LET'S GO. I DON'T HAVE MY LITTLE THINGY.

LET'S CALL THIS MEETING TO ORDER.

[CALL TO ORDER]

THIS IS MEETING 2020 404 OF THE INFRASTRUCTURE ADVISORY AND OVERSIGHT BOARD.

TODAY IS MONDAY, APRIL 22ND, 7 P.M..

COULD I HAVE A ROLL CALL, PLEASE? LOGAN LEWIS HERE, TERRY MUELLER.

PAUL EDWARDS.

ANNE MARIE FRAZIER.

PRESENT. THOMAS NAM, PRESIDENT.

REBECCA TIBBOTT.

PRESENT. DAVID JONES.

[ADOPTION OF MINUTES]

ALL RIGHT. NEXT, WE'LL MOVE ON TO ADOPTION OF THE MINUTES OF MEETING 2020 402, WHICH WAS ON FEBRUARY 26TH.

SO MOVE. I HAVE A MOTION TO.

I HAVE A SECOND. SECOND.

A MOTION AND A SECOND. ALL THOSE IN FAVOR SAY AYE.

AYE. ANY OPPOSED? I'M SEEING NONE. AND I VOTE AYE.

THAT MOTION PASSES.

SO NEXT WE'LL MOVE ON TO PUBLIC COMMENTS ON NON-AGENDA ITEMS.

[PUBLIC COMMENTS]

DO WE HAVE ANY PUBLIC COMMENTS THIS EVENING? YES. YES, MA'AM.

DO YOU WANT TO COME UP AND STATE YOUR NAME? I'M JUDY RANDALL AND I RESIDE AT 751 PEBBLE BEACH AVENUE NORTHEAST.

I'M HERE TONIGHT BECAUSE I HAVE NOWHERE ELSE TO GO.

I HAVE CONTACTED THE PUBLIC WORKS DEPARTMENT.

I HAVE SPOKEN WITH MR. WATANABE. MR..

BECK. BECKNER.

BECKNER. MR. MCCALL. THE CUSTOMER SERVICE.

MY STREET IS IN UNIT ONE.

UNIT ONE IS PHASE TWO.

PHASE TWO WAS SUPPOSED TO BE COMPLETED IN 2020.

I UNDERSTAND THERE WERE DELAYS.

WE HAD TO PUT IN SOME DRAINAGE STORM DRAIN PIPES, BUT THAT WAS OVER A YEAR AGO AND THAT WAS A MILE AND A HALF AWAY IN UNIT ONE.

THE LAST TIME, I DON'T KNOW WHICH ONE IS MR. MCCALL. I SPOKE WITH YOU LAST IN APRIL.

OH, NO. NO, I DIDN'T SPEAK WITH YOU IN APRIL.

I SPOKE WITH YOU IN JANUARY.

AND EXPRESS MY FRUSTRATION.

YOU TOLD ME THAT IN JANUARY, YOU SAID THE BIDS WERE OUT FOR UNIT ONE.

MY STREET.

AS SOON AS YOU GOT THOSE IN, YOU WOULD DO THE PROCESS.

AND BY APRIL, I SHOULD HAVE A ROAD.

WELL, IT'S THE 22ND OF APRIL AND THERE IS NO SIGN OF IT.

NO SIGN ON THE SCHEDULE.

AND WHEN I LOOK AT THE SCHEDULE.

IT SAYS PHASE TWO, UNIT ONE IS COMPLETED.

SOMEBODY DOESN'T KNOW WHAT'S GOING ON.

AND IT CERTAINLY ME, FOR ONE THING, BUT THERE'S GOT TO BE SOMEONE IN THAT DEPARTMENT THAT CAN TELL ME WHEN MY ROAD WILL BE FIXED. SO THAT'S WHY I AM SO FRUSTRATED.

AND I JUST HOPE SOMEONE WITH ANSWERS CAN TELL ME WHEN I CAN EXPECT IT.

SO THAT'S WHY I'M HERE TONIGHT.

OKAY. THANK YOU.

COULD YOU GET HER CONTACT INFORMATION AND GET WITH HER AFTER THE MEETING? THANK YOU. SO NEXT WE'LL MOVE ON TO NEW BUSINESS.

