I'M GOING TO CALL OUR REGULAR COUNCIL MEETING TO ORDER. OUR INVOCATION TODAY IS
[Call to Order]
GOING TO BE LED BY PASTOR SPELLMAN AND OUR PLEDGE OF ALLEGIANCE IS GOING TO BE DONE BY COUNCILMAN SANTIAGO. PLEASE RISE. LET US BOW OUR HEADS AND HEARTS IN PRAYER AND RECOGNITION FOR THE GREAT FOUNDER OF THIS GROUP AND ALL GROUPS. GRACIOUS GOD OUR FATHER YOU WHO HAVE GIVEN YOURSELF TO THROUGH YOUR SON JESUS AND TO OUR FOREBEARERS. WHAT A JOY IT IS TO BE ABLE TO GATHER HERE IN THIS COMMUNITY AND CELEBRATE, CELEBRATE VICTORY. NOT EVERYBODY IS THAT HAPPY ABOUT SOME OF THE VICTORIES THAT NEED TO BE CELEBRATED. BUT WE'RE HERE TO RECOGNIZE THAT WE HAVE THIS PLACE AND THE BETTER WE KEEP IT THE BETTER IT WILL BE. SO HELP US OPEN OUR MINDS AND HEARTS AND LET YOUR HOLY SPIRIT COME IN AND TEACH US TO LEARN TO LOVE OTHERS AS WE WANT TO BE LOVED BECAUSE THERE'S OTHER THINGS THAT WE NEED TO BE DOING HERE. AND WE JUST THANK YOU FOR IT. YOU'RE A GREAT AND WONDERFUL GOD. YOU SENT OUR FOREBEARERS OVER AND YOU BROUGHT US INTO THIS NATION AND WE SEEK TO KEEP IT GOING. AND WE MUST DO MORE TO PRAISE AND HONOR YOU THROUGH YOUR SON. YOU'RE A GREAT AND WONDERFUL GOD. CAN I SAY THAT TOO OFTEN? MAYBE FOR OTHERS EARS, YES, BUT WE NEED TO RECOGNIZE THAT YOU ARE THE ONE WHO LOVES US. WE REMEMBER IN THE 23RD PSALM OUR FATHER THE LORD IS MY SHEPHERD. I SHALL NOT WANT. YOU KNOW I BELIEVE WE'VE DROPPED THE BALL AT THAT POINT BECAUSE LOOK AT THE DEBT THAT PEOPLE ARE IN. WE'RE WANTING OTHER THINGS. YOU CAN ALSO TRANSLATE THAT THAT OPENING SENTENCE OF THE 23RD PSALM. I HAVE EVERYTHING I NEED. WELL WE DON'T HAVE EVERYTHING WE NEED. LOOK AT ALL THE STOREHOUSES WE HAVE TO HAVE AND HOW OUR GARAGES ARE JUST PACKED. AND YET WE HAVE MORE PEOPLE COMING AND WE NEED TO MAKE THEM WELCOME. THANK YOU FATHER FOR LOVING US AND SHOWING US THE WAY. AND SO MAY WE SHOW THE WAY TO OTHERS. THERE'S A FREEDOM THAT WE HAVE HERE BY HELPING THEM TO FIND A PLACE TO LIVE EITHER PERMANENTLY OR PART TIME WHATEVER IT IS. SO WE DON'T KNOW ALL THE ANSWERS TO THOSE QUESTIONS BUT WE KNOW THAT WE CAN RESPOND WITH A LOVING HEART HELPING PEOPLE TO FIND LIFE AND FIND IT ABUNDANTLY. THANK YOU FATHER FOR LOVING US AND SHOWING US THE WAY AGAIN AND MAY YOUR NAME ALWAYS BE PRAISED AND WE'D ASK THIS IN THE NAME OF THE GREAT GOD WHO MADE EACH ONE OF US FOR WE'RE MADE IN YOUR IMAGE, EACH OF US. AND SO MAY WE SHARE THAT IMAGE IN SUCH A WAY THAT PEOPLE WANT TO BECOME RESIDENTS HERE OF OUR COMMUNITY AND WANT TO DO THOSE THINGS THAT ARE RIGHT. AND WE ASK IT IN JESUS NAME AND THEY ALL SAID AMEN. MAYOR AND COUNCIL. I'D LIKE TO INVITE OUR HUMAN RESOURCES REPRESENTATIVE JENNIFER MARRERO AND THE JUNIORS TO JOBS GRADUATES TO THE FOREFRONT AS WELL AS JANA BAUER FROM CAREERSOURCE. GOOD EVENING. MY NAME'S JENNIFER MARRERO AND I AM A HUMAN RESOURCES ANALYST WITH THE CITY OF PALM BAY AND I'M RESPONSIBLE FOR COORDINATING THE CITY'S JUNIORS TO JOBS PROGRAM. I'D LIKE TO BEGIN BY THANKING COUNCIL FOR ALLOWING US SOME TIME DURING THEIR MEETING TONIGHT TO RECOGNIZE THE JUNIORS TO JOBS CLASS OF 2019. THIS PROGRAM BEGAN IN 2004. SORRY 2014 IN PARTNERSHIP WITH CAREERSOURCE BREVARD. THE PROGRAM WAS FOUNDED BASED ON MAYOR CAPOTE'S VISION TO INSPIRE AND PREPARE YOUTH OF OUR COMMUNITY. THE FOCUS OF THE PROGRAM IS TO HELP HIGH SCHOOL JUNIORS AND SENIORS DEVELOP WORK READINESS, FINANCIAL AND CAREER EXPLORATION SKILLS. THE PROGRAM CONSISTS OF TWO COMPONENTS: FOUNDATIONS OF WORK READINESS TRAINING AND A FIVE WEEK LONG SUMMER WORK PLACEMENT WITH ONE OF THE CITY'S INTERNAL DEPARTMENTS OR COMMUNITY BUSINESS SPONSORS. THE FOUNDATION'S TRAINING IS CONDUCTED BY JANA BAUER FROM CAREERSOURCE BREVARD WHERE THEY ARE PREPARED FOR THE BIG INTERVIEW DAY AND SUMMER WORK EXPERIENCE. IT IS SUCH A PLEASURE WORKING WITH JANA EACH SUMMER FOR THE JUNIORS TO JOBS. SHE SHARES A PASSION WITH ME THAT SURROUNDS THE IDEA OF DEVELOPING THE YOUTH OF OUR COMMUNITY. THE BONDS WE CREATE AND THE EXPERIENCES THAT WE WITNESS WITH THESE STUDENTS IS INCREDIBLE AND I'M SO GRATEFUL TO HER AND THE PARTNERSHIP WE HAVE CREATED. JANA WILL SPEAK FURTHER ON THE DETAILS OF FOUNDATION'S TRAINING BUT I WANT TO FOCUS A LITTLE ATTENTION ON THE DEPARTMENTS AND THE BUSINESSES THAT MAKE THIS PROGRAM POSSIBLE. THIS YEAR OUR BUSINESS SPONSORS INCLUDED BUENA VIDA ESTATES CHICK FIL A S.M.T.C. AND [INAUDIBLE]. I WANT TO PERSONALLY THANK EACH AND EVERY ONE OF THESE BUSINESSES ALONG WITH OUR INTERNAL DEPARTMENTS PUBLIC WORKS AND UTILITIES FOR PROVIDING THESE STUDENTS WITH SUCH VALUABLE WORK EXPERIENCES. EACH OF THESE SPONSORS INVEST A GREAT DEAL OF TIME INTO THIS PROGRAM. THEY HOST THESE STUDENTS IN A FIVE WEEK PAID INTERNSHIP THAT PROVIDES STUDENTS WITH AN INVALUABLE WORK EXPERIENCE AND A PROFESSIONAL NETWORK TO KICK OFF THEIR FUTURE CAREERS. I CAN'T TELL YOU HOW AMAZING IT IS FOR JAN AND I TO FOLLOW THESE STUDENTS THROUGH THEIR JOURNEY. WE WATCH AS THEY ARRIVE TO INTERVIEW DAY IN THEIR PROFESSIONAL DRESS TO ROCK THOSE INTERVIEWS. WE THEN WATCH THEM SOAR INTO THEIR INTERNSHIP AND EACH OF THEM WERE A POSITIVE REPRESENTATION REPRESENTATION OF NOT ONLY THE JUNIORS TO JOBS PROGRAM BUT OF THE CITY OF PALM BAY AND CAREERSOURCE BREVARD. DURING OUR SITE VISITS THIS PAST FEW WEEKS WE HAVE HEARD SUCH POSITIVE FEEDBACK FROM SPONSORS AND STUDENTS OF THEIR AMAZING EXPERIENCE. THERE HAVE BEEN MANY EXPRESSIONS OF GRATITUDE FOR THIS OPPORTUNITY AND EXPERIENCE WHICH REMINDS ME WHY THIS IS THE BEST PART OF MY JOB. I AM HONORED TO BE A PART OF SUCH AN EMPOWERING PROGRAM AND I CAN'T WAIT TO SEE THESE STUDENTS SUCCEED IN WHATEVER THEIR FUTURE MAY BRING. AND JAN WOULD ALSO LIKE TO SAY A FEW WORDS. THANK YOU JENNIFER. SO GOOD EVENING MAYOR AND COUNCIL AND EVERYONE HERE. I'M HONORED TO STAND HERE TONIGHT REPRESENTING[00:10:04]
CAREERSOURCE BREVARD AS A STUDENT MENTOR FOR THE 2019 CLASS OF JUNIORS TO JOBS. THIS IS OUR 6TH YEAR OF THIS PARTNERSHIP WITH THE CITY OF PALM BAY AND EVERY YEAR IT GETS BETTER AND BETTER. WHILE WE ARE NOT ALL HERE TONIGHT WE'VE HAD THE OPPORTUNITY TO IMPACT 15 LIVES THIS SUMMER. THIS YEAR'S STUDENTS HAVE GAINED A VARIETY OF SKILLS WORKING IN THE VARIOUS INDUSTRIES THAT JENNIFER HAD REFERENCED. IN ORDER TO ENSURE THEIR SUCCESS CAREERSOURCE HOSTED TWO FULL DAYS OF FOUNDATIONS TRAINING. THIS YEAR WE UTILIZED A CURRICULUM CALLED HABITUDES WHICH UTILIZES IMAGES TO FORM LEADERSHIP HABITS AND ATTITUDES. WE STARTED WITH THE ICEBERG WHICH REPRESENTS OUR CHARACTER AND MORE IMPORTANTLY WHAT COMPRISES THE 90 PERCENT UNDERNEATH THAT PEOPLE DO NOT SEE. WE TOOK X RAYS OF OURSELVES INTERNALLY ANALYZING OUR MOTIVATION PASSIONS STRENGTHS AND WEAKNESSES. WE TOOK A TRUE COLORS PERSONALITY TEST WHICH HELPS US TO IDENTIFY HOW WE THINK ACT AND REACT TO SITUATIONS AND ALSO HOW TO LEARN TO WORK WITH OTHERS. WE DISCUSSED PUZZLE PIECES AND BOX TOPS WHICH TAUGHT THE IMPORTANCE OF PLAYING YOUR ROLE ON A TEAM AND HOW YOU THE PUZZLE PIECE PLAY A PART IN THE BIGGER PICTURE ALWAYS. WE LOOKED AT OBSTACLES. WHAT OBSTACLES MAY OCCUR DURING THIS INTERNSHIP AND HOW WE USE PROBLEM SOLVING AND CRITICAL SKILLS THINKING TO OVERCOME THEM. WE SPENT A LOT OF TIME ON TAPPERS AND LISTENERS WHICH TAUGHT US THE IMPORTANCE OF COMMUNICATION, HOW TO ACTIVELY LISTEN AND ALSO HOW TO USE YOUR VOICES. AS THEIR MENTOR I HAVE HAD THE OPPORTUNITY TO WATCH THEM GROW OVER THE COURSE OF THEIR INTERNSHIP. THROUGH SITE VISITS WE DISCUSSED THEIR JOB IN DEPTH, WHAT THEY ARE LEARNING AND HOW THEIR ORGANIZATION IMPACTS THE COMMUNITY. THE STUDENTS SITTING IN FRONT OF ME HAVE SINCERELY IMPRESSED ME WITH THEIR WORK ETHICS, COMMITMENT AND DEDICATION TO LEARNING ALL THAT THEY CAN THESE PAST FIVE WEEKS. THEIR CONFIDENCE HAS GROWN AND I AM VERY PROUD TO PRESENT THESE YOUNG ADULTS TO YOU. STUDENTS THE SKY IS THE LIMIT.THIS IS JUST THE BEGINNING OF AN AMAZING CHAPTER IN YOUR LIVES AND I COULDN'T HAVE BEEN MORE PROUD TO HAVE WORKED WITH YOU. PARENTS AND FAMILY THANK YOU FOR SUPPORTING YOUR STUDENTS. THEIR DEDICATION, RESPECT AND MANNERISMS ARE A TRUE TESTAMENT TO THE INFLUENCES THEY HAVE IN THEIR LIVES. I WOULD LIKE TO THANK JENNIFER FOR ALL OF HER HARD WORK IN SOLICITING BUSINESS SPONSORSHIPS, STUDENT RECRUITING AND FOR BEING A WONDERFUL ASSET TO THIS PROGRAM MANAGEMENT TEAM. IT HAS BEEN A TRUE PLEASURE WORKING WITH HER AND SHARING THE SAME PASSION SHE HAS FOR THESE STUDENTS. AND FINALLY TO THE MAYOR AND COUNCIL THANK YOU FOR PROVIDING THE FINANCIAL SUPPORT FOR THIS PROGRAM. WE DO SO MUCH MORE THAN TEACH STUDENTS HOW TO BECOME EMPLOYED. WE CHANGE THEIR LIVES. STUDENTS WHEN I CALL YOUR NAME PLEASE COME UP. RYAN BROWN. [APPLAUSE] BRIANNA DIETZ. [APPLAUSE] ISABELLA DUFRESNE. [APPLAUSE] ADAM [INAUDIBLE]. [APPLAUSE] JENNIFER NEWMAN. [APPLAUSE] DYLAN PROTHERO. [APPLAUSE] [INAUDIBLE] [APPLAUSE] KAYLA REED. [APPLAUSE] AND JOSHUA TAYLOR. [APPLAUSE] THIS IS ONLY ABOUT 50 PERCENT OF THE STUDENTS. A LOT OF THEM HAD SOME FINAL EXAMS TONIGHT. SOME HAVE HAD SOME ACTUAL FULL TIME JOBS HAPPEN. SO THIS IS JUST A SMALL PORTION OF THE CLASS. BUT I DO WANT TO POINT OUT THE FACT THAT OF ALL 15 STUDENTS THAT WE HAD EVERYONE HAD PERFECT ATTENDANCE AT WORK THIS SUMMER. SO THANK YOU. [APPLAUSE] GOOD JOB. WHAT DO YOU WANT US FOR.HOW DO YOU WANT US TO SORT OF THING.
NO, NO, NO. HOW DO YOU WANT US? HOW DO YOU WANT US? [INAUDIBLE]

[00:16:21]
THANK YOU MAYOR AND COUNCIL. AT THIS TIME WE'D LIKE TO INVITE DR. MIRIAM MOORE FROM THE BREVARD HOMELESS COALITION FOR A HOMELESS UPDATE. SHE HAS A PRESENTATION FOR THIS EVENING FOR COUNCIL AS DIRECTED. IS IT LOW? OH IS IT LOW? I'M SORRY.[INAUDIBLE] IT'S YOURS. ALL RIGHT. GOOD EVENING CITY MANAGER, MAYOR, CITIZENS OF PALM BAY, COUNCIL. THANK YOU FOR INVITING US TO SPEAK THIS EVENING. WE'RE GOING TO GO THROUGH THIS VERY QUICKLY. WHAT IS NOT BEING READ OR THE SLIDES WE SKIP OVER THERE ARE NOTES IN THE PRESENTATION YOU'VE BEEN GIVEN. BREVARD HOMELESS COALITION IS THE CONTINUUM OF CARE FOR BREVARD COUNTY SUPPORTING PROVIDERS OF HOMELESS AND HOMELESS PREVENTION SERVICES AS DESIGNATED BY THE STATE AND FEDERAL GOVERNMENTS. ALL COUNTIES HAVE A CONTINUUM OF CARE. BHC HAS KIND OF LIKE TWO PORTIONS TO OUR AGENCY. THERE'S AN ADMINISTRATIVE SIDE THAT PROVIDES A MULTITUDE OF OPERATIONAL SERVICES HAS ADMINISTRATIVE SERVICES AND THEN WE ALSO MANAGE A NETWORK OF ORGANIZATIONS THAT COLLABORATE WITHIN THE COMMUNITY TO PROVIDE THE SERVICES. SO WE PARTICIPATE IN MEETINGS AND EVENTS THAT ALLOW US TO COLLABORATE ON PROJECTS THAT IDENTIFY NEEDS AND CLOSE GAPS IN SERVICES ALLOWING US TO TACKLE MANY CONTRIBUTORS TO HOMELESSNESS AT ONCE AND WE DO THIS BY BUILDING PARTNERSHIPS. OUR CONTINUUM OF CARE IS NOT FUNDED LIKE OTHER COCS. SOME COCS OWN AND MANAGE THEIR OWN AFFORDABLE HOUSING UNITS. SOME ARE FUNDED BY THE COUNTY OR BY HOSPITALS. SOME COUNTIES IMPOSE TAXES ON SERVICES THAT GO TO FUND THE COC. WE DO NOT HAVE ANY OF THOSE IN BREVARD COUNTY. SO IT'S A SERIOUS MISCONCEPTION THAT WE HAVE MONEY BECAUSE THAT IMPLIES WE SHOULD BE DOING MORE THAN WE ARE AND WE'RE ACTUALLY DOING A LOT WITH VERY LITTLE. WE ARE CLASSIFIED AS A HIGH PERFORMING COC. WE OPERATE ON A SMALL STAFFING GRANT FROM THE STATE AND HAVE TWO EMPLOYEES. WE'RE AFFORDED 2 TO 3 PERCENT FOR ADMINISTRATIVE FEES ON THE GRANTS WE REPORT ON MONTHLY TO THE STATE.
OUR PROVIDERS ARE AFFORDED 1 TO 2 PERCENT. WE RECEIVE NOTHING FROM THE SOS PROGRAM. OUR INCOME IS SHOWN ON THE PREVIOUS SLIDE AS DISPERSED AMONG THE PROVIDERS TO BRING SERVICES INTO THE COMMUNITY. IT IS IMPERATIVE TO UNDERSTAND THAT BHC BRINGS THIS FUNDING INTO BREVARD COUNTY. IT WOULD NOT BE PULLED DOWN FROM THE STATE AND FEDERAL GOVERNMENTS WITHOUT THE CONTINUUM OF CARE IN PLACE.
ADDITIONALLY THE GRANTS WE RECEIVE REQUIRE COLLABORATION. WE WOULD NOT OTHERWISE RECEIVE THEM. THESE FUNDS ACTUALLY BRING DOWN MILLIONS OF DOLLARS FROM THE COMMUNITY. THEY LEVERAGE MILLIONS OF DOLLARS FROM THE COMMUNITY. BHC PARTNERS WITH 211 BREVARD TO MANAGE THE HMIS DATA BASE. 211 BREVARD IS A REFERRAL AGENCY AND NOT A SERVICE PROVIDER. IT OPERATES PARTIALLY WITH VOLUNTEERS SO CALLERS COULD BE PLACED ON HOLD FOR A PERIOD OF TIME WHILE THEY WAIT
[00:20:01]
TO SPEAK WITH SOMEBODY AND HAVE AN INITIAL ASSESSMENT DONE FOR SERVICES. THERE IS A PROCESS LISTED IN YOUR NOTES THERE BUT BASICALLY IF THEY CAN'T GET THE SERVICES THEY NEED OR IF THEY STILL NEED ASSISTANCE OR IF THEY CAN'T GET TO A SERVICE PORTAL THEY'LL SEND SOMEBODY OUT TO MEET WITH THAT PERSON. THE CHAT TEAM MEETS BIWEEKLY AND MANAGES A BY NAME LIST. ESG RAPID RE-HOUSING DOLLARS ARE RUN THROUGH CHAT FOR HOUSING AND CASE MANAGEMENT SERVICES. THIS REQUIRES STRONG COLLABORATION BETWEEN PROVIDER AGENCIES. THE CHAT LIST IS THE BY NAME LIST OF PERSONS EXPERIENCING HOMELESSNESS IN BREVARD. IF A PERSON DOES NOT CONNECT WITH A COORDINATED ENTRY SYSTEM THEY WILL NOT RECEIVE THE ASSESSMENT NEEDED TO GET ON THIS LIST.WHEN SOMEONE IS DIRECTED AWAY FROM THE PROCESS OR CRITICAL INFORMATION IS WITHHELD AS TO HOW THEY BEGIN THE PROCESS IT HURTS THEM AND IT HURTS OUR COMMUNITY.
HMIS IS A DATABASE WHERE 29 AGENCIES ENTER INFORMATION ABOUT HOUSING AND SUPPORTIVE SERVICE PROJECTS. THE NUMBERS FROM HMIS ARE SMALL IN COMPARISON TO THE NUMBERS WE SERVE. THIS HOWEVER IS WHAT WE ARE MANDATED BY HUD TO REPORT. SO THIS IS WHAT PULLS DOWN THE FEDERAL FUNDING AND IT'S ONLY A FRACTION OF WHAT OUR PROVIDERS ACTUALLY DO. IT HELPS PREVENT DUPLICATION OF SERVICES AND IT'S WHERE WE DRAW OUR LIST FROM THAT ACTUALLY PLACES PEOPLE INTO HOUSING, THAT CHAT LIST I JUST MENTIONED. THESE THREE PROGRAMS ALONE HAVE HOUSED 537 PEOPLE. AND THE COST OF SERVICES PROVIDED TO PALM BAY WAS NEARLY 404,000. I'LL REMIND YOU THIS IS JUST THE LAST 12 MONTHS AND THIS IS ONLY PALM BAY. THE TOTAL CALLS FOR THIS WAS ACTUALLY OVER 4,000 FOR VARIOUS NEEDS BUT OUT OF THE HOUSING REQUESTS ONLY SEVEN PEOPLE HAD SLEPT OUTSIDE OR IN A TENT THE PREVIOUS NIGHT. THE NUMBERS DO NOT INDICATE A LACK OF NEED. WE KNOW FROM THE POINT IN TIME COUNT AND FROM COORDINATED OUTREACH THAT THERE ARE MANY PEOPLE WHO NEED HOUSING SERVICES IN PALM BAY. THIS DATA TELLS US PEOPLE ARE NOT BEING CONNECTED TO THE RESOURCES THAT ARE ALREADY IN PLACE TO ASSIST THEM. 2 1 1 IS THE REFERRAL AGENCY THAT STARTS THE COORDINATED ENTRY PROCESS THAT BEGINS TO CONNECT PEOPLE TO THESE SERVICES. I CAN ASSURE YOU NOTHING HAPPENS OVERNIGHT AND FUNDS ARE LIMITED BUT THIS IS WHY WE COLLABORATE. NO WRONG DOOR ENSURES THAT IF A PERSON WALKS INTO ANY SERVICE PROVIDER THEY WILL BE CONNECTED TO SERVICES BUT IT IS IMPERATIVE PEOPLE ARE EDUCATED ABOUT AND NOT DETERRED FROM USING THE COORDINATED ENTRY SYSTEM THAT CONNECTS PEOPLE TO OUR SERVICES. OUR HOMELESS SERVICE DELIVERY SYSTEM IS NOT BROKEN. IT HAS BEEN STIFLED AND THESE NUMBERS SHOW IT. THESE ARE THE HOUSING NEEDS OF CALLERS COMING INTO 211. THESE ARE THE REFERRALS PROVIDED TO THOSE CALLERS. AND KEEP IN MIND THIS IS ONLY THE 211 LIST SO THERE'S OTHER LISTS. 211 RELIES ON PARTNER AGENCIES TO ASSIST WITH THEIR REFERRAL PROCESS. PEOPLE NEED TO BE DIRECTED TO THE COORDINATED ENTRY SYSTEM FOR BREVARD. THIS IS A CRITICAL COMPONENT OF THE COORDINATED ENTRY PROCESS. THE FOLLOWING ARE JUST A FEW OF OUR PROVIDERS. SOME USE HMIS AND SOME DON'T. THIS IS WHERE YOU BEGIN TO SEE THE BIG PICTURE OF HOW MUCH THE COALITION IS DOING IN YOUR COMMUNITY. GENESIS HOUSE HAS SHELTERED BETWEEN 55 AND 70 WOMEN AND CHILDREN. FAMILY PROMISE OF BREVARD CONDUCTS OUTREACH SERVICES ALL OVER THE COUNTY TO PROVIDE SHELTER AFTERCARE AND PREVENTION DIVERSION SERVICES FOR FAMILIES.
