I KNOW THAT I SERVE ON SOME OTHER BOARDS THE SUSTAINABILITY ADVISORY BOARD, WHICH THE COUNCIL RECENTLY TOOK A LOOK AT, DISSOLVING THE BUDGET ADVISORY BOARD WAS DISSOLVED AND NOW IS COMING BACK, BEING RESTRUCTURED.
SO I THINK IT'S VERY IMPORTANT FOR THIS BOARD TO LOOK AND EXAMINE.
YOU MENTIONED THE BYLAWS, MR. GORM, BUT ALSO THE MISSION AND FOR YOU ALL TO ADVISE ON THAT AS WELL,

TO MAKE SURE THAT THIS BOARD IS EFFECTIVE AND HAS LONGEVITY.THE OTHER THING OF CONCERN TO ME IS QUORUM. AGAIN, I SERVE ON OTHER CITY BOARDS.
ONE OF THE BIGGEST PROBLEMS I SEE IS THAT WE DON'T HAVE FULL BOARD SHOWING UP.
I WOULD LIKE FOR THIS. YOU ARE AN ADVISORY BOARD TO LOOK AT FIRST, WE HAVE NEW COUNCIL MEMBERS THAT HAVE AN APPOINTMENT THAT THEY CAN MAKE TO THIS BOARD TO CONNECT WITH THE COUNCIL PEOPLE AND GET THOSE APPOINTMENTS MADE.
PEOPLE WHO WILL COMMIT THEIR TIME AND TALENT.

AND I'VE SPOKEN NUMEROUS TIMES WITH CITY COUNCIL AND ALSO INDIVIDUALLY WITH THE COUNCIL MEMBERS THAT WE'VE GOT TO FIND A WAY TO FIGURE OUT WHERE WE'RE GOING FOR THE NEXT FIVE YEARS. AND IF IT MEANS PUTTING A MORATORIUM ON FUTURE BUILDING UNTIL WE CATCH UP WITH OUR INFRASTRUCTURE, WE NEED TO CONSIDER DOING THAT BECAUSE IT APPEARS, AS I MENTIONED, IN THE PUBLIC SAFETY SIDE, WE'RE ALWAYS CATCHING UP AND WE NEVER CATCH UP.
THAT'S THE PROBLEM. SO WE WE BUILD SOMETHING NEW LIKE WATER TREATMENT FACILITIES OR SOME NEW ROADS, AND THEN WE BUILD 3000 MORE HOMES SO WE DON'T CATCH UP.
SO I THINK THAT ONE OF THE THINGS I WOULD HOPE THAT THIS BOARD WOULD CONSIDER IS, IS WHERE ARE WE NOW AND WHERE DO WE WANT TO BE IN FIVE YEARS? WHAT'S THE PLAN AND HOW ARE WE GOING TO PAY FOR IT? AND THEN TAKE IT TO THE CITIZENS SO THAT THE CITIZENS KNOW WHAT'S GOING ON.

ONE IS HAS TO DO WITH ADVISORY CAPACITY ON THE NEW BUDGET THAT'S COMING IS STARTING TO BE IN PROCESS. THE GO ROADS BOND FUND IS SEVERELY OVER BUDGET.
AND I WOULD LIKE TO SEE SOME INNOVATIVE ADVICE TO OUR COUNCIL REGARDING HOW TO TO HANDLE THIS.
WHAT ARE SOME SOLUTIONS? THE OTHER THING I'VE BEEN VERY CONCERNED ABOUT, AGAIN TALKING TO YOUR ADVISORY CAPACITY IS THE TRANSPORTATION REPORTS THAT ARE USED IN THE STAFF REPORTS THAT DETERMINE THAT REALLY GO TO P AND Z AND THEN GO TO COUNCIL. AND IT'S THE STAFF REPORTS THAT REALLY LOOK AT ALL THE FACTORS THAT ARE WARRANTED IN THE DEVELOPMENT

