BUT THIS PAST YEAR IN PARTICULAR, THERE WAS SOME STAFF TURNOVER AND, AND SOME, SOME GAPS TO FILL AS IT RELATES TO THE UNFORTUNATE PASSING OF A KEY MEMBER OF THE FINANCE TEAM. BUT THE CITY AND THE FINANCE DEPARTMENT IN PARTICULAR DID A GREAT JOB OF OF BRINGING SOME NEW FOLKS IN TO HELP COORDINATE THE AUDIT PROCESS.
AND WHILE WE ARE A LITTLE LATER THAN USUAL WE EXPECT THAT TO BE SOMETHING THAT GETS MOVED UP EARLIER GOING FORWARD WITH THE PROCESSES THE CITY HAS IN PLACE. AS IT RELATES TO OUR REQUIRED COMMUNICATIONS UNDER OUR STANDARDS, I DID WANT TO POINT OUT OUR RESPONSIBILITIES WERE TO AUDIT THE FINANCIAL STATEMENTS UNDER GOVERNMENT AUDIT STANDARDS.
AS WELL AS CONSIDER UNIFORM GUIDANCE AND THE FLORIDA SINGLE AUDIT ACT, AND THE RULES OF THE AUDITOR GENERAL AS IT RELATES TO THE GRANTS THAT THE CITY EXPENDS. MANAGEMENT'S RESPONSIBILITIES WAS TO PROVIDE US WITH ALL THE INFORMATION THAT WE REQUESTED AND TO TAKE RESPONSIBILITY FOR THE FINANCIAL STATEMENTS, AS WELL AS MAINTAINING APPROPRIATE INTERNAL CONTROLS DURING THE FISCAL YEAR.
AND WE RECEIVE REPRESENTATION OF THAT AT THE CONCLUSION OF THE AUDIT.
THERE WE GO. SO OUR MAIN DELIVERABLES ARE THE AUDIT REPORTS THAT YOU'LL FIND IN THE PRETTY LENGTHY DOCUMENT, THE FIRST ONE BEING THE REPORT ON THE FINANCIAL STATEMENTS.
AND WE ISSUED AN OPINION THAT THE WHICH WE CALL AN UNMODIFIED OPINION, WHICH IS BASICALLY SAYING THAT THE NUMBERS ARE FAIRLY STATED IN OUR OPINION, WITHIN THE FINANCIAL DOCUMENT.
AS IT RELATES TO THE BASIC FINANCIAL STATEMENTS.

AND PLEASE THE REPORT, THERE WERE NO SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES NOTED.
THERE'S ALSO A REPORT ON WE CALL THE MANAGEMENT LETTER AS WELL AS INDEPENDENT ACCOUNTANTS REPORT.
AND THOSE ARE BOTH REQUIRED BY THE FLORIDA AUDITOR GENERAL, AND THOSE ALSO GO THROUGH A VARIETY OF ITEMS LOOKING AT COMPLIANCE OVER INVESTMENTS IN PARTICULAR, AS WELL AS OTHER, MAYBE LESS SIGNIFICANT ITEMS. THOSE WERE ALSO CLEAN REPORTS FOR THE CITY.
AND THEN SORRY, THE THE LAST REPORT I WANT TO REFERENCE IS RELATES TO THE GRANTS THAT WE AUDITED.
THIS IS SIGNIFICANT IN THAT THE CITY RECEIVED A CLEAN REPORT ON THIS.
IT'S BEEN A STRUGGLE THE LAST NUMBER OF YEARS.
THE CITY HAS HAD FINDINGS RELATED TO ITS GRANTS.
AND SO I'M GLAD TO REPORT TO YOU THAT THOSE WERE NOT.
JUST A FEW FINANCIAL HIGHLIGHTS.
YOU CAN SEE THAT FOR 23, THERE WAS AN IMPROVEMENT FROM THE PRIOR YEAR.
THE THE TOTAL NET POSITION INCREASED FROM ONE 122 MILLION TO 160 MILLION.
THE BIG NUMBER IN THAT IS THE INVESTMENT IN CAPITAL ASSETS OF THE CITY.
BUT THERE WAS AN OVERALL IMPROVEMENT IN CHANGE IN NET POSITION WAS POSITIVE AT A 38.4 MILLION UNDER GOVERNMENTAL ACTIVITIES AND 31.5 MILLION FOR BUSINESS TYPE ACTIVITIES. SO GOOD RESULTS UNDER BOTH ACTIVITIES THERE.

MILLION. THE UNASSIGNED FUND BALANCE AS A PERCENTAGE OF TOTAL EXPENDITURES WAS 50.5%, ALSO AN IMPROVEMENT OVER 22.AND THAT'S THAT'S A VERY HEALTHY PERCENTAGE.
AND SO ESPECIALLY FOR OUR COASTAL KIND OF FLEXIBILITY, BUT ALSO POSITIONS THE CITY WELL FOR FUTURE PROJECTS ON THE BUDGET SIDE FOR COMPLIANCE PURPOSES.
ALSO POSITIVE RESULTS HERE, THE CITY PROJECTED 94.1 MILLION IN REVENUES AND RECEIVED 107.7 MILLION. ALSO BUDGETED 107.4 MILLION TO BE SPENT AND ONLY SPENT 94 MILLION.
AND THEN THE LAST SLIDE HERE JUST POINTS TO THE UTILITIES PARTICULAR THE UTILITY PROPRIETARY FUND.
AND AGAIN THIS IS IMPORTANT TO MAKE SURE THERE'S POSITIVE OPERATING INCOME.
YOU CAN SEE THAT WAS 11.8 MILLION FOR 23.
ALSO AN IMPROVEMENT IN UNRESTRICTED NET POSITION.
SO NO CONCERNS THERE AS IT RELATES TO THE PROPRIETARY FUNDS.