[NEW BUSINESS]

ITEM NUMBER ONE IS AN UPDATE ON THE SAINT JOHN'S HERITAGE PARKWAY AND EMERSON MR. MCCALL. THANK YOU, MADAM CHAIR.

BOARD. PROJECT RIGHT NOW IS CURRENTLY OUT TO BID.

SO WE'RE JUST WAITING ON TO GET THOSE BIDS BACK.

AND AS SOON AS WE GET THOSE BIDS BACK, THEN IT'LL GO TO COUNCIL FOR APPROVAL.

RIGHT, CHRISTINE? ARE WE TALKING ABOUT NEW ITEM NUMBER ONE OR WE'RE TALKING ABOUT PUBLIC COMMENT? I'M SORRY. PUBLIC COMMENT.

OH, WE'RE TALKING ABOUT PUBLIC COMMENT.

I THOUGHT YOU WERE TALKING ABOUT OKAY.

NO, I ASKED CHRISTINE TO GET HER CONTACT INFORMATION AND.

OH, OKAY. TO GET BACK WITH HER AFTER THE MEETING.

SO. YES. YES.

CITIZEN HERE. OKAY.

PERFECT. YES, MA'AM. SORRY ABOUT THAT.

NO. IT'S OKAY. MY APOLOGIES.

YES. THE PROJECT HAS BEEN AWARDED.

WE'RE JUST WAITING ON TO SET UP THE PRE-CONSTRUCTION MEETING.

OKAY? AND WE'RE LOOKING TO DO THAT HOPEFULLY WITHIN THE NEXT COUPLE OF WEEKS, I BELIEVE.

IS THAT CORRECT, CHRISTY? NO, I THINK WE'RE STILL IN PUBLIC COMMENT.

WE'RE TALKING ABOUT COUNTRY CLUB.

COUNTRY CLUB? NOT RESPONDING TO THAT.

YEAH. IT'S OKAY.

YEAH. I'D PREFER TO HAVE STAFF TALK WITH HER DIRECTLY OUTSIDE OF THE MEETING, JUST SO THAT WE'RE NOT.

[00:05:01]

IT'S OKAY. NO. IT'S OKAY.

IT'S OKAY. JUST SO THAT SHE CAN HAVE ADEQUATE DIALOG ABOUT WHAT'S GOING ON.

THAT'S OKAY. SO WE'RE WE'RE ON ITEM NUMBER ONE, SAINT JOHN'S HERITAGE PARKWAY AND EMERSON.

MADAM CHAIR. YES, MA'AM.

JUST AS A POINT OF JUST A STATEMENT IS THAT IF WHAT I'M ASKING IS THAT THE STAFF CAN ENSURE THAT WHAT'S ON THE ON THE WEBSITE IS CORRECT IS MY ONLY SUGGESTION THAT IF.

WHAT YOU KNOW, THE COMMENT, THE PUBLIC COMMENT IS MADE ABOUT WHAT'S INCORRECTLY ON THE WEBSITE.

IT DOESN'T NEED TO BE CORRECTED SO THAT I CAN ADDRESS THAT QUICKLY IF YOU'D LIKE.

SURE. WE DID HAVE UNITS ONE, TWO AND THREE ROAD PAVING AT THE BEGINNING OF OUR PROCESS.

YES. THAT IS DIFFERENT THAN THE COUNTRY CLUB UNITS ONE THROUGH TEN, WHICH I BELIEVE THE RESIDENT IS ASKING ABOUT.

OKAY, SO ALTHOUGH THEY ARE COUNTRY CLUB UNITS ONE THROUGH TEN, THERE IS A PORT MALABAR UNIT ONE AS WELL.

UNDERSTOOD. OKAY.

THANK YOU, THANK YOU.

OKAY. SO MOVING ON BACK TO NEW BUSINESS.

NUMBER ONE. THAT'S WHAT I WAS REFERRING TO I THINK.

WHAT? WHAT? YES, WE DID BEFORE.

PUBLIC COMMENT. NO.

YOU'RE GOOD. CARRY ON.

YES, MA'AM. SORRY ABOUT THAT.

NO MIX UP. BUT THAT'S WHAT I WAS REFERENCING TO.

THE SIGNAL. THAT'S WHAT YOU'RE TALKING ABOUT.

