LET ME SEE. WHEN ELENA GIVES ME THE THUMBS UP.
[00:00:03]
WE'RE GOOD. OKAY.ALL RIGHT. GOOD EVENING, EVERYONE.
LET'S CALL THIS MEETING TO ORDER.
THIS IS THE REGULAR MEETING, 2020 402 OF THE COMMUNITY DEVELOPMENT ADVISORY BOARD.
COULD WE HAVE A ROLL CALL, PLEASE? SURE TBA PRESENT.
JAIME. BOARD MEMBER, MAUREEN HENRY HERE.
[ADOPTION OF MINUTES]
ALL RIGHT. SO NEXT WE HAVE ADOPTION OF THE MINUTES OF THE REGULAR MEETING FROM DECEMBER 20TH, 2023.I'LL MAKE A MOTION. I HAVE A MOTION.
DO WE HAVE A SECOND? I SECOND IT.
MOTION AND A SECOND. ANY DISCUSSION? SEEING? NONE. ALL THOSE IN FAVOR SAY AYE.
AYE. ANY OPPOSED? I'M SEEING NONE, AND I VOTE I AND THAT MOTION PASSES.
SO NEXT WE'LL MOVE ON TO PUBLIC COMMENTS ON NON-AGENDA ITEMS. DO WE HAVE ANY PUBLIC COMMENTS ON ANYTHING.
I'M SEEING NONE ON THERE AS WELL.
[NEW BUSINESS]
SO THEN WE WILL MOVE INTO NEW BUSINESS IS THE ELECTION OF THE CHAIRPERSON AND VICE CHAIRPERSON.ANY DISCUSSION OR NOMINATIONS, I GUESS.
WELL, I'LL NOMINATE YOU TO STAY ON.
OKAY. SO WE HAVE A MOTION AND A SECOND FOR ME TO STAY ON AS THE CHAIR.
ANY DISCUSSION ON THAT? I'M SEEING NONE. ALL THOSE IN FAVOR SAY AYE.
AYE. ANY OPPOSED? I'M SEEING NONE. I'LL GO AHEAD AND VOTE I FOR MYSELF.
ANY NOMINATIONS FOR VICE CHAIRPERSON? WHAT WAS THE CURRENT VICE, IF I MAY ASK? I THINK IT'S MR. WILLIAMS WHO IS NOT PRESENT.
I HAVE A NOMINATION FOR MISS BITTER.
ANY SECONDS ON THAT? ANYONE ELSE INTERESTED IN SERVING AS VICE CHAIR? JUST TO MAKE SURE BEFORE WE VOTE.
I'M SEEING NONE. OKAY, SO WE'LL CALL A VOTE FOR MISS BITAR, FOR VICE CHAIR OF THE COMMITTEE.
AYE. ANY OPPOSED? I'M SEEING NONE, I VOTE I AND THAT PASSES.
I'M GOING TO TURN THAT OVER TO STAFF.
WE ALSO PROVIDE A SPREADSHEET SUMMARY FOR YOU, WHICH IS A LOT EASIER TO READ THAN OUR LARGE CAPER.
YOU'LL SEE ON THE SPREADSHEET, WE'VE HIGHLIGHTED IN YELLOW SOME OF THE DIFFERENCES OF AGENCIES THAT HAD REMAINING BALANCES, AND ALSO A DIFFERENCE OF WHAT THEY PROPOSED TO SERVE VERSUS WHAT THEY ACTUALLY SERVED.
SO WE DID NOT PROVIDE IT TO YOU.
IN DECEMBER WE WOULD LIKE TO STAFF IS PROPOSING TO LOOK AT LOOKING AT THE BYLAWS AND POTENTIALLY JUST PROVIDING YOU WITH THAT STAFF REPORT INSTEAD OF THE CAPER, BECAUSE IT REALLY IS NOT USER FRIENDLY, READABLE.
IF YOU HAVE ANY QUESTIONS, JUST LET ME KNOW.
DO YOU NEED A MOTION TO ACCEPT THIS OR ANYTHING? OR IT'S JUST INFORMATIONAL.
ANY QUESTIONS FOR STAFF ON THE THE CAPER OR THE PAST PERFORMANCE REPORT? OKAY. I'M SEEING NONE.
GREAT WORK ON THAT. IT IS A LONG REPORT, SO GOOD WORK.
SO NEXT WE'LL MOVE ON TO DISCUSSION OF TRAINING OPPORTUNITIES AND THE SCHEDULE.
WE HAVE EMAILED YOU PREVIOUSLY SOME OF THE TRAININGS THAT ARE OFFERED THROUGH THE CATALYST PROGRAM.
[00:05:10]
BUT WE COULD OFFER SOME IN-PERSON TRAININGS AS WELL.AND IF BOARD MEMBER BEARD WANTED TO ELABORATE ANY FURTHER, SHE HAS TO PUT THIS ON THE AGENDA.
YES. SO WE CAN ALSO REQUEST TRAINING THROUGH FLORIDA HOUSING FINANCE CORPORATION AS WELL.
AND I KNOW THAT IN MY LAST BOARD MEETING WITH THE AFFORDABLE HOUSING COMMITTEE THROUGH THE COC THEY HAD OFFERED TO COME AND DO ANY KIND OF TRAINING AS WELL.
SO CAN I ASK, DO WE KNOW IF EVERYONE ON THE BOARD HAS TAKEN THE ONLINE? BECAUSE THERE I RECALL TAKING AN INTRODUCTORY KIND OF ONLINE ON YOUR OWN TIME INTRODUCTORY TO AFFORDABLE HOUSING COMMITTEE.
I THINK IT WAS FROM FLORIDA HOUSING CORPORATION.
SO I GUESS HAS ANYONE TAKEN THAT AND IS INTERESTED IS THEN INTERESTED IN ADDITIONAL TRAINING OR.
BUT. I'VE TAKEN IT SO UP TO EVERYONE, I GUESS.
I'M JUST THINKING WHEN WE HAVE LIKE, INSTEAD OF CANCELING A MEETING, WHEN WE HAVE A TIME WHERE THEY'RE GOING TO CANCEL IT, THAT WE PROVIDE SOME KIND OF TRAINING TO THE BOARD SO THAT THE BOARD IS CONSTANTLY STAYING UP TO DATE ON WHAT OTHER OTHER CITIES ARE DOING THAT IS WORKING FOR THEM.
SO MAY I ASK, ARE WE PROPOSING THAT IN LIEU OF CANCELING MEETINGS, THAT WE ARE GOING TO HAVE TRAINING SESSIONS AMONGST THE MEMBERS, THAT BOARD MEMBERS THAT.
I THINK THAT'S THE THAT'S THE QUESTION.
IS THAT SOMETHING THAT THE REST OF THE BOARD HAS AN INTEREST IN? I'M ONLY SAYING I WOULD RECOMMEND TAKING THAT ONLINE TRAINING FIRST TO SEE WHAT ADDITIONAL INFORMATION YOU WOULD LIKE TO HAVE AFTER THAT.
IT'S FOR, FOR ELECTED OFFICIALS AND AFFORDABLE HOUSING COMMITTEE MEMBERS.
I'M OPEN TO WHATEVER THE BOARD WOULD LIKE TO DO, BUT I'M NOT OPPOSED TO ANY ADDITIONAL TRAINING.
I JUST THINK THAT THAT ONLINE COURSE IS A GOOD STARTING POINT.
I WAS SIMPLY TRYING TO UNDERSTAND WHAT WHAT OUR BOARD MEMBERS, WHATEVER YOU GUYS WOULD LIKE TO DO.
THANK YOU. I'LL MAKE A MOTION THAT INSTEAD OF CANCELING MEETINGS, WE MAKE SURE THAT WE HAVE SOME KIND OF TRAINING AVAILABLE FOR THE MEETING.
SO IF YOU'RE GOING TO OPERATE CORRECTLY IN THE SUNSHINE, YOU'RE GOING TO NOTICE THE MEETING FOR A SPECIFIC AGENDA ITEM OR SOMETHING OF THAT NATURE.
IF YOU DON'T HAVE A QUORUM TO MEET, THEN YOU CAN'T MEET.
IF YOU DON'T HAVE A QUORUM, YOU CAN'T MEET, SO YOU CAN'T MEET.
YOU CAN'T NOTICE THE MEETING THAT WE'RE GOING TO HAVE A FULL AGENDA.
I DON'T THINK SHE'S SUGGESTING NOT NOTICING THE MEETING.
I THINK SHE'S SAYING IF THERE'S A MEETING THAT WE TYPICALLY WOULD CANCEL THE MEETING BECAUSE WE DON'T HAVE BUSINESS, SHE'S SAYING IN PLACE OF CANCELING THE MEETING, STILL NOTICE TO HOLD A MEETING.
BUT THE ONLY AGENDA ITEM BE TRAINING IS THAT.
OKAY. SO AS LONG AS YOU'RE STILL PUBLICLY NOTICED IN THE PUBLIC COULD ATTEND IF THEY CHOSE TO.
SO AS LONG AS THEY AS LONG AS YOU HAVE A QUORUM, THAT'S FINE.
BUT IF YOU'RE CANCELING A MEETING BECAUSE YOU DON'T HAVE A QUORUM, THEN YOU CAN'T MEET AT ALL.
THAT WASN'T I DON'T THINK THAT WAS.
YEAH. SO IF THAT'S THE CASE, THEN YOU WOULD NOTICE THAT WOULD BE THE ACTUAL BUSINESS.
SO IF YOU'RE GOING TO HAVE TRAINING THEN YOU COULD GO AHEAD AND MOVE FORWARD WITH THAT TRAINING.
BUT THE AGENDA FOR THAT NIGHT WOULD BE TRAINING.
OKAY. THAT WAS MY INTERPRETATION OF OKAY.
I'D JUST LIKE TO CLARIFY THAT I WOULD ASK THAT THE BOARD LOOK AT THE ONLINE TRAINING AT THEIR LEISURE, BECAUSE AS YOU REALIZE, THERE'S SIX STAFF PEOPLE HERE AND WE HAVE TO RECORD AND AND DO THE MINUTES AS WELL.
[00:10:03]
SO IT'S A LOT OF WORK ON STAFF'S TIME.SO PLEASE TRY TO LOOK AT THE ONLINE TRAININGS FIRST AND THEN WE'LL PROVIDE TRAININGS IN THE FUTURE.
SO HOW ABOUT I SUGGEST THIS THAT BETWEEN NOW AND OUR NEXT MEETING IN THE NEXT MONTH, IF EVERYONE COULD REVIEW THAT ONLINE TRAINING AND THEN MAYBE WE COULD DISCUSS MAYBE AT THE END OF THE NEXT MEETING WHAT EVERYBODY THOUGHT AFTER THAT.
AND DO, DO WE STILL WANT ADDITIONAL TRAINING.
SO MAYBE WE'LL GIVE EVERYBODY A MONTH TO DO THAT ONLINE CLASS, SEE WHAT YOU THINK.
DO YOU STILL WANT ADDITIONAL INFORMATION AND THEN WE CAN REVISIT.
AND I WILL TURN IT OVER TO NANCY AGAIN.
SO THE APPLICATIONS ARE IN YOUR PACKAGE.
THE AGENCIES ARE ALL HERE TO ANSWER ANY QUESTIONS AND STAFF IS ALSO AVAILABLE.
I WANT TO NOTE THAT WE RECEIVED TWO ADDITIONAL APPLICATIONS.
ONE WAS FROM STREETSIDE SHOWERS.
AND THEN VOLUNTEERS OF AMERICA WAS DEEMED INELIGIBLE.
AND I JUST WANTED TO REITERATE, I HADN'T SAID THIS PREVIOUSLY, SO I APOLOGIZE IF YOU ARE A BOARD MEMBER BECAUSE IT'S CDBG FUNDS, THE FEDERAL CONFLICT OF INTEREST RULES APPLY.
OKAY. SO. AND AND IF YOU ARE REMOVED OR IF YOU LEAVE THE BOARD, THERE IS A ONE YEAR PERIOD WHICH YOUR AGENCY COULD NOT APPLY FOR.
SO I BELIEVE WHAT WE TYPICALLY HAVE DONE IN THE PAST IS THAT EVERYONE HAS REVIEWED THESE APPLICATIONS IN ADVANCE AND HOPEFULLY SCORED THEM IN ADVANCE, AND THEN WE HAVE THE AGENCIES HERE IF WE HAVE ANY QUESTIONS.
SO WOULD WE LIKE TO JUST GO DOWN THE LIST AND I'LL CALL THEM OUT.
AND IF THERE'S QUESTIONS WE CAN ASK A REPRESENTATIVE TO COME UP, DOES THAT WORK FOR EVERYONE.
YES. OKAY. SO I'M GOING TO GO OFF OF THE ORDER ON THE SCORE SHEET, WHICH I BELIEVE IS ALPHABETICAL.
SO WE HAVE AGING MATTERS IN BREVARD FIRST.
DID WE HAVE ANY QUESTIONS ON THAT APPLICATION.
AND JUST HOLLER IF I'M GOING TOO FAST.
ANYONE BREVARD ALZHEIMER'S FOUNDATION, INC..
DID WE HAVE ANY QUESTIONS ON THAT APPLICATION? I ONLY HAD ONE COMMENT.
IT SEEMED LIKE THE TRIP COSTS OF TEN BUCKS A TRIP.
THAT REALLY SEEMED REASONABLE TO ME, SO I LIKE THAT.
YEAH, THEY DO A GOOD JOB KEEPING THEIR COSTS DOWN.
DID WE HAVE ANY QUESTIONS ON THAT APPLICATION? WHICH ONE WAS THAT? CATHOLIC CHARITIES.
CENTER FOR THE VISUALLY IMPAIRED.
I JUST HAD ONE QUESTION ON THAT.
SPEAK INTO A MICROPHONE, PLEASE.
I'M SORRY. IT IT COVERS 30 PARTICIPANTS.
WHAT HOW MANY MIND PEOPLE ARE IN THE CITY OF PALM BAY? HOW PREVALENT IS THAT? DO WE HAVE A REPRESENTATIVE HERE? DO YOU WANT TO COME UP TO THE MICROPHONE? THANK YOU. AND IF YOU COULD JUST STATE YOUR NAME FOR US.
I AM THE COORDINATOR FOR OUR PROGRAM FOR INDEPENDENT LIVING SKILLS.
DOES THAT HELP? YEAH, THAT'S QUITE A FEW PEOPLE.
YES. AND YOU'RE COVERING 30 OF THEM, CORRECT.
[00:15:04]
LEVEL. SO HOW MANY APPLICATIONS HAVE YOU GOTTEN AND HAD TO TRIM DOWN TO GET 30 PEOPLE.WE HAVEN'T WE HAVEN'T TURNED ANY DOWN AT THIS POINT.
WE ACCEPT THE WAY THIS WORKS IS WE WORK WITH THE BLIND SERVICES OF FLORIDA, FLORIDA DIVISION OF BLIND SERVICES AND THROUGH OUR CONTRACT, THEY ARE THE ONES WHO RECEIVE THE MANY TIMES WE DO TOO, BUT MANY TIMES IT'S INDIVIDUALS WHO WILL BE GOING TO THEM FIRST AND THEY COMPLETE AN APPLICATION PROCESS.
AND THEN WE RECEIVE A REFERRAL FROM THE DIVISION OF BLIND SERVICES.
YOU'RE VERY WELCOME. ANY OTHER QUESTIONS ON THAT APPLICATION? SEEING NONE. OKAY.
ANY QUESTIONS ON THAT ONE? I THINK YOU'RE OFF THE HOOK.
I DON'T THINK WE HAVE ANY QUESTIONS.
YOU'RE GOOD. I APPRECIATE THE EAGERNESS, THOUGH.
OKAY. NEXT, WE HAVE FAMILY PROMISE.
I'M TRYING TO MAKE SURE I CAN SEE EVERYBODY.
GRANDPARENTS RAISING GRANDCHILDREN.
AND THEN THE SCOT BUS VOUCHER PROGRAM.