FAMILY PROMISE HAS FIELDED 447 CALLS FOR SHELTER. 112 OF THEM BEING FROM SOUTH BREVARD. FIVE FAMILIES HAVE ENTERED INTO SHELTER AND 39 HOUSEHOLDS WERE PREVENTED FROM HOMELESSNESS OR RAPIDLY RE-HOUSED. BREVARD HEALTH ALLIANCE DOES NOT USE HMIS. THEY'VE PROVIDED SERVICES TO OVER 21,000 PEOPLE IN PALM BAY. WITH OVER 30,000 CASES HANDLED BREVARD HEALTH ALLIANCE IS CURRENTLY PROVIDING SERVICES TO APPROXIMATELY 2500 BREVARD COUNTY CITIZENS THAT PRESENT AS HOMELESS. BHC DOES NOT DIRECTLY FUND BHA AS IT DOES SOME OF THE OTHER AGENCIES BUT IT'S AN EXCELLENT EXAMPLE OF HOW THIS NETWORK COLLABORATES TO BRING THESE SERVICES TO YOUR COMMUNITY. THE SALVATION ARMY PROVIDES SHELTER AND OTHER SERVICES TO HOMELESS WOMEN AND CHILDREN AND SINGLE WOMEN. THEY HAVE SHELTERED 27 WOMEN AND CHILDREN. CATHOLIC CHARITY NUMBER FOR THESE SERVICES TOTALS 8,754 HOUSEHOLDS AND ALMOST 28,000 INDIVIDUALS. THESE SERVICE NUMBERS FROM CATHOLIC CHARITIES ARE UNDUPLICATED AND ENTERED IN HMIS EXCEPT FOR THE COUNSELING WHICH THEY HAD THREE FROM PALM BAY. 22 HOUSEHOLDS AND 65 INDIVIDUALS WERE ASSISTED WITH HOMELESSNESS PREVENTION SERVICES. THE VOA CONDUCTS OUTREACH THROUGHOUT BREVARD AND HAVE HANDLED 233 PALM BAY CASES IN THE PAST YEAR ASSISTING 425 PEOPLE. CHALLENGE GRANT FUNDING ALSO ALLOWS THEM TO ASSIST CIVILIANS. OUR COMMUNITY SPECIALISTS HAVE BARRIERS TO DOING THEIR JOB. IN PALM BAY THEY WILL MEET WITH CLIENTS AT MCDONALD'S, TACO BELL, CUMBERLAND FARMS AND OTHER PUBLIC LOCATIONS. THESE ARE NOT ALWAYS SUITABLE DUE TO PERSONAL SAFETY CONCERNS, LIGHTING, WEATHER, LOCATION AND UNINTENTIONAL VIOLATIONS OF PRIVACY HIPPA OR OTHERWISE. IT'S ALSO EMBARRASSING FOR
[00:25:04]
PEOPLE TO BE OUT THERE IN PUBLIC AND TALKING ABOUT BEING HOMELESS FOR THE CHILDREN, FOR THE PARENTS, FOR ANYBODY. SO IT'S CRITICAL THAT WE TRY TO FIND A PLACE WHERE WE CAN DO THIS. A DCF ACCESS PORTAL IS ALSO A CRITICAL COMPONENT OF GETTING PEOPLE SIGNED UP FOR ASSISTANCE. THIS WILL ONLY BE ACCOMPLISHED THROUGH THE BREVARD HOMELESS COALITION AS THE CONTINUUM OF CARE IS THE RECIPIENT OF STATE FUNDING THROUGH THE DEPARTMENT OF CHILDREN AND FAMILIES OFFICE ON HOMELESSNESS. IF A PERSON CANNOT REACH A RESOURCE CENTER AND THEY NEED A CONVENIENT SAFE LOCATION. WE CAN USE OTHER AREAS, SAFE AREAS AROUND THE COUNTY. WE WOULD LOVE TO WORK WITH YOU ON TRYING TO CREATE SOMETHING FROM MAYBE CHURCHES OR FIRE DEPARTMENTS OR OTHER PLACES WHERE PEOPLE CAN GO WHERE IT'S SAFE AND IT'S PRIVATE.THIS DOESN'T SOLVE THE WHOLE PROBLEM BUT IT WOULD BE ASSISTANCE. WE DO PARTNER WITH A LOT OF LOCAL CHURCHES AND THEY HAVE HELPED US OUT A GREAT DEAL. SO THERE IS ALSO SOME BARRIERS TO THAT BECAUSE SOME OF OUR CLIENTS THAT WE SERVE ARE LIMITED AND HAVE COURT IMPOSED RESTRICTIONS TO WHERE THEY CAN TRAVEL. WE NEED TO SERVE THEM AS WELL. THE ONLY WAY WE CAN SUCCEED WITH LIMITED SOURCES IS TO FORM A STRONG PARTNERSHIP WITH THE CITIES AND GARNER COMMUNITY SUPPORT. HOMELESSNESS IS A BYPRODUCT OF MANY DIFFERENT ISSUES. THE UNDERLYING ISSUES MUST BE ADDRESSED THROUGH CASE MANAGEMENT OR PEOPLE WILL FALL BACK INTO HOMELESSNESS. THE WAY WE STRETCH LIMITED RESOURCES IS TO DO THIS THROUGH PARTNERSHIPS AND COLLABORATION.
THE ONE THING THAT WOULD BE A GAME CHANGER FOR PALM BAY IS A STRATEGICALLY LOCATED SOCIAL SERVICES CENTER. THE BREVARD HOMELESS COALITION DESIRES TO ENTER INTO A PARTNERSHIP WITH THE CITY OF PALM BAY TO ESTABLISH SUCH A RESOURCE CENTER FROM WHERE WE CAN WORK AN AGGRESSIVE OUTREACH PROGRAM THAT WILL HELP US HELP YOU MEET THE NEEDS OF YOUR COMMUNITY. YOU GUYS MAY NEED TO START THAT FOR ME.
[00:30:05]
THANKS. AND I WANT TO APOLOGIZE. THIS IS TARAPAGLIARINI THE EXECUTIVE DIRECTOR OF FAMILY PROMISE. AND I'VE GOT TARA PARISO HERE. SHE'S THE EXECUTIVE DIRECTOR OF THE SOUTH BREVARD SHARING CENTER AND ANGELA [INAUDIBLE] IS ONE OF OUR COMMUNITY SPECIALISTS WITH VOLUNTEERS OF AMERICA FLORIDA. OKAY. JUST TO LET YOU KNOW WE WANTED YOU TO COME HERE BECAUSE THERE WERE QUESTIONS BEING ASKED AND COUNCIL HAD SOME QUESTIONS IN REGARDS TO YOUR ACTIVITY IN PALM BAY. SO COUNCIL YOU COULD OPEN YOUR QUESTIONS THAT YOU HAD. SO THANK YOU AGAIN FOR COMING.I APPRECIATE IT. SO MOST OF THE SLIDES AND THINGS THAT YOU'RE SHOWING IS LIKE MORE FAMILY ORIENTED MORE TOWARDS THE CHILDREN. ARE YOU ABLE TO PROVIDE SERVICES FOR THOSE WHO MAY OR MAY HAVE HAD A MISDEMEANOR OR A FELONY IN THE PAST OR IS IT KIND OF HARD BEING THAT THEY HAVE THAT ON THEIR RECORD? WE WORK WITH THAT POPULATION. IF YOU COULD COME UP BECAUSE WE NEED TO BE ABLE TO. I CAN TELL YOU THAT WE'VE BEEN WORKING SINCE 2015 AND WE'VE HOUSED OVER 100 PEOPLE AND THE MAJORITY OF THOSE FOLKS WERE SINGLE INDIVIDUALS. SOME OF THEM HAD CONVICTED MURDER CHARGES.
WE'VE HAD BATTERY. WE'VE HAD ASSAULT. WE'VE HAD DRUG CHARGES. WE'VE HAD ALMOST ANYTHING YOU CAN POSSIBLY THINK OF. AND WE HAVE SOME REALLY AMAZING TEAM MEMBERS. SOME OF THEM ARE STAFF. SOME ARE VOLUNTEERS AND THEY WORK REALLY CLOSELY WITH THE LANDLORDS AND THE COMMUNITY AND THEY GET THEM ON BOARD. THEY DON'T JUST TRY AND GET THEM A TENANT. THEY DON'T JUST TRY TO PUT SOMEBODY IN THERE TO GET THEM RENT. THEY TRY TO GET THEM INVOLVED IN THEIR COMMUNITY KNOWING THAT IF YOU DON'T HAVE THAT PERSON OUT ON THE STREET AND YOU CAN GET THEM REINTEGRATED BACK INTO SOCIETY IT'S GOING TO BE BETTER FOR YOUR COMMUNITY. SO WE'VE BEEN ABLE TO DO THAT IN THE LAST COUPLE YEARS AND BE REALLY SUCCESSFUL EVEN WITH THE CRIMINAL BACKGROUNDS. KEEP GOING. KEEP GOING. THEY'RE HERE FOR A REASON. I ALSO WORK WITH THAT POPULATION.
AS A MATTER OF FACT JUST TWO DAYS AGO I MET WITH TWO MEN THAT ACTUALLY INITIALLY WE CONNECTED WITH THEM BACK IN THE POINT IN TIME COUNT EARLIER THIS YEAR. THEY WERE MEN. SO THEY ARE THE INDIVIDUAL POPULATION THAT YOU'RE TALKING WITH AND WHAT WE TRY TO DO IS CONNECT THEM WITH THE DIFFERENT AGENCIES HERE IN THE COMMUNITY THAT WOULD BE ABLE TO ASSIST THEM. ALSO THERE IS. I DON'T WANT TO GET AHEAD OF MYSELF BUT THERE IS HELP ON THE HORIZON WITH REENTRY HERE IN BREVARD COUNTY THIS YEAR SO THAT'S SOMETHING I'M REALLY EXCITED ABOUT. WITH REENTRY. SO I TRY TO WORK WITH PEOPLE WITH THEIR PROBATION OFFICERS. SO IT IS SOMETHING THAT IS DIFFICULT BECAUSE A LOT OF PLACES DON'T WANT TO WORK WITH PEOPLE WITH FELONIES. BUT WE DO TRY TO FIND A LIST WITH DIFFERENT LANDLORDS THAT WILL WORK WITH PEOPLE THAT DO HAVE BACKGROUND BECAUSE YOU KNOW A LOT OF PEOPLE HERE IN OUR AREA DO HAVE CRIMINAL BACKGROUNDS BUT WE ARE ABLE TO WORK TOGETHER AND HOUSE THOSE PEOPLE AS WELL. THANK YOU. CAN I ADD JUST SOMETHING? I KNOW THAT WE WORK WITH FAMILIES PRIMARILY BUT A GOOD MAJORITY OF OUR FAMILIES HAVE EVICTION AND CRIMINAL HISTORIES AS WELL. SO A LOT OF OUR WORK IS IN COLLABORATIONS AROUND FINDING HOUSING THAT WILL ACCEPT THE FAMILIES THAT WE SERVE BECAUSE WE'VE LITERALLY HAD PARENTS ENTER WITH ANKLE MONITORS AND PROBATION OFFICERS AND THEY HAVE A LOT OF BARRIERS TO HOUSING. SO IT'S A CHALLENGE TO RE-HOUSE A FAMILY WITH THAT KIND OF A HISTORY. NEXT WHAT WOULD YOU SAY IS YOUR BIGGEST OBSTACLE OR STRUGGLE IN HOUSING HOMELESS OR MAKING SURE THEY DON'T FALL BACK TO WHERE THEY WERE AND ENDING BACK UP IN THE STREETS? YEAH. I WOULD SAY THE LONG TERM SUPPORT. CASE MANAGEMENT AND COMMUNITY ENGAGEMENT IS SOMETHING THAT'S HUGE. WE'VE SEEN FOLKS FALL BACK IN WHEN THEY DIDN'T HAVE A CASE MANAGER. I ACTUALLY HAD WRITTEN FOR LATER ONE GENTLEMAN THAT WE'D WORKED WITH SINCE 2015 AND HE WAS DOING REALLY GREAT. HE WENT THROUGH THE PROGRAMS THAT HE NEEDED TO AND THAT HE WANTED TO AND THEN CASE MANAGEMENT WAS ABLE TO STEP AWAY. THROUGH NO FAULT OF HIS OWN HE LOST HIS HOUSING. THE OWNER SOLD AND THEN THE NEW PERSON KICKED HIM OUT AND HE DIDN'T REACH BACK OUT TO US. BY THE TIME WE REALIZED THAT HE WAS BACK IN THE STREETS THINGS HAD KIND OF FALLEN AWAY. WE'VE ACTUALLY STARTED BACK WITH HIM AGAIN AND HE'S BACK INTO HOUSING AND HE'S BACK DOING REALLY GREAT. SO THOSE CASE MANAGEMENT SUPPORTS AND BEING CONNECTED TO THEIR CHURCHES AND BEING CONNECTED TO THEIR CITIES AND THE THINGS THAT MAKE IT HOME THOSE ARE THE THINGS THAT THE FOLKS NEED AND THEY NEED TO KNOW THAT THEY'RE PART OF THE COMMUNITY JUST LIKE ANYBODY ELSE. I THINK WE WERE TALKING ABOUT THIS EARLIER. LACK OF AFFORDABLE HOUSING IS SOMETHING THAT WE ALL STRUGGLE WITH. AND JUST IN THE COUPLE YEARS I'VE BEEN AT THIS JOB WE'VE SEEN JUST WITH CLIENTS PLACES HAVE GONE UP JUST IN A YEAR OR SO TO WHERE
[00:35:03]
ESPECIALLY WITH CLIENTS THAT ARE ON FIXED INCOME YOU KNOW. I HAD ONE CLIENT JUST THIS PAST YEAR SHE HAD RENTED THE SAME PLACE FOR 19 YEARS AND NOW SHE WAS FORCED TO LEAVE. SO IT'S SOMETHING THAT UNFORTUNATELY I HATE TO TELL SOMEBODY.I AM A PALM BAY RESIDENT MYSELF THAT: ARE YOU WILLING TO GO TO TITUSVILLE? YOU SHOULDN'T HAVE TO BE FORCED TO LOOK AT ANOTHER PLACE BECAUSE YOU CAN'T AFFORD AN AREA THAT YOU LIVED IN. SO THAT DEFINITELY IS SOMETHING THAT I KNOW WE'VE TALKED ABOUT BEFORE BUT JUST AFFORDABLE HOUSING IS SOMETHING THAT IS DEFINITELY DIFFICULT SO.
I JUST WANT. I HAD A QUESTION IN REGARDS TO YOUR DATA GATHERING. ARE YOU FAMILIAR WITH ALL THE CAMPS THAT WE HAVE IN PLACE IN OUR CITY AND HOW FREQUENT DO YOU VISIT THEM? WE FREQUENT THE CAMPS ALL OVER THE CITY OF PALM BAY, FROM PALM BAY RIGHT NEXT TO MELBOURNE ALL THE WAY DOWN TO GRANT AND EVERYWHERE IN BETWEEN. SO WE KNOW OF CAMPS OVER IN ORANGE BLOSSOM. WE KNOW OF CAMPS WAY OUT BY HERITAGE. WE ACTUALLY JUST RECENTLY IN THE LAST COUPLE WEEKS WE'VE BEEN GOING OUT TO ONE OF THE CAMPS OVER OFF OF ORANGE BLOSSOM. I THINK THERE'S BEEN A NUMBER OF US PROBABLY HALF A DOZEN OF US THAT HAVE GONE OUT THERE. THERE'S A WHOLE BUNCH OF PEOPLE OUT THERE. DIFFERENT PATHWAYS FOR THEM OUT OF HOMELESSNESS BUT IT'S A MATTER OF CONNECTING THEM AND WORKING WITH THEM AND HAVING THEM UNDERSTAND AND ACTUALLY BELIEVE THAT WE'RE GOING TO CONTINUE TO COME BACK. SO ON A WEEKLY BASIS HOW MANY TIMES DO YOU GO TO THE? I'VE BEEN TO THAT CAMP TWICE THIS WEEK AND MY TEAM. THERE'S THREE OF THEM.
THEY'VE BEEN OUT TO DIFFERENT CAMPS IN PALM BAY PROBABLY TWO OR THREE TIMES THIS WEEK ALONE. SO YOU KEEP A DATABASE IN REGARDS TO YOUR VISIT ON A YEARLY BASIS? NOT A DATABASE BUT WE DO KEEP INTERNAL NOTES. IT HAS PERSONAL INFORMATION. WE KEEP A GOOGLE DRIVE SO WITHIN OUR OWN AGENCY BUT THEN WE CAN ALSO COLLABORATE WITH OUR PARTNERS TO BE ABLE TO SAY OKAY, THIS IS THE PEOPLE THAT WE'RE SERVING AND THESE ARE THEIR NEEDS. BUT IT'S GONNA DEPEND ON WHAT INFORMATION AND WHAT WE CAN SHARE WITH THEM. OKAY. I JUST WANTED TO MAKE SURE THAT THE CAMPS ARE BEING VISITED. OUR INTENTION IS TO. WE DO HAVE AN OUTREACH COMMITTEE BUT THE AGENCIES WORK ON THIS OUTREACH COMMITTEE VOLUNTARILY. SO WE ARE EXPANDING THAT NOW SO THAT WE CAN BE MORE AGGRESSIVE WITH OUR OUTREACH THROUGHOUT THE COUNTY. BUT WE DO UNDERSTAND THAT THERE ARE AREAS THAT WE NEED TO GET TO IN PALM BAY. OUR PROVIDER AGENCIES HAVE BEEN WORKING WITH INDIVIDUALS IN A NUMBER OF THE CAMPS IN PALM BAY. IN FACT THEY HAD ONE A COUPLE MONTHS AGO AT17 PEOPLE AND I BELIEVE THEY HAVE ALMOST ALL OF THEM HOUSED ALREADY. SO AND WE COLLABORATED WITH THE HOUSING AUTHORITY OF BREVARD COUNTY ON THAT. ANY OTHER QUESTIONS COUNCIL? I'M GONNA FOLLOW UP OFF OF WHAT YOU'RE SAYING MAYOR. SO YOU'RE VISITING THE CAMPS AND EVERYTHING AND I HEARD YOU MENTION COOPERATION. IS THAT MEANING LIKE THEM TRUSTING IN YOU SO THEY'LL COOPERATE AND WORK WITH YOU ON A CONSISTENT BASIS OR AFTER YOU MEET WITH THEM THE FIRST TIME YOU FOLLOW UP A WEEK LATER OR? YOU GET WHAT I'M TRYING TO? YES.
MY SHORT ANSWER TO THAT WOULD BE YES AND BEING ABLE TO UNDERSTAND WHAT THEIR THEIR NEEDS ARE AND CONNECT THEM TO THE RIGHT RESOURCES. IF WE FIND THAT THERE'S RESOURCES FOR THAT. IF THERE'S A FAMILY THERE'S RESOURCES FOR THAT. IF THEY'RE 62 AND OVER IF THEY'RE DISABLED DEPENDING ON WHAT THEIR SITUATION IS IS GOING TO DEPEND ON WHO WE'RE ABLE TO REFER THEM TO. SOME FOLKS DON'T HAVE INCOME. WE CAN STILL WORK WITH THEM. SOME FOLKS HAVE LIMITED INCOME. IT JUST DEPENDS ON WHAT THEIR SITUATION IS. BUT CONTINUING TO GO BACK OUT AND LET THEM KNOW. WE'RE ONLY SO MANY PEOPLE. WE CAN ONLY SEE SO MANY PEOPLE. AND THERE'S A LOT MORE PEOPLE IN THE CITY OF PALM BAY THAN THERE ARE. A LOT MORE PEOPLE HOMELESS IN THE CITY OF PALM BAY THAN THERE ARE US TO GO OUT AND SEE THEM ALL. SO WE DEFINITELY NEED MORE WORK TO BE ABLE TO GET TO ALL OF THEM. ANY OTHER QUESTIONS? SO I WAS GOING TO BRING THIS UP DURING COUNCIL REPORTS. IN COUNCIL REPORTS I VISITED THE NANA'S HOUSE. NEGLECTED ABUSED NEEDY ABANDONED CHILDREN. AND I KNOW THAT THEY HAVE I THINK 100 PERCENT OF THEIR VOLUNTEERS ARE THEIR WORKFORCE. ARE YOU ALL OPEN TO ACCEPTING VOLUNTEERS LIKE HIRING VOLUNTEERS TO VISIT THESE CAMPS AS WELL AND DOCUMENTING? THAT WAY WE CAN BE MORE EFFICIENT WITH OUR TIME BECAUSE I KNOW THERE'S A LOT OF PEOPLE IN THE COMMUNITY THAT CARE ABOUT THE HOMELESS AND TRYING TO GET THEM HOUSED BUT THEY JUST DON'T KNOW WHERE TO START. THERE ARE A NUMBER OF DIFFERENT AGENCIES THE SOUTH BREVARD SHARING CENTER INCLUDED THAT WOULD BE MORE THAN WILLING TO HELP TRAIN FOLKS. GOING OUT AND NOT KNOWING HOW TO WORK WITH THE

FOLKS IT MAKES IT A LITTLE BIT MORE DIFFICULT. BEING TRAUMA INFORMED IS SOMETHING THAT'S REALLY IMPORTANT AND KNOWING EXACTLY HOW TO BE CAREFUL IN WHAT YOU'RE SAYING AND NOT OVER PROMISE AND UNDER DELIVER. I KNOW THE SHARING CENTER WE GET OVER 500 HOURS A MONTH IN VOLUNTEERS. THAT'S IN OUR CENTER AND OUTSIDE OF OUR CENTER. SO ABSOLUTELY. ANYTIME YOU WANT TO COME EITHER TO THE SHARING CENTER OR ANY OF OUR AGENCIES WE WOULD ABSOLUTELY BE OPEN TO THAT TO COUNCIL OR ANYBODY IN THE CITY. BECAUSE I SAY THAT TO SAY THIS: LIKE EVEN US AS THE COUNCIL IT'S IT'S EASIER FOR US TO ENGAGE OUR CITIZENS THAN FOR US TO EXPECT THEM TO COME TO US. SO IN A SENSE LIKE THIS I THINK IT'LL BE EASIER FOR US TO ENGAGE THE CAMPS INSTEAD OF EXPECTING THEM TO COME TO THE DAILY BREAD OR THE SHARING CENTER IN THAT SENSE. SO THAT'S WHY I WAS ASKING ABOUT VOLUNTEERS SO THAT WAY WE CAN GET MORE WORK DONE IN OUR COMMUNITY. SO I THINK THAT'S IT FOR ME. DEPUTY MAYUR. ONE OF THE TAKEAWAYS AND IT'S NOTHING AGAINST YOU GUYS. THERE'S A MULTIPLE OF CAMPS AND A MULTIPLE OF LOCATIONS AND THEY MOVE A LOT. BUT ONE OF THE THINGS FROM SEVERAL OF THE CAMPS I VISITED THEY HAD NEVER SEEN ANYBODY AND THAT COULD BE A VARIETY OF REASONS AND I'M NOT SAYING YOU GUYS KNEW WHERE THE CAMP WAS AND YOU DIDN'T WANT TO SEE THEM.ONE OF THE THINGS I THINK WE LACK IS A RESOURCE CENTER WHERE WE CAN HAVE A DATABASE WHERE WE CAN HAVE A MAP. BECAUSE THEY CAN VISIT A CAMP ONE MONTH AND THE CAMP WON'T BE THERE THE NEXT MONTH AND THEN ALSO I THINK CASE MANAGEMENT IS IS THE NAIL ON THE HEAD WITH THIS THING BECAUSE WE HAVE TO HAVE THE FOLLOW THROUGH. WE DON'T HAVE THE FOLLOW THROUGH OR THE RESOURCE CENTER. ONE OF THE REASONS I WANTED THIS TO HAPPEN HERE IS BECAUSE COUNCIL REALLY EITHER NEEDS TO GET BEHIND A RESOURCE CENTER OR REALLY HAND THIS BACK TO THE NON-PROFITS AND BE LIKE WE REALLY WANT YOU GUYS TO ESTABLISH A RESOURCE CENTER BUT WE'RE ONLY GOING TO BE HERE FOR SUPPORT AND THAT'S IT. AND I THINK THAT KIND OF LAYS BACK ON US BECAUSE I THINK THAT'S THE BIG THING WE'RE MISSING HERE. BUT I THINK THAT FOR ME PERSPECTIVE MOST OF ALMOST EVERY MUNICIPALITY THAT I'VE COME ACROSS THROUGH MAYORS IT'S THROUGH 501S AND CHURCHES THAT EVERYTHING GETS DONE. I KNOW THAT SOMETIMES THINGS GET LOST IN TRANSLATION. WE NEED TO BE AS A PARTNER AS A SUPPORT GROUP. THERE'S A LOT OF THINGS THAT HAPPENS WITHIN THIS AND IT'S A LOT OF THE MONEY THAT GOT CUT FROM HUD THAT HURTS YOU AND THAT'S NOT HERE OR THERE. IT'S YOU HAVE TO SPEAK TO YOUR FEDERAL LEGISLATORS TO GET ANYTHING DONE IN REGARDS TO HUD AND GETTING MORE FUNDING. I THINK THAT WE JUST WANTED TO HEAR FROM YOU AS COUNCIL THAT WE HAVE A CONCERN THAT WE NEED MORE PEOPLE ON THE GROUND HELPING YOU. AND THIS IS A VENUE BECAUSE THIS IS TELEVISED THAT IF PEOPLE HEAR THAT YOU'RE ASKING FOR VOLUNTEERS HOPEFULLY YOU GET MORE VOLUNTEERS OUT OF THIS AND WE'RE ABLE TO PARTNER WITH YOU. THE CITY WHEN IT COMES TO CERTAIN THINGS IS LIMITED IN RESOURCES. IT COULD EXPAND BECAUSE WE HAVE A LOT OF NEEDS IN THE CITY. IT'S NOT THAT HOMELESS IS NOT AN IMPORTANT THING. IT IS. BUT I THINK THAT WE COULD PARTNER WITH YOURSELF THE CHURCHES TO GET THINGS ACCOMPLISHED. AND I THINK THAT WE COULD AGREE TO DISAGREE BUT WE NEED TO BE ABLE TO COMMUNICATE WITH EACH OTHER BECAUSE IF NOT THE PEOPLE YOU'RE TRYING TO SERVE ARE NEVER GOING TO GET SERVED IF YOU'RE CONSTANTLY ARGUING. YOU HAVE TO BE ABLE TO GET TO A POINT OF AGREEING TO DISAGREE BECAUSE WHEN YOU GET TOO MANY PEOPLE IN A ROOM EVERYBODY IS GOING TO HAVE THEIR OWN PERSPECTIVE OF HOW THINGS SHOULD BE DONE. SO I'M JUST LETTING YOU KNOW THAT WE'RE HERE TO PARTNER WITH YOU AND MAKE SURE THAT THINGS GO RIGHT.
