WE DIDN'T DO THIS IN A VACUUM. CERTAINLY CITY STAFF ALL WORKED WITH EVERY SINGLE DEPARTMENT THAT IS THERE, AS WELL AS HOLDING NUMEROUS PUBLIC WORKSHOPS AND OUTREACH SESSIONS.

I FEEL VERY STRONGLY WHEN WE SAT DOWN WITH MISS FELLS AND THE OTHER BOARD MEMBERS, THAT THE CITY STAFF NEEDED TO DO A BETTER JOB CONNECTING WITH THE SENIORS. THERE WAS DIVISION IN OUR RELATIONSHIP, AND SYLVIA AND I HAVE WORKED TO BUILD BRIDGES TO RECOGNIZE THE GOOD WORK THAT THEY DO FOR OUR COMMUNITY. AS SUCH, WE'VE NEGOTIATED A FEW MINOR CONCESSIONS FOR THIS LAST LEASE EXTENSION THAT WOULD GO THROUGH 2026.
WE RECOGNIZE THAT IN THE NEXT YEAR, WE WOULD NEED TO BRING FORWARD A MUCH LARGER AND LONGER EXTENSION PERIOD FOR YOU ALL TO CONSIDER AND ANTICIPATE THAT WE WOULD HAVE A DISCUSSION WITH YOU ALL AT A COUNCIL MEETING TO GET YOUR FEEDBACK BEFORE WE GO AND NEGOTIATE WITH THE SENIORS.
THIS SENIOR CENTER WAS BUILT AND DESIGNED TO BE A SENIOR CENTER BACK IN THE 80S.

OUR CURRENT FUND BALANCE POLICY FOR THE GENERAL FUND GOES BACK TO 2011, AND IT PROVIDES FOR A TWO MONTH GENERAL FUND RESERVE AND A 2 TO 4% EMERGENCY CONTINGENCY RESERVE.
SO COMBINE THOSE TWO ARE BETWEEN 18.7 AND 20.7% OF OUR GENERAL FUND OPERATING.
AND WE'RE PROPOSING THAT THAT BE A FOUR MONTH RESERVE.
SO THAT WOULD GO TO 33 AND A THIRD PERCENT. THIS IS MORE IN LINE WITH REALLY HEALTHY COMMUNITIES TO HAVE A RAINY DAY FUND, AS IT WERE. SO THAT IN TIMES OF STRESS, THE CITY CAN CONTINUE TO PROVIDE SERVICES TO ITS CITIZENS AND HAVE SOME TIME TO ADJUST TO THOSE KINDS OF SHOCKS.