THAT'S THE CITY OF PALM BAY PROGRAM.
NANCY, WOULD YOU SHOULD WE COLLECT THE SCORE SHEETS? DO YOU WANT US TO TAKE A SHORT RECESS? DO YOU WANT US TO GO ON TO PUBLIC FACILITIES WHILE WE TALLY WHAT WOULD BE THE BEST? IN THE PAST, YOU'VE DONE THIS, THE PUBLIC SERVICES CATEGORY.
BUT IT'S REALLY UP TO THE BOARD.
OKAY, BUT DO YOU NEED TO TALLY THE SCORES? RIGHT? SO DO YOU WANT TO TAKE A FIVE MINUTE BREAK AND WHAT? TELL ME. OR YOU JUST WANT TO.
HAS EVERYBODY SCORED I JUST HAVEN'T OH NO OKAY I CAN'T YOU CAN'T FIND YOUR SCORE SHEET.
CAN I HAVE MINE BACK? AFTER YOU? OH, SORRY.
I DON'T THINK THEY SHOULD CALCULATE THEM.
YOUR AGENDA? NO, I JUST MEANT, BUT I NEVER I DID NOT PICK ONE OF THESE OUT.
I DIDN'T GIVE THEM. WE SEND THEM TO YOU CHRONICALLY.
YEAH. YEAH, I HAD ASKED FOR IT TO BE PRINTED.
SO WE'RE GOING TO I THINK WE'LL DO YOU WANT TO DO LIKE A FIVE MINUTE RECESS FOR PEOPLE TO SCORE.
AND THEN WE'LL HAND IN THE SHEET.
ASK. I'M GOING TO GO THROUGH THE AGENCIES AGAIN, AND IF I COULD JUST HAVE A REPRESENTATIVE COME UP AND JUST GIVE A QUICK TWO, THREE MINUTE, JUST OVERVIEW OF YOUR ORGANIZATION AND YOUR APPLICATION, JUST FOR OUR NEW MEMBERS, SO THAT SOME OF US ARE FAMILIAR WITH A LOT OF YOU.
BUT WE DO HAVE SOME NEW FACES TOO.
SO I'M GOING TO JUST GO BACK DOWN THE LIST AGAIN.
SO WE'LL GO WITH AGING MATTERS IN BREVARD.
IF WE COULD HAVE A REPRESENTATIVE COME UP AND JUST PLEASE STATE YOUR NAME AT THE LECTERN.
HELLO EVERYONE. I'M TOM SCHMIDINGER, CEO OF AGING MATTERS IN BREVARD.
NOW, I HAD MORE THAN TWO MINUTES WRITTEN HERE.
OKAY. AGING MATTERS IS PROVIDING SERVICES TO SENIORS SINCE 1965.
WE DO EVERYTHING WE CAN TO KEEP A SENIOR IN THEIR HOME BY PROVIDING HOME CARE SERVICES, INSTALLING RAMPS, SMOKE DETECTORS, PROVIDING TRANSPORTATION TO SENIOR TRANSERV AND BEST DRIVING VETS. WE DO A PETS ON WHEELS PROGRAM SO SENIORS DON'T HAVE TO SHARE THEIR FOOD WITH THEIR PETS.
[00:20:02]
THE BREVARD SEEING NUTRITION PROGRAM DELIVERS MEALS TO HOMEBOUND SENIORS MONDAY THROUGH FRIDAY THROUGHOUT THE YEAR, EXCLUDING HOLIDAYS.WE'RE A SAFETY CHECK THAT WE MAKE SURE THAT OUR SENIORS ARE SAFE IN THEIR HOME.
IF THEY'RE NOT THERE, WE'RE CONTACTING THE HOSPITALS.
90% OF THE TIME THEY FORGOT TO TELL US THEY WEREN'T GOING TO BE THERE.
THEY'RE AT THEIR HAIRDRESSER, THEY'RE AT A DOCTOR'S APPOINTMENT.
BUT IT'S THAT 10% OF THE TIME WHERE WE'VE.
AND, OF COURSE, THIS FOOD AND SECURITY, MAKING SURE THAT NUTRITION, THEIR NUTRITIONAL NEEDS ARE MET.
AND JUST BRIEFLY WANT TO TELL YOU A QUICK STORY IS WE HAD A 15 YEAR VOLUNTEER WHO WAS DELIVERING TO A NEW CLIENT, AND THIS IS IN PALM BAY. THE CLIENT HAD A KNOCK AND ENTER DESIGNATION BY HIS NAME.
THE VOLUNTEER KNOCKED AND ENTERED.
SHE WALKED INTO THE FAMILY ROOM AND FOUND THE MAN WAS STRUGGLING TO BREATHE.
SHE RAN FOR THE PHONE AND IMMEDIATELY CALLED 911 AND WAITED FOR THE EMTS TO ARRIVE.
THEY TOLD HER THE VOLUNTEER THAT SHE HAD SAVED HIS LIFE AND THAT SHE HADN'T ARRIVED WHEN SHE DID.
AND THOSE ARE STORIES WE HEAR AT LEAST SEVERAL TIMES A YEAR THAT WE HAVE SAVED.
FOR THE FISCAL YEAR 2024 2025, BREVARD NUTRITION PROGRAM IS ASKING FOR THE 37,800 TO SERVE MORE THAN 10,080 MEALS TO 6300 DUPLICATED SENIORS IN THE CITY OF PALM BAY.
THE INCREASE IN THE REQUEST FROM LAST YEAR'S FUNDING IS DUE TO THE LAST TWO YEARS.
WE'VE ACTUALLY YOU'VE BEEN TO THE STORE 25% INCREASES EACH YEAR.
AND, YOU KNOW, YOU SEE THE PRICES THAT YOU SEE.
AND SO WE, YOU KNOW, FOR WHAT WE SPEND, OUR BUDGET IS NOT RISING AT THE SAME RATE.
SO WE'RE FEEDING LESS PEOPLE AS WE GO.
RIGHT NOW THERE'S THE AMERICAN RESCUE PLAN IS COMING TO AN END.
WE CURRENTLY HAVE 453 CLIENTS ON THE WAIT LIST IN BREVARD COUNTY.
145 OF THOSE ARE RIGHT HERE IN PALM BAY.
SO THOSE ARE THE THINGS THAT WE'RE WE'RE COMBATING.
BY THE END OF THE YEAR, MY WAITING LIST IS GOING TO BE 650 TO 700 BY THE TIME WE GET DONE.
IN PALM BAY. AND THAT ARE DELIVERED BY 85 VOLUNTEERS TO 185 RESIDENTS.
AND WE'RE HOST OF SERVICES THAT FEED THE NEED OF OUR SENIORS.
AND IT WAS A LITTLE MORE IN TWO MINUTES. SORRY.
SO DID YOU GET ANY OTHER QUESTIONS? ANY QUESTIONS FOR AGING MATTERS IN BREVARD? SEEING NONE. THANK YOU. OKAY.
THANK YOU. THANK YOU FOR WHAT YOU DO.
NEXT WE HAVE BREVARD ALZHEIMER'S FOUNDATION, INC..
JESUS. HOW ARE YOU? ALWAYS HARD TO FOLLOW, TOM.
MY NAME IS SEAN. I'M WITH THE BREVARD RESEARCH FOUNDATION.
I'M THE OPERATIONS DIRECTOR BREVARD FOUNDATION.
CORE BUSINESS HAS ALWAYS BEEN JOE CLUB, WHICH PROVIDES ADULT DAYCARE FOR SENIORS WITH PRIMARILY WITH DEMENTIA, ALZHEIMER'S, THAT KIND OF THING. BUT WE'VE ALSO BRANCHED OUT TO OTHER SERVICES, MAINLY DUE TO COVID.
NOT ONLY TO TRANSPORTATION TO OUR DAYCARE CENTERS.
ALL, YOU KNOW, WE HAVE THREE, THREE CENTERS IN THE COUNTY.
THE SAFE RIDE PROGRAM IS NO COST TO THE INDIVIDUAL.
WE KIND OF BUFFER THINGS LIKE THAT.
[00:25:03]
THEY PROVIDE THE FOOD.SO HOMEBOUND SENIORS ARE SCREENED THROUGH THE SECOND HARVEST PROCESS, AND THEY GIVE US A LIST, AND THEN WE DELIVER THREE TIMES A MONTH TO TO THE FAMILIES.
SO THEY'LL GET A NONPERISHABLE BOX OF FOOD ONE WEEK NEXT WEEK, THEY'LL GET A PROTEIN BOX, AND THEN THE WEEK AFTER THAT, THEY WILL GET A SUPPLEMENTAL BAG OF FOOD THAT WE PROVIDE THROUGH THE THE FOOD THE SECOND HARVEST FOOD PANTRY IN BREVARD COUNTY OUR ASKED FOR THIS GRANT CYCLE WAS FOR $25,080.
AND THAT'S GOING TO GO TOWARDS OUR SAFE RIDE AND MOBILE FOOD PANTRY PROGRAM.
WE'RE HOPING TO GROW THAT TO 60 THIS YEAR.
THIS IS AT A COST, YOU KNOW, THAT WE PROVIDE AGAIN AT NO COST TO THE INDIVIDUAL.
OUR OUR DRIVERS ARE ALL PAID DRIVERS.
AND YOU KNOW, THE UNIT RATE THAT WE'RE WE'RE DOING THIS AT IS AT $10 PER TRIP.
EXCELLENT. ANY QUESTIONS? I'M SEEING NONE. THANK THANK YOU, THANK YOU.
NEXT WE HAVE CATHOLIC CHARITIES.
GOOD EVENING. GOOD TO SEE YOU.
GOOD EVENING. NICE TO SEE YOU.
THANKS FOR HAVING ME. I'M JENNIFER BRANDON.
I'M A CASE MANAGER, AND I DO LIVE HERE IN PALM BAY.
THIS IS MY COWORKER, CYNTHIA ROMERO, AND WE'RE WITH CATHOLIC CHARITIES.
I'VE BEEN HERE FOR ABOUT TWO AND A HALF YEARS.
CATHOLIC CHARITIES HAS BEEN AROUND FOR 61 YEARS.
WE OWN AND MANAGE 270 AFFORDABLE APARTMENT UNITS, SEVEN SINGLE FAMILY HOMES.
WE OPERATE FOR FREE MEDICAL AND THREE FREE DENTAL CLINICS.
UNFORTUNATELY, NONE OF THEM ARE IN THIS AREA, BUT WE'RE STARTING TO EXPAND, SO THAT'S A GOOD THING.
WHEN WE STARTED OUT, WE MAINLY FOCUSED ON CRISIS PREGNANCY COUNSELING, FOSTER CARE AND ADOPTION.
THEN WE'VE ADDED FAMILY COUNSELING AND SERVICES.
THEN WE ADDED EMERGENCY FINANCIAL ASSISTANCE.
OUR MISSION IS TO PREVENT HOMELESSNESS.
WE ALSO HELP CLIENTS SIGN UP FOR FOOD STAMPS, MEDICAID, ALL THOSE OTHER THINGS.
WE ALSO HAVE A FOOD PANTRY THAT WE HELP OUT AT WITH BLESSED SACRAMENT UP IN COCOA.
I GOT. CATHOLIC CHARITIES PROVIDED OVER 187,000 SERVICES TO PEOPLE IN NEED THROUGHOUT OUR NINE COUNTY SERVICE AREA DURING THE CALENDAR YEAR OF 2022.
I GOT HIGHLIGHTS, SO I'M NOT GOING TO GO OVER.
YOU'RE OKAY. WE HAVE DIVERSE REVENUE SOURCES, INCLUDING INDIVIDUAL AND CORPORATE GIVING, SPECIAL EVENTS, GOVERNMENT AND PRIVATE GRANT SUPPORT, UNITED WAY FUNDING AND OTHER FINANCIAL SUPPORT.
DURING THE FISCAL YEAR ENDING, 64% OF OUR SUPPORT CAME FROM INDIVIDUALS, CORPORATIONS AND FOUNDATIONS, 39% FROM GOVERNMENT SOURCES, AND 8% FROM PROGRAM FEES, AND ANOTHER 9% FROM UNITED WAY AND OTHER SOURCES.
TODAY, WE'RE ASKING TO HELP 17 FAMILY HOUSEHOLDS, 17 HOUSEHOLDS WITH EITHER RENT OR RENT AND UTILITIES, OR JUST UTILITIES AND CASE MANAGEMENT, WITH A TOTAL OF $33,250.
ANY QUESTIONS FOR CATHOLIC CHARITIES? I DO, YES, SIR.
AND I THINK YOU MAY HAVE MENTIONED IT.
ANY PLAN OVER THE NEXT YEAR OR THE NEXT FEW YEARS TO EXPAND SERVICES MORE SO IN IN THE PALM BAY AREA AS OUR AS OUR COMMUNITIES GROWING A LOT MORE DIVERSE.
A LOT OF FOLKS ARE MOVING THIS WAY FROM EITHER SOUTH FLORIDA.
ELSEWHERE FOR, FOR OBVIOUS REASON, YOU KNOW, HOUSING IS ONE.
[00:30:09]
INSTANCE. ONE OF THE BIG DEMAND DOWN THERE IS IMMIGRATION SERVICES.YES. SO THAT ACTUALLY IS GOING TO HAPPEN.
SO IT LOOKS LIKE WE MIGHT BE DOING AT OUR LADY OF LOURDES IN MELBOURNE, BUT THEY WILL HAVE AN IMMIGRATION SERVICES NOW IN BREVARD COUNTY, STARTING WHENEVER THEY GET THE GRANT MONEY. THEY'RE STARTING TO HIRE ALREADY.
AND DID YOU MENTION FACILITY LOCAL FACILITIES OR PART OF.
THEY HAVE SOME PROPERTIES THAT A CHURCH OWNED AND THEY'RE WORKING WITH THE HOUSING AUTHORITY TO CONVERT THOSE INTO THEY'RE GOING TO LOW WORKING FAMILIES PROJECTS IN, IN THE WORKS.
AND I THINK BREVARD COUNTY IS THEIR NEXT TARGET IN TERMS OF DEVELOPMENT.
FOR ME AND JEN, WE'RE NOT PART OF THAT BIG DISCUSSION.
IT'S GOING TO, YOU KNOW, I THINK EVENTUALLY, AS THE TIME GOES, THEY'RE GOING TO EXPAND IT BECAUSE THEY WANT WE WANT THEY THE GRANT IS TO COVER ALL OF BREVARD AND ORANGE COUNTY AND THEY HAVE THE FUNDING FOR IT OR THEY JUST RECEIVED IT.
SO I THINK THAT'S COMING DOWN THE PIPELINE.
IT'S JUST THAT WE DON'T HAVE THE BIG LOGISTICS THAT ENTAIL THAT AT THIS TIME.
UNDERSTAND, AND I DO APPRECIATE CONSIDERATIONS ARE BEING TAKEN IN THAT ASPECT.
I CAN TELL YOU YOU GUYS WORKING WITH OTHER ORGANIZATIONS AS WELL TO POTENTIALLY LOOKING TO SEE HOW MAYBE POSSIBLE COLLABORATION.
YOU MENTIONED OUR LADY OF GRACE.
I HAPPEN TO KNOW THE PRIEST VERY WELL.
SO. AND I KNOW THE MEN'S HEART IN MANY WAYS.
SOME OF THE THING THAT'S IMPORTANT TO THEM.
IF I CAN HELP FACILITATE THE CONVERSATION IN THAT REGARD.
THAT'S WHAT I'M SAYING. COLLABORATION.
YOU MAY NOT BE ABLE TO DO TO RELATIONSHIPS.
YOU MAY NOT BE ABLE TO TO TO REACH OUT AND GET ANSWERS.
BUT HAVING THE COLLABORATION AND BUILD FOSTER THOSE RELATIONSHIPS COULD FACILITATE THINGS.
I CAN TELL YOU IN MY POSITION AS AS DEPUTY MAYOR OF THE CITY OF GREAT CITY OF PALM BAY.
NEED FOR YOU KNOW, ADULT EDUCATION AND THINGS LIKE THAT.
