I'M GOING TO TURN THAT OVER TO STAFF. GOOD EVENING.

SO PURSUANT TO HOUSE BILL 1339, ADOPTED DURING THE 2020 FLORIDA LEGISLATIVE SESSION, EACH AFFORDABLE HOUSING ADVISORY COMMITTEE OR THE OTHER, KNOWN AS AHAC, MUST NOW ANNUALLY REVIEW THEIR LOCAL GOVERNMENTS, ESTABLISHED POLICIES AND PROCEDURES, ORDINANCES, LAND DEVELOPMENT REGULATIONS, AND COMPREHENSIVE PLAN, AND RECOMMEND SPECIFIC ACTIONS OR INITIATIVES TO ENCOURAGE OR FACILITATE AFFORDABLE HOUSING WHILE PROTECTING THE ABILITY OF PROPERTY TO APPRECIATE AND VALUE THE SHIP.

AFFORDABLE HOUSING ADVISORY COMMITTEE, OR THE AHAC PRIORITIES, WERE REVIEWED BY THE BOARD BACK ON MAY 15TH OF THIS YEAR AND THE FOLLOWING ARE THE SUMMARIES OF THE BOARD'S RECOMMENDATIONS TO AMEND THE FOLLOWING.

AFFORDABLE HOUSING INCENTIVES. THERE WAS DISCUSSION BY THE BOARD OF AMENDING THE AHAC PRIORITIES.

INCENTIVE TO ADD INCENTIVE ONE. THE CITY HAS EXPEDITED PERMITTING PROCESSES FOR AFFORDABLE HOUSING PROJECTS THAT DO REQUIRE CITY FUNDING, AND FOR THE EXPEDITED PERMITTING TO BE CONSIDERED FOR PRIVATELY FUNDED AFFORDABLE HOUSING PROJECTS.

THIS AMENDMENT HAS BEEN MADE TO THE AHAC PRIORITIES INSTEAD OF ONE.

THE REPORT WAS DUE TO FLORIDA HOUSING FINANCE CORPORATION ON DECEMBER 31ST, BUT WE NEEDED TO MAKE SURE THAT WE HAD PUBLIC COMMENT AND A PUBLIC HEARING, WHICH WE'RE HAVING TONIGHT, AND THAT WAS DONE THROUGH THE PAPER.

AND TODAY IT ENDS HERE AT THE MEETING. THE COMMITTEE IS REQUIRED TO VOTE ON THE INCENTIVE STRATEGIES AND TO SOLICIT PUBLIC COMMENT ON THE REPORT AS IT'S BEING CONSIDERED FOR ADOPTION. THE REPORT IS ATTACHED AND YOU CAN SEE WHERE THE CHANGES WERE MADE BASED ON THE LAND DEVELOPMENT CODE THAT WAS DONE EARLIER THIS YEAR. AND WE DO HAVE STAFF FROM PLANNING, SHOULD YOU HAVE ANY QUESTIONS.

BUT WE BELIEVE THAT WE WENT OVER THIS BACK IN MAY AND AGAIN EARLIER IN THE YEAR.

OKAY. SO YES, WE DISCUSSED THIS BACK IN MAY. DID ANYBODY HAVE ANY COMMENTS ABOUT ANYTHING IN THE REPORT OR ANY OF THE OTHER INCENTIVES? MADAM CHAIR? YES, SIR. AS TRIVIAL AS IT MAY BE, I NOTED THAT IN THE ATTACHMENT WERE ALL DRAWN OUT BY NAME, AND MY NAME IS MISSPELLED. SO JUST A SLIGHT SCRIVENER.

THAT'S IMPORTANT. WHAT I LOVE IS THAT THE EMPHASIS WAS PUT ON OLSZEWSKI, AND THAT IS SPELLED CORRECTLY.

