[00:00:02]
GOOD EVENING. WE ARE ON ABOUT A FIVE MINUTE DELAY.
[CALL TO ORDER]
WE WILL START AROUND 605.WE'RE WAITING FOR OUR BOARD CHAIR.
GREAT. PLUS HIS CAR INSURANCE.
WELL, WELCOME HUGE AUDIENCE THIS EVENING, BUT VERY GLAD TO HAVE YOU.
SO WE'RE GOING TO GO AHEAD AND OPEN UP THE MEETING OR START THE MEETING OF THE CITY OF PALM BAY SUSTAINABILITY ADVISORY BOARD REGULAR MEETING FOR WEDNESDAY, APRIL 24TH, 2020.
FORCE IS 602 NON-APPLE TIME HERE AT CITY HALL.
SO WE'LL GO TO CALL TO ORDER AND DO A ROLL CALL.
JANE HIGGINS, PRESENT SUSAN PHILLIPS.
ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
[ADOPTION OF MINUTES]
SO WE'LL MOVE INTO ADOPTION OF MINUTES.AND WE HAVE TWO MINUTES TO APPROVE FOR THIS THIS MEETING.
IF YOU HAVE REVIEWED OR IF ANYONE HAS A MOTION TO ADOPT THAT I JUST HAVE ONE QUESTION ON THE FEBRUARY MINUTES WHERE WE ASKED IF THERE WAS A PLAN ON THE PHOTOCATALYTIC PAVEMENT REJUVENATION FOR PALM BAY.
IT SAYS STAFF WOULD ADVISE THE BOARD OF DISCUSSIONS FROM THE COUNCIL MEETING.
DO WE KNOW IF ANYTHING HAPPENED IN THE COUNCIL MEETING? THIS WOULD HAVE BEEN BACK IN MARCH.
I JUST WANTED TO FOLLOW UP ON.
YEAH, WE'LL DO WE CAN BRING THAT TO UPCOMING MEETINGS AND EVENTS OF INTEREST AND THEN.
DO I HAVE A MOTION FOR ADOPTION OF FEBRUARY'S REGULAR MEETING MINUTES.
DO I HAVE A SECOND? I'LL SECOND.
ALL RIGHT. IT'S BEEN MOVED AND SECONDED.
AND THEN WE ALSO HAVE MINUTES FOR THE REGULAR MEETING FOR MARCH 27TH.
ALL RIGHT. YOU GOT A MOTION AND SECOND AND A SECOND.
AYE. ALL OPPOSED? SAME SIGN. AND I VOTE AYE.
AWESOME. ANY PUBLIC COMMENTS THAT ARE NON-AGENDA ITEMS? ALL RIGHT. SEEING NONE, WE'LL GO INTO NEW BUSINESS.
[NEW BUSINESS]
SO WE HAVE A PRESENTATION ABOUT REEF ARCHES AND LIVING SHORELINES BY NICHOLAS.ALL RIGHT. BUT BUT THAT'S EXCITING.
HOW WAS IT? IT'S LIKE BOURBON, BUT IT'S EXCITING.
OKAY, I HEAR YOU. AND THEN HE'S WITH HENDRICKS BROTHERS CONSTRUCTION.
[00:05:01]
DALE A COUPLE OF YEARS AGO WITH UF COLLEGE OF CONSTRUCTION MANAGEMENT.APPRECIATE IT FOR YOUR TIME TODAY.
SO MY NAME IS NICHOLAS BAUDIN.
I WORK FOR HEDRICK BROTHERS CONSTRUCTION.
I ACTUALLY LEAD OUR NEW DIVISION CALLED HEDRICK BROTHERS ENVIRONMENTAL.
AND WITHIN THAT DIVISION, WE CREATED A NEW COMPANY CALLED REEF ARCHES.
WE STARTED OFF IN JANUARY OF 2023, SO WE HAVE SOME PRETTY EXCITING LIVING SHORELINE SOLUTIONS.
WE'VE ACTUALLY BEEN INTRODUCING THIS ACROSS THE STATE ALREADY.
PART OF IT WAS ACTUALLY FUNDED IN PART THROUGH THE RESILIENT GRANT PROGRAM.
SO WE ALREADY HAVE THREE PROJECTS THAT WERE RANKED FROM ONE THROUGH 17, WHICH WAS PRETTY NICE.
SO I'M GOING TO WALK YOU THROUGH OUR COMPANY AND LET'S SEE HOW I COULD CLICK.
SO OUR COMPANY STRUCTURE IS LIKE HOW I MENTIONED.
SO IT'S CONSTRUCTION OUR DIVISION OF ENVIRONMENTAL AND REEF ARCHES.
SO WE TARGETED INSHORE MAINLY, AND WE REALLY WANTED TO HIT ON THE FOLLOWING TOPICS ACROSS FLORIDA LIVING SHORELINES, SHORELINE HARDENING, OYSTER RESTORATION LIKE REALLY GET THE COMMUNITY INVOLVED AND HAVE A VISUALLY APPEALING PRODUCT THAT COULD BE PLACED RIGHT ON THE SHORE.
THOSE ARE ACCESSORY PRODUCTS THAT WE HAVE POST INSTALLATION.
WE'RE ACTUALLY PRETTY EXCITED WITH HOW WE DID IT, AND THIS IS PRETTY NOVEL STUFF.
SO MOST RECENTLY WE HAD A REALLY SUCCESSFUL PROJECT WITH THE MARINE RESOURCES COUNCIL.
THEY CALLED US AND THEY SAID, WE HAVE A PERMIT THAT'S EXPIRING AND WE NEED YOUR HELP.
YOU HAVE 60 DAYS AND 150FT OF SHORELINE.
WE SAID, OKAY, WE'RE WORKING SATURDAYS, SO BUT WE ARE ACTUALLY GOT EVERYTHING DONE.
IT WAS A FANTASTIC PARTNERSHIP.
IT WAS 150FT OF SHORELINE TO PROTECT A SHELL MIDDEN AND ARCHEOLOGICAL SITE.
THAT'S HUGE. SO WE'RE ABLE TO DEPLOY THIS VERY QUICKLY.
WE DID THIS BY JUST BASIC PHYSICS AND FLOATING THE STRUCTURE.
SO ON THE LEFT HAND SIDE YOU'LL SEE THIS WAS A LOCATION BEFORE REEF ARCH.
ON THE RIGHT HAND SIDE, THAT IS THREE WEEKS AFTER WE FINISHED DEPLOYING THIS ON MARCH 31ST.
SO WE GOT THE CALL FEBRUARY 5TH OF THIS YEAR.
IT HAS THIS BRAND NEW STRUCTURE THAT NOW YOU'RE ACTUALLY WITNESSING MORE CREATURES GOING THROUGH.
WE'RE TAKING PICTURES OF OTHER MACRO LIFE, LIKE DUCKS ARE ALL GETTING IN THERE.
SO WE'RE REALLY CREATING A BRAND NEW SYSTEM.
WE MANUFACTURED ALL THE UNITS, WE DELIVERED IT AND WE INSTALLED ALL 37 UNITS.
EACH UNIT WEIGHS AROUND 1,200 POUNDS.
SO WE WERE ABLE TO FIGURE OUT HOW TO ACTUALLY ROLL IT DOWN THE HILL.
FLOAT IT, TAKE IT AND PLACE IT.
