU. THANK YOU.
NEXT SPEAKER, MR. THOMAS REES.
AND ABOUT THE, PINEAPPLE COVE, SCHOOL THAT'S ON EMERSON.
WE'RE GOING TO. EVERYBODY'S GOING TO BE HAPPY AND THE PEOPLE IN THE NEIGHBORHOOD AREN'T HAPPY.
AS YOU CAN SEE, WE'VE WE'VE HAD THREE MEETINGS.
WE CAME HERE, LAST TWO WEEKS, TWO WEEKS AGO.
BUT, YOU KNOW, WE WE'VE BEEN IGNORING THE, THE PROBLEM AND, WE'VE GIVEN YOU IDEAS AND WE'VE GOTTEN NOTHING, NOTHING TO SHOW FOR IT.
AND, IT'S GOING TO BE IT'S GOING TO BE DANGEROUS AND SOMEONE'S GOING TO GET HURT.
THAT PALM BAY HAS, AND, IT'S ARTICLE NUMBER 185.
0.130. AND IT READS ACCESS TO COMMERCIAL AND INDUSTRIAL LAND AND IT READS NO PUBLIC OR PRIVATE STREET, ROAD, EASEMENT OR DRIVEWAY WITHIN THE RESIDENTIAL AREA OR ON THE IN WHICH WERE RESIDENTIALLY ZONED LAND ABUTS SHALL BE USED.
AS VEHICLE ACCESS, OR AS THROUGH A THROUGH ROAD TO ANY COMMERCIAL OR INDUSTRIAL ZONE LAND.
I KNOW YOU HAVE THIS ON YOUR IN YOUR ZONING AND IF YOU WANT TO, I CAN REPEAT IT AGAIN.
185 .130 AND YOUR LAWYER SHOULD KNOW THIS AND IT'S YOU'RE ACTUALLY BREAKING THE LAW. THE SCHOOL IS BREAKING THE LAW FOR ALLOWING TRAFFIC TO GO THROUGH OUR NEIGHBORHOOD.
AND. CAN YOU TELL ME TONIGHT THAT, IF THE.
WELL. IS THIS TRUE? I MEAN, IT IS THIS ORDINANCE.
IS IT TRUE? OR AM I JUST SHOOTING OFF AT THE MOUTH? AND YOU'RE ACTUALLY ALLOWING THE SCHOOL TO VIOLATE THIS ORDINANCE.
[00:10:01]
AND THIS THIS NEEDS TO BE RESOLVED.AND, OTHERWISE SOMEONE'S GOING TO GET HURT.
AND THESE DAYS, PEOPLE GET ANGRY LIKE THEY ARE IN SOCIETY.
GUNS ARE GOING TO BE INVOLVED, BUT IT WON'T BE.
BUT IT'S GOING TO BE OTHER THINGS THAT ARE GOING TO BE INVOLVED.
SO WE JUST PEOPLE GETTING ANGRY AND FISTFIGHTS AND EVERYTHING ELSE.
IS THERE ANYONE ELSE TO SPEAKING THAT TURNED IN A CARD FOR PINEAPPLE COVE, A CLASSICAL ACADEMY IN THE LOCHMOR AREA? ANYONE ELSE THAT FILLED OUT A SPEAKER CARD FOR THAT? OKAY. SO THE FIRST THING I WANTED TO ADDRESS IS THE UNCLE JOE COMMENT.
THAT WE'RE GOING TO WORK ON THIS ISSUE.
I NEVER SAID THAT WE COULD RESOLVE THIS IN A MATTER OF A SHORT PERIOD OF TIME.
BUT I HAVE SAID THAT WHATEVER IT TAKES OUR STAFF TO WORK ON, AND I'VE BEEN TO THREE DIFFERENT MEETINGS, AND I KNOW THAT WE'RE ABOUT TO MEET WITH OTHER, MEMBERS OF THE SCHOOL, TO TRY AND GET THIS RESOLVED.
YOU'VE HAD MY COMMITMENT, AND YOU WILL CONTINUE TO HAVE MY COMMITMENT.
THEN I WANTED TO, BRIEF ON THAT WHERE WE'RE AT TODAY, MADAM SHERMAN.
AND I ALSO WANT TO SAY THAT I ATTENDED EACH AND EVERY MEETING PUBLICLY WITH OUR RESIDENTS.
AND I'M TRYING TO GET A RESOLVE.
AND I KNOW THAT THE CITY ATTORNEY'S ALSO BEEN WORKING ON THAT ASPECT.
YES, SIR. I'LL ACTUALLY START WITH THAT, IF YOU DON'T MIND.
I THINK EARLY LAST YEAR WHEN, WHEN IT CAME UP AND ONE OF THE CONVERSATIONS WITH THE RESIDENTS.
AND SO I'LL, I'LL EXPLAIN THAT THAT DOESN'T ACTUALLY APPLY BECAUSE THE ORDINANCE IS RELATED TO COMMERCIAL, INDUSTRIAL, ZONED LAND AND THAT SPECIFIC LOCATION WHERE PINEAPPLE COVE IS, IT'S NOT COMMERCIAL OR INDUSTRIAL LAND, IT'S WHAT'S CALLED INSTITUTIONAL USE ZONING.
SO IT ACTUALLY THAT ORDINANCE DOES NOT APPLY TO THAT LOCATION.
TO CLARIFY THAT, BUT YES, AS THE MAYOR SAID, I APOLOGIZE.
WE'RE GOING TO HAVE ANOTHER MEETING WITH THEM TO SEE WHERE THEY'RE AT ON SOME OF THE THINGS WE'VE ASKED THEM TO WORK TO IMPLEMENT BASED ON SUGGESTIONS NOT ONLY THE RESIDENTS HAVE MADE, BUT ALSO SUGGESTIONS THAT OUR STAFF HAS, AS YOU MAY OR MAY NOT KNOW, BUT WE'VE HAD STAFF VERY ACTIVE IN THAT AREA FOR QUITE SOME TIME, BOTH POLICE FOR ENFORCEMENT, OUR CITY ENGINEER AND TEAM TRYING TO RESOLVE THE PROBLEM, TRYING TO HELP GET IT TO A BETTER POSITION FOR YOU ALL.
THAT'S I THINK IN A COUPLE OF WEEKS WE'VE BEEN WORKING ON GETTING THAT SCHEDULED, AND AT SOME POINT IN THE NEAR FUTURE, YOU WILL GET A FULL AGENDA ITEM TO DISCUSS THIS WITH COUNCIL, AND WE'LL BRING THAT BACK SO YOU'LL KNOW WHAT WE'VE BEEN ABLE TO ACCOMPLISH.
THERE ARE CERTAINLY THINGS THAT WE'VE LOOKED AT THAT HAVE BEEN SUGGESTED THAT WE KNOW WE DON'T HAVE THE LEGAL AUTHORITY TO DO, AND THERE ARE SOME THINGS THAT WE DO HAVE THE AUTHORITY TO DO. SO WITHOUT GOING TOO FAR INTO THE WEEDS.
THAT'S PART OF WHAT WE WILL BE SHARING WHEN WE COME BACK TOGETHER.
WE'RE GOING TO GO BACK TO PUBLIC COMMENTS, DEPUTY MAYOR.
SO I'LL GO BACK TO THE PROCLAMATION PRESENTATION.
SO NEXT SPEAKER, DEPUTY BILL BATTEN.
BILL BATTEN 586 OCEAN SPRAY STREET, SOUTHWEST.
FIRST ONE IS THE NEW SOFTWARE PACKET THAT WE'VE GOT FOR REVIEWING OF THE AGENDA.
IT'S A NIGHTMARE TO REVIEW AND GET THINGS TO COME OUT RIGHT.
YOU CAN CLICK ON IT, IT LOADS YOUR INDIVIDUAL, SUBJECT ITEM AND YOU CAN ACCESS IT.
SO IT WORKS FOR PLANNING AND ZONING.
WHY CAN'T WE GET IT TO WORK FOR CITY COUNCIL? BECAUSE IT'S UNDER THE SAME SOFTWARE PACKET, I THOUGHT.
BUT BECAUSE I ATTEND ALL THE MEETINGS, AS YOU'RE WELL AWARE.
SO WHY DOES IT WORK FOR ONE AND NOT THE OTHER? ME BEING THE DOUBTING TOM THAT I AM, I'M GOING TO SAY YOU DO THAT.
[00:15:03]
SO THERE'S A HIDE FROM THE PUBLIC.I KNOW THAT'S NOT THE CASE, BUT THAT'S THE IMPACT THAT WE FEEL WHEN WE HAVE TO SPEND HOURS AND HOURS TO REVIEW THE PACKAGE AND OPEN IT AND DOWNLOAD, BECAUSE EVERY CLICK HAS TO GO TO ANOTHER SOFTWARE PROGRAM TO LOOK AT IT, RIGHT.
ITEM NUMBER TWO, THIS COMES UNDER CODE COMPLIANCE.
I CALLED CODE COMPLIANCE FOR AN ON A COMPLAINT THAT I HAD THAT WAS STARTING TO BOTHER ME, AND I WAS INFORMED THAT THEY COULD DO NOTHING MORE BECAUSE THE HOUSE WAS ALREADY HAD A LIEN ON IT, SO THEY COULD NOT DO ANYTHING AND ADDRESS THE NEW COMPLAINT THAT I HAD, EVEN THOUGH THE COMPLAINT THAT I WAS BRINGING WAS NOT WHAT THE INITIAL LIEN WAS FOR. SO I JUST THOUGHT IT WAS KIND OF STRANGE.
I GUESS THAT'S GREAT. IF YOU'RE A BANK ROBBER AND YOU GET CAUGHT ONE, YOU'RE FREE TO RUN THEREAFTER.
IT DOESN'T DOESN'T WORK THAT WAY IN SOCIETY, I HOPE.
RIGHT. SO WITH THAT BEING SAID.
I THINK THIS IS GOING TO BE A QUICK MEETING, I HOPE.
THANK YOU. NEXT SPEAKER OR, MADAME THERESE, CAN WE CAN WE LOOK INTO, MR. BARTON'S COMMENT REGARDING THE NEW SOFTWARE BEING CUMBERSOME? WELL, I CAN STATE MAYOR THAT WHAT THE PLANNING AND ZONING BOARD IS USING IS THE OLD SYSTEM.
THEY HAVE NOT GONE LIVE WITH OUR NEW SYSTEM YET, SO WE ARE TRYING TO WORK OUT THE KINKS.
WE ARE HAVING WEEKLY MEETINGS WITH OUR VENDORS, SO WE ARE WORKING ON IT.
AND AND THE CODE COMPLIANCE, ISSUE, MADAM SHERMAN.
OR IF I CAN JUST GET THE ADDRESS FROM MR. BARTON, WE'LL GET THE ADDRESS AND WE'LL LOOK INTO THAT.
THANK YOU. NEXT SPEAKER, DEPUTY MAYOR, MISTER ROBERT STICE.
GOOD EVENING. COUNCIL ROBERT STICE 1796 LYNBROOK DRIVE, SOUTHEAST.
YOU KNOW, WITH 40 TO 50% OF PALM BAY STILL AVAILABLE FOR DEVELOPMENT.
SOME OF THE THINGS I JUST WANT TO PUT IN THE BACK OF YOUR MIND DURING THE DEVELOPMENT PROPOSALS, I MEAN, SOMETIMES THEY COME IN A RAPID FIRE SITUATION HERE. IT'S AT LEAST IT SEEMS TO ME.
IT SEEMS THAT WE, IN MY VIEW, IN MY OPINION, THAT WE GET FOCUSED ON THE TRAFFIC STUDY, WHICH IS, OF COURSE, ONE OF THE DETERMINANT FACTORS IN THERE. BUT THE THE TRAFFIC STUDY SHOULD NOT BE THE ONLY FACTOR.
YOU KNOW, YOU HAD WITH REGARD TO, BRAMBLEWOOD OVER THERE, ANOTHER 300 PEOPLE HITTING THE, THE LOCAL STORES, SCHOOLS, HEALTH CARE, ETC., PUTS A BURDEN ON THAT ON THOSE SERVICES.
INFRASTRUCTURE IS ALSO A HUGE ITEM THAT.
WITH ALL THE ITEMS THAT YOU HAVE BEFORE YOU.
WITH 32,000 PEOPLE ON SEPTIC AND AND ROADS AND EVERYTHING ELSE, I.
I DON'T KNOW HOW YOU'RE GOING TO DEVELOP BABCOCK OR OR MALABAR ROAD IN A TIMELY FASHION.
BUT YOU GOT A LOT OF IRONS IN THE FIRE, SO.
BAYSIDE LAKES IS A HUGE PART OF THE CITY.
AND YOU HAD MENTIONED THAT YEARS AGO WHEN IT WAS DEVELOPING, YOU THOUGHT QUITE POSITIVE OF IT.
YOU KNOW, THE BEAUTY OF BAYSIDE LAKES GOING INTO THAT.
THERE'S GOING TO BE A, AND PROPOSAL BY THE OWNER OF THE FORMER GOLF COURSE TO PUT IN SINGLE FAMILY HOMES, TOWNHOMES, ETC.
AGAIN, INFRASTRUCTURE, SAFETY, HEADCOUNT.
YOU PUT ANOTHER WHATEVER THAT IS GOING TO BE ANOTHER TWO, 300 HOMES OR TOWNHOMES IN THERE.
YOU EFFECTIVELY DESTROYED BAYSIDE LAKES.
IS THAT THE GOAL HERE? WHAT ENCOURAGES ME, THOUGH, WITH REGARD TO YOUR VOTE, WITH THAT APARTMENT COMPLEX AND, MISTER DEPUTY MAYOR, YOU COMMENTED ON THAT, THAT THE GENTLEMAN REPRESENTED THAT THAT SAID THAT, YOU KNOW, BABCOCK'S NOT REALLY BUSY AT THAT TIME IN THE MORNING.
AND, AND A LOT OF US STOOD UP AND SPOKE OF THAT, INFRASTRUCTURE'S GOT TO BE A BIG COMPONENT OF WHAT YOU'RE LOOKING AT, WHAT THAT DOES TO THE PEOPLE, WHAT THAT DOES TO THE SERVICES.
IT JUST PRETTY MUCH STOPS THEM.
BAYSIDE LAKES IS A BEAUTIFUL AREA.
BUT, YOU KNOW, THIS IS A WAITING GAME AS FAR AS THE POTENTIAL GOLF COURSE COMES.
PLEASE BE PATIENT IN THIS DECISION GOING FORWARD.
THANK YOU VERY MUCH FOR YOUR TIME.
THANK YOU. NEXT SPEAKER, PASTOR KEN DELGADO.
KENDALL GOT ONE FIVE FOR ANGELO ROAD SOUTHEAST.
[00:20:08]
ZONDERVAN WAS IN THE TANK AS FAR AS PROFITABILITY.THE PROBLEM WAS INTERPERSONAL PROBLEMS WITHIN THE THAT SECTION OF ZONDERVAN'S.
THEY WERE, HAVING ISSUES THAT THEY WERE TRYING TO SOLVE, AND IT WAS ALL ABOUT TRYING TO FIX PROBLEMS. THE NEW CEO DECIDED TO BRING A DIFFERENT VIEWPOINT, AND HE SIMPLY CREATED TEN GOALS A VISION, TEN VISION GOALS FOR THAT, THAT FOR ZONDERVAN'S.
AND THEY WERE GOALS THAT THEY WANTED TO REACH.
