[00:00:02]
LET'S GO. OKAY, LET'S CALL THIS MEETING TO ORDER.[CALL TO ORDER]
THIS IS REGULAR MEETING.HENRY, ARE YOU READY? HEY! HEY! READY? REGULAR MEETING.
2024 TEN OF THE COMMUNITY DEVELOPMENT ADVISORY BOARD.
COULD WE HAVE A ROLL CALL, PLEASE? PRESENT. VICE CHAIR.
ALL RIGHT. SO NEXT WE WILL MOVE TO ADOPTION OF THE MINUTES.
[ADOPTION OF MINUTES]
WE HAVE TWO SETS OF MINUTES THIS EVENING FROM JUNE 12TH, 2024 AND JULY 17TH, 2024.DO WE WANT TO ENTERTAIN A MOTION? I'LL GIVE A SECOND FOR BOTH THOSE IN ONE MOTION.
AYE. AYE. ANY OPPOSED? I'M HEARING NONE.
I VOTE AYE, AND THAT MOTION PASSES.
THEN WE WILL MOVE ON TO PUBLIC COMMENTS FOR NON-AGENDA ITEMS. I'M SEEING NONE.
NONE? I DO WANT TO TAKE A PAUSE FOR A SECOND AND TURN IT OVER TO EVIE.
WE'RE GOING TO DO SOME INTRODUCTIONS REAL QUICK.
DENISE CAME FROM RETIREMENT, ACTUALLY.
AND WE ARE SO HAPPY TO HAVE HER HERE.
HE'S BEEN VERY WELL KNOWN THROUGHOUT THE COMMUNITY, SERVING ON MULTIPLE BOARDS.
ANY COMMENTS FROM EITHER ANY? NO. MISS CARTER, I KNOW YOU GOT SOMETHING TO SAY.
BUT WHEN I, WHEN I MAKE MY PRESENTATION, I'LL, I'LL, I'LL BACK UP A LITTLE BIT.
SO I'M JUST GOING TO SAY IT'S A PLEASURE.
LOOK FORWARD TO WORKING WITH YOU ALL.
WE HAVE A LOT OF THINGS TO GET ACCOMPLISHED.
FOR THE RESIDENTS OF THE CITY OF PALM BAY.
AND I'M EXCITED TO BE A PART OF THAT.
WELL, EXCELLENT. THIS IS GOING TO BE YOUR FAVORITE BOARD, I THINK.
ALL RIGHT. SO WE WILL MOVE ON TO OLDER UNFINISHED BUSINESS, WHICH IS OUR FINAL AD HOC PRIORITIES.
[OLD/UNFINISHED BUSINESS]
I'M GOING TO TAKE THAT ONE.OKAY. TO THE NOVEMBER MEETING.
AND THE REASON THAT WE'RE DOING THAT IS WE JUST HAD A MAJOR LAND DEVELOPMENT CODE CHANGE.
AND THERE'S OTHER CHANGES THAT OCCURRED ON THE GROWTH MANAGEMENT SIDE OF THE CITY.
AND SO THERE WE WANT TO MAKE SURE THAT THAT DOES NOT IMPACT ANY OF THE AHAC.
SO WE NEED TO MAKE SURE THAT WE GET STAFF GROWTH, GROWTH MANAGEMENT STAFF IN ON OUR AHAC TO MAKE SURE IT JIVES WITH OUR LAND DEVELOPMENT CODE.
OKAY. SO ONCE WE GET THEIR INPUT AND BUILDINGS INPUT, WE CAN BRING THE AHAC BACK TO THE BOARD WITH THE RECOMMENDATIONS THAT YOU GUYS, I BELIEVE YOU GUYS HAD 1 OR 2 THINGS THAT YOU HAD RECOMMENDED.
ONE, CERTAINLY THAT YOU VOTED IN, THAT YOU WANTED TO SEE SOME LANGUAGE CHANGE BACK IN MAY.
SO WE DID THAT, BUT WE JUST WANT TO MAKE SURE THAT EVERYTHING IS COHESIVE WITH EACH OTHER.
THE DEVELOPMENT CODE AND THE COMP PLAN SO THAT THE AHAC WON'T BE OUT OF ORDER.
THAT YES OR NO? THAT'S NOT RIGHT. NOVEMBER 20TH.
JUST KIDDING. I'M LOOKING AT THE WRONG COLUMN.
NOVEMBER 20TH. I GOT IT, I GOT IT.
OKAY. WE'RE GOING TO MOVE ON TO BUSINESS.
[NEW BUSINESS]
SO WE'RE GOING TO MOVE ON TO NEW BUSINESS.SO WE HAVE CDBG PRIORITIES FOR PROGRAM YEAR 25.