SO CERTAINLY WOULD I TRULY ADMIRE THE WORK THAT YOU GUYS DO.
AND WE DO HAVE ONE HOUSING THAT'S UP AT ASCENSION MANOR FOR 55 AND UP IN BREVARD, BUT THERE'S A WAITING LIST FOR THAT. ALL THE REST OF OUR PROPERTIES THAT THEY MANAGE.
THANKS. THANKS FOR WHAT YOU GUYS DO.
THANK YOU. ANY OTHER QUESTIONS? NOPE. NO.
YOU'RE GOOD. YOU'RE GOOD. ALL RIGHT.
I'M SEEING NONE. LET'S GO ON TO CLUB ESTEEM.
MY NAME IS ELENA LITTLE, AND I'M THE EXECUTIVE DIRECTOR FOR CLUB ESTEEM.
AND CLUB ESTEEM HAS BEEN IN OPERATION FOR OVER 30 YEARS.
AND I'VE BEEN WITH CLUB ESTEEM FOR ABOUT 27 OF THOSE YEARS.
OUR FOCUS IS ON PROVIDING EQUITY THROUGH EDUCATION.
WE BELIEVE THAT EVERY CHILD DESERVES THE RIGHT TO ACHIEVE ACADEMIC AND PERSONAL EXCELLENCE, REGARDLESS TO THEIR ECONOMIC BACKGROUND, THEIR GENDER, THEIR RACE. SO WE PROVIDE INDIVIDUALIZED LEARNING TO THOSE STUDENTS TO ENSURE THAT THEY ARE BEING PROMOTED FROM ONE GRADE LEVEL TO THE NEXT, AND THAT WE ARE RAISING SUCCESSFUL LEADERS THAT GIVE BACK TO THEIR COMMUNITY.
WE HAVE APPLIED FOR FUNDING FOR 15 STUDENTS FOR OUR AFTER SCHOOL PROGRAM AND 15 DURING THE SUMMER.
IT'S ABOUT $3,500 FOR ONE CHILD TO GO THROUGH OUR PROGRAM.
[00:35:06]
AND YOU HAVE ALL OF THOSE NUMBERS IN TERMS OF THE AFTER SCHOOL COST AND THE SUMMER PROGRAM COST.WE DO OFFER OUR STUDENTS DAILY HOMEWORK ASSISTANCE, TUTORING ENRICHMENT CLASSES LIKE SCOUTS, GIRL SCOUTS COLLEGE READINESS PERFORMING ARTS.
WE OFFER STEM AND STEAM A FOR THE ART.
RIGHT? OUTDOOR ACTIVITIES, DAILY NUTRITIONAL MEALS, FINANCIAL LITERACY CLASSES, CHARACTER EDUCATION AND MIND GROWTH DEVELOPMENT. YOUTH EMPLOYMENT OPPORTUNITIES DURING OUR EIGHT WEEK SUMMER PROGRAM.
AND ALSO DURING THE SCHOOL YEAR.
AND SO IT IS A COVETED POSITION.
THEY ARE PLACED IN A LEADERSHIP ROLE, AND THEY ASSIST US IN TUTORING OUR YOUNGER STUDENTS.
SO THAT HAS MADE A HUGE DIFFERENCE IN TERMS OF BEING ABLE TO HELP OUR FAMILIES MAKE ENDS MEET AND ALSO PRODUCE SOME OF THE OUTCOMES THAT YOU ALL HAVE BEFORE YOU. OUR STUDENTS ALSO ARE INVOLVED WITH SERVICE LEARNING PROJECTS, SO IT'S AN OPPORTUNITY FOR THEM TO FULFILL THEIR SERVICE LEARNING REQUIREMENTS BECAUSE THE MAJORITY OF OUR STUDENTS DO ENROLL IN COLLEGE.
AND SO THAT'S SOMETHING THAT BRIGHT FUTURES AND A LOT OF THE SCHOLARSHIPS ARE REQUIRING.
AND BESIDES THAT, IF THEY DIDN'T, CLUB ESTEEM DOES SO.
BUT I WILL READ OFF A COUPLE OF THOSE SUCCESS OUTCOMES.
WE HAD 12 HIGH SCHOOL GRADUATES IN 2023.
SEVEN OF THEM GRADUATED AT THE TOP 20% OF THEIR CLASS.
THREE OF THEM LED THE COMMENCEMENT EXERCISES.
OUT OF THE FIVE THAT WERE AT PALM BAY HIGH SCHOOL.
SO AGAIN, CLUB ESTEEM PROVIDES HOPE.
AND A LOT OF OUR WORK IS DONE WITH CHARACTER BUILDING.
MANY OF OUR STUDENTS ARE FIRST GENERATION COLLEGE STUDENTS AND OVER 90% MATRICULATE.
EXCUSE ME. FIRST GENERATION COLLEGE GRADUATES, OVER 90% MATRICULATE INTO COLLEGE.
AND SO WE ARE LOOKING AT NOT ONLY ENDING CHILDHOOD POVERTY BUT INCREASING GENERATIONAL WEALTH.
WE HAVE THE GAP REPORT, AND AND OVER ALMOST 15% OF THE CHILDREN IN BREVARD COUNTY LIVE IN POVERTY.
AND THE THIRD GRADE READING LEVEL IS 58%.
AND FOR US, EVERY SINGLE YEAR, WE HAVE OVER 80% OF OUR STUDENTS.
THAT'S FIRST THROUGH 12TH THAT ARE READING ON GRADE LEVEL.
SO WE DO HAVE REMEDIAL STEPS AND PROCESS.
AND SO IF A CHILD IS NOT READING ON A THIRD GRADE READING LEVEL, WE CONTINUE TO WORK WITH THOSE STUDENTS TO GET THEM WHERE THEY NEED TO BE, WORK ON THEIR MASTERY SKILLS, AND MAKE SURE THAT THEY MAKE IMPROVEMENT AND LESSEN THOSE GAPS THAT WE ARE SEEING.
WE'RE EXCITED TO REPORT THAT WE ARE NOW IN PALM BAY.
SO WE HAVE OUR MAIN SITE AT THE CLUB'S YOUTH AND FAMILY CENTER IN MELBOURNE.
AND NOW WE ARE OPERATING AT THE US COASTAL GUARD SITE.
SO I'M SUPER EXCITED ABOUT THAT BECAUSE CLUB ESTEEM IS LOOKING AT SETTING UP SATELLITE LOCATIONS.
SO NOW WE HAVE FOUR LOCATIONS.
WE HAVE STUDENTS THAT ARE IN OVER 20 SCHOOLS.
SO WE ARE PARTNERING WITH THE PALM BAY, THE GREATER PALM BAY CHAMBER OF COMMERCE, AS WELL AS THE CITY OF PALM BAY, TO BE ABLE TO MAKE SURE THAT OUR STUDENTS ARE SUCCESSFUL.
OUR STUDENTS ARE GRADUATING ON TIME.
OUR STUDENTS ARE MAKING A DIFFERENCE IN THE COMMUNITY.
ARE THERE ANY QUESTIONS FOR ME? BECAUSE I CAN GO ON AND ON AND I KNOW JUST I KNOW YOU DON'T WANT THAT.
SO SUPER EXCITED, SUPER EXCITED TO HEAR THAT YOU GUYS HAVE A LOCATION IN PALM BAY.
DID NOT KNOW THAT. I'M GLAD THAT YOU SAID THAT.
IT WAS. MY ONLY CONCERN WAS HOW ARE THEY GETTING THERE? BUT YEAH.
SO WE'RE THE TEAM DOES AMAZING THINGS WITH KIDS.
THEY THEY REALLY DO AMAZING THINGS WITH KIDS.
I WAS JUST GOING TO SAY, I KNOW YOU HAVE A LONG STANDING HISTORY WITH THE CITY OF MELBOURNE, AND I'M REALLY GLAD TO HEAR THAT, THAT YOU'RE BRANCHING OUT TO THE CITY OF PALM BAY. ME TOO. YEAH, THAT'S VERY EXCITING.
CERTAINLY. I'D LIKE TO ECHO EVERYTHING THAT'S BEEN SAID AND YOU KNOW.
THANK YOU. I APPRECIATE THAT, MY GIRL.
AS A RESIDENT OF PALM BAY, TOO, I APPRECIATE THAT.
[00:40:01]
SO. YEAH. WHICH IS GREAT.ANY OTHER QUESTIONS? I WAS JUST GOING TO SAY WE DO APPRECIATE ALL OF YOUR HARD WORK.
THANK YOU, THANK YOU, I APPRECIATE IT.
ALL RIGHT. NEXT, WE HAVE CONKLIN DAVIS CENTER FOR THE VISUALLY IMPAIRED.
WE DID TAKE SOME QUESTIONS FROM THEM EARLIER.
DO WE HAVE DO WE WANT TO A LITTLE MORE INFORMATION OR.
AND SHE. ANY OTHER QUESTIONS? I WAS GOOD WITH HER.
ANY OTHER QUESTIONS FOR HER? NO. OKAY. I THINK YOU'RE GOOD.
GOOD EVENING. GOOD EVENING, MADAM CHAIR.
AND I'M HERE WITH ASSISTANT ADMINISTRATOR, WHICH IS OUR BRENDA SPURLOCK.
SO WE ARE HERE ON BEHALF OF THE ESSER BIBLE COLLEGE AND THEOLOGICAL SEMINARY.
WE HAVE ONE OF OUR PROGRAM IS CALLED THE SECOND CHANCE, WHICH IS ALTERNATIVE TO INCARCERATION.
WE BELIEVE THAT EVERYONE NEEDS A SECOND CHANCE, AND WE ARE OFFERING EDUCATION TO THOSE WHO FIND THEMSELVES ON THE OTHER SPECTRUM OF THE LAW TO GIVE THEM A SECOND CHANCE TO GET BACK INTO COMMUNITY.
HOWEVER GOING BACK TO WHEN OUR.
LAST PRESIDENT, PRESIDENT DONALD TRUMP, WAS IN THE WHITE HOUSE.
HE THIS WAS A LEGISLATIVE ACT, I BELIEVE.
AND AM I CORRECT? AND IT'S CALLED THE SECOND CHANCE PROGRAM.
MR. TRUMP ALSO BELIEVE THAT PEOPLE IN THE SECOND CHANCE, AND THOSE WHO HAD BEEN INCARCERATED TO GIVE THEM A SECOND CHANCE TO HELP THEM AND SEND THEM BACK IN SOCIETY.
MOST PEOPLE, I BELIEVE, DON'T EVEN REALIZE THAT MR. TRUMP HIMSELF AND HIS ADMINISTRATION.
I'M LOOKING FOR IT SO I CAN GIVE YOU THE EXACT WHERE IS IT? I HAVE IT HERE.
SO THE FIRST THE FIRST STEP ACT IS A LANDMARK CRIMINAL JUSTICE REFORM LEGISLATION ENACTED IN THE UNITED STATES ON DECEMBER 21ST OF 2018. THIS BAR BIPARTISAN LEGISLATION REPRESENTS A SIGNIFICANT SHIFT IN THE APPROACH TO CRIMINAL JUSTICE, AIMING TO ADDRESS ISSUES SUCH AS MASS INCARCERATION AND ENHANCED REHABILITATION EFFORTS WITHIN THE FEDERAL PRISON SYSTEM.
ONE OF THE KEY PROVISIONS OF THE FIRST ACT IS THE EXPANSION OF PROGRAM DESIGN TO REDUCE CRIME.
I CAN GO ON AND ON, BUT IF YOU LOOK IT UP, YOU'LL ACTUALLY FIND IT.
SO THE ALTERNATIVE INCARCERATION HAVE BEEN IN EXISTENCE SINCE 2010.
NOW THE THEOLOGICAL SEMINARY BEEN IN EXISTENCE FOR SEVEN YEARS.
SO WE'RE TRYING TO GIVE THESE YOUNG PEOPLE A SECOND CHANCE.
SO HOW DO WE HELP THEM? AND IN HELPING THEM, WE'RE HELPING OUR COMMUNITY AT LARGE.
SO WE BELIEVE IN EDUCATION INSTEAD OF INCARCERATION.
AND WE'RE TRYING TO SEEK FUNDS.
HOW WE CAN HELP IN ACCOMPLISHING OR ACHIEVING THIS GOAL.
SO I'M GOING TO HAVE BRENDA SPEAK A LITTLE BIT MORE TO YOU, PLEASE.
SO OUR SECOND CHANCE PROGRAM HAS A NUMBER OF OPTIONS.
AND ONE OF THE THINGS THAT WE'VE BEEN DOING IS ASSISTING WITH LEGAL FEES.
AND THE SCHOOL HAS BEEN DOING THAT WITH SUPPORT FROM OUR, OUR CHURCH THAT SPONSORS THE PROGRAM.
AND 100% OF THE FUNDS COMES FROM THE CHURCH.
THE SERVICE IS FREE TO ALL THE PARTICIPANTS.
AND BASICALLY WE HAVE ADVOCATES AT THE SCHOOL THAT WILL ADVOCATE FOR THEM DURING THEIR COURT HEARING AND SOMETIMES HAVE THEM BE IN A PROGRAM AS PART OF THEIR PROBATION.
WE HAVE TWO PARTS OF THE PROGRAM.
THE OTHER PART WAS WHERE WE INTENDED TO SUBSIDIZE THEIR EDUCATION FOR THEM TO BE IN THE SEMINARY.
[00:45:03]
SO WE HAD ONLY APPLIED FOR LEGAL FEES FOR AN ADVOCACY FOR 1010.AND WE HAVE A PER UNIT COST OF 500, AND THAT'S AN AVERAGE COST.
SOMETIMES WE IF FUNDS ARE AVAILABLE, WE CAN ASSIST THEM WITH MORE THAN THAT.
SO BECAUSE THE OTHER PORTION OF OUR, OUR PROPOSAL IS NOT ELIGIBLE FOR FUNDING, WE WANTED TO KNOW IF WE COULD INCREASE THAT NUMBER FROM TEN TO, TO YOU KNOW, IN ORDER TO ASSIST MORE, MORE PARTICIPANTS IN THE PROGRAM.
THERE WAS ONE SUCH PERSON LAST YEAR AGO.
LAST YEAR. ANYWAY, HE WAS ARRESTED IN THE PARKING LOT OF WALMART.
WALMART. OF COURSE, HE WAS NOT GUILTY.
AND THEY CAME TO THE PROGRAM TO SEEK HELP.
SO WHAT WE DO, WE GO OUT TO THE COURT TO ASSIST, AND WE HELP IN SOME OF THE ATTORNEY'S COSTS.
AND TO MAKE A LONG STORY SHORT, THEY HELPED THAT WE'D GIVEN TO THE FAMILY.
WAS SUCCESSFUL AND THE YOUNG MAN WAS FOUND NOT GUILTY.
HE'S RIGHT NOW ATTENDING BREVARD COMMUNITY COLLEGE.
SO HAD WE NOT BEEN THERE, WOULD HAVE BEEN OVER FOR HIM.
AND THERE ARE MANY OTHER YOUNG PEOPLE IN THIS COMMUNITY THAT NEEDS HELP.
I BELIEVE, RATHER THAN INCARCERATION.
IT COSTS MORE TO INCARCERATE SOMEONE THAN TO KEEP THEM OUT HERE.
ANY QUESTIONS? I'M SEEING THEM. THANK YOU.
I'M THE EXECUTIVE DIRECTOR OF FAMILY PROMISE OF BREVARD, AND NEXT TO ME IS MARK SEXTON.
HE'S THE DIRECTOR OF PROGRAMS. I WAS THE FIRST EMPLOYEE OF FAMILY PROMISE OF BREVARD TEN YEARS AGO.
AND MARK'S BEEN WITH OUR ORGANIZATION FOR NINE YEARS.
WE LEVERAGE THE STRENGTHS OF OUR COMMUNITY TO HELP FAMILIES FACING A HOUSING CRISIS.
WHEN WE BEGAN TEN YEARS AGO, WE STARTED WITH OUR EMERGENCY SHELTER PROGRAM.