THEN WE ARE ABLE TO PROTECT THE SHELL MIDDEN.
AND BECAUSE OF THE STRUCTURE OF THE ACTUAL DEVICE, YOU COULD ACTUALLY GROW MANGROVES THROUGH THIS.
YOU COULD ACTUALLY PLACE A MANGROVE BEHIND THE STRUCTURE AND IT'LL ACTUALLY FORM THROUGH IT.
SO NOW YOU'RE CREATING THIS BIOLOGICAL NURSERY ALREADY CREATED.
SO WE'RE TAKING THINGS THAT ALREADY EXIST AND WE'RE JUST MAKING IT BETTER.
SO WE'VE EXPANDED THE SHORELINE FOR BETTER RECOVERY AND PROTECTION.
AND EVERYTHING WAS DONE WITHOUT THE USE OF A BARGE.
SO WE HAVE DALE HEDRICK WHO'S THE PRESIDENT OF THE ENVIRONMENTAL DIVISION.
PARKER HEDRICK WHO IS OUR VICE PRESIDENT OF THE ENVIRONMENTAL, MYSELF AS THE DIRECTOR.
SO THERE'S JUST SOME SNAPSHOTS.
THIS IS HOW WE DELIVER THE UNITS.
WE JUST GRAB THEM ALL, PUT THEM ON A FLATBED, AND THEN WE LIFTED IT UP USING A LULL.
AND WE ACTUALLY MADE THESE REALLY COOL DESIGNS.
[00:10:02]
THIS IS ACTUALLY A VERY DIFFICULT PATTERN TO MAKE AND TO MOLD, BUT WE GOT IT ALL DONE HERE IN FORT PIERCE.SO WE GOT IT DONE LOCALLY THERE IN FORT PIERCE.
AND THEN YOU COULD SEE HERE ON THE INSIDE SECTIONS, WE MADE SURE THAT THERE'S NO ENTRAPMENT ISSUES.
SO WE HAVE EVERYTHING MADE PRETTY SIMPLY AND DELIVERED.
AND JUST BY PLACING IT, YOU'RE ALREADY SEEING EFFECTS.
WE'RE ALREADY GETTING SEDIMENT RESULTS.
SO THEY'RE DOING ALL THE MONITORING THEMSELVES.
SO IT MAKES A REALLY GOOD RELATIONSHIP FROM THAT STANDPOINT.
SO WE'RE JUST A SEPARATE COMPANY AND MADE IT HAPPEN.
AND HERE IS ACTUALLY HOW WE'RE ABLE TO INSTALL ALL THESE UNITS.
SO WE ACTUALLY MADE OUR OWN CRANE SYSTEM THAT WE PATENTED THAT YOU USE THE ARCH ITSELF AS A FULCRUM.
SO THAT'S HOW WE'RE ABLE TO ROLL ONE OF THE UNITS, PLACE IT.
ONCE THAT UNIT HAS BEEN PLACED, THEN WE PUT THIS CENTERPIECE RIGHT ON THE TOP OF THE ARCH.
THEN WE CREATE THIS LARGE DRAGON'S TAIL IN WHICH WE CAN NOW MOVE IT.
SO WITH A GROUP OF GUYS, WE DID ALL OF THAT IN FOUR DAYS.
WE DID ALL 150FT IN FOUR DAYS.
NO ONE REALLY EVEN KNEW WE WERE THERE.
WE JUST WENT BACK AND FORTH AND NOW WE JUST MADE A BRAND NEW BREAKWATER SYSTEM.
THIS IS JUST THE CONCRETE THAT WE'RE USING.
SO THAT'S ONE OF THE RENDERINGS HERE.
NOW, THIS IS WHAT IT LOOKS LIKE BEFORE THE IMAGE YOU SAW, THERE WAS NO SAND.
THAT'S WHAT MAKES THE DESIGN UNIQUE.
YOU GET LIGHT, YOU GET FLOW, YOU GET THE ROOTS TO INTEGRATE.
SO NOW WE'RE MAKING AN IRON MAN SUIT FOR OUR COASTS.
SO IF YOU ALREADY HAVE A LIVING SHORELINE ON YOUR COAST, YOU MAY WANT TO GROW MORE OYSTERS.
SO WE CREATED THESE INSERTS THAT FIT SNUG ONTO THE ARCH ITSELF.
SO YOU COULD ACTUALLY DO WHAT'S CALLED REMOTE SETTING.
AND WE COULD USE THE SAME DESIGN TO GROW CORALS.
THAT'S JUST A SIDE NOTE, BUT YOU COULD MAKE AN INSTANT REEF WITH IT.
SO. SO THAT'S ALL I HAVE FOR FOR TODAY.
AND IF YOU HAVE ANY QUESTIONS, LET ME KNOW.
I THINK THAT'S GOING TO HELP CLEAN OUT THE LAGOON AND GET IT BACK TO WHERE WE NEED IT TO BE.
BUT DOES ANYONE HAVE ANY QUESTIONS? ANGEL. SURE.
SO WHERE WHERE IS YOUR LONGEST DEPLOYMENT? YOUR. THAT'S BEEN IN WATER FOR THE LONGEST AMOUNT OF TIME? I WOULD SAY FOR A 1,200 POUND UNITS, BECAUSE WE ALSO HAVE A 50 POUND UNIT OR 1,200 POUND UNIT.
THIS WOULD BE THE LONGEST FOR THIS SPECIFIC APPLICATION AS A BREAKWATER.
THE OTHER PROJECT LOCATIONS THAT ARE IN OUR PIPELINE INCLUDE THE JUPITER INLET LIGHTHOUSE.
THEY WANTED TO PUT FOUR UNITS UNDERNEATH THE DOCK.
WE'RE JUST AWAITING AN ARMY CORPS PERMIT.
THEY'RE WANTING TO DO A LIVING SHORELINE.
THOSE TWO WERE ACTUALLY FUNDED IN PART FROM THE RESILIENT GRANT.
SO COME JULY 1ST, WHEN THE GAVEL SWINGS, THEN WE COULD KICK OFF WITH THOSE PROJECTS.
SO YOU'VE GOT 50 MUCH SMALLER VERSION OF THIS GOING AS WELL? YEAH, WE HAVE A 50 POUND.
THAT'S USUALLY FOR MORE FOR LIKE OYSTER RESTORATIONS FOR LIKE VOLUNTEERS.
AND THAT WAS ACTUALLY RECOMMENDED.
WE GOT THE SUGGESTION FROM INDIAN RIVER LAGOON COUNCIL.
SO THAT'S GOOD FOR MORE VOLUNTEERS.
AND IN A SECTION WHERE ITS WATERS ARE MORE CALM.
BUT THAT WOULD GET THROWN LIKE IN A HIGH WIND AREA.
SO THAT'S WHY A 1,200 POUND UNIT CONNECTED LIKE A LEGO SET IS MUCH MORE APPEALING.
THANK YOU. YEAH, I HAVE A COUPLE QUESTIONS.
[00:15:02]
SUPER LIGHTS ON? YEAH.IT WAS A VERY GOOD PRESENTATION.
SO MY QUESTION IS IS THIS APPLICABLE FOR RESIDENTS AS WELL? OR IS IT MOSTLY FOR COMMERCIAL BUSINESSES OR LIKE THE MARINE RESOURCE COUNCIL OR PLACES LIKE THAT? SURE. SO WE HAVE SO WE SHOWED THIS TO A COUPLE OF ENGINEERS AS WELL.
