SO AS OF SEPTEMBER 30TH, THE CITY EXPENDED $2.3 MILLION WITH A REMAINING BALANCE OF APPROXIMATELY 847,000.

YOU'LL SEE ON THE SPREADSHEET, WE'VE HIGHLIGHTED IN YELLOW SOME OF THE DIFFERENCES OF AGENCIES THAT HAD REMAINING BALANCES, AND ALSO A DIFFERENCE OF WHAT THEY PROPOSED TO SERVE VERSUS WHAT THEY ACTUALLY SERVED.

I ALSO WANTED TO MENTION THAT THE CAPER IS NOT A REQUIREMENT FOR TO BRING NORMALLY TO THE BOARD AND IN YOUR BYLAWS, WHICH WE WE MISSED.

SO WE DID NOT PROVIDE IT TO YOU.

IN DECEMBER WE WOULD LIKE TO STAFF IS PROPOSING TO LOOK AT LOOKING AT THE BYLAWS AND POTENTIALLY JUST PROVIDING YOU WITH THAT STAFF REPORT INSTEAD OF THE CAPER, BECAUSE IT REALLY IS NOT USER FRIENDLY, READABLE.

AND LIKE THERE'S THE LIVE LOCAL, THERE'S JUST DIFFERENT THINGS THAT CONTINUE TO BE NEW THAT WE NEED TO STAY ON TOP OF, I BELIEVE.

THE BREVARD SEEING NUTRITION PROGRAM DELIVERS MEALS TO HOMEBOUND SENIORS MONDAY THROUGH FRIDAY THROUGHOUT THE YEAR, EXCLUDING HOLIDAYS.

OUR MEALS ON WHEELS PROGRAM HAS PROVIDED MORE THAN 229,000 NUTRITIOUS MEALS TO HOMEBOUND SENIORS, DELIVERED BY MORE THAN 650 VOLUNTEERS.

WE ARE MORE THAN JUST A MEAL.

WE'RE A SAFETY CHECK THAT WE MAKE SURE THAT OUR SENIORS ARE SAFE IN THEIR HOME.

IF WE ARRIVE AT THE HOME AND NOBODY'S AT THE AT THE HOUSE, AT THE OR AT THEIR APARTMENT, WE MAKE SURE THAT WE'RE CONTACTING THEIR EMERGENCY CONTACT.

IF THEY'RE NOT THERE, WE'RE CONTACTING THE HOSPITALS.

AND JUST BRIEFLY WANT TO TELL YOU A QUICK STORY IS WE HAD A 15 YEAR VOLUNTEER WHO WAS DELIVERING TO A NEW CLIENT, AND THIS IS IN PALM BAY. THE CLIENT HAD A KNOCK AND ENTER DESIGNATION BY HIS NAME.

THE VOLUNTEER KNOCKED AND ENTERED.

SHE WALKED INTO THE FAMILY ROOM AND FOUND THE MAN WAS STRUGGLING TO BREATHE.

SHE RAN FOR THE PHONE AND IMMEDIATELY CALLED 911 AND WAITED FOR THE EMTS TO ARRIVE.

THE NEXT WEEK, SHE STOPPED BY TO DELIVER, KNOCKED, AND ENTERED AGAIN, AND WHEN SHE WALKED IN, HIS FAMILY WAS THERE AND HAPPY TO MEET HER.

THEY TOLD HER THE VOLUNTEER THAT SHE HAD SAVED HIS LIFE AND THAT SHE HADN'T ARRIVED WHEN SHE DID.

HE WOULDN'T HAVE SURVIVED.

AND THOSE ARE STORIES WE HEAR AT LEAST SEVERAL TIMES A YEAR THAT WE HAVE SAVED.

SAVED SOMEBODY.

FOR THE FISCAL YEAR 2024 2025, BREVARD NUTRITION PROGRAM IS ASKING FOR THE 37,800 TO SERVE MORE THAN 10,080 MEALS TO 6300 DUPLICATED SENIORS IN THE CITY OF PALM BAY.

EACH INDIVIDUAL WILL RECEIVE 160 MEALS AT 375, AND THAT AMOUNT SUPPLEMENTS THE OLDER AMERICANS ACT FUNDING ALL THAT GOES TOWARDS MEALS, NOTHING ELSE.

THE INCREASE IN THE REQUEST FROM LAST YEAR'S FUNDING IS DUE TO THE LAST TWO YEARS.