AND JUST LIKE COUNCILMAN BAILEY I MEAN COUNCILMAN JOHNSON AND DEPUTY MAYOR ANDERSON ARE SAYING IS WE'RE HERE TO ASSIST YOU IN ANY WAY THAT WE CAN SO.
MAYBE A GOOD TAKEAWAY AND I WOULD HAVE NO PROBLEM HELPING YOU AS WE CAN GET WITH SOME OF THE FAITH BASED ORGANIZATIONS HERE BECAUSE SOME OF THEM HAVE MULTIPLE BUILDINGS MULTIPLE OFFICES THAT AREN'T BEING USED AND WE COULD UTILIZE THAT AND MAYBE NOT JUST ONE BUT SEVERAL OF THEM BECAUSE WE ARE SO FAR SOUTH AND A LOT OF YOU GUYS ARE BASED CENTRAL AND NORTHERN BREVARD JUST BECAUSE THAT'S WHERE THE MAIN PROBLEM WAS. WE ARE SPREAD OUT IN A LITTLE COMMUNITY. WE ARE THE BIGGEST BUT WE ARE THE LITTLE COMMUNITY. SO I HAVE NO PROBLEM TRYING TO HELP WITH THAT AND I THINK THAT MIGHT BE WHERE WE WANT TO GO IS LET THE FAITH BASED ORGANIZATIONS TAKE THE LEAD ON THIS THING AND THEY CAN HELP US OUT. IT WAS A CRAZY AMOUNT OF MONEY THEY RAISED FOR THE COLD NIGHT SHELTER LIKE OVERNIGHT. I THINK THEY'LL BE WILLING TO HELP.
WELL WE. EXCUSE ME SIR. VOA WE HAVE A BRANCH HERE IN PALM BAY. ONE OF THE REASONS THAT I WOULD MEET PEOPLE AS PART OF THE OUTREACH CONNECTION IS BECAUSE IT WAS CONVENIENT FOR THEM BECAUSE A LOT OF TIMES THEY LITERALLY DIDN'T HAVE TRANSPORTATION. BUT I WE LITERALLY HAVE AN OFFICE RIGHT ON PALM BAY ROAD. PALM BAY AND COMMERCE. I KNOW EXACTLY WHERE IT IS. YOU GUYS HELPED OUT A FRIEND OF MINE THAT I FOUND HERE. HE'S A FRIEND OF MINE NOW. HE WASN'T AT THE TIME. BUT A LOT OF THE PEOPLE THAT ARE
[00:45:02]
CHRONICALLY HOMELESS DON'T FIT THE VOA SYSTEM AND CAN'T GET THE VOA HELP. SO IF WE HAD ALL YOU GUYS IN ONE BUILDING AND HEY CONTACT THIS PERSON THIS PERSON. EVEN A ROTATION OF YOU GUYS IT MIGHT HELP ALLEVIATE SOME OF THE PROBLEMS WE'RE HAVING TODAY. ALL OKAY. ALL RIGHT. THANK YOU. THANK YOU GUYS FOR COMING OUT TONIGHT. IS IT MY UNDERSTANDING THAT AREA LOT OF YOU GUYS TALK REALLY FAST FOR ME AND THERE'S A LOT OF DATA. THERE'S 20 PAGES HERE. BUT IS THERE SOMEBODY HERE FROM SOUTH BREVARD SHARING CENTER? YES SIR. AND THAT WAS TARA? IS THAT CORRECT? YES. OKAY TARA. I'M JUST CURIOUS. ONE OF THE THINGS THAT I WAS CURIOUS ABOUT IS ASKING QUESTIONS, GETTING SPECIFIC DATA POINTS ON PALM BAY. I THINK THE MAYOR WAS KIND OF ALLUDING TO THAT AS FAR AS CONTACT HOURS OR THE NUMBER OF CONTACTS, THINGS OF THAT NATURE. BUT ONE OF THINGS I WAS CURIOUS ABOUT. I KNOW THAT WE DO HAVE A CONTRACT AGREEMENT THROUGH OUR CBG PROGRAM WITH SOUTH BREVARD SHARING CENTER AND I'M JUST CURIOUS. I KNOW THAT THE PROGRAM WAS INTENDED TO FOR THE PALM BAY AFFORDABLE HOUSING ACCESS FOR THE HOMELESS PROJECT AND IT WAS SUPPOSED TO SERVE I THINK ABOUT 10 FOLKS. CAN YOU GIVE ME AN UPDATE OF WHAT HAS HAPPENED WITH THOSE GRANT MONIES AND WHAT SUCCESS WE'VE HAD THERE? ABSOLUTELY. THAT WAS ACTUALLY GOING TO BE THE BULK OF MY PUBLIC COMMENT SO I GUESS I'LL JUST SAY IT NOW. WE WERE AWARDED CBG FUNDS AND IT WAS TO SERVE 10 FOLKS WITHIN THE CITY OF PALM BAY AND OVER THE PAST YEAR WE'VE SERVED 22 AND 15 OF THOSE HAVE ALREADY OBTAINED HOUSING AND ARE WORKING WITH CASE MANAGERS EITHER ON A WEEKLY BASIS OR BIWEEKLY. THERE'S A COUPLE THAT ARE MONTHLY BECAUSE THEY DON'T NECESSARILY NEED SOMEBODY IN THERE WEEKLY. THEY WERE ASSISTED WITH THEIR SECURITY DEPOSITS FPL DEPOSITS WATER DEPOSITS SOME APPLICATION FEES THE FUNDS THEY NEEDED IN ORDER TO BE ABLE TO GET INTO THE HOUSING THAT THEY NEED. AND THEN THE OTHER SEVEN WE'RE STILL WORKING WITH AND THEY'RE ALL. WE CALL THEM NAVIGATION READY. SO THEY HAVE THEIR BIRTH CERTIFICATE SOCIAL SECURITY CARD AND THAT'S SOMETHING THAT WE ARE ABLE TO PAY FOR AS WELL WITH THOSE FUNDS THE BIRTH CERTIFICATES. WHEN YOU'RE OUTSIDE IT'S HARD TO KEEP TRACK OF ANY OF THAT STUFF. SO WE'RE ABLE TO PAY FOR THOSE AS WELL. SO THEY'RE DOCUMENT READY AND WE KNOW EXACTLY WHERE THEY'D LIKE TO BE. WE KNOW WHAT THEIR BARRIERS ARE AND WE'RE TRYING TO FIND THE HOUSING FOR THEM. SO THAT'S THE BIGGEST BARRIER AT THIS POINT IS FINDING AFFORDABLE HOUSING. BUT ALL 22 OF THOSE FOLKS ARE EITHER IN HOUSING OR ARE IN THE PROCESS OF BEING HOUSED. THANK YOU. AND MY UNDERSTANDING IS THAT THE PROGRAM WAS OPEN TO BOTH FOLKS WHO WERE HOMELESS IN PALM BAY WHO COULD BE RE-HOUSED WITHIN PALM BAY OR ELSEWHERE IN THE COUNTY. ALSO HOMELESS FOLKS WHO ARE OUTSIDE OF THE COUNTY WHO MIGHT BE REHOUSED INSIDE PALM BAY. CAN YOU GIVE ME A BREAKDOWN OF WHERE THE EBB AND FLOW IS ON THAT? SO 21 OF THEM WERE HOMELESS IN PALM BAY. I DON'T KNOW THE EXACT NUMBER OF THE ONES THAT WERE HOUSED IN PALM BAY AND HOUSED IN MELBOURNE. BUT THERE WAS ONE GENTLEMAN WHO WAS HOMELESS IN MELBOURNE AND HE'S NOW LIVING IN THE CITY OF PALM BAY. BUT MOST OF IT'S BEEN MORE OF AN OUTFLOW OR IF THERE IS ANY CHANGE? YES BUT THE MAJORITY OF THE FOLKS WERE LITERALLY HOMELESS SLEEPING OUTSIDE IN THE CITY OF PALM BAY. GOTCHA. ALL RIGHT. AND THEN THE OTHER QUESTION I'M JUST CURIOUS AND JUST WHOEVER WANTS TO ANSWER. BUT I WAS JUST KNOW. WHEN IT COMES TO I THINK THE LAST PAGE LAST REQUEST WAS PARTNERING WITH THE CITY TO FIND A CENTER TO GIVE THESE SERVICES. ONE THING I'M CURIOUS. WELL I GUESS WITH THE VOA IS THAT A BUILDING OR LOCATION THAT'S OPEN TO ALL AGENCIES OR IS THAT EXCLUSIVE TO VOA? LET ME START WITH THAT. YEAH. I MEAN OTHER PEOPLE. OR IS THAT ALREADY A FACILITY THAT COULD BE UTILIZED BY OTHER AGENCIES? I MEAN ANYBODY THAT WANTED TO COME IN THAT'S PART OF THE HOMELESS COALITION. I MEAN THAT'S WHAT WE HAVE MAINLY FOR THE VETERANS COME IN FOR THAT. IT'S FOR WHAT WE CALL THE SSVF WHICH ARE FOR THE VETERANS WHO ARE TRANSITIONING OUT OF OUR TRANSITIONAL HOUSING PROGRAM UP IN COCO. BUT AGAIN IF WE HAD SOMEBODY DOWN HERE THAT WANTED TO MEET WITH ONE OF OUR OTHER AGENCIES I AM SURE THAT [INAUDIBLE] WOULD BE MORE THAN HAPPY TO SHARE AN OFFICE. SO WE ALWAYS PARTNERED TOGETHER. THAT'S NEVER BEEN A PROBLEM BEFORE. SO I'M SURE IT WOULDN'T BE AGAIN.WE ALL AS PART OF THE HOMELESS COALITION IT'S NEVER BEEN A PROBLEM IN THE PAST SO I'M SURE IT WOULDN'T BE. AGAIN A LOT OF TIMES IT'S JUST THEY HAVE A PROBLEM. THE CLIENTS THEMSELVES HAVE A PROBLEM GETTING TO. YOU KNOW PALM BAY IS BIG SO YOU KNOW GETTING. LITERALLY I'VE HAD TO MEET PEOPLE YOU KNOW OUT ON MALABAR. THEY CAN'T GET YOU KNOW. IT'S JUST YOU KNOW FAR FOR THEM TO GET OVER TO PALM BAY ROAD. AND I GUESS THE THE OTHER FOLLOW UP QUESTION. I'M JUST CURIOUS. IT SEEMS TO ME I'M KIND OF CONCERNED ABOUT THE CITY BECOMING THE MIDDLEMAN I GUESS AS FAR AS PARTNERING WITH IF WE'RE GOING TO REACH OUT TO LIKE FAITH BASED ORGANIZATIONS. WHAT IS IT THAT YOU NEED FROM THE CITY? DO YOU NEED THE CITY TO PARTNER AS FAR AS GIVING PERMITS OR SOME OTHER PIECE OF THE PUZZLE THAT I'M MISSING HERE OR IS IT REALLY BETTER JUST FOR THE AGENCIES THE HOMELESS COALITION AND THEIR AGENCIES TO JUST
[00:50:04]
DIRECTLY PARTNER WITH THE CHURCHES BECAUSE I THINK THE CHURCHES ARE OPEN TO THAT. I'M JUST NOT SURE. I'M TRYING TO FIGURE OUT WHAT'S THE CITY'S ROLE WHENEVER YOU GUYS ARE THE ONES PARTNERING. I THINK IDEALLY WE WOULD LIKE AN AREA WHERE WE COULD MODEL SOMETHING AFTER WHAT WE HAVE IN TITUSVILLE THE HARRY T. MOORE CENTER WHICH IS A RESOURCE CENTER WHERE PEOPLE CAN GO FOR A LOT OF DIFFERENT SERVICES WHERE THERE ARE PEOPLE THERE. THERE ARE PLACES THEY CAN MEET THERE. THERE ARE ALSO COMMUNITY MEETING ROOMS WHERE THEY CAN HOLD CLASSES. THERE'S PEOPLE TO A ASSIST THEM WITH SIGNING UP FOR SERVICES BUT WE HAVE TO HAVE AN ESTABLISHED LOCATION IN ORDER TO GET A DCF ACCESS PORTAL HERE. WE DO PARTNER WITH THE CHURCHES BUT IT'S NOT A PERMANENT ROOM OR PERMANENT LOCATION.AND I DON'T KNOW IF YOU'RE AWARE BUT VOLUNTEERS OF AMERICA IS A FAITH BASED ORGANIZATION. SO WE VERY MUCH PARTNER WITH OUR FAITH COMMUNITY. BUT IDEALLY IT WOULD BE A LOCATION CENTRAL PALM BAY WHERE THE PEOPLE THAT ARE FURTHER SOUTH THAT HAVE A HARD TIME GETTING TO WHERE WE ARE. MOSAIC HAS OPENED OUR DOORS TO US TO YOU KNOW TO ASSIST AND VOLUNTEERS OF AMERICA BUT THEY'RE ALL REALLY AT THE NORTH END AND IN ORDER TO GET THAT FULL SERVICE PEOPLE HAVE TO GET ALL THE WAY TO MELBOURNE TO THE SOUTH BREVARD SHARING CENTER BECAUSE A LOT OF THOSE SERVICES JUST ARE NOT IN PALM BAY. WE CAN BRING THEM TO PALM BAY BUT WE NEED A LOCATION TO DO IT. ON THAT NOTE I THINK IT'S BEST TO WORK WITH STAFF WHEN IT COMES TO THAT BECAUSE THAT'S ALWAYS BEEN SINCE I'VE BEEN MAYOR THE WHOLE CONCEPT OF TRYING TO HAVE A SHARING CENTER IN PALM BAY BECAUSE THERE IS A DIRE NEED FOR IT HAS BEEN KIND OF LIKE AN ONGOING THING AND HOPEFULLY IN THE NEAR FUTURE WE COULD ACCOMPLISH THAT. I NEVER MAKE PROMISES. I SAID WE COULD WORK AT IT AND SEE IF WE COULD GET THERE. MAYOR I DID WANT TO GIVE. I KNOW WE'RE KIND OF GIVING DIRECTION RIGHT? I THINK IT'S GREAT EVERYBODY'S WORKING TOGETHER ON SOME BIG PROBLEMS, A HEAVY LOAD. I DO FEEL THAT IT HAS TO BE SOMETHING THAT'S GOING TO BE DONE BY THE PRIVATE ORGANIZATIONS. THE CITY JUST DOESN'T HAVE THE ABILITY TO HAVE A HUMAN RESOURCES. I MEAN I'M SORRY. HUMAN SERVICES. WE DON'T HAVE HUMAN SERVICE DEPARTMENT. WE DON'T HAVE EXPERTISE IN THAT WAY AND I THINK IT'S KIND OF A LOT TO PUT ONTO OUR CITY MANAGER WHEN WE DON'T HAVE THAT STRUCTURE HERE. NOW AS FAR AS WHETHER WE HAVE AN EMPTY BUILDING OR IF SOMEBODY ELSE HAS A BUILDING WHERE A PERMANENT. WHAT I'M HEARING IS A PERMANENT LOCATION IS NEEDED. BUT THEN THERE WOULD STILL POSSIBLY BE SOME TRANSPORTATION ISSUES BUT IF IT'S CENTRALIZED IT WILL REDUCE SOME OF THOSE ISSUES. THAT'S WHAT I'M HEARING TONIGHT. SO IT SOUNDS LIKE WHAT WE NEED DO IS REACH OUT TO SOME OF THE FAITH BASED ORGANIZATIONS TO SEE IF ANY OF THEM THAT ARE CLOSER DOWN HERE HAVE THAT OPPORTUNITY BECAUSE I JUST DON'T SEE THE CITY HAVING THAT RIGHT NOW. I DON'T THINK WE'RE AT THAT POINT. THAT'S JUST THAT'S MY PERSONAL OPINION.
NO. BUT I DON'T THINK THAT'S WHAT WE'RE TRYING TO SAY. WHAT WE'RE TRYING. THAT'S WHAT THEY ASKED. WHAT I'M TRYING TO SAY IS THAT WORK WITH CITY STAFF AND AND SEE HOW WE COULD ASSIST YOU IF ANY IN REGARDS TO THE FAITH BASED. SO GOING FROM THERE THIS IS A PROCESS AND I THINK SOMETIMES YOU NEED JUST TO BE PATIENT. I AGREE WITH YOU. WE DON'T. INTERNALLY WE CAN'T TAKE IT ON LIKE THAT BUT I THINK THAT WHEN WE FIRST STARTED THE WORKSHOP IT LOOKED LIKE THIS WAS GOING IN THE RIGHT DIRECTION. THEN IT GOT A BUMP. AND I THINK WE NEED TO RECONVENE AND DISCUSS AND LOOK FOR SOLUTIONS. BECAUSE IT'S EASY TO FINGER POINT BUT I'M SOLUTION ORIENTED. LET'S GET TO THE SOLUTION. IF THERE IS A PROBLEM GIVE ME A SOLUTION. BECAUSE ADDED PROBLEMS ARE NOT GONNA GET ME A SOLUTION. JUST GET ME A SOLUTION. EXCUSE ME MAYOR. YES. CAN I OFFER A SOLUTION TO ONE CONCERN THE DEPUTY MAYOR ACTUALLY HAD. YOU HAD BROUGHT UP THE CONCERN OF US NOT KNOWING WHERE THE CAMPS ARE. I JUST WANTED TO LET YOU KNOW WHAT THE MELBOURNE POLICE DEPARTMENT IS DOING WITH SOME OF OUR TEAM MEMBERS. IT'S SOME KIND OF GOOGLE MAP AND DON'T QUOTE ME. I DON'T KNOW EXACTLY HOW IT WORKS BUT THEY'RE ABLE TO PINPOINT. THEY CAN PUT NOTES IN IT. THEY CAN COLOR CODE IT AND IT CAN BE PROTECTED AS WELL. THAT'S SOMETHING OUR OUTREACH COMMITTEE IS WORKING ON. ANYBODY IF YOU'D LIKE TO BE A PART OF THAT OR IF THE PALM BAY POLICE DEPARTMENT COULD BE. AND THAT'S WHAT I'M TELLING YOU. THAT'S WHY WE DIRECTED YOU TO STAFF. AND JUST CONFIDENTIALITY WOULD BE THE BIGGEST THING. RIGHT. DEFINITELY WITH STAFF AND PD AND STUFF LIKE THAT. I JUST WANT TO SAY THANK YOU. NO. THANK YOU FOR COMING IN. HAVE A SEAT BECAUSE I THINK THERE'S SOME PEOPLE THAT ARE GOING TO COME UP IN REGARDS TO THE PUBLIC COMMENTS AND THEY'RE GONNA DISCUSS HOMELESSNESS. SO IF THEY'RE ASKING US QUESTIONS WE COULD JUST GO AND POINT TO YOU. YES MAYOR. SO IF YOU COULD JUST HAVE A SEAT PLEASE. CAN I ADD ONE MORE THING? I JUST. I KNOW WE'RE TALKING ABOUT CHRONICALLY HOMELESS. OBVIOUSLY THAT WAS THE VIDEO THAT CAME FROM FAMILY PROMISE. I JUST WANT TO MAKE SURE THAT YOU KNOW THAT LAST SCHOOL YEAR OVER 2500 STUDENTS WERE CODED AS HOMELESS AND
[00:55:02]
FAMILIES ARE THE NEW FACE OF HOMELESSNESS. SO IT DEFINITELY IS PART OF THE ISSUE. FAMILIES AREN'T NECESSARILY LIVING IN CAMPS. THEY'RE LIVING IN THEIR CARS. THEY'RE DOUBLED UP WITH OTHERS AND THEY ARE IN CAMPGROUNDS AND THEY'RE STRUGGLING JUST AS MUCH. THE FAMILY THAT YOU SAW CAME FROM PALM BAY. WE CAME DOWN TO PORT MALABAR LIBRARY BECAUSE THAT WAS THE ONLY PLACE WE COULD MEET THEM. WE BROUGHT THEM INTO OUR SHELTER PROGRAM. THEY STAYED TWO MONTHS AND THEY REHOUSED IN PALM BAY.SHE'S A JUNIOR AT PALM BAY HIGH SCHOOL. SHE'S DUALLY ENROLLED. SHE'S DOING GREAT. BOTH DAD AND [INAUDIBLE] ARE EMPLOYED IN PALM BAY. SO THOSE ARE THE KINDS OF FAMILIES THAT WE'RE SEEING, FAMILIES THAT ARE JUST FALLING OUT OF HOUSING BECAUSE OF THAT GAP BETWEEN INCOME AND THE COST OF HOUSING SO. NO THANK YOU FOR THE WORK THAT YOU DO.