AND WHETHER REZONING SHOULD HAPPEN OR LAND USE AND THOSE TYPES OF VERY IMPORTANT THINGS.ONE THING I'VE NOTICED WHEN IT COMES TO ROADS, YOU KNOW, THE CITIZENS HAVE BEEN SAYING FOREVER THE DEVELOPMENT IS AHEAD OF THE ROAD READINESS, THE TRANSPORTATION READINESS. AND I THINK PART OF THE PROBLEM IS THAT THE STAFF REPORTS WHEN THEY HAVE TRANSPORTATION STUDIES, THE TRANSPORTATION STUDIES BUILD IN, I'VE HEARD 15% LIKE FUTURE PROJECTIONS TO COVER WHAT'S TO COME IN THE FUTURE, BUT THAT IS NOT ENOUGH BECAUSE THAT IS BASED ON THE CURRENT WHAT WE HAVE NOW.
WHAT IS NOT BEING TAKEN INTO CONSIDERATION IN THE TRANSPORTATION REVIEW IS ALL THE DEVELOPMENTS THAT ARE IN THE PIPELINE, SO TO SPEAK, THAT HAVE ALREADY BEEN ACCEPTED AND WILL ADD TO THE ROAD YOU KNOW, TO THE ROAD PROBLEM. SO I WOULD LIKE FOR THIS BOARD TO TAKE A LOOK AT REDOING TRANSPORTATION REPORTS AND MAKING THEM BASED ON THE CUMULATIVE PROJECTING, PARTICULARLY WITH THESE PHASE DEVELOPMENTS THAT MAY START AND GO FOR TEN YEARS, GO DOWN HERE TO TEN YEARS BASED ON A BUILT OUT COMMUNITY, NOT ON UNDEVELOPED LAND.
I THINK INFRASTRUCTURE READINESS IS THE NUMBER ONE ISSUE THAT OUR COUNCIL IS LOOKING AT.
I THINK THIS BOARD COULD BE INFLUENTIAL IN SOLUTIONS.
ONE SOLUTION THAT I HAVE THOUGHT OF IS TO BEGIN TIME THE BEGINNING OF DEVELOPMENTS.
I DON'T THINK WE NEED A MORATORIUM. I DON'T THINK WE NEED A SLOWDOWN, BUT WE DO NEED, WHEN THOSE DEVELOPMENTS ARE ACCEPTED AND APPROVED, THAT THEY WILL NOT START DEVELOPMENT UNTIL THE INFRASTRUCTURE IS READY.

JUST AN UPDATE ON WHERE WE'RE AT AND EXPLAIN THAT THIS ONLY REPAIRS EXISTING ROADWAYS THAT WERE EXISTING WHEN THE WHEN THE PROGRAM STARTED THAT THERE'S NO NEW ROADWAYS, THERE'S NO ADDITIONAL LANES, NOTHING IS COVERED UNDER THE GO ROADS PROGRAM OTHER THAN REPAIRING THE INFRASTRUCTURE THAT WAS PREVIOUSLY IN PLACE. THAT THAT IS CORRECT.
YES. THIS DOES NOT COVER ANY NEW CONSTRUCTION OR MODIFICATIONS TO EXISTING ROADS.
I CAN TELL YOU WHAT OUR STATUS IS ON CURRENT PROJECTS, IF YOU WOULD LIKE TO HEAR THAT.
IS THAT WHAT YOU'RE ASKING WITH A NEW BOARD? IF WE WE SHOULD PROBABLY WE'RE GOING TO NEED A LITTLE BIT OF EDUCATION WITH IT TO BRING BECAUSE OUT OF SEVEN MEMBERS, FIVE ARE NEW IS WHAT I GATHERED.

AND I'M GOING TO ASK STAFF TO CORRECT ME IF ME IF I'M WRONG, BUT WHEN A NEW DEVELOPMENT GOES IN, THEY HAVE TO PAY A FAIR SHARE IMPACT FEE. NOW THAT IMPACT FEE MAY COVER, FOR INSTANCE, THE IMPROVEMENTS THEY HAVE TO MAKE WHEN THEY DO THE TRANSPORTATION STUDY IS THEY HAVE TO ADD TURN LANES AND MAKE SURE THE ROADS SAFE.
SO AS A RESULT OF THAT, YOU GET WHAT WE HAVE ON THE WESTERN END OF MALABAR ROAD RIGHT NOW, WHICH IS A TWO LANE ROAD WITH A LOT OF PATCHED IN TURN LANES TO ACCOMMODATE THE TRAFFIC AND TO ACCOMMODATE THE NEW DEVELOPMENTS.

YES. THAT'S CORRECT. SO SO THAT'S WHY PROJECTING AND BUILDING ALL THE ROADS AHEAD OF TIME, THAT HAS TO WE HAVE TO FIGURE OUT HOW TO FUND THAT.