WE'VE ACTUALLY YOU'VE BEEN TO THE STORE 25% INCREASES EACH YEAR.

AND, YOU KNOW, YOU SEE THE PRICES THAT YOU SEE.

BUT WE ALSO HAD DISCOUNTS ON TOP OF THAT WE WERE GETTING THEY'RE GONE, YOU KNOW, SO WE'RE WE'RE JUST GETTING HIT SO HARD BY, BY THOSE COSTS.

AND SO WE, YOU KNOW, FOR WHAT WE SPEND, OUR BUDGET IS NOT RISING AT THE SAME RATE.

SO WE'RE FEEDING LESS PEOPLE AS WE GO.

RIGHT NOW THERE'S THE AMERICAN RESCUE PLAN IS COMING TO AN END.

WE'RE GOING BACK TO PRE-COVID LEVEL FUNDING, AND I'M LOOKING AT HAVING TO REDUCE ABOUT 5000 MEALS PER MONTH AS A RESULT.

WE CURRENTLY HAVE 453 CLIENTS ON THE WAIT LIST IN BREVARD COUNTY.

OUR STUDENTS ALSO ARE INVOLVED WITH SERVICE LEARNING PROJECTS, SO IT'S AN OPPORTUNITY FOR THEM TO FULFILL THEIR SERVICE LEARNING REQUIREMENTS BECAUSE THE MAJORITY OF OUR STUDENTS DO ENROLL IN COLLEGE.

CLUB ESTEEM IS EXCITED TO BOAST A 100% HIGH SCHOOL GRADUATION RATE, SO WE HAVE CONTINUED THAT YEAR AFTER YEAR.

WE HAD 12 HIGH SCHOOL GRADUATES IN 2023.

SEVEN OF THEM GRADUATED AT THE TOP 20% OF THEIR CLASS.

THREE OF THEM LED THE COMMENCEMENT EXERCISES.

OUT OF THE FIVE THAT WERE AT PALM BAY HIGH SCHOOL.

SO WE'RE LOOKING AT STUDENTS THAT ARE NOT JUST SURPASSING STUDENTS THAT ARE IN THEIR ECONOMIC ECONOMIC BRACKET, BUT SURPASSING STUDENTS, PERIOD.

SO AGAIN, CLUB ESTEEM PROVIDES HOPE.

AND A LOT OF OUR WORK IS DONE WITH CHARACTER BUILDING.

MAKING SURE THAT OUR STUDENTS KNOW THAT THEIR BACKGROUND OR THEIR ECONOMIC STATUS DOESN'T DETERMINE THEIR FUTURE.

MANY OF OUR STUDENTS ARE FIRST GENERATION COLLEGE STUDENTS AND OVER 90% MATRICULATE.

AND SO WE ARE LOOKING AT NOT ONLY ENDING CHILDHOOD POVERTY BUT INCREASING GENERATIONAL WEALTH.

WE HAVE THE GAP REPORT, AND AND OVER ALMOST 15% OF THE CHILDREN IN BREVARD COUNTY LIVE IN POVERTY.

AND THE THIRD GRADE READING LEVEL IS 58%.

SO THAT'S OVER 2000 STUDENTS THAT ARE IN BREVARD COUNTY THAT ARE NOT READING ON THE THIRD GRADE READING LEVEL.

AND FOR US, EVERY SINGLE YEAR, WE HAVE OVER 80% OF OUR STUDENTS.

THAT'S FIRST THROUGH 12TH THAT ARE READING ON GRADE LEVEL.

SO WE DO HAVE REMEDIAL STEPS AND PROCESS.

AND SO IF A CHILD IS NOT READING ON A THIRD GRADE READING LEVEL, WE CONTINUE TO WORK WITH THOSE STUDENTS TO GET THEM WHERE THEY NEED TO BE, WORK ON THEIR MASTERY SKILLS, AND MAKE SURE THAT THEY MAKE IMPROVEMENT AND LESSEN THOSE GAPS THAT WE ARE SEEING.

WE'RE EXCITED TO REPORT THAT WE ARE NOW IN PALM BAY.

SO WE HAVE OUR MAIN SITE AT THE CLUB'S YOUTH AND FAMILY CENTER IN MELBOURNE.

THIS BAR BIPARTISAN LEGISLATION REPRESENTS A SIGNIFICANT SHIFT IN THE APPROACH TO CRIMINAL JUSTICE, AIMING TO ADDRESS ISSUES SUCH AS MASS INCARCERATION AND ENHANCED REHABILITATION EFFORTS WITHIN THE FEDERAL PRISON SYSTEM.

ONE OF THE KEY PROVISIONS OF THE FIRST ACT IS THE EXPANSION OF PROGRAM DESIGN TO REDUCE CRIME.

I CAN GO ON AND ON, BUT IF YOU LOOK IT UP, YOU'LL ACTUALLY FIND IT.

SO THE ALTERNATIVE INCARCERATION HAVE BEEN IN EXISTENCE SINCE 2010.

NOW THE THEOLOGICAL SEMINARY BEEN IN EXISTENCE FOR SEVEN YEARS.

SO SOMEWHERE LIKE THAT.

SO WE'RE TRYING TO GIVE THESE YOUNG PEOPLE A SECOND CHANCE.

IT'S VERY EXPENSIVE TO GO TO COLLEGE, AND IF THEY'RE NOT REHABILITATED, THEY'RE GOING BACK OUT TO COMMIT CRIME.

SO HOW DO WE HELP THEM? AND IN HELPING THEM, WE'RE HELPING OUR COMMUNITY AT LARGE.

SO WE BELIEVE IN EDUCATION INSTEAD OF INCARCERATION.

AND WE'RE TRYING TO SEEK FUNDS.

HOW WE CAN HELP IN ACCOMPLISHING OR ACHIEVING THIS GOAL.

SO OUR SECOND CHANCE PROGRAM HAS A NUMBER OF OPTIONS.

AND ONE OF THE THINGS THAT WE'VE BEEN DOING IS ASSISTING WITH LEGAL FEES.

AND THE SCHOOL HAS BEEN DOING THAT WITH SUPPORT FROM OUR, OUR CHURCH THAT SPONSORS THE PROGRAM.

AND 100% OF THE FUNDS COMES FROM THE CHURCH.

THE SERVICE IS FREE TO ALL THE PARTICIPANTS.

AND BASICALLY WE HAVE ADVOCATES AT THE SCHOOL THAT WILL ADVOCATE FOR THEM DURING THEIR COURT HEARING AND SOMETIMES HAVE THEM BE IN A PROGRAM AS PART OF THEIR PROBATION.

WE HAVE TWO PARTS OF THE PROGRAM.

THE OTHER PART WAS WHERE WE INTENDED TO SUBSIDIZE THEIR EDUCATION FOR THEM TO BE IN THE SEMINARY.

WE HAVE LEARNED SINCE WE'VE SUBMITTED OUR PROPOSAL THAT THAT PART WILL WILL NOT BE WOULD NOT BE FUNDED.

SO WE HAD ONLY APPLIED FOR LEGAL FEES FOR AN ADVOCACY FOR 1010.

AND WE HAVE A PER UNIT COST OF 500, AND THAT'S AN AVERAGE COST.

BUT ON AVERAGE, IT'S 500.

WAS SUCCESSFUL AND THE YOUNG MAN WAS FOUND NOT GUILTY.

HE'S RIGHT NOW ATTENDING BREVARD COMMUNITY COLLEGE.

SO HAD WE NOT BEEN THERE, WOULD HAVE BEEN OVER FOR HIM.

AND THERE ARE MANY OTHER YOUNG PEOPLE IN THIS COMMUNITY THAT NEEDS HELP.

I BELIEVE, RATHER THAN INCARCERATION.

WE ACTUALLY ORGANIZED OUT OF PALM BAY FROM LOCAL PASTORS THAT CAME TOGETHER BECAUSE THEY STARTED TO SEE A GROWING RATE OF FAMILIES THAT WERE DISPLACED AND HAD NO PLACE TO GO, ESPECIALLY FOR FAMILIES WITH FATHERS AND MALE CHILDREN OVER 12.

SINCE THEN, WE'VE GROWN FROM EMERGENCY SHELTER TO ADDING STABILIZATION AND PREVENTION PROGRAMS BECAUSE IT'S MUCH MORE COST EFFECTIVE FOR THE FAMILY, FOR OUR COMMUNITY, AND MUCH LESS TRAUMATIC FOR A FAMILY TO PRESERVE IN THE HOUSING THAT THEY HAVE THAN TO COME INTO SHELTER.

SO I WENT TO OUR BOARD AND I SAID WE SHOULD STOP DOING SHELTER IF AT ALL POSSIBLE.