MAYOR I JUST WANTED TO QUICKLY THANK I KNOW THE SOUTH BREVARD SHARING CENTER, DOING A GREAT JOB OVER FORMULA STATISTICS AND THAT'S WHAT I WANT TO SEE MORE OF IS AGAIN I THINK IT'S ENCOURAGED THE BREVARD HOMELESS COALITION IN GENERAL TO BRING SOME OF THAT SPECIFIC DATA POINTS FOR US SO WE CAN ALSO PROMULGATE THAT TO THOSE FOLKS WHO MIGHT BE INTERESTED IN THAT DATA. BUT I THINK IT'S A GREAT JOB. AND ALSO WE DON'T WANT TO CREATE. ONE THING I WAS CONCERNED ABOUT IS CREATING ANY EXPECTATIONS THAT FOLKS ARE GOING TO COME BACK AND IMPOUND THOSE LATER BUT I THINK THE ONE SUGGESTION AS FAR AS WORKING WITH OUR POLICE DEPARTMENTS AND THINGS LIKE THAT.
THAT'S. [INAUDIBLE] YEAH THAT'S REASONABLE AND I THINK THAT COULD BE HELPFUL. I THINK THAT'S. I ABSOLUTELY AGREE WITH THAT SO I APPRECIATE THEM ALL COMING OUT. OKAY. THANK YOU AGAIN. NOW WE'RE MOVING INTO PUBLIC COMMENTS. PIERRE KUZMA. I'M TALKING ABOUT THE
[Public Comments/Responses]
PROPOSED CRICKET DRIVE APARTMENTS. I'M THE PRESIDENT OF THE HOA FOR PMU 55.REPRESENTING 240 HOMEOWNERS. THERE'S ANOTHER 800 PLUS HOMEOWNERS FROM SURROUNDING AREAS THAT MY HOMEOWNERS HAVE BEEN TALKING TO GETTING THINGS INVOLVED. FOR THE PAST TWO WEEKS MY WIFE AND I HAVE BEEN BOMBARDED BY INQUIRIES CONCERNS FROM THE HOMEOWNERS IN THIS AREA CONCERNING THIS PROJECT. PROPERTY VALUE'S DECREASING, PRIVACY ISSUES, SAFETY CONCERN ISSUES AND NUMEROUS OTHERS. BUT TONIGHT THE ONLY THING I WOULD LIKE TO DISCUSS WOULD BE THAT OF SEWAGE. IN OUR DEVELOPMENT OUR SEWAGE SYSTEM IS QUITE ANTIQUATED. OUTDATED OUTMODED PUMPS CONSTANTLY CLOG, CONSTANTLY SET OFF ALARMS, RED LIGHTS GOING OFF, FEEDING OUR STATION. IT'S EVEN AT TIMES WHERE YOU CAN LIFT A MANHOLE COVER AND SEE THE LEVEL OF SEWAGE RISING WHICH SHOULD NOT BE. SO WE'RE CONCERNED ABOUT THE IMPACT SINCE OUR INFRASTRUCTURE IS SO OLD. HOW IS IT GOING TO BE AFFECTED BY THIS NEW PLACE? NOW WE DID GET ON THE 30TH A TALK BY JAKE WISE FROM HIS ENGINEERING GROUP ABOUT THE PROPOSAL AND HE DID STATE THERE WOULD BE A LIFT STATION PUT ON THAT SITE. WELL WHAT'S GOING TO HAPPEN AND WHERE DOES THAT GO FROM THAT LIFT STATION? BUT WE'RE STILL DEALING WITH SOME ANTIQUATED ISSUES AND OLDER SYSTEMS WHILE NEWER ONES ARE BEING PUT IN. AND THIS IS JUST AN ISSUE THAT I HAD, ONE OF THEM. THANK YOU VERY MUCH FOR HEARING ME OUT. THANK YOU. NEXT. ANNEMARIE BURROWS. WHERE'S ANNEMARIE? ANNEMARIE BURROWS 1234 CAMAS AVENUE NW PALM BAY. I'M A FIRM BELIEVER IN WHEN SOMEBODY DOES SOMETHING NICE OR GOOD OR WELL THAT THEY SHOULD BE COMMENDED FOR IT. WHICH I WOULD LIKE TO THANK CITY MANAGER LISA MORRELL AND SUZANNE SHERMAN AND ALL THE PEOPLE THAT HELPED IN YESTERDAY'S MEET AND GREET WITH THE NEW POLICE ATTENDEES. CANDIDATES. CANDIDATES.
THANK YOU MAYOR. IT WAS NICE. THERE WERE A LOT OF POLICEMEN THERE. A LOT OF OTHER PEOPLE THERE. THEY WERE MILLING AROUND, TALKING, GIVING OUT DIFFERENT IDEAS AND THINGS. AND SURPRISE OF SURPRISES WE EVEN HAD SOME NICE LIGHT REFRESHMENTS WHICH IS NICE. WHEN YOU INVITE SOMEONE TO YOUR HOME YOU ALWAYS HAVE THEM A LITTLE SOMETHING TO EAT SND WE HAVE NOT HAD THAT BEFORE BUT I WANTED. THAT WAS GREAT. AND THAT'S IT. BYE BYE. THANK YOU ANNEMARIE. THANKS. SUSAN HALLORAN. THANK YOU. I'D LIKE TO TALK ABOUT FIREWORKS AGAIN. CAN YOU GET CLOSER TO THE. I'M SORRY. THANK YOU. GIVE US YOUR NAME AND ADDRESS PLEASE. SUSAN HALLORAN 887 VANCE CIRCLE NE PALM BAY. OKAY. I'VE
[01:00:03]
SPOKEN SEVERAL TIMES ON THE ISSUE OF FIREWORKS. EVERY YEAR THEY'RE GETTING LOUDER AND MORE FREQUENT. THIS YEAR I HAD SIX NIGHTS IN A ROW FROM TUESDAY THROUGH SUNDAY. THEY STARTED AT DUSK ABOUT 8:00 AND WENT ON THROUGH MIDNIGHT.THEY'RE GETTING LOUDER AND LOUDER. I BELIEVE WHAT WE HAVE IS MORTARS. THIS IS A PIECE OF THE DEBRIS THAT'S LANDING IN MY YARD EXPLODING. I HAVE TO TAKE MY DOG TO THE VET. I GOT HIM TRANQUILIZERS. I GOT HIM A THUNDER SHIRT. HE'S TERRIFIED. HE ENDED UP BY THE THIRD NIGHT HAVING VOMITING AND DIARRHEA. I'VE CLEANED THE HOUSE AND CLEANED THE HOUSE AND CLEANED AFTER HIM. ON TUESDAY WHICH WAS THE 9TH I BELIEVE. I CALLED CHIEF MOYA'S OFFICE. I WANTED SOME INFORMATION ABOUT WHAT WAS LEGAL, WHAT WASN'T LEGAL AND WHAT RECOURSE I HAD. I AM STILL WAITING FOR A CALL BACK. ABOUT A WEEK AFTER THAT I CALLED SHERIFF IVY'S OFFICE. I GOT A CALL BACK WITHIN AN HOUR. DEPUTY WAS LOVELY. TOLD ME WHAT TO DO. TOLD ME WHO I SHOULD SPEAK WITH. WHAT WAS LEGAL. WHAT WASN'T. I THINK THIS IS AN ONGOING PROBLEM. IT'S YEAR AFTER YEAR. IT'S NOT JUST FOURTH OF JULY. IT'S ANY HOLIDAY. IT'S ANY GIVEN NIGHT.
SINCE THE FOURTH OF JULY I'VE HAD THREE OR FOUR NIGHTS WHERE NEIGHBORS HAVE BEEN SHOOTING OFF FIREWORKS. I HAD ONE NEIGHBOR TWO YEARS AGO SHOOTING FIREWORKS FROM THE SIDEWALK IN FRONT OF HIS HOUSE AND SHOOTING THEM UP OUR RESIDENTIAL STREET. I THINK THE REST OF US HAVE RIGHTS. I'M REAL TIRED OF IT. THANK YOU. THANK YOU.
TOM REBMAN. GOOD EVENING MAYOR AND COUNCIL. MR. MAYOR I'D LIKE TO ASK. I HAVE ONE OF MY HOMELESS FRIENDS AND WE BOTH HAVE A CARD. CAN WE SPEAK TOGETHER? IS THAT OKAY? WHICH CARD? DARRELL RAY. IS THAT ALL RIGHT? IT'S ALL RIGHT. SO MR. MAYOR I FIRST WANT TO BEGIN BY SAYING THAT THE PEOPLE THAT WERE JUST PRESENTING ARE DOING SOME AMAZING THINGS WITH THE LIMITED PEOPLE THAT THEY SERVE. LET ME GIVE YOU A LITTLE BACKGROUND. BEFORE THERE WAS A BREVARD HOMELESS COALITION I WAS INVOLVED WITH KEITH [INAUDIBLE] AT THE UNITED WAY. I ACTUALLY BRIEFED THEIR BOARD OF DIRECTORS BEFORE THERE WAS BREVARD HOMELESS COALITION. I STARTED DOING THE COUNT AND DID THE COUNT IN PALM BAY THE FIRST TWO YEARS. LAST YEAR WAS THE FIRST YEAR I HADN'T DONE THE COUNT. I KNOW WHERE EVERY CAMP IS AND I'M VERY DISAPPOINTED THAT YOU WERE LIED TO. I CAN'T SAY IT ANY OTHER WAY. LIED TO. LIED TO. I AM IN EVERY SINGLE CAMP AND HAVE BEEN FOR A YEAR AND A HALF AND I TALK WITH THESE FOLKS AND THE TWO COUNCIL PEOPLE THAT HAVE GONE TO NUMEROUS CAMPS WITH ME HAVE ASKED THE EXACT SAME QUESTIONS AND NOBODY'S SEEN ANYBODY FROM THESE AGENCIES. NOW THAT'S NOT THE AGENCY'S FAULT. THEY'RE NOT PAID TO DO OUTREACH IN PALM BAY. I'M NOT SAYING THEY'RE WRONG. NEVER HAVE I SAID THEY SHOULD BE DOING IT AND THEY AREN'T. IT'S NOT HAPPENING. THEIR OWN STATISTICS PROVE MY POINT TONIGHT WHEN THEY SAY SEVEN PEOPLE IN THE LAST 12 MONTHS HAVE CALLED AND CLAIMED THEY'RE HOMELESS. IF THAT'S THE COORDINATED ENTRY SYSTEM FOR OUR HOMELESS AND WE'RE ONLY RECEIVING SEVEN CALLS IN 12 MONTHS THERE'S SOMETHING WRONG. SO LET ME BE CLEAR. WE MADE A PROMISE. CHIEF ROGERS AND THIS COUNCIL MADE A PROMISE THAT WE WOULD NOT EVICT A HOMELESS CAMP WITHOUT OFFERING THOSE PEOPLE SERVICES.
RECENTLY DARRELL AND HIS CAMP WERE EVICTED AND I WANT TO TALK ABOUT THAT A MINUTE BECAUSE I DID A PUBLIC RECORDS REQUEST AND ALL OF THESE ARE ACCURATE IN THE LAST 12 MONTHS. THERE WAS ONE CODE COMPLIANCE COMPLAINT. ONE. AND THAT CODE COMPLIANCE COMPLAINT WAS FOR TRASH THAT MR. RAY AND HIS CAMP CLEANED UP AND WAS PUT ON THE ROAD. AND THE DEPUTY MAYOR ASKED THE CITY MANAGER TO PICK IT UP. THAT'S WHAT THEY WERE EVICTED FOR. THE SAME DAY THE TRASH WAS PICKED UP FOR THE THIRD TIME THE CITY MANAGER HERSELF AND A POLICE OFFICER TOLD THESE PEOPLE. THEY WERE
[01:05:06]
NOTIFYING THE OWNER. THE OWNER WAS SENT A LETTER FOUR DAYS LATER AND 14 DAYS LATER AFTER THAT IS WHEN THE AGENCIES WERE NOTIFIED. I HAD ALREADY MOVED MOST OF THE CAMPS. NOW THIS IS NOT A WHO'S RIGHT, WHO'S WRONG THING. OUR PEOPLE ARE NOT BEING SERVICED. THEY'RE NOT BEING SERVICED. THAT'S ALL THAT MATTERS. NOT STATISTICS.NOT THE SEVEN FAMILIES THEY HELPED. NOT THE TWO TIMES THEY WERE IN THE WOODS IN THE LAST TWO WEEKS. THESE PEOPLE ARE NOT BEING SERVICED. I HOPE YOU HEAR THAT LOUD AND CLEAR AND I HOPE EVERYBODY ON THIS COUNCIL CAN MAKE A COMMITMENT TO ME THAT WE WILL NEVER AGAIN DO THIS. THERE WAS NO POLICE INVOLVEMENT IN THIS KICKING OF THE CAMP. IT WAS ALL DONE BY CODE ENFORCEMENT ON ONE COMPLAINT. IT'S ALL IN THE PUBLIC RECORDS. I WANT A COMMITMENT THAT'S NEVER GONNA HAPPEN TO A HOMELESS CITIZEN IN OUR COMMUNITY AGAIN BECAUSE THAT'S THE COMMITMENT WE HAD ALREADY MADE WITH THE FORMER CHIEF. THAT'S THE WAY IT NEEDS TO BE. DARRELL DO YOU HAVE ANYTHING TO SAY? THAT'S IT. I'VE HEARD THESE LADIES OVER HERE SPEAK THAT THEY'VE BEEN TO THE CAMP. I HAVE NEVER SEEN ANY OF THESE WOMEN. I AM HOMELESS. I LIVE THE HOMELESS LIFE. I'VE NEVER SEEN ANY OF THESE WOMEN COME AND OFFER ANY ASSISTANCE OR HELP TO ANY OF US HOMELESS PEOPLE. THEY'VE JUST GOT THROUGH STANDING RIGHT UP HERE AND TELLING EVERY ONE OF YOU THAT THEY COME TO THESE CAMPS AND THEY'VE BEEN TO ORANGE BLOSSOM TRAIL AND THEY'VE HELPED US. THEY HAVE NOT BEEN THERE AND HELPED US. I HAVE NEVER SEEN THEM. NOT A ONE OF THEM. AND IF I MAY SAY ONE LAST THING MR. MAYOR. YOU CAN CHECK WITH THE CHIEF. THE CHIEF AND I PROVIDED THE LIST OF CAMPS TO THE BREVARD HOMELESS COALITION SO THEY COULD DO THEIR COUNT. THEY WOULDN'T NEED THAT LIST IF THEY WERE VISITING THE CAMPS. THANK YOU. THANK YOU. NEXT PERSON. [INAUDIBLE]. IF I SAID THAT WRONG I APOLOGIZE. MAYOR AND COUNCIL. MY NAME'S TARA PARISO. I LIVE AT 1211 BREVARD LANE.
THERE YOU GO. I ACTUALLY JUST RECENTLY PURCHASED MY HOME IN THE CITY OF PALM BAY. SO I'M A PROUD NEW RESIDENT. I DID ALREADY TELL YOU A GOOD MAJORITY OF WHAT I WAS GONNA TELL YOU TODAY BUT I DID HAVE TWO UPDATES OF TWO OF THE GENTLEMEN THAT WE'VE HELPED WITH THE FUNDS THAT I HAD MENTIONED EARLIER. I CAN'T SAY THEIR NAMES SO I'M CALLING THEM JAMES AND CHRIS. SO JAMES HE HAD BEEN KNOWN TO ME PERSONALLY. I WAS HIS CASE MANAGER BACK IN 2016. HE CAME BACK AROUND AFTER LOSING HIS PLACE. WE WERE ABLE TO GET HIM HOUSED OUT OF. HE WAS LIVING BEHIND HABITAT FOR HUMANITY. SO HE WAS IN THAT CAMP AND THERE WAS A WHOLE GROUP OF THEM THERE. HE'S SINCE BEEN ABLE TO GET INTO HOUSING. HE IS NOW IN AN INPATIENT TREATMENT FACILITY TO BATTLE ALCOHOL ADDICTION. THAT'S NOT SOMETHING THAT YOU CAN DO EASILY WHEN YOU'RE LIVING OUTSIDE. AND HIS APARTMENT IS BEING MAINTAINED WHILE HE'S GONE. HE'S GONNA BE GONE FOR ABOUT 90 DAYS. SO WE'RE CONTINUING TO PAY HIS UTILITIES WHILE HE'S GONE AND HE'LL HAVE A CASE MANAGER WHEN HE COMES HOME. HE'S ALSO BEEN CONNECTED TO A LOCAL CHURCH WHERE THERE'S A BUNCH OF INDIVIDUALS THAT GET HIM TO HIS APPOINTMENTS AND ALL THE THINGS THAT HE'S GOING TO NEED TO REINTEGRATE. AND THEN CHRIS IS ANOTHER GENTLEMAN WHO WAS IN THAT SAME CAMP. HE'S SOMEBODY WHO HAD A KNEE INJURY AND MADE IT SO HE WASN'T ABLE TO WORK. HE WAS BARELY ABLE TO WALK. THE NETWORK OF PARTNERS THAT WE HAVE THEY WERE ABLE TO WORK WITH HIM, GET HIM INTO HOUSING. HE NOW HAS A SURGERY SCHEDULED IN SEPTEMBER. HE'S BEING ABLE TO SEE HIS DOCTORS. HE'S SEEING MENTAL HEALTH COUNSELORS AND JUST RECENTLY HE WAS ACTUALLY ABLE TO REUNITE WITH HIS WIFE AND SON AND THEY'VE SINCE MOVED BACK IN WITH HIM. THEY WEREN'T ABLE TO BEFORE BECAUSE HE WAS LIVING OUT IN THE WOODS AND THEY WERE KIND OF COUCH SURFING JUMPING FROM PLACE TO PLACE. SO THOSE ARE JUST TWO OF THE INDIVIDUALS THAT WE'VE SERVED. AND THIS IS ALL THE 22 THAT I MENTIONED. THIS HAS ALL BEEN SINCE MARCH OF THIS YEAR. THOSE FOLKS ARE GOING TO CONTINUE TO RECEIVE SERVICES AS LONG AS THEY NEED THEM. THAT'S NOT SOMETHING THAT. WE DON'T LIMIT THAT. IF THEY NEED CASE MANAGEMENT FOREVER. I HAVE ONE GENTLEMAN WHO WILL PROBABLY BE WITH ME FOREVER BECAUSE THAT'S WHAT HE'S GOING TO NEED. SO THAT'S SOMETHING THAT WE'RE ABLE TO OFFER. WE'RE NOT ABLE TO GO INTO EVERY SINGLE CAMP.
THERE'S NOT ENOUGH OF US. SO WE'RE NOT LYING TO YOU TELLING YOU THAT WE'RE GOING INTO EVERY SINGLE CAMP. I SAID THAT WE DON'T EVEN KNOW WHERE ALL OF THEM ARE.
WE DO GO OUT INTO THEM BUT NOT ALL OF THEM BECAUSE THERE AREN'T ENOUGH OF US. SO IF THE CITY CAN DO ANYTHING LIKE YOU HAD MENTIONED WITH WORKING WITH THE STAFF THAT'S GOING TO BE THE BEST THING THAT WE CAN DO ON OUR END. THAT'S ALL I HAVE.
THANK YOU. NEXT PERSON. ANGELA [INAUDIBLE] ANGELA [INAUDIBLE]
[01:10:02]
DON'T HAVE TO. WELL I DID WANT TO FOLLOW UP LIKE WE HAD TALKED ABOUT BEFORE. I THINK THAT WE DO A GOOD JOB LIKE WE KIND OF TOUCHED ON BEFORE. AND YOU MENTIONED BEFORE ABOUT THE FAITH BASED AGENCIES AND I CAN SAY THAT I COULDN'T DO MY JOB IF IT WEREN'T FOR THE FAITH BASED COMMUNITY. ASCENSION CATHOLIC CHURCH HAS BEEN VERY SUPPORTIVE OF ME AND I HAVE MY CAR LOADED RIGHT NOW WITH PONCHOS AND TENTS AND OTHER SUPPLIES. IN FACT I'VE HANDED THEM OUT JUST THIS WEEK TO PEOPLE IN PALM BAY. AS FAR AS CAN WE SAVE EVERYBODY OR CONNECT WITH EVERYBODY? NO. I WILL SAY THIS: UNFORTUNATELY IT SEEMS THAT WHENEVER WE COME HERE THERE SEEMS TO BE NEGATIVITY AND I THINK THAT FOR US WITH THE COALITION WE TRY HARD TO CONNECT AND WORK TOGETHER. AND I WOULD HOPE THAT WE COULD PARTNER AND WORK TOGETHER IN THE COMMUNITY AND HELP AS MUCH AS WE COULD SO THAT WHEN THERE IS A CAMP LET US KNOW AND WE WILL COME OUT. IN FACT A WEEK OR SO AGO THAT'S WHEN WE HAD HEARD ABOUT THE CAMP ON ORANGE BLOSSOM TRAIL. BECAUSE FOR INSTANCE LIKE MARYANN HAD SAID MY MAIN OFFICE EVEN THOUGH I LIVE IN PALM BAY IS IN COCOA BUT WE COVER ALL THE WAY FROM TITUSVILLE DOWN PAST PALM BAY. AND WHEREVER WE HEAR THAT THERE'S A HOMELESS PERSON OR A CAMP WE DO WHATEVER WE CAN TO MAKE SURE THAT THOSE SERVICES ARE PROVIDED. NOW WE DON'T DO PROACTIVE GOING IN THE WOODS TO SEARCH FOR CAMPS.THAT'S NOT ALL WE DO. WE ALSO TRY TO CONNECT THEM WITH SERVICES AS WELL. LIKE MY JOB IS NOT JUST OUTREACH. IT'S ALSO ASSESSMENT AND REFERRAL. BUT LIKE I SAY ONE OF THE BIGGER PIECES THAT YOU TOUCHED ON AND I THINK THAT THAT IS A BIG PIECE OF IT IS CONNECTING WITH THE FAITH BASED COMMUNITY. AND I DO WANT TO GIVE A SHOUT OUT THAT I THINK THAT THAT PIECE HAS ALREADY DONE VERY WELL AND I THINK WE CAN CONTINUE TO DO AN EVEN BIGGER PART HERE IN PALM BAY AND THROUGHOUT BREVARD COUNTY. AND THANK YOU FOR HAVING ME HERE THIS EVENING. THANK YOU. BUTCH OREND. BUTCH OREND. 219 TRENTON AVENUE. I'D LIKE TO SAY THANK YOU TO THERESA FOR A QUICK RESPONSE TO A LEGAL QUESTION I HAD. SHE'S NOT HERE TONIGHT. TERESE. SHE WAS VERY QUICK WITH IT.