IN ACCORDANCE WITH THE REQUIREMENTS OF 24 CFR, THE CODE OF FEDERAL REGULATIONS 91.1 05C, THE CITY OF PALM BAY HEREBY PROPOSES TO REALLOCATE LEFTOVER FUNDS FROM COMPLETED PROJECTS, CANCELED TWO PROJECTS, AND ALLOCATE FUNDS TO PROJECTS THAT ARE CURRENTLY THAT CURRENTLY NEED ADDITIONAL FUNDS BECAUSE THEY ARE READY TO START AND PROPOSE ESTABLISHING A HOUSING SPECIALIST POSITION. THE DETAILS WERE PROVIDED TO YOU IN THE PACKET.

WE TRIED IT. WE TRIED TO SPACE THAT OUT AND GIVE YOU A BETTER VIEW OF IT THIS EVENING.

I WILL HIGHLIGHT THOSE CHANGES, BECAUSE THIS IS SO IMPORTANT THAT WE GET THIS SUBSTANTIAL AMENDMENT APPROVED THIS EVENING.

AMENDMENT ONE IT'S A FUNDING REDUCTION AND YOU PROBABLY CAN TURN TO THAT IN YOUR PACKET.

THE PROJECT IS BEING CANCELED BECAUSE IT IS INELIGIBLE, DOESN'T MEET THE 51% LOW DEMAND REQUIREMENT.

SO THAT PROJECT IS BEING CANCELED. AMENDMENT TWO IS A FUNDING INCREASE FOR LIBERTY PARK IMPROVEMENTS.

PARKS AND RECREATION, PARKS AND FACILITIES ASKED US TO MOVE THE MONIES FROM THE AQUATIC CENTER, SINCE WE HAD TO CANCEL THAT PROJECT AND MOVE IT TO LIBERTY PARK, BECAUSE THERE WERE ADDITIONAL IMPROVEMENTS NEEDED THERE.

AND THEY'RE GOING TO HAVE TO TO THEN MAKE UP THAT $50,710.

AMENDMENT THREE. AND WE'RE ALSO DOING IT. PLEASE NOTE THAT ONE OF THE KEY THINGS THAT WE HAVE TO DO EVERY YEAR IS WE HAVE TO MEET AN EXPENDITURE GOAL. HUD DOESN'T ALLOW DOESN'T WANT COMMUNITIES JUST TO GET MONEY IN THE COMMUNITIES AND NEVER EXPEND THE FUNDS IN THE COMMUNITY. SO THEY GIVE US A GOAL EVERY YEAR AND WE CAN HAVE WE CAN HAVE NO MORE IN OUR BALANCE, IN OUR LETTER OF CREDIT, THAN ONE AND A HALF TIMES OUR ONE YEAR ALLOCATION.

SO WE HAVE A LOT OF MONEY TO SPEND THIS YEAR.

IN FACT, WE HAVE TO SPEND $776,737 TO MEET HUD'S GOAL.

SO IN ORDER TO DO THAT, WE'RE WE'RE WE'RE DOING THIS SUBSTANTIAL AMENDMENT.

AMENDMENT THREE WOULD BE A NAME CHANGE. AND THAT'S JUST A REQUIREMENT WHERE THAT PARK IS BEING WAS RENAMED TO KEN GREEN PARK AND WE HAVE TO PUT THAT IN OUR AMENDMENT. AMENDMENT FOR PUBLIC WORKS.

ASKED FOR A PROJECT LAST YEAR. IT'S NOT DESIGNED YET.

SO THEY DO HAVE ONE THAT'S DESIGNED. AND WE'RE MOVING THE MONIES TO THE PROJECT TO PUT IT IN THE SIDEWALK.

WHERE IT'S ALREADY DESIGNED. SO WE'RE REALLOCATE THOSE FUNDS TO WICHITA BOULEVARD SIDEWALK FROM SAN FILIPPO BOULEVARD TO BABCOCK STREET.

AND WE'RE CANCELING THE ORIGINAL ONE SAN FILIPPO, FROM WICHITA BOULEVARD TO ELDRON.

SO, AGAIN, WE WE CAN'T WAIT AROUND. WE HAVE TO HAVE PROJECTS READY TO MOVE SO THAT WE CAN MEET OUR EXPENDITURE GOAL.