SO THEY WENT FROM TRYING TO FIX ALL THE PROBLEMS. ALTHOUGH WE SHOULD FIX PROBLEMS SUCH AS WHAT HAS BEEN ALREADY SHARED.
BUT INSTEAD OF ATTACKING ALL THE FIRES THAT SEEM TO CROP UP ALL THE TIME, THEY SET UP A GOAL TEN GOALS, AND WITHIN TWO YEARS THEY MORE THAN ACCOMPLISHED THOSE TEN GOALS.
AND I'D LIKE TO SUGGEST THAT PERHAPS, MAYBE THEY EVEN ARE TAKING THE THE CONCEPT THAT GOD GIVES.
HE SAYS HE CALLS THE END FROM THE BEGINNING.
THESE ARE ALL THE CHILDREN YOU'RE GOING TO HAVE.
EVEN THOUGH ABRAHAM WAS GOING TO HAVE A LOT OF PROBLEMS TO GET THERE.
IN OTHER WORDS, YOU WRITE THE VISION DOWN AND LET THE CREATIVE JUICES GO INTO CONSTRUCTION, REBUILDING, RESTRUCTURING, AND LETTING THE CREATIVE JUICES OF PEOPLE ACTUALLY COME FORTH AS THEY SEEK GOD AND FIND OUT THAT INDEED, WE CAN SOLVE PROBLEMS. NOT BY LOOKING AT ALL THE PROBLEMS AND ALL THE DIFFICULTIES AND ALL THE SITUATIONS THAT CROP UP EVERY DAY, BUT RATHER SETTING THE VISION LIKE YOU'RE DOING WITH THE MASTER PLAN, SETTING THE VISION, AND LETTING THE CREATIVE JUICES OF EACH PERSON THAT IS GIFTED IN THEIR CAPACITY, DECLARING THE END FROM THE BEGINNING.
SO WHEN WE SAY THE CITY OF PALM BAY IS THE GREATEST CITY ON THE FACE OF THE EARTH, OBVIOUSLY THERE'S A LOT OF POTHOLES, PARDON THE PUN, POTHOLES TO GET THERE.
HOWEVER, BECAUSE WE PAINTED THE PICTURE, WE HAVE NOW THE OPPORTUNITY TO LET OUR CREATIVE JUICES CAUSE THOSE THINGS THAT BE NOT AS THOUGH THEY ARE, EVEN THOUGH WE'RE STILL GOING TO HAVE ISSUES TO REMEMBER THAT JUST SAYING THE CITY OF PALM BAY IS THE GREATEST CITY ON THE FACE OF THE EARTH WILL CAUSE PEOPLE TO LOOK AT THEIR JOBS A LITTLE DIFFERENTLY, AND DECIDE TO TRY TO SEE HOW THEY CAN MAKE THE CITY OF PALM BAY THE GREATEST CITY ON THE EARTH.
THANK YOU FOR THAT SAYING, MR. MAYOR. THANK YOU.
NEXT SPEAKER, MR. LUIS VALDEZ.
AS A RESIDENT, I CURRENTLY LIVE AT 833 SHERWOOD AVENUE SOUTHWEST.
WE'VE BEEN IN PALM BAY FOR TWO YEARS NOW.
WE CONTACTED PUBLIC WORKS AS GOOD RESIDENTS TO FILE A WORK ORDER, AND INSTEAD OF GETTING OUR YARD TRENCHED, THE CITY CODE ENFORCEMENT DECIDED TO FIND US $2,500 FOR ILLICITLY DUMPING INTO THE SWELL, AS THEY CLAIMED FROM OUR WATER SOFTENER SYSTEM, WHICH WE DIDN'T EVEN HAVE INSTALLED YET.
BUT WE STILL HAVE AN ISSUE WITH DRAINAGE.
MY NEIGHBOR HAS AN ISSUE WITH DRAINAGE.
I HAVE AN ISSUE WITH DRAINAGE.
THE NEIGHBOR ACROSS THE STREET FROM ME HAS AN ISSUE WITH DRAINAGE, TO THE POINT THAT THEIR DRIVEWAY JUST COLLAPSED BECAUSE OF THE EROSION THAT WAS CAUSED BY THE LACK OF THE TRENCHING, AND SHE JUST HAD TO SPEND $11,000 ON THIS ISSUE.
WE'VE CONTACTED THE CITY MULTIPLE TIMES.
WE'VE ASKED FOR OUR YARDS TO BE TRENCHED.
WE'VE ASKED FOR OUR NEIGHBORHOOD TO BE TRENCHED.
I'VE SPOKEN WITH PUBLIC WORKS AT THEIR OFFICES MULTIPLE TIMES.
I'VE SPOKEN WITH PUBLIC WORKS WHEN I SEE THEM IN THE AREA, I'VE SHOWN THEM THE ISSUES.
AND STILL MY YARD IS FULL OF STAGNANT WATER AND PUBLIC WORKS HAS INFORMED ME.
SO IF I DIG A HOLE IN MY YARD, WHERE'S THE WATER GOING TO GO IN MY YARD?
[00:25:03]
THE PROBLEM IS, IS THAT THERE IS NO RUNOFF.THERE IS NO WAY FOR THE WATER TO GO ANYWHERE.
WE'RE ASKING FOR OUR YARDS TO BE TRENCHED.
IT WAS TO THE POINT THAT TODAY, FOX 35 NEWS CAME OUT TO MY NEIGHBOR'S YARD, TO MY NEIGHBOR'S HOUSE, TO DO A NEWS STORY ON THE SITUATION WITH HER DRIVEWAY AND THE FACT THAT IT COLLAPSED AND SHE HAD TO PAY ABOUT $11,000 TO GET IT FIXED.
MY OTHER NEIGHBORS HAVE HAD THE SAME COMPLAINTS.
WE'RE ASKING FOR THIS TO BE FIXED.
AND AS A NEW RESIDENT, TO GET A FINE FROM THE CITY SAYING THAT WE WERE ILLICITLY DUMPING FROM OUR WATER TREATMENT SYSTEM WHEN WE DIDN'T EVEN HAVE THAT INSTALLED, AND I HAD TO PROVE IT IS HORRIBLE TREATMENT TO A NEW RESIDENT.
AND WHAT DOES THAT SAY TO NEW PEOPLE COMING IN HERE? THANK YOU FOR THE TIME.
I HOPE THIS ISSUE IS RESOLVED.
DEPUTY MAYOR, VALENTINO, CAN YOU GET WITH.
THANK YOU. NEXT SPEAKER, MR. JOHN MCGEE.
JOHN MAGEE. 1991 THORNWOOD DRIVE, BAYSIDE LAKES.
I FEEL SOMEWHAT BLINDSIDED BECAUSE I WAS NOT AWARE THAT THERE WAS ANYTHING GOING ON OTHER THAN THAT.
THIS HAS BEEN A TEN MONTH PROGRESS PROJECT THAT BEGAN IN FEBRUARY OF 2023.
WE, THE RESIDENTS, WERE NOT NOTIFIED OF IT UNTIL JUNE OF 2023.
DURING THAT TEN MONTH PERIOD, THE BUILDER HAS HAD NUMEROUS OPPORTUNITIES TO MAKE CHANGES THAT WE REQUESTED, CHANGES THAT THE GROWTH MANAGEMENT BOARD REQUESTED, AND CHANGES THAT YOU HAD REQUESTED IN OUR LAST MEETING.
YOU VOTED ON JANUARY 18TH TO DENY THE PROJECT AS PRESENTED BY THE BUILDER, AND I WAS ASSUMING, I GUESS, UNINTELLIGENTLY, THAT THIS WAS TONIGHT WAS THE CONFIRMATION OF JUST REAFFIRMING WHAT YOU HAD ALREADY VOTED ON.
WHICH WE DON'T KNOW ANYTHING ABOUT.
I AM REALLY DEMANDING OF THE CITY TO COORDINATE A MEETING BETWEEN THE CITY, THE BUILDER AND THE RESIDENTS IN BAYSIDE LAKES SO THEY CAN FULLY PRESENT TO US WHAT THEIR PLANS ARE ON THAT PROPERTY.
WE WILL MAKE ARRANGEMENTS TO GET THE CLUBHOUSE AT BAYSIDE LAKES AS A CONVENIENCE.
IT HOLDS A COUPLE OF HUNDRED PEOPLE FOR A MEETING, BUT I.
THIS PROJECT DIRECTLY IMPACTS 375 RESIDENTS ALREADY IN BAYSIDE LAKES.
PLUS, NOW THEY WANT TO ADD ANOTHER 126.
FOR MY PERSONAL FEELING, I FEEL SOMEWHAT BETRAYED BECAUSE I THOUGHT THIS WAS A DONE DEAL, AND I THOUGHT THE PROJECT WOULD HAVE TO START OVER AGAIN IF THE BUILDER WANTED TO MAKE CHANGES TO IT.
BUT OBVIOUSLY THAT'S NOT THE CASE.
SO, I'M SPEAKING FOR MANY OF THE RESIDENTS IN BAYSIDE LAKES.
I THINK WE NEED TO FIGURE OUT WHAT'S GOING ON.
I THINK WE DESERVE THE RIGHT TO KNOW WHAT'S GOING ON.
I THINK THE BUILDER OWES IT TO US TO COME BEFORE US AND ACTUALLY PRESENT WHAT HE'S DOING WITH REPRESENTATIVES OF THE CITY THERE, AND LET'S SEE IF WE CAN COME TO SOME CONSENSUS ON WHAT WE WOULD LIKE TO SEE.
WE HAVE NEVER OPPOSED THIS PROJECT BEING DEVELOPED, EVER, BUT WE DO WANT IT TO CONFORM TO WHAT'S IN BAYSIDE LAKES, AND THAT IS MORE IN LINE WITH FAIRWAY CROSSINGS AND SOME OF THE VILLA TYPE UNITS, WHICH WERE APPROVED ORIGINALLY IN 2006.
MR. MCGEE, LET ME LET ME JUST SHARE WITH YOU, AS YOU MENTIONED, THE LAST MEETING, IT WAS UNANIMOUS ON THIS DAIS THAT WE DENY THAT REQUEST.
RIGHT? AND WE LISTENED TO THE RESIDENTS, AND THE RESIDENTS CRY, THAT 92 HOMES WAS WHAT SATISFIED
[00:30:03]
THEM. THAT'S CORRECT. AND THAT'S THE MESSAGE THAT THIS COUNCIL SENT.AND SO WITH THAT, I WANT TO JUST REITERATE WHAT THE CITY MANAGER, CITY ATTORNEY JUST PREVIOUSLY SAID, AND I'M GOING TO ASK HER TO REPEAT BEFORE WE WENT AHEAD AND CONTINUED THE ITEM ON THE AGENDA.
OKAY. SO, MADAM WILL, MADAM SMITH, WOULD YOU PLEASE, SHARE, WHY WE CONTINUED.
SO THE APPLICANT HAS ACTUALLY SUBMITTED AN APPLICATION THAT IS IN CONFORMANCE THAT HAS 92 HOMES.
THERE ARE SOME OTHER CHANGES BECAUSE UNDER THE CODE THEY CAN DO 92 HOMES AND THEY CAN CHANGE THE FINAL DEVELOPMENT PLANS, AS LONG AS IT'S NOT MORE THAN 20%. AND THEY'RE SAYING THAT THEY'RE WITHIN THAT, WITHIN THE ALLOWABLE WHAT THEY WERE GIVEN BEFORE AND NO MORE THAN 20% AT THIS TIME. THE GROWTH MANAGEMENT DIRECTOR HASN'T HAD A CHANCE TO REVIEW THAT.
SO WE CONTINUED IT ON TO BE ABLE TO REVIEW.
ARE YOU DOING ESSENTIALLY PRETTY CLOSE TO WHAT YOU WERE GIVING APPROVALS FOR? THAT'S WHAT THEY'RE SAYING THEY'RE DOING, AND WE'RE GOING TO HAVE TO BE ABLE TO EVALUATE THAT.
OKAY. CAN I JUST COMMENT ONE THING? WE ASKED THE BUILDER THOSE VERY QUESTIONS, AND HE TOLD US IN NO WAY HE COULD DO THIS PROJECT AT 92, 22 UNITS BECAUSE COST AND I DON'T KNOW WHAT COST IS.
AND I'M GOING TO INTERJECT THAT, THAT CAME UP AT THE LAST MEETING AND WE RESPONDED TO THAT.
AND THE RESPONSE WAS IT WAS DENIED.
92 HOMES IS WHAT EVERYONE ON COUNCIL.
SO WHAT WE'RE WHAT WE'RE SAYING IS MARCH 7TH, WE'RE GOING TO HAVE STAFF LOOK AT THIS, OKAY.
AND IF IT CONFORMS TO WHAT WAS PREVIOUSLY APPROVED, THEN THERE WOULDN'T BE AN ISSUE.
OKAY. THIS THIS VOTE WOULD HAVE BEEN A MOOT POINT.
OKAY. ALL I WOULD EXPECT IS THAT THEY COME AND TELL US WHAT THEY'RE DOING.
I AGREE WITH YOU. AND AND PERHAPS I'D LIKE FOR OUR GROWTH MANAGEMENT DIRECTOR, MADAM SHERMAN, TO, OPEN UP THAT DIALOG WITH THE DEVELOPER AND THE RESIDENTS, BECAUSE I, I DO WELCOME THAT.
YOU'RE ABSOLUTELY RIGHT, MR. MCGEE. THEY SHOULD BE SPEAKING WITH YOU.
YEAH. WHAT? COORDINATE IT DOWN THERE.
WE'LL FIND A TIME AND A PLACE.
NEXT SPEAKER, THIS CONCLUDES PUBLIC COMMENT, SIR.
[PROCLAMATIONS AND RECOGNITIONS]
SO GOOD EVENING.I'M GOING TO ASK SAMANTHA NAZARIO TO STEP FORWARD, AND MAYBE SHE COULD BRING UP HER TEAM.
THE GREATEST CITY ON THE FACE OF THE EARTH.
YOU GOT TO SPEAK IT, AND YOU GOT TO BELIEVE IT.
AIN'T THAT RIGHT? MR. BOB PLAYED MAJOR LEAGUE BASEBALL OVER THERE, THIS YOUNG MAN.
IT IS BLEEDING DISORDERS AWARENESS MONTH, MARCH 2024.
WHEREAS BLEEDING DISORDERS THAT INCLUDE HEMOPHILIA, VON WILLEBRAND DISEASE AND A RARE BLEEDING DISORDERS ARE CHARACTERIZED BY THE BLOOD, NOT CLOTTING, NORMALLY DUE TO LACK OF CLOTTING PROTEINS, ALSO KNOWN AS CLOTTING FACTORS, AND WHEREAS IN THE UNITED STATES MORE THAN 20,000 INDIVIDUALS LIVE WITH HEMOPHILIA AND RARE BLEEDING DISORDERS, WITH 6000 OF THEM LIVING IN THE STATE OF FLORIDA AND 1 TO 2% OF THE AMERICAN POP WILLEBRAND DISEASE.
AND WHILE TREATMENT CAN HELP, THE CONDITIONS ARE NOT YET CURABLE.
AND WHEREAS SYMPTOMS OF A BLEEDING DISORDER INCLUDE UNEXPLAINED AND EXCESSIVE BLEEDING.
LARGE OR DEEP BRUISING, NOSEBLEEDS, BLEEDING INTO JOINTS, MUSCLES, SOFT TISSUES.
AND IF SOMEONE HAS A BLEEDING DISORDER, THEY MAY HAVE EXTENDED BLEEDING INCIDENCES SUCH AS AN INJURY OF TRAUMA, MENSTRUATION, SURGERY, OR EVEN SOMETHING AS SIMPLE AS A DENTAL PROCEDURE.
WHEREAS THE BLEEDING DISORDER FOUNDATION OF FLORIDA, FOUNDED IN 1996, SUPPORTS THE BLEEDING DISORDER COMMUNITY THROUGHOUT THE STATE AND ITS MISSIONS TO IMPROVE THE QUALITY OF LIFE FOR PEOPLE WITH THE CONDITION AND THEIR FAMILIES THROUGH EDUCATION, THROUGH INFORMATION, REFERRAL SERVICES,
[00:35:10]
ADVOCACY, SUPPORT AND RESEARCH.AND ANNUALLY THE ORGANIZATION HOLDS A5K AND FUN WALKS.
NOTICE HOW IT'S FUN WALKS AND NOT RUNNING FIVE K'S AND OTHER EVENTS THROUGHOUT FLORIDA TO BRING AWARENESS TO THE COMMUNITY AND NEEDING FUNDING FOR RESEARCH AND SUPPORT SERVICES.
NOW THEREFORE, I ROB MEDINA, MAYOR OF THE CITY OF PALM BAY.
THE GREATEST CITY ON THE FACE OF THE EARTH.
DO HEREBY, BY VIRTUE OF THE AUTHORITY SAID OFFICE, DO HEREBY PROCLAIM MARCH 2024 AS BLEEDING DISORDERS AWARENESS MONTH IN THE CITY OF PALM BAY AND ENCOURAGE ALL OUR CITIZENS TO INCREASE THEIR UNDERSTANDING, TO INCREASE THEIR AWARENESS OF THESE SERIOUS BLEEDING DISORDERS.
AND THANKS THE EFFORTS OF OUR HEALTH CARE PROFESSIONALS AND THE BLEEDING DISORDERS FOUNDATION OF FLORIDA, THE NATIONAL BLEEDING DISORDERS FOUNDATION ORGANIZATIONS FOR THEIR DEDICATION, FOR THEIR COMMITMENT TO IMPROVE THE TREATMENTS AND ULTIMATELY FIND A CURE.
THANK YOU SO MUCH FOR WHAT YOU DO FOR OUR COMMUNITY.
SO, TYLER. HI, MY NAME IS SAMANTHA NAZARIO.
THIS IS OUR SIXTH PROCLAMATION FROM THE CITY OF PALM BAY.
THIS PARTNERSHIP HAS HELPED US BRING A LOT OF EDUCATION TO THE COMMUNITY.
IT'S ALSO HELPED A LOT WITH MY STATE AND FEDERAL WIDE ADVOCACY.
EVERYBODY PAYS A CO-PAY IN HERE, RIGHT? EVERY TIME YOU GO TO THE DOCTOR, WHERE DOES YOUR CO-PAY GO? IT GOES INTO THE INSURANCE ABYSS, RIGHT? THIS WAS NOT THE LAW.
IN 2018, YOUR CO-PAY USED TO GO TOWARDS YOUR OUT OF POCKET FOR THE YEAR BEFORE.
THEY FOUND A NICE LITTLE LOOPHOLE IN 2018.
EVERY SINGLE DIME THAT COMES OUT OF YOUR POCKET SHOULD GO TOWARDS YOUR OUT OF POCKET FOR THE YEAR.
SO IF YOU DON'T KNOW, PLEASE READ UP ON IT.
EMAIL YOUR SENATORS, YOUR REPRESENTATIVES, LET THEM KNOW.
LOOK, I WENT TO A PALM BAY MEETING AND I WANT TO KNOW WHAT THIS BILL IS ABOUT.
I DON'T WANT TO PAY 2 OR 3 TIMES.
ONE DOSE OF HIS MEDICATION IS $16,000.
ONCE HE CAN EAT IT TEN TIMES A MONTH, IT'S $16,000.
MY OUT OF POCKET FOR PHARMA USED TO BE $5,700.
THEY WOULD USE MY PHARMA HELP, MY $5,700.
THAT'S WHAT WE CONSIDER IN THE BLEEDING DISORDER COMMUNITY DOUBLE DIPPING.
SO WHEN WE COME TO THINGS LIKE THIS, WE TRY TO EDUCATE OUR LOCAL CITIZENS BECAUSE GUESS WHAT? YOUR VOICE MATTERS. YOU'RE A CONSTITUENT.
SO IF YOU EMAIL SENATOR A CONGRESSMAN POSEY OR SEND A SENATOR MAYFIELD, WHICH ARE BOTH SUPPORTERS OF THE BILL, WHICH I'M SO HAPPY TO SAY, I LIVE IN BREVARD AND EVERYONE HERE HAS SUPPORTED THE BILL UNANIMOUSLY FOR FIVE YEARS NOW.
I DIDN'T REALIZE THIS PARTICULAR LAW AFFECTS ME TOO.
THE MOST CHALLENGING THING ABOUT HIM LIVING WITH THIS BLEEDING DISORDER? I'M SPEAKING FOR HIM. HE CAN SPEAK FOR HIMSELF.
IS THE COST OF MEDICATION THE CONSTANT WORRY ABOUT WHAT HAPPENS IF WE DON'T HAVE IT? WHAT HAPPENS IF WE CAN'T GET IT? IT'S NOT A MEDICATION READILY PAID FOR.
MEDICARE DOESN'T. MEDICAID AND MEDICARE DON'T EVEN PAY FOR IT.
IN THE STATE OF FLORIDA, ONLY FLORIDA BLUE PAYS FOR HIS MEDICATION.
WHAT HAPPENS TO THE OTHER 6000 KIDS WE HAVE IN FLORIDA THAT DON'T HAVE FLORIDA BLUE? SO WHEN I COME TO THESE THINGS, I LIKE TO LEAVE THESE MEETINGS HOPING THAT YOU LEARN SOMETHING TONIGHT OR THAT I MAKE YOU GO HOME AND I MAKE YOU GOOGLE.
SENATE BILL 228 I'M LIKE, WAIT A MINUTE, WHAT WAS THIS GIRL TALKING ABOUT TONIGHT? SO IF AT LEAST ONE PERSON LEAVES THIS ROOM WITH A LITTLE BIT MORE AWARENESS THIS EVENING, I'VE ACCOMPLISHED MY MISSION AND I LOOK FORWARD TO CONTINUING MY LONG STANDING, AMAZING PARTNERSHIP WITH THE CITY OF PALM BAY.
AND I THANK COUNCIL AND ALL THE REPRESENTATIVES HERE FOR CONTINUING THIS PARTNERSHIP WITH US.
WEAR YOUR RED IN CELEBRATION OF BLEEDING DISORDER AWARENESS MONTH IN MARCH.
I'M SO HAPPY TO SEE ALL THE RED THAT WAS TOTALLY NOT PLANNED, BUT THANK YOU.
JUST. JUST WANT TO TAKE A MOMENT TO WHAT A PASSIONATE MOTHER WE HAVE HERE.
[00:40:05]
THIS IS DEDICATION.SHE JUST LOST HER UNCLE LAST NIGHT, AND.
AND HER MISSION WITH A PURPOSE IS HELPING THE FOLKS WITH BLEEDING DISORDERS.
MY PLEASURE. THANK YOU, THANK YOU.
I AGREE WITH YOU, CITIZEN. SOMETHING ABOUT THE INFRASTRUCTURE.
I GOTTA I GOTTA MEET UP WITH YOU.

COUNCIL. ANY QUESTIONS OF THE APPLICANT? YES, SIR. YOU'RE GOOD.
THANK YOU. MADAM CHAIRMAN, ANY COMMENTS? NO, SIR. THANK YOU. ANYONE IN THE AUDIENCE WISH TO SPEAK FOR OR AGAINST THIS ITEM? SEEING NONE. I'M CLOSING THE PUBLIC HEARING AND ASKING FOR A MOTION.
SO MOVED. SECOND, GOT A MOTION BY COUNCILMAN JOHNSON, SECONDED BY DEPUTY MAYOR FELIX.
ANY ADDITIONAL COMMENTS? GENTLEMEN? SEEING NONE.
ALL IN FAVOR SIGNIFY BY SAYING I, I PASSES FOUR ZERO.
WE ARE NOW ON ITEM NUMBER TWO.
I'M GOING TO OPEN UP THE PUBLIC HEARING.
AND MADAM SMITH, ITEM TWO WAS CONTINUED AS YOU WERE.
WE'RE NOW ON ITEM NUMBER THREE.
THE FOLLOWING ITEMS ARE QUASI JUDICIAL IN NATURE.
PUBLIC HEARINGS. AGENDA ITEMS.
[00:45:01]
NUMBERS THREE AND FOUR.COUNSEL SHOULD DISCLOSE ANY EX PARTE COMMUNICATION BY DISCLOSING THE SUBJECT MATTER OF THE COMMUNICATION AND THE IDENTITY OF THE PERSON, GROUP OR ENTITY WITH WHOM THE COMMUNICATION TOOK PLACE.
THE ORDER OF THIS PROCEEDING WILL BE AS FOLLOWS.
ANY SPEAKER MAY BE SUBJECT TO CROSS-EXAMINATION BY THE COUNSEL OR ANY OTHER INTERESTED PARTY.
ANY OTHER PERSON MAY SPEAK FOR A MAXIMUM OF THREE MINUTES.
THE APPLICANT WILL THEN BE ALLOWED CONCLUDING REMARKS FOR A MAXIMUM OF TEN MINUTES.
THE HEARING WILL THEN BE CLOSED AND NO ADDITIONAL TESTIMONY OR ARGUMENT WILL BE ALLOWED.
THE COUNSEL WILL THEN DELIBERATE IN PUBLIC.
EVERY COUNCIL MEMBER IS THEN FREE TO VOTE IN FAVOR OR AGAINST THE MOTION.
GOOD EVENING, ANNA SAUNDERS WITH BSE HERE.
JUST RESPECTFULLY REQUESTING APPROVAL OF THE PHASE THREE PORTION OF THE TIMBERS.
WHEN YOU DRIVE BY, YOU SEE THAT IT'S CURRENTLY UNDER CONSTRUCTION.
I JUST WANT TO REMIND EVERYBODY THIS IS AN ACTIVE ADULT, TARGET AGE TARGETED COMMUNITY.
SO IT'S NOT A SCHOOL AGED CHILDREN TYPE COMMUNITY.
THAT WAS A QUESTION THAT WE GOT ASKED AT THE PLANNING AND ZONING MEETING.
THE PHASE THREE PORTION IS ADJACENT TO PACE DRIVE.
PHASE FOUR IS ON THE NORTH END.
IF YOU HAVE ANY QUESTIONS I'D BE HAPPY TO ANSWER THEM.
OTHERWISE I JUST RESPECTFULLY REQUEST YOUR APPROVAL.
CAN YOU TALK A LITTLE BIT ON THAT? ABSOLUTELY. SO THE PROPORTIONATE FARE SHARE OR THE TRAFFIC PROPORTIONATE FARE SHARE AGREEMENT IS UNDERWAY? ALL OF THE TECHNICAL TECHNICALITIES OF IT, I SHOULD SAY, BETWEEN FRANK AND MYSELF, HAVE BEEN COMPLETED AND DONE.
SO WE'RE WORKING THROUGH THOSE PARTICULARS.
I WOULD SAY WITH HIM, AND JUST GETTING THAT LANGUAGE IRONED OUT.
IN FACT, WE HAD A CONFERENCE CALL TODAY WITH STAFF, AND I SPOKE WITH KIM ROSENKER THIS MORNING.
SHE IS TO BE PUTTING TOGETHER HER COMMENTS AND QUESTIONS OF CLARIFICATION AND BE SENDING THAT BACK TO BOTH MISS SMITH AND MR. RODRIGUEZ THIS WEEK.
WELL, I APPRECIATE THAT, MA'AM.
I JUST WANTED TO GO ON THE RECORD OF THOSE ROAD IMPROVEMENTS ON BOTH THOSE ITEMS. RIGHT. YES, SIR. BOTH THREE AND FOUR.
AND THEN I WANTED TO TOUCH A LITTLE BIT ON ON WHAT SOME FOLKS ARE THINKING OUT OUTSIDE IN THE COMMUNITY, REGARDING THE TOWNHOMES AND, AND, THEY'RE, THEY'RE SEEING THIS AS A DIFFERENT COMMUNITY THAT IS ACTUALLY GOING ON NORTH, IN THE ELLIS ROAD AREA.
AND THEY'RE CONCERNED OF THE THE STRUCTURE OF THAT, DEVELOPMENT.
THEY'VE THEY'VE EVEN CALLED IT, SOME TYPE OF CAMP.
IT'S BEEN SUCCESSFUL IN JACKSONVILLE, AND THIS IS ITS FIRST LOCATION HERE IN BREVARD COUNTY.
THAT PROGRAM IS NOT WHAT IS BEING CONSTRUCTED IN THE TIMBERS.
PROJECT TIMBERS IS MORE OF THE TRADITIONAL THE VILLAS.
SO THE DUPLEX, THE TWO UNITS SIDE BY SIDE AND THEN A COMBINATION OF FOUR AND SIX PLEX UNITS.
I WAS NOT ABLE TO HAVE HARD COPIES OF THOSE.
THE BUILDING ELEVATIONS WITH ME THIS EVENING.
I DID QUICKLY, SLINGSHOT THEM OVER VIA EMAIL TO MISS GIANCOLA.
SO SHE HAS THOSE IN CASE YOU WOULD LIKE TO LOOK AT THEM THIS EVENING.
BUT THEY ARE THE TRADITIONAL TOWNHOME STYLE.
THEY'RE NOT THE SINGLE FAMILY.
AND WHAT YOU'RE SEEING UP, UP NORTH, IT'S HARD TO DESCRIBE WITHOUT HAVING A PICTURE.
[00:50:04]
THEY'VE GOT LIKE, THEY'RE FOURPLEXES, IF YOU WILL, BUT THEY'RE INDIVIDUAL UNITS AND THEY'RE STACKED LIKE THERE'S TWO AT THE FRONT PARKING AND THEN THERE'S TWO BEHIND THEM.SO THEY'RE REALLY LIKE THESE QUAD PLEX UNITS.
IT'S A REALLY INTERESTING CONCEPT, BUT THAT IS NOT WHAT WE ARE CONSTRUCTING HERE, SIR.
RIGHT. AND THAT'S ACTUALLY NOT IN PHASE THREE AT ALL.
THE UNITS THAT WE'RE BUILDING THAT ARE CONSIDERED MULTIFAMILY ARE IN PHASE FOUR IN THE NEXT ITEM.
YEAH, I DID SEE THE THE ELEVATIONS THAT YOU PROVIDED, ESPECIALLY THE TOWNHOMES, WHICH WE'LL DISCUSS.
I JUST WANTED TO GO ON THE RECORD AS SAYING THAT I ALSO WANTED TO TO SHARE A LITTLE BIT ABOUT THE FAIR SHARE, BECAUSE IT'S IMPORTANT TO GET THAT, THAT TRAFFIC UNDER CONTROL, SIR.
AND THEN IT KIND OF LIKE FLOWS A LITTLE BIT BETTER DOWN TO PACE.