THE OTHER THING COMPLAINT I HAVE AND I MEAN IT SEEMS TRIVIAL AFTER HEARING WHAT'S GOING ON HERE WITH ALL THE HOMELESS FOLKS THAT ARE AROUND BUT IT'S STILL SOMETHING THAT AFFECTS MY LITTLE UNIT THAT I LIVE IN. THE GRASS CUTTING ON THE EDGES OF THE ROADS. THEY'VE DONE IT TWICE NOW. THEY COME THROUGH THERE WITH A BUSH HOG TO CUT GRASS AND IT ENDS UP DIGGING INTO THE GROUND. NOW WE'VE GOT MUD ALL OVER THE ROADS BECAUSE OF THE RAIN COME RIGHT IN AFTER BEHIND THEM. PLUS THEY HIT THE CULVERTS WHERE THE DRAIN PIPES ARE AT. YOU KNOW WE'VE GOT ENOUGH PROBLEMS WITH DRAINAGE HERE. SO I DON'T KNOW WHERE TO TAKE IT. I MEAN TO ME A SIMPLE FIX WOULD BE USE A DAMN LAWN MOWER INSTEAD OF A BUSH HOG TO CUT IT. BUT I'M NO EXPERT.
THE OTHER THING I HAVE. IT'S A TRAFFIC PROBLEM AND I'M NO TRAFFIC ENGINEER BY NO MEANS OKAY? BUT I WAS ALMOST INVOLVED WITH A COLLISION AT THIS INTERSECTION AND I'VE DRAWN A VERY SOPHISTICATED MAP HERE. I DON'T KNOW IF YOU GUYS WANT A COPY OF IT OR NOT. I'LL LET YOU GO WITH STAFF ON THAT ONE. BECAUSE THEY'RE THE ONES THAT YOU'RE GONNA BE DEALING WITH. ALL RIGHT. THIS INTERSECTION IT'S ALONG GEORGIA AVENUE. OKAY.
IT RUNS PARALLEL WITH MALABAR ROAD. THERE ARE 12 STOP SIGNS ALONG THAT ROAD ON THE NORTH SIDE. THERE IS NO STOP SIGN AT THE INTERSECTION WHERE TRAFFIC GOES. ALL THE STOP SIGNS ARE AT BUSINESSES, VERY LOW TRAFFIC FLOWS. IF YOU'RE COMING OFF OF MALABAR TO GO ON TO GEORGIA WESTBOUND TANGLED TRAFFIC DOESN'T STOP. AND TWO PAINT JOBS. NEVER HAD A COLLISION. I DON'T KNOW IF IT'S SOMETHING TRAFFIC NEEDS TO LOOK INTO OR WHAT. I DON'T KNOW WHO TO TURN THAT OVER TO. DO YOU? SHE'LL ANSWER AFTER BECAUSE
[01:15:03]
WE HAVE OTHER CARDS. GREAT. I THINK THAT'S ALL I GOT. GRASS CUTTING, TRAFFIC. YEAH. THAT'S IT. OKAY. THANKS. Y'ALL HAVE A GOOD DAY. YOU TOO. JANICE CHRIS. HELLO. THANK YOU FOR LETTING ME SPEAK. I JUST FIRST WANT TO SAY THANK YOU TO ALL THESE LADIES AND I THINK THEY'VE DONE A TERRIFIC JOB. HERE TONIGHT AND ALL THAT YOU GUYS HAVE DONE. THAT'S AWESOME. I ALSO I HAVE WORKED WITH THE HOMELESS BUT NOT TO THE EXTENT THAT THEY HAVE. PLEASE GIVE US YOUR NAME AND ADDRESS. SORRY. MY NAME IS JANICE CHRIS AND I LIVE AT 1372 NOELWOOD DRIVE IN PALM BAY. I'VE WORKED WITH THE HOMELESS AT EAST COAST CHRISTIAN CENTER NORTH MERRITT ISLAND METHODIST CHURCH AND UP IN COCOA COMMUNITY CHRISTIAN CENTER WITH THE HOMELESS. I WORKED IN FOOD PANTRIES, GONE OUT AND FED THE HOMELESS WITH COUNSELING. I UNDERSTAND THAT THEY ARE INDIVIDUALS.THEY'RE NOT TREES GROWING IN THE WOODS THAT WE HAVE TO GO AND FIND. THEY MOVE AROUND. THEY'RE TRANSIENT. THEY COULD GO DAILY FROM COCOA TO MERRITT ISLAND TO THE BEACH. WE NEVER KNEW WHERE THEY WERE AT. IN OTHER WORDS PEOPLE MOVE AROUND. WE DON'T KNOW WHERE EVERY CAMP IS. I UNDERSTAND THEIR FRUSTRATION. AND SO THAT BEING SAID AND WORKING AS A FAITH BASED ORGANIZATION YOU KNOW THAT'S A GREAT TOOL FOR US TO USE WITH THESE INDIVIDUALS AND TO GET TO KNOW THEM. BUT I ALSO WANTED TO YOU SAID YOU WANTED SOLUTIONS. I WANTED TO BRING OUT THE FACT THAT THERE IS A BIG SOLUTION OUT THERE. STATE OF UTAH BROUGHT DOWN THEIR HOMELESSNESS TO 97 PERCENT OF HOMELESSNESS GONE. IN OTHER WORDS THEY'VE BASICALLY SOLVED THEIR HOMELESS RIATE BY USING STATE AND CITY OFFICIALS WORKING TOGETHER COMING ONCE A MONTH TOGETHER USING VOLUNTEERS OF AMERICA TO GO OUT TO GET THE DATA TO KNOW THESE PEOPLE JUST LIKE THESE LADIES ARE TALKING ABOUT DOING. USING THE SAME KIND OF MODEL THAT THESE LADIES ARE DOING TO GET THE DATA TO BRING IT IN TO GIVE TO THE CITY AND STATE OFFICIALS AND SITTING DOWN AND LOOKING AT WHO NEEDS TO BE HOUSED, WHO THEY CAN HOUSE. LOOK AT THE RESOURCES THEY HAVE TOGETHER AND EVERY WEEK SAY OKAY WHO CAN WE HOUSE THIS WEEK? AND GETTING THE SOLUTIONS DONE. AND THEY HAVE BROUGHT THEIR HOMELESSNESS DOWN TO 7 PERCENT AND THAT'S A MIRACULOUS THING. I MEAN THAT'S A STATE THAT DID THAT. SURELY WE CAN DO THIS AS A CITY IF WE JUST YOU KNOW PUT OUR HEADS TOGETHER AND DO THIS.
AND IT'S NOT WE NEED YOU KNOW A BUILDING OR ANYTHING LIKE THAT. IT'S A MEETING FOR CHRIST SAKE. SO I KNOW IT CAN BE DONE. IT'S JUST A MATTER OF WANTING TO DO IT. WE HAVE PEOPLE WHO KNOW HOW TO GET THE VOLUNTEERS. WE HAVE PEOPLE WHO KNOW HOW TO GET THE RESOURCES. WE JUST NEED TO DO IT. THANK YOU. THANK YOU. KEITH DONALD.
ACHILLES INJURIES. OH OKAY. GOOD EVENING COUNCIL. MANNY MESQUITE DONALD.
4655 LITTLE GREY LANE. IT'S ACTUALLY AN UNINCORPORATED VOID RIGHT NEXT TO PALM BAY ON PALM BAY ROAD. I'M HERE AS A MEMBER OF. I'M FOUNDER OF A FOUNDATION CALLED STEADY TOWN. I ALSO SERVE ON THE BOARD OF THE DAILY BREAD. MY WIFE CARRIE IS ALSO THE PRESIDENT OF THE SOUTH BREVARD SHARING CENTER. I'D JUST LIKE TO OFFER MY SUPPORT FOR THOSE THAT SPOKE TODAY. OUR HOMELESS SYSTEM HERE IN BREVARD COUNTY DOES A LOT WITH VERY LITTLE RELATIVE TO OTHER COMMUNITIES. AND I'D JUST LIKE TO SHARE THE ROLE THAT MY FOUNDATION PLAYS AND HOW IT'S PLAYED A ROLE IN THE ASSISTANCE THAT WAS PROVIDED THROUGH THE SHARING CENTER THROUGH THE CBG FUNDS THAT YOU REFERENCE TO HELP THESE 22 INDIVIDUALS THAT WERE HOMELESS UNSHELTERED IN PALM BAY. AND IT REALLY I THINK EMPHASIZES WHAT'S IMPORTANT IN BEING SOLUTION ORIENTED IS COLLABORATION BECAUSE THAT CDBG GRANT HELPED WITH SOME OF THE COST TO DO THIS WORK IN THE RIGHT WAY BUT NOT ALL OF THE COST. AS YOU KNOW THE HOMELESS POPULATION IS VERY LOW INCOME. ABOUT HALF OF THOSE 22 INDIVIDUALS HAD ZERO INCOME. SO BEFORE WE CAN HELP FOLKS GET OFF THE STREET WE HAVE TO FIND A PATHWAY TO HOUSING. THAT GRANT
[01:20:02]
PROVIDED HELP WITH THE MOVING COSTS TO GET INTO HOUSING BUT NOT THE ACTUAL COST TO SUSTAIN HOUSING. SO WHAT WE'RE ABLE TO DO IS COMBINE THAT FUND, COBBLE TOGETHER THAT FUND WITH COMMITMENT FROM THE HOUSING AUTHORITY BREVARD COUNTY TO PROVIDE THE ONGOING COSTS NEEDED TO MAINTAIN HOUSING AND THEN COBBLE TOGETHER FUNDS FOR THE CASE MANAGEMENT SERVICES THAT ARE NEEDED TO SERVE THAT SIZE POPULATION. AND THERE WERE OTHER GAPS IN THAT AS WELL. FOR EXAMPLE FURNISHINGS THE AVERAGE LENGTH OF HOMELESSNESS FOR THESE INDIVIDUALS WAS ALMOST 10 YEARS. YOU CAN IMAGINE THEY DIDN'T HAVE A LOT. THEY WOULD HAVE MOVED INTO EMPTY APARTMENTS OTHERWISE. SO MY FOUNDATION HELPED COVER THE COST OF ALL THE FURNISHINGS FOR THE MOVE INS THAT WERE DONE AS WELL AS SUPPORTED IN THE COST OF THE CASE MANAGEMENT SERVICES TO PROVIDE ONGOING CARE FOR SOME OF THE SERVICES THAT TARA MENTIONED. SO I THINK IN TERMS OF SOLUTION ORIENTED. I AGREE IT TAKES PARTNERSHIP BOTH FROM THE PUBLIC AND PRIVATE SECTOR. IT TAKES ACCESS TO AFFORDABLE HOUSING. IT TAKES PROFESSIONAL SUPPORTIVE SERVICES AND IT TAKES FUNDING FOR AND COLLABORATION TO BE ABLE TO BRING THAT ALL TOGETHER. AND IF YOU DON'T HAVE ALL THAT TOGETHER YOU WILL GO OUT INTO THE WOODS AND YOU WILL MAKE AN EMPTY PROMISE THAT YOU CAN'T DELIVER. AND I BELIEVE THAT IS IRRESPONSIBLE TO DO. AND I KNOW THE FOLKS AT THE SHARING CENTER FEEL THE SAME WAY THAT WE DON'T WANT TO START WORK THAT WE CAN'T FINISH. AND THOSE FOLKS OVER THERE ARE PROFESSIONALS AND THEY DO THEIR JOB VERY PROFESSIONALLY. BUT THERE'S THERE'S THREE VERY KEY VARIABLES. THERE'S THE SUPPORT OF SERVICES. THERE'S THE ACCESS TO AFFORDABLE HOUSING. THOSE ARE THE KEY THINGS THAT ARE NEEDED TO MAKE THE SYSTEM GO. IT TAKES FUNDING TO DO THAT IN THE RIGHT WAY. THE MORE FUNDING WE'RE ABLE TO BRING IN FROM THE FEDERAL LEVEL THE STATE LEVEL AND LOCAL LEVELS COBBLING TOGETHER MORE, THE MORE WE CAN DIRECTLY ACCELERATE HOW MANY FOLKS WE CAN GET OFF THE STREET. THANK YOU. THANK YOU KEITH.ALMOST. ONE MORE, ONE MORE. JOHN ADAMS. ONE MORE MR. SPELLMAN. [INAUDIBLE] AVENUE HERE IN PALM BAY. I JUST WANT TO ADDRESS IT WAS A LAST MINUTE THING I PUT MY CARD IN AND MR. BAILEY WAS MY DAUGHTER'S CIVICS TEACHER SO THANK YOU.
SHE DID GOOD. AND SO BUT ANYWAY I STARTED A MINISTRY ABOUT A YEAR AND A HALF AGO TO HELP THE HOMELESS AND I'VE BEEN GOING TO THE CAMPS. NOT ALL OF THEM YOU KNOW JUST A FEW OF THE CAMPS BECAUSE I DO WORK FULL TIME FOR HEALTH FIRST ROCKLEDGE.
I'M IN THE BUSINESS OFFICE THERE. BUT I JUST WANTED TO THANK THE CITY MANAGER LISA AND THE SHARING CENTER. I MEAN NOT THE SHARING CENTER. THE DAILY BREAD AND MOSAIC CHURCH PASTOR SHAWN WAS HERE EARLIER BUT HE HAD TO LEAVE. WE CAME TOGETHER TO. I STARTED A SHOWER SERVICE FOR THE HOMELESS. AND IT CAME TO ME BECAUSE I WAS IN ONE OF THE CAMPS AND I SAID WHERE DO YOU GUYS BATHE? AND THE ONE GENTLEMAN LARRY SAID WELL WE GOT TO PALM BAY SPRINGS. I'M LIKE PALM BAY SPRINGS. I DIDN'T EVEN KNOW THERE WAS A SPRING IN PALM BAY. AND THEY'RE LIKE NO IT'S ACTUALLY THE DRAINAGE CANAL BEHIND OUR CAMP. SO BUT WE JUST LIKE TO CALL IT THAT BECAUSE IT MAKES US FEEL BETTER. SO YOU KNOW IT CAME TO ME LIKE THEY NEED SHOWERS. I KNOW THERE WAS A SHOWER AT THE CHURCH RIGHT OVER HERE. I THINK THEY STOPPED BECAUSE THEY WERE DOING CONSTRUCTION OR SOMETHING. I DON'T KNOW IF THEY'RE DOING SHOWERS STILL BUT THEY GET CROWDED AND THERE'S JUST NOT ENOUGH SHOWERS. THE CLOSEST OTHER SHOWERS. I KNOW ONE OF MAN. HE HAS THE $10 A MONTH SO HE CAN GO OVER TO THE GYM AND SHOWER THERE YOU KNOW. AND SO WE'RE BRINGING SHOWERS BUT WE CAME TOGETHER AND LISA GOT IT PUSHED THROUGH REAL QUICK SO WE COULD GET OUR SITE PLAN AND EVERYTHING. SO WE'RE AT THE MOSAIC CHURCH NOW. WE'RE OFFERING SHOWERS.
I JUST WANTED TO SAY THAT EVERYBODY'S BEEN WORKING TOGETHER GOOD AND EVEN MR REBMAN.
HE HAS OFFERED GOOD TRANSPORT PEOPLE AND SO FAR WE'VE HAD THREE WEEKS THAT WE'VE BEEN DOING IT EVERY SATURDAY FROM 9:00 TO 12:00. AND SO WE DID THREE SHOWERS THE FIRST DAY. I BROUGHT ALL THREE. THEN WE DID EIGHT SHOWERS. AND THEN LAST WEEK WE DID FOUR SHOWERS. SO WE JUST NEED TO GET THE WORD OUT TO THE HOMELESS IN THE COMMUNITY THAT THEY CAN TAKE A HOT SHOWER EVERY SATURDAY MORNING UP ON PORT MALABAR BOULEVARD. AND I JUST WANTED TO MENTION TOO ONE OF OUR HOMELESS FRIENDS HER NAME WAS
[01:25:04]
TERESA WAS KILLED IN AN ACCIDENT ON U.S. 1 THIS WEEK. SO IF WE JUST WANNA REMEMBER HER IN YOUR PRAYERS AND THE FAMILY. HE KNEW THE HOMELESS CAMP THERE. YOU KNOW IT'S A BIG LOSS FOR THEM. AND THAT'S ALL I HAVE TO SAY. I THINK THAT WE'RE DOING A GOOD JOB DOING THESE MEETINGS AND EVERYBODY CAN WORK TOGETHER.OKAY. THANK YOU. DO YOU EVER FEEL LIKE GOD'S PROSE IN PERSON? OH BOY IT'S COLD IN HERE.
RICHARD SPELLMAN 873 FAITH STREET IN PALM BAY AND STILL ENJOYING LIVING THERE WITH SOME OF THE PROBLEMS. THE EASIEST PROBLEM YOU HAVE TO SOLVE AND YOU COULD DO THAT TONIGHT BEFORE YOU LEAVE IS ONE OF THE FIREWORKS BUT I WON'T EVEN GO INTO THAT ONE. I HAD SOME OTHER THINGS BUT TAKE A CLOSE LOOK AT THE FIREWORKS THERE AND LET IT BE THE LAST TIME WE HAVE TO TOLERATE THIS TYPE OF BEHAVIOR WITH PEOPLE IN OUR COMMUNITY. GOD HAS SPOKEN ON ALL THESE ISSUES HERE. ARE WE ALLOWING GOD TO SPEAK TO US? AND I COULD SPEAK TO YOU FOR ABOUT 15 MINUTES ON PRAYER BUT I DARE NOT EVEN TRY THAT ONE AT THIS PARTICULAR POINT. BUT JUST LET ME SEE HOW I CAN DO BEFORE I CLOSE OFF WITH PSALM 100. GOD HAS SPOKEN TO THE PROBLEMS. GET IN HIS BOOK THE BIBLE AND YOU'RE GONNA GET YOUR ANSWERS AND YOU'LL GET THE SUPPORT FOR WHAT YOU NEED TO DO TO SOLVE THE PROBLEM. AND IT'S A VERY SOLVABLE BUT IT TAKES A LOT OF WORK THERE. BUT AS I'VE SAID BEFORE THE FIREWORKS IS EASY. THE PSALM SAYS HERE SHOUT FOR JOY TO THE LORD ALL THE EARTH. SERVE THE LORD WITH GLADNESS. COME INTO HIS PRESENCE WITH SINGING AND JOYFUL SONGS. KNOW THAT THE LORD IS GOOD. IT IS HE WHO HAS MADE US AND WE ARE HIS PEOPLE THE SHEEP OF HIS PASTURE. ENTER HIS GATES WITH THANKSGIVING AND HIS COURTS WITH PRAISE. GIVE THANKS TO HIM AND PRAISE HIS NAME FOR THE LORD IS GOOD AND HIS STEADFAST LOVE ENDURES FOREVER. HIS FAITHFULNESS CONTINUES THROUGH ALL GENERATIONS INCLUDING THIS ONE. SO LET'S PAY ATTENTION TO GOD. WE CAN SOLVE THE PROBLEMS. I DON'T THINK WE'LL BE ABLE TO DO THEM ALL HERE TONIGHT BUT YOU COULD DO THE FIREWORKS WITHOUT ANY PROBLEM AT ALL.
WELL. I'M GOING TO CHECK OUT. I'M ABOUT FROZEN NOW BUT THANK YOU. HAVE A GOOD NIGHT MR. SPELLMAN. ON THAT LISA DO YOU HAVE ANYTHING TO ADD TO SOME OF THE QUESTIONS THAT WERE ASKED? YES MAYOR I HAVE A. I'M ACTUALLY GOING TO WAIT A MINUTE IF YOU DON'T MIND. NO NO. NO PROBLEM. OKAY. GIVE THEM TIME. I'M TALKING THROUGH SOMETHING. ALL RIGHT. THANK YOU. THANK YOU FOR THE OPPORTUNITY AND THE PUBLIC COMMENTS. I DO WANT TO REFER STAFF.
SUZANNE SHERMAN IS OUR DEPUTY CITY MANAGER HERE. SO COMMENTS FROM THE PUBLIC WE'RE GONNA DIRECT TO OUR DEPUTY CITY MANAGER AND WE'LL GET IT TO OUR STAFF MEMBERS. MS HOLLERAN CHIEF POLICE IS HERE TONIGHT. HE AND I HAVE ALREADY SPOKE OVER EMAIL AND HE'S READY TO PROBABLY MEET WITH YOU BEFORE YOU LEAVE THIS EVENING BUT IF YOU WANT TO LEAVE YOUR CONTACT NUMBER WITH DEPUTY CITY MANAGER SUZANNE SHERMAN HERE.

PUBLIC WORKS IS ALREADY NODDING THEIR HEAD AND I UNDERSTAND BETWEEN THE BUSH HOG AND THE LAWNMOWER AND UM UH YOU SAID 12 AND I ALSO SAW THIS FROM THE CITY ENGINEER. AND HE HAS YOUR DRAWING ALREADY SO THEY'RE GONNA LOOK AT THAT AND REACH BACK OUT TO YOU. OKAY. EXCELLENT. IF IT'S WITH MAYOR SIR.. ALL RIGHT. WE'RE MOVING IN TO DEFER TO MR. SMITH FOR ITEM 1 ON THE PUBLIC HEARING. THE FOLLOWING ITEMS
[Public Hearings]
ARE QUASI JUDICIAL IN NATURE: PUBLIC HEARINGS, AGENDA ITEMS NUMBER 1, 7, 8 AND 9.[01:30:04]

ORDINANCE 2019-23 AN ORDINANCE OF THE CITY OF PALM BAY BREVARD COUNTY FLORIDA, AMENDING THE ZONING ORDINANCE OF THE CITY OF PALM BAY, A CHANGE IN THE ZONING OF PROPERTY FROM RS1 SINGLE FAMILY RESIDENTIAL DISTRICT TO CC COMMUNITY COMMERCIAL DISTRICT WHICH PROPERTY IS LOCATED AT THE SOUTHWEST CORNER OF MALABAR ROAD AND ALLISON DRIVE AND LEGALLY DESCRIBED HEREIN, PROVIDING FOR A CHANGE OF THE ZONING MAP, PROVIDING FOR AN EFFECTIVE DATE. THANK YOU MRS. SMITH. AT THIS TIME I'M GONNA OPEN THE PUBLIC HEARING AND ASK THE APPLICANT VACATION FINANCE LLC TO COME UP. HELLO MAYOR AND COUNCIL. MY NAME IS JOHN PORTER. I'M WITH OSCEOLA ENGINEERING REPRESENTING THE APPLICANT AND OWNER ON THIS PROJECT. JUST TO GIVE YOU A LITTLE BIT OF BACKGROUND. THIS IS A 33 ACRE SITE ABOUT THREE AND A HALF MILES WEST OF HERE ON MALABAR ROAD. ORIGINALLY IT WAS ATTEMPTED TO BE A RESIDENTIAL SUBDIVISION MARKETED TO RESIDENTIAL DEVELOPERS AND UNSUCCESSFUL. ENDED UP DETERMINING THE LOT SIZE UNDER RS1 WAS A LITTLE TOO LARGE FOR THE MARKET AND WHAT THEY WERE LOOKING FOR. THIS GAVE US THE OPPORTUNITY TO RE-EVALUATE THE PROPERTY AND SEE WHAT REALLY WAS THE BEST USE FOR THIS PROPERTY IN THE COMMUNITY. WE MET WITH STAFF AND DETERMINED THAT MAYBE PERHAPS THE PROPERTY WAS BETTER USED AS A COMMERCIAL USE. SO THIS CAME BEFORE US LAND USE AND THAT WAS CHANGED TO COMMERCIAL ON THAT DATE. SO NOW WE'RE LOOKING TO REZONE THE PROPERTY TO MATCH THE FUTURE LAND USE. WHEN MEETING WITH STAFF IT WAS DETERMINED THAT COMMUNITY COMMERCIAL DISTRICT MAY BE AN APPROPRIATE COMMERCIAL DISTRICT TO MATCH THE AREA. THIS IS A TRANSITION FROM RESIDENTIAL TO A COMMERCIAL AREA. OBVIOUSLY TRANSITIONING ANY RESIDENTIAL AREA TO A COMMERCIAL USE HAS SOME TOUGH CHALLENGES THERE AND OUT OF RESPECT FOR THAT THE OWNER DID GIVE A 100 FOOT UNDISTURBED BUFFER ON THE SOUTH SIDE. THEY'D LIKE TO COMMIT THAT TO THE PROPERTY AS A PART OF THIS OUT OF RESPECT FOR THE RESIDENTIAL DEVELOPMENT TO THE SOUTH. THAT'S IT KIND OF IN A NUTSHELL AND I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU GUYS HAVE. THANK YOU. IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? ANYTHING TO ADD FROM STAFF? YOU HAD THIS FOR FINAL READING. IT'S COMING BACK FROM [INAUDIBLE]. WITH THAT I'M GONNA CLOSE THE PUBLIC HEARING AND ASK COUNCIL FOR A MOTION. I MAKE A MOTION TO APPROVE ORDINANCE 2019-23 FOR FINAL READING. SECOND. SECOND BY COUNCILMAN JOHNSON. ANY FURTHER DISCUSSION ON THIS ITEM COUNCIL? IF NOT I'M GONNA CALL IT. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. UNANIMOUS. GOOD LUCK. ITEM 2 MRS. SMITH. ORDINANCE NO. 2019-41 AN ORDINANCE OF THE CITY OF PALM BAY BREVARD COUNTY FLORIDA PROVIDING FOR A REFERENDUM ELECTION TO BE HELD ON NOVEMBER 5TH 2019 FOR THE PURPOSE OF DETERMINING WHETHER THE CITY CHARTER SHOULD BE AMENDED, PROVIDNG FOR THE PLACEMENT OF THREE REFERENDUM ITEMS ON THE BALLOT, PROVIDING THE TEXT OF THE PROPOSED CHARTER AMENDMENTS, DIRECTING THE CITY CLERK TO PROVIDE THE SUPERVISOR OF ELECTIONS WITH A COPY OF THE ORDINANCE PUBLISHED IN A REFERENDUM ITEMS IN ACCORDANCE WITH STATE LAW, PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR A SEVERABILITY CLAUSE, PROVIDING FOR AN EFFECTIVE DATE. OKAY. THANK YOU. I'M GONNA OPEN THE PUBLIC HEARING. IS THERE ANYTHING TO ADD IN REGARDS TO THIS? IF NOT IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? BUTCH OREND 219 TRENTON AVENUE. EXCUSE ME. I'VE BEEN OUT OF TOWN SO I DON'T KNOW
[01:35:02]
WHAT THESE THINGS ARE DOING. IF YOU COULD JUST GIVE ME A QUICK WHAT THE AMENDMENT IS AND THEN WHAT THE TWO REFERENDUMS FOR THE BALLOT WAS. JUST A QUICK SHORT. DON'T GIVE ME A LONG REPUBLICAN DEMOCRAT ANSWER. THE CLIFF NOTES? CLIFF NOTES YES. THANKS. LISA. WELL ONE OF THE REFERENDUM ITEMS IS WHAT THE PETITIONERS, THE LANGUAGE THAT THEY WANTED AS FAR AS BRINGING THE CHARTER, HOW TO AMEND THE CHARTER. THEY HAVE SPECIAL ASSESSMENTS BACK IN THE CHARTER PROVISION AS IT WAS BEFORE. THE OTHER TWO REFERENDUM ITEMS HAVE TO DEAL WITH ALLOWING THE CITY CLERK IF COUNCIL SO DESIGNATES TO BE ABLE TO APPROVE TO VERIFY THE SIGNATURES BECAUSE THERE WAS AN ISSUE BEFORE WITH THAT AND ALSO CLARIFYING THAT COUNCIL ESSENTIALLY WOULD BE ABLE TO DETERMINE WHETHER THERE IS GOING TO BE A SPECIAL ELECTION AND WHEN THE ELECTION WOULD OCCUR ON A GENERAL ELECTION. SO THOSE ARE ESSENTIALLY THE BASICS ON THINGS IS TO MAKE IT CLEARER HOW THE PETITION PROCESS IS GOING TO OCCUR AND TO ALLOW THE PETITIONERS TO LANGUAGE BECAUSE WE COULDN'T ESSENTIALLY COMPLETE IT.GOT IT? IS THERE ANYBODY ELSE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM. IF NOT I'M GONNA CLOSE THE PUBLIC HEARING, ASK COUNCIL FOR A MOTION. MOTION TO APPROVE ORDINANCE 2019-41 FINAL READING. SECOND. SECOND BY COUNCILMAN SANTIAGO. ANY FURTHER DISCUSSION COUNCIL? IF NOT I'M GOING TO CALL IT. ALL IN FAVOR SAY AYE, AYE. ALL OPPOSED SAY NAY. ITEM 3 MRS. SMITH. ORDINANCE 2019-42 AN ORDINANCE OF THE CITY OF PALM BAY BREVARD COUNTY FLORIDA AMENDING THE CODE OF ORDINANCES TITLE 17 LAND DEVELOPMENT CODE CHAPTER 183, COMPREHENSIVE PLAN REGULATIONS, SECTION 183.01 COMPREHENSIVE PLAN SUBSECTION D, ADOPTION OF FUTURE LAND USE MAP. BY AMENDING THE FUTURE LAND USE MAP PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR AN EFFECTIVE DATE. OKAY. WITH THAT I'M GONNA OPEN THE PUBLIC HEARING AND ASK KALEEL BAKSH. HI GOOD NIGHT. MY NAME IS KALEEL BAKSH. I LIVE AT 1980 OHIO STREET NW. I'M IN THE PROCESS OF TRYING TO BUY THE PROPERTY OVER THERE. IT WAS DEEMED RECREATIONAL USE I THINK. I'M NEW TO THE AREA, VERY VERY VERY NEW. NO PROBLEM. THE LAND USE WAS ORIGINALLY FOR RECREATION. I THINK IT WAS GOING TO MAKE A PARK. I SPOKE THE LAST TIME I DID ANYTHING WITH THE RESIDENTS THAT LIVED THERE. THEY SAID THEY HAD A CONCERN WITH FLOODING AND STUFF. I BEEN OVER THERE, CHECKED THE PROPERTY AND I REALLY HAVEN'T SEEN WATER. BUT IF THE FLOODING WAS AN ISSUE I DON'T THINK THAT MIGHT BE ISSUE FOR ME BUILDING MY HOUSE THERE. I THINK THAT'D BE MORE LIKE ON PUBLIC DRAINAGE SIDE. NOW AGAIN SAYING THIS IF IT DID HAVE A PARK THERE RECREATIONAL USE, THE LAND OVER THERE WOULD HAVE BEEN LIFTED, PREPPED ALMOST THE SAME WAY SO THAT THAT PARK WOULDN'T FLOOD DEEM RIGHT? SO I MEAN I FEEL THE PEOPLE THE RESIDENTS ON IT BUT I WOULD LIKE TO GET SOMEWHERE TO LIVE THAT I FIND IS NICE BECAUSE I LIVE LIKE TWO MINUTES AWAY FROM THERE YOU KNOW. SO I'M JUST TRYING TO BUILD A HOUSE. ALL RIGHT. THANK YOU. IT WAS A FLOW RUPERT. GOOD EVENING. I'M FLO RUPERT. I LIVE AT 401 GEORGES AVENUE NE. I LIVE ON THE CORNER OF KENT AND GEORGES WHERE IT DOESN'T QUITE ADJACENT MY PROPERTY BUT IT DOES MY NEIGHBORS THAT LIVE TO THE NORTH AND THE EAST OF ME. OKAY. WE ARE CONCERNED ABOUT THE PROPERTY BECAUSE IT DOES FLOOD WHEN WE HAVE LOTS OF RAIN WHICH WE ARE HAVING THIS WEEKEND. IT COMES AND IT COMES AT MY PROPERTY. THE NEIGHBORS ALL THE WAY EAST OF ME HALF THEIR BACK RIGHT BACKYARDS ARE LOADED WITH WATER. THE LADY THAT LIVES TO THE NORTH OF ME THREE DOORS DOWN SHE HAS A POOL WITH A TWO FOOT WALL. THE WATER HAS COME UP TO THE WALL. SHE BOUGHT THE LOT NEXT DOOR TO HER TRYING TO FIGURE OUT HOW SHE'S GONNA BE ABLE TO KEEP THE WATER AWAY FROM US. IT'S TREMENDOUSLY LOWER THAN US. IT'S A WETLAND. ONE OF THE NEIGHBORS FOUND OUT THAT IT'S BY THE FLOOD FLORIDA WELL YOU KNOW THE FWC COMMISSION
[01:40:09]
THAT WE HAVE SCRUB JAYS IN THERE. THEY ARE INDIGO SNAKES IN THERE. THERE IS GOPHER TURTLES IN THERE. THERE ARE SANDHILL CRANES THAT COME AND GO IN THERE. THERE MAY EVEN BE SOME KIND OF A MIGRANT OR SOME KIND OF A TOAD IN THERE THAT IS ON THE ENDANGERED SPECIES LIST. ALL OF THESE ARE ON THAT LIST. WE'RE CONCERNED ABOUT THE ANIMALS THAT LIVE THERE. OKAY. IT'S A BEAUTIFUL AREA. WE LIKE IT. WHEN MY PARENTS PURCHASED THE HOME 37 YEARS AGO IT WAS BECAUSE THAT LOT WAS RECREATIONAL. WE ARE ASKING YOU RESPECTFULLY TO PLEASE LEAVE IT THAT WAY.THERE'S PLENTY OF LOTS IN OUR NEIGHBORHOOD THAT ARE EMPTY. THE PEOPLE ARE VERY NICE. THEY CAN BUY OVER THERE AND BE CLOSE TO US RIGHT ON FALLON.
BUT WE ALSO HAVE THAT DRAINAGE PROBLEM. THE DRAIN IS ON DUNBAR AND SO WE WANT TO KNOW WHERE'S THE EPA REPORT THAT STATES THAT THERE AREN'T ANY OF THESE ANIMALS IN THERE WHICH THERE ARE THERE. WE HAVE I THINK THEY SAID THAT THERE IS A SCRUB JAY PRESERVE ABOUT A MILE FROM US TO THE EAST WHICH MEANS THE SCRUB JAYS ARE THERE. I GO OUT EVERY MORNING AND I SEE THE SCRUB JAYS. THEY'RE OUT THERE. I TOOK SOME PICTURES RIGHT AFTER THE LAST MEETING. WE ALSO BECAUSE OF THE DRAINAGE PROBLEM WE WOULD LIKE TO KNOW WHAT THE ST. JOHN'S WATER MANAGEMENT IS GOING TO DO SHOULD THEY ALLOW THIS TO BE FROM RECREATIONAL TO RESIDENTIAL? WHAT ARE THEY GOING TO DO TO MAKE SURE THAT WE DON'T GET FLOODED OKAY? BECAUSE IF THEY PUT A LOT OF DIRT AND THEY'RE GOING TO NEED LOTS OF DIRT TO PUT IN THERE THEN WE'RE GOING TO GET WATER AND ACCORDING TO THE STATE OF FLORIDA YOU CAN'T DIVERT WATER TO EXISTING PROPERTIES. THIS HAS ALREADY HAPPENED ELSEWHERE IN THE COUNTY AND THEY'RE BEING SUED. WE'VE HAD ONE BLOCK FROM US THE LAST BUILDER BUILT THE HOUSES FOUR FEET ABOVE THE NEIGHBORS BEHIND THEM AND THE LADIES THERE COMPLAINED ABOUT THE WATER ISSUE AND THEY DID A VERY POOR JOB WITH THAT. SO WE'RE JUST ASKING THAT YOU PLEASE THINK ABOUT US. WE'VE BEEN HERE FOR A LONG TIME, A LOT LONGER THAN A LOT OF PEOPLE HAVE. AND WE'VE BEEN HERE WITH THE CITY. I'VE HELPED TAKE CARE OF THE PARK OVER IN FRED LEE PARK. MY MOTHER WAS INSTIGATOR ON THAT TO MAKE SURE THAT PARK WAS BUILT FOR THE KIDS. THE KIDS IN OUR NEIGHBORHOOD NEED SOME PLACE TO PLAY. I'D RATHER IT JUST STAY THE WAY IT IS. EVERYBODY LOVES TO WALK AROUND SEE THE ANIMALS AND. WE ENJOY IT. THANK YOU VERY MUCH FOR YOUR TIME. THANK YOU. IS THERE ANYBODY ELSE IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? LISA? STAFF? YES MAYOR COUNCIL. THIS IS A 1.98 ACRE. IT'S A REZONING APPLICATION FROM OPEN RECREATION TO SINGLE FAMILY RESIDENCE. THE APPLICANT HAS STATED IN HIS APPLICATION IT'S FOR ONE HOME. IT'S 1.98ACRES. I WILL DEFER ANY FURTHER QUESTIONS FROM CITY COUNCIL TO OUR GROWTH MANAGEMENT DIRECTOR LARRY BRADLEY AND THE P&Z APPROVED THE CASE. WELL WHAT WERE THE. I HEAR DRAINAGE CONCERNS SO. AS FAR AS THE STORMWATER AND THE LOCAL NEIGHBORHOOD ROADS THAT IS THE PUBLIC WORKS DEPARTMENT SO WE WILL HAVE.
I KNOW FRANK IS ALREADY ON HIS PHONE BECAUSE I CAN SEE HIM FROM HERE ON THE CITY ENGINEER AND THEY'RE LOOKING AT THE CULVERTS AND THEY'LL PROBABLY BE OUT MAYBE MONDAY DRIVING THE AREA TO SEE WHAT THEY HAVE CULVERT CLEAN OUT AND STORMWATER MAINTENANCE TO BE DONE UP THERE TO ENSURE THAT. BUT I WOULD NOT ASSURE THE APPLICANT THAT IT DOESN'T FLOOD BECAUSE THAT'S NOT OUR DUTY AND I DON'T KNOW IF YOU BOUGHT THE SALE OF THE PROPERTY YET OR NOT. THAT'D BE MY QUESTION BECAUSE IT SOUNDS LIKE YOU ARE IN PROCESS? I AM IN PROCESS OF IT BUT I DID DO SOME RESEARCH ON IT. I WAS GOING TO GO TO MIRANDA HOMES TO BUILD A HOUSE. THEY HAD SOMEBODY WENT OVER THERE ASSESSED IT AND SAID I HAVE NO ISSUES OVER THERE WITH BUILDING THE HOUSE. THAT'S TO THE BEST OF MY KNOWLEDGE. YOU KNOW I DON'T KNOW IF ANYTHING'S DIFFERENT BUT I'M JUST SAYING WHAT I DID IN THE PROCESS OF DUE DILIGENCE BECAUSE I DON'T WANT TO SPEND MY MONEY AND NOT BE ABLE TO MOVE ON. SO I MEAN THAT IS THE BEST THAT I COULD SAY ON MY BEHALF. NO NO PROBLEM. OKAY. THANK YOU. AT THIS TIME I'M GONNA CLOSE THE PUBLIC HEARING, ASK COUNCIL FOR A MOTION. I DID HAVE A QUESTION FOR STAFF. I CAN ANSWER IT BEFORE OR AFTER. IT'S NOT QUASI JUDICIAL SO IT'S UP TO YOU. OKAY. I'LL REOPEN. ASK THE QUESTION. ALL
[01:45:06]
RIGHT. UH YEAH. IF I MS. MORRELL IF I COULD CALL UP GROWTH MANAGEMENT TO ANSWER.ABSOLUTELY. MR. BRADLEY WOULD YOU JOIN US TO THE PODIUM? THANK YOU. I JUST WANTED TO KNOW WHAT THE SPECIFIC USE THAT'S STATED IN THE APPLICATION IS TO BUILD A SINGLE FAMILY HOME THAT BEING SINGULAR. HOWEVER IT IS A LARGER TRACT OF LAND. IS THERE ANY OTHER PROCESS THAT THE APPLICANT AND POTENTIAL OWNER OF THIS PROPERTY IS THERE ANY OTHER PROCESS THEY'D HAVE TO GO TO IN ORDER TO BUILD MORE THAN ONE HOME OR WOULD THIS EFFECTIVELY LIMIT THEM TO WHAT THEY'VE STATED IN THERE? LARRY BRADLEY GROWTH MANAGEMENT DIRECTOR. IT IS IN A ZONE WHERE THE LOT IS OVERSIZED SO IF THEY WANTED TO COME BACK THEY WOULD HAVE TO GO THROUGH A SUBDIVISION PROCESS TO BUILD MORE THAN ONE HOUSE OUT ON THE PROPERTY. I JUST WANT TO ENSURE THAT WE WEREN'T GOING TO HAVE EIGHT HOUSES THERE OR SIX HOUSES THERE. I MEAN THE ZONING DOES ALLOW FOR SMALLER LOTS THAN 1.898 ACRES BUT THEY DON'T HAVE THE RIGHT TO BUILD THAT WITHOUT GOING THROUGH ANOTHER PROCESS FOR SUBDIVISION. GOTCHA. OKAY. REAL QUICK WHILE YOU'RE HERE. THE PROCESS AS FAR AS SCRUB JAYS AND INDIGO SNAKES THAT WOULD ALL BE THROUGH THE BUILDING PERMIT PROCESS WHEN HE WOULD DECIDE TO BUILD THIS ON THE SITE PLAN? YEAH. THAT IS CORRECT. IN THE REPORT FROM STAFF ON PAGE 2 OF THE STAFF REPORT. IT'S NOT TECHNICALLY. IT'S NOT CURRENTLY LOCATED WITHIN THE SCRUB JAY POLYGON. SO THEY ARE NOT SUBJECT TO THAT REVIEW BUT ALL THE OTHER REQUIREMENTS FOR ENDANGERED SPECIES IS PART OF THE BUILDING PERMIT PROCESS. I JUST WANTED IT FOR THE RECORD. I'M SORRY. THANK YOU MAYOR. THAT WAS JUST FOLLOW UP AND IF IT'S NOT WITHIN THAT ZONE WE CAN'T FORCE THAT RIGHT? THE SCRUB JAYS? YEAH. NO WE CAN'T NO. ONLY IF IT'S ON AN ALREADY IDENTIFIED SCRUB JAY MAP WHICH IS IT IS NOT. ALL RIGHT. THANK YOU. I'M GONNA CLOSE THE PUBLIC HEARING NOW, ASK FOR A MOTION. ONLY ONE READING REQUIRED. MOTION COUNCIL? MOTION TO APPROVE ORDINANCE NO.
2019-42 ONLY ONE READING. SECOND. SECOND BY COUNCILMAN BAILEY. ANY FURTHER DISCUSSION ON THIS ITEM COUNCIL? IF NOT I'M GONNA CALL IT. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. MOTION CARRIES. GOOD LUCK. DROPPING DOWN TO ITEM 6. MRS. SMITH.
ORDINANCE 2019-45 AN ORDINANCE OF THE CITY OF PALM BAY BREVARD COUNTY FLORIDA APPROVING A FINAL DEVELOPMENT PLAN KNOWN AS ST.
JOHN'S PRESERVE NPMU PARKWAY MIXED USE DISTRICT ZONING WHICH PROPERTY IS LOCATED WEST SOUTH AND ADJACENT TO THE ST. JOHN'S HERITAGE PARKWAY IN THE VICINITY BETWEEN MALABAR ROAD AND THE MELBOURNE TILLMAN CANAL C1 AND LEGALLY DESCRIBED HEREIN PROVIDING FOR A COMMENCEMENT PERIOD, PROVIDING FOR AN EFFECTIVE DATE. THANK YOU MRS SMITH. AT THIS TIME I'M GONNA OPEN THE PUBLIC HEARING AND ASK THE APPLICANT FORTE MACAULAY. GOOD EVENING. ANNA SAUNDERS WITH BOC CONSULTANTS 312 SOUTH HARBOR CITY BOULEVARD MELBOURNE FLORIDA 3 2 9 0 1. GOOD EVENING COUNCIL. I'LL BE BRIEF. YOU GUYS HAVE SEEN THIS PROJECT PROBABLY THREE OR FOUR TIMES. I THINK WE'RE COMING UP HERE AGAIN JUST IN THE OVER ABUNDANCE OF CAUTION TO MAKE SURE THAT WHAT YOU HAVE PREVIOUSLY APPROVED YOU'RE STILL ON BOARD WITH. THE PROJECT LOOKS EXACTLY THE SAME.
PRIMARILY WHAT WE'VE DONE IS WE REVISED THE PHASING. WHEN YOU APPROVED IT PREVIOUSLY THE NORTH END WAS PHASE 1, SOUTH END WAS PHASE 2. WE FLIP FLOP THAT BASED ON SOME OF MY STAFF COMMENTS AND THAT'S THE REASON FOR YOU THIS EVENING TO RESPECTFULLY REQUEST YOUR APPROVAL. THANK YOU. THANK YOU. IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THE SITE. IF NOT ANYTHING FROM STAFF? LISA? OKAY. I'M GOING TO CLOSE THE PUBLIC HEARING, ASK COUNCIL FOR A MOTION. IF YOU HAVE ANY QUESTIONS I'M HERE TO ANSWER THEM. WE HOPE THAT. WE RESPECTFULLY ASK FOR APPROVAL. IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? OKAY. I'M GOING TO CLOSE THE PUBLIC HEARING, ASK COUNCIL FOR A MOTION. ALL OPPOSED SAY NAY. MOTION CARRIES. ITEM 9 MRS. MORRELL.
WE HAVE A REQUEST FROM ODYSSEY CHARTER SCHOOL FOR A VARIANCE TO EXCEED THE MAXIMUM HEIGHT REQUIREMENT OF 25 FEET BY 9 FEET FOR THEIR CURRENT PROPOSED GYM.
OKAY THANK YOU. AT THIS TIME I'M GONNA OPEN THE PUBLIC HEARING TO ODYSSEY. THANK YOU.