AND THAT WILL HELP US BY DOING THIS AND MOVING IT TO WICHITA BOULEVARD.

AND THEN FINALLY, AMENDMENT FIVE WOULD BE ESTABLISHING A HOUSING REHABILITATION SPECIALIST.

THE CITY DOES NOT HAVE ITS OWN HOUSING REHABILITATION SPECIALIST.

WE CONTRACT WITH SOMEONE AND THE CITY HAS OVER $3.6 MILLION IN SHIP FUNDS FOR HOUSING REHABILITATION.

AND WE HAVE NO FULL TIME PERSON. SO IT IS CRITICAL THAT WE GET SOMEBODY ON BOARD WHO WILL BE THERE WATCHING THESE PROJECTS, LOOKING AT WHAT'S HAPPENING IN PEOPLE'S HOMES, PREPARING COST ESTIMATES. AND IS A CITY EMPLOYEE.

SO THOSE ARE THE FIVE AMENDMENTS? YES, SIR. THANK YOU, MADAM CHAIR.

I HAVE A QUESTION FOR AMENDMENT NUMBER FIVE. WILL THIS BE AFTER THIS YEAR? WILL THE FUNDING FOR THIS SALARY FOR THIS POSITION? IT'S ALWAYS GOING TO BE GRANT FUNDED. GOT IT.

AND ALSO GIVE YOU GUYS THE DEDICATED SUPPORT THAT YOU NEED TO BE ABLE TO COMPLETE THE PROJECTS, GET THE PAPERWORK DONE. THEY'RE FAMILIAR WITH THE RULES AND REGULATIONS.

AND SO I HAVE SOMEONE THERE LOOKING AT WHAT'S HAPPENING ALMOST DAILY TO SOMEONE'S HOME.

THAT IS CRITICAL. YES. AND I THINK IN SOME OF YOUR MORE HIGHLY CONCENTRATED AREAS WHERE WE'RE WORKING IN THE SAME PARTS OF THE CITY AT THE SAME TIME, THEY'LL BE THEY'LL BECOME FAMILIAR WITH THOSE NEIGHBORHOODS AND THOSE RESIDENTS AND WHAT'S GOING ON.

AND SO I THINK THAT'S GREAT. I DO HAVE A QUESTION ABOUT AMENDMENT NUMBER ONE, WHICH WAS THE AQUATIC CENTER, IF I'M NOT MISTAKEN, WHEN WE APPROVED THAT, WE HAD A DISCUSSION ABOUT WHETHER OR NOT THIS WAS INITIALLY ELIGIBLE AND IF THEY WERE IN THE LOW TO MODERATE INCOME AND WE WERE ASSURED THAT THEY WERE. SO I'M A LITTLE DISAPPOINTED THAT THAT'S NOW BEING REMOVED AS NOT ELIGIBLE, BECAUSE ANOTHER PROJECT COULD HAVE BEEN PUT IN THERE FROM THE START.

I'VE BEEN INVOLVED WITH THE INTER-AGENCY COUNCIL, BREVARD SCHOOLS.

I'VE BEEN CHAIR OF THAT COUNCIL FOR A NUMBER OF YEARS.

I'VE WORKED WITH THE COUNCIL FOR OVER 15 YEARS.

SO I KNOW WHAT'S HERE IN BREVARD COUNTY. I KNOW WHAT'S NOT.

WE HAVE OVER TWO BLAST CLASSROOMS JUST IN PALM BAY ALONE, WHICH HOUSES AT LEAST 20, AT LEAST 22 TO 25 STUDENTS PER PER PROGRAM.

SO WE'RE TALKING CLOSE TO ALMOST 50 STUDENTS IN BREVARD COUNTY THAT WILL BE AGING OUT AT THE AGE OF 22.

WE JUST HAD A DISCUSSION ABOUT THAT TODAY IN OUR SESSION. I GO TO MALABAR BAPTIST CHURCH AND OUR CHURCH ALLOWED US TO US TO USE THAT SPACE TO START MY PROGRAM BACK IN 2008 WHEN WE STARTED. WE ARE NOW AT THE POINT WHERE WE ACTUALLY SERVICE ALMOST 30 YOUNG ADULTS WITH DISABILITIES.

ON ANY GIVEN DAY. THE REALITY IS THAT MOST OF THEM ARE UNDER UNDERSERVED, AND THEY ALSO ARE ECONOMICALLY DISADVANTAGED AS ALONG WITH THEIR PARENTS.

WHEN YOU ENTER A CHILD WITH A DISABILITY, ESPECIALLY AN ADULT, WE DON'T HAVE SERVICES IN PLACE FOR CHILD CARE OR ADULT CARE, I SHOULD SAY. AND THEREFORE PARENTS CAN'T WORK.

I HAD TO REINVENT MYSELF. SO I TOOK THE CHALLENGE ON TO TAKE A DIFFICULT POPULATION, WHICH IS THE 22 TO 64 POPULATION.

IT'S THE POPULATION THAT ISN'T FUNDED THROUGH STATE PROCESSES AND FUNDING.

SO THEREFORE MOST OF THESE YOUNG ADULTS WOULD BE SITTING AT HOME NOT DOING ANYTHING AT ALL, AND DEALING WITH BOTH POLICE ISSUES THAT WE'RE HAVING, BEHAVIORAL CRISIS ISSUES AND MENTAL HEALTH ISSUES THAT WE'RE HAVING AS WELL.

WHEN OUR YOUNG ADULTS FEEL DISPLACED AND NOT SEEN BY THEIR COMMUNITY AND THE PEOPLE AROUND THEM, IT CAUSES THEM TO FEEL INWARD. AND IN THAT THEY WIND UP WIND UP HAVING MORE BEHAVIORAL ISSUES AND THINGS HAPPENING.

AND ALSO FAMILIES DON'T GET A CHANCE TO BE ABLE TO WORK WITH THEIR CHILDREN AND HAVE OTHER PLACES AND SPACES TO TAKE THEM TO.

SO I'LL JUST GO THROUGH THIS QUICKLY AGAIN. I KNOW THIS IS GOING ON.

NO, I'M NOT SURE WHY THIS IS NOT WORKING RIGHT NOW.

OH, IT'S JUST SLOW. BUT ANYWAY. BUT ANYWAY, WE SERVE THE POPULATION AGAIN, PRIMARILY 22 AND UP.

WE PROVIDE SERVICES THREE DAYS A WEEK. WE USE COMMUNITY SPACES BECAUSE WE CAN'T AFFORD TO HAVE A SPACE TO DO THAT.

WE ALSO DO A LOT OF COMMUNITY OUTREACH IN TERMS OF SERVING, SERVICING PARENTS THAT HAVE KIDS WITH DISABILITIES.

AND GIVING THEM INFORMATION, RESOURCE, INFORMATION AND STRUCTURE TO THEIR LIVES AND OPPORTUNITIES FOR CREATING JOB OPPORTUNITIES AND OTHER PROGRAMS FOR THEM. SO AGAIN, THIS IS GOING REALLY SLOW.

JUST TO GIVE YOU SOME STATISTICS, SUMMER CAMP IS TEN WEEKS LONG HERE IN BREVARD COUNTY.

WE DO HAVE TWO CENTERS THAT RUN SUMMER CAMP. EACH OF THEM AVERAGING JUST UNDER 70 KIDS PER WEEK.

RIGHT NOW, TOTAL FOR THE WITHIN OUR RECREATION DEPARTMENT CAMPS, WE'RE AT 133 ON AVERAGE PER CAMP LAST SUMMER.

SOME CONTINUOUS STATISTICS HERE. OUT OF THAT NUMBER, THERE ARE 296 UNIQUE, WHICH MEANS, YOU KNOW, KIDS DO TAKE MULTIPLE WEEKS. WE DO HAVE A LARGE PERCENTAGE THAT ATTEND CAMP FOUR WEEKS OR MORE.