IN 2021, THE BOARD REQUESTED THE ABILITY TO RANK THE TOP FIVE PRIORITIES FOR THAT YEAR, WHICH WOULD BE IDENTIFIED IN THE REQUEST FOR APPLICATIONS FOR CDBG.
[00:05:09]
THE BOARD CONCURRED TO KEEP PRIOR YEAR HIGH RANKING PRIORITIES AND TO ADD TRANSPORTATION SERVICES, TENANT LANDLORD COUNSELING, RENTAL HOUSING SUBSIDIES UNDER PUBLIC SERVICES. THE BOARD ADDED YOUTH SERVICES AND UNDER PUBLIC FACILITIES IMPROVEMENTS TO HIGH RANKING LIST.SO WE ARE ASKING THE BOARD TO RANK THEIR TOP FIVE CDBG PUBLIC SERVICES AND THE TOP FIVE NON PUBLIC SERVICES FOR THE PROGRAM YEAR 25, WHICH COVERS OCTOBER 1ST, 2025 THROUGH SEPTEMBER 30TH, 2026.
CDBG REQUEST FOR APPLICATIONS FUNDING CYCLE AND THERE ARE ATTACHMENTS IN THE AGENDA ITEM FOR THE BOARD MEMBERS TO REVIEW, BUT ADDITIONALLY, WELL, THAT WILL BE ON THE NEXT AGENDA ITEM.
SO I'M GOOD WITH HOW THEY'RE RANKED NOW.
BUT UP I'M OPEN TO ANYTHING ELSE THE BOARD WOULD LIKE TO CONSIDER.
I'M I'M ALSO GOOD WITH THEM AS WELL.
OKAY. SO I WOULD LIKE TO JUST BRING UP THE FACT THAT WE HAVE PARKS AND RECREATIONAL FACILITIES AS A HIGH PRIORITY.
AND GIVEN THE CURRENT NEEDS TODAY, I JUST FEEL THAT PERHAPS OUR SENIORS AND OTHER FOOD.
I'M SORRY. FLOOD DRAIN IMPROVEMENTS WE DO HAVE.
I'M SORRY. WHERE WAS I LOOKING? I LOST MY SPOT.
WE HAVE CLEANUP OF CONTAMINATED SITES AS A MEDIUM.
AND GIVEN WHAT JUST OCCURRED WITH HURRICANE MILTON, I DON'T KNOW IF THAT'S SOMETHING WE MAY WANT TO REARRANGE WITH THE PARK AND REC OR SOMETHING ELSE.
GIVEN THAT IT APPEARS THIS IS AN ISSUE THAT WE MAY NEED TO BE DEALING WITH AS A CITY.
WELL, CLEANUP OF CONTAMINATED SITES IS MORE BROWNFIELDS.
OKAY. AND THAT'S DIFFERENT THAN.
WHAT HAPPENED IN HER CASE? DEBRIS. THAT WOULD BE DEBRIS.
WELL, IS THAT LISTED HERE SOMEWHERE? BECAUSE I DON'T SEE THAT.
ARE YOU REFERRING TO SEWAGE SPILLS, THOUGH, OR.
YEAH. SO THAT WOULD FALL UNDER WATER SEWER IMPROVEMENTS OR FLOOD DRAIN IMPROVEMENTS.
CORRECT. YEAH. SO THOSE ARE ALREADY PRIORITIZED.
YEAH. AND IT DOESN'T MEAN THAT WE WOULDN'T FUND ANYTHING FROM ANY OF THESE OTHER CATEGORIES.
IT'S JUST THAT AS WE'RE SOLICITING FOR APPLICATIONS.
WE'RE SAYING THAT THESE ARE THE THINGS THAT THE CITY WOULD REALLY LIKE TO SEE.
IT'S JUST WE'RE REALLY LOOKING FOR THE HIGH RANKING PROJECTS.
VERY GOOD. AND WE WOULD ALSO HAVE TO GET A PROPOSAL ON THAT.
WELL, GIVEN THE CURRENT ISSUES THAT ARE ABOUT TO OCCUR, I'M SURE WE'RE GOING TO HAVE A PROPOSAL OF SOME SORT LOOKING US IN THE FACE, GIVEN MILTON JUST HAPPENED LAST WEEK AND ALL THIS INFORMATION ABOUT WHAT'S TAKING PLACE.
WE CAN HOPE THAT PROPOSAL WOULD HAVE TO COME FROM CITY OF PALM BAY STAFF.
IF YOU'RE TALKING ABOUT SEWAGE AND STORMWATER.
