SO WE'LL TOUCH A LITTLE BIT MORE ON THOSE NEXT. SO A LITTLE DEEPER DIVE INTO WHAT THEY'VE BEEN ABLE TO ACCOMPLISH AS A TEAM. CURRENTLY WE HAVE 2884 TOTAL BUSINESSES ACTIVE IN THE SYSTEM. THAT THEY ARE RESPONSIBLE FOR MANAGING, ENSURING THAT THEY GET RENEWED ON TIME, ENSURING THAT THEY HAVE PROPER STATE AND FEDERAL LICENSING TO BE ABLE TO HOLD A TAX RECEIPT. PASSPORTS. I'M SORRY, OF THOSE 2008 84, 292 OF THOSE ARE NEW SINCE JANUARY. A PASSPORTS. THEY PROCESS APPROXIMATELY 64 PASSPORTS PER MONTH, AND THAT DOES NOT INCLUDE ANY WALK INS THAT THEY MIGHT GET THAT THEY MIGHT TAKE THE DAY OF. WE HAVE TWO DAYS A WEEK FOR PASSPORTS. SO IN FEBRUARY 2023, THE TEAM DID COMPLETE A BIENNIAL INSPECTION OF THE PASSPORT ACCEPTANCE PROGRAM. THE PURPOSE OF THE INSPECTION IS TO ENSURE THAT WE ARE WE ARE ENSURING THAT OUR FACILITY IS COMPLYING WITH FEDERAL REGULATIONS SO WE CAN CONTINUE TO BE AN ACCEPTANCE AGENCY. THE AGENT THAT CAME SPENT ABOUT A HALF A DAY WITH OUR TEAM AND THEY SHADOWED THEM. IT'S THE GREEN SCREEN TO OUR NEW SYSTEM, IMS, AND SINCE THEN IT HAS REALLY STREAMLINED THE PROCESS FOR BUSINESSES. SO ESSENTIALLY IT CREATES AN ELECTRONIC DATABASE FOR THE BUSINESSES TO BE ABLE TO LOG ON, CHECK THE STATUS OF THEIR APPLICATION, THEY CAN UPLOAD DOCUMENTS THE ALL THE CORRESPONDENCE THEY HAVE WITH STAFF IS SAVED ON THE DASHBOARD. SO THIS IS THE TECHNICAL DEFINITION OF IT. ESSENTIALLY, IT'S A MULTI-PRONGED APPROACH ON HOW TO ENSURE THAT YOUR COMMUNITY IS THRIVING, QUALITY OF LIFE FOR RESIDENTS, YOUR WORKFORCE. SO SOME OF THOSE ACTIVITIES MIGHT INCLUDE BUSINESS RETENTION, EXPANSION AND ATTRACTION, SITE SELECTION ASSISTANCE, TALENT ATTRACTION AND RETENTION, WHICH IS FOR BOTH. THAT COULD ACTUALLY WORK FOR NEW COMPANIES COMING IN AND EXISTING. COORDINATION WITH RESOURCE PARTNERS, CREATING AND MANAGING ECONOMIC DEVELOPMENT PROGRAMS AND INCENTIVES, AND MAINTAINING AND BUILDING COMMUNITY PARTNERSHIPS BOTH AT THE LOCAL AND STATE LEVEL. AND WE'LL BE TAKING A CLOSER LOOK AND GIVING SOME EXAMPLES OF THESE ACTIVITIES. BUT FOR NOW, I'M ACTUALLY GOING TO TURN IT BACK OVER TO JOAN. OKAY. SO THIS IS AN OVERVIEW OF WHAT WE COVERED IN 2021 VERSUS WHAT WAS APPROVED AND WHERE WE'RE WHAT WE'RE COMING BEFORE YOU FOR THIS EVENING. WE HAD A BUSINESS IMPROVEMENT DISTRICT WHICH WAS DISBANDED, DIDN'T REALLY SERVE A PURPOSE. THERE WAS NO FUNDING MECHANISM. AND THEN, OF COURSE, WE HAD THE SAME FEDERAL PROGRAMS THAT ALL THE OTHER