MALABAR AND SAINT JOHN'S.

SAINT JOHN. OH, SAINT JOHN'S, I'M SORRY, I, I DIDN'T SEE THAT.

I NEED SOME GLASSES.

SO THE AMAZON.

THAT IS STILL BEING IN THE DESIGN PHASE AS FAR AS I KNOW.

SO THAT THAT I HAVEN'T SEEN ANYTHING ON THE EMERSON SIGNAL AS OF YET.

BUT I CAN'T TELL YOU THAT MALABAR AND SAINT JOHN'S HERITAGE PARKWAY IS OUT TO BID RIGHT NOW.

OKAY. ANY QUESTIONS ON.

THAT'S WHAT I WAS REFERENCING.

I'M NOT SURE WHO REQUESTED THIS TO BE ON THE AGENDA, BUT I'M ASSUMING THERE WAS SOME QUESTIONS ON IT.

IF IT'S ON HERE, MADAM CHAIR.

YES, SIR. YEAH, I REQUESTED IT.

IT BE ON THE AGENDA JUST BECAUSE TO GET AN UPDATE ON WHAT'S GOING ON OUT THERE.

BECAUSE IT SEEMS LIKE EVERY WEEK WE'RE GETTING ANOTHER BLAST FROM THE CITY SAYING WE'RE GOING TO BE CLOSING DOWN SAINT JOHNS HERITAGE PARKWAY ON THIS LANE OR DOING THIS OR DOING THAT. BUT ONE OF THE MAIN THINGS THAT NEEDS TO BE DONE IS THAT LIGHTED EMERSON IN SAINT JOHNS HERITAGE PARKWAY AND THE MALABAR LIGHTS.

SO I JUST WANTED TO FIND OUT WHERE WE'RE AT WITH THAT, BECAUSE I'M IN IMS ABOUT ONCE A WEEK AND I'VE, LIKE JOHN SAID, I'VE, I'VE SEEN THE MALABAR IN SAINT JOHNS HERITAGE PARKWAY.

I'VE SEEN THAT IN IMS, BUT I'VE NOT SEEN THE EMERSON YET.

YEAH, IT'S MY KNOWLEDGE THAT'S NOT.

IT'S IN DESIGN PHASE RIGHT NOW.

YEAH. I HAVEN'T I HAVEN'T SEEN ANY OF THE PLANS YET.

OKAY. YEAH.

SO HOPEFULLY, HOPEFULLY THAT ANSWERS YOUR QUESTION.

MADAM CHAIR, A QUESTION.

ARE WE UTILIZING ANY GRANTS TO FUND THESE SIGNALS? TO MY KNOWLEDGE, THAT'S THE EMERSON SIGNAL THAT'S GOING TO BE PART TIFF MONEY, FROM MY UNDERSTANDING, PROPORTIONATE, FAIR SHARE CALIPERS. OKAY.

AND MALABAR ROAD GOT THAT SIGNAL.

I DON'T KNOW IF THAT HAD ANY TIF MONEY ASSOCIATED WITH THAT OR NOT.

THAT'S COUNTY. YEAH, I DON'T THINK SO.

SO BECAUSE IT JUST SEEMS THAT WE'RE NOT SURE EXACTLY.

TIMELINES. I JUST WANT TO ENSURE THAT WHATEVER BUCKET OF FUNDS WE'RE USING, THAT WE'RE REMAINING AND ON THE TIMELINE BECAUSE IT SEEMS KIND OF THAT FOR EMERSON.

YOU GUYS DON'T KIND OF KNOW WHERE WE ARE WITH THAT.

SO I JUST WANT TO MAKE SURE THAT WE'RE ON POINT.

IF WE'RE USING A BUCKET OF FUNDS THAT REQUIRE US TO BE ON A SPECIFIC TIMELINE.

CORRECT. MADAM CHAIR.

YES, SIR. I JUST HAD ONE COMMENT.

I'VE BEEN ASKING FOR THE LIGHT AT MALABAR AND THE PARKWAY FOR THREE SCHOOL YEARS NOW.

CAN WE PLEASE MAKE SURE IT'S DONE BEFORE SCHOOL STARTS UP NEXT YEAR? WE'RE TRYING TO MOVE THAT EXPEDITIOUSLY AS BEST WE CAN, SIR.