THERE ARE TURN LANE IMPROVEMENTS ASSOCIATED WITH PHASE TWO THAT ARE ON THE PARKWAY.
ANY KIND OF OFF SITE TRAFFIC IMPROVEMENTS THAT WERE SPECIFIC TO THAT AREA, BUT THERE IS STILL THAT PROPORTIONATE, FAIR SHARE AGREEMENT THAT WAS, LOOKED AT IN DETAIL THROUGH THE CONTEXT OF THE TRAFFIC REPORT THAT WAS DONE, AND THEN THAT IDENTIFIED THE VARIOUS IMPROVEMENTS THAT WERE REQUIRED, YOU KNOW, OUTSIDE OF THE SCOPE OF THAT, THOSE PARTICULAR IMPROVEMENTS. YEAH, I'M JUST THINKING AS AS WE CONTINUE TO DEVELOP THAT AREA, WE'RE DEFINITELY GOING TO NEED SOME OF THAT TRAFFIC DONE, AHEAD OF SCHEDULE PERHAPS.
SO WE'RE DOING THOSE NOW. SO THE OFF SITE IMPROVEMENTS.
AMONG THE PARKWAY ARE BEING CONSTRUCTED WITH PHASE TWO.
THEY'RE ACTIVELY. ACTUALLY, I GOT AN MOT NOTICE FROM YOUR PUBLIC WORKS DEPARTMENT TODAY SAYING THAT OUR CONTRACTOR HAD CALLED ME HAVING SOME PAVING OPERATIONS HAPPENING HERE IN THE NEXT SEVERAL DAYS, AND THEY SEND THAT NOTIFICATION OUT FOR SCHOOL EMERGENCY PERSONNEL AND SO ON, SO THAT THEY KNOW THAT THERE'S ROADWAY WORK TO BE DONE IN THAT VICINITY.
WELL, THANK YOU, MA'AM. I APPRECIATE YOUR TIME AND ANSWERING MY QUESTIONS.
ARE THERE ANY OTHER QUESTIONS FROM COUNCIL? NO THANK YOU, MA'AM.
THANK YOU, THANK YOU. ANY SPEAKER CARDS.
EXCUSE ME. BUTCHER RAN 219 TRENTON AVENUE.
WELCOME BACK. MR. FOSTER. THANK YOU. GLAD YOU'RE HERE.
LAST MEETING I ATTENDED, THERE WAS A GENTLEMAN TRYING TO GET 140 SOME UNITS BUILT ON SAN FILIPPO.
WELL, NOW WE'RE GOING TO PUT IN 300 UNITS.
IN MALABAR ROAD IS STILL MALABAR ROAD AND SAINT JOHN'S IS STILL SAINT JOHN'S.
IS THERE ANY? FUTURE LAND OR ROAD DEVELOPMENT THAT'S GOING TO EASE THAT TRAFFIC.
IT'S ALMOST A DEAD STOP IN THE MORNINGS AND IN THE AFTERNOONS.
SO IS THAT A THIRD LANE? IS THERE ANY RELIEF OUT THERE FOR THE CITIZENS? AND SAME THING'S HAPPENING ON BABCOCK.
I JUST ASKED THOSE SAME QUESTIONS.
MISS, WOULD YOU PLEASE ADDRESS.
SURE. SO THE SPECIFIC TRAFFIC IMPROVEMENTS.
I'M GOING TO SAY 18 MONTHS AGO, MAYBE TWO YEARS AGO.
SO AND THEY'RE ACTIVELY UNDER CONSTRUCTION.
THIS IS THE FINAL PLAT APPROVAL PROCESS.
BUT THOSE OFF SITE IMPROVEMENTS IDENTIFIED THE NEED FOR TURN LANES TO BE CONSTRUCTED.
THERE'S ANOTHER TURN LANE BEING CONSTRUCTED FURTHER.
I KNOW MR. WATANABE IS IN THE AUDIENCE.
EMERSON IS WAITING TO BE SIGNALIZED.
SO YOU GUYS CAN TACK ON TO THAT AND BRING A SIGNAL TO EMERSON.
AND I DON'T KNOW THE TIMING. FRANK.
YOU MIGHT YOU SHOULD KNOW MORE THAN I.
BUT TO BE SIGNALIZING THE INTERSECTION OF MALABAR AND THE PARKWAY.
AND THEN THERE'S ALSO VERY PRELIMINARY DISCUSSIONS HAPPENING ON WIDENING THE PARKWAY.
AND ALL OF THOSE THINGS ARE HAPPENING, YOU KNOW, QUICKLY.
BUT AS FAR AS OUR PROJECT GOES, WE ARE BUILDING THOSE OFF SITE IMPROVEMENTS ADJACENT TO THE PROJECT.
[00:55:06]
IN MAY OUT TO BID FOR FOR THAT PROJECT SOMETIME IN MAY.I'M GOING TO ASK IF IT'S OKAY IF FRANK COULD COME UP SO HE COULD PUT THAT ON THE RECORD.
GOOD NEWS ON THE THE TRAFFIC SIGNAL FOR SAINT JOHN'S HERITAGE PARKWAY AT MALABAR.
WE GOT APPROVAL FROM THE COUNTY, AND SO OUR PLANS HAVE BEEN APPROVED.
WE'RE GOING TO GO OUT TO BID AND ADVERTISE THAT FOR, FOR THE INSTALLATION OF A TRAFFIC SIGNAL.
SO THAT WILL ALSO INCLUDE SOME MODIFICATIONS TO THE RIGHT TURN LANE.
AND THEN WE'RE ADDING SOME ADDITIONAL PAID IMPROVEMENTS TO THAT INTERSECTION.
WE HOPE TO HAVE IT OUT AND OUT TO CONSTRUCTION, HOPEFULLY BY MAY OR JUNE, DEPENDING ON THE BIDDING.
WE WERE WAITING FOR, AS SHE MENTIONED, FOR THIS DEVELOPMENT TO MOVE FORWARD FOR THE POWER.
ONCE WE HAVE THE POWER, WE'RE READY TO GO.
THEN I'LL ADVERTISE THAT SIGNAL PROJECT TO GO OUT TO CONSTRUCTION.
SO WE'LL HAVE THAT ONE WITH TURN LANES.
WHAT WE'RE MISSING IS TURN LANES.
THE LEFT TURN LANE GOING SOUTHBOUND ON SAINT JOHNS HARRIS PARKWAY.
SO WHEN WE WIDEN FOUR LANES, IT'S GOING TO BE IT'S GOING TO BE DESIGNED FOR THE FUTURE WIDENING.
SO WE COULD USE THOSE POLES AND SET THEM ASIDE.
AND THEN THE GOOD NEWS IS WE'RE WORKING WITH THE STATE.
WE'RE WAITING FOR THE STATE TO GIVE US FINAL APPROVAL TO ADVERTISE THE RFQ.
SO THAT PROJECT IS MOVING FORWARD AS WELL.
THANK YOU. FRANK, BEFORE YOU GO, I THINK COUNCILMAN JOHNSON HAS A QUESTION.
YES, SIR. THANK YOU, MR. WATANABE.
HOW LONG HAVE WE BEEN WAITING FOR THIS PERMIT? FROM THE COUNTY. WOULD YOU SAY IT'S BEEN A WHILE? OKAY. SO, AS IN WE.
WE DID. WE CHECKED ALL THE BOXES, DOTTED ALL THE I'S, CROSS ALL THE T'S, AND WE JUST BEEN WAITING.
YES. HOW LONG IS A WHILE? A MONTH, TWO MONTHS.
THREE MONTHS? WE WENT THROUGH THREE CYCLES OF REVIEWS.
WHEN WE FIRST GOT THE SET OF REVIEWS, IT WAS QUITE A LOT.
OKAY, THEN THE THIRD SET WAS QUITE SHORT.
I THINK WE HAD THE PERMITS NOW AND SO WE'RE READY TO GO.
I MEAN, WE HAVE THE PLANS APPROVED.
WE'RE JUST WAITING FOR THE FINAL SIGNATURE OF THE PERMITS.
THANK YOU MAYOR. THANK YOU, THANK YOU.
ANY FURTHER QUESTIONS COUNCIL BEFORE YOU.
THANK YOU. FRANK. ANY OTHER SPEAKER CARDS? DEPUTY MAYOR? OKAY, I'M CLOSING THE PUBLIC HEARING ASKING FOR A MOTION.
SO, SECOND, GOT A MOTION BY DEPUTY MAYOR FELIX, SECONDED BY COUNCILMAN JOHNSON.
DEPUTY MAYOR. NO ADDITIONAL COMMENTS.
COUNCILMAN. OKAY, ALL IN FAVOR, SIGNIFY BY SAYING AYE.
WE ARE NOW ON ITEM NUMBER FOUR.
I'M GOING TO OPEN UP THE PUBLIC HEARING AND MISS SAUNDERS.
ME AGAIN ANNA WITH BSC CONSULTANTS.
THE FINAL PHASE OF WHAT'S CALLED THE TIMBERS TOTAL PROJECT IS 840 UNITS.
WHAT'S MAYBE A LITTLE UNIQUE ABOUT THIS PARTICULAR PHASE? THIS IS WHERE OUR MULTIFAMILY COMPONENT LIVES.
THIS IS AND THIS IS THE PHASE DIRECTLY SOUTH OF EMERSON.
SO IT BACKS UP TO THAT COMMERCIAL CORRIDOR.
IT'S COMPRISED OF VILLAS AND TOWNHOMES THAT ARE FOUR AND SIX PLEX UNITS.
AND AGAIN, SAME THING APPLIES HERE IN PHASE FOUR.
WE'RE BUILDING THOSE TURN LANES ALONG EMERSON.
EMERSON. NOT ALL OF EMERSON PORTIONS OF EMERSON THAT THEY FRONTED IN PACE AS WELL.
AND YES, SIR, THESE ARE THERE'S AN AGE LIMIT ON THIS.
THE WHOLE THIS WHOLE 840 OVERALL UNIT IS INCLUDING THIS 250 UNIT, PHASE IS ALL AGE TARGETED.
THEY HAVE AN INTERNAL AMENITY CENTER AND, YOU KNOW, ALL THOSE GOOD FUN THINGS.
AND WHAT IS THAT AGE? IT'S JUST AGE TARGETED, SIR.
THANK YOU MA'AM. YOU'RE VERY WELCOME.
ANY OTHER QUESTIONS? I'M GOOD, SIR. I'M GOOD.
ANY SPEAKER CARDS? NO, SIR. OKAY, I'M CLOSING THE PUBLIC HEARING, ASKING FOR A MOTION.
GOT A MOTION BY COUNSEL OR DEPUTY MAYOR OF FELIX.
COUNCIL. OKAY, I, I JUST LIKE TO SAY THIS IS, WE I DON'T KNOW, YOU RECEIVED EMAILS AND AND THERE'S A RUMOR OF, OF THIS BEING A DIFFERENT COMMUNITY THAN WHAT'S BEFORE US.
[01:00:04]
AND I JUST WANT TO GO ON THE RECORD AS SAYING THIS IS NOT WHAT WAS PART OF THAT EMAIL, DESCRIBING IT AS A CAMP OF SOME SORT.I ALSO WANT TO GO ON RECORD AS THIS IS, AGE TARGETED COMMUNITY.
AND ONCE YOU SEE THE ELEVATION, IT'S NOTHING LIKE IT'S UP NORTH BY THE ELLIS AVENUE.
AND THERE ARE, TRAFFIC IMPROVEMENTS AND INFRASTRUCTURE THAT ARE COMING ALONG WITH THIS PROJECT THAT TAKING THAT INTO CONSIDERATION. SO WITH ALL THAT BEING SAID, ALL IN FAVOR SIGNIFY BY SAYING AYE.
MADAM SMITH ORDINANCE 2020 407 AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, AMENDING THE CODE OF ORDINANCES, TITLE 17, LAND DEVELOPMENT CODE, CHAPTER 185 ZONING CODE, SUBCHAPTER SUPPLEMENTARY DISTRICT REGULATIONS BY MODIFYING PROVISIONS RELATED TO USES, SETBACKS, AND METAL BUILDINGS, PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT.
HEREWITH PROVIDING FOR INCLUSION IN THE CITY OF PALM BAY.
CODE OF ORDINANCES PROVIDING FOR SEVERABILITY CLAUSE.
PROVIDING FOR AN EFFECTIVE DATE.
THANK YOU MA'AM, I'M GOING TO OPEN UP THE PUBLIC HEARING AND MADAM SHERMAN.
THE THE HIGH LEVEL, CHANGES THAT ARE IN HERE IS REALLY JUST ADDRESSING ON A PROPERTY WHERE YOU WANT TO BUILD A METAL STRUCTURE THAT IS OVER 300FT² IN SIZE AND OVER 12FT IN HEIGHT.
I WOULD ADD LANGUAGE THAT ALLOWS THOSE TO BE BUILT, HIGHER THAN THOSE PARAMETERS.
BASICALLY, AS LONG AS THEY WERE DEVELOPED AND DESIGNED TO SIMULATE NONMETAL CONSTRUCTION, SO TREATED WITH A TEXTURED COATING, FOR EXAMPLE, PAINTED TO MATCH THE COLOR SCHEME OF THE PRIMARY RESIDENCE AND ALSO ALLOWING THEM TO BE THE SAME HEIGHT AS THE PRIMARY RESIDENCE, WHICH WOULD BE UP TO 25FT.
THAT'S KIND OF THE HIGH LEVEL IF YOU HAVE ANY QUESTIONS, HAPPY TO ANSWER THAT FOR STAFF.
THANK YOU. ANY QUESTIONS COUNCIL.
WHAT SPEAKER CARDS? DEPUTY MAYOR. NO SPEAKER CARDS.
I THINK THERE WAS A GENTLEMAN I SPOKE TO, OUT IN THE AUDIENCE.
HE DIDN'T FILL OUT A SPEAKER CARD.
JEAN, WERE YOU GOING TO SPEAK ON THIS, SIR? NO. THIS WAS OKAY.
DID YOU WANT TO SPEAK ON THIS? COME ON. COME ON.
UP AND. BUT BRING THAT CARD WITH YOU, SIR.
MY NAME IS EUGENE MURPHY AT 712 DAMASCUS AVENUE SOUTHWEST.
MY WIFE AND I JUST BUILT A NEW HOME HERE.
WE HAD A VERY NICE CONCRETE BLOCK HOME OVER THERE WITH A HIP ROOF STYLE.
AN ACCESSORY BUILDING OF THE SAME CONSTRUCTION.
AND DUE TO FAMILY ISSUES, WE HAD TO SELL OUT AND MOVE BACK HERE AND.
HAD A HAD A NEW HOUSE BUILT AND, JUST, FINANCIALLY, I CAN'T AFFORD TO HAVE THE SAME TYPE OF CONSTRUCTION ON MY ACCESSORY BUILDING AS I HAD BEFORE, SO I JUST.
ALL I CAN COME UP WITH IS, IS A METAL BUILDING STRUCTURE WITHIN MY BUDGET.
THE THE NEW, PROPOSALS ON THIS.
EVERYTHING LOOKS OKAY FOR ME FOR FOR WHAT I WANT TO DO.
AND IT'S. I WANT TO HAVE IT, YOU KNOW.
NOT HIGHER THAN THE HOUSE AND AND I NEED TO COVER MY RV, THAT I HAVE TO PROTECT IT.
THAT'S A PRETTY LARGE INVESTMENT, TOO.