I ACTUALLY JUST CAME BACK FROM A SITE LOCATION.
THEY WANTED TO DO ANOTHER 500FT IN FRONT OF THEIR DEVELOPMENT TO PROTECT THEIR, THEIR SHORELINE.
SO FOR THOSE LOCATIONS AT 1,200 POUNDS MORE SUITED FOR THAT, A 50 POUND UNIT, I WOULD RECOMMEND MORE FOR A RESIDENTIAL SECTION, ESPECIALLY SINCE YOU COULD PUT THOSE STRUCTURES NEAR YOUR DOCK.
YOU WOULD NEED WHAT'S CALLED A PERMIT TO DO THAT, BUT YOU COULD PLACE YOUR UNITS RIGHT IN FRONT.
AND YEAH, YOU CAN MAKE SOME INSTANT, YOU KNOW, BASICALLY AN INSTANT REEF RIGHT THERE.
SO YOU COULD STACK IT JUST KIND OF LIKE OUR LOGO.
YOU COULD STACK IT VIRTUALLY AT ANY HEIGHT.
SO YEAH, THAT'S HOW WE CAN MAKE IT HAPPEN.
VERY GOOD. DO YOU WORK WITH THE BREVARD ZOO AND THE THE GROUP THERE AND THE LIVING SHORELINES? I WENT OVER TO THE SPACE COAST BREAKFAST.
THAT'S WHERE I GOT CONNECTED WITH THE ZOO.
THEY DID GIVE US A TOUR TO SHOWCASE WHAT THEY WERE DOING.
AND THEY THEY ARE AWARE OF THE PRODUCT, SO THEY'RE PRETTY INTERESTED IN A NEW TECHNOLOGY.
VERY GOOD. SO BECAUSE OF THAT, WE'RE OPEN TO MORE COLLABORATION.
SO IT DOES BRING A LOT OF INTEREST FROM A LOT OF THESE HIGH TECH RESEARCH ORGANIZATIONS.
AND THIS ONE'S ACTUALLY GETTING A LOT OF PUBLICITY AS WELL.
SO I'VE BEEN I'VE BEEN PLAYING CATCH UP, HONESTLY.
SO YOU'RE OVER THE HENDRICK REEF ARCHES AND ENVIRONMENTAL.
CORRECT. THIS IS JUST ONE OF YOUR PRODUCTS I'M GOING TO PRESUME.
YES. UNDERNEATH OUR OUR ENVIRONMENTAL ARM.
WHAT'S THE SECOND ONE? WE'RE TRYING TO CLEAN UP LAKE OKEECHOBEE.
WE HAVE A PATENTED SYSTEM TO DO SO.
SO OUR ENGINEER THAT YOU SAW HAS A PRETTY NOVEL SYSTEM.
SO IT WOULD INCLUDE A WAVE ATTENUATION DEVICE, WHICH IS KIND OF LIKE THE TECHNICAL TERM FOR THIS.
SO IT TAKES A LARGE CONSTRUCTION COMPANY TO DELIVER AND GET THESE PRODUCTS OUT SAFELY AND QUICKLY.
SO ONCE YOU COMPLETE LAKE OKEECHOBEE, THEN IS IT APPLICABLE TO THE INDIAN RIVER LAGOON OR OTHER WATER BODIES? I DON'T KNOW.
I DON'T THINK SO BECAUSE IT'S IT'S JUST A LOT OF VISCEROTROPIC MUD THAT IS WITHIN LAKE OKEECHOBEE.
SO THAT'S THAT'S MANY YEARS DOWN THE LINE, BUT IT IS ENOUGH TO ACTUALLY CREATE A WHOLE NEW DIVISION.
SO RIGHT NOW REEF ARCHES HAS BEEN JUST MOVING LIKE GANGBUSTERS.
SO BUT YEAH, VERY VERY EXCITING.
AND I HOPE TO SEE MORE OF YOU AND MORE OF THE PRODUCT.
I THINK SUSAN KIND OF ASKED WHAT I'M ASKING, BUT I LOVE THIS PROJECT, AND I THIS IS THE, I BELIEVE, LIKE THE THIRD TIME I'VE SEEN YOUR PRESENTATION, SO I DON'T HAVE MANY QUESTIONS. AND AGAIN, NOT TO DISCOUNT EVERYTHING THAT YOU'RE DOING HERE, BUT I DO WANT TO ASK.
I'M SO EXCITED ABOUT, LIKE, THE FUTURE OF THIS COMPANY.
AND, YOU KNOW, WE'RE A LITTLE BIT MORE INLAND.
AND THIS PRESENTATION MAKES SENSE TO PALM BAY BECAUSE MRC IS LOCATED IN PALM BAY.
SO THIS IS ACTUALLY HAPPENING IN PALM BAY, WHICH IS SUPER EXCITING FOR US.
AND ONE THING THAT'S ALWAYS ON MY MIND IS PERMEABLE SURFACES.
SO KIND OF PIGGYBACKING OFF OF WHAT SUSAN SAID IN THE FUTURE, VERY FAR FUTURE OR ANYTHING, DO YOU GUYS HAVE ANY PLANS TO DO ANY OTHER KIND OF LOW IMPACT DEVELOPMENT OUTSIDE OF WATER SOURCES OR ANYTHING LIKE THAT? WHEN YOU SAY OUTSIDE OF WATER SOURCES LIKE SO, I MEAN LIKE PERMEABLE SURFACES OR ANYTHING KIND OF MORE INLAND, I'M THINKING OF LIKE PAVEMENTS AND, YOU KNOW, OTHER KIND OF LOW IMPACT CONSTRUCTION SITES OR BUILDING BUILDING MATERIALS, THINGS LIKE THAT.
[00:20:02]
SO OTHERS THROUGH UPCYCLE MATERIAL.AND ONE OF THE SUSTAINABLE OPTIONS FOR THIS IS YOU GET A 12 TO 1 RATIO TO POUNDS TO SURFACE AREA.
AND BECAUSE OF THAT EXTRA SURFACE AREA, IT'S THE DESIGN THAT DRIVES THE INNOVATION.
SO WE COULD CHOOSE ANY CONCRETE.
WE COULD DEFINITELY EXPLORE DIFFERENT METHODS.
AND WITH A DIVERSE PRODUCT LIKE ARCH, YOU COULD REALLY WE COULD STACK THEM LIKE CUPS AS WELL.
SO YOU COULD REALLY DEPLOY THIS QUICKLY AND HAVE RAPID PROTECTION AS NEEDED.
SO IT'S DEFINITELY WE'RE STARTING THE CONVERSATION TO SAY WHAT MORE IS THERE.
AND WITH THE PUSH FROM RESILIENCE, THERE'S A LOT OF A LOT OF ACTIVITY, A LOT OF ATTENTION.
SO EVEN MIAMI MIAMI-DADE COUNTY HAS THEIR CLIMATE TECH.
SO WE THEY ACTUALLY ASKED US TO JOIN THEIR DATABASE.
SO IT'S JUST BEEN BRINGING US A LOT OF ATTENTION.
SO DEFINITELY PUSHING FORWARD.
YOU HAVE ANOTHER QUESTION TOO.
NO. THAT WAS PRETTY MUCH ACTUALLY I GUESS I'M JUST CURIOUS.