THANK YOU. ANY OTHER COMMENTS ON ITEM NUMBER ONE? HEARING NONE. WE'LL MOVE ON TO NUMBER TWO.

THAT'S AN UPDATE ON THE MITTEN AND WAIKO ROAD PAVING PROJECT, MR. MCCALL. YES.

THANK YOU, MADAM CHAIR.

THAT BID HAS BEEN AWARDED.

WE'RE CURRENTLY WAITING TO RECEIVE ALL THE BID DOCUMENTS BACK FROM RCI RANGER CONSTRUCTION.

[00:10:02]

THEY'RE THE ONES THAT RECEIVED THE BID.

AND AS SOON AS WE GET THAT BACK, WE WILL SCHEDULE THE PRE-CON MEETING.

WE'RE HOPING TO DO THAT ONE WITHIN THE NEXT COUPLE OF WEEKS.

SORRY, I GOT MY PROJECTS A LITTLE MIXED UP.

OKAY. BUT ANYWAYS SO THAT'LL BE TAKING PLACE WITHIN THE NEXT COUPLE OF WEEKS TRYING TO GET THAT PRE-CON SET UP.

AND HOPEFULLY WE'LL START BEGINNING OF JUNE.

WE'RE TRYING TO WORK IT OUT SO, YOU KNOW, SCHOOL IS OUT AND POTENTIALLY WE MAY BE SHUTTING THE ROAD DOWN FOR A COUPLE OF WEEKS. TO EXPEDITE THE ROAD WORK.

AND THE REASON THAT WE'RE DOING THAT IS BECAUSE THE ROAD BASED MATERIAL, WE DON'T WANT IT TO BE TRAVELED ON BECAUSE IF WE LET TRAFFIC GO ON THAT ROAD BASE, WE TAKE RISK OF COMPROMISING IT, THE INTEGRITY OF IT.

SO WE'RE LOOKING AT THAT OPTION.

SO HOPEFULLY THE CONTRACTOR SHOULD BE ABLE TO DO THAT.

AND SO WE'RE LOOKING AT THAT.

IT MIGHT BE SHUT DOWN FOR A COUPLE OF WEEKS.

WHICH ONE OR BOTH? JUST MENTION.

ANY OTHER QUESTIONS FOR THAT PROJECT? HEARING NONE. OKAY, WE'LL MOVE ON TO NUMBER THREE.

SIGNAL. OH, YES, SIR.

IT WAS ONE MORE THING THAT CAME IN $1 MILLION UNDER ESTIMATE.

OH THAT'S EXCELLENT. SO THAT WAS ESTIMATED AT OVER $3 MILLION AND CAME IN JUST OVER TWO.

OH, EXCELLENT. NEXT UP IS SIGNALIZATION, ALONG MALABAR ROAD WEST.

MR. MCCALL. CURRENTLY, THE COUNTY IS IN THE PROCESS OF INSTALLING THE SIGNAL AT WISTERIA.

I'VE BEEN IN CONSTANT COMMUNICATION WITH THEM REGARDING THAT SIGNAL.

THERE IS A. LIGHT THERE TO ILLUMINATES THE INTERSECTION RIGHT NOW.

I'VE COORDINATED WITH THEM TO LEAVE THAT LIGHT UP AS LONG AS POSSIBLE BEFORE THE RAID, TO COME IN AND PUT THE MAST ARMS AND THE OTHER LIGHTING UP.

BUT ONCE THAT THAT WORK IS COMPLETED I'VE BEEN INFORMED BY STAFF THAT THAT THAT INTERSECTION IS GOING TO BE LIT UP LIKE A CHRISTMAS TREE.

SO IS THERE CROSSWALKS ON THAT? YES, SIR. YES, SIR.

THERE'S THE PLAN UP THERE ON THE BOARD.

I DON'T KNOW IF MAYBE WE COULD BLOW THAT UP A LITTLE BIT SO THE BOARD CAN SEE IT.

SO THERE ARE THERE'S THREE CROSSWALKS.

THERE'S TWO GOING ACROSS EITHER SIDE OF WISTERIA.

WELL, THERE'S FOUR ACTUALLY.

BUT SO YEAH, THERE'S, THERE'S CROSSWALKS THROUGHOUT THE WHOLE INTERSECTION AND THERE'S LIGHTING ON EVERY CORNER.