ON DECEMBER 18TH, 2023, KARDELL TOOK MALIK FROM HIS DAYCARE WITHOUT GABRIELLA'S KNOWLEDGE AND WE WERE UNAWARE OF HIS WHEREABOUTS FOR FOUR DAYS, GABRIELLE CALL CHILD SERVICES AND NOTIFIED THE POLICE DEPARTMENT AND NOTIFIED THE POLICE THAT KARDELL OWNED A GUN UNLAWFULLY AND STATED TO GABRIELLE THAT HE WOULD COMMIT SUICIDE BY COP IF ANYONE TRIED TO TAKE MALIK FROM HIM.
PALM BAY PD ADVISED AGAIN THERE WAS NOTHING THAT THEY COULD DO.
GABRIELLE STILL ALLOWED KARDELL TO SEE MALIK.
WE HIRED AN ATTORNEY AND TRIED TO COME UP WITH AN AGREEMENT FOR AT LEAST TEMPORARY CUSTODY.
KARDELL DENIED EVERY ATTEMPT ON AUGUST 26TH.
MY HUSBAND, WHO IS DISABLED, WAS DROPPING OFF MALIK AT HIS PRESCHOOL.
WHEN KARDELL, WHO HAD NO KNOWLEDGE OF WHERE MALIK'S SCHOOL WAS ATTENDING SCHOOL BECAUSE WE WERE SO FRIGHTENED, WE CHANGED SCHOOLS THREE DAYS BEFORE, SUDDENLY CAME OUT OF NOWHERE AND GRABBED MALIK FROM BEHIND AND STARTED RECORDING WITH HIS CAMERA.
KARDELL AND MY HUSBAND, THOMAS WERE IN A VERBAL ALTERCATION IN FRONT OF THE SCHOOL.
THOMAS WAS IN FEAR OF THE SAFETY OF MALIK AND JUST WANTED TO SIGN HIM INTO SCHOOL.
HOWEVER, KARDELL CONTINUED TO RECORD AND THOMAS HIT THE PHONE AWAY.

MY HUSBAND GOT ARRESTED THAT DAY AND WAS MISTAKENLY CHARGED BY PALM BAY POLICE DEPARTMENT WITH DOMESTIC VIOLENCE VIOLENCE, WHICH WAS CORRECTED TO BATTERY.MALIK AND GABRIEL WERE BOTH SCARED TO RETURN TO THE SCHOOLS.
CORDELL TEXTED GABRIELLA AND SAID HE WOULD BE THERE EVERY DAY.
MY DAUGHTER TRIED TO FILE ANOTHER ORDER OF PROTECTION FOR STALKING AND WAS REJECTED ONCE AGAIN.
THEN LAST WEEK, KARDELL FILED A PROTECTIVE ORDER AGAINST MY HUSBAND.
THROUGHOUT ALL OF THIS, THE POLICE HAVE DONE NOTHING TO HELP US DUE TO LACK OF EVIDENCE.
HE WAS ELITE MESSAGES, PHOTOS AND OTHER EVIDENCE OF HIS BEHAVIOR.
WE RECENTLY DISCOVERED THAT THIS IS A PATTERN OF BEHAVIOR, SUCH AS THE FACT THAT HE HAS BEEN CHARGED WITH DOMESTIC VIOLENCE, HAS SEVERAL OTHER CHILDREN AND A WIFE WHO ARE NOT IN HIS LIFE. THEIR RELATIONSHIP WAS MANIPULATIVE AND ABUSIVE THROUGHOUT THE FIVE YEARS.
SINCE I HAVE KNOWN KARDELL, HE HAS BEEN UNSTABLE AND UNPREDICTABLE.
IT'S BEEN A ROCKY, MANIPULATIVE AND TERRIBLE SITUATION FOR GABRIELA AND MORE IMPORTANTLY, MALIK.
WE HAVE TRIED TO FIND JUSTICE AND DO WHAT'S BEST FOR MALIK.
KARDELL HAS NO REGARD FOR THE LEAKS.

THAT'S A REALLY, REALLY GOOD THING.

AND I KNOW GROWTH MANAGEMENT PUTS THIS FORTH TO ALL THE DEVELOPERS AS THEY COME IN, BUT EXPLAINS TO THEM THE INCENTIVES THAT THEY GET THAT ARE ALL RELATED TO BENEFITS ON THE SITE AS THEY DEVELOP THE SITE.
SO IF THEY DO A CERTAIN STORM WATER INSTALLATION, FOR EXAMPLE, OF A CERTAIN TYPE OF TREATMENT TRAIN OR SOMETHING, THEY CAN ACTUALLY GET BENEFITS, FOR EXAMPLE, YOU KNOW, MAYBE IT'S, YOU KNOW, CHANGES TO THE PARKING SPACES OR THINGS RELATED TO VARIANCES ON THE SETBACKS SO THAT THEY CAN, YOU KNOW, CREATE MORE SPACE FOR THEIR PROJECT. AND THERE'S A WHOLE LIST OF THOSE.

SO WE COULD CERTAINLY EXPLORE IN CONVERSATION, ENGAGING WITH THE DEVELOPMENT COMMUNITY, WHAT WOULD BE SOMETHING THAT WOULD BE MORE OF AN INCENTIVE FOR THEM? YOU KNOW, UNLESS YOU ALL ARE GOING DIRECTLY MANDATORY.