IT'S MADE ALL OUT OF CONCRETE.
OKAY. IT'S MADE OUT OF SPECIFICALLY CSA CONCRETE.
THAT'S A CALCIUM SULFATE ALUMINATE.
IT'S A TRIPLE LETTER SCRABBLE WORD, FOR SURE.
BUT CSA CONCRETE HAS BEEN ALREADY A PROVEN TECH.
THERE'S A BUNCH OF RESEARCH PAPERS THAT LED US TO PICK IT.
AND AS A LOW PH, THAT ALLOWS A LOT OF THE ORGANICS TO BE ON IT.
YOU WANT YOU WANT IT TO BE NICE AND FRIENDLY.
THANK YOU AGAIN. THAT WAS THAT WAS REALLY GREAT.
THANK YOU. I DO HAVE ANOTHER QUESTION.
IS IT? WOULD IT BE APPLICABLE? YOU KNOW, AND SWALES, WE GET A LOT OF BUILD UP IN THINGS IN SWALES.
I'M JUST THINKING OF THAT ARCH CONCEPT.
IF SOMETHING LIKE THAT COULD BE PUT IN THERE WHERE THE CITY WOULDN'T HAVE TO MOW OR.
IT WOULD BE MOVE THE WATER AND YET THINGS COULD GROW AROUND IT ABOVE IT.
COULD YOU COULD YOU CLARIFY WHAT A SWALE IS? WHAT A SWALE IS? SWALE IS A DIP IN THE.
CAN ANY OF YOU HELP ME? IN GEORGIA WE CALL IT A DITCH.
IN GEORGIA WE CALL IT A DITCH.
OH. GOT IT. OKAY, SO IN THOSE CASES.
SO THE STRUCTURE IS COLLECTING SEDIMENT.
SO WE WANT TO SHOW IF WE WANTED TO DO LIKE ANY PILOT OR TESTING FOR THAT.
RIGHT. IT IS A NEW PRODUCT IN THE MARKET.
SO WE WANT TO SHOWCASE DIFFERENT AVENUES.
BUT WE HAVEN'T, WE HAVEN'T REALLY ADDRESSED ANY ANY SOILS AROUND.
SO WE JUST WANTED TO EXTEND THE SHORELINE AS MUCH AS WE CAN.
I WELL, I'M JUST THINKING THE ARCH IS IS SUCH A SIMPLE CONCEPT, ISN'T IT, WHEN YOU.
YEAH. SO AND THE VIADUCTS IN ROME, THAT'S KIND OF WHAT IT'S MAKING ME THINK OF IN TERMS OF THE SWALES OR KEEPING WATER MOVING AND AND PREVENT FLOODING.
AND BECAUSE OF THE DESIGN YOU GET THE FLOW.
FLOW IS CRITICAL. AND THAT'S WHY LAKE OKEECHOBEE AS IT IS THERE'S NO THERE'S NO FLOW.
EVERYTHING JUST KIND OF STAGNANT.
SO BY HAVING THAT THAT STRUCTURE, I THINK IT WOULD BE A REALLY GOOD LOCATION AND A A GOOD PRODUCT TO SHOWCASE, SAYING YOU COULD NOW HAVE FISH GOING IN AND OUT, YOU CREATE THOSE PREDATOR PREY DYNAMICS.
IT'S GREAT FOR FISHING IN THE FUTURE WHEN YOU HAVE YOUR MANGROVES ON IT.
SO THAT BRINGS IN A LOT OF FAMILY AND COMMUNITY IN.
SO YOU'RE REALLY DOING LIKE A TRIPLE WIN ALL IN ONE, ALL IN ONE SWAP.
YES. THANK YOU. THANK YOU FOR COMING IN DEMONSTRATING OR DOING THE PRESENTATION FOR US AND TEACHING US A LITTLE BIT ABOUT THE INNOVATION Y'ALL HAVE GOING ON AT HENDRICKS BROTHERS. AND THANK YOU FOR COMING TO MELBOURNE OR PALM BAY BREVARD COUNTY AND MAKING A DIFFERENCE HERE FOR US.
ALL RIGHT. SO WE WILL GO INTO NEW BUSINESS.
[OTHER BUSINESS]
SO NUMBER ONE, HARDING LANE POND.THIS PAST SATURDAY WE DID THE 300 PLUS PLANTING OF DUCKWEED AND
[00:25:10]
MACARON BAKERY.AND IT WAS A REALLY GOOD TURNOUT.
I THINK WE HAD LIKE 15 TO 20 IN TOTAL.
WITH THE UTILITIES DEPARTMENT, VOLUNTEERS THE SUSTAINABILITY ADVISORY BOARD AND FRIENDS.
AND IF ANYONE ELSE, MAYBE THERE'S AN UPDATE.
I MEAN, I DID CREATE A LITTLE SLIDESHOW OF PICTURES.
SO AWESOME. OH, KUDOS TO STAFF ON THAT EVENT.
WELL ORGANIZED, VERY WELL ORGANIZED.
ERIC, YOU'RE WELCOME TO TALK US THROUGH THIS IF YOU WANT.
ONCE ALL THE ROCK IS PULLED UP.
THE WE ROTOTILT TO STIR UP ALL THE.
MAKE IT LOOSER FOR US TO PLANT.
WITH THE EXCEPTION OF THOSE TWO, OF COURSE.
YEAH. I WAS GOING TO SAY I KNOW ONE YOUNG MAN THAT WOULD HAVE BEEN IN THE WATER FOR SURE.
YEAH. YOU CAN SEE MY TEENAGE SON WORE SLIDES TO A PLANTING ACTIVITY.
THIS IS A REALLY NICE DAY OUT.
AND I THINK THE BIG BENEFIT THERE IS, ALL THE WATER THAT THAT POND COLLECTS IS GOING TO GET FILTERED SOMEWHAT BY THOSE PLANTS AND HELP TO KEEP THE POND CLEAN AND HAVE LESS OF AN OVERLOAD OF NUTRITION, NUTRIENT NUTRIENTS AND PHOSPHORUS, THAT KIND OF STUFF BEFORE IT HEADS TO THE RIVER.
SO A GOOD LITTLE RUNOFF CLEANSING BEFORE IT GETS TO THE, TO THE RIVER.
SO THAT'S A REALLY GOOD AND REALLY GOOD TIME, FELLOWSHIP WISE BETWEEN THE CITY AND, AND CITIZENS.
AND SO IT WAS REALLY GOOD EVENT.
AND IF ANYONE ELSE WANTS TO COMMENT ON IT, WHAT IS THE MAINTENANCE NOW GOING FORWARD.
DOES IT NEED TO BE WATER IN THESE BEGINNING WEEKS? AS OF RIGHT NOW, WE'VE GONE OUT TWICE THIS WEEK AND FLOODED THE POND.
MR. MCCABE GAVE ME LOTS OF INSTRUCTIONS ON HOW TO TAKE CARE OF IT, BUT ONCE, ONCE IT STARTS RAINING, THE THE FINGER WILL ACTUALLY BE UNDER ONE INCH OF WATER, WHICH WILL KEEP EVERYTHING HEALTHY AND PREVENT EVERYTHING ELSE FROM GROWING ON IT.
EVERYTHING THAT WE PLANTED WILL GROW BACK IN.