IN OUR PROGRAM. 88% OF THE CAMPERS ARE PALM BAY RESIDENTS, AND 40% OF THOSE ARE ON SOME TYPE OF REDUCED PRICING OR DISCOUNTS THAT WE OFFER, WHICH GO TO THE REDUCED SCHOOL LUNCH OR THEY'RE ON EBT. SO OUR CURRENT RATE RIGHT NOW IS $90 FOR THE CAMP.

THIS IS GOING TO CONTINUE TO INCREASE WITH COSTS, WITH STAFFING COSTS FIELD TRIPS, WE DO KIND OF ALL APART RIGHT NOW.

WE DON'T INCLUDE THAT IN OUR RATES. WHICH GOES I'LL GET A LITTLE MORE ON THAT, BECAUSE WE HAVE ABOUT 70% OF THE CAMPERS ON THE REDUCED PRICING CANNOT PARTICIPATE IN THE FIELD TRIPS WITH THAT FEE.

AND THEY CAN'T AFFORD TO GO ON TO THE FIELD TRIPS.

SO WE ARE HAVING TO SEPARATE OUR CAMPS OR WE'RE REDUCING, TRYING TO FIND LOWER COST FIELD TRIPS FOR THE WHOLE GROUP SO EVERYONE COULD GO ON OUR CAMP ACTIVITIES. LIKE MOST SUMMER CAMPS, WE GOT ARTS AND CRAFTS, PHYSICAL FITNESS, READING TIME, OUTDOOR TIME. WE TAKE TRIPS TO THE AQUATIC CENTER, THE SANCTUARY, AND WE DO A FEW MORE THINGS AROUND TOWN AT A LOWER COST, LIKE MOVIES AS WELL WITH THE THEATERS. THE SAN FILIPPO DRIVE SIDEWALK PROJECT IS TO CONSTRUCT AN EIGHT FOOT SIDEWALK ALONG THE EAST SIDE OF SAN FILIPPO BOULEVARD, FROM WICHITA BOULEVARD TO EL GRANDE BOULEVARD.

IT IS APPROXIMATELY 0.65 MILES IN LENGTH, AND IT WILL CONNECT THE EXISTING SIDEWALK TO THE PLANNED SIDEWALK ON WICHITA BOULEVARD THAT'S PLANNED FOR THIS YEAR.

THE TOTAL PROJECT COST FOR THE SAN FILIPPO DRIVE SIDEWALK IS APPROXIMATELY $700,000.

WHERE THE PUBLIC WORKS DEPARTMENT IS ASKING CBD FUNDING IN THE AMOUNT OF $300,000.

IF WE ARE AWARDED THE PROJECT, WE WILL ASK CITY COUNCIL'S APPROVAL TO USE TO USE LOCAL FUNDS FOR THE REMAINING $400,000 NEEDED FOR THE THE PROJECT. THE SAN FILIPPO DRIVE SIDEWALK PROJECT IS LOCATED IN A LOW TO MODERATE INCOME BLOCK 071339 ALONG SAN FILIPPO DRIVE BETWEEN WICHITA BOULEVARD AND ELDRON BOULEVARD.

FUNDING FOR THIS PROJECT WILL ENHANCE THE COMMUNITY OF PALM BAY, BECAUSE IT IS PART OF A PLANNED SIDEWALK PHASING TO ADD PEDESTRIAN ACCOMMODATIONS, IMPROVE THE SAFETY OF OUR PEDESTRIANS, AND IT WILL ALSO IMPROVE PEDESTRIAN ACCESS THROUGHOUT THE CITY.

THE BATHROOMS WERE DONE UTILIZING OUR TRADES WORKERS AND SKILLED WORKERS.

WE REDID ALL THE FIXTURES AND AMENITIES THE CEILING, THE LIGHTS, THE DROP DOWNS, TILES ON THE WALLS AND THE FLOORS.

VETERANS PARK PROJECT IS OUR NUMBER TWO PRIORITY.

THIS IS GOING TO BE FOR INSTALLING TWO PAVILIONS LOW PROFILE WOOD FENCING AND UPGRADING OUR TENNIS LIGHTS TO LED LIGHTS.

THE TWO PAVILIONS THAT YOU SEE HERE HAVE BOTH BEEN REMOVED.

THE CITY ALREADY OWNS THE MATERIALS TO INSTALL THOSE PAVILIONS, WHICH IS $36,000 IN MATERIALS.

WE HAVEN'T BEEN ABLE TO OBTAIN THE FUNDING FOR THESE TWO STRUCTURES.

WE BOUGHT THE MATERIALS IN 2022. THIS PROJECT IS SHOVEL READY AND WILL UTILIZE A CONTRACTOR FROM A CONTINUAL CONSTRUCTION CONSTRUCTION SERVICES AGREEMENT.

THE LOW PROFILE FENCE YOU SEE HERE, MOST OF THE FENCING THAT'S EXISTING IN THIS PARK IS OVER 13 YEARS OLD.

IT IS ROTTING. IT'S NEEDING REPLACING. THE FUNDING WILL BE LEVERAGED WITH IN-HOUSE LABOR TO REMOVE AND INSTALL ALL NEW FUNDING.

AND WE ALSO HAVE A VR PROGRAM WHICH ASSISTS INDIVIDUALS WITH PREPARING TO GO TO WORK AND BE READY TO WORK SUCCESSFULLY. WE ALSO HAVE CHILDREN'S PROGRAM AND A TEEN PROGRAM AS WELL AS BABIES, SO WE SERVE FROM INFANTS THROUGH SENIOR CITIZENS.

SO STEPS. THE CHILDREN'S PROGRAM HAS TWO AREA, TWO AGE GROUPS STEPS, WHICH IS 5 TO 13 AND TRANSITION, WHICH IS 14 TO 21. THOSE ARE THOSE ARE THE AGES.

AND SO WHAT WE DO IS PROVIDE WE SERVICE THE STUDENTS WHO ARE BLIND AND VISUALLY IMPAIRED WITH ACTIVITIES OF DAILY LIVING ORIENTATION, MOBILITY AND ALSO ASSISTIVE TECHNOLOGY PROGRAMS, WHICH IS IT'S JUST IT'S JUST LIKE EVERYDAY LIVING THINGS THAT THEY NEED TO LEARN TO MAINTAIN THEIR INDEPENDENCE, TO INSTILL THE INDEPENDENCE IN THEM, TO ALSO ENHANCE THEIR INDEPENDENCE.

SO AND WE ALSO TEACH THEM ASSISTIVE TECHNOLOGY.

SO THAT MEANS LIKE SCREEN READERS AND THINGS.

SO THEY WILL BE ABLE TO USE THEIR PHONES AND TECHNOLOGY.

SO THOSE ARE SOME OF THE PROGRAMS THAT WE OFFER.

AND WE ACTUALLY HAVE BEAT BASEBALL TOO. AND GO BALL.

SO ALSO SO THEY CAN GET OUT THE HOUSE AND SO THEY WILL BE ABLE TO HAVE A YOU KNOW, IN THE FUTURE, THEY'LL BE ABLE TO BE ACTIVE IN THE COMMUNITY. EXCELLENT.

AND IT'S KIND OF LIKE, WHAT DO I DO WITH THAT? WHERE DO I GO TO GET SOME HELP? WHO CAN GIVE ME PROPER ASSISTANCE? THEY ARE OFTEN LEFT WITHOUT OPTIONS OR I WON'T SAY OPTIONS, BUT THEY OFTEN DON'T KNOW WHERE TO WHERE TO TURN.

AND I THINK THE WAY WE GET MANY OF OUR CLIENTS IS THAT THEY GO ONLINE AND THEY DO FIND OUR ORGANIZATION, OR THEY FIND THE FLORIDA DIVISION OF BLIND SERVICES.
