[00:00:02]
[CALL TO ORDER:]
AND WE'LL BE LED BY THE WITH THE PLEDGE OF ALLEGIANCE BY DEPUTY MAYOR FELIX.PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA.
AND TO THE REPUBLIC FOR WHICH IT STANDS.
ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
YOU KNOW I CAN'T HEAR MYSELF, SO I DON'T KNOW WHAT'S GOING ON WITH THIS.
I'LL JUST USE MY REGULAR VOICE.
SO ROLL CALL, MISS LEFLER, MAYOR MEDINA PRESENT.
[1. Discussion of Economic Development strategies.]
OKAY, SO THE FIRST ITEM UNDER BUSINESS IS DISCUSSION OF OUR ECONOMIC DEVELOPMENT STRATEGIES.AND I'M GOING TO DEFER TO MISS LEFFLER.
I JUST WANT TO REMIND EVERYONE WE'LL BE DISCUSSING ECONOMIC DEVELOPMENT STRATEGIES.
AND SO ALL THE PUBLIC COMMENTS SHOULD BE DIRECTED TOWARDS THAT.
WHAT WE'RE DISCUSSING HERE TODAY.
THANK YOU. MADAM SHERMAN THANK YOU.
THANK YOU MAYOR. APPRECIATE IT.
THANK YOU. MAYOR. SO TONIGHT WE ARE PLEASED TO PRESENT AN OVERVIEW OF THE ECONOMIC DEVELOPMENT EFFORTS OF THE CITY AND A LOT OF THE GREAT WORK THAT OUR TEAM AND COMMUNITY ECONOMIC DEVELOPMENT HAS BEEN PROVIDING, AND ALSO SOME IDEAS FOR THE FUTURE.
AND TO DO ALL THAT, WE ACTUALLY HAVE A TEAM APPROACH IN TONIGHT'S PRESENTATION.
I'M EXCITED FOR YOU ALL TO SEE.
AND I'M GOING TO ACTUALLY DEFER TO DEPUTY CITY MANAGER JOE BROWN TO KICK US OFF.
THANK YOU. SOMEONE OBVIOUSLY IS MESSING WITH OUR.
OKAY, PERHAPS, JOHNNY, LET'S TAKE A PAUSE TO SEE IF WE COULD FIX TESTING.
CAN YOU HEAR ME, SIR? I CAN'T HEAR YOU. AND I COULDN'T HEAR THE CITY MANAGER.
SOMETHING SOMEHOW HAS CHANGED SINCE WE LAST USED OUR.
THEY COULD HAVE. OH, THERE WE GO.
I THINK I'LL SING THE NATIONAL ANTHEM THEM NOW.
OKAY. WELL, FIRST OF ALL, THANK YOU FOR HAVING THIS ECONOMIC DEVELOPMENT WORKSHOP.
AS YOU KNOW, THIS IS A PASSION OF MINE, SO I'M HAPPY TO BE IN FRONT OF YOU GUYS AGAIN TONIGHT.
AND, JENNY. SO THIS IS THE TEAM THAT MAKES IT HAPPEN.
OKAY. SO WHEN WE TALK ABOUT ECONOMIC DEVELOPMENT, WE'RE TALKING ABOUT A SMALL BUT MIGHTY TEAM.
SO WHAT HAS TRANSPIRED SINCE THE LAST TIME WE HAD THIS WORKSHOP BACK IN MARCH 2020? I THINK IT WAS 2021 AND WHERE WE ARE TODAY.
BEFORE I TURN THIS OVER TO DANIELLE TO INTRODUCE THE ECONOMIC DEVELOPMENT DIVISION SPECIFICALLY, I JUST WANT TO SAY, YOU KNOW, WE WE HAVE MADE TREMENDOUS STRIDES IN ECONOMIC DEVELOPMENT IN PALM BAY.
AND SO I'M REALLY PROUD OF THE TEAM, REALLY PROUD OF WHAT THE CITY HAS ACCOMPLISHED.
AND I REALLY THINK, MAYOR, YOU AND COUNCIL AND CITY MANAGEMENT FOR ALL THE SUPPORT IN THIS.
THANK YOU. SO WITH THAT I INTRODUCE ECONOMIC DEVELOPMENT DIVISION MANAGER DANIELLE KRATZ.
GOOD EVENING. THANK YOU, JOHN, FOR THE INTRODUCTION.
SO SPEAKING OF TEAM, THERE'S OUR TEAM.
YOU JUST MET THEM. WE LIKE TO CALL OURSELVES THE CINCO TET.
SO I JUST I JUST WANTED TO TAKE AN EXTRA.
CAN YOU REPEAT THAT? THE WHAT? CINCO TET. OH, YEAH.
THANK YOU. NOTHING IN THIS PRESENTATION WOULD BE POSSIBLE WITHOUT THEM.
[00:05:03]
I ALSO WANT TO NOTE THAT COLLECTIVELY, WE HAVE OVER 50 YEARS OF EXPERIENCE TOGETHER IN LOCAL LOCAL GOVERNMENT.SO YOU'RE IN GOOD HANDS WITH US.
SO I'D LIKE TO START WITH THE CUSTOMER ACCOUNT SPECIALIST TEAM.
THEY WERE ORIGINALLY BROUGHT INTO THE CID DEPARTMENT IN 2021 FROM THE FINANCE DEPARTMENT, AND IT WAS REALLY TO KIND OF CREATE LIKE A ONE STOP SHOP FOR BUSINESSES SO THEY CAN COME IN AND APPLY FOR THEIR BUSINESS TAX RECEIPTS, GET SOME BUSINESS RESOURCES ALL IN THE SAME VISIT.
IT'S IT'S BEEN A GREAT TRANSITION SO FAR.
AND WE'VE HEARD SOME POSITIVE FEEDBACK FROM, FROM THE CUSTOMERS.
ALSO, I WANT TO SAY WE'LL ACTUALLY BE ADDING A NEW FACE TO THIS GROUP.
SO HIS HIS POSITION IS CURRENTLY OPEN AND WE'RE CURRENTLY INTERVIEWING FOR THAT.
SO THE PRIMARY RESPONSIBILITIES OF THE TEAM ARE BUSINESS REGISTRATIONS AND TAX RECEIPTS, LIEN SEARCH SERVICES AND TAX DEED SALE RESEARCH AND PASSPORT ACCEPTANCE FOR NEWLY ISSUED PASSPORTS.
SO WE'LL TOUCH A LITTLE BIT MORE ON THOSE NEXT.
SO A LITTLE DEEPER DIVE INTO WHAT THEY'VE BEEN ABLE TO ACCOMPLISH AS A TEAM.
CURRENTLY WE HAVE 2884 TOTAL BUSINESSES ACTIVE IN THE SYSTEM.
THAT THEY ARE RESPONSIBLE FOR MANAGING, ENSURING THAT THEY GET RENEWED ON TIME, ENSURING THAT THEY HAVE PROPER STATE AND FEDERAL LICENSING TO BE ABLE TO HOLD A TAX RECEIPT.
PASSPORTS. I'M SORRY, OF THOSE 2008 84, 292 OF THOSE ARE NEW SINCE JANUARY.
WE HAVE TWO DAYS A WEEK FOR PASSPORTS.
TUESDAYS AND THURSDAYS, AND WE'RE TYPICALLY BOOKED OUT.
RIGHT NOW I THINK WE'RE BOOKED OUT ABOUT A MONTH AND A HALF ON THOSE.
SO IF THEY CAN TAKE WALK INS, THEY TRY TO DO THAT.
SO THESE NUMBERS COME DIRECTLY FROM ORANGE DATA.
HOWEVER OUR TEAM IS PLAYS A CRUCIAL ROLE IN HELPING.
SOMETIMES YOU KNOW, THEY NEED HELP RESEARCHING WITHIN OTHER DEPARTMENTS.
SO THEY DO ASSIST ON A LOT OF THOSE.
SO I DID WANT TO HIGHLIGHT THAT AS WELL.
AND WITH THOSE LIEN SEARCHES THAT'S ALSO A REVENUE PRODUCING SERVICE.
SO IN FEBRUARY 2023, THE TEAM DID COMPLETE A BIENNIAL INSPECTION OF THE PASSPORT ACCEPTANCE PROGRAM.
THE PURPOSE OF THE INSPECTION IS TO ENSURE THAT WE ARE WE ARE ENSURING THAT OUR FACILITY IS COMPLYING WITH FEDERAL REGULATIONS SO WE CAN CONTINUE TO BE AN ACCEPTANCE AGENCY.
THE AGENT THAT CAME SPENT ABOUT A HALF A DAY WITH OUR TEAM AND THEY SHADOWED THEM.
THE STAFF TOOK A FEW WEEKS TO PREPARE FOR THAT, AND THEY DID A PHENOMENAL JOB.
WE ACTUALLY RECEIVED NO CITATIONS OR FOLLOW UP ACTIONS FROM THAT INSPECTION, SO AWESOME JOB.
HOW OFTEN ARE THOSE INSPECTIONS? THIS ONE WAS FEBRUARY LAST YEAR.
CARRY ON. IN MARCH OF 2023, OUR BTR SYSTEM SWITCHED FROM HTC, WHICH MANY OF YOU ARE AWARE OF.
SO ESSENTIALLY IT CREATES AN ELECTRONIC DATABASE FOR THE BUSINESSES TO BE ABLE TO LOG ON, CHECK THE STATUS OF THEIR APPLICATION, THEY CAN UPLOAD DOCUMENTS THE ALL THE CORRESPONDENCE THEY HAVE WITH STAFF IS SAVED ON THE DASHBOARD.
THERE HE IS. HE'S OUR ECONOMIC DEVELOPMENT SPECIALIST.
SO ROBERT'S BEEN WITH THE CITY FOR ABOUT A YEAR NOW.
HE CAME OVER FROM THE EDC AND HE BROUGHT A WEALTH OF KNOWLEDGE WITH HIM WHEN HE CAME OVER.
SO. SO A LOT OF PEOPLE ASK US WHAT IS ECONOMIC DEVELOPMENT? I GET THAT A LOT. SO THIS IS THE TECHNICAL DEFINITION OF IT.
[00:10:06]
AND THERE'S REALLY NO BLANKET APPROACH TO WHAT WE DO IS WE LOOK AT OUR CURRENT STATE OF COMMUNITY, YOU KNOW, WHAT THE NEEDS ARE, AND WE TRY TO CREATE POLICIES AND PROGRAMS TO ENHANCE THAT.SO SOME OF THOSE ACTIVITIES MIGHT INCLUDE BUSINESS RETENTION, EXPANSION AND ATTRACTION, SITE SELECTION ASSISTANCE, TALENT ATTRACTION AND RETENTION, WHICH IS FOR BOTH. THAT COULD ACTUALLY WORK FOR NEW COMPANIES COMING IN AND EXISTING.
COORDINATION WITH RESOURCE PARTNERS, CREATING AND MANAGING ECONOMIC DEVELOPMENT PROGRAMS AND INCENTIVES, AND MAINTAINING AND BUILDING COMMUNITY PARTNERSHIPS BOTH AT THE LOCAL AND STATE LEVEL. AND WE'LL BE TAKING A CLOSER LOOK AND GIVING SOME EXAMPLES OF THESE ACTIVITIES.
BUT FOR NOW, I'M ACTUALLY GOING TO TURN IT BACK OVER TO JOAN.
OKAY. SO THIS IS AN OVERVIEW OF WHAT WE COVERED IN 2021 VERSUS WHAT WAS APPROVED AND WHERE WE'RE WHAT WE'RE COMING BEFORE YOU FOR THIS EVENING. SO AS YOU KNOW, BEFORE THE 2021 WORKSHOP, WE HAD VERY LIMITED PROGRAMS. WE ONLY HAD ONE CITY PROGRAM AS THE AD VALOREM TAX ABATEMENT PROGRAM THAT WAS APPROVED BY REFERENDUM VOTE BY THE BY THE RESIDENTS.
WE HAD A BUSINESS IMPROVEMENT DISTRICT WHICH WAS DISBANDED, DIDN'T REALLY SERVE A PURPOSE.
THERE WAS NO FUNDING MECHANISM.
FOLLOWING THAT WORKSHOP, WE GOT COUNCIL'S BLESSING TO PROCEED WITH A VARIETY OF DIFFERENT ECONOMIC DEVELOPMENT TOOLS TO ATTRACT NEW BUSINESS AND EXPAND EXISTING BUSINESSES. SO WE REVISED THE AV PROGRAM TO CREATE A GRADUATED APPROACH, WHICH IS GREAT FOR THE CITY AND IT'S GREAT FOR THE BUSINESS.
WE ADOPTED A COMMERCIAL FACADE IMPROVEMENT GRANT, WHICH WE CALL THE COMMERCIAL PROPERTY ENHANCEMENT PROGRAM, AND YOU ALL HAVE SEEN MANY OF THOSE APPLICATIONS COME BEFORE YOU, AND WE'LL COVER SOME MORE OF THAT LATER IN THE SLIDES.
WE HAD FEE WAIVERS, REDUCTIONS AND REBATES PROGRAMS THROUGH A VARIETY OF PROGRAMS LIKE PRE-APPLICATION FEE WAIVERS, LOW IMPACT DEVELOPMENT PROGRAMS, VOLUNTARY INCLUSIONARY HOUSING, AND YOU NAME IT.
WE LEVERAGED CITY AND CRA PROPERTIES FOR FAVORABLE AND STRATEGIC ECONOMIC DEVELOPMENT.
AT THE TIME, THERE REALLY WASN'T AN APPETITE.
NOW WE DO. SO WE'RE BRINGING THAT BACK TO YOU TONIGHT.
ANOTHER THING THAT I HAVE NOTED HERE, WE'RE NOT GOING TO REALLY GET INTO THE DETAILS OF IT.
IT'S ACTUALLY GOING TO COME BACK TO YOU UNDER PHASE TWO OF THE LAND DEVELOPMENT CODE, IS THE CONCEPT OF OVERLAY DISTRICTS THAT ALLOW FLEXIBILITIES AND WAIVERS FOR FAVORABLE DEVELOPMENT. SO IF YOU HAVE LIKE A FORMER REDEVELOPMENT AREA AND YOU WANT TO PROVIDE OR ATTRACT TYPES OF BUSINESS TYPE OF FAVORABLE BUSINESSES OR DEVELOPMENT TO THAT AREA, YOU COULD CREATE AN OVERLAY DISTRICT THAT ALLOWS, YOU KNOW, INCREASED HEIGHT, DENSITY, THINGS LIKE THAT.
AND SO WITH THAT, I'LL TURN IT BACK TO DANIELLE.
SO WE'RE GOING TO TAKE A DEEPER DIVE INTO EACH ONE.
ACTIVELY LOOKING AND THIS IS PRETTY MUCH THEY WOULDN'T COME TO THE CITY IF IT WASN'T.
BUT FOR THIS, THIS PROGRAM, WHICH HAS BEEN SUCCESSFUL.
AND I'LL SHOW YOU ON THE NEXT SLIDE.
IN 2021, JOAN KIND OF TOUCHED ON IT.
WE DID REVISE THE GUIDELINES TO A SLIDING SCALE.
SO AGAIN, IT BENEFITS THE COMPANY THOSE FIRST FEW YEARS YOU KNOW, GETTING GETTING UP AND RUNNING, MAYBE USING THAT MONEY TO PUT BACK INTO THE, INTO THE COMPANY, WHETHER IT'S, YOU KNOW, JOBS OR YOU KNOW, CAPITAL, OTHER CAPITAL INVESTMENT.
AND THEN ALSO ALLOWS THE CITY TO RECAPTURE THOSE AD VALOREM TAXES SOONER.
SO THESE ARE A CURRENT LIST OF OUR CURRENT ABATEMENTS.
[00:15:03]
THIS PROGRAM SPECIFICALLY HELPED TO BRING L3 HARRIS'S RECENT EXPANSIONS OF LEO AND SAM PROJECTS, AS WELL AS THE ROGUE VALLEY MICRODEVICES TO PALM BAY ALL OF THESE PROJECTS, WE'RE LOOKING AT OTHER AREAS BEFORE THEY DECIDED TO EXPAND WITHIN PALM BAY OR RELOCATE IN THIS CASE.SO AGAIN PERFORMANCE BASED INCENTIVES CAN WORK.
THIS IS OUR BUILDING PERMIT FEE REDUCTION PROGRAM, WHICH WAS ESTABLISHED IN DECEMBER OF 2021.
THIS IS ALSO A PERFORMANCE BASED PROGRAM.
SO AGAIN, THEY HAVE REQUIREMENTS THAT THEY HAVE TO MEET BEFORE THEY GET AWARDED THIS PROGRAM.
AND I DID WANT TO NOTE THAT THE CITY, OUR DEPARTMENT DOES ADMINISTER TWO BUILDING PERMIT FEE REDUCTION PROGRAMS. WE HAVE ONE FOR THE COMMERCIAL INDUSTRIAL PROJECTS.
AND THEN THERE'S ALSO ONE FOR AFFORDABLE HOUSING PROJECTS, WHICH IS MANAGED BY OUR HOUSING DIVISION.
OUR COMMERCIAL PROPERTY ENHANCEMENT PROGRAM.
WE REFER TO IT AS CPEP WHICH IS OUR FACADE PROGRAM WAS ESTABLISHED IN NOVEMBER OF 2021.
ANOTHER PERFORMANCE BASED REIMBURSEMENT MATCHING GRANT PROGRAM.
WE CAN MATCH UP TO $10,000 PER PROJECT.
AND IT COULD GO TOWARDS ANY TYPE OF UPGRADES TO THE EXTERIOR OF THE BUILDING.
AND IT'S REALLY TO ENHANCE AND IMPROVE THE LOOK OF THE BUILDING FROM THE PUBLIC'S PERSPECTIVE, MAKING PALM BAY MORE ATTRACTIVE AND COMPETITIVE FOR OTHER BUSINESSES TO COME IN. AND I DID I DID WANT TO NOTE THE PROPOSED REVISIONS TO THE PROGRAM GUIDELINES, WHICH WAS BROUGHT UP JUST THE OTHER NIGHT AT COUNCIL.
SO POSSIBLY LOOKING AT REQUIRING THE APPLICANT TO SUBMIT FREE CONTRACTOR QUOTES VERSUS ONE.
AS WELL AS REMOVING THE BAYFRONT CRA FROM THE GUIDELINES BECAUSE THE CRA SUNSET BACK IN MAY.
SO THIS IS ONE OF OUR FIRST APPLICANTS, ROONEY'S RESTAURANT.
I'M SURE YOU ALL HAVE HEARD OF IT.
IT'S THE ONE OF THE OLDEST RESTAURANTS IN PALM BAY.
IT'S IN THE NORTHEAST SECTION OF TOWN.
SO IT WAS A VERY OLD BUILDING.
THIS WAS A GREAT PROJECT FOR THEM.
AND THEY, WITH THE MONEY THAT THEY WERE GIVEN, THEY WERE ABLE TO DO LANDSCAPING ENHANCEMENTS, IRRIGATION REPLACEMENT AND INSTALLATION, PERMANENT FIXTURE INSTALLATIONS, DECORATIVE LIGHTING, AND THEY RESTRIPE THE ENTIRE PARKING LOT.
AND THEN WE HAD AQUATECH MARINE, WHICH IS LOCATED ON PALM BAY ROAD AS WELL.
AND THEN WE HAD AUDIO IMAGES OF BREVARD, WHICH WAS ONE OF OUR RECENT ONES.
SO A MAJOR, MAJOR CORRIDOR OR MAJOR HIGHWAY.
AND THEY WERE ABLE TO DO FRESH, FRESH COAT OF PAINT.
THEY DID SOME PATCH WORK ON THE OUTSIDE OF THEIR BUILDING.
THEY REPLACED THE LIGHTING AND THE SIGNAGE OUT BY THE ROAD.
AND THEN THE LAST PROGRAM, WHICH IS THE MAYOR'S BUSINESS SPOTLIGHT PROGRAM, WHICH WAS ESTABLISHED INITIALLY IN 2022, HAS BEEN A VERY, VERY SUCCESSFUL PROGRAM. IT'S PROBABLY ONE OF MY FAVORITES BECAUSE WE GET TO GO VISIT THE BUSINESSES IN THE, YOU KNOW, GET FACE TO FACE WITH THE BUSINESSES.
WE'VE WE'VE FOUND GREAT FOR THOSE SMALLER BUSINESSES THAT MIGHT NOT HAVE THE FUNDING FOR.
ADVERTISEMENT. ON THAT NOTE, WE PICK WINNERS EVERY QUARTER.
THOSE WINNERS, THEY GET RECOGNIZED AT CITY COUNCIL MEETINGS.
WE PUSH THEM OUT ON ALL OF OUR SOCIAL MEDIA OUTLETS.
WE PUT THEM ON EVERY SIGN THAT WE CAN WITHIN, YOU KNOW, WITHIN THE CITY.
THEY ACTUALLY THEY ALSO GO ON THE MAYOR'S MONTHLY MESSAGE, AND THEN THEY ALSO GET AN EXCLUSIVE WINDOW DECALS SO THEY CAN PUT IT ON THEIR PLACE OF BUSINESS, WHETHER THAT'S A BUILDING OR IF THEY'RE MOBILE, THEY CAN PUT IT ON THEIR CAR.
SO IT ALSO, I DID WANT TO NOTE THIS, THIS PROGRAM IS DOES NOT DOES NOT AFFECT FISCALLY THE REALLY THE ONLY THING THAT WE PAY FOR IS THE STICKERS FOR THIS PROGRAM.
[00:20:02]
RIGHT. THE PICTURE WITH SKI BOATS IN PARTICULAR.AND I REMEMBER THAT THEY HAD SUCH AN INFLUX OF ADDITIONAL CUSTOMERS.
ARE WE TRACKING THAT FOR ANY OF THE OTHER BUSINESSES? BECAUSE I THINK EVEN YOU SAID COUNCILMAN JOHNSON THAT SKI BOATS.
YOU KNOW, THE OWNERS AND HOW THEIR SALES WENT UP.
WAS IT YOU THAT SAID, THAT'S IRONIC? I WAS THERE TODAY, BUT BACK IN THE DAY WHEN THEY.
YEAH, YEAH, THEY THEY DEFINITELY WENT UP.
I COULDN'T PUT A NUMBER ON IT, BUT I SAW AN INCREASE AFTER.
WE DON'T WE DON'T ASK FOR NUMBERS OR ANYTHING LIKE THAT.
AND I'VE YET TO HEAR ANYBODY SAY, NO, IT DID NOTHING.
WELL, THAT'S GOOD NEWS. SO IT IS.
AND THIS STICKS OUT IN MY MIND.
AND, YOU KNOW, I ASKED THEM, OH, YOU KNOW, YOU GUYS WORK AT L3 HARRIS.
AND THEY SAID, YEAH, WE ACTUALLY DIDN'T KNOW THIS PLACE WAS HERE.
AND IT'S ALMOST IN THE SAME PARKING LOT.
AGAIN, IT'S IT'S A MINIMAL IMPACT TO OUR FISCAL BUDGET.
BUT THE RETURN IS I MEAN YOU CAN'T PUT A PRICE ON THAT.
SO ACTUALLY THE NEXT SLIDE SHOWS.
SO LOOK AT THOSE FACES THAT THAT IS EXACTLY WHY I LOVE THIS PROGRAM.
YOU'RE GETTING TO SEE WHAT ARE THEIR NEEDS, WHAT YOU KNOW, HOW CAN THE CITY SUPPORT YOU ANYMORE? IT'S JUST BEEN A VERY SUCCESSFUL PROGRAM, AND I'M VERY, VERY PROUD OF IT.
AND YOU CAN SEE THE QUESTION MARK THERE.
SO QUARTER FOUR OF 2024 IS CURRENTLY OPEN AND THE WINDOW CLOSES ON SEPTEMBER 1ST.
SO IF ANYBODY KNOWS OF ANY BUSINESSES.
SO. ASIDE FROM OUR PROGRAMS, THAT WAS IT FOR OUR ACTUAL PROGRAMS THAT WE MANAGE. I DID WANT TO HIGHLIGHT SOME OF THE COMMUNITY PARTNERS AND RESOURCE AGENCIES THAT WE WORK VERY CLOSELY WITH.
SO THIS IS KIND OF JUST A SNAPSHOT.
THIS DOES NOT INCLUDE EVERYTHING OR EVERYBODY THAT WE'VE TALKED TO.
AND I WILL SAY COLLABORATING WITH THESE AGENCIES HAS BEEN INSTRUMENTAL IN IDENTIFYING SOME OF THE NEEDS OF THE LOCAL BUSINESS COMMUNITY, AS WELL AS PROMOTING GROWTH AND PROSPERITY. THE PARTNERSHIPS ARE ALSO CRITICAL TO ECONOMIC DEVELOPMENT.
AS WE ARE, WE ARE ABLE TO IDENTIFY COMMON GOALS THAT WE MIGHT HAVE, SHARE RESOURCES WITH ONE ANOTHER AND BUSINESSES THAT WE COME ACROSS, AS WELL AS LEVERAGING DIFFERENT AREAS OF EXPERTISE. SO IT'S BEEN VERY BENEFICIAL CREATING RELATIONSHIPS WITH THEM.
AND LIKE I SAID, SOMETIMES WE GET BUSINESSES THAT COME IN AND THEY HAVE A NEED THAT WE CAN'T FILL.
SO IT'S BEEN VERY BENEFICIAL, AND I'M GOING TO GIVE IT BACK TO JOAN TO COVER THE SLIDE.
THANK YOU. SPEAKING OF PARTNERSHIPS, THIS HAS BEEN ONE OF OUR MOST FRUITFUL PARTNERSHIPS FOR THE CITY, AT LEAST FOR THE LAST COUPLE OF YEARS.
THEY COVER, I THINK, A FIVE COUNTY AREA, IF NOT MORE, IN BREVARD COUNTY IS ONE OF THOSE COUNTIES, AND WE WORK WITH THEM ON A VARIETY OF DIFFERENT THINGS TO INCLUDE BROWNFIELDS, TECHNICAL ASSISTANCE ON GRANTS, SEEKING LETTERS OF SUPPORT, THINGS LIKE THAT.
BUT NOTABLY, WE'VE USED THEM TO CONDUCT A COUPLE OF STUDIES.
AND THEN WE HAVE A BABCOCK CORRIDOR ANALYSIS COUNCILMAN JOHNSON HAD ASKED US TO CONDUCT.
THAT'S IN DRAFT. WE'RE REVIEWING IT.
WE THINK WE CAN DO A LITTLE BIT MORE WITH IT, SO WE'LL BRING THAT FORWARD.
WE HAVE ALSO WORKED WITH THEM ON A VARIETY OF GRANTS.
SO THE CITY SECURED AN FDEP GRANT FOR THE SOCIAL AND SOCIAL AND ECONOMIC VULNERABILITY ASSESSMENT.
BASICALLY, IT'S VULNERABILITY ASSESSMENT OF THE CITY.
[00:25:08]
TITLE STATES, IT COVERS THE ASSESSMENT OF BROWNFIELDS, THE CLEANUP OF BROWNFIELDS, AND A VARIETY OF OTHER SMALLER THINGS IN BETWEEN THERE, SO WE'LL BE KICKING THAT OFF.SO WE CAN USE THAT TO CONDUCT PHASE ONE ENVIRONMENTAL SITE ASSESSMENT.
WOW. A PHASE ONE SITE ASSESSMENT IS ABOUT A COUPLE THOUSAND DOLLARS.
A PHASE TWO IS ABOUT 10 TO $15,000.
SO IT'S ANOTHER ECONOMIC DEVELOPMENT TOOL IN OUR TOOL KIT TO BE ABLE TO SAY, YOU'VE GOT RAW LAND, YOU DON'T, OR YOU'VE GOT A REDEVELOPED PROPERTY AND YOU DON'T KNOW WHAT OCCURRED ON THE SITE PREVIOUSLY, BUT YOU THINK IT MIGHT BE CONTAMINATED, LIKE THE COMPOUND, MAYBE IT WAS DUMPING ON THE SITE.
NO COST TO WHATEVER ENTITY WANTS TO COME IN AND DEVELOP IT.
HOLD ON ONE SECOND. I'D LIKE TO ASK A QUESTION, SIR.
IS THERE A TIME FRAME FOR THAT $1.5 MILLION? I'D HAVE TO GET BACK TO YOU ON THAT.
I'M NOT CERTAIN WHAT THE TIME FRAME IS, BUT I BELIEVE IT IS A COUPLE OF YEARS.
OH, THAT WAS THE QUESTION I WAS GOING TO ASK.
OKAY. YEAH. WOULD THAT APPLY TO ANY TYPE OF ENVIRONMENTAL STUDY, THE MARKING OR WHATEVER? NO. SO IT ONLY APPLIES TO PERCEIVED BROWNFIELDS AND BROWNFIELDS.
STRICTLY DEFINED AS CONTAMINATION.
I THINK THIS IS THAT GRANT IN AND OF ITSELF IS AN AWESOME TOOL.
MY CONCERN IS THE TIME FRAME OF IT.
AND WE'RE GOING TO GET INTO THE COMPOUND TONIGHT AS WELL.
THEY ALREADY HAD THIS GRANT LAST YEAR AND THEY JUST CLOSED IT.
IF THEY DIDN'T ALREADY CLOSE IT, IT'S CLOSING.
WE'VE SEEN WHAT IT'S BEEN ABLE TO DO FOR US AND FOR THE PRIVATE DEVELOPMENT COMMUNITY.
SO WE'RE EXCITED THAT WE HAVE THE OPPORTUNITY TO USE ANOTHER 1.5 MILLION INCHES PALM BAY.
SO THIS IS A CONTINUAL PROCESS BY THE EASTERN FLORIDA REGIONAL PLANNING COUNCIL.
CARRY ON. YEAH. SO THAT'S GOOD NEWS.
THIS IS GREAT FOR PALM BAY. YES, MA'AM.
THE LAND REVITALIZATION TECHNICAL ASSISTANCE.
THIS IS ACTUALLY SOMETHING KIND OF UNIQUE.
SO AFTER WE WERE AWARDED AFTER THE REGIONAL PLANNING COUNCIL WAS AWARDED THIS BROWNFIELDS FUNDS IN PARTNERSHIP WITH THE CITY, THEY ACTUALLY LOOKED AT THE GRANT APPLICATION TO EPA AND IDENTIFIED OUR COMMENTS ABOUT THE COMPOUND.
AND THEY SAID, THIS IS KIND OF UNIQUE.
YOU KNOW, WE'RE WE WANT TO DIG INTO THIS A LITTLE BIT MORE.
AND THEY REACHED OUT TO EAST CENTRAL FLORIDA REGIONAL PLANNING COUNCIL, AND THEY ASKED, WOULD WE BE INTERESTED IN LETTING THEM DO A TECHNICAL ASSISTANCE STUDY FOR US? SO OF COURSE, THEY CONNECTED US.
WE TALKED. AND WHAT WHAT CAME OUT OF THAT CONVERSATION WAS WE HAVE A THERE'S AN EPA GRANT FOR TECHNICAL ASSISTANCE FOR LAND USE AND REVITALIZATION OF LANDS. WE BELIEVE THE CITY THE COMPOUND SPECIFICALLY IS IDEAL FOR THIS GRANT.
WE WANT TO WRITE THIS GRANT FOR YOU.
WE WANT TO PERFORM THE ASSESSED ASSESSMENT OR THE TECHNICAL ASSISTANCE FOR YOU IF YOU WIN.
AND IT IS NO COST TO THE CITY.
SO IT'S ABOUT $100,000 GRANT OF WHICH WE BEAR NO BURDEN.
SO JUST A GREAT PARTNERSHIP WITH THE REGIONAL PLANNING COUNCIL.
AND WITH THAT, I'LL TURN IT OVER TO DANIELLE.
ALL RIGHT. SO WE TALKED A LITTLE BIT ABOUT COMMUNITY COMMUNITY PARTNERSHIPS RESOURCES.
SO I WANTED TO TOUCH ON THIS AS WELL BECAUSE WE WE WORK VERY CLOSELY.
THERE WE GO. SO COMMUNITY INVOLVEMENT IS A IS A CATALYST FOR ECONOMIC DEVELOPMENT.
SO ASIDE FROM ROBERT AND I TRYING TO TAG TEAM AS MANY EVENTS AS WE CAN, I DO ENCOURAGE THE ENTIRE DIVISION OF THE ENTIRE TEAM OF OUR DIVISION TO PARTICIPATE IN THESE EVENTS. IT IT GIVES THEM A UNIQUE OPPORTUNITY TO GET OUT IN THE, IN THE FIELD MEET SOME OF THE COMMUNITY LEADERS THAT ARE OUT THERE, SOME OTHER GOVERNMENTAL AGENCIES AS WELL AS THE LOCAL BUSINESS COMMUNITY.
[00:30:02]
SO THIS HAS BEEN EXTREMELY BENEFICIAL FOR THEM BECAUSE THEY'RE ABLE TO GO MEET SOME OF THESE BUSINESSES AND MAYBE SAY, HEY, YOU KNOW, I REMEMBER SETTING UP YOUR METER.SO IT ALSO ALSO SUPPORTS THE OPEN FOR BUSINESS MINDSET THAT WE'RE TRYING TO PORTRAY.
OKAY. SO WE ALSO SUPPORT AND WORK VERY CLOSELY WITH THE GREATER PALM BAY CHAMBER OF COMMERCE.
WE TRY TO ATTEND AS MANY EVENTS THAT THEY HAVE AS POSSIBLE.
BUT ATTENDING THESE EVENTS DOES CREATE OPPORTUNITIES FOR US TO BE ABLE TO NETWORK AGAIN WITH THE LOCAL BUSINESS COMMUNITY, FIND OUT WHAT THEIR NEEDS ARE WHERE CAN WE SUPPORT THEM? IT ALSO DEVELOPS OTHER PARTNERSHIPS THAT WE MIGHT NOT KNOW OR POSSIBLE.
SO THESE EVENTS ARE VERY BENEFICIAL TO OUR TEAM AS WELL.
SO THESE ARE JUST SOME OF THE MAJOR EVENTS THAT THAT WE LIKE TO ATTEND.
AND ACTUALLY THE SPACE COAST SYMPOSIUM IS TOMORROW, SO WE'LL BE THERE AS WELL.
WE HAD A LOT OF DIFFERENT STAFF FROM DIFFERENT DEPARTMENTS WHO GOT TO GO OUT AND MEET ONE OF THE MAJOR EMPLOYERS IN PALM BAY AND WE GOT TO FIND OUT WHAT THEY DO, YOU KNOW, AND WE GOT TO SEE THE IMPACT THAT THEY HAVE IN PALM BAY.
AND THEN THE LAST STOP ON THIS TOUR WAS ACTUALLY IN A ROUNDTABLE SETTING.
WE WERE ABLE TO SIT DOWN WITH SOME STUDENTS THAT THEY HAD EITHER HIRED OR THEY WERE CURRENTLY WORKING, AND THEY WERE STUDENTS OF BREVARD PUBLIC SCHOOLS CAREER TECHNICAL EDUCATION PROGRAM.
SO AND I ACTUALLY SPOKE WITH MELISSA FROM THERE THE OTHER DAY.
SO WORKFORCE DEVELOPMENT IN ACTION.
SO WE DO HOPE TO DO MORE OF THESE TOURS IN THE FUTURE.
THAT WAS OUR FIRST ONE THOUGH.
TRYING TO GIVE EACH OTHER BREAKS IN BETWEEN.
WE'VE CONDUCTED TWO IN IN 2022, JANUARY AND AUGUST.
AND WE HAVE ANOTHER ONE COMING UP SEPTEMBER 10TH AND WE HOST THEM.
SO FOR EXAMPLE, THE ONE IN AUGUST, WE TALKED ABOUT THE LOW IMPACT DEVELOPMENT DESIGN STANDARDS AND HOW THAT MIGHT HELP OR HINDER DEVELOPMENT OPPORTUNITIES.
AND, YOU KNOW, WHETHER OR NOT THEY SEE IT AS A FAVORABLE PROGRAM.
SO IN SEPTEMBER, WE'RE GOING TO TALK ABOUT WHAT COMES UP IN THIS COUNCIL WORKSHOP.
AND THEN, YOU KNOW, OF COURSE, WE BRING BACK THOSE TOPICS AND THOSE IDEAS BACK TO COUNCIL.
OKAY. SO AS A TESTAMENT TO OUR GROWTH IN PALM BAY, THESE ARE JUST SOME OF THE RANKINGS AND ACCOLADES THAT PALM BAY HAS LANDED OVER JUST THE PAST YEAR.
SO THAT'S THAT SPEAKS VOLUMES RIGHT THERE.
I MEAN, THAT'S NOT EVEN ALL OF THEM.
THOSE ARE JUST SOME HIGHLIGHTS.
AS A PLACE THAT SUPPORTS THE QUALITY OF LIFE NOT ONLY FOR ITS RESIDENTS BUT THE WORKFORCE.
SO WHEN WE'RE TRYING TO ATTRACT A COMPANY HERE, YOU KNOW, WORKFORCE IS HIGH UP ON THEIR PRIORITY.
THEY WANT TO MAKE SURE THAT THEIR THAT THEIR WORKERS ARE GOING TO HAVE A GOOD QUALITY OF LIFE.
SO WE ALWAYS SHARE THOSE, WE LIKE TO SHARE THOSE.
AND THEY'RE ALSO THIS IS A LIST AGAIN, JUST A SNAPSHOT OF SOME OF THE BUSINESSES THAT WE'VE WORKED DIRECTLY WITH IN SOME CAPACITY OR ANOTHER. WHETHER IT'S HELPING THEM NAVIGATE THROUGH REGULATORY PROCESSES BOTH INSIDE AND OUTSIDE THE CITY.
AND KIND OF AGAIN, REITERATING THAT POSITIVE, OPEN FOR BUSINESS, PRO-BUSINESS APPROACH.
[00:35:03]
SO. AND THEN THESE ARE JUST SOME RECENT, RECENT PROJECT ANNOUNCEMENTS THAT WE CAME ACROSS FOR SOME OTHER GROWTH HAPPENING IN PALM BAY.SO THE MORE THAT WE CAN GET OF THIS, THE EASIER OUR JOB IS.
SO NOT ONLY THAT SITE SELECTORS, WHEN THEY'RE LOOKING AT SITES, THEY'RE PULLING LOCAL NEWS STORIES, THEY'RE PULLING TO SEE WHAT THE CURRENT BUSINESS CLIMATE IS.
SO I MEAN THAT THAT RIGHT THERE SHOWS WE ARE GROWING.
AND ON THAT NOTE, WITH SOME OF THESE NEW PROJECTS COMING THAT MIGHT HAVE WORKFORCE DEVELOPMENT NEEDS, I'M GOING TO TURN IT OVER TO ROBERT TO SPEAK A LITTLE BIT ABOUT SOME OF OUR WORKFORCE DEVELOPMENT INITIATIVES.
OKAY. I THINK I'M GOOD. ALL RIGHT.
WELL, THANK YOU FOR THE WARM INTRODUCTION EARLIER, DANIELLE.
IT'S A GOOD THING THAT MY ANNUAL REVIEW IS THIS MONTH.
AND SO WE'LL BE LOOKING LOOKING FORWARD TO THAT.
GOOD EVENING, MAYOR AND COUNCIL.
MY NAME IS ROB MACKENZIE. I'M THE ECONOMIC DEVELOPMENT SPECIALIST FOR THE DIVISION.
I'LL BE COVERING A FEW SLIDES IN THIS PRESENTATION.
SO YOU GUYS WILL BE SEEING ME AGAIN LATER ON.
SO JUST WANTED TO HIGHLIGHT A FEW THINGS WITH WORKFORCE DEVELOPMENT.
WHERE REMOTE WORKING HYBRID TELEWORKING OPTIONS ARE BECOMING MORE OF A REGULAR THING.
NO LONGER DO THEY NEED TO RESIDE NEAR THEIR EMPLOYERS.
RATHER, NOW THE EMPLOYERS ARE HAVING TO MOVE TO WHERE THE TALENT IS GOING.
SO ONE OF THE INDUSTRY SECTORS THAT ARE MOST AFFECTED BY THIS CHANGE IS OUR MANUFACTURERS.
YOU KNOW, THEY REQUIRE THEIR EMPLOYEES TO BE ON SITE.
WHICH IS NOT A BAD THING FOR OUR COMMUNITY.
AND MUCH OF THAT TALENT RESIDES RIGHT HERE IN PALM BAY.
SO OUR PARTNERS INCLUDE OUR HIGHER EDUCATION INSTITUTIONS, BOTH LOCALLY AND REGIONALLY.
THIS WAS ONE OF THREE CAREER FAIRS THAT THEY HOST ANNUALLY.
SO EVERY YEAR THE CTE DEPARTMENT HOLDS A CAREER FAIR IN SOUTHERN BREVARD COUNTY.
DEPENDING ON THE LOCATION OF THE FAIR, THEY TARGET THE REGIONAL EMPLOYERS AND STUDENTS OF THOSE AREAS AND KIND OF SET UP AN EVENT WHERE THE STUDENTS ARE ABLE TO SPEED DATE EMPLOYERS TO NOT ONLY JUST INTERVIEW FOR INTERNSHIP OPPORTUNITIES, BUT LEARN MORE ABOUT CAREER OPPORTUNITIES AS THEY CONTINUE ON IN THEIR ACADEMIC CAREERS.
SO THE PUSH FOR HAVING IT HERE AT CITY HALL.
THE EVENT WAS ACTUALLY HELD RIGHT HERE IN COUNCIL.
AND WE DID HAVE REPRESENTATION FROM QUITE A FEW DEPARTMENTS HERE IN THE CITY.
AND I'D LIKE TO THANK THOSE DEPARTMENTS FOR PARTICIPATING IN THIS EVENT.
THIS EVENT WAS NOT ONLY GREAT FOR THE STUDENTS, BUT FOR OUR TEAM AS WELL.
IT WAS AN EVENT THAT COLLECTED A LOT OF THE EMPLOYERS, THE MAJOR EMPLOYERS IN THE AREA.
NOT ONLY IN PALM BAY, BUT ALL THE WAY TO O'GALLEY.
AND KIND OF SEE IF WE CAN PROVIDE, YOU KNOW, A PALM BAY SOLUTION.
JUST WANTED TO HIGHLIGHT THE TEAM THAT WE WORKED ALONGSIDE WITH FROM THE CTE DEPARTMENT.
SO THIS IS RACHEL RUTLEDGE, WHO'S THE CTE DIRECTOR.
AND PETER AND FARROW, WHO I BELIEVE PETER IS HERE TONIGHT.
SO, PETER WORKING ALONGSIDE THEM.
AND SO LOOKING AHEAD, WE HAVE QUITE A FEW EVENTS THAT WE'RE LOOKING FORWARD TO.
SUCH AS THE SPACE SYMPOSIUM, WHICH IS TOMORROW WITH THE PALM BAY CHAMBER.
BUT SOME CONFERENCES WILL BE ATTENDING THE MAYOR'S BUSINESS ROUNDTABLE.
AS JOAN MENTIONED EARLIER, SOME PROCLAMATIONS TO LOOK OUT FOR DURING THE REGULAR COUNCIL MEETINGS.
[00:40:03]
BUT I ALSO WANTED TO BRING UP SOME NEW INITIATIVES THAT WE'RE LOOKING TO DO THIS YEAR.WE'RE LOOKING TO HOST THESE WORKSHOPS FOR PARENTS, STUDENTS AND BUSINESS OWNERS TO LET THEM KNOW ABOUT, YOU KNOW, THE CAREER TECHNICAL PROGRAMS OFFERED IN THE SCHOOL SYSTEMS. YOU KNOW, THE IMPORTANCE OF APPRENTICESHIPS AND OTHER WORKFORCE DEVELOPMENT PROGRAMS THAT ARE OUT THERE AND AVAILABLE.
SO WITH THE PARTICIPATION OR ATTENDANCE OF MAYOR, COUNCIL MEMBER WE'RE LOOKING TO CANVAS SOME OF THE AREAS THAT HAVE A LOT OF OUR SMALL BUSINESSES TO KIND OF HAVE ONE OF YOU BE THE KIND OF FACE, THE WELCOMING SMILE TO THE COMMUNITY TO LEARN MORE ABOUT WHAT THE BUSINESSES NEEDS ARE, WHAT THEIR GOALS ARE HERE IN PALM BAY.
SO WE'RE ABLE TO TAKE THIS DATA, COME BACK HERE AND BUILD PROGRAMS AROUND THAT.
OR MAYBE SEND THEM RESOURCES THAT COULD HELP FILL THOSE GAPS.
AND WITH THAT, I WILL TURN IT TO JOAN FOR OUR DIVISION NEEDS.
YOU DON'T WANT TO MAKE THE BIG ASS.
SO WITH ALL OF THAT, THE SMALL BUT MIGHTY DEPARTMENT AND THE EVEN SMALLER BUT MIGHTY ECONOMIC DEVELOPMENT DIVISION, WE DO HAVE A FEW ASKS OF COUNCIL THIS EVENING JUST FOR CONSIDERATION AND TO PROVIDE DIRECTION TO US TO BRING SOMETHING BACK FOR CONSIDERATION AT A FUTURE COUNCIL MEETING.
AND WHAT THIS IS, IS THE IGNITE THREE 60 PROGRAM.
KATHRYN RUDLOFF ASKED WHEN SHE CAME TO COUNCIL AND ASKED COUNCIL TO CONSIDER PROVIDING THIS PROGRAM, MAKING THIS PROGRAM AVAILABLE TO OUR SMALL BUSINESSES AS A SPONSORSHIP SORT OF CONCEPT.
AND THE PROGRAM IS SUCCESSFUL.
SO AS WE GET INTO THIS, YOU'LL SEE THE ASK IS REALLY TO PROVIDE SOME MONETARY, MONETARY SUPPORT THAT THAT SPONSORS BUSINESSES IN PALM BAY TO PARTICIPATE IN THEIR ALREADY EXISTING PROGRAM.
SO MAY I ASK A QUESTION OR YOU WANT ME TO SAVE IT TILL THE END? BECAUSE I'M. WELL. YOU'RE RIGHT.
BUT THIS IS GOING TO BE FOR PALM BAY BUSINESSES.
CORRECT. WHERE THEY WOULD BE HELPING THEM WITH THE WHITE PAPER AND INFRASTRUCTURE HERE ON SITE.
SO THE WE VENTURE PROGRAM IS MORE OF A TECHNICAL ASSISTANCE COACHING MENTORING TYPE OF PROGRAM.
AND THEY PROVIDE THIS PROGRAM TO BUSINESSES ALL OVER, ALL OVER BREVARD COUNTY.
WE WOULD BE ASKING TO SPONSOR A BUSINESS IN PALM BAY TO PARTICIPATE IN THAT PROGRAM.
ALL RIGHT. JUST WANTED TO CLARIFY THAT.
GOTCHA. AND AND PART OF THAT RIGHT WOULD BE TO ENHANCE THAT BUSINESS.
AND I DON'T KNOW THAT CATHERINE'S HERE.
THE SECOND REQUEST IS A SITE READINESS INCENTIVE PROGRAM.
AND THE ASK IS ROUGHLY 1 TO 1.5 MILLION.
WE HAVE A LOT OF OPPORTUNITY FOR STRATEGIC GROWTH, SPECIFICALLY FOR CREATING EMPLOYMENT CENTERS AND INCREASING THE DIVERSITY OF THE INDUSTRIES THAT WE HAVE HERE, WHICH LEADS TO JOBS AND INCREASED AVERAGE HOUSEHOLD INCOME.
THE THIRD IS AN INITIATIVE TO ENCOURAGE DEVELOPMENT OF THE COMPOUND, AND WE'VE GOT A VARIETY OF IDEAS THAT WE'RE GOING TO THROW AT YOU TONIGHT AND AND SEE WHERE YOU WHERE YOU STAND ON THESE, WHICH ALSO COMES WITH THE FUNDING ASK.
BUT I'M GOING TO HOLD THAT UNTIL THAT SLIDE.
MAYOR, I KNOW YOU MENTIONED SOMETHING ABOUT SILICON VALLEY AND WHAT MADE THEM SUCCESSFUL.
WE'D LIKE TO LEARN AND IMPLEMENT THOSE PRACTICES HERE IN PALM BAY.
AND SO IF IF THE ECONOMIC DEVELOPMENT DIVISION CAN ATTEND SOME OF THOSE TRADE SHOWS, MEET WITH SOME OF THOSE COMPANIES, MEET WITH THE CITIES WHERE OR REGIONS WHERE THOSE TYPES OF INDUSTRY CLUSTERS EXIST.
[00:45:02]
I THINK IT WOULD BE FRUITFUL FOR FOR PALM BAY.YEAH. AND I'D BE REMISS IF I DIDN'T MENTION HUNTSVILLE, ALABAMA.
YEAH. TRULY, I THINK THAT INDUSTRY IS WHAT WE WOULD WELCOME HERE.
SO CLOSE TO THE SPACE FORCE, SO CLOSE TO OUR SPACE INDUSTRY.
SO YES, MA'AM, THAT THAT WOULD BE PART OF THAT DISCUSSION.
RIGHT. THE BRINGING BACK THE AUTHORIZATION TO WAIVE THE PRE-APPLICATION FEE.
AND THIS IS SPECIFIC TO COMMERCIAL INDUSTRIAL DEVELOPMENT PROJECTS.
SO IT'S NOT YOUR RESIDENTIAL SUBDIVISIONS.
SO WE'RE SPECIFICALLY TALKING ABOUT COMMERCIAL INDUSTRIAL IN THIS TASK.
SO WE'RE ASKING COUNCIL'S CONSIDERATION FOR TWO NEW FULL TIME EMPLOYEES.
AND THOSE EMPLOYEES WILL SUPPORT THE EFFORTS OF THE DIVISION, WHICH INCLUDES ALL OF THE BUSINESS ATTRACTION, SORRY, BUSINESS RETENTION, EXPANSION, BUSINESS RECRUITMENT AND ATTRACTION, AS WELL AS SUPPORT THE OVERSIGHT OF THE BUSINESS TAX PROGRAM, WHICH IS CURRENTLY BEING HANDLED BY DANIELLE.
SO WE KIND OF COUNT DANIELLE AS ONE AND A HALF.
HER AND ROBERT ECONOMIC DEVELOPMENT STAFF PERSON.
AND THEN I GUESS DO YOU WANT ME TO COVER IT.
THERE ARE THREE TIERS, OR THREE LEVELS, AS THEY CALL THEM.
AND THEN WHAT THEY DO IS THEY WOULD VET THE BUSINESS.
WE WOULD, YOU KNOW, OPEN IT UP TO ANY PALM BAY BUSINESS TO APPLY.
THEY LET US KNOW WHICH ONES THEY BELIEVE WOULD BE SUCCESSFUL.
THEY LET US KNOW WHICH TIER OR WHICH TYPE OF PROGRAM THEY WOULD RECOMMEND THEY PARTICIPATE IN.
ALL RIGHT. NOW I KNOW THEY HAVE BEST PRACTICES.
YOU MAY NOT BE ABLE TO TO ANSWER THIS.
SPEAKING OF WE VENTURE, MA'AM, BUT IN THOSE BEST PRACTICES.
RIGHT. MY MY THOUGHTS ARE THAT ONCE THEY VET THEM, I'D LIKE TO KNOW WHAT THAT SUCCESS RATE IS WHEN THEY DO APPLY THIS THIS PROGRAM.
LIKE WHAT IS THAT PERCENTAGE? IS IT 90%, 85% OF THE SUCCESS WHERE THEY HAVE INCREASED THEIR THEIR CAPACITY, WHETHER IT'S INCOME WISE, HIRING WISE, THOSE, THOSE THAT TYPE OF DATA WOULD PROVE USEFUL FOR US.
WHEN WE COME BACK WITH THAT, WE WILL HAVE THAT DATA FOR YOU.
YEAH. I'D LIKE TO ASK YOU A QUESTION, JOAN.
YES. WE'RE SPECIFICALLY TALKING ABOUT THE WHAT IS CURRENTLY THE BAYFRONT MIXED USE AND BAYFRONT MIXED USE VILLAGE, AND WHAT IS BEING PROPOSED AS COMMERCIAL MIXED USE AND URBAN MIXED USE.
WE DON'T CONSIDER THOSE TRUE MIXED USE.
THEY HAVE A VERY SMALL PERCENTAGE OF COMMERCIAL REQUIRED AS PART OF THEIR OVERALL.
CARRY ON. ANY ANY OTHER QUESTIONS WHILE WE'RE MOVING ALONG? ARE YOU SAVING THEM, SIR? COPY THAT.
I APPRECIATE IT. I KNOW YOU GOT A LIST.
GOOD EVENING AGAIN. I THINK IT'D BE THAT QUICK.
THIS IS ACTUALLY A PROGRAM THAT IS CURRENTLY BEING UTILIZED BY THE CITY OF LAKELAND.
SO WE HAVE A FEW SUCCESS STORIES TO GO OVER AS WELL.
NUMBER TWO ON THAT LIST IS ACTUALLY TIED TO SITE READINESS.
AS YOU KNOW, THE YEARS GO BY, THE LOSS OF REVENUE AND THE COST IT IS TO DO CONSTRUCTION TODAY.
AND WE'RE KIND OF FEELING THE EFFECTS OF THAT NOW IN OUR CURRENT REAL ESTATE MARKET.
[00:50:04]
SO OUR INDUSTRIAL MARKET TODAY, YOU KNOW, HAS A VACANCY RATE OF LESS THAN 3% MEANING THAT COMPANIES LOOKING TO RELOCATE TO THIS AREA.AND THERE'S A LOT OF COSTS INVOLVED WITH THAT AGAIN.
SO TAKING A LOOK AT THE ELIGIBILITY, WE'VE BUILT THIS VERY SIMILAR TO OUR AV PROGRAM.
SO FIRST THE COMPANIES WILL NEED TO BE IN ONE OF THOSE TARGETED INDUSTRIES.
AND THOSE TARGETED INDUSTRIES HAVE BEEN SET BY THE STATE.
THEY BRING CREATION OF JOBS ALONG WITH, YOU KNOW, HIGHER PAYING WAGES.
AS WELL AS BEING A TARGET INDUSTRY.
THEY HAVE TO MEET ONE OF THE MINIMUM, ONE OF THE THREE CRITERIA THAT'S LISTED ON THERE.
AND WE BUILT THIS AROUND JOB CREATION, RAISING THE AVERAGE ANNUAL WAGE OF THE COMMUNITY.
YEAH. CAN WE GO BACK TO THE PREVIOUS SLIDE? DEFENSE, HOMELAND SECURITY AS AN EXAMPLE.
RIGHT. HOW IS OUR INFRASTRUCTURE WHEN IT COMES TO THAT INFORMATION HIGHWAY? THAT INFORMATION TECHNOLOGY HIGHWAY.
HOW ARE WE AT THE CAPACITY THAT WE COULD SUPPORT DEPARTMENT OF DEFENSE TYPE TOP SECRET, YOU KNOW, INFORMATION CROSSING THROUGH.
ARE WE APPLYING FOR GRANTS FOR THAT INFRASTRUCTURE? I WAS GONNA SAY I COULD GO AHEAD.
SO I KNOW WITH THE DEFENSE INDUSTRY, YOU KNOW, THEY HAVE TO BUILD SKIFFS YOU KNOW, WHICH ARE, YOU KNOW, YOU KNOW, KEEP EVERYTHING, YOU KNOW, CONFIDENTIAL IN THE WORK THAT THEY'RE DOING. AND THAT'S SOMETHING THAT THEY BUILD OUT INTERNALLY AS FAR AS GRANTS.
I THINK WE WOULD BE, YOU KNOW, WANTING, I GUESS, TO, TO TO LOOK INTO THAT.
I MEAN, THEY HAVE TO TAP INTO IT, RIGHT? RIGHT. THAT THAT'S MY CONCERN THAT WE DON'T HAVE IT.
ARE YOU ASKING ABOUT THINGS LIKE FIBER OPTICS.
YES, MA'AM. SO THIS IS PART OF WHAT WE WOULD BE GOING FOR EDA GRANTS FOR, FOR EXAMPLE WE'VE HAD CONVERSATIONS WITH THE US EDA AND THEY'VE TALKED ABOUT THE VARIETY OF I MEAN, DEPUTY MAYOR, YOU REMEMBER WHEN WE WENT TO DC, A VARIETY OF PROGRAMS THAT THEY OFFER.
IN FACT, L3 HARRIS OR FORMERLY HARRIS IS IS A BENEFIT A BENEFICIARY OF THE EDA PROGRAM.
AND SO WE WOULD LOOK TO APPLY TO A LOT OF THOSE PROGRAMS AS WELL TO HELP BUILD OUR INFRASTRUCTURE.
BUT THIS PROGRAM THAT ROBERT'S INTRODUCING TONIGHT IS A LAYER OF THE OVERALL.
NO, I GET THAT. IT'S JUST THAT IT PIQUED MY INTEREST.
WHEN WE'RE TALKING ABOUT DEFENSE INDUSTRY.
THAT INFRASTRUCTURE HAS GOT TO BE A MUST.
AND THAT'S WHY IT GEARED ME TOWARDS THOSE QUESTIONS, MA'AM.
BUT THROUGHOUT THE CITY IT IS NOT THE.
WE DON'T HAVE THE INFRASTRUCTURE ON MAJOR CORRIDORS IN OUR CITY.
ARE WE LOOKING AT GRANT OPPORTUNITIES TO EXPAND THAT CAPACITY? OKAY. YES. THANK YOU MAYOR.
THANK YOU. MAYOR. MAYOR, WHILE WE'RE ON THAT TOPIC, I THINK IT'S I BROUGHT THAT UP LAST YEAR AS WE WERE TRYING TO PUT TOGETHER THE FEDERAL PRIORITIES, AND THAT'S A CONVERSATION, MR. CHAIRMAN. AND I HAD AS FAR AS TO CONSIDER BROADBAND.
THIS IS SUCH A BIG CONVERSATION WITH THE NEW INFRASTRUCTURE, BILLIONS OF DOLLARS, INFRASTRUCTURE BILL, THE BIPARTISAN BILL THAT PASSES, WHAT, A YEAR OR TWO AGO? THAT MAY BE SOMETHING WE HIGHLY CONSIDER FOR NEXT YEAR AS WE THINKING ABOUT OUR PRIORITIES, FEDERAL PRIORITIES.
THE PRIORITY IS ONE AND ALSO THE GRANT AVENUES.
CERTAINLY WE WE ARE TALKING TO AN EXPERIENCE SOMEBODY THAT THAT WORKED.
I DON'T THINK WE'RE QUITE READY FOR TIER ONE COMPANY THAT CAN BRING, YOU KNOW, OVER 35 OR 44,000 EMPLOYEE OF TIER ONE TYPE OF COMPANY. AND THIS WOULD FALL UNDER THAT, THAT, YOU KNOW, CRITERIA.
YES, MR. MAYOR. YEAH. IF I IF I MAY ASK A QUESTION, EITHER JOAN OR ROBERT, BUT IN THIS PROGRAM ELIGIBILITY IT HAS APPLICANTS MUST MEET ONE OF THE THREE CRITERIA LISTED BELOW.
THIS IS, OF COURSE FORECASTING THE CRITERIA.
WHAT IF THEY DON'T MEET THE CRITERIA?
[00:55:02]
IS THIS GOING TO BE LIKE THE TAX ABATEMENT PROGRAM WHERE THEY HAVE TO RETURN THE MONEY TO THE CITY? CORRECT. YEAH. THIS WILL BE A PERFORMANCE BASED GRANT.WE WILL HAVE THOSE CLAWBACK PROVISIONS THAT THAT THE COMPANY DOES NOT PERFORM.
I WE'VE ASKED ENOUGH QUESTIONS, KERRY.
WE'RE GOING TO BE DISCIPLINED LIKE MY COLLEAGUE COUNCILMAN JOHNSON.
SO DIVING INTO THE PROGRAM GUIDELINES.
DIVING INTO THE PROGRAM GUIDELINES, OF COURSE, WE'RE GOING TO HAVE AN APPLICATION PROCESS.
THE ECONOMIC IMPACT ANALYSIS IS NOT ONLY TO SHOWCASE THE ANTICIPATED TAX REVENUE THE CITY WILL COLLECT, BUT ALSO THE SPIN OFF OF JOBS THAT WILL BE NEEDED TO SUPPORT THE PROJECT, DEPENDING ON THE MAGNITUDE AND SIZE.
TAKING A LOOK AT THE ELIGIBLE USE OF FUNDS, IT'S NOT ONLY JUST FOR NEW DEVELOPMENT SITE OR UNDEVELOPED SITES, BUT EVEN EXISTING FACILITIES NOW AND UPGRADING THE INFRASTRUCTURE THERE. IT COULD BE RELOCATING OR UPGRADING, YOU SOME UTILITY LINES AND AND THEN WITH NEW DEVELOPMENT SITES ALSO COSTS ASSOCIATED WITH, WITH GETTING THOSE SITE READY.
NOT TO SAY THAT EVERY PROJECT WILL RECEIVE 500,000, BUT TO SET THAT AS THE MAX TO BE AWARDED ON A FIRST COME, FIRST SERVE BASIS, WE'LL GIVE PREFERENCE TO THOSE PROJECTS THAT ARE GOING TO DO IN NEW CONSTRUCTION.
AND EVEN IT WILL NOT ONLY INCREASE THE TAX BASE OF THOSE SITES BUT ALSO IF THE COMPANY PACKS UP AND LEAVES, WE STILL HAVE A SITE YOU KNOW, THAT THAT KEEPS THAT INFRASTRUCTURE AND BE READY FOR, FOR A NEW USER.
SO TAKING A LOOK AT A FEW OF THE SUCCESS STORIES THAT LAKELAND WAS ABLE TO WIN.
THEY HAVE LOCATIONS BOTH IN NEW YORK AND FLORIDA.
HOWEVER, THE COMPANY CHOSE TO EXPAND IN THEIR FLORIDA LOCATION BY UTILIZING THIS GRANT.
SO AN EXAMPLE OF HOW THE GRANT FUNDS WERE USED.
THEY WERE ABLE TO RELOCATE THEIR ELECTRIC LINES AND WASTEWATER EXTENSION LINES.
THUS CREATING 25 NEW JOBS AT THE COUNTY'S AVERAGE WAGE.
SO GOING INTO THE SECOND SUCCESS STORY.
THEY HAVE LOCATIONS ALL ACROSS EUROPE.
AND THE COMPANY IS NOW BUILT OUT IN 180,000 SQUARE FOOT BUILDING WHERE THEY HAVE INVESTED AN ESTIMATED $20 MILLION IN CAPITAL, BRINGING 110 NEW JOBS TO THE CITY, 27 OF THOSE WHICH ARE BEING PAID ABOVE THE AVERAGE ANNUAL WAGE.
AND WITH THAT, I'LL BE PASSING TO DANIELLE TO SHARE, YOU KNOW, OUR IMPLEMENTATION PLAN.
SO THANK YOU, ROBERT, FOR COVERING THE THE PROGRAM THAT WE'RE LOOKING AT.
OKAY. SO WE DID WE DID COME UP WITH THE INFLAMMATION PLAN OF KIND OF WHAT IT WOULD LOOK LIKE.
BUT AGAIN, WE'RE HERE TONIGHT TO TO GAUGE YOUR INTEREST IN PURSUING A PROGRAM LIKE THIS.
SO IT WOULD LOOK VERY SIMILAR TO ANY OTHER PROGRAM THAT WE'VE BROUGHT BEFORE.
AND THEN IT WOULD BE ON US TO PROMOTE THAT.
SO ATTENDING EVENTS, MAKING SURE WE'RE YOU KNOW, POSSIBLY DOING ADVERTISEMENTS THROUGH NEWSPAPERS AND SITE SELECTION MAGAZINE'S. SO NOT TOO MUCH ON THAT DEPENDING ON WHERE YOU GUYS ARE TONIGHT AND YOUR THOUGHTS ON THAT.
SO WE DID LOOK AT WHY WHY SITE READINESS.
RIGHT. WHY DID WE CHOOSE THIS TYPE OF PROGRAM?
[01:00:01]
AND AS ROBERT MENTIONED THERE'S TWO POINTS ON HERE.SPECIFICALLY, IT DIRECTLY SUPPORTS THE RECENTLY ADOPTED 2045 COMPREHENSIVE PLAN.
HERE WE GO. BUT IT DOES SAY RIGHT THERE IN YELLOW.
OOP. TO RENDER ITSELF MORE COMPETITIVE WITH OUR NEIGHBORING COMMUNITIES.
SO THERE'S THERE'S NO OTHER CITY IN BREVARD COUNTY RIGHT NOW THAT OFFER THIS TYPE OF PROGRAM.
SO IT WOULD DEFINITELY MAKE US MORE ATTRACTIVE TO THESE COMPANIES THAT ARE LOOKING TO EXPAND.
SO AGAIN, IT SUPPORTS THE COMPREHENSIVE PLAN THAT WAS RECENTLY ADOPTED.
IT ALSO I WANT TO JUST STRESS IT AGAIN, ANY ANY IMPROVEMENTS THAT ARE MADE TO THE SITE.
SO LIKE YOU SAID, IF A COMPANY COMES IN AND THEY DECIDE TO LEAVE IN THREE YEARS, THOSE IMPROVEMENTS ARE WITH THE SITE, YOU NOW HAVE MORE VALUABLE SITE AND IT'S READY TO GO FOR THE NEXT COMPANY THAT DECIDES TO MOVE IN.
I ALSO WANT TO JUST TO KIND OF TOUCH ON AS WELL.
SO IF YOU HAVE A PIECE OF PROPERTY CURRENTLY VACANT AND YOU CAN FIT 1000 HOMES ON IT, OR YOU CAN BRING IN 100,000 SQUARE FOOT COMMERCIAL INDUSTRIAL BUILDING, USUALLY THOSE THOSE BUILDINGS HAVE FIRE PREVENTION BUILT IN.
THEY TYPICALLY HAVE SECURITY SYSTEMS, GATES, STUFF LIKE THAT.
YOU HAVE ALMOST A SELF-SUSTAINING BUILDING.
SO THERE'S SAVINGS THERE AS WELL.
AND YOU'D ALSO BE SOLVING MULTIPLE ISSUES WITH THIS.
PALM BAY DOESN'T HAVE A LOT OF INDUSTRIAL.
YOU CAN SEE IT'S TWO POINT, SO 2.0%.
SO AGAIN, IT'S GOING TO MAKE THE LAND MORE VALUABLE THAN WHAT IT WAS BEFORE.
AND CREATE MORE JOBS, WHICH THE CITY NEEDS MORE OF.
WE NEED MORE JOBS HERE OVERALL.
KEEP GOING. BUT IN A NUTSHELL, THAT'S WHY WE LOOKED AT SITE SELECTION OR SITE IMPROVEMENT.
SO ON TOP OF THAT, WE'VE ALSO RECENTLY PULLED A REPORT THROUGH THE SITE SELECTORS GUILD.
SO IT'S KIND OF LET'S SEE IF I CAN GET IT.
OKAY SO AND ROBERT TOUCHED ON THIS EARLIER.
THE TOP FACTOR PRIORITY THAT THEY'RE LOOKING AT RIGHT NOW IS THE WORKFORCE LABOR AVAILABILITY.
WE HAVE WORKFORCE DEVELOPMENT PROGRAMS WITHIN OUR REGION THAT HELP SUPPORT THAT.
AND WE CAN TELL YOU ALL DAY WHAT WE CAN WHAT WE HEAR WHEN WE TALK TO THESE PEOPLE.
THIS THIS IS COMING DIRECTLY FROM SITE SELECTORS.
AND THEN THIS IS BACK TO JOHN.
SO WHILE THE COMPOUND IS A UNIQUE OPPORTUNITY FOR THE CITY FOR STRATEGIC GROWTH IT'S ALSO A BLANK CANVAS FOR ECONOMIC OPPORTUNITY.
BUT WE HAVE THE ABILITY TO DECIDE HOW WE WANT THAT LAND TO BE DEVELOPED.
THIS IS A MORE IN DEPTH MASTER PLANNING, SO THAT TECHNICAL ASSISTANCE IS MORE LIKE A HIGH LEVEL CONCEPTUAL PLAN FOR HOW THE COMPOUND, SPECIFICALLY PHASE ONE, COULD BE DEVELOPED. THE MASTER PLANNING, THE MASTER PLAN THAT WE'RE TALKING ABOUT HERE, WE'RE SPECIFICALLY TARGETING PHASE ONE.
SO THAT'S WHERE BOMBARDIER DEAD ENDS INTO THE COMPOUND.
BUT IT WOULD ALSO PROVIDE IT WOULD TAKE INTO ACCOUNT OUR MASTER PLANNING FOR UTILITIES, INFRASTRUCTURE, FOR ROAD INFRASTRUCTURE, THINGS LIKE THAT, AND KIND OF SET A BASE AND A FOUNDATION, IF YOU WILL, FOR LEVERAGING DEVELOPMENT IN THE IN THE COMPOUND.
[01:05:02]
THE SECOND BULLET UNDER MASTER PLANNING IS UNIQUE BECAUSE WE DO OWN SOME SIZABLE PROPERTIES IN THE COMPOUND, SPECIFICALLY WITHIN PHASE ONE.AND I KNOW WE'VE TALKED ABOUT TRYING TO LEVERAGE BUSINESS OR INDUSTRIAL PARKS, WHETHER WE FACILITATE THAT, WHETHER WE LEVERAGE THAT LAND TO BRING SOMEBODY IN TO FACILITATE THAT, OR WHETHER WE ENTER INTO A PUBLIC PRIVATE PARTNERSHIP.
SO IT'S JUST THE MASTER PLAN TO GET US TO THAT POINT.
THE SECOND ITEM IS LAND ACQUISITION.
SO AS WE START TO LOOK AT DEVELOPING THE FIRST PHASE OF THE COMPOUND, WE NEED TO ACQUIRE RIGHT OF WAY FOR THE EXPANSION OR THE EXTENSION OF BOMBARDIER BOULEVARD AND THE WIDENING.
WE'RE ALSO TALKING ABOUT RIGHT OF WAY FOR STORMWATER NEEDS TO ACCOMPANY THE ROADS, WASTEWATER, WATER, UNDERGROUND POWER LINES. FUTURE SITES FOR POLICE AND FIRE.
SO REALLY WE'RE LOOKING AT THE BIG PICTURE.
WE WANT TO MAKE SURE WE DO THIS RIGHT.
THE THIRD IS DESIGN AND ENGINEERING FOR THESE INFRASTRUCTURE IMPROVEMENTS.
SO WE'RE GOING TO NEED TO DESIGN AND ENGINEER ROADS.
WE'RE GOING TO NEED TO DESIGN AND ENGINEER THE EXTENSION OF THE WATER WASTEWATER SYSTEM.
AND YOU KNOW, IF THERE'S ANY DESIGN AND ENGINEERING RELATED TO THE BUSINESS OR INDUSTRIAL PARK, IF WE DO IT OURSELVES OR WE DO A PUBLIC PRIVATE PARTNERSHIP, PERHAPS THAT'S IN THERE TOO. AND THEN THE LAST ITEM IS REBRANDING AND MARKETING THE AREA.
IF YOU GOOGLE THE COMPOUND RIGHT NOW, YOU'RE GOING TO SEE A LOT OF ARTICLES ON UNDESIRABLE ACTIVITY.
IT MIGHT BE TIME FOR US TO GET AWAY FROM THE NOTION OF THE COMPOUND AND START THINKING ABOUT HOW WE WANT TO MARKET AND PROMOTE THIS AREA TO THE DEVELOPMENT COMMUNITY TO THE MAJOR EMPLOYERS TO SITE SELECTION.
SO THIS OBVIOUSLY HAS A COST AS WELL.
SO OUR BIG ASK FOR THIS SLIDE ALONE IS ABOUT $2 MILLION.
BEFORE I TURN IT OVER TO DANIELLE DOES ANYBODY HAVE ANY QUESTIONS.
RIGHT. POLICING OUR OWN, TRYING TO GET AN FPL PARTNERSHIP OUT THERE, A REMOTE STATION.
SO THERE WERE SOME TOOLS THAT THE LAND SWAP, THE OPPORTUNITIES THAT WE DISCUSSED.
SO WHERE HAVE WE GONE WITH THAT? HAVE WE EXPLORED, GONE DOWN THAT AVENUE? WHAT WHERE ARE WE WITH THAT? YES. SO MAKING NOTES BECAUSE I'M LIKE, WE'VE TALKED TO SO MANY PEOPLE.
WE DID TALK TO FPL AND THEY DO HAVE AN FPL EASEMENT IN THROUGHOUT THE COMPOUND.
AND THEY'VE ALREADY TOLD US THEY NEED TO BE ALONG THEIR FPL EASEMENT.
WELL, MAYBE IT'S BETTER IF I DO IT THIS WAY IS RUNS ALONG THE CANAL.
SO SEE THE MOUSE THERE? THAT'S THE FPL EASEMENT.
AND I DO AGREE ABOUT THE ALONG THAT EASEMENT UP IN THE NORTH.
I GOT IT. I DO AGREE THAT WE SHOULD BE MARKETING IT THIS WAY, BUT IF WE'RE GOING TO DO SOMETHING DIFFERENT THAN LET'S STOP CALLING IT WHAT YOU'RE CALLING IT. LET'S START CALLING IT SOMETHING DIFFERENT TODAY, NOT WAIT FOR ANY MARKETING SCHEME.
I BELIEVE THAT YOU HIT THE NAIL ON THE HEAD.
IF YOU GOOGLE SOMETHING, YOU'LL FIND A NEGATIVE IMPACT TO ANYTHING.
SO LET'S START CALLING IT SOMETHING ELSE.
STARTING TODAY, YOU WANT TO THROW SOMETHING? NOW I'M BLANKING.
YOU PUT ME ON THE SPOT, SO I DON'T KNOW.
I KNOW ROBERT LIKES TO SAY SILICON BAY.
JUST SAYING. LET'S START WORKING ON NAMING IT SOMETHING ELSE FROM FROM HERE ON OUT.
I THINK THEY DIDN'T WANT TO FLIP THE PAGE BECAUSE IT'S A HUGE ASK.
I WANT TO KNOW WHAT THE THE ENTIRE ASK IS BEFORE WE WE START.
I THINK WE COULD STILL WORK ON THE TOOLS THAT WE GAVE YOU.
I THINK LET'S GET TO SEE WHERE YOU'RE GOING WITH THE TOOLS WE RECENTLY GAVE YOU.
I WANT TO KNOW WHAT THE OTHER PRICE TAG IS, BECAUSE I COULD SEE AN ECONOMIC IMPACT ON THOSE.
[01:10:03]
THIS IS A HUGE INVESTMENT RIGHT AT THE MOMENT.WE MIGHT BE ABLE TO USE SOME OF THOSE BENEFITS FOR SOMEONE COMING INTO SILICONE BANK.
DOES THAT MAKE SENSE? YEAH. I'M JUST SAYING THIS.
I'D RATHER INVEST THAT TYPE OF MONEY INTO SOMETHING I'M GOING TO GET TODAY.
JOBS TODAY, WHERE THIS IS GOING TO TAKE SOME TIME TO, TO DEVELOP.
OKAY. WE HAD CONVERSATIONS WITH BOMBARDIER RECREATIONAL PRODUCTS.
WE'VE ALSO HAD CONVERSATIONS WITH REPUBLIC SERVICES ABOUT LOCATING A TRANSFER STATION OUT HERE, AND PERHAPS RELOCATING THEIR ENTIRE OPERATIONS OUT OF THE NORTHVIEW AND ROBERT CONLIN OVER HERE TO THIS SITE.
WELL, WE'VE HAD A VARIETY OF CONVERSATIONS WITH FOLKS.
THE BIGGEST QUESTION, AND IN FACT, DAVID MCCALLUM WAS ONE OF THE ONES THAT WAS RIGHT ON POINT WHEN HE ASKED, THIS IS WHAT IS THE CITY'S VISION FOR THIS AREA? YOU HAVE TO TELL ME HOW I SHOULD BE DEVELOPING MY PROPERTIES, OTHERWISE THERE'S NO INFRASTRUCTURE.
AND THAT'S NOT THAT'S NOT UNIQUE TO THIS AREA.
THEY DID A COMPLETE MASTER PLAN OF THE AREA.
SO THAT'S WHY I THINK THAT THIS WHILE WHILE WE DO HAVE SOME DIRECTION ON SOME OF THOSE INITIAL PHASES OF CONVERSATIONS THAT WE NEED TO BE HAVING WITH FOLKS AND WE HAVE BEEN HAVING THIS IS WHAT WE'RE HEARING FROM THEM AS WELL.
SO FIRST OFF, WHAT DOES THE CITY WANT WITH THIS AREA? PUBLIC PRIVATE INVESTMENT FOLLOWS PUBLIC INVESTMENT.
SO HOW ARE WE GOING TO LEVERAGE DEVELOPMENT? ARE WE GOING TO PUT IN THE ROADS? ARE WE GOING TO EXTEND THE LINES? ARE WE GOING TO HELP EXTEND THE LINES FOR WATER AND WASTEWATER.
SO I JUST WANT TO PUT THAT OUT THERE THAT WE HAVE HAD THOSE CONVERSATIONS.
AND A LOT OF WHAT'S ON THIS SLIDE IS WHAT WHAT CAME OUT OF THAT AS A RESULT.
SO WHEN I SAY POLICE OUR OWN, I'VE ALWAYS ASSUMED THAT IT WAS BRINGING INFRASTRUCTURE TO OUR OWN.
AND THAT WAY THERE COULD BE AN INVESTMENT ON OUR OWN PROPERTY.
YOU COULD WORK ON THE MASTER PLAN AS WELL, BUT THAT'S WHAT I MEANT BY POLICING OUR OWN.
THAT IS A GREAT EXAMPLE OF A MASTER PLAN.
HOWEVER, WE'RE NOT AT THAT POINT.
AND SO WHAT IS GOING TO BE THE BEST INVESTMENT TODAY? AND THAT'S THAT'S WHERE I'M AT.
YEAH. MASTER PLAN. SOUNDS GOOD.
GENTLEMEN, I'LL LET YOU GUYS WEIGH IN.
BUT MY CONCERN IS THAT I DON'T EVEN KNOW WHAT THE FUNDING IS GOING TO BE FOR ALL THE OTHER PROJECTS THAT I'M REALLY HYPED UP ABOUT ALREADY, THAT I COULD SEE IT'S GOING TO BE PERFORMANCE BASED.
AND THAT THAT'S WHAT I'M LOOKING FORWARD TO, EXPANDING EXISTING BUSINESSES WHERE THEY'LL HAVE INCREASED CAPACITY TO BRING ON ADDITIONAL EMPLOYEES, PREFERABLY PALM BAY HERE WITHIN PALM BAY.
THAT IS WHERE I THINK WE SHOULD FOCUS ON.
AND THEN ALL OF THAT MAY EVEN BENEFIT SILICONE BAY.
I LIKE THAT YOU KEEP USING THAT.
SO BEFORE WE GOT TO THE SILICONE BAY SLIDE, WE WERE HERE AT THE BIG ASK.
AND THIS INCLUDED THE ASK OF THE 1 TO 1.5 MILLION FOR THAT SITE READINESS PROGRAM.
ASIDE FROM THAT, WHAT'S NOT INCLUDED IN THAT ASK IS THE TWO FTE.
SO THE TWO FULL TIME EQUIVALENT POSITIONS WITH SALARIES AND BENEFITS.
SO THAT'S EXTRA IS ABOUT $200,000, ABOUT $100,000 FOR BOTH EMPLOYEES.
THAT'S SALARIES AND BENEFITS. AND THAT'S AN ESTIMATE.
PROBABLY OVERSTATED, BUT I JUST WANT TO PUT THAT OUT THERE.
THAT IS THE THE ASK PLUS THE ROUGHLY 2 MILLION FOR THE COMPOUND.
SO THE OVERALL ASK IS ABOUT TO THROW THIS NUMBER OUT THERE LIKE THIS, BUT 3.5 TO $4 MILLION.
[01:15:04]
BUT THIS IS THE LAST ASK.SO THAT'S REALLY ALL THE SLIDES WE HAVE.
AGAIN, I WANT TO THANK YOU FOR ALLOWING ME TO COME UP HERE AND SHARE WHAT WE'VE BEEN UP TO, AND HOPEFULLY WE CAN GET SOME NEW INITIATIVES IN PLACE TO TO HELP US BE EVEN BETTER.
AND WE'LL JUST OPEN IT UP FOR QUESTIONS.
SO I'LL START OFF I'VE ASKED SEVERAL QUESTIONS.
BUT FIRST OF ALL I WANT TO THANK EACH AND EVERY ONE OF YOU.
THANK YOU FOR WHAT YOU DO FOR PALM BAY.
AND EVEN MORE THAN THAT, YOUR VISION ON CREATING MORE JOBS IN OUR IN OUR COMMUNITY.
THIS WAS CONSIDERED A BEDROOM COMMUNITY, AND WE'RE SO FAR FROM THAT.
WE SHOULD BE LEADING IN TECHNOLOGY.
WE SHOULD BE CREATING JOBS AND YOUR EFFORTS DON'T GO UNNOTICED.
SO THANK YOU FOR WHAT YOU DO FOR OUR CITIZENS.
THANK YOU FOR WHAT YOU DO FOR US.
I'M GOING TO YIELD MY TIME RIGHT NOW FOR QUESTIONS TO COUNCILMAN JOHNSON COUNCILMAN JOHNSON.
SO FIRST OFF, THANK YOU, STAFF.
THANK YOU, EVERYONE, FOR THIS.
ESPECIALLY CONSIDERING WHERE WE WERE BACK OVERALL FOR TONY ROSA A FEW YEARS AGO.
SO THIS IS THE PROGRESS RIGHT HERE.
AND WE'RE ONLY WE'RE TAKING IT UP ANOTHER NOTCH.
SO FIRST, COULD WE GO TO SLIDE 22 REAL QUICK? MY FIRST QUESTION WITH THE PARTNERS, RESOURCE AND AGENCIES WERE WE ABLE TO INVITE ALL ALL OF THESE PARTNERS, RESOURCES AND RESOURCE AGENCIES? AND IF SO, WHAT WAS THEIR CONSENSUS ON NOT BEING ABLE TO MAKE IT? BECAUSE, YEAH, WE ACTUALLY HAVE A FEW OF THESE IN THE ROOM TONIGHT.
SO WE DID TRY TO PUSH IT OUT TO AS MANY OF THESE AS WE COULD.
AND WE LET THEM KNOW IF YOU CAN'T MAKE IT IN PERSON.
SLIDE AT 27 WITH THE WITH THE MAYOR'S BUSINESS ROUNDTABLE, WHILE WE ARE A COUNCIL MANAGER FORM OF GOVERNMENT AND COUNCIL WASN'T, YOU KNOW, COULDN'T COME TO THIS MEETING.
I WOULD LIKE IN THE FUTURE MORE IN DEPTH NOTES SINCE WE'RE NOT ABLE TO BE THERE OR GIVE OUR INPUT.
SO THAT'S, THAT'S THE ONLY REAL FEEDBACK ON THAT BECAUSE WE'RE JUST, YOU KNOW, IT'S ALL OF US.
WE ALL HAVE DIFFERENT VISIONS AND DIFFERENT IDEAS THAT WE CAN CONTRIBUTE TO.
CURRENTLY, WHAT ARE WE DOING TO ATTRACT NATIONAL AND INTERNATIONAL BUSINESSES? SO CURRENTLY, ASIDE FROM ATTENDING THE EVENTS THAT WE CAN WITHIN OUR WITHIN OUR BUDGET, WE WORK A LOT WITH THE EDC AND A LOT OF OUR, A LOT OF THOSE, THOSE LEADS COME DIRECTLY FROM THEM.
AND OF COURSE, SHARING ANY POSITIVE NEWS MEDIA BECAUSE, AGAIN, NEW POSITIVE NEWS TRAVELS FAST.
LETTING THEM KNOW WHAT'S AVAILABLE, WHAT WE HAVE AVAILABLE.
SO THAT'S KIND OF WHAT WE'RE IN A NUTSHELL.
THAT'S WHAT WE'RE DOING RIGHT NOW.
OKAY. AND THEN NEXT QUESTION, THE TWO ADDITIONAL POSITIONS WE'RE LOOKING FOR.
WHAT WOULD THEY BE DOING ADDITIONALLY OR DIFFERENTLY FROM WHAT WE HAVE RIGHT NOW? OKAY. THAT'S A GREAT QUESTION.
SO I BELIEVE YOU PUT TWO TWO FTE.
SO RIGHT NOW IT'S MYSELF AND ROBERT, WHICH IS REALLY ONE AND A HALF.
SO ECONOMIC DEVELOPMENT, LIKE I MENTIONED BEFORE, IS MULTI-PRONGED.
THERE'S SO MANY DIFFERENT HANDS AND WAYS THAT WE CAN BE DOING IT.
THOSE THOSE PROGRAMS ARE GROWING.
AND HIS CAPACITY IS IS IS SHRINKING BECAUSE IT'S A LOT TO MANAGE.
[01:20:01]
SO MY VISION HOPE IS I WOULD HAVE SOMEBODY DEDICATED TO RETENTION EFFORTS RUNNING THOSE PROGRAMS FEET ON THE GROUND OUT IN THE COMMUNITY, VISITING THESE BUSINESSES, BECAUSE WE JUST DON'T WE DON'T HAVE THE CAPACITY RIGHT NOW TO.AND THEN I WOULD LIKE SOMEBODY FOR THE MARKETING AND ATTRACTION END OF IT.
SO IF I'M NOT AVAILABLE RIGHT NOW, THEY DON'T HAVE ANYBODY TO GO TO.
SO REALLY JUST EXPANDING THAT CAPACITY.
I MEAN HONESTLY I COULD PROBABLY USE ANOTHER 3 OR 4 PEOPLE, BUT NO, I UNDERSTAND.
I JUST WANT A LITTLE ELABORATION BECAUSE I SEE THE VISION YOU ALL ARE TALKING ABOUT.
I'M RIGHT THERE WITH YOU, BUT I'M THINKING I'M TRYING TO FIND A HYBRID APPROACH, PERHAPS BECAUSE WHAT I WOULD LOVE TO SEE POTENTIALLY IS ONE ADDITIONAL POSITION FOR NOW, MAYBE TWO IF COUNCIL IS OPEN TO IT.
BUT IF WE ONLY USE ONE POSITION, USE THE FUNDING FOR THE OTHER POSITION TO SEND YOU ALL ACROSS THE COUNTRY, TO SEND YOU ALL TO SILICON VALLEY, TO SEND YOU TO THE HIGH TAXING AREAS. NOT JUST DURING CONFERENCES, BUT WHEN YOU CAN HAVE IN-DEPTH CONVERSATIONS.
STEAL SOME COMPANIES FROM HUNTSVILLE, LIKE THE MAYOR SAID, OR OUT WEST OR WHEREVER.
BUT BUT MAKE SURE WE HAVE A POSITION LIKE YOU SAID AND MAKE SURE YOUR HOME IS SECURE AS WELL.
YEAH. SO THAT'S MY THAT'S WHERE I'M AT.
I. DO YOU HAVE A TAKE ON OR DO STAFF HAVE A TAKE ON, I GUESS VISITING THESE COMPANIES THAT ARE STRUGGLING IN THESE HIGH TAXED AREAS OUTSIDE OF CONFERENCES OR WITHIN CONFERENCES, BE MORE APPLICABLE OR BETTER OR.
YEAH. I THINK HE HAS A VISION THAT MAY HIS PERSPECTIVE MAY BE BENEFICIAL TO ALL OF US, BUT.
YEAH. YEAH, I WILL SAY, YOU KNOW, COMING FROM THE EDC.
OH. THANK YOU. AND KIND OF HOW THESE PROJECTS KIND OF TRICKLE DOWN THE LINE WHERE THEY END UP, YOU KNOW, IN THE COMPANIES WORKING DIRECTLY WITH THE CITY REALLY THE STATE OF FLORIDA. YOU KNOW, THEIR ECONOMIC DEVELOPMENT TEAM, YOU KNOW, THEY GO TO THESE TRADE SHOWS INTERNATIONALLY.
SO REALLY THEY GO OUT THERE, THEY MAKE THE NETWORKS, THEY CREATE THE CONNECTIONS.
AND THEN IT'S KIND OF A TRICKLE DOWN EFFECT WHERE THE STATE RECEIVES THE LEAD, AND THEN THEY GO TO THE COMMUNITIES WHERE THE COUNTY OR THE EDC THAT WE HAVE HERE, AND GO TO THAT COMMUNITY AND SAY, HEY, DO ANY OF YOUR 60 OR ANY OF YOUR CITIES OR ANY OF, YOU KNOW, UNINCORPORATED AREAS IN YOUR COUNTY, YOU KNOW, DO THEY HAVE ANY ROOM OR SPACE FOR, YOU KNOW, COMPANIES AND THEY'RE REALLY LOOKING AT YOUR AREA.
AND SO WHEN I WAS AT THE EDC, WE DID GET, YOU KNOW, A LOT OF LEADS.
WE WORKED A LOT WITH SPACE FLORIDA, EVEN FLORIDA POWER AND LIGHT ACTUALLY DEVELOPS A LOT OF LEADS.
BUT AS THE REST OF THE COUNTY IS RUNNING OUT OF LAND, PALM BAY HAS IT HERE.
AND I THINK THAT'S REALLY AN ADVANTAGE THAT WE HAVE.
CAN YOU GIVE ME A PERSPECTIVE ON WHO'S ATTENDING THESE TRADE SHOWS.
IT'S IS. GO AHEAD SHARE YOUR EXPERIENCE.
SO I DIDN'T GET THE CHANCE TO ATTEND A LOT OF THESE TRADE SHOWS REALLY THE INTERNATIONAL ONES WAS LINDA WHO IS THE PRESIDENT OR VICE PRESIDENT WHICH IS EDGAR FOR BUSINESS DEVELOPMENT.
SO HE GOT TO ATTEND A LOT OF THESE TRADE SHOWS.
BUT I DO KNOW, YOU KNOW, YOU WOULD GET A LOT OF BUSINESS DEVELOPMENT PEOPLE, DEPENDING ON THE SIZE OF THE COMPANY, YOU WOULD GET THE CEOS OR THE EXECUTIVE TEAM THERE AND THEN HE WOULD GO BUILD THOSE CONNECTIONS, COME BACK AND WE'D ARRANGE A CALL TO LEARN MORE ABOUT WHAT THEY'RE WHAT THEY'RE LOOKING TO DO.
OKAY, THEN I'LL JUST BE IN SUPPORT OF SUPPORTING, LIKE THEY SAID, THE ADDITIONAL CONFERENCES.
THIS IN THE LONG TERM WILL SUPPORT ALL THAT WE JUST GOT TO.
TO YOUR POINT, HUNTSVILLE, THEY HAD TO BITE, YOU KNOW, BITE THE BULLET AND JUST INVEST.
YEAH, IT STUNG A LITTLE BIT INITIALLY.
BUT IN THE LONG TERM IT'S AMAZING OUT THERE.
SO I WOULD BE FINE WITH THE FULL 4 MILLION.
THE VENTURE PROGRAM SITE READINESS, THE THE PRE APP FEE WAIVER.
[01:25:02]
THANK YOU. COUNCILMAN JOHNSON, MAY I ASK A QUESTION? THAT'S THE QUESTION, MADAM.MADAM SHERMAN WHERE WOULD THE 4 MILLION COME FROM? 3.5 I'M GONNA HOLD YOU TO 3.5.
SO WE'RE NEGOTIATING NOW? YEAH. MY RECOMMENDATION WOULD BE TO DO A PHASED IN APPROACH BASED ON THE CURRENT FUNDING BALANCE OF UNDESIGNATED FUND BALANCE.
OKAY I'M ALSO WAITING FOR STATE CHARTERED REVENUES TO COME IN FOR THE NEW FISCAL YEAR.
SO I DON'T HAVE THOSE FINAL NUMBERS.
IF THEY'RE A LITTLE BIT HIGHER THAN WHAT WE PROJECTED, I MIGHT HAVE ADDITIONAL ROOM JUST RIGHT THERE FOR STAFF, FOR STAFF MEMBERS AND PROGRAMS. SO WHAT I WOULD RECOMMEND IS WE WE CAN WE CAN LOOK AT THE MATH AND WE CAN BRING BACK.
BUT DO SOME OF THAT OTHER FUNDING AS WE HAVE OUR BECAUSE RIGHT NOW OUR BASED ON LAST COUNCIL MEETING WHEN WE WENT THROUGH THE ADDITIONAL ASKS USING FUND BALANCE FOR THE FIRE STATIONS. WE'RE ABOUT 6.3 MILLION OR SO IN EXTRA DOLLARS, BUT WE'RE PROJECTING TO REPLENISH FROM YEAR END SEPTEMBER 30TH, ANOTHER $6 MILLION.
BUT IT USUALLY TAKES ME 2 TO 3 MONTHS INTO THE NEW FISCAL YEAR TO KNOW EXACTLY WHAT THAT NUMBER IS.
SO IF WE PACE OURSELVES A LITTLE BIT ON IT AND DO LIKE A TWO PHASE, YOU KNOW, ONE AT THE BEGINNING OF THE YEAR, ONE SORT OF MID YEAR, I THINK WE CAN ACCOMPLISH A LOT OF THIS PRETTY, PRETTY WELL.
WELL, I THINK YOU WERE SPOT ON.
I SAID, LET'S GO WITH WHAT'S TANGIBLE TODAY, RIGHT? HOW WE CAN MAKE THAT IMPACT AND THEN BUILD ON THAT FROM NOW ON.
SO I'M RIGHT THERE ALONG WITH YOU IF WE'RE GOING TO ACTUALLY PACE OURSELVES.
THE ONLY WAY TO GET BEYOND THIS IS INVESTING EVERY COMMUNITY THAT LIKE A HUNTSVILLE, LIKE YOU MENTIONED, LIKE LIKE A SILICON VALLEY, LIKE ANY OTHER ECONOMIC DEVELOPMENT CITY OR COUNTY, THEY INVESTED.
LAKELAND IS KNOCKING IT OUT OF THE BALLPARK.
AND THEY WEREN'T THERE JUST A FEW SHORT YEARS AGO.
THAT IS THE HOME OF PUBLIX SUPERMARKET.
YEAH, I KNOW, PUBLIX WAS THE FIRST ONE.
I JUST WANTED TO PUT THAT IN THERE.
YOU STILL BLEED GREEN, DON'T YOU, SIR? BUT YOU'RE RIGHT.
IT WAS LAKELAND JUST A FEW SHORT YEARS AGO.
WAS NOWHERE NEAR THIS CAPACITY.
I'M ACTUALLY EXCITED BECAUSE I WANT TO SEE THE JOBS.
AND I WANTED THEM, LIKE, FOUR YEARS AGO.
RIGHT. AND I'M REALLY EXCITED THAT WE'RE ON THIS ON THIS TODAY.
AND THE FOLKS ON THIS DAIS ARE REALLY SUPPORTIVE OF THIS TODAY.
SO I'M REALLY APPRECIATIVE OF THAT.
DEPUTY MAYOR, YOU'VE BEEN SILENT.
I HAVE A FEW QUESTIONS, BUT I'M GLAD WE.
WE HAVE THAT PIECE OF THE PUZZLE FIGURED OUT, SO.
I THINK IT IS IMPORTANT THAT WE START INVESTING IN OURSELVES.
AND CERTAINLY PRIVATE SECTOR WOULD ALWAYS FOLLOW BECAUSE FIRST QUESTION CERTAINLY WOULD ANYBODY WOULD ASK US, YOU WANT TO INVEST IN THE SILICON VALLEY? WHAT ARE YOU DOING? WHAT ARE WE DOING? WE SHOULD WE SHOULD DEFINITELY THROW THAT FIRST STONE, IF YOU WILL INVEST IN INFRASTRUCTURE.
YEAH, THOSE. I'M ALL FOR PRIVATE.
PUBLIC. YOU KNOW, VENTURE, IF YOU WILL, MAYBE LOOKING AT ALL FACILITIES TO EXPANSION.
YEAH. IF YOU GO AND BRING YOUR.
LET'S LET'S DO IT RIGHT THE FIRST TIME.
LET'S BRING SEWER AND WATER TO THAT.
AND I GUARANTEE YOU I'M A FIRM BELIEVER WE DO THAT AND THAT GOOD FAITH INVESTMENT PEOPLE WILL FOLLOW AND FOLKS WILL BE SELLING THEIR THEIR LOT BECAUSE OVERNIGHT FROM, YOU KNOW, IT'LL BE DOUBLE OR TRIPLE THE VALUE OF THAT PROPERTY. SO THE INTEREST TO, TO SELL THEIR PROPERTY WOULD BE, WOULD BE INSTANTLY.
SO I THINK I'M VERY ENCOURAGED.
THAT'S THAT'S A GOOD, GOOD WAY TO TO SPIKE YOU KNOW, SOME MOVEMENT OUT THERE.
THE QUESTION, ROBERT YOU TALKED ABOUT MANY PARTNERSHIPS.
I KNOW THERE'S A WAS A SLIGHT SLIDE WITH ALL THE PARTNERSHIPS.
ONE THING, THOUGH, 22, I THINK.
YEAH. EASTERN FLORIDA I BELIEVE IT'S A LOCAL ASSET IN TERMS OF THAT CAN BE REALLY A GREAT PARTNER HELPING US IN AS FAR AS ECONOMIC DEVELOPMENT, INVESTING INTO OUR FOLKS HERE IN PALM BAY, IN MY OPINION, I THINK IT'S UNDER UTILIZED AS A, AS A HIGHER EDUCATION INSTITUTION.
[01:30:03]
RATHER THE PARTNERSHIP.I DON'T KNOW WHERE THAT IS TO ME.
I JUST FEEL LIKE THERE'S, YOU KNOW, THERE'S A LACK MAYBE, OF MARKETING THEMSELVES INTO OUR COMMUNITY OR US ENCOURAGING THEM TO INVEST MORE INTO OUR PEOPLE.
I KNOW THEY HAVE TONS OF PROGRAMS IN TERMS OF CERTIFICATE PROGRAMS, YOU NAME IT.
YOU KNOW, CC AND CTE ALL KIND OF PROGRAM THAT CAN IN THE SHORT TIME FRAME.
NOT NECESSARILY A COLLEGE DEGREE PER SE, BUT THAT CAN REALLY YOU KNOW, EMPOWER OUR PEOPLE FOR REALLY GREAT JOBS, GREAT OPPORTUNITY, ESPECIALLY IN THE MARKET WE'RE IN.
AND THAT'S ONE OF THE THINGS PALM BAY KIND OF TRAILED BEHIND.
THEY MARKET ALL OVER THE COUNTRY TO BRING THOSE TALENT IN BECAUSE UNFORTUNATELY THEY'RE NOT HERE.
SO WHAT ARE WE DOING ENGAGING MEANINGFUL CONVERSATION WITH EASTERN FLORIDA PARTICULARLY.
I KNOW FIT IS VERY ENGAGED IN THAT SENSE.
HOW ARE WE DOING? I MEAN, IT'S A MEANINGFUL CONVERSATION, REALLY.
SAY, HEY, WE NEED YOUR HELP TO TO TO MARKET YOURSELF PROPERLY.
AND IT'S A GREAT POINT THAT YOU BRING UP.
SO WE BUILT WHAT WAS CALLED THE CPT PROGRAM, THE CERTIFIED PRODUCTION TECHNICIAN THAT WAS TO HELP INDIVIDUALS GET OUT OF DIFFERENT INDUSTRIES, TO MOVE INTO MANUFACTURING, TO BE ABLE TO GAIN THESE, YOU KNOW, ENTRY LEVEL JOBS THAT COMPANIES ARE STRUGGLING TO FIND WITH BECAUSE, YOU KNOW, THERE'S A PLENTY AMOUNT OF ENGINEERS OUT THERE, BUT THEY'RE LOOKING FOR THOSE ASSOCIATE LEVELS.
AND SO THERE'S SPACE AVAILABLE IN EASTERN FLORIDA, RECEIVED SOME GRANT MONEY TO GO TOWARDS BUILDING MORE ADVANCED MANUFACTURING PROGRAMS. AND SO THAT'S DEFINITELY A CONVERSATION I THINK WOULD BE GREAT FOR US TO HAVE WITH THE SUPPORT TO BRING THAT TO THE PALM BAY CAMPUS.
MARY FARRELL COUNCIL, I THINK, I THINK I'M TALKING ABOUT IN TERMS OF NOT JUST ENGAGING IN CONVERSATION, HOW CAN WE ENTICE? YEAH. AND I THINK, I THINK THE LEVEL OF PARTNERSHIP TO SAY, HEY, WE WANT THEM CREATE THOSE OPPORTUNITIES.
LET'S FOCUS ON CREATING SOME SORT OF WHATEVER IT MAY BE.
YOU KNOW, RIGHT ALONG, DEPUTY MAYOR, I THINK YOU'RE SPOT ON.
I THINK WHEN DOCTOR MICHAEL CADORE WAS THE PROVOST HERE IN PALM BAY, HE WAS A LOT MORE ACTIVE WITH OUR DIALOG HERE, AND I DON'T AND HE'S QUITE INFLUENTIAL WITH OUR YOUTH VERY INFLUENTIAL IN OUR COMMUNITY AS, AS YOU WELL KNOW.
AND I THINK IT'S JUST ABOUT OPENING UP THAT DIALOG WITH HIM.
BECAUSE NOW HE'S A VP, FROM WHAT I UNDERSTAND.
OR HE'S, HE'S CLOSE TO THAT POSITION, OPENING UP THAT DIALOG AND SEE HOW HE WOULD BE ENCOURAGING AND MOTIVATING TO HAVE THOSE DISCUSSIONS WITH OUR CITY, BECAUSE YOU'RE SPOT ON.
AND TO THAT EFFORT, WE'RE CAPITALIZING WITH FIT, RIGHT.
SO WHY AREN'T WE CAPITALIZING WITH EASTERN FLORIDA STATE COLLEGE? THOSE THOSE ARE GREAT POINTS.
DEPUTY MAYOR, I, I REALLY WOULD LOVE FOR US.
I DON'T KNOW IF MICHAEL COULD.
DOCTOR. MICHAEL. GEORGE THE THE CAT.
YOU KNOW, THE CATALYST FOR THAT.
BUT CERTAINLY OUR DISCUSSIONS COULD BE WHOEVER THE PROVOST IS OF PALM BAY.
AND THEN, OF COURSE, DOCTOR MICHAEL IS VERY INFLUENTIAL.
SO I WOULD, I WOULD REALLY LOVE FOR HIM TO ENGAGE WITH US AS WELL.
GUYS, JUST REAL QUICK, BECAUSE IT REMINDED ME WHEN WE HAD OUR IT WAS A WORKSHOP OR SOMETHING.
WHEN IT TALKED ABOUT OUR STRENGTHS AND OUR WEAKNESSES, OUR MAIN WEAKNESS WAS EDUCATIONAL ATTAINMENT.
SO YOU HIT IT RIGHT ON THE HEAD.
DEPUTY MAYOR, BOTH OF Y'ALL ARE ON IT, SO LET'S ATTACK IT.
WHETHER WE NEED TO GO INTO JOINT GRANT FUNDING FOR EXPANSION IN PALM BAY OR WHATEVER.
IT LOOKS LIKE THE CHAMBER BROUGHT THAT UP.
IF YOU REMEMBER, IT'S CORRECT, BECAUSE THE LEVEL OF EDUCATION DETERMINED THE LEVEL OF INCOME.
SO THERE'S A DIRECT CORRELATION BETWEEN THE TWO.
[01:35:01]
SO PALM BAY IS ALWAYS SOMEWHAT TREND BEHIND.BUT WE WE CAN'T I THINK THAT'S AN OPPORTUNITY WITH THE HELP OF ALL OF, YOU KNOW EASTERN FLORIDA.
SO WE HAVEN'T RECEIVED HIS RSVP YET, BUT WE HOPE THAT HE'S ABLE TO ATTEND.
NOW, IS IT OUR FAULT THAT WE'RE NOT PASSING THAT INFORMATION ON? YES. SO I TAKE THAT.
SO IN THE FUTURE IF WE COULD JUST GET THOSE NOTES THAT WE'RE GETTING THAT INFORMATION FROM THOSE THAT WANT TO INVEST IN OUR COMMUNITY AND PASS THAT ON TO COUNCIL, I'M ALL ABOUT THAT.
WE SHOULD BE DOING THAT FROM DAY ONE.
ANYWAY. BECAUSE THIS IS A TEAM APPROACH.
RIGHT. AND SO I WOULD I WOULD APPRECIATE THAT.
BECAUSE THIS ISN'T ABOUT ONE PERSON.
SO WITH THAT BEING SAID, I THINK WE'RE LOOKING GOOD ON THIS.
COUNCILMAN WEINBERG, YOU YOU HAVE SOME QUESTIONS, AND THEN WE'LL GO INTO A COUPLE OF COMMENTS.
YOU KNOW, FIRST OF ALL, I WANT TO BE A LITTLE REDUNDANT.
AND THANK JOAN AND DANIEL AND THE ENTIRE ED TEAM.
NOW, AS FAR AS THE BIG ASK YOU KNOW, I'M ALL FOR INCENTIVES TO TO ATTRACT BUSINESS AND INDUSTRY.
YOU KNOW, FUNDING THE STARTUP EXPANSION PROGRAM FOR SMALL BUSINESSES, THE SITE READINESS PROGRAM, THE WAIVER OF THE PRE-APPLICATION FEE FOR COMMERCIAL INDUSTRIAL USE AND SO ON. ABSOLUTELY.
I THINK WE NEED TO BE A LITTLE MORE SELECTIVE THERE.
SO IT HAS TO BE MORE TARGETED.
AND BESIDES THAT, THE ED ALREADY DOES A LOT OF THIS STUFF AND WE JUST NEED TO PICK THEIR BRAINS, I THINK, A LITTLE BIT MORE THAN WE'RE DOING AS FAR AS, AS FAR AS INVESTING, YOU KNOW, $2 MILLION INTO WHAT, IN DEFERENCE TO THE MAYOR, WE USED TO CALL THE COMPOUND.
YOU KNOW, I THINK WE SHOULD CONCENTRATE RIGHT NOW BECAUSE WE DON'T HAVE AN UNLIMITED POOL OF MONEY.
I THINK WE REALLY NEED TO GEAR THAT.
BUT AGAIN, WE ALL WE OWN LESS THAN 10% OF THE LAND IN THERE.
AND WE HAVE NO INFRASTRUCTURE TO SPEAK OF THERE AS FAR AS, YOU KNOW, ALL THAT TYPE OF THING.
IF WE HAVE A COMPANY THAT SHOWS SOME INTEREST IN POSSIBLY USING UTILIZING SOME OF THAT LAND, THEN WE CAN USE SOME OF THESE INCENTIVES TO MAKE THOSE SITE IMPROVEMENTS AND INFRASTRUCTURE IMPROVEMENTS THERE.
SO I THINK WE MIGHT BE PUTTING THE CART BEFORE THE HORSE, BUT OTHERWISE WE'LL BE IN FAVOR OF ANY INCENTIVES THAT CAN BRING BRING COMMERCIAL AND INDUSTRIAL BUSINESS TO TO PALM BAY.
THANK THANK YOU, COUNCILMAN WEINBERG.
ON THAT NOTE, I THINK IT'S TIME FOR FOR US TO HEAR FROM THE PUBLIC.
UNLESS YOU HAVE ADDITIONAL QUESTIONS.
WE REALLY ARE SO GRATEFUL FOR YOU.
WE REALLY ARE. AND WE'RE LOOKING TO ENHANCE AND INCREASE YOUR CAPACITY.
I'M EXCITED ABOUT THE OPPORTUNITY TO HAVE JOB GROWTH IN THIS CITY I REALLY AM.
SO WITH THAT, I'LL LET I'LL HAVE THE AUDIENCE SPEAK.
WHOEVER WANTS TO SPEAK, PLEASE RAISE YOUR HAND.
YES, SIR. WELL, YOU'RE YOU'RE FIRST.
YOU CAN START MAKING YOUR WAY.
WELL, YOU RAISED YOUR HAND FIRST, SIR.
SO YES, AS WE HAVE CPT, WE HAVE OUR CTE WITH OUR BREVARD PUBLIC SCHOOLS.
WE WORK CLOSELY WITH THEM BECAUSE WE ALSO DEVELOP REGISTERED APPRENTICESHIP PROGRAMS.
[01:40:02]
SO WITH THAT, WE ALSO WORK WITH EASTERN FLORIDA STATE COLLEGE.SO IN WITH THAT YOU CAN ALSO BE A SPONSOR.
AS A CITY YOU CAN BE NOTHING MORE THAN JUST A SUPPORTER.
AND WE CAN GET INVESTORS INTO IT AND BUILD GROUPS.
AND THERE'S RETURN ON INVESTMENTS FOR THESE EMPLOYERS THAT DO WANT TO PARTICIPATE.
SO THESE INDIVIDUALS ARE GETTING JOBS AND TRAINING, AND THE COST IS NOT ASSOCIATED TO THOSE INDIVIDUALS AS APPRENTICE WITH THIS, THERE'S ALSO GRANT FUNDING THEY CAN RECEIVE TO OFFSET COSTS.
WE CAN BRING FUNDING WITH FUNDING THAT WE RECEIVE AT CAREERSOURCE.
AND THERE'S A WHOLE OTHER PLETHORA OF THINGS THAT WE CAN DO.
SO I JUST WASN'T SURE IF ANYONE WAS AWARE THAT WE DO THIS NOW.
YEAH. PAUL MAYOR, IF I MAY CARRY ON PART OF MY REASON WHY I BOUGHT THE THE, YOU KNOW, THIS CONVERSATION OR THE QUESTION WAS MOST MOST LIKELY WHEN YOU HEAR OF A HIGHER HIGHER EDUCATION INSTITUTION, YOU'RE THINKING THE DEGREES, RIGHT? THE TWO YEAR OR THE FOUR YEAR DEGREE.
THAT'S THAT'S ALL THE GENERAL PERCEPTION OF OF A COLLEGE COMMUNITY COLLEGE.
YOU'RE NOT THINKING OF THE TEN WEEKS AVIATION, YOU KNOW, MECHANIC THAT WOULD ALLOW YOU TO TRANSFER THAT SKILL TO THE AIRPORT WHERE YOU CAN EARN, YOU KNOW, $60,000 JOB OR YOU KNOW, THAT THAT WOULD BE A DIFFERENCE MAKER FOR 20 YEAR OLD THAT MAY THE FOYER YOU KNOW, UNIVERSITY MAY NOT BE THEIR PASSION OR THEIR CAREER, OR THEY NEED IT NOW.
THEY NEED THE OPPORTUNITY. NOW, THESE ARE WHAT I'M THINKING.
THEY THEY'RE HOW CAN WE WORK TOGETHER IN A PARTNERSHIP? YOU KNOW, AGENCIES LIKE YOURS, THE CITY, THE COLLEGE.
MAYBE. I FEEL I'VE BEEN HERE 20 YEARS.
I'M A GRADUATE OF EASTERN FLORIDA.
I KNOW, I DON'T FEEL LIKE THERE'S AN EFFORT.
I KNOW THERE'S A LOT OF INVESTMENT IN MELBOURNE NOW.
I THINK PALM BAY IS BEING FORGOTTEN TO SOME DEGREE.
RIGHT. AND THEY HAVE EMPTY BUILDINGS.
THE THIRD FLOOR IN BOTH BUILDING ONE AND TWO ARE COMPLETELY EMPTY.
SO NOW THAT'S WHERE I'M COMING FROM, I THINK COULD BE AN EFFORT TO, TO, YOU KNOW, TO REALLY INVEST INTO OUR COMMUNITY, OR RATHER, IT TAKES A PARTNERSHIP THAT THAT'S THAT'S WHY I'M PUSHING.
THEY DON'T HAVE TO USE THEIR CURRICULUM.
WE CAN ASK FOR IN-KIND SPACE, UTILIZE THE BUILDING, AND BUILD OUR OWN CURRICULUM THAT IS PERFECT FOR THE INDIVIDUAL TO CUSTOMIZE THE SKILLS NEEDED TO DO THE JOB THAT IS NEEDED FOR THAT COMPANY.
SO YOU'RE OBTAINING SKILL SETS FOR THAT SPECIFIC NEED.
YOU'RE NOT GOING TO SCHOOL TO NECESSARILY JUST OBTAIN DEGREES.
YOU'RE GOING TO SCHOOL TO OBTAIN SKILLS.
AND SKILL SETS IS WHAT YOU NEED TO DO A JOB.
SO YOU ADJUST TO WHATEVER THE NEED IS.
THAT'S AWESOME. THANK YOU MA'AM.
YOU'RE WELCOME. THANK YOU SIR, YOU WERE NEXT.
ANYONE ELSE? JUST RAISE YOUR HAND SO I KNOW.
I'M ACTUALLY A MELBOURNE RESIDENT FOR 37 YEARS.
YOU WANT TO STATE YOUR NAME? AND TONY. LAUREN. TORY.
GREAT PRESENTATIONS, GREAT WORK.
I'M HAPPY FOR PALM BAY MY CONNECTION.
MY WIFE TAUGHT AT TURNER FOR, YOU KNOW, 18 YEARS SPECIAL NEEDS COMMUNITY.
OKAY. I WAS IN THE AEROSPACE INDUSTRY, 40 YEARS RETIRED, AND I'M LISTENING AND SOME GREAT IDEAS.
I'M ACTUALLY WITH THE BREVARD, SORRY, THE PALM BAY CHAMBER, THE BREVARD PROSPERITY INITIATIVE.
BUT THAT'S NEITHER HERE NOR THERE.
OKAY, I'M LOOKING UP THERE AND I SAY, OKAY, I SEE UCF, I SEE FLORIDA TECH, I SEE EASTERN FLORIDA.
AND I AGREE WITH YOU. THE GAP I SEE IS TRAINING AND THE SKILL SETS.
I'M SORRY. SPEAK TO ME. ADDRESS ME.
THEY HAVE ABOUT TEN STRANDS OF SKILL SETS THAT THE UNITED STATES GOVERNMENT FEELS ARE CRITICAL FOR.
I DON'T KNOW IF YOU CAN COVER ALL TEN, BUT ALL I'M SAYING IS, AND I'LL GET TO THE OTHER PIECE, I DON'T THINK EMPLOYERS ARE GOING TO COME HERE UNLESS THERE'S PEOPLE THAT, REGARDLESS OF REMOTE WORK OR WHATEVER, I DON'T THINK THEY'RE GOING TO COME HERE.
[01:45:03]
RIGHT. EVEN THOUGH YOU HAVE GREAT HOMES AND YOU HAVE GREAT COMMUNITIES, RIGHT? AND YOU GUYS ARE DOING EVERYTHING YOU CAN TO FIX THINGS FROM THE 70S.RIGHT. SO I UNDERSTAND SO I COMMEND YOU ALL.
BUT I JUST THINK IF YOU CAN GET THAT.
AND THEN WHEN I WAS IN AEROSPACE BECAUSE I WORKED 20 YEARS.
NEW BUSINESS PROPOSALS, THEY WOULD TAKE A MAP OF THE UNITED STATES AND THEY WOULD SAY, HEY, IF I RECEIVE THIS CONTRACT AND WE WERE FEDERAL CONTRACTS, RIGHT? DEPENDING ON THEM A LOT, THEY GET A MAP AND SHOW THE CONGRESSMEN AND THE REPRESENTATIVES.
IF WE GET THIS JOB, HERE'S WHERE WE'RE GOING TO START EMPLOYING PEOPLE.
RIGHT. SO OKAY, THEY ALREADY HAD EXISTING INFRASTRUCTURE.
THIS COMPANY WAS ALREADY EXISTING.
WE SUBCONTRACTED 95% OF OUR WORK.
SO WHAT I'M SHARING WITH YOU IS, YOU KNOW WHAT WHAT BUSINESS DO YOU WANT TO BRING HERE? BUT THEN YOU ALSO.
IT'S KIND OF LIKE THE CART AND HORSE.
LIKE YOU SAID, YOU GOT TO HAVE PEOPLE TRAINED.
AND YES, YOU HAVE THE LAND, WHICH IS GREAT.
AND YOU CAN DEVELOP IT AS YOU SEE FIT.
THEY AGREE. ALL I'M SAYING TO YOU IS I LISTENED AND I THINK YOU KIND OF GOT TO MATCH THE TWO UP.
HERE'S WHY. OKAY, SO KIND OF BE READY FOR THE MARKETING THING, BUT OKAY, WHAT DO YOU NEED TO COME HERE? AND YES, BROADBAND AND OTHER THINGS TOO.
OBVIOUSLY WE HAVE AN EAST COAST RAILROAD AND NOW WE HAVE THE BRIGHT LINE.
ARE OUR ROADS DECENT? 95 YOU TALK ABOUT LAKELAND THERE NEAR I-4, RIGHT? SO THAT'S A BLESSING FOR THEM.
BUT IT'S JUST THAT'S THE WAY IT WAS.
AND THEY CAN GET OUT THERE AND BRING THOSE BIG TRUCKS IN AND OUT.
I HOPE WE TOOK SOME NOTES, BECAUSE I THINK THE TRAINING ASPECT OF IT HAS TO BE MIRRORED, I THINK.
THANK YOU FOR STEPPING FORWARD.
EILEEN. SEP 1233 A ROAD NORTHEAST.
THE ONE THING I DIDN'T HEAR IN THIS WAS ON THE JOBS.
ARE ANY OF THESE COMPANIES GOING TO BE REQUIRED TO HIRE PEOPLE WHO LIVE HERE? BECAUSE IF NOT, WE ARE JUST ADDING TO THE TRAFFIC.
OKAY. I DON'T LIKE THE IDEA OF SILICON BAY.
AND AS FAR AS PUTTING UTILITIES IN THAT AREA RIGHT NOW.
WE DON'T EVEN KNOW WHAT WE'RE GOING TO DO WITH IT.
YOU START BUILDING THINGS AND IT'S IN THE WRONG PLACE.
SO THAT'S MOSTLY I'M CONCERNED ABOUT.
THAT INCENTIVES SHOULD BE FOR PALM BAY, RIGHT? OR A CERTAIN PERCENTAGE OF THOSE JOBS SHOULD BE FOR PALM BAY MEYERS.
MISS JONI, THERE ARE THERE HAVE BEEN APPLICATIONS, ECONOMIC DEVELOPMENT, INCENTIVE PROGRAMS THAT I AM FAMILIAR WITH FROM CITY OF COCOA, FOR EXAMPLE, WHERE WE HAVE REQUIRED OR WE'VE GIVEN IN SPECIAL CONSIDERATION FOR THOSE THAT ARE GOING TO EMPLOY PALM BAY RESIDENTS. AND TO HER POINT, WE'RE TALKING ABOUT HIGH QUALITY JOBS, HIGH SKILL, HIGH WAGE.
WE'RE NOT TALKING ABOUT CONSTRUCTION JOBS AND THINGS LIKE THAT.
WE'RE TALKING ABOUT JOBS THAT INCREASE THE AVERAGE HOUSEHOLD INCOME.
I'M VERY EXCITED BY EVERYTHING THAT WAS SAID TONIGHT BECAUSE COMMUNITY ECONOMIC DEVELOPMENT THE POINT IS TO IMPROVE WELL-BEING AND QUALITY OF LIFE FOR US, THE CITIZENS.
AND I WOULD LIKE TO YOU ALL KNOW I'VE HAD WISHFUL THINKING ABOUT THE TRACK OF LAND THAT BORDERS CASTAWAY POINT PARK THAT JUST WENT ON THE MARKET.
AND NOW IT'S POSSIBLE THAT THE CITY COULD GET THIS PROPERTY.
BECAUSE I THINK THE PRICE COULD BE NEGOTIATED BASED ON IF LAND IS NOT.
DEVELOPED OUR OUR OUR LAND DEVELOPMENT CODES.
[01:50:05]
IF SOMETHING IS NOT DEVELOPED WITHIN A PERIOD OF TIME, IT REVERTS BACK TO PREVIOUS ZONING AND LAND USE CODES, WHICH COULD DROP THE PRICE.I THINK WE COULD ALSO UTILIZE SOME OF THE GRANTS THAT THEY WERE TALKING ABOUT ON SITE READINESS.
AND I THINK CERTAINLY I THINK PRIVATE PARTNERSHIPS, PRIVATE PUBLIC PARTNERSHIPS, I JUST SEE THE CITIZENS.
THIS IS FOR US. IT'S A IT'S A ONCE IN A LIFETIME CHANCE TO EXPAND CASTAWAY POINT PARK.
I DON'T KNOW WHY WE CAN'T USE SOME OF THE IMPACT FEES TO PURCHASE IT TOO, BUT IT WOULD.
THIS COULD BE DEVELOPED IN A WAY THAT IT BECOMES A DESTINATION AND A SHOWCASE FOR US.
THAT WOULD PROMPT THAT WHOLE CORRIDOR TO HAVE A PLACE FOR CITIZENS AND WORKFORCE TO COME.
IT COULD ALSO PROMPT BUSINESSES IN THAT TYPE OF RECREATIONAL AND ENTERTAINMENT.
SO I WOULD LIKE TO ASK COUNCIL IF I COULD APPOINT MYSELF TO BE A ONE, ONE PERSON, ONE PERSON THAT WOULD WORK WITH THE COMMUNITY ECONOMIC DEVELOPMENT AND MRS SHERMAN AND JUST ANYBODY THAT WILL LET ME DEVELOP THESE IDEAS AND COME BACK TO COUNCIL.
AND I BELIEVE WHERE THERE'S A WILL, THERE'S A WAY AND WE'VE GOT A CHANCE.
WE'VE GOT ANOTHER OPPORTUNITY.
SO WOULD YOU ALL BE WILLING TO JUST LET ME SEE? OR IS YOUR IS YOUR QUESTION FOR THE CITY OF PALM BAY TO NEGOTIATE AND PURCHASE A PROPERTY, THAT PIECE OF PROPERTY? YES. THANK YOU FOR CLARIFYING THAT, MISS CONNOLLY.
HOW MUCH? HOW MUCH IS THAT, IF I MAY, MAYOR? HOW MUCH IS THIS LISTED FOR CURRENTLY? 7,965,000. 7 MILLION.
HOW BIG IS THAT PROPERTY CURRENTLY 3.2 ACRES.
3.2. IT'S BIGGER THAN WHAT WE ALREADY OWN, WHICH IS 2.4 OR SOMETHING.
CAN'T YOU SEE IT? I CAN'T. I MEAN, I'M WITH YOU.
YES. RIGHT ON THE, YOU KNOW, US.
ONE CORRIDOR SERVED OUR WHOLE COMMUNITY.
EMBRACE LIKE AN AMPHITHEATER OR SOMETHING LIKE THAT.
WOULD THE COMMUNITY'S EMBRACE THAT? SHOULD I JUST EMBRACE WHAT? WHAT AN EXAMPLE OF A PUBLIC.
PUBLIC? HE WAS TALKING ABOUT A PUBLIC AMENITY SUCH AS AMPHITHEATER THAT CAN BRING TOGETHER PALM BAY OR 2 OR 300 WITH THE COMMUNITY.
OKAY. WITH THAT, WITH YOUR COMMUNITY.
CURRENTLY, I'M JUST ASKING, MAY I SPEAK FOR THE WHOLE COMMUNITY? YES. WELL, YOU WANT TO BE THE APPOINTEE, SO.
WELL, YOU KNOW, WHEN WE CAME TO OPPOSE THE THE REZONING AND THE LAND USE, THERE WERE.
WE HAD OVER 200 PEOPLE SIGN A PETITION.
WE HAD CITIZENS COME AND REALLY WANT THAT PROPERTY TO KEEP THE BAYFRONT DESTINATION, KEEP THAT VISION OF THE, YOU KNOW, THE INDIAN RIVER LAGOON, WHICH IS NATIONAL ESTUARY PROGRAM.
IT'S IT'S YES, I THINK CITIZENS DO WANT THAT.
I THINK CITIZENS WOULD BE WILLING TO PAY AND PARTICIPATE AS WELL AS WELL AS LOCAL BUSINESSES.
YOU ALL SEE WHAT THE CHAMBER IS DOING WITH THE SPACE COAST SYMPOSIUM.
I MEAN, THERE'S ALL WE HAVE TO DO IS ASK.
THANK YOU MA'AM, THANK YOU, THANK YOU.
WELL, AM I APPOINTED? THERE'S THERE'S NO APPOINTMENT TODAY, MA'AM.
NEXT. NEXT. SPEAKER BILL BATTEN, 586 OCEAN SPRAY STREET, SOUTHWEST.
AND A LOT OF THE THINGS YOU JUST TALKED ABOUT WAS BECAUSE YOU MADE A DECISION.
THAT'S WHY THE LAND IS SO EXPENSIVE.
NOW, IT WASN'T THAT EXPENSIVE WHEN THIS DEVELOPER WANTED TO BUY IT.
HE BOUGHT IT FOR CONSIDERABLY LESS THAN THAT.
[01:55:02]
THAT WAS NUMBER ONE.I HAVE THREE ITEMS I'D LIKE TO ADDRESS ON THIS ONE.
THE FIRST ONE IS ECONOMICAL DEVELOPMENT.
ECONOMICAL DEVELOPMENT AT THE EXPENSE OF LEVEL OF LIFE FOR THE CURRENT RESIDENTS.
WE DON'T WANT TO DEPLETE THAT BECAUSE YOU WANT TO GET AN ECONOMICAL DEVELOPMENT.
WE DON'T WANT TO HURT THE CURRENT RESIDENTS.
ITEM NUMBER TWO WAS WHEN YOU'RE TALKING ABOUT DEVELOPMENT IN THE NON-COMPOUND SILICON BAY, WHATEVER IT IS, WHATEVER THAT SITE LOCATION IS OF GAINING ROAD RIGHT OF WAYS THAT YOU HAD TO HAVE ROAD RIGHT AWAY TO MAKE THINGS HAPPEN.
I UNDERSTAND THAT, BUT REMEMBER, YOU HAVE TO HAVE THE ABILITY TO GET OUT OF THERE TOO, WHICH MEANS EVERY ROAD THAT YOU'RE EXPANDING IN THERE FOR THEM TO COME AND SAY, OH, THIS IS GREAT, YOU STILL HAVE TO TRANSFER ALL OF THAT TRAFFIC OUT OF THERE TO ANY OF THE MAJOR ROADS THAT WE HAVE IN THE CITY OF PALM BAY, WHICH IS MALABAR ROAD, WHICH IS THE CLOSEST ONE FOR THEM, AND YOU DON'T HAVE ACCESS OUT OF THERE.
SO THAT MEANS ANOTHER RIGHT OF WAY YOU'RE GOING TO HAVE TO ACQUIRE.
JUST KEEP THAT IN MIND WHEN YOU'RE DOING ALL THIS LONG RANGE PLANNING, BECAUSE YOU STILL HAVE TO DO GARVIE ROAD, WHICH IS THE CLOSEST, AND THEN YOU HAVE TO DO SAINT JOHNS HERITAGE PARKWAY, BOTH NORTH AND SOUTH.
AND THE NEXT ITEM WAS REPUBLIC TRANSFER STATION.
YOU'RE TRYING TO PROMOTE THIS.
I WOULDN'T EVEN CONSIDER PUTTING A GARBAGE DUMP AS MY PRIMARY ATTRACTION.
AND THERE'S A COUPLE OF REASONS FOR THAT, RIGHT? ONE, IT'S IN THE SAINT JOHN'S WATER HEADWATERS.
THAT'S THE HEADWATERS, THE START FOR THE SAINT JOHN'S RIVER.
AND LET'S JUST PUT A CONTAMINATION PLANT RIGHT THERE AT THE BEGINNING OF IT.
RIGHT. WE ALREADY HAVE CONSERVATION LAND OUT THERE, THE THREE FORKS PRESERVE AND THE WATER BASIN.
WE CAN BRING SOMETHING IN HERE FOR IT.
ALSO, INSTEAD OF THE GROWTH FOR THIS DEVELOPMENT THAT COMES IN.
AND AND MISS JONI, I BELIEVE THAT'S PART OF THE A MASTER PLAN WOULD REVEAL, YOU KNOW, THE EXITS OF THE NEW SAINT JOHN'S HERITAGE PARKWAY SOUTH CONNECTING SO HE'S SPOT ON WITH THAT NEXT SPEAKER.
ALL RIGHT. COME COME RIGHT UP, SIR.
GO AHEAD MA'AM. YOU'RE GO AHEAD.
YEAH. GO AHEAD AND SIT RIGHT THERE AND YOU'LL BE NEXT SIR.
PAT ALPER, 14 GEORGE'S AVENUE.
SO I DIDN'T KNOW IF YOU WERE TOTALLY JUST COVERING THAT WHOLE AREA WITH ALL BUSINESSES, OR ARE WE GOING TO BALANCE IT WITH THE RECREATIONAL AND OTHER? WHAT'S THE OTHER WORD I'M LOOKING FOR ANYWAY? LEISURE ACTIVITIES.
AND ALSO SO I DON'T THINK SILICON BAY WOULD WORK.
IT BEATS THE CURRENT NAME THAT YOU'VE GIVEN IT.
AND THAT'S ALL WE'RE TRYING TO SAY.
WE'RE NOT NAMING ANYTHING TODAY.
WE JUST DON'T WANT TO CALL IT WHAT IT'S BEEN CALLED.
WE'RE GOING TO CALL IT WHAT? IT SHALL NOT BE NAMED.
THAT'LL WORK. OKAY, I'LL TAKE THAT.
I AM I RECENTLY ANNOUNCED OUR INTENT TO BRING OUR CORPORATE HEADQUARTERS AND OUR FOUNDATION.
WE HAVE JUST COMPLETED, AS OF TODAY, OUR ECONOMIC STUDIES FOR BOTH THE FOUNDATION, THE PRIVATE FOUNDATION AND THE UNDERLYING PUBLIC CHARITY, AS WELL AS OUR GREENHOUSE INITIATIVE, OUR WATER INITIATIVE, OUR SOLAR INITIATIVE, AND OUR OFFICE PARK, PER OUR CONVERSATION, MR. MAYOR. WE WILL BE EXPECTING A PROPOSAL FROM US PROBABLY WEDNESDAY OF NEXT WEEK, INCLUDING ECONOMIC ECONOMIC IMPACT ON THE ON THE UPTAKE FOR THE CITY.