YEAH, THAT WOULD HAVE TO BE AN INTERNAL PROPOSAL.
BUT AND WE ALWAYS ENCOURAGE WE TRY EVERY YEAR TO GET MORE THOUGH AT LEAST I DO.
OKAY. SO AM I HEARING THAT WE'RE ALL GOOD? DO YOU NEED A MOTION ON THAT? OH, YEAH. SORRY. DID I MISS ONE? YEAH. I WANT TO SAY THAT WE FOOD MAY HAVE BEEN A MEDIUM POINT WHEN THIS WAS DONE, BUT GIVEN THREE HURRICANES IN A
[00:10:01]
ROW AND BANKS BEING EMPTY AT THIS POINT IN TIME, WE MAY WANT TO RECONSIDER THAT.FOOD BANKS? FOOD BANKS? IS THAT THE ONE? YOU'RE OKAY? WE CAN. IF THE BOARD WOULD LIKE TO ADD THAT AS A.
DO WE WANT A MOTION TO ADD? I'LL. I'LL MAKE A MOTION TO ADD FOOD BANKS AS A HIGH PRIORITY ITEM.
OKAY. MOTION TO HAVE A SECOND.
I'LL SECOND. I HAVE A MOTION AND A SECOND.
AYE. ANY OPPOSED? I'M HEARING NONE. I VOTE AYE, AND THAT PASSES.
DO WE NEED A MOTION ON THE REMAINING PRIORITIES OR CONSENSUS THAT WE'RE OH THAT'S GOOD.
OKAY, SO THEN I THINK WE'RE DONE WITH THAT ONE.
SO WE WILL MOVE ON TO CHANGES TO THE CDBG HOME REQUEST FOR PROPOSAL PROCESS.
I'M GOING TO HAND OVER THIS AGENDA ITEM TO DENISE CARTER.
YOU HAVE IN YOUR PACKET AND I SUMMARIZED THE PROCESS ON THIS PAGE OF YOUR PACKET.
WHAT WE'RE PROPOSING TO DO IS AS A NEW HOUSING AND COMMUNITY COMMUNITY DEVELOPMENT MANAGER.
I WAS LOOKING AT SOME THINGS THAT WE COULD IMPROVE ON.
DIDN'T WANT TO, YOU KNOW, COME IN AND MAKE RADICAL CHANGES, BUT JUST SOME MINOR CHANGES.
AND SO LOOKING AT THE PROCESS, I WAS WITH THE CITY OF MELBOURNE.
AND THAT'S WHERE I KNOW REBECCA FROM.
I WAS THE ASSISTANT DEPARTMENT DIRECTOR.
I WAS THE AND OUR DEPARTMENT WAS CHANGED TO A DIVISION, SO I WAS THE DIVISION MANAGER.
PRIOR TO THAT, I WORKED FOR THE COUNTY.
SO WITH THAT, OUR PROCESS, THIS IS SIMILAR TO WHAT WE WERE DOING IN MELBOURNE, AND WE DID THAT TO MAKE IT BETTER FOR THE BOARD.
AND TO AND TO ALSO TO INCLUDE THE STAFF.
SO WHAT I'M PROPOSING IS FOR AND I GAVE YOU A HANDOUT INSTEAD OF I UNDERSTAND THAT SAY, IF WE GOT 20 PROPOSALS, WE MADE 20 COPIES AND KILLED 20 TREES FOR EACH PERSON.
SO INSTEAD OF DOING THAT, WE'RE GOING TO GIVE YOU A SUMMARY FROM EACH PROPOSAL YOU HAVE DURING OUR PROCESS WILL BE A MONTH PROCESS.
YOU'LL HAVE THE TIME THEN TO COME INTO OUR OFFICE.
IF YOU WANT TO RESEARCH THE PROPOSALS AND READ THEM FURTHER, THEY'LL BE AVAILABLE FOR YOU.
AND THEN FROM THAT SUMMARY, WE'RE GOING TO HAVE A TIME WHERE THE ADVISORY BOARD AND THAT'S THE CHANGE IN THE PROCESS.
WE'LL HAVE A TIME WHERE ALL OF THE NONPROFITS WILL MEET.
YOU WOULD HAVE HAD THIS BY THEN.
YOU COULD GO THROUGH AND REVIEW IT FROM PUBLIC SERVICES STANDPOINT.
ADDING THAT MEETING IN IT WILL BE YOUR REGULAR MEETING, BUT IT WILL BE A PROPOSAL MEETING.
AND THEN FROM THAT PROCESS YOU WOULD GET STAFF'S RECOMMENDATIONS.
