I WANT TO TALK TO YOU ABOUT THREE TOPICS THIS EVENING, WHICH WOULD BE THE INITIALIZATION OF THE PROGRAM IN 2017 WITH A PAVEMENT MANAGEMENT PLAN PROVIDED BY TRANS MAP. THE PROGRESS OF THE PROGRAM FROM THE FIRST UNITS THAT WE STARTED IN 2019 TO THE PAUSING OF THE PROGRAM IN 2025, AND OUR DIRECTION MOVING FORWARD FROM HERE WITH THE FUNDS THAT ARE REMAINING FROM THE BOND ISSUANCE. SO WHAT'S A PAVEMENT MANAGEMENT PLAN? HOW WAS OURS DEVELOPED IN 2017? ESSENTIALLY IT BEGINS WITH A PCI SCORE, WHICH IS PAVEMENT CONDITION INDEX. TRANS MAP DROVE EVERY ONE OF OUR ROADS USING VIDEO AND INFRARED TECHNOLOGY TO DETECT ANY DEFECTS IN THE ROAD SURFACE BASED ON THE TYPE, THE AMOUNT OF DEFECTS THAT WERE PRESENT IN EACH SEGMENT OF ROADWAY, IT WAS GIVEN A SCORE FROM 0 TO 100, WITH 100 BEING A SEGMENT IN PERFECT CONDITION AND ZERO BEING A FAILED ROADWAY. THERE'S SOME IMAGES THOSE AREN'T FROM OUR ROADS, BUT THOSE ARE SOME IMAGES TO KIND OF GIVE YOU AN IDEA OF WHAT A PERFECT SCORE BETWEEN 86 TO 100 ON THE LEFT WOULD BE. ONE THAT'S IN POOR CONDITION IN THE MIDDLE AND THEN FAILED ON THE RIGHT. AS A RULE OF THUMB, YOU WANT TO MANAGE YOUR ROAD NETWORK SO THAT IT STAYS WITHIN A RANGE OF 75 TO 100. WHEN YOUR ROAD NETWORK IS MAINTAINED AT THOSE LEVELS, YOU'RE REALLY ONLY WORRIED ABOUT PROTECTING THE ROAD SURFACE. WITH TREATMENTS THAT KEEP DETERIORATION SLOW, IT DETERIORATES USUALLY ABOUT 1 TO 2 POINTS PER YEAR. AND DOESN'T DOESN'T COST AS MUCH TO DO THOSE TYPES OF TREATMENTS. ONCE YOUR ROADWAYS DROP BELOW 75, THE RATE OF DETERIORATION ACCELERATES TO 3 TO 5 POINTS PER YEAR, POSSIBLY MORE IN FLORIDA BECAUSE OF A NUMBER OF FACTORS AND THE COST TO RECOVER THE ROADWAY JUMPED SIGNIFICANTLY. IT'S WHERE YOU'D LIKELY BE MILLING AND REPLACING THE PAVEMENT SURFACE, BUT YOU'RE ABLE TO REUSE THE ROAD BASE THAT WOULD BE THE MILL AND PAVE AREA. ONCE YOU'VE ONCE YOUR SCORES ARE BELOW 60 ON A ROAD SEGMENT, YOU'VE LIKELY EXPERIENCED FAILURES IN THE ROAD BASE, AND YOU'LL NEED TO REBUILD THE BASE BY PULVERIZING THE SURFACE AND THEN COMPACTING IT TO BECOME THE NEW BASE. AND LOCAL ROADS WHICH REPRESENT THE OTHER 83% OF OUR ROAD NETWORK. NOW, WHEN THEY CREATED PAVEMENT MANAGEMENT PLAN, THEY TYPICALLY GIVE YOU THREE OPTIONS. THE FIRST ONE IS A DO NOTHING APPROACH, WHICH IS REPRESENTED BY THE BLUE LINE AT THE BOTTOM OF EACH CHART AND SHOWS WHAT YOUR ROAD SCORE WOULD BE IN FIVE YEARS IF YOU TOOK NO ACTION AT ALL, JUST NORMAL DETERIORATION OVER TIME. THEY ALSO PROVIDE YOU WITH A HOLD STEADY APPROACH, WHICH IS THE RED LINE REQUIRES YOU TO INVEST ONLY ENOUGH TO GET THE PCI TO 75, WHICH IS JUST ABOVE FAILING, AND THEY GIVE YOU AN ESTIMATED COST ON EACH OF THOSE. JUST FOR PERSPECTIVE, WE, THE UNITED STATES, HAS EXPERIENCED 30% INFLATION SINCE THE START OF OUR GO ROADS. SO THE $27 MILLION REQUIRED ANNUALLY IN 2017 WOULD BE OVER $35 MILLION IN TODAY'S MONEY. SO IT'S NO SURPRISE THAT OUR ROADS FUNDS HAVE NOT STRETCHED AS FAR AS INITIALLY EXPECTED. IT'S WORTH