GOOD EVENING. SO EVERY YEAR, THE CITY OF PALM BAY IS REQUIRED BY FLORIDA STATUTE TO SUBMIT THE SHIP ANNUAL REPORT. AND THAT'S BASICALLY ALL OF THE GREAT ACCOMPLISHMENTS THAT THE CITY HAS MADE.

FOR THIS YEAR, IT'S GOING TO BE FISCAL YEAR 20 2021 THROUGH 2022.

THAT'S WHAT'S CONSIDERED THE CLOSEOUT YEAR.

SO IT'S ONLY THAT SPECIFIC ALLOTMENT FOR THAT YEAR THAT THE CITY RECEIVED THAT HAD TO BE EXPENDED ON AFFORDABLE HOUSING PROJECTS.

THE MAJORITY OF OUR AFFORDABLE HOUSING PROJECTS ARE GOING TO BE REHABS THROUGHOUT THE CITY OF PALM BAY, AND THEY HAVE TO GO THROUGH AN INCOME CERTIFICATION.

THE INCOME CERTIFICATION IS THE HOUSEHOLD, WHAT THE HOUSEHOLD BRINGS IN AND THE HOUSEHOLD MEMBERS.

SO THEY TAKE ANYONE THAT'S OVER THE AGE OF 18 THAT'S WORKING.

THERE ARE A FEW EXCEPTIONS IF THEY'RE COLLEGE STUDENTS AND THINGS LIKE THAT, BUT THIS IS PROBABLY ONE OF THE MOST REGULATED GRANTS THAT WE HAVE AS THE CITY. THE FORMATTING IS DONE BY A COMPUTER SYSTEM THAT FLORIDA HOUSING COALITION.

FLORIDA HOUSING FINANCE CORPORATION HAS PUT OUT.

AND THAT'S HOW WE REPORT TO THEM.

ALL THE FORMS ARE CREATED BY THEM, AND THEY ARE THEN UPLOADED INTO THE SYSTEM.

THERE'S PARTICULAR SET ASIDES THROUGHOUT THE REPORT THAT YOU CAN SEE.

AND SO WE MUST MEET THOSE SET ASIDES.

WHEN YOU SEE A NEGATIVE CARRY FORWARD.

THAT'S ALWAYS WHAT YOU WANT TO SEE.

YOU WANT TO SEE LESS.

YOU DO NOT WANT TO SEE ANYTHING OVER 10,000, BECAUSE THE STATE FEELS THAT YOU CAN USE THAT FUNDING IN SOME WAY, SHAPE OR FORM TO ASSIST AN ADDITIONAL HOUSEHOLD.

I RARELY EVER SEE IT WHERE YOU HAVE A LOT LEFT OVER IN THE YEAR, AND THAT'S A GOOD THING WHEN YOU HAVE THAT SMALL NEGATIVE CARRY FORWARD, BECAUSE IT SHOWS THAT THE CITY IS DEDICATED TO PRESERVING AFFORDABLE HOUSING FOR THOSE HOMEOWNERS, WHICH IS GREAT FOR THE CITY BECAUSE YOU KEEP THEM ON THE TAX ROLLS. SO AS YOU CAN SEE, THERE'S ACCOMPLISHMENTS THERE BY UNITS.

SO WE HELPED OUT 20 UNITS, OWNER OCCUPIED HOUSING, AND THE EXPENDITURES ARE THERE AS WELL AS ANY PROGRAM INTEREST THAT WE HAD MADE.

PROGRAM INCOME PAYMENTS, RECAPTURED FUNDS.

ELI IS EXTREMELY LOW INCOME AND I'M ON PAGE TWO OF THE REPORT.

BAILEY IS VERY LOW INCOME, LOW INCOME, MODERATE INCOME AND UP TO 140%.

IT THEN SHOWS THE SHIP FUNDS EXPENDED.

THEN IT MOVES ON TO HOME OWNERSHIP.