IS ABLE TO BE CUT AT SIX INCHES, AND ONCE THAT HAPPENS, A NORMAL PROCESS WILL START OVER AGAIN.
THE POND WILL FILL BACK UP, THEY'LL START GROWING AGAIN.
SO. AND THEY'LL ACTUALLY SPREAD OUT AND GET BIGGER.
NUMBER TWO, SUSTAINABILITY FAIR 2024 FOLLOW UP.
I THINK. I PUT TOGETHER ANOTHER VERY SMALL.
[00:30:09]
THERE WE GO. I'M SAD I HAD TO MISS IT.I WAS OUT OF TOWN IN TAMPA FOR A CONVENTION, BUT I HEARD GOOD THINGS ABOUT IT.
AND THE MAYOR, I SAW HIM RIGHT WHEN I GOT BACK, AND HE THOUGHT IT WAS A VERY GOOD EVENT, TOO.
SO I THINK ANOTHER GOOD PARTNERSHIP WITH PUBLIC WORKS AND AND OUR BOARD HERE.
SO I LIKE THE PARTNERSHIP ASPECT OF IT.
AS WELL AS THE UTILITY DEPARTMENT AS WELL.
UTILITIES. THAT'S WHO IT WAS RIGHT.
ALL OF IT OKAY. TRIFECTA I THINK IT WAS REALLY, REALLY GREAT SETUP.
WHEN I HAD WENT OUT THERE, IT WAS A PRETTY GOOD TURNOUT.
THE VENDORS WERE ALL REALLY EXCITED.
THEY WERE, I BELIEVE THEY WERE DOING THE LAGOON LOYAL BOOTH.
THEY WERE INTERESTED IN POSSIBLY COMING TO PRESENT FOR US.
SO I JUST WANTED TO KNOW, LIKE, WHO SHOULD I FORWARD THAT TO OR CONNECT THEM TO? OKAY. ALL RIGHT.
BUT IT WAS GREAT. AND I THINK EVERYONE DID A GREAT JOB.
AWESOME. DO YOU THINK WE'LL BE HAVING IT THERE IN THE FUTURE? IS THAT THE GOAL OR DO WE KNOW.
IS THAT TOO FAR OUT? I THINK THAT'S REALLY GOING TO DEPEND ON WHAT'S AVAILABLE WHEN WHEN YOU WANT TO DO IT.
SO I KNOW THAT WE DO HAVE CONSTRUCTION GOING ON HERE AT THIS FACILITY COMING UP, AND I'M CERTAIN IT WILL NOT BE COMPLETED BY THE TIME EARTH DAY ROLLS AROUND AGAIN.
SO IT WILL PROBABLY BE A LITTLE WAIT, IT PROBABLY WON'T BE HERE.
SO I THE PARK IS A NICE CENTRAL AREA.
WAS WAS TAGGING IT ON WITH THE MOVIE.
I DIDN'T EVEN KNOW THE WHOLE MOVIE THING WAS HAPPENING OR WHERE IT WAS HAPPENING, BUT WAS THERE A GOOD TURNOUT FOR THE MOVIE AS WELL? YES. IT SEEMED LIKE ERIC, WHAT DO YOU THINK? THERE WAS ABOUT 20 PEOPLE AT THE THE MOVIE.
YEAH. AND IT TURNED OUT GOOD BECAUSE THERE WASN'T REALLY ANYBODY THERE FOR THE TALK.
MOST OF THE PEOPLE THAT WERE AT THE FAIR LEFT, BUT IT TURNS OUT THAT PEOPLE THAT WEREN'T THE CHOIR WERE THERE TO HEAR HIS TALK, AND EVERYBODY SEEMED TO BE PRETTY DIALED IN ON IT SO THAT THAT PLAYED OUT WELL.
SO. AND WE DID HAVE SOME DISCUSSIONS DURING THE DAY ABOUT OTHER LOCATIONS.
MAYBE THE PAVILION RIGHT OVER.
THE POSSIBILITY IS THAT BEING A CENTRAL.
ONE OF THE THINGS THAT I'D LIKE TO SEE IS THIS THING.
BUT YOU KNOW, WE'VE GOT THE THE FAMILY INVITE DOWN.
BUT IT WOULD BE NICE IF AND YOU KNOW THIS OBVIOUSLY WE'LL TALK ABOUT THIS MOVING FORWARD.
BUT HAVING A KEYNOTE DURING THE DAY THAT ATTRACTS PEOPLE, WHETHER IT BE A FLORIDA FRIENDLY LAWN TALK OR SOMETHING LIKE THESE GUYS HERE.
BRING OUT A WHOLE ARTIFICIAL REEF.
YOU COULD ROLL IT OUT, RIGHT? SO ALL IN ALL, I THOUGHT IT WAS GOOD.
I THOUGHT IT WAS GREAT. THE TURNOUT.
THERE WAS A STEADY FLOW ALL DAY.
AND IT'S HARD IT'S HARD TO INCORPORATE.
AND SO IF YOU IF, IF YOU DO WANT TO AIM FOR HAVING SOME SORT OF, YOU KNOW, KEYNOTE NOTE OR TALK THAT MAY OR MAY NOT BE A FIT, I DON'T KNOW, THIS JUST COULD BE A THING FOR US TO GET FOLKS OUT AND EXPOSE THEM TO THESE THESE TABLES, BECAUSE THE VENDORS WENT FROM, WHAT, 5 OR 5 OR SOMETHING LAST YEAR? I MEAN, AND WE EVEN HAD VENDORS LAST YEAR THAT WEREN'T REALLY PERTINENT TO THE TO WHAT WE DO.
AND ALL THE VENDORS THAT WERE THERE THIS TIME WERE ALL TOP NOTCH.
AND EVEN THE ARTS, YOU KNOW, CRAFTS SALES PEOPLE WERE WERE GOOD FITS.
IT FELT FELT LIKE WE GREW A YEAR.
SO, YOU KNOW, ALL IN ALL, I WAS HAPPY WITH IT.
I DO, I DO LIKE THE THOUGHT OF THAT PAVILION, THOUGH, FOR SURE.
IF THAT'S DOABLE, YOU KNOW, YOU'D HAVE TO BOOK IT WAY OUT.
[00:35:04]
AWESOME. NEXT UP IS THE NATIVE GARDEN UPDATE.I THINK WE'RE KIND OF STILL AT THE PAUSE.
BUT I WILL TRY TO GET A BETTER IDEA OF I WILL TRY TO GET YOU A BETTER IDEA NEXT MEETING.
I WAS WONDERING IF WE SHOULD TELL FPL BECAUSE I MEAN SOMETHING ABOUT A POTENTIAL TIME FRAME, SINCE THEY'VE ALREADY GIVEN THEIR MONEY. SO I MEAN, I FEEL LIKE WE SHOULD SAY SOMETHING, EVEN IF IT'S, HEY, IT MIGHT BE SIX MONTHS OUT. IT'S SOMETHING.
CERTAINLY. I'LL TRY TO GET THAT DATE FOR YOU AS SOON AS I CAN SO WE CAN NOTIFY THEM.
THANK YOU FOR KEEPING UP WITH THIS ON THE CITY LEVEL OR BEHIND THE SCENES.
AND THEN NEMO. GUARDIAN UPDATE.
I KNOW WE JUST WANTED TO HAVE THAT ON THERE ON THE AGENDA, JUST AS A ROLLING UPDATE, IF THERE'S ANY.
ERIC, DO YOU WANT TO UPDATE THEM ON OUR ON OUR NEAR-CATASTROPHE? OH, SURE.
DO WE NEED TO TURN THE CAMERA OFF? NO. THE CITIZEN THAT'S BEEN COMING TO THE THE MEETINGS, MARK, HE TEXTED ME ABOUT 6:00 AND SAID THAT SOMEBODY HAD WENT OUT THERE AND SET IT ON FIRE.
BLOCKED NEIGHBORHOOD. I'LL PUT IT OUT.
MONITORED IT THROUGHOUT THE NIGHT.
THE NEXT DAY I MET THEM OUT THERE AGAIN.
THEY WERE STILL OUT THERE PUTTING IT OUT.
WE KNOW IT'S THERE. THE PATHWAY FROM THE MELBOURNE TILLMAN INTO THE BACK HAS BEEN BLOCKED OFF.
THE FIRE TRUCKS ACCESSED WHERE THE PATH WAS, WHERE THE GAZEBO WAS WHICH MADE THE PATH MUCH WIDER.
SO ONCE I FIGURE THAT OUT, THAT'S THE ONLY THING WE HAVE LEFT TO DO.
ANY SUSPECTS OR REASON WHY NO ARSON? HAVE NOT HEARD ANY OF THAT FROM PD OR FIRE.
DEFINITELY WASN'T A CONTROLLED BURN.
NO. MIGHT HAVE HELPED GET SOME OF THE STRUCTURES OUT OF THERE THOUGH.
YES, I WOULD LIKE TO MAKE CLEAR THAT THE THE DAMAGE.
THE FIRE WAS MAINLY IN THE WOODED AREAS AROUND THE GARDEN.
THE GARDEN AREA ITSELF WAS NOT HARMED BY THE FIRE.
IT WAS ALL THE SURROUNDING AREA OVER BY THE BY THE CANAL.
YEP. ALL THE GOPHER TORTOISES WERE GOOD.
I WAS WONDERING HOW THE THE SAFETY TAPE WAS STILL INTACT.
WELL, IT WAS LITERALLY EVERYTHING OUTSIDE THE GARDEN.
LIKE PERFECTLY OUTSIDE THE GARDEN BURNED.
NOTHING ELSE INSIDE THE DESIGN.
YEAH. WHEN DID THAT HAPPEN? HOW LONG AGO WAS THAT? BECAUSE I'VE SEEN A LOT OF ACTIVITY OVER.
IT WAS PROBABLY A COUPLE OF WEEKS AGO.
OKAY, OKAY. ABOUT THREE WEEKS AGO, I THINK.
I HAVE I DIDN'T REALIZE THAT MY, MY BROTHER IN LAW LIVES WITHIN EYESHOT OF IT.
SO I WAS THERE YESTERDAY, THE DAY BEFORE ALL OF IT.
AND I SAW AT ONE THING I WILL SAY, I SEE CITY OF PALM BAY OUT THERE.
ALMOST EVERY TIME I'M THERE, I'M SEEING SOMEONE CLEAN IT.
I'M SEEING THE TRUCKS OUT THERE.
SO I KNOW THAT THAT COMMUNITY IS HAPPY WITH WHAT'S GOING ON.
SO YEAH, THERE WAS THERE WAS A LOT OF CINDER BLOCKS THAT NEEDED TO BE REMOVED.
SO INSTEAD OF HAVING STAFF GO IN THERE AND DO IT BY HAND, WE PICKED IT UP WITH THE MACHINE AND WE'RE BRING IT BACK TO OUR YARD SO THAT WE CAN SEPARATE IT AND CRUSH THE CONCRETE AND REUSE IT, AS OPPOSED TO PAYING FOR IT TO BE, YOU KNOW, DISPOSED OF.
SO IT WAS THE AFTERNOON OF OR EVENING OF APRIL 10TH.
YEAH, Y'ALL HAVE BEEN DOING A GREAT JOB.
THAT'S A LOT OF WORK CLEANING THAT UP.
THANK YOU. AND ALL THAT FENCING GETTING THAT ALL OUT OF THERE AND EVERYTHING.
THANK YOU. THIS BOARD'S BEEN KEEPING YOU BUSY.
[00:40:03]
OH, YEAH. WELL.DID YOU WANT TO HAVE PUBLIC COMMENT ON ANY? I FAILED TO OPEN UP PUBLIC COMMENT FOR EITHER OF THE ANY OF THE ITEMS. DID YOU HAVE ONE THAT YOU WANT TO SPEAK ON OR JUST HERE TO, TO LEARN AND.
JUST HERE TO SUPPORT. SUPPORT.
WELL THANK YOU. SORT OF WANTING TO COMMENT ON THE SUSTAINABILITY THEOREM.
OKAY. WELL, DO YOU WANT TO COME UP AND SAY YOUR NAME AND ADDRESS AND WE CAN JUMP BACK TO THAT ONE? I APOLOGIZE FOR SKIPPING OVER THE PUBLIC COMMENT.
NO WORRIES. I WASN'T PLANNING ON DOING ANYTHING.
THIS IS ALWAYS FUN. AT THE COUNCIL MEETINGS.
PATIENTLY WAITING FOR ME TO GET THE THING DOWN TO THE RIGHT.
I DON'T FEEL SHORT UNTIL I STAND HERE.
LISA JACKSON 589 TRUMPET STREET, SOUTHWEST.
I HAVE TO SAY, PERSONALLY, I LIKE HAVING IT HERE BECAUSE THIS FEELS MORE CENTRAL TO ME IN PALM BAY.
AND IT'S EASIER TO GET PEOPLE WHEN YOU'RE ON MALABAR AND EVERYBODY SEES THE TENTS AND HEARS THE MUSIC AND THEY'RE GOING, OH, WHAT'S GOING ON AT CITY HALL? AND THEY WANT TO GO THERE.
WHERE IT WAS THIS YEAR WAS OUTSIDE OF MY STOMPING GROUNDS.
SO IT WAS MY FRIEND DROVE ME AND I'M LIKE, I'VE NEVER BEEN HERE.
I DON'T EVEN KNOW WHERE WE ARE.
AND SO IT WAS A LITTLE OFF THE BEATEN PATH FOR ME.
BUT THE VENDORS WERE AMAZING AND I LEARNED SO MUCH.
SOME OF IT WAS ALMOST OVERWHELMING BECAUSE I WANTED TO BE I WANTED TO GET INTO GARDENING.
AND I ALSO WANT TO SAVE THE TREES AND THE ANIMALS.
AND SO I'M REALLY INTO ALL OF THAT.
AND SO I GOT SO INSPIRED BY EVERYONE I TALKED TO AT EVERY BOOTH.
SO IT WAS A REALLY EXCITING DAY FOR ME.
AND I GOT LOTS OF PAMPHLETS AND GOT HOME AND.
GOT MORE OVERWHELMED WITH POSSIBILITIES OF WHAT I CAN DO IN MY BACKYARD.
BUT IT WAS SUCH A RESOURCE, AND I TOTALLY AGREE WITH YOU.
I DON'T KNOW ABOUT THE SPEAKERS AND STUFF.
I THINK IT'S WONDERFUL TO HAVE SPEAKERS.
TO EDUCATE BECAUSE I'M REALLY BIG ON PEOPLE.
AND SO I AGREE WITH THAT BECAUSE I WAS THERE LATE IN THE AFTERNOON.
SO I DIDN'T EVEN I REMEMBER THE OTHER MEETING YOU WERE TALKING ABOUT SPEAKERS, BUT I DIDN'T I FORGOT WHO WAS SHOWING UP TO DO THAT, BUT IT WAS JUST ENOUGH FOR ME TO GO FROM BOOTH TO BOOTH AND MEET EVERYBODY AND SUSAN AND RECONNECT WITH SUSAN THERE.
AND I WAS JUST I WAS SO HAPPY BY THE TIME I LEFT.
SO I JUST HAVE TO SAY, WELL DONE.
I WOULD JUST PERSONALLY LIKE THE LOCATION TO BE CLOSER TO WHERE I AM.
SO THAT'S WHAT I CAME HERE TO SAY.
AWESOME. THANK YOU, THANK YOU LISA.
ALL RIGHT. AND THEN SO NOW WOULD BE ITEM NUMBER FIVE, LOW IMPACT DEVELOPMENT UPDATE.
OPERATIONS, THE OPERATIONS DIVISION WHERE OF OF PUBLIC WORKS, WHERE ERIC SITS.
AND I AND THE OPERATIONS DIVISION MANAGER.
SO ERIC AND THE OPERATIONS DIVISION MANAGER, CARRIE AND I ALL HAD A MEETING TO DISCUSS MULTIPLE LID PROJECTS WHICH ARE OUT THERE AND AVAILABLE.
WE ARE WORKING TOWARDS PUTTING THOSE IN OUR OPERATIONAL PLAN AND WORKING OUT BUDGETING STRATEGIES FOR THEM. SO WE DON'T HAVE A LIST OF PROJECTS FOR YOU AT THIS TIME, OR A LIST OF ACTIVITIES, I SHOULD SAY.
BUT AS THEY BECOME AVAILABLE, WE'LL BE UPDATING YOU, UNLESS YOU'D LIKE TO ADD SOMETHING ELSE.
[00:45:07]
WE CAN LOOK INTO IT ALSO.AND ARE YOU ALL IS YOUR GROUP THE ONE WORKING ON THE LID CONCEPTS FOR THE NEW BUILDING, OR IS THAT PART OF THE CONSTRUCTION COMPANY THAT WAS PART OF THE ARCHITECTURAL DESIGN OF THAT BUILDING? SO ANYTHING THAT WAS DESIGNED WITH THAT BUILDING WILL BE ALL OF THE LID COMPONENTS HAVE ALREADY BEEN DESIGNED.
OH, AWESOME. THAT IS, DO YOU? I HAVE NOT LOOKED AT THE PLAN, SO I CAN'T GIVE YOU A DEFINITIVE OF WHAT IT IS.
I KNOW THAT SUZANNE HAS BEEN MONITORING IT.
I THINK SHE ACTUALLY MENTIONED TO YOU THE CHANGE IN GRASS THE TYPE OF GRASS THAT WE'RE USING.
SO I KNOW THAT THAT IS I THINK I SAID SUSAN, AND I MEANT SUZANNE APOLOGIZE FOR THAT.
I KNOW THAT THAT IS A CONCERN OF HERS.
SO WELL, I'D LOVE TO THINK THE CONSTRUCTION COMPANY HAD A WHOLE LID PRESENTATION WITHIN THE CONSTRUCTION PLAN, BUT THAT MIGHT BE OVEROPTIMISTIC ON MY PART.
SO. MAYBE I'M NOT AWARE OF THAT.
ARE YOU ASKING FOR THAT? IS THAT WHAT YOU'RE SAYING? YES, MA'AM.
SO I'M GOING TO HAVE TO COME BACK TO YOU ON THAT.
OKAY. IT JUST BE I MEAN, IT'S GOING TO BE SUCH A, I'M SURE, AWESOME LOOKING BUILDING.
IT'D BE GREAT TO HAVE THOSE CONCEPTS IN THERE.
YES. WE WERE TALKING ABOUT LOW IMPACT ORDINANCES.
HAS ORDINANCES FOR LOW IMPACT DEVELOPMENT ORDINANCES.
WERE YOU ABLE TO FOLLOW UP ON ANY OF THAT? I TALKED TO SUZANNE WHEN SHE WAS HERE THAT NIGHT.
YOU'RE LOOKING FOR THE ACTUAL ORDINANCES.
YOU WANT THE ORDINANCES THEMSELVES? I DO NOT HAVE THEM AVAILABLE TONIGHT.
YEAH. THAT WAS THE ACTION ITEM ON MARCH ABOUT.
STAFF WOULD ADVISE THE BOARD OF THE DISCUSSIONS FROM THE COUNCIL MEETING IN MARCH.
I DO HAVE THE ORDINANCES THAT THEY THAT PASSED.
IT'S ON MY DESK. I DON'T HAVE IT WITH ME, THOUGH.
OKAY. SO I HOPE THE BOARD LIKE US TO EMAIL THOSE ORDINANCES TO YOU.
YEAH. ALL RIGHT. WE'LL TAKE CARE OF THAT.
THANK YOU. I LOOKED ONLINE, BUT I COULDN'T FIND IT, SO I WOULD LIKE TO SEE TWO.
IT WAS SO EXCITING TO HEAR AND TO HAVE HER CAPTURE THAT, AND IT WAS MY HOPE THAT SHE COULD AT LEAST WRITE A REPORT OR DICTATE IT, OR DO SOMETHING THAT WE COULD PUT IT IN THE PERMANENT MINUTES OF.
WE DO TRY TO GET THOSE SENT PARAGRAPHS FROM HER WHEN WE KNOW SHE'S NOT GOING TO BE HERE.
BUT AGAIN, IT WAS RATHER LAST MINUTE, I APOLOGIZE.
WELL, I THINK THESE THINGS JUST TAKE TIME TO BUILD INTO THE ROUTINE.
AND YOU ALL CERTAINLY HAD YOUR HANDS FULL WITH THE FAIR.
SO I WOULD LIKE TO COMMENT THAT I KNOW CITIZENS LIKE LISA JACKSON, WHO JUST SPOKE, ARE INTERESTED IN THE LOW IMPACT ORDINANCES.
THE FAIR'S KIND OF STIMULATED SOME DISCUSSION AROUND THAT, PARTICULARLY WITH TREES AND WHAT THE PERMITS ARE AND THE REQUIREMENTS. AND I KNOW THAT THERE ARE CITIZENS THAT WANT TO SEE WHAT IS IN PLACE AND THEN TO PERHAPS BE PART OF MAKING SOME CHANGES.
SO THANK YOU FOR WE'LL PUT IT ON THE AGENDA FOR NEXT TIME OR KEEP IT ON THE AGENDA.
ALL RIGHT. SO WE WILL JUMP INTO THE LAST ITEM.
4.2. UPCOMING MEETINGS AND EVENTS OF INTEREST.
[00:50:02]
INFORMATIONAL. I THINK YOU JUST SAW THE WHAT YOU'RE GOING TO TALK ABOUT EARLIER.I THINK YOU BROUGHT UP. WELL, ACTUALLY, I THINK I BROUGHT IT UP IN THE WRONG THE I BROUGHT UP THE ACTION ITEM, BUT IT WAS THE WRONG ONE WHERE THE STAFF WAS GOING TO ADVISE THE BOARD OF DISCUSSIONS FROM THE COUNCIL MEETING.