WE ACTUALLY ORGANIZED OUT OF PALM BAY FROM LOCAL PASTORS THAT CAME TOGETHER BECAUSE THEY STARTED TO SEE A GROWING RATE OF FAMILIES THAT WERE DISPLACED AND HAD NO PLACE TO GO, ESPECIALLY FOR FAMILIES WITH FATHERS AND MALE CHILDREN OVER 12.
SINCE THEN, WE'VE GROWN FROM EMERGENCY SHELTER TO ADDING STABILIZATION AND PREVENTION PROGRAMS BECAUSE IT'S MUCH MORE COST EFFECTIVE FOR THE FAMILY, FOR OUR COMMUNITY, AND MUCH LESS TRAUMATIC FOR A FAMILY TO PRESERVE IN THE HOUSING THAT THEY HAVE THAN TO COME INTO SHELTER.
SO I WENT TO OUR BOARD AND I SAID WE SHOULD STOP DOING SHELTER IF AT ALL POSSIBLE.
BUT THAT'S NOT POSSIBLE BECAUSE WE'LL ALWAYS NEED SHELTER.
BUT IF WE COULD REALLY RAMP UP OUR EFFORTS TO KEEP FAMILIES AND HOUSING, LET'S DO THAT AT ALL COSTS.
THAT'S WHERE THE BEST INTERVENTIONS FOR HOUSING PRESERVATION LIE FOR THE FUTURE.
SO IN THE 2020, WHEN THE PANDEMIC HIT, WE HAD GROWN INTO THOSE THREE PROGRAMS AND IT BECAME REALLY CLEAR THAT WE WERE NOT GOING TO MAKE IT THROUGH THE PANDEMIC WITHOUT THINKING STRATEGICALLY IN A DIFFERENT DIRECTION.
BECAUSE A NONPROFIT SECTOR IS FIERCE AND MIGHTY.
YOU'VE MET THEM. THEY'RE HERE TODAY.
WE NEED A MULTI-SECTOR APPROACH TO ADDRESSING POVERTY, WHICH HOUSING AND HOMELESSNESS.
HOMELESSNESS IS A SYMPTOM OF POVERTY.
SECOND AND THIRD ZIP CODES ARE 32901 AND 32905.
[00:50:01]
FIREHOUSE THAT WAS SLATED FOR DEMOLITION, A 50 YEAR OLD FIREHOUSE RIGHT BEHIND THE WATER TOWER.AND WE WENT TO THE CITY, ASKED IF THEY WOULD DONATE IT TO US, AND IN TURN, WE WOULD TURN IT INTO A SERVICE HUB WHERE WE COULD BRING TOGETHER UNDER THE SAME ROOF, HOUSING, HEALTH CARE, CHILD CARE, CAREER AND EDUCATIONAL OPPORTUNITIES FOR FAMILIES TO EARN A HIGHER LIVING WAGE IN ONE LOCATION.
IN 2020, CITY OF COCOA DONATED IT.
WE LEVERAGED THAT DONATION TO BRING IN A LARGE FEDERAL GRANT TO RENOVATE IT.
AND THEN WE BROUGHT IN BREVARD HEALTH ALLIANCE, EARLY LEARNING COALITION, CAREERSOURCE ELEVATE BREVARD, WHICH ORGANIZES EASTERN FLORIDA STATE COLLEGE, BREVARD PUBLIC SCHOOLS JUNIOR ACHIEVEMENT, OTHER ENTITIES THAT OFFER EDUCATION AND TRAINING.
AND THEN, OF COURSE, OUR THREE CORE PROGRAMS OF SHELTER, STABILIZATION AND PREVENTION.
SO THE MODEL WORKS, AND OUR ULTIMATE GOAL IS TO BRING IT TO OTHER MUNICIPALITIES, LIKE THE CITY OF PALM BAY, TO SAY, WHAT BUILDING DO YOU HAVE THAT WE COULD HELP RENOVATE INTO A SERVICE HUB FOR PALM BAY? BUT TODAY I'M HERE ASKING FOR SUPPORT IN PROGRAMS THAT DO SERVE PALM BAY RESIDENTS.
WE CURRENTLY SERVE OUT OF OUR LOCATION IN COCOA.
20% OF THOSE 2500 ARE FAMILIES THAT ARE IN PALM BAY.
WE DO HAVE COMMUNITY BASED SERVICES SO THAT THEY ARE DELIVERED HERE IN YOUR CITY.
THESE ARE FOR HOUSING PREVENTION.
EXCUSE ME, EVICTION PREVENTION SERVICES AND HOUSING STABILITY, WHICH INCLUDE OUR KEYS TO GOOD TENANCY MODULES THAT FOCUSES ON BUILDING TENANCY EDUCATION, UNDERSTANDING RENTERS RIGHTS, WORKING TOWARDS HOME OWNERSHIP, BUDGETING BASIC UNDERSTANDING OF THAT SHORT TERM AND LONG TERM GOAL SETTING FOR THAT FAMILY.
AND THIS WILL BE DELIVERED TO 20 FAMILIES, ROUGHLY 50 PARTICIPANTS.
ANY QUESTIONS YOU MIGHT HAVE FOR ME? I HAVE A QUESTION, BUT IT'S NOT FOR YOU GUYS.
I WAS LOOKING AT THIS AND IT SAID THAT THE THE PRIORITY WAS NO.
BUT I THOUGHT AT THE LAST MEETING WE HAD MADE TENANT EDUCATION A HIGH PRIORITY.
AM I READING THAT WRONG? WE PRIORITIZE YOUTH SERVICES, TRANSPORTATION SERVICES, SENIOR SERVICES, TENANT LANDLORD COUNSELING, RENTAL HOUSING, SECURITY DEPOSITS, MENTAL HEALTH SERVICES. THAT'S THIS.
THIS IS TENANT EDUCATION, CORRECT? NOT EXACTLY.
OKAY, SO OUR SERVICES ARE NOT HUD HOUSING COUNSELORS.
IN FACT, CHAI IS THE ONLY AGENCY IN THE COUNTY THAT HAS HUD HOUSING COUNSELORS.
SO THAT'S WHY WE HAD TO ACTUALLY ADJUST AND CHANGE IT TO THE OTHER SERVICES.
ANY OTHER QUESTIONS? SEEING NONE. THANK YOU.
THANK YOU FOR WHAT YOU'RE DOING.
NEXT WE HAVE GRANDPARENTS RAISING GRANDCHILDREN.
HELLO. MY NAME IS MARY ANNE STIRLING AND I'M A GRANDPARENTS RAISING GRANDCHILDREN.
AND THIS IS NATASHA WALSHAW, ASSISTANT DIRECTOR.
AND WE TRY TO GIVE THEM AS MANY SERVICES AS WE CAN TO KEEP THESE CHILDREN IN SAFE, STABLE HOMES.
AND WHAT NATASHA IS GOING TO DO FOR YOU NOW IS TELL YOU WE PROVIDE 13 SERVICES.
AND I JUST FOUND OUT THAT THERE'S NOT ANOTHER ORGANIZATION FOR GRANDPARENTS IN THE UNITED STATES.
THEY GIVE SUPPORT GROUPS, BUT THEY DON'T PROVIDE THE SERVICES THAT WE PROVIDE.
NATASHA, WHY DON'T YOU TELL THEM WHAT WE DO? SO WE PROVIDE LEGAL WELL, WE PROVIDE ASSISTANCE FOR LEGAL SERVICES FOR THE GRANDPARENTS BECAUSE THEY GET THE CHILDREN, THEY DON'T HAVE THE CORRECT PAPERWORK, THEY
[00:55:02]
CAN'T ENROLL THEM INTO SCHOOL AND THEY CAN'T TAKE THEM TO THE DOCTOR.SO THEY'RE DOING SOMETHING ILLEGAL BY NOT HAVING THE PAPERWORK.
AND OF COURSE, THEY CAN'T AFFORD IT.
WE ALSO HELP WITH IF THE KIDS.
WE HAVE AN HONOR ROLL WHERE WE GIVE THEM A $25 GIFT CERTIFICATE TO WALMART OR TARGET.
WE HELP WITH CHRISTMAS PRESENTS FOR THE KIDS.
WE HELP WITH THANKSGIVING FOR THE FAMILIES.
AND WE HELP WITH SUMMER CAMPS.
AND WHAT WE'RE ASKING? OH, WE HAVE A TARGET TRAINING PROGRAM WHERE WE GET PEOPLE FROM THE COMMUNITY THAT.
THESE PEOPLE WOULD NEED SERVICES FROM.
IT'S THE ONE TIME YOU GET TO TALK TO A LAWYER FOR FREE.
SO AND THEN WE WE HAVE SIX SUPPORT GROUP MEETINGS THROUGHOUT THE MONTH.
IT'S A DIFFERENT I TELL YOU, IT'S DIFFERENT NOW.
YOU TAKE AWAY A CHILD'S PHONE AND IT'S XBOX AND YOU THINK THEY'RE GOING TO DIE.
I DON'T THINK PEOPLE REALIZE 2000 KIDS WE'RE HELPING RIGHT NOW, AND WE HOPE TO CONTINUE TO DO THAT.
THANK YOU. I HAD A COWORKER SEVERAL YEARS AGO THAT ENDED UP WITH CUSTODY OF HER GRANDCHILD, AND SHE YOU GUYS ASSISTED HER AND HELPED HER NOT ONLY WITH THE LEGAL SIDE, BUT THE OTHER SERVICES THAT WERE AVAILABLE, LIKE WICK AND HEAD START.
IF YOU DON'T MIND, I'D LIKE TO BRAG A BIT.
YEAH, MY GRANDSON WHEN HE WAS SIX.
OKAY. TO TELL YOU HOW LONG I'VE BEEN DOING THIS.
HE'S 40 NOW. OH, AND JUST MADE ME A GREAT GRANDPARENT.
AND HE'S ON OUR BOARD OF DIRECTORS.
I THINK WE'VE BEEN HAD SOME SUCCESS.
YEAH, IN OUR ORGANIZATION TOO.
THANK YOU. DEFINITELY. THANK YOU FOR WHAT YOU'RE DOING.
MARYANNE WAS NAMED WOMAN OF THE YEAR.
YES, I READ THAT ARTICLE AND I SAID, I KNOW HER.
THANK YOU VERY MUCH. YOU HAVE ANY QUESTIONS? ANY QUESTIONS? YOU GUYS DO GREAT WORK.
ALL RIGHT. NEXT WE HAVE GREATER MELBOURNE POWELL.
MY NAME IS RUFUS WILLIAMS. I'M THE PRESIDENT OF THE GREATER MELBOURNE POLICE ATHLETIC LEAGUE.
I THINK WE STARTED WITH YOU ALL MENTORING 18 KIDS, STUDENTS AND A SUMMER CAMP.
THIS YEAR, WE'RE ACTUALLY MENTORING 25 PALM BAY KIDS.
SO RIGHT NOW WE'RE IN PORT MALABAR ELEMENTARY.
WE'RE WORKING WITH THE MIDDLE SCHOOL, PALM BAY KIDS AT STONE AND PALM BAY ELEMENTARY.
SO CURRENTLY WHAT WE'RE DOING IS 25 KIDS, SOME SOME OF THEM WE MENTOR OUTSIDE OF THE SCHOOL SYSTEM.
BUT THE BIGGEST REQUEST FOR KIDS MENTORING THAT WE HAVE IS ACTUALLY THROUGH THE SCHOOL SYSTEM.
AND SO WE HAVE GROWN OUR NUMBER OF PEOPLE THAT ARE ALLOWED TO GO INTO THE SCHOOL SYSTEM, WORK WITH THE KIDS, TALK TO THE KIDS, AND THE GOAL IS TO KEEP THE KIDS IN SCHOOL, NOT TO GET, YOU KNOW, WE HAVE ALL KINDS OF ISSUES, PROBLEMS THAT KIDS ARE BRINGING FROM HOME TO SCHOOL.
IT'S NOT ALWAYS THE SAME SET OF KIDS, BUT THEY ACTUALLY WORK WITH US.
THEY GIVE US THE KIDS AND THINGS LIKE THAT.
SO WE HAVE A LOT OF OTHER PROGRAMS THAT ARE GOING THAT WE HAVE GOING ON.
[01:00:01]
SO THERE'S A NATIONAL GRANT THAT'S GIVEN TO THE PARENT ORGANIZATION.THEY HELP DEFINE THE MENTORING PROGRAM.
AND ACTUALLY, DURING THE SUMMERS, I THINK I'VE MENTIONED TO SOME OF YOU ALL BEFORE THAT DURING THE SUMMERS, THEY SELECT KIDS AND BRING THEM INTO WASHINGTON, D.C., THE CAPITAL TOURS AND ALL THOSE KIND OF THINGS.
SO IT'S KIND OF A CARROT FOR THE KIDS TO WORK HARD TO ACTUALLY DO IT.
HAVEN'T DONE IT THE LAST COUPLE OF YEARS DUE TO COVID REASONS, BUT BEFORE IT WAS ONE OF THOSE THINGS WHERE THE KIDS ACTUALLY GOT TO GO TO WASHINGTON TOURS, DIFFERENT THINGS AND THINGS LIKE THAT. SO THAT'S WHAT WE WORK WITH EVERY YEAR TO SELECT THE KIDS, AND THEN WE HAVE SOMEONE TO ACTUALLY GO UP AND BE WITH THEM.
WE HAVE DOCTOR SHACKLEFORD, THAT AND ADMINISTRATOR AT THE UNIVERSITY SYSTEM.
HE'S ONE OF OUR COUNSELORS THAT ACTUALLY GOES INTO THE STONE SCHOOLS.
THEN WE HAVE OTHER ONES THAT GO INTO THE ELEMENTARY SCHOOLS.
WE HAVE A LOT OF PARTNERSHIPS WITH OTHER ORGANIZATIONS THAT WE LEVERAGE FOR ALL OF THE THINGS WE DO.
BUT FOR THIS YEAR, WE'RE REQUESTING 27.
WE HAVE 25 THIS YEAR THAT WE'RE MENTORING OF PALM BAY.
WE'RE GROWING IT IN THIS GRANT THAT WE'RE REQUESTING NOW, WANTING TO GROW IT UP TO 27 KIDS.
ANY QUESTIONS? OKAY. THANK YOU.
THANK YOU FOR WHAT YOU'RE DOING.
ALL RIGHT. NANCY, DO YOU WANT TO GIVE US A QUICK TWO MINUTES ON THE SCAT BUS VOUCHER PROGRAM? SO THE CITY PROVIDES WORKING WITH SPACE COAST TRANSIT.
WE OFFER TEN DAY RIDES WHICH ARE NORMALLY $12, AND 30 DAY RIDE PASSES, WHICH ARE $42, BECAUSE WE PURCHASE IN BULK WHERE WE GET A 50% REDUCTION. WE JUST STARTED THE PROGRAM THIS MONTH.
AND EVE PASSED OUT A FLIER FOR YOU ALL.
ALL THEY HAVE TO DO IS USE THEIR PHONE.
THE APPLICATIONS THERE FILL IT OUT.
SO IT'S DIFFICULT FOR THEM TO COME TO CITY HALL.
SO I'M MAKING A SHAMELESS PLUG FOR ANY NONPROFIT THAT WANTS TO PARTNER WITH THE CITY.
AND THEN EVERY 30 DAYS THEY'RE ABLE TO PICK UP ANOTHER BUS VOUCHER.
AND IT ALL COMES DIRECTLY TO US.
AND I KNOW A LOT OF YOUR NONPROFITS ARE ARE REALLY IN AREAS WHERE THEY CAN WALK TO AND ALREADY.
SO THAT'S MY SHAMELESS PLUG FOR A SHAMELESS PLUG.
VERY, VERY. THAT'S EXACTLY WHAT I WAS GOING TO SUGGEST.
EXCELLENT. I'M VERY EXCITED TO SEE HOW THAT PROGRAM WORKS OUT I AM TOO.
SO. DIDN'T YOU NEED SCORE SHEETS FROM THE SCORE SHEETS? AND I JUST WANTED TO MENTION, BECAUSE WE HAVE OUR FINANCE DEPARTMENT REVIEW, THE FINANCIAL PART, THE AUDIT AND STUFF LIKE THAT, WE, THE STAFF HAS ALREADY SCORED THAT SECTION, WHICH IS HIGHLIGHTED IN G.
AND THEN WE'VE ALSO SCORED THE PAST PERFORMANCE WITHIN THE STAFF SUMMARY.
THERE IS A SUMMARY OF THE PAST PERFORMANCE, PARTICULARLY LIKE AGENCIES THAT DO NOT EXPEND ALL OF THEIR FUNDS OR DID NOT PROVIDE SERVICES TO THE NUMBERS THAT THEY HAD.
WE ALSO LOOKED AT PERHAPS MAYBE THEY WERE FUNDED THROUGH CITY OF MELBOURNE OR BREVARD COUNTY.
AND SO THAT'S HOW WE WEIGHTED IT.
OKAY. DO WE WANT TO TAKE A FIVE MINUTE RECESS FOR TEN? OKAY. SO WE'RE GOING TO TAKE A TEN MINUTE RECESS JUST TO TALLY THE SCORES.
SO WE WILL RECONVENE I'M GOING TO SAY 720.
AND THEN WE'LL JUST KIND OF GO THROUGH THOSE QUICKLY.
[01:05:01]
LOST MY SCORE SHEET.ALL RIGHT. I'M I'M GREG MINER.
I'M THE PARKS AND FACILITIES DIRECTOR FOR FOR PALM BAY.
AND WE HAVE SUBMITTED A TOTAL OF FIVE PROJECTS THAT WE'RE REQUESTING FUND FUNDING TO COME UP TO 484,006 79.
AND THERE'S BEEN A LITTLE BIT OF CHANGE IN THIS WORKSHEET SINCE WE SUBMITTED BECAUSE PRIMARILY WE'RE FOCUSING ON HAVING A NEW HEATER INSTALLED DOWN THERE.
AS YOU KNOW, PALM BAY AQUATIC CENTER THE POOL IS HEATED.
WHILE ABOUT TEN DAYS AGO, THE HEATER FINALLY DIED AFTER ALMOST 15 YEARS.
SO WE ACTUALLY HAVE A NEW HEATER ON ORDER, AND I BELIEVE IT HAS A SHIP DATE OF MARCH 2ND.
SO WE WOULD BE TAKING IF WE RECEIVED FUNDING FOR THIS PROJECT, WE WOULD BE ELIMINATING THE MONIES FOR THE HEATER.
BUT, I MEAN, THERE'S OTHER ITEMS DOWN THERE AT THE POOL THAT WE WOULD LIKE TO ADD, BUT BUT RIGHT NOW, THE WHEN THE PACKAGE WAS SUBMITTED, THE POOL HEATER WAS WORKING, SO, SO THAT'S PROJECT NUMBER ONE PROJECT NUMBER TWO IS A NEW PLAYGROUND AT VICTORIA PARK.
PLAYGROUND. THE EXISTING PLAYGROUND IS GETTING CLOSE TO THE END OF ITS LIFESPAN.
ITEM NUMBER THREE IS BILL MADDEN PARK.
THIS WHAT WE PROPOSE TO DO IS AT THE PARK, THERE'S AN EXISTING PAVILION AND ALSO ENCLOSED RESTROOM AREAS. OUR INTENT IS TO REPLACE THE WOOD SIDING THAT'S CURRENTLY ON IT NOW WITH A HARDY BOARD PLANK SIDING.
WE'RE ALSO WANT TO DO MAJOR RENOVATIONS TO TO THE RESTROOMS. THE MAJORITY OF THE CITY OF PALM BAY'S RESTROOMS HAD UP TO ABOUT TWO AND A HALF YEARS AGO, HAVE CONCRETE FLOORS AND CONCRETE WALLS.
AND WHAT WE PROPOSE TO DO, GO IN AND PUT ALL NEW CERAMIC TILE ON THE FLOORS AND THE WALLS, ALL NEW PLUMBING FIXTURES, TOILETS, URINALS, NEW LIGHTING SYSTEMS AND NEW PARTITIONS.
THE FOURTH ITEM IS LIBERTY PARK SOFTBALL COMPLEX FIELDS AND BASKETBALL LIKE RENOVATION FOR THE EXISTING MEMBERS.
AS YOU RECALL, WE RECEIVED FUNDING FOR LIBERTY PARK LAST YEAR ALSO, AND WHAT WE WERE ABLE TO DO WITH THE FUNDING FOR LAST YEAR, WE WERE ABLE TO COMPLETELY REPLACE A BASKETBALL COURT, TOOK IT DOWN, TOOK IT OUT BECAUSE IT ALSO REACHED ITS LIFESPAN.
WE ALSO REPLACED OVER 1200 LINEAL FEET OF BROKE AND CRACKED SIDEWALK WITHIN THE PARK.
SO THIS WHAT WE'RE REQUESTING NOW IS THIS FUNDING WILL INVOLVED REPLACING ALL THE FABRIC CHAIN LINK FENCING ON THE BACKSTOPS.
PLUS OUR INTENT IS TO RENOVATE TWO OF THE CURRENT CLAY FIELDS ALONG WITH LED LIGHTING FOR THE BASKETBALL COURT.
AND THE LAST ITEM IS THE RIVIERA PARK TENNIS COURT REPLACEMENT.
THE TENNIS COURT OUT THERE HAS ALSO MET ITS LIFESPAN, AND OUR INTENT IS TO TAKE THE TENNIS COURT OUT, HAVE IT REPLACED. NOT ONLY AS A TENNIS COURT, BUT AS YOU PROBABLY KNOW PICKLEBALL IS PROBABLY ONE OF THE MOST POPULAR SPORTS THERE NOW IS IN THE NATION.
IN FACT, ANYTIME WE REDO A NEW TENNIS COURT, WE ASK, WE ADD PICKLEBALL LINES.
SO WE GET BANG FOR THE BUCK FOR NOT ONLY A TENNIS COURT, BUT ALSO PICKLEBALL COURTS.
SO PICKLEBALL SOMETHING IT IS.
[01:10:04]
IT'S VERY, VERY, VERY POPULAR.WHO WOULD HAVE THOUGHT? ARE YOU ADDING PICKLEBALL TO FRED LEE, TOO? YES, YES. HUM.
RIGHT. IN FACT, THAT THAT COURTS WE JUST TOOK IT OUT AND IT'S.
YEAH. HAVING A NEW COURT PUT THERE.
THAT'S GOING TO BE NICE. YEAH.
PICKLEBALL. I CAME OUT OF NOWHERE.
IF IF I HAVE TIME, WOULD I LIKE TO POINT MANY OF THESE PROJECTS? WE SELF-PERFORM LABOR IN-HOUSE.
SO THE FUNDING THAT WE GET GET FROM YOU, YOU REALLY GET A BIGGER BANG FOR YOUR BUCK.
AND LET ME GIVE YOU AN EXAMPLE.
ALSO, LAST YEAR'S FUNDING, WE RECEIVED FUNDING FOR VETERANS PARK.
AND WE ENDED UP RENOVATING FOUR COMPLETE BATHROOMS TO INCLUDE NEW CERAMIC TILE ON THE FLOORS, WALLS, PARTITIONS, ALL NEW FIXTURES, ALL NEW LIGHT FIXTURES.
SO MY, MY STAFF CAN PERFORM THAT WORK VERSUS US HAVING TO PUT THE PROJECTS ACTUALLY OUT FOR BID.
SO WE ACTUALLY MAKE BETTER USE, GET MORE ITEMS DONE WHEN THERE'S SOME PROJECTS WE HAVE TO BID OUT, LIKE THE POOL, FOR EXAMPLE. YOU KNOW, WE DON'T HAVE THE EXPERTISE ON THAT, BUT THE FUNDING THAT WE DO RECEIVE FROM THE BOARD, WE MAKE VERY GOOD USE OF IT. AND THE POOLS OPEN YEAR ROUND.
ANY QUESTIONS FOR MR. MINOR? I DON'T HAVE A QUESTION.
I JUST LIKE TO TAKE AN OPPORTUNITY TO COMMEND YOU AND YOUR STAFF FOR THE WORK THAT YOU GUYS DO.
IT'S NOT FROM OUTSIDE YOU KNOW, COMPANIES, IT'S ALL IN-HOUSE.
SO THIS IS TRULY A GOOD USE OF OUR RESOURCES, THE TAXPAYERS DOLLARS ULTIMATELY.
SO I APPRECIATE WHAT YOU GUYS DO.
THANK YOU. AND I APPRECIATE YOU MENTIONING YOUR STAFF.
IN FACT, MY ENTIRE STAFF THIS IS THIS IS IMPORTANT ENOUGH GUYS, ENOUGH TO TO THE PARKS AND FACILITIES DEPARTMENT.
AND WE WE APPRECIATE YOU TAKING THESE PROJECTS INTO CONSIDERATION.
NEXT WE HAVE MISS CHRISTINE WITH PUBLIC WORKS DEPARTMENT.
YOU GOT TO FOLLOW THAT UP, CHRISTINE.
AND THANK YOU FOR YOUR CONSIDERATION.
I'M CHRISTINE SULLIVAN, THE ASSISTANT PUBLIC WORKS DIRECTOR.
PUBLIC WORKS IS REQUESTING FUNDING FOR CONSTRUCTION OF AN EIGHT FOOT SIDEWALK ALONG THE EAST SIDE OF SAN FILIPPO BOULEVARD FROM WICHITA TO ELDERON.
THIS PROJECT WILL EXTEND THE EXISTING SIDEWALK AT SAN FILIPPO BOULEVARD, CONNECTING TO THE PLANNED FISCAL YEAR 24 SIDEWALK ON ELDERON BOULEVARD, WHICH WILL ALLOW SAFE PEDESTRIAN TRAVEL TO BILL MADDEN PARK.
THE CITY IS PLANNING TO PROVIDE THE DESIGN, TESTING AND SURVEY REQUIRED FOR THIS PROJECT.
DO YOU HAVE ANY QUESTIONS? YES, SIR. OH GO AHEAD.
OKAY, SO IF YOU ARE AWARDED, HOW WHERE WOULD YOU GET THE ADDITIONAL FUNDS.
SINCE WE, WE DON'T HAVE 700,000, RIGHT.
THAT'S WHAT I THOUGHT. YEAH. SOME CHANGE.
WE WOULD PROBABLY HAVE TO USE GENERAL FUNDS FOR THIS.
WE DO HAVE SOME SIDEWALK GAP FILL IN OUR BUDGET FOR CAPITAL PROJECTS.
SO WE COULD PROBABLY USE THOSE FUNDS.
I, I JUST WANT TO HIGHLIGHT, YOU KNOW, I HEARD SIDEWALKS, I GOT EXCITED YOU KNOW, YOU GUYS MAY NOT KNOW OR PAY ATTENTION TO COUNCIL MEETING.
THIS IS ONE OF MY MY THING PROJECTS, CAPITAL PROJECTS I'VE BEEN CONSTANTLY FOR THE LAST THREE YEARS, BEEN ASKING FOR AND IT'S SO CRITICAL BECAUSE WHAT YOU'VE SEEN IS ONE OF THE LAG, PART OF A LACK OF INFRASTRUCTURE THROUGHOUT THE CITY IS SIDEWALKS AND STREETLIGHTS AS WELL.
IS ANOTHER ONE. AND I'M GLAD IT'S LISTED HERE.
SO I'M VERY EXCITED TO HEAR THAT.
[01:15:02]
AND THIS PARTICULAR PROJECT THE AREA YOU MENTIONED, IT'S BEEN A CONSTANT ASK FROM OUR RESIDENTS THAT LIVES IN THAT AREA.I USED TO LIVE NEARBY AND IT'S REALLY ADDRESSED MULTIPLE ISSUES.
THE THE EFFECTIVE MOBILITY ALLOWED THE RESIDENT IN THAT AREA TO, TO GET AROUND YOU KNOW, SAFE WALKING AND ALSO FOR OUR KIDS I BELIEVE THAT WITHIN THAT AREA THERE'S A SCHOOL, SCHOOL STOP, SCHOOL BUS STOP.
AND THAT'S BEEN A CONSTANT ISSUE AND CREATE SOME SAFETY ISSUE FOR OUR KIDS.
SO I'M VERY EXCITED WE FINALLY FOUND A WAY TO FUND THIS PARTICULAR YES.
AS I MENTIONED, WE ARE WORKING ON THE ELDRAN PORTION FROM DIANE TO SANFILIPPO, AND THEN WE ARE IN THE DESIGN PROCESS OF THE WICHITA PORTION FROM SAN FILIPPO ALL THE WAY TO BABCOCK.
AND THIS SAN FILIPPO PORTION WILL CONNECT THOSE TWO.
SO WE'LL HAVE A NICE LITTLE, ALMOST SQUARE.
IT'S A GOOD, YOU KNOW, GOOD NEWS FOR ME TODAY.
THANK YOU. NOTHING ELSE SO QUICK.
IT'S DIFFICULT TO GIVE YOU AN EXACT NUMBER WITHOUT A DESIGN.
SO WE'RE USING NUMBERS BASED ON EXPERIENCE AT WHAT SIDEWALK COSTS.
AND WE'LL WE'RE HOPING WE'LL HAVE A BETTER IDEA ONCE THE ELDRAN BIDS, BUT WE'RE USING $1 MILLION A MILE AS A BASIS, AND THEN WE HAVE 0.65 MILES FOR THIS SIDEWALK.
SO IT'S POSSIBLE IT WILL ONLY COST $650,000.
BUT WITH CONTINGENCIES AND NOT KNOWING WHAT TYPES OF OBSTACLES WE MAY RUN INTO, I BELIEVE THERE ARE A LOT OF DRIVEWAYS IN THIS AREA WHICH AFFECTS YOU KNOW, THAT'S A LOT OF EXTRA FUNDING.
SO YOU'RE ASKING IF WE HAVE THE GENERAL FUNDS ALREADY SET ASIDE.
THE. YES, MA'AM, IS THAT'S WHAT I'D LIKE TO KNOW.
WE HAVE BUDGETED WITHIN THE GENERAL FUND.
SOME OR WE HAVE REQUESTED WITHIN THE GENERAL FUND UNDER OUR CIP SOME SIDEWALK GAP FILL.
SO IF WE HAVE A PIECE OF SIDEWALK THAT'S MISSING, WE CAN INSTALL THAT SIDEWALK.
BUT AGAIN, I DON'T KNOW THE EXACT AMOUNT.
AWFUL LOT OF GAPS TO FILL FOR 400,000.
JUST SAYING. YOU KNOW, THAT'S A LOT OF GAP.
SO I GUESS AT THE END OF THE DAY, THE FUNDS YOU'RE GETTING FROM US, YOU REALLY DON'T HAVE THE FUNDS SET ASIDE RIGHT NOW FOR THE GENERAL FUND FOR THIS, IS THAT CORRECT? I CANNOT TELL YOU THAT I DO WITHOUT LOOKING FURTHER INTO MY RECORDS.
OKAY. NOW THIS IS LISTED AS AN EIGHT FOOT SIDEWALK.
IS THERE ANY CONSIDERATION FOR A SIX FOOT SIDEWALK TO REDUCE THE COST AT ALL? I WOULD HAVE TO ASK THE CITY ENGINEER ABOUT THAT.
THE OTHERS ARE PROBABLY EIGHT FOOT SIDEWALKS.
IF YOU'RE DOING A GAP, I'M SURE THAT THEY ARE CONSISTENT.
WHAT WAS THE QUESTION I DIDN'T HAVE? OH, I THOUGHT YOU HAD SOMETHING TO ADD.
I JUST WANT TO MENTION WE'RE MISSING DONNIE'S.
DOES ANYBODY HAVE DONNIE'S? DONNIE'S SCORE SHEET? ANY OTHER QUESTIONS? SO I DID WANT TO ASK ONE MORE.
SO IF YOU ARE UNABLE TO ACQUIRE THE DIFFERENCE IN THE FUNDS, WHAT HAPPENS TO THIS GRANT FUND? WELL, I WOULD HAVE TO DEFER TO NANCY ON THAT.
I WOULD IMAGINE THAT IT WOULD EITHER BE REALLOCATED TO A SMALLER PROJECT.
SO SHE THE BOARD MEMBER'S ASKING IF THEY DON'T END UP HAVING THE SHORTFALL IN SOME OTHER FUNDING SOURCE, WHAT THEN HAPPENS TO THEIR THEIR GRANT AWARD, WOULD THAT JUST BE REALLOCATED? WELL, HONESTLY I WOULD SAY THE AMOUNT IS ABOUT $400,000.
[01:20:01]
SO IF IT CAME OVER TYPICALLY THEY WOULD LOOK AT PUBLIC WORKS, WOULD LOOK AT SEE IF THEY HAVE SOME ADDITIONAL FUNDING TO MAKE UP FOR IT.AND THEN SOMETIMES WE HAVE PROGRAM INCOME AND WE CAN FIND MONEY FOR IT.
LIKE RIGHT NOW WE HAVE SOME PROJECTS THAT DIDN'T LIKE THE DRISCOLL HEIGHTS PROJECT, DIDN'T USE ALL OF THEIR FUNDING, AND SOME OF THE PARKS PROJECTS CAME IN UNDER BUDGET. AND SO WE'RE GOING TO REALLOCATE THOSE FUNDS.
SO THAT'S TYPICALLY WHAT WE WOULD DO.
DID THAT ANSWER THE QUESTION? IT ANSWERED THE QUESTION.
I ALSO WANT TO MENTION THAT CHRISTINE MENTIONED THAT WE HAD THE BID OUT FOR THE SIDEWALKS.
SO ONCE THAT BID COMES IN, WE'LL GET A BETTER ESTIMATE OF WHAT THE SIDEWALKS ACTUALLY COST.
AND SO SINCE THESE FUNDS AREN'T AVAILABLE UNTIL OCTOBER OF 2024, WE HAVE ENOUGH TIME TO WHERE WE'LL KNOW AND WE CAN ADJUST AND EITHER TRY TO FIND SOME MORE CDBG FUNDS OR SEE IF WE CAN ADD SOME GENERAL FUND, DEPENDING ON ON WHAT THE BIDS CAME IN.
SO IT'S REALLY A MATTER OF WHAT THE BIDS ARE.
I DON'T KNOW IF WE'VE DONE A BID FOR SIDEWALKS IN QUITE A WHILE.
SO YOU DON'T KNOW IF THERE'S ANY UTILITY CONFLICTS OUT THERE OR ANYTHING YET.
NO, MA'AM. THIS IS NOT DESIGNED.
ANY OTHER QUESTIONS? ALL I KNOW IS THE LENGTH AND THE WIDTH.
CAN I CAN I ASK A QUESTION? NOT. I MEAN, IT'S RELATED.
IS IS THERE A MASTER PLAN? SIDEWALK MASTER PLAN OVERALL FOR THE FOR THE CITY? I HAVE 10 OR 12 OF THESE HANGING ON MY WALL, SIR, THESE ARE MAPS WITH RED LINES, AND THESE HIGHLIGHTED AREAS ARE THE TWO THAT WE HAVE ALREADY.
WE'RE EITHER DESIGNING OR BIDDING OUT.
AND THEN THIS SIDEWALK HERE WILL BE CONNECTING THOSE TWO.
SHOULD WE GET THE FUNDING FOR IT? SO YES, SIR.
WE DO HAVE A LIST OF SIDEWALKS THAT NEED TO BE DONE.
WE WE ARE DOING THE BEST WE CAN TO GET THE FUNDING AVAILABLE FOR THESE.
NOW, WHAT YOU SHOWED ME IS EXISTING.
NO, SIR, NO NON-EXISTING AREA.
IS THERE OVERALL? YES, SIR. THESE THESE RED LINES ARE NOT SIDEWALKS.
GOT IT. OKAY, SO THERE IS AN EXISTING GAP SIDEWALK MASTER PLAN.
YOU'RE WELCOME. ANY OTHER QUESTIONS? ALL RIGHT. THANK YOU. CHRISTY.
MISS BECKY, SHE ALWAYS WAITS TILL THE END.
WE'VE BEEN IN BREVARD COUNTY SINCE 1975.
WE FOCUS ON VICTIMS OF DOMESTIC VIOLENCE AND SURVIVORS OF SEXUAL ASSAULT IS OUR CORE CLIENT.
WE BELIEVE THAT NO VICTIM OF VIOLENCE SHOULD BE WITHOUT THE HELP THEY NEED TO RECOVER, HEAL, LIVE A LIFE FREE FROM ABUSE, AND BE ABLE TO RAISE THEIR FAMILY IN A SAFE ENVIRONMENT.
WE ASSIST CLIENTS THROUGH FOUR CORE PROGRAMS VICTIM SERVICES.
AND THOSE ARE FOR THOSE TYPES OF VICTIMS COUNSELING, WHICH VICTIMS OF VIOLENCE CAN COME TO US AND GET COUNSELING, EITHER AN INDIVIDUAL OR A SUPPORT GROUP BASIS FREE OF CHARGE.
WE HAVE A PREVENTION PROGRAM GOING OUT INTO THE COMMUNITY SCHOOLS.
EVEN PALM BAY STAFFERS HAVE STARTED TAKING PART IN OUR VIOLENCE PREVENTION PROGRAMS. AND THEN WE HAVE A HOUSING PROGRAM.
THAT'S WHERE MY ASK FITS IN WITH OUR PROGRAMS. WE'RE ASKING TO RENOVATE FOUR OF OUR EIGHT TRANSITIONAL HOUSING UNITS HERE IN THE CITY.
[01:25:05]
OUR TRANSITIONAL HOUSING PROGRAM IS A 24 MONTH LONG PROGRAM.PEOPLE DON'T HAVE TO STAY 24 MONTHS, BUT THEY ARE ABLE TO.
AND GETTING THAT ULTIMATE OUTCOME OF BEING SELF-SUFFICIENT IS WHAT WE WANT.
BECAUSE IT HELPS THEM NOT RETURN TO AN ABUSIVE RELATIONSHIP DUE TO AN ECONOMIC CIRCUMSTANCE.
WE HAVE A CASE MANAGER THAT HELPS THEM WITH EVERYTHING FROM TRYING TO BECOME BETTER EMPLOYED, TO GET MORE INCOME, AND THEN A LOT OF LIFE SKILL BUILDING AND FINANCIAL LITERACY BUILDING, BECAUSE A LOT OF TIMES THEY'VE NOT BEEN ABLE TO CONTROL THEIR OWN FINANCES.
AND SO HELPING THEM WITH CHECKING ACCOUNTS ANY APPLICATIONS FOR SERVICES, MAINSTREAM SOCIAL SERVICE SERVICES THAT THEY COULD BECOME ELIGIBLE FOR, LIKE FOOD STAMPS, TANF, THINGS LIKE THAT.
WE WORK WITH THEM WITH LIKE THAT.
WE GIVE THEM FOOD, HOUSEHOLD ITEMS, HYGIENE ITEMS SO THAT THEY CAN SAVE EVERYTHING THEY CAN WHILE IN OUR PROGRAM TO BE ABLE TO EXIT TO PERMANENT HOUSING.
OVER THE YEARS, WE'VE HAD TRANSITIONAL HOUSING SINCE 2004.
OVER THOSE YEARS, WE'VE GOT AN 85% SUCCESS RATE, WHICH MEANS THEY'VE EXITED TO A PERMANENT SOLUTION.
AND THEN ALSO MAINTAINED THEIR HOUSING.
SO WE'RE REALLY PROUD OF THAT.
THAT'S WHAT WHAT WE DO IN A NUTSHELL.
SO DO YOU GUYS HAVE ANY QUESTIONS? CAN YOU TELL US MORE ABOUT THE RENOVATIONS? BECAUSE THAT'S REALLY WHAT YOU'RE ASKING FOR, RIGHT? NOT SERVICES. SO YEAH.
SO THE BUILDINGS WERE BUILT IN THE 80S I THINK 86 PROBABLY.
THEY'VE HAD UPDATES ALONG THE WAY.
THEY HAVE NOT HAD A TOTAL RENOVATION ALONG THE WAY.
AND SO WE ARE ASKING FOR PRETTY MUCH COMPLETE RENO.
WE NEED NEW FLOORING, CABINETRY, APPLIANCES.
ARE THE UNITS DOWN RIGHT NOW OR ARE THEY OCCUPIED.
TWO ARE DOWN RIGHT NOW BECAUSE WE HAD A PLUMBING LEAK.
WE WERE CURSED WITH WATER AT THE WOMEN'S CENTER.
OKAY. AND WHAT WOULD YOU DO FOR RELOCATION FOR THE TWO THAT ARE NOT DOWN? WE WOULD MOVE THEM TO DIFFERENT APARTMENTS AS MORE ARE COMING ONLINE, AS PEOPLE COME IN AND OUT, WE WOULD JUST MOVE THEM OUT OR, YOU KNOW WITH FEDERAL FUNDING COMES THE UNIFORM RELOCATION ACT.
OKAY. SO WOULD YOU BE HIRING A SPECIALIST TO HELP YOU WITH THAT? HAS ANYBODY HAVE YOU GUYS DONE THAT BEFORE? IS MY QUESTION BECAUSE THAT'S DAUNTING.
IT'S VERY DAUNTING. YES, YES YEAH WE'VE DONE THAT.
OKAY. AND THEN YEAH WE'VE HAD A PROBLEM, A PROJECT LIKE THIS WITH THE CITY OF MELBOURNE.
SO. OKAY. DO YOU HAVE EXPERIENCE WITH IT? AND I JUST WAS WONDERING THAT PRICE IS VERY LOW FOR A RENOVATION OF FOUR UNITS ARE.
HOW ARE YOU GUYS KEEPING THAT PRICE SO VERY LOW? WE HAD A CONTRACTOR THAT WORKED WITH US WITH OUR OTHER PROGRAM COME OUT AND.
OKAY, SO YOU'RE GETTING SOME FREE LABOR? WELL, HE GAVE US HE HELPED US WITH ESTIMATIONS.
OKAY. SO THAT SEEMS REALLY LOW.
AND SO THAT TO ME IS A BIG, HUGE PRIORITY TO GET THEM BACK UP AND RUNNING.
YOU KNOW, LIKE IF YOU HAD A A FLOOD IN YOUR HOUSE, YOU WOULD.
SO THIS MONEY ISN'T GOING TO BRING THEM BACK ONLINE.
IT'S JUST GOING TO DO THE RENOVATION.
BECAUSE MY CONCERN WAS THEM BEING OFFLINE FOR WOMEN THAT ABSOLUTELY NEED THEM.
YEAH. THIS THIS THIS MONEY WILL TOTALLY RENOVATE THE HOUSE.
I ALSO WANT TO MENTION THAT WE SPOKE ABOUT USING SHIP FUNDS BECAUSE OF ALL THE FEDERAL REGULATIONS.
AND BOARD MEMBER BEARD IS CORRECT.
WE CURRENTLY HAVE A PROJECT THAT IS URA AND IT'S A COMPLETE NIGHTMARE.
THEN IT'S ALSO DAVIS-BACON ALL THE FEDERAL REGULATIONS.
IS THERE IS THERE ENOUGH SHIP FUNDS FOR THIS? I'M SORRY. AND I THOUGHT SHIP WAS ONLY ALLOWED 100.
[01:30:01]
IS THERE ENOUGH SHIP FUNDING AVAILABLE FOR THIS? HUNDRED THOUSAND PER UNIT.NO. THEY KNOW WE'VE BEEN THERE I WOULD BE I WOULD RATHER SEE THEM GET THE SHIP FUNDING.
SO FOR THEM TO GET SHIPPED THOUGH THAT WOULD BE A SEPARATE AGENDA ITEM, SEPARATE MEETING.
WE COULD BRING IT BACK OKAY OKAY.
ANYBODY ELSE? ANY OTHER QUESTIONS? NO. YOU GUYS ARE DOING PHENOMENAL WORK.
SO THANK YOU FOR WHAT YOU'RE DOING.
AND I ENJOY SEEING YOU EVERY YEAR WITH WITH EVERYTHING YOU GUYS ARE DOING.
SO THANK YOU VERY MUCH. AND WE'RE GLAD THAT YOU HAVE UNITS IN PALM BAY.
WE APPRECIATE THAT. IT'S MUCH NEEDED IN PALM BAY.
THE LIFETIME OF THE WATER HEATERS, THE LIFETIME OF THE AC.
WOULD YOU LIKE TO COLLECT THESE SCORE SHEETS AND THEN DO YOU WANT TO GO OVER THE SCORES FOR THE PUBLIC SERVICE AGENCY? SINCE THESE LOVELY PEOPLE HAVE BEEN WAITING HERE ALL NIGHT? ELENA'S COLLECTING. OKAY.
WHERE'S YOURS? ARE YOU ALREADY GAVE BOTH.
SO WE'RE GOING TO GO OVER THE SCORING FOR THE PUBLIC SERVICE AGENCIES.
WHILE. AND MR. MARTIN DOESN'T HAVE HIS DONE.
SO WHEN HE COMES BACK. SO SHOULD WE JUST CROSS THROUGH THIS SOUTH OF BARRED SHARING CENTER.
WE'RE GOING TO DO PUBLIC SERVICE AGENCIES FIRST.
OKAY. THEN WE'LL I MEANT FOR OUR SCORECARD.
SHOULD WE GO I, I HAD ALREADY SCORED THEM.
DO YOU WANT TO CONTINUE TO SCORE.
IF YOU DON'T MIND SCORING THEM SO WE CAN ADD THEM OR DOUBLE CHECKING THE NUMBERS.
OH, I STILL CAN'T SEE THAT SIPPY.
IF YOU COULD. DO YOU WANT TO CALL HIM OUT? OH, I CAN'T, YOU'RE PUTTING ME ON THE SPOT.
I GOTTA PUT MY GLASSES ON. CAN YOU READ THEM OUT? OH, WAIT, I CAN SEE. I CAN SEE HIM, I GOT IT.
OKAY, SO WE ARE THOSE ARE RANKED.
SO WE HAVE THE SCAT BUS VOUCHER PROGRAM RANKED FIRST WITH 699 TOTAL POINTS.
GREATER MELBOURNE POWELL RANKED SECOND WITH 653 TOTAL POINTS.
CATHOLIC CHARITIES RANKED THIRD WITH 643 TOTAL POINTS.
BREVARD ALZHEIMER'S FOUNDATION RANKED FOURTH WITH 639.
CONKLIN DAVIS CENTER FOR VISUALLY IMPAIRED RANKED FIFTH WITH 620.
CLUB ESTEEM RANKED SIX WITH 617 GRANDPARENTS RAISING GRANDCHILDREN RANKED SEVENTH WITH 578, ESSER THEOLOGICAL RANKED EIGHT WITH 575, FAMILY PROMISE RANKED NINE WITH 566, AND AGING MATTERS IN BREVARD RANKED TEN WITH 564.
SO WE HAVE A TOTAL ALLOCATION FOR PUBLIC SERVICE AGENCIES OF $111,317.85.
SO OBVIOUSLY WE CANNOT FUND EVERYTHING WE ALWAYS WISH WE COULD.
THIS IS SUCH A HARD DECISION EVERY YEAR.
YEAH. SO WE HAVE RANKED ON THE TOP IS THAT THAT'S WHAT THE REQUEST IS OKAY.
SO THAT LOOKS LIKE IF FUNDING IT'S A FULL ALLOCATION THAT'S ONLY FUNDING THE TOP FIVE AGENCIES.
SO I GUESS WE CAN ENTERTAIN DISCUSSION FROM THE BOARD ON HOW YOU WOULD LIKE TO PROCEED.
SORRY. SO CONKLIN DAVIS WILL BE FUNDED AT THE FULL AMOUNT BECAUSE WE ONLY HAD $23,000 LEFT OVER.
OH, OKAY. AND SO CONKLIN DAVIS REQUEST WAS FOR 30,000.
BUT THAT WOULD FUND THEM AT THE REMAINING FUNDING AMOUNT OF 23,737.
I'D REALLY LOVE TO SEE CLUB ESTEEM GET SOME MONEY.
THAT'S JUST MY PERSONAL OPINION.
NOW IS THAT AWARDING THE ORGANIZATION THE TOP FIVE WITH EXACTLY WHAT THEY ASKED FOR? YEAH. IS THAT CORRECT? NOW, IS THERE PRIOR CONSIDERATION WHERE WE GO? SO WE WE MAKE SURE EVERYBODY GET A, YOU KNOW, GET FUNDING WHERE WE CONSIDER RECONSIDER THE NUMBER THAT THEY'RE ASKING.
[01:35:10]
MY ONLY CAUTION WITH THAT IS BECAUSE WE'VE WE'VE DISCUSSED THAT OVER THE YEARS.IT IS QUITE A LOT OF PAPERWORK AND STAFF TIME TO ADMINISTER EACH OF THESE.
IT'S A LOT OF WORK FOR THEM TO ADMINISTER THESE.
AND WHEN YOU START GOING DOWN, I MEAN, YOU'RE TALKING, WHAT, $10,000 A PIECE? THAT'S MY ONLY HESITATION WITH THAT IS IT'S A LOT OF PAPERWORK.
AND IF YOU SPRINKLE A LITTLE BIT TO EVERYBODY, THEN NOBODY CAN ACTUALLY DO ANY REAL GOOD.
SO THAT WOULD BE MY OTHER CONCERN ABOUT THAT.
I JUST BRING UP CLUB ESTEEM JUST BECAUSE I KNOW THAT THEY'RE NEW TO PALM BAY, AND I KNOW THAT THE THE KIDS IN THAT KIND OF PROGRAM IS A HIGH PRIORITY. SO I JUST WOULD LIKE TO SEE IF THERE IS A WAY TO DO SOME FUNDING FOR THEM.
SO I HAVE A SUGGESTION OF TAKING.
REMEMBER THAT IT HAS TO BE A NEW SERVICE OR AN EXPANSION OF SERVICE.
THE OTHER THE OTHER ONES, YOU COULD CONSIDER LOWERING THAT IN ORDER TO IF YOU'RE LOOKING TO TO ADD ADDITIONAL FUNDING FOR, FOR, FOR MAIER OR ANYONE ELSE. SO IT'S JUST THE TWO THE POWELL AND CATHOLIC CHARITIES.
RIGHT. BECAUSE BECAUSE WE HAVE EXISTING CONTRACTS, THEY HAVE TO EXPAND THEIR SERVICES.
SO THEY WILL HAVE TO INCREASE SERVICES.
OKAY. AND SO EVERY YEAR THEY COME BACK, THEY HAVE TO CORRECT.
OH GOODNESS, THAT DOESN'T SET IT UP FOR THE OTHER NEW AGENCIES TO COME IN.
WELL, AND ONE OF THE THINGS IS WE GOT THE CDBG-CV FUNDS.
SO SOME OF THE AGENCIES WERE FUNDED UNDER CDBG-CV.
SO THEY TOOK A YEAR OFF FROM CDBG AND WAS ABLE TO LOWER, LOWER THEIR NUMBERS.
SO I WAS GOING TO SUGGEST GOING TO AGENCIES TWO THROUGH SIX AND KIND OF SPLITTING IT EVENLY.
SO I DON'T KNOW LIKE 21,000 A PIECE BUT THAT.
SO THAT WON'T WORK BECAUSE POWELL AND CATHOLIC CHARITIES NEED TO STAY ABOVE THAT NUMBER.
CORRECT. THERE'S NEVER ENOUGH MONEY.
AND I WANT TO ALSO EMPHASIZE THAT THIS IS BASED ON OUR CURRENT ALLOCATION.
SO IF WE RECEIVED A REDUCTION IN FUNDING WE WOULD HAVE TO WE WOULD HAVE TO MODIFY THIS AS WELL.
OR IF WE RECEIVED AN INCREASE.
I DON'T KNOW, I, I WOULD LIKE TO SAY THAT GIVEN GIVEN THE NOTE THAT WE AS A BOARD HAVE HAVE IDENTIFIED AS A PRIORITY, I, I JUST I DON'T KNOW, YOU KNOW, I LOOK AT FAMILY PROMISE, CLUB ESTEEM, GRANDPARENTS RAISING GRANDCHILDREN AND THIS IS ALL ABOUT HOUSING AND CARING FOR OUR AT RISK YOUTH AND THE ELDERLY, AS WE'VE DISCUSSED BEFORE, IS PRIORITIES THAT THIS BOARD HAS IDENTIFIED.
AND I JUST WANTED TO PUT THAT OUT THERE.
I WISH THERE WAS A WAY TO COME UP WITH ADDITIONAL FUNDS.
I'M. IF I'M THE ONLY ONE, THEN WE CAN MOVE ON.
I JUST KNOW I'M. I REALLY JUST.
I'M TRACKING WHERE YOU'RE TRACKING.
SO I'M THINKING AT THIS POINT IN TIME, I'M NOT SURE WHAT OTHER OPTION WE REALLY HAVE.
BECAUSE I DON'T WANT TO REMOVE POWELL OR CATHOLIC CHARITIES AND WE CAN'T GIVE THEM ANY LESS.
SO I'M GOING TO MAKE A MOTION TO APPROVE THE FUNDING THAT WE HAVE THERE FOR THE TOP FIVE AGENCIES.
AND THEN IF FOR ANY REASON, ANY ADDITIONAL FUNDING IS ALLOCATED THAT THAT BE AWARDED TO CLUB ESTEEM.
[01:40:01]
OKAY. SO WE HAVE A MOTION. DO WE HAVE A SECOND? I SECOND IT.ALL THOSE IN FAVOR OR ANY ADDITIONAL DISCUSSION ON THAT MOTION? THE ONLY ADDITIONAL DISCUSSION I COULD THINK OF IS IF WE COULD COME UP WITH MORE MONEY.
BUT I DON'T KNOW HOW THAT WOULD BE.
YEAH. I JUST. AND GO ON THE RECORD.
I REALLY, REALLY WOULD LOVE TO SEE SOMETHING THAT WE COULD DO FOR CLUB ESTEEM TO.
I DON'T WANT TO LOSE SERVICE IN PALM BAY.
AND WE'VE SEEN BEFORE WHERE WE'VE LOST SOME SERVICES BECAUSE OF LACK OF FUNDING.
AND THEY ARE AN AMAZING ORGANIZATION THAT IS MAKING HUGE DIFFERENCE IN IN SO MANY CHILDREN'S LIVES.
AND I JUST, I DON'T WANT TO SEE US LOSE THEM IN PALM BAY.
AGREED. I GOT I GOT A QUESTION, IF YOU DON'T MIND.
I DON'T REALLY KNOW HOW THE PROCEDURES WORK, BUT IN MY OPINION IF WE HAVE TEN APPLICANTS THE WAY, THE WAY THE MONEY ISSUES ARE ON THE POINT SYSTEM, I DON'T KNOW.
I DON'T KNOW IF IT WAS DONE CORRECTLY BECAUSE WE, YOU KNOW, STAFF, I THINK STAFF NEED TO ANALYZE BECAUSE ONE PROGRAM I KNOW REALLY IMPORTANT IS THE PILOT PROGRAM.
THIS THING I OVER PALM BAY CITY NEED TO HAVE THIS PILOT PROGRAM BACK IN OUR CITY ALSO.
BUT THERE ARE A FEW APPLICANTS UP THERE.
AND THEY STILL DROP BELOW THE, YOU KNOW, BELOW.
I DON'T KNOW IF IT WAS DONE IN THE RIGHT MANNER.
I DON'T KNOW, ALL THE PROCEDURE WORKS, BUT I THINK THE APPLICANT SHOULD YOU KNOW, ACCEPT IT BY THE, BY STAFF, YOU KNOW, LOOK OVER THE EXPERIENCE AND THE PROOF OF THEIR PERFORMANCE AND THEN DECIDE ON FUNDING.
BECAUSE I'M HERE TODAY AND I MAKE SOME POINTS, YOU KNOW, I SCORE THE POINTS NOT KNOWING EXACTLY WHAT THE OUTCOME GOING TO BE.
YOU KNOW, BECAUSE, YOU KNOW, AS I SAY, I'M NOT FAMILIAR WITH IT.
BUT YOU KNOW THIS, A FEW APPLICANTS UP THERE, I THINK REALLY DESERVE SOME FUNDING.
I AGREE, I WISH WE COULD FUND THEM ALL, BUT UNFORTUNATELY.
WERE LIMITED TO THE AMOUNT OF FUNDING.
I MEAN, IT'S ONLY 15% OF THE CDBG ALLOCATION.
BUT UNFORTUNATELY, THERE'S ONLY $111,000 TO GO AROUND.
BUT MY QUESTION IS WE ARE WE HAD MAKE YOU KNOW, THIS DECISION WAS MADE FROM OUR SCORING, RIGHT? FOR THE FOR THE TOP FIVE, CORRECT? YES. THIS SCORESHEET WAS THE TALLY OF OUR SCORES.
RIGHT. BUT TO ME I DON'T KNOW MAYBE MAYBE I JUST HAVE A BAD OPINION.
BUT YOU KNOW BECAUSE I CAN SAY FOR MYSELF I MAKE A POINT SCORE BASED UPON WHAT I HEARD.
LIKE WHAT WHAT THEY WERE TALKING ABOUT, YOU KNOW, AND.
I THINK YOU KNOW IT NEEDS MORE INVESTIGATION ON EACH APPLICANT, WHAT THEY DO AND YOU KNOW THE PERFORMANCE THEY DID AND IF THEY DESERVE THE FUNDING, YOU KNOW, I DON'T KNOW.
BUT WHAT IS IT? WHAT IT IS. OKAY.
THANK YOU. I'M GOING TO GO AHEAD AND CALL FOR A VOTE ON THAT.
WE HAVE A MOTION AND A SECOND.
ALL THOSE IN FAVOR SAY I, I, I, I OPPOSED NAY OKAY, I HAVE TWO NAYS I VOTE I THAT MOTION PASSES.
ALL RIGHT. SO THANK YOU GUYS FOR COMING OUT TONIGHT.
I APPRECIATE EVERYONE BEING HERE.
AND AGAIN, WE APPRECIATE ALL OF THE SERVICES THAT YOU PROVIDE TO OUR COMMUNITY.
SO WE THANK YOU VERY, VERY MUCH.
SO NEXT WE'RE GOING TO MOVE ON TO THE PUBLIC SERVICE CDBG APPLICATIONS.
WE'LL TAKE LIKE A FIVE MINUTE BREAK.
WE'RE GOING TO TAKE A QUICK FIVE MINUTE BREAK.
WE'LL LET EVERYONE EXIT AND THEN WE'LL FINISH TALLYING THOSE UP.
JUST LIKE I KNOW THAT PROGRAM.
OKAY. WE'RE READY. WE'RE RECONVENING.
THANK YOU, BECKY, FOR STAYING TILL THE END.
NO. YOU'RE OKAY. MAKING SURE YOU'RE RIGHT.
IT'S. IT'S JUST US FRIENDLY FOLKS HERE.
WE'RE GOING TO DO PUBLIC PUBLIC FACILITIES.
SORRY, I'M CALLING THEM THE WRONG THING.
[01:45:01]
OKAY, SO LET ME READ THE RANKINGS.BUT WE'LL TALK ABOUT THAT IN A MINUTE.
IS RIVIERA PARK RANKED SIXTH? IS THE SIDEWALK PROJECT WITH A SCORE OF 641 AND RANKED SEVENTH IS MADDEN PARK WITH A SCORE OF 633.
SO I WOULD LIKE TO REQUEST YOU DO YOU WANT A MOTION FOR THAT? I'M GOING TO MAKE A MOTION THAT WE BRING AGENDA ITEM AT THE NEXT MEETING FOR A REQUEST FOR SHIP FUNDING FOR THAT PROJECT.
OKAY. WE HAVE A MOTION AND A SECOND.
ANY DISCUSSION ON THAT RIGHT HERE, CARA.
ANY DISCUSSION ON THAT? NO. OKAY.
SO ALL THOSE IN FAVOR SAY AYE.
ANY OPPOSED? I'M HEARING NONE, AND I VOTE AYE.
THANK YOU FOR COMING AGAIN, BECKY.
SO WE WILL SEE YOU NEXT MONTH AGAIN FOR AN ADDITIONAL REQUEST.
THANK YOU. THANK YOU VERY MUCH.
OKAY, SO THAT WOULD ELIMINATE SOUTH BREVARD WOMEN'S CENTER FROM THAT.
SO THAT LEAVES FUNDING FOR THE FIVE PARK PROJECTS.
NO, SORRY, FOUR OF THE PARK PROJECTS AND THEN A PORTION OF THE FUNDING FOR THE SIDEWALK PROJECT.
DO YOU HAVE ANY? OH, WE HAVE AN ERROR.
HOLD ON. I WAS GOING TO SAY I THINK MINE'S GOT AN ERROR.
I DON'T. WITH THE SIDEWALKS BEING SO UNDERFUNDED, ARE WE ARE YOU ABLE LIKE IF WE GIVE YOU $100,000, IS THAT GOING TO BE ABLE TO DO ANYTHING OR DOES IT MAKE MORE SENSE TO.
I, I'M KIND OF THINKING I WOULD RATHER SEE THE DESIGN.
FOR THE SIDEWALK. COME IN FIRST AND A BETTER COST ESTIMATE.
DO WE HAVE TO PAY FOR THE DESIGN? YOU WERE YOU WERE GOING TO DO THE DESIGN IN-HOUSE, RIGHT? YEAH. SO YOU CAN DO DESIGN AND LIKE, LET'S GIVE HER THE MONEY.
AND THEN WE HAVE MORE CONCRETE NUMBERS AND WE'VE KIND OF IRONED OUT WHAT'S YOUR MATCH FUNDING SOURCE WOULD BE BUT OPEN FOR OTHER DISCUSSION? I WOULD CERTAINLY DISAGREE.
WE WE HAVE KIDS THAT ARE AND THAT TRULY BECOME A SAFETY MAJOR SAFETY ISSUE IN TERMS OF SIDE THE SIDEWALKS IS SUPER, SUPER IMPORTANT.
ESPECIALLY THE AREA, THAT PARTICULAR AREA, THE.
THE CHRISTINE CHRISTINE CAME IN AND DISCUSSED EARLIER.
AND PUBLIC WORKS CAN AND LOOK WITHIN THEIR BUDGET, MAYBE SOME REALLOCATION OR SOMEWHAT.
WHAT I WOULD NOT WANT TO DO IS, IS SHIFT IT ELSEWHERE.
SO I WOULD BE TOTALLY IN OPPOSITION OF WE DO ANYTHING WITH THIS MONEY.
CAN CAN SHE COME UP TO THE MIC SO THAT.
THANK YOU. I DON'T WANT YOU TO HAVE TO SCREAM FROM THE BACK OF THE ROOM.
SO WHAT WOULD YOU DO WITH 107,000? WELL, I CAN TELL YOU THAT I DID LOOK AT MY RECORDS WHEN I WENT BACK TO THE TABLE.
AND I DO HAVE A PROJECT OPEN FOR A SIDEWALK GAP.
WITH A $200,000 SITTING IN IT.
SO I WOULD BE ABLE TO USE THOSE FUNDS.
OF COURSE, THAT DOESN'T GET ME TO THE 700 OR EVEN THE 650,000 THAT I NEED.
SIMILAR. SO THAT STILL DOESN'T GET ME TO THE $650,000.
[01:50:03]
THAT BEING SAID, AS NANCY.AGAIN, WE DO NOT HAVE ACCURATE SIDEWALK NUMBERS AT THIS TIME.
WE'RE STILL WAITING ON THE BIDS TO COME IN FOR CHILDREN, WHICH WAS DELAYED SLIGHTLY.
SO WE'LL PROBABLY BE GETTING THOSE BIDS IN JUNE.
AND I REALLY CAN'T GIVE YOU A BETTER NUMBER THAN THE ONE THAT I'M USING, WHICH IS VERY IT IS IT IS AN ESTIMATE.
BUT AS YOU KNOW, PRICES CHANGE.
I DON'T WANT TO TAKE THE FUNDS FROM YOU.
I DON'T WANT. I JUST, I WANT, I WANT TO SEE THAT YOU CAN SPEND IT.
I MEAN, ARE YOU ABLE TO DO, LIKE, SOME? I KNOW YOU, I KNOW THE GOAL IS TO CONNECT.
LET'S SAY YOU SAID IT'S ABOUT HOW MUCH PER MONTH? ABOUT $1 MILLION A MILE.
AND COULD WE DO A SMALLER SECTION? YES. AS AS MENTIONED, WE DO HAVE MANY SIDEWALKS WITHIN THE AREA.
EVEN IF WE WENT DOWN FOR IT, THE REASON WE CHOSE THIS ONE NEXT.
BUT THIS SIDEWALK CONNECTS TO THAT WE'RE WORKING ON RIGHT NOW.
SO WE HAVE THE WICHITA BOULEVARD FUNDING.
AND THAT PROJECT IS BEING DESIGNED NOW.
AND THAT WILL COME IN AFTER THE SIDEWALK.
IT JUST A MATTER OF OF SHIFTING THE MONEY.
SO LET ME JUST PICTURE OF FOR THE BOARD THE IMPORTANCE OF THAT.
I TRAVEL THE CITY QUITE A BIT.
AND JUST AS I WAS DRIVING ON AMERICANA BOULEVARD, HEADING WEST FROM MINTON GOING WEST AND WHAT WHAT I, WHAT I YOU KNOW WHAT I SAW, IT TRULY BROKE MY HEART.
IT'S AN OBVIOUS OLDER GENTLEMAN PUSHING TRY TO NOT REALLY PUSHING.
SO REALLY TRYING TO FIGHT AGAINST TRAFFIC, LITERALLY.
AND JUST PICTURE AMERICANA BOULEVARD.
RIGHT. GOING AGAINST TRAFFIC AND REALLY, TRULY TOUCHED MY HEART.
I SAID, MAN, YOU KNOW, MY MY VOICE ON THIS DAY IS IS VERY IMPORTANT AND AND QUITE HONESTLY.
AND THAT'S ALL THAT CAN BE TRUE ALL OVER THE ALL OVER THE CITY.
AND I CAN TELL YOU AND I'M JUST WEARING A DIFFERENT HAT I'M GOING BACK AND FORTH.
BUT BUT MY VOICE WILL GET A LOT STRONGER AS FAR AS THAT MOBILITY GOT TO BE OUR PRIORITY.
STREETLIGHT SIDEWALKS GOT TO BE OUR PRIORITY.
AND I WOULD HATE TO SEE THAT HAVING AN OPPORTUNITY.
AND I KNOW THERE'S A PARTICULAR RESIDENT THAT HAS BEEN FOR THE LAST THREE YEARS.
HE IS SHOWING UP TO A COUNCIL MEETING SINGING THE SAME SONG ABOUT HOW IMPORTANT WICHITA, THAT CORRIDOR YOU MENTIONED MUST BE DONE BECAUSE HE'S HE'S WITNESSED KIDS BEING EXPOSED.
EARLY MORNING SCHOOL BUS STATION.
THEY'RE THEY HAVE NO WAY NO ACCESS.
YOU KNOW, THEY THEY IN THE MUDDY AREA, THE GRASS AND SO ON.
SO I WOULDN'T WANT TO MESS WITH THAT.
SO MY ONLY QUESTION IS SOMETIMES GIVING SUCH A LOWER AMOUNT OF WHAT IS NEEDED BECOMES MORE OF A BURDEN TO BECAUSE YOU HAVE THE REQUIREMENT TO SPEND IT. IF IT'S NOT GOING TO BE A BURDEN ON YOU THAT I WOULD PUT I WOULD MOTION THAT WE APPROVE THE FUNDING THAT IS LISTED UP THERE AS IT'S LISTED CURRENTLY.
WHAT CAN I SAY SOMETHING REAL QUICK? YES. I'M JUST LOOKING AT MY TALLIES AND I'M.
[01:55:02]
THERE'S A HUNDRED UNDER BOTH OF THOSE FOR THE LIBERTY PARK AND VICTORIA PARK FOR ME, WHICH IS UNDER JAMIE HERSCHEL.I DEFINITELY UNLESS I MESSED UP, I DID NOT GIVE THOSE TWO 100.
SUPPORT. THE ARGUMENT THAT WE MAKE SURE CONTRIBUTE IF IT'S EVEN $50,000, BECAUSE THIS SIDEWALK PROJECT TO ME IS VERY, VERY IMPORTANT IN THIS CITY.
AND WE HAVE TO THINK ABOUT SAFETY.
IT MAKES A LOT OF SENSE, ESPECIALLY FOR THE KIDS.
AND NOW WE HAVE MAYBE 30,000 CITIZENS ADDITIONAL TO THIS CITY FOR THE PAST COUPLE OF YEARS.
AND, YOU KNOW, WE GOT SCHOOL GOING ON.
SO $100,000 IS AT LEAST ONE, 6 OR 1 SEVENTH OF WHAT YOU WANTED.
I ALSO MENTION THAT IT'S ALSO THE STREET LIGHTS.
SO I'VE TALKED WITH PUBLIC WORKS ABOUT.
THEY'RE LOOKING AT SOLAR LIGHTS AS WELL.
SO IF THEY DON'T HAVE ENOUGH MONEY YOU KNOW, BASED ON, YOU KNOW, OUR, OUR ALLOCATION AND WHAT MAY BE THE GENERAL FUND CAN THEY CAN ALSO JUST DO A STREET LIGHT, YOU KNOW, ADD SOME ADDITIONAL STREET LIGHTS.
CAN I ASK ON THE AQUATIC CENTER SINCE MR. MINER SAID THAT THEY'VE ALREADY ORDERED THE, THE HEATING, THE HEATER, IT'S, IS THAT REFLECTED IN THEIR FUNDING REQUEST.
OKAY, OKAY. I ACTUALLY ASKED HIM OKAY.
JUST WANTED TO MAKE SURE WE WEREN'T OVER FUNDING THAT OKAY.
AND 710 IS WHAT WE'RE GOING TO FUND THAT OKAY.
AND CHRISTINE IS THE THE SIDEWALK PROJECT THAT'S NOT ELIGIBLE AS A DOT LAP.
I CAN'T TELL YOU IF IT'S ELIGIBLE.
I CAN TELL YOU WE DON'T HAVE AN AGREEMENT.
WE HAVE PUT IN SIDEWALKS WITH LAP MONEY IN THE PAST.
WE DID FIVE SIDEWALKS THREE YEARS AGO, I BELIEVE.
THAT CONNECTED THE SCHOOL AS FIVE DIFFERENT SCHOOLS.
OKAY. I'M NOT OPPOSED TO FUNDING OR NOT.
NOT OPPOSED TO THE SIDEWALK PROJECT ITSELF.
I'M JUST NOT SURE THAT CDBG IS THE MOST APPROPRIATE FUNDING SOURCE FOR THAT PROJECT.
I THINK THAT'S WHERE MY HESITATION IS COMING FROM.
I THINK THERE POSSIBLY MIGHT BE SOME BETTER FUNDING SOURCES OUT THERE SUCH AS DDOT.
I UNDERSTAND THE URGENCY THAT MISTER FELIX IS MENTIONING.
BUT I'M JUST NOT SURE THAT THIS IS THE MOST APPROPRIATE FUNDING SOURCE.
AND AS MISS BEARD MENTIONED, I'M CONCERNED IF THE REQUEST WAS FOR 700,000, ONLY FUNDING THEM 100,000, AND THEN WE RUN INTO IT AS AN EXPENDITURE DEADLINE PROBLEM BECAUSE MAYBE THEY CAN'T SECURE THE REST OF THE FUNDING.
WE'RE JUST NOT SURE AT THIS POINT.
I'M NOT SAYING THAT THE PROJECT IS NOT NEEDED.
I THINK IT'S DEFINITELY BENEFICIAL.
WE NEED SIDEWALKS ALL OVER THE CITY OF PALM BAY.
WE NEED STREETLIGHTS ALL OVER THE CITY OF PALM BAY.
SO, YOU KNOW, I YOU KNOW, WE MENTIONED MOBILITY IMPACT FEES.
I DON'T KNOW IF TRANSPORTATION IMPACT FEES ARE ELIGIBLE FOR THAT TYPE OF PROJECT.
DO YOU GUYS HAVE A SIDEWALK TRUST FUND HERE WHERE PEOPLE PAY INTO A SIDEWALK TRUST FUND? SO I WAS GOING TO SAY, JUST LIKE OUR ROADS, I DON'T UNDERSTAND WHY WE DON'T HAVE A LINE ITEM FOR SIDEWALKS AND STREET LIGHTS IS SOMETHING THAT IS PART OF THE NECESSITY AS PART OF WHAT WE NEED AS A CITY OF OVER 130,000 PEOPLE.
WELL, SHE DOES. THAT'S WHY SHE MENTIONED THE SIDEWALK GAP.
THE ISSUE HERE, HONESTLY, IS THAT PUBLIC WORKS DOESN'T HAVE THIS AS A PERMANENT LINE ITEM FOR WHAT THEY SHOULD BE DOING FOR OUR CITY AS A WHOLE.
OKAY, WELL, THE NUMBERS JUST CHANGED PRETTY DRASTICALLY WHEN SHE'S GOING TO CHANGE OUR CONVERSATION.
AND THANK YOU, BOARD MEMBER THAT YOU MENTIONED THAT.
AND SO THAT MADE PUBLIC WORKS RANKED AS FIVE.
YES. AND BEFORE WE LIKE, TAKE THIS TO COUNCIL, WE'LL TRIPLE CHECK IT.
IF YOU ALL WANT TO LOOK AT YOUR NUMBERS TO MAKE SURE.
JUST LIKE JAMIE HAD MY SHEET IN FRONT OF ME ANYMORE.
[02:00:03]
WHAT HAPPENED RIGHT HERE? OH, YEAH, SHE'S HAD IT IN HER BRAIN.YOU HAVE MORE QUESTIONS? NO, MA'AM. THANK YOU.
I'M SORRY, BUT NO, IT WOULD NOT BE A BURDEN.
OKAY. I JUST I KNOW SOMETIMES BEING IN THE NONPROFIT WORLD WHERE WE WOULD GET THESE FUNDING AND IT WAS SUCH A LITTLE AMOUNT AND IT IT WAS ACTUALLY MORE OF A BURDEN THAN IT WAS A GIFT.
SO I WANTED TO BE I'M MORE CONCERNED ABOUT NOT BURDENING YOU.
I KNOW THIS THIS NOTION WAS THROWN OUT THERE A FEW TIMES.
IS THERE A TIME FRAME TO TO TO TO SPEND THE MONEY? YES. IS THERE A SPECIFIC TIME FRAME? YEAH. OKAY.
YEAH. THE FUNDING IS THERE OCTOBER 1ST AND IT HAS TO ALL BE EXPENDED BY SEPTEMBER 30TH.
RIGHT. A YEAR THEY HAVE A YEAR EVERY YEAR.
BUT BUT IT WOULDN'T BE AN ISSUE TO, TO REALLY TO SHIFT THE MONEY TO SIMILAR SIMILAR PROJECT.
SAY, YOU KNOW, STREET LIGHT VERSUS SIDEWALKS OR ANOTHER PORTION OF OF SIDEWALK BASED ON ON THE DESCRIPTION OF THE PROJECT.
YEAH. WE WOULD HAVE TO REMEMBER HOW WE USUALLY HAVE, LIKE CDBG, SUBSTANTIAL AMENDMENTS.
OKAY. AND OF COURSE THERE'S ENVIRONMENTAL.
SO WE HAVE TO GO THROUGH THE ENTIRE ENVIRONMENTAL PROCESS AND, AND CHANGE THE SCOPE AS WELL.
ANY CHANGE OF SCOPE LIKE THAT, WE WOULD HAVE TO.
BUT LIKE LIKE ORIGINALLY LAST YEAR THE PROJECT PUBLIC WORKS HAD THAT THE STORMWATER PROJECT THAT STARTED AS A LAND ACQUISITION PROJECT AND THEN THAT FUNDING GOT REALLOCATED BECAUSE THEY THEY KIND OF CHANGED GEARS HALFWAY THROUGH AND IT TURNED INTO THE DESIGN AND THEN THE STORMWATER POND.
NO, IT WOULDN'T BECAUSE WE WOULD MAKE IT BROAD AND LEAVE IT AS SIDEWALKS AND STREET LIGHTS.
OKAY. THAT THAT ANSWERS MY QUESTION.
THANK YOU. MA'AM. OKAY, SO WE HAD, I THINK, A MOTION ON THE FLOOR FROM.
I'M SORRY. DID WE HAVE A SECOND ON HER MOTION? NO. OKAY, I SECOND SECOND.
OKAY. ARE YOU STILL GOOD WITH YOUR MOTION? IS IT STILL THE NUMBERS HAVE CHANGED.
IT WAS TO FUND AS STATED ON THE SHEET.
YES. I HAVE A MOTION TO FUND THE AS IT IS SHOWING ON THE SCREEN CURRENTLY.
SO LIBERTY PARK AQUATIC CENTER, RIVERDALE PARK AND THE SIDEWALKS AND STREET LIGHTS.
OKAY, GOOD. WITH YOUR SECOND SECOND.
OKAY. WE HAVE A MOTION AND A SECOND BETTER NOW.
YEAH, I HAVE A MOTION IN A SECOND.
ANY FURTHER DISCUSSION ON THAT MOTION? I'M SEEING NONE.
AYE. ANY OPPOSED? I'M HEARING NONE, I VOTE I AND THAT MOTION PASSES.
OKAY, SO THEN LAST ITEM WE HAVE IS THE INFORMATIONAL STAFF REPORT.
[OTHER BOARD BUSINESS]
EVERYBODY HAD THIS IN ADVANCE.DO WE JUST WANT TO TAKE QUESTIONS OR.
SURE. OKAY. ANYONE HAVE ANY QUESTIONS ON THE INFORMATIONAL STAFF REPORT? NOPE. ALL RIGHT.
ALL RIGHT I DON'T HAVE ANY QUESTIONS.
DID WE HAVE ANY OTHER COMMENTS FROM THE BOARD THIS EVENING? OKAY, I'M HEARING NONE.
SO I THINK OUR HOMEWORK IS WE'RE GOING TO RETURN NEXT MONTH WITH A APPLICATION FOR SHIP FUNDING FOR SOUTH BREVARD WOMEN'S CENTER, AND THEN EVERYONE'S GOING TO TAKE A LOOK BEFORE THE NEXT MEETING AT THE ONLINE TRAINING.
WELL, CAN WE RESEND THAT LINK OUT TO MAKE SURE EVERYONE HAS IT? AND THEN ANYONE THAT'S A NEW BOARD MEMBER, IF YOU HAVEN'T ALWAYS DONE IT, I ALWAYS ENCOURAGE TO MEET WITH STAFF IF YOU NEED TO, JUST FOR ADDITIONAL INFORMATION ON THE BOARD.
BECAUSE LIKE I SAID, IT'S A IT'S A BIG LEARNING CURVE BEING UP HERE.
SO ARE YOU ABLE TO SEND THEM OUT THE ONE THAT SPECIFICALLY THAT SHE'S TALKING ABOUT OKAY.
JUST SO THEY CAN DON'T HAVE TO NAVIGATE THROUGH MULTIPLE.
WE'RE GOING TO ADJOURN THIS MEETING AT 8:29 P.M..
AND LAST NAME IS A G A.