SO ONCE THAT GETS COMPLETE, I'M.

I'M TOLD THEY SHOULD BE.

SEE THEY SHOULD.

THEY HAD TO WAIT FOR THE BRAKES ON THE SHAFTS.

THE DRILL SHAFTS.

AND THAT'S TWO WEEKS FOR THAT CURE.

AND AFTER THAT, THEY CAN START PUTTING THE POLES UP AND PUTTING THE MAST ARMS UP.

SO I'M ANTICIPATING ANOTHER 60 DAYS BEFORE THAT GETS UP.

THOSE ARE MAST ARMS. CORRECT. EXCELLENT.

MADAM CHAIR. YES, SIR.

I JUST HAD A QUESTION.

ARE THOSE TRIGGERED? TIMED? HOW ARE THEY GOING TO CONTROL THE FLOW OF TRAFFIC? BECAUSE YOU'RE GOING TO HAVE SOON PROBABLY HAVE THREE LIGHTS IN RAPID SUCCESSION RIGHT THERE.

CORRECT. AND RATHER THAN COMPOUND THE TRAFFIC ISSUES, THE COUNTY, THE COUNTY IS GOING TO BE IN CHARGE OF THOSE LIGHTS.

WE'RE NOT OVERSEEING THE MAINTENANCE AND WHATNOT AT THIS POINT.

THEY ARE GOING TO TIME THOSE AND MAKE SURE THAT, YOU KNOW, IT'S NOT BACKING THE TRAFFIC UP.

IF WE START TO RECOGNIZE THAT THERE'S ANY ISSUES OUT THERE WITH THAT, WE'LL REACH OUT TO THEM AND SEE IF WE CAN ADJUST THE TIMING ON THEM.

BUT I'VE SPOKEN WITH OUR TRAFFIC OPS HERE AND WITH ALAN, MR. DUNN AND I, HE DOESN'T SEE ANY ISSUES AT THIS POINT IN TIME, SO WE SHOULD BE OKAY.

NO PLANS IN THAT TO LOWER THE SPEED LIMIT OUT ALONG THAT AREA.

RIGHT. STILL STAY AT 45.

AS FAR AS I KNOW. YES, SIR.

ANY OTHER QUESTIONS ON THAT PROJECT? ALL RIGHT, WE'LL MOVE ON.

NEXT, WE HAVE AGENDA REQUESTS FOR FUTURE MEETINGS.

I DID WANT TO MAKE ONE COMMENT ON THAT.

I HAVE ON MY CALENDAR THAT THE NEXT MEETING IS SCHEDULED FOR MEMORIAL DAY.

I WOULD LIKE TO MAKE A REQUEST IF WE COULD CANCEL THAT ONE AND MOVE ON TO JUNE IF THERE'S NO OBJECTIONS.

I SECOND OKAY ANY, MY ONLY COMMENT WAS GOING TO BE THAT CITY COUNCIL TAKES OFF THE MONTH OF JUNE ANYWAY.

CITY COUNCIL DOES, BUT I HAVE ANOTHER BOARD MEETING IN JUNE.

BUT IT'S UP TO YOU GUYS IF YOU WANT TO SKIP JUNE, I DON'T.

MY OTHER BOARD IS ME KNOW, BUT FOR US TO HAVE A MEETING IN MAY, WE COULD HAVE OUR JUNE MEETING, BUT FOR US TO HAVE THE MAY MEETING MEANS THAT COUNCIL WOULDN'T ADDRESS ANYTHING

[00:15:02]

WE DID FOR TWO MONTHS.

IT'S UP TO THE PLEASURE OF THE BOARD.

IT WAS JUST A SUGGESTION BECAUSE IT'S A HOLIDAY, SO I DON'T THINK STAFF WILL BE HERE ANYWAY.

BUT UP TO YOU GUYS.

SECOND. SECOND.

OKAY. MOTION IN A SECOND.

ALL THOSE IN FAVOR SAY AYE.

AYE, AYE. ANY OPPOSED? I'M SEEING NONE I VOTE AYE.

THAT MOTION PASSES.

SO DO WE HAVE ANY REQUESTS FOR MEETINGS PAST MAY THEN? YES, MADAM CHAIR.

FOR INFORMATION FOR THE REPAIR OR AND OR EXPANSION OF MINTON BETWEEN JUPITER AND MALABAR.

ANY INFORMATION. ANYTHING THAT CAN BE PROVIDED THAT OUR REPAIR WIDENING OR THE REPAIR OF IT.

SO IF THAT'S SOMETHING THAT IS IN CONSIDERATION RIGHT NOW BECAUSE THE STATE OF THAT ROAD AND I DRIVE IT EVERY DAY.

IT NEEDS IT.

SO I WANT SOME TYPE OF INFORMATION OR UPDATE ON IF THAT'S THE PLAN, AND THEN IF THERE ARE ANY CONVERSATIONS ON EXPANSION.

AS WE CONTINUE TO GROW, WHAT WHAT IS THE FUTURE LOOK LIKE FOR THAT, THAT SEGMENT OF THE ROAD? COULD WE JUST GET AN UPDATE ON THAT SEGMENT ON THE ON THE OR IF YOU KNOW THE INFORMATION NOW ON THE REPAIR OF MINTON ROAD, WE'RE HOPING THAT THAT WILL BE UNDERWAY AT OUR NEXT MEETING IN JUNE.

OKAY. THAT'S I THOUGHT THAT THAT WAS ITEM NUMBER TWO AND AND WAKIM WACO.

ITEM NUMBER TWO.

SO THAT IS FOR THE RESURFACING OF MINTON FROM MALABAR TO JUPITER.

OKAY. AND A PORTION OF THAT'S THE SAME.

THAT'S CORRECT. THAT THE SEGMENT YOU'RE TALKING.

NO. SO BUT MINTON AND WACO, THIS ISN'T THE CROSS STREET BECAUSE WACO IS.

NO, I, I APOLOGIZE.

THERE ARE TWO SEPARATE PROJECTS ROADS, TWO SEPARATE.

IT'S NOT AN INTERSECTION.

OKAY. SO. OKAY, THAT'S PROBABLY WHAT I WAS CONFUSED.

OH OKAY. OKAY.

YEAH. I WAS LIKE, OKAY, OKAY, IT'S COMPLETELY FAR AWAY BUT OKAY.

ALL RIGHT. SO YES OKAY.

SO THAT'S WHAT THAT IS A PART OF.

CORRECT. IT'S TWO SEPARATE PROJECTS.

THEY'RE JUST ON THE SAME BIT.

UNDERSTOOD. OH GOTCHA.

GOTCHA OKAY. THE WIDENING OF MINTON ROAD WILL BE ANOTHER SUBJECT, ANOTHER DISCUSSION.

I CAN GET INFORMATION FOR YOU FOR THAT MEETING, IF THAT'S WHAT YOU WANT TO DISCUSS.

YES. DO YOU WANT? OKAY.

THAT SOUNDS GOOD.

PERFECT. THANK YOU.

DO. YES, SIR.

DO DO WE DO IT WITH THE BABCOCK ROAD? HOW? IT'S KIND OF GETTING TOO SMALL FOR THE DEVELOPMENT THAT'S GOING SOUTH.

IS THAT CITY? BECAUSE I KNOW THERE'S SOME DEVELOPMENTS THAT'S BEING TALKED ABOUT ON THE COUNTY PLANNING AND ZONING OF DEVELOPMENTS GOING AROUND DEER RUN AND CONVERSATIONS ABOUT BABCOCK ROAD NEEDING TO BE WIDENED OR THE INFRASTRUCTURE THERE.

AND I KNOW THE CITY IS GOING TO DO UTILITIES AND SUCH IS MY UNDERSTANDING.

IS THERE ANYWHERE WE COULD GET AN UPDATE ON THAT, MAYBE FUTURE PLANNING? CERTAINLY WE'LL PUT THAT ON THE AGENDA.

COOL. OKAY.

ANY OTHER FUTURE ITEM REQUESTS.

OKAY. I'M HEARING NOW ANY OTHER GENERAL COMMENTS FROM THE BOARD THIS EVENING? NO, NO, I'M HEARING NONE.

OKAY. WE WILL ADJOURN AT 7:18 P.M..

THANK YOU EVERYONE. THANK YOU, THANK YOU.
