FOR THIS YEAR, IT'S GOING TO BE FISCAL YEAR 20 2021 THROUGH 2022. THAT'S WHAT'S CONSIDERED THE CLOSEOUT YEAR. SO IT'S ONLY THAT SPECIFIC ALLOTMENT FOR THAT YEAR THAT THE CITY RECEIVED THAT HAD TO BE EXPENDED ON AFFORDABLE HOUSING PROJECTS. THE MAJORITY OF OUR AFFORDABLE HOUSING PROJECTS ARE GOING TO BE REHABS THROUGHOUT THE CITY OF PALM BAY, AND THEY HAVE TO GO THROUGH AN INCOME CERTIFICATION. THE INCOME CERTIFICATION IS THE HOUSEHOLD, WHAT THE HOUSEHOLD BRINGS IN AND THE HOUSEHOLD MEMBERS. SO THEY TAKE ANYONE THAT'S OVER THE AGE OF 18 THAT'S WORKING. THERE ARE A FEW EXCEPTIONS IF THEY'RE COLLEGE STUDENTS AND THINGS LIKE THAT, BUT THIS IS PROBABLY ONE OF THE MOST REGULATED GRANTS THAT WE HAVE AS THE CITY. SO AS YOU CAN SEE, THERE'S ACCOMPLISHMENTS THERE BY UNITS. SO WE HELPED OUT 20 UNITS, OWNER OCCUPIED HOUSING, AND THE EXPENDITURES ARE THERE AS WELL AS ANY PROGRAM INTEREST THAT WE HAD MADE. PROGRAM INCOME PAYMENTS, RECAPTURED FUNDS. ELI IS EXTREMELY LOW INCOME AND I'M ON PAGE TWO OF THE REPORT. BAILEY IS VERY LOW INCOME, LOW INCOME, MODERATE INCOME AND UP TO 140%. IT STARTS ON THE STATE FISCAL YEAR, WHICH IS IN JULY. BUT STARTING IN OCTOBER, WE START TO PREPARE THOSE REQUESTS FOR PROPOSALS FOR CDBG FUNDING AND HOME FUNDING. THOSE PACKETS THAT GO OUT TO THE AGENCIES TO SAY, HEY, WE'RE ANTICIPATING WE'RE GOING TO GET THIS MUCH FUNDING BASED ON WHAT WE GOT LAST YEAR. AND AGENCIES, PLEASE. SO KINDLY LOOK AT WHAT SERVICES YOU WOULD LIKE TO PROVIDE THAT YOU MAY NEED A LITTLE BIT MORE FUNDING FROM CDBG. AND WHEN THAT GOES OUT, WE START TO PREPARE THAT IN OCTOBER. FIRST PUBLIC HEARING FOR CDBG, WHICH IS WHEN COUNCIL REVIEWS ALL THE PACKETS AND THEY LOOK TO SEE WHAT YOUR RECOMMENDATIONS ARE AS A BOARD TO REALLY PUT VALUE ONE WAY ON IF THAT'S THE FUNDING THAT THEY WANT TO ASSIGN TO THOSE AGENCIES. THEN IN MARCH WE LOOK TO SEE, OKAY, WHAT IS OUR FINAL ALLOCATION? WE ARE NOT ABLE TO POST OUR SECOND OR LAST PUBLIC HEARING UNTIL WE GET THOSE ALLOCATIONS, THOSE FIRMED UP NUMBERS FROM D.C. AND I THINK A LOT OF TIMES, AS YOU'RE STATING, THERE'S A LOT OF INFORMATION THAT'S REQUIRED WITH THE APPLICATION, BUT THERE'S ALSO A LOT OF INFORMATION AND A LOT OF WORK THAT GOES INTO THE REPORTING REQUIREMENTS. AND SO SOME OF THE AGENCIES, IF YOU WERE TO ONLY GIVE THEM $5,000, IT'S REALLY NOT WORTH THE VOLUME OF WORK THAT THEY HAVE TO DO THROUGHOUT THE YEAR. PLUS, I BELIEVE, ISN'T THERE A REQUIREMENT THAT THEY HAVE TO INCREASE THEIR LEVEL OF SERVICE? BECAUSE I KNOW WITH POWELL, WE TALKED ABOUT THAT A LITTLE BIT, THAT THEY HAVE TO GO HIGHER THAN WHAT THEY GOT THE LAST YEAR. SO IF YOU HAD SOMEBODY THAT RECEIVED $20,000 THE PREVIOUS YEAR, IF WE WERE TO SPREAD IT OUT AND GIVE EVERYBODY $5,000, THEN THAT AGENCY WOULD NO LONGER REALLY QUALIFY BECAUSE IT'S NOT AN INCREASE TO THEIR LEVEL OF SERVICE. SO THERE'S YOU'RE ABSOLUTELY RIGHT. THERE'S TWO CATEGORIES. YOU EITHER INCREASE YOUR LEVEL OF SERVICE BY EXPANDING THE NUMBER OF CDBG INCOME ELIGIBLE CITIZENS THAT YOU'RE GOING TO HELP, OR BY EXPANDING IT AND PROVIDING A NEW SERVICE. SO THOSE ARE THE TWO MARKERS. IF YOU'RE A NEW IF YOU'RE A REPEATING AGENCY THAT YOU HAVE TO HAVE, IF YOU'RE A NEW AGENCY, THEN YOU JUST YOU STILL NEED TO PROVE A LOT. YOU STILL NEED TO PROVE HOW YOU'VE HELPED IN THE PAST. PALM BAY RESIDENTS THAT YOU'RE ESTABLISHED THAT THE PROGRAM COULD MOVE FORWARD EVEN IF YOU DIDN'T GET CDBG FUNDING, BECAUSE THAT THERE NEEDS TO BE THAT TO SHOW AT LEAST THAT THE AGENCY HAS THE LEVERAGING IF THEY IF THEY NEED TO.
