2021, 2022 AND 2023 FUNDING.CAME BACK THE CITY OF PALM BAY, IN PARTNERSHIP WITH BREVARD COUNTY, DESIGNATED AS THE LEAD AGENCY, AND THE CITIES OF MELBOURNE, COCOA, AND TITUSVILLE RECEIVED HOME FUNDS THROUGH THE CONSORTIUM.
THE BREVARD HOME CONSORTIUM BRINGS TOGETHER THE CITIES AND THE UNINCORPORATED AREAS OF THE COUNTY.
ON MARCH 7TH, 2024, CITY COUNCIL APPROVED THE FISCAL YEAR 2324 HOME DISBURSEMENT AGREEMENT, WHICH ALLOCATED HOME FUNDS THROUGH FISCAL YEAR 2324. ON APRIL 19TH, 2024, THE CITY PUBLISHED AN ADVERTISEMENT IN THE FLORIDA TODAY AND DID EMAIL THE REQUEST FOR PROPOSALS TO ELIGIBLE NONPROFIT ORGANIZATIONS FOR VIABLE PROJECTS THROUGH A COMPETITIVE APPLICATION PROCESS USING FISCAL YEAR 21, 22, 22, 23 AND 2324.
FUNDING. THE FOLLOWING PROJECT CATEGORIES WERE ELIGIBLE FOR THIS FUNDING.
ON JUNE 5TH, 2024, COMMUNITY OF HOPE REQUESTED TO HAVE THEIR APPLICATION WITHDRAWN.
AND WHAT ARE THE WISHES? WE'RE GOING TO MOVE FORWARD IF WE WANT TO HAVE ANY DISCUSSION ON.

OUR INTENT IS TO DO A COMPLETE GUTTING OF HAVE IT CHECKED FOR IT WERE BUILT IN 1965, SO MOST LIKELY IT HAS LEAD BASED PAINT AND ASBESTOS IN IT.

IT WAS OUR SECOND ANNUAL BREVARD COUNTY AFFORDABLE HOUSING SUMMIT, AND IT WAS A COLLECTION OF DEVELOPERS, MUNICIPALITIES THROUGHOUT BREVARD COUNTY TO INCLUDE BREVARD COUNTY STAFF AGENCIES LIKE VOA.
AND OTHER MACEDONIA I BELIEVE HAD STAFF THERE AS WELL.
JUST A COLLECTION OF GREAT, GREAT AFFORDABLE HOUSING SUPPORTERS.
STAFF DID GET A CHANCE TO SPEAK AND HAVE FAIR HOUSING EXPERTS COME OUT AND DO A WONDERFUL PRESENTATION AS TO WHAT FAIR HOUSING IS.
AND THAT WAS VERY INTERESTING.
BUT WHAT WAS MOST INTERESTING FOR US WAS HAVING ALL THE DIFFERENT AFFORDABLE HOUSING DEVELOPERS COME IN AND LISTEN, AND, AND STAFF HAVE AN OPPORTUNITY TO LISTEN TO THE DEVELOPERS.
REALLY SAY WHAT THEY WERE WANTING TO SEE.
WHAT WOULD IT MAKE IT EASIER TO BUILD AFFORDABLE HOUSING HERE? IT WAS A VERY WELL ATTENDED EVENT WITH 225 ATTENDEES, AND IT WAS AT COCOA.
THE MAJORITY? YEAH, THE MAJORITY OF THE MUNICIPALITIES.
I THINK I APPRECIATE THE SUMMARY.
NOT ONLY SERVING ON THIS BOARD AND ALSO AS A COUNCIL MEMBER AS WELL AS WE WE OUR CITY'S GROWING.
WE ARE CERTAINLY GROWING FAST, BUT WE ARE GROWING A LITTLE LESS AFFORDABLE THAN WE WOULD LIKE TO.
SO I'M COMMITTED TO REALLY PUT EVERY EFFORT POSSIBLE TO MAKE SURE THAT DOESN'T HAPPEN, AS I'VE ALWAYS REFERENCED, TO MAKE SURE TO ENSURE THAT ALL FIRST YEAR FIREFIGHTER, OUR FIRST YEAR POLICE OFFICERS, ALL MCDONALD'S WORKER, THE SINGLE MOM STILL ARE ABLE TO LIVE IN ALL GREAT CITY.
SO THE WAY TO DO THAT IS TO MAKE SURE THAT WE WE HOLDING DEVELOPERS ACCOUNTABLE.
AND ONE OF THE THINGS I'VE BEEN, I'VE BEEN ON IS THAT YOU WANT TO DEVELOP IN OUR CITY.
YOU HAVE TO COMMIT A CERTAIN PERCENTAGE OF YOUR PROJECT TO AFFORDABLE HOUSING.
AND ON THAT SAME NOTE, I ALSO WOULD LIKE TO ENCOURAGE FOLKS THAT ARE IN THAT SPACE TO BRING US QUALITY PRODUCT, QUALITY PRODUCT THAT IS WORTH OUR TAX DOLLARS, RIGHT? THAT'S ALL MONEY AS WELL.
SO WHEN THE MONEY IS GIVING AWAY, I WANT TO KNOW THAT WHAT YOU'RE GOING TO BUILD OR REBUILD OR WHAT HAVE YOU. IT'S WORTH THE TAGS THAT WE CALLED TO BE GOOD STEWARD OF THE TAX DOLLARS.

SO I THINK IT WAS IMPORTANT, I THINK EVERYBODY THAT PARTICIPATED, YOU GOT TO IT'S SUCH A BROAD AREA.
AND IT'S SUPER IMPORTANT FOR THE FOR THE ADVANCEMENT OF OUR COMMUNITIES.
I THINK IT'S IMPORTANT THOSE THAT ARE IN THAT SPACE THAT PROVIDE SERVICES, WHETHER YOU PROVIDE SERVICES, I THINK IT'S IMPORTANT THOSE KIND OF CONFERENCES, IT'S IMPORTANT TO ATTEND.
I MEAN, I'VE ALWAYS LEARNED SOMETHING DIFFERENT.
I ALWAYS MAKE SOME NEW CONNECTIONS.
I THINK COLLABORATION IS IMPORTANT.

I SEE MORE STORAGE, WE HAVE NO RESTAURANTS, WE HAVE NO THE RETAIL IS GONE.
THERE'S NOTHING. RIGHT. IT'S LIKE AN EMPTY CORNER.
SO I GUESS MY BIGGEST CONCERN IS LIKE, ARE WE PLANNING OUTSIDE OF THAT TO HELP? YOU KNOW WHAT I MEAN? LIKE, THERE'S A LOT MORE OF THE COMMUNITY THAN JUST WHAT IS NEEDED FOR THAT HOUSING.
AND I DON'T FEEL LIKE WE HAVE THE INFRASTRUCTURE TO SUPPORT A LOT OF THAT, ESPECIALLY WHERE I LIVE, THERE'S THOUSANDS OF UNITS GOING UP AND YOU'RE TALKING FROM BABCOCK TO US ONE, SO IT'S JUST VERY CONGESTED.
SO I GUESS I JUST HOPE THAT WE HAVE AS MUCH EYE ON OVERALL BECAUSE I SEE EMPTY PLAZAS.
SO WE GOT TWO SEVEN BREWS THAT POPPED UP.
RIGHT. SO I JUST WANT TO MAKE SURE THAT LIKE WE'RE THINKING, I MEAN, MY FRIENDS TALK ABOUT THIS STUFF, RIGHT? AND IT'S A CONCERN THAT MY FRIENDS BRING TO ME.
IT'S LIKE, HOW CAN WE MAKE SURE THAT WE'RE WE'RE THINKING ABOUT FULL DEVELOPMENT, RIGHT? AND LIKE WHAT IT TAKES FOR TO MAKE US ALL HAPPY.
SO I THINK THAT IT'S GOING TO BE IMPORTANT MOVING FORWARD THAT THE CITY AND THIS BOARD TRY TO BECAUSE THOSE ALL THE STUFF THAT YOU'RE SEEING GOING UP IS NONE OF IT IS AFFORDABLE. ABSOLUTELY NONE OF IT'S AFFORDABLE.
AND I THINK THE STAFF NEEDS TO ENCOURAGE THOSE DEVELOPERS TO HAVE SET ASIDES.
AND IT WOULD BE GREAT IF THIS BOARD WOULD INCENTIVIZE THOSE SET ASIDES.
SO THAT WOULD BE VERY HELPFUL, SO THAT WHEN YOU DO HAVE A RESTAURANT OPEN UP, THE PEOPLE WORKING IN THE RESTAURANT CAN ACTUALLY LIVE IN THE CITY, IN THE CITY THAT THEY WORK.
SO AND RIGHT NOW IT'S VERY DIFFICULT FOR SOMEBODY TO OPEN A RESTAURANT BECAUSE WHO ARE THEY GOING TO EMPLOY THAT CAN AFFORD TO LIVE IN THE CITY? I'D LIKE TO GO AHEAD.
AND THEN I HAVE ONE MORE. I WANTED TO MAKE ANOTHER ANNOUNCEMENT WHEN YOU'RE DONE.
I'D LIKE TO ADD ABOUT CREATING A USER FRIENDLY ENVIRONMENT FOR THESE DEVELOPERS, BECAUSE TIME IS MONEY. AND I'M NOT SAYING WE NEED TO THROW ASIDE THE REQUIREMENTS TO KEEP PEOPLE SAFE AND BUILDINGS CONSTRUCTED PROPERLY, BUT I'D LOVE TO SEE MORE OF AN EXPEDITED OPPORTUNITY, WHETHER IT IS IN A PRE-CONSTRUCTION OPPORTUNITY TO OUTLINE WHAT EXPECTATIONS ARE IN ORDER TO MINIMIZE COSTS BECAUSE THEY'RE ALREADY TRYING TO SUPPORT AN AFFORDABLE HOUSING. OPPORTUNITY FOR PEOPLE AND RESIDENTS, AND ADDING COSTS IS NOT ADVANTAGEOUS FOR ANYBODY.
SO TO THAT POINT, WE HAD IT ON THE SCHEDULE TO HAVE THE BUILDING DEPARTMENT COME IN TODAY.
AND WE HAD ASKED GROWTH TO SEND SOMEONE FROM THEIR DEPARTMENT SO THAT ALL THREE OF US COULD COLLABORATE AND COME TO THE CAP BOARD WITH A GOOD, STRONG POWERPOINT TO GO OVER.
IF YOU'RE A DEVELOPER COMING IN, WHAT CAN YOU EXPECT? WHAT'S THE FIRST STEP? WHAT'S THE SECOND STEP? WHO WOULD YOU REACH OUT TO AT ANY STEP IN THE PROCESS? OF COURSE, BUILDING HAD A TRAINING IN ORLANDO, AND BOTH THE BUILDING OFFICIAL AND HIS COUNTERPART HAD TO GO THIS WEEK.