BUT THAT'S NOT POSSIBLE BECAUSE WE'LL ALWAYS NEED SHELTER.

BUT IF WE COULD REALLY RAMP UP OUR EFFORTS TO KEEP FAMILIES AND HOUSING, LET'S DO THAT AT ALL COSTS.

THAT'S WHERE THE BEST INTERVENTIONS FOR HOUSING PRESERVATION LIE FOR THE FUTURE.

SO IN THE 2020, WHEN THE PANDEMIC HIT, WE HAD GROWN INTO THOSE THREE PROGRAMS AND IT BECAME REALLY CLEAR THAT WE WERE NOT GOING TO MAKE IT THROUGH THE PANDEMIC WITHOUT THINKING STRATEGICALLY IN A DIFFERENT DIRECTION.

BECAUSE A NONPROFIT SECTOR IS FIERCE AND MIGHTY.

WE'RE DOING GREAT WORK.

WE CAN'T DO IT BY OURSELVES.

HOMELESSNESS IS A SYMPTOM OF POVERTY.

AND SO WE MADE A DECISION TO MINE THE DATA AND FIND THE HIGHEST NEED ZIP CODE IN BREVARD COUNTY, WHICH IS ACTUALLY 32922.

IN COCOA, 73% OF FAMILIES THERE FACE HOUSING INSTABILITY, AND CHILDREN ARE CURRENTLY PROJECTED TO EARN $20,000 A YEAR.

SECOND AND THIRD ZIP CODES ARE 32901 AND 32905.

WE WENT TO OUR FIRST LOCATION IN COCOA AND ASKED THE CITY OF COCOA IF THEY WOULD WORK WITH US TO COME UP WITH A HOLISTIC SOLUTION BY DONATING TO US A

FIREHOUSE THAT WAS SLATED FOR DEMOLITION, A 50 YEAR OLD FIREHOUSE RIGHT BEHIND THE WATER TOWER.

WE LEVERAGED THAT DONATION TO BRING IN A LARGE FEDERAL GRANT TO RENOVATE IT.

AND THEN WE BROUGHT IN BREVARD HEALTH ALLIANCE, EARLY LEARNING COALITION, CAREERSOURCE ELEVATE BREVARD, WHICH ORGANIZES EASTERN FLORIDA STATE COLLEGE, BREVARD PUBLIC SCHOOLS JUNIOR ACHIEVEMENT, OTHER ENTITIES THAT OFFER EDUCATION AND TRAINING.

AND THEN, OF COURSE, OUR THREE CORE PROGRAMS OF SHELTER, STABILIZATION AND PREVENTION.

AND IN OUR FIRST YEAR IN THE FIREHOUSE, WE SERVE 2500 FAMILIES WITH AN OVER 90% SUCCESS RATE OF FAMILIES STAYING IN HOUSING.

ONCE A KID BUILDS A RELATIONSHIP, THE SCHOOL UNDERSTANDS THAT THEY SEES THAT WE CAN REACH THE KID AND THINGS LIKE THAT.

WE'RE WORKING WITH THE MIDDLE SCHOOL, PALM BAY KIDS AT STONE AND PALM BAY ELEMENTARY.

AND WHAT THE KIDS THAT GET ASSIGNED TO US ARE NOT KIDS WE PICK IS THE KIDS THAT THE GUIDANCE COUNSELORS PICK.

THE GUIDANCE COUNSELOR SETS UP NORMALLY AROUND THE LUNCH TIME, THEY'LL SET UP A GROUP OF KIDS TO MEET WITH.

IT'S NOT ALWAYS THE SAME SET OF KIDS, BUT THEY ACTUALLY WORK WITH US.

WE'RE ALSO WANT TO DO MAJOR RENOVATIONS TO TO THE RESTROOMS. THE MAJORITY OF THE CITY OF PALM BAY'S RESTROOMS HAD UP TO ABOUT TWO AND A HALF YEARS AGO, HAVE CONCRETE FLOORS AND CONCRETE WALLS.

AND WHAT WE PROPOSE TO DO, GO IN AND PUT ALL NEW CERAMIC TILE ON THE FLOORS AND THE WALLS, ALL NEW PLUMBING FIXTURES, TOILETS, URINALS, NEW LIGHTING SYSTEMS AND NEW PARTITIONS.