SO, THIS ORDINANCES MEANS QUITE A BIT TO ME.
AND. I CAN SEE A LOT OF OTHER METAL BUILDINGS AROUND THAT'S VERY LARGE AND, AND AND IT JUST DOESN'T LOOK ESTHETICALLY PLEASING.
AND, THAT'S ABOUT ALL I GOT TO SAY.
ALL RIGHT. WELL, I APPRECIATE THAT.
[01:05:02]
SO YOU YOU YOU LIKE THE, THE FACT THAT THE ORDINANCE YOU THINK YOU COULD COMPLY.I'M TRYING TO DECIPHER WHAT YOU'RE TRYING TO TELL ME.
YEAH. YES. ALL RIGHT, WELL, CARRY ON, GENE, I APPRECIATE.
COME BACK. NO OTHER SPEAKER CARDS? WELL, GENE, I'LL NEED THAT SPEAKER CARD TURNED IN.
CARRY ON. I'M GOING TO CLOSE THE PUBLIC HEARING AND ASK FOR A MOTION.
SO MOVED. SECOND, GOT A MOTION BY COUNCILMAN JOHNSON.
SECOND BY DEPUTY MAYOR FELIX COUNCILMAN.
JOHNSON. YES, SIR. DEPUTY MAYOR.
YES, SIR. ALL IN FAVOR SIGNIFY BY SAYING I, I PASSES FOUR ZERO.
WE ARE NOW ON, CONSENT ITEM NUMBER FOUR.
[CONSIDERATION OF ITEMS REMOVED FROM CONSENT AGENDA]
AS MAYOR, I PULL THIS ITEM.THANK YOU FOR THE OPPORTUNITY TO SPEAK.
I PULLED THIS ITEM JUST TO BE ON, ON ON RECORD.
NUMBER ONE IS COMMENDING, MY COLLEAGUE HERE, COUNCILMAN FOSTER, FOR IDENTIFYING THE NEED TO HONOR THIS, THE LATE COUNCILMAN, CAN GREEN, WHO SERVED THIS GREAT CITY FOR MANY, MANY YEARS.
ALSO SERVED THIS COUNTRY FOR MANY, MANY YEARS.
I JUST DIDN'T WANT TO PASS THIS OPPORTUNITY TO MAKE SURE NOT ONLY WE HONOR HIM, HONOR HIS WIFE.
AS WELL, BY GIVING THAT FLAG TO, TO, LATE COUNCILMAN GREEN, HIS WIFE.
SO JUST WANTED TO MAKE SURE THAT I PUT SOME EMPHASIS ON THAT.
AND WHAT, WHAT A WELL, DESERVED, INDIVIDUAL, AND, JUST WANTED TO GO ON RECORD.
DEPUTY MAYOR, I CAN TELL YOU, I, I KNEW SERGEANT KENNETH GREEN, COUNCILMAN, VIETNAM HERO, SERVED OUR NATION PROUDLY.
AND, HE OFTEN SHARED HOW HE WOULD COME DOWN AND CLAM.
THERE WAS A BIG CLAMMING INDUSTRY BACK IN THOSE DAYS.
SO, I THERE'S NO FINER INDIVIDUAL.
I THINK THAT WE COULD FLY THAT FLAG FOR HE HE WAS AN OUTSTANDING MEMBER.
AND MOREOVER, I KNEW HIM AS A MEMBER OF OUR LADY OF GRACE, VERY ACTIVE IN OUR CHURCH.
AT THAT TIME, I ATTENDED, THE CHURCH AT, AT OUR LADY OF GRACE.
AND AND HE WAS A FIXTURE THERE.
HE WAS A LITTLE FIXTURE THERE.
SO COUNCILMAN FOSTER OUTSTANDING JOB AND RECOMMENDING FLYING A FLAG OVER OUR OUR CITY IN HIS HONOR.
I WOULD HAVE DONE THIS LAST YEAR, BUT I WAS, INCAPACITATED IN THE HOSPITAL.
I DIDN'T KNOW KEN HAD PASSED AWAY UNTIL, LIKE, MONTHS LATER.
KIM WAS A GOOD FRIEND OF MINE.
A MARINE AND HIS WIFE WAS, ARMY RESERVIST.
AND I SPOKE TO MARY AND I, AND I ASKED HER, WILL SHE ACCEPT THIS FLAG OF BEING FLOWN? AND BOTH HONORS.
SO, AND THIS WHAT THIS FLAG PROGRAM IS ABOUT, HONORING OUR VETERANS WHO SERVED THIS COUNTRY AND WHO ALSO SERVE OUR COMMUNITY.
I WILL SAY THE LAST TIME I BELIEVE I, I WAS AT, KEN GREEN AND SO WERE SOME STAFFERS AT HIS, HIS SERVICE AT OUR LADY OF GRACE.
AND AND IT WAS A VERY EMOTIONAL TIME FOR MARY.
SO, SHE'S BEEN HEAVY ON OUR HEARTS SINCE THEN.
AND, AGAIN, I WANT TO THANK YOU FOR BRINGING THIS FORWARD.
ALL IN FAVOR, SIGNIFY BY SAYING AYE.
I'M SORRY, DID WE HAVE A MOTION AND A SECOND FOR THAT ITEM? OH, AS AS I THOUGHT DEPUTY MAYOR MADE THE MOTION AS YOU WERE.
[01:10:02]
DEPUTY MAYOR, PROBABLY TO MAKE A MOTION TO, FOR CONSIDERATION OF CITY COUNCIL FLAG PROGRAM NOMINEE, MAYOR GREEN AND KEN GREEN. OH, I THOUGHT HE WAS GOOD.MOTION BY DEPUTY MAYOR FELIX, SECONDED BY COUNCILMAN FOSTER.
ALL IN FAVOR, SIGNIFY BY SAYING AYE.
WE ARE NOW ON PROCUREMENT NUMBER.
[PROCUREMENT]
ITEM NUMBER ONE, MISS SHERMAN.SO ONCE THE ORDINANCE WAS APPROVED, STAFF WORKED THROUGH DECISIONS RELATED TO HOW WE'RE GOING TO PROCURE THE NECESSARY EQUIPMENT AND ALSO WHAT VENDOR WE WOULD RECOMMEND WORKING WITH REGARDING SOME OF THE STEPS THAT ARE REQUIRED IN THE IN THE STATE LAW, WHICH INCLUDES SOME ENGINEERING TYPE ACTIVITIES RELATED TO THE SCHOOL ZONE AREAS. AS A RESULT, WHAT WE HAVE BEFORE YOU TONIGHT IS A REQUEST TO TO DO A PIGGYBACK PURCHASE OFF OF AN EXISTING CONTRACT IN GEORGIA TO USE RED SPEED FLORIDA, LLC UNDER A FIVE YEAR AGREEMENT WITH RENEWAL OPTIONS, AND TO DO THAT AS OUR RECOMMENDED VENDOR FOR THIS PRODUCT.
THAT PARTICULAR COMPANY HAS BEEN WELL ESTABLISHED FOR MANY YEARS.
THEY'VE BEEN IN PLACE SINCE 2006.
THEY HAVE 100 OVER 100 MUNICIPAL CLIENTS IN FIVE DIFFERENT STATES.
MA'AM. ANY SPEAKER CARDS? MR. BILL BATTEN.
BILL BATTEN, 586 OCEAN SPRAY STREET, SOUTHWEST.
I HAVE TWO ITEMS WITH THIS ONE.
THE FIRST ONE WHEN I WAS GOING THROUGH THE PACKAGE, I CAN'T REMEMBER WHAT PAGE IT WAS ON.
IT WAS TALKING ABOUT THE HOURS OF OF ISSUING OF CITATIONS, AND BASICALLY IT WAS 30 MINUTES PRIOR, 30 MINUTES AFTER, AND IT HAD IT FROM BREAKFAST OPENING OF CLASS DURING THE SCHOOL SCHOOL DAY AND AFTER SCHOOL.
SO I JUST HAD MORE QUESTIONS THAN I DID.
ANSWERS COULD BASICALLY BE FROM 630 IN THE MORNING TILL 630 AT NIGHT WHEN EVERYTHING WAS DONE.
THAT'S WHEN THAT TIME FRAME WOULD BE.
I'M NOT AGAINST THIS BY ONE LITTLE BIT.
I THINK IT ALL MAKES SENSE SO THAT ANYBODY SPEEDING THROUGH THAT SCHOOL ZONE DURING THAT THE BASICALLY ANY TIME OF THE DAY BECAUSE SCHOOL IS IN SESSION, THEY WOULD GET THE $100 TICKET FOR GOING 11MPH.
RIGHT? THAT'S THE FIRST QUESTION.
I'D NEED SOME CLARIFICATION ON WHAT THAT ACTUALLY HOW THAT WAS GOING TO BREAK DOWN.
ITEM NUMBER TWO WAS IN THE BREAKDOWN OF THAT $100 FINE.
$12 WAS SUPPOSED TO GO TO SCHOOLS.
AND I NOTICED WHEN I WAS LOOKING AT THAT THAT IT HAD FOR SIDEWALKS OR FOR THOSE STUDENTS WALKING FOR THEIR SAFETY, SPECIFICALLY FOR SAFETY. AND SO I THOUGHT, WHAT A PERFECT OPPORTUNITY, SINCE WE'RE TRYING TO LOOK AT FUNDING SOURCES TO GET THE PEOPLE FROM HAVING TO WALK IN THE STREET TO PAY FOR THE SIDEWALKS.
HERE'S GOING TO BE A FUNDING SOURCE FOR SIDEWALKS FOR THE STUDENTS THAT HAVE TO WALK TO SCHOOL.
THERE'S YOUR AUTOMATIC DEDICATED FUNDING SOURCE.
BUT IF YOU COULDN'T EVEN PUT THE SIDEWALKS IN FOR THE KIDS WAITING AT THE BUS STOPS WHEN IT'S DARK, WE PUT A LAMP POLE UP AND WE CAN AT LEAST HAVE THE BUS STOP LIGHT IT FOR THE PEOPLE COMING THROUGH TWO SIMPLE FACTS.
WE HAVE THE DEDICATED FUND $12 OUT OF EVERY 100 AND IT COULD GO STRAIGHT FOR THAT.
SO THERE'S A SOLUTION TO A PROBLEM.
THANK YOU. ANY OTHER SPEAKER CARDS? NO, SIR. I'M FOR THIS ITEM.
OKAY. MADAM CHAIRMAN, I DON'T KNOW.
I WAS LOOKING FOR THE REFERENCE TO THE LUNCH TIMES AND THINGS LIKE THAT IN THE CONTRACT.
I COULDN'T FIND IT OFFHAND, SO CERTAINLY WE CAN TRY TO ANSWER THAT.
BUT, YEAH, THIS IS ABOUT SCHOOL.
SO THAT'S THE TIME THAT IT'S IN EFFECT.
AND, THE $12 IT GOES TO THE SCHOOL BOARD IS STATUTORILY REQUIRED.
THANK YOU, MA'AM. AND COUNCILMAN JOHNSON HAS A QUESTION AS WELL.
[01:15:01]
YEAH, I HAVE A FEW.BECAUSE I SPOKE TO MR. BATTEN AND WE HAD A LENGTHY DISCUSSION ABOUT THIS ITEM AND I AGREED WITH HIM.
SO IF WE DON'T HAVE ANY, YOU KNOW, SAY OVER THE $12, MAYBE WE CAN JUST GIVE A STANCE THAT THE CITY OF PALM BAY WOULD ENCOURAGE BREVARD PUBLIC SCHOOLS TO LOOK INTO STREET LIGHTS OR SIDEWALKS IN THESE AREAS BASED OFF, YOU KNOW, WHAT OUR, YOU KNOW, ENGINEER SAYS OR WHATEVER WE WANT TO PRESENT.
SO I THINK THAT'S A GOOD ARGUMENT FOR US TO MAKE FOR THE FOR SIDEWALKS AND STREET LIGHTS.
OTHER THAN THAT, MAYOR, IF MADAM SHERMAN CAN HAVE, LET'S PROCUREMENT FIRST.
THANK YOU. MAJOR LEAGUE BASEBALL.
SO, MAJOR LEAGUE BASEBALL PROCUREMENT OFFICER, CHIEF PROCUREMENT OFFICER GEORGE BARBER, JUST IF YOU COULD BRIEFLY SPEAK ON THE PURPOSE OF THE PIGGYBACK, YOU KNOW, PURCHASE PROCESS, BECAUSE WE'VE USED IT SOMETIMES WE'VE NOT USED IT SOMETIMES.
SO WHAT CONSTITUTES USING THE PIGGYBACK PURCHASE AND WHAT DOES NOT? YES, SIR. GOOD EVENING.
SO WHEN WE IDENTIFY THAT THE BENEFIT FOR US WOULD BE EITHER EQUAL OR GREATER TO, UTILIZING THAT CONTRACT, THAT'S TYPICALLY WHEN WE UTILIZE THAT. SO, IN THIS CASE WITH POLICE, WE SAW THAT THE CITY OF ALPHARETTA, GEORGIA, THEY HAD ALREADY COMPETITIVELY SOLICITED, I REVIEWED THE CONTRACT AND THAT THE VENDOR WAS REPUTABLE.
AND SO THE REASON WHY I'M ASKING THIS, AND, CHIEF, I'M GOING TO CALL YOU UP NEXT.
BUT THE REASON WHY I'M ASKING, BECAUSE I APPRECIATE IT.
AND ESPECIALLY IN REGARDS TO TRYING TO GET THIS DONE BEFORE THE SCHOOL YEAR, BECAUSE WE WANT WE DON'T WANT IT TO BE TWO WEEKS IN OR THREE WEEKS IN OR A MONTH IN WHEN WE COULD DO SOMETHING TO MITIGATE THAT.
I WAS JUST MORE SO LOOKING AT, YOU KNOW, I KNOW MORE BUSINESSES IN THE STATE OF FLORIDA ARE COMING.
BUT IF IF YOUR SELF AND CHIEF ARE GIVING ME LIKE, HEY Y'ALL, Y'ALL ARE THE EXPERTS.
SO IF IT'S YOUR STAMP OF APPROVAL, I'M GOOD WITH IT.
I JUST HAD A FEW QUESTIONS ON THAT.
SO THAT'S PRETTY MUCH WHERE I'M AT.
SO THANK YOU, COUNCILMAN FOSTER.
THANK YOU MAYOR. WE WANT WE PIGGYBACKING OFF THIS CONTRACT.
HOW MANY OTHER MUNICIPALITIES, THAT THIS COMPANY, ISSUED OUT THEIR PRODUCTS? AND OUR RESEARCH? QUITE A FEW.
ONE THAT COMES TO MIND IS, THE CITY OF MIAMI DADE COUNTY WAS THE LARGEST, I BELIEVE.
AND I KNOW PD PROBABLY HAS A LITTLE BETTER, BACKUP WITH THAT, BUT OBVIOUSLY ALPHARETTA.
I CAN GET YOU MORE, INFO ON THAT IF YOU LIKE.
CARRY ON FROM FROM MR. BARBER. YES, YES. CARRY ON, MR. BARBER. THANK YOU FOR ANSWERING.
IT'S NOT SO MUCH OF A QUESTION, BUT A CONCERN WOULD WOULD PIGGYBACKING.
I UNDERSTAND WE'VE USED THAT IN THE PAST IN SOME RARE CASES.
RIGHT. IF I RECALL, THE LAST TIME WE DID THAT, WHEN WE WERE TRYING TO, TO, PURCHASE, POLICE CARS AND MAYBE A COUPLE OTHER CASES WHERE WE BUT VERY RARELY COMMON PRACTICE IS, IS RFP, RIGHT? I MEAN, YOU'RE THE PRO YOU CAN TELL ME, MY MY CONCERN IS THE MESSAGE WE'RE SENDING WHERE WE PICK AND CHOOSE WHEN WE APPLY THIS PROCESS, WHEN WE DON'T, AND SO ON AND SO FORTH.
SO A COMPANY LOOKING AT THIS PROCESS, MAY SAID, OKAY, YOU KNOW, WE HAD A DISADVANTAGE.
WE DIDN'T GET A CHANCE TO COMPETE.
OKAY. AND THAT THAT'S MY ONLY CONCERN.
AND I CERTAINLY APPRECIATE I KNOW YOU GUYS DID PUT SOME TIME INTO THIS.
I GOT AN EMAIL FROM CHIEF, VERY DETAILED.
AND, CHIEF, I APPRECIATE THE EMAIL EXPLAINING THE REASONING.
IT'S A MESSAGE WE MAY SEND TO A COMPANY THAT'S IN THAT SPACE, RIGHT? THEY MAY LOOK AT IT, THEY BEING, YOU KNOW, PUTTING PUTTING OUT A DISADVANTAGE.
[01:20:01]
THIS COMPANY, I'M PRETTY SURE THEY PROBABLY THE BEST COMPANY.IF WE GO OUT THERE, PUT IT OUT SOLICITATION TODAY, THEY'LL BE THE ONE.
WITHOUT DOUBT, BASED ON THE RESEARCH YOU ALL PUT INTO IT SOUNDS LIKE THEY ARE THE COMPANY, BUT I THINK BEST PRACTICE IS WE SHOULD PUT IT OUT THERE. THAT JUST MY VIEW AND, YOU KNOW, IF YOU WANT TO ADD ANYTHING TO THAT.
BUT YEAH, IT'S A VERY VALID POINT.
SO WE UTILIZE PICKLEBACKS ALL THE TIME.
AND WE, WE GIVE A BIANNUAL REPORT TO YOU GUYS EVERY YEAR WHERE WE HAVE A NUMBER OF CONTRACTS WHICH WE IDENTIFY THAT, YOU KNOW, IT'D BE IN OUR BEST CASE TO UTILIZE BECAUSE ANOTHER GOVERNMENTAL AGENCY HAS ALREADY DONE THE PROCESS.
SO IN THIS CASE, YOU'RE ABSOLUTELY RIGHT.
WE ALWAYS WANT TO PROMOTE, COMPETITION.
AND TYPICALLY WE WOULD GO FOR AN RFP.
AND SO ONE OF THE THINGS WE ASSESSED IS THAT IF WE WERE TO SOLICIT, WOULD IT BE A BETTER OUTCOME? AND AGAIN, BASED ON OUR DISCUSSIONS, WE DIDN'T THINK THAT THAT COULD OR WOULD PRODUCE THAT RESULT.
SO IT'S IDEALLY, I THINK, I MEAN, TO ME, BECAUSE THE MOMENT WE PASS THAT ORDINANCE, WE'RE SENDING A SIGNAL THAT, YOU KNOW, PEOPLE ARE LOOKING FOR OPPORTUNITY TO COMPETE.
AND THAT'S PRETTY MUCH WHAT ALL WE CAN OFFER GIVE EVERYBODY A FAIR, A FAIR LEVEL PLAYING FIELD.
SO THAT THAT CONCLUDES MY COMMENT.
THANK YOU. THANK YOU, MR. BARBARA. YOU MIGHT WANT TO CAMP OUT HERE FOR A FEW SECONDS, BECAUSE THE CHIEF IS ABOUT TO COME UP.
AND THIS QUESTION MAY BE FOR MR. BARBER. I'M NOT SURE, BUT, HOW MANY? I APPRECIATE YOUR EMAIL.
IT'S VERY DETAILED, BUT HOW MANY TOTAL WOULD YOU HAVE SAY, WHAT IS IT? READ SPEED. YEAH. READ SPEED.
FLORIDA, USA. HOW MANY IN FLORIDA HAVE THEY, HAVE CONTRACTS WITH? WELL, I DON'T HAVE THE EXACT NUMBER.
THE VICE PRESIDENT IS HERE WITH US.
HE SPOKE AT A PREVIOUS COUNCIL MEETING AS WELL.
TO ANSWER SPECIFIC QUESTIONS AS WELL.
JUST JUST TO TOUCH ON A COUPLE OF COMMENTS THAT WERE MADE, IF YOU DON'T MIND.
YOU KNOW, WHETHER IT'S IN THE CITY OF PALM BAY, BREVARD COUNTY, STATE OF FLORIDA.
BUT MY NUMBER ONE PRIORITY IS PUBLIC SAFETY.
YOU KNOW, SO IN DOING OUR DUE DILIGENCE AS THE PUBLIC SAFETY OFFICIAL FOR OUR CITY AND OUR ORGANIZATION IN TERMS OF THE POLICE DEPARTMENT AND WORKING WITH, WITH, THE PROCUREMENT OFFICER, MISTER BARBER AND THE REST OF OUR STAFF.
THIS COMPANY BRINGS US WHAT WE NEED IN TERMS OF COME IN TURNKEY.
THEY'VE BEEN ESTABLISHED SINCE 2006.
I UNDERSTAND THAT IT WAS A FLORIDA COMPANY.
THERE'S BEEN SEVERAL, A COUPLE OF THEM THAT THAT CAME TO LIGHT OVER THE LAST COUPLE OF MONTHS.
SO I'M NOT SPEAKING FROM FROM KNOWLEDGE.
I DON'T KNOW IF THIS IS JUST A STARTER COMPANY THAT ISN'T A TURNKEY AND IS WELL ESTABLISHED THROUGHOUT, NOT JUST FLORIDA, BUT THROUGHOUT THE COUNTRY WITH LAW ENFORCEMENT AND MUNICIPALITIES. SO, I'M TRYING TO GET PUBLIC SAFETY FOR OUR KIDS, FOR OUR SCHOOLS, FOR OUR STUDENTS, AS SOON AS POSSIBLE.
BUT WITH THE BEST ORGANIZATION THAT'S OUT THERE AND FOR ME, READ SPEED IS THAT ORGANIZATION.
THANK YOU. NO OTHER SPEAKER CARDS.
GOT A MOTION BY COUNCILMAN JOHNSON, SECONDED BY MAYOR MEDINA COUNCILMAN JOHNSON.
SO THANK YOU. AND I APPRECIATE THOSE QUESTIONS AND I APPRECIATE THOSE ANSWERS.
SOMETHING THAT I WANTED TO HIGHLIGHT IS THE TIME ASPECT OF IT.
AND THE FACT THAT THERE'S A REPUTABLE BUSINESS THAT OUR OUR CHIEF OF POLICE, THE MAN THAT'S IN CHARGE OF PUBLIC SAFETY IN OUR ENTIRE CITY, IS CONFIDENT THIS IS THE WAY TO GO.
AND IT'S BACKED BY OUR CHIEF PROCUREMENT OFFICER.
ALL IN FAVOR, SIGNIFY BY SAYING AYE.
WE ARE NOW ON COUNCIL REPORTS, MR.
[COMMITTEE AND COUNCIL REPORTS]
COUNCILMAN. FOSTER.[01:25:02]
I DON'T HAVE MUCH.YES. WE HAVE, A GREAT SUPER BOWL.
IF YOU LIKE THE SCORE, IT WAS A REALLY A GREAT SUPER BOWL.
AND I'M NOT A FAN OF THE 40 NINERS OR THE KANSAS CITY, BUT I WATCHED THE WHOLE THING.
MARDI GRAS. AND BLACK HISTORY MONTH.
IF YOU DON'T KNOW IT, WHEN WE LOOK AT THE US CAPITOL.
IT SYMBOLIZED THE UNITED STATES.
AND WE LOOK AT THE WHITE HOUSE WITH SYMBOLIZE THE UNITED STATES.
THE TWO BUILDINGS WAS BUILT BY SLAVES.
IF YOU GO TO THE CAPITAL, THEY HAVE A CORNERSTONE.
SO? THAT'S A REALLY, SIGNIFICANT, MARK IN HISTORY.
AND IT'S STILL STANDING TODAY.
AND IT WAS FREE SLAVES THAT ACTUALLY GOT PAID.
AND THERE WAS, EUROPEAN, WORKERS THAT GOT PAID, BUT THE SLAVE AFRICANS DIDN'T GET PAID.
SO I JUST WANT TO MAKE A BLACK HISTORY FACT.
MY SECOND ITEM MAYOR AND COUNCIL MEMBERS.
I WOULD LIKE THIS COUNCIL TO FOCUS ON TWO THINGS.
I REALLY THINK WE NEED TO, FOCUS ON THAT, IMPROVE THE QUALITY OF LIFE AND PALM BAY.
I'M NOT SAYING THAT THEY'RE NOT DOING A GOOD JOB.
I'M SAYING THAT I WOULD LIKE TO HEAR A PLAN, PRESENTATION OF WHAT THEY HAVE PLANNED GOING FORWARD.
AND I'D LIKE TO KNOW WHAT THIS COUNCIL COULD DO.
I DON'T KNOW IF HOW MUCH A TRAFFIC STUDY WILL COST THE WHOLE CITY, OR IF IT'S SMART TO DO A TRAFFIC STUDY, I DON'T KNOW, I LEAVE THAT UP TO THE CITY MANAGER TO ADVISORS, BUT I JUST WANT TO GET A, MY FELLOW COUNCIL MEMBERS.
HOW DO THEY FEEL ABOUT THEM TO THEM? THREE ITEMS. I SAID, WELL, I'LL KICK IT OFF BECAUSE THIS IS SOMETHING THAT I'VE BEEN PASSIONATE ABOUT.
AND AND THE CITY MANAGER KNOWS THIS.
SOMETHING THAT I'M PASSIONATE ABOUT IS IT'S INTELLIGENT TRAFFIC SIGNALS.
I KNOW FRANK HAS BEEN WORKING CLOSELY WITH THAT.
I LIKE FOR US TO CONTINUE TO IMPROVE IN THAT QUARTER.
IF IF WE REMEMBER, WE DIDN'T HAVE A DIRECTOR THERE FOR, FOR A VERY LONG PERIOD OF TIME AND, AND THE SCHEDULES, THE DIRECTION OF LEADERSHIP WASN'T THERE.
BUT I'M VERY CONFIDENT WITH VALENTINO PEREZ.
HE HAS BEEN JOHNNY ON THE SPOT.
AND AT THE SAME TIME, I'M VALIDATING WHAT YOU'RE TELLING ME.
I'M VALIDATING WHAT YOU'RE SAYING.
I AGREE WE DO NEED TO FOCUS ON THOSE INFRASTRUCTURE NEEDS AS WE CONTINUE TO GROW IN THIS CITY.
THE TRAFFIC IS CRITICALLY IMPORTANT.
WHATEVER WE COULD START TO FOCUS ON ITS AND OTHER, OTHER AVENUES.
PUBLIC WORKS, SURFACE WATER, RETENTION AND AND RIGHT ALONG WITH THAT, WE'VE BEEN DISCUSSING ALL THESE THINGS WITH, PERMEABLE CONCRETE WITH LOW IMPACT, DEVELOPMENT HAS BEEN THE FOCUS OF, OF OUR COUNCIL FOR, FOR QUITE SOME TIME.
SO ALL THOSE THINGS, THEY GO RIGHT HAND IN HAND WITH WHAT YOU'RE SAYING.
SO I DON'T SEE AN ISSUE WITH US, JIVING IN OR CONCURRING WITH WHAT YOU'RE SPEAKING OF, COUNCILMAN FOSTER? YES, MAYOR, AND I APPRECIATE THAT.
[01:30:09]
MISSION, A COORDINATED EFFORT, LIKE YOU SAID.AND, KNOWING OUR MISSION AND WHAT WE NEED TO GO FORWARD IN THE FUTURE, I GOT.
AND COUNCILMAN JOHNSON AND DEPUTY MAYOR.
WE'RE ALL IN CONSENSUS WITH THAT.
OKAY. ANYTHING ELSE, COUNCILMAN? NO. THAT'S IT. MAYOR. THANK YOU.
COUNCILMAN. COUNCILMAN JOHNSON.
I'M EAGER TO HEAR WHAT YOUR REPORTS ARE.
GENTLEMAN, ELECTED OFFICIAL, CONGRESSMAN ROBERT SMALLS.
I SPOKE ABOUT HIM A FEW YEARS AGO, BUT HE'S MY FAVORITE.
HE WAS BORN INTO SLAVERY IN 1839.
HE STOLE A CONFEDERATE MILITARY SHIP IN 1861.
YOU KNOW, NOT ONLY DID HE ESCAPE, HE WAS LIKE, NO, I'M.
I'M OUT. HE STOLE HIS SHIP, DISGUISED HIMSELF AS A CAPTAIN.
HE PICKED UP ON SECRET CODE BOOKS AND HAND SIGNALS THAT THE CONFEDERATES USED.
SO HE MADE HIS WAY TO THE NORTH, BUT HE SAID, I'M NOT DONE YET.
HE WENT BACK, RESCUED OTHER FAMILIES.
AND IMMA BE HONEST, HE WAS A REPUBLICAN.
BUT I NEED EVERYBODY TO KNOW THESE FACTS, RIGHT? YEAH. I'M YEAH, I'M NOT GOING TO HIDE FROM THE FACTS.
AND HE DID WHAT HE NEEDED TO DO TO GET THE JOB DONE, NOT JUST FOR HIMSELF BUT OTHERS.
THERE WOULDN'T BE A COUNCILMAN.
JOHNSON COUNCILMAN FOSTER, DEPUTY MAYOR OF FELIX.
SO THAT'S WHY I'M PASSIONATE ABOUT SOMEBODY LIKE THIS.
IT FADES, THE EARTH KEEPS SPINNING.
I'M GOOD, I'M GOOD, THANK YOU.
YES, SIR. BUFORD? YES, SIR. HOME TO THE MARINE CORPS.
YES, SIR. PARRIS ISLAND. YES, SIR.
WELL, THANK YOU, GENTLEMEN, FOR, DOING A GOOD JOB COVERING, BLACK HISTORY MONTH.
WADA WADA, I WOULD I WOULD HIGHLY RECOMMEND IT.
I MEAN, JUST EVERY ASPECT OF IT.
THERE WAS SUCH A GREAT EXPERIENCE.
AND I MUST ALSO SAID IT WASN'T ON THE TRIP FOR THE CITY.
IT WAS ON THE PREVIOUS TRIP THIS PAST COUPLE OF WEEKS.
SO. SO THE CITY DID COVER THAT.
OKAY, SO I JUST WANT TO PUT THAT OUT THERE.
BUT I MUST SAY IT WAS TRULY A GREAT EXPERIENCE.
THAT THAT MEMORIAL WADA IT WAS JUST THAT, THAT MIXED FEELING THAT JUST THE TO ABSORB THE, THE WHOLE TOUR AND BE ABLE TO TO SEE AND AND SEEING THE, THE PIECES SOME OF THE ART, ARTIFACTS FROM THE OLD BUILDINGS AND SO ON AND SO FORTH.
SOMEHOW THEY WERE ABLE TO, TO MANAGE AND USE THEM, YOU KNOW, THE ENGINE, ONE OF THE ENGINE THAT GOT CRUSHED BY THE BUILDING STILL IN THERE ON DISPLAY. SO IT'S TRULY YOU TALKING ABOUT NEW YORK CITY, THE OBSERVER OBSERVED.
DIFFERENT THING. YEAH. SO I'M TALKING ABOUT D.C..
OKAY. BUT I WAS IN NEW YORK AS WELL, SO I'M JUST GETTING ALL MIXED UP.
BUT BUT ANYWAY, SO I'VE BEEN BUSY.
YOU VISITED THE OBSERVATORY IN NEW YORK.
OH, WOW. INDEED. THAT THAT'S ON A DIFFERENT TRIP.
THIS IS THREE TRIPS I JUST COVERED IN IN THE LAST FEW SECONDS.
BUT ANYWAY, SO IT'S A GOOD SEGUE IN THE REASON WHY WE WENT TO DC ON BEHALF OF THE CITY.
CERTAINLY WE HAD AN AGENDA, A LOADED AGENDA.
I'M PROUD TO SAY THAT WE WERE ABLE TO OVER SEVEN MEETINGS, SEVEN MEETINGS.
[01:35:02]
THEY REPRESENT US ALL.WHAT I WOULD SAY WE HAD FOR AGENDA ITEM NUMBER ONE WAS THE WIDENING OF THE SAINT JOHN HERITAGE PARKWAY, LOOKING FOR, SUPPORT FUNDING FOR THAT, THE TURKEY CREEK, THE QUALITY OF OUR WATERS, 95 THE EXIT OF 95 173, THE EXIT OF MALABAR AND ALSO OPPORTUNITY ZONE TO SEE HOW WE CAN MAYBE, HOPEFULLY, ADDRESS THE COMPOUND.
SO THOSE WERE THE AGENDA ITEMS WEREN'T UP THERE.
I WOULD I WOULD SAY WE HAD A SUCCESSFUL TWO DAYS.
MAYOR, IF YOU'RE ALLOWING ME MISS SHERMAN, DEPUTY CITY MANAGER, JOHN JOHN BROWN WAS WITH ME.
WE TAG TEAM. WE DID ACTUALLY, REPRESENT US.
WELL, IF I MAY LIKE TO DEFER MY TIME THE REST OF MY TIME TO.
SHE CAN GO INTO A LITTLE MORE DETAIL.
I THINK IT'S IMPORTANT NOT ONLY FOR COUNCIL TO KNOW.
WE TRULY PUT THE WORK IN AND PUT THE TIME AND TRY TO TO REALLY BRING, BRING BACK SOME GOODS.
THE GENTLEMAN WOMAN, JOAN GIANCARLO BROWN, IS ACKNOWLEDGED.
GOOD EVENING, MAYOR AND COUNCIL.
IT WAS A VERY ACTIVE, TWO DAYS FOR SURE.
WE HAD SEVEN PLANNED MEETINGS TO UNSCHEDULED.
BUT, THROUGH OUR LOBBYIST AND OUR CONNECTIONS IN DC, WE WERE ABLE TO SECURE TWO ADDITIONAL, CONVERSATIONS SPECIFICALLY FOCUSED AROUND THE COMPOUND AND THE POTENTIAL OPPORTUNITY TO DESIGNATE A, AN OPPORTUNITY ZONE IN, IN THE COMPOUND OR OVER THE COMPOUND.
YOU KNOW, A LOT OF WHAT WE HEARD, IT DOESN'T SOUND LIKE IT IS THE BEST PATH FORWARD.
NOT THAT WE'RE GOING TO STOP EXPLORING IT, BUT PERHAPS WE SHOULD START LOOKING AT OTHER AVENUES.
WE DID HAVE A PRETTY PRODUCTIVE CONVERSATION WITH THE US ECONOMIC DEVELOPMENT ADMINISTRATION.
SO MAYBE THAT'S AN AREA THAT WE LOOK AT FOR THE COMPOUND.
GOING BACK TO THE FIRST, PRIORITY SAINT JOHNS HERITAGE PARKWAY, WE HAD A MEETING WITH THE US DOT, AND DEPARTMENT OF TRANSPORTATION WAS VERY HELPFUL IN SHARING A LOT OF THE DETAILS OF.
VARIOUS PROGRAMS THAT THEY HAVE.
WE TALKED ABOUT KIND OF THE, YOU KNOW, THE APPROACH TO SAINT JOHN'S HERITAGE PARKWAY WIDENING AND THE CONSTRUCTION AND THE NEED TO, TO TO BRING IN THE OTHER JURISDICTIONS THAT ALSO HAVE SAINT JOHN'S HERITAGE PARKWAY RUNNING ALONG, RUNNING THROUGH THEIR JURISDICTIONS ALL THE WAY UP TO 192.
AND HOW CRUCIAL THAT WILL BE AS WE SEEK OUT GRANT FUNDING.
WHEN IT COMES TO THE TURKEY CREEK WATER QUALITY IMPROVEMENT PROJECTS, THE SEVEN RECOMMENDED SECOND.
SEVEN RECOMMENDED PROJECTS THAT CAME OUT OF THE STUDY.
WE TALKED ABOUT THE REMAINING 3 MILLION THAT WE DID NOT REQUEST FROM THE STATE.
IF YOU RECALL, WE DID SUBMIT TWO PROJECTS FOR STATE APPROPRIATIONS, WHICH TOTALS ABOUT 3 MILLION.
AND FROM THE CONVERSATIONS WE HAD WITH CONGRESSMAN POSEY'S OFFICE AND HIS LEGISLATIVE DIRECTOR, IT SOUNDED LIKE THERE WOULD BE SUPPORT IF THE CONGRESSMAN SUPPORTS EARMARKS OR COMMUNITY PROJECT FUNDING AGAIN THIS YEAR.
SO THAT'S SOMETHING THAT WE'RE LOOKING AT SUBMITTING AS A REQUEST FOR THE CITY.
THAT WAS ANOTHER ONE THAT SOUNDED LIKE IT COULD BE SUPPORTED.
ALL IN ALL, I THINK, YOU KNOW, THE THE BEST PATH FORWARD FOR THE CITY.
AND I'VE TALKED WITH, MISS SHERMAN ABOUT THIS EARLIER TODAY IS TO PUT FORTH THE THE TWO REQUESTS, TURKEY CREEK WATER QUALITY IMPROVEMENT PROJECTS AND I-95 IN MALABAR ROAD. INTERIM IMPROVEMENTS FOR POTENTIAL COMMUNITY PROJECT FUNDING REQUESTS WITH CONGRESSMAN POSEY'S OFFICE.
WE RECEIVED THE DOCUMENTS TO SUBMIT THOSE PROPOSALS YESTERDAY THERE.
THEY'LL BE DUE VERY EARLY MARCH, SO WE'LL BE COMING BACK TO COUNCIL AT THE NEXT MEETING, MARCH 7TH, TO TALK ABOUT ANY, MATCH FUNDS THAT WOULD BE REQUIRED. WE WERE INFORMED BY THE LEGISLATIVE DIRECTOR THAT THERE'S TYPICALLY A 20% MATCH FOR ANYTHING THAT WE'RE REQUESTING FROM EARMARKS OR THE COMMUNITY PROJECT FUNDING. SO ALL IN ALL, REALLY SUCCESSFUL TWO DAYS, JAM PACKED WITH A LOT OF INFORMATION.
[01:40:03]
YOU HAVE. THANK YOU, MA'AM, I THANK YOU.AND WE ALSO WAS AN OPPORTUNITY FOR US TO LEARN.
HAVING AN OPPORTUNITY TO MEET TO MEET WITH THE DIRECTOR OF THE EDA.
SO SOME OF THE SOURCES, GRANT OPPORTUNITY THAT WE WEREN'T AWARE OF.
AND SO IT WAS TRULY, CERTAINLY A GREAT, COUPLE OF DAYS.
AND HOPEFULLY I'D LOVE TO SEE, THESE, THESE, RELATIONSHIPS, WE CONTINUE TO FOSTER THEM AND HOPEFULLY IN THE FUTURE TO, TO BRING SOME MORE RESOURCES OUR WAY.
THANK YOU. MAYOR. WELL, THANK YOU, DEPUTY MAYOR.
AND THANK YOU FOR TAKING THAT TRIP.
HOW HOW CRITICALLY IMPORTANT IT IS TO TO MAKE THESE CONTACTS, HOW CRITICALLY IMPORTANT IT IS FOR, FOR OUR CITIZENS TO ACTUALLY BENEFIT FROM THOSE CONTACTS THAT YOU'RE MAKING AND AND BEING SO INFORMED AS TO GRANT OPPORTUNITIES.
SO I COMMEND YOU BOTH FOR FOR YOUR HARD WORK IN THAT ARENA.
ALONG THE SAME LINE AS YOU COUNCILMAN JOHNSON.
IT IS BLACK HISTORY MONTH, BUT HERE LOCALLY WE HAVE A HERO.
AND HIS NAME IS MELVIN MORRIS.
HE IS. HE EARNED THE CONGRESSIONAL MEDAL OF HONOR.
BUT LET ME JUST SHARE A LITTLE BIT ABOUT WHAT MELVIN MORRIS DID, BECAUSE WE'RE CONGRESSMAN SMALLS.
YOU SAID HE'S A WHAT? CONGRESSMAN? YEAH.
NO, HE'S A HE WAS A REPUBLICAN, A REPUBLICAN CONGRESSMAN.
U.S. HOUSE OF REPRESENTATIVES.
BUT HOW ELSE DID YOU DESCRIBE HIM? OH, HE WAS A BAD MAN, I'LL TELL YOU.
AND I'MA TELL YOU WHY HE'S A BAD MAN.
INITIALLY IT WAS THE DISTINGUISHED SERVICE CROSS FOR VALOROUS ACTIONS ON SEPTEMBER 17TH, 1969, WHILE COMMANDING THE THIRD COMPANY, THIRD BATTALION OF THE FOURTH MOBILE STRIKE FORCE NEAR SHERRY LANE.
THEN HE WAS A SERGEANT, STAFF SERGEANT.
HE LED AN ADVANCE ACROSS ENEMY LINES TO RETRIEVE A FALLEN COMRADE AND SINGLE HANDEDLY DESTROYED AN ENEMY FORCE THAT HAD PINNED HIS BATTALION FROM A SERIES OF BUNKERS.
THEN HE WENT BACK BECAUSE SOMEONE HAD DROPPED INTEL INFORMATION, ORDERS AND MAPS.
SO HE WENT BACK TO GATHER THAT INTEL AND WAS SHOT THREE TIMES AS HE CAME BACK TOWARDS FRIENDLY, FRIENDLY, LIVES. AND HE TOOK BROUGHT WITH HIM AMERICAN CASUALTIES.
HE WAS GIVEN THE DISTINGUISHED SERVICE CROSS FOR THAT.
BUT WE ARE A NATION THAT IS IN PURSUIT OF BEING A MORE PERFECT NATION.
AND HE WAS AWARDED THE ARMY, STUDIED A LOT OF FOLKS THAT WERE DISCRIMINATED AGAINST.
I STILL BELIEVE ARCADIO SANTIAGO RODRIGUEZ IS ONE OF THOSE THAT HAVE YET TO BE AWARDED THE MEDAL OF HONOR BECAUSE OF HIS, DISCRIMINATION DURING THE KOREAN WAR.
BUT THIS RIGHT, THIS WRONG WAS RIGHTED BY THEN PRESIDENT BARACK OBAMA IN 2014.
HE'S RIGHT NOW IN HOLMES REGIONAL HOSPITAL.
I REALLY HONOR HIS FAMILY FOR ALL THAT HE DID.
HE'S A MEDAL OF HONOR RECIPIENT AND A GREAT MAN.
AND IF YOU EVER MET THIS MAN, YOU'D SEE HOW HUMBLE, LOVING, KIND.
AND YES, AFTER BEING SHOT THREE TIMES, HE HAS A RELATIONSHIP WITH OUR LORD AND SAVIOR, JESUS CHRIST.
SO RIGHT ALONG WITH THAT, I DON'T KNOW HOW MANY FOLKS KNOW ABOUT THE DEFENSE POW MIA ACCOUNTING AGENCY. THEIR MISSION IS TO FIND POW MIAS REMAINS THROUGHOUT THE NATION.
WELL, THERE'S A YOUNG MAN THAT WAS PART OF THE BATAAN DEATH MARCH DURING WORLD WAR TWO.
[01:45:06]
TO BE LAID TO REST.IT'S GOING TO BE A A, A FUNERAL AND AND HIS REMAINS BEING, LAID TO REST AT WINTER BEACH.
SO FOR ALL MY VETERAN BROTHERS AND SISTERS, LET'S GO OUT AND SUPPORT THAT FAMILY.
THIS IS AN OPPORTUNITY THAT THEY'LL GET TO CLOSE THAT CHAPTER.
PRIVATE ROBERT LEE HEARSE WAS.
19 YEARS OLD WHEN HE WAS CAPTURED BY THE JAPANESE IN THE PHILIPPINES.
AS MANY OF YOU KNOW, THAT WAS A BATAAN, DEATH MARCH IS WHAT IT WAS DUBBED.
FOR ALL MY VETERAN BROTHERS AND SISTERS, LET'S GO OUT AND SUPPORT THEIR FAMILIES.
AND THAT CONCLUDES MY REPORT, MADAM CHAIRMAN.
THANK YOU. MAYOR. I HAVE TWO ITEMS TONIGHT.
WE HAVE AN OPPORTUNITY COMING UP ON FEBRUARY 27TH FROM 11:30 A.M.
EXCUSE ME WITHIN THE AEROSPACE SPACE AND MEDICAL INDUSTRY.
SO I'M MENTIONING THIS BECAUSE WE'D LIKE TO INVITE ONE MEMBER OF COUNCIL.
AND THAT'S A TUESDAY, THE 27TH.
HERE. I'LL DEFER TO YOU IF, IF YOU.
THERE'S A HOLD ON MY CALENDAR.
WE HAD PREVIOUSLY DONE A HOLD ON EVERYONE'S CALENDARS.
OKAY. THANK YOU I APPRECIATE IT.
MY LAST ITEM IS, I SENT AN EMAIL LATE THIS AFTERNOON.
AND HE'S THE THE PERSON WE SOLD THE MARINA PROPERTY TO, YOU KNOW, A FEW YEARS BACK.
SO HE'S BEEN WORKING THROUGH, VARIOUS PERMITTING CHALLENGES TO MOVE FORWARD WITH HIS DEVELOPMENT.
AND HIS LAST HURDLE, AS HE SAID TO STAFF TODAY, IS WITH FISH AND WILDLIFE FWC.
THAT CAN EITHER COME FROM ME OR IT CAN FROM COME FROM COUNCIL.
BUT I JUST WANTED TO MAKE THIS REQUEST.
I THINK HIS PREFERENCE IS THAT IT COMES FROM COUNCIL.
YES, SIR. YES, SIR. WAIT, WAIT.
NO NO, NO. THE CITY ATTORNEY HAVE ANY CONCERNS? YEAH. NO, SIR.
APPRECIATE IT. LET'S DO IT. OKAY.
ANYTHING ELSE, MATT? THAT'S IT.
THANK YOU. ALL RIGHT. THANK YOU, MADAM SMITH.
NO, SIR. NO SPECIAL COUNCIL MEETING REQUEST.
[PUBLIC COMMENTS/RESPONSES]
YES, MAYOR. MR..HOWEVER, MY TEAM DIDN'T WIN, SO STILL GREAT.
TRAFFIC, TRAFFIC, TRAFFIC, TRAFFIC FROM ZERO 630 TO 830 IN THE MORNING.
[01:50:04]
MINTON AND JUPITER.IF YOU'RE ON ONE OF THE SIDE STREETS TRYING TO GET OUT, YOU JUST CAN'T DO IT.
PEOPLE RUN LIGHTS, PEOPLE STOP IN THE INTERSECTION, IT BECOMES A DEADLOCK.
THEN THEY MAKE THE LEFT GO SOUTH ON MINTON AND THEY GET TO MALABAR AND IT'S THE SAME THING AGAIN.
TRAFFIC IS BACKED UP HALFWAY UP MINTON BETWEEN THOSE HOURS IN THE EVENINGS AND THE MORNINGS.
BOTH. I DON'T HAVE A SOLUTION.
A THIRD TURN LANE OR SOMETHING.
AND I, COUNCILMAN FOSTER, ADMIRE YOU FOR BRINGING THAT UP, SIR.
ABOUT TRAFFIC. IT IS DEFINITELY A PROBLEM.
I CAUGHT THE TAIL END OF THE GENTLEMAN'S CONVERSATION THERE.
THE PROBLEM IS WITH THE DRAINAGE ISSUES.
WE HAVE MISSED MAJOR HURRICANES THE LAST 2 OR 3 YEARS.
WE'VE HAD RAIN EVENTS, BUT NO HURRICANE TO BRING THE RAIN.
WITH THE DRAINAGE AND THE TRADITIONAL NEIGHBORHOODS THAT HAVE NOT BEEN TAKEN CARE OF FOR 20 YEARS, IT'S GOING TO BE A DISASTER WHEN AND IF WE DO GET A MAJOR EVENT.
THE LIGHT AT MINTON AND MALABAR TURNING LEFT TO GO WESTBOUND AT THING STAYS GREEN FOR ABOUT 6 TO 12 SECONDS, AND IN THE MORNINGS THAT'S JAMMING EVERYBODY UP.
YOU UNDERSTAND WHAT I'M SAYING? YOU'RE AT MINTON, MALABAR.
YOU WANT TO GO HOOPS? YOU WANT TO GO LEFT THAT.
FOR THAT LEFT TURN, YOU ONLY GET ABOUT 3 OR 4 CARS THROUGH THERE.
SO I DON'T KNOW IF IT'S A TIMING ISSUE OR TRAFFIC.
AND I SAW MR. WATANABE MAKING A NOTE OF THAT.
OKAY. THANK YOU MAYOR, IF I COULD SPEAK TO THAT, BECAUSE I KNOW EXACTLY WHAT HE MEANS.
WHAT I THINK IS, I SEE SOMETIMES PEOPLE PARK, RIGHT? BECAUSE IT'S A TIME.
IT'S A TIMING BASED OFF HOW MANY CARS ARE IN A DESIGNATED AREA.
AND I THINK THE BACKUP SOME OF THOSE CARS ARE CROSSING OVER THE LANE.
IF I'M NOT MISTAKEN, SOME THE LINE GETS SO FAR BACK.
EXACTLY. SO I DON'T THINK THAT IT'S REGISTERING THE ACTUAL AMOUNT OF CARS THAT ARE THERE.
SO I UNDERSTAND EXACTLY WHAT YOU'RE.
IT HAPPENED TO ME OUT OF JUPITER AND MALABAR.
IT'S THE SAME THING. YEAH. SPEAKING TO MIKE.
JUPITER AND MINTON IS THE SAME THING.
YEAH. PEOPLE JUST GO THROUGH THE LIGHT AND THEY BLOCK THE INTERSECTION, AND NOW YOU'RE JAMMED UP.
YEP. AND IT JUST GETS LONGER AND LONGER AND LONGER AS THE TIME.
JUST. AND THEN WHEN IT DOES TURN GREEN OR RED, THEY RUN THE RED LIGHT.
MAYOR. YOU'VE, FRANK, I SEE YOU NODDING YOUR HEAD.
YOU'RE YOU'RE GOOD WITH THIS? YES. THANK YOU.
SHE OKAY? ANYONE ELSE WISH TO SPEAK FOR? AGAINST THE SIDE OF MY SOUL.
MASTER CHIEF, YOU'RE UP THEN, SAILOR.
YOUR SECOND. HE'S ALWAYS GOING TO OUTRANK ME.
YES, SIR. SO WHY DON'T YOU COME RIGHT UP FRONT WITH THEM? BECAUSE YOU'LL GO RIGHT AFTER HIM.
BILL BATTEN, 586 OCEAN SPRAY STREET, SOUTHWEST.
I HAVE THREE ITEMS TO ADDRESS.
THE FIRST ONE IS YOU ALL KNOW I GO THROUGH THE AGENDA PACKET AS AS MUCH AS I POSSIBLY CAN.
I THINK IT WAS ON FOUR PAGE 438.
RIGHT? BUT A SURPRISE HAPPENED THIS EVENING.
I WAS OUT PRIOR TO THE COUNCIL MEETING COMING IN, AND I'M OUT PLAYING WITH MY DOG IN THE FRONT YARD, AND I SEE A CAR COMING DOWN MY STREET, AND I LIVE ON A DEAD END STREET. I'M THE LAST HOUSE, SO IT'S KIND OF STRANGE.
I SEE A CAR COMING DOWN, RIGHT? SO ME BEING THE TYPICAL PERSON I AM, I WATCH REAL CLOSE AND HAVE MY EVIL EYE ON AND.
AND ALL OF A SUDDEN, COUNCILMAN DONNY FELIX DRIVES UP IN MY DRIVEWAY AND I SAY, THANK YOU VERY MUCH.
SO GUESS WHAT BILL BATTEN DID? BILL BATTEN CALLED HIM, YOU KNOW, AND HE HE MADE A HE MADE A TRIP DOWN THERE.
HE SAW WHAT I WAS TALKING ABOUT.
IT WAS DEFINITELY A SAFETY HAZARD AND I WASN'T GETTING A SAFE.
I WENT THROUGH CODE AND I WENT THROUGH THE POLICE DEPARTMENT AND AND THE PROBLEM WAS STILL THERE.
[01:55:04]
SO I COUNCILMAN FELIX, THANK YOU VERY MUCH.SO I'M JUST CURIOUS WHERE THAT'S AT.
IN THE SWELLS OF SOME OF THESE NEIGHBORHOODS.
EVERY TIME THEY BUILD A HOUSE, THEY DO THE SWELL AND FOR MONTHS.
AND SOME OF THESE BUILDS TAKE A YEAR AND A HALF TO GET COMPLETED ALL THE RUNOFF.
AND THIS FROM THE FIELDER COMING IN, IT JUST GOES INTO THE SWELLS.
SO I UNDERSTAND I WISH THEY COULD TAKE 2 OR 3 OF THOSE, ROTOR MACHINES THAT RUN DOWN THE SWELLS.
I'D SAY RUN IT. IF IT PULLS IT UP.
COPY THAT. HEY, MADAM CHAIRMAN, YOU WANT TO TOUCH A LITTLE BIT ABOUT SAINT JOHN'S HERITAGE PARKWAY SOUTH? BEFORE THE NEXT SPEAKER COMES UP AND PROJECTS, AND OPPORTUNITIES THAT ARE COMING UP.
YEAH, ACTUALLY, I'LL HAVE FRANK WATANABE COME AND GIVE YOU A QUICK OVERVIEW.
JUST TO GIVE YOU A HEADS UP, YOU KNOW, WE HAVE DEVELOPMENTS, OCCURRING DOWN THERE.
CYPRESS BAY, WEST, WHICH IS THE FOUR STAR DEVELOPMENT.
THEY'VE ACTUALLY COMPLETED A GOOD CHUNK OF THE EXTENSION OF THE SAINT JOHNS HERITAGE PARKWAY.
IT WAS AT ONE TIME CALLED JOURNEY.
IT'S NOW BEEN CHANGED TO SAINT JOHNS PARKWAY.
SO A GOOD MAYBE A QUARTER MILE.
THERE'S THERE'S A NICE TRAFFIC CIRCLE ALREADY CONSTRUCTED DOWN THERE.
AND THEN MOVING ALONG, AND EVENTUALLY WE'LL HOOK UP TO MIRALOMA.
SO THAT PORTION IS BEING WORKED ON.
AND SO NOW WE'RE DETERMINING WHICH WAY WE WANT TO GO WITH THE PDA.
BUT WE WERE VERY CAUTIOUS BECAUSE YOU KNOW, ONCE YOU START A PDA YOU OPEN THAT DOOR.
THAT MEANS YOU GOT TO HAVE THE DESIGN PHASE FULLY FUNDED.
THAT'S WHAT HAPPENED TO US ON MALABAR ROAD.
AND SO WE HAD TO THEN CONTRIBUTE OUR PROPORTIONATE, FAIR SHARE FOR THAT PURPOSE.
SO WE WANT TO MAKE SURE OUR DUCKS IN A ROW BEFORE WE START A NEW PDA.
WHERE'S THE MONEY GOING TO COME FROM FOR THE DESIGN PHASE.
SO THAT'S JUST A REAL BRIEF UPDATE WHERE WE ARE.
THANK YOU. ANY OTHER SPEAKER CARDS? I KNOW WE'VE GOT MRS. STICE. COME ON UP.
GOOD EVENING, ROBERT STICE 1796 WEINBERG DRIVE.
FIRST OF ALL, A BIG THANK YOU TO PUBLIC WORKS AND FACILITIES.
PEOPLE OVER THERE ARE TERRIFIC.
THANK YOU. I WANT TO TAKE A MINUTE TO TALK ABOUT MEALS ON WHEELS AND DESPERATELY NEED DRIVERS.
PROVIDE A HOT LUNCH AND A FRIENDLY GREETING AND SAFETY CHECK TO HOMEBOUND SENIORS IN BREVARD COUNTY.
ALL YOU NEED IS A VEHICLE INSURANCE, DRIVER'S LICENSE, AND A CLEAN BACKGROUND CHECK.
PHONE NUMBER IS 3214 1090 207 OR 3 216312749.
WHEN I WHEN I DELIVER, THESE PEOPLE TYPICALLY ARE.
I'LL SHOW UP SPECIFICALLY ON MY ROUTE.
ONE OF MY MY SECOND STOP IS AN AFRICAN-AMERICAN GENTLEMAN.
LOST HIS LEGS IN COMBAT, AND I BRING THE MEAL IN HIS HOUSE.
NORMALLY, I GOT TO CHASE AFTER THIS LITTLE DOG OR WHAT HAVE YOU.
BUT YOU GOT ANOTHER GUY, WHO, WAS IN VIETNAM, GOT HIT IN THE LEG WITH AN AK 47 ROUND.
HE HAS A SCAR RIGHT BELOW THE KNEE, ALL THE WAY DOWN TO HIS ANKLE.
THIS PAST TUESDAY, ALL UNTIL THEY WERE DOWN 22 DRIVERS.
SO SOME OF THE QUASI LEADERS IN THERE ARE DRIVING MULTIPLE ROUTES.
IT ONLY TAKES ABOUT AN HOUR, MAYBE AN HOUR AND A HALF, DEPENDING UPON WHAT YOUR ROUTE IS.
[02:00:01]
BUT, I NEVER THOUGHT IT WAS A REALLY A BIG DIFFERENCE IN THERE.BUT WHEN YOU SEE SOME OF THESE PEOPLE AND JUST THE THEY'RE ABLE TO BREATHE A LITTLE BIT, HERE COMES THEIR MEAL, YOU KNOW WHAT I MEAN? THEY DEPEND ON IT.
IF YOU HAVE A HARD TIME WITH RENT OR, YOU KNOW, MORTGAGE OR WHATEVER THE CASE MAY BE.
I HAD ANOTHER LADY THAT, HAD FALLEN IN THE OLD COMMERCIAL.
SHE WAS CALLING 911 HERE, AND THEY PROBABLY THEY FINALLY GOT AHOLD OF THEIR SON.
THESE ARE THE PEOPLE WHO ARE IN NEED.
A LOT OF VETERANS UP HERE WITH THE VETERANS ARE JUST ELDERLY.
THEY'RE REALLY HURTING TO GET DRIVERS LINED UP.
THANK YOU VERY MUCH. THANK YOU.
833 SHERWOOD AVENUE SOUTHWEST.
THE STATE OF FLORIDA HAS A VERY INTERESTING ISSUE WITH ITS STATE CONSTITUTION.
AND THE REASON WHY WAS, AFTER THE CIVIL WAR, JIM CROW SEGREGATIONISTS TOOK OVER CONTROL OF THE STATE GOVERNMENT FROM REPUBLICANS, PASSED JIM CROW AND PUSHED LEGISLATION TO DISARM BLACKS AND OTHER MINORITIES.
AND THE CHIEF JUSTICE, JUSTICE RUTHERFORD BUFORD.
NO, I'M NOT MAKING HIS NAME UP.
HE IS NOT AN EXTRA IN THE DUKES OF HAZZARD.
THAT IS TRULY HIS NAME, HE SAID.
THIS LAW WAS PASSED FOR THE SPECIFIC PURPOSE OF DISARMING BLACKS IN THE STATE OF FLORIDA THAT WORK IN THE TURPENTINE MILLS, AND TO THIS DAY, WE STILL HAVE LAWS ON THE BOOKS ON THE STATE LEVEL THAT ARE GUN CONTROL, THAT DISARM MINORITIES, THAT DISARM BLACKS, THAT DISARM HISPANICS, THAT DISARM ALL MEMBERS OF OUR COMMUNITY.
AND I WANTED TO BRING THIS UP TODAY SPECIFICALLY BECAUSE THE RACIST ROOTS OF GUN CONTROL IN FLORIDA WAS PASSED SPECIFICALLY TO TARGET AND DISARM FREED BLACKS WHO FOUGHT FOR THEIR FREEDOMS IN THE CIVIL WAR, WHO FOUGHT FOR THEIR FREEDOMS TO VOTE AFTER THE CIVIL WAR, WHO RAN FOR MEMBERS OF CITY COUNCILS, COUNTY COMMISSIONS, OUR STATE GOVERNMENT AND OUR FEDERAL GOVERNMENT.
I FIGHT FOR AMERICANS SECOND AMENDMENT RIGHTS, WHICH IS A CIVIL RIGHT.
AND I WOULD LIKE TO PROPOSE TO THIS, FINE GROUP OF PEOPLE HERE, THE OPPORTUNITY TO WORK IN THE FUTURE TO DRAFT ORDINANCE AND RESOLUTIONS TO FURTHER STRENGTHEN OUR CIVIL RIGHTS HERE IN THE IN THE CITY OF PALM BAY.
AND I SAY THIS AS A PALM BAY RESIDENT, SO THANK YOU FOR HAVING ME HERE.
THANK YOU. ANYONE ELSE WISH TO SPEAK? WAIT, WAIT, WAIT BEFORE YOU HIT THE GAVEL.
I'M GOOD. SORRY ABOUT THAT, COUNCILMAN FOSTER, WERE YOU APPOINTING SOMEONE TO.
ANYONE ELSE WISH TO SPEAK? SEEING NONE.
THIS MEETING IS ADJOURNED.
