WHEREAS THE CONGRESS AND THE PRESIDENT OF THE UNITED STATES DESIGNATED MAY 15TH AS PEACE OFFICERS MEMORIAL DAY, AND THE WEEK IN WHICH MAY 15TH FALLS AS NATIONAL POLICE WEEK.
AND WHEREAS, DURING NATIONAL POLICE WEEK, COMMUNITIES RECOGNIZE THE SERVICE AND SACRIFICE OF THE UNITED STATES LAW ENFORCEMENT AND PAY TRIBUTE TO THOSE WHO HAVE LOST THEIR LIVES IN THE LINE OF DUTY.
AND WHEREAS SINCE THE FIRST RECORDED DEATH IN 1791, MORE THAN 22,000 LAW ENFORCEMENT OFFICERS IN THE UNITED STATES HAVE MADE THAT ULTIMATE SACRIFICE AND BEEN KILLED IN THE LINE OF DUTY, INCLUDING TWO OF OUR VERY OWN.
OFFICERS GERALD JOHNSON AND RONALD GROGAN.
AND WHEREAS, ACCORDING TO THE FBI, LAW ENFORCEMENT OFFICERS KILLED AND ASSAULTED.
IN 2023, A TOTAL OF 136 LAW ENFORCEMENT OFFICERS WERE KILLED IN THE LINE OF DUTY.
OF THESE, 47 OFFICERS DIED BECAUSE OF FIREARM RELATED INJURIES, 37 OFFICERS DIED IN VEHICLE ACCIDENTS AND 52 BY OTHER CAUSES, WHETHER IT WAS FIRE, MEDICAL OR FAILING OBJECTIVES AND DROWNING.
THERE WAS A TOTAL DECREASE OF NEARLY 39% IN THE LINE OF DUTY DEATHS WHEN COMPARED TO 2023, A 24% DECREASE FOR FIREARM RELATED DEATHS AS COMPARED TO THE AVERAGE BETWEEN 2010 AND 2020, WHERE AN AVERAGE OF 53 OFFICERS WERE KILLED EACH YEAR BY FELONIOUS ASSAULT INVOLVING FIREARMS. AND WHEREAS LOCALLY, FAMILIES OF THE SHIELD INCORPORATED NONPROFIT ORGANIZATION IN 2010 BY A MELBOURNE POLICE OFFICER CONTINUES TO WORK TO SUPPORT AND RAISE PUBLIC AWARENESS OF POLICE OFFICERS KILLED OR INJURED IN THE LINE OF DUTY.
AND WHEREAS, I WANT TO INSERT AN OPPORTUNITY FOR THE CHIEF TO BE RECOGNIZED, FOR HE BEGAN HIS OWN.
AND I'LL LET YOU SPEAK ON THAT, CHIEF.
WHEREAS IT IS IMPORTANT THAT ALL CITIZENS KNOW AND UNDERSTAND THE DUTIES AND RESPONSIBILITIES, THE HAZARDS AND SACRIFICES OF THEIR LAW ENFORCEMENT AGENCY, AND THAT MEMBERS OF OUR LAW ENFORCEMENT AGENCY RECOGNIZE THEIR DUTY TO SERVE THE PEOPLE BY SAFEGUARDING LIFE AND PROPERTY.

THEY DON'T GO OUT EVERY DAY AND EVERY NIGHT THINKING ABOUT WHAT'S GOING TO HAPPEN TO THEM.

AS YOU CAN SEE, WE HAVE A NUMBER OF BUSINESSES THAT WE'VE IDENTIFIED IN THE PALM BAY AREA THAT ARE CURRENTLY IN DISTRESS, EITHER VACATED IN A STATE OF DISREPAIR. SOME MAY BE LOOKING AT FOR REDEVELOPMENT.

WE'LL HAVE 32% GREEN AREAS AND RETENTION PONDS, 28% PARKING AND THEN 9% BUILDINGS.

ONCE THEY TOLD US THAT WE WERE COLLECTING THE DATA FOR THE TRAFFIC IMPACT STUDY FOR THIS DEVELOPMENT, AND WE ALSO COLLECTED DATA FOR THE SPEED ALONG EARTH ROAD, AIRPORT BOULEVARD.
SORRY. THE RESULTS SHOWED THAT BECAUSE WERE CIRCULATING ALONG THE ROAD UP TO 40MPH, WHICH IS ACTUALLY 15MPH OVER THE SPEED LIMIT.
AND WE ALSO FOUND THAT THE 85TH PERCENTILE OF THE THE SPEED ON THOSE VEHICLES WERE FROM LIKE 32 AND 30MPH.
SO BASICALLY WHAT WE PROPOSED WAS TO, WAS TO USE TRAFFIC CALMING DEVICES IN THIS AREA.
WE ARE PROPOSING A SPEED HUMPS OR SPEED CUSHIONS.
