I DON'T SEE MY THREE MINUTES THE COMMUNITY DEVELOPMENT ECONOMIC BOARD, AND THEY JUST GAVE AN EXCELLENT PRESENTATION ABOUT EXPANDING OUR CITY AND BRINGING IN NEW BUSINESS.
AND WE'D LIKE TO ASK COUNCIL FOR $2.1 MILLION.
AND I'M THINKING, HOW CAN WE EVEN THINK BUSINESSES ARE GOING TO COME IN HERE WITHOUT GOOD ROADS? BIG BUSINESS, BIG BUSINESS.
THAT'S WHAT THEY'RE SAYING. WE WANT BIG BUSINESS.
SO I WANTED TO POSE THAT QUESTION TO YOU ABOUT HOW IMPORTANT THIS BOARD IS, BECAUSE I THINK THE INFRASTRUCTURE NEEDS TO TAKE A PRIORITY OVER THE DEVELOPMENT RIGHT NOW.
ALSO IN TERMS OF ROADS AND OTHER INFRASTRUCTURE, BUT MOSTLY ROADS, I'M ALSO SEEING ATTENDING PNC MEETINGS AS WELL AND LISTENING TO CITY COUNCIL MEETINGS WHERE DEVELOPMENT IS BEING APPROVED, BUT IT'S APPROVED IN PHASES AND IT'S APPROVED OVER A PERIOD OF YEARS.
SO THERE WAS AN INSTANCE WHERE A DEVELOPMENT CAME.
THEY WERE IN PHASE FOUR OF FIVE.
BUT THE PROBLEM WAS THE INFRASTRUCTURE THEY WANTED TO BUILD ON MALABAR ROAD.
BUT IN ORDER TO KEEP BUILDING ON MALABAR ROAD, THAT THE EXPANSION PROGRAM IS 4 OR 5 YEARS OUT.
AND I WANTED TO POSE TO THIS BOARD, TOO, ABOUT THE IDEA OF WHEN THE PNC APPROVES THESE DEVELOPMENTS AND COUNCIL TWO, THAT THERE BE A CONDITION PUT ON THAT, THAT THE DEVELOPMENT WILL START WHEN THE ROADS ARE READY.
WE CAN'T TAKE ANY MORE TRAFFIC.
WE CAN'T TAKE ANY MORE DEVELOPMENT.
AND THE OTHER THING IS, SO YOU'RE GOING TO WAIT 4 OR 5 YEARS.
THE COST OF THAT ROAD NOW IS SIGNIFICANTLY LESS THAN 4 OR 5 YEARS.
IF THEY PULL ALL THIS DEVELOPMENT ON THERE, THEY'RE GOING TO HAVE TO IT'S GOING TO BE MORE COSTLY.
IT'S GOING TO INTERFERE WITH THE LIFE OF THE PEOPLE THERE.
AGAIN, I DON'T KNOW WHERE MY THREE MINUTES IS, BUT ANOTHER CONCERN I HAVE.
SO I WOULD LIKE TO SEE WHERE THIS BOARD RECOMMENDS THAT THERE BE SOME CONDITIONAL CONDITIONS PUT ON THE TIMING OF DEVELOPMENT THAT CORRESPONDS WITH THE TIMING OF THE ROADS.
WHICH BRINGS ME TO THE $59 MILLION THAT WAS BROUGHT UP AT THE LAST MEETING HERE, THAT THERE'S GOING TO BE A DEFICIT IN THE GO BOND ROAD FUND.
NOW, I DIDN'T HEAR IN THE BUDGET HEARINGS HOW THAT $59 MILLION, IF THERE'S A PLAN FOR PAYING THAT YET, IS THE PLAN THAT THE GO BOND FUND WILL JUST STOP RATHER THAN EXPEND THE $59 MILLION?

I'M NOT SURE IF THIS IS THE RIGHT PLACE TO BRING THIS UP, BUT RECENTLY, THE COUNCIL APPROVED CAMERAS IN A SCHOOL ZONE, AND I FOUND A STUDY THAT WAS DONE IN ANOTHER COUNTY WHERE THE SHERIFF COMPARED CAMERAS TO THESE FOUR FOOT VERTICAL SIGNS THAT GO IN THE DIVIDER, AND THEY FOUND IT WAS AN 87% INCREASE IN EFFECTIVENESS BECAUSE IT'S IN YOUR FACE.
THE PROBLEM WITH THE CAMERAS IS PEOPLE ARE SPEEDING.
PROBABLY DON'T EVEN SEE THE CAMERAS OR PAY ATTENTION.
IT DIDN'T STOP PEOPLE FROM SPEEDING THROUGH THEM, BUT THE SIGNS ARE $300 A PIECE.
GOD KNOWS WHAT THEY'RE PAYING FOR THE CAMERAS.
I THINK IT WOULD, IT WOULD SAVE US MONEY AND IT WOULD PROBABLY SAVE LIVES.

WE SUBMITTED THAT IN JANUARY OF THIS YEAR FOR APPROXIMATELY $161,000, A LITTLE BIT SHY OF THAT.
IT WAS TO IMPLEMENT A SYNCHRONIZATION AND SYNCHRONIZATION OF EIGHT TRAFFIC INTERSECTIONS.
THE SECOND GRANT THAT WE SUBMITTED WAS THE CLIMATE POLLUTION REDUCTION GRANT.
AND THAT ONE, I THINK YOU HAD A REPRESENTATIVE TALK TO THE BOARD IN FEBRUARY REGARDING THE TECHNOLOGY FOR THAT ONE, AND IT WAS IN PARTNERSHIP WITH BREVARD COUNTY AND THE CITY OF CAPE.
AND THAT ONE WAS THE IMPLEMENTATION OF PHOTOCATALYTIC TO REDUCE GAS EMISSIONS.

THE CIVIC INNOVATION CHALLENGE GRANT THAT RUNS IN PARTNERSHIP WITH FIT FLORIDA AND FLORIDA TECHNOLOGY INSTITUTE, AND THAT WAS ALSO IN PARTNERSHIP WITH CAPE CANAVERAL.
IT WAS A PILOT PROGRAM TO LOOK AT RESILIENCY AND SUSTAINABILITY IN FLORIDA'S SPACE COAST.
WE APPLIED FOR THE SAFE STREETS AND ROADS FOR ALL IMPLEMENTATION GRANT FOR 2.4 MILLION IN MAY, AND THAT GRANT WAS FOR THE EMERSON SIDEWALK IMPROVEMENT LIGHTING IMPROVEMENT PROJECT.
WE APPLIED FOR THE WATER QUALITY IMPROVEMENT GRANT IN JULY FOR 1.8 MILLION, AND THAT WAS FOR THE NORWOOD WATER QUALITY PROJECT, AND THAT WAS TO REPLACE EXISTING BAFFLE BOX WITH THE UPGRADED NUTRIENT SEPARATING BAFFLE BOX.
AND WE ALSO APPLY FOR THE CHARGING AND FUELING INFRASTRUCTURE GRANT.
AND THAT WAS TO CONDUCT A FEASIBILITY STUDY.
AND AFTER THE FEASIBILITY STUDY TO DETERMINE THE OPTIMAL LOCATIONS FOR ELECTRIC VEHICLE CHARGING STATIONS TO IMPLEMENT AND INSTALL 8 TO 10 EV CHARGING STATION LOCATIONS.
EXCELLENT. SO THE GRANTS THAT WE WERE AWARDED WERE THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT FOR $160,090. WE WERE AWARDED THAT ON MARCH 6 TO 2024.

WE WERE LOOKING AT SOME OF OUR SAVE OUR INDIAN RIVER LAGOON FUNDING OPPORTUNITIES AND THEN THE PROTECT GRANT PROMOTING RESILIENCE OPERATIONS FOR TRANSFORMATION. AND WE ARE LOOKING AT THESE GRANTS, BUT SOME OF THEM WE DECIDED NOT TO APPLY FOR JUST BECAUSE THEY NEEDED TO BE.
SOME OF THEM NEEDED TO BE SHELF READY.

IT'S GOING TO BE HARD TO FUND ANY OF THOSE IN THE FUTURE, BUT THEY USUALLY HAVE A LITTLE BIT OF EXTRA STORM WATER MONEY IN THERE, LIKE FOR BAFFLE BOXES AND THINGS VERSUS LIKE SEPTIC TO SEWER CONVERSIONS.
