SO ONE OF THE SUGGESTIONS THAT I GAVE HIM WAS ONE THAT THE CITY OF MELBOURNE IMPLEMENTED SEVERAL YEARS AGO WITH HABITAT FOR HUMANITY. THEY WERE ABLE TO HELP VERY LOW INCOME PEOPLE. 15 HOMES WERE BUILT AT THAT TIME. BASED ON THE, THE ECONOMY, $20,000 WAS GIVEN AS A DOWN PAYMENT ASSISTANCE. THEY HAD TO PUT IN 200 PLUS HOURS OF COMMUNITY SERVICE AND IT, IT, IT REALLY IT, IT BROUGHT ABOUT COMMUNITY SERVICE. I'M SORRY. TOLD ME TO TURN THAT ON. IT BROUGHT ABOUT COMMUNITY SERVICE AS WELL AS IT ALLOWED THE CITY TO HELP MANY HOMEOWNERS WHO WERE WHO ONLY ENDED UP PAYING ABOUT 600 OR $700 A MONTH FOR THEIR MORTGAGE PAYMENT. SO THIS PLAN WILL LAST FOR THREE YEARS. THE PUBLIC COMMENT PERIOD STARTED ON MARCH 11TH, 2026, AND IT ENDS AT CITY COUNCIL MEETING ON APRIL 16TH. A PUBLIC INPUT MEETING WAS HELD. WE HAD ONE HERE ON MARCH 11TH. AT 9 A.M. WITH THE PUBLIC. AND THEN WE'RE DOING THE SECOND MEETING WITH YOU ALL WITH THE CITIZENS ADVISORY BOARD. AND THEN THE LAST MEETING WILL BE WITH CITY COUNCIL ON APRIL THE THE 16TH. THE PLAN HAS TO BE THE PLAN HAS TO BE TO FLORIDA HOUSING BY MAY THE 2ND. AND AS I MENTIONED, WELL, I DIDN'T MENTION THAT WE'RE IN THE THIRD YEAR OF THE PLAN'S FINAL YEAR, SO WE HAVE TO DO A NEW PLAN. WHAT WE'RE PROPOSING IN THE NEW LHAT IS TO HAVE HOME OWNERSHIP, PURCHASE ASSISTANCE WITH OR WITHOUT REHAB. HOME OWNER OCCUPIED SUBSTANTIAL, SUBSTANTIAL REHABILITATION. AND THAT'S JUST OUR REGULAR REHABILITATION PROGRAM. BUT WE JUST NAMED IT SUBSTANTIAL REHABILITATION HOMEOWNER REPAIR PROGRAM. THAT'S A NEW PROGRAM. AND VAL WILL TALK TO YOU ABOUT THAT. DISASTER RELIEF ASSISTANCE, FORECLOSURE PREVENTION. THAT'S ANOTHER NEW PROGRAM THAT THAT WE CURRENTLY DO NOT HAVE AND STRATEGY. AND SO WE'RE WE'RE PROPOSING THAT ONE. DEMOLITION, RECONSTRUCTION. WE HAVE THAT PROGRAM CURRENTLY. AND WE'RE CURRENTLY DOING BUILDING A HOME ON FOR, FOR MISS TERRY ON WASHINGTON STREET IN, IN NORTHEAST PALM BAY THAT HOUSE IS UNDER CONSTRUCTION RENTAL DEVELOPMENT. WE, WE HAVE THAT STRATEGY BEFORE AND THE, THE NEW ONE, THE LAST ONE IS HOME OWNERSHIP PURCHASE ASSISTANCE WITH SWEAT EQUITY. AND VAL WILL TELL YOU MORE ABOUT THE STRATEGIES. GOOD EVENING. SO THE VERY LOW INCOME WOULD GET THE MAXIMUM OF THE 67,400 LOW WOULD GET THE 57 FOR. AND THEN MODERATE WOULD GET THE 47 FOR. WHEN WE COMMUNICATED WITH COMMUNITY HOUSING INITIATIVE, WHO ACTUALLY OPERATES THE PROGRAM THE NUMBERS THAT SHE GAVE US FOR THOSE THAT SHE HAS HELPED ARE RIGHT THERE IN THOSE