MUNICIPALITIES IN THE STATE OF FLORIDA ARE PROVIDED. FOLLOWING THAT WORKSHOP, WE GOT COUNCIL'S BLESSING TO PROCEED WITH A VARIETY OF DIFFERENT ECONOMIC DEVELOPMENT TOOLS TO ATTRACT NEW BUSINESS AND EXPAND EXISTING BUSINESSES. SO WE REVISED THE AV PROGRAM TO CREATE A GRADUATED APPROACH, WHICH IS GREAT FOR THE CITY AND IT'S GREAT FOR THE BUSINESS. BUSINESS GETS THE ASSISTANCE RIGHT UP ON THE FRONT, BUT THE CITY COLLECTS ITS AD VALOREM TAX REVENUE SOONER RATHER THAN IT WOULD HAVE BEEN UNDER THE THE FLAT APPROACH. WE ADOPTED A COMMERCIAL FACADE IMPROVEMENT GRANT, WHICH WE CALL THE COMMERCIAL PROPERTY ENHANCEMENT PROGRAM, AND YOU ALL HAVE SEEN MANY OF THOSE APPLICATIONS COME BEFORE YOU, AND WE'LL COVER SOME MORE OF THAT LATER IN THE SLIDES. WE HAD FEE WAIVERS, REDUCTIONS AND REBATES PROGRAMS THROUGH A VARIETY OF PROGRAMS LIKE PRE-APPLICATION FEE WAIVERS, LOW IMPACT DEVELOPMENT PROGRAMS, VOLUNTARY INCLUSIONARY HOUSING, AND YOU NAME IT. WE LEVERAGED CITY AND CRA PROPERTIES FOR FAVORABLE AND STRATEGIC ECONOMIC DEVELOPMENT. AND THEN THE LAST TWO BULLETS I JUST WANT TO FOCUS ON BECAUSE WE'RE COMING BACK TO THIS TONIGHT, THE SITE READINESS PROGRAM WE PRESENTED BACK IN 2021. AT THE TIME, THERE REALLY WASN'T AN APPETITE. WE DIDN'T REALLY HAVE SOME OF THESE ECONOMIC DEVELOPMENT STUDIES THAT WE NEEDED TO HAVE DONE TO TELL US WHAT THE NEED OF THE COMMUNITY WAS. NOW WE DO. SO WE'RE BRINGING THAT BACK TO YOU TONIGHT. ANOTHER THING THAT I HAVE NOTED HERE, WE'RE NOT GOING TO REALLY GET INTO THE DETAILS OF IT. IT'S ACTUALLY GOING TO COME BACK TO YOU UNDER PHASE TWO OF THE LAND DEVELOPMENT CODE, IS THE CONCEPT OF OVERLAY DISTRICTS THAT ALLOW FLEXIBILITIES AND WAIVERS FOR FAVORABLE DEVELOPMENT. IT IS A PERFORMANCE BASED PROGRAM, SO THERE IS REQUIREMENTS THAT THE COMPANIES ARE SUPPOSED TO TO FOLLOW FOR THEM TO KEEP THEIR ABATEMENT. IT'S ALSO A BUT FOR PROGRAM. SO IT'S REALLY USED TO ATTRACT SOME OF THOSE COMPANIES THAT ARE MAYBE LOOKING AT OTHER STATES OR OTHER AREAS. ACTIVELY LOOKING AND THIS IS PRETTY MUCH THEY WOULDN'T COME TO THE CITY IF IT WASN'T. BUT FOR THIS, THIS PROGRAM, WHICH HAS BEEN SUCCESSFUL. AND I'LL SHOW YOU ON THE NEXT SLIDE. IN 2021, JOAN KIND OF TOUCHED ON IT. WE DID REVISE THE GUIDELINES TO A SLIDING SCALE. SO AND I DID WANT TO NOTE MIDWEST DENTAL ARTS WAS RECENTLY RESCINDED BY CITY COUNCIL FOR NONPERFORMANCE. SO AGAIN PERFORMANCE BASED INCENTIVES CAN WORK. THIS IS OUR BUILDING PERMIT FEE REDUCTION PROGRAM, WHICH WAS ESTABLISHED IN DECEMBER OF 2021. BUSINESSES IN CERTAIN ZONING DISTRICTS CAN BE ELIGIBLE FOR 75% OFF OF THEIR BUILDING PERMIT FEE, WHICH IS RETAINED BY THE CITY. THIS IS ALSO A PERFORMANCE BASED PROGRAM. SO AGAIN, THEY HAVE REQUIREMENTS THAT THEY HAVE TO MEET BEFORE THEY GET AWARDED THIS PROGRAM. AND IT'S REALLY TO ENCOURAGE BOTH NEW DEVELOPMENTS AND EXISTING BUSINESSES TO EXPAND WITHIN PALM BAY. SO THE LIST THAT YOU SEE OVER HERE IS THE RECIPIENTS TO DATE, ALL OF WHICH ARE CURRENTLY UNDER CONSTRUCTION. AND I DID WANT TO NOTE THAT THE CITY, OUR DEPARTMENT DOES ADMINISTER TWO BUILDING PERMIT FEE REDUCTION PROGRAMS. WE HAVE ONE FOR THE COMMERCIAL INDUSTRIAL PROJECTS. AND THEN THERE'S ALSO ONE FOR AFFORDABLE HOUSING PROJECTS, WHICH IS MANAGED BY OUR HOUSING DIVISION. OUR COMMERCIAL PROPERTY ENHANCEMENT PROGRAM. WE REFER TO IT AS CPEP WHICH IS OUR FACADE PROGRAM WAS ESTABLISHED IN NOVEMBER OF 2021. ANOTHER PERFORMANCE BASED REIMBURSEMENT MATCHING GRANT PROGRAM. WE CAN MATCH UP TO $10,000 PER PROJECT. AND IT COULD GO TOWARDS ANY TYPE OF UPGRADES TO THE EXTERIOR OF THE BUILDING. AND IT'S REALLY TO ENHANCE AND IMPROVE THE LOOK OF THE BUILDING FROM THE PUBLIC'S PERSPECTIVE, MAKING PALM BAY MORE ATTRACTIVE AND COMPETITIVE FOR OTHER BUSINESSES TO COME IN. AND THEN WE HAD AQUATECH MARINE, WHICH IS LOCATED ON PALM BAY ROAD AS WELL. SO THEY ACTUALLY REMOVED REMOVED THAT OLD RUSTY SIGN THERE AND THEY REPLACED IT WITH A NEW FREESTANDING ILLUMINATED SIGN. SO IT NOW LIGHTS UP. AND THEN WE HAD AUDIO IMAGES OF BREVARD, WHICH WAS ONE OF OUR RECENT ONES. SO THEY'RE LOCATED ON US ONE. SO A MAJOR, MAJOR CORRIDOR OR MAJOR HIGHWAY. AND THEY WERE ABLE TO DO FRESH, FRESH COAT OF PAINT. THEY DID SOME PATCH WORK ON THE OUTSIDE OF THEIR BUILDING. THEY REPLACED THE LIGHTING AND THE SIGNAGE OUT BY THE ROAD. BUT NOTABLY, WE'VE USED THEM TO CONDUCT A COUPLE OF STUDIES. SO THE ECONOMIC DEVELOPMENT STRATEGIC PLAN THAT WAS ADOPTED BY COUNCIL WAS CONDUCTED BY EAST CENTRAL FLORIDA REGIONAL PLANNING COUNCIL. THE SUBSEQUENT COMPOUND ANALYSIS THAT WAS ADOPTED WAS PREPARED BY EAST CENTRAL FLORIDA REGIONAL PLANNING COUNCIL. AND THEN WE HAVE A BABCOCK CORRIDOR ANALYSIS COUNCILMAN JOHNSON HAD ASKED US TO CONDUCT. THAT'S IN DRAFT. WE'RE REVIEWING IT. SO THE CITY SECURED AN FDEP GRANT FOR THE SOCIAL AND SOCIAL AND ECONOMIC VULNERABILITY ASSESSMENT. BASICALLY, IT'S VULNERABILITY ASSESSMENT OF THE CITY. AND WHAT IT DOES IS IT ASSESSES THE CRITICAL ASSETS OF THE CITY TO INCLUDE FIRE STATIONS, LIFT STATIONS, THINGS LIKE THAT. AND WHAT IT LOOKS AT IS HOW VULNERABLE ARE THESE CRITICAL ASSETS TO THINGS LIKE FLOODING, NATURAL DISASTERS AND OTHERWISE. ONCE WE COMPLETE THIS ASSESSMENT, WE CAN TAKE ANY OF THOSE CRITICAL ASSETS THAT ARE VULNERABLE AND APPLY FOR HARDENING GRANTS AND OTHER TYPES OF GRANTS THROUGH FDEP. WE RECENTLY LEARNED THAT OUR PARTNERSHIP WITH THE REGIONAL PLANNING COUNCIL ON A BROWNFIELDS GRANT WAS AWARDED $1.5 MILLION, AND AS THE GRANT [00:25:08] TITLE STATES, IT COVERS THE ASSESSMENT OF BROWNFIELDS, THE CLEANUP OF BROWNFIELDS, AND A VARIETY OF OTHER SMALLER THINGS IN BETWEEN THERE, SO WE'LL BE KICKING THAT OFF. I WANT TO SAY SOMETIME LATER IN THIS, THIS CALENDAR YEAR, AND THAT'LL BE AVAILABLE TO THOSE THAT WANT TO COME AND INVEST, RIGHT. SO WE CAN USE THAT TO CONDUCT PHASE ONE ENVIRONMENTAL SITE ASSESSMENT. SO IF SOMEBODY BELIEVES THEIR SITE HAVE MIGHT HAVE PERCEIVED CONTAMINATION, WE CAN TEST IT AT NO COST TO THEM. WOW. A PHASE ONE SITE ASSESSMENT IS ABOUT A COUPLE THOUSAND DOLLARS. AND THEY SAID, THIS IS KIND OF UNIQUE. YOU KNOW, WE'RE WE WANT TO DIG INTO THIS A LITTLE BIT MORE. IT'S A UNIQUE CHALLENGE. AND THEY REACHED OUT TO EAST CENTRAL FLORIDA REGIONAL PLANNING COUNCIL, AND THEY ASKED, WOULD WE BE INTERESTED IN LETTING THEM DO A TECHNICAL ASSISTANCE STUDY FOR US? SO OF COURSE, THEY CONNECTED US. WE TALKED. AND WHAT WHAT CAME OUT OF THAT CONVERSATION WAS WE HAVE A THERE'S AN EPA GRANT FOR TECHNICAL ASSISTANCE FOR LAND USE AND REVITALIZATION OF LANDS. THEY'RE A PRIVATELY HELD COMPANY THAT MANUFACTURES CUSTOM AND STOCK CUSTOM AND STOCK ALUMINUM EXTRUSIONS. THEY HAVE LOCATIONS BOTH IN NEW YORK AND FLORIDA. HOWEVER, THE COMPANY CHOSE TO EXPAND IN THEIR FLORIDA LOCATION BY UTILIZING THIS GRANT. SO AN EXAMPLE OF HOW THE GRANT FUNDS WERE USED. THEY WERE ABLE TO RELOCATE THEIR ELECTRIC LINES AND WASTEWATER EXTENSION LINES. AND THE COMPANY IS NOW IN THE PROCESS OF BUILDING THE 76,000 SQUARE FOOT BUILDING AT ITS CURRENT CAMPUS, WITH AN ESTIMATED CAPITAL INVESTMENT OF 30 MILLION. THUS CREATING 25 NEW JOBS AT THE COUNTY'S AVERAGE WAGE. SO GOING INTO THE SECOND SUCCESS STORY. IT'S A GROUP. THEY'RE A COMPANY THAT WAS FOUNDED IN 1961, IN SPAIN, AND TODAY THEY'RE ACTUALLY ONE OF THE LARGEST EUROPEAN MANUFACTURERS OF CANNED TUNA AND SHELLFISH. THEY HAVE LOCATIONS ALL ACROSS EUROPE.