CONSTRUCTION. REHAB.

AND THEN AGAIN, THE SET ASIDES YOU CAN SEE THERE, THE SYSTEM IS AUTOMATED SO THAT IF YOU DO NOT MEET THOSE SET ASIDES, YOU CANNOT SUBMIT THAT REPORT.

WE HAVE UNTIL SEPTEMBER 15TH TO SUBMIT THIS REPORT.

AND SO WE ARE KEEPING THIS OPEN UNTIL THE END OF AUGUST TO ALLOW THE PUBLIC TO COMMENT ON ANY OF THE GREAT ACCOMPLISHMENTS THAT WE MADE, OR ANY SUGGESTIONS OR ANY QUESTIONS THAT THEY MAY HAVE.

YOU CAN ALSO SEE THAT ON THIS REPORT, THEY TAKE INTO CONSIDERATION NUMBERS PRODUCED, FAMILY SIZE, RACE, HEAD OF HOUSEHOLD, HOUSEHOLD, DEMOGRAPHICS, ALL OF THESE THINGS IS WHAT WE HAVE TO REPORT.

THIS IS A VERY REGULATED REPORT TOWARDS THE END.

SO YOU HAVE TO REPORT ON HOW YOU MAY HAVE USED ARPA FUNDING OR OTHER CDBG FUNDING TO HELP LOW INCOME RESIDENTS, ESPECIALLY FOR THE STATE.

WHAT IS THE MAXIMUM LIKE WHAT'S THE CAP FOR THE CITY? 75,000. AND IS THAT ARE YOU HAVING ANY TROUBLE? IS THAT AN ADEQUATE NUMBER RIGHT NOW WITH THE COST OF CONSTRUCTION? ARE YOU HAVING ANY ISSUES WITH THAT? WE GET VERY CREATIVE WITH OUR WITH THE SCOPE OF WORK.

OKAY. WHAT WE WANT TO DO THROUGHOUT THE STATE, WHAT THEY WANT TO SEE IS THAT YOU REALLY ADDRESS AGING OUT OF THE UNITS.

OKAY? SO THOSE INDIVIDUALS THAT ARE OLDER.

YOU WANT TO MAKE SURE THAT YOU'RE BUILDING IT SO.

OR PRESERVING THE UNIT SO THAT THEY STAY THERE.

SO THE 75,000 CAN BE A CHALLENGE TO KEEP UNDER.

BUT WE WORK VERY WELL WITH OUR CONTRACTORS, AND WE EDUCATE THE HOMEOWNERS ON THINGS THAT ARE CODE.

SO THEY MAY WANT CABINETS, BUT THE $75,000 BUDGET MAY RESTRICT IT.

SO WE'LL SAY, WELL, THE SHOWER ADA IS REALLY MORE IMPORTANT BASED ON THIS CONDITION OR THAT CONDITION.

SO THOSE ARE THE THINGS THAT YOU KIND OF REALLY WANT TO EDUCATE THE HOMEOWNER ON.

AND THE CONTRACTORS ARE VERY WELL AWARE.

THAT, YOU KNOW, WHAT'S CODE AND WHAT NEEDS TO BE ADDRESSED AND SOMETIMES WHAT THOSE ESTHETIC THINGS THAT WE WANT TO DO, WE JUST CAN'T GET TO NEEDS VERSUS WANTS, AS MY MOTHER WOULD SAY, IT'S REALLY THE SAFETY, THE HEALTH THAT WE WANT TO KEEP THE PRESERVATION OF THE UNIT.

SO ONE OF THE THINGS THAT THE KDAB BOARD WANTED TO SEE WAS MORE HOME, HOME AND CDBG TRAINING.

AND I WANTED TO KIND OF HIGHLIGHT FOR THE BOARD TONIGHT.

SOME OF THE THINGS THAT WE STAFF ARE VERY IN TUNE WITH THROUGHOUT THE YEAR.