RANGES. SO WE'RE VERY COMFORTABLE WITH THE NUMBERS. BECAUSE THESE PROGRAMS ARE FOR HOME OWNERSHIP. IT HAS A LEAN PERIOD. AND EACH YEAR THAT A LIEN IS IN PLACE, A CERTAIN PERCENTAGE IS FORGIVEN. AS LONG AS THAT PERSON LIVES IN THE PROPERTY, DOESN'T SELL, IT DOESN'T MOVE, DOESN'T RENT IT. SO FOR THE FORGIVENESS PORTION OF THE TEN YEAR LIEN IS 10% EACH YEAR. AND THEN FOR THE 15 YEAR LIEN, IT'S A 6.67% UNTIL IT'S DOWN TO ZERO. SO AS DENISE WAS SHARING, THE HOME OWNER OCCUPIED. SUBSTANTIAL REHABILITATION IS WHAT WE DO THE MOST OF RIGHT NOW. SO THAT IS A FULL SWEEP OF THAT HOUSE. LOOKING AT ANYTHING THAT WOULD CREATE A CODE VIOLATION, [00:10:03] A HEALTH CONCERN FROM THE ROOF TO THE FOUNDATION, HVAC FLOORING, ACCESSIBILITY. SO THE MAXIMUM AWARD RIGHT NOW IS 100,000. AND WE HAVE BEEN GETTING VERY CLOSE TO THAT HERE LATELY. HOWEVER THE LEAN PERIODS ARE TIERED WITH THIS NEW PROPOSED PROGRAM BASED ON THE AMOUNT AND THIS ALSO WILL HELP TO SERVE MORE PEOPLE BECAUSE WHEN PEOPLE HISTORICALLY HAVE SEEN, OH, THE LEAN PERIOD CAN BE 20 YEARS, MAYBE I DON'T NEED THIS OR THAT. IF THEY HAVE WINDOWS AND CREATURES ARE COMING IN THE HOUSE OR THERE IS SOME TYPE OF A REAL ISSUE HAVING THE MAXIMUM AWARD AT $20,000 WON, IT WILL BECOME A GRANT. THAT'S WHAT WE'RE PROPOSING. SO IT ASSISTS PEOPLE TO STOP THE BLEEDING IF YOU WILL. SO IF THEY'RE ON THE WAIT LIST AND RIGHT NOW, THE WAIT LIST CAN BE A 2 TO 3 YEAR WAIT. DO SOME INSURANCE DEDUCTIBLES AGAIN, HELPING WITH IMMEDIATE REPAIRS TO PRESERVE THE HOME. FORECLOSURE PREVENTION IS DENISE'S DREAM CHILD, AND THIS WOULD BE A ONE TIME ASSISTANCE TO HELP PEOPLE STAY IN THEIR HOMES. MAXIMUM AWARD, $8,000, AND THEY WOULD HAVE TO PROVE THAT THEIR FINANCIAL HARDSHIP IS TEMPORARY. SO IT COULD HAVE BEEN A MEDICAL ISSUE. IT COULD HAVE BEEN A HEALTH ISSUE. IT COULD BE CHANGES IN THE FAMILY DYNAMICS OR UNEXPECTED BILLS FROM HOME REPAIRS REDUCTION OF LOSS OR LOSS OF INCOME OR REDUCTION OF HOURS. AND THEN WE HAVE TO PUT INFORMATION INTO THE OTHER NATIONAL DATABASE, WHICH IS TO TRANSFER THE MONEY FROM NEIGHBORHOOD STABILIZATION PROGRAM TO THE CDBG PROGRAM. SO ALL OF THOSE HURDLES WE'RE WORKING INTERNALLY AND, AND MOST OF THE STAFF IS WORKING ON THAT TO TRY TO GET THAT TWO YEAR PROGRAM THAT'S BEEN IN ABEYANCE OVER THE FINAL HURDLE. SO IT WILL BE QUITE AN ACHIEVEMENT WHEN WE START AND QUITE AN ACHIEVEMENT WHEN WE FINISH. YOU CAN SEE ALL OF THE, THE HOUSES THAT WE'RE WORKING ON, WE'RE WORKING ON A LOT OF PROJECTS.