JAKE WEISS CIVIL ENGINEER FOR THE PROJECT. THIS ADDRESS IS 2651 WEST EAU GALLIE BOULEVARD IN MELBOURNE. IF IT'S OKAY I HAVE A BUILDING RENDERING I CAN PROVIDED TO THE BOARD. YOU CAN GIVE IT TO ME. THANKS. I'LL BE VERY BRIEF SINCE IT'S GETTING LATE. THIS IS A PROPOSED GYMNASIUM FOR THE ODYSSEY CHARTER SCHOOL ON WYOMING DRIVE. THIS PROJECT WAS ORIGINALLY ACTUALLY BUILT BY THE CITY OF PALM BAY AND THE PROJECT WHEN IT WAS FIRST PERMITTED DID HAVE A GYMNASIUM ON IT. THE GYMNASIUM ON THE ORIGINAL SITE PLAN WAS ACTUALLY MUCH FURTHER TO THE WEST CLOSER TO SOME EXISTING RESIDENTIAL LOTS. WE'VE ACTUALLY MOVED IT AND CENTERED IT ONTO THE SITE SO THAT IT CAN BE AS FAR AWAY FROM THE RESIDENTS AS POSSIBLE. THE RENDERING THAT YOU'RE LOOKING AT IDENTIFIES WHAT THE GYMNASIUM WOULD LOOK LIKE WITH A CANOPY THAT COMES AROUND IT. IT KIND OF LOOKS LIKE A SINGLE STORY BUILDING BUT
[01:55:02]
OBVIOUSLY FOR SPORTS LIKE VOLLEYBALL AND BASKETBALL THINGS LIKE THAT WE HAVE TO HAVE A HIGHER HEIGHT. THE REQUEST IS TO GO TO 34 FEET WHICH IS BASICALLY THE MINIMUM HEIGHT THAT YOU CAN HAVE FOR A GYMNASIUM AND WE'VE DESIGNED DOZENS OF GYMNASIUMS FOR SCHOOL PROJECTS ALL ACROSS THE STATE OF FLORIDA AND THIS IS BASICALLY THE STANDARD HEIGHT FOR THEM. ODDLY ENOUGH THE TWO STORY SCHOOL BUILDING THAT'S ON THE SITE EXCEEDS THE HEIGHT LIMIT AS WELL. SO IT'S NOT EXACTLY A PRECEDENT ON THIS SITE TO HAVE THE HIGHER HEIGHT. AND WHEN I WAS AT THE CITY COUNCIL MEETING ABOUT TWO MONTHS AGO THE ODYSSEY CHARTER SCHOOLS GOT AN AWARD FOR BEING HERE FOR 20 YEARS AND BEING SUCH A GOOD PART OF THE COMMUNITY AND ON THAT LAST NOTE I'LL BE HAPPY TO ANSWER ANY QUESTIONS AND APPRECIATE A CHANCE TO RESPOND TO IF THERE'S ANY PUBLIC COMMENTS. THANK YOU JAKE. THANKS. IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK FOR OR AGAINST THIS ITEM? ANYTHING ELSE TO ADD FROM STAFF? NO MAYOR. OKAY. I'M GOING TO CLOSE THE PUBLIC HEARING AND ASK FOR A MOTION. MOTION TO APPROVE A REQUEST BY ODYSSEY CHARTER SCHOOL FOR A VARIANCE TO ALLOW A PROPOSED GYMNASIUM TO EXCEED 25 FOOT MAXIMUM HEIGHT REQUIREMENT BY 9 FEET. SECOND. SECOND BY COUNCILMAN JOHNSON. ANY FURTHER DISCUSSION ON THIS ITEM COUNCIL? IF NOT I'M GOING TO CALL IT. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED. OKAY THEN RIGHT ALONG TO COUNCIL REPORTS. COUNCILMAN[Council Reports]
JOHNSON. THANK YOU MAYOR. I'LL TRY TO BE BRIEF. I HAVE A LOT TO COVER. FIRST I WOULD LIKE TO START OFF WITH THIS PAST TUESDAY WE HAD THE PUBLIC MEETING WITH FDOT REGARDING THE WIDENING OF BABCOCK. I WAS PLEASED TO SEE SEVERAL FACES I SEE IN THE AUDIENCE RIGHT NOW. MR. WEINBERGER MR. [INAUDIBLE] BUT I WAS DEFINITELY PLEASED WITH SEEING MR. FRANK WATANABE AND OUR NEW PUBLIC WORKS DIRECTOR MR. GARY WOODSON.THEY ARE VERY APPROACHABLE IN REGARDS TO A LOT OF THE CITIZENS WHO HAD QUESTIONS NOT ONLY REGARDING BABCOCK BUT JUST THINGS IN THEIR NEIGHBORHOOD AND THEY GAVE THEM CARDS AND THEY GOT IN CONTACT WITH THEM AND SOME OF THE THINGS THEY HAD CONCERNS ABOUT WERE ADDRESSED RIGHT THERE. SO THANK YOU BOTH OF YOU GENTLEMEN. I APPRECIATE THAT. THEN YESTERDAY WE HAD THE MEET AND GREET AS YOU MENTIONED WITH THE CHIEF CANDIDATE. IT WAS A GREAT TURNOUT. IT WAS GOOD TO SEE A LOT OF PEOPLE ALL ACROSS THE COMMUNITY NOT JUST WITHIN PALM BAY EVEN MAYOR HAL ROSE CAME OUT BECAUSE HE KNOWS HE HAS TO PARTNER WITH THE CITY OF PALM BAY REGARDING WHAT'S GOING ON IN OUR COMMUNITY. SO THAT WAS GOOD TURNOUT AS WELL. THEN TODAY WE HAD NANA'S HOUSE LUNCHEON AND I JUST WANT TO HIGHLIGHT THEM BECAUSE THEY'RE 95 PERCENT FUNDED THROUGH DONATIONS. I KNOW DEPUTY MAYOR KNOWS THAT AS WELL. AND 100 PERCENT VOLUNTEER SO NOBODY ON THEIR STAFF IS GETTING PAID. SO THE THINGS THEY'RE DOING OUT THERE ARE AMAZING. WHAT THEY'RE DOING FOR THESE FAMILIES AND THESE CHILDREN THAT HAVE BEEN NEGLECTED AND ABUSED SO THAT DEFINITELY NEEDS TO BE HIGHLIGHTED AS WELL AS LATER ON THE 6TH ANNUAL READ TO FEED PROGRAM RUN BY MS SANDRA PELHAM. THIS IS THE 6TH YEAR. IT WAS GREAT TO SEE A LOT OF POLICE OFFICERS OUT THERE. MS. DANNA WAS OUT THERE AS WELL READING TO THE KIDS AND GIVING THEM A GOOD MEAL AS WELL AS THEIR FAMILIES AT FLORIDA AVENUE CHURCH. IT'S BEEN GOING ON FOR THE PAST MONTH SO THAT WAS A GOOD TURNOUT AND THAT WAS IT IN REGARDS TO EVENTS. OTHER THAN THAT JUST A FEW OTHER THINGS I WANT TO COVER. FIRSTLY I WOULD LIKE TO COVER I WAS GOING TO MENTION IT EARLIER BUT THIS IS MORE APPROPRIATE IN REGARDS TO TAKING ACTION. THEY'RE TALKING ABOUT WHAT THE CITY CAN DO WITH REGARDS HOMELESSNESS. BUT IF YOU LOOK AT IT WE ALREADY HAVE A COMMUNITY DEVELOPMENT AND ADVISORY BOARD AND JUST WITHIN THE PREVIOUS MEETING APRIL 10TH 2019 REGARDING CDBGS. IT COVERS SOUTH OF BREVARD WOMEN'S CENTER, ST. JOSEPH'S ST VINCENT DE PAUL AS WELL AS DAILY BREAD REQUESTING CDBG FUNDS TO OUR COMMUNITY DEVELOPMENT. SO I THINK SOMETHING WE CAN LOOK AT IN REGARDS TO ADVOCATING FOR THE HOMELESS. I THINK WE CAN LOOK AT REVISING THIS IN SOME WAY TO COVER HOMELESSNESS ADVOCACY. THAT WAY THAT'S SOMETHING THE CITY IS GETTING INVOLVED IN BUT THESE ARE THE ADVOCATES FOR IT BECAUSE WE HAVE PEOPLE WHO ARE BUILDERS ON THIS BOARD AS WELL AS REAL ESTATE AGENTS AND THOSE WHO ARE ADVOCATING ALREADY. SO I THINK THIS. AND THERE'S VACANT SPOTS FOR PEOPLE WHO WANT TO ADVOCATE. I THINK THIS MIGHT BE A GOOD SPOT TO LOOK AT AS WELL AS WORKING WITH OUR STAFF LIKE POLICE CHIEF AND EVERYTHING AS DISCUSSED PRIOR TO. SO THAT'S ONE THING I JUST WANTED TO KIND OF GET A CONSENSUS BEFORE I MOVE ON FROM THERE. CONSENSUS ON WHAT? OH I THINK THE AGENCIES HAVE TO COME APPLY. SO AS LONG AS THEY APPLY. THEY HAVE TO GO THROUGH THE PROCESS BECAUSE THERE'S A PROTOCOL THERE. AND THE
[02:00:01]
THING TOO IS THAT YOU HAVE TO UNDERSTAND THE CDBG DOLLARS HAVE BEEN DWINDLING DOWN AND DOWN AND DOWN. THERE WAS A POINT WHERE I MEAN GOING BACK 10 YEARS THAT WE WERE ABLE TO GIVE OUT MORE BECAUSE HUD WAS FUNDING IT MORE. BUT THEN THE CUTS CAME AFTER THE GREAT RECESSION. THAT WAS ONE OF THE AREAS THAT REALLY GOT HIT HARD. THE CDBG DOLLARS SO. ALL RIGHT. I HAVE TWO MORE THINGS TO COVER. SO I KNOW I'VE SPOKEN TO MR. LARRY BRADLEY IN REGARDS TO THE GROWTH MANAGEMENT DEPARTMENT. HE SPECIALIZES IN COMPREHENSIVE PLANS AND WE'VE HAD DISCUSSIONS AS WELL AS CITY MANAGER LISA MORRELL AND WITH THE CONSTANT REZONING WE'RE SEEING AS WELL THROUGH DEVELOPERS RESIDENTS AND FUTURE RESIDENTS AND BEING THAT THE COMPREHENSIVE PLAN HASN'T BEEN TOUCHED IN FOREVER I THINK IT WILL BE IMPORTANT FOR COMMUNITY INPUT AND BUY IN BY HAVING SORT OF A COMPREHENSIVE PLAN WORKSHOP OR SOMETHING OF THE SORT TO REVISIT WHERE OUR CITY IS IN REGARDS TO AREAS THAT ARE RECREATIONAL THAT ARE BEING REZONED TO SINGLE FAMILY USE AND OTHER AREAS IN THAT MATTER OF RESIDENTIAL BEING REZONED TO COMMERCIAL. SO I WOULD LIKE TO SEE US LOOK AT A COMPREHENSIVE PLAN WORKSHOP TO HAVE COMMUNITY BUY IN. THAT WAY WHEN THINGS COME BEFORE US REGARDING FUTURE LAND USE THEY'RE ALREADY IN THE KNOW INSTEAD OF FINDING OUT AFTER THROUGH A LETTER IN THE MAIL. SO I MEAN WE COULD HAVE A WORKSHOP BUT IT'S KIND OF A CASE BY CASE BASIS. BUT IT'S INTERESTING. I KNOW THAT WE ALWAYS TRY TO ADVOCATE TO DRIVE THROUGH THE COMPREHENSIVE PLAN AND TAKE A LOOK AT IT BECAUSE THAT'S LIKE WHAT WORKED 30 YEARS AGO DOESN'T MEAN IT'S GOING TO WORK TODAY AND YOU'RE EVOLVING IT AS YOU GO. YES WE SHOULD EVALUATE IT AS YOU KNOW BEING HERE A LONG TIME AND FOR SOME OF THE PEOPLE IN THE AUDIENCE THAT COME TO THE MEETINGS.LOOK AT THIS ROOM. AND AS MUCH AS YOU TRY TO HAVE A WORKSHOP TO EDUCATE PEOPLE THERE IS THAT PORTION OF PEOPLE THAT DON'T TAKE RESPONSIBILITY TO COME OUT. THIS IS NOT THE FIRST. WE'VE HAD MULTIPLE WORKSHOPS ON DIFFERENT THINGS. THIS WILL BE THE FIRST FOR THE COMPREHENSIVE BUT THIS IS A DISCUSSION THAT WE'VE HAD IN THE PAST SO I DON'T HAVE AN ISSUE WITH HAVING IT BUT UNDERSTAND WHAT YOU'RE GOING INTO THE EXPECTATIONS. IF I MAY BECAUSE I'M TRYING TO UNDERSTAND EXACTLY WHAT YOUR YOU'RE ASKING FOR COUNCILMAN JOHNSTON. ARE YOU ASKING TO DO A WORKSHOP WITH REGARDS TO LOOKING AT OUR ENTIRE CITY'S COMPREHENSIVE PLAN? YES SIR. OKAY YEAH.
BECAUSE WE DID. YOU'RE RIGHT WE DID HAVE THAT CONVERSATION SEVERAL TIMES AND I MEAN I DON'T KNOW WHAT THE HOLDUP IS. I'D LOVE TO MOVE FORWARD WITH THAT. BUT I KNOW COUNCILMAN BAILEY HAD ASKED FOR THAT A NUMBER OF TIMES AND I THINK THAT'S SOMETHING THAT I THINK. I KNOW ONE ISSUE IS THE MONEY BECAUSE IT TAKES UP AN ENORMOUS AMOUNT OF RESOURCE AND TIME IN ORDER TO GET THAT COMPREHENSIVE PLAN MOVING. PERHAPS MRS. MORRELL CAN. ENLIGHTEN US? ENLIGHTEN US A LITTLE BIT ON THAT ONE.
I DON'T WANT TO INTERRUPT. NO THANK YOU MAYOR AND COUNCIL. AS YOU KNOW WE'VE HAD A VACANCY IN OUR GROWTH MANAGEMENT DEPARTMENT. WE FILLED THAT. AND MR. BRADLEY'S HERE. HE ALSO HAS A LOT OF AS YOU ALSO HAVE SEEN VERY MANY DEVELOPMENTS ON THE HORIZON, A LOT OF SITE PLANNING PRE-APP REVIEW HIS TWO PLANNERS ON STAFF ARE DOING AND SO HE'S TRYING TO BOLSTER HIS STAFF HAVE A BUDGET WORKSHOP NEXT WEEK AND WE WILL DISCUSS THE FUNDING SOURCES OF A COMP PLAN ADVISORY CONSULTANT, A LITTLE HELP FROM THE OUTSIDE. AND DURING MR. BRADLEY'S INTERVIEW HE IS VERY WELL VERSED IN A LOT OF EXAMPLES OF CHARRETTES. AND THAT'S NOT CHARADES. THAT'S CHARETTES. THAT'S MORE PUBLIC INPUT OF A COMP PLAN WHICH HE SAID IT WOULD TAKE YOU KNOW SEVERAL TO DO A COMP PLAN REVIEW OF THE CITY OF PALM BAY. HE NOTES THE SIZE AND THE VAST MAJORITY SO WE'VE HAD VERY GOOD CONVERSATION ABOUT THAT BUT THERE IS A BUDGET PROCESS TO GO THROUGH FOR SOME FUNDING. AND AS FAR AS PUBLIC WORKSHOPS WITH THE COUNCIL OF COURSE ALL COMP PLAN AMENDMENTS COME BACK TO YOU ANYWAY FOR FINAL APPROVAL WHEN WE DO THAT AND IT DOES TAKE A BIT AND WE DO WANT TO INVOLVE OUR PUBLIC DEVELOPERS. YOU KNOW YOU DON'T WANT TO TAKE SOMEONE'S COMMERCIAL AND MAKE IT RESIDENTIAL TOMORROW. IT'S A BIGGER INPUT AND WE WILL BE DOING THAT. I HEAR COUNCIL SAYING I DON'T KNOW WHAT'S TAKING TOO LONG BUT WE DO HAVE A WORKLOAD CAPACITY ISSUE AT THE MOMENT. AND I CAN IMAGINE. I MEAN THIS IS GOING TO TAKE PERHAPS A FEW YEARS. IS THAT RIGHT? AND AS FAR AS THE ADVISORY BOARD I MEAN THAT WOULD BE AN AD HOC ADVISORY BOARD SO IT WOULD JUST BE BORNE JUST FOR THAT ONE PURPOSE. I
[02:05:03]
THINK THAT'S WHERE THE BULK OF OUR DISCUSSION WILL BE HELD. SO I MEAN YOU KNOW I DON'T MIND DOING A WORKSHOP BUT JUST AS YOU HEARD FROM MR. MORRELL WE'LL HOLD OFF. YEAH LET ME HOLD OFF UNTIL WE GOT ALL THAT OUT OF THE BUDGET. YEAH.I WAS GONNA SAY I'VE DEFINITELY I MEAN THE IDEA OF THE WORKSHOP AND GOING THROUGH LIKE WHY. I UNDERSTOOD AND I'VE SAID THIS BEFORE AND I KNOW OTHER COUNCIL MEMBERS HAVE AS WELL. AND BELIEVE ME MRS. MORRELL I KNOW THERE'S BEEN TURNOVER AND I TRY TO BE PATIENT EVERY TIME WE GET A NEW PERSON TO DO THAT THAT THEY'LL GET THERE. BUT FOR ME IT'S LIKE THOSE THINGS SHOULD BE DONE EVERY 10 YEARS. IT SHOULDN'T BE THIS OLD. BUT I THINK THERE MIGHT BE SOME TECHNICALITIES. I DON'T KNOW EXACTLY HOW THAT PROCESS BECAUSE WE HAVEN'T DONE IT YET. WE HAVEN'T EXPERIENCED IT HERE IN FLORIDA YET. I JUST KNOW MY PREVIOUS COMMUNITY WAS A VERY HANDS ON. EVERYBODY NEEDS TO COME TO IT. IF IT'S NOT A WORKSHOP SCENARIO IT'S SOME TYPE OF OPEN HOUSE MEETING WHERE ALL OF THE PARTIES INVOLVED INCLUDING INVESTORS RESIDENTS INCLUDING THE ACTUAL PROPERTY OWNERS WHO MIGHT HAVE SOMETHING THAT'S BEEN AFFECTED ALL COME TO THE TABLE AND MAKE THAT PLAN PRIOR TO SOMEBODY WHO. IT MIGHT BE FIVE YEARS BEFORE THAT PERSON SELLS ONE OF THE PIECES OF PROPERTY. EVERYBODY IN THAT NEIGHBORHOOD. EVERYBODY LIKE ME UNDERSTANDS WHAT'S GOING TO BE THERE. THAT'S WHAT'S SUPPOSED TO BE IN THE PLAN. AND RIGHT NOW WE'RE KIND OF PLAYING CATCH UP. BUT ANYHOW THE IDEA OF HAVING A WORKSHOP MAYBE TALKING ABOUT SOME TECHNICALITIES. BUT I'VE BEEN WAITING. I KNOW STAFF IS VERY BUSY AND KIND OF WAITING FOR THEM TO GET TO THAT BECAUSE THERE MIGHT BE THINGS I WANT DONE OR COUNCIL MEMBERS WANT DONE BUT WE CAN'T DO BECAUSE IT'S REALLY A STAFF THING OR THE PROPERTY OWNER NEEDS TO BE INVOLVED. THEY HAVE RIGHTS TOO. BUT I'M SUPPORTIVE OF IT BUT YEAH I GUESS A COUNCIL SAYING FOR THE RIGHT TIME THAT'S.
I'M EXCITED TO HEAR OTHER FOLKS TALK ABOUT IT. JUST PUT IT THAT WAY. WE'VE BEEN TALKING ABOUT IT FOR TWO AND A HALF YEARS. WELL I THINK IF ANYTHING WHAT WE SHOULD DO IS MAKE A CONCERTED EFFORT, TO MAKE A MORE FOCUSED EFFORT TO SAY AFTER THIS BUDGET CYCLE THAT THAT WILL BE PRIORITY. COMMITMENT. YEAH HIGH ON OUR COMMITMENT LIST.
KNOW I THINK EVEN YOU KNOW YOU STATED MANY TIMES COUNCILMAN BAILEY WHERE OUR COMPREHENSIVE PLAN IS IS BASICALLY YOU KNOW. I MEAN IT'S PARAMOUNT TO OUR ECONOMIC DEVELOPMENT AND THAT'S VERY IMPORTANT. ONCE WE GET THAT SITUATED THEN WE'RE GOING TO DO I THINK A LOT BETTER GOING FORWARD WITH OUR ECONOMIC DEVELOPMENT INITIATIVE. SO I THINK THAT'S SOMETHING WE NEED TO REALLY PUT HIGH ON THE LIST NEXT TO ROADS. WELL ALL YOUR THOUGHTS FOR YOUR COUNCIL REPORT. I'M GOING TO LET COUNCILMAN JOHNSON FINISH.
LAST THING. I'M SORRY. GO AHEAD. SO AT YOUR SEATS THERE SHOULD HAVE BEEN ON THE RESOLUTION 2011-34 WHICH WAS A RESOLUTION CITY OF PALM BAY FUND BALANCE POLICY. SO WHAT I WOULD LIKE TO SEE US PURSUE WHICH I'M GONNA WORK WITH STAFF OF COURSE IS A ROAD MAINTENANCE BALANCE POLICY SO THAT WAY WE MAKE SURE THAT WE HAVE A SET MINIMUM AND WE'RE NEVER PLAYING CATCH UP. AND WE'VE TALKED ABOUT WE NEED TO MAKE SURE WE HAVE THIS MUCH IN ROAD MAINTENANCE BY THIS YEAR. WELL LET'S MAKE SURE WE MAKE IT A POLICY THAT WAY LONG BEFORE LONG AFTER WE'RE GONE IT'S SET IN STONE THAT THIS IS WHAT WE'RE GONNA DO AND THIS IS HOW WE'RE GOING TO MAKE SURE THAT WE DON'T COME BACK TO WHERE WE ARE NOW PLAYING CATCH UP. ANYONE HAVE A PROBLEM WITH THAT? COUNCILMAN BAILEY. THANK YOU MAYOR. QUICKLY I DO WANT TO MAKE AN ANNOUNCEMENT THAT WE'LL BE APPOINTING ANTHONY HARRIS TO SERVE ON THE RECREATIONAL ADVISORY BOARD. COMES HIGHLY RECOMMENDED BY A MUTUAL FRIEND. SO I WISH HIM WELL IN THAT. ADDITIONALLY I KNOW THAT NOW WE HAVE WE LOST ONE OF OUR OUR GREAT TRAFFIC GUYS TO THE COUNTY BUT I WON'T SAY HIS NAME BUT WE HAVE MR. FRANK WATANABE HAS TAKEN OVER AS THE TAC REPRESENTATIVE FOR THE CITY ON THE TPO. AND I JUST WANTED. I KNOW WE HAD PREVIOUS UPDATES ON DIFFERENT PROJECTS THAT ARE COMING THROUGH THE TPO AND THAT'S BEEN KIND OF. TALKING TO LISA. I TALKED TO FRANK ABOUT IT .AA SOME POINT IN THE FUTURE IF COUNCIL IS OKAY WITH IT THEN BRING HIM BACK WHENEVER. I KNOW THEY'RE VERY VERY BUSY JUST BETWEEN STORMWATER ROADS AND DEALING WITH ALL THE OTHER PROBLEMS TRYING TO FIND PEOPLE TO FILL CERTAIN POSITIONS.THEY'RE IN SHORT CHANGE. IT'S TOUGH BUT WHENEVER THE APPROPRIATE TIME COMES FOR THEM TO BRING AN UPDATE TO US AND KIND OF REVIEW WITH US HAVE THAT COMMUNICATION BETWEEN OUR BOARD AND HIM AND STAFF REPRESENTING US ON THAT IF COUNCIL WOULD BE OKAY WITH HAVING THAT PRESENTATION ADDED TO THE AGENDA WHENEVER LISA AND FRANK ARE READY. AND GARY OF COURSE. THE LAST THING OR THE SECOND THING I HAVE HERE TO ADD TO OUR AGENDA IS I'D LIKE TO HAVE A BOND WORKSHOP AGAIN SOMETIME IDEALLY
[02:10:06]
AFTER WE HAVE THE BIDS OPEN FOR UNITS 31 32 SO WE CAN KIND OF HAVE AN IDEA OF WHAT OUR PRICES ARE WITH LARGE PROJECTS. WE HAVE A PROJECT OPEN RIGHT NOW WITH 41 AND [INAUDIBLE] IT'S A LITTLE BIT DISAPPOINTING NOT TO SEE THAT TOGETHER WITH 42 BECAUSE REMEMBER I MADE A REQUEST TO CHANGE THE PLAN TO MAKE BIGGER TO GET RID OF THE SMALL PROJECTS AND MAKE A BIG PROJECT BUT WE DO HAVE A SOMEWHAT SMALLER PROJECT WITH ELDRON AND 41 THERE. I THINK WE'RE SEEING THE PRICES ON THOSE ALREADY. I'M CURIOUS TO SEE IF THE PRICES ARE ON A BIG ONE AND BRING SOME OF THE INFORMATION AND GIVE US SOME OF THE THE BASICS OF WHERE WE STAND IN THIS PROCESS. I THINK AS WE MOVE FORWARD WE HAVE TO STAY ON IT. AND THEN FROM THAT POINT WE CAN HOPEFULLY IDEALLY THEY COULD PRESENT THAT TO THE INFRASTRUCTURE ADVISORY BOARD AND BRING IT BACK TO COUNCIL FOR COUNCIL TO HAVE A WORKSHOP SO WE GET AHEAD OF THE PROGRAM. I THINK LAST YEAR WE KIND OF HAD TO FOLLOW STAFF'S LEAD INTO WHERE THEY HAD DESIGN LAID OUT WHERE STORMWATER WAS LAID OUT.BUT I THINK THAT COUNCIL REALLY NEEDS TO GET AHEAD OF THAT GAME PLAN ALLOW THAT TO GO THROUGH THE PROCESS AND THEN OF COURSE BE READY TO APPROVE IT WHENEVER WE GET TO THE NEXT PHASE OF THE BOND MONIES. BUT SO MY KIND OF TARGET DATE AND NOW THAT I KIND OF. HOPEFULLY LISA LOOKED AT THE EMAIL BUT IT WAS SOMETIME IN OCTOBER. AT LEAST SOMETIME SOONER RATHER THAN LATER. OK. WAS THAT I?. AND THE ONLY OTHER THING IS JUST I WANTED TO THANK THE THREE CANS WE HAD HERE LAST NIGHT FOR THE CHIEF'S POSITION. IT APPEARED TO BE VERY STRONG CANDIDATES. IT WAS A PLEASURE TO COME OUT HERE. THERE WAS A LOT OF PEOPLE YOU KNOW. I WAS ACTUALLY KIND OF SURPRISED AT THE TURNOUT. IT WAS VERY VERY WELL ATTENDED. VERY WELL DONE BY LISA AND SUZANNE. I AGREE WITH ANNA MARIE'S OBSERVATION THEY WERE GREAT HOSTS. AND I THINK WE HAVE SOME GREAT CANDIDATES AND THEY ALL DID VERY WELL AND SO I'M LOOKING FORWARD TO LISA'S DECISION. SHE HAS A VERY TOUGH JOB. I THINK THEY ALL DID VERY WELL AND OF COURSE NOW OUR INTERIM CHIEF MOYA AS WELL THANK HIM FOR WHATEVER HAPPENS IN THE END OF IT. I THINK HE SERVED WELL AS THE INTERIM CHIEF POLICE CHIEF. AND JUST THANK EVERYBODY FOR THEIR SERVICE. COUNCILMAN SANTIAGO. I JUST WANTED TO JUST POINT OUT ONE THING. BY THE WAY A GREAT TURNOUT YESTERDAY. UNFORTUNATELY I WASN'T ABLE TO MAKE IT.
BUT LOOKING AT THE PICTURES IT WAS VERY WELL ATTENDED. AND YOU KNOW THE POSITION OF POLICE CHIEF IS CERTAINLY IN THE FOREFRONT OF MANY PEOPLE'S MINDS. SO I TOO AM LOOKING FORWARD TO THAT FINAL APPOINTMENT. AND LISA YOU'VE GOT A TOUGH JOB. SO THANK YOU. THUMBS UP. RIGHT. BUT I ALSO WANTED TO JUST REMIND EVERYONE IN CASE YOU DIDN'T KNOW TOMORROW WE'RE GOING TO HAVE A RIBBON CUTTING CEREMONY FOR THE NEW PLAYGROUND AT WEST OAK PARK. AND THAT'S IT. THAT'S OUT AT WEST OAK PARK. I FORGOT. 8:00 A.M. 8:00 A.M. EARLY IN THE MORNING 8:00 A.M.. SO HOPEFULLY IT WON'T RAIN BY THEN. IT'S BEEN RAINING MOSTLY LATELY IN THE AFTERNOON. SO ANYONE THAT CAN MAKE IT THAT WOULD BE GREAT. BRAND NEW PARK IS GOING TO SERVE OUR COMMUNITY IN THAT AREA AND THAT'S ALL I HAVE. I WILL NOT BE THERE. I'LL BE ON MY OWN PLAYGROUND WITH A CRANE ABOVE ME. [INAUDIBLE] YAY. IN THE RAIN PROBABLY. SO THAT'S AWESOME. I KNOW THEY'VE BEEN PUSHING FOR THAT. ANNE-MARIE AND COUNCILMAN SANTIAGO AND ALL YOU GUYS UP HERE IN THAT PARK FOR A LONG TIME. JUST A LITTLE WHILE. SO I DID WANT TO TALK ABOUT SCHOOL IS COMING UP AUGUST 12TH.
OBVIOUSLY TWO CHARTER SCHOOLS HAVE REACHED OUT A NUMBER OF TIMES ABOUT SRO. I WAS HOPING WITH YOUR GUYS CONSENSUS MRS. MORRELL AND CHIEF MOYA ABOUT MAYBE WHAT THEY CAN DO. I KNOW THEY HAVE SOME OPTIONS BUT WHAT WE CAN DO TO HOPEFULLY GET SOMETHING INTO THE BUDGET ON THE FIRST AND MAYBE BRING THAT BACK TO YOU AUGUST 13TH WHICH WOULD BE THE DAY AFTER SCHOOL STARTED. I DON'T HAVE A PROBLEM. WE'RE TALKING TO ODYSSEY AND PINEAPPLE COVE? EXPECTATIONS WERE FOR THIS YEAR. JUST REMEMBER THAT. I KNOW BUDGETS COMING BUT BUDGET AND THE SCHOOL YEAR DON'T LINE UP. I'M TRYING TO MOVE THE SCHOOL YEAR BUT BREVARD COUNTY DON'T LISTEN AND THEY DON'T PICK UP THEIR PHONES OVER THERE. I DON'T WANT THEM TO HAVE FALSE EXPECTATIONS BECAUSE THIS SIT DOWN HAPPENED. OH I KNOW. AND THE DOLLARS AND DOLLARS AND CENTS WE'RE TOLD IN REGARDS TO WHAT THEY NEEDED TO BUDGET IN ORDER TO MEET THE OBLIGATION. AND I ALWAYS SAY THIS WAS MANDATED DOWN. IT WAS MANDATED TO HAPPEN THROUGH THE COUNTY AND THE SHERIFF'S DEPARTMENT IS SUPPOSED TO HAVE THE FUNDING. I KNOW THAT PEOPLE WOULD LOVE TO SEE BLUE. BUT THERE'S ALSO SUPPOSED TO BE GREEN INSIDE ALL OF THE SCHOOLS. I THINK IT'S IN CRITICAL NEEDS THOUGH. OK. BUT THE OTHER THING WAS THE WEBSITE IS UPDATED. THE GO BONDS A LITTLE UPDATE NOT AS MUCH INFORMATION AS RESIDENTS WOULD
[02:15:04]
LIKE BUT IT HAS A LITTLE BIT OF INFORMATION THERE ABOUT WHAT WE'RE GOING TO START, WHAT WE'RE DOING RIGHT NOW, WHAT UNITS ARE COMING UP. THE PR DEPARTMENT IS DOING A GREAT JOB KEEPING THE RESIDENTS INFORMED. I THINK THE BOND WORKSHOP IS A GREAT IDEA. AUGUST 22ND WE'LL KICK OFF ANOTHER BOND TOUR AROUND THE CITY WHERE WE'RE GOING TO GO AROUND TALKING TO FOLKS. THAT ONE'S OUT BECAUSE I THINK IT'S 6:30. SO WE ARE GETTING BACK OUT THERE AND TRYING TO EDUCATE PEOPLE WHAT'S HAPPENED AND WHY IT'S HAPPENING. WHEN YOUR TAX BILL COMES YOU'LL KNOW WHAT'S GOING ON. ACTUALLY MAYOR CAN I PIGGY BACK UP THERE REAL QUICK. I DID TALK TO KEVIN BECAUSE I WAS GONNA BE OUT THERE TOO AND I WANT TO TALK WITH STAFF HOW WE CAN ARRANGE THAT GIVING SOME OF THOSE FOLKS OUT THERE. I DON'T KNOW IF STAFF IF THEY'VE CONTACTED LISA OR NOT BUT I WANTED TO SEE IF WE CAN GET STAFF PARTICIPATION INTO THAT MEETING AS WELL SO THAT THEY CAN ANSWER THE TECHNICAL QUESTIONS. I KNOW GARY GIVE HIM THE OPPORTUNITY GET TO MEET SOME OF THE PEOPLE IN THE PUBLIC AS WELL AS A NEW DIRECTOR BUT HOPEFULLY MAYBE LISA SUZANNE AND FRANK AND GARY WHOEVER ELSE OR WHOEVER YOU GUYS THINK IS APPROPRIATE COULD COME JOIN US ON THAT AUGUST 22ND. IT'S 6:00 RIGHT? DEPUTY MAYOR. I BELIEVE 6:30 FOR ME BUT WE COULD START IT [INAUDIBLE]. OKAY. THAT'S MY TIME SLOT. LIKE THOSE BIG ZERO DOLLARS AND THEN THE LAST THING WAS SOME POSITIVE NEW STORIES COMING OUT ACTUALLY ABOUT THE ROAD BONDS NEWS 13 [INAUDIBLE] HAPPENING. OK THAT'S IT. THAT'S IT BUDDY. ALL RIGHT. GOOD STUFF.MOVING ON. [INAUDIBLE]. IT'S OK NO PROBLEM. DECORUM RIGHT. NO I JUST WANT TO SAY CONGRATULATIONS. I WANT TO SAY CONGRATULATIONS TO THE THREE APPLICANTS THAT THAT THAT TOOK PART YESTERDAY AND TO OUR INTERIM CHIEF FOR THE JOB THAT HE'S BEEN DOING. I KNOW WHEN YOU HAVE TO MAKE DECISIONS NOT EASY DECISIONS AND YOU CAN'T MAKE EVERYBODY HAPPY BUT AT THE END OF THE DAY DECISIONS NEED TO BE MADE.
OTHER THING IS I WANT TO SAY [INAUDIBLE] HIT IT ON THE HEAD. THE COMMUNITY INVOLVEMENT WAS GREAT YESTERDAY. EVERYBODY THAT CAME OUT TO SUPPORT WHAT THE CITY WAS TRYING TO ACHIEVE YESTERDAY IS TO ALLOW THE COMMUNITY TO SEE WHO WHO OUR CITY MANAGER MAY HIRE. I THINK THAT THE PROCESS WAS EXCELLENT AT THAT COMMUNITY ENGAGEMENT AND THAT'S ALL THAT I HAVE. MOVING INTO NEW BUSINESS NUMBER 1 MRS. MORRELL. ITEM
[New Business]
WAS PULLED. THE ITEM WAS PULLED. BILL BATTIN. BILL BATTIN 586 OCEAN SPRAY STREET SW. WHEN I WENT THROUGH THE AGENDA SAID YOU CAN COME AND PICK UP THE FORMS IF YOU [INAUDIBLE] FOR REVIEW WHEN YOU LOOK AT YOUR AGENDA PACKET IT SAYS YOU CAN GET THEM FOR REVIEW. I HAD TO COME TO CITY HALL TO GET THAT PACKET TO REVIEW IT BECAUSE IT WAS A LOT WELL NOT A LOT COMPARED TO SOME OF YOUR PACKETS. IT WAS IT WAS A NOTICEABLE AMOUNT OF PAPERWORK THAT COULD NOT BE INCLUDED INTO THE AGENDA FOR US TO REVIEW. SO I HAD SO I HAVE TO MAKE A TRIP DOWN TO CITY HALL IN ORDER TO REVIEW SOMETHING THAT I WANT TO ADDRESS WITH YOU ON THURSDAY. SO IN ORDER FOR ME TO DO THAT IT TAKES UP MY TIME SO I WAS WONDERING IF I COULD GET A PAY RAISE FROM YOU BECAUSE IT WAS MY TIME. NO JUST JOKING. BUT IT'S.[INAUDIBLE] AGENDA ITEM ITSELF. IT WAS ONLY A TEN DOLLAR ITEM BUT TO MAKE THAT CHANGE NOW I UNDERSTAND THAT IT'S FOR THE SIMPLE FACT THOUGH THAT ALONG WITH THAT TEN DOLLAR ITEM THERE IS ALSO A FOUR HUNDRED AND FIFTY THOUSAND DOLLAR ITEM THAT WAS GRANTED TO CYPRESS BAY PRIOR TO THIS. AND THE REASON I BRING THAT UP IS BECAUSE CYPRESS BAY HAPPENS TO ALSO BE THE CORPORATION THAT WE HAD TO TAKE OUT A NINE MILLION DOLLAR ROAD BOND TO PAY FOR THE ROAD THAT THEY WERE SUPPOSED TO BE COVERING AND SO I'M BEING BILL BATTIN. I'M TRYING TO BRING IT OUT MAKE SURE IT STAYS IN THAT PUBLIC EYE THAT IT'S NOT JUST A TEN DOLLAR ITEM. THIS WAS A FOUR HUNDRED AND FIFTY THOUSAND DOLLAR THAT A DEVELOPER HAS ALREADY RECEIVED FROM THE CITY OF PALM BA EVEN BEFORE WE GET THE ROAD PAVED COMING IN THERE. I ALSO UNDERSTAND THAT COMING OUT OF THAT ROAD THAT THE PLANS HAVE BEEN SUBMITTED FOR THE INTERSECTION OF BABCOCK STREET I JUST THE CITY MANAGER SAID I CAN'T GO BACK IN TIME BILL. I WISH [INAUDIBLE] THAT POINT. WISH IT WOULD HAVE BEEN SUBMITTED TWO YEARS AGO WHEN WE STARTED THE WHOLE PROCESS OF GOING FOR THE BOND. WE WOULD BE DONE NOW FOLKS WE COULD BE DRIVING ON THAT ROAD BECAUSE IT'S READY YOU [INAUDIBLE] PROCRASTINATE PAYS
[02:20:01]
THE PRICE IN THE END BECAUSE IT GOES UP IN COST BUT IT'S ONLY TEN DOLLARS AND THE FACT THAT I HAVE TO GO TO CITY HALL TO GET IT TO REVIEW IT I'M GOING TO CONTINUE TO DO THAT. [INAUDIBLE] START MAKING ME PAY FOR THE PAGE. THANK YOU VERY MUCH. MR. BATTIN OR ACTUALLY MAYOR IF I MAY. WERE YOU OFFERED OR WERE WE ABLE TO SHARE THIS THROUGH EMAIL IF MS. SMITH OR MS. [INAUDIBLE] CAN ANSWER THAT. SOME OF THE ATTACHMENTS WERE VERY LARGE BUT WE DO HAVE THEM SET UP NOW WITH ONE DRIVE. SO IT'S PROBABLY A LINK WE CAN PROVIDE. SO THAT IS SOMETHING WE CAN SHARE OUTSIDE EXTERNALLY. YES OK.SO PERHAPS MAYBE THAT'S A SOLUTION A FUTURE IF WE CAN NO EMAIL THAT TO YOU. I [INAUDIBLE]. YOU TRY TO OPEN IT THROUGH THE DRIVE. I TRIED I TRIED DOING THAT AND I COULDN'T USE JUMP DRIVE BECAUSE I HAD TO GO THROUGH SECURITY CHECK. OK. I TRIED. ALL RIGHT. GO AHEAD.
LOOKED LIKE YOUR ANTSY. NO I'M NOT ANTSY. NOT AT ALL. WE SPOKE BEFORE THE MEETING BILL BATTIN AND I WE WOULD LIKE TO GO BACK IN TIME WE ARE MAKING PROGRESS ON THAT ON THE ITEM THIS IS A [INAUDIBLE] HAVE A BEAUTIFUL FOUR YOU KNOW LANE [INAUDIBLE] IN THE FUTURE AND WHATNOT SO WE DO HAVE PLANS SUBMITTED AS BILL STATED SO APPRECIATE THAT. NEED A MOTION. WELL JUST JUST AS A RESPONSE TO THAT AND WHAT BILL SAID AS FAR AS THE WHERE WE HAVE NO ESSENTIALLY A CHANGE ORDER. WE HAVE ADDITIONAL BID WE HAD TO PUT OUT FOR SOMETHING THAT WE ALREADY HAD INCLUDED IN A MAX MAX MAX BID THAT WE PAID NINE OVER MY OPINION OVERPAID FOR. IT'S WHY I WAS SO SO AGAINST IT AND SO IT'S A LITTLE FRUSTRATING TO ME THAT WE I WISH WE'D FIGHT A LITTLE BIT HARDER ON THAT BUT I KNOW LISA'S TRYING TO DO THE BEST OF WHAT SHE HAS BUT THAT'S [INAUDIBLE] THEY SHOULD BUILD THAT FIVE HUNDRED FEET GOING UP TO BABCOCK IN MY OPINION FOR THE SAME COST THAT WE'VE ALREADY AGREED TO PAY THEM. I KNOW THERE MIGHT BE SOME SOME SOME SOMETHING THAT HAPPENED IN THE PAST BUT STILL IT'S SOMETHING I FEEL LIKE THAT'S WHAT THEY GOT THEY GOT PAID FOR. WE GOT PAID VERY HANDSOMELY TO GET THAT DONE AND I STILL KIND OF FEEL LIKE WE SHOULD BE STRONG ON THAT BUT I GUESS WE HAVE TO DEFER TO LISA FOR NOW AND CITY ATTORNEY OF COURSE. NEED A MOTION COUNCIL. SO MOVE. SECOND. SECOND BY DEPUTY MAYOR ANDERSON. ANY FURTHER DISCUSSION ON THIS ITEM COUNCIL. IF NOT I'M ON TO CALL IT. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED SAY NAY. OK. MOVING ALONG INTO ADMINISTRATIVE AND LEGAL REPORTS MRS. MORRELL. NO MAYOR AND COUNCIL THANK YOU.
MRS. SMITH. YES SIR. OK. ANY PUBLIC COMMENTS. BILL. BILL BATTEN 586 OCEAN SPRAY STREET
[Public Comments/Responses]
SW FOR YOUR LONG RANGE PLANNING STUFF. I WISH YOU HAD A CRYSTAL BALL. WHEN I BOUGHT WHEN I BOUGHT MY HOUSE I THOUGHT WHAT WAS GOING TO HAPPEN. THAT'S NOT NECESSARILY WHAT HAS HAPPENED NOW 30 33 YEARS LATE THAT'S NOT EXACTLY WHAT HAS HAPPENED AND I UNDERSTAND THAT YOU DON'T LIKE IT WAS BROUGHT OUT. WE DON'T KNOW WHAT'S GOING TO HAPPEN UNTIL A DEVELOPER SAYS WHAT THEY WANT OR THE LANDOWNER THAT CURRENTLY OWNS IT KNOWS WHAT THEY WANT BUT THEY'RE NOT GOING TO BE THE LANDOWNER FOREVER. WE ALL DIE AND PASS ON AND MAKE CHANGES. I WISH YOU HAD A CRYSTAL BALL SO WE COULD HAVE THIS THING COME OUT PERFECT THE FIRST TIME. THAT'S NOT GOING TO HAPPEN. MY SECOND ONE SINCE WE DON'T HAVE THAT CRYSTAL BALL AND IF WE'RE LOOKING FOR A TRANSFER STATION FOR WASTE MANAGEMENT. MR. BAILEY I WANT IT TO BE RIGHT NEXT TO YOUR HOUSE WHEREVER THAT HOUSE IS THAT'S WHERE I WANT THAT TRANSFER STATION TO BE.AND SINCE YOU'RE IN FAVOR OF IT VOLUNTEER THAT GOES TO YOUR HOUSE BECAUSE IF YOU VOLUNTEERED AT MY HOUSE WE'RE GONNA HAVE A PROBLEM RIGHT. AND REMEMBER. [INAUDIBLE] ROOM AT YOUR HOUSE RIGHT. THAT'S WHAT MY FEAR IS YOU'RE GOING TO SAY AT MY HOUSE.
THE TREND REMEMBER THOUGH WITH THE TRANSFER STATION THAT'S JUST MEAN YOU'RE DRIVING THOSE TRUCKS THROUGH TOWN TO A TO ONE LOCATION. THEN YOU BRING IN MORE TRUCKS TO TAKE UP YOU JUST EMPTIED THAT TRUCK TO PICK IT UP AND YOU TAKE IT TO ANOTHER LOCATION STILL ACROSS TOWN SO YOU STILL HAVE TO MOVE IT JUST AS FAR BUT YOU ONLY TAKE IT OUT BUT YOU END UP TAKING IT OUT OF THE TRUCK TWICE. SO THAT'S SOMETHING TO RECONSIDER ABOUT A TRANSFER STATION. AND THEN WITH THAT BEING SAID WHEN I WENT TO THE MEETING AT WITH THE TPO I FOUND OUT THAT THERE WAS A ILLEGAL DUMP SITE OUT BY EMERALD CITY THAT WAS IN THAT AREA THAT WAS AT SOME TIME OR ANOTHER. SO MY FEAR IS THAT [INAUDIBLE] THAT CONTAMINATES THAT LAND MASS FOR ANY ANY FUTURE THINGS THAT YOU WANT TO HAVE THERE. I DON'T KNOW IF THE PEOPLE OR THIS OTHER RESIDENTS ARE FAMILIAR WITH THE AREA BUT IF YOU HAVE THESE ILLEGAL TRANSFER STATIONS BECAUSE THAT'S ALL THEY WERE DOING WAS THEY'RE TAKING THEIR TRUNKS FROM THEIR BUILD SITES AND TAKING IT OUT THERE AND DUMPING IT AND THEN YOU KNOW NOW YOU CAN'T DO ANYTHING WITH THAT LAND EXCEPT LOOK IT'S A PRETTY PARK. WELL MY FEAR IS
[02:25:03]
[INAUDIBLE] ON THE SOUTH SIDE IN THE COMPOUND AREA RIGHT NOW I'M STARTING TO SEE SAME TRUCKS THEY'RE ALL HEADING OUT THERE INTO THE INTO THE PRESERVE AREA. THEY GO OUT THERE FULL RIGHT NOW INTO THE COMPOUND AREA AND THEY'RE COMING BACK EMPTY. I'LL JUST LET YOU GUYS DECIDE HOW YOU WANT TO HANDLE THAT WHEN FROM THERE OK. SO IF IT'S HAPPENED ONCE IT MIGHT HAPPEN AGAIN AND THEN WHEN I WENT TO VISIT WITH MEET WITH THE NEW POLICE CHIEFS [INAUDIBLE] NICE LITTLE PICTURE HERE. I HAD A I TALKED WITH EACH ONE OF THEM AND I ASKED THEM WHAT THEIR IMPRESSION OF THIS WAS. OUR CURRENT ACTING CHIEF HE GAVE ME A BEAUTIFUL ANSWER I WON'T I WON'T PUT HIM ON THE SPOT BUT I'D LIKE ALL OF YOU TO SEE THAT AND SAY THIS IS THIS IS YOUR CITY. THAT SIGN WAS ONLY ABOUT THREE WEEKS OLD. IT'S FIVE BULLET HOLES THROUGH THE BULLET THROUGH THE STOP SIGN. THANK YOU VERY MUCH. GOT A QUICK QUESTION. MAYOR IF I MAY. DO YOU KNOW THE INTERVAL THE TIME INTERVALS THAT THOSE TRUCKS ARE TRAVELING OUT THERE. IT'S JUST WHENEVER I [INAUDIBLE] I'M. RANDOM. I'M NOT [INAUDIBLE] I DON'T PAY REALLY CLOSE ATTENTION. I'M JUST ALWAYS OBSERVANT BUT I'M NOT PAYING CLOSE ATTENTION. BUT I FOLLOWED THEM RIGHT TO THE SITE WATCH THEM EMPTY AND WATCH THEM COME OUT. AND IT'S NOT HARD TO FIND YOU JUST DRIVE OUT TO THE COMPOUND YOU'LL SEE IT. THANK YOU. I'M VERY [INAUDIBLE] I MEAN IF YOU KNOW IF THERE ARE TRUCKS OUT THERE DUMPING I MEAN IT'S SOMETHING WE NEED TO LOOK INTO. ALL RIGHT ON THAT NOTE ANYBODY ELSE. SURE.REAL QUICK A SECOND. [INAUDIBLE].