AND THEY HAVE BLOCKED ROOMS AT A DISCOUNTED PRICE AS WELL.
THERE ARE MANY DIFFERENT DISCUSSIONS DURING THIS THAT WOULD BE VERY BENEFICIAL TO THE BOARD MEMBERS.
CAN THIS BE SENT OUT TO EVERYBODY? THAT WOULD BE GREAT.

IN BOTH CASES THE INTEREST RATE PLAYS A TREMENDOUS, TREMENDOUS FACTOR ON THE MONTHLY PAYMENT.
SAY SOMEBODY WANTS TO BUY A HOUSE AND IT'S 7% INSTEAD OF THREE.
WHAT I DON'T KNOW IS, IS IS THERE ANY WAY THAT INTEREST RATE WE COULD HAVE, LIKE A SUBSIDIZED INTEREST RATE FOR PEOPLE BUYING AFFORDABLE HOUSING? PARTICULARLY IF, IF IT'S A HOUSE THAT THE CITY HAS REMODELED IS GOING TO DEVELOP OR EVEN LIKE THE MACEDONIA PROJECT.
I MEAN, THE AMOUNT OF RENT THAT'S BEING PAID HAS TO BE INFLUENCED BY THE INTEREST RATE IS OR THE HOUSES. ARE THEY BEING RENTED? I MEAN, OR SOLD? THEY RENT THE HOUSE.
THEY'RE RENTALS, THEY'RE RENTING. THEY RENT THEM.
WELL, I JUST DIDN'T KNOW IF ANYBODY ELSE ON THE BOARD OR STAFF OR PARTICULARLY KIRA WHO'S SO EXPERIENCED IN THIS, YOU KNOW, I MEAN, I KNOW THAT THERE ARE LOANS OUT THERE THAT ARE NOT INCOME TAXED, AND THEREFORE THE INTEREST RATES CAN BE LOWER.
BUT THAT'S PRETTY MUCH ALL I'VE GOT TO SAY.
THERE WAS AT THE AFFORDABLE HOUSING SUMMIT, THERE WAS SEVERAL AFFORDABLE HOUSING LENDERS.
SO I REMEMBER VALLEY BANK AND A COUPLE OTHER ONES THAT THEY SPECIFICALLY HAVE PRODUCTS FOR LOW INCOME PURCHASE THAT CAN DO THINGS LIKE WAIVE THE A, THE PMI FOR PUTTING DOWN LESS, AND THEN CAN PUT ON A SECOND MORTGAGE.