STAYING ON THIS MAP JUST FOR ONE MOMENT, BECAUSE IT'S IT'S OUR OBJECTIVE WITH THIS PRESENTATION TO SHARE THE REALITY OF WHAT WE'RE LOOKING AT AND THE STRATEGIES WE'LL BE USING MOVING FORWARD AT THIS TIME. WE'VE COMPLETED PHASES ONE THROUGH THREE, OR WE'RE WRAPPING UP SOME OF PHASE THREE. SO TAKE LIBERTIES IN SAYING WE HAVE COMPLETED, BUT WE WILL HAVE IN 2026 COMPLETED PHASES ONE THROUGH THREE, LEAVING ONLY THE UNITS IN PHASES FOUR AND FIVE UNDONE. THAT MEANS A LARGE PORTION OF A LARGE PORTION OF OUR MOST HEAVILY TRAVELED ROADWAYS HAVE YET TO BE ADDRESSED. SO WHERE DO WE GO FROM HERE? FIRST STEP IS TO UPDATE OUR PCI. WE'RE GOING TO HAVE EVERY ROAD ANALYZED AND SCORED AGAIN SO THAT WE CAN COMPARE THE SCORES OF 2017. WHY DOES THAT MATTER. WE'RE LOOKING FOR TWO THINGS. ONE WE'RE LOOKING FOR ACCELERATED DEGRADATION. SO ARE THERE ROADS THAT HAVE DETERIORATED MORE QUICKLY THAN WE WOULD HAVE EXPECTED BASED ON WHERE THEY WERE IN THE CURVE IN 2017. IF SO, THAT WILL TELL US WE PROBABLY HAVE SOME FAILING ROAD BASE IN THAT AREA AND WE NEED TO LOOK INTO FDR. THE SECOND THING IS WE'RE GOING TO TEST THE SUCCESS OF OUR MAINTENANCE TECHNIQUES ON THE ROADS THAT WERE COMPLETED IN PHASES ONE THROUGH THREE. SO ANY ROADS THAT ARE RESURFACED DURING THE GO ROADS WAS THEN ADDED TO OUR ROAD MAINTENANCE PROGRAM, WHERE WE APPLY A COMPOUND DESIGNED TO EXTEND THE LIFE OF THE SURFACE. AND WE APPLY IT EVERY FEW YEARS. WE SHOULD EXPECT TO SEE A SLOWER DEGRADATION IN THESE SEGMENTS, AND AN UPDATED PCI WILL HELP US TEST THAT THROUGHOUT THE CITY. WITH THE REMAINING GO ROADS FUNDS, WE'RE SHIFTING OUR FOCUS FROM TRYING TO COMPLETE EVERY ROAD IN AN ENTIRE UNIT, LIKE THE GRAPHIC ON THE LEFT. AND INSTEAD WE ARE LOOKING AT WHAT ROADS EXPERIENCE THE HIGHEST ADT OR AVERAGE DAILY TRAFFIC. HERE WE HAVE SOME OF OUR MOST HEAVILY TRAVELED ROAD SEGMENTS. IF YOU RECALL, THEY MOSTLY FALL WITHIN PHASES FOUR AND FIVE OF OUR GO ROADS, SO THEY'VE NOT YET BEEN ADDRESSED. REPAVING THESE ROADS WOULD GREATLY IMPROVE THE EXPERIENCE FOR THE THOUSANDS OF CARS THAT TRAVEL THEM EVERY DAY. HOWEVER, WE DON'T WANT TO USE GO ROADS FUNDS TO FIX A ROAD ONLY TO TEAR IT BACK UP IN 5 TO 7 YEARS. SO WE'RE KEEPING OUR FRIEND MAV DOWN THERE IN THE CORNER IN MIND AS WE PLAN OUR FUTURE PROJECTS. MAV STANDS FOR THE MAXIMUM ALLOWABLE VOLUME AS DETERMINED BY THE PALM BAY COMPREHENSIVE PLAN. AND IF A ROAD NEEDS TO BE WIDENED OR ALTERED IN THE NOT TOO DISTANT FUTURE, WE MAY ELECT TO SKIP THE GO ROADS PORTION AND GO STRAIGHT TO IDENTIFYING FUNDS FOR ITS EXPANSION. IN SUMMARY, THE ROADS PROGRAM HAS RESURFACED ROUGHLY 60% OF OUR CITIES OVER 790 MILES OF ROADWAY. WHILE PAUSED, WE'RE GOING TO GET AN UPDATED PCI, OR PAVEMENT CONDITION INDEX SCORE FOR THE ENTIRE CITY. WE WILL USE THE DATA FROM THE PCI IN CONJUNCTION WITH OUR TRAFFIC STUDY DATA, TO DETERMINE THE BEST USE OF THE REMAINING FUNDS, WHILE SIMULTANEOUSLY INVESTIGATING COST SAVING OPPORTUNITIES IN OUR PROCUREMENT METHODS.