SO AS A STAFF MEMBER, WE CERTAINLY WANT TO MAKE SURE THAT OUR TIMELINES ARE BEING MET BECAUSE THAT CAN IMPACT OUR ALLOCATIONS IF WE DON'T REPORT TIMELY, IF WE DON'T SPEND TIMELY.

THESE ARE THINGS THAT THE COUNTY WHICH WE JUST HAD A COUNTY MONITORING TODAY FOR HOME.

SO THESE ARE THE THINGS THAT THE COUNTY IS GOING TO BE LOOKING FOR.

THESE TIMELINES ARE THINGS THAT ARE HUD REP IS GOING TO BE LOOKING FOR AS WELL AS SHIP IS GOING TO BE LOOKING FOR SOME OF THESE TIMELINES, LIKE THE ITEM THAT WE JUST REVIEWED. SO IT MOST ALL OF OUR GRANTS START IN OCTOBER WELL, EXCEPT FOR SHIP ALL OF OUR GRANTS START IN OCTOBER.

SHIP IS THE ONE UNIQUE GRANT BECAUSE IT'S A STATE GRANT.

IT STARTS ON THE STATE FISCAL YEAR, WHICH IS IN JULY.

BUT STARTING IN OCTOBER, WE START TO PREPARE THOSE REQUESTS FOR PROPOSALS FOR CDBG FUNDING AND HOME FUNDING.

THOSE PACKETS THAT GO OUT TO THE AGENCIES TO SAY, HEY, WE'RE ANTICIPATING WE'RE GOING TO GET THIS MUCH FUNDING BASED ON WHAT WE GOT LAST YEAR.

AND AGENCIES, PLEASE.

SO KINDLY LOOK AT WHAT SERVICES YOU WOULD LIKE TO PROVIDE THAT YOU MAY NEED A LITTLE BIT MORE FUNDING FROM CDBG.

AND WHEN THAT GOES OUT, WE START TO PREPARE THAT IN OCTOBER.

WE'D LIKE TO GET IT OUT AND SEND OUT IN THE FLORIDA TODAY IN NOVEMBER SO AGENCIES CAN REALLY, YOU KNOW, BEFORE THEY GO ON TO CHRISTMAS.

THEY CAN ALREADY HAVE THE MAJORITY OF THAT PACKET DONE.

THEN IN DECEMBER WE GATHER AND REVIEW THOSE PACKETS.

AND THAT'S WHAT HAD HAPPENED LAST YEAR WHEN MEMBER GARI CAME IN.

HE CAME IN ON THAT NIGHT WHERE ALL THE PACKETS CAME IN AND WE HAD TO SCORE THEM.

SO IN DECEMBER AND JANUARY, THAT'S WHEN WE MOSTLY COME BACK TO DO THAT WITH YOU ALL.

THEN IN JANUARY AGAIN, WE SCORE THOSE PACKETS.

IT COULD BE DECEMBER, JANUARY, WE SCORE THE PACKETS, WE BRING THEM TO YOU, AND WE HAVE TO.

WHEN YOU SEE THE 30 DAY AD, THAT'S GOING TO BE SOMETHING THAT WE MUST DO.

THESE 30 DAY ADS IS SOMETHING WE HAVE TO LET THE CITIZENS BE ENGAGED AND ALLOW THEM AN OPPORTUNITY TO SPEAK ON THE RFP OR REQUEST FOR PROPOSALS THAT GO OUT.

WE HAVE TO GIVE THEM AN OPPORTUNITY FOR THE PUBLIC TO SPEAK ON THE PROPOSALS THAT WE GET BACK, BECAUSE WE WANT TO MAKE SURE AND ENSURE THAT THE CITIZENS HAVE A VOICE.

SO WHENEVER YOU SEE THAT ON THOSE TIMELINES, THAT'S GOING TO BE A REQUIREMENT, JUST LIKE IN THE SHIP AGENDA WHERE WE PUT OUT, HEY, THIS IS GOING JUST LIKE THAT.

SO THEN IN FEBRUARY, WE, WE HOLD OUR FIRST PUBLIC MEETING AT COUNCIL, AND YOU WOULD SEE IT ON THE AGENDA ITEM AS SUCH.

FIRST PUBLIC HEARING FOR CDBG, WHICH IS WHEN COUNCIL REVIEWS ALL THE PACKETS AND THEY LOOK TO SEE WHAT YOUR RECOMMENDATIONS ARE AS A BOARD TO REALLY PUT VALUE ONE WAY ON IF THAT'S THE FUNDING THAT THEY WANT TO ASSIGN TO THOSE AGENCIES.

THEN IN MARCH WE LOOK TO SEE, OKAY, WHAT IS OUR FINAL ALLOCATION? WE ARE NOT ABLE TO POST OUR SECOND OR LAST PUBLIC HEARING UNTIL WE GET THOSE ALLOCATIONS, THOSE FIRMED UP NUMBERS FROM D.C. AND FOR HOME AND FROM HOME THAT'S GOING TO COME THROUGH THE COUNTY.

SO SOMETIMES IN PRIOR YEARS YOU'LL SEE WHERE WE DO THAT SECOND OR THAT FINAL PUBLIC HEARING.

WE HAVE TO WAIT.

ONCE WE GET THOSE ALLOCATIONS AND THOSE NUMBERS FIRMED UP, THAT'S WHEN YOU NORMALLY SEE IT COME BACK, BECAUSE NOW WE KNOW THIS IS EXACTLY HOW MUCH WE'RE GOING TO GET.

AND SOMETIMES IF IT'S OVER, WE CAN SAY, OKAY, WELL WE CAN EITHER DIVVY UP THOSE AMOUNTS OR WE CAN GIVE IT TO THAT LAST AGENCY THAT REQUESTED MAYBE THAT AGENCY REQUESTED 10,000, BUT NOW WE HAVE 12,000.

SO NOW WE CAN GIVE THEM THAT 12,000 THAT, YOU KNOW, THEY WERE LOOKING FOR INSTEAD OF THE TEN.

SO THAT'S WHAT HAPPENS.

AND THAT'S WHY WE HAVE TO HOLD OFF DOING THAT FINAL AND PUBLIC HEARING.

THEN IN APRIL AND IN MAY, YOU'RE GOING TO SEE THAT MOST HOUSING STAFF ARE GOING AT IT WITH THOSE ACTION PLANS.

THEY'RE PUTTING ALL THE DETAIL INTO THOSE ACTION PLANS, BECAUSE YOU MUST TELL THE COUNTY, AS WELL AS THE FEDS, WHAT YOU'RE GOING TO DO WITH THAT MONEY.

SO IF YOU SAY THIS NEXT YEAR, STARTING OCTOBER, WE'RE GOING TO SPEND THE MONEY ON THIS PROJECT, THIS PROJECT AND THIS PROJECT.

THEY HAVE TO APPROVE IT.

YOU CANNOT GO INTO OR YOU CANNOT RECEIVE THAT CERTIFICATION FROM THE FEDERAL GOVERNMENT UNTIL THEY SEE WHAT YOUR PLAN IS.

AND YOU SUBMIT THAT PLAN BECAUSE WE BELONG TO THE HOME CONSORTIUM, WE'RE IN A UNIQUE SITUATION WHERE WE MUST WAIT FOR ALL OF THE OTHER CITIES THAT ARE IN THE HOME CONSORTIUM TO HIT SUBMIT TO HUD FOR THOSE PARTICULAR PLANS.

SO IN APRIL AND MAY WE'RE PREPARING OUR PLANS JUNE AND JULY.

THAT'S WHEN YOU KICK OFF THE MONITORING FOR THAT PARTICULAR FISCAL YEAR FOR THE SUBRECIPIENTS.