WE HAVE A FIRM COMMITMENT TO FOSTERING ENTREPRENEURIALISM FROM WITHIN THE RANKS OF PALM BAY.
THAT IS THE THRUST OF WHAT WE DO IN OUR PUBLIC PRIVATE PARTNERSHIPS.
WE COME IN ON THE FOR PROFIT SIDE, WORKING WITH THE CITY IN THE PUBLIC PRIVATE PARTNERSHIPS TO BUILD 501 C3 COMMUNITY CO-OPS FOR MUNICIPAL INFRASTRUCTURE THAT BECOME PART OF A BASIC UNIVERSAL INCOME, AUGMENTING THE ENTIRETY OF THE CITY FROM WITHIN THE BEACON, THAT IS, THE AREA THAT SHALL NOT BE NAMED.
[02:00:06]
COLLECTIVE 501 C3 THAT ORGANIZES AND COORDINATES WITH ECONOMIC DEVELOPMENT, EDC, THE CHAMBER OF COMMERCE, AND OF COURSE, CITY GOVERNMENT AND STAFF.THIS IS OUR ENTIRE BUSINESS MODEL.
FROM THERE WE WORK WITH THE LOCAL LAND DEVELOPERS, THE LOCAL GCS, THE LOCAL BUILDERS, TO CREATE SUSTAINABLE HOUSING THAT IS AFFORDABLE, NOT NECESSARILY BY THE TRADITIONAL STANDARDS AND HOW THAT'S MEASURED, BUT BY WAY OF HOW THESE HOMES ARE FINANCED BY HOW THEY ARE CREATED FROM A MATERIALS PERSPECTIVE, ALL THE WAY ACROSS THE BOARD TO HOW THEY'RE FUNDED IN THEIR CONSTRUCTION PROCESS.
THIS IS ALL PART AND PARCEL TO A COLLECTIVE AGGREGATION OF TECHNOLOGIES PARTNERS, CAPITAL, CONSULTANTS AND STAKEHOLDERS WITHIN THE ALETHEA ECOSYSTEM.
THIS IS WHAT WE'RE BRINGING IN OUR TOTALITY.
BUT I DO WANT TO BE VERY, VERY, VERY CLEAR.
WE ABSOLUTELY AGREE WITH THE IDEA OF BRINGING COMPANIES IN THAT ARE BRINGING MORE PEOPLE WHILE WE HAVE A HOUSING SHORTAGE, WHILE WE HAVE WHILE WE HAVE TRAFFIC.
WHILE WE HAVE ALL OF THESE INFRASTRUCTURE PROBLEMS WITHIN AN INFRASTRUCTURE THAT WAS BUILT IN THE 1970S, BRINGING IN A4000 JOB EMPLOYER IS IS RIDICULOUS. YOU DON'T HAVE THE ROAD INFRASTRUCTURE TO SUPPORT IT.
YOU DON'T HAVE THE POWER INFRASTRUCTURE TO SUPPORT IT, AND YOU CERTAINLY DON'T HAVE WHAT'S THE WORD I'M LOOKING FOR YOU DON'T YOU DON'T HAVE THE ABILITY TO BRING THOSE JOBS TODAY.
YOU DON'T HAVE THE ABILITY TO BRING THOSE JOBS TODAY TO SUPPORT THE PRESENCE OF THE PEOPLE TODAY.
AND I DON'T THINK ANYBODY ON THE DAIS DISAGREES.
YES, SIR. JOSEPH MILLS, 338 BRADLEY STREET, PALM BAY.
THANK YOU. EVERYBODY FROM PALM BAY DOING THE ECONOMIC DEVELOPMENT PRESENTATION WASN'T SURE WHAT WAS GOING TO BE SAID, BUT SO I GUESS WE'RE TALKING ABOUT INFRASTRUCTURE, TALKING ABOUT THE SILICON BAY CATCHPHRASE HERE, AND THEN WE'RE TALKING ABOUT JOBS IN GENERAL.
I WAS HERE THE OTHER NIGHT AT CITY COUNCIL.
I MEAN, WE COULD SIMPLY BRING AN EXPERT PROMOTER, GRANT CARDONE.
HE'S BEEN OWNING PROPERTY IN THE 80S AND 90S.
WE CAN PROMOTE EVERYTHING HERE.
I HAD A CONVERSATION THE OTHER DAY.
WE WERE TALKING ABOUT THE GOLF COURSE.
THAT'S A SMALLER LEVEL ECONOMIC DEVELOPMENT.
THE GOLF COURSE IN, IN IN BAYSIDE.
PEOPLE SIT AS STATISTICIANS LIKE UNIVERSITIES, BUT NOBODY'S DOING IT FROM A FUNDAMENTAL.
SO I'VE TRAINED MYSELF TO WORK WITH LYNDA WEATHERMAN.
AND THE ONE THING THAT WE DON'T HAVE IS IN THE FOOD LIKE A FOOD PLANT.
IF WE GO OUT AND TARGET, AS THE CITY COUNCILMAN WAS SAYING, LIKE KELLOGG'S OR GENERAL MILLS, THEY WOULD COME HERE IF WE PUT TOGETHER AN ORGANIZED TEAM AND AND SIT DOWN WITH THEM AND, AND DO THE PUBLIC RELATIONS AS A SIZABLE COMPANY WILL COME HERE.
THE INFRASTRUCTURE WILL HAPPEN, AS GRANT CARDONE SAYS, PROMOTE, PROMOTE, PROMOTE.
EVERYTHING ELSE WILL FALL INTO PLACE.
TO THE DETAIL OF DONNIE FELIX WITH THE TRAINING HERE.
WE GOT TWO AIRPORTS, WE GOT VALKARIA, WE GOT THE MELBOURNE.
AND BECAUSE I WAS WORKING WITH THE CPA THAT WAS THAT HAD A BUILDING RIGHT THERE BY THE AIRPORT.
AND SO WE HAVE THE PROGRAM TO TRAIN AND PARTNER WITH EASTERN FLORIDA STATE COLLEGE FOR ALL THESE PROGRAMS. BECAUSE I'M SITTING IN THE AIRPORT BECAUSE YOU'RE TALKING ABOUT THE EQUIPMENT OR THE MACHINES, AND IF WE ACTUALLY HAVE THAT PROGRAM, PUT IT HERE WITH EASTERN FLORIDA STATE COLLEGE, WE WILL HAVE TWO AIRPORTS.
WELL, ACTUALLY THREE, BECAUSE WE GOT SANFORD AIRPORT AND SO DOING THINGS LIKE THAT.
AND THEN I'VE ALSO I'VE BEEN WITH THE VETERANS PROGRAM WITH THE CERTIFIED TECHNICIAN.
SO THEY DO ACTUALLY DO HAVE A LOT OF THESE PROGRAMS IN PLACE.
BUT THE ONE THING THE FOOD PLANT WOULD BE A BIG HIT.
WE DON'T HAVE ONE ANYWHERE 100 MILES NORTH SOUTHWEST.
[02:05:01]
AND AND WITH FOOD CONTROLS BEING PRICE CONTROLS BEING A BIG CONVERSATION IN THE NEWS TODAY, I THINK WE BETTER START THINKING, HOW ARE WE GOING TO EAT AND PUT MAYBE A FOOD A FOOD PLANT FACTORY HERE AND THINK ABOUT INCENTIVES TO HIRE HUNDREDS AND THEN PUT THAT IN PLACE.THAT'S HOW I THAT'S WHERE I WOULD START AND THEN GET THIS GOLF COURSE AND BAYSIDE GOING.
NEXT SPEAKER SOMEONE ELSE RAISED THEIR HAND.
ARE YOU GOING TO SPEAK, SIR? NO. CARRY ON.
ROBERT, MAY I CALL ROBERT BACK UP? MAN. THE INFRASTRUCTURE IN LAKELAND BECAUSE I'VE DRIVEN BY LAKELAND SEVERAL TIMES.
DOESN'T APPEAR TO BE AS THE INFRASTRUCTURE IN, IN PALM BAY.
AND THEY HAVE ALL THESE JOBS THAT HAVE JUST BEEN CREATED.
SO I GUESS MY QUESTIONS IS MORE BASED ON IS OUR INFRASTRUCTURE TODAY CAPABLE OF HANDLING SOME OF THESE JOB CREATIONS? TO MY KNOWLEDGE, I THINK I HAVE TO DEFER TO JOAN ON THIS ONE AS YOU ANSWER.
SO I WOULD SAY DEPENDS ON WHERE IT GOES.
CORRECT. SO MY FAMILIARITY WITH WAREHOUSE DISTRIBUTION, THE WALMART PROJECT IN COCOA.
THEY WANTED ACCESS TO THE HIGHWAY.
THERE'S GOING TO BE A LOT OF TRUCK TRAFFIC TRIP GENERATION FROM THAT.
AND SO THAT'S NOT YOUR EVERYDAY AVERAGE CAR.
SO IF YOU LOOK AT PALM BAY AND HOW WE'RE BUILT OUT AND WHERE WE'RE BUILT OUT ALONG THE HIGHWAY I-95, PALM BAY ROAD, THERE'S NOTHING MALABAR ROAD.
THERE'S NOTHING, THERE'S NOTHING.
SAINT JOHNS HERITAGE PARKWAY, EXIT 166.
OBVIOUSLY, WE DON'T CONTROL THE LAND.
I KNOW EMERALD LAKES GOT AN IDEA OF HOW THEY WANT THAT TO BE DEVELOPED, BUT SURELY THEY'VE BEEN IN CONVERSATIONS WITH THE EDC, AS WE KNOW, AND THEY'RE TRYING TO LOOK AT BRINGING QUALITY JOBS, EMPLOYMENT CENTERS TO THAT AREA AND A LIGHT INDUSTRIAL AREA.
WE'RE TALKING ABOUT, I WOULD SAY FOR SOMETHING LIKE THAT TYPE OF ECONOMIC ACTIVITY, YOU'D WANT TO MAKE SURE THAT YOU'RE ALONG A HIGHWAY SYSTEM OR SOME SYSTEM THAT PROVIDES ACCESS AND HAS THE ADEQUATE ROAD INFRASTRUCTURE FOR TRUCK TRAFFIC.
SO THAT WOULD BE A GOOD LOCATION, AND THAT'S WHAT WE WOULD PROMOTE YOU TALKING ABOUT? YEAH, WE WE WOULD NEED TO CONNECT THEM WITH THE PROPERTY OWNERS.
THANK YOU. SO THERE IS A HIGH POTENTIAL LEVEL THERE.
AND THAT INTERSTATE? I WOULD SAY YES. I MEAN, IF YOU'RE ASKING ME ABOUT SAINT JOHNS HERITAGE.
YES, MA'AM. IN 95, THAT IS THAT INTERSECTION.
YEAH. AND I KNOW THAT THE EDC THE OR.
SORRY, THE THE EMERALD LAKES DEVELOPER THEY HAVE FOUR QUADRANTS ALONG 95 AND SAINT JOHNS HERITAGE PARKWAY, AND THEY'VE SLATED, YOU KNOW, ONE AREA FOR RESIDENTIAL, ONE AREA AS A MIXED USE NODE.
THEY'VE GOT, YOU KNOW, THEY'RE LOOKING AT HOSPITALS.
THEY'RE LOOKING AT FLEX SPACE AND INDUSTRIAL SPACE AND AND ALL OF THAT.
SO THEY DO HAVE THEY ARE KEEPING THEIR OPTIONS OPEN.
ALL RIGHT. ANYONE ELSE WISH TO SPEAK BEFORE WE ADJOURN? GENTLEMEN, I THINK WE NEED TO DISCUSS DIRECTION AT THIS POINT.
SO, WHAT ARE YOUR THOUGHTS? AS I WAS SAYING EARLIER, I'M ACTUALLY CONSIDERING HOW MUCH WE'VE GIVEN TO EVERYTHING ELSE WITH UNDESIGNATED FUND BALANCE.
I'M FINE WITH FULLY FUNDING IT OR GOING INTO PHASES AS IT WAS MENTIONED BY YOU IN THE CITY MANAGER.
THANK YOU. COUNCILMAN WEINBERG.
WELL, YEAH, AS I STATED BEFORE, I'M.
I'M TOTALLY IN FAVOR OF ANY INCENTIVE PROGRAMS. AS YOU KNOW, AS FAR AS EXPENDING A GREAT DEAL OF MONEY ON, ON THE FORMERLY CALLED COMPOUND YOU KNOW, LIKE I SAID, IF WE HAD SOME, SOME TARGETED BUSINESS THAT WAS INTERESTED IN THAT.
[02:10:05]
THEN WE COULD GO ABOUT, YOU KNOW, LOOKING INTO.EXPANDING INFRASTRUCTURE, SITE IMPROVEMENTS AND ALL THAT.
SO, YOU KNOW, I'M CERTAINLY IN FAVOR OF ALL THE REST OF THAT.
AGAIN, YOU KNOW, AS FAR AS, YOU KNOW, THAT AREA DOWN SOUTH IF THERE WERE SPECIFIC COMPANIES THAT EXPRESSED AN INTEREST, THEN WE COULD GO ABOUT, SEE WHAT WAS NEEDED TO TO GET THEM TO COME. SO THAT'S MY THINKING.
WELL, DULY NOTED, SIR, I, I HEAR WHERE YOU'RE GOING, COUNCILMAN WEINBERG.
MAYOR. THANK YOU. I THINK WE WE ALL IN AGREEMENT TO SOME DEGREE HERE.
I THINK IT'S DOING THE RIGHT THING MOVING IN THAT DIRECTION.
BE THE FIRST ONE TO TO INVEST AND, YOU KNOW, INVITE EVERYBODY ELSE TO FOLLOW.
AND I BELIEVE IT WILL HAPPEN NATURALLY ONCE WE DO THAT.
ONE SUGGESTION, THOUGH, IN TERMS OF THE RENAMING, CAN WE GET THE COMMUNITY INVOLVED? YES. LET'S CREATE SOME SORT OF, YOU KNOW, HEY, SEND YOUR IDEAL NAMING AND SEE IF WE CAN FIND.
NOW WE'RE DOWN TO MAYBE, I DON'T KNOW, TEN, FIVE OR WHATEVER.
YEAH. A NAME COMMITTEE, RIGHT? YEAH, YEAH, WE'VE GOT EMPLOYEES THAT CAN WORK ON THAT AS WELL.
YEAH, ABSOLUTELY. I LOVE THAT IDEA.
DEPUTY MAYOR, I LOVE THAT IDEA.
BUT SOMETHING ELSE I'D LIKE TO ADD TO THIS, TO THIS DISCUSSION.
I BELIEVE THE PHASING IN IS IMPORTANT.
I ALSO BELIEVE I BELIEVE IN TRAINING AND I BELIEVE IN MARKETING, AND I BELIEVE IN CREATING DIALOG AND RELATIONSHIPS BECAUSE, AS WE ALL KNOW, THE RELATIONSHIPS WE FOSTER LEADS TO CONTACTS AND WE INCREASE OUR CAPACITY THAT WAY.
AND OUR GOAL, OUR OUR REAL GOAL IS TO CREATE JOBS.
THE VETTING OPPORTUNITY, AND I WANT TO VALIDATE WHAT COUNCILMAN WEINBERG SAID IS AS FAR AS GOING ON THESE SHOWS, LET'S MAKE SURE THAT WE TAG TEAM WITH WHAT THE EDC IS DOING.
I BELIEVE THE EDC SHOULD BE PART OF THE DISCUSSION HERE TODAY.
I WOULD LOVE TO GET LINDA WEATHERMAN'S FEEDBACK ON HOW DO WE CREATE AN OPPORTUNITY FOR A COMPANY FROM HUNTSVILLE TO SAY, HEY, I WANT TO GO TO PALM BAY.
I THINK THOSE ARE THOSE ARE PART OF THE DISCUSSIONS THAT ARE IMPORTANT, BECAUSE I HAVE A LOT OF CONFIDENCE AND RESPECT FOR LINDA WEATHERMAN FOR WHAT SHE'S ACCOMPLISHED FOR DECADES HERE LOCALLY.
I CAN YOU KNOW, YOU'VE GOT BLUE ORIGIN, YOU'VE GOT EMBRAER, YOU'VE GOT SO MANY COMPANIES THAT THROUGH HER HARD LABOR AND THE EDC HAVE CREATED THOSE JOB OPPORTUNITIES HERE.
SO IF WE COULD JUST TAP INTO JUST A LITTLE BIT OF WHAT SHE KNOWS ABOUT WHAT COMPANIES ARE LOOKING FOR AND TAILOR IT, THAT MASTER PLAN YOU'RE TALKING ABOUT, I THINK THEN WE COULD START TO BUILD OUR INFRASTRUCTURE, OUR INFORMATIONAL HIGHWAY, OUR BROADBAND, BECAUSE THOSE ARE THINGS THAT COMPANIES ARE LOOKING FOR.
AND I WANT TO CREATE THAT TYPE OF INFRASTRUCTURE.
SO I THINK PART OF THE DISCUSSION SHOULD BE, LINDA, IF YOU'RE WATCHING, WE REALLY WANT TO TAP INTO YOUR GIFTS, YOUR TALENTS TO BRING THAT HERE TO PALM BAY.
AND YEAH, IT'S NO JOKE ABOUT IT, I I'VE GROWN TO LOVE LYNDA WEATHERMAN.
I'VE KNOWN HER FOR OVER 20 YEARS.
AND I'M WE'RE HONORED TO HAVE HER.
SHE'S BEEN A TRUE BLESSING TO OUR COMMUNITY.
SO I WOULD WANT HER TO SIT AT THE TABLE AND AND DISCUSS THIS WITH US.
WITH THAT BEING SAID, GENTLEMEN, I THINK WE'RE ALL ON THE SAME PAGE.
I THINK WE'RE GOING TO PHASE THIS IN.
I THINK THAT'S THE PROPER APPROACH.
TO YOUR ARGUMENT AND YOUR CONCERNS.
COUNCILMAN WEINBERG, LET'S LET'S VET THESE TRADE SHOWS.
LET'S GET THE, THE, THE BEST THAT WE CAN GET OUT OF THESE TRADE SHOWS.
LET'S JUST NOT BE FRIVOLOUS IN IN THIS VENTURE.
BUT I DO BELIEVE IN TRAINING AND I DO BELIEVE IN MAKING CONTACTS.
AS SOMEONE THAT HAS MADE CONTACTS THROUGHOUT OUR COMMUNITY AND IN THE FEDERAL REALM OF BUSINESS, I ALSO BELIEVE THAT IT'S ABOUT RELATIONSHIPS. AND SO WITH THAT BEING SAID, I THINK YOU'VE GOT ENOUGH DIRECTION.
SO THIS MEETING IS ADJOURNED.