SO WE'RE GOING TO HAVE A TIME WHERE WE ARE GOING TO HAVE A, A MEETING HERE AT CITY HALL DURING THE DAY, IT WILL BE OPEN TO THE PUBLIC. SO ANY OF THE NONPROFITS THAT HAVE APPLIED THAT WANT TO COME TO THAT MEETING CAN COME TO THAT MEETING AND AND HEAR THE COMMENTS AND THE VOTES OF THE STAFF. WE WILL THEN TAKE OUR STAFF VOTES AND SEND THEM TO YOU.
YOU WILL HAVE OUR RECOMMENDATIONS.
AND WITH THOSE RECOMMENDATIONS YOU WILL GET A SAMPLE SHEET.
[00:15:05]
AND THIS IS AN OLD ONE.I GAVE YOU A COPY SO YOU WOULD SEE IT AND YOU COULD RANK THEM.
YOU WILL RANK THEM. SO FROM FOR INSTANCE THERE ARE 13 HERE.
YOU WOULD RANK THEM ONE THROUGH 13.
WE'RE GOING TO ADD UP EVERYBODY'S VOTE.
SO WE'RE GOING TO HAVE A SPREADSHEET.
AND WE'RE GOING TO CALCULATE AND ADD UP EVERYBODY'S VOTE.
SO BASED ON THAT WE WOULD THEN HAVE WHAT WOULD BE THE FUNDING RECOMMENDATIONS FROM THE BOARD.
AND THEN PRIOR TO THAT TIME YOU ALSO HAVE THE STAFF RECOMMENDATIONS.
SO WE HOPE THAT THIS PROCESS WILL IMPROVE OUR PROCESS.
AND, AND AND AS WE GO ALONG, WE'LL SEE HOW HOW, HOW BETTER WE CAN IMPROVE IT.
SO I'M HOPING THAT THE BOARD WOULD LIKE THIS PROCESS AND BE WILLING TO MOVE FORWARD WITH IT.
ARE THERE ANY QUESTIONS? I'LL JUST SAY I'M VERY EXCITED ABOUT THIS.
IT'S KIND OF OVERWHELMING, ESPECIALLY FOR NEWER MEMBERS TO THE BOARD.
I THINK HENRY ALSO, WHEN I STARTED, HOWEVER LONG AGO, THAT WAS 7 OR 8 YEARS AGO, MY VERY FIRST MEETING EVER WAS CDBG FUNDING RANKING, AND THEY GAVE ME A BINDER THAT WAS THIS THICK AND SAID, GO HOME AND READ THIS AND COME TO THE MEETING.
AND I HAD NO IDEA WHAT I WAS DOING.
EVERYBODY HAS A WORTHY PROJECT.
EVERYBODY IS DOING GREAT THINGS IN THE COMMUNITY.
AND SO IT'S VERY, VERY DIFFICULT.
SO I'M REALLY EXCITED TO HAVE MORE STAFF INPUT ON THAT PROCESS, BECAUSE YOU GUYS ARE THE ONES DAY TO DAY THAT ARE DEALING WITH THOSE ORGANIZATIONS, AND YOU BETTER UNDERSTAND THEIR FINANCIAL CAPACITY, THEIR PAST PERFORMANCE, WHAT ISSUES THEY'RE STRUGGLING WITH.
DO THEY HAVE PROBLEMS REPORTING WISE? YOU KNOW, IF YOU GIVE THEM A $5000 OR $6000 GRANT, IS THAT GOING TO PUT A HUGE BURDEN ON THAT AGENCY REPORTING WISE? YOU GUYS ARE SEEING THAT STUFF ON A DAY TO DAY BASIS AND WE DON'T SEE THAT.
SO I'M EXCITED TO HAVE MORE INPUT FROM STAFF TO HELP US MORE STREAMLINE THAT WHOLE WHOLE PROCESS.
AND TO SUMMARIZE THOSE APPLICATIONS, BECAUSE OVERWHELMING IS REALLY THE ONLY WORD I CAN THINK OF.
IT'S A TON OF INFORMATION THAT COMES IN THOSE APPLICATIONS.
AND I THINK EVERY YEAR WE START TO NICKEL AND DIME, MAYBE A LITTLE BIT TOO LOW OF WHAT WE'RE FUNDING BECAUSE WE WANT TO FUND TOO MANY AND IT'S ALWAYS A VERY LIMITED FUNDING SOURCE.
I REALLY APPRECIATE THE RECOMMENDED FUNDING AMOUNT.
I THINK THAT'LL REALLY, REALLY HELP US.
AND I ALSO REALLY LIKE TURNING IN THE SCORES AHEAD OF TIME, BECAUSE I THINK THAT'S BEEN AN ISSUE WITH US IN THE PAST, IS HAVING TO TAKE A RECESS IN THE MIDDLE OF THE MEETING TO SCORE. SO I THINK THIS WILL BE REALLY, REALLY BENEFICIAL.
ANY OTHER COMMENTS? I'M EXCITED.
YEAH. I THINK EVERYBODY AGREES WITH YOUR SENTIMENT AND HOW YOU OUTLINED IT.
AND I, WE AND WE'RE EXCITED TO SEE HOW THIS.
PROCEEDS IN THIS NEXT YEAR, AND HOPEFULLY IT WILL FACILITATE MORE OPPORTUNITIES AND ALLOW US TO BE MORE OBJECTIVE. YEAH, OKAY.
YEAH, WE, WE SOME OF THEM WANT TO COME TELL US EVERYTHING THEY'RE DOING AND IT'S GREAT.
OKAY. AND WE USED IT AND WE I THINK WE LIMITED IT TO THREE MINUTES.
PERFECT. AND THAT INCLUDED ANYBODY THAT THEY WANTED TO ALSO SPEAK.
AND SOMETIMES THEY WOULD SOMEBODY ELSE WOULD GIVE UP SOME TIME OR SOMETHING.
I KNOW ONE YEAR WE TALKED ABOUT MAYBE THEY DIDN'T NEED TO COME, BUT I THINK IT'S A GREAT OPPORTUNITY FOR THEM TO, NETWORKING WISE FOR THE AGENCIES TO MEET EACH OTHER IN THE IN THE AUDIENCE. THAT ALWAYS IS REALLY BENEFICIAL.
BUT YOU USED TO DO A LIKE A PRE WORKSHOP TOO, TWO.
WE ARE DOING THAT. WE WILL HAVE.
AND THAT'S SOMETHING THAT WE'RE DOING NEW AGAIN.
AND THAT'S ON THE PROPOSAL SIDE.
AND THAT IS AND I WAS EXPLAINING THAT TO, I THINK, MISS WALKER BEFORE I STARTED.
THAT WE'RE HAVING A MEETING HERE.
WITH THE NONPROFITS, AND WE'RE GOING TO GO OVER THE PACKAGES AND ANSWER ANY QUESTIONS.
AND THEN THERE HAVE ALWAYS BEEN MEETINGS, TECHNICAL ASSISTANCE MEETINGS.
[00:20:03]
SO WE'LL CONTINUE WITH THE TECHNICAL ASSISTANCE MEETINGS PRIVATELY THAT PEOPLE NEED, ESPECIALLY ANYBODY THAT'S NEW.YEAH. AND THEN ALSO TO ANSWER ANY QUESTIONS THAT THEY HAVE.
YEAH, THAT MEETING IS GREAT FOR THEM SO THAT EVERYBODY'S ON THE SAME PAGE.
THEY'RE ALL STARTING EQUAL WITH THE SAME INFORMATION.
BUT AGAIN, THEY GET TO TALK TO EACH OTHER IN THAT MEETING.
KIND OF NOT IN A PUBLIC MEETING SETTING, BUT, YOU KNOW, HEY, WHAT ARE YOU DOING? AND LET'S GET TOGETHER AND CAN YOU HELP ME WITH THIS? AND IT'S IT'S ALL GREAT NETWORKING.
SO YEAH, I'M EXCITED FOR THAT TOO.
OKAY. GREAT. DO WE NEED A MOTION ON THAT ONE OR JUST CONSENSUS THAT WE'RE GOOD WITH THAT? WE'RE GOOD. OKAY, PERFECT.
WE'RE MOVING ALONG. WE HAD A MOTION.
DO YOU WANT A MOTION TO RECOMMEND? BECAUSE WE WANT TO PERMANENTLY TRY TO MOVE FORWARD WITH THIS.
I'LL SECOND IT AND HOME FUNDING PROPOSALS.
AYE, AYE. ANY OPPOSED? I'M HEARING NONE. AND THAT MOTION PASSES.
SO THEN WE WILL MOVE ON TO THE INFORMATIONAL STAFF REPORT.
[OTHER BOARD BUSINESS]
SURE. EVERYBODY HAD A CHANCE TO READ THAT WHILE THEIR POWER WAS OUT IN THE HURRICANE.NO. I'M KIDDING. ANY ANY COMMENTS ON THE ON THE STAFF REPORT? WHERE'S MY SCAT SERVICE EBB.
HOW'S THAT GOING? 100% EXPENDED, MA'AM.
ARE YOU GETTING GOOD? DID YOU HAVE GOOD FEEDBACK ON THAT? FROM PEOPLE? THEY LIKE IT.
WE'VE HAD MANY REQUESTS TO FIND OUT WHEN THE BUS PASSES ARE GOING TO COME BACK.
AND WE'RE JUST WAITING ON THE HUD CERTIFICATION FROM OUR ACTION PLAN TO BE EXCELLENT.
EXCELLENT. AND THEN HOW IS PUBLIC WORKS COMING WITH THEIR THEIR PROJECT? THEY HAVE THE REST OF THEIR FUNDING YET? WE'RE STILL WAITING.
OKAY, HUD, WE'RE GOING TO BE MEETING WITH PUBLIC WORKS AND PARKS AND REC.
AND WE'RE HOPING TO GO TO MONTHLY MEETINGS WITH THEM.
EXCELLENT. TO MOVE OUR PROJECTS.
OKAY. BECAUSE THOSE ARE BOTH SIDEWALKS, RIGHT? YEAH. STREET LIGHTS AND SIDEWALKS AND SIDEWALKS.
OKAY. DID ANYONE HAVE ANY OTHER QUESTIONS ON ANYTHING ON THE INFORMATIONAL REPORT? NOPE, NOPE. YOU GUYS ARE ALWAYS SUPER, SUPER BUSY.
LOVE TO SEE IT. AND I JUST WANT TO DRAW EVERYONE'S ATTENTION TO THE LAST PAGE WITH THE SCHEDULE.
MAKE SURE YOU HAVE YOUR THESE DATES DOWN.
WHAT IS THE TRAINING? DO WE THINK IN DECEMBER? IS THERE ANY TRAININGS THAT I THINK THAT WAS MISS BEARD'S? YEAH. OKAY. SO WE DON'T HAVE ANY CITY BUSINESS THEN.
OKAY. WE'LL LET YOU DEFINITELY KNOW ABOUT MEETING FOR CHRISTMAS IF WE NEED TO.
SO WE'LL JUST LEAVE THAT AS A PLACEHOLDER FOR NOW IN CASE SOMETHING COMES UP.
WE WERE TALKING EARLIER ABOUT MOVING THE CAPER TO TO THE 18TH OF DECEMBER.
OH, OKAY. SO WE'RE GOING TO HAVE THE CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR THE.
SO WE ARE GOING TO NEED A MEETING BECAUSE THE NEXT DAY IT GOES TO COUNCIL.
RIGHT. THAT'S ONE. THAT'S ONE AGENDA ITEM THAT WE ARE GOING TO NEED TO FLIP THE CASE.
OKAY. BECAUSE THAT'S DUE DECEMBER 31ST.
IT IS. AND IT WE WERE HOPING TO BRING YOU A SUMMARY OF THE CASE.
SO WHAT WE HAD RECENTLY DISCUSSED WAS BRINGING THE PAPER BACK TO THE BOARD, BUT IT'S GOING TO BE MORE FIRMED UP, FLIPPING THAT AGENDA ITEM AND BRINGING IT BACK TO THE COUNCIL THE VERY NEXT DAY. OKAY.
ALL RIGHT. WELL WE WILL KEEP THAT ON THE SCHEDULE THEN.
OKAY. DID ANYONE ELSE HAVE ANY OTHER COMMENTS OR ANYTHING BEFORE WE ADJOURN? I JUST I JUST WANT TO SAY THIS RECOMMENDATION FOR THE FUNDING THIS COMING YEAR IS, IS REALLY GREAT.
YEAH. BECAUSE AT LEAST YOU KNOW OUR CITY, THE STREET LIGHTS AND SIDEWALK IS SO IMPORTANT.
YES, SIR. I JUST HAD TO PUT YOUR MIC ON.
THE ON THE LAST PAGE, AS OF AUGUST 2023, 252 PEOPLE ARE ON THE THE WAIT LIST.
HOW OFTEN DOES THAT TURN OVER? IN OTHER WORDS ARE THERE ARE 240 OF THEM STILL GOING TO BE ON THE LIST NEXT YEAR?
[00:25:04]
OR I MEAN, HOW MANY PEOPLE ARE GETTING HELPED? IT DEPENDS, SIR, BECAUSE IT DEPENDS ON HOW MANY PEOPLE YOU HAVE ON THE WAITLIST THAT AT THE TIME THAT THEY APPLIED, THEY WERE LOW INCOME.BUT SOMETIMES PEOPLE MOVE AWAY OR GET JOBS OR SELL THEIR HOME.
THEY MAY SEND THE APPLICATION IN.
SOMETIMES THEY DON'T RESPOND OR SEND AN APPLICATION.
SO WE HAVE TO GO TO THE NEXT PERSON.
DOES THAT MAKE SENSE? SOME OF THEM HAVE A HARD TIME WITH THE DOCUMENTATION TOO.
THAT'S CORRECT. I THINK SOMETIMES THEY IT'S THEIR TURN ON THE LIST AND THEN WHEN WE CONTACT THEM, THEY HAVE A DIFFICULT TIME PRODUCING OR OBTAINING THE REQUIRED DOCUMENTATION, PROBABLY TO PROVE THEIR INCOME, I'M ASSUMING.
SO DEPENDING ON HOW MUCH FUNDING IS AVAILABLE THEY MIGHT GET MOVED AROUND SLIGHTLY.
RIGHT, RIGHT. SOMEBODY NEEDS A LOT MAY NOT BE CALLED AS SOON AS SOMEBODY THAT DOES.
JUST THE SECOND THING WAS AND YOU PROBABLY DON'T HAVE THE ANSWER, BUT I WAS ON THE GOOD PARK.
YOU KNOW, THE PROJECT ORIGINAL BUDGET WAS LIKE 482, AND THE BID CAME IN AT 121.
YOU KNOW, WHEN WE HAVE TO MAKE DECISIONS OF WHO GETS MONEY AND WE SEE BIDS FOR CERTAIN PROJECTS, YOU KNOW, IT'S SORT OF, YOU KNOW, WE MAY HAVE ORIGINALLY DONE ALLOCATIONS DIFFERENTLY IF, IF THE BUDGETED AMOUNT WAS MORE ACCURATE, IF THAT MAKES ANY SENSE.
WHAT I'M SAYING IT DOES, BECAUSE COUNCIL HAD TO THEN GO THROUGH THE DECISION OF WHAT TO DO WITH THE EXCESS ALLOCATED AND AWARDED IT TO KEY FOR DOWN PAYMENT ASSISTANCE.
I MEAN, I GUESS WE PROBABLY WOULD HAVE SHIFTED THE MONEY THERE.
ORIGINALLY HAD WE SEEN THE NUMBERS CORRECTLY? BUT IT SORT OF REMINDS ME OF THE BID THAT CAME IN FOR THE SIDEWALK ON ELDRIDGE AND SAN FILIPPO.
YOU KNOW, IT WAS LIKE CAME FROM A DART BOARD, MAYBE.
I THINK PARKS AND REC IS USUALLY PRETTY GOOD WITH THEIR ESTIMATES, THOUGH, RIGHT? I THINK THIS ONE WAS KIND OF A, A ONE OFF THAT IT CAME IN SO LOW.
I THINK THIS ONE WAS JUST KIND OF AN ANOMALY.
AND I BELIEVE THAT AMENDMENT THAT DID COME TO THIS BOARD BEFORE IT WENT TO COUNCIL, CORRECT? YEAH, I REMEMBER SEEING THAT.
NO IT'S OKAY. ANY OTHER COMMENTS ON THE STAFF REPORT? I WAS GOING TO ASK THIS BACK TO WHAT HENRY WAS SPEAKING ABOUT THE WAITLIST AND THE DISCUSSION ON EDUCATION.
IS THERE LIKE A WORKSHOP FOR THESE FOLKS TO ASSIST THEM IN UNDERSTANDING WHAT THEY NEED TO DO.
I'M JUST ONE OF THE THINGS I LIKED THAT ACTUALLY PALM BAY IS DOING AND WE WEREN'T DOING IT AT MELBOURNE.
THERE'S A SHEET THAT'S IN THE AS PART OF THE INFORMATION, AND IT'S A HELPFUL INFORMATION SHEET.
AND JENNY, WHO RUNS THE PROGRAM, GOES OVER ALL THOSE ITEMS WITH THE HOMEOWNERS.
AND SO TO THAT EXTENT, AND YES, SHE'S SPENDING TIME WITH THEM TO GO OVER ALL THE DOCUMENTS, AND THEN WE'RE WALKING THROUGH THE PROCESS WITH THEM. 252 PEOPLE IS A LOT OF PEOPLE TO GO.
SHE'S GOING TO LOOK AT A PERSON COULD BE ON THE LIST.
SHE'S GOING TO CALL THEM, TRY TO GET ALL THE INFORMATION.
IF THEY DON'T, THEN WE GO TO THE NEXT ONE.
AND THEN FOR SO MANY YEARS I KNOW YOU'RE AWARE OF IT, THAT AFFORDABLE HOUSING MONEY FOR SHIP WAS NOT BEING SHIPPED TO THE RIGHT PLACE.
IT WASN'T BEING ALLOCATED TO THE CITIES AT THE STATE LEVEL.
THEY WERE KIND OF. THEY WERE THEY WERE SOME OF IT IN GENERAL FUNDS.