AND THAT'S WHEN YOU'LL SEE US GOING OUT TO THE AGENCIES TO MAKE SURE THAT THEY'RE MEETING ALL THE BENCHMARKS FOR THAT SPECIFIC YEAR.

THEN IN AUGUST AND SEPTEMBER, WE'VE ALREADY SUBMITTED OUR PLANS.

WE'VE PREPARED OUR CERTIFICATIONS OR FIRMED UP OR ANSWERED ANY QUESTIONS HUD MAY HAVE.

AND WE'RE PREPARING OUR AGREEMENTS AND GETTING READY TO EXECUTE THEM.

BUT AGAIN, WE HAVE TO WAIT FOR THAT HUD CERTIFICATION LETTER TO COME IN.

AND THEN IN SEPTEMBER AND OCTOBER, WE'RE CONDUCTING OUR ENVIRONMENTAL REVIEWS TO MAKE SURE WE HAVE ENOUGH TIME THAT HUD SAYS, IF YOU'RE GOING TO WORK, FOR EXAMPLE, ON GOOD PARK THAT ALL THOSE ENVIRONMENTAL REVIEW TICK MARKS AND ALL THOSE CATEGORIES ARE CHECKED OFF.

AND YOU DILIGENTLY HAVE CONTACTED ANY OF THOSE TRIBAL LETTERS THAT NEED TO GO OUT TO LET THEM KNOW, HEY, WE'RE GOING TO BE DOING SOME ACTIVE DIGGING BECAUSE WE'RE GOING TO PUT IN THIS OR WE'RE GOING TO PUT IN THAT, AND WE'RE BECAUSE WE'RE TOUCHING THE DIRT.

WE NEED TO KNOW WE NEED TO LET THE INDIAN TRIBES KNOW.

AND THEN YOU ALSO CLEAR IT THROUGH THE STATE AS WELL AS HISTORIC IF YOU'RE DOING ANY REHABS.

WE DON'T REALLY DO REHABS WITH CDBG.

WE DO THAT WITH HOME THOUGH.

SO LIKE THE MACEDONIA PROJECTS WE'RE CURRENTLY CONDUCTING AND FIRMING UP OUR ENVIRONMENTAL REVIEW NOW.

SO THEN ALSO IN SEPTEMBER AND OCTOBER, WE'RE FIRMING UP THOSE FINAL INVOICES FROM THE SUBRECIPIENTS SO THAT WE CAN TELL HUD, YES, WE'VE SPENT THE MONEY BEFORE THAT 930 DEADLINE IN SEPTEMBER.

WE'RE CLOSING OUT ALL OUR PURCHASE ORDERS.

THIS IS UNIQUE THIS YEAR.

INTERNALLY, WE'RE WANTING TO MAKE SURE THAT ALL OUR POS THAT HAVE BEEN SPENT ARE FIRMED UP, ARE DONE, ARE CLOSED OUT COME AUGUST 30TH.

SO THAT'S WHAT CURRENTLY STAFF IS WORKING ON.

IN OCTOBER, WE CLOSE OUT ALL OUR ACTIVITIES IN THE HUD REPORTING SYSTEM SYSTEM KNOWN AS IDIS, AND THEN WE START PREPARING FOR OUR TAPER.

SO IF YOU LOOK AT YOUR TIMELINE AND DEADLINE FOR THE CDB, YOU'LL NOTICE THAT THE TAPER IS GOING TO COME BACK TO YOU.

AND THAT'S GOING TO COME IN A FORM OF A DRAFT, BECAUSE WE WON'T KNOW EXACTLY TO THE PENNY UNTIL WE CLOSE OUT THE YEAR.

AND THEN IN DECEMBER WE SUBMIT THAT TAPER, WHICH IS A REQUIREMENT TO HUD BY DECEMBER 30TH.