THE FOURTH ITEM IS LIBERTY PARK SOFTBALL COMPLEX FIELDS AND BASKETBALL LIKE RENOVATION FOR THE EXISTING MEMBERS.

AS YOU RECALL, WE RECEIVED FUNDING FOR LIBERTY PARK LAST YEAR ALSO, AND WHAT WE WERE ABLE TO DO WITH THE FUNDING FOR LAST YEAR, WE WERE ABLE TO COMPLETELY REPLACE A BASKETBALL COURT, TOOK IT DOWN, TOOK IT OUT BECAUSE IT ALSO REACHED ITS LIFESPAN.

WE ALSO REPLACED OVER 1200 LINEAL FEET OF BROKE AND CRACKED SIDEWALK WITHIN THE PARK.

SO THIS WHAT WE'RE REQUESTING NOW IS THIS FUNDING WILL INVOLVED REPLACING ALL THE FABRIC CHAIN LINK FENCING ON THE BACKSTOPS.

PLUS OUR INTENT IS TO RENOVATE TWO OF THE CURRENT CLAY FIELDS ALONG WITH LED LIGHTING FOR THE BASKETBALL COURT.

WE BELIEVE THAT NO VICTIM OF VIOLENCE SHOULD BE WITHOUT THE HELP THEY NEED TO RECOVER, HEAL, LIVE A LIFE FREE FROM ABUSE, AND BE ABLE TO RAISE THEIR FAMILY IN A SAFE ENVIRONMENT.

WE ASSIST CLIENTS THROUGH FOUR CORE PROGRAMS VICTIM SERVICES.

AND THOSE ARE FOR THOSE TYPES OF VICTIMS COUNSELING, WHICH VICTIMS OF VIOLENCE CAN COME TO US AND GET COUNSELING, EITHER AN INDIVIDUAL OR A SUPPORT GROUP BASIS FREE OF CHARGE.

THAT'S WHERE MY ASK FITS IN WITH OUR PROGRAMS. WE'RE ASKING TO RENOVATE FOUR OF OUR EIGHT TRANSITIONAL HOUSING UNITS HERE IN THE CITY.

PEOPLE DON'T HAVE TO STAY 24 MONTHS, BUT THEY ARE ABLE TO.

AND ALONG WITH THE HOUSING, THEY GET A COMPREHENSIVE SUITE OF SERVICES THAT HELPS THEM MOVE FROM A CRISIS SITUATION TO BEING SELF-SUFFICIENT.

AND GETTING THAT ULTIMATE OUTCOME OF BEING SELF-SUFFICIENT IS WHAT WE WANT.

BECAUSE IT HELPS THEM NOT RETURN TO AN ABUSIVE RELATIONSHIP DUE TO AN ECONOMIC CIRCUMSTANCE.

SO WHILE THEY'RE IN OUR PROGRAM, IN OUR HOUSING PROGRAM, THEY GET THE FREE COUNSELING I WAS TALKING ABOUT.

WE HAVE A CASE MANAGER THAT HELPS THEM WITH EVERYTHING FROM TRYING TO BECOME BETTER EMPLOYED, TO GET MORE INCOME, AND THEN A LOT OF LIFE SKILL BUILDING AND FINANCIAL LITERACY BUILDING, BECAUSE A LOT OF TIMES THEY'VE NOT BEEN ABLE TO CONTROL THEIR OWN FINANCES.

AND SO HELPING THEM WITH CHECKING ACCOUNTS ANY APPLICATIONS FOR SERVICES, MAINSTREAM SOCIAL SERVICE SERVICES THAT THEY COULD BECOME ELIGIBLE FOR, LIKE FOOD STAMPS, TANF, THINGS LIKE THAT.

WE WORK WITH THEM WITH LIKE THAT.

WE GIVE THEM FOOD, HOUSEHOLD ITEMS, HYGIENE ITEMS SO THAT THEY CAN SAVE EVERYTHING THEY CAN WHILE IN OUR PROGRAM TO BE ABLE TO EXIT TO PERMANENT HOUSING.

OVER THE YEARS, WE'VE HAD TRANSITIONAL HOUSING SINCE 2004.

OVER THOSE YEARS, WE'VE GOT AN 85% SUCCESS RATE, WHICH MEANS THEY'VE EXITED TO A PERMANENT SOLUTION.

AND THEN ALSO MAINTAINED THEIR HOUSING.

SO WE'RE REALLY PROUD OF THAT.