YEAH. THEY WERE THEY WERE KIND OF SIPHONING THAT MONEY.
IT WAS IT WAS MORE OF A LEGISLATIVE PRIORITY FOR THE CITIES TO TRY TO FIGHT TO GET THAT, THAT MONEY.
AND A LOT OF THE CITIES BANDED TOGETHER AND WORKED REALLY HARD AT THE LEGISLATIVE LEVEL.
[00:30:03]
BUT IT'S JUST BEEN RECENTLY IN THE LAST COUPLE OF YEARS, ESPECIALLY WITH THE AFFORDABLE CARE ACT, THAT WE'RE GETTING MORE MONEY FROM THE STATE.BUT THERE'S ALWAYS A LOT OF PEOPLE ON THAT LIST.
I MEAN, IT'S HARD BECAUSE THERE'S JUST NOT ENOUGH MONEY.
THERE WAS A HOUSE HOUSING TRUST FUND THAT WAS SET UP FOR MONEY FOR AFFORDABLE HOUSING.
BUT AGAIN, THE CITIES COULD NOT DID NOT HAVE CONTROL OF IT.
BUT THEN A DEAL WAS MADE WHERE SOME OF IT IS NOW GOING RIGHT, A PERCENTAGE TO THE GENERAL FUND AND ALL THE REST OF IT IS NOW STAYING WITH, WITH SHIP.
SO THE CITY IS NOT LIKE SHE SAID, NOW CAN BE ASSURED THAT THEY'RE GOING TO GET CONTINUE TO GET THE MONEY BECAUSE YOU COULDN'T DEAL WITH WITH PEOPLE WHEN YOU DIDN'T GET THE MONEY. RIGHT, EVEN THOUGH IT WAS SUPPOSED TO BE A HOUSING TRUST FUND FOR HOUSING, IT WAS NOT COMING TO THE TO THE CITIES THROUGHOUT THE STATE OF FLORIDA.
SO IS THERE SOMETHING THAT WE CAN DO TO CHANGE THAT? I MEAN, IT WAS PUT IN PLACE A FEW YEARS AGO, PROBABLY ABOUT FOUR YEARS, 3 OR 4 YEARS AGO.
JUST 3 OR 4 YEARS AGO WHERE A DEAL WAS MADE AND NOW THE CITIES WILL BE GETTING THAT MONEY, THEY ARE ASSURED THAT THEY'RE GOING TO GET THAT MONEY EVERY YEAR.
AND UNFORTUNATELY, THEY DO ALSO TAKE QUITE A LOT OF ASSISTANCE.
AND BY THE TIME WE GET TO THEM, THEIR CIRCUMSTANCES HAVE CHANGED.
AND DO WE DO WE PRIORITIZE? BECAUSE I DON'T KNOW IF MELBOURNE DID.
SO WE HAVE TO CALL THE PEOPLE, TRY TO SEE IF THEY'RE GOING TO BRING EVERYTHING IN.
AND THEN ONCE WE IF IF THEY DO, WE MOVE WITH THEM.
IF THEY DON'T, THEN WE GO TO THE NEXT ONE.
YEAH. AND DO WE PRIORITIZE THE PROJECTS THAT ARE LIKE, A HAZARD FOR THE PEOPLE IF IT'S LIKE A CODE VIOLATION? DO THOSE GET MOVED UP THE LIST AT ALL, OR THEY'RE STILL JUST PRIORITIZED BASED OFF OF WHEN THEY ENTERED THE LIST IS BASED ON.
OKAY. AS THEY COME UP WE I WANT TO WE DO HAVE THE EMERGENCY.
OKAY. IF WE HAD TO GO TO THAT.
I REMEMBER THE LADY WITH THE FLOOR THAT CAVED IN.
I GOT I GOT ONE QUESTION HERE.
I'M JUST TRYING TO FIND OUT HOW MANY PEOPLE ARE ORGANIZATION APPLIED SO FAR FOR SHIP? YEAH.
APPLIED FOR THE GRANT FOR THE FOR THE BC GRANT.
HOW MUCH PEOPLE SO FAR ARE APPLIED FOR THIS? SO WE HAVE TO PUT OUT OUR RFP YET.
THAT'S WHY WE CAME TO COUNCIL WITH THIS PARTICULAR TO CHANGE THE PROCESS.
AND NOW THAT WE HAVE THE BLESSING.
YOU WILL BE NOTIFIED SO YOU'LL KNOW.
ALL RIGHT, SO WE WILL ADJOURN AT 6:37 P.M..
THANK YOU EVERYONE. SEE YOU IN NOVEMBER.
HEY. AWESOME.