THIS IS GREAT. I FEEL LIKE MY JOB IS REVOLVES AROUND DEADLINES, LINE, SO I'M HAPPY TO SEE HOW YOU BACKED INTO THE THE FINAL REPORT TO GET YOURSELF THERE THROUGH THE YEAR SO THAT. YEAH, THIS IS A GREAT DOCUMENT.

ONE OF MY, ONE OF MY CONCERNS WAS WHEN I CAME WE HAVE LIKE TEN PEOPLE APPLIED FOR THE FOR THE GRANT, AND THEN FIVE GOT IT.

AND FIVE LEAVE EMPTY HANDED.

WHAT I WAS SUGGESTING CAN WE, YOU KNOW, LET THESE APPLICANTS KNOW IN ADVANCE THAT THE MONEY IS LIMITED. AND BECAUSE, YOU KNOW, THE PROCESS TO APPLY IS QUITE A BIT A LOT OF DOCUMENTATION TO FILL IN AND PROVIDE.

AND THEN, YOU KNOW, THAT'S ONE WAS MY MY CONCERN AT THAT TIME ALSO.

AND I WAS JUST SAYING, IF WE HAVE 50,000 AND IT'S TEN PEOPLE, WE GIVE THEM 5000 EACH AND NOT GIVING 120 AND 15 AND THEN FIVE LEAVE EMPTY HANDED.

THAT WAS ONE OF MY CONCERN.

I MEAN WE GET A COUPLE NEW ONES, BUT IT'S TYPICALLY THE SAME AGENCIES OVER AND OVER AGAIN.

BUT I KNOW THAT THE BOARD HAS TALKED IN THE PAST ABOUT THE FUNDING AMOUNT AND WHETHER TO SPREAD IT OUT OR NOT.

AND I THINK A LOT OF TIMES, AS YOU'RE STATING, THERE'S A LOT OF INFORMATION THAT'S REQUIRED WITH THE APPLICATION, BUT THERE'S ALSO A LOT OF INFORMATION AND A LOT OF WORK THAT GOES INTO THE REPORTING REQUIREMENTS.

AND SO SOME OF THE AGENCIES, IF YOU WERE TO ONLY GIVE THEM $5,000, IT'S REALLY NOT WORTH THE VOLUME OF WORK THAT THEY HAVE TO DO THROUGHOUT THE YEAR.

PLUS, I BELIEVE, ISN'T THERE A REQUIREMENT THAT THEY HAVE TO INCREASE THEIR LEVEL OF SERVICE? BECAUSE I KNOW WITH POWELL, WE TALKED ABOUT THAT A LITTLE BIT, THAT THEY HAVE TO GO HIGHER THAN WHAT THEY GOT THE LAST YEAR.

SO IF YOU HAD SOMEBODY THAT RECEIVED $20,000 THE PREVIOUS YEAR, IF WE WERE TO SPREAD IT OUT AND GIVE EVERYBODY $5,000, THEN THAT AGENCY WOULD NO LONGER REALLY QUALIFY BECAUSE IT'S NOT AN INCREASE TO THEIR LEVEL OF SERVICE.

SO THERE'S YOU'RE ABSOLUTELY RIGHT.

THERE'S TWO CATEGORIES. YOU EITHER INCREASE YOUR LEVEL OF SERVICE BY EXPANDING THE NUMBER OF CDBG INCOME ELIGIBLE CITIZENS THAT YOU'RE GOING TO HELP, OR BY EXPANDING IT AND PROVIDING A NEW SERVICE.

SO THOSE ARE THE TWO MARKERS.

IF YOU'RE A NEW IF YOU'RE A REPEATING AGENCY THAT YOU HAVE TO HAVE, IF YOU'RE A NEW AGENCY, THEN YOU JUST YOU STILL NEED TO PROVE A LOT.

YOU STILL NEED TO PROVE HOW YOU'VE HELPED IN THE PAST.