THAT WAS ABOUT THE PAVEMENT PRESENTATION.
I'M SORRY. SO BACK IN MARCH, WHEN WE HAD A PRESENTATION ABOUT THE.
NO, I HAVE THAT THE THE PHOTOCATALYTIC PAVE.
YEAH. I DO HAVE INFORMATION CONCERNING THAT.
THANK YOU FOR BRINGING IT BACK UP.
COUNCIL APPROVED US TO APPLY FOR THE GRANT.
ACTUALLY, IT WAS THE COUNTY WHO MADE THE APPLICATION.
BREVARD COUNTY, AND WE ARE PARTNERS IN THAT.
IT. WE ARE STILL IN THE ALTHOUGH THE GRANT HAS BEEN SUBMITTED, WE STILL HAVE SOME WORK TO DO AS FAR AS. A CO-APPLICANT PROCESS.
WE HAVE TO ENTER INTO AN INTERLOCAL AGREEMENT OR A MEMORANDUM OF UNDERSTANDING WITH THE COUNTY TO DETERMINE IF WE DO GET THESE FUNDS, WHETHER OR NOT YOU KNOW, HOW WE'RE GOING TO DISTRIBUTE THEM AND HOW IT'S GOING TO BE DONE.
OUR PUBLIC WORKS TEAM AND THE BREVARD COUNTY TEAM WORKED TOGETHER.
I BELIEVE WE WORKED TOGETHER VERY WELL.
I KNOW BREVARD COUNTY PUT A LOT OF WORK INTO WRITING THIS GRANT AND PUBLIC WORKS, AND THE CITY OF PALM BAY ALSO PUT A LOT OF WORK INTO PROVIDING THE INFORMATION NEEDED FOR THE COUNTY TO SUBMIT FROM OUR END FOR THE COUNTY TO SUBMIT.
AND WE'RE VERY HOPEFUL THAT THE GRANT IS AWARDED.
BUT WE DON'T HAVE ANY OTHER INFORMATION THAN THAT.
DOES THIS, THIS GRANT COVER OTHER MUNICIPALITIES, OR IS IT JUST FOR PALM BAY? THE GRANT WILL BE BREVARD COUNTY, SO IT WILL BE UNINCORPORATED ROADS THAT WOULD BE TREATED AND ALSO THE CITY OF PALM BAY.
NO OTHER MUNICIPALITIES WITHIN THE CITY WERE INCLUDED IN THAT.
ANY OTHER INFORMATIONAL OR UPCOMING MEETINGS EVENTS? SURE. IF YOU IF YOU LISTEN TO NPR, YOU CAN CATCH ME ON THERE IN THE MORNING.
645 845 AND FOR MORNING EDITION AND THEN 545 FOR ALL THINGS CONSIDERED.
I DID A I CALL EVERYTHING A PODCAST NOWADAYS.
SO I'M NERVOUS TO HEAR MYSELF ON THE RADIO, BUT YOU CAN CATCH IT TOMORROW.
YES. I HAD SOMETHING COME ACROSS MY DESK.
IT WAS DONE ON JANUARY 9TH, 2024, FROM THE CITY OF PALM BAY, ABOUT THE CITY OFFICIALLY BREAKING GROUND, AND THE NEW VETERANS MEMORIAL PARK SMART RAIN GARDEN, A GRANT FUNDED PROJECT VIA THE NATIONAL SCIENCE FOUNDATION.
ARE YOU FAMILIAR WITH THAT? THE RAIN GARDEN WILL TREAT STORMWATER RUNOFF FROM THE SURROUNDING AREA BEFORE ENTERING THE BANANA RIVER LAGOON.
THAT IS THE ONLY INFORMATION I HAVE IS WHAT THAT NOTIFICATION STATES.
TO MY KNOWLEDGE, THE PUBLIC WORKS DEPARTMENT WAS NOT INVOLVED IN THAT.
POSSIBLY THE PARKS DEPARTMENT.
SO RECREATION DEPARTMENT, IS THIS THE ONE LOCATED IN CAPE CANAVERAL? NOT. OH, I'M SORRY, VETERANS PARK IS A VETERANS PARK.
AND DON'T WE HAVE A VETERANS PARK? WE HAVE ONE. IT'S A IT'S A DIFFERENT ONE, I BELIEVE.
OH, OKAY. SO IT'S A DIFFERENT REALITY.
WELL, THAT WOULD EXPLAIN WHY WE DIDN'T DO IT.
OKAY. I THINK IT'S THE SAME ONE THAT I HAD PUT IN LAST MONTH THING.
YEAH. YEAH. IT'S VETERANS MEMORIAL THAT'S IN CAPE CANAVERAL.
YEAH I SAW I'VE SEEN IT TOO, BUT I, I DON'T, I DON'T KNOW DETAILS ON IT.
YOU KNOW, PUT IN BY THEM OR NOT, BUT I'M NOT SURE.
BUT YEAH, THEY DID DID SOME GOOD WORK OUT THERE.
[00:55:04]
WE'RE DOING WELL.WE'RE IN THE PROCESS OF SACRIFICE PARK.
HEAR OF RENOVATING THAT? IS THAT RIGHT? RIGHT ON THIS CAMPUS.
THAT IS NOT A PROJECT THAT I'M INVOLVED IN.
BUT YES, I HAVE HEARD THAT WE ARE WORKING ON OR WE HAVE RECENTLY WORKED ON SACRIFICE PARK.
REALLY? AND MAYBE LEARN FROM THE CITY OF CAPE CANAVERAL OF WHAT IS POSSIBLE A SMART RAIN GARDEN.
AREN'T YOU ALL INTRIGUED WITH THAT SMART RAIN GARDEN? SO WE CAN BORROW IDEAS FROM OTHER MUNICIPALITIES, BUT I THINK WE COULD AND SHOULD BE MORE INVOLVED WITH OUR WITH OUR VETERANS SACRIFICE PARK.
SACRIFICE PARK, IF I'M NOT MISTAKEN, IS A MEMORIAL FOR FALLEN POLICE OFFICERS.
THAT IS RIGHT. OKAY, THAT IS RIGHT.
IS THAT THE ONE RIGHT IN FRONT OF THE GROUP? YES. OKAY. WELL.
IT'S RIGHT OUT HERE, ISN'T IT? YEAH. BETWEEN HERE AND THE GROUP.
I WAS JUST GOING TO MENTION TURKEY CREEK DAY IS THIS SATURDAY.
SO THERE'LL BE A LOT OF VENDORS OUT THERE AGAIN.
PROBABLY A LOT THAT WERE THERE LAST WEEK.
WILL BE THERE THIS WEEK, LIKE CONRADINA.
SO I'LL BE SAYING THAT EVERY MONTH UNTIL OCTOBER 26TH.
AND THEN ON THE LAST NOTE, GLAD YOU BROUGHT THE COWBOY HAT.
AND THANK YOU FOR EVERYONE COMING.
THANK YOU FOR GREATLY TO STAFF.
SO MAKING THE CITY LOOK REALLY GOOD AND HELPING US MAKE LOOK GOOD AS WELL.
SO THANK YOU FOR YOUR, YOUR HELP AND HARD WORK THAT Y'ALL DO.
SO WITH NO FURTHER BUSINESS, WE STAND ADJOURNED